[0:29] election yes any reports from trustees any comments
[0:34] in these areas okay our acting city manager
[0:39] bill report [Music]
[0:42] the android
[0:49] [Music]
[0:56] yes
[1:21] trustee remarks
[1:44] yes
[1:53] you have received your consent agenda do i hear a motion
[1:58] thank you [Music]
[2:04] yes
[2:30] our external audit of our fiscal year in june 30 financials for
[2:35] several years this is just a renewal of an engagement letter
[2:39] for their services they usually come in in october
[2:43] to perform those services and spend about a week week and a half here
[2:48] going through everything before they come and present to the council
[2:58] recommendation continuation of the services provided
[3:08] um several years i can't recall exactly the last time we went out for a
[3:14] request for proposal from others we received one
[3:19] other submission and it came in a day after
[3:22] the deadline um we have not requested in several
[3:25] years
[3:30] any questions
[3:44] yes [Music]
[3:56] so the courthouse contacted cisco trials that have multiple defendants
[4:04] and they didn't feel that they could handle the case of safety in their
[4:08] facilities and so they requested to use the frisco
[4:13] on some of those dates and and we commonly made a local agreement
[4:19] with the county they've helped us out many times with this one they will
[4:26] basically paid a fee to help cover the territorial sanitizing
[4:33] and they will use two large terms
[4:39] i didn't jump into
[4:55] so i don't know that we've approved or should approve this contract today
[4:59] um during time there's a lot of publishing we've got a couple weeks
[5:08] before
[5:19] correct so timelines are
[5:36] second
[5:51] instructional yes vso through their uh representative codes
[5:58] field services requested for their transmission line project and
[6:04] i believe
[6:25] [Music]
[6:40] they already have these spaces all they're doing is basically updating
[6:46] the paperwork
[6:49] in the process of doing this
[7:15] uh yes take action on resolution number nine
[7:18] twelve pertaining to cares act funds for public safety employees
[7:24] yes that's deborah in a recent
[7:35] conference with the governor's office and others the
[7:44] of the use of these cares act has been changed somewhat to
[7:48] include complete coverage of police department and fire department
[7:54] personnel costs including wages and all the matching benefits
[7:59] from the time period of i believe march 1st through
[8:03] july 31st yes july 31st um with that number the amount that the
[8:09] city of clinton is subject to be able to receive back
[8:12] and reimbursement is over seven hundred thousand dollars
[8:17] uh we've already been this resolution is what's needed for us to be able to
[8:22] submit for those funds pertaining to police department
[8:25] and fire department wages so that resolution has to be passed but
[8:30] i just want to update you all so shawna sturmer has been working on
[8:36] collecting all the information for all the ppe that has been purchased any kind
[8:40] of equipment that's been purchased that we've used so far uh the
[8:44] departments have been very good about getting that information to her we've
[8:47] already requested prior to this notification
[8:50] i believe and some wages too for people who were
[8:54] uh non-essentially who had preferred who could have to be off work
[8:58] i think we've already requested today about 65 000
[9:02] so we'll be able to request all the way up to the 700 000
[9:06] amy jones is our payroll person she had uh calculated all of that and we're
[9:11] already ready to request for the balance of that seven
[9:14] hundred thousand dollars
[9:35] all yes uh now we'll move back up to action automatic
[9:39] uh we uh have guests here tonight we'll be uh
[9:45] the area of our copa 19 experience and it's
[10:01] they wanted to talk to the council about the clinton experience from their
[10:07] eyes and what is happening and i think we're
[10:10] all quite impressed with the system that's been set up by the school
[10:14] system to reactivate all students into as much
[10:18] of a regular educational format and how this plan has been extremely
[10:22] impressive that nevertheless has been a challenge
[10:26] so
[10:30] um
[10:37] [Music]
[10:59] as you know the research is all over the place what's going on sometimes
[11:03] but we know quite a bit over the last six months so something like you know
[11:07] in our county uh right now we've got a lot of buyers
[11:10] their federal threshold was ten to a hundred the red
[11:14] the state directional is 14. the state says we're 22.
