[1:16] >>
[1:19] can we
[1:21] all rise for the pledge of allegiance please.
[1:22] I pledge allegiance
[1:23] to the flag of the united states of america
[1:24] and to the republic for which it stands
[1:25] one nation under god indivisible
[1:27] with liberty and justice for all.
[1:34] >> roll call.
[1:37] >>
[1:40] commissioner smith. Commissioner
[1:43] mallozzi. Commissioner
[1:46] katzman ,
[1:49] mayor.
[1:50] >>
[1:52] let's go ahead and
[1:55] do the recognitions and proclamations
[1:58] if
[2:00] my fellow colleagues will join me
[2:01] on the floor.
[2:43] >> the man that I
[2:45] have here you will hear some interesting
[2:46] things about. I would like you
[2:49] to meet
[2:52] adam, a bright and talented
[2:54] student that just graduated cooper
[2:55] city elementary
[2:58] school. Adam is currently blazing
[3:01] trails by taking ninth grade math
[3:07] . Everybody applied because that is impressive.
[3:13] he has the first student to
[3:15] triumphantly finish six, seven, and
[3:16] eighth grade math while still
[3:18] in the fifth grade. Excitingly he
[3:19] will jump straight into
[3:22] ninth grade math next.
[3:28] his dedication and hard work have
[3:30] earned him a record of straight a's
[3:31] through his academic journey. He proudly
[3:33] served as student council president
[3:34] and at the
[3:36] graduation ceremony he actually pronounced
[3:37] my last
[3:40] name properly. That in and of itself
[3:42] you should get extra credit. He's
[3:43] a distinguished member
[3:47] of mensa
[3:49] . His love for animals is truly heartwarming.
[3:53] he dreams of creating his
[3:56] very own zoo aquarium
[3:58] combining the wonders of terrestrial
[4:02] and marine life.
[4:03] with his passion and determination
[4:05] there's no doubt that adam
[4:08] is destined
[4:09] for greatness. He's a phenomenal student.
[4:11] I don't normally
[4:12] just give certificates to everyone
[4:14] but I was
[4:17] so impressed . That and the fact
[4:18] that you pronounced my name right.
[4:20] this is for you
[4:23] adam balaban
[4:26] . We
[4:27] present this certificate for your
[4:28] outstanding achievements in math,
[4:31] reflect your intelligence and persistence.
[4:32] keep going.
[4:35] now
[4:38] join
[4:41] us, please.
[5:41] >> tonight
[5:44] we will give
[5:46] a proclamation to the recreation department. [applause]
[5:47] my
[5:50] favorite department. Whereas
[5:52] parks and recreation programs are
[5:56] an integral part of the
[5:57] community throughout this country
[5:59] including cooper city.
[6:01] whereas the city of cooper city is
[6:02] home to 22
[6:04] parks, three sports complex and over
[6:05] 100 acres
[6:08] inspiring residence with beauty
[6:09] and providing countless recreation
[6:11] opportunities. Whereas
[6:14] parts and recreation program
[6:15] provide vitally important to establishing
[6:17] and maintaining the quality
[6:19] of life in our community ensuring
[6:20] the health of
[6:22] all citizens, contributing to the
[6:23] economy as well
[6:26] as the
[6:27] environmental well-being of the community.
[6:29] whereas recreation participation continues
[6:32] family
[6:35] unity, strengthens volunteerism,
[6:36] creates community pride and vitality
[6:38] and promotes
[6:41] sensitivity and an understanding of
[6:42] the
[6:43] culture of diversity. Whereas the
[6:44] city of cooper city recognizes the vital
[6:47] contributions of employees
[6:50] and
[6:51] ensuring facilities are clean, safe,
[6:53] and accessible for all city residents
[6:56] to enjoy. James curran,
[6:58] mayor of cooper city do hereby complain
[6:59] -- proclaim
[7:02] july 2025 as
[7:05] parks and recreation month.
[7:08] do you want to come get your picture
[7:09] taken with
[7:11] us. No speech?
[7:14] no speech. Speech?
[7:20] >>
[7:23] I will say a few things.
[7:26] this crew is a reason why it is
[7:28] an integral part of the community.
[7:31] each and every one from running the
[7:32] great events
[7:34] to providing aftercare summer camps, playgrounds,
[7:38] ballfields,
[7:41] this is why.
[9:57] >> we will move on to
[10:00] public comment.
[10:03] excuse me. One second. Let's
[10:06] go ahead and do pet adoption.
[10:09] >> adorable little danny is one
[10:11] of many adorable kittens available
[10:12] for adoption
[10:15] at the
[10:16] humane society of broward county.
[10:18] just 15 weeks old, she's
[10:20] curious, playful and ready to be part
[10:21] of
[10:23] a family. The shelter has more than
[10:27] 80 felines waiting to be adopted
[10:29] so now would be a perfect time to adopt.
[10:31] all pets are spayed and neutered before
[10:33] going home and
[10:36] receive a microchip. The fee
[10:39] is $125 to stop by .
[10:41] griffin road is closed at the railroad tracks.
[10:44] be sure to follow the detour tight --
[10:47] signs to get to the shelter. Danny
[10:48] is waiting for
[10:50] you.
[10:51] >> thank you. Public comment.
[10:54] mrs. Schwartz.
[11:00] >>
[11:03] good evening. I have
[11:06] been a resident for 26 years.
[11:11] we've raised our three daughters and
[11:12] now enjoying grandchildren. I'm grateful
[11:13] to live directly across from cooper
[11:15] point park.
[11:17] these luxuries were taken away from us
[11:20] four months ago when a neighbor who
[11:21] did not live in
[11:23] our circle decided to abandon his truck
[11:25] and make the roadway his permanent
[11:27] space. This blocks the kids from
[11:30] riding their bicycles freely and obstructs
[11:31] their
[11:33] traffic view. Additionally sanitation
[11:34] trucks
[11:36] have to back out. We have asked
[11:39] the truck owner
[11:41] to simply move his truck back to his driveway
[11:43] which was met with a disgusting response.
[11:45] have also reached out
[11:47] to code enforcement. I'm asking for
[11:48] your help to resolve
[11:51] the situation
[11:53] for being a public nuisance. Is there
[11:54] anything we can do to prevent
[11:57] the abandoned vehicle in our roadway.
[11:58] given
[12:00] that this
[12:02] is walking distance to the highway
[12:03] and middle school can we
[12:05] at least put a sign there that says
[12:06] no parking during
[12:07] school hours to alleviate some of
[12:09] the burden we are facing as
[12:10] a result of neighbors and considerate
[12:12] of others.
[12:15] thank you for your time. We
[12:17] would appreciate your response and
[12:18] making cooper roadways
[12:21] safer for all of our neighbors.
[12:24] >> you will get your answer now.
[12:27] >> if you could just meet with the
[12:28] captain
[12:29] when you are done she will help you.
[12:30] thank you.
[12:39] >> I have a question. Does
[12:42] anyone object to adding 28
[12:45] to consent?
[12:54] >> I
[12:57] think it needs to be discussed.
[13:06] >> motion to
[13:09] adopt the consent agenda.
[13:12] >> I want to
[13:15] pull number 14.
[13:21] and
[13:24] hold on.
[13:25] >> you only
[13:27] get two.
[13:28] >> no I don't
[13:30] . I also want to pull number 23
[13:33] and
[13:39] also number 25.
[13:45] and that is it.
[13:51] >> now can
[13:53] I have a motion to approve?
[13:54] >> second.
[13:57] any questions?
[14:00] call about.
[14:01] >> commissioner smith.
[14:02] >>
[14:03] yes.
[14:04] >> commissioner mallozzi. >>
[14:06] commissioner catherine. Commissioner
[14:09] shrouder. Mayor curran.
[14:12] >>
[14:15] authorizing an agreement between
[14:18] cooper city for school resource officer services
[14:21] authorizing and directing the appropriate
[14:24] city officials to
[14:26] effectuate the resolution. Providing
[14:27] for effective date.
[14:30] the
[14:32] adam is pulled back.
[14:33] >> two things.
[14:34] in
[14:37] reference to
[14:38] we have a potential large increase
[14:40] with
[14:43] the sheriff
[14:46] . I saw that in the contract on
[14:51] 206 of the contract. It specifically
[14:52] said if
[14:55] there was hold
[14:57] on. Overtime or replacement deputy
[15:01] that that is something that they
[15:04] could invoice, but if I have
[15:07] to pay x amount over
[15:08] and above what we are currently paying
[15:10] that is not something
[15:13] that was covered. I just want to
[15:16] make sure . When I spoke to
[15:17] jacob that he understood my concerns.
[15:21] I want to be sure that is covered
[15:22] because
[15:24] if we have to pay a crazy amount of
