[0:01] I pledge allegiance to the flag of the United States of America and to the
[0:06] republic for which it stands, one nation under God, indivisible, with liberty and
[0:12] justice for all.
[0:24] » Action on minutes.
[0:28] I read through and didn't
[0:31] find anything of value.
[0:35] I didn't find anything.
[0:37] I'll make a motion of approval. >> I'll second.
[0:42] » All those in favor give their consent by saying I.
[0:46] I. >> [snorts]
[0:47] » Motion carried.
[0:51] All right, Mr. Rainwater. >> Yes, sir.
[0:55] Okay, so this is just
[0:59] I think this is >> more or less just a formality. So, Andy,
[1:02] this uh the zoning officer came to us and said
[1:06] he has a fence inside of conservation easement inside of the new development.
[1:11] He doesn't have a problem with it, but technically we need to approve it.
[1:15] That's that's just the gist of it. I don't see
[1:18] any problems with it, so >> Is there anything you want to add to
[1:22] that or >> No, I mean if you're you don't have any
[1:25] questions for me, I mean I can answer anything you have there. I just
[1:28] submitted these forms that they they pictures so you kind of get an idea what
[1:31] you're looking at there. >> And it's it's conservation easement?
[1:35] » Yeah, it's um if you look
[1:40] It's what they they basically basically drain.
[1:43] » Yeah, it's their common area, but his fence is up higher.
[1:45] » And this is the fence? >> Yeah, it's it's
[1:48] It's been a Yeah, and I I want to put the fence You can see on the one picture
[1:52] down towards the bottom you can see the two stakes for where it's I'm about
[1:57] » Wait, so you want to move the fence >> I want to move the fence back to the end
[2:01] of my property, which is right >> Your property overlaps with the
[2:05] easement. >> It runs back about 20 ft off the
[2:07] conservation area into my property. And what I'd asked is I want to move the
[2:12] fence back. When I was first when we first moved in there, where you see the
[2:15] fence now, it's pretty much where we were told our line was.
[2:19] » Right. >> We were told about 2 months ago that
[2:22] nope, it's down at the bottom of the hill. Your property ends about 3 4 ft
[2:27] before you can see all the high grass for the conservation area.
[2:30] » This is your property line here. >> Yes, as we know it now.
[2:34] » Correct. >> I see.
[2:35] » And I'd like to just move it down to the bottom of the hill there, which when you
[2:39] look at the plot plan, you can see there's a 20 ft building easement from
[2:45] there. And I just want to go down to the bottom and ask to put a fence there. And
[2:49] you can I have a picture in our house of the fence.
[2:52] So you can see that it's not a solid fence in case you're worried about
[2:55] runoff. I've been there since October. It does
[2:59] not get wet down there. I can't imagine ever having to go down
[3:02] there for any reason. But like you had said earlier, maybe down the road you
[3:06] know, this is what happens. But I want to use the property.
[3:08] » Right. So one thing I've done in other
[3:11] townships is I've I've just prepared very simple agreement that basically
[3:16] just says that you understand that it's in the easement, that you're kind of
[3:19] holding the township harmless from anything. And then if for any reason
[3:23] there needed to be access to that via for whatever reason, that basically
[3:28] you're saying you understand that. It's [clears throat] they're relatively
[3:32] simple and straightforward. I've done those in other townships.
[3:34] » Yeah, that's fine. >> You would be okay with that?
[3:36] » Yeah, and the gentleman from Dependable right here, he he had mentioned that to
[3:39] me. He said you may write something like that up. Like if something crazy would
[3:42] ever happen and you got to be down there, like you may tell me I need to
[3:46] move that. >> And I don't think this is a utility
[3:48] easement, but yeah, but like
[3:50] if if it were utility easement, typically
[3:53] what I say is you know the homeowner understands that if for some reason the
[3:56] utility needs to get in there and they technically have that right but they're
[4:00] not doing it. Yeah. >> So it would just be a simple agreement.
[4:03] » And that's up to you guys whether you want to go to that trouble or not.
[4:06] That's >> So in this picture here, this picture
[4:08] [clears throat] here, I'm not 100% familiar with the property but
[4:12] is there another way to access this to get to this area?
[4:15] » You Oh yeah, you can. You can On the other on the other side
[4:20] » So like this side so on this side on this side can you access it? Is there a
[4:24] top down photo? >> on like No, there's not from like over
[4:27] this way. I guess you could. Yeah.
[4:30] » You can You'd have to drive across the when you come in from the other side the
[4:33] other development the other street. There's a small access road that goes
[4:38] off of the road that goes to the sewer authority. That's where they come in
[4:42] with the tractors and mowers. >> So they can get in there.
[4:44] » Yeah, yeah, yeah, yeah. >> So they can get in there.
[4:46] » Yeah, they can they can get in there. >> And that's actually flat over
[4:48] [clears throat] on that side. >> But on my side it's just dropped.
[4:51] » Yeah, they've never >> Yeah, I'm right there at the point just
[4:55] like Yeah, yeah, that's why I said I don't understand how you'd ever need to
[4:58] go back here but if you did, you know. >> Yeah, I don't
[5:03] You never know. But >> I I just think maybe
[5:06] get him to a simple
[5:08] » A simple agreement probably makes more sense.
[5:10] » You know, the other part of it is if you
[5:14] don't mark the owners then at least somebody has some
[5:17] you know, if you sell it or what >> Right.
[5:20] » down the road it would be nice to have >> Yeah. There you
[5:24] » where nobody had anything >> You know, there's a problem right there.
[5:28] » Right. They don't know if this conversation ever happened.
[5:30] » Yeah, I understand that. >> And if you go along with the selling of
[5:34] the house and then >> Cuz this gets made at some point.
[5:37] » You have to >> This is
[5:39] a common area that's our management association.
[5:43] » [laughter] >> That's what I'm constantly fighting with
[5:45] them about. That will help me just in drafting it.
[5:48] Yeah, thank you.
[5:51] » Set up myself for a >> Yeah, it's my only concern just so you
[5:54] can get in and keep it maintained. It looks like it's easier to get in.
[5:57] » Oh, yeah. Absolutely. It's
[6:03] » It's kind of interesting like as far as like mowing for like the I guess there's
[6:06] HOA or it's not established yet. And >> Well, it's supposed to be the HOA
[6:11] responsible. >> Sorry.
[6:13] » No, I >> But
[6:14] » Sorry. >> the contractor is still responsible for
[6:17] all roads, sidewalks, and common areas. And it it's a bit of a bear to hunt.
[6:23] » So, it's not established? Just so I know cuz I've been told different things.
[6:28] Angrily. >> Uh
[6:29] » So were we. >> [laughter]
[6:30] » That's a whole 'nother conversation. >> Okay. Well, which is fine. I'll just
[6:33] » No, I was told by Bella Terra that it's not established. They are building their
[6:37] kitty for when it is established. They can
[6:40] throw it all over you guys, I guess, to do all the work.
[6:43] » Okay. >> Yeah.
[6:43] » I don't know. I've told I've been told three different
[6:46] » Yeah, me too. Okay. >> So, the only question the only other
[6:50] question I would have is the the conservation easement is um just that to
[6:55] keep it in in conservation. There's no requirement that it had to be in some
[6:59] sort of grass or high grass or anything like that with the
[7:03] » All I'm I'm going off of what I've got here in front of me. And
[7:08] it looks like >> I mean, he owns the property.
[7:11] » Yep. Yep. Um
[7:17] » Is there anything on your deed that says anything about a conservation easement?
[7:22] » No, that I know of. Just that plot plan says anything. I'm sure that's included.
[7:28] It says there at the top when the plot plan is formed it said about not
[7:32] building, putting things, trees, fences, and such unless the Dorrance Township
[7:36] says otherwise. >> Right.
[7:38] » So, if you guys are approved >> And the most of [clears throat] the time
[7:40] they do that for people to get in and maintain it, which
[7:43] we would never If I had to maintain it, I'd never go in that way.
[7:47] I would go in the other side. >> Yeah.
[7:50] » We've been there.
[7:53] » But I was going to say that you'd seen about maintaining it down there. I think
[7:56] the only thing that guy mows is you can see between the stake
[8:01] between that and where it's high that he was the one mowing down there and leaves
[8:05] because everything else the conservation area comes up high enough and they're
[8:09] they're uh >> plot plan It actually shows it goes
[8:12] right up against it. Mine's the only one that actually hangs off of that
[8:15] conservation area a little bit, about 3 ft.
[8:18] » And the last [snorts] >> The last The last time we talked about
[8:20] mowing with them, >> Mhm.
[8:22] » none of those were built yet. >> Oh, okay.
[8:24] » was That was just open land, too. And it was
[8:27] you know, it was
[8:28] » It's real high. >> It was 5 ft tall even.
[8:30] » Got you. >> So.
[8:34] » So a simple agreement >> Yep.
[8:36] » And do we [snorts] need to vote for that?
[8:38] » Yeah, it would probably be good, yeah. >> Well, I'll make a motion that we approve
[8:41] it and sign an agreement so that we can have
[8:44] this finished. >> One second.
[8:47] I'll get working on it. >> Thank you.
[8:49] » All those in >> I'll make a motion that we approve this
[8:51] and sign >> I.
[8:53] » Motion carried. >> You didn't mow [snorts] all that with
[8:56] that push mower, did you? >> Oh, yeah.
[8:57] » Yeah. >> I did the whole thing with that. It'll
[8:59] be so much nicer when this is done. >> It's so much easier. You have no idea.
[9:04] » Could you just write your number and your email if you have one?
[9:06] » Yeah, sure. >> So you can you send it to me?
[9:09] » Yeah. >> Yep.
[9:10] » Yeah, and then you'll get yours. >> Okay.
[9:17] So the other The other question I have with this
[9:20] maintenance agreement, may I Who do we like hold it to or something?
[9:25] » Thank you. >> Who would we
[9:27] » Yeah, so >> I had a question like that.
[9:29] » Thank you. >> Have a good night.
[9:31] » You too, actually. >> Thank you so much.
[9:32] » Thank you. >> Can I Should we actually hold that in
[9:35] the >> Yeah. You should put it in there.
[9:36] » I should have done that. Yeah. Yeah. >> Yeah.
[9:38] » Yeah. >> I didn't put it within like their
[9:41] » personal copy? >> Yeah.
[9:42] » Okay. >> Yeah.
[9:44] » That's all I was asking. >> Okay.
[9:45] » Thank you. >> Carolyn?
[9:49] » Um I have a question. The
[9:52] Salado revisions did not they were approved to go to the
[9:56] planning commission and never made it to the planning commission. Your county.
[10:02] So, which
[10:05] version went in? Was it the ones with
[10:10] the extra sentence taken out >> I I I'm
[10:12] I'm still waiting for Jess to get back to me on
[10:16] » I thought I thought you said you sent it.
[10:19] » I did, but I want to make sure that if whatever I sent
[10:25] is what Jess understood to be the
[10:29] the final version. I There were
[10:32] » Cuz the >> I'm not sure if I'm understanding
[10:34] correctly what was supposed to come out and that's what I want to make sure. It
[10:39] was It was minor and and so if if if if we have sent the I'm still
[10:46] waiting for Jess to get back to me on that, but if we have sent the wrong
[10:48] thing, I will send an update because planning commission isn't going to hear
[10:51] it until when, Lily? >> August.
[10:54] » August. >> Your county?
[10:56] » Yeah. >> She said it wouldn't be on their agenda
[10:57] until August. >> So, if and and it'll it'll be a one-page
[11:00] switch out if if >> Because
[11:04] Okay. It was all this time the only change was
[11:09] supposed to be put in subdivision.
[11:14] There was a whole 'nother sentence added that made it sound like building rights
[11:19] were going to be given back. >> The only thing that Jessica the to my
[11:26] understanding the only thing that Jessica was
[11:29] » [snorts] >> changing was
[11:31] taking out the word adverse and substituting it with
[11:36] subdivided or something like that. I don't have it in front of me.
[11:39] » But that's not what happened. >> I will I'll I'll look at it. I'll I'll
[11:43] I'll Shoot me a reminder tomorrow and I'll
[11:47] I'll I'll follow up with Jess and I'll say
[11:50] » discussed this. >> I I know we have. I know we have and I I
[11:53] don't have it in front of me, but if you send me a reminder tomorrow I'll follow
[11:56] up with Jessica and
[12:00] ask her to get back in touch with me and we'll make sure that we've got the right
[12:08] the right language in in the
[12:12] in the definition. Cuz that's what you're talking about, right? You're
[12:14] talking about the definition. I I will
[12:17] just send me a reminder tomorrow and I'll I'll follow up and ask her.
[12:21] The last thing that I did was send her an email, but I haven't heard back from
[12:26] her. So I'll follow up with her. >> Well, I know I had said that there were
[12:31] other issues with the definition of traffic, but in the Sal bill and
[12:37] the zoning and if you're going to change the
[12:41] definition in one, you have to have the other one
[12:47] at the exact same time or there's going to be a problem.
[12:53] » Okay. >> The planning commission is short one
[12:57] member for two months now.
[13:00] It's not on the agenda tonight, either.
[13:09] » I haven't heard the big need for a fifth member.
[13:12] » So you're not replacing? >> I'm sure they will in time.
[13:18] » Don't you think you should do it now while all the revisions are going on so
[13:23] this person knows what's going on? >> I don't think it would matter one way or
[13:28] the other. Either they come in new or later on down the road, they would still
[13:33] learn the process. >> Because right now you have four members.
[13:40] One of them might know what's going on. One.
[13:45] » [snorts]
[13:47] » You don't have a single member that can actually explain
[13:52] » That is >> works.
[13:57] » Were you at the last planning commission meeting?
[13:59] » I was enjoying it from my sofa. >> Did you hear it?
[14:03] » I did.
[14:06] » You had an engineer actually say he does not know now whether our ordinance is
[14:12] legal or not. >> Yes.
[14:14] » I have been attending meetings for over 10 years. I have never heard that. Now
[14:18] we're doing a subdivision revision. Can I bluntly ask
[14:23] who are these changes favoring?
[14:28] » As far as I'm concerned, the entire township.
[14:35] » The engineer also made a comment saying that
[14:39] » [clears throat] >> with a recent subdivision, if we would
[14:43] be following that every letter of the ordinance,
[14:48] the subdivision plan should have a line removed and tracks joined. Are we
[14:55] following every letter of the ordinance or we picking and choosing as to?
[15:02] » There There's no picking and choosing.
[15:10] Getting back to the vacancy.
[15:13] » I thought we did at one of these we spoke about, but I thought we were going
[15:17] to take application. >> Yeah, advertise for resumes and things
[15:21] like that. >> So you haven't done it. And my my
[15:24] question is why not? I mean, you discussed it and you haven't
[15:29] if
[15:31] » Yeah, I've for myself I've been kind of overwhelmed, not overwhelmed, but
[15:36] spending a lot of time on this whole data center thing for myself. It has
[15:40] been a lot going on. But I I >> whole data data center thing goes back
[15:45] to the planning commission. Who is basically in charge of keeping
[15:51] this township looking the way it does.
[15:56] » It's all and the the township has run on four and three at times, haven't it?
[16:01] » Yeah. >> So, that's right.
[16:03] » For just not as an official decision not to have a five-member board.
[16:10] I mean, it sounds like Brandon has made a decision that we only need a
[16:15] » There's been no decision. There's been no speak of it. People are busy.
[16:20] There's a lot more other things going on.
[16:23] » Yeah, that's probably likely. >> Yeah.
[16:26] » Yeah. >> I mean, you have applications
[16:29] from the previous time. >> We do.
[16:30] » And if I understand, there was seven of them. So, you simply go to the pile
[16:34] that's already there. >> We go to the pile and we re-advertise as
[16:39] well. It's the same as a regular job
[16:42] application if you came to be an employee here.
[16:45] And that's how it'll be. >> And
[16:49] are you voting not to do that or are you voting to do that?