[11:19] the descent doesn't count all the tests we appear locally
[11:22] so whatever does a lot of tests are hospitals like yes
[11:26] but those are antigen tests so they're not in the state
[11:30] if you look on the total website you can see profitable that includes our test
[11:34] stem locally through counter local tests our account
[11:37] mail is 157 500 000 if you count um
[11:42] people who don't ever been tested yet we're probably over four hundred
[11:45] thousand maybe four hundred look at just our city alone we have
[11:50] 40 somewhat cases just last week i think paper to the summer counts
[11:55] that this is around 460 500 000 the threshold is 10 so we are way over
[12:02] professional so it's community spread it's here
[12:05] so my recommendation is we need some type of mass mandate for our city
[12:10] whether it's mandate or guidance we need something to slow the spread
[12:15] of research every city that has done a mass mandate or some type of
[12:19] community attempt to sort them
[12:27] [Music]
[12:31] so from a physician's perspective it's here it's a problem
[12:35] and we need to do something address this issue
[12:39] you mentioned what was the answer i'd say guidance
[12:44] and maybe we've just been working with a really high altitude lakeville colorado
[12:50] everyone's wearing the mask every time you walk in this store it says please
[12:54] put a mask on keep your distance there's hand
[12:57] sanitizer every time you walk in the room
[13:00] every restaurant has hand sanitizer when you walk in
[13:03] and yes i don't it is we need a mandate but we need strong suggestions for the
[13:08] first weeks this is how we can control these
[13:10] fighters i'm going to go to politics and say we have to do this
[13:15] but we've got to do something where this community is kind of in trouble
[13:18] you know uh a few months ago when this first
[13:22] came out you know as a council you know trying to operate somewhere
[13:27] in between fear and heavily and then of course that we municipal shot
[13:34] down that activated lots of people are acting
[13:38] a park facility and senior citizens in the frisco center
[13:42] and one library was shut down by the western plains
[13:46] library so we took that particular action and
[13:49] strongly at the time strongly to all restaurants and things like that to look
[13:55] at takeout and that sort of thing now
[13:59] when are you you know that's where that's where we've been
[14:04] right and you know it basically has been there
[14:07] since the reopening of the state through the governorships program
[14:10] back in may okay so you're assessing the situation
[14:15] now now that's where we have been as a council
[14:19] you know and but that's that that was back in march
[14:22] and then we had very few cases and one of you couldn't test much
[14:26] and everything just tremendously i think each hospital is in 2000 tests
[14:31] so we know what's in the community first of all i've got guidelines this
[14:35] is from the white house i've got companies that you guys are like
[14:40] now they're pretty specific about what we should do when accounts over 10
[14:43] you're worth 157 per county 400 for a city
[14:48] so that number's high so i would recommend
[14:51] what they say close bars and gyms 50 percent capacity and all
[14:59] facilities restaurants eat upwards as possible
[15:02] it's hot we're not going to probably do that here another recommendation
[15:07] um i'd say no cd in public um that's a great way to
[15:13] spread this and that was written down the biggest
[15:18] thing is hand sanitizer needs to be available wherever you go
[15:21] and when you need to encourage masks anytime somebody else
[15:37] do you think we can achieve that
[15:51] by strongly encourage you that would have been good
[15:56] i don't know i mean this isn't politics this is caring for each other
[16:03] absolutely so it's going maybe further than we did in terms of like
[16:08] informing the general public and talking about creative ways and
[16:12] communication water bills uh
[16:17] getting more in in front of the general public in terms of the dire situation as
[16:21] we see it right now in terms of taking every measure necessary
[16:26] to protect the public from this particular spread and the hand
[16:33] sanitizer issue
[17:01] [Music] and businesses and things like that
[17:05] there seems to be more emphasis on the shields
[17:09] in front of people you were suggesting singing is a
[17:14] is a is something that creates more i mean
[17:23] so you're just better spread and all this is pretty scientifically proven
[17:29] so i'm going to come out and say this is mandatory i think that's pretty harsh
[17:33] but as far as highly recommended hopefully we'll take care of each other
[17:40] out there good strong information people people can
[17:43] do it
[17:55] a lot of information and i think we do that
[18:00] so togetherness and our effort i was going to say one voice we can
[18:04] have one voice
[18:08] that has not been tried before to be honest with you you know
[18:11] this thing has been you know the city council has taken care of
[18:14] their perspective i guess the hospital is trying to take care of
[18:18] their perspective but there hasn't been like one voice
[18:21] on this and um
[18:33] no you don't want to hear my comments on this search
[18:36] just be totally quiet on it i think if we're going to go this route just have
[18:41] all the women start buying burkas uh fit us into that get to the point
[18:47] where we can't leave our own house trying to mandate stuff for this
[18:54] i'm not going to be mandated wearing this crazy thing
[18:57] uh every time i come out of my house i'm not going to do it y'all do whatever you
[19:02] want to but me and this and
[19:07] we're talking about cases of code 19 we have other illnesses that i think
[19:14] are just as deadly are doing just as much damage and i've seen people come
[19:19] through on that that is my opinion but i think
[19:23] this thing world health organization uh
[19:29] some of these other politically run groups i'm not going to let them dictate
[19:36] what
[19:49] he wasn't wearing his glasses