[15:25] money, I don't want
[15:27] to fall short of what we are charging them
[15:31] and I want to be able to recoup
[15:32] that. Part two is in the beginning
[15:34] it says that
[15:43] we do this
[15:44] because bso does not want to enter
[15:46] into anything with the charter school.
[15:47] that is great. In the same section
[15:49] it states that the
[15:50] sheriff shall invoice them. If the
[15:52] sheriff can invoice
[15:54] them for overtime, replacement deputies,
[15:58] et cetera,
[16:01] why can't they invoice them
[16:04] for the entire cost and why am I the middleman?
[16:07] I know
[16:08] this was asked and answered before
[16:10] but I would like it on the record
[16:11] and a formal letter saying if you
[16:13] can invoice them for this why
[16:15] not the whole entire thing and leave
[16:16] me
[16:18] out of it. I would like to hear what
[16:19] everybody has
[16:22] to say.
[16:25] >> I have his number. We can call him.
[16:30] call him up and ask him.
[16:31] >> why don't
[16:32] you
[16:33] do that right now and see if it works.
[16:34] >> as a point
[16:36] of information on this as it is written,
[16:40] I understood this approval to be specific
[16:43] to the charter school, not to
[16:46] anything else.
[16:48] >> the city has had this agreement in
[16:49] essentially the
[16:51] same form for the past five years.
[16:52] commissioner may recall in 2012
[16:55] when the conditional use was
[16:58] approved one of the conditions
[17:00] was to have a school resource officer
[17:01] on site.
[17:04] at some point over the years the sheriff's
[17:07] office made the policy decision to
[17:08] enter into contracts directly with
[17:11] charter schools. There are several
[17:13] schools in the county with these agreements.
[17:16] essentially they pass a funding mechanism
[17:28] . They will not enter into a contract
[17:29] with the sheriff's office. We have
[17:31] a resource officer. The intent of
[17:32] the agreement
[17:33] is to pay the full amount of that
[17:37] particular position.
[17:39] that has been the arrangement over
[17:40] the years.
[17:41] if the commissioner would like us
[17:43] to send a letter asking to revisit
[17:46] I have no objection.
[17:48] it's the same form agreement that
[17:49] the city renaissance and sheriff's
[17:51] office has had to facilitate compliance
[17:55] >> I would like to add a point
[17:58] of information. If the
[17:59] sheriff was billing the school directly
[18:01] and our rates get raised,
[18:04] we are not responsible for covering
[18:07] it because
[18:10] if it is $100 that is what we are
[18:11] charging
[18:13] them that's great. If we get billed $120,
[18:16] this agreement
[18:18] does not cover that. It does not cover
[18:19] their increase
[18:22] in prices. I verified that.
[18:25] >> the intent of this agreement
[18:28] is for
[18:30] renaissance to cover the full cost
[18:31] of that position to the extent
[18:34] it is adjusted.
[18:36] the city would invoice renaissance
[18:40] or if it were to go down that
[18:43] lower amount.
[18:49] I have no further questions
[18:52] . I am in support.
[18:55] >>
[19:01] the commissioner is right. We are
[19:02] involved
[19:03] because we have to be. It's not right.
[19:04] it does not
[19:07] make sense.
[19:09] they ask that you move the po box
[19:10] on their
[19:13] . With our mailing address.
[19:25] >> if we do approve this it's the
[19:28] attachment
[19:31] will it still be part of that approval.
[19:32] >>
[19:37] we can do it but we will just
[19:39] be paying jacob to mail something
[19:46] >>
[19:49] I don't think if you can sit there
[19:51] and invoice somebody in paragraph 22
[19:52] you can invoice
[19:55] them now
[19:58] and I can avoid this ever coming before
[20:01] me again.
[20:02] >> I would
[20:03] ask robin who watches east meeting
[20:04] and makes note to
[20:07] make a report and understand why we
[20:08] don't
[20:10] want to be involved. This was mayor
[20:13] ross's point exactly.
[20:16] commissioner mallozzi
[20:19] has taken up the
[20:21] cause. He complained about this every year.
[20:25] you are right, but it is what
[20:28] it is.
[20:37] >> they are taking notes. >> I will
[20:38] second
[20:40] the motion.
[20:41] >>
[20:43] we will make the changes in the other provisions.
[20:47] >> commissioner smith. >> yes.
[20:49] >> commissioner mallozzi. >> no. >>
[20:53] commissioner katzman.
[20:55] commissioner shrouder . Mayor curran.
[20:56] >>
[21:02] next, again pulled
[21:03] by commissioner mallozzi.
[21:04] >> two reasons.
[21:08] any little bit of art
[21:11] is a win win. I love that we are
[21:15] doing the fire hydrants. This is just
[21:17] going to make it even
[21:20] better. I also wanted to
[21:21] forewarn everyone that at the next
[21:22] commission meeting I will bring back
[21:25] an item that I had brought up to previous
[21:26] commissions
[21:28] about having artwork in the plaza's
[21:31] that way, this might be something for
[21:35] a business person,
[21:38] because it can
[21:41] draw people
[21:42] in. It will not cost us anything.
[21:44] I just wanted to
[21:46] make everybody cognizant of the fact
[21:47] that is
[21:49] bringing that back to say this is
[21:51] great step in the right direction.
[21:56] >> motion
[21:57] to approve.
[21:58] >> motion. >> second.
[21:59] >> call about. >>
[22:00] commissioner smith. Commissioner mallozzi.
[22:03] commissioner katzman. Commissioner shrouder.
[22:05] mayor curran.
[22:11] >> 25 is a motion to approve the
[22:14] security lighting in the amount of $89,500
[22:17] utilizing the contract number
[22:21] pulled by commissioner mallozzi.
[22:22] >>
[22:23] I pulled it because
[22:25] my husband has issues with l.e.d.s
[22:26] and their lifespan.
[22:29] I asked
[22:30] jennifer if we could check to see
[22:32] if the lifeboats
[22:35] were included in the warranty.
[22:38] if we can have
[22:41] documentation to that effect.
[22:43] that way when they do not last their
[22:44] lifespan if we could say,
[22:46] replace this. Has it been included?
[22:50] >> yes.
[22:53] >> you change. >>
[23:00] the light bulb itself is not included
[23:02] but the polls and maintenance of
[23:04] the fixtures is part of it.'s tenure
[23:07] warranty.
[23:08] >> but not on the light bulb.
[23:11] >> okay. Just fyi
[23:13] I'm all for the new light fixtures,
[23:14] but the
[23:17] light bulbs
[23:23] l.e.d.s they say they are good for
[23:25] 25,000 hours, five years. My husband
[23:28] has proven in our house that they last
[23:32] one year no matter what
[23:35] you do . I think that
[23:38] if we are
[23:40] banking our budgeting for these light
[23:41] bulbs to be
[23:44] 45 years we need to
[23:47] water but what we are budgeting because
[23:48] they
[23:49] do not last what they are supposed to.
[23:52] >> motion to approve. >> second. >>
[23:53] commissioner smith.
[23:56] commissioner mallozzi.
[23:57] commissioner katzman. Commissioner shrouder,
[24:02] mayor curran.
[24:03] >> no.
[24:08] >> commission, 28 is
[24:11] a motion to approve for the
[24:14] optimist club
[24:26] >>
[24:29] we do not need a motion.
[24:30] >>
[24:32] I will make a motion.
[24:46] >> part of the agreement allows us
[24:47] to conduct
[24:50] . I think it will
[24:53] be beneficial . Obviously we will have
[24:55] the manager come up with a scope that
[24:56] will
[24:59] be productive to reconcile things
[25:02] and get
[25:04] opinions on best practices and stuff.
[25:08] I think we owe it to
[25:11] the community.
[25:14] because the other use agreements required
[25:15] them
[25:16] to cover the cost. It will help us
[25:17] going forward with
[25:20] the transition
[25:26] >> I just have a question.
[25:29] with
[25:32] this encompass possibly
[25:35] a forensic audit as well.
[25:38] >> I would make sure
[25:41] to include .
[25:42] >> that would be
[25:43] considered part of the certified financial audit.
[25:47] >> under contract the city
[25:50] will determine the scope
[25:53] if it is needed.
[25:54] >>
[25:56] my intent would be forensic.
[25:59] >> that is fine with me.
[26:08] I don't know if that is a term of art
[26:15] >>
[26:17] anybody else?
[26:18] >> I understand the audit
[26:20] and it's part of the facilities
[26:23] agreement. Is it appropriate
[26:26] to ask what the
[26:30] piece will look like or
