It's joining the flesh leeches.
>> I pledge allegiance to the flag of the
[0:10]
United States of America and to the
republic for which it stands, one nation
[0:15]
under God, indivisible, with liberty and
justice for all.
[0:21]
» Good morning, everyone.
[0:27]
We'll start in on the agenda and it's to
approve the minutes of Monday, June
[0:32]
15th, 2026.
[0:37]
Second.
The motion is moved, Barker seconded.
[0:42]
All in favor, any discussion? Second.
All in favor, say aye.
[0:46]
» Aye.
>> Any opposed? Passes 5-0.
[0:52]
» I'll give that a second and reconsider
that after.
[0:55]
» We have some miscellaneous motions. Uh
Looks like the first one we have to
[1:03]
essentially change uh
resolution number
[1:08]
» Yeah.
>> from from last week.
[1:11]
» Yeah.
>> Looks like it should have been
[1:14]
resolution 2026-979
[1:17]
instead of 978. So,
I will move to rescind paragraph seven
[1:26]
in the June 15, 2026 minutes.
And the paragraph reads,
[1:32]
"Peterson moved to approve resolution
number 2026-978,
[1:38]
a resolution of Coffey County, Kansas
establishing a reinvestment housing
[1:43]
incentive district within the county,
adopting a plan for the development of
[1:48]
housing and public facilities in such
district, approving a development
[1:53]
agreement and making certain findings in
conjunction therewith.
[1:57]
75 reinvestment housing incentive
district and Aboudrar seconded motion
[2:03]
passed. So, I move to rescind.
>> I'll second that.
[2:09]
» Thompson second.
Any discussion?
[2:12]
All in favor say I.
>> I.
[2:15]
» [clears throat]
>> Anybody opposed? That passes 5-0.
[2:19]
And now to get the correct resolution
[clears throat]
[2:22]
number,
I will move
[2:25]
to approve resolution number 2026-979,
[2:30]
a resolution of Coffey County, Kansas,
establishing a reinvestment housing
[2:34]
incentive district within the county,
adopting a plan for the development of
[2:38]
housing and public facilities in such
district, approving a development
[2:43]
agreement, and making certain findings
in conjunction therewith.
[2:48]
75 investment housing incentive
district.
[2:52]
» I'll second.
>> Okay, so I moved.
[2:55]
» Okay.
>> McCurry seconded.
[2:58]
Any discussion?
All in favor say I.
[3:01]
» I.
>> Anybody opposed?
[3:03]
That passes [clears throat] 5-0.
We'll get that corrected.
[3:08]
We have a payroll notice.
I would entertain a motion to authorize
[3:14]
and direct the chairman to sign the
Coffey County payroll notice for Kayla
[3:18]
Rhodes,
emergency management deputy
[3:21]
director/radiological
officer, step change,
[3:26]
completion of IPP,
wage classification from 60-3 to 60-4,
[3:34]
wage from $31.14
to $31.94,
[3:39]
effective June 1, 2026.
[3:47]
» I'll make the motion.
[3:50]
» I'll second it.
[3:53]
Okay, McCreary moved, I will draw second
it.
[3:57]
Any discussion?
[4:00]
All in favor say I.
>> I.
[4:02]
» Anybody opposed?
Passes 5-0.
[4:08]
» [clears throat]
>> We have another payroll notice.
[4:13]
I would entertain a motion to authorize
and direct the chairman to sign the
[4:16]
Coffee County [clears throat] payroll
notice for Todd Hendricks.
[4:20]
Coffee County Lake Lake Patrol new hire
wage classification 10-1
[4:27]
wage $16.21
effective June 23rd, 2026.
[4:35]
» I'll move.
>> I'll second.
[4:38]
» Thompson moved, McCreary seconded.
Any discussion?
[4:43]
All in favor say I.
>> I.
[4:45]
» Anybody opposed? Passes 5-0.
Yes.
[4:51]
Completes the miscellaneous motions.
It's 9:05 and
[4:55]
ready for our first agenda item, Tourism
and Visitors Board.
[5:01]
2027 budget request.
>> All right. Good morning.
[5:04]
» Good morning.
>> Jenny.
[5:06]
» So, uh just to give you guys a little
bit of uh updates what we've been doing
[5:10]
with the uh Coffee County Tourism and
Visitors Board.
[5:14]
Um
our board since I came on last year has
[5:18]
been uh fairly active. We've been
meeting just about quarterly um as per
[5:23]
their request um to discuss
uh
[5:28]
you know, uses for the transient guest
tax fund and other
[5:31]
um things where the Tourism Board might
be uh helpful with our county.
[5:36]
Um
I'll just kind of give you an update on
[5:38]
the transient guest tax fund.
Uh
[5:42]
since January 1st, 2026, we've had a
income from state from the transient
[5:49]
guest tax fund for of $11,161.
[5:54]
Um
and this year the
[5:57]
uh tourism and visitors board has
approved um funds outgoing of about
[6:02]
$6,264.
[6:05]
That leaves us a total in that fund of
$52,567.
[6:11]
So, we have had a little bit of outgoing
this year. Um most of that has been um
[6:16]
the board has approved um
some funds for
[6:21]
um some events that they felt would be
bringing in people from outside of the
[6:25]
county. So, we do have a form now if
somebody wants to request some of those
[6:29]
funds, um they fill that out and then I
send that out to the board for approval
[6:33]
or denial or sometimes they have
questions from whoever's asking for the
[6:37]
funds. So, we go through that process.
Um
[6:41]
but I think it's I think it's been going
pretty well.
[6:44]
Um
We did meet
[6:47]
last
month. I'm trying to No, the
[6:51]
beginning of this month.
>> Just a couple weeks.
[6:53]
» Yes, okay. We met on June 3rd.
>> [laughter]
[6:55]
» My months are just going pretty fast. Um
to discuss
[7:01]
kind of recommendations for expenditures
for 2027.
[7:05]
Um pretty similar to what they suggested
for uh this last year. Um We've got a a
[7:13]
letter. I'm not sure if you
want me to read the letter. I think you
[7:16]
guys might have gotten copies of
the proposed letter.
[7:20]
Um it's just one of these, but um
they submitted uh recommendations for
[7:26]
expenditures of the transient guest tax
revenues for the calendar year 2027.
[7:31]
These recommendations were discussed and
approved by the board during their
[7:34]
regular meeting held on June 3rd, 2026.
Um based on their assessments of
[7:41]
priorities, that tourism and visitors
board recommend. The train they
[7:45]
discussed tax revenues be allocated
towards the following key areas,
[7:50]
local and regional tourism and marketing
promotions.
[7:54]
They believe investing in targeted
marketing campaigns across various
[7:58]
platforms to promote Coffee County as a
desirable destination including efforts
[8:03]
to erase awareness of attractions,
events, and unique characteristics among
[8:08]
potential visitors within Kansas and our
surrounding states.
[8:12]
They also want to see continued support
of community events
[8:16]
by providing support which could include
financial assistance, promotional
[8:20]
resources, or logistical aid to
[clears throat] community events that
[8:24]
are specifically designed to attract or
have a proven track record of attracting
[8:30]
significant visitor attendance from
outside of Coffee County.
[8:34]
And then also just kind of another
bucket of other activities with a direct
[8:38]
positive impact on tourism
could be funding projects or initiatives
[8:42]
that directly contribute to improving
the visitor experience and increasing
[8:47]
visitation to Coffee County.
This could include but not limited to
[8:52]
supporting visitor information services,
enhancing tourism related signage or
[8:57]
infrastructure, providing funding
or community members to attend tourism
[9:02]
related training.
We did have one of our tourism board we
[9:07]
helped pay for her to go to the state
tourism conference this last year. So,
[9:11]
things like that if we can
help get people to some of those
[9:14]
trainings I think would be good. And
other efforts clearly aimed at fostering
[9:19]
tourism growth.
Um
[9:22]
So, that's kind of our
recommendation. I think last year you
[9:26]
guys just
voted to approve that recommendation.
[9:31]
There wasn't kind of a specific dollar
ask with that.
[9:38]
Didn't know if there was any questions
or anything with the tourism board.
[9:46]
» I have no questions.
>> Okay. [laughter]
[9:50]
» It's been doing a lot.
>> Yeah, I think
[9:53]
» It's moving forward doing a lot more
seems like more active than it ever has
[9:56]
been.
>> I would agree.
[9:58]
» That's good.
We've got a good group and I think it
[10:01]
does sometimes those just small amounts
to help pay for some advertising or for
[10:06]
an event or
um I think one of them we helped pay for
[10:10]
like the insurance cost like event
insurance or something like that. Um
[10:15]
seems to have a pretty good impact on
those events where we know people are
[10:19]
putting in a lot of hard work to
organize them, so.
[10:23]
Um
the other thing I had and um
[10:28]
it doesn't have to be approved today,
but I wanted to bring this to you guys.
[10:30]
Something else that's come up in several
of our meetings with our uh tourism and
[10:35]
visitors board, we've talked about the
transient guest tax rate for Coffee
[10:39]
County. Um currently the the transient
guest tax rate um we get to decide this
[10:46]
a county can decide it or even cities
within a county can can decide what they
[10:51]
want their rate to be. Um currently
Coffee County's is at 3% which uh has
[10:57]
been effective since April 1st, 1998 um
that's I believe when that was
[11:03]
last updated.
Um
[11:07]
in looking at comparisons, you can print
out kind of the transient guest tax
[11:11]
rates for the state. Um
looking at some of our surrounding
[11:15]
counties, I know Franklin County's
there's is at 6%, Osage County's at 6%,
[11:22]
uh Woodson County's at 6%. A lot of our
surrounding counties are either at five
[11:26]
or six. There's a few that are at two or
three which are where ours are at, but
[11:31]
some of the more active
were definitely around six.
[11:35]
Um and then also for like some cities
that are kind of in our area, Shinnston
[11:39]
sits at 6% and Cory is all the way up at
8%. I know they have a lot of hotels
[11:44]
there.
Um Garnett sits at 6%, Iola sits at 6%,
[11:49]
um
what the the tourism board is
[11:51]
recommending that Coffee County increase
the transient guest tax from 3% to 5%.
[11:58]
Um
I know we're not taking in a a ton of
[12:03]
revenue from
um the transient guest tax. Like I said,
[12:07]
we're looking at
Oh, what did I expect?
[12:11]
Um
somewhere [clears throat] around four to
[12:15]
six thousand dollars a quarter. Um but
again, we have been turning around and
[12:19]
trying to use those funds to promote
people coming here that would have a
[12:23]
direct positive impact on our um motels
that we have, our Airbnb's. So, trying
[12:28]
to get more people to come here
um
[12:31]
to increase those stays. So, that was
their recommendation. I did um
[12:37]
send Angie a resolution draft.
Um
[12:40]
if you guys want to take that into
consideration or think it over and maybe
[12:44]
we could discuss it again next week. Um
if that's something
[12:48]
you guys
would like to
[12:52]
discuss.
Um the other thing in the resolution I
[12:56]
did put, and this was after going back
through our previous resolutions for the
[13:02]
tourism and visitors board, um is a
suggested change to
[13:07]
the um
appointments.
[13:10]
So,
what I was looking at, our previous um
[13:15]
resolution that has required positions.
So, currently we've got um county
[13:20]
commissioner on the board, myself,
chamber of commerce director, and two uh
[13:25]
just community members.
Technically, in the bylaws, it says the
[13:30]
required positions are a representative
of the Board of County Commissioners or
[13:36]
Coffee County Economic Development
Department, one position. A
[13:40]
representative of the Coffee County
Chamber of Commerce,
[13:44]
a representative of the hotel and motel
industry, which must be reside in Coffee
[13:49]
County, and then
um two optional at-large positions that
[13:55]
are community members.
Um
[13:58]
So, technically, according to our
bylaws,
[14:01]
we're not we don't have a direct
representative of the hotel or motel
[14:06]
industry, and we've got myself and a
commissioner on there.
[14:10]
My suggestion
to change the language of the bylaws
[14:14]
just a little bit would be um
Tourism and Visitors Board Composition.
[14:20]
Um still have no more than five voting
members.
[14:25]
We would have a representative of the
Board of County Commissioners,
[14:29]
a representative of the Chamber of
Commerce,
[14:32]
a representative of the hotel or motel
industry, and then two optional at-large
[14:37]
positions.
The change would be to add an ex-officio
[14:42]
non-voting member. So, Coffee County
Economic Development would serve as
[14:46]
ex-officio non-voting member of the
board, would serve as the liaison
[14:51]
between the board, the county, and the
community. Um she'll be responsible
[14:54]
[clears throat] for facilitation of
meetings and administrative
[14:57]
coordination, which is what I do anyway.
I typically, you know, I take in the
[15:02]
funding requests, I organize the
meetings.
[15:05]
Um
But, I think this way we can still keep
[15:09]
the representation on the board.
Um
[15:13]
» So, you'd be changed from a voting to a
non-voting
[15:15]
» Yes.
>> position.
[15:16]
» So, basically,
I would feel comfortable with that since
[15:19]
I'm organizing everything anyway. A lot
of times I'm the person between
[15:23]
whoever's asking for funding and the
board.
[15:26]
Um
That would just be my suggestion.
[15:30]
Um if we change that, I could still stay
on as admin, but
[15:35]
we wouldn't be losing representation
representation from the county, and we
[15:40]
could look at adding somebody from
you know, [clears throat] hotel, motel,
[15:43]
or Airbnb, which I think would be a good
fit.
[15:46]
» And right now you don't have that
position filled up for the for the
[15:49]
hotel.
>> There's nobody in that position. We have
[15:51]
five people.
Um
[15:54]
But we have myself and a commissioner,
two community members, and chamber.
[15:59]
» How many are you looking to
just one or two?
[16:02]
» So, we would still keep five members on
the board, but we would need to add
[16:06]
someone from the hotel or motel
industry, which our bylaws say we're
[16:10]
supposed to have anyway, and just move
myself to ex officio.
[16:14]
» Okay. So,
would there be anybody that fit fit that
[16:19]
with looking at the the county?
>> I think we could find somebody.
[16:23]
Um
Sherry and I have already kind of had
[16:25]
that conversation. I haven't reached out
to them yet, cuz I wanted to see what
[16:28]
you guys have thought about
this word, but I think there's several
[16:31]
people who might be interested.
>> That'd be good to have somebody
[16:34]
represent their side of it too.
>> So, I figured since we're we're talking
[16:39]
about the resolution for the
guest tax rate, we could just throw that
[16:43]
in there
as well. So,
[16:46]
um
my recommendation would be to
[16:49]
have you guys uh Angie can get that in
your packets for next week. Um give you
[16:54]
guys some time to think about that, and
then um we can discuss and
[16:58]
approve if you guys so choose.
Does that sound good?
[17:03]
» [clears throat]
>> Casper, could you
[17:05]
uh between now and then could you reach
out to somebody to see if if
[17:08]
» Yeah.
If there's some interest?
[17:10]
» Yeah.
>> Yeah. I'd be happy to do that.
[17:12]
Cool.
Um that is all I have for tourism and
[17:17]
visitor board.
[17:19]
Thank you guys.
>> Sounds good.
[17:21]
» Thank you. Thank you.
>> All right.
[17:26]
» Okay.
>> All right.
[17:27]
» It's not quite 9:20 or do you have
everybody here, Christy? You're
[17:31]
» Yes, this is Kelsey Knight today.
>> Okay, so we have conservation district
[17:36]
2027
budget request. [clears throat]
[17:39]
» And the budgets are in your notebooks.
>> Budgets are in the books.
[17:43]
» Yes, I apologize. I didn't put them in
here.
[17:47]
Um
For those who don't know me, I'm Christy
[17:50]
Vote. I work for the Coffee County
Conservation District. Um and also with
[17:55]
us is Kelsey Porter. She is the district
conservationist for NRCS. That's um
[18:02]
in
uh
[18:05]
USDA service centers here in the county.
The conservation district is a public
[18:11]
entity. Um we get our funding from
the county commissioners as well as the
[18:16]
state of Kansas. Um but we are also a
partner um with the NRCS or Natural
[18:23]
Resource Conservation Service that's
housed in USDA. Um
[18:29]
Oh, sorry. I'm on page
>> Page 56.
[18:31]
» Yes, okay.
Well, there's two.
[18:33]
» For 10.
>> Yeah, there are there are two budgets.
[18:35]
» One's for general fund and one's for
[18:40]
the conservation district.
>> What are the entries we're looking at?
[18:42]
» Uh you're looking at
>> 34 and
[18:45]
56.
>> Yeah, 34.
[18:47]
» So 34.
[18:50]
Sorry.
>> Thank you. No, you're good.
[18:55]
And through our partnership, we provide
um technical or we excuse me, we provide
[19:00]
clerical assistance as well as
educational outreach opportunities and
[19:04]
then um NRCS's side, they offer us the
technical assistance to to our
[19:10]
cost-share programs. And um they work
with us in a whole host of other
[19:15]
different ways.
Um if you look back at our
[19:20]
office in the last 10 years, we had
seven employees in our office. And as
[19:25]
budget cuts have come along,
um we are currently in
[19:31]
down to just Kelsey and I in the office.
So, if there's farmers and producers
[19:35]
needing technical assistance,
um
[19:39]
it's us. Um
we do have assistance coming from
[19:43]
Greenwood and um
Wilson County, but we just learned that
[19:48]
the technician in Wilson County is
retiring in July. So, we are just down
[19:53]
to one person that is able to to offer
that to us.
[19:57]
Um I'm coming The reason for such a
large increase, we typically stay at a
[20:02]
3% increase,
is because we are seeking assistance to
[20:06]
hire at least somebody part-time. Um we
feel this is important um
[20:12]
to get somebody trained
>> fill that position.
[20:15]
» to help fill that position that is um is
lacking. Um
[20:19]
we're hoping the hiring freeze is going
to lift. Um we can get um we've had a
[20:25]
candidate here in Coffee County County
that would be ready to step in um and
[20:30]
apply for that federal position, but we
just need a little help just trying to
[20:35]
get us
that direction.
[20:38]
Um just to kind of give you some dollars
um on the federal side, we're
[20:42]
technically um looking at like 30
projects rolling in for about 338,000.
[20:48]
That's just this year. Um CRP annually
we're running at 628,000
[20:55]
is what they're getting this year. Um
and that's over 10,000 acres of CRP in
[21:00]
the county.
Um state cost share, we get over $30,000
[21:05]
from the state that we administer the
um
[21:09]
a little over 30 here in Coffee County
that the commissioners allocate for us
[21:13]
to to use for our land owners. We mirror
those cost share projects or
[21:18]
cost share programs the same as the
state, so there's no confusion or
[21:22]
overlap with our
um producers.
[21:26]
Um
but when you look at it, um
[21:30]
the numbers come down to
we have
[21:34]
Coffee County will impact CRP here is
fifth in the state of Georgia with the
[21:37]
number of contracts.
So, we have
[21:42]
over what?
We're looking at
[21:46]
Sorry, I lost my my spot. Um
the
[21:51]
contract that we have, we have um
it takes the amount of hours to do one
[21:57]
contract that's a half an acre versus
somebody that has a contract of 200
[22:01]
acres. So, going out this year, we're
looking at 120 field reviews to do, plus
[22:08]
um another 60 contracts or more that
have been re-enrolled or um signed up
[22:14]
uh for
for a new uh contract. So, numbers are
[22:19]
there, manpower is not, and that's where
we're coming just to seek some
[22:22]
assistance. And we get the the approval
to have an opening in our county, we'll
[22:27]
reduce that, but we're just needing some
assistance to get us by in this pinch.
[22:33]
So, I just thought it was important to
come up. Usually, we just go with a 3%
[22:38]
um
increase in our budget, but we felt that
[22:41]
it was needed this year.
Do you guys have any questions, concerns
[22:49]
that we need to have
to address?
[22:52]
» [clears throat]
>> You say needed this year, you're talking
[22:55]
about next budget year?