[20:03] and that is that was you know their pure purpose uh perhaps something
[20:11] we can talk about something that's not a mandate
[20:14] but providing guidance pushing out pushing out factual actual
[20:20] information so that people like what you're talking
[20:23] about when we talk about when this plane first
[20:28] started we had just very few cases and now we have a lot
[20:31] more vision and my goodness gracious how many more people did
[20:34] that the white stuff increased and counted
[20:38] but that's to the people what's your answer to that doctor
[20:42] in terms of our testing versus versus the increased
[20:46] numbers that are
[20:50] [Music]
[21:00] we're finding a bunch of them i've actually
[21:03] therefore some people i didn't have without your test
[21:07] because i know they haven't so you have a quarantine you can take care of
[21:10] yourself one community member has it they all
[21:13] have symptoms like catch one
[21:24] july 4th we just need
[22:02] counted in the same thing okay as far as the state is concerned um it's
[22:09] corner county of origins
[22:24] well i asked department specifically about the flanking numbers
[22:28] they said that if you came in front of the dress
[22:31] then that is that they don't count somebody who comes in from
[22:35] say cordell or someplace else that's tested in clinton
[22:40] in other words you're saying the southwestern situation
[22:44] if they have addresses outside of here they may very well not be showing
[22:48] on the intestine that's correct because they can go back to their
[22:56] so it's deflating our numbers where the true numbers are pretty high
[23:00] and i'm counting the numbers our hospitals are dead which they say
[23:05] that's as the last thursday
[23:16] like i mean people getting together more just
[23:20] we kind of broke the production we started being more family getting
[23:23] together more so we started the gym it didn't get
[23:28] worse right skills started it was it did not
[23:31] get worse
[23:40] any other questions well i just i don't think this this doctor is
[23:47] coming from a great we all know the community is really really lucky to
[23:52] have you and i appreciate you coming and i know that you're coming from a
[23:56] good place and i think that it's
[24:00] i did not take this as we got to do this but we have we have to do something
[24:06] and it's not political it's just i talked to a doctor in santa
[24:13] fe and dr dr dallas i have doctor friends all over
[24:16] and they're all coming from the same place um
[24:20] i don't know how you would regulate a mandate
[24:23] that would that would be a lot of fun with the chief
[24:27] but there has to be we do but you know we talked
[24:45] and so that gives us a little something to stand on right
[24:50] right so we might have something from one side but i'm telling
[24:54] them we hear you and we know that i've got a
[25:25] how much we appreciate you bringing your profession but i think it's i think it's
[25:30] it's something to be said we can't make people
[25:33] do that right now we can do we can take care of our own facilities
[25:38] and we can spread knowledge and information and he'll do it a little
[25:43] bit more coordinated maybe within more or less
[25:52] it's just you know it's about
[26:03] so we can dial it into our backyard
[26:29] [Music]
[26:37] thus far this is our ninth day of school was the day
[26:42] obviously we started on the 20th um the first full week of school was uh
[26:47] was very interesting when i was the kind of episode of things
[26:52] in many ways the school is a reflection of the community
[26:56] and we had we got an interesting week last week and uh i appreciate it
[27:00] inviting you here if you just just really don't see some some numbers of
[27:04] some things that uh being called this last week because obviously we're
[27:08] uh when you talk about boots on the ground and american being right in the
[27:11] middle of it we're we're right in the middle of frank
[27:15] uh because obviously we've done a lot uh kind of going in terms of trying to
[27:19] keep 2 500 students and staff members in the
[27:22] same environment pretty much every day which is pretty challenging because it's
[27:26] coming to us obviously with things that bring into
[27:30] our schools as opposed to getting our schools memory out of the community
[27:33] um so on monday which was the first obviously
[27:37] the first day the first full week of school we had 12 call-ins
[27:42] of positive cases amongst our student body
[27:45] by noon on monday we were very new cases yes we had over 50 students in
[27:52] our district that were quarantined prior to school even starting those were
[27:56] from exposures in the home those positive tests those were from
[28:00] exposures in at family events or at work those types of things so we started off
[28:05] with uh students that were already able to
[28:08] start school with employees as well we have
[28:10] now been 12 employees of around 14 due to
[28:14] you know exposure which is defined as uh 60 or less for a period of 15 years of
[28:19] war um that's obviously climbed by the
[28:21] health department and by the by the cdc those are guidelines that
[28:25] were governed under in terms of quarantines and
[28:29] mandates with that regard we do have a math requirement for students 5012
[28:34] we have done a lot as far as ppe examination and scheduling and busing
[28:38] and just spending weeks and weeks in terms of planning for school this year
[28:44] but those two things in terms of what to do as a positive test and what to do
[28:49] when there is an exposure and what actually is considered an exposure
[28:53] those things are given to us by the cdc through state
[29:00] we had 21 positive cases in our district luckily i was 21 10 of those had
[29:07] either not attended school or had become symptomatic in time frame in which
[29:12] we were not required to contact trace those students
[29:15] in the classroom environment and we are up to
[29:19] 26 positive cases now with employees and students across the district
[29:24] we have um uh we've got three positives amongst our staff
[29:29] um uh since the 20th which was also the first day of school we've had