[16:54] » Well, there's nothing on the agenda to go either way. So,
[16:57] I Do we do we
[16:59] » Do we have >> Do we even have to vote on that, maybe?
[17:02] » No, I mean, you you could you could tonight, if you
[17:05] wanted to, say by consensus we're going to accept applications.
[17:09] It's perfectly fine. >> Now, how do you normally go about it?
[17:13] Does do they you just put it out on uh >> I mean, this isn't
[17:17] » Facebook I mean this isn't something that you
[17:19] » Nope, it doesn't require any public advertising, legal public advertising or
[17:23] anything like that. It can just be word-of-mouth. It can be posted on
[17:26] Facebook, you know, however you want to do it.
[17:28] » No solicitations. >> Yep.
[17:31] Yep. >> Well, then I'll make a motion that we we
[17:34] advertise for it. >> I'll second it.
[17:38] » All those in favor give their consent. >> Saying I.
[17:40] » I. >> Motion carried.
[17:42] » Thank you. >> There we go.
[17:45] Anything else, Carol? >> No.
[17:51] » Kim Roberts. >> I have a public comment. So, will the
[17:55] public be given Will we be able to speak to the different items as we go through
[17:59] them, or do we need to speak up now?
[18:03] » Are [clears throat] you Okay, if you want to speak on an agenda
[18:07] item, you can speak now through public
[18:10] comments. >> But will we be given a chance to speak
[18:14] » If it's something that we vote on, yes. So, if it's
[18:19] uh a data center ordinance amendment, if we
[18:22] were to make a motion, there will always be a spot afterwards before the vote
[18:26] takes place for comments. >> Okay, then I guess we have some
[18:30] comments. >> Okay.
[18:32] » [clears throat] >> Uh we'll start at the bottom of the data
[18:34] center ordinance. So,
[18:37] our solicitor mentioned that it'd be able to have this done in 2 months. Uh
[18:41] so, I guess I need to ask now, are we on track?
[18:44] » I never I I said >> Yes, you did, Andy. You said that in
[18:47] front of 750 people. >> Okay, let's go back and watch it.
[18:49] » 300 people here and then 750 online. >> Okay. You can go back and watch it. I'll
[18:53] go back and watch it. That's fine. What I said is that from the time that it
[18:56] » people here heard Andy say he'll have it done in 2 months?
[19:00] Am I the only one?
[19:03] » He said he could. He said he could. >> Okay, you could have it done in 2
[19:07] months. So, where are we at? >> That was the timeline you were given.
[19:10] » Where are we at? >> 2 months.
[19:11] » So, it's Why are you looking at me? Because I'm
[19:14] so done with this. You know, let me tell you. Let me just say, I am the solicitor
[19:18] for this township. These three men tell me what they want me to do, okay? I am
[19:24] not the one that says, "Here, this is what you all should be voting on." They
[19:28] tell me what they want me to draft and what they want to vote on. I am not the
[19:34] person that sets the policy for this township. There a lot of people seem to
[19:38] get that all mixed up last month. There was a whole lot of misinformation
[19:42] floating around online. I do not set the policy for this township. They set the
[19:47] policy. If they want me to write something into a legal format, I'm happy
[19:51] to do it. >> Okay, so somebody's dropping the ball
[19:54] because what continually happens is on this side of the table, we hear that
[19:59] stuff's going to happen, it gets talked about, and then the can gets kicked down
[20:02] the road. Month after month after month. So, how do we change the process so
[20:07] stuff starts happening? >> You run.
[20:10] Get elected.
[20:12] » And that's also why it's on the agenda tonight.
[20:15] To continue moving forward with it. >> But you just said that if you got to the
[20:19] point where you're going to vote on it, but you didn't vote on it, then we can't
[20:22] speak about it. So, I want to speak about it.
[20:24] » Why are you still looking at me? So, you look at me like I RUN THIS MEETING.
[20:28] EVERYBODY HERE LAST MONTH WAS LOOKING at me like I run this meeting. I don't run
[20:31] this meeting. These three men run this meeting.
[20:35] » But Andy, they take your opinion, draft it, and you say something. So, it's not
[20:38] that you don't run the meeting. They have they take your opinion because you
[20:41] are the legal guy. So, you say whatever, and they say, "Okay, that's okay." They
[20:47] take it. >> is law.
[20:48] There is law and there is law and there is policy. If they have a legal
[20:53] question, I will offer my legal advice. Then there is policy. They set the
[20:57] policy. >> So, you don't skate around the law at
[20:59] all. >> What are you talking about?
[21:02] » You don't give your opinion of what you would do
[21:05] for any >> No, I I give
[21:07] » You don't Okay. >> I give my advice as to what is legal.
[21:11] I give my advice as to what is >> On the borderline, I get it. Okay.
[21:15] » I give my advice as to what is >> So, we talked about we were using we're
[21:18] going to add more teeth to the dance ordinance. And
[21:22] I'm I believe you mentioned that you were going to start drafting another
[21:25] ordinance. >> No, I didn't. No, I didn't say that.
[21:28] » Do you guys Are you guys going to request that we get a new ordinance
[21:30] drafted with more teeth? >> I I myself have numerous things to
[21:35] discuss tonight. One of the data center as it is data center ordinance
[21:40] amendments. I have >> I just think because we don't get a
[21:42] chance to speak. I want to say something now. So, the
[21:46] next item is the budget discussion. So, I I don't
[21:50] think you'll be passing anything on that tonight, but
[21:55] so you guys passed the budget in January at the reorganization meeting.
[22:00] And at that time it was discussed that there
[22:03] would be no more hiring of additional people. And now we've hired another
[22:06] full-time employee. How are we going to make meet that budget without raising
[22:10] taxes? Is that going to be talked about? >> Budgets aren't set in stone. They move
[22:13] around. It's a good idea. That's all that a budget is.
[22:17] » Well, I understand that, but when you hire somebody
[22:20] for an entire [clears throat] year >> If I had to follow a budget every year,
[22:23] you'd be amazed at what didn't get done. >> Okay. So, if you're in business
[22:28] » [clears throat] >> This isn't a business. This is a
[22:30] government organization.
[22:34] » Yeah, try being in business for yourself once before you say that. Next thing on
[22:38] the item is discussing authorizing solicitors to
[22:43] advertise and place of elected auditors with professional auditors.
[22:48] So, my opinion on this side of the table
[22:52] is no. These folks were elected by the people.
[22:58] And my opinion they've done the right thing.
[23:01] And by getting a professional in here a paid professional in here to do the
[23:07] audit, which has already been established that an audit has never
[23:11] really been done in the Doylestown ship. I mean, the
[23:14] previous auditors told us that. Never really been done. So, these ladies did
[23:18] the right thing and now we're going to talk about getting rid of
[23:22] I do it for them. My say is to get the stack. I'd like to
[23:26] hear what everybody else has to say about that.
[23:29] » I think the key word there is discuss.
[23:33] » And nothing's set in stone. >> Okay, but we can't discuss You just told
[23:36] me I can't discuss it unless you just go to a vote. So, I wanted to make those
[23:40] comments before you get into it because we can't say anything unless you go to a
[23:44] vote. >> You're already being allowed past 3
[23:46] minutes of public comment, so >> Public comment is 5
[23:51] » Public comment is what we set it at. >> Public comment was set at 5 minutes.
[23:56] » Anyway, thank you, both of you. >> Thank you.
[24:00] » Okay, I would like to add outside of
[24:06] Okay, um to discuss the auditors performing the
[24:10] audit of the previous secretary. I am in major favor of that.
[24:16] Simply because the state that
[24:21] my personal property file that was left in by the previous secretary
[24:28] I was told it was pulled. It was in piles
[24:33] and they didn't even know if all the records were there.
[24:36] The records were not there. I don't know You were there. The file literally was
[24:43] in piles across the table. Um I'm still waiting to see what was in
[24:49] the destruction files that she had placed. And also last May
[24:56] and not the first time, but several times, she has falsified the meeting
[25:02] minutes. She literally put into minutes stuff
[25:07] that never was discussed. So, if that's the stuff that was going
[25:13] on here in the simple everyday stuff, I'm all in favor of her books being
[25:18] audited from the day she began.
[25:23] » Okay.
[25:27] Anybody else? John?
[25:29] » Uh getting back to the data center, I just had a couple quick questions.
[25:33] Um obviously, there's many residents around
[25:37] here that looked at ordinances and wanted to see certain changes of wording
[25:43] um some stuff added, stuff like that.
[25:46] What's the process going to be? I mean, are we going to be able to submit
[25:50] um ideas to you guys and have you review them and help decide what gets changed
[25:56] in your ordinance? >> I really don't think that's a bad idea.
[25:59] » Well, I kind of thought that's what we were I mean
[26:01] » Yeah. >> Okay. That's a
[26:03] » Cuz I mean, I I know I I'm sure you I you said you has ideas. I know I have
[26:07] ideas that I want to add to it. >> So, I know I talked to several residents
[26:12] um and uh they are interested in submitting ideas and uh obviously, some
[26:17] of them are going to be the same with everybody. There are some
[26:21] » All right. >> that we want to have changed.
[26:24] » Just so everybody is aware. You cannot one I'm just going to throw
[26:29] this out there. Uh one thing that you cannot do is you
[26:32] cannot mandate that a data center utilize LEED certified,
[26:38] become LEED certified, or anything like that. Okay? There was a lot of
[26:41] discussion about the wording about strongly suggest. The The only place
[26:46] where it says strongly suggest is is strongly suggesting that environmental
[26:51] best practices be used or environmental green building
[26:55] practices that's lead lead certified, okay?
[26:59] You can't mandate that legally that somebody go and and utilize lead.
[27:05] So, you know, it to the best of my knowledge I think the only place that
[27:09] strongly suggests this use and and you can just take that out all
[27:13] together. You don't have to suggest that.
[27:17] » Well, we'll we'll we'll >> Yeah.
[27:18] » Correct it. >> I think you'll get a comment about that.
[27:21] » Getting back to your I mean I like I said I do have a list.
[27:25] I kept notes of all the people and it was was thankful for everybody came out.
[27:29] It was uh quite
[27:31] informative. Um >> [clears throat]
[27:34] » and I I don't know and I I know we went through the time frame of we we make the
[27:40] suggestions for the amendments. We vote on it.
[27:43] » Yep. >> Does it have to go to York County?
[27:46] » Yes. So, this is a zoning situation. >> Let me just Let me
[27:49] » [snorts] >> Let me just finish, but I'm and I was
[27:52] aware that you you kind of gave a timeline of 2 months. You gave that
[27:55] timeline of 2 months that we could have the the ordinance amended.
[27:59] Now, my only question is is that there's some things that if
[28:04] there's some things I think are very important need to be amended right away.
[28:07] I don't know that it needs to go and [clears throat] and not to take away
[28:11] their opinion and I of the planning commission, but some
[28:14] things I think if they were amended the sooner the better just for the
[28:20] uh for the betterment for the health and
[28:23] welfare of the community. Um but all these other ideas I think we
[28:28] should still we continue to continue to generate, but that meeting was was very
[28:32] informative. Um I know I asked Lily cuz you had suggested about putting together
[28:37] a web not a web page, but an email
[28:41] and she said originally you had gotten a few at the beginning, right?
[28:45] » I think I only got two. I think it was >> Some 200.
[28:47] » positive, but some of them were positive.
[28:51] » Most were complaints, but there was two positive giving suggestions, yes.
[28:55] » And then it kind of just it kind of just stalled out. So,
[28:59] um I mean
[29:00] » So, so the the only thing that I would say about timeline, timing, and
[29:02] everything is that because this is a zoning ordinance, anytime that you
[29:06] change a zoning ordinance, it has to be done pursuant to public notice. So,
[29:10] there has to be legal advertising twice in the newspaper,
[29:14] uh and then we have to have that hearing, right? So, unlike an ordinary
[29:18] ordinance where you can advertise So, if you wanted to
[29:22] uh put an ordinance [clears throat] in place that said uh that uh a noise
[29:27] ordinance, for example, right? A noise ordinance is what we call health,
[29:30] safety, welfare ordinance. Uh that would have to be advertised one one time once
[29:35] uh uh
[29:36] at least 1 week in advance of the hear or of the of the meeting. It doesn't
[29:40] require a hearing. It just requires consideration at the public meeting. The
[29:44] hearing, as you all remember last time we had this stenographer,
[29:48] that has to be advertised twice. You have to have the stenographer. Prior to
[29:53] that, it has to go to the uh York County Planning Commission. So, there are more
[29:57] steps in the process, which every time um
[30:01] you know, and you can do this as many times as you want, but every single time
[30:04] you do it, you have to restart those steps, go through all of those steps,
[30:09] and that just adds cost, [snorts] frankly. And and time.
[30:13] » if we can agree on a list of what we want changed,
[30:17] and you make the amendments, >> Yep.
[30:19] » and next month we vote on it. You you rewrite it. Next month we vote
[30:23] on it. >> Mhm.
[30:24] » [clears throat] >> And we send it to York County Planning
[30:26] Commission. >> Mhm.
[30:28] » We could still be on close to that 2-month time.
[30:30] » Yeah, two I mean two it it it may not always hit two months. It may be three
[30:33] months. I mean it's >> It's close.
[30:35] » Let's clarify this. We already voted in an ordinance, all right?
[30:39] » Mhm. >> Now we want to amend it. And I think
[30:42] Andy, you just said before we can approve the amendments, we have to have
[30:48] another public hearing. >> Correct.
[30:50] » Okay. So, you can't just vote on it next month. You have to have the public
[30:54] hearing before >> Well, no. I think what Jason was saying
[30:56] is vote on vote >> What what to put in.
[30:59] » Yeah, vote on what we put in and have me make the
[31:02] » Once he makes the draft. >> What I What I meant was vote after the
[31:06] draft that we we approve the draft that you drew up.
[31:10] We we vote on the amendments tonight. And then you vote on the You write the
[31:15] draft, we vote on the draft next month. >> Yep.
[31:18] » To stay in that 2-month timeline. >> Give or take. [clears throat]
[31:20] » Right. >> Doesn't have to go back to your county
[31:23] planning commission? So, you have to have that turned around because is it 2
[31:27] weeks? Well, you have to have it to them
[31:30] » Yeah, I mean I don't know exactly. Yeah, it's it's some of it depends on what
[31:33] their deadlines are, right? When when when you vote to send it to the planning
[31:39] commission, it has to get there by a certain time. So, it's
[31:43] it's not an exact 60 days. >> Correct.
[31:50] » She wrote She Sharon wrote back to us, to Lilly and I, and asked if they could
[31:55] have until August. We didn't think it was
[31:56] » Because of the holiday it was short notice. She did not want to miss
[31:59] anything. She wanted to be thorough. So, that's why she has to push it.
[32:02] » So, one one last question. So, um what exactly does the York County
[32:09] Planning Commission do when we submit the ordinance ordinances? And you don't
[32:13] have to go into any great detail. I'm just [snorts] curious.
[32:16] Yeah, what are they doing? Approving it? >> No, they're making recommendations.
[32:19] » Okay. So, they review it and say, "Oh, well, you might want to change this."
[32:23] » Correct. >> And then
[32:24] » Yeah, they give us their comments. >> Or if we put something crazy in there
[32:27] that wasn't that they you can't all right do that.
[32:31] » But we do not necessarily have to follow their draft.
[32:34] » Correct. We do not [snorts] have to follow
[32:36] » I noticed that we had a few things different and there was
[32:39] some stuff that was admitted. >> It's just recommendations.
[32:42] » Okay, cool. Thank you.
[32:46] » Yes, Bob. >> One thing I'd like to say about any
[32:49] amendments, you should take into consideration the word performance for
[32:52] data center. You should definitely definitely
[32:56] yes because I'm my Springs is less than a half mile
[33:00] away from here. I don't want to want to win and bring everybody to our area.