[26:32] what that means behind it ? Is there
[26:33] any
[26:34] further insight on what we are looking
[26:36] at?
[26:37] >> the difference
[26:38] between the regular order and forensic order,
[26:42] the forensic order is looking
[26:45] back to if there were 11
[26:48] -- irregularities.
[26:51] a regular audit is just
[26:54] making sure you
[26:55] are putting the right things in the
[26:57] right places and doing the
[27:00] right accounts.
[27:01] >> okay.
[27:03] >> any
[27:05] more questions? Call the vote.
[27:06] >>
[27:07] commissioner smith. Commissioner mallozzi.
[27:12] commissioner katzman.
[27:14] commissioner shrouder. Mayor curran.
[27:18] >> am 29 is
[27:19] a discussion and potential implementation
[27:27] for disposal offered
[27:28] by commissioner mallozzi.
[27:29] >> I will
[27:30] make a motion.
[27:31] >> second.
[27:36] >> okay.
[27:39] basically
[27:42] this is how it started.
[27:45] I was mulching
[27:48] and it took me a while .
[27:51] as I am outside for hours
[27:54] on end in the hideous heat,
[27:57] I see the neighbor
[27:58] landscaper coming . He mows the lawn
[28:00] and proceeds to
[28:03] blow everything
[28:06] to the other neighbor.
[28:07] two days later the other neighbor
[28:09] comes there landscaper
[28:14] and it goes back to the original side.
[28:15] this is constant.
[28:20] I don't see anyone from code in the audience,
[28:23] but it's not the first time neighbors
[28:24] have complained.
[28:27] there have been wars over lawn clippings.
[28:28] the
[28:30] problem I had was when the
[28:31] lawn clippings are not picked up they
[28:33] wind up in the street. They
[28:36] clog the --
[28:39] I call them gutters but
[28:41] they clog the sewers. When they are
[28:44] wet they pose a hazard to cars because
[28:45] they can't get on them.
[28:47] they pose a hazard to people that
[28:48] are walking on them
[28:51] . We are in the rainy season and we
[28:52] also
[28:53] have hurricanes coming or horrible storms.
[28:57] all of the drainage is
[28:58] potentially blocked up with something
[29:00] that could easily
[29:03] be rectified. When I had
[29:06] a conversation with the code officers
[29:09] I said, is this something you can enforce?
[29:12] they can. They would have to see
[29:15] it but so many people
[29:18] have cameras it
[29:20] is easy to watch that someone is not complying.
[29:23] I also spoke to people I know that
[29:24] do lawns. They
[29:27] said it would take an extra 5
[29:30] to 7 minutes. What they do now, if
[29:31] they want to they can put everything
[29:33] in a pile with their machinery
[29:36] and just take the pile
[29:39] and put it in the customer's waste
[29:42] receptacle. It has an impact on us
[29:44] financially because we will spend
[29:45] less
[29:47] trying --less time with the truck
[29:51] cleaning out the systems and it could lessen
[29:54] our chances of having a
[29:55] hazard for people that are walking
[29:57] and driving during the
[29:59] rainy season.
[30:00] >> what are you asking?
[30:02] >> my ask is that we strengthen the ordinance
[30:06] to where it is giving
[30:08] an arm, for lack of a better word,
[30:09] to the code
[30:12] department when there is an issue
[30:15] and they see people or
[30:16] one neighbor complaints about the
[30:18] other neighbor and it's
[30:20] caught on a ring camera we do have
[30:27] >> I support that. May
[30:30] be at another subsection.
[30:33] you could specifically designate something.
[30:36] >> we will work
[30:38] with code enforcement to bring that
[30:39] for further consideration.
[30:42] >> any more discussion?
[30:45] >> if I am recognized.
[30:48] thank you. Has
[30:51] our city
[30:53] ever had this ordinance before to
[30:54] this level?
[30:56] maybe through the city attorney.
[30:57] >>
[30:59] what is your question?
[31:00] >> has our
[31:01] city had this
[31:03] language prior?
[31:04] >> I'm
[31:06] not aware of our city. There's
[31:09] some cities in broward county that
[31:10] to
[31:11] prohibit blowing away of your debris
[31:12] to protect
[31:14] from drainage. Hollywood has it and
[31:15] maybe others
[31:18] as well.
[31:21] we could work with code and bring
[31:22] back
[31:23] language for the commission to desist --
[31:24] consider.
[31:25] >>
[31:26] call the vote.
[31:27] >> the other thing
[31:28] on this. I thought over
[31:30] the years
[31:33] about us increasing maybe the street sweeping
[31:38] and being able to justify that through
[31:39] stormwater fees
[31:41] or whatever . The manager has kind
[31:42] of also
[31:44] told me it's useless if you do not
[31:45] have gutters
[31:48] . Is there some type
[31:54] I think I would like to make the streets
[31:55] look better.
[32:00] >> the issue again,
[32:03] we will work with code on this because
[32:04] we can certainly
[32:06] regulate.
[32:07] >> can the city look, jennifer
[32:09] said maybe a vacuum thing.
[32:13] >> we can look
[32:16] into what else is available.
[32:22] >> they are
[32:23] talking about to sweep the streets
[32:25] and vacuum up
[32:28] the yard debris.
[32:31] >> any more discussion
[32:34] ? Call the vote.
[32:35] >> commissioner
[32:36] smith. Commissioner mallozzi. Commissioner katzman.
[32:40] commissioner shrouder.
[32:43] mayor curran.
[32:44] >> yes.
[32:46] item 30 as the
[32:48] review and approval of the yearly
[32:49] evaluation
[32:52] salary increase
[32:55] . Motion?
[32:58] >> motion for
[33:01] discussion.
[33:02] >> second. >> here we
[33:04] go. Mr. Shrouder.
[33:10] >> I
[33:11] do not think this has a specific number.
[33:13] there was no
[33:16] nothing in the backup.
[33:19] >> it
[33:22] was a $20,000 race I thought.
[33:23] >>
[33:27] there is not that anywhere. On discussion I
[33:28] think is where
[33:31] we are.
[33:33] >> I think 500,000 is not that bad.
[33:36] just making sure you were paying attention.
[33:40] listen.
[33:43] the way that we did it was not right.
[33:46] I know
[33:49] how this happened.
[33:51] eggleston got more money. We had to
[33:52] to get
[33:55] greg to
[33:58] go for alex
[34:03] we had to write in the negotiation ability.
[34:04] then he
[34:07] was going to say yes
[34:09] so he's down there nickel and dime
[34:13] in him
[34:16] because greg thought he was an excellent
[34:17] negotiator. The reality is the gentleman
[34:19] with way more years and
[34:22] in my opinion
[34:25] doing more to accomplish
[34:28] . It is just not right.
[34:33] the only way to make sure greg would
[34:34] vote for
[34:36] him was to give the king a crown to
[34:37] go negotiate it.
[34:38] >>
[34:40] may I ask where he was and vice versa?
[34:43] >>
[34:49] I believe his starting salary
[34:52] in june
[34:55] 2023 was
[34:58] to 38.
[34:59] >> when I looked at the scale
[35:01] I thought to 67 was fair.
[35:04] in fairness, he told me he shot a
[35:07] lower number .
[35:10] I looked at the different ones
[35:13] . I can give
[35:16] you for example, out the door
[35:21] we have employees through a contractor
[35:22] that cost us in
[35:24] the threes. One of them walking in
[35:25] the door
[35:31] what you think is fair
[35:38] >> if I may,
[35:39] give me the crown for negotiation.
[35:43] do we have --I'm sure
[35:46] we do
[35:49] . Can we confirm 248
[35:52] was where the prior city manager
[35:55] salary cap was?
[35:56] >> I can look at
[35:58] his contract. It was 247.
[35:59] >>
[36:01] all right. I am good
[36:04] with 248
[36:07] . That goes from what I see
[36:10] here. I am not willing to see
[36:13] 267. Maybe
[36:18] it gives him some room for improvement
[36:19] and we will see
[36:21] what he does for the fiscal year change
[36:22] but that's where
[36:25] I am.
[36:28] >> is that like
[36:31] a 5% raise?
[36:32] >>
[36:34] what do you make now.
[36:35] >> 233
[36:49] 234 78.
[36:50] >> remember,
[36:52] we hired him as
[36:55] an intern. What a great negotiator.
[37:01] >> commissioner shrouder,
[37:04] I will give you some thoughts behind that.
[37:07] when you look
[37:10] at salaries
[37:13] throughout the county that is provided.
[37:14] you look at residence, population
[37:21] and where the salary lines up and
[37:22] what they identify some additional
[37:24] benefits which may be through cars
[37:25] and different allowances. I
[37:28] think they have us somewhere in
[37:30] the 34,000 range of residence. Yes,