[29:34] 14 exposures amongst our school staff which from each and every
[29:40] every school site an entire child nutrition staff on one school site
[29:45] and those are just the employees since the 20th
[29:48] we have had 280 students district-wide in some form of 14 whether that was
[29:53] being exposed outside of school in school at career
[29:57] tech just obviously all the different places
[30:00] where our where our students are we've had
[30:04] positives over the summer in sports teams and different workouts
[30:09] with quarantine student-athletes obviously we
[30:12] kind of want to be out on a lot of things one of the things i was
[30:16] talking very wrong about is i can say with confidence
[30:21] maybe not to start uh this week they're moving forward
[30:24] especially in the first seven days of school from the 20th odyssey public
[30:28] last friday um i could say we're growing with confidence that none of those
[30:32] cases originated in our school those came from
[30:36] the community into the school and once we see
[30:39] that start happening which obviously that is happening then it's going to
[30:43] start multiplying because obviously you know
[30:46] we know what flu season doesn't stress and stomach bugs and those types of
[30:49] things do in schools and that's what we're seeing now we have
[30:53] had our first few cases of students that were
[30:56] importing due to exposure to those cases in school one of those
[31:00] cases out of school that went from exposure
[31:03] to actually turning into a positive and so now we're kind of starting to see
[31:06] that that next little wave of things happen so um just from a
[31:11] number of sense that's where we are right now we've got
[31:13] um positive tests at every school site now we just did some
[31:17] quarantine at every single school site and out of those 20 plus positives we've
[31:22] had almost our student body we heard a lot about
[31:24] asymptomatic asymptomatic concept genetics all those types of things
[31:27] out of those 21 we have only had two students that were not actually
[31:30] sick um students are getting sick and that's all the way down to
[31:34] uh pre-k as well all of our employees that have guessed positive
[31:39] that they're physically sick and some of them comes through some pretty rough
[31:43] patches as well so we have had at least one positive
[31:48] within the school nine days uh we've got at least one positive
[31:51] on six of those high school days uh somewhere in addition whether it's
[31:55] through
[31:59] continue foreign see those things um as long as
[32:03] again some of the information that dr whitford shared as long as
[32:07] in our community as much as it is we are seeing which is very interesting
[32:14] a lot of power a lot of our people aren't going to get tested
[32:18] um in talking with other superintendents and school leaders across the state
[32:22] that have not had as many cases as we have had a lot of times it's all that
[32:26] conditioning in the community where people are not going to be tested
[32:29] i will say that i encourage that fact that we have a lot of people that are
[32:32] going to get tested because that's the way that we have to
[32:35] stop that measure in order to to make sure that people are
[32:40] getting tested whether
[32:45] but i have also heard in our community of some people that
[32:49] um you know are fearful for various reasons and that it is um
[32:55] probably as as you're probably made a little bit worse than some portions of
[33:00] our injuries
[33:03] and so um that's what it looks like from the school perspective obviously in
[33:09] many ways the school district is a reflection of
[33:12] the community in order to continue to be a reflection
[33:15] of the community so are you seeing the biggest numbers high
[33:19] school fall over so so it's fifth through twelve your
[33:22] biggest numbers are high school your grade schools uh are those numbers
[33:28] staying low and um
[34:05] of the things that we were saying was not just being quarantined for exposure
[34:07] at school it was calling in and saying hey i worked at
[34:10] you know touch and and i work my group with this guy i suppose
[34:13] for you know i was like family meeting on saturday next month
[34:17] and found out
[34:33] in terms of what you're suggesting that's kind of coming
[34:36] from the community to the school instead of passing right now
[34:40] but now it's going to start doubling back on itself and i think the situation
[34:44] i mean i'm not there so i don't say the situation will worsen but obviously
[34:50] whenever you get you know a couple thousand people um in
[34:55] very close quarters on an everyday basis
[35:00] um
[35:13] are you planning
[35:19] [Music]
[35:25] but all those things are always a conversation those things may change um
[35:29] based on especially the numbers that we've seen
[35:33] in terms of the state department of education where everyone has a health
[35:35] food map system and all those things but the
[35:38] color coding system from the state department
[35:41] we wanted to have a little from site to site so we did not adopt their color
[35:46] coded system um but we were we were quite
[35:49] literally one case away from being in one second part considered
[35:53] orange two uh once you hit orange two uh you shut
[35:57] down your entire school um and so uh and you go virtual
[36:02] um and so just to put into perspective from guidance
[36:05] um in terms of say health department and state working together
[36:09] we were one reported case to the state health department away
[36:13] from being in orange two county um and uh
[36:17] i know the arapahoe you know chose to go with the color coding system
[36:21] then we're one case away in our entire county uh from having to shut down my
[36:25] school for appropriations that i don't have your city knows the
[36:29] county account yeah it's the county number i think the
[36:32] accounting threshold is 25 or 100 000 to be according to based on
[36:37] the state department education they have differing guidelines for each
[36:41] one of those color codes and i believe we're
[36:43] 22.36 or something like this so let me parse that out for 1000.