>> Yes, in Yeah, yeah, it for 2027. We have
[23:00]
enough that we're we're able to make it,
but we're definitely for 2027, that's
[23:06]
where we're needing some assistance. And
hopefully we're able to make that hump
[23:11]
um
in the the next year not to come back
[23:15]
and ask for that much more.
So.
[23:21]
I just felt it was important and I I
know you guys have a lot to do and um we
[23:26]
just wanted to come up and
share with you
[23:29]
our justifications for that.
>> Exactly.
[23:33]
» So, but thank you guys for your time.
And and again, I'm not trying to rush
[23:37]
you. If you have any questions or
concerns
[23:40]
um or anything you'd like to see us do
differently,
[23:43]
let us know. Um
always happy to have conversations.
[23:49]
» Sounds like your personnel has been cut
drastically over the last 20 years.
[23:52]
» Yeah, it has. I mean, we look around to
the dark office. [laughter]
[23:58]
» Work hard to get all the federal money
>> that you can.
[24:01]
» That we we're trying. Um and you know,
and
[24:06]
as producers, you guys know that I mean
the restraints that are there. I mean
[24:11]
» Yeah.
>> they're getting tighter and tighter, but
[24:14]
we're trying to make do the best we can.
>> You guys are doing a good job.
[24:18]
» Well, we appreciate your time. And if
you have any questions, you know where
[24:22]
to find us.
>> Yes.
[24:23]
» All right. Thanks, guys.
>> Nice to see you too.
[24:31]
» How are you?
[24:46]
» [snorts]
[24:48]
» What are you saying we're going to do?
>> We have to wait.
[24:51]
» Till 9:35.
[24:55]
Oh.
Well, it's uh
[24:58]
It's not 9:40, Jody, but uh
we have to wait till 9:35 before we do
[25:04]
our bid opening. That's 10 minutes, so
we could probably go ahead and take you,
[25:09]
interview you right now. That would
work, okay?
[25:12]
» Interview me now?
>> Yeah. Okay.
[25:15]
» Sure, I can talk to you.
>> How are you, Jody?
[25:18]
» I'm good. How are you, Steve?
>> Good. So, you're back to kind of have a
[25:22]
vacant hospital board position that uh
expires [clears throat]
[25:27]
the end of the year, right? So, this is
for
[25:30]
6 months.
Anyway.
[25:33]
» Anyway.
>> You want to You want to tell us a little
[25:35]
bit about yourself again?
>> I can. So, I'm Jody Thomas and I'm from
[25:40]
Waverly.
Um
[25:43]
I
have um over 40 years in health care
[25:48]
background. I worked
at Coffee County Hospital for 18 years
[25:53]
and then I left hospital. I worked for a
health care software company in Kansas
[25:58]
City that
I worked with over 50 different
[26:01]
hospitals throughout the United States
and the Cayman Islands. I got to go
[26:06]
there, too.
Um
[26:09]
and
I
[26:13]
Health care is hard, but I enjoy health
care. I always have and
[26:19]
I feel like I like to put what I have
into what I know and how I can help,
[26:25]
too.
Um so, in 2022,
[26:29]
I retired, so
it's a nice to just still have that
[26:34]
piece of health care and I had two kids
born at Coffee County. We've been here
[26:38]
for over 40 years, so I just feel like I
have a stake in the game, too and I'd
[26:43]
like to bring more to it.
[26:49]
» So, I guess you
semi-answered it, but why do you want to
[26:54]
serve on the hospital board?
>> Well, I served on for 9 years.
[26:59]
Um
My term ended in December of this year,
[27:03]
and
I
[27:07]
It helps me be a part of health care to
still understand what the struggles and
[27:12]
trials and tributes are of health care.
Um
[27:16]
I feel like I I know a lot of the people
that still work at the hospital, and I
[27:22]
just I just feel like
with my knowledge and stuff, I I still
[27:26]
can bring
something to health care, to our
[27:29]
hospital.
>> Do you know what challenges the hospital
[27:34]
board faces?
>> I understand being a lot about like the
[27:40]
finances and stuff that's going on and
what's going on up in Topeka and, you
[27:45]
know, up at up
federally and stuff. Those Those are the
[27:50]
biggest challenges is to know where you
need to go to help dig. But, you know,
[27:55]
our leadership that we have at the
hospital today are
[27:58]
so good
to help keep the
[28:02]
board apprised on what's what's going on
in our world.
[28:10]
» Can you commit to regularly attending
meetings, reviewing materials
[28:14]
beforehand, and participating actively?
>> Absolutely.
[28:20]
» Um
[28:27]
So, with the board as a board member, um
you have to make decisions that uh not
[28:32]
everyone agrees with.
Um how do you approach difficult or
[28:37]
unpopular decisions?
>> Right. Yeah. You have to agree to
[28:41]
disagree as a board member. It's just
like any of you guys that, you know, You
[28:45]
to agree to disagree and and state your
case and um bring forward what your your
[28:50]
beliefs and and thoughts are.
And listen to what others have to
[28:57]
» How about transparency? What what does
that mean to you in in public service?
[29:03]
» I think
over the over the past few years the
[29:07]
hospital has and and the board have been
very transparent within the community
[29:13]
bringing information to you guys to open
up information. The only way you can
[29:17]
understand is if you understand all that
that transparency is
[29:21]
down and you can
understand more about what's going on.
[29:27]
» What about conflicts of interest? Do you
have any conflicts of interest serving
[29:32]
on the hospital board?
>> I do not.
[29:39]
» So, any other questions?
>> I believe so. You could cover everything
[29:43]
pretty well.
>> Do you think there are any other
[29:45]
questions we should ask you that we
haven't?
[29:50]
» I don't think so.
>> [laughter]
[29:51]
» I think you did pretty good job covering
everything.
[29:55]
» One of the biggest complaints I hear
the community about the hospital
[30:01]
is the billing department.
I
[30:05]
that's always the first topic of
conversation when the hospital gets
[30:10]
brought up.
Um
[30:13]
people go to get their services,
take them 6-7 months to get their first
[30:18]
bill. First time they get their bill, it
says you're going to lawsuit.
[30:23]
What do you think the hospital can do to
fix the billing department?
[30:28]
» Well, I
>> It's been an issue for a long time ever
[30:31]
since it was outsourced.
>> Yeah, a long time.
[30:35]
Um this has been something that's been
for years and years. I know that.
[30:39]
I feel like
with
[30:42]
a lot of it kind of depends on your
software, your electronic health record,
[30:48]
how that all comes to play. So,
when you get a bill out the door, it all
[30:53]
starts when you register
at the front desk. So, going through the
[30:58]
process, if you don't have the if you've
got fingered just one character in the
[31:03]
social security number or your
insurance number, that can throw
[31:08]
everything off and do like things
because you've got somebody back here at
[31:12]
the end that's got to scrub that stuff.
So,
[31:15]
part of that is is problematic and if
you don't have the most up-to-date
[31:20]
software
to help bring that those bills through,
[31:24]
that makes a difference, too. And I do
know that there was a problem
[31:28]
um
at one point with
[31:32]
um
I was getting a call after a month after
[31:35]
I gotten a
had my appointment and that was that was
[31:40]
way too soon. I wasn't delinquent. It's
just that was a delay in the process and
[31:45]
I think those things are getting better.
Um
[31:49]
» So, a lot of times these little
[31:53]
late billing
getting calls after the bill's paid
[31:57]
this has got to the point where it's run
some of the customer base from the
[32:00]
hospital off.
They've they've moved elsewhere. They've
[32:04]
gone to other doctors. How do you get
that customer base back to support the
[32:08]
hospital?
>> Well, I think we just do it through
[32:11]
transparency and helping people
understand. I know there's been meetings
[32:14]
in the past to help understand even
through the community how that kind of
[32:18]
the billing goes and stuff like that.
So, I think we just have to keep
[32:22]
keep
moving forward with that.
[32:24]
» I think you've got a wonderful facility
there. You've got some people up there
[32:28]
that are just
fine employees. You've got a good
[32:32]
facility.
It's It There's always that anchor of
[32:35]
that billing department at the that that
causes the rift with
[32:39]
» [clears throat and cough]
>> Yeah.
[32:40]
» But I'm not
But I'm not so sure that that's not a
[32:43]
problem with all hospitals to a certain
extent, Mike.
[32:46]
» Well, I mean, I I know all of them.
>> No, no, no. I Talk to me about this one.
[32:49]
» No, no, no. I know that What I'm saying
is that
[32:52]
my experience in the last 2 or 3 years
was
[32:57]
I I'll just use St. Luke's for instance.
That billing may not come out for 5 or 6
[33:01]
months and then all of a sudden
And that's just from my my experience.
[33:06]
» Okay.
Uh
[33:07]
I think some of this is with a 25-bed
hospital there could be more of a
[33:11]
personal touch to it instead of just all
computer programs and random numbers and
[33:16]
things like that.
>> can call the person.
[33:18]
» They They might still I understand that
sitting in a meeting and I I still think
[33:22]
there needs to be a personal touch to
other than billing sent out the door
[33:26]
just from a computer.
>> Yeah.
[33:28]
» And you said with transposing a social
security number, those things need to be
[33:33]
looked at.
Just
[33:34]
» I mean, I I agree.
And there's just it just happens. You
[33:38]
know, it doesn't happen all the time.
But I agree with you, Mike, too. But
[33:43]
like you said, it does happen and it
works because I've seen it. I've I've
[33:47]
did the give me the patience for that.
>> But we're still not St. Luke's though as
[33:51]
small as we are.
>> No, no, but my point was was that was it
[33:56]
I I used St. Luke's just because that's
who I was
[33:59]
familiar with. I'm just saying that 6 or
7 months down the road I still still was
[34:04]
getting bills and that had to do with
Medicare. Uh that that was my point.
[34:08]
» Oh, with Medicare that's a whole
>> But
[34:10]
» [clears throat]
>> but take that one.
[34:11]
» That's true.
>> And even with myself with the county
[34:14]
insurance with I don't I haven't had a
real complaint about the county
[34:18]
insurance after all the bumps that that
went through going through a bankruptcy
[34:22]
and everything. It's working good for me
now. But
[34:26]
that has been part of the problem for me
is is when they decide trying to decide
[34:31]
who's responsible for how much.
You know, what whether they're going to
[34:36]
pay or whether they're not and
that's been some of my experience.
[34:40]
» The concerns about that stuff all need
to be brought forward. I mean, I can't
[34:43]
answer all of those questions. It has to
be a group, you know, within the board
[34:47]
meeting or whatever to discuss the
problems. And if community brings it
[34:51]
forward, anybody's welcome to come and
sit in to the meeting.
[34:55]
Um, if they have a complaint, they can
call Ray at you know, call anybody at
[34:59]
the hospital to discuss it.
>> Well, they're not here to throw you
[35:02]
under the bus by any means. We're here
to discuss the hospital. But that's just
[35:06]
that that's out there. I mean, that's
in the community. That's the billing
[35:11]
department has made a lot of people
mad at this hospital and it's run them
[35:15]
off.
>> And for a lot of years, there wasn't a
[35:19]
very good billing system at the hospital
cuz people didn't think they had to
[35:22]
really, you know, make sure that their
payments were taken care of and stuff,
[35:26]
too. I think we have another problem
with reconditioning from last year, too.
[35:31]
» And and there's a fine line between
people thinking that that
[35:37]
I get the bill and then I get talked
about collections, but you've got to try
[35:41]
to move that through the system because
some of these people, obviously, some of
[35:46]
them will never pay.
You know, we know we've seen what the
[35:49]
numbers are on self pay, but regardless,
they need to be pursued to try to
[35:54]
collect what money
>> We do that for we got to keep them going
[35:57]
for sure.
>> Oh, yeah, right, right. That's what I'm
[35:59]
saying. I mean,
it's a fine line between people thinking
[36:03]
they're they're being sought after too
hard and
[36:06]
a lot of those people are never going to
pay till they're pushed, you know.
[36:10]
» And and that's what I've heard is, you
know,
[36:13]
we give them
$4.2 million this year for a budget for
[36:18]
'27.
And and I get these people that come up
[36:21]
that do faithfully pay their bills and
they're mad because it's like, why am I
[36:25]
giving them tax money
to the hospital? It's needed, don't get
[36:30]
me wrong. We need the hospital, but
there's just a lot of people
[36:34]
in this society have a lot of questions
about the billing department. It's
[36:39]
» And those people need to be directed to
come and talk to Stacy and Ray to see
[36:45]
what the problem might be.
>> Yeah, yeah, and then that's my
[36:47]
suggestion. I don't run the billing
department. I don't know. You need to go
[36:52]
» Do we Do we have any other questions for
>> No, I've got
[36:55]
The north end of the hospital,
everything seems to be working really,
[36:58]
really good.
The south end in the actual hospital
[37:02]
department, morale seems to be
not the best in the world. How would you
[37:07]
suggest improving that?
>> Well, I think we have to understand what
[37:13]
or what the morale problem is. Is it
leadership? Is it I mean, they need to
[37:17]
address their managers. Like, you know,
walk through this
[37:21]
um
that
[37:23]
» through the process
>> command
[37:25]
» Yeah.
>> You know, start with your manager. If
[37:27]
that doesn't work, then you go to the
next step, but
[37:30]
you know, that'll have to be handled
like
[37:33]
in appropriate in appropriate way. And
sometimes you can't please everybody.
[37:38]
So
>> Okay.
[37:42]
Any other questions?
I think so.
[37:46]
» All right.
>> All right.
[37:47]
» Thank you for coming.
>> guys.
[37:48]
» Thank you very much.
>> Appreciate it, Jerry.
[37:51]
» Thank you.
>> Thanks very much.
[37:52]
» [clears throat]
>> We're done.
[37:56]
» So, you want to
have some questions, too?
[37:58]
» I don't have anything to do. This is my
husband right now.
[38:00]
» No, I didn't know I was allergic.
Thank you, guys. Thank you.
[38:07]
» Okay, now we'll move on to our bid
opening
[38:10]
for the water softening system.
Do we have any bids to open?
[38:17]
» I haven't received any.
[38:22]
» I've got one coming in.
[38:26]
» Okay.
[38:29]
So
no one has any bids.
[38:32]
» Nope.
>> [clears throat]
[38:35]
» I know what my email
>> If I recall correctly, they were due by
[38:42]
last Friday at
>> I don't recall.
[38:44]
» 5:00
in the clerk's office here.
[38:48]
I I will tell you
I received a number of emails asking for
[38:57]
plans and design plans, which that
wasn't a part of the original bid, so I
[39:01]
couldn't
answer except for the bid
[39:06]
information as
is what it is, so that may have been
[39:11]
an obstacle.
I don't know that.
[39:14]
But
if it needs to go back out, that's
[39:17]
something that probably needs to be
a part of that bid.
[39:24]
» Do you have any inquiries being lined up
at
[39:31]
» At least three, if not four.
Um
[39:34]
my impression from those
groups that sent me emails is they may
[39:40]
not be companies that actually would
bid, but they are
[39:46]
a place where they'll put the
information out. I don't know exactly
[39:50]
what what
what they're called. Do you remember,
[39:52]
Tom? Cuz I forward those to
the Tom.
[40:00]
» The
The The emails came from a company
[40:04]
that sends out
bids people across the United States is
[40:08]
what it was.
[40:12]
But I don't remember how many out of one
of
[40:16]
additional information.
[40:20]
» So, it wasn't from companies that
[40:25]
» Not Not that I could tell. There may
have been one that was a company that
[40:28]
was interested, but they wanted specific
design plans.
[40:33]
And
that's not what was included as part of
[40:36]
the bid.
>> I mean, you're talking here about
[40:38]
somebody that was going to sell us one
right off the bat. They didn't bid it.
[40:45]
Pardon me?
Who was going to sell us one right off
[40:48]
the bat?
>> Sucks.
[40:50]
» Did they say
>> They called me already.
[40:52]
» From McElroy? [clears throat]
>> McElroy's, I mean, they just The
[40:56]
engineer found us
the software that they thought we
[41:01]
needed, the engineers did.
And McElroy's could put it in, I
[41:04]
suppose.
>> [clears throat]
[41:06]
» And I don't know whether
I'm just going to send this text out and
[41:09]
ask why they didn't bid on it, but I
don't know.
[41:12]
» Yeah, if there's something that we can
correct, we'll get to fix it.
[41:15]
» That'd be great.
>> Yeah.
[41:17]
» Yeah.
[41:20]
» Cuz they were sounding like definitely
interested.
[41:22]
» Yeah, it was kind of like they were
ready to move on it when we were
[41:25]
discussing all that.
[41:32]
» I've never received a bid.
>> Yeah.
[41:35]
» Yeah, I don't remember
receiving a bid.
[41:38]
» [clears throat]
>> Yeah.
[41:44]
» So, do we want to extend the bid time on
it for another 2 weeks and try again?
[41:50]
» Yeah, we just need to re-
[41:54]
go back to that original
[41:58]
» [clears throat]
>> motion and then
[42:02]
re-vote on the motion and extend it with
a new 30-day deadline.
[42:07]
» You need to add on there that uh
whatever they're requesting or what were
[42:12]
asking about.
>> Hopefully. We just Yeah.
[42:16]
» Um
Let me see if I can
[42:19]
Maybe if you put
>> I mean if that was an obstacle
[42:23]
you know, then maybe
[42:26]
Yeah, I'll stick that in the biz, so
we can uh
[42:31]
get them to
[42:45]
You told me said you did
text Mac or Wade to see
[42:49]
What is the goal?
>> Okay.
[43:22]
» Did you find
[43:25]
motion?
>> Yeah.
[43:27]
» Okay.
[43:37]
Excuse me.
>> [snorts]
[43:41]
» For example, one of the questions that
that's not anything I can answer, but
[43:48]
basis of design
or performance requirements
[43:57]
Um
[44:00]
specifications regarding
software capacity flow requirements,
[44:05]
connection sizes
those are things that
[44:10]
are
[44:13]
one of the questions that was asked was
which is reasonable, but
[44:16]
obviously I can't
>> Most of those should be in the original
[44:20]
specs of for that building.
[44:28]
Mac of Maine's should be able to help us
with doing the bid specific for it
[44:33]
because of
Do you have any recommendation
[44:35]
» on it?
>> And we thought that the original bid had
[44:38]
all that information, but apparently
[44:42]
it resulted in
>> [snorts]
[44:44]
» more questions.
So
[44:47]
» Al Cole says is he believed that
Mac of Maine's was bidding planning to
[44:51]
bid on it.
That's all he knows. He's going to reach
[44:54]
out to them.
Can you say that?
[44:56]
» Say that again, Tom.
>> Cole says that Mac of Maine's were
[44:59]
planning on bidding on it.
>> Okay.
[45:01]
» Maybe the Pony Express is better to help
them.
[45:09]
» So this is just giving them maybe a few
weeks to do that.
[45:18]
And so
So that was a
[45:23]
an advertisement for bids,
legal notice.
[45:30]
» We have to redo that.
>> I was going to say we want to just
[45:33]
change it.
>> Extend the bid on it.
[45:37]
» My my question is, I mean, do we want to
do the same bid procedure, the same
[45:43]
legal notice, or do we add to it the
what the questions were, you're letting
[45:49]
them know how to get get their hands on
whatever plans or
[45:54]
» Well, I mean, couldn't they
couldn't they come in and look
[45:59]
and see what information they need?
>> That's what I'm That's what I'm
[46:02]
wondering. I mean that's not for what
you asked.
[46:05]
» Because well
What can they
[46:08]
What can they have done that before?
>> Or they can reverse engineer and get
[46:13]
that information on their own.
>> Yeah.
[46:22]
» Maybe they feel they've already made
their offer.
[46:25]
» I just hesitate to put the same
information out there if nobody
[46:29]
» It'll generate the same
>> outcome the same response. Yeah.
[46:33]
» If we can maybe
pass this until the end and Tom and I
[46:39]
can see if we can get
>> Okay.
[46:41]
» some some more details And
I'd like to be able to tell you what you
[46:46]
need to put in it but that's not my
not my area. What's the
[46:51]
» Yeah, it'd be nice to get moving along
with it too. They're struggling with
[46:55]
dealing with this issue all the time
sounds like.