[37:34] there are some here that are
[37:36] significantly less than us and pay
[37:37] the city
[37:40] manager my. To show good
[37:43] faith and at least put the
[37:46] city manager where
[37:49] at least our prior
[37:52] city manager was at that
[37:55] would be
[37:57] a good starting place. Understanding that
[38:01] at
[38:03] that point you do become more inside
[38:04] the marketplace with the
[38:06] city managers. I think that would
[38:08] at least start off to
[38:11] be fair.
[38:14] >> you want to negotiate?
[38:17] >>
[38:20] I am a terrible negotiator.
[38:23] >>
[38:25] what was the amount you said you made?
[38:32] >>
[38:35] 238 780.
[38:41] >>
[38:44] isis. Can you tell me the amount
[38:47] of employees that and
[38:50] up 5% in a
[38:53] pay increase?
[38:56] >>
[38:59] on the merit
[39:00] list that I gave you I do not think
[39:02] there was
[39:05] anyone going over 4%.
[39:08] >> there is one at five.
[39:14] I figured you might l. You did not
[39:17] memorize this? I'm joking.
[39:20] I thought
[39:21] somebody said something. I had requested
[39:23] to see how much money
[39:26] our employees
[39:29] , how much of a percentage.
[39:32] I just got this as
[39:35] I got here. We had
[39:38] one at 1.55.
[39:41] one at 1.3. 33
[39:44] at 2.0. One at 2.3,
[39:47] one at 2.07, 2.5,
[39:50] 2.90. Et cetera.
[39:53] one person
[39:56] got five.
[39:57] >>
[39:59] point of information.
[40:02] with this
[40:05] be a
[40:08] valid question on the
[40:11] premise of
[40:13] was their salary restructuring and this
[40:17] is in addition as raises?
[40:20] could you give me that information.
[40:23] >>
[40:26] answer his question.
[40:29] be my guest.
[40:30] >> I want to understand
[40:31] if I'm looking at equal or if this
[40:35] is looked upon as restructuring and
[40:36] then
[40:38] we give merit on top of that.
[40:39] >>
[40:43] there is no need to restructure a
[40:44] contract. Let me
[40:46] explain why. Not only did he have
[40:47] a contract that
[40:49] he signed, he had an addendum to his
[40:52] contract.
[40:53] >> in november that changed
[40:54] his terms.
[40:56] >> I am asking the
[40:58] question on this which commissioner
[40:59] mallozzi just read
[41:02] into existence
[41:05] can you confirm if there,
[41:08] if that is what restructuring
[41:11] and in addition these
[41:14] are raises or are these just the numbers
[41:20] >> to put it more clearly
[41:25] the raises or percentage it went up
[41:26] . Merit, restructuring,
[41:29] what are the percentages?
[41:32] >> they very
[41:36] >> that is a huge difference.
[41:38] the fact is if we were
[41:40] underpaying employees and it finally
[41:41] came out
[41:48] >>
[41:50] even after the pay plan.
[41:51] >>
[41:53] the only reason I asked this
[41:56] the city manager today
[41:59] was under negotiation because
[42:02] it was less
[42:04] than where the last one started at.
[42:08] I just want to see these percentages here
[42:14] with where she is presenting.
[42:17] >>
[42:20] I thought ryan was
[42:23] going to answer that.
[42:26] >> the last time we talked about
[42:29] that --
[42:32] I will give you an example.
[42:33] >>
[42:34] all I need to know is wasn't more
[42:35] than we
[42:38] were presenting.
[42:41] in addition it was this?
[42:42] >> remember
[42:44] last year what percentage of employees
[42:45] had
[42:47] an increase for cola ,
[42:50] it was half of them.
[42:53] >> I just want
[42:56] to know .
[43:02] I guess city manager if you could
[43:05] direct somebody
[43:11] >> that could basically
[43:14] compare employees with the peers
[43:21] >>
[43:23] in addition
[43:27] >> than the merits came in after
[43:29] it is
[43:32] restructured.
[43:33] >> thank you.
[43:35] >> so
[43:38] --I cannot hear what you are
[43:41] saying.
[43:42] >> in addition
[43:54] , there were people
[43:55] at given additional increases of 10
[43:57] or 20% right before it started
[44:00] . For those ones I just sat
[44:03] down on merit
[44:08] this is part of the restructure that
[44:09] are not
[44:12] readjusted.
[44:15] >>
[44:18] you said people got 10
[44:21] to 20%?
[44:22] >> yes. Two people
[44:24] did.
[44:25] >> did we vote? >>
[44:27] you don't vote
[44:30] on individual salary increases.
[44:39] >> 35, 34%, 33
[44:42] . I'm
[44:43] going from highest to lowest.
[44:44] >> could
[44:45] use say what the
[44:48] lowest was?
[44:51] >> let
[44:53] me give you the average. The average was
[45:00] 14.1
[45:12] >> back to me speaking. Several
[45:15] things. One, I have
[45:18] an
[45:19] issue with the increase. There was
[45:21] a renegotiation in october
[45:23] about your parachute which no employee
[45:27] has that .
[45:30] >> at the time
[45:33] --
[45:34] >> can I finish speaking
[45:35] and then you can go? That is number
[45:36] one. Number
[45:38] two, if you look at the reviews they
[45:39] went
[45:42] from mine
[45:43] is definitely the worst because I
[45:45] gave negatives
[45:48] and there are people that
[45:49] are totally enamored with you. They
[45:51] think you are the next best thing
[45:52] since sliced bread. There are two
[45:54] of us
[45:56] that feel like we are the redheaded
[46:00] stepchildren. Obviously the
[46:02] city manager that we get to deal with
[46:03] and the city manager others
[46:05] get to deal with are not the same
[46:06] city manager.
[46:09] I don't get half the information the
[46:10] other
[46:12] people get. I'm not are even
[46:15] going to bring that
[46:16] up. More just highlighting that. The
[46:18] other thing I have an issue with is
[46:21] the city manager --I
[46:23] know you are going to back me on this
[46:27] mr. Katzman.
[46:28] the city manager gets his vacation
[46:30] time up front.
[46:32] the last city manager cost us $30,000
[46:33] because he left after
[46:36] the first. Even though he
[46:38] worked three days after the first,
[46:39] it was $30,000.
[46:44] if we are going to negotiate anything
[46:45] I want
[46:48] the city manager to earn their vacation
[46:49] like
[46:51] the rest of the employees
[46:53] . It should not be on the taxpayers
[46:54] if the
[46:57] city manager stays one day after the year
[47:00] that they get those
[47:03] vacation days. I know
[47:05] you enjoy traveling so I was trying
[47:06] to work out a compromise
[47:09] to be fair . If you want to take
[47:12] them before if you have only earned
[47:13] five
[47:15] vacation days because you like to
[47:16] go
[47:18] a lot
[47:20] and you want to go on a 10 day vacation
[47:21] that
[47:23] is fine. If for some reason you leave
[47:24] before
[47:26] those extra five days are earned it
[47:27] comes out of
[47:29] your last paycheck or your parachute
[47:30] that you have.
[47:33] >> agree .
[47:36] >> good. I like that.
[47:42] I am still not happy about
[47:43] the race but I know without a doubt
[47:45] I'm not getting it. At least now
[47:47] he's going to earn his vacation days
[47:48] and not worry about taking a
[47:51] $30,000 bath because the
[47:53] previous city manager stayed two days
[47:54] after his
[47:57] today.
[47:58] >> commissioner smith,
[48:00] do you have an offer down there .
[48:03] >> I put 248,000. >>
[48:06] anymore discussion?
[48:09] call the vote.
[48:12] >> commissioner smith.
[48:15] commissioner mallozzi.
[48:16] >> no. >>
[48:18] commissioner katzman. Commissioner shrouder.
[48:21] mayor curran.
[48:22] >> no.
[48:24] >> we will prepare an amendment.
[48:27] >> in reference to
[48:30] him burning his vacation days.
[48:31] >>
[48:33] if the manager has any objection.
[48:34] if you
[48:36] want to do it through hr that is fine.
[48:39] >> said
[48:42] done.
[48:51] >> just trying to stick it
[48:54] to her a little bit.
[48:55] >> thanks.
[48:57] >> we will work
[49:01] that out.
[49:04] >> did you agree on the
[49:06] vacation days? We will just put you
[49:10] on the regular employees.
[49:15] I can take it but if I leave before
[49:16] I have
[49:17] come --completely earned the time
[49:19] it comes out
[49:22] of my final pay.
[49:23] >> I know he
[49:24] enjoys vacation so I don't want to
[49:25] impede him
[49:28] going away.
[49:29] >> I know
[49:30] what happened before was not right
[49:31] and
[49:32] I would not do that so I will agree
[49:34] with you.
[49:35] >> thank
[49:37] you.
[49:38] >> next item.
[49:40] >> resolution 21

