[12:11] also just recently off the court this morning uh to come and ask your

[12:17] permission to continue our winter use of the event center uh for our pickle ball

[12:26] club. The county has graciously uh been involved in this for I think four years

[12:33] since the city um pulled their venue out from under our

[12:39] feet. Uh the county filled a need that we really had and um both the commission

[12:47] and Fred Martinez with the maintenance uh were have been wonderful the last

[12:53] several years. As you know, the bathrooms were being redone and so we

[12:59] couldn't be in there for a while and then with the uh lack of snow and cold

[13:06] weather last winter, our club really didn't need to be in uh the event

[13:11] center. We played outside. We have outdoor courts up at the tennis at the

[13:17] tennis complex at the high school. This year, we're asking uh for your

[13:23] permission to once again use the indoor venue uh on days where it's not

[13:30] previously booked for events. In the past, we've had great

[13:35] communication with maintenance as to what those events were and when they

[13:43] were, and we clear our u equipment out, and we're very glad to clean the floor,

[13:50] do whatever we need to do uh for that event or for the maintenance people. Mr.

[13:57] Munice has contacted uh Val Sakura uh about [clears throat] perhaps being able

[14:04] to do this again uh this winter and we we believe we're actually good stewards

[14:11] for the building. Um we're there every day that we can be every morning from

[14:17] about 7:30 to 10 max. Um, in the past we've found uh frozen pipes uh for the

[14:26] bathroom and and let the county know. Uh we've found the door open, let the

[14:31] county know. So we feel that we and and we also clean. Uh so we feel that we are

[14:38] a benefit a little bit to the county. Uh not nearly as much as you guys are a

[14:43] benefit to us. Uh so we are we're a club of about oh probably 125 people. Um but

[14:53] we would have anywhere between uh 4 and 12 on any given morning.

[15:06] that permission and I'm certainly open to any questions and I urge anybody with

[15:13] the county who's interested in coming and trying this sport especially old

[15:18] softball players uh that might be interested or softball

[15:28] want to see what you guys are providing, what the county is providing uh for a

[15:33] group of local uh residents, county residents, and believe me, it's a it's a

[15:39] huge boon for us um because we love what we do and you guys make it possible in

[37:52] property tax rate have been received and reviewed. Overall, there are no

[37:56] significant or unusual changes from 2025.

[37:59] Residential rates decreased across our tax districts, while non-residential

[38:05] rates remained the same. For the county operational portion, the residential

[38:10] rate decreased from 9.131 to 8.959 mills for 2026.

[38:17] To address the reason for that decrease, the property tax division calculates the

[38:21] residential operational rate using the yield control formula. As our

[38:26] residential tax base increased, yield control limits the amount of revenue

[38:32] growth that can come from existing property while accounting for allowable

[38:36] inflation and new construction. That calculation resulted in the

[38:41] residential rate decreasing to 8.959 mills. The county non-residential

[38:48] operational rate remains at the 11.85 which is the maximum allowed by statute.

[42:47] maps not only have all the county roads on them, but they also have the

[42:53] commission districts broken down and insets for like the Farley area, the

[42:59] Raton area. In the previous maps, they you couldn't really read them, but they

[43:04] put insets so that you can look at them and and actually see the road numbers.

[43:14] They've also compiled a list of the roads, the road names, um how

[43:21] many u miles they are, the width, the type of service, and how many crashes.

[43:29] They've also broken it down to where it's got the list of bridges. Thank you.

[43:35] It's got the list of of state bridges on on the roads as well. So, I'm very

[49:06] I will have them presenting to the commission on September 21st. There are

[49:11] two options. the county can choose to pay a certain rate which would cover all

[49:16] county residents that are not under Medicaid. They would be able to use the

[49:22] flight system for no pay and no deductible. Um they have to be a

[49:26] resident of County of Kfax and be flown out from Kfax to um wherever they're

[49:32] flown. And then there's an option to pay for indigent only or excuse me for

[49:37] inmates only. So when they do come forward to present, they will have two

[49:42] different contracts for the commission to consider.

[49:47] Um I have signed two special event permits for cold beer for two events in

[49:52] Filmont, September 12th and September 18th.

[49:57] is

[50:00] the the September 12th event,

[50:05] excuse me, September 10th is a pre-dinner reception and a meet and

[50:10] greet for a fly fishing invitational. And the September

[50:15] 18th is a pre-inter reception, a meet and greet for the New Mexico Historical

[50:21] Society Conference. Both will be held at Filmont.

[50:26] On September 24th, we will be having a presentation of financial software for

[50:32] all staff that's going to be affected. Um it's a 2hour presentate two to three

[50:38] hour presentation and we will keep the commission apprised after that

[50:42] presentation. Uh Heidi was able to locate the process

[50:47] to vacate um roads and so Heidi and I will start working on uh the vacation of

[50:55] road A6 and hopefully we could get that done within the next month all the steps

[51:01] and then have it brought forward to the commission.

[51:04] Uh Glenn was able to interview an employee or a potential, excuse me, an

[51:10] applicant for the road department and I believe he's found a successful

[51:14] applicant. Um Danielle will be working on scheduling the background check and

[51:19] all the other requirements.