[46:58]
It'd be nice to get something done.
>> What day can you We can do it here for
[47:04]
once.
>> There's May 4th or May 11th and I don't
[47:07]
mind the
[47:13]
» Okay.
And we'll
[47:16]
» Cole will be able to look at
Cole will be able to help me with what
[47:21]
they're asking for what he brought.
>> Have you answered some of their
[47:24]
questions?
The phone?
[47:27]
» Yeah.
>> Right.
[47:30]
Oh, okay. I'm talking about the the the
bidders
[47:32]
» What should we put in the bid if we
could do something like that?
[47:37]
» You always have to ask.
>> Should we use his name as a contact?
[47:41]
People seeking information for the bid?
>> We should ask him maybe. I don't know.
[47:46]
» We can check with him. So
the
[47:50]
the goal was to have an even playing
field
[47:53]
across the board. So whatever happens
for one needs to be able to happen for
[47:58]
all so that
that's whatever information comes in
[48:01]
[clears throat] that's why I couldn't
just send
[48:03]
somebody asked a specific question
regarding something that's missing and
[48:07]
then they get additional information and
the others don't then it's not an equal
[48:12]
playing field so that's that's the goal
here. That's true that they're all free
[48:17]
to ask these questions.
[48:20]
Okay we'll revisit at the end of the
meeting and
[48:25]
figure out how to proceed to go.
[48:29]
Okay
we can go ahead and take our
[48:33]
take a break right now. Um
[48:37]
Just
return at 10:00.
[48:58]
All right it's 10:00 we're back in
session.
[49:03]
10:00 appointment we have with Gerald
and Kraus about property damage.
[49:09]
You want to
come on up here?
[49:12]
Do you have my meter now since I've been
using that thing? Okay I'm Jerry Kraus.
[49:18]
I live at 2215 US Highway
75
[49:23]
and on April 14th of this year I was
sitting up actually reading and when the
[49:30]
Sheriff's Department called me and said
that somebody had went through my fence
[49:35]
along 75 instead of turning to go on to
75 they went through my fence and
[49:40]
destroyed it
and I had been up already outside with
[49:45]
my dogs cuz they were throwing a fit and
then I heard a guy go by really fast but
[49:51]
I thought it was on 75 not on my
frontage road. Well, it was on my
[49:55]
frontage road.
And uh eventually what happened was the
[49:59]
guy was fleeing from the
the sheriff's department.
[50:03]
And they went out there. He went through
the 75 fence, then he went through
[50:09]
taking two wires with him all the way to
the next
[50:13]
quarter mile fence, a quarter mile past
that. Strong wire all the way through
[50:18]
that. Went through that fence.
Did a U and came back and hit
[50:25]
these H's and gates that literally we
had installed 10 days before that from
[50:30]
Paul Blair.
That bill was 50-some hundred dollars
[50:34]
just to do that.
And um
[50:39]
I assumed and that and the sheriff's
department all kind of let me believe
[50:44]
that this man was the one that did this
all.
[50:47]
Well,
I could not figure it out. Paul Blair
[50:50]
came out. Him and I were looking at
this. We could not figure out how this
[50:55]
guy that was in the north
northeast section, 40 acres,
[51:01]
and how he came back and he hit the
gates on the north side of this T, which
[51:06]
had H's, gates, gates, gates, gates,
so we could get everybody rotated.
[51:14]
And um
and so he was stuck there, this
[51:18]
criminal.
And um
[51:21]
when we finally got subpoenaed on um
June 10th to go in, I'd been asking and
[51:29]
asking for paperwork. I wanted help on
trying to either get Enterprise, cuz the
[51:35]
car was a rental car. We were trying to
get somebody to pay for some of this
[51:39]
damage.
Nobody would help me. Nobody would give
[51:42]
me paperwork, nothing.
Finally, that day they gave me
[51:45]
paperwork. In the paperwork
I see there's eight people that
[51:50]
responded. I knew there was a ton of
cars out in my pasture that day. They
[51:55]
had to go from 22nd Road all the way
across my ground field which consisted
[52:00]
of 15 brand new babies that weren't even
2 weeks old and their mothers.
[52:06]
And then each one of these had 15
and their babies. And I take very good
[52:12]
care of my cows.
And I don't want them killed.
[52:16]
And I was very upset when I saw that
many people out in my field.
[52:21]
And then come find out
in their paperwork it shows not only was
[52:27]
the Mis- Mitsubishi involved in it,
there was a 27
[52:33]
2017,
I think it was, car that actually
[52:37]
belonged to
I'm sure
[52:41]
our
sheriff's department.
[52:44]
So now Paul Blair and I decided we
figured out how all the gates, all the
[52:51]
the pole post, which was a 5-in post,
all got bent northeast because this was
[52:59]
guy was on the north side. How could he
hit it from the south
[53:03]
and go through that? There was no way.
But we saw all the tracks and everything
[53:07]
else. And now I know that the sheriff's
department is the one that actually did
[53:11]
all that damage. I want retribution for
the $3,400
[53:17]
that I'm out on that. I will go for the
the guy that's in jail or prison,
[53:23]
whatever he is at,
for the rest of it. But this I feel like
[53:29]
this is the third time in 2 years and 2
months that we have had massive damage
[53:35]
on our properties.
Maybe y'all don't know about March 30th
[53:39]
of 2025 when they ran through
the property along 75 and wiped out 450
[53:47]
ft of it and had me come up there at
3:00 in the morning, told me that
[53:52]
hydroplaned, but the thing was I was
already up again that morning cuz I get
[53:56]
up about 2:30.
And it was light mist and rain. He
[54:01]
barely missed a big culvert which he
would have got killed in.
[54:07]
Totaled the car
and wiped out 450 ft of that. Which they
[54:13]
did pay, the county did pay. Your
insurance paid that.
[54:18]
And the year before that was when the
two young men got killed
[54:24]
on the highway right north of there.
And we had all kinds of debris, big
[54:29]
tires, everything else that got thrown
into our pasture.
[54:34]
We called the sheriff's department
again.
[54:36]
Nobody ever came out to help pick up
that mess. We picked it up ourselves.
[54:42]
So, I [clears throat] am asking
to see if you guys would help us out on
[54:47]
this. I I am really upset
with um
[54:52]
I I feel like we've we've went over
bounds on chasing people.
[54:59]
There are several of us neighbors that
live on 75 and we are very concerned
[55:04]
that someday somebody's going to be
killed because I understand the sheriff
[55:08]
needs to to chase a car. I understand
that, but I don't believe at 100 mph.
[55:15]
Because somebody will get killed
eventually.
[55:21]
And um
Wade, he's representing, you know,
[55:28]
I I I want this guy and I would prefer
Wade to have this guy as this guy
[55:33]
actually in the subpoena had told the
other
[55:36]
attorney that he was um
>> I just
[55:41]
So,
the danger zone we're in right now is we
[55:45]
have an active criminal case.
And when we have an active criminal
[55:50]
case, where
it's still moving through the system,
[55:55]
there are certain
rules and responsibilities. One of those
[55:59]
responsibilities,
especially from the prosecution side, is
[56:05]
to not have extrajudicial
statements made
[56:09]
that
>> [clears throat]
[56:12]
» could influence. So, this is on YouTube.
Someone will come back, and I don't want
[56:17]
there to be an issue with the case
moving forward. We've had that
[56:20]
conversation.
I'm I'm understanding that because under
[56:27]
» [clears throat]
>> Kansas Rule of Professional
[56:29]
Responsibility Rule number 3.8, which
ties to special responsibilities of the
[56:35]
prosecutor,
I'm required, and
[56:38]
I just need to make sure it's stated,
and you can do with it what you want.
[56:42]
But,
prosecutor in a criminal case shall,
[56:47]
except for statements that are necessary
to inform the public of the nature and
[56:50]
extent of the prosecutor's action, and
that serve a legitimate law enforcement
[56:56]
purpose, refrain from making
extrajudicial comments that have a
[57:01]
substantial likelihood of heightened
public condemnation
[57:05]
of the accused, and exercise reasonable
care to prevent investigators, law
[57:10]
enforcement personnel, employees, or
other persons
[57:14]
assisting or associated with the
prosecutor in a criminal case from
[57:18]
making an extrajudicial statement that
the prosecutor would be prohibited from
[57:23]
making under
uh Rule 3.6. And then in the comments,
[57:27]
it ties to
uh
[57:30]
other
other persons.
[57:33]
I understand your frustration. We've
talked about it. I don't
[57:38]
I
>> And I could bring up what you said, but
[57:42]
I will not bring it up.
>> I
[57:44]
appreciate that.
>> Hm?
[57:46]
» I said we appreciate that.
>> Yeah.
[57:49]
» So, you know, if it's a concern like
this, we won't we won't do anything to
[57:53]
jeopardize this case, you know.
>> And you know, um
[57:59]
I'm concerned about what I lose. I I am.
>> Totally would be, too. And the shoes.
[58:03]
» I'm starting to get really tired of
what's happening in our county.
[58:08]
And I I like the cops. I want them to be
there.
[58:12]
But
I'm going to ask you point-blank, who
[58:15]
would have paid my cows if they would
have ran over my cows and calves that
[58:19]
day? Who would have?
[58:23]
Can any of you say?
Would you guys have?
[58:28]
Would the county have paid?
>> Well, [clears throat] I guess it'd be a
[58:31]
case-by-case deal. In my That's what I
would think. But
[58:36]
I don't know what the legal
>> Because right now, I'm not getting paid
[58:39]
by anybody.
>> All right.
[58:41]
You haven't Have Have you been able to
collect any of the other money from
[58:45]
» From nothing.
>> from the other So, the rental car
[58:48]
insurance would
not have
[58:49]
» Because because nobody will look into
this. I'm the only one that looked into
[58:55]
it and found out that the car was rented
by a girl in which
[59:00]
» No.
>> I asked them point-blank, why don't you
[59:03]
She says the car was stolen, but she
called it in at 3:29 a.m. He went
[59:08]
through my fence at 3:15 a.m. She got a
phone call. All you have to do is
[59:12]
subpoena her. Get her phone records.
Find out where she got the phone message
[59:18]
that she had to call in to the cops that
it was stolen at 7:00 the night before.
[59:23]
I don't believe that. I believe she
loaned it to him.
[59:27]
But, because I don't have any help of
getting that knowledge,
[59:31]
I can't go after Enterprise. If I had
that knowledge, Enterprise would be
[59:35]
responsible for everything.
[59:39]
» So, do you have any expectation of when
this
[59:43]
might go to court or be done with court?
Wait, I Well, it's it's hard to predict
[59:47]
when it'd be done.
>> It's It's moving through the system um
[59:52]
in
I guess it's a case that
[59:56]
for lack of better wording is in its
infancy and
[1:00:00]
I I'm not sure where it's going to go.
I'd like to have it resolved, but I
[1:00:04]
don't get to make that decision.
If they want to have a trial,
[1:00:11]
we're months and months out.
So,
[1:00:17]
I just want to make sure that
I'm I'm doing what I can for Ms. Kraus
[1:00:22]
and and her husband. I know she doesn't
feel that way, but I
[1:00:27]
I don't I don't control the the tone and
tempo and pace of of the system.
[1:00:33]
That's uh
That's That's outside
[1:00:36]
I guess it's within my control, but it's
outside of my control at the same time.
[1:00:40]
» Well, then would it be fair, Jerry,
talk to me a little bit about it after
[1:00:46]
the solution of the wheels of justice
get done, we revisit this here if you
[1:00:51]
have not been compensated for all your
losses and that's the commission, we
[1:00:55]
could look back in on that and see if
what we can do at that point.
[1:00:59]
» That's what I'd be comfortable
>> with if
[1:01:02]
» And I would have appreciated the
sheriff's department telling me that
[1:01:06]
they were the ones that ran into it.
>> Jerry, is is your uh homeowner's
[1:01:11]
insurance does it cover anything?
>> No. Fence 250 ft from my house.
[1:01:16]
That's the only thing.
They will only cover fence 250 ft from
[1:01:21]
my house.
>> That's it.
[1:01:23]
» I did not know that.
Because because they told me if I went
[1:01:28]
through them, they would have to go
through
[1:01:30]
Fight Enterprise.
But
[1:01:34]
but they called me up and said, "Hey, we
don't do that. So, we're not Fight
[1:01:38]
Enterprise because we won't pay it."
So, nobody is Nobody's helping me.
[1:01:43]
Nobody's helped me find anything out.
And um I'm doing all my investigating on
[1:01:50]
my own.
And like I would I would like to see the
[1:01:55]
dash cameras
of all the cops.
[1:01:58]
That's what I would like.
[1:02:04]
So, I guess I made my point here.
>> I understand your frustration and
[1:02:09]
getting hit three times in
2 years is pretty
[1:02:13]
» That's quite a bit.
>> You'd like to think your odds are going
[1:02:16]
to get better. You should
>> [clears throat]
[1:02:18]
» Oh.
>> Well, and Paul Blair could not believe
[1:02:20]
he built this all and 10 days later is
completely demolished.
[1:02:26]
And that's what it looks like now.
That's what it did I had not even taken
[1:02:31]
a picture of it before.
I do have all the damage if you want
[1:02:36]
those pictures, but uh
but
[1:02:41]
and Wade, you've done a good job. I'm
not I'm not mad at you.
[1:02:45]
Um I'm just I'm aggravated at the
system.
[1:02:50]
And I feel like the person that got the
damage
[1:02:53]
doesn't get any help.
>> Yeah.
[1:02:57]
» Thank you.
[1:03:00]
» Thank you.
>> Jerry, when this is
[1:03:03]
brought to an end judiciously with him,
please come back.
[1:03:07]
» Okay.
>> And we'll revisit this again.
[1:03:10]
» Okay.
[1:03:14]
» Okay.
[1:03:18]
Thanks, David.
[1:03:26]
Excuse me. Thank you.
[1:03:31]
» Emergency Management Director Amber
Presley, department update.
[1:03:40]
» Good morning.
>> Good morning.
[1:03:43]
» This will be short and sweet.
I have a lot.
[1:03:47]
» What's that, Floyd?
[1:03:52]
» Uh I did reach out to Stan Luke about uh
all the resources that the county has to
[1:03:57]
offer during any kind of emergencies or
situations, and um
[1:04:02]
I haven't heard back yet, but uh I'll
keep trying to get with him.
[1:04:07]
Uh
[1:04:09]
as far as weather, we didn't have
too much, but a lot of rain and
[1:04:14]
lightning this weekend. Lyon County, I
noticed was in a flood warning for one
[1:04:18]
of their creeks, but so far we don't
have any watches or warnings or
[1:04:22]
advisories for flooding as of right now.
And it could change. Um we were in a
[1:04:28]
flood watch over the weekend, but it got
canceled because they didn't get all the
[1:04:31]
rain that they thought
we would get. Um
[1:04:35]
some places in Kansas got 4 in, and
we didn't, though.
[1:04:40]
Um I did check John Redmond to see their
lake levels to make sure
[1:04:45]
that we were sitting good there. They're
not quite even halfway through
[1:04:49]
in between commerce conservation and the
flood stage, but they are 12 ft above
[1:04:54]
normal.
So, [clears throat] and but they're not
[1:04:56]
releasing much. I think there's one
one of the little gates open, not
[1:05:00]
releasing a whole lot, so I think
they're feeling pretty confident with
[1:05:03]
everything, so.
But I like to keep an eye on that. Um
[1:05:07]
towers,
so towers are progressing. Um all towers
[1:05:12]
are up.
Uh, all the fiber is ran, all the
[1:05:15]
generators are hooked up. They still
have some civil work to do at all
[1:05:19]
locations.
Um, all the fences around the towers are
[1:05:23]
done and
mainly the work is being done on the
[1:05:26]
interior of the building and then the
um, the racks that go in that have all
[1:05:32]
the radio stuff and all the
um, internet communications, all all
[1:05:36]
those things.
Um,
[1:05:39]
they did
Uh,
[1:05:41]
the contractor did have some people that
they lost to go work on stuff at
[1:05:48]
FIFA at the World Cup.
So, that set us back a little bit that
[1:05:52]
they aren't getting everything done as
much as they needed.
[1:05:56]
Um, it was like FIFA's putting
a hold on all kinds of things, but
[1:06:01]
» [clears throat]
>> um, so we're kind of looking at pushing
[1:06:04]
back our completion date to probably
August where we were thinking we were
[1:06:07]
going to be done done in July. So,
August looks like our new completion
[1:06:12]
date on the towers.
Um, I participated as SimCell for the
[1:06:18]
Wolf Creek drill last Wednesday.
Um,
[1:06:21]
I played the entire county.
Uh, dispatch also got involved. They
[1:06:26]
participated by taking notifications
from Wolf Creek as they would do in a
[1:06:30]
real event or in a drill where they
everybody was participating. Um, that
[1:06:35]
gets them
some practice on taking those
[1:06:38]
notification forms and it also gives the
Wolf Creek communicators practice in
[1:06:42]
talking to dispatch. So,
um, that's a good practice.
[1:06:47]
Still don't have any
um, drills or exercises this year. We
[1:06:51]
plan on doing
uh, Wolf Creek training
[1:06:55]
sometime late summer, maybe into the
fall a little bit.
[1:07:00]
And that's all I have.
>> Is that what was going on Wednesday up
[1:07:03]
at the building at Beaver Junction?
>> Yes. Yeah. The National Guard goes up
[1:07:07]
there and stations and
um
[1:07:11]
sometimes they go up there and just do
training and sometimes they participate
[1:07:14]
in those exercises. So, they'll go up
there and set up like it was a real
[1:07:19]
event
and run through the motions and then
[1:07:22]
take everything down.
>> I didn't see any military or National
[1:07:26]
Guard vehicles in the parking lot, which
really fooled me. That's kind of
[1:07:29]
» Oh.
>> one of the most memorable ones there.
[1:07:31]
» Yeah.
Usually National Guard.
[1:07:36]
Any questions, issues?
Comments?
[1:07:41]
I think Okay.
>> Nothing.
[1:07:43]
» Okay. All right.
Oh, we did get the um backup power bid
[1:07:48]
in. Mark voted in for me last week.
And we should be ready to roll. That'll
[1:07:54]
run the 18th,
25th, and the 2nd. And then there's a
[1:07:58]
holiday that week, so I put the due date
on the following Monday, which is July
[1:08:03]
5th.
So, then uh we'll open the bids and I'll
[1:08:07]
look over them with everybody
um
[1:08:10]
with Adam and
um
[1:08:14]
and Austin. We'll kind of look at
what we like and then we'll bring it to
[1:08:18]
you on the 13th with a recommendation.
What we like.
[1:08:23]
Do when I come with that, do I bring all
the bids or just the one that we decided
[1:08:27]
on?
Cuz I know you guys probably would like
[1:08:30]
to look at
the bid prices and what else
[1:08:34]
» mind seeing all the bids.
>> Okay.
[1:08:35]
» I just thought you meant
>> Okay.
[1:08:37]
» Okay.
>> Yeah, I can do that. I can put together
[1:08:39]
all the bids together
and the companies and everything. And
[1:08:42]
then if you want to look at them
specifically, I can give them to you.
[1:08:45]
But, I'll still come with a
recommendation for what we like.
[1:08:49]
» Let's put it on the agenda for the first
>> For next week? Uh no, the 13th.
[1:08:55]
Oh. Okay.
>> That's when you're auditing those
[1:08:57]
computers.
[1:09:00]
» So, y'all all can me out of the way
first. Yeah.
[1:09:04]
» Well, we don't plan to have her in the
meeting today, so
[1:09:06]
» Okay.
All right. I know.
[1:09:10]
Right after
approval of the minutes.
[1:09:15]
Yes. Okay.
Thank you guys.
[1:09:17]
» All right. Thank you.
[1:09:22]
Heidi
planning and zoning
[1:09:27]
comprehensive plan project
>> Good morning commissioners.
[1:09:32]
» Good morning.