[50:13] >> desperately needed. >> I just want
[50:16] to say thank you.
[50:19] >> great job. You are welcome.
[50:28] >> I
[50:30] think I got george fired for this.
[50:40] >> anymore?
[50:43] call the boat.
[50:44] >> I
[50:45] thought you were talking to each other.
[50:46] >>
[50:47] I was talking and you keep
[50:49] interrupting me.
[50:50] >> are you
[50:51] the only one that gets interrupted
[50:56] >> that
[50:57] is how it works. I just wanted to
[50:58] say I want to
[50:59] thank the staff and apparently commissioner
[51:01] shrouder as well because this
[51:03] is a complaint I get from residents
[51:04] all
[51:07] the time.
[51:12] I thank you for getting this accomplished.
[51:19] >> somebody call
[51:22] al
[51:24] and let him know it's done.

[51:58] >> I have
[52:01] a question again because we don't
[52:03] know what's going to happen with bsl
[52:07] what are we going to
[52:09] deal with? This could potentially
[52:10] be
[52:13] an issue.
[52:16] >>
[52:19] this is consideration for the letter provided.
[52:22] >>
[52:25] we will be okay?
[52:28] >> we are just going to pay it.

[52:43] >>
[52:46] I don't like being strangled
[52:49] and say I'm
[52:52] going to pay this.