[51:23] We have issued a purchase order to J3 Roofing Systems for $131,588.

[51:31] This was a decrease of the original that was brought forth to the commission, a

[51:35] decrease of $7,300. Um, the reason I'm bringing it up is

[51:40] there is a leak at the judicial center and it looks like it's a re a leak in

[51:45] the HVAC drain. Uh Mosark is working on that today or today or Thursday and uh

[51:53] we'll work with J3 to let them know what the fix will be. But J Mosarch will be

[51:58] putting on a temporary fix until we get J3 on the project.

[52:04] And we have also I have also scheduled a personnel policy review with staff on

[52:09] September 14th. We need to take a look at some changes

[52:14] that were presented in the new personnel policy um that we would hope to uh

[52:20] remediate at the next meeting and then um bring forward all changes by the

[52:27] October the first meeting in October. And finally, I um engineering analytics

[52:34] sent the minutes for the Tanaha crossing project and Commissioner Kern has asked

[52:39] for them to present at the next meeting to get you all an update. So, we'll have

[52:44] them on the next agenda. And finally, I will be out of the office

[52:49] on September 28th, which is Monday. And that's all I have.

[52:55] Oh, one more thing. I do have one more thing. I apologize. Uh, regarding solid

[53:00] waste leans filing, uh, 91 leans have been filed. We've had several people

[53:06] come forward saying that they no longer live at the property. They have it's

[53:09] been vacant for years. Um, so we're working through that process. Uh, two

[53:14] leans that were filed have been paid in full. And Miss Martinez's next step is

[53:20] to start filing on the mobile homes. And there's 21 mobile homes that have been

[53:25] identified. So, she'll be working on filing those leans because they're a

[53:28] little bit different than the regular leans.

[53:31] And that's about it. Um, she really hasn't heard [clears throat] from other

[53:36] people that have been filed on. Um, so the leans exist. We just haven't

[53:41] received any um correspondence there from it.

[53:55] She did. Um the chains were long enough. They just weren't being secured

[54:00] correctly. Uh she did go out there, she secured

[54:03] them. I just It's just going to be a matter of checking on them. And

[54:15] problem, too, is they had a secure bolt on half of them. Bears pop them up and

[56:22] we're all using the same software. Um, so I don't know if maybe you or you and

[56:27] Penny could look at that and and visit with James about that and and um explore

[56:33] that a little bit more. >> So the financial software that we're

[56:36] receiving a presentation on has asset tracking and all of whe whatever the

[56:43] departments use

[56:47] that might be for their own purpose. we will have to put their items into this

[56:52] software so that we are tracking it. Um I appreciate that Filmont is tracking

[56:58] their assets. However, it's the county's responsibility to track assets for all

[57:03] of the fire departments. So again, the the product that we we are reviewing

[57:10] does have fixed asset module and everything will be uploaded for the fire

[57:15] departments into this particular software. Well, our Triadic has a

[57:22] » They do that asset tracking in it. And what what new financial thing are we

[57:29] looking at? >> It it's called Tyler Technologies, the

[57:32] ERP system.

[57:38] » Sorry, excuse me. So, the fire departments are required to give their

[57:42] assets to the state fire marshals. They are trying to use a better software

[57:47] system to keep track of their own stuff using their own FPF money to make it

[57:51] easier on them to put a label and a tracking system. The way I understand it

[57:56] from James is he can send us an Excel spreadsheet and we can upload it into

[58:00] any of our software inventory. Also, instead of doing it twice, once I get

[58:08] it, I put it on a list, but he can also track his own stuff as it comes in. When

[58:13] they order stuff that doesn't come, you know, we don't always know when they get

[58:18] their stuff. We see the PO and we see the invoice, but he's trying they're

[58:23] trying they have so much to keep track of at Belmont. They're trying to make it

[58:28] easier to keep track of their inventory individually. And I know they have asked

[58:33] all the fire departments to use the same software to kind of do it for the state

[58:37] fire marshall's office not to make it easier when they report to them. But

[58:43] ours does like Cheryl said we can input into any system whether it's Tyler

[58:48] Triotic Cassell whatever we go with if we ever change then it is able the

[58:54] software that they are looking into to pay for with their own FPF funds can

[58:58] integrate into any software we have

[59:03] because in the past they have hired companies to come and

[59:08] inventory their stuff. Well, they just want to do it themselves instead of

[59:11] paying an outside source to come in and label everything for them.

[59:18] » If that helps, Commissioner Kern. >> Well, yeah, it does. And I understand

[59:22] all that. And I'm just

[59:27] want to make sure everybody uses the same thing because if not, it's going to

[59:30] make your job a lot lower. I think as long as we can upload it, as

[59:37] long as they use Excel weave, it's it's always you can convert it into our

[59:41] software. I have over 14 years of asset tracking.