[33:05] » Well, just to set your mind at ease, one of my ideas is
[33:09] making [snorts] them either be air cooled or closed loop cooling to which
[33:13] they do not need water from the ground period.
[33:16] » There's actually a really good ordinance in Scott County up in Western
[33:20] Pennsylvania that addresses how they can use well water and stuff like that.
[33:25] » Yeah, cuz I know they have the technology, but they don't like to use
[33:28] it because it costs more. >> The other thing that
[33:30] » Just so you know about closed loop water systems, they still in a data center
[33:35] they'll still use as much water as anywhere from 65 to like 165
[33:42] single family homes. So even if they're in a closed loop water system, that data
[33:47] center is going to use a lot of water. >> That's just what evaporates.
[33:52] » Yeah, that's just for and all their other stuff they use it
[33:55] for cleaning and maintaining and bathrooms and faucets and all that
[34:00] stuff. >> like to see it that they just can't do
[34:02] it. I don't know if that's possible. That's
[34:05] what our current Yeah, but that's what that's one of my
[34:08] biggest ones. >> One of the things I would just say is
[34:10] that there
[34:12] » [clears throat and cough] >> this has started to get a lot of
[34:14] movement very quickly on the state level.
[34:18] And there may be some things coming
[34:23] » coming >> Yeah.
[34:24] » Yeah, they actually approved a couple things that would really help us.
[34:28] » Well, they're they're moving they're moving toward it. All right, yes,
[34:31] correct. >> Right. Yeah.
[34:32] » I think if I'm correct, too, there was a bill in uh maybe it maybe it fell apart
[34:37] to actually put a moratorium on for 100 days.
[34:39] » still going on. >> Still going on.
[34:40] » They're looking to push that which is basically the purpose behind
[34:45] that is to allow townships to do what we just did. Okay.
[34:50] » Have time >> Have the time to do what we just did.
[34:53] That's right. >> We're moving in the correct direction,
[34:55] though. >> Yeah.
[34:56] So. >> Thank you, Bob.
[34:58] » Hopefully.
[35:01] Anyone else? >> Just
[35:03] » Dave. >> Oh.
[35:05] » Dave.
[35:08] » Do you like curse [snorts] your name that blasphemes and glorifies seared
[35:12] conscience and not the poles? We ask Father lights the blood of your
[35:15] son sacrificed for our sins through your spirit by tongues of fire rest here. You
[35:19] want us to believe you. For our struggle is not against flesh
[35:23] and blood, but against the rulers, against the authorities, against powers
[35:25] of this dark world, and against the spiritual forces of evil in the heavenly
[35:29] realm. We have seen men burn, die, be shot,
[35:32] crushed, died in hospital in any number of ways, and even blood has been shed in
[35:36] our township and far from here. 50,000 troops are in the region where Daniel
[35:41] prayed and received his response. And he said to me, "Fear not, Daniel,
[35:45] but from the first day that you set your heart understand and humble yourself
[35:48] before your God, your words have been heard and I have come because of your
[35:52] words. The prince of the kingdom of Persia withstood me 21 days, but
[35:56] Michael, one of the chief angels, came to help me for I was left there with the
[35:59] king of Persia." You didn't make us wait for your
[36:02] response. We prayed for protection, you gave us peace. Citizens came out to
[36:06] educate the representatives, and now we bring tonight more items before your
[36:10] throne. "If my people which are called by my
[36:13] name shall humble themselves and pray and seek my face and turn from their
[36:16] wicked ways, then will I hear from heaven and will forgive their sins and
[36:20] will heal their land. Now my eyes will open, my ears are
[36:23] attentive to the prayers offered in this place.
[36:26] Whosoever conceals his transgressions will not prosper, but he who confesses
[36:30] and forsakes them will obtain mercy. Will receive mercy. Father God, cleanse
[36:34] our ground with the sacrifice of your son. Give wisdom to the men that occupy
[36:38] the seats of authority and banish the evil that seeks to own power and rule in
[36:42] darkness. We thank you for the people who came out last month. We seek your
[36:46] peaceful kingdom even to be in our midst, holy Father. You see
[36:50] what we have written in tonight's agenda, but what's more, you read what
[36:54] is written in our hearts. May we make decisions that please you, and as we
[36:58] walk with you, we declare your protection.
[37:01] Close keep us from evil. Protect our elected officials. Make our troops
[37:05] difficult prey for evil and cover them in your presence. Amen.
[37:10] » Hey.
[37:13] What >> I just had a question on budget. Um
[37:16] I have no idea what you're planning on talking about with it, but just an idea
[37:19] since you have an extra Kuwaiti that's 40 hours a week, would it be possible
[37:23] internally to start mowing at the park? >> Um
[37:28] » To save some money. >> Honestly, no.
[37:30] Not right now. Not with the workload that's on.
[37:34] Maybe in the future when things are a little better caught up, but honestly I
[37:37] can't see that happening with the way things degrade. Every time something is
[37:41] finished or completed, something new arises. And to be perfectly honest with
[37:46] you, the last 2 weeks, the amount of work that we've gotten done is
[37:50] amazing. But it's still coming on fast. So, at
[37:54] this time, I would say no. But
[37:58] » What That was discussed. >> It was discussed. It was discussed. But
[38:02] I with the amount of time that it would
[38:05] take and the way things are here, I mean, maybe down the road if things calm
[38:10] down, but I don't see it coming right now.
[38:15] » And I have a a question. What what was the purpose of the scraping of the
[38:18] edges? >> Drainage.
[38:21] » Okay. >> If you look at all the roads.
[38:23] » It hasn't been done for a while. >> And it's why it's broken off the
[38:27] » Yes.
[38:30] » So that's that's where it ends though. You just
[38:31] » With the with the grass up on there, it holds the water on the wall.
[38:35] » It is it's it's it's a standard road maintenance practice.
[38:42] » I just want to say thank you guys get the trees off the road and fast. I
[38:45] appreciate it. >> You're welcome.
[38:49] » In effort to keep on the agenda why can't you allow just allow the
[38:56] comments to happen when the agenda item is up?
[39:02] Cuz it because you have all these things you
[39:05] want to discuss with the data center, it got ugly real quick just because nobody
[39:10] knows what you're going to talk about. So why not you just allow public comment
[39:16] when it is time instead of cuz you're just
[39:21] » I think we can talk about that. So you can get your own
[39:23] » I mean thank you. That's not written in the
[39:26] » The only thing that happened Carolyn and you you know you've been enough to
[39:30] enough when these discussions turn into 45
[39:35] minutes and it's the same thing that something gets talked about for that's
[39:39] what this was about. >> Yeah.
[39:41] » to me. >> [laughter]
[39:43] » What now you? It's all all this stuff that just goes
[39:47] I mean that's what it's that's what it was
[39:50] about. >> Well, and some of these topics should go
[39:54] on for 45 >> Exactly. I'm not saying that but I am
[39:58] saying >> the way to be out of a meeting within 45
[40:01] minutes like we have, I mean the township deserves better.
[40:06] » Yeah. >> It's like we said that the other
[40:09] that hearing was awesome. >> Mhm.
[40:11] » Yeah. >> And it was well run and thank you.
[40:16] Okay.
[40:19] » Is there anyone else? >> Except I don't run the meetings.
[40:23] » [laughter] >> It was a hearing that was completely
[40:26] different and without having it under control from the beginning.
[40:30] » Thank you. >> All right, we're going to move on.
[40:33] So, discussion of the elected auditors
[40:36] performing the audit of the previous secretary.
[40:41] » Okay. >> I was reading.
[40:42] » Oh, okay. >> I have prepared notes just because I
[40:45] don't want to lose track. Um in recent years the people of the
[40:49] Doylestown Township have lost confidence in their elected officials and with the
[40:52] new board and new auditors we finally have the opportunity to reassure
[40:56] residents that their money is being spent wisely. We all campaigned on the
[41:00] platform of transparency and accountability accountability.
[41:05] Since I have become involved in Township matters, I have met resistance from many
[41:09] directions. Um most recently after being elected to
[41:13] become an auditor, the previous secretary did everything she could to
[41:16] keep me from performing my duties. I left phone messages, I emailed her, and
[41:22] I got zero response. She did not respond at all.
[41:26] She failed to show up at our organizational meeting and we were
[41:30] locked out. We couldn't even get in the building. So, fortunately Jason was
[41:34] here, he let us in. Um she ignored all the requests that we
[41:38] made to provide the documents that we needed, which caused delays in our
[41:42] organizational meeting and our setting of the the salaries. We She just She
[41:47] just didn't respond. And then she quit. And the question is why? Why do you
[41:51] think she quit? Um I believe we have justifiable reason
[41:55] to audit the accounts that she had access to in more detail.
[41:59] As elected auditors, we were the ones who originally recommended a CPA be
[42:03] hired to assist the auditors in providing a clear picture of the
[42:07] Township financial records. Unfortunately, every intention we had of
[42:11] providing transparency and accountability has been blocked. The CPA
[42:15] made it very clear that she works for the Board of Supervisors and that her
[42:19] recommendations were not to be shared with the public.
[42:23] Attempts were made to prevent us from even seeing the final reports or
[42:26] attending the CPA presentation and after proving we had a right to review these
[42:31] documents, we were told we couldn't ask questions.
[42:34] Now the Board of Supervisors is recommending that the elected auditors
[42:37] be replaced with a CPA. We don't object to a CPA performing the audit. The issue
[42:43] is if there's some uncertainty of what was uncovered during an audit,
[42:47] then the elected auditors should be allowed to investigate those
[42:50] discrepancies. It's not uncommon for PA Townships to
[42:53] allow CPAs and auditors to work in conjunction with each other and the law
[42:57] provides this option. Um I have an excerpt here from an
[43:01] article written by a man named Nate Covington who was looking into some of
[43:05] these um issues. Um
[43:08] and this is what he wrote about Townships that collaborate with the
[43:12] CPAs. When the audit is complete, the auditors receive a PDF copy via email
[43:16] from the Township and they are invited to attend the meetings between the CPA
[43:20] firm and the supervisors to go over the audit. At these meetings, the auditors
[43:24] can ask questions and if the auditors have more questions than what can be
[43:28] answered at a public meeting, they are invited back for a private meeting with
[43:31] the Township to reopen the books. Um he gave an example of one auditor who
[43:36] said she was able to ask for parks and rec to be broken down in greater detail
[43:39] compared to what came in in a standard audit.
[43:42] Another Township, Lower Gwynedd Township, has elected auditors to assist
[43:46] the Township and this is from their website. Uh the auditors assist the
[43:50] Township by reviewing the annual audited financial statements. They provide
[43:54] direction and make recommendations to ensure that best management practices
[43:58] are implemented and followed. Under the Pennsylvania Second Class Township Code,
[44:02] the Board of Supervisors may pass a resolution appointing take
[44:06] or competent public public accountant or firm to perform the annual audit and
[44:11] examine all of the accounts of the town- township for the fiscal year. Lower
[44:15] Gwynedd Township uses ZALEC, a certified public accounting firm to
[44:21] perform the financial audit and account review. The elected auditors then
[44:25] perform a review of that information. Dover Township in York County hires an
[44:30] auditing firm firm, but allows their auditors to review the financial
[44:34] reports. Dover also publishes the audit or firm's deficiencies and
[44:39] recommendations letter. Townships in Chester County publish all of the CPA
[44:43] reports, including a schedule of findings and recommendations from the
[44:47] audit from the CPA that spells out material weaknesses and significant
[44:52] deficiencies uncovered by the [cough] CPA.
[44:54] Um the DCED guide, which which we we which rules what we do, states that CPAs
[45:02] can be appointed in addition to the elected auditors and advises elected
[45:06] auditors to take an advisory role in the improvement of the municipal financial
[45:10] procedures as deemed appropriate. So, based on these
[45:15] » [clears throat] >> examples that I've given,
[45:17] um I am requesting that the auditors auditors be allowed to perform a full
[45:20] audit of the accounts that were accessible to Megan Harris.
[45:24] Um I think it's important that we look into
[45:28] the things that were discussed, which I cannot openly discuss unless you give me
[45:33] permission, but I think we need to be able to to look into what she had access
[45:37] to. I'm also asking that if the board
[45:41] appoints a CPA that the auditors not be replaced, but be given the authority to
[45:46] work with the CPA and to have access to all of the reports, presentations, and
[45:50] meetings that occur. And lastly, I'm requesting that all
[45:53] audit reports and letters, including any statements of material weaknesses and
[45:58] and or significant deficiencies that are provided by the CPA be posted to the
[46:02] Township website immediately. Um you said that if elected you would
[46:07] provide transparency and accountability to the Township residents, and I believe
[46:11] that the first step is to allow the elected auditors to be allowed to work
[46:15] together with the CPA, to be allowed to review the annual financial statements,
[46:20] and to be able to make recommendations and to take an advisory role in the
[46:23] improvement of municipal procedures. I also think that we owe it to the public
[46:28] to be able to publish the audit to Half these guys don't even know that
[46:33] it's done. It's never been published, and I think that we're doing them a
[46:37] disservice by not letting them see what the deficiencies and the recommendations
[46:41] of the CPA audit brought forth. I think that that everyone has that
[46:47] right to know what's going on in the financial
[46:50] uh aspect of the Township. Thank you.
[46:58] » [applause]
[47:01] » All right. We got to address that later.
[47:04] » Well, yeah. Well, go ahead. Well, my thing as far as posting the report to
[47:09] the website I don't think
[47:12] I don't think that's very difficult. >> No, I just honestly didn't get the
[47:16] chance to do it. >> So, that can be
[47:19] that can be done as soon as possible. >> But I think I think what you're
[47:23] Jim, what you're asking is that the full report with the deficiencies and the and
[47:26] the controls and >> Absolutely.
[47:28] » and the management letter all of it, cuz that's transparency.
[47:32] » Well, yeah. >> And many other Townships do that.
[47:34] » The whole thing on there from front to back.
[47:36] I don't see a problem with that. >> No.
[47:38] » No. No, because as far as the deficiencies
[47:42] go, I knew there were some, but I also know that it wasn't it wasn't a lot. We
[47:46] got a healthy rating, which is good. >> Right.
[47:49] » So, my thought is uh
[47:55] you guys came up with and I'm not getting
[47:59] You came up with a CPA that we hired. >> Well, we gave we gave you several.
[48:03] » And we did and that's who we picked. We spent $18,000.
[48:08] Okay? >> Of tax payer money.
[48:10] » Right. >> And they gave us a very good review.
[48:15] I mean, they found very It was more the deficiencies were the way it was done.
[48:20] It wasn't anything to do with the money. It's because of so little audit. It was
[48:25] the way it was taken.
[48:29] Okay. I get it. >> The problem with that and I addressed
[48:31] this with the CPA and she didn't respond to me was that she checked one month.
[48:37] » No, no, no. I'm not talking about that. That's the only thing. The rest I'm
[48:41] talking about the whole We're not talking about
[48:44] » We were unmodified. We were She said we had the highest rating for the DCED
[48:50] report, which is >> Thank you. That's what I
[48:52] » the legal requirement to report to DCED was fine.
[48:56] » That's what I'm So, everybody needs to know that that we
[49:00] are very That is what impressed me the most about
[49:04] the whole thing. Now, we keep talking about transparency and all this and and
[49:09] how bad a job >> we all did.
[49:13] » But, if you really look at it, that's a pretty good
[49:16] » Jesus. >> It the witch hunt really wasn't what you
[49:20] ended up with. >> Well, they made the comment that most
[49:22] townships have the account uh the funding to survive for two months if all
[49:28] money was to be cut off and ours fell around 10 months. So, that's pretty
[49:32] good. >> I don't look at it as a witch hunt.
[49:34] » Thank you. >> Well, now there was a lot of talk about
[49:37] it. Well, there's never >> I what I what I look at it as
[49:41] is that um
[49:44] Mrs. >> Diggs.