[52:54] the assessment. If we are being asked
[52:58] for the 12% raises if we don't pay
[53:01] the raises, how are
[53:04] the residence made
[53:07] whole pain this full assessment.
[53:10] >>
[53:15] my understanding, I could be wrong
[53:20] >> you would not be wrong then.
[53:22] >> if
[53:25] we go
[53:33] in case armageddon happens and it
[53:34] doesn't we can
[53:37] lower it.
[53:43] I thought both we can.

[53:55] the fire assessment ,
[53:58] you are essentially
[54:01] setting a ceiling.

[55:23] clear
[55:24] this would be setting the right lower
[55:26] than the
[55:29] current rate .
[55:30] >> yes.
[55:34] >> when I look at my county tax bill
[55:35] they
[55:37] claim they don't raise it because they
[55:38] --
[55:40] but they do because the millage is decreasing
[55:44] and they are increasing
[55:46] proportionally. This is like the fifth
[55:47] year in
[55:50] a row they would be lowering the millage
[55:53] rate.
[55:54] >> the question I have is
[55:55] isn't this four dollars a household?
[55:59] like $3.93 per household.
[56:05] is this
[56:11] $40,000?
[56:12] >> it is
[56:14] a message.
[56:15] >> with everything going up
[56:17] we are still finding a
[56:20] way to lower the rate.
[56:23] >>
[56:25] what I am saying is there is a lot
[56:26] of cost.
[56:28] the residents deserve and require
[56:34] resources. This does not happen on
[56:35] a little
[56:37] twist of the nose. At my household $3.93,
[56:41] thank you.
[56:44] >>
[56:46] when you run for office you can say
[56:47] you
[56:48] lower taxes year after year.
[56:49] >> I
[56:50] know that
[56:52] prior electives have done that. At
[56:56] this point, I
[56:58] think we are looking at a lot of things.
[56:59] you said we
[57:01] have to take this serious. Are we
[57:04] legislatively bound to some type of
[57:05] income that is maybe
[57:06] no longer coming through commercial
[57:08] real estate taxing.
[57:11] should we be looking at that
[57:13] because how much will that take away
[57:14] from
[57:17] the city income?
[57:23] >>
[57:24] at this point the commercial real
[57:26] estate impact is
[57:29] not specific to us.
[57:35] >> these are the things I think we
[57:36] should have a very significant talk.
[57:38] I know it's only 40,000.
[57:44] >> I
[57:45] will pretend I'm the county commission.
[57:47] we increase
[57:50] the fire assessment
[57:53] which overall
[57:56] is a more direct billing.
[57:59] we would receive more
[58:02] money overall . We are still
[58:07] receiving more money than last year.
[58:11] >> my position
[58:14] with the if anything I
[58:17] would freeze. We
[58:19] did not increase or decrease but everyone sees
[58:23] things are just free out there. If
[58:24] you
[58:26] feel that the
[58:29] wiggle to the
[58:32] other side
[58:35] to that 40,000 overall. I get it.
[58:38] no matter how you look at it you are
[58:39] cutting the
[58:41] tax.
[58:42] >> the rollback
[58:44] is more.
[58:46] if we went to rollback it would be
[58:47] --
[58:50] >> it 8.7 million.
[58:53] >> okay.
[58:59] >>
[59:05] even though it is negligible it does

[59:20] in the contract it was a 10% increase
[59:24] >> when they get
[59:26] the notices
[59:29] , we actually lowered the rate.
[59:38] it is creeping up
[59:41] a little bit.

[1:00:56] just let me know who is at fault and
[1:00:57] we will move
[1:01:00] on.
[1:01:01] >> let me explain.
[1:01:06] this generally involves
[1:01:09] asphalt repairs.
[1:01:10] we budgeted $85,000. What happened
[1:01:12] was the budget and
[1:01:13] purchase order were two different
[1:01:15] dollar amounts.
[1:01:18] the purchase order was
[1:01:21] $19,000 .
[1:01:24] we were under the
[1:01:29] impression the purchase order was
[1:01:31] 85,000. To give the good service to residents
[1:01:33] and restoring the
[1:01:35] areas that need to be restored, I
[1:01:36] realized
[1:01:38] that we have a different po, I stop
[1:01:41] the job and basically we stopped everything.
[1:01:46] I do apologize about that but I did
[1:01:48] not realize about the
[1:01:49] purchase order or budget. We will
[1:01:51] pay attention a little bit more.
[1:01:53] >> I think you are an awesome leader.
[1:01:57] I would just
[1:01:59] ask that there be a reminder to the person
[1:02:02] who had the oversight of the policy
[1:02:05] . Essentially we would have done this
[1:02:06] anyway but
[1:02:09] it just lets us know about the crack
[1:02:12] in the system. Just a refresher
[1:02:19] >> absolutely.
[1:02:20] I am the utilities director and city engineer
[1:02:21] . I
[1:02:24] am basically the one.
[1:02:27] what
[1:02:30] happens is we are going to train
[1:02:31] our employees because in the past
[1:02:33] when I realized they could
[1:02:37] enroll in the purchase orders and
[1:02:39] the budget
[1:02:41] . They are paying attention a little
[1:02:42] bit more.
[1:02:45] >> any more questions?
[1:02:47] >> commissioner smith. Commissioner mallozzi.
[1:02:51] commissioner katzman, commissioner shrouder.
[1:02:54] mayor curran.
[1:02:57] >> coordinates for

[1:03:09] article 4
[1:03:10] entitled fire assessments. Specifically
[1:03:12] section 7-22
[1:03:15] to amend the definition of