[59:47] Uh when I left here the first time, the system was perfect and I under not

[59:53] perfect, I should say it was caught up. Everything was captured. I went to each

[59:58] uh fire department. We did an asset inventory. We got everything uploaded

[1:00:02] into Triadic. I think we had a company come in that

[1:00:07] helped do the asset tracking and then it's my understanding that that uh

[1:00:12] tracking system was destroyed. It was lost. And I don't know the status of

[1:00:18] assets at this time, but I do know how to track what we've purchased in the

[1:00:23] past year, the past two years. and I will be able to teach Penny how to ass

[1:00:29] to track assets whether we use triadic or not. And I know that Justin has been

[1:00:34] helping her as well. But moving forward, we're going to get a good grip on

[1:00:38] capital asset tracking is that's a very um important process for the county and

[1:00:44] that can always um turn into audit findings.

[1:00:49] » I know. Sorry. Go I know when Miss Apodaka was still here, she was doing

[1:00:54] that. And you're correct. When you left, it was balanced to the tea. And then the

[1:01:00] next individual, they their computer got destroyed and we ended up starting from

[1:01:05] scratch again. And so, or not from scratch, but it was it was kind of it

[1:01:12] was a nightmare. And but Miss Abdaka had it all balanced and everything as well.

[1:01:17] What happened after that, I have no idea.

[1:01:21] And the commission is required by statute to certify annually

[1:01:27] um sign off on asset inventory. Um

[1:01:36] » Yep. So now that fiscal year 26 is closed, Penny and I will be printing

[1:01:41] reports um of all assets purchased from July 2025 through June 26, and we're

[1:01:47] going to get them into Triotic. I'm pretty sure well I I know that Justin

[1:01:52] was able to get those um assets into triotic for the previous year so that we

[1:01:59] were able to present for the audit.

[1:02:03] » Yeah, I know when uh well I'll just throw you park fire under the bus since

[1:02:09] that's but uh we requested an asset list.

[1:02:19] It doesn't exist. Finally, I found an old one and I am

[1:02:25] handdoing it. You know how many pieces are on a truck and well, yeah, you

[1:02:31] would. So would you. Uh, and that was often a computer

[1:02:38] that they quit using 15 years before I came on and Amado was able to pull the

[1:02:45] documents off of it. But uh hand itemizing is a thrill. But

[1:02:52] they had it listed four years before where two members from the county came

[1:02:58] with the fire marshal at that time and scanned every piece of equipment label

[1:03:06] blah blah blah blah doesn't exist.

[1:03:13] So, in this, you know, Traic's good, spreadsheets good. Uh, we need some kind

[1:03:20] of backup and

[1:03:24] but I'm still working on one. I turned in a few pickup loads of stuff to Nate

[1:03:29] that we marked off that he pulled his hair out over, which I would have too.

[1:03:36] I had a DOS computer still there.

[1:03:42] probably a collector's item. But anyway, stuff like that. We've taken a ton of

[1:03:48] stuff off that turned into Nate. But uh yeah, it's crazy. We need some backup

[1:03:56] system to where it, you know, if this one goes flat, we still got it somewhere

[1:04:03] and [clears throat] all that.

[1:04:48] for those. When the assessor's office mails out notice of values,

[1:04:54] the classification is also protestable during that 30-day period. So, you could

[1:05:00] contest the value or you could contest whether it's classified as residential

[1:05:04] or non-residential property during that time.

[1:06:37] you to all the volunteer firefighters. I've also recently heard from a lot of

[1:06:41] their families. Um, and I've I've I've passed this along to Nate and the county

[1:06:46] manager as well of uh there's some morale, you know, I mean, there there's

[1:06:52] probably at least three two to three fires a day in Kfax County from

[1:06:56] lightning strike. Um, I asked Daniel if he could look into see if there's

[1:07:01] anything that we could possibly do as a county um for the volunteer

[1:07:06] firefighters. And then I also passed along an idea of uh to a couple state

[1:07:13] senators of maybe some kind of property tax incentive. Um not so you know enough

[1:07:20] to to at least say thank you a little bit.

[1:07:24] Um on the 21st on Monday I will have to attend via Zoom. Uh I will be traveling

[1:07:31] that day. Uh Monica Beta with North Central will will be here giving a

[1:07:36] presentation on the rock program uh with their prior house in their current house

[1:07:46] think there's there's also some in the works for Maxwell next and I believe

[1:10:45] but I think every county and village and city and volunteer

[1:10:53] needs to also send a resolution to the state house to include them.

[1:11:07] assist them in loading and helping. Uh we are primarily volunteers

[1:11:16] and I have no problem with that. But they need assistance also and it's

[1:11:30] incor unincorporated and incorporated villages but Maxwell no longer has one I

[1:11:37] believe. uh you know

[1:11:41] it's getting rough and the state in my opinion needs to step up and add them to

[1:11:49] the list of emergency services

[1:11:55] and I would like to see a push for that. Other than that, I got all mine answered

[1:12:02] ahead of time, but I would like to take a moment. Uh, we will not be in session

[1:12:09] and everyone needs to remember 911. the police, the firefighters, the EMTs,

[1:12:18] the ambulances, the military, and all the civilians that gave their lives

[1:12:24] trying to save people and to get them out.