>> So, as you are aware, we've been working
[1:09:36]
on the plan since beginning of middle of
last year. They kind of kicked it off
[1:09:41]
about July and did all of the town hall
meetings and did the focus groups. Then
[1:09:45]
they started writing the plan. We've
been slowly getting the document and due
[1:09:50]
to circumstances beyond both of our
controls, we're not as far along as I'd
[1:09:55]
like to be right now.
So, what I'm asking us to do today is to
[1:09:59]
look at a possible extension because the
right now the contractual completion
[1:10:04]
date would be September 30th of this
year.
[1:10:07]
To be honest, we have about at least
seven more chapters to review, but then
[1:10:13]
we got to go back and look at goals and
goals and objectives in each chapter and
[1:10:18]
talk about the public hearing for this
for this planning board plus the ones
[1:10:23]
for you guys plus communications.
So, I don't think we can get that done
[1:10:27]
in three months.
Being realistic on that, the way that
[1:10:31]
we're reading the document and going
over it and making changes is great. I'm
[1:10:36]
glad that we're taking the time to do
that, but it's going to take us more
[1:10:39]
time than three months.
So, my um
[1:10:42]
suggestion would be to extend it to the
end of the year and then we see where
[1:10:46]
we're at there.
Um
[1:10:48]
I have kind of been talking to the board
about maybe doing possible other
[1:10:52]
meetings on top of it where we're not
just doing comp plan. There's other
[1:10:55]
projects that can come up between now
and then, too. So, we can specially do
[1:10:59]
that and then do at least a chapter on
the comp plan. They've been kind of
[1:11:03]
agreeable to that.
But, so I've been trying to help
[1:11:06]
push it through that way. And I know
that the document is getting longer now.
[1:11:10]
So, the next chapters that we're going
to come up on are going to be like 30
[1:11:14]
plus pages
on their own.
[1:11:17]
So, um that's a lot to get through for
you to read as well. So, I have brought
[1:11:21]
a motion with me today.
[1:11:27]
Did you guys just look at
um
[1:11:31]
I did prepare a letter.
You want to highlight for me one of your
[1:11:35]
copies.
If you guys decide to
[1:11:39]
go with the motion
It It is a draft letter, of course, if
[1:11:43]
it's not
what we want. Um Keith did ask that he
[1:11:48]
be on it and sign it along with the
chairman of the new board.
[1:12:01]
What's one of the motions she just read?
>> You got substantial
[1:12:06]
in there. That'd be anticipated
or something to give us leeway if we
[1:12:11]
have to extend it in the end on the
first of the year or
[1:12:14]
first of the year.
>> Okay.
[1:12:17]
So, you said it's on the new board.
>> That's what he's
[1:12:22]
talking about.
>> I didn't hear you.
[1:12:23]
» It's just having it where it's
anticipated date or something where in
[1:12:28]
case cuz I sit in on them. I didn't make
the last one with the harvest and
[1:12:32]
everything, but it's really bogging down
on them with a lot of questions,
[1:12:37]
corrections.
>> They worked hard on it.
[1:12:39]
» They've been working really hard at it.
And just so we talked earlier
[1:12:44]
with Martin's that and Wade was in on
that
[1:12:49]
We had a date, but it is anticipated
that if we needed more time, we could
[1:12:54]
take more time.
[1:12:58]
» The reason why I'm putting something in
writing and having the board and Marvin
[1:13:03]
sign it
is the original contract the end date
[1:13:09]
or substantial completion date of
September 30th. If it wasn't completed
[1:13:13]
by that time, we
at the commission's request, we built a
[1:13:17]
penalty phase into it, which is
>> I think this takes care of that.
[1:13:21]
» This takes care of that.
>> That That was my understanding from
[1:13:24]
Marvin's concern.
If they didn't get it done by that date,
[1:13:28]
then they'd be responsible for a
penalty. So,
[1:13:31]
as everything that's been said it is
exactly true.
[1:13:35]
Taking taking their time to deal with
this and not
[1:13:39]
push it through.
And then you have
[1:13:42]
I was a part of one of the earlier
meetings where
[1:13:46]
for lack of better wording, but
there was frustration on the part of the
[1:13:50]
planning board because
they're volunteers and
[1:13:55]
multiple meetings to get this thing
pushed through by that that due date.
[1:13:59]
That's not fair to the volunteer board
members. So, that For For those reasons,
[1:14:03]
this is
a request that's being made. So,
[1:14:07]
» if we approve this extension, then I
mean, the compensation does not change,
[1:14:12]
right? I mean,
they're still
[1:14:14]
It eliminates the penalty phase, but the
compensation remains the same.
[1:14:18]
» Correct.
>> Okay.
[1:14:20]
» I need to correct me.
I may be wrong on this, but I thought
[1:14:23]
Marvin's was supposed to come down to
some of these work sessions personally
[1:14:27]
instead of doing it on the Zoom.
>> So,
[1:14:30]
due to the unforeseen circumstances on
their end, too, they've picked up some
[1:14:36]
more work. That's not our concern.
[1:14:41]
But, uh
So, one of them is going to be able to
[1:14:45]
attend. Um they are claiming to come to
at least the
[1:14:51]
land use sections. I feel like the land
use section should be done in person and
[1:14:55]
the golden objectives plus the public
hearing presentation.
[1:14:59]
They are going planning to come. It's
just
[1:15:03]
schedule has
The one that would be doing that would
[1:15:07]
be Keith and he has been on other
projects, not just ours. So,
[1:15:12]
that's why Mason's been the one doing it
on their behalf. But, they do plan for
[1:15:17]
those to be in person.
[1:15:23]
» So, on this motion that you were talking
about the word substantially,
[1:15:27]
do we need to reword that?
>> Yes, sir.
[1:15:29]
» Should it stay or
[1:15:33]
We used to put it in time for a word.
[1:15:39]
It's just going to be all right there.
[1:15:42]
It's your job.
Okay, I'm sorry.
[1:15:46]
» No, it's okay. It's on the bottom line
there.
[1:15:50]
With this motion that might work, you
know.
[1:15:53]
I was reading on their letter.
>> Oh, okay.
[1:15:56]
» Okay, so that's just a draft. With the
noise, I haven't It's not set in stone.
[1:16:01]
Just wanted to bring that with it so
that I could get your
[1:16:04]
opinions and advice of how to have it
written so that you can get it out.
[1:16:07]
» One other thing, Heidi, this is not
taking a shot at you, but with Morbiz,
[1:16:12]
when we made this a deal, we looked at
some other people in the Kansas City
[1:16:16]
area and we were afraid that we'd be put
on the back burner for other people
[1:16:20]
coming in.
And I know that they had some
[1:16:23]
circumstances there and I think to me
it's feeling like maybe we're kind of
[1:16:28]
getting pushed off the burner to another
one.
[1:16:31]
» We were before.
We aren't now.
[1:16:34]
» Okay.
>> No, they are They're very responsive to
[1:16:37]
our requests that are being made and
they're very responsive on the changes
[1:16:40]
we want made. I'm keeping them month to
month, so that way I'm not giving the
[1:16:45]
board too much at a time cuz I feel like
that'd be a lot of information overload
[1:16:49]
if I gave them two chapters plus have
the old
[1:16:52]
um draft
that they were looking at before. So, we
[1:16:56]
are going at a very good pace.
>> Well, I'm talking about Marvin and their
[1:17:01]
overload that they're seeming to have.
>> They're They're able to They're managing
[1:17:06]
it better now.
>> Okay.
[1:17:07]
» A couple months ago, it's a little bit
of a struggle, but
[1:17:11]
they're They're doing better now.
>> Good.
[1:17:13]
» So, yes.
>> The other night, I felt that the Zoom
[1:17:16]
with Russ and with Marvin
[1:17:20]
it it worked pretty close to them being
in the room. Not not maybe not as good
[1:17:24]
as Todd, but it it it seemed to work
pretty good the other night.
[1:17:28]
There's times that
with lag between
[1:17:33]
the Zoom, the computers, and everything,
some things get missed and have to be
[1:17:36]
repeated. It's not the best to hear in
there.
[1:17:40]
The one last meeting I was at,
we couldn't see what was his name?
[1:17:44]
» Mason, yeah. He was having
>> And Mason was a huge talking on black
[1:17:47]
screen on a black screen.
>> Well, then at the end of last meeting,
[1:17:50]
we were having issues with our camera.
>> Yeah, I
[1:17:53]
» So,
>> messed up the whole meeting. There's a
[1:17:55]
lot of money that's been laid out there
thinking they were going to be there in
[1:17:58]
person.
So, that's where I'm coming from.
[1:18:06]
So, wait, did Did you have any
recommendations on the motion?
[1:18:11]
We good the way it is?
I mean,
[1:18:15]
I think it's fine for what
what you're wanting to do right now. I
[1:18:20]
think it it could always
be worked a little bit, but
[1:18:27]
in essence, it covers the substantial
completion date that September 30th
[1:18:31]
extends that to
December 31st, and if there are any
[1:18:36]
issues, it be
re-addressed at that time.
[1:18:42]
So,
go ahead and use it.
[1:18:45]
Take this with
>> I think it's fine.
[1:18:48]
» Okay, I would entertain the motion based
upon the recommendation of the planning
[1:18:53]
and zoning director and approval as to
form by the county attorney
[1:18:58]
to authorize and direct the chairman of
the Coffee County Commission
[1:19:02]
to sign the letter of extension
to extend the existing contract with
[1:19:07]
Marvin Planning Consultants to complete
Coffee County's comprehensive plan and
[1:19:12]
estimate to be substantially complete on
or before December 31st, 2026.
[1:19:20]
» I'll make a motion. [clears throat] I'll
second that.
[1:19:22]
» Okay, Curry moved.
>> Thompson seconded.
[1:19:26]
» Any discussion?
All in favor, say aye.
[1:19:30]
» Aye.
>> Any opposed? Passes 5-0.
[1:19:34]
» Okay, I'll go ahead and
make that correction on the letter and
[1:19:38]
then we'll bring it back up to the next
meeting.
[1:19:41]
Thank you.
>> Thank you, lady.
[1:19:59]
All right.
[1:20:02]
Well, we have a few things to
[1:20:06]
or community assistance block grant.
[1:20:16]
» Okay, everything that I've got is going
to be going that way.
[1:20:23]
» She's not on the
Did she back out or is it
[1:20:28]
Yeah.
>> Yes, she's there.
[1:20:30]
» 10:50
That's the part your
[1:20:33]
» Right after Heidi.
>> Oh, it's not on the end of the bar.
[1:20:37]
» Oh, on the screens?
>> Yeah.
[1:20:38]
» Okay.
>> Oh.
[1:20:41]
No.
[1:20:53]
» She saw it on earlier. I don't know what
happened.
[1:20:56]
She said it's on the speeder.
>> I'll put it
[1:21:00]
» It's on the printer.
>> Yeah.
[1:21:05]
» It was on the one I looked at last
night.
[1:21:08]
» On the internet?
>> It was.
[1:21:11]
» That's what I thought.
[1:21:37]
» It's fascinating.
>> Yeah, it was on the
[1:21:43]
What's that last night?
[1:21:47]
» [clears throat]
[1:21:57]
» Do you want me to call Amelia to come on
up?
[1:22:00]
» If she can come up earlier, that would
be fine.
[1:23:09]
» The number you have dialed
[1:23:28]
» How are you doing, Tony?
>> Best day ever.
[1:23:31]
» All right.
[1:23:34]
» How about you?
>> Same.
[1:23:37]
» There you go.
[1:23:41]
» Just gets better and better.
>> So you
[1:23:44]
» All right, start.
[1:23:49]
» Second day of summer
and for the next 4 or 5 days the highs
[1:23:53]
only going to be in the 70s.
I've never seen it this cool in the
[1:23:58]
summer.
[1:24:01]
» But that's all right. 90 and 100 degree
days are coming.
[1:24:21]
» Wait, and you are running a
bit ahead, so
[1:24:28]
So yeah, really if you want good
[1:24:34]
So do we have to actually meet as a uh
board of health?
[1:24:39]
» Um
>> For this or what do we
[1:24:40]
» I mean it's for our WIC um update
agreement, so it's
[1:24:46]
the medical side that we have to do
[1:24:50]
» Do we officially need to do anything? I
mean
[1:24:53]
As a board of health, do we need to
officially go in and
[1:24:56]
» I suppose you probably should.
>> Okay.
[1:24:58]
» Um
yeah, I'm sorry. I didn't have that
[1:25:01]
ready. I didn't read that.
[1:25:05]
And here's the I know that it was sent
over, but
[1:25:09]
I did highlight the changes on the
handout.
[1:25:12]
» Okay.
>> You're welcome.
[1:25:16]
» Hey, we're going to
I will move to
[1:25:20]
» Convene at 4:35,
right?
[1:25:23]
» Yeah. Yeah.
[1:25:26]
I would move to convene as a board of
health
[1:25:32]
at [snorts] 10:36
a.m.
[1:25:37]
I'll second.
Okay. I move to 10:36.
[1:25:41]
Any discussion? All in favor?
Say aye.
[1:25:45]
» Aye.
>> Any opposed?
[1:25:47]
Passes 5-0.
Okay.
[1:25:49]
» I have a
>> We are adjourned.
[1:25:51]
» And I thank you for taking the time to
meet today. Um so, I went ahead and
[1:25:56]
printed off our previous one from 2022.
So this is our WIC um Women, Infants,
[1:26:01]
and Children program agreement.
So currently
[1:26:05]
Ryan County Care Arc, um they are the I
guess you could call parent for the
[1:26:11]
county, so they do all of the federal,
the primal, the reporting, and all that
[1:26:14]
in our region.
So that's the current Kids as Great
[1:26:17]
Start Management System.
Um They have been managing our WIC
[1:26:21]
clients for over 20 years.
They just have to have an updated
[1:26:25]
agreement every so often. Our last
agreement was from 2022 to 2023. So
[1:26:30]
that's the first attachment and I did
highlight the changes.
[1:26:34]
Some of our responsibilities have
changed.
[1:26:38]
We are no longer billed by hours
for the monthly registered dietitian
[1:26:44]
expense. So that comes directly from the
WIC funds that they receive. So we're no
[1:26:49]
longer billed that.
We
[1:26:54]
no longer have to employ a registered
nurse for them to do like the heights
[1:26:59]
and the weight once we
move to the health department basically
[1:27:02]
the nurses well.
And then we no longer have to employ the
[1:27:07]
clerical person. So that would be like
the check-in
[1:27:10]
individual.
The ones that will distribute the cards.
[1:27:15]
The ones that work.
And then we no longer have to reimburse
[1:27:20]
for their fiscal officer's time. That's
all from their um
[1:27:25]
grant funds as well.
And then same with the registered
[1:27:28]
dietitian. We'll put it on their grant.
[1:27:32]
So the second one is the actual updated
agreement.
[1:27:37]
So this one is presented to you guys to
make sure you guys don't have any
[1:27:39]
questions or concerns and for
authorization to go ahead and sign the
[1:27:44]
agreement. So I'll turn it back over.
[1:27:48]
And that will be for 2026 to 2027 grant
cycle.
[1:28:00]
And the reason why we haven't held the
WIC
[1:28:05]
program within Coffee County, why it's
contracted out to Glynn County is just
[1:28:09]
because the registered dietitian
portion.
[1:28:12]
Um
for the individuals who need recertified
[1:28:16]
or initial certification for WIC
services, um there has to be a
[1:28:20]
registered dietitian that performs those
assessments.
[1:28:24]
And unfortunately, we are a rural
community and lack
[1:28:29]
um
the availability of registered
[1:28:31]
dietitians.
[1:28:36]
But they do come on site.
Um there was a little bit of a funding
[1:28:42]
um shortage on the federal side. They
did cut funds
[1:28:46]
temporarily
um in 20 25, so they did have to do them
[1:28:51]
virtually, but they are back on site
doing the services.
[1:28:56]
Any questions?
>> This has worked out well in the past?
[1:29:00]
» Oh, yeah, absolutely.
[1:29:04]
» Any other questions?
[1:29:08]
I don't know if we can approve this.
>> It's like something we need.
[1:29:12]
» Yes.
>> Do you have an idea about how many
[1:29:14]
people this serves in our county?
>> Um I do not, but I can get those numbers
[1:29:19]
for this year
and send it over to you guys.
[1:29:29]
I mean I
I'm not even going to give you an
[1:29:31]
estimate because we don't see all of the
patients. So typically, whenever they
[1:29:34]
come in for their WIC appointments, they
come upstairs to see us for their
[1:29:37]
immunization appointment.
>> Yeah.
[1:29:39]
Okay.
>> Yeah.
[1:29:40]
» Just kind of curious.
>> Yes, I can get those numbers.
[1:29:43]
» Pretty substantial, though, I would
guess.
[1:29:45]
» Um
I think you guys would be surprised on
[1:29:48]
the numbers.
[1:29:51]
They're They're pretty busy down there.
>> Yeah.
[1:29:53]
I mean, I would
Yeah.
[1:29:57]
All right. I will I will move to approve
the Women, Infant, Children Program
[1:30:03]
Agreement {slash} budget between Care
Arc and Emporia and the Coffee County
[1:30:08]
Health Department
effective October 1, 2026
[1:30:14]
through September 30, 2027
to ensure that the eligible citizens of
[1:30:20]
Coffee County are provided with wick
services.
[1:30:24]
I'll second.
>> Kevin Drawl seconded.
[1:30:28]
» I move and can't drawl second.
>> Any discussion?
[1:30:33]
All in favor say aye.
>> Aye.
[1:30:35]
» Anybody oppose?
>> Passes 5-0.
[1:30:39]
» So that is approved.
>> All righty, we get a copy of that
[1:30:43]
agreement once it's fully executed.
>> Sure.
[1:30:49]
Give it to Angie at least.
>> Okay, sounds good.
[1:30:52]
» Okay, so you don't have anything else as
far as Board of Health?
[1:30:56]
» No,
nothing else.
[1:30:59]
» Okay,
well I will I will move to adjourn as a
[1:31:02]
Board of Health at 10:42 a.m. and
reconvene as a Board of County
[1:31:08]
Commissioners.
I'll second that.
[1:31:11]
» Okay, Commissioner Thompson seconded.
>> Uh any discussion? All in favor say aye.
[1:31:17]
» Aye.
>> Passes 5-0.
[1:31:20]
Okay.
>> All right, that's all I have for today.
[1:31:22]
Thank you for your time.
>> All right, thank you very much.
[1:31:24]
Appreciate you coming out.
>> Thank you.
[1:31:29]
» Okay.
[1:31:34]
So let's continue here.
You guys are still signing and stuff,
[1:31:38]
right?
Let's continue here.
[1:31:41]
» [clears throat]
[1:31:46]
» You know what I mean?
[1:31:54]
Clayton, are you still working on the
water software thing?
[1:31:59]
» I'm working on it. Yes. Um
so what I've suggested
[1:32:03]
Tom is
going to get a copy of the
[1:32:09]
room where this particular water
softener will be placed, so they have
[1:32:15]
what what it looks like in that room.
And then there was a brochure that River
[1:32:21]
City sent out when I ordered one of the
requests to
[1:32:26]
them from whoever this entity was.
So attach that that brochure, the design
[1:32:34]
plan, and then keep everything else the
same. Bring that back.
[1:32:39]
Update the notice, and then those will
be the documents that will be available
[1:32:43]
to anybody who
wants to request information. That way
[1:32:50]
it's fair across the board. That seems
to be
[1:32:53]
internally consistent with what some of
the requests were for. What does that
[1:32:58]
room look like? What what space is
available? I don't know how big these
[1:33:02]
things are, but maybe that makes a
difference in what what they'll put as
[1:33:07]
part of their bid. And then the scope of
what
[1:33:10]
the brochure is that is kind of the
design
[1:33:16]
for these water softeners.
I don't know what else to do.
[1:33:24]
So he's working on that right now.
>> Okay.
[1:33:35]
» Are you all
done signing?
[1:33:38]
» I have everything I need and I'm done.
>> Yeah. Yeah. Okay.
[1:33:42]
» Well,
[1:33:47]
I want to do round table real quick
before we do budget work session.