[36:52] just to put it into perspective in terms of you know guidance
[36:59] on their skills
[37:11] [Music]
[37:18] [Music] so much for myself and perhaps others
[37:23] it's impressive how the school system has organized
[37:26] themselves and it seems to be a model for those who pay attention in terms of
[37:31] plan a plan b and c
[37:41] [Music]
[37:48] talking to these kids and making them get up and
[37:52] get away from each other you know he's working the whole time and and i ask him
[37:56] and it's hard for you to leave but he said you know in about eight or nine
[38:00] minutes get up and walk away
[38:19] [Music] you know i mean the 15-minute rule is is
[38:24] just what we're getting nights um under 60 or less for a period
[38:29] for a good 15 minutes or more um so if you break it at 12 minutes and
[38:34] then you pretend to go back for another 10 minutes does it make that bigger
[38:36] difference maybe not but whenever we turn over
[38:40] information in a positive test or we're notified by the health
[38:44] department we turn over all of that information to them
[38:47] and they start contact tracing and sometimes that
[38:51] that includes contacting the individual and saying
[38:54] who you're around approximate times you know what you've exposed
[39:04] [Music]
[39:13] to have structured movement season charts groupings cohorts
[39:17] pairs of students all those things we have those things we have this is
[39:20] recorded because whenever we get a positive test
[39:23] we have to be able to move quickly and turn that information over to the
[39:28] county health department so that they could be gaining power
[39:29] tracing and figuring out who it is
[39:37] so that's been uh i think it's been very impressive
[39:46] what the school has done
[39:50] and you are doing all you can to stay open
[39:54] because
[40:08] you
[40:22] we possibly can but i will say in terms of
[40:26] those that are very public with their data because we've tried to be very
[40:28] transparent with all more information with those around the state for being as
[40:33] transparent and communicating their members
[40:37] members of positives within our school system
[40:41] they're up there i mean they're up there with um
[40:44] lists of schools that have multiple times where we do not have students that
[40:47] we have so it is a very it's a very real issue
[40:51] regardless of whether those students are ending up
[40:54] in the icu or you know whatever i mean it is truly in terms of the
[40:57] numbers that we've had based on the number of students we've
[41:02] had it's it's we have a lot of cases
[41:18] at the very least
[41:27] you know everybody on the same page some sort of campaign just
[41:31] something because i i to to hear the real information the real
[41:37] numbers i think would for some people that maybe aren't
[41:40] plugging kids in the system or you know those types of things
[41:44] i think it would maybe be surprising that they're personally
[42:10] you should be able to give
[42:15] and i guidance know that some of the statewide numbers we've seen come down
[42:19] um i've seen some really interesting graphics statewide
[42:23] from some dates of some of the larger municipalities and other
[42:26] you know cities across the state that have had some sort of ordinance
[42:31] in the downticks that that's created so in terms of its effectiveness
[42:40] now that magnitude
[43:10] um myself personally but also just from a school standpoint
[43:14] we've had so much support um and so many just
[43:18] random messages notes and emails and calls just saying
[43:21] we appreciate what you guys are doing and you're a tough situation
[43:24] because again as a reflection of the community we are kind of
[43:27] i don't say caught the middle to make it sound bad but but we just
[43:30] we just are um we're we deal with the situation as it comes to us
[43:34] and sometimes we don't have a lot of control over
[43:38] 2007
[43:52] much less than families so i think that you know
[43:56] we should be able to find some way to have more effective encouraging people
[44:02] to be safe and see if we can get this to drop down
[44:10] yeah and that's kind of what you're doing you're just
[44:14] because the dome you're not you're not required to wear a mask
[44:21] with that we've had conversations i think that uh
[44:24] without enforcement those types of things from other communities and stuff
[44:27] again that's not something that is out of the
[44:31] real possibility for us it's probably getting
[44:33] i would say it's probably getting closer than it is further away
[44:36] just because we are just when we look at numbers we are
[44:41] in in a situation where we do have community spreads
[44:44] there are a lot of there are a lot of um cities and towns our sides are smaller
[44:49] they've had higher case numbers or seen moving sites but they've had
[44:52] you know they have a correctional facility or they have
[44:56] a nursing home a long-term you know sailor hospital some people have had
[45:00] outbreaks we've seen some pretty good numbers and all of those have been
[45:05] just in the community and so i would say that that's never off the table so well
[45:11] in essence
[45:23] virtually zero issues for our students because our students want to be at
