and they didn't even know if all the
records were there.

The records were not there. I don't know

Um I'm still waiting to see what was in
[24:49]
the destruction files that she had
placed. And also last May
[24:56]
and not the first time, but several
times, she has falsified the meeting
[25:02]
minutes.
She literally put into minutes stuff
[25:07]
that never was discussed.
So, if that's the stuff that was going
[25:13]
on here in the simple everyday stuff,
I'm all in favor of her books being
[25:18]
audited from the day she began.

wanted to see certain changes of wording

are we going to be able to submit

them and help decide what gets changed

where it says strongly suggest is is
strongly suggesting that environmental

best practices be used or environmental
green building

practices that's lead lead certified,

You can't mandate that legally
that somebody go and and utilize lead.

So, you know, it to the best of my
knowledge I think the only place that
[27:09]
strongly suggests this use
and and you can just take that out all

uh and then we have to have that
hearing, right? So, unlike an ordinary
[29:18]
ordinance where you can advertise So, if
you wanted to

uh put an ordinance [clears throat] in
place that said uh that uh a noise
[29:27]
ordinance, for example, right? A noise
ordinance is what we call health,
[29:30]
safety, welfare ordinance. Uh that would
have to be advertised one one time once
[29:35]
uh

at least 1 week in advance of the hear
or of the of the meeting. It doesn't
[29:40]
require a hearing. It just requires
consideration at the public meeting. The
[29:44]
hearing, as you all remember last time
we had this stenographer,
[29:48]
that has to be advertised twice. You
have to have the stenographer. Prior to
[29:53]
that, it has to go to the uh York County
Planning Commission. So, there are more
[29:57]
steps in the process, which every time
um
[30:01]
you know, and you can do this as many
times as you want, but every single time
[30:04]
you do it, you have to restart those
steps, go through all of those steps,
[30:09]
and that just adds
cost, [snorts] frankly. And and time.

discussion of the elected auditors
[40:36]
performing the audit of the previous
secretary.
[40:41]
» Okay.
>> I was reading.