[1:33:55]
Thank you.
Do you have to say for round table?
[1:34:01]
I'm just handing
these out. The uh
[1:34:05]
Coffee County Cancer Support Group came
by my office. I think they
[1:34:09]
thought they were on the agenda for
today.
[1:34:12]
I indicated to them, and this is
maybe me speaking out of turn.
[1:34:20]
I was already providing some diversion
money to the Cancer Support Group.
[1:34:25]
Um
>> [clears throat]
[1:34:26]
» I think nobody will deny it's a
noteworthy cause and and group, the
[1:34:30]
effort that they
uh
[1:34:32]
put forward.
But, if
[1:34:35]
my understanding is correct from what
you've indicated previously, that that's
[1:34:39]
not
a good utilization of taxpayer money.
[1:34:43]
Diversion money is not taxpayer money,
and that's why I
[1:34:47]
contribute to them.
Um
[1:34:50]
so,
she wanted me to hand these out to each
[1:34:54]
of you. This is matters for you to do
with. Do with it what you what you want.
[1:34:59]
» Okay.
[1:35:04]
All right. Thanks.
Anything else?
[1:35:08]
» I actually got a couple things.
>> What?
[1:35:12]
» Well, so one
one is on the North property.
[1:35:17]
» Uh-huh.
>> I have the as I indicated last week, I
[1:35:20]
have the completed uh three-person
appraisal
[1:35:25]
appraiser opinion of value, which
includes not only the residence, but the
[1:35:30]
uh agricultural property, and then that
final figure.
[1:35:34]
That has not been provided to
each of you.
[1:35:38]
Uh and that's
done intentionally. The only thing that
[1:35:41]
you've seen so far is the agreement that
contemplated what the scope of work was.
[1:35:47]
Just And that's for
those two out there as well.
[1:35:52]
What we're waiting on was the completed
full appraisal from Jeff Clark, which I
[1:35:56]
received on either Friday or Saturday. I
can't remember which one. It It's
[1:36:02]
probably 30
30 pages, maybe. Maybe just a little bit
[1:36:07]
less than that. That That has been
completed. So,
[1:36:12]
now we're at the stage where
you need to figure out how you want to
[1:36:17]
move forward.
Um
[1:36:21]
You You probably need to consider
setting a a reserve then
[1:36:26]
um because I have the advantage of
having the the documents to
[1:36:30]
to talk about, I think,
for
[1:36:34]
purposes of setting
sort of the structure on how you want to
[1:36:39]
move forward.
You may consider
[1:36:44]
uh
It It may be something that we need to
[1:36:47]
talk about
as a consultation with with your
[1:36:51]
attorney to move forward. We don't have
to do that right now. You can maybe chew
[1:36:56]
on that and then
from there,
[1:36:59]
all of the all of the information at
some point will have to be disclosed.
[1:37:04]
But, right now, so that somebody does
not have a competitive advantage to move
[1:37:09]
forward, um
because that
[1:37:13]
you want this to be just like anything
else and you've done this before.
[1:37:18]
You go back in time when you were
uh
[1:37:22]
selling other property, you came up with
a
[1:37:25]
a
a a figure
[1:37:28]
and that figure, for for this purpose,
you need to set up
[1:37:34]
your your reserve
and you don't want that reserve
[1:37:38]
disclosed publicly because if all you're
going to do is set a reserve and do it
[1:37:42]
publicly, then you might as well just
say here's what what your figure is
[1:37:46]
because if it goes out to
an auction or on the market, then
[1:37:51]
somebody already knows what your what
your bottom line is. So, that that's
[1:37:56]
sort of the the point of that, but you
need to know
[1:37:59]
sort of what you're working with and
what you have uh regarding these
[1:38:03]
appraisals. The appraisal is
[1:38:07]
a benefit to
you as a board so that it doesn't look
[1:38:10]
like from the outside looking in, maybe
it will anyways, I don't know,
[1:38:15]
um
that you just pulled a number out of the
[1:38:17]
air. It actually is a number that has
been that is by professionals in that
[1:38:23]
industry who
uh came up with the those numbers. So,
[1:38:27]
then somebody wants to assign blame or
scrutiny to you later on down the road,
[1:38:32]
then
it's
[1:38:34]
the [clears throat] these are figures
that are used in the courtroom. These
[1:38:37]
are figures that are reasonable and uh
would withstand that that scrutiny if it
[1:38:44]
comes.
Benefit to the board, so that's it.
[1:38:48]
That's number one. Number two,
I have two
[1:38:52]
um
executive sessions that I need to
[1:38:55]
request. One
is I need to provide you an update
[1:39:00]
regarding
ongoing litigation against the county.
[1:39:04]
Um
that's number one. Number two
[1:39:08]
would be similar except for in case
potential litigation against the county.
[1:39:13]
And those are two
issues that I'm not going to talk about
[1:39:18]
in the open. You need to be
um advised of what what's happening
[1:39:22]
regarding each scenario.
>> I will.
[1:39:27]
» This one e- each of them 10 minutes.
>> Before we do that, real quick, can she
[1:39:33]
call?
Do you have enough
[1:39:37]
update on uh wholesale 12?
>> Yeah, I think
[1:39:40]
» It's short update.
>> Okay, it has to be long.
[1:39:43]
» Yeah, I have to be.
You want
[1:39:45]
» give that to us real quick before we
move into this other stuff. Maybe also
[1:39:49]
» Um last Wednesday I went up and
took her letter took letter up to him
[1:39:54]
talked to him and it was it was very
well received. Um they have the same
[1:39:59]
basic philosophy that we do we need to
secure water out of Mountain Reservoir
[1:40:03]
for the to secure future public water
supply 12 in the region.
[1:40:08]
They're very much willing to
press forward. They're in the middle
[1:40:11]
they want to send a letter back with
support uh for a mutual meeting.
[1:40:16]
Richard Hines their lawyer will be
reaching out to Wade to talk about the
[1:40:19]
legal issues we need to get worked out.
The only worry they have is the same one
[1:40:23]
we did is making sure that we all agree
on the verbage so no uh future
[1:40:27]
commission or board water board have to
worry about what we've done.
[1:40:32]
So but it was it was terrifically
received. So
[1:40:35]
uh they did receive a little update as
far as what it would look like the
[1:40:38]
general outline
from Men West and Engineering. Uh I'll
[1:40:42]
be working with Jenny to work with them
to bring them the information back up so
[1:40:46]
we can give you that same same
information so people see we can keep
[1:40:50]
everybody on the same page.
Any questions?
[1:40:54]
» Very good.
>> Oh no it was it was terrific. It was
[1:40:58]
really up beating.
>> I appreciate the update.
[1:41:02]
» [clears throat]
>> Thank you.
[1:41:03]
» Thanks Carl.
[1:41:07]
» Okay.
[1:41:10]
Move back to executive session.
You said 10 minutes, right?
[1:41:15]
» 10 minutes for each.
>> I would entertain a motion to enter into
[1:41:20]
executive session
uh for 10 minutes to include each of the
[1:41:25]
commissioners and county council at Wade
who second
[1:41:29]
to discuss matters deemed privileged in
the attorney-client relationship
[1:41:34]
regarding legal advice
uh regarding ongoing litigation against
[1:41:39]
county under the Kansas Open Meetings
Act
[1:41:42]
KSA 75-4319
B2
[1:41:48]
and to resume in the commission chambers
at
[1:41:53]
uh
11:05.
[1:41:56]
So
>> Second.
[1:41:58]
» Parker moved.
>> McCrary seconded.
[1:42:03]
» Any discussion?
All in favor, say aye.
[1:42:06]
» Aye.
>> May oppose?
[1:42:08]
» Passes 5-0. So
we return at 11:05.
[1:42:19]
» And I'm just making you give us some
I'll just make you give us a couple
[1:42:22]
minutes more.
>> Oh, okay.
[1:42:24]
» Yeah, good idea.
[1:42:28]
» No action taken following that executive
session.
[1:42:34]
We'll get a enter I'd entertain a motion
to enter into executive session for 10
[1:42:39]
minutes
to include each of the commissioners and
[1:42:42]
county counselor Wade Due II to discuss
matters deemed privileged in the
[1:42:46]
attorney-client relationship
regarding legal advice
[1:42:51]
uh regarding potential leak litigation
against county under Kansas Open
[1:42:56]
Meetings Act KSA 75-4319
B2
[1:43:02]
to resume in the county in the
commission chambers at
[1:43:09]
» 11:18
>> 11:19
[1:43:14]
11:19
>> I'll move.
[1:43:17]
» Oh, did you move?
>> No, I I moved.
[1:43:20]
» So McCrary moved, Parker seconded.
Any discussion?
[1:43:25]
All in favor, say aye.
>> Aye.
[1:43:26]
» May oppose?
>> Passes 5-0.
[1:43:34]
» Yes, at 11:19.
[1:43:50]
» Back in open session.
No action taken [clears throat]
[1:43:54]
following that executive session.
[1:44:06]
Do you have anything else on the round
table waiting for me to do?
[1:44:10]
» I I think [clears throat] we may
>> [cough]
[1:44:13]
» after a while may go ahead and
do the attorney client
[1:44:19]
concern
up north.
[1:44:22]
» Okay.
I'm going to go and
[1:44:25]
see if I can get the documents from Palm
on the
[1:44:28]
the water softener so that can
can re-advertised.
[1:44:34]
And just so you know, I mentioned last
week the issue regarding the the air
[1:44:40]
handler and actuators and updates.
The estimate came in under $10,000.
[1:44:49]
So
[1:44:51]
I plan on
going ahead and giving the green light
[1:44:55]
to to make that happen.
Otherwise, if you don't do that
[1:45:02]
somewhere in the very near future is a
$250,000
[1:45:06]
uh replacement and this [clears throat]
will extend the life of what you have
[1:45:10]
currently. So
[1:45:13]
» That's good.
[1:45:18]
» Okay. Tom, do you have anything?
>> Yeah, um
[1:45:22]
I think this is doing budgets and stuff
and everything. I
[1:45:25]
would like some time
maybe guys are in and care or anything.
[1:45:30]
An update from
the jail and sheriff's department on how
[1:45:34]
much money we're taking out of the
federal prisoners. That was supposed to
[1:45:37]
offset and then on the bond issue, see
where we're at.
[1:45:41]
What we're going to have to decide to
come up with money for payment if
[1:45:45]
anything's being made towards that yet.
[1:45:50]
Just being updated a little bit on that.
Kind of help us
[1:45:54]
I was thinking about that last week
myself and
[1:46:01]
Well, I mean since he switched switched
to Benchmark, wasn't that just to save
[1:46:07]
quite a bit of money?
the kitchen. Yeah.
[1:46:09]
» Yeah.
>> Yeah, there was a lot of money
[1:46:12]
» [clears throat]
>> Yeah, that's $13 a meal that
[1:46:17]
every or whatever it was. I had those
figures.
[1:46:20]
Yeah, so.
[1:46:27]
» All right.
>> You got anything on the top?
[1:46:30]
» I think that's all I got.
>> All right, okay.
[1:46:32]
» Uh only thing I've got, uh Darren did
get back with me and the tenant at the
[1:46:37]
airport is willing to go ahead and lease
that at the rate. I don't know if we may
[1:46:41]
have to get more definite definite
acreage. 25 to 55 acres was his initial
[1:46:47]
thought. So,
when we get that, I suppose we'll need
[1:46:50]
to
give those something in the contract as
[1:46:53]
far as
[1:46:56]
Just what I had in mind.
That's all I got.
[1:47:01]
» Okay.
>> Mike?
[1:47:03]
Only thing I really got was same thing
kind of Wade's talking about the
[1:47:07]
airport, that industrial park and then
Heidi said it's progressing pretty good,
[1:47:11]
the platting of it.
Um here's She talked to me
[1:47:16]
a couple weeks ago
and
[1:47:20]
apparently the architect or engineer,
whoever plotting it out wanted to name
[1:47:25]
for that subdivision.
So, I think preliminarily
[1:47:30]
the name Prairie Grass Industrial Park
was established for that little airport.
[1:47:37]
And then she hit me up last week about
naming the road because she had asked
[1:47:41]
name for the road so EOC could issue
calls addresses for each one of them.
[1:47:47]
And I sent her back a suggestion of
Meadowlark Street or Meadowlark Lane.
[1:47:54]
» Would it tie Could it tie into Meadow?
>> Or to Meadowlark Lane?
[1:47:57]
» It doesn't have
>> So, I didn't know if you
[1:48:00]
» It's [clears throat] small.
>> Yeah.
[1:48:03]
» Yeah, that one's over to the east, so.
>> But it sounds like it's progressing
[1:48:08]
pretty good. That ought to be It'll be
pretty quick.
[1:48:10]
» Good.
>> So.
[1:48:12]
» Cuz this has been going on for like a
about a year.
[1:48:15]
» About a year.
>> Yeah.
[1:48:17]
» Good deal.
>> Yeah.
[1:48:18]
» Good.
>> Yeah, it's almost the park will have
[1:48:20]
legal descriptions for those building
sites and
[1:48:23]
» Good.
>> an official industrial park.
[1:48:25]
» Good.
>> So.
[1:48:26]
» By the county.
>> And we've got some infrastructure
[1:48:28]
already out there, so that's a good
thing.
[1:48:30]
» Yeah, he's working towards the water.
>> Yeah. Yep, that's the next big obstacle.
[1:48:36]
» Okay.
>> Sounds good.
[1:48:38]
» Steve?
>> Yeah, the only thing I've got I've
[1:48:41]
» [clears throat]
>> I would like to make a motion to appoint
[1:48:46]
Jody Thomas
to fill the position
[1:48:50]
» Oh, I'm sorry. Let me guess somebody
else.
[1:48:53]
» She just left. She just left.
[1:48:59]
» She does
>> Poke your head in there and see if
[1:49:02]
» And she's from
>> Are any of them
[1:49:04]
» I don't know.
>> Somebody that
[1:49:06]
Everything good? Has keyboarding skills
like I talked about.
[1:49:19]
» [clears throat]
>> Thank you.
[1:49:23]
» That's all right.
>> I'm sorry, Andy.
[1:49:24]
» That's all right.
>> [clears throat]
[1:49:28]
» Steve has a motion he wants to make.
>> I'd like to make a motion to appoint
[1:49:33]
Jody Thomas
to the position of
[1:49:41]
Coffee County Hospital Board
to fill or to uh fill out the position
[1:49:47]
» on the expired term.
>> On that expired term as of 12/31/26.
[1:49:54]
Does that sound right?
I posted it online.
[1:49:59]
» I think so.
>> On expired term.
[1:50:04]
» As of 12/31/26.
>> Yes.
[1:50:09]
Immediately.
>> Yes.
[1:50:11]
So, what is that? 6 months? Yeah, that's
6 months roughly. [clears throat]
[1:50:14]
» On an expired
term.
[1:50:18]
Expiring
[1:50:22]
12/31/26.
Oops.
[1:50:26]
Okay, we're good.
>> Expired December 31st, 2026.
[1:50:36]
And that's the only one open on that
board, isn't it?
[1:50:38]
» Yeah, that That'll That'll come back.
So.
[1:50:41]
» And that's forward.
>> Last 6 years.
[1:50:43]
» So, you're making
I'll second that.
[1:50:45]
» Oh, yes. Yes, wait.
>> I'll I'll second.
[1:50:57]
» Days so.
[1:51:01]
Any discussion on that motion?
[1:51:06]
All in favor, say aye.
>> Aye.
[1:51:08]
» Anybody oppose?
Passes
[1:51:17]
Now, that's all I got.
Have we
[1:51:21]
officially been notified about the
planning board?
[1:51:25]
» Yeah.
>> So, we got around this way.
[1:51:27]
» a
letter of resignation. I guess that's
[1:51:30]
what pushed by them.
>> [clears throat]
[1:51:33]
» Okay, so we have one
vacancy again on the planning board.
[1:51:39]
» And there's
a new
[1:51:41]
applicant.
>> Applicant.
[1:51:42]
» I got paid also this week.
>> Yeah.
[1:51:45]
» I say see if we can interview the
applicant next next meeting.
[1:51:49]
» Okay.
>> And uh
[1:51:54]
That's what we
[1:51:56]
Cuz I don't see any reason to go out
[1:52:02]
advertise any longer on that cuz that's
already been out quite a bit.
[1:52:06]
» Yes, it's been out there a while.
>> We did interview two other people plus
[1:52:11]
we'll have one next week.
If anybody else applies between now and
[1:52:16]
then.
[1:52:24]
Anything else, Steve?
>> No, I don't have anything else.
[1:52:26]
» Um
I don't have anything additional to add.
[1:52:33]
Wade is uh
[1:52:38]
trying to gather up something so we can
make a motion on the water softener
[1:52:42]
again and then
probably also
[1:52:47]
discuss something more further.
>> But in the meantime, we can look at
[1:52:51]
budget stuff, I guess.
Oh, Angie, I never asked you if you had
[1:52:56]
any ideas.
>> Um I don't believe I do right now. Uh
[1:53:05]
We are missing a few budgets,
not very many, but um one of the
[1:53:09]
hardest. So I don't know if we submitted
those, but
[1:53:12]
we'll just do what we can and and we'll
[1:53:17]
make sure that we get any changes or
whatever.
[1:53:22]
And I can mark things down.
>> How about the
[1:53:29]
Oh, hopefully
Andy, do you have anything you want to
[1:53:32]
say?
Any comments?
[1:53:34]
» Sure.
[1:53:37]
And you made notes.
>> Oh, you actually have something?
[1:53:40]
» Yes.
>> I was just going to I just thought since
[1:53:43]
you're there, I'd ask.
>> Okay.
[1:53:45]
» Sorry.
>> It's all right.
[1:53:46]
» Yes, you like Mark Twain said, "If you
get what you ask for, you might get it."
[1:53:51]
» Yeah, so what you got?
>> I'm just going to go back to
[1:53:54]
having been a recent recent patient out
here at the hospital and also worked a
[1:53:59]
few years in health care. The billing
question thing we were talking about uh
[1:54:04]
I was reading the paper
the other night and there were like four
[1:54:09]
columns of 10
filings in the court system for overdue
[1:54:14]
bills. That's the
>> [clears throat]
[1:54:16]
» a hassle that every small hospital that
I ever worked at, which was Concordia,
[1:54:20]
Parsons, Iola,
everybody has that issue. So that's part
[1:54:26]
of what they're fighting with the
billing problems there is that they have
[1:54:30]
a whole bunch of self-pay, no-pay
people.
[1:54:34]
You know,
I had my stuff done in really April and
[1:54:40]
already have my bill
and they were very helpful at the
[1:54:43]
billing office. So I was surprised
because I'd heard yes, all the stories
[1:54:48]
about it that I needed to set up a
payment system since with no income I I
[1:54:53]
couldn't get paid check for a while. But
but they were very helpful and got me
[1:54:59]
with the people I needed to be. So I
think things are better, they're not
[1:55:02]
perfect by any means, but uh I think
there's been a lot of improvement with
[1:55:07]
the current CFO billing system. I
the bill, when I look at it, it's
[1:55:14]
doesn't provide a lot of information
that I'd like to see there as a previous
[1:55:18]
practitioner, but as far as details
>> Details, yes.
[1:55:21]
» He They talked about that the last
meeting I went to, and if you were to
[1:55:26]
call up there and speak correctly, they
will give you a MRI
[1:55:30]
» I didn't get a bill
>> Right.
[1:55:31]
» I found a request, yes, that's right.
[clears throat]
[1:55:34]
» But most bills most bills will have that
detail in it and you don't have to go
[1:55:39]
making extra efforts to track them down,
but uh
[1:55:43]
good point though. Okay. Um so
>> And that was And that was brought up at
[1:55:47]
the last meeting on on on the Catholic
board
[1:55:50]
» The board meeting, yeah.
>> Yeah.