[49:46] » Diggs and Mrs. Roberts and Mindy Vance are not
[49:53] auditors. They might have some background in it.
[49:56] » Oh, wait a minute. >> Yeah, she did.
[49:57] » [laughter] >> I worked for the auditor general.
[49:59] » Okay, wait here a minute. Yes, what he is.
[50:02] BUT BUT THIS ISN'T something that you would This isn't something you would do.
[50:05] If it was something you would do, well, even that with that, you're not going to
[50:08] do it in 50 hours for 18 bucks an hour. So,
[50:12] I Most town And I think Andy, you said this. I don't remember in the meeting.
[50:16] This is This is kind of way it works. And you know,
[50:20] 2026. We need to We need to We need to make sure we're covered.
[50:24] » Yeah. >> So, what they did was actually a benefit
[50:26] for >> Oh, I'm not I'm not saying it, but what
[50:28] I am saying it is the woman told us, you know, Kim,
[50:33] you just told us that you weren't allowed to hear. But she told us that.
[50:37] It wasn't We didn't make that rule. People need to know that.
[50:41] » Make what rule? >> That you couldn't be in the meeting and
[50:45] all that. That started with her.
[50:49] » Well, I have to tell you that that's not what I was told by her.
[50:52] » Well, I'm sorry. >> That's what she
[50:54] » Well, I'm sorry. >> you do not She
[50:57] » That's all hearsay, and we're not trying >> the whole point. The whole point is that
[51:02] there is this this aura of lack of transparency
[51:08] that hangs over this township. And it's things like that that cause the people
[51:13] to say, "What is going on?" >> Well, sometimes it's the people coming
[51:17] in coming in with these outlandish ideas. You know, we're not driving
[51:21] around in Ferraris and the bank account looks good.
[51:24] You know? So, moving forward,
[51:27] » Mhm. >> um So, we need to make a motion on that
[51:31] that we disclose the the whole manager's >> You guys have the lingo. All the All the
[51:37] deficiencies, all the controls. I thought it was very I thought there was
[51:41] a lot of things she's already started doing some of
[51:44] those things. One of those things was, and I I think we need to do it is we got
[51:49] a quarterly look at our budget. I mean that's just business. That's just
[51:53] getting getting it. You know, we need to know where
[51:58] What's that?
[52:01] Well, we're going to look at the budget and there's plenty of things that
[52:06] that was came out of this that was good. So, do we need to vote on this to do
[52:09] that yeah or just have
[52:13] But the request that that's what I'm heading but the request that you had I I
[52:18] I mean we I think we we kind of agreed on it at the last meeting we just need
[52:21] to get it on the agenda to to let them do it. The only thing I say with this
[52:25] request comes with
[52:28] um we can't have little spending.
[52:32] You need to ask you guys need to ask for what
[52:37] you need to do your audit. >> Um in previous years, not cut you off,
[52:42] in previous years when April was still here, she wasn't even in the office when
[52:48] the auditors were here. >> Well, but she's going to need she's
[52:51] going to need to disclose if they want to go over what I'm thinking you're
[52:54] talking about is cash, credit card. I mean that's that's
[53:00] that's if you're going to get away with any money out of this place it's going
[53:02] to be in the cash and credit card. >> There's it's nothing that I couldn't get
[53:05] from following a way to know. And the whole object of us being able to
[53:09] do this is because if you weren't going to agree with this, I could I could just
[53:13] send them an RTK and get this information.
[53:17] But I'd like for it to be more of a collaboration
[53:21] and those are the things that we want to look at. The things that were some of
[53:25] the deficiencies once we post them and everyone will know what we're talking
[53:29] about. Those and you're correct, those are the things that we'd like to look
[53:32] into. >> and and and we we had talked about that
[53:34] at the last meeting and I feel that I mean I I almost think that it's in the
[53:39] code that when somebody I mean secretary and treasurer when they leave they all
[53:43] got to >> Yeah, it is. It's in the code. Right.
[53:45] So, I would make the motion that we allow
[53:50] them to do that with Now I'm going to get to my point. With
[53:53] that you you give what you need, what you want.
[53:58] And she can produce it on a
[54:02] in a time frame that suits everybody, but that it's not a dialogue back and
[54:06] forth, that she's got 20 hours and >> Well, we need the We need the records.
[54:11] And then the thing is, if we find something, then we will come back to you
[54:16] and we will say, "This is what we have found." Just like the auditor did. When
[54:20] she said, "There's a deficiency. Can you provide this information?"
[54:23] » the only thing. I agree. I mean >> I mean we're not out to
[54:26] » I I know you're not. >> You know, to make uh Lilly's great.
[54:29] She's She's wonderful. And I I appreciate
[54:33] » But it has to You know, you got to You know, spell it out. You want the
[54:36] receipts or from the credit card from X to X, receipts or cash, whatever. And
[54:43] hopefully we can produce these without getting a lot of time involved.
[54:48] » Is it all digitized or we are manual? >> I have
[54:53] » I mean, if it's papers, I can come in here and sit down and look at them. I I
[54:56] don't have a problem. I don't know if somebody needs to be here.
[54:59] » I think a supervisor has to be here though for
[55:01] » Which is I mean >> I'm here.
[55:03] » It's going to take a little bit.
[55:07] » Come up with Depending what they need. Come up with a
[55:09] » I I just I I truthfully think it's here. Just finding it is going to be
[55:14] difficult. >> get that.
[55:15] » And that's fine. I mean, we're not There's no I don't think there's any big
[55:18] rush. She's
[55:22] From the minute you stepped in, I feel more confident about
[55:28] where we're going with the documents and the accounting.
[55:34] So, that's
[55:36] you know, going back, it's whenever you can get it to you.
[55:39] » Yeah, I think that would just be Like I said, I think it's I I I do feel
[55:43] confident they're here, just uh the the finding just might take a little.
[55:47] » Thank you. >> Unless I'm mistaken, there was a motion
[55:49] put on the table. There was a motion put on the table to
[55:53] allow them to do an audit of Megan when she left to make sure that everything
[55:59] was That was my motion that I put in hand.
[56:03] » Yes. >> So, I am here.
[56:06] Is that my only
[56:10] thing I can do that day, basically, if that makes sense?
[56:13] » Well, >> Can other township business be had
[56:15] » I don't want to I don't want to be I don't I don't What I would like to see,
[56:19] and this is a question, too, is that can they take some of if it's a
[56:24] Can some of this information be given to them, whether it's through copy or
[56:28] » That's Yeah. >> I mean, that's what we did with this
[56:32] uh you can leave the building, right? >> I mean, you can you can
[56:34] » Yeah, didn't you give them information? >> Yep, yep, yep, yep, yep, sorry. No,
[56:39] that's all right. Yes. >> I mean, I think you should I try to keep
[56:41] a copy. >> I mean,
[56:42] » Yeah, yeah. >> No, no, give them the information, but
[56:44] they can have a copy. >> What if there's something that she can't
[56:46] leave the building with? Right. >> Right.
[56:49] » So, that's what I'm saying by And I don't be Don't take offense to this, but
[56:54] um she's got a lot to do. >> Absolutely.
[56:57] » And and I we we we we're already through an audit,
[57:00] and and this is another audit, but just so you can ask for what you need, and it
[57:05] may be might have to ask for something else later.
[57:08] » Mhm. And that's that's the plan, you know, we can say, "Hey, give us the
[57:11] credit card receipts from point A to point B. If you can give us a third of
[57:16] them or 1 year's worth." That's So, you know, that's fine, because it's going to
[57:20] take us time to go through them, as well.
[57:22] » So, I think we need to discuss like what audit scope we're talking about, and so
[57:25] we'll already have a time period of whatever years, so we're clear on what
[57:29] you know, Or like all of it in four years. It'll be a clear audit.
[57:32] » It wouldn't be a problem. And I think it needs to be from when she stepped in,
[57:35] which was October 20
[57:37] » 50 hours or >> 24?
[57:40] » Yes. November >> Yes, and they know that. I just put that
[57:42] in there for you. Kim had mentioned that. And by the way, we've never even
[57:47] asked to be paid for any good that But that's I just I just put that copy in
[57:52] here just so they know that the guideline when it's not supposed to
[57:55] Yeah. Exceed >> 50 hours.
[57:56] » Yeah. >> But she would have said that. I don't
[57:58] even care about that. We we've never even put in a invoice for
[58:03] the little bit that we did because it's not That's not
[58:06] » Well. >> I don't care about that.
[58:07] » Okay. >> You know, it's it's a couple of dollars,
[58:09] so. >> So,
[58:11] you made the motion to allow them to
[58:14] » Yep. >> Is there a second?
[58:17] » I'll second. >> All those in favor of giving their
[58:19] consent are saying I. >> I.
[58:21] » I. Motion carried.
[58:25] Now, right down to the next one, number five.
[58:29] Discuss authorizing solicitor to provide advertise replacement of the elected
[58:34] auditors with professional auditors.
[58:39] » And half of that was already discussed.
[58:44] We don't have to do anything. >> So, the question I have is would you
[58:47] guys feel comfortable from now that we cleared everything up?
[58:52] Would you be able to do it from here on out?
[58:55] » I don't know that we have an accord of the three auditors that we all or all I
[58:59] think I we are. >> No. I'm afraid I disagree.
[59:03] » Oh. >> We're we're not we're not
[59:05] » Yeah. Yeah. Yeah. Yeah. >> We all We all don't agree on whether or
[59:08] not we are capable. >> Okay.
[59:10] » I think we are, but I think that we have some
[59:13] some concern. So.
[59:18] » I think that we took the plunge that we should
[59:21] continue with a CPA, whether it's uh Mayor Mayor Deucey. I just said Diesel.
[59:28] » [laughter] >> Yeah.
[59:29] » Can I say something? >> It's the CPAs, yeah.
[59:31] » Um yeah, I I think that, you know, I mean,
[59:34] I know and I thought we asked cuz it was in my mind
[59:38] to ask, but since now we had a a full comprehensive audit, next year
[59:43] » audit. >> It was a full audit.
[59:44] » We requested a comprehensive audit. We did not get a full, we got a DCED audit,
[59:48] which is very different than a full comprehensive audit.
[59:52] » Um but we got that we got to back to ground
[59:55] zero and everything was zero. Now, moving forward the next years,
[1:00:00] um I don't believe it's going to be as expensive.
[1:00:02] » Yeah, she said that it was >> Yeah.
[1:00:04] » not as big. >> And I mean, since we did this, I think
[1:00:07] we need a I would say we need to continue, but we own the we're on the
[1:00:11] next we're on the next thing. But along with that, not to cut you off, Charlie,
[1:00:15] but along with that, we still have some responsibilities as auditors.
[1:00:21] Um >> Yeah, I Yeah.
[1:00:22] » Yeah. Set pay and >> how you
[1:00:26] proceed. >> [clears throat]
[1:00:28] » We have we will still have the right to set the salaries, which is pretty much
[1:00:32] it. If you replace us, that's all we're going to do. That's why
[1:00:37] I'm requesting that we still be given some authority
[1:00:41] to be able to review and assist
[1:00:46] where we can because that keeps the transparent, you know, an auditor is
[1:00:51] just going to do the DCED report. She's going to pick a month out of her hat out
[1:00:55] of You're going to give her a month, she's going to say, "Everything looks
[1:00:57] great." Yeah. But that's really not transparency as far
[1:01:03] as, you know, the I didn't want to bring this up, but
[1:01:05] there's a township that the secretary charged a half a million dollars
[1:01:11] on her on the the township credit card and never got caught
[1:01:15] because the auditors the CPA wasn't looking for that.
[1:01:19] They didn't catch it because they're not looking for fraud. If they discover
[1:01:23] something that looks fraudulent, they will look into it. But it's it's simp- I
[1:01:28] mean you can explain what the DC >> It's just not a forensic audit. So, I
[1:01:32] mean it's just if something she would have came across something she would
[1:01:35] definitely say, "Hey, supervisors, we need to look at this." But she said to
[1:01:38] me, "I didn't find anything." if that means. So, it came as an un- I mean, you
[1:01:42] know, unmodified thing, which is the best you could get.
[1:01:45] » Yeah. >> So, that means that the state is
[1:01:46] satisfied with what the township that doesn't mean that behind the scenes
[1:01:51] Charlie's not riding around in a Ferrari and we're like, "Hey, where'd you get
[1:01:54] that?" Right? Like, you know what I mean? So, there are like different
[1:01:58] levels of like the auditors still looking at things of concern. For your
[1:02:02] protection, really, and the taxpayers. >> So, a quick question. Uh isn't there a
[1:02:07] township code that says what their responsibilities are?
[1:02:10] » Yes, it's under the auditor's code. >> Well, does it say you should be working
[1:02:14] with the C- >> It's There's different options. There's
[1:02:17] There's like different like levels of what we could be doing.
[1:02:19] » Okay. >> So, there's no
[1:02:22] clear-cut >> Mhm.
[1:02:23] » line in the code that says I will work with the
[1:02:25] » Correct. Correct.
[1:02:27] » Yeah. >> Got it.
[1:02:33] » Well, I mean
[1:02:37] What does your say? We don't have to do it.
[1:02:38] » We don't have to do anything. It would stay the way it always there are the
[1:02:41] elected auditors and when it comes time for audit we hire a
[1:02:45] CPA and they can then deal with the CPA and not me.
[1:02:48] » Now, the other question I had for this for you.
[1:02:52] » [clears throat] >> Should we Would it be better that we use
[1:02:55] the same company? >> That's I mean, that's your up to your
[1:02:59] discretion. If you were satisfied with her service, I would definitely say yes.
[1:03:02] » I mean, we've never We don't have We don't
[1:03:05] We've never had experience with anything else though. That's all we That's all we
[1:03:08] know. >> Some townships will will will change
[1:03:11] after a few years. There's There's the same thing.
[1:03:14] » Maybe it's beneficial to make some phone calls to some neighbors.
[1:03:18] » And if you guys have contacts in other townships, maybe too, you could always
[1:03:21] reach out and ask how, you know, if they're satisfied. It's up to you guys
[1:03:24] like her, right? She She had a good >> She She was nice. She was really
[1:03:28] » I mean, honestly, there wasn't much dealing with her. It was her
[1:03:32] » Her >> Yeah. Employees, AJs, whatever. Yeah.
[1:03:35] They That's who we dealt with most, you know, yeah.
[1:03:38] And they were They were They were They were great to work with.
[1:03:40] » Oh, good. >> She was definitely into it, though.
[1:03:43] She was excited about it. Yeah. Yeah. Yeah.
[1:03:46] » She's great. Yeah. And they always Mary Joessel does a great job with even like
[1:03:50] much larger townships and everything. So, we were always satisfied. It's up to
[1:03:54] you guys though at the end of the day. >> Yeah.
[1:03:56] » Uh so, we're going to leave it as it is >> Yeah.
[1:03:58] » as it is >> with their recommendation and
[1:04:02] And you were satisfied Well, everybody's going to get to see the full disclosure
[1:04:05] of the audit. So, but you were satisfied with your involvement or you weren't
[1:04:08] satisfied? >> not because I felt like I was being
[1:04:12] blocked a lot. You know, I think there was some
[1:04:15] » Well, how about how about we work We We always have things to work on. So.
[1:04:19] » I know. And that's why I brought this to your attention. It's like if you guys
[1:04:23] I'm not the enemy. I, you know, I sometimes think that
[1:04:29] you know, I'm not on the witch hunt. I'm a resident that just really cares about
[1:04:33] this township. And I want to see us, you know, I don't
[1:04:38] I I just I love Goodno Township. And that's my whole reason for even
[1:04:43] getting involved. So, if I want to work with you. I And if you want to work with
[1:04:47] me, I'm thrilled with that. So. >> I think Jen's little concern was the
[1:04:52] separation of duties part. Like she didn't want the elected auditors and the
[1:04:56] CPAs to do a lot of this because she was trying to keep these books
[1:05:01] so there like discussion. >> And that was cuz I was involved in the
[1:05:04] beginning and then I stepped out because you ran and you took over and did a
[1:05:07] great job. >> And I think, honestly, next time, now
[1:05:11] that we have that baseline and everything's good.
