[18:52] to order. It is 4:10 p.m. Good afternoon
[18:57] everyone. Council member K on behalf of
[19:00] the city of College Park. Uh we do have
[19:03] a forum with council members K, Council
[19:06] Member Arnold, and Council Member Gay.
[19:09] He was just here.
[19:12] >> Wait till he gets back in.
[19:49] Yes.
[21:15] All right, I call the meeting to order.
[21:17] Uh, I'm council member Joe K on behalf
[21:20] of the city of College Park. Uh, we do
[21:22] have a forum present with Council Member
[21:24] McKenzie, Council Member Kin, Council
[21:27] Member Arnold, and Council Member Gay.
[21:30] Uh, city attorney.
[21:33] >> All right. Um again I'm Winston Jar the
[21:36] city attorney. We have a published
[21:37] agenda published in accordance with the
[21:39] provisions of the Georgia open meetings
[21:41] act. As this is special call meeting we
[21:43] cannot deviate in any respect from the
[21:46] published agenda and as you know on this
[21:48] agenda it has no provision for for
[21:50] public comment. So we're going to
[21:52] proceed directly through the agenda as
[21:54] written during the meeting.
[21:57] >> All right. At this point, I'll uh I'll
[22:00] entertain an approval of the agenda as
[22:02] written.
[22:05] >> I have a motion. Is there a second?
[22:08] >> Second.
[22:09] >> All right. All in favor? Any opposed?
[22:14] Motion passes. First item of business is
[22:17] consideration and action on DMO
[22:19] proposals. Uh uh city manager, I
[22:23] understand that we have a recommendation
[22:26] based upon your committee's evaluation
[22:28] of uh applicants.
[22:30] >> Yes, sir.
[22:36] » And what is what is uh your committee
[22:39] recommendation?
[22:40] >> Yes, sir. Well, if you look at the table
[22:41] of content, I list all of the companies
[22:45] that committed to being on a total of
[22:47] seven
[22:50] And on page one, I also included the
[22:53] information that we sent to ATL district
[22:56] just letting them know that the contract
[22:59] is going to expire on June 30th. The
[23:02] next page you will see in your binder is
[23:06] the city manager's recommendation based
[23:09] on the committee that I put together. We
[23:12] looked at all seven of these companies.
[23:16] On page one, we talked about the
[23:18] background.
[23:20] Page two, we talked about the evaluation
[23:23] methodology. How did we decide on how we
[23:27] would rank these companies? We did it
[23:29] based on presentation,
[23:31] local direct impact, referrals and
[23:34] references, the IRS determination, the
[23:37] 501c6, and the experience.
[23:41] On section two, you will see our
[23:43] organization and the rationale.
[23:46] and the lead DMO.
[23:49] As we looked at all seven companies, my
[23:54] uh group and I, we recommended
[23:56] destination must visit Tourism Alliance
[23:59] LLC
[24:01] as the DMO.
[24:04] >> Okay.
[24:06] Thank you, city manager. Uh city clerk,
[24:10] uh for the record, yes. Uh would you
[24:12] read out and identify these seven
[24:14] applicants?
[24:22] Yes are the seven seven applicants are
[24:25] ATL
[24:26] airport district CBB
[24:30] destination college park
[24:33] destination must visit tourism alliance
[24:36] incorporated
[24:38] experience college park
[24:41] MVO marketing
[24:44] real tours inc DBA discover south metro
[24:49] and RFP auction.
[24:54] » All right. And your recommendation was
[24:56] which organization city management
[25:00] >> again for the record committee DMVs
[25:09] alliance.
[25:11] >> All right. Well, at this point in time,
[25:12] I uh
[25:15] I'll invite a a motion
[25:18] on
[25:20] the DMO proposal out of the seven.
[25:28] » Is there a motion at this time for the
[25:31] DMO selection?
[25:32] >> Motion.
[25:34] >> I have a motion. I have a Is there a
[25:36] second?
[25:39] » Second. I have a question.
[25:41] >> Any discussion?
[25:43] >> Council member Honor,
[25:44] >> is the question. Are you asking us are
[25:47] we accepting the city manager's
[25:49] recommendation?
[25:50] >> Yes.
[25:51] >> We've got seven selections uh options
[25:53] and uh I'll entertain a motion for uh
[25:58] u whatever she pleas.
[26:00] >> Well, we're going to discuss it on this
[26:03] discussion.
[26:05] U Miss Hick, can you give us um an
[26:07] explanation for um I mean I I I know I
[26:10] agree what you said, but just kind of
[26:12] want to hear what made this organization
[26:14] stop them from being the highest score.
[26:17] >> Sure.
[26:17] >> Um why you chose that,
[26:19] >> right? It was committee and I and uh we
[26:25] scored all seven
[26:28] of the company and we made sure that our
[26:32] scoring lined up with
[26:35] our purchasing policy that we received
[26:38] from the purchasing department.
[26:42] We made sure that the scoring that we
[26:44] received lined up with what we received
[26:46] from purchas
[26:48] and we scored them accordingly and the
[26:51] score sheets is in your packet.
[26:56] don't remember seeing the 501c3 letters,
[26:59] but but we did verify that all of them
[27:01] are 501c6.
[27:05] » Four of them. Four of them are
[27:07] >> which four?
[27:07] >> Uh ATL district DMA TVI.
[27:16] » Oh, DMA TV. Okay. Okay.