[1:55:52]
» Good. Okay. Yeah, that was where my only
thoughts as a follow-up of my speaking
[1:55:57]
for myself like Steve, you know, having
dealt directly with
[1:56:00]
» And I said St. Luke's and I realize
that's a larger hospital, but I I guess
[1:56:03]
my point was was that if if
it's like that, it seems like in every
[1:56:09]
» Every All hospitals
>> All hospitals
[1:56:11]
» In the smaller hospitals in general, all
suffer with a high number of people with
[1:56:15]
no insurance.
>> Yeah.
[1:56:17]
» And you know, I worked for about 8 and
1/2 years helping at a clinic up in
[1:56:20]
Shawnee Kansas.
You know, you think of Johnson County as
[1:56:23]
affluent
>> Uh with the
[1:56:25]
» as it is, a clinic it is still there.
I'm just not there.
[1:56:29]
Um that was for people with no or poor
insurance. For $40 a visit, they could
[1:56:35]
come in and see a practitioner for
health care. And And but they had to
[1:56:39]
pay, you know, had to pay the bill.
>> Because if you go into emergency room, I
[1:56:43]
mean
>> You're looking at $1,000 or more or more
[1:56:46]
or several thousand.
>> And they've got And they've got to
[1:56:49]
They've got to take care of that person.
>> Yeah, they have Yeah, because of the
[1:56:52]
HIPAA requirements and all of the you
know, you've got to provide care or you
[1:56:56]
can't turn HIPAA away. Anything else?
Well, that was my
[1:56:59]
» of the things I thought of.
>> Okay.
[1:57:02]
Careful what you ask for. That's
>> Thank you.
[1:57:05]
» Yeah, Mark.
>> I'm kidding.
[1:57:08]
» No, he was just making us aware
She
[1:57:13]
She went and talked to him before the
meeting and and he is making
[1:57:19]
some kind of determination that
non-taxpayer funds
[1:57:24]
» Okay.
>> So, going through this budget stuff.
[1:57:32]
» So, on the wage increase
you guys did not
[1:57:36]
We you had it in there last year, but we
took it out because we were trying to
[1:57:40]
get
reduced
[1:57:42]
» Okay.
>> things down. So, I went ahead and put it
[1:57:44]
back in
but you can remove it if you choose.
[1:57:48]
So, that's why it's back there.
[1:57:54]
» But that has to come from somewhere, so
>> Right.
[1:57:58]
» Is that something we want to wait for a
draft to come through with her study?
[1:58:04]
They'll come They'll They'll probably be
after the auditor, so
[1:58:08]
So, we'll be doing the audit doing the
budget stuff before the draft.
[1:58:13]
» Okay.
>> We'll just have to anticipate I don't
[1:58:16]
think it'll make that big a difference
anyway.
[1:58:20]
So, the commission and nothing in the
spring
[1:58:22]
» I reduced it a little bit just because
I'm looking at
[1:58:28]
what happened then. I felt like I could
take it off a little bit.
[1:58:31]
» Okay.
>> If you want to put the wage the same
[1:58:34]
» Yeah, so we're
[1:58:38]
we're down, so
>> That's good.
[1:58:43]
» Any questions on the commissioner part
of it?
[1:58:49]
» This is for general wage increases.
>> That's just for the budget for missions,
[1:58:55]
including
all the other stuff you see there, but
[1:59:00]
advertisements,
fuel,
[1:59:04]
uh
[1:59:07]
lodging, leases, personal services after
the year.
[1:59:12]
» [clears throat]
>> Wages, training expense.
[1:59:16]
We don't have a whole lot.
[1:59:22]
JSD
[1:59:26]
So, that's up
a thousand.
[1:59:30]
» Yeah.
[1:59:35]
» I assume a lot of that has to do because
of
[1:59:41]
number three.
Maybe insurance costs.
[1:59:44]
» Insurance.
>> Uh insurance.
[1:59:47]
» Utilities, maybe. I don't know.
[1:59:51]
» We're planning to replace some fixtures
and do garage door work in
[1:59:55]
2027.
[2:00:12]
Any questions there or anything?
[2:00:20]
» And Jay, I think I asked you sometime
about the utilities.
[2:00:24]
When was the uh I mean uh
>> Oh.
[2:00:28]
Oh.
>> Uh
[2:00:30]
» Didn't I give that to you already?
>> The evaluation?
[2:00:34]
» The evaluations on on utilities.
>> That just came out not long ago, didn't
[2:00:37]
it?
>> Yeah, I thought I gave it
[2:00:38]
» I'll get it to you.
>> Maybe I didn't. I'm sure I did.
[2:00:41]
» I I I haven't seen it.
>> You know?
[2:00:44]
» Uh
>> I could have just all We have them.
[2:00:48]
» Oh, wait. Okay. I didn't know if that
was later on.
[2:00:50]
» 1st.
>> Do you have your season then?
[2:00:52]
» Oh, yeah. Um and I think Bruce
I don't know.
[2:00:57]
I think we just kept on rolling.
>> [clears throat]
[2:01:02]
» Yeah, that's what I was
[2:01:05]
» Um
>> I couldn't remember if it came out the
[2:01:07]
last year or
>> Well, it's
[2:01:10]
» July.
>> When you first put in the position and
[2:01:13]
Casey, I think we might have missed
getting that for the first time.
[2:01:18]
No big deal, though.
[2:01:28]
» So, in the clerk's office, yeah, the
increase $4,100.
[2:01:34]
» Yeah.
[2:01:37]
» Is there anything specific on that?
>> No, just
[2:01:42]
any increases or steps or
>> salaries.
[2:01:45]
» Yeah.
[2:01:51]
» Any questions, sir?
[2:02:01]
Election department.
[2:02:05]
» So, I just want you to know that
not next year, but the year after
[2:02:14]
our software for our election system is
going to increase dramastically.
[2:02:21]
Our our contract we've had with ES&S has
been in place for a number of years and
[2:02:27]
we were informed that that is going to
be expiring.
[2:02:31]
So,
we will see some big numbers coming for
[2:02:35]
that. And the the state covered a lot of
the cost last time, but now they're
[2:02:39]
going to be
putting it on us.
[2:02:42]
» For 27 or for 28?
>> Uh 28. So,
[2:02:46]
I just [clears throat] want to kind of
just put it in your mind
[2:02:48]
» Sure.
So, no state help?
[2:02:51]
» Not Not I don't know if we'll get any at
all.
[2:02:55]
If we do, it will be very minimal.
[2:03:09]
» And then precinct is just basically
personnel.
[2:03:14]
The personnel services
on the election in the end.
[2:03:25]
Any questions, sir?
[2:03:29]
» Yeah, you're good.
>> Treasurer.
[2:03:41]
Election precinct there
[2:03:48]
How do you do this quicker? Pay that
balance.
[2:04:01]
10,816.
[2:04:09]
I got
12,660.
[2:04:14]
The last year's budget.
>> 11,000.
[2:04:18]
» 12,660.
>> On the treasurer?
[2:04:23]
» Yes.
>> Last year's 370s 716.
[2:04:28]
This year 381 576.
>> I got 10,860.
[2:04:34]
» That's treasurer.
>> 381 576. Okay, I'm I was having a little
[2:04:39]
moment with that.
[2:04:52]
» Contracts will actually went down.
Capital outlay went down and personal
[2:05:00]
services went up so
[2:05:06]
» [clears throat]
>> Any questions, sir?
[2:05:12]
» [snorts]
[2:05:15]
» We have Chamber of Commerce.
[2:05:27]
» Same.
>> Same on that.
[2:05:33]
Well, what's it the same?
>> Chamber.
[2:05:35]
» Yeah, 150 for the
>> 150.
[2:05:39]
That's one with the
The number was more last year but uh
[2:05:46]
I think it's the way they filled out the
form.
[2:05:48]
» Yeah.
[2:06:24]
» Any questions on the Chamber?
[2:06:28]
» I mean we don't have a little Chamber
set thing right now.
[2:06:37]
» Stephen,
wait.
[2:06:40]
In the past, I just want to know that
you were talking about the tourism and
[2:06:46]
part of that up to possibly five.
>> In the past, it's some of the chamber
[2:06:53]
comes from tourism.
[2:06:57]
» Do you recall that?
>> I'm sorry, I don't.
[2:07:01]
» But I mean, it wouldn't be a very big
chunk if it did, but but I didn't know
[2:07:05]
if that
[2:07:09]
» Mark, I can't remember.
Oh, well. It's just
[2:07:13]
Sorry.
[2:07:16]
Yes.
[2:07:19]
» [clears throat]
>> Ask that what Ask that again.
[2:07:23]
» In In the past, I mean, several years
ago,
[2:07:26]
I didn't know if
part of the the chamber
[2:07:32]
budget budget some of the county funds.
I didn't know if some of that came from
[2:07:36]
the
bed tax.
[2:07:42]
» I don't know because the chamber just We
just started supporting the chamber like
[2:07:46]
2 years ago, 3 years 2 or 3 years ago.
>> I can't uh
[2:07:52]
Yeah, I can't remember.
>> Yeah, I don't want to
[2:07:55]
I don't want to take anything away from
the tourism and you know, what I'm
[2:07:59]
getting cuz
>> I think we're going down the right
[2:08:02]
direction.
>> I agree with you on that right now.
[2:08:05]
» [clears throat]
>> Mark, I can't remember.
[2:08:07]
» Okay.
>> So, this
[2:08:10]
this year
>> Up?
[2:08:11]
» Mhm.
[2:08:15]
» That's good to hear.
>> Yeah, that's good to hear.
[2:08:17]
» Yeah.
[2:08:19]
» It had been down. [clears throat]
>> It was
[2:08:21]
3 years ago that it was
>> dropped a big
[2:08:24]
» dropped a chunk.
>> You a big chunk.
[2:08:26]
» Yeah.
>> Okay, Kansas legal Sorry, I'm probably
[2:08:30]
way behind you guys, but legal services
500 increase.
[2:08:35]
That's probably a
No problem.
[2:08:39]
» Yeah.
>> That was tied
[2:08:41]
» Yeah.
>> Anybody has any concerns?
[2:08:44]
» Yes.
[2:08:48]
» Are we Are we lacking the
>> Yeah, we have those two.
[2:08:53]
» Oh, we're lacking Kaylee Kemp.
>> He said
[2:08:55]
» Yeah, he said that he
>> He doesn't do with him not about that,
[2:08:58]
but in the discussion he said he was
about that at that time.
[2:09:01]
» Yeah.
>> Okay.
[2:09:03]
Register of deeds.
[2:09:09]
» Yeah, I know she has an little bit of an
increase.
[2:09:14]
So, there'll be
some possible changes coming in that
[2:09:17]
area at some point.
So.
[2:09:20]
» What Which one is that?
>> 11.
[2:09:22]
» 11.
10,000. [clears throat]
[2:09:25]
700.
>> Yeah, that's right.
[2:09:29]
» Which
is not huge in the magnitude.
[2:09:33]
All right, good. [snorts]
[2:09:39]
I would say that
the majority of these increases are
[2:09:42]
personal services.
>> Yeah.
[2:09:53]
» I might get that.
[2:09:57]
So, wellness program.
[2:10:02]
Yeah, this is wellness for this year.
>> Okay, no. No.
[2:10:08]
We need to remove that one. There won't
be one there.
[2:10:11]
» Okay.
>> We had a department in general, we moved
[2:10:14]
it back to its own fund so Amelia could
monitor that. So, that one will come
[2:10:19]
off. You You draw a line through that on
your index.
[2:10:22]
» No.
>> Yeah.
[2:10:24]
» And wellness number
>> General family law.
[2:10:26]
» Chapter 12.
>> [clears throat]
[2:10:30]
» The 13th District Court.
[2:10:37]
Municipal Court.
>> Never good.
[2:10:39]
» Writ of habeas corpus.
>> What?
[2:10:43]
» District Court you guys really can't do
anything about.
[2:10:57]
» Thank you.
>> Thank you, AJ.
[2:10:58]
» I gave you all
>> All right.
[2:11:00]
» 25 and
>> 26. Thank you.
[2:11:02]
» Now, you can see
[2:11:09]
» So, it went up about 23 million.
>> Yep.
[2:11:16]
Nothing there.
[2:11:32]
Yeah.
[2:11:35]
» So, scratch 12 and
>> Yeah.
[2:11:43]
» District Court.
Mhm.
[2:11:50]
So, District Court
>> went up $47.
[2:11:54]
» History $47.
Yeah.
[2:12:00]
» That's non-qualifiable.
[2:12:04]
I don't have any more.
[2:12:10]
What is this?
[2:12:13]
Mhm.
[2:12:19]
» Okay.
[2:12:26]
» So this wing, this chapter you have
asphalt, you have
[2:12:31]
equipment.
There's three pages.
[2:12:37]
But there's like two budgets.
And this is that extra
[2:12:42]
department in general that burden bridge
uses for
[2:12:49]
» Asphalt unchanged.
Oh, I guess that is.
[2:12:53]
Two and a half million.
[2:12:58]
Equipment maintenance 50,000.
[2:13:20]
It'll be okay with the
asphalt and equipment.
[2:13:25]
I wouldn't send for you crazy here.
We're not saying these are set in stone
[2:13:30]
that we're okay with. We're just looking
at them. We're looking at them right
[2:13:33]
now.
We have any questions or whatever. This
[2:13:36]
is the time that we're going to have
some cuz everything seems to be going
[2:13:39]
up.
>> Yeah.
[2:13:40]
» And we're going to have some questions
or I'm going to have some questions on
[2:13:45]
» I'm keeping everything in mind.
But the cost of doing business is not a
[2:13:49]
problem.
I mean, D, I know that.
[2:13:51]
» Well, I'm just saying
>> But I'm saying also we took a butt
[2:13:54]
kicking with the people about their
increased prices.
[2:13:57]
» Of their taxes.
>> I know that, but I'm just saying that
[2:14:00]
the cost of cost of doing business
continues to
[2:14:03]
» I understand that. I'm not a dummy.
>> I know that, Todd. I didn't say that.
[2:14:10]
» So well, basically, if we have any
questions now on anything, then we'll go
[2:14:14]
ahead and go back. Well, bring bring
them in here before the auditor comes on
[2:14:19]
the 13th of July.
Try to get our answers
[2:14:24]
any questions we have answered before
then.
[2:14:27]
And then then when we work with them,
then we'll have to figure out
[2:14:31]
Hopefully hopefully we don't have to
work too hard.
[2:14:34]
» And and it actually would be helpful if
there's one you have a question on now,
[2:14:38]
I can mark it
so we can go back to it. That would be
[2:14:42]
helpful because otherwise we're just
you're kind of telling me
[2:14:48]
okay on this one, okay on this one.
Doesn't mean it's set in stone cuz it's
[2:14:52]
not set in stone until the auditor gets
here, but
[2:14:54]
» I see what you're saying.
>> It would be helpful to say, "Ah, let's
[2:14:57]
call that in later." And then I'll mark
it.
[2:15:00]
» Okay.
>> So.
[2:15:02]
» Okay, courthouse budget.
>> Okay.
[2:15:06]
So, last year
I budgeted what I budgeted because we
[2:15:11]
were going to be paying for utilities
and all kinds of things for the jail
[2:15:16]
or the law enforcement center out of
this.
[2:15:18]
And based on where we're at as of May
um is how I came up with my number for
[2:15:25]
2027.
Um
[2:15:28]
so that's that's how I came up with
that.
[2:15:34]
» So
So, the 82,000 over increase
[2:15:40]
» Yeah.
[2:15:50]
» When you said paying for the jail
>> Right. We Yeah, cuz see, we started with
[2:15:55]
the brand new building
and we had no history on how much it's
[2:15:59]
going to cost or anything to run.
>> Mhm.
[2:16:02]
» So, we budgeted what we budgeted and
based on how we've been running for the
[2:16:07]
past 5 months
is I what I projected for the rest of
[2:16:11]
this year then to come up with a number
for 2027.
[2:16:15]
» Got you.
>> I'm at 15.
[2:16:22]
» Current house general.
[2:16:25]
» Mine I don't have any county support on
this that the 82,000.
[2:16:30]
» No, no. It's the 1.8.
>> 1.8?
[2:16:33]
» Yeah, it's the difference between last
year and this year's budget.
[2:16:41]
» Last year was a guess and this is
[2:16:49]
» [clears throat]
>> four months for the different ones.
[2:17:02]
I guess basically that one.
It is what it is, I guess.
[2:17:08]
Cuz we didn't know last year for sure.
>> Yeah, cuz last year was an unknown.
[2:17:19]
» Wellness
[2:17:22]
and
>> and we gained
[2:17:23]
» Did it actually go down?
>> Mhm.
[2:17:35]
» Angie, back up 15 there.
>> Mhm.
[2:17:39]
» What else department?
>> Yep.
[2:17:40]
» On that back page it's got
insurance / loans $40,000.
[2:17:48]
Down there about halfway.
>> Mhm.
[2:17:53]
» Is that actually a loan payment?
>> I think that's what we put in there
[2:17:57]
for last year's budget.
[2:18:01]
Oh.
[2:18:05]
» Kind of goes back to what Tom mentioned
a little bit about how much has been
[2:18:08]
received for the bond team which is
going to be due for the jail.
[2:18:12]
» Right. Right.
>> So.
[2:18:15]
» And these bonds for the jail and the
courthouse were tied together or were
[2:18:19]
they separate?
>> No. Uh the bonds for the jail should be
[2:18:25]
being paid out of the
>> Sheriff's office.
[2:18:27]
» Sheriff's jail, yeah.
>> But they were issued as separate bonds
[2:18:30]
or is it one? No, it's
>> [laughter]
[2:18:34]
» Yeah, it's [clears throat] one.
>> It's just the project that's in two
[2:18:36]
phases.
>> Okay.
[2:18:41]
» Okay, that's what I was questioning if
that 40 or so of bond for the jail or
[2:18:44]
» No, cuz that's going to be like a
million dollars.
[2:18:48]
» And I had a question I asked Richard um
a month or two ago
[2:18:54]
and I was concerned about the
shortage of maybe revenue from the from
[2:18:59]
the
inmates
[2:19:01]
and he said the amount of interest that
was made on investments is
[2:19:07]
pretty good. So, I mean we ought to have
some kind of cushion there. So, that's
[2:19:10]
going to help out.
>> Yeah.
[2:19:14]
» It's good news.
That's not to say in the future things I
[2:19:19]
mean they might start
>> creating revenue.
[2:19:22]
» Yeah.
>> Yeah.
[2:19:23]
» But I don't know where we stand for sure
on the on the jail at the moment until
[2:19:26]
we get some better figures.
>> I like what Tom mentioned earlier even
[2:19:32]
though
deal with the the meals is going to be
[2:19:36]
» Yeah, but
>> make a fair amount.
[2:19:38]
» I'm just curious how that's all going to
shake out.
[2:19:40]
» Yeah.
>> Yeah.
[2:19:41]
» Yeah.
>> Should make a
[2:19:44]
» But well, speaking of this, I don't know
if you need you guys to see the Anderson
[2:19:48]
County
paper. I don't know what it's called.
[2:19:52]
The commissioner [clears throat] stepped
up and said either close the jail
[2:19:55]
» Fill it or sell it.
>> Yeah. so
[2:19:58]
if they shut it down, we're going to get
some people there, but they were
[2:20:02]
complaining about all the new
jails in the area.
[2:20:06]
» I read that.
>> They were taking people in there for
[2:20:09]
places like that before.
>> Yeah.
[2:20:11]
Is that a new jail over there?
>> Mhm.
[2:20:13]
» No, they refurbished there.
>> just refurbished it.
[2:20:16]
» Well, it's
it's been like 10 or 15 years, I think,
[2:20:20]
but they
>> Okay. I couldn't remember. There's so
[2:20:22]
many There's a lot There's a There's a
lot of new jails
[2:20:25]
» going up around, but
>> Yeah, but then they need some more.
[2:20:28]
» [laughter]
>> Oh, that's bad.
[2:20:31]
But But But they were counting on
inmates to help.
[2:20:33]
» Yeah, that's right. That's right.
>> And now I don't think there's not as
[2:20:36]
many, so
[2:20:39]
is my understanding, anyway.
[2:20:42]
So, general capital outlay
[2:20:47]
at 50,000.