[45:26] school they need to be there they'll do it and that has not been an
[45:30] issue for us
[45:36] thank you thank you very much thank you tom thank you very much
[45:57] what might be a suitable movement by the city council should be
[46:02] helpful in terms of having one voice to be safe
[46:08] we can do that in the next
[46:22] the next item
[46:27] um and our last uh action is to uh
[46:34] um knock down on and yeah uh not last but uh consider take action on
[46:40] accepting the award cdvg grant for the tax system at the
[46:46] clinton link project
[46:50] i'll try yeah we never been awarded the grant
[46:53] that we did apply for a powder activated carbon system for the like
[46:58] prostate which addresses
[47:02] odor and smell or face issues and i'm going to ask johnny o'connor
[47:23] now
[47:37] uh this pack system when we go all the way back
[47:40] to uh last year in november december into january when we had our severe uh
[47:46] algae bloom in the lake and caused the severe taste of another
[47:52] issue in the system uh during that time of
[47:55] investigation the late planet at one point in time had
[47:58] taxed four cases under issues and was removed
[48:02] for whatever reason uh in january we created
[48:08] a makeshift unit that we've been actually using
[48:12] for the last eight months that took care of the taste of
[48:16] issue back then we maintained that equivalent so this is actually
[48:22] putting the system back in that used to be out there as
[48:26] part of the treatment process [Music]
[48:29] with that the eq has two regulations for pac there's a
[48:36] regulation for construction because it's explosive
[48:40] so depending on what you put in has absolute design criteria
[48:46] to ensure
[48:51] i believe this design uh accounts for either
[48:54] a liquid slurry that we can bring in or uh carbon activated supersac so it's
[49:00] really big
[49:14] uh
[49:24] the second part is the regulation for the controlled test number
[49:43] to make provisions for controlling taste and odor at all surface water treatment
[49:46] plants the use of chlorination chlorine dioxide
[49:50] fire activated carbon granular activated carbon absorption humans potassium
[49:54] full list of chemicals that you could use
[49:58] activated back outer activated carbon is by far the cheapest
[50:02] to use and it covers a wide range of taste and other causing bacteria
[50:10] we test what caused that specification algorithm
[50:13] was uh mip we still test for it every week uh at this point in time we
[50:19] use that as an indicator of how the lake's doing
[50:23] how to control uh healthy blooms
[50:39] potential too so it's a it's a pretty important
[50:43] piece of appointment to have just why it wanted to be union
[50:52] now this is the culmination of our grant process that
[50:58] we have gone through and you're sure that
[51:02] justify you're saying deq would always be satisfied with this
[51:08] temporary installation that you have well it's satisfied right now but it's
[51:12] not a permanent solution
[51:21] and we're actually using a bumper right now that's not really designed to pump
[51:25] an abrasive material we've already had to rebuild it once
[51:29] but it was something we could do to get it up and going to get rid of the
[51:34] issues that
[51:55] he mentioned a device monitoring system that i laughed because it's
[52:02] fixed
[52:11] [Music] what is the difference what was he
[52:16] talking about so the inline analyzer said total organic carbon analyzer toc
[52:22] we performed those tests but it gives you real time on
[52:25] the water temperature what we're doing packing we're doing all the additional
[52:30] testing stuff we're testing we're getting results back and then
[52:33] you know we're dosing a certain amount what that does is
[52:36] that tells you what all you know is all carbon so if it starts going up
[52:42] you know it's an inline sensor that we can put in that would actually alleviate
[52:47] some of the testing that we're currently doing
[52:49] wouldn't alleviate the system to control the motor it would just give you a
[52:55] baseline that you can constantly read like a floater or something
[53:10] just in case it's an issue i'm having a tough time i'm gonna ask
[53:15] you to speculate you said something about we had this
[53:18] packed filler and then for some reason we just got rid of it
[53:24] is that right yeah that was before i signed
[53:30] what does that mean well the system was originally put in
[53:35] and it was like i don't know when at some point
[54:06] the carbon filter system was damaged and not been used
[54:13] for sure
[54:35] it's hard
[54:45] [Music]
[54:50] specify
[55:17] all your electrical
[55:32] is
[55:40] to create the slurry and then you know we have two options because at the time
[55:45] that i did my research that returned here
[55:50] they supplied a labor story they only had one
[55:54] one person taken in so they were getting to the point where they might not supply
[55:58] it so they had to account for that when
[56:10] what's the cost and what we're operating now what how much does it cost is
[56:28] an actual
[56:42] so the cost i think forward almost a year that we've been running
[56:47] and we've replaced a couple pumps which kind of changed
[56:50] the times with that stuff
[56:55] on the equipment
[57:07] as far as keeping the water