[1:03:19] >> motion?
[1:03:24] second.
[1:03:26] I will second it . Any questions?
[1:03:30] >> just,
[1:03:35] this is just procedural.
[1:03:36] >> there is
[1:03:41] a companion item. There's a recent
[1:03:42] amendment to the florida constitution.
[1:03:44] over the years broward county has
[1:03:45] acted as the
[1:03:46] tax collector for assessments. Under
[1:03:48] a recent
[1:03:50] change to state law the county has
[1:03:54] its first actual tax collector constitutional
[1:03:57] office. This aligns the code with
[1:03:58] that
[1:03:59] new process, changes the tax collector
[1:04:03] align with that as opposed
[1:04:06] to the county. There is a second item
[1:04:09] which provides for an agreement
[1:04:11] between the city and the new tax collector
[1:04:12] office to implement
[1:04:14] the collection of the fire assessment.
[1:04:15] I would also
[1:04:17] ask for a separate motion to approve
[1:04:18] that agreement
[1:04:21] to provide for the fire
[1:04:24] assessment collection.
[1:04:25] >> call the vote.
[1:04:30] >> so
[1:04:33] we will get an audit,
[1:04:36] an accounting of the
[1:04:39] tax collectors use of this? It seems like
[1:04:42] and overbilling.
[1:04:45] >> can
[1:04:48] we follow up on that?
[1:04:51] >> that is not the first? >>
[1:04:54] the first
[1:04:57] motion cleans up the code. The second
[1:05:00] asks for the agreement.
[1:05:05] commissioner smith. Commissioner mallozzi.
[1:05:08] commissioner katzman. Commissioner
[1:05:09] shrouder.
[1:05:12] mayor curran.
[1:05:18] >> motion for the
[1:05:19] agreement with the tax collector.
[1:05:21] >> second. Any discussion?
[1:05:24] >> further to these notes, the other
[1:05:25] question I
[1:05:27] was wondering is,
[1:05:30] is there a requirement
[1:05:33] for this statute
[1:05:36] allowing a tax collector to take
[1:05:39] the budget to 2% what she collects
[1:05:40] for
[1:05:42] the county commission . That would
[1:05:43] be a
[1:05:45] net increase of 70 million more. The
[1:05:48] question I had is,
[1:05:51] is that also
[1:05:54] our 2%.
[1:06:00] >> you
[1:06:03] know that the statute allows him
[1:06:06] to charge .
[1:06:15] >> there may not need to be an agreement.
[1:06:18] >> we could lose up
[1:06:21] to 2%.
[1:06:24] >> I understand what
[1:06:26] you are saying. I'm not aware of the
[1:06:27] need to have
[1:06:30] any discussion.
[1:06:31] >> on this we
[1:06:33] can lose up to 2%.
[1:06:36] we may not have to
[1:06:38] sign the agreement. The county commission
[1:06:39] told me they talked to the
[1:06:42] tax collector.
[1:06:45] they use
[1:06:47] the cost of 12 million to operate.
[1:06:51] 70 million more it
[1:06:54] will cost the county because
[1:06:56] they have the county to pay on there's
[1:07:00] I just want
[1:07:02] to be sure the department double checks
[1:07:03] that statute.
[1:07:09] >> imagine every city having to do that.
[1:07:14] >> this is when we are talking about
[1:07:15] cutting taxes
[1:07:18] . We have to look at the big pictures
[1:07:22] surrounding us.
[1:07:25] >> I
[1:07:26] am yes on this agreement. We should confirm,
[1:07:31] if it gets too costly
[1:07:43] >> that is what it will
[1:07:46] cost us. Call the question.
[1:07:50] commissioner smith . Commissioner mallozzi.
[1:07:55] commissioner katzman.
[1:07:59] commissioner shrouder. Mayor curran.
[1:08:01] >> item 36. First reading of
[1:08:04] the ordinance city code of ordinance

[1:08:16] of the club establishing
[1:08:19] the sponsorship sign program for restrictions

[1:08:31] >> any discussion.
[1:08:37] >> are you good? >> commissioner.
[1:08:39] >> thank you. Just pointing out .
[1:08:40] there
[1:08:43] is an
[1:08:45] item in there. I think this is the one
[1:08:50] . Basically my understanding of this
[1:08:52] is that they
[1:08:55] can only, the banners can only
[1:08:57] be in the color that the organization
[1:08:58] uses or
[1:09:01] decides to use?
[1:09:04] the plan
[1:09:07] is what color schemes
[1:09:10] are approved
[1:09:12] and then execute that.
[1:09:13] >> my only
[1:09:14] thought on
[1:09:15] that is particularly looking at it
[1:09:16] with
[1:09:17] the optimists, noting how the schools
[1:09:19] do it, most
[1:09:22] of the
[1:09:23] organizations are people who sponsor
[1:09:25] these kinds of things
[1:09:28] don't have the
[1:09:29] ability to create multiple ads in
[1:09:31] different color schemes. If we are
[1:09:33] going to approve it we have to approve
[1:09:34] it based on whatever
[1:09:37] measurement guideline
[1:09:40] you would assume
[1:09:43] that if the business
[1:09:46] colors are red, white, and blue
[1:09:49] they will do a red, white,
[1:09:51] blue add. I just want to be clear
[1:09:55] of my intent supporting this.
[1:09:58] we cannot limit color use
[1:10:01] . Obviously we will limit
[1:10:03] anything that is offensive or anything
[1:10:07] like that.
[1:10:08] >> to
[1:10:10] clarify on that,
[1:10:13] those unique colors
[1:10:15] are if they are going to do a framework
[1:10:19] porter. Cooper
[1:10:21] city high school has the red and black
[1:10:22] scroll around the signs to
[1:10:25] give them a uniform look. That
[1:10:28] is what that is written for.
[1:10:32] it is jan's housecleaning services
[1:10:33] and her colors are completely different
[1:10:34] that
[1:10:37] is the interior part of the
[1:10:39] sign.
[1:10:40] >> I appreciate the clarification.
[1:10:45] >> it will be business --business
[1:10:49] usual. Whatever
[1:10:52] the packages will be uniform.
[1:10:53] >> correct.
[1:10:55] they will come up with an exterior board
[1:10:58] . The interior part would be up to
[1:10:59] the
[1:11:01] business or the logo .
[1:11:04] >> really no changes.
[1:11:07] we are just approving it
[1:11:13] >> the banner had specific sizes
[1:11:14] and locations.

[1:12:57] several years ago. It did not come
[1:12:58] to fruition.
[1:13:01] right before this was shown
[1:13:03] to be on the agenda I received a call
[1:13:05] from a
[1:13:06] business in a shopping center saying,
[1:13:10] what can we do to get assigned so
[1:13:13] people passing by kancey we are in here.
[1:13:17] I said, it's funny

[1:13:20] coming on the agenda.
[1:13:23] she was going to tell all
[1:13:24] the other businesses because they
[1:13:25] made her the person to call me. I
[1:13:29] know that businesses want this
[1:13:34] and a lot of them need this, especially the
[1:13:35] small ones because you
[1:13:38] are driving by not knowing.
[1:13:41] depending on the monument
[1:13:43] and everything else, everybody has
[1:13:47] better shot. If you can
[1:13:50] get this into one business
[1:13:53] you will get them in there.