>> Which way do you want?
[2:20:50]
» Uh Beach Haven, 17.
[2:20:54]
Is there a reason going up 50,000 on
that?
[2:20:57]
» Um
>> Just Just
[2:21:03]
» I'm not
[2:21:06]
sure.
>> That just That just goes into the
[2:21:10]
capital improvement fund.
>> No, it's in the general. So, like if
[2:21:14]
anything major to the building happens,
that's where we pay generally out of the
[2:21:18]
general fund capital outlay.
>> Okay.
[2:21:21]
» You put an asterisk by that one.
>> Okay.
[2:21:24]
I'll put an asterisk
I'll go back and review that one.
[2:21:31]
» I guess we'll
If it's going in that fund though, then
[2:21:36]
at least we're not committing to spend
it if that's right.
[2:21:39]
» Right. Right. No.
>> It's only 50,000, too.
[2:21:42]
» Yeah.
>> Cuz that fund is we depleted in the
[2:21:44]
» Is that fund that
We depleted it somewhat.
[2:21:47]
» Yeah. Right. Right.
>> Oh, yeah, it is. That's right.
[2:21:51]
» What?
>> you for reminding me, Steve.
[2:21:54]
So,
we [clears throat] used to budget like a
[2:21:56]
million something in this one, 1.25.
>> For capital outlay, and then we would
[2:22:02]
transfer out to the capital improvement
plan.
[2:22:05]
And I thought I would maybe increase it
a little because you still need to fund
[2:22:08]
that plan. We've got to keep that that
plan funded.
[2:22:12]
» Because that particular one has been
deleted.
[2:22:14]
» Yes.
>> So,
[2:22:15]
» Yeah. We didn't have it in 2025. You
guys took it completely out because we
[2:22:20]
have
>> trying to keep things down.
[2:22:22]
And then last year we put 750, and I
thought, "Well, maybe I'll just bump it
[2:22:26]
up a little bit." And then that's what I
>> are we doing in it as of now?
[2:22:31]
» As of the capital improvement plan?
We're we're going to fall short if we
[2:22:34]
don't
over the next few years keep trying to
[2:22:37]
put more money in there. Yeah, I've got
I can pull that plan up.
[2:22:41]
» We're pretty close then.
>> Yeah.
[2:22:44]
» [clears throat]
>> Yeah. And I I've kind of planned it out
[2:22:49]
for 7 years instead of the five because
I like to pull it up a little bit more
[2:22:55]
looking at that plan.
>> Mhm.
[2:22:58]
» I don't know.
I got I can pull it up here.
[2:23:00]
» Do you have this
>> fund sheet? Did you have that still?
[2:23:04]
» [clears throat]
>> Mhm.
[2:23:06]
» What's what in this one again?
>> I haven't gotten to
[2:23:09]
» 5.7
or something.
[2:23:13]
» Yeah, there's
[2:23:17]
5.7
and
[2:23:27]
that'll fund it for
[2:23:43]
still about 2028. That's 3 years.
>> That's 5.7.
[2:23:52]
» So, we really need to focus on
getting some money in there.
[2:23:57]
So, we're not even funded for 5 years
right now.
[2:24:07]
» Okay, that's 19
[2:24:14]
16
Oh, 18. It was unchanged. Sorry.
[2:24:24]
Tech training equipment.
[2:24:29]
» Next one's Conroy 8. Conroy 80.
>> Oh, that's what it is. That's what it
[2:24:35]
is.
[2:24:50]
Is this Conroy Associates
[2:24:54]
They've got somebody else in there now
that's
[2:24:58]
that's managing but he's still
[2:25:01]
He just got He's still still uh He had
that all in his own.
[2:25:07]
God, I think it's still ongoing.
>> Okay.
[2:25:09]
» That There's new There's new uh
[2:25:15]
Conroy was
acting
[2:25:18]
uh [clears throat]
director there.
[2:25:20]
He's still the treasurer but they've got
someone else in there that's that's
[2:25:25]
that's that's acting in there.
Uh
[2:25:42]
» When you do this, they're requesting the
same as last year.
[2:25:45]
» They're coming back to you guys, yeah.
>> Yes, that's what I'm
[2:25:49]
interpreting so far.
[2:25:54]
» [clears throat]
[2:25:57]
» Without saying too much, I think that
>> We're still playing some catch-up.
[2:26:01]
» It's in the process.
>> It's in the process, so
[2:26:04]
I guess what I'm saying is that that
budget appears to be on down here.
[2:26:11]
» Correct. I mean, it's
Or that's my feeling on it.
[2:26:18]
» So
[2:26:21]
So there's several different requests
within this, right? I mean, there's one
[2:26:25]
for each each of the senior centers,
there's one for East Central
[2:26:30]
Kansas area aging senior on aging.
>> Right. They
[2:26:34]
The Council on the Aging
take the budget request from the
[2:26:38]
different entities, and then they
present that as
[2:26:43]
» That one sheet on
>> That one sheet on the back, and then
[2:26:45]
they disperse that and then they
disperse that out to
[2:26:49]
» Each each individual
>> Each individual.
[2:26:52]
Isn't that right,
Andy?
[2:26:54]
» Yes.
>> The aging
[2:26:57]
Council on the Aging is the
main entity, and then they sub
[2:27:01]
They
>> Well, we pay them that 50,500.
[2:27:06]
And then we pay Burlington
>> Right. Right. Right.
[2:27:15]
» So which has them all totaled, the
Central Kansas or is there something
[2:27:19]
else that has them totaled together?
>> Uh it's the second page.
[2:27:24]
It's the second where she totaled all
the
[2:27:27]
cities.
And then
[2:27:30]
East Central is separate, so it's 50,500
and then the 68,455, which is a total of
[2:27:36]
118,955.
[2:27:39]
» And
I mean maybe I'm wrong.
[2:27:57]
Oh, 11.
[2:28:07]
17
100,000
[2:28:12]
80,000
>> So, on the very front page is
[2:28:17]
uh has my name and Sewer Genie.
And the second page shows county support
[2:28:22]
request.
>> Right.
[2:28:24]
» And that's what we're looking at. Do you
not have that?
[2:28:28]
» Yeah, there's a lot of pages in there.
>> I know, cuz she put them all in there.
[2:28:31]
» That's the only one I've got.
>> That's what?
[2:28:34]
» That's total money into the AG. It's not
on there.
[2:28:37]
» No, that's that's just for the city.
>> Senior centers.
[2:28:40]
» So, that's 68,055,
exactly.
[2:28:43]
And then the last four pages
in that packet is the Council on Aging
[2:28:50]
and Nutrition.
[2:28:56]
One's for 25,005 and one's for 25,000.
>> Okay.
[2:29:01]
» And we gave the 50,500 to Ottawa.
The East Central Aging. They they
[2:29:08]
distribute the food.
>> Right. They distribute
[2:29:10]
» And there was an issue with the food a
long time ago, so that's why it got
[2:29:13]
separated. [clears throat]
>> I see.
[2:29:15]
Is this a Meals on Wheels program?
>> Yes.
[2:29:17]
» Yes, and then the
uh
[2:29:19]
what they
uh they have a different uh
[2:29:22]
sites in the county and they'll pick up
provide meals
[2:29:27]
this uh
on specific days.
[2:29:31]
So, as far as the East Central Kansas
Area Agency
[2:29:43]
Those budgets are unchanged from last
year, right? The nutrition and the
[2:29:49]
» It looks like they did the same for us
these two years.
[2:29:53]
Which surprising cost of groceries in
there.
[2:29:56]
» But but looking at the
[2:30:01]
looking at the individual senior
centers, I was
[2:30:05]
I'm having trouble
I think there's some increases in there.
[2:30:12]
Minor increases if there are any.
[2:30:19]
Nearway, they increased 1,000.
[2:30:26]
Waverly increased
[2:30:31]
13 to 1400.
>> Yep.
[2:30:46]
» And they all seem to be
modest increases anyway.
[2:30:58]
» Yep.
[2:31:18]
» Gridley stayed the same.
[2:31:28]
» [clears throat]
[2:31:40]
[clears throat]
>> Yeah.
[2:31:44]
» It went up to $1,000.
>> $1,000?
[2:31:47]
» $1,300 it was selling
>> Yeah.
[2:31:49]
» About $1,300 selling it?
[2:31:53]
And utilities is the same?
>> Um whatever it was the subject of the
[2:31:57]
email that said
>> Okay.
[2:32:02]
And utilities looks like it's insurance
and repairs and maintenance, exactly?
[2:32:06]
» Yeah.
>> It's probably across the board that
[2:32:10]
would mean
>> Yeah.
[2:32:13]
» And whatever it was
that $1,300
[2:32:18]
increase.
[2:32:25]
Utilities.
[2:32:31]
Do you want to discuss the interest?
>> Yeah.
[2:32:40]
» Any questions on any of those?
[2:32:53]
And then you total these insurance and
rent.
[2:32:56]
» I don't have utilities yet.
Are you tracking that? Are you tracking
[2:33:00]
that now?
>> As soon as you
[2:33:01]
» Oh, yeah. Okay.
[2:33:08]
» And then we move on to
[2:33:14]
number 10.
Also, we don't have cost yet.
[2:33:20]
» No.
>> And has she Have you been in contact
[2:33:24]
with her?
>> Uh I emailed but I hadn't heard anything
[2:33:27]
so I'm going to
reach out, call, or something.
[2:33:31]
» And she's uh
[2:33:34]
I see quite a bit on Thursday so
>> Okay.
[2:33:40]
» What's she wanting to
[2:33:48]
She had called me last week. County
Resource Council.
[2:33:52]
You don't have anything from them on
this.
[2:33:54]
» Nope.
I got to find out who I got to contact
[2:33:57]
on this.
[2:34:01]
» I found out seven months ago from the
previous
[2:34:11]
Which one was that one?
>> County
[2:34:13]
» Resource Council. Oh, well, we
originally talked about Tasha. We don't
[2:34:17]
have anything from them. But, she's
been trying to find out who to contact
[2:34:22]
on the County Resource Council.
[2:34:26]
I don't know if Janet Waltmire's a
contact on that or not.
[2:34:32]
» Well, I was going to check with
Waltmire's
[2:34:35]
office but she wasn't here the other day
so
[2:34:38]
she might be here today.
>> She's not here today. [clears throat] I
[2:34:41]
don't think they do anything
anymore but
[2:34:44]
check.
>> Yeah.
[2:34:46]
» Yeah.
Um so, you don't have utilities
[2:34:50]
» Not yet.
I just want to remind them about my
[2:34:53]
name.
>> Juvenile Detention.
[2:34:59]
This is the same.
>> Yep.
[2:35:02]
» Yep.
[2:35:06]
Your reports.
[2:35:09]
This is the same. Same as the last one.
>> Yep.
[2:35:12]
» And then from two years ago.
[2:35:18]
Technology
[2:35:27]
» Who? You got a dollar?
>> You got a dollar?
[2:35:30]
» No, down uh
[2:35:33]
» 21
>> Down 21 road.
[2:35:35]
» 21 road.
>> Yeah.
[2:35:36]
» No.
>> No, no, no, no.
[2:35:38]
» Hey, hey.
>> Hey, don't short them there.
[2:35:41]
» Yeah.
>> You need that cut to money. You might
[2:35:44]
need that for me.
>> You adjusted to $1?
[2:35:50]
» Sure you can't get rid of that 20.
[2:35:59]
Uh Council for the Arts.
[2:36:04]
It's cuz it looks like they lost their
longevity pay.
[2:36:09]
» You went from 2,400
>> to 600.
[2:36:13]
» Time out on that.
>> Technology technology
[2:36:17]
» I'm going to step back for a minute and
make a call.
[2:36:19]
» All right.
[2:36:24]
» Yeah, I believe it.
[2:36:32]
» Well, just
adding some in there now, so
[2:36:36]
and they don't have a new one spinning
around there after
[2:36:38]
» Right.
[2:36:42]
» Council for the Arts had an increase
3,000.
[2:36:46]
» Great.
>> Yeah.
[2:36:49]
» 6
[2:36:54]
Professional expenses bringing
performers, events, and activities to
[2:36:59]
the communities
received an increase in charges due to
[2:37:03]
the world's economy together
tariffs
[2:37:07]
goods and services, which results in
unwanted side
[2:37:12]
effects are seen in higher consumer
prices.
[2:37:18]
Community stipends have remained the
same for numerous years,
[2:37:23]
as has the funding awarded.
Council for the elders, your
[2:37:27]
consideration of switches has been very
much appreciated.
[2:37:54]
Any questions,
Council for the elders?
[2:38:27]
Sheriff.
[2:38:42]
» [snorts]
[2:39:03]
» I mean
5 million. That's a quarter of a million
[2:39:07]
dollars.
>> Okay.
[2:39:30]
» It's like most of those are personal
services.
[2:39:37]
What's the budget for personal services?
Is it 3%?
[2:39:43]
» How much for this year?
>> Yeah.
[2:39:46]
» Um 2.896
>> I'm sorry?
[2:39:48]
» 2.896
>> What about for budget when they the
[2:39:52]
letter went out for budgeting for
for next year?
[2:39:58]
Wasn't there something in the letter?
>> 3.5%?
[2:40:01]
» What did it say? 3.5?
>> 3 or 3.5
[2:40:05]
One of the two, not both.
>> I know that everybody has an increase in
[2:40:10]
personal services and I can't hardly
remember.
[2:40:12]
» Yeah.
[2:40:14]
» What was told?
>> Yes.
[2:40:17]
» So all the students will see increases
this year.
[2:40:29]
Did we uh have to pay anything back from
that vehicle on the highway that was
[2:40:32]
totaled?
[2:40:36]
» I don't know.
>> Okay, thank you.
[2:40:40]
» I can find out.
[2:40:44]
» You know that was talked about paying
for that vehicle and then getting
[2:40:47]
reimbursed.
[2:43:06]
» [snorts and clears throat]
>> Do you want me to read it again?
[2:43:09]
» Vehicle repairs and maintenance.
And then we got vehicle expenses.
[2:43:15]
And then we've also got vehicle tires
and parts.
[2:43:28]
» Well,
so when we sat when we had to break out
[2:43:31]
of these individual line items like
this,
[2:43:34]
we tried to make line items that would
fit for everyone.
[2:43:39]
And
then we had departments come back and
[2:43:43]
say they wanted it named something else
or wanted it to be something else that
[2:43:47]
they needed to see things listed out.
So, that's why you're going to see some
[2:43:52]
of that.
>> Just cuz we need it. Well, there's one
[2:43:56]
that says vehicle expenses $285,000. We
got several others that seem to be
[2:44:00]
redundant and that's that's an increase
of $285,000 plus another $40,000 plus
[2:44:05]
another $85,000.
[2:44:09]
» I don't disagree, but
[2:44:28]
» And commodities, is that groceries?
>> Um
[2:44:33]
typically it's
anything you can touch.
[2:44:37]
So, office chairs,
uh office supplies,
[2:44:42]
things like that.
What commodities generally are.
[2:44:52]
» 31
[2:45:17]
» What's the difference between the two
fuel?
[2:45:21]
Uh
expenses.
[2:45:24]
» I got now. I have to ask them
what they
[2:45:28]
I have to ask them if they have
something else.
[2:45:32]
Different fuel usage, I don't know.
I would have to ask them.
[2:45:42]
I guess they have like road fuel in one
and something else on another, I don't
[2:45:46]
know.
[2:45:52]
I guess they got a bunch too.
Question, so
[2:45:57]
» something this afternoon?
[2:46:11]
» Probably vehicle expenses, purchasing a
vehicle and capital outlay.
[2:46:16]
That's capital outlay.
And then you have vehicle fuel.
[2:46:21]
And then commodities
[2:46:25]
Repairs and maintenance and I have
listed as
[2:46:27]
and contractual and then
[2:46:39]
» And then the cruiser
There's a fuel here expense of 25,000.
[2:46:43]
And then down here is fuel expense of
140,000.
[2:46:47]
» Okay.
[2:47:07]
» [clears throat]
[2:48:16]
» Extradition is four times as high.
>> How do you compare that? It's like when
[2:48:21]
you need
other than obtaining extra items out of
[2:48:25]
our own municipality that we're bringing
in
[2:48:27]
» I don't know.
[2:48:31]
» Pick them up in other states, bring them
back.
[2:48:34]
So,
the transport secure transport expense.
[2:48:38]
» I mean to be
that much of an increase.
[2:48:42]
» What was the
>> What is that?
[2:48:45]
» From 5,000 to 20,000.
>> 15,000.
[2:48:50]
» I think that probably has to do with the
number of people
[2:48:53]
over the last
couple years who have been
[2:48:57]
extradited.
>> The expectation of having
[2:49:00]
» Well, we had to go to Arizona, New
Mexico,
[2:49:06]
Texas, Louisiana,
Illinois, and Cleveland. And I'm not
[2:49:12]
saying just I'm
over a period of time that I'm
[2:49:15]
remembering.
We've gone to Vermont, we've gone to
[2:49:18]
California.
It's a
[2:49:21]
» Right.
>> It just
[2:49:23]
depends on on the year. I don't know how
you can
[2:49:27]
truly project that.
[2:49:31]
And then that's on the back end, once
somebody is
[2:49:35]
convicted, I request reimbursement
for the extradition costs, but
[2:49:42]
» It's like transferring them to
federal or state prison then or
[2:49:45]
something.
>> Um no, they
[2:49:49]
Let's say somebody has a criminal
charge, they leave the jurisdiction
[2:49:54]
before their court date,
then it doesn't just go away. They end
[2:49:58]
up having to
>> [clears throat]
[2:50:00]
» come back and
and face responsibility at some point.
[2:50:05]
» [clears throat]
>> It has to be
[2:50:06]
to extradite out of state, it has to be
a felony offense. So,
[2:50:11]
certain felony offenses and depending on
what it is and what I know about the
[2:50:16]
individual, I'll request either
Kansas and surrounding or nationwide
[2:50:22]
extradition.
[2:50:26]
» So, you get reimbursement on some of
that, is that right?
[2:50:29]
Oh, you request reimbursement.
>> I request reimbursement.
[2:50:33]
» Okay.
Okay.
[2:50:35]
Does it always come through?
[2:50:38]
» Not always. I mean, it ends up being a
a cost at times that's turned over to
[2:50:44]
collections and then the the court
system has their own collection system.
[2:51:03]
I think it would depend on a given year.
Like one year it might be low.
[2:51:08]
A good example would be juvenile defense
attorney.
[2:51:12]
I usually ask for $10,000
and in some years it's
[2:51:18]
well below that and 2 years ago it was
40 some thousand and
[2:51:25]
it had to be that based on the type of
offense and level of offense that we
[2:51:30]
were dealing with.
[2:52:30]
» And your reduced commodities would
consist of
[2:52:33]
» Anything that you could physically
touch. Yeah.
[2:52:36]
So, I'll just under
Oh, under
[2:52:43]
number is, but
>> There's that under number like $1,000 or
[2:52:47]
something and then it goes to capital
outlay.
[2:52:50]
» Okay. And that would be considered a
large
[2:52:52]
» Okay.
>> [clears throat]
[2:53:05]
» BRB.
[2:54:07]
» Well, I guess
Yeah.
[2:54:11]
I don't know. I think they're not
connected to the same network.
[2:54:14]
it. Projector
[2:54:27]
» I'm
[2:54:31]
Oh.
[2:55:00]
Okay, I'm going
[2:55:22]
» So, that's still on the shelf.
[2:55:33]
Thank you for the question. Can I come
back to
[2:55:43]
Transportation snacks.
>> Crayons.
[2:55:50]
» It's still $5,000 tuition and that.
[2:55:58]
It was like it's based on
[2:56:16]
» I'm ready
[2:56:22]
» Yeah.
[2:56:25]
» I'm going to go over the school budget.
[2:56:37]
Total operating expenses.
Okay.
[2:56:43]
Yes.
[2:56:48]
And then we have assets.
And some land assets.
[2:56:56]
And did she say something about wanting
to buy a new van or something that she
[2:56:59]
was looking for?