[27:18] >> Yes, ma'am. Destination College Park
[27:22] and
[27:24] what is affectionately known as
[27:28] BL Kub.
[27:34] » Okay. So, those are the four that are
[27:36] 501c6.
[27:37] >> Six. Yes.
[27:40] >> Have a question. Council,
[27:42] >> can the city attorney elaborate that successful
[27:49] is not [clears throat] complete until
[27:52] they accept and adhere to the terms of
[27:55] the contract, the resolution, and the
[27:57] ordinance? Can you elaborate on that?
[27:59] >> Yes, sir. Uh the council, there's a
[28:02] motion in the court to appoint a DMO.
[28:06] If a DMO is selected based on the vote
[28:08] of the city council today, uh that does
[28:11] not fully complete the matter because
[28:12] obviously it requires a contract where
[28:16] the DMO selected and that certainly
[28:18] won't happen today. We're going to have
[28:20] for several days because that contract
[28:21] would have to be negotiated at arms
[28:23] length with successful um DMO selected.
[28:27] And so
[28:30] today conclude the matter. It'll just be
[28:33] the second the first phase of a
[28:35] multi-phase process that's going to
[28:37] culminate in a contract with the DMO
[28:39] that this council votes to approve.
[28:42] So I would like to amend the motion that
[28:44] it includes that the successful bidder
[28:49] is still subject to adhering to the
[28:52] terms of the contract that we
[28:55] contract ordinance and resolution.
[28:58] >> Uh I would just make one caveat on that
[29:00] just a suggestion. Uh I do not believe
[29:03] acceptance of the resolution or and the
[29:06] ordinance is an option. That's uh that's
[29:09] set in stone. So there's no option on
[29:12] that. How obviously we can go through
[29:13] the contract. Would that be correct? You
[29:15] we can we can negotiate. I mean this
[29:17] party duly enacted the organs in
[29:20] resolution. Uh the contract is subject
[29:22] to negotiation. You may prefer terms
[29:25] that the successful bidder does not and
[29:27] that will have to be negotiated uh like
[29:29] any other contract. Then we will arrive
[29:32] at terms that the parties mutually agree
[29:34] to and we'll move forward on that. But
[29:36] if we're able to, we may be unable to uh
[29:39] arrive at terms with the successful
[29:42] bidder and then this matter will come
[29:44] back before the city. Can you amend your
[29:46] motion to include
[29:49] >> I made my I amend my motion to include
[29:52] that with the selection or with the
[29:54] determination of this particular DM
[29:57] recommendation that it would be um based
[30:00] on the acceptance of the contract the
[30:03] contractual agreement.
[30:05] >> Is that what we're saying?
[30:06] >> Yes.
[30:06] >> Okay.
[30:08] >> All right. We have a motion in a second
[30:09] but we have to have a motion for a
[30:13] selection. destination must visit
[30:15] tourism.
[30:17] The city manager's recommendation.
[30:20] >> Okay, we had a motion and a second. All
[30:22] those in favor?
[30:24] >> I.
[30:24] >> Any opposed?
[30:27] Right. Any abstensions?
[30:30] All right. Motion passes. Next item.
[30:33] >> Excuse me. I'm confused. I want to enter
[30:35] into a motion to include that language.
[30:37] >> Oh, they did. It did.
[30:38] >> She just did. You read it.
[30:44] Yes, ma'am. The amendment that you
[30:47] stated was to include the determination
[30:49] of this DMO recommendation based on the
[30:51] acceptance of the contractual agreement.
[30:57] » And you have the name of the election.
[30:59] Send the motion correct.
[31:00] >> Mr. City Man's recommendation
[31:03] destination bus visit tourism lines
[31:06] incorporated.
[31:06] >> Yes.
[31:10] That's included in the motion. City
[31:11] push.
[31:12] >> Yes, sir.
[31:13] >> All right. Uh,
[31:16] next item of board appointments.
[31:19] Uh, award one and
[31:23] award two B and zoning of appeals.
[31:27] Uh my nomination I would make a motion
[31:30] for uh
[31:33] award two by Miss Tanya right
[31:36] >> board zone
[31:37] >> for the board of zoning and yes
[31:43] » you want someone to make a motion.
[31:46] >> Well if you'd like
[31:47] >> okay I'll make a motion to um appoint
[31:50] Tanya right as the war two board of zone
[31:54] and appeals.
[31:56] We got a motion. Do we have a second?
[31:57] >> Second.
[31:59] >> All those in favor?
[32:01] >> I.
[32:01] >> Any opposed?
[32:04] Right. Motion carries.
[32:06] Next. Uh the ward one uh VA appointment.
[32:10] Do we have an appointment for W one?
[32:12] >> Well, I received word from my uh
[32:14] appointee that they would not do that.
[32:16] They did not want to be scrutinized by
[32:19] the community of college, nor did their
[32:21] family want to. So I am still um
[32:24] continuing the entropy process.
[32:28] >> All right. Well, we have our next
[32:29] meeting in August. So
[32:32] >> we get a movement by then. Uh with that,
[32:34] I entertain a motion to adjurnn. If
[32:36] there's no other business
[32:38] >> motion a motion to adjurnn. Do I have a
[32:41] second?
[32:42] >> Second.
[32:44] >> A second. All in favor?
[32:46] >> Any opposed?
[32:48] >> All right. Meeting adjourned at
[32:52] 4:24 p.m.