>> I have prepared notes just because I

don't want to lose track.
Um in recent years the people of the
[40:49]
Doylestown Township have lost confidence
in their elected officials and with the
[40:52]
new board and new auditors we finally
have the opportunity to reassure
[40:56]
residents that their money is being
spent wisely. We all campaigned on the
[41:00]
platform of transparency and
accountability accountability.
[41:05]
Since I have become involved in Township
matters, I have met resistance from many
[41:09]
directions.
Um most recently after being elected to
[41:13]
become an auditor, the previous
secretary did everything she could to
[41:16]
keep me from performing my duties. I
left phone messages, I emailed her, and
[41:22]
I got zero response. She did not respond
at all.
[41:26]
She failed to show up at our
organizational meeting and we were
[41:30]
locked out. We couldn't even get in the
building. So, fortunately Jason was
[41:34]
here, he let us in.
Um she ignored all the requests that we
[41:38]
made to provide the documents that we
needed, which caused delays in our
[41:42]
organizational meeting and our setting
of the the salaries. We She just She
[41:47]
just didn't respond. And then she quit.
And the question is why? Why do you
[41:51]
think she quit?
Um I believe we have justifiable reason
[41:55]
to audit the accounts that she had
access to in more detail.
[41:59]
As elected auditors, we were the ones
who originally recommended a CPA be
[42:03]
hired to assist the auditors in
providing a clear picture of the
[42:07]
Township financial records.
Unfortunately, every intention we had of
[42:11]
providing transparency and
accountability has been blocked. The CPA
[42:15]
made it very clear that she works for
the Board of Supervisors and that her
[42:19]
recommendations were not to be shared
with the public.
[42:23]
Attempts were made to prevent us from
even seeing the final reports or
[42:26]
attending the CPA presentation and after
proving we had a right to review these
[42:31]
documents, we were told we couldn't ask
questions.
[42:34]
Now the Board of Supervisors is
recommending that the elected auditors
[42:37]
be replaced with a CPA. We don't object
to a CPA performing the audit. The issue
[42:43]
is if there's some uncertainty of what
was uncovered during an audit,
[42:47]
then the elected auditors should be
allowed to investigate those
[42:50]
discrepancies.
It's not uncommon for PA Townships to
[42:53]
allow CPAs and auditors to work in
conjunction with each other and the law
[42:57]
provides this option.
Um I have an excerpt here from an
[43:01]
article written by a man named Nate
Covington who was looking into some of
[43:05]
these um issues.
Um
[43:08]
and this is what he wrote about
Townships that collaborate with the
[43:12]
CPAs. When the audit is complete, the
auditors receive a PDF copy via email
[43:16]
from the Township and they are invited
to attend the meetings between the CPA
[43:20]
firm and the supervisors to go over the
audit. At these meetings, the auditors
[43:24]
can ask questions and if the auditors
have more questions than what can be
[43:28]
answered at a public meeting, they are
invited back for a private meeting with
[43:31]
the Township to reopen the books.
Um he gave an example of one auditor who
[43:36]
said she was able to ask for parks and
rec to be broken down in greater detail
[43:39]
compared to what came in in a standard
audit.
[43:42]
Another Township, Lower Gwynedd
Township, has elected auditors to assist
[43:46]
the Township and this is from their
website. Uh the auditors assist the
[43:50]
Township by reviewing the annual audited
financial statements. They provide
[43:54]
direction and make recommendations to
ensure that best management practices
[43:58]
are implemented and followed. Under the
Pennsylvania Second Class Township Code,
[44:02]
the Board of Supervisors may pass a
resolution appointing take
[44:06]
or competent public public accountant or
firm to perform the annual audit and
[44:11]
examine all of the accounts of the town-
township for the fiscal year. Lower
[44:15]
Gwynedd Township uses ZALEC,
a certified public accounting firm to
[44:21]
perform the financial audit and account
review. The elected auditors then
[44:25]
perform a review of that information.
Dover Township in York County hires an
[44:30]
auditing firm firm, but allows their
auditors to review the financial
[44:34]
reports. Dover also publishes the audit
or firm's deficiencies and
[44:39]
recommendations letter. Townships in
Chester County publish all of the CPA
[44:43]
reports, including a schedule of
findings and recommendations from the
[44:47]
audit from the CPA that spells out
material weaknesses and significant
[44:52]
deficiencies uncovered by the [cough]
CPA.
[44:54]
Um the DCED guide, which which we we
which rules what we do, states that CPAs
[45:02]
can be appointed in addition to the
elected auditors and advises elected
[45:06]
auditors to take an advisory role in the
improvement of the municipal financial
[45:10]
procedures as deemed appropriate. So,
based on these
[45:15]

um I am requesting that the auditors
auditors be allowed to perform a full
[45:20]
audit of the accounts that were
accessible to Megan Harris.

Um I think it's important that we look
into
[45:28]
the things that were discussed, which I
cannot openly discuss unless you give me
[45:33]
permission, but I think we need to be
able to to look into what she had access
[45:37]
to.
I'm also asking that if the board
[45:41]
appoints a CPA that the auditors not be
replaced, but be given the authority to
[45:46]
work with the CPA and to have access to
all of the reports, presentations, and
[45:50]
meetings that occur.
And lastly, I'm requesting that all
[45:53]
audit reports and letters, including any
statements of material weaknesses and
[45:58]
and or significant deficiencies that are
provided by the CPA be posted to the
[46:02]
Township website immediately.
Um you said that if elected you would
[46:07]
provide transparency and accountability
to the Township residents, and I believe
[46:11]
that the first step is to allow the
elected auditors to be allowed to work
[46:15]
together with the CPA, to be allowed to
review the annual financial statements,
[46:20]
and to be able to make recommendations
and to take an advisory role in the
[46:23]
improvement of municipal procedures. I
also think that we owe it to the public
[46:28]
to be able to publish the audit
to Half these guys don't even know that
[46:33]
it's done. It's never been published,
and I think that we're doing them a
[46:37]
disservice by not letting them see what
the deficiencies and the recommendations
[46:41]
of the CPA audit brought forth.
I think that that everyone has that
[46:47]
right to know what's going on in the
financial
[46:50]
uh aspect of the Township. Thank you.

because they can't detect you know, they

can't detect the sound right.