Well, they they're always rotating and
[2:57:04]
then it
it can't all just stay on the black bus
[2:57:08]
that we
[2:57:11]
She's got a 25,000 proposed increase
this year.
[2:57:14]
» Yeah.
>> So, in her letter it says uh
[2:57:20]
their request uh
they're requesting an approximate 9%
[2:57:23]
increase in the county subsidy.
>> Yeah.
[2:57:26]
» Per KDOT, the amount of funding
requested statewide greatly exceeded the
[2:57:31]
funds available.
>> Right.
[2:57:33]
» Which resulted in Coffee County
Transportation's operating budget being
[2:57:37]
underfunded.
>> Yeah.
[2:57:39]
» So.
[2:57:42]
They have a million dollars in assets.
[2:57:47]
A lot of assets.
[2:58:08]
And this is a pretty vital service to
our county taxpayers.
[2:58:12]
A lot of taxpayers.
>> There is a lot of damage.
[2:58:22]
Is there any way you can write that down
for me CDs down there that she's got
[2:58:25]
listed as well as the
[2:59:17]
» Yeah, I just
>> So they're like you're about personal
[2:59:21]
services to make that
both of that and then
[2:59:34]
good portion of that I guess and then
[2:59:40]
And it's only 3.2% increase so
[2:59:49]
So the zone just went up
$34,000
[2:59:54]
in fees and they lost
[2:59:58]
» [clears throat]
>> It was $704,000.
[3:00:05]
If they were to fold or what
Yeah.
[3:00:18]
» [snorts]
[3:01:27]
» So when you're jail, what does the
prescription scope from 8,000 to zero?
[3:01:40]
» That's that's
a tough question.
[3:01:43]
» Yeah.
>> I figured there's some sort of program.
[3:01:47]
» I mean
[3:01:52]
like zero, but uh
[3:01:55]
just curious.
[3:02:04]
» [clears throat]
[3:03:10]
» With the new jail, how come our building
supplies went from $100 to 10,000?
[3:03:31]
Say that again, Todd.
>> Uh it's on the second page.
[3:03:35]
» What are you doing at the top?
>> It says uh building supplies.
[3:03:38]
» Okay, I see it. I see it. Yeah, thanks.
[3:04:02]
» Oh, yeah.
[3:05:15]
» Inmate Inmate medical
[3:05:19]
028
130,000 130,000
[3:05:24]
» Mhm?
>> All right, inmate
[3:05:27]
on the
[3:05:31]
Inmate medical
I'm not sure what that is.
[3:05:38]
26
6000 and then 27 130,000
[3:05:44]
I'm I'm 40,000 new ground from some
place else, so
[3:05:54]
» Oh, even even the one below it's got
38,100.
[3:05:58]
So, there's 168,000
>> 168,000 I mean, I'm just curious what
[3:06:02]
that represents.
>> I don't know.
[3:06:09]
» Maybe it was moved from
[3:06:17]
» Registrations and meetings there, they
had zero in '26 and they want 4,100 for
[3:06:21]
'27.
And contract services
[3:06:26]
decreased from 110,000 to 65,000.
>> Kind of makes you wonder if some of that
[3:06:32]
stuff is moved
>> moved around. That's what That's what
[3:06:35]
I'm wondering.
>> Sure, some of it is, yeah.
[3:07:23]
After you guys get through the way
and
[3:07:27]
if you would like
go ahead and
[3:07:34]
Do you want to You got the water
softener information?
[3:07:38]
I'm looking at it here.
We can do that next second session once
[3:07:42]
you get through the way there.
[3:07:48]
Then we can decide how much further I'm
going
[3:07:50]
this this week we
will take it more next week.
[3:08:10]
Also, next week we're
doing vouchers.
[3:08:14]
» Yes, vouchers.
[3:08:50]
» [clears throat]
[3:10:18]
» Where's everybody at?
[3:10:21]
» [clears throat]
>> I guess I'm going to wait.
[3:10:23]
» I guess I'm going to wait at the lake, I
guess.
[3:10:26]
» Yeah.
[3:10:34]
» We got I mean
[3:10:38]
» If I
try to move forward with that.
[3:10:42]
» You guys can stop on the budget today
then.
[3:10:45]
» Um
[3:10:51]
I guess we're at the halfway point.
Yeah, we're probably close to the
[3:10:54]
halfway. Um
next week we're doing warrants and
[3:10:58]
vouchers.
How much is on the agenda right now?
[3:11:02]
» Um
[3:11:06]
I'm going to lie.
Yeah,
[3:11:09]
Heidi with reviewing possible approval
for a case.
[3:11:13]
Planning word interview.
And then budget work session and
[3:11:16]
questions after this.
So, if you want me to
[3:11:20]
limit what's on, we'll do that.
>> Yeah, cuz we need to
[3:11:24]
» Unless there's an emergency.
>> Well, and if we have
[3:11:27]
questions on some of these budgets Do
what?
[3:11:30]
» A half page.
>> A half a whole page.
[3:11:33]
» Yeah.
>> Depends on how long that one is.
[3:11:34]
» Yeah.
>> Major halves and quarters.
[3:11:39]
Yeah, so if we could see if we can
protect a little bit of time for
[3:11:43]
» Okay.
>> vegetables.
[3:11:45]
» How did you get all
We'll do checks and balances first. I
[3:11:48]
just have to have that done next week
and then we'll do vegetables.
[3:11:52]
» So, we're solving it. We've done the
carbon dioxide.
[3:11:56]
Yes.
[3:11:59]
You can go and stay and work on this
afternoon.
[3:12:04]
Sure.
[3:12:08]
I just might work out your agreement.
>> Yes.
[3:12:21]
» Okay, so
as far as this water softener, what do
[3:12:25]
we need to do that?
[3:12:34]
» I'm not sure.
[3:12:40]
Uh
the water softener,
[3:12:42]
check your stuff.
>> You have everything you need. Here you
[3:12:44]
go.
>> Should start assembling around uh
[3:12:49]
I don't have one copy of this.
I don't have one of these.
[3:12:55]
It's still more for you than
Not so relevant, but what you'll see is
[3:13:02]
That's the original bid with couple of
things that probably need to be changed
[3:13:06]
including
the date. So, pick a date.
[3:13:10]
When
When you want that through?
[3:13:13]
Here's a picture of
a map or a diagram from the interior
[3:13:19]
where it would be in the mechanical
room.
[3:13:23]
It's two different maps.
An actual
[3:13:28]
picture
in the area that's being proposed.
[3:13:34]
And then
[3:13:39]
an example
[3:13:42]
Well, I'll just pull out the the
relevant sheets.
[3:13:47]
Eco water systems commercial water
softening sort of their their handouts
[3:13:51]
for sure and then specific
items that are highlighted that give the
[3:13:58]
examples for
uh flow rate and pressure.
[3:14:07]
Nominal
nominal resin tank diameter,
[3:14:11]
height, inlet outlet height, overall
height, brine tank diameter, brine tank
[3:14:17]
height, service
all concepts. I don't I can read it off,
[3:14:22]
but I have no idea what that means.
Um
[3:14:26]
operational flows, flow rate, pressure.
It's highlighted on the sheet, so
[3:14:33]
Hopefully that will be enough.
Um and then the only other thing is
[3:14:39]
that there is a
I don't know if it needs to be
[3:14:44]
written in here
[3:14:47]
anywhere. Um
[3:15:02]
Service coming in is a 4-in copper line
and I don't know if that makes a
[3:15:07]
difference or or not.
So, if you can
[3:15:11]
just take a look. I think that the bid
sheet with those attachments hopefully
[3:15:17]
will answer some of those questions.
[3:15:23]
» So, they request this and then
>> So, anybody who's interested, this will
[3:15:27]
be available here in the clerk's office
and then it'll get sent to
[3:15:32]
Ronald True Love down in
uh
[3:15:35]
the economic development. She'll post it
on the county website under the bid
[3:15:40]
advertisement section.
That's where a number of the
[3:15:45]
emails that I was receiving were I think
being generated from cuz they go in and
[3:15:49]
see the bid advertisement.
[3:15:57]
And then it has
the bid under the
[3:16:01]
bid advertisement. It has general
parameters what they're looking for and
[3:16:04]
references
in paragraph two, for example, or in the
[3:16:07]
project description. The system will be
installed in the Coffee County Law
[3:16:12]
Enforcement Center in the mechanical
room 184. Well,
[3:16:16]
that's
probably why that's generated questions
[3:16:20]
about well, what's
mechanical room 184 look like?
[3:16:24]
Now, there's
it's
[3:16:27]
So,
that
[3:16:28]
» [clears throat]
>> has at least a
[3:16:31]
picture of the mechanical room.
[3:16:38]
» Well, I mean, I think if anybody needs
more information than what you're
[3:16:41]
supplying there, then they can look. I
mean, that's going to be
[3:16:45]
» They can come and check it out.
>> Yeah, they can check it out.
[3:16:48]
» Yeah.
>> it out.
[3:16:50]
You know, I would expect it. If I'm just
bidding it, I want to anyway.
[3:16:54]
» Yeah.
>> I mean, that is just common
[3:16:59]
sense
and common courtesy.
[3:17:06]
Did you even put in more information in
these books
[3:17:09]
for us?
>> Um I will if I can get some more budget
[3:17:13]
» Okay.
>> to include that. But if you want to take
[3:17:14]
it, you can and I can set up a time
>> I'll just wait and then get it the next
[3:17:18]
or not let's finalize this next meeting
or what?
[3:17:20]
» No, no. It'll be in another
>> Well, I'm so tired.
[3:17:24]
» Uh oh, bad my aunt.
>> Yeah.
[3:17:27]
» Okay.
>> [clears throat]
[3:18:01]
» Do you do you still have a
word document this cover sheet that we
[3:18:06]
can
modify or adjust it?
[3:18:10]
» I can actually see it.
Did you email it to me, do you think?
[3:18:13]
» I I don't know actually. I don't
remember where
[3:18:17]
where it came from. I I can tell you it
didn't come from me.
[3:18:20]
Did you email it?
I have no memory of that part, yes.
[3:18:25]
Yeah, but that's the one we That would
be the one we need to
[3:18:29]
change the the date.
That includes
[3:18:35]
additional
>> These are
[3:18:37]
» documents that need to be part of this,
too.
[3:18:40]
Bid advertisement.
And it may be of value to include a
[3:18:46]
a sentence that says
[3:18:49]
reach out to the county to us
to request
[3:18:55]
an inspection of the reviewing of the
proposed site or something like that.
[3:18:59]
That way
[3:19:07]
» [snorts]
[3:19:14]
» So,
we're going to republish it again. It
[3:19:18]
also
need to go two times, three times.
[3:19:25]
» I don't remember when that was sent.
That was originally published.
[3:19:30]
» Do you mean to go check with the case
people cuz I don't show anything here?
[3:19:34]
She might have.
I'm okay.
[3:20:08]
» Is there a date on that top one of
those?
[3:20:10]
» She took both of them.
>> I think she took both.
[3:20:40]
This is June 3rd.
[3:21:00]
» See?
[3:21:03]
What is this?
[3:21:16]
Okay.
It came from Lisa.
[3:21:21]
I'm getting them to mix those shoes.
[3:21:27]
» Soak that grain three times four.
[3:21:46]
» Okay.
[3:21:51]
» So, what kind of wording you want on the
motion?
[3:21:55]
Like what we had before or
[3:21:59]
we need to modify it any?
[3:22:06]
» Um
the only thing that you might add is now
[3:22:10]
you're including
[3:22:16]
drawings and a picture of the mechanical
room and just an example
[3:22:23]
of
[3:22:27]
from whatever that company is.
[3:22:36]
He got water.
[3:22:40]
And then that'll all go as part of
somebody requests a big big packet and
[3:22:45]
then they can get a copy of that.
[3:23:02]
Oh, if you want
and I did find out the question about
[3:23:06]
McElroy's.
[3:23:09]
They they thought what they had
previously
[3:23:13]
turned in would
qualify and
[3:23:16]
they were informed that it did not cuz
they didn't
[3:23:20]
turn it in pursuant to the
the application process.
[3:23:27]
» Okay. That's what I figured might have
happened there is I figured it would
[3:23:30]
surely still be anonymous.
>> Yeah, it was.
[3:23:33]
» Good.
>> So
[3:23:36]
» So [clears throat]
you actually have a a bid
[3:23:38]
» I don't know if I have the right one.
>> Yeah, you're going to get one
[3:23:42]
» Yeah, un- unfortunately they were
advised that
[3:23:45]
would not uh qualify cuz they didn't
follow the procedures.
[3:23:51]
» But we at least have somebody that's
interested in for sure.
[3:23:53]
» Yep.
>> Okay, sir several things here. Num-
[3:23:58]
number one
>> [clears throat and cough]
[3:24:01]
» as long as I can get
the actual advertisement to bid by the
[3:24:07]
middle of the afternoon today, well
couple of hours
[3:24:11]
I can get it in this week's paper and if
you wanted to run it three times
[3:24:17]
then uh the last run would be on July
9th
[3:24:21]
which means that you could make the bids
due 5:00 p.m. Friday, July 10th.
[3:24:28]
If you wanted to go that fast on it. Or
if you wanted to push it off a week,
[3:24:32]
just push it off a week.
>> That the 10th is is fine.
[3:24:38]
Once Angie has the document
I think it's just a matter of
[3:24:43]
changing the dates, adding the
information, printing it off, signing it
[3:24:47]
and then it
being sent to [clears throat] uh
[3:24:51]
sent to you cuz you have the rest of the
packet.
[3:24:54]
And then sent out to
Rhonda and Economic Economic Development
[3:24:59]
to upload it.
>> It's [clears throat] already been
[3:25:01]
advertised once so that deal that should
be adequate. You know, basically giving
[3:25:05]
two weeks notice even though that would
be three notices.
[3:25:10]
» I feel it is.
[3:25:15]
» And July 10th?
>> Yeah.
[3:25:18]
» [sighs]
[clears throat]
[3:25:23]
» Okay, and then
[3:25:30]
» So basically I guess motion
[clears throat] be the same as before,
[3:25:33]
just change the
bid due date.
[3:25:37]
» Yeah.
>> [clears throat]
[3:25:41]
» And change
And then change some of the wording on
[3:25:43]
the actual invitation to bid.
>> What are you changing it to?
[3:25:48]
» Well, whatever. That
you'll be able to
[3:25:52]
be able to see the
>> What did you say with that what will be
[3:25:56]
included?
>> I just have something
[3:26:01]
reach out
to request an opportunity to view
[3:26:07]
the proposed location or something to
that effect.
[3:26:49]
» And then you want to publicly open and
read it July 13th?
[3:26:55]
» Yes. Yes.
>> At
[3:26:58]
9:05 and that way then you can move on
with Emily.
[3:27:07]
» We We just
We just sent somebody else in.
[3:27:12]
» Um
well, we were going to do Emily and
[3:27:17]
» Yeah.
>> Amber.
[3:27:19]
No.
>> You did the interviews?
[3:27:22]
I mean, we're going to Well, we could
>> That's next Monday.
[3:27:26]
» Right. Okay.
>> Um but now the 13th, we put them on on
[3:27:30]
the calendar.
That was
[3:27:36]
» [clears throat]
>> Oh, yeah, Amber. At
[3:27:38]
» At 10:00.
[3:27:41]
» So, we could do her
9:00.
[3:27:45]
7:00.
>> Yeah. Open these bids and then go right
[3:27:49]
into Amber.
>> Yeah.
[3:27:52]
Okay.
[3:27:55]
And then 5:00, we'll say.
[3:28:08]
» Okay.
[3:28:16]
I'll go ahead and make this motion and
then
[3:28:18]
um
then we can get on to the next executive
[3:28:22]
session and
and be done.
[3:28:28]
So, I'd entertain a motion to
that based upon the recommendation of
[3:28:33]
the sheriff
to approve the request for authorization
[3:28:37]
to solicit sealed bids for the Quadplex
Water Softening System project. Bids
[3:28:43]
will be due by 5:00 p.m. Friday, July
10th.
[3:28:52]
» I'll second that.
>> I have Curry moved.
[3:28:55]
» Thompson seconded.
Any discussion?
[3:28:59]
All in favor, say aye.
>> Aye.
[3:29:02]
» Anybody oppose? Passes 5-0.
[3:29:12]
Okay.
Yeah, and then yeah, make sure I get the
[3:29:16]
wording for
that invitation
[3:29:19]
by I need it by 3:00 probably.
>> I'll get it to you before then.
[3:29:24]
» Okay. Thanks.
Okay, now what kind of wording do we
[3:29:27]
need for this executive session?
[3:29:32]
» This will be uh
[3:29:36]
attorney-client
[3:29:40]
legal advice and consultation regarding
[3:29:49]
moving forward with the
[3:29:59]
Good stuff.
[3:30:13]
That appears to be
[3:30:16]
official business, so
[3:30:26]
So, legal advice and consultation
regarding moving forward
[3:30:31]
how to move forward with the
[3:30:39]
proposed
sale and listing of the North property.
[3:30:52]
I'm saying 1 3 4 Old Highway 50.
>> That would be good.
[3:31:13]
» How many minutes?
[3:31:17]
» I'd start with 20.
>> 20?
[3:31:20]
» Let me see.
>> 15?
[3:31:22]
» What?
[3:31:26]
» Let's
Let's do 15. We'll see what
[3:31:29]
happens.
[3:31:40]
Okay,
entertain motion to enter to executive
[3:31:44]
session for 15 minutes to include each
of the commissioners and county
[3:31:48]
counselor Wade B II to the second
to discuss matters deemed privileged in
[3:31:52]
the attorney-client relationship
regarding legal advice and consultation
[3:31:56]
regarding
regarding moving forward
[3:32:02]
with the proposed sale and listing of
the north property located at 1 2 3 4
[3:32:07]
Old Highway 50, Peabody, Kansas under
the open
[3:32:11]
Kansas Open Meetings Act KSA 75-4319b
[3:32:19]
to
to resume in the commission chambers at
[3:32:24]
1
24.
[3:32:28]
» So
>> Second.
[3:32:31]
» Gabe Parker moved.
>> I'm sorry, Epting second.
[3:32:34]
» Yeah.
>> Any discussion? All in favor say aye.
[3:32:39]
» Aye.
>> Any opposed? 5-0.
[3:32:43]
We'll be back at 1:24.
>> Under the same name.
[3:32:49]
» 1:19.
One of them now?
[3:33:05]
1:24 we're back in open session.
[3:33:17]
You want to wait for
Steve?
[3:33:20]
Um
Yeah, he shouldn't be but a second.
[3:33:27]
We're winding down.
>> You got it, huh?
[3:33:30]
» Yes.
[3:33:33]
I'll need that back, though.
[3:33:41]
» This is
>> Oh, that's next week.
[3:33:44]
» That's what you were going to do with
me.
[3:33:46]
» Okay.
[3:33:56]
» [cough]
>> Okay, so last one.
[3:33:59]
» We're all here now.
[3:34:02]
Based on the the last executive session,
um at this point the only update would
[3:34:08]
be
[3:34:11]
I'm going to reach out to Cameron Roth
Bar None Roth Land Brokers to set up an
[3:34:18]
initial meeting
to discuss potential terms and
[3:34:23]
conditions related to
bringing Cameron Roth on to
[3:34:30]
advertise and assist with the sale of
the north property.
[3:34:36]
» Through a public auction?
>> Through a public auction, yes.
[3:34:42]
Okay.
[3:34:46]
Anything else on that subject?
Anything else at all?
[3:34:52]
Next week we'll uh
So, we'll
[3:34:56]
issue warrants and vouchers and uh go
through the rest of the budget stuff
[3:35:01]
initially and
we have any questions about we might
[3:35:05]
bring in some department heads or
whoever if we have some
[3:35:08]
I think we have time for questions and
answers there.
[3:35:12]
Um
and we'll keep
[3:35:16]
complying with the law with
[3:35:19]
Okay. Unless anybody has anything else,
I guess we'll adjourn at 1:27.
[3:35:29]
» Yeah.