[57:35] so this would cover that spread and being
[58:20] if we
[58:34] is
[59:08] i guess my question with that is relates to
[59:12] the treatment you know for when was that constructed
[59:18] [Music]
[59:26] but it's supposed to be our insurance policy in case something happens
[59:29] together so my question is is the ro the ro plan
[59:35] is nearing the stages of being able to be put into the system but if you shut
[59:38] down the lake it won't handle the demands of the sound
[59:41] you already have yeah you don't have enough water source
[59:58] so
[1:00:03] [Music]
[1:00:09] so i understand that what i'm talking about right now i'm trying to not spend
[1:00:12] 1.2 million dollars for seven million dollars if it hasn't
[1:00:16] turned it off you're suggesting that you can't handle
[1:00:21] it plus eighty thousand dollars yeah
[1:01:10] but without the leg playing running i can't
[1:01:14] bring it down the lighting was really weird
[1:01:27] i'm not saying that at all but my point is that there's a
[1:01:31] catastrophic emergency plate and we can't use it for
[1:01:36] a day or a week because there's an algae bloom or something's going on there
[1:01:41] what's happening right now and we're still at a point with this damned
[1:01:46] our o plan that we can't use it no matter what
[1:01:50] capacity if we needed a gallon a day we couldn't use it
[1:01:54] and we're and we're we're paying for it and but you said the biggest reason why
[1:01:59] we can't use the ro times because there's not enough water source going
[1:02:18] the skids correct to where we can see it on scada
[1:02:22] and got the backwash uh fixed video actually just took a lightning hit out
[1:02:26] there where we had some issues we had a search companies of
[1:02:29] the plan we had to bring a contractor back out and help us
[1:02:40] the contract was just about to be finalized
[1:02:44] and designed so
[1:02:58] they're just flushing it
[1:03:14] yes it's not but it does your question was
[1:03:20] do we do we have to do we have the alternate water sources to supply
[1:03:25] not because there are enough water turning through the ocean
[1:03:28] correct and then if there's not then can we find the alternate sources
[1:03:33] for less than 4.2.2 million is that is that an option we don't we're
[1:03:38] not you're not asking us to make a decision right now well we are tonight
[1:03:42] we're
[1:03:56] what this [Music]
[1:04:11] and then the timeline we have in funding the wrestling project
[1:04:15] uh that's what he'll come up and talk to us about
[1:04:18] i think you've addressed it before we don't have
[1:04:22] at one point what what is the cycle
[1:04:38] is of 400 people thousands he had two years from
[1:04:45] august the third to complete the project but he has 120 days from august the 3rd
[1:04:56] so if you are going to sign and approve this contract tonight
[1:05:00] that's found in the department of commerce you are not proceeding with the
[1:05:04] project that you have should not say he had
[1:05:09] nine months from august the third to start construction on that project
[1:05:14] so we're welcome how long how long so did you
[1:05:17] say how long do we have to decide
[1:05:35] longer i can't phone us and answer how much longer we're gonna get you
[1:05:38] to accept the reward let's see you know if you have 120 days to get a release of
[1:05:44] funds so if you didn't do the project we have
[1:05:47] to do environmental review project site and then get those
[1:05:51] conditions uh satisfied and then
[1:05:55] as part of the release of funds we have to
[1:05:59] show that you still will come up with your part of the matching
[1:06:03] time so in the event that we voted on tonight to be accepted
[1:06:09] and for some reason two four weeks later something changes what
[1:06:15] what are the optics about if you accept it signed a contract
[1:06:20] you would just have to write a letter to the department of commerce
[1:06:24] explain to them why someone expect them to proceed with the project
[1:06:58] manager and the process of engineering and
[1:07:01] that sort of thing yes there is some funding in there for 28 000
[1:07:10] minus the 450 minus the 28th but there is 28 000 in there if you some
[1:07:16] choose to that's going to assist you with the cdbg and we do the
[1:07:21] environmental review and we do help you assist you with the
[1:07:25] release of funds these are federal funds so we have to
[1:07:30] bid it out and they inspect the wage rates things
[1:07:33] of that nature requirements in the bid package so you'll be working
[1:07:37] with our city manager [Music]
[1:07:40] yes
[1:08:19] [Music]
[1:08:33] the thing that i want to make sure i understand is that you're suggesting
[1:08:37] from a professional standpoint that this lake could not be
[1:08:41] handled but without this uh new charcoal system
[1:08:45] this garment system could not be handled with another algae
[1:08:51] no not not with what i mean what we have is
[1:08:54] is working but it's not a permanent solution this is
[1:08:58] this is operational engineer to get the problem solved that we had at
[1:09:04] the end of you know if we don't
[1:09:08] we don't make a permanent structure to help us dose that then over time i'm
[1:09:15] just gonna i'm just gonna keep spending money