[1:05:15] » I got it. >> That's wonderful.
[1:05:17] » Because that was a nightmare. >> And I think too though, there was some
[1:05:20] record keeping that wasn't being done that I think is being done.
[1:05:25] And it'll be a whole lot simpler, too. So.
[1:05:28] » So, don't worry.
[1:05:33] » [laughter]
[1:05:38] » All right. >> Perfect.
[1:05:43] » Yeah. >> And that's what I'm saying, just with
[1:05:45] the what's coming up, I have no idea. >> But that's okay, you'll figure it out.
[1:05:53] » Yes. >> Okay. So, moving on, number six, the
[1:05:58] close final subdivision plan. >> Charlie, you're the only one that has
[1:06:03] it. >> I have it in here.
[1:06:05] » Yep, you're the only one.
[1:06:10] I am Patty Fischer from James Harren and Associates.
[1:06:13] Representing the Ida Day and Close subdivision plan.
[1:06:21] » [clears throat]
[1:06:24] » I have small copies of the plan here too. You can look at that if you can't
[1:06:29] see one
[1:06:35] And this is This is actually the final from the copy that's ready to be
[1:06:39] recorded.
[1:06:42] Um >> Correct.
[1:06:44] » Correct. Uh
[1:06:46] Ida's property was put into a conservation easement back in 2012 and
[1:06:50] at the time, this section was left out of the easement because they wanted to
[1:06:54] eventually subdivide it off because it does have a a dwelling, a driveway, a
[1:06:58] septic, and a well on that property. So, that is what we're doing at this point.
[1:07:04] Uh her property has the dwelling, her own dwelling, the
[1:07:09] farm buildings, uh septic and well, and now they want to
[1:07:13] subdivide an acre off that has the other dwelling.
[1:07:45] Yes. Okay, so this is has all the final on um from YCPC it was the family was
[1:07:52] signed by the owner, which it is now signed and notarized.
[1:07:57] Uh the seal and dated signature of the registered surveyor, which is down here
[1:08:02] at the bottom. And then verification of a planning
[1:08:05] module for land development non-building waiver, and you have that to sign
[1:08:09] tonight. It was signed by the SEO, and everybody
[1:08:12] else has signed it. And that just needs signed and then sent
[1:08:15] in to the DED. And then it says a new and a new legal
[1:08:19] description should be prepared for lot two and for lot one, the residual tract,
[1:08:23] and I have provided those to the township and the engineer, and will be
[1:08:28] providing them to the owner so that she can get new deeds.
[1:08:35] Yeah, where it says planning is you, chairman. Yep, that's you.
[1:08:39] Yep. Okay, and so
[1:08:44] the engineer comments prior to the recording of the final plans, the
[1:08:47] applicant shall pay the township such fees as may be due for processing. So, I
[1:08:51] don't know if they owe any fees.
[1:08:58] Being a subdivision, they would owe direct fees.
[1:09:02] » Rec fees. So, we have a $100 rec fee. >> And I did not
[1:09:05] As far as I know, I did not receive anything.
[1:09:09] » Well, I'm not sure if it's >> I Should I have her call you and discuss
[1:09:14] any fees then? >> What brand is it?
[1:09:16] » That would be perfect. >> I don't know if there's any
[1:09:19] any engineering fees or
[1:09:23] » The engineering fees, I am not sure about.
[1:09:28] » I got you.
[1:09:32] » I think Yeah, if you could have her call me
[1:09:34] » That would be great if we had Yeah.
[1:09:35] » You can work that with her. >> Yes. Yes.
[1:09:38] Uh the plan shall include the owner's signature and that was from YCP.
[1:09:45] The applicant shall provide contours on sheet two.
[1:09:49] So, now on sheet two, there are contours.
[1:09:54] » Mhm. >> Uh the existing road to change into the
[1:09:57] subdivision is named Broadbeck Road. I had
[1:10:02] Like when there were two places I had Broadbeck Road and Broadbeck. So, that
[1:10:06] that's been changed to >> Grammar. It's all
[1:10:10] » It's spelling. >> Yeah.
[1:10:11] » Uh the applicant shall provide the claim
[1:10:14] the non-building waiver. The plan should include YCP C review date and and the um
[1:10:20] that will happen when I take the when it goes to get
[1:10:23] recorded. It does not happen before that. New legal descriptions. The
[1:10:28] submission received by CSA So, that nothing.
[1:10:32] Um The property owner proposing a
[1:10:35] subdivision and surrounding adjacent properties that are separately deeded,
[1:10:39] the township shall determine if these parcels must be included within the plan
[1:10:42] to be defined and remain as independent properties under the current township
[1:10:46] regulations. So, they had So, the engineer had me put
[1:10:52] this note on on the very last What number is that?
[1:10:56] You got 11 and 11 on the second sheet.
[1:11:00] And we did take into a
[1:11:22] So and along with that the last comment was the application revised of course
[1:11:25] the history section of sheet of plan one of two of plan sheet one of two to
[1:11:31] clearly state that the dwelling unit rate is being provided to propose lot
[1:11:35] two and lot one will have the remaining two dwelling rates but we
[1:11:39] through discussion and
[1:11:43] even though we've had this note on the plan we did take into account
[1:11:48] this or not that one.
[1:11:52] She has an adjacent property that they own.
[1:11:54] » It's um What is it? 10 and the home owners 10?
[1:11:59] » And 9A. >> Yes. And 9A is there's it's scattered
[1:12:03] about. We have >> Yeah, it's kind of
[1:12:06] » There's Alpine Lane has two residences that were came off that farm and then
[1:12:10] down here there's a I think the actual home
[1:12:12] » So we went through it with the engineer and the township and so now this is we
[1:12:19] have >> Number of single family
[1:12:22] » Well, actually that one is is not correct. This is correct. We have
[1:12:25] » Oh, okay. >> We have decided that there were no
[1:12:27] remaining dwelling rights from after we do this.
[1:12:31] And everybody had agreed on that.
[1:12:38] » This new one references five. >> Okay, I understand that.
[1:12:41] » This isn't correct. >> Yes.
[1:12:43] » The small one is correct. >> Oh, okay. I'm sorry.
[1:12:47] So yeah, okay. So it says uh total permitted five.
[1:12:52] » Yeah. And they used them all. Right. This will This will fill her up.
[1:13:01] » And so that is the end of the comments. So I would say the only outstanding
[1:13:05] comment we have is if to check on if they owe any fees.
[1:13:08] » Should we approve conditionally on wreck fees?
[1:13:10] » Yeah.
[1:13:13] » Okay, that's this one. This one still says four, but that one says four.
[1:13:17] » Right. Five
[1:13:19] » I think Should I give you the one copy? >> Yeah, it doesn't matter. Actually,
[1:13:22] that's fine. Yeah. We got to go. >> [laughter]
[1:13:24] » Just you don't worry. >> Hey, this is the one I actually my notes
[1:13:27] on. >> How did you get that?
[1:13:31] » We got them all. I would have looked at them first.
[1:13:35] » Well, then so these are all of changes. >> Yeah, I just printed these out today.
[1:13:39] They had all the final revisions on them.
[1:13:42] » So it looks >> And then I have five copies here with
[1:13:45] all original signatures that you will be signing.
[1:13:50] » Well, we are in a motion to approve.
[1:13:53] I'll make that. Second.
[1:13:56] » Conditionally approved. >> Conditionally on wreck fees.
[1:13:59] » Yeah. >> All those in favor of giving the consent
[1:14:02] of saying I. >> I.
[1:14:05] » Motion carried. >> So I will take care of sending the
[1:14:09] waiver to the EP for their records and I will leave these
[1:14:14] with you. >> You just have them sign anytime after
[1:14:17] you call them in. >> Right. But I guess want to check on the
[1:14:20] fees and everything first before you they or they can sign it.
[1:14:25] » Yeah, but I would recommend not >> record it until the fees are paid.
[1:14:30] » Right. >> Yeah.
[1:14:33] Okay. Thank you very much. >> Thank you.
[1:14:36] Yeah. Yeah, we could we could do it now or we could
[1:14:40] » I was just going to wait till one second.
[1:14:45] Thank you. >> Okay.
[1:14:49] Let me know when you're >> Building repair bids.
[1:14:54] We got one bid this morning. And it was from our construction
[1:14:59] and it was almost identical to the last bid from previous month or
[1:15:04] two ago. And
[1:15:07] that's it. I think I think it's honestly within
[1:15:11] $1,000. >> Yeah, of the other.
[1:15:14] » Which is pretty surprising, but
[1:15:22] What's up? >> Any uh
[1:15:27] I can't believe they didn't get any more.
[1:15:29] » No, but it was advertised pretty well this time and
[1:15:32] » people come out and they knew they were >> we did this I met with multiple people,
[1:15:35] but >> We only had to see what they had to
[1:15:37] bring in today. >> Yeah, we only had one this morning and
[1:15:40] nobody throughout the day like so they weren't late.
[1:15:43] So >> So we
[1:15:45] » We didn't go to We didn't Does it have to be sealed?
[1:15:48] » Randy >> At this money at this amount of money,
[1:15:50] yes. >> Yeah.
[1:15:51] » Anything over 25,000 I think it is this year. 24,500
[1:15:56] » Yeah, that is. >> Yeah, it has to be done in this process.
[1:15:59] So um
[1:16:04] » [sighs] >> I thought we were going to look at uh
[1:16:10] I thought that's what we had talked about last meeting we're going to have
[1:16:13] maybe some other builders.
[1:16:15] Charlie, you had somebody you had talked about.
[1:16:17] » Mhm, I talked to him and >> Well, I was going to say you can you can
[1:16:21] talk to him, but they still have to submit the sealed bid.
[1:16:23] » to seal it. >> Yeah.
[1:16:24] » Yeah, we had four guys come out. >> That's what I'm saying. I had talked to
[1:16:28] some of them. I and one of the guys was >> Yeah.
[1:16:30] » from North Cadore, so some local guys were out too. And I'm going to be blunt.
[1:16:36] The heating bill for that shop it this needs to be taken care of before winter
[1:16:41] comes. It's all well and fine now, but >> Well, the only thing I'd say is
[1:16:47] we just have a budget discussion first. >> Yeah.
[1:16:51] » Um I understand I I stand I stood in the
[1:16:55] shop. I see daylight. >> Yeah.
[1:16:57] » Um >> And maybe we want to do the
[1:16:59] » outside or >> But if we would if we could maybe Let
[1:17:02] Let's just talk budget a little bit um before we make a motion.
[1:17:06] » Yep. >> Can we do that, Andy?
[1:17:08] » Yeah. Yeah. >> The only reason I say it is I mean it's
[1:17:11] it's just didn't happen in the last year.
[1:17:14] And we've been working with the building the way it's been for
[1:17:18] some years. I don't know what um
[1:17:22] » And we're also trying to make things better here.
[1:17:25] » Oh, no. I understand that. I don't know what uh heating was the
[1:17:29] year before. >> Well, we'll move on and go to budget and
[1:17:33] revisit it then. >> Yes, sir.
[1:17:35] » Yeah, we can get back to it if you want to.
[1:17:37] » Yep. I do. >> Um
[1:17:39] I'm just looking to see what uh
[1:17:45] » Okay. >> But we can look at this. Heating
[1:17:50] Yeah. Heating oil was budgeted for 2025
[1:17:55] at 7,000. And we came in at 79 7592. So, I'd say
[1:18:01] we were pretty close to what we've been for some years.
[1:18:05] » Yeah, the heating oil. >> And the building's also been in disarray
[1:18:08] for years, and it's not just the heat. >> No, I understand.
[1:18:12] » The place is falling apart.
[1:18:15] » Um We can wait for Charlie to get back.
[1:18:49] » This is where we need the music.
[1:18:55] » Lois said she'd sing. >> Oh, no.
[1:18:57] » Yeah. >> No, no, no, no, no.
[1:18:59] » That's the thing. >> Lois does not sing.
[1:19:02] » [laughter] >> Just in the choir.
[1:19:05] » What what building are you guys talking about?
[1:19:07] » This one. >> This one?
[1:19:08] » Yeah. It's metal siding. It's the siding of the building.
[1:19:11] » safety concerns with this building? >> I have some, yes.
[1:19:15] » I think that you need to address
[1:19:18] this building. >> The building has a
[1:19:21] » It's like the >> Well, minus what we tried several years
[1:19:25] ago, Bob. >> What?
[1:19:28] » It hadn't been touched in
[1:19:32] a generation or two. >> Yeah.
[1:19:35] » How long's that metal been sitting? >> Uh the metal has been sitting for a
[1:19:39] while, but it has been taken care of and it is in good condition. They will be
[1:19:42] using all the metal that we have. We have all the metal for the We have
[1:19:46] the material for the building. >> You have one time long-range plan to
[1:19:50] sell this building and put a new building down in the direction of
[1:19:52] » Easy killer. >> I would love that.
[1:19:56] » We we should do that and and just let us have the shop.
[1:20:00] » So, is the bid period over now? >> What's that?
[1:20:03] » Is the bid >> Bids were Bids were over this morning,
[1:20:05] yes. >> So, it's closed
[1:20:07] » Yes. >> Yes.
[1:20:08] » So, it it would either be accepting this or
[1:20:12] re-advertising again. Go through the process again.
[1:20:15] » You'll announce how much it was, right? >> Yes, absolutely.
[1:20:19] » Okay. >> But he wants to If we can talk about the
[1:20:21] budget first, that's totally fine. >> so the the annual Charlie was was
[1:20:25] budgeted at 7,000 last year >> Mhm.
[1:20:28] » uh for 2025 and we spent 70 Well, the township spent 75,000 or 70 7,500. So,
[1:20:36] » We're a little little over. >> A little over, but it was within reason
[1:20:40] that um Now, so the
[1:20:43] » Mind you, the budget was created in the There has been multiple people changing
[1:20:47] in all these positions. So, that budget was just created over
[1:20:51] time. The problem has been here over time as well.
[1:20:54] So, the budget was put in place. >> I'm just I'm just saying it.
[1:20:57] » He's just say He's just saying it. >> He's just saying I'm just saying the
[1:21:00] heating oil was budgeted at 7,000. We spent 7,500. So, we've been spending
[1:21:05] at 7,000. I would have assumed I would for a long time. We've been spending
[1:21:09] that. Um
[1:21:11] Just on What's that?
[1:21:13] » It did increase this year. >> Yeah. Well, fuel went up, too.
[1:21:18] » Yes, it >> Um
[1:21:21] » [clears throat] >> On the budget, there's a couple things
[1:21:25] that I was looking at. One of them is things that weren't on the budget
[1:21:31] was um
[1:21:33] the new hire. Um
[1:21:37] That wasn't a a budget line. So, that was 36,000.
[1:21:42] And the trailer that we bought for the skid loader that
[1:21:45] was 11,800. The Massey Ferguson, this was something
[1:21:50] that was missed on the 2026 budget. The payment for Massey Ferguson. Yeah,
[1:21:56] that was 46,000. So, that's comes out to 93,800
[1:22:02] that wasn't on the budget. So,
[1:22:06] um Everything else on the budget is
[1:22:11] you know, it's some of them are getting to the end of their
[1:22:14] the end of the what was budgeted for them, but for the most part, we're
[1:22:20] we're about I think we're at 56% of the budget.
[1:22:23] » [clears throat] >> At 6 months, so that's not terrible.
[1:22:31] We still don't know what this this bridge is going to cost us.