[1:09:19] let's just say it was running let's say if driving let's say that we delay doing
[1:09:23] this process and we bring the ro plan in to help us with whatever the fund like
[1:09:28] you need is but the future of that would be difficult for us if we decide that
[1:09:34] our own plan should be used for other points of
[1:09:38] economic government or sale of water we we need those spots you need both spots
[1:09:44] right now the road doesn't have enough water supply to run into
[1:09:49] the paint even if it did even if you've ever been
[1:09:52] there if you have three million dollars i can't remember
[1:09:55] capacity is four points okay well if we did that in order for us to
[1:10:01] grow economically and to use that system we cannot think about taking up a light
[1:10:06] process out of the future
[1:10:13] under what circumstances can we
[1:10:28] yeah and not not be could not be used as an economic tool
[1:10:32] or it's capacity to be taken by by clinton if we don't have it unlike
[1:10:39] if you build it out and you have the water source to come in and you can
[1:10:42] supply the 4.8
[1:10:57] five whales we drill spend so much money on where
[1:11:01] where do they come in in all of this aren't they supposed to supply the oil
[1:11:05] plants they talk about the golf course well and
[1:11:09] uh dixon well uh we talked about those well i'm talking
[1:11:12] about no fun kids go find whales that was supposed to be the catchment on
[1:11:18] all of this stuff and i i've heard the statement made
[1:11:25] in this city that with those five whales and the water sources we have clinton
[1:11:30] will never be in trouble for water again and now i'm hearing that we're fixing to
[1:11:35] build this draft now we're talking about hypotheticals
[1:11:40] for one thing we're not talking about something that's actually existing the
[1:11:42] drought hasn't happened that's kind of medical
[1:11:45] and and growing industrially around our own life that's hypothetical but those
[1:11:49] are things that are serious things that could happen and our future in
[1:11:53] terms of progress may be very well-rounded our oakland
[1:11:56] it may be bigger than just flying water to clinton
[1:11:59] if we have gun lake we have foss in other words
[1:12:03] i'm thinking about hypothetical body i'm not talking about it happening right now
[1:12:08] i've been trying to make the situation a 1.2 million
[1:12:11] carbon system at front leg and i'm just looking at perspective in my own brain
[1:12:17] what would make sense on that if you're suggesting we can wait and you're
[1:12:31] you know i don't want to spend 1.2 million hypothetically
[1:12:34] well it's not hypothetical there i mean i'm saying that that
[1:12:38] right now we don't have the capacity in our oakland for life to be taken out
[1:12:42] and you're suggesting that what could go out we don't have this carbon system
[1:12:48] is that what you're saying yeah we don't if we don't make a permanent solution to
[1:12:52] put the carbon system in we go through another algae bloom like we did in
[1:12:55] december of last year that created you know almost four months
[1:12:59] that takes the notary issues then you know the state could come in
[1:13:04] and put us under consent order to take care of it all right
[1:13:06] you know we have to shut it off and i hate to ask just
[1:13:10] the same question you see no other options you see no other there's
[1:13:15] no there's not a
[1:13:23] [Music]
[1:13:28] there are no other options this is it
[1:13:37] [Music]
[1:13:45] you know if anything goes down it gives us more options we have
[1:13:48] more options than what we have right now
[1:13:56] you're saying we need it we've got to have something in to be able
[1:14:01] because with the surface water and the stuff that drains into the lake
[1:14:05] and you know the mixing and algae blooms and stuff we have a lot of potential at
[1:14:09] any time that i have to taste another issue
[1:14:12] and i don't i want to be able to rely and have something in the system to be
[1:14:16] able to treat it uh just like we do with uh disinfection
[1:14:19] and making sure that the water is safe and tolerable for everybody to know how
[1:14:23] long would it take to construct something like this
[1:14:26] i don't know for sure the timeline but so once it got all approved
[1:14:54] the money's available too remember that it's not coming out with devil's number
[1:14:57] it's not coming out of your general fund it's there
[1:15:00] in our construction money that's left over from this
[1:15:03] 20 million dollar facility and it's pointed at 1.5 million dollars
[1:15:08] it's actually about 2.5
[1:15:13] so this this 700 000 would come out of that and that's the only thing that can
[1:15:17] be used for correct you know we're used for water
[1:15:21] water infrastructure and we
[1:15:25] it's not a matter of not having to find these questions should we do this
[1:15:30] we should do this
[1:15:44] we want to deal with this tonight he's in a position here where he's
[1:15:49] talking to us we're supposed to like
[1:16:09] and then basically the contract back you send it to them
[1:16:13] and the next thing they send it back
[1:16:57] filter systems
[1:17:05] [Music]
[1:17:14] yes
[1:17:23] thank you very much
[1:17:42] yes
[1:17:54] all right
[1:18:04] [Music]
[1:18:10] yes no actions [Music]
[1:18:31] yes