[1:22:33] » No, but now that that was part of my report, but I will touch on that. I
[1:22:37] discovered a grant through PennDOT in the state that pays for all feasibility
[1:22:42] studies and the project and the engineers. That's why I wanted the
[1:22:45] engineers here. I wanted to find out where we stand with that because they
[1:22:48] are filing it because it's apparently it's a ridiculously long process, but
[1:22:53] we've never went for that grant before. No reason why we can't get it and it
[1:22:57] would pay for the study, the project, it would pay for everything. It would pay
[1:23:01] for everything. >> I thought that was through PISA.
[1:23:04] » No, it's through PennDOT. >> PISA
[1:23:06] did advertise
[1:23:07] » it. Yes, right. >> I thought it was through
[1:23:09] » It's a um I forget what it's called. Bridge
[1:23:14] » Yeah. >> They have the rapid bridge replacement
[1:23:16] and then it's a it's another one. Either way, there is a possibility, so
[1:23:20] » Um
[1:23:23] So, I I don't know >> Go ahead.
[1:23:25] » I was just going to say I I don't know if that lease, the Massey Ferguson
[1:23:29] lease, was to be classified under new equipment. I don't know.
[1:23:33] » Well, there was no budget item for new equipment. It was zero.
[1:23:37] I don't think there was any budget budget line for new equipment.
[1:23:41] Zero. >> This year?
[1:23:43] » For 2020. >> I was going to say I think it was
[1:23:44] 172,000. >> 172,000. Was it?
[1:23:47] » Yeah, I thought Yeah.
[1:23:49] » Yeah. On this On this report it says zero.
[1:23:52] » Where's the the one I just printed?
[1:23:56] No. >> This is the one I got.
[1:24:01] » Yeah, I thought It says that, right? >> It says under maintenance and bridges,
[1:24:05] right? Maintenance of roads and bridges. It's equipment rental, professional
[1:24:10] services. I don't see anything on here for
[1:24:14] 175,000. >> It's
[1:24:16] It's on the one that I printed out tonight.
[1:24:20] » is this is the budget, though.
[1:24:24] This is the budget that was voted on. There's nothing on here for new
[1:24:28] equipment. >> New equipment, 430.7,
[1:24:31] 172,000. >> sure
[1:24:33] I'm honestly not sure how that happened because I didn't I I didn't add anything
[1:24:37] to it. That's just [clears throat] what it compares to in QuickBooks.
[1:24:39] » new equipment. >> Yeah.
[1:24:40] » That was the skid loader. 111,000.
[1:24:45] Yeah. That was the skid loader.
[1:24:49] So, the the the tractor wasn't on there. >> And the 111,000, just so they all know,
[1:24:55] » was a grant >> Mhm.
[1:24:56] » that we have. >> Yeah, they have fully paid for
[1:24:58] everything. >> Um but it's still the 49,000 for the
[1:25:05] 49,000 for the tractor and the and um
[1:25:10] So, it's still over 94,000 unbudgeted that we that we spent.
[1:25:15] Already spent. >> Mhm.
[1:25:17] » Um
[1:25:20] And this the cost of doing this is the
[1:25:26] Where does it come in at? Is this the table or is this the
[1:25:28] » No, that's separate buildings. The lower building is 50,000
[1:25:32] and the upper building, the one we're in now, is 88,000.
[1:25:35] » Yeah. So, we're looking at almost 100.
[1:25:39] » 130. >> Or going on 140.
[1:25:42] » Mhm.
[1:25:50] » I think we should try to budget it for next year. That's my
[1:25:55] thoughts, but
[1:25:59] » The uh >> [clears throat]
[1:26:02] » And we all we all did this, too. Some of the stuff that's going to
[1:26:07] be paid off. How much like some some of the trucks
[1:26:11] and stuff that >> Um
[1:26:12] » That's what I would >> To be perfectly honest, I think
[1:26:15] » There's no >> Yeah, I think
[1:26:17] » There's nothing. >> Oh, nothing's paid off. Everything is
[1:26:21] » Oh, yeah. The only thing >> The tractor
[1:26:23] » was the tractor. And I don't know why it's like that. I because we never made
[1:26:27] a payment on it. So, when that came up, I was very like when it was due, we got
[1:26:31] it in May of last year. I had no idea that was coming.
[1:26:34] » I spoke with Zach about it. He said, "Don't know why. Townships just do
[1:26:38] that." >> Um
[1:26:40] » Basically, we had a lease with I believe it was your truck or trucks.
[1:26:44] » No, it was truck. Yes, it was. >> So, that was ending when we got the
[1:26:47] tractor. From what I understood, Megan just
[1:26:49] » Yes. >> rolled
[1:26:51] » No, that was >> She just continued it with a different
[1:26:53] thing. I don't know why, but we make one payment a year for 5 years.
[1:26:57] » Yeah. >> Yeah, and I I mean if
[1:27:00] » But everything else is paid for. >> Which came
[1:27:04] » Um if we >> Never mind.
[1:27:07] » If we think it would be better uh
[1:27:14] budget for next year? >> Well, that's Our budget for this year
[1:27:18] was a I think it was a It was right around 103 or 100
[1:27:22] a million. >> Yeah.
[1:27:24] » So, I mean that's like 10%. >> Yeah, I know.
[1:27:27] » That's yeah, one actually 11 one 1.1. >> Yeah.
[1:27:31] » So, I mean that's that's a that's a big jump.
[1:27:34] » Yeah. >> Right after
[1:27:41] And And then maybe that would I don't know. It just seems like a lot of money
[1:27:45] for labor to put new >> I
[1:27:48] I still think that well >> Well, I'll tell you what we can do. We
[1:27:51] can budget it for next year and you guys find somebody that'll actually do it.
[1:27:55] I don't know any builders. Do you? I just think that's a lot of money.
[1:28:00] » It is a lot of money. >> Um
[1:28:02] » What's the bid? >> 140,000.
[1:28:05] » 140? >> Yeah.
[1:28:06] » To put the tin on? >> No, it's reframing and everything.
[1:28:10] » It looks like you're just >> No, we're not
[1:28:12] » It looks you're saying >> just putting tin on it.
[1:28:14] » No, the entire walls come down, they're reframed, insulated, sheathed,
[1:28:18] » sheathed, the works. >> Yeah, trim, gutters.
[1:28:23] » Charlie, is that is that reasonable? You you're in the business.
[1:28:26] » I think it's high, but I know I also when we did what we did, I know what's
[1:28:32] involved and it's not a >> it's I I think it's the man hours that
[1:28:35] get you. >> Yeah, it's
[1:28:37] Is there interior plywood now? >> Mhm.
[1:28:39] » It is now, but it wasn't. >> It wasn't, we did it, yeah.
[1:28:43] » That's >> And it's and it's
[1:28:44] » supplying all the materials. >> Yes, material Well, the metal. We have
[1:28:48] the metal. We have the metal.
[1:28:50] » Yeah, gutters, hardware, >> Bruce is not involved. The fit the
[1:28:55] building down there, we have nothing for that.
[1:28:57] » And and that Yeah, that's a simple one because there's no framing or anything
[1:29:01] like that. Which >> But there's no metal for that building.
[1:29:03] That's why that price for that building is so high.
[1:29:06] » have that at all. >> That's just a regular steel pole
[1:29:08] building. It's literally going to be metal off, metal on.
[1:29:11] » Yeah. >> Problem is we don't have that material,
[1:29:14] so that's why that price is >> The only reason I This is I don't I
[1:29:17] wasn't I don't know I wasn't involved in in this part of it,
[1:29:23] the the wall insulation and the interior ply interior plywood and painted and all
[1:29:27] that. Um you know, that that blown on that blown
[1:29:31] in the blown on insulation for shops is is really
[1:29:36] You familiar? >> Yeah, I know what you're talking about.
[1:29:39] » Yeah. Um
[1:29:40] » Are you saying that would be a good idea or
[1:29:42] » Yeah, I think it's going to be a lot more economical.
[1:29:44] » It will also be a lot more money. >> Yeah, that's right.
[1:29:47] » You think? Cuz I I I priced There's some people Well, then again, if it has to be
[1:29:52] a sealed sealed bid. Well, I don't know you might be 25,000. If you break it up,
[1:29:55] you might be able to get it down below 25,000 a shop. Well, you got to be
[1:29:59] careful about >> Oh, yeah, that That's what I was going
[1:30:01] to say. That's a lawyer question. >> You got to be careful about breaking out
[1:30:03] » But we can >> if it's a full project. no
[1:30:06] » why we can't budget it for next year and get your heads together.
[1:30:09] » And try to get some money in >> to be done, but you know what? 20 years?
[1:30:14] » I mean, I've sat out here and looked at the front of the building and
[1:30:16] » I'll just keep cleaning the bird crap off the truck. It's not a big deal.
[1:30:20] » Can Can you put it back out for bids or is
[1:30:22] it going to wait till next year? >> Yeah, we'll we'll still get some
[1:30:27] Hopefully get some people. >> I was going to say you get get some word
[1:30:30] of mouth out there saying, "Hey, you need to place this bid."
[1:30:32] » Yeah. >> You know, if
[1:30:34] » That's why I asked >> Yeah. Cuz I was hopeful. You know, I had
[1:30:37] three or four people that I met with, measured the building and everything,
[1:30:41] and then one guy this morning. So. Is that Is that all you have on the
[1:30:46] budget? On the budget?
[1:30:49] » Yep. I I'll tell you it's getting late enough. I just All that All that I want
[1:30:53] to do is just review it. Um I mean, like I said, we're
[1:30:57] The The biggest things that we just have to keep in mind are these things that I
[1:31:00] talked about. Um
[1:31:02] and and we we have to everything else, like I said,
[1:31:06] the the you know, we just have to wait and see
[1:31:09] where we're at. Um >> I planned to start on this much earlier
[1:31:14] and >> Yeah, I was going to say next year will
[1:31:15] be a different a whole different >> So. And And the other thing, too, and I
[1:31:20] don't I don't just to say it, but I know there was
[1:31:23] talk about a salt shed. And um
[1:31:26] » Well, that's a that's liquid fuels money to start with that can be paid for that.
[1:31:31] And that's a a down the road thing.
[1:31:34] We are, thanks to Clark, I know he's not here and I hope you're watching, he
[1:31:38] figured out how, some way, that all this equipment can fit in these buildings.
[1:31:43] » Is that the reason >> And it is it is like that. It's
[1:31:46] impressive, but he got it. So, him and Chuck are really good at that, and I
[1:31:51] just kind of put it where they tell me it's good.
[1:31:54] That was the original idea was that we would need more room, and we don't know
[1:32:00] We even got the We got Bob's favorite truck the GMC even
[1:32:03] inside. So.
[1:32:05] » The only thing I would say to that is I think it could use more room.
[1:32:09] Because of a salt shed, you know these new salt sheds are putting up these
[1:32:13] cement blocks and hoop building. >> Yeah, yeah, that's what I that's what I
[1:32:16] was >> Right, right. Is is
[1:32:18] I mean, it's cost money. But what I'm this is what I want to say.
[1:32:22] The Tetris thing >> Yeah.
[1:32:23] » is time. >> It is it is time.
[1:32:26] » And if if we get out more room >> Well, the other the other issue is our
[1:32:30] salt storage is 400 tons. One good storm is all we need and I will
[1:32:35] deplete it. So, now it's good York Township has 5,000 tons on hand and I
[1:32:41] can call them and send a truck and get it. But it's it's it's nicer to have a
[1:32:46] cushion that that you can hold 1,000 tons or something in the event that
[1:32:50] mother nature really throws it on us. So, but it's you know, it'll work out.
[1:32:56] » Okay, can we get to the big one yet? >> Yeah, let's get out of data center
[1:32:59] ordinances. Amendments.
[1:33:03] » Amendments. >> Anybody got any ideas? I have one. I
[1:33:07] don't I I >> Andy, I don't want them to use our word
[1:33:10] period. >> Whatever we can do.
[1:33:15] » I don't I mean, do we have the we have the language in there about
[1:33:21] the water study? >> Mhm.
[1:33:23] » Um
[1:33:27] I I you know, I >> Yeah.
[1:33:30] » But some of this stuff is going to be challenged in courts and we haven't been
[1:33:33] there yet. >> Yeah.
[1:33:34] » Okay. >> I think it's new for everybody across
[1:33:36] the board. >> Yeah. Um
[1:33:39] » The other thing that really bothered me was people and I did that this is 100%
[1:33:43] hearsay of me reading um
[1:33:46] about people's elect energy bills going up in the surrounding areas that they're
[1:33:50] built or talked about being built. >> Well, I think over energy is going up
[1:33:54] because of the data centers. It's not I mean, we're we're paying we're we're
[1:33:58] we're pushing on you know, we were paying seven and we're
[1:34:03] pushing on 11 and 1/2, 11 six now. So, it's it's it's going and we're all
[1:34:07] suffering because of it. I would like I would like to see what he
[1:34:12] said, no water. >> Mhm.
[1:34:15] » So, they use a closed system without >> No access.
[1:34:20] » Yeah. >> You get all water.
[1:34:22] And
[1:34:25] and with that, I think we're oversized. I think we need to re-look at the the
[1:34:31] the the setbacks. Um I was under the assumption we had to
[1:34:36] stick with a 100,000 square foot building.
[1:34:39] And that's not 20,000 square feet where these things start at.
[1:34:43] » That's right. >> And and it's a it's called an
[1:34:45] Interceptor data center
[1:34:48] is what it's called. Um
[1:34:51] I I think we need to we need to and I have a
[1:34:55] between noise and the the uh between the noise and the the vibration,
[1:35:03] um I think that we need to go to 300 feet
[1:35:08] because of um all these properties that we have are
[1:35:12] bordered by residents. >> Yeah.
[1:35:15] » Um and along with that, we go to that 300
[1:35:18] feet, it's going to bring what I came up what I came up with was that we come
[1:35:22] down to um >> [clears throat]
[1:35:27] » roughly a 30,000 square foot building, 30 30,500 foot square foot building.
[1:35:33] Um at a um
[1:35:37] a setback of 300 feet. >> What's the building down there now?
[1:35:44] » Uh >> Close to that.
[1:35:45] » Is it close to that? Well, that building wouldn't work cuz it's sitting too close
[1:35:49] to the property line. Um
[1:35:53] and here again with that 300-ft setback, it it and I'm
[1:35:59] I'm not a North Caddo Parish, from what I
[1:36:02] understand, they have one-piece property.
[1:36:05] And that's down here for a reason. That's why commercial property that's
[1:36:09] it. Industrial. >> Industrial. These are industrial.
[1:36:12] » So, that's my statement. That other property
[1:36:16] that Diesel Pro won't work for 300 ft. But I still think 300 ft is a better
[1:36:22] option for um the noise control,
[1:36:28] the the PPB the PPV
[1:36:32] um And and I I have
[1:36:35] And and this is uh
[1:36:39] I I I have information. We can talk about it. We We don't have to. Um I
[1:36:44] That's a big one for me is a 300-ft setback.
[1:36:46] » And the setback currently is what? 1 >> 50.
[1:36:49] » 150? >> 125.
[1:36:50] » Yeah. >> 125.
[1:36:52] » And the reason we did that was because I thought 100,000 sq ft was the the the
[1:36:57] jump off. >> Right.
[1:36:58] » And it's not. >> It's smaller.
[1:37:00] » It's smaller. So, >> And what you're saying is this if we did
[1:37:04] that, it would basically be this one-piece property.
[1:37:06] » It would only be that one-piece property.
[1:37:08] » piece of property. >> Have you been approached for a data
[1:37:10] center? >> Years ago before
[1:37:15] you all were here with uh
[1:37:18] uh Keith Adams office.
[1:37:22] But there's no electric at the property for the data center. Well,
[1:37:29] it depends. >> That gas line can be used to make
[1:37:32] electricity. >> That was
[1:37:33] » I talked to a guy that does it. >> Yeah. That was another one of mine point
[1:37:37] here is that we don't have any Right now, we don't have anything in the order
[1:37:40] that's about um building about something that would
[1:37:43] create their own power. We have no >> [clears throat]
[1:37:45] » We have nothing in that area about >> Yeah.
[1:37:46] » Yeah. Um
[1:37:49] That would That would if if we'd eliminate the water thing, that would
[1:37:52] take away a big chunk of our concerns. >> I'm not sure that
[1:37:57] uh I mean, I think that a water feasibility
[1:38:00] study as to to how it relates to other properties
[1:38:04] I I'm not sure that we can say people
[1:38:09] can't use their own water. >> No, you said that before.
[1:38:13] » Right. I I've not looked into it, but if you know, a well that
[1:38:19] you know >> Maybe we could set
[1:38:21] » close You're getting close to telling people that, you know, that they don't
[1:38:25] have the right to use what's on >> Free well on their own property, yeah.
[1:38:28] » Yeah, that's what it got down to, that they didn't they didn't say they
[1:38:31] couldn't use it. They only said you can only use it for certain things.
[1:38:36] » Right. >> And that was
[1:38:37] » And that's Yeah. >> That's a good idea because it eliminates
[1:38:40] the ability of data center to to They'd have to use a closed water system.
[1:38:44] » Right. They wouldn't be able to Right. >> And it would be really hard for them to
[1:38:48] even have enough water to maintain the rest of the water center.
[1:38:52] » Why don't rather I mean
[1:38:55] I'm not trying to shut down the conversation, but it you know, it's been
[1:38:59] a long day. Why do people put these in the writing?
[1:39:03] And >> I have a I have a list here of what
[1:39:06] we're doing. >> Yeah. I mean, and and I mean, I was just
[1:39:09] uh >> Can I just real quick say
[1:39:10] » Oh, yeah, yeah, yeah. The only reason I say this, Andy, is because
[1:39:13] » have something I want to say, too. >> Go ahead.
[1:39:15] » No, go ahead. >> We we sat We sat in this meeting and we
[1:39:19] told these people that we were going to come back and we were going to So,
[1:39:23] that's that's the reason And some of these people are here tonight.
[1:39:26] Um There's a couple other There's a couple
[1:39:29] other things, and I'm not banging on you here, I'm just pointing them out. A
[1:39:32] couple other things that seem a little weak in the in the thing. One of them
[1:39:36] was under um the power the power lines coming in. It
[1:39:40] was suggested that we um
[1:39:44] if it's a if it's available or if it's feasible to
[1:39:49] to bury them. Um
[1:39:51] if we could just change that and say that we'd like to see that they need to
[1:39:55] be buried. Burying power lines serving the property is strongly encouraged.
[1:39:59] How about we just say that property lines serving the property shall
[1:40:03] [clears throat] be buried.
[1:40:05] Um I think >> I'll have a look at that.
[1:40:08] You're you're I guess the order. Well, and and utilities.
[1:40:13] We're just dealing with utilities instead of PUC has a say in some of this
[1:40:15] stuff, but I don't have >> You know, I'm just suggesting.
[1:40:18] » Yeah, that's fine. Yeah. >> Um
[1:40:22] » And all these farm lands are going to be tore up as they do this.
[1:40:26] » I sure hope that never happens. >> But it
[1:40:29] » Yeah, I I >> They're coming through all the farms
[1:40:31] here and there. >> Yeah.
[1:40:32] » And if you want to protect agriculture, you're going to let all these
[1:40:35] transmission lines to come through all the farm the fields.
[1:40:40] » What do we do?
[1:40:44] » We already have it designated to one property.
[1:40:47] » Yeah. I I it's either that it's I don't
[1:40:51] » Can I Can I say something that and I don't just everybody listen to this.
[1:40:56] So, we've made this when we had it we've had this discussion
[1:41:00] for how long? And by doing what we did
[1:41:04] there is no we never had any designated industrial property. It was businesses
[1:41:11] that became
[1:41:13] during zoning they became what we now call
[1:41:18] non-ag or and commercial zones.
[1:41:22] And most of these commercial zones are like you're saying is surrounded by
[1:41:26] people. So, by eliminating putting it
[1:41:31] anywhere in the township on farm ground or whatever, there are
[1:41:35] places that we could put it that it wouldn't affect people
[1:41:39] as much as it would there. But we eliminated that by making it just
[1:41:45] commercial. So, I've >> [clears throat]
[1:41:48] » But if if we if we take it and we put it out here which you're saying, but if we
[1:41:53] if we take a chunk of ground and say this 300 acres is suitable for data
[1:41:58] center. That's that's inviting a data center to
[1:42:02] be built here. And and I
[1:42:07] I I >> But Jason, we can't you can't do that.
[1:42:10] » No. >> The way our ordinance The way our
[1:42:12] ordinance is now, you can't do that. I've said it a hundred times.
[1:42:16] » If that's the way the ordinance was, then
[1:42:20] » That's probably why there's no data center here because of what we have in
[1:42:24] place. But anyhow, >> I I don't I don't I don't see that the
[1:42:29] if we don't have a uh we don't have an ordinance for it,
[1:42:34] » I I know. I >> then they can come in and they can come
[1:42:37] in and you know what I mean? >> [clears throat]
[1:42:41] » I did this 10 minutes before we had this meeting cuz I couldn't I didn't have any
[1:42:45] of these these maps at home. Actually, this is the map that I did the first one
[1:42:49] on that I gave you guys and and did the 125 for the 100,000 square feet.
[1:42:59] This is not a a ploy to keep it on one piece of property.
[1:43:03] If if we want to we want to leave it at the 125 so there's more than one piece
[1:43:07] of property, that's fine. What I've been finding with the
[1:43:11] vibrations um and the sound
[1:43:15] um it's going to be difficult
[1:43:18] because uh at 40
[1:43:23] at 40 dBA um we have it right now at 60 dBA
[1:43:30] with a a sensitive receptor line, which is like a
[1:43:36] school daycare something like that.
[1:43:39] The the the noise has to be at 60 dBA. And 60 dBA
[1:43:48] Uh 60 dBA
[1:43:51] is like uh
[1:43:55] a dishwasher or a busy urban street. That's 55 to 65. That's what they say.
[1:44:01] Um but that's constant. >> Oh, yeah, it's not
[1:44:05] » It's not constant. It's constant. And they they they claim in here
[1:44:09] that you know, these noises that just never go away down to 35 to 40 dB
[1:44:15] A, it gives sleep disruption, fatigue.
[1:44:20] Um 45 to 55 stress annoyance, lower focus. And as you go up, it just gets
[1:44:25] worse and worse and worse. >> And also they've stated that these
[1:44:30] data centers, the low-level homes are operating on a different wavelength.
[1:44:34] They're They're They're not even sure how to measure it yet. Scientists are
[1:44:37] working on it trying to So, a lot of these data centers are getting decibel
[1:44:42] or prepared They're getting decibel ratings they need to be at. And they're
[1:44:46] they're they're meeting them because they can't detect you know, they
[1:44:51] can't detect the sound right. >> to do our own study.
[1:44:53] » Well, that that was one of my other things is that all these studies have to
[1:44:56] be a third-party study. >> Yeah.
[1:44:58] » They can't They cannot cuz in the in the ordinance it's written that
[1:45:02] it has to be a um
[1:45:06] qualified professional. Well, that could be one of their qualified professionals.
[1:45:09] So, it every all the ordinances are all the performance studies have to be
[1:45:14] third-party. Um
[1:45:17] The biggest I guess the biggest the first one to start with is this is the
[1:45:21] setbacks um because [clears throat] everything falls
[1:45:24] off of that. Uh if you keep it a smaller, a smaller
[1:45:28] data center, which
[1:45:33] I really think it's going to be a struggle to get a data center here.
[1:45:36] If we >> I just want to make a statement for Lori
[1:45:39] and I and I'm maybe not allowed to say this. Um
[1:45:45] we can promise the residents of Gooder Grove Township
[1:45:49] that if our property was approached for a
[1:45:52] data center while we own it, if we had the legal ability, we would
[1:45:58] refuse that. >> You always have the legal ability.
[1:46:01] » Yeah. So, I we we want the people of Gooder Grove Township to know that. We
[1:46:07] we are content with the property the way it is.
[1:46:10] Um I I might call it a mobile home builder
[1:46:13] sometime, but that I have the legal right to do that. But, um
[1:46:18] we have no intentions. And that's a commitment that we'll make to Gooder
[1:46:22] Grove Township. If that helps the conversation in any
[1:46:25] way. And if you know me,
[1:46:30] you know that that's true. That my word is my bond.
[1:46:33] My integrity will speak for itself. So, that you can say that's a promise to
[1:46:38] Gooder Grove Township. Now, I'm in my 60s.
[1:46:46] » And that's just the problem. You want to make a buck. Township, goodbye.
[1:46:51] Then we can put a salt shed there.
[1:46:54] The building's already there, yeah. You guys Lilly, you can have this place for
[1:46:58] nothing. >> You can leave me alone.
[1:47:01] » [laughter] >> Well, there's no fun in that.
[1:47:03] What's Trump going to do?
[1:47:09] » That'd be worse cuz he'd sneak up on you. Additional data centers are still
[1:47:12] being built, which are the smaller >> Right.
[1:47:16] » centers. >> Right.
[1:47:17] » So, >> And they've been around for
[1:47:19] » our ordinance our ordinance doesn't plus their noise level and everything is
[1:47:24] different from the AI. And the ordinance doesn't differentiate between
[1:47:29] traditional and AI. >> Can we differentiate that, Andy?
[1:47:33] » Between What What was the question? >> Traditional data centers. Data centers
[1:47:36] been around for a long time. >> [clears throat]
[1:47:38] » And And Can we Can we
[1:47:43] I I still think we have to allow It doesn't I'm I'm thinking about this as
[1:47:46] you said, and you can't uh say we can have an ordinance to allow traditional
[1:47:51] data centers, but not >> Yeah.
[1:47:54] » You're going to be You're going to look at what the predominant use is, right?
[1:47:57] Um you know, a farm that grows soybeans >> Right.
[1:48:00] » is a farm the same that it is that grows corn, right? It's It's still
[1:48:04] the You look at what the predominant use is.
[1:48:07] » But one is smaller than the other. >> Yeah, there's 10 different at least 10
[1:48:12] different kinds of data >> Oh, yeah.
[1:48:14] » Yeah. >> And they have they've been around for
[1:48:16] » There's even mobile >> That's a good point about setback
[1:48:18] because the ordinance that I looked at for certain types of data center,
[1:48:22] setbacks are 400 ft. >> Yeah. And that's what we had originally
[1:48:24] had. >> Yeah. 500
[1:48:27] » And then that's for and part of that was for noise and stuff like that.
[1:48:31] » Yeah. Yeah. And that is right as the commercial properties are
[1:48:35] highly residential around them, you know.
[1:48:37] » Every one of them. >> Yeah.
[1:48:38] So, with that that noise thing, we have it at 60 dBA.
[1:48:43] Um >> [clears throat]
[1:48:43] » if it was brought down to 40 dBA we'd have to still go
[1:48:50] at at at what they consider non You know, I just I think about
[1:48:56] people that are living around these things, and and um
[1:49:00] and is that something that we can require that the noise that has to be
[1:49:03] down to that? >> We can have noise ordinances, yeah. We
[1:49:06] can We can require noise restrictions.
[1:49:09] » on the You know, and and maybe that's something and I don't I don't I'm not
[1:49:12] trying to cause problems for anybody that's has a has a business already in a
[1:49:16] commercial area. That's what we're talking about, commercial zoning.
[1:49:20] » Yeah. >> But, you know, that that was a
[1:49:22] suggestion that somebody else gave to you. Maybe it's something that we ought
[1:49:24] to kind of upgrade even just for the commercial zone.
[1:49:27] » I have a question. Don't we already have a noise ordinance and we've always been
[1:49:30] told that they're not enforceable? How I mean, I know it's different with a data
[1:49:33] center because maybe you have official, you know, testers or
[1:49:38] whatever, but our noise ordinance >> Right.
[1:49:41] » currently we've been told it's not enforceable.
[1:49:43] » Well, it's they're always they're always difficult to enforce, right? Uh because
[1:49:47] you need somebody that's qualified on the
[1:49:51] whatever that thing that they use to, right? Um
[1:49:54] many times you have uh
[1:49:57] intermit- or, you know, sporadic, right? Um
[1:50:01] So, they're notoriously difficult to to And and also you,
[1:50:08] you know, good luck with the state police if you
[1:50:11] call about a noise complaint. >> Well, I think this would be something
[1:50:14] that's That's That's another >> This is different because it's constant
[1:50:17] » I'm not talking about noise ordinances. I'm talking about
[1:50:21] a third party. And and the other thing is is that we
[1:50:25] have to put something in there that if it's every 6 months,
[1:50:28] I mean, every [snorts] it has to be more than it cuz if it goes 6 months and and
[1:50:33] I and I I'll say too with the um one of the things that I have written
[1:50:38] down is um
[1:50:41] enforcing it. Well, enforcing it is we're going to get caught.
[1:50:45] And that's going to take how long in itself? So, if it goes a year and it's
[1:50:51] not, you know, they're not held to the held
[1:50:53] to the line on it, then, you know, so to change that, to
[1:50:57] put that in that it's a, you know, a third party inspection
[1:51:01] » recurring >> Well, I mean, I think with that would be
[1:51:04] just look like the township would just be
[1:51:06] you know, the township would hire the >> The The under their cost. Their cost.
[1:51:11] » Yeah. >> They have to hire a third party.
[1:51:13] » Yeah. We have a say
[1:51:16] who gets hired. With our discretion or >> It has to be a third party.
[1:51:20] » Yeah. >> Any Any kind of studies or whatever, you
[1:51:23] have >> Um
[1:51:28] That That's That's That's I mean it it's like you said, Andy, it's getting late.
[1:51:32] But that's the continued testing third party for sound, vibration, air quality,
[1:51:35] water quality. Um self-made power plants.
[1:51:40] Um the increased electric usage
[1:51:43] I think to create a bond for that is kind of out of touch. I just don't know
[1:51:47] how you can do that. >> I don't know. Maybe you can.
[1:51:50] » Uh That's Again, that's there There you're getting into utility.
[1:51:53] » Right. Right. Right. >> Which is a highly regulated
[1:51:55] » And I think we're already all We're all already are all paying for it. On the
[1:51:59] PPV, ours on right now is at a a point two.
[1:52:05] Um This is probably even more sensitive
[1:52:08] than the sound. Um at a point two
[1:52:17] This is course AI. >> You're using data so much, [laughter]
[1:52:22] Jason. >> I know I am.
[1:52:23] » Sure. >> But it's so easy.
[1:52:25] Um So
[1:52:29] It's so easy, too. So, a point one to bring down to a point 05, which is
[1:52:36] what they would consider undetectable, is a is it not? Is is barely perceptible
[1:52:43] is a point 01 to a point 835. Um
[1:52:48] It would have to be 600 ft. That's where I was trying to make the
[1:52:52] 300 ft work. It says it would be 600 ft from the
[1:52:57] source. So, basically, what you're doing is is
[1:53:01] that you're you're multiplying the point one
[1:53:06] you're it down. So, to be the point 05, it would be 600 ft from the 300 ft of
[1:53:11] the source. Um,
[1:53:14] of the the vibration. And the vibration examples of the
[1:53:19] vibration are um
[1:53:26] Uh, they made it sound like a a train. Train at a distance or something.
[1:53:32] » But it would be constant. >> Yes, it wouldn't move, yeah.
[1:53:35] » Or something. >> So, I don't know if we could bring it
[1:53:37] down to a point one instead of a point two
[1:53:41] or not. >> Biggest problem is so new to everybody.
[1:53:45] » That's it. >> What I would say is just put let's put
[1:53:48] together a written list. >> Yep.
[1:53:50] » Um Yeah, I mean I you know, you all can do
[1:53:54] it however you want. So, it's totally up to you.
[1:53:57] » Well, you've already got a list going. >> But
[1:53:59] » And I I have it. >> Go.
[1:54:02] I I I would caution against, you know, every month trying to tweak it a little
[1:54:07] bit here, a little bit there. We're going to get into a lot You're going to
[1:54:10] have You're going to have hearings every single month.
[1:54:12] » So, what we can get a list together, send it to you, you can come up with
[1:54:16] something and >> Yep.
[1:54:17] » So, can Do you think if we if I sent you
[1:54:20] that list, if you guys are in agreement with all these things that we talked
[1:54:24] about, um, so next month we we could have
[1:54:28] something to look at? >> I would think so.
[1:54:30] » Yeah. >> Wonderful.
[1:54:32] » Yeah. >> Go.
[1:54:33] » All right. Secretary
[1:54:36] » And we can add what? A little add in.
[1:54:38] » Yeah, we can say we can add we can add that.
[1:54:41] » Yep. >> Um
[1:54:42] For the sake of time. Secretary attending P SAT classes?
[1:54:47] She wants to go to school.
[1:54:50] » Uh
[1:54:54] » Yeah, I know. >> I think it's an awesome idea.
[1:54:58] » Every P SAT class I've attended, I've always walked away with something.
[1:55:02] Uh third grade They are
[1:55:05] Yeah. >> Had a big municipality, too. Yeah, man.
[1:55:08] Awesome. Got good information. John Barry used to be the mayor of New York.
[1:55:12] Awesome. >> Good to know.
[1:55:14] » Amazing. >> So, it's $60 for one
[1:55:18] » Total at the end.
[1:55:21] » Do you think?
[1:55:24] I hear the secretary 4:35 for a total of one
[1:55:31] two, three, four, five sessions. And
[1:55:36] QuickBooks is a part of that. >> It's actually six cuz the one is two
[1:55:39] days. >> Okay, good.
[1:55:41] Anything else? >> No, sorry.
[1:55:44] Just an approval. >> I think it's great. Uh
[1:55:47] » Awesome. >> I think
[1:55:49] the more of that the better. Cuz anytime I can do one for
[1:55:53] roadmaster or supervisor, I try to. So, I'd make a
[1:55:57] motion to approve.
[1:56:02] » I second. >> All those in favor give their consent by
[1:56:06] saying I. >> I.
[1:56:08] » I. >> Motion carried.
[1:56:13] Trash contract. >> Is it in there?
[1:56:15] » Let's see. >> No.
[1:56:17] » Yeah. So, um >> It's going to be one in progress.
[1:56:22] » Yeah, we've got a little time on this, but it's best to start the conversation
[1:56:25] now. Um one thing that we are experiencing
[1:56:29] across the municipalities in York are fewer and fewer
[1:56:35] uh the bid. Yeah.
[1:56:37] » Yeah. >> I have to write. Do you want to
[1:56:40] basically keep everything the same? >> I think we'll pretty much do
[1:56:46] the way we always have it. >> Okay.
[1:56:49] Um one a couple I'm sorry.
[1:56:53] » I don't I don't know what I don't understand what we could change.
[1:56:56] » Well, you could Okay, so for example, you could you could do you could take
[1:57:00] away the back option. Okay? You could uh go to
[1:57:08] And we don't have we don't require people to have be
[1:57:11] » No. >> No, you're not required. You can take it
[1:57:13] out back and light it on fire. >> Right. You could require you you could
[1:57:17] require everybody to pay a fee for your trash service.
[1:57:21] » Yeah, you could do that. Right. But >> Um
[1:57:26] The the thing that a lot of them are are now really strongly encouraging, if some
[1:57:33] of them are almost requiring it, are the toters.
[1:57:36] » For the for the one-man trucks.
[1:57:40] » Yeah. Yeah. >> And I I do know that there has been
[1:57:43] issues with Penn Waste for that reason alone. People, you know, there's been
[1:57:47] plenty issues because they don't have the help.
[1:57:49] » So, would you want to go to that? Would you want to mandate toters?
[1:57:55] Anybody who's using it. >> Okay. Okay. Not forcing people to do it.
[1:57:59] » No, no. Whoever right, whoever is opting in would have would would use a toter.
[1:58:05] » I've gotten countless complaints about it.
[1:58:08] » About? >> Mixing.
[1:58:11] » Yes, they'll want they'll run one truck and put the recycling in the trash
[1:58:14] truck. >> complaining?
[1:58:15] » Residents. >> About what?
[1:58:17] » About them paying for two separate services and then everything being put
[1:58:21] in one truck. >> They don't They They do not separate the
[1:58:24] recycle and the trash. >> If they don't have the help and they
[1:58:27] only run a trash truck, they will put Because they think you [laughter] can do
[1:58:30] that. >> And they they just
[1:58:31] » Yeah, they do that, all right. >> They do.
[1:58:33] » I I I mean, it's >> They do it in Baltimore City, too.
[1:58:35] » I I think that might be a problem. >> Well,
[1:58:38] that's true because they're complete loads for God's sake.
[1:58:42] » Well, they don't pick it up. That's my complaint.
[1:58:47] » Yes, and I [laughter] I have heard that >> I'm pretty sure you already going to
[1:58:50] Bob. Is the roll off included in this?
[1:58:54] » Yes. >> I should say so, yeah.
[1:58:56] » Yeah, so the roll off is part of this this deal.
[1:58:58] » They do that for us, I'm pretty sure. >> Yeah, that was part of the It cost us
[1:59:02] That was part of the rent. 7,800 bucks a year.
[1:59:06] » Yeah, that was part of a We needed to >> They pick up I'm sorry, they pick up
[1:59:13] our trash. Right? They just pick up our trash for
[1:59:16] us. >> That's right, Dan.
[1:59:17] » That's what they did. >> Our recycling dumpster was a requirement
[1:59:22] » Yes. >> to be a part of a program or something
[1:59:26] to that I can find There is something to that effect. It's There's a catch to
[1:59:30] that. >> You're on the right track, but I can't
[1:59:33] » Well, the only question I have going over this budget is that we we got a
[1:59:36] $3,000 a year grant for the roll off. >> Yeah.
[1:59:40] » But it's costing us $7,800 a year. >> Yeah, it's because people throw
[1:59:45] car parts and everything else in. I just wondered if if if somehow we could and
[1:59:49] » And there is That's great. And and we use it. And I we use it, but
[1:59:54] you know, everybody in town is just paying for that. Some people don't use
[1:59:58] it because they're already paying for their trash pick up.
[2:00:02] Yep.
[2:00:05] » You can do it however you want. >> I just wondered I'm not I'm not trying
[2:00:08] to I mean, we can we can do it at >> I mean, we can basically Yeah.
[2:00:12] » When does When does this When does this >> I just wondered how it worked.
[2:00:14] » What's our timeline on this? >> March.
[2:00:16] » Yeah. >> Okay.
[2:00:17] » We got some time. >> We got some time.
[2:00:19] » Yeah. >> Okay.
[2:00:19] » But it's >> Sorry.
[2:00:21] » No, no, go ahead. >> The bags I do not think we should get
[2:00:23] rid of. I just
[2:00:25] » There are some Yeah, that's true. >> utilize it.
[2:00:27] » There are some people that are good enough to make their trash for an entire
[2:00:31] week. >> Yes.
[2:00:32] » Now that the what What Again, one of the things I
[2:00:36] would encourage you to think about are the totes.
[2:00:39] » Yeah. >> I I don't Off the top of my head, there
[2:00:42] would be no reason that you couldn't still utilize the bag option.
[2:00:46] » Right. Every once in a while you have to it in. Everyone's Yeah.
[2:00:50] » The fourth thing. Is that the fourth thing?
[2:00:52] » Yes. >> Isn't that what everybody Isn't that
[2:00:54] what everybody's using? >> No.
[2:00:56] » No, no. They have the manual with guys hanging
[2:00:59] on the back. The toters are one man, one truck, all
[2:01:03] automated. No, around here it's all >> Yeah, we have manual.
[2:01:06] » Some people use toters, right? >> They do, but they're not So, the Penn
[2:01:11] Waste trucks now, they have lifts on the back of them to assist. So, if you have
[2:01:15] a toter, yeah, I think you can buy one for that.
[2:01:18] » be a truck that would come through and grab it. A grab man. Take Yes. And that
[2:01:22] would be a a cost savings, but yeah, it would probably cost more money for the
[2:01:26] consumer. >> So, these are things we need to
[2:01:30] We want to look at it before we make >> That's why I wanted it up so early.
[2:01:34] » This is something we need to think about.
[2:01:36] Yeah, so >> Um the other thing and I do I do
[2:01:40] recommend Well, I mean
[2:01:43] I think in terms of getting bids, um
[2:01:47] we I I think last time had it same price each year
[2:01:53] uh for the three-year contract. Now, what they're asking is to be able to bid
[2:01:57] each year differently. Um
[2:02:00] so that they know that they're going to so that they can build in their cost
[2:02:03] increases. Um and then the other thing is that they
[2:02:06] some of them want escalator clauses where if something
[2:02:10] goes haywire, you know,
[2:02:14] » And there's some new players in town when it comes to trash.
[2:02:16] » There are. Uh there's Waste
[2:02:18] Management. Waste Management is is I just saw them up in Lebanon this
[2:02:21] morning. >> we we actually got a phone call from
[2:02:24] Goods several, maybe six or eight months ago. Yeah. Just inquiring when they're,
[2:02:29] you know, >> So, and and I know that there's now I
[2:02:34] don't know if they're getting into the residential, but um
[2:02:38] they they sent a representative to another township that I represent and
[2:02:42] that's Casella. They're new. Um
[2:02:44] » Okay. >> They took it for a trial.
[2:02:47] » Okay. Okay. Yeah. We got some options out there.
[2:02:50] » Yeah, so >> Yeah, so so
[2:02:53] Lily, have you given this to them? >> Mhm.
[2:02:56] » Can you make Can you just send that to them all of them?
[2:02:58] » Yeah. >> The last time we took bids, we they you
[2:03:02] guys not wasn't you guys, but the previous guys picked Penn Waste, and
[2:03:06] when we questioned that, they said they only got one bid.
[2:03:08] » Yes, we did. Yes. >> Can't you like
[2:03:13] like like call goods or or say, "Hey, will you bid?" Can I mean, can you do
[2:03:17] that? >> Usually when a bidding process is
[2:03:19] started, uh I I can speak for construction materials.
[2:03:24] A mass emails are sent out saying, "Hey, we're doing this."
[2:03:27] » We're accepting bids. >> Send your bids.
[2:03:28] » We are We're accepting your bids. >> it was three or four that was actually
[2:03:32] and they actually sent the notification back that we weren't
[2:03:37] » Yeah, yeah, we don't want to >> But they They were They were notified.
[2:03:39] » Republic specifically said they did not get any.
[2:03:41] » Yeah, right. >> Yeah.
[2:03:43] » That's frustrating. >> Yeah, it is. Oh, yeah. Yeah.
[2:03:46] » But isn't it if it's over a certain threshold, you can't make telephone
[2:03:49] bids, right? I mean, you can't call out to them.
[2:03:51] » Telephone bids. >> Cuz it's over that 24 or 25
[2:03:53] » The telephone So so So that's what what that is is the the
[2:03:57] quotes. If it's under [clears throat] a certain
[2:03:59] amount, you can get three quotes. If and then
[2:04:02] » 13 or 14,000 is all that it is, though. >> Yeah, that's the quotes, but but you
[2:04:07] could still alert people that hey, we're taking bids. Feel free to
[2:04:11] » That's what we usually That's what we usually try and do. Get them out there
[2:04:14] so that they know about it. >> So So Lily, if you're able, could you
[2:04:17] send this to them? >> Yeah.
[2:04:18] » You have this, right? >> I don't know.
[2:04:21] Did I send that to you? >> I thought so.
[2:04:22] » I might have. I'm sorry, it's a lot.
[2:04:25] » Okay. >> If you don't have the large sheet, well,
[2:04:27] you're not going >> Yeah, we're not here. We're We're trying
[2:04:30] to find >> Good for you.
[2:04:31] Uh next next
[2:04:33] » I will. >> I have it. I can scan it to you.
[2:04:36] All right. How you guys get So, we can hang out
[2:04:40] here all night if you guys want. All right. So,
[2:04:45] we'll move on to the road master's report, which is
[2:04:50] we just finished cutting gutters two long weeks up long weeks of it. The
[2:04:54] heat's still. Um
[2:04:57] I want to say to the three road guys that are at home
[2:05:01] watching, they really stepped up to the plate longer
[2:05:05] hours. And if you guys see them out there,
[2:05:09] thank them. And I know there's been a lot of,
[2:05:12] you know, why are you guys doing this to my yard? And
[2:05:15] trust me, it is for the health maintenance of the road. Uh we wouldn't
[2:05:19] just be doing it to do it and aggravate people. So, if you see them, thank them.
[2:05:24] Um other than that,
[2:05:27] that's pretty much all I got. Cuz that's it's just been steady work.
[2:05:30] We're still waiting to hear on the bridge grant. Um
[2:05:34] So, I was hoping the engineers would be here tonight, but that didn't work out.
[2:05:37] » But that's through that. C.S. Davidson is
[2:05:40] » Well, the I I discovered a grant through PennDOT through the state.
[2:05:44] » Okay. >> And it's a lot of
[2:05:47] it's a lot of paperwork. And it's something that the engine That's part of
[2:05:50] it. So, and they are working on that. And that would pay for if that grant was
[2:05:54] approved, pays for everything. It pays for the study, it pays for the building.
[2:05:58] » The whole bit. >> The whole deal.
[2:06:00] Which would be >> for them to do that, is that
[2:06:07] » No, it's just something that they're going to, you know,
[2:06:10] No, it's not a part of that. But it is
[2:06:13] » engineer will have a How much will the engineer bill have
[2:06:18] » He's going to bill his hourly rate, I'm sure. But it's uh worth it if it saves
[2:06:23] us three quarters of a million dollars. Cuz that's what a new bridge fully
[2:06:27] replaced would be if they want to go that route. And I've said before that
[2:06:31] I'd rather have a box culvert in there, which I think we all agree is a lot
[2:06:35] cheaper, effective across the board. But, if it comes down
[2:06:39] to it and they say that that won't work because of the environmental impacts,
[2:06:45] then it will be a full bridge replacement. And that will be 750,000
[2:06:50] plus. Which we don't have. So.
[2:06:55] The other option is PennDOT closes the bridge for us.
[2:06:59] » Which bridge is it? >> Buffalo Valley bridge um between
[2:07:02] Highland and Greenville. So, anyway, that was just the gist of
[2:07:05] that. I'm just waiting to hear from the engineers.
[2:07:08] Um Yeah, that's all I got.
[2:07:12] So, Andy? >> Nothing additional.
[2:07:14] » All right. Can I hear a motion to pay the bills?
[2:07:16] » I'll make Andy. >> Yeah.
[2:07:18] » The uh um
[2:07:21] solar solar ordinance.
[2:07:24] Is that going to planning commission?
[2:07:30] » Is that Did you guys >> It wasn't a minute. You said you were
[2:07:33] going to send it to planning commission. I didn't know.
[2:07:35] » To >> That's Lily.
[2:07:36] You sent it to all of us. >> Yes, I did.
[2:07:38] » Okay. >> I just think it's
[2:07:41] » I thought it was >> Okay.
[2:07:43] » So, you got it. >> Yes.
[2:07:44] » Okay. >> Yes. Yes, they do have it.
[2:07:48] » Okay. Motion to pay the bills?
[2:07:50] » I'll make that motion. >> Okay.
[2:07:54] All those in favor of the motion say "Aye".
[2:07:57] » Aye.
[2:08:00] » That will be a meeting adjourned. >> Happy 4th, everybody.
[2:08:03] » Happy 4th, Andy. Thank you.