[1:17:22] pines. They have been working for
[1:17:23] a while with broward county
[1:17:26] . The proposal
[1:17:29] is that broward
[1:17:32] county will take over
[1:17:35] the maintenance
[1:17:37] of sharing the street between pine
[1:17:38] island and university.
[1:17:41] with the quid pro quo they were
[1:17:44] --pembroke pines will take
[1:17:47] pine island because they want to have control
[1:17:52] on the road. Our only responsibility
[1:17:56] is a hedge
[1:17:58] that is driving along the south side
[1:17:59] of sheridan
[1:18:02] at the boundary
[1:18:05] . It meanders around the hedge.
[1:18:08] the top of the hedge is
[1:18:11] the city and the other half
[1:18:14] is at pembroke pines.
[1:18:17] we would take that responsibility
[1:18:18] for
[1:18:20] that edge pick it is in
[1:18:22] really bad condition. They are coming
[1:18:23] to the disagreement which
[1:18:26] at this point is all
[1:18:29] discussion only.
[1:18:35] they will trim everything. They will
[1:18:38] replace all of the material that has
[1:18:39] died
[1:18:41] or decayed . There will be a contract
[1:18:45] which will be responsible
[1:18:48] for maintaining the hedge
[1:18:52] >> why do we want to?
[1:18:54] >> what is the back story
[1:18:57] on this?
[1:19:00] >> first,
[1:19:02] hines wants to make a deal with the county.
[1:19:05] the county says we won't take it unless
[1:19:06] you
[1:19:08] take some of ours. That is in cooper city.
[1:19:11] pines wanted it for their residence.
[1:19:15] they were always
[1:19:17] maintaining the hedge. Now with the mixup,
[1:19:20] to make a deal we are now taking over
[1:19:22] >> they are taking responsibility
[1:19:24] for sharing
[1:19:26] that between pine and university.
[1:19:30] >> who does it now?
[1:19:33] >> right now it is ours.
[1:19:35] >> this is on the same thing. What
[1:19:36] does that take
[1:19:38] over.
[1:19:39] >> they will be taking over
[1:19:40] any
[1:19:42] maintenance responsibility
[1:19:45] for the road in that section.
[1:19:48] >> that is not making
[1:19:51] sense to me.
[1:19:53] I feel like they probably did not
[1:19:54] give you the whole story
[1:19:57] but I feel like it is a trick.
[1:19:59] at one point they were trying to get up
[1:20:03] to give up that land
[1:20:06] and re-annex it to him.
[1:20:09] that does not make any
[1:20:12] sense to me . Doesn't montero maintain it?
[1:20:24] >> from university
[1:20:27] to pine island
[1:20:33] . We are
[1:20:34] not maintaining anything over there.
[1:20:39] we don't maintain that road.
[1:20:42] >> I
[1:20:45] understand it is in cooper city.
[1:20:48] >> I do not believe we
[1:20:51] did anything. Did we do
[1:20:54] anything on sheridan.
[1:21:00] for two weeks we
[1:21:03] drove past.
[1:21:05] I think they maintain that. It all
[1:21:09] the whole thing looks horrible.
[1:21:12] the county handles the road.
[1:21:18] who does
[1:21:19] sheridan between university and pine
[1:21:21] island?
[1:21:22] >> landscape
[1:21:24] . Maintaining the road.
[1:21:26] this is just the maintenance agreement.
[1:21:30] >> commissioner shrouder.
[1:21:33] one of the directors
[1:21:36] , what will
[1:21:39] you say?
[1:21:40] >> that
[1:21:42] was the old agreement.
[1:21:45] based on the formation
[1:21:48] that we received from
[1:21:51] the county, so the county can take
[1:21:54] over that roadway to give you that
[1:21:57] roadway back.
[1:22:00] >> this is exactly how
[1:22:03] we got sterling roadway.
[1:22:08] >> this requires commission approval.
[1:22:09] >> can
[1:22:12] we get more background.
[1:22:19] although they have been maintaining
[1:22:21] it.
[1:22:22] >> they are
[1:22:24] saying that
[1:22:28] >> they've been
[1:22:30] maintaining forever.
[1:22:36] >> there
[1:22:38] was a bike lane that went in. There
[1:22:39] were some
[1:22:42] areas were dedicated
[1:22:51] for multiple segments
[1:22:54] . There are a
[1:22:56] couple of segments that come up to
[1:23:00] the right-of-way.
[1:23:03] I know that
[1:23:05] mike bailey had sketches drafted where
[1:23:06] that was supposed
[1:23:09] to go back to the county after
[1:23:16] >> the county has been maintaining
[1:23:18] the actual road
[1:23:21] . They have now determined they should
[1:23:22] not
[1:23:24] have been. Is that what you
[1:23:27] are saying?
[1:23:30] >> it was not supposed come in
[1:23:34] >> now they are
[1:23:36] claiming it is. Now
[1:23:38] they want to take back what they are
[1:23:39] already maintaining
[1:23:43] >> it sounds like
[1:23:45] from what the city manager said is that
[1:23:47] pembroke pines is going to take that
[1:23:48] responsibility from the county. Is
[1:23:51] that correct?
[1:23:52] >> pembroke pines
[1:23:54] wanted hein island
[1:24:03] this was first
[1:24:05] engaged in 2019. There was conversation
[1:24:06] going on
[1:24:09] involving the
[1:24:12] d annexation issue.
[1:24:15] >> correct.
[1:24:17] >> just for the commission and knowledge
[1:24:24] they approved a conflict waiver and
[1:24:27] outside council will work on
[1:24:30] that
[1:24:33] . I have not been involved in any
[1:24:35] of this discussion. I do not have
[1:24:36] more knowledge than I just conveyed.
[1:24:40] would hope that it would remain
[1:24:43] in place with the commission
[1:24:46] prior approval.
[1:24:51] are not giving them any land.
[1:24:52] >> we
[1:24:53] were
[1:24:55] handling this.
[1:25:03] >> this hedge that really benefits pines
[1:25:07] benefits the residence.
[1:25:11] we will do what you want and make
[1:25:13] it look nice.
[1:25:18] broward county was maintaining the road
[1:25:22] . It
[1:25:24] sounds like broward county found out
[1:25:28] they should not
[1:25:29] have to do that. They want to take
[1:25:31] back what they've and maintaining
[1:25:34] . They will take
[1:25:36] it back in exchange for doing something
[1:25:42] with the hedge. I think we should
[1:25:43] get more information
[1:25:46] on that.
[1:25:49] and who does
[1:25:52] the median?
[1:25:55] we need more information
[1:25:59] >> I know it
[1:26:00] does not seem like a big deal to everyone
[1:26:04] that is retaining. It is like a
[1:26:06] bait and switch in a way. We should
[1:26:07] have a little
[1:26:10] further insight
[1:26:19] . We did not agree
[1:26:22] to it.
[1:26:25] we are still doing it.
[1:26:30] they will never pay a recurring cost
[1:26:34] it again.
[1:26:36] we will handle the speed limit signs
[1:26:40] . You can't make your own
[1:26:43] speeds anymore.
[1:26:46] >> so you are coming back.
[1:26:49] >> no direction
[1:26:52] right now.
[1:26:57] >> the other one is just to provide
[1:27:01] an update
[1:27:04] and try to get support for us
[1:27:10] you will receive
[1:27:12] their conservation letter from bso
[1:27:19] as you know we've basically said
[1:27:22] that we required bso to stay
[1:27:25] with them with the agreement that
[1:27:28] we had.
[1:27:34] when those letters
[1:27:37] were sent ,
[1:27:40] there is no negotiation here.
[1:27:43] you take that position,
[1:27:46] thank you very much but go back
[1:27:49] with you
[1:27:52] guys. Those are now looking at
[1:27:55] different options in
[1:27:57] terms of why they will be doing that
[1:27:58] in the future. Given
[1:28:01] the position they have taken
[1:28:03] they have not gotten back to us with
[1:28:04] any proposed contract
[1:28:12] sent a notice to review the contract
[1:28:13] a few months back.
[1:28:16] the contract is
[1:28:19] expired at the end of the year. We expect
[1:28:22] , I
[1:28:25] heard through the grapevine
[1:28:27] that they are not looking to set up
[1:28:28] the 5% capitol.
[1:28:31] they
[1:28:33] are basically open in the contract
[1:28:34] for whatever
[1:28:37] to give their employees
[1:28:40] the pass-through to cooper city
[1:28:46] without any input on those negotiations.
[1:28:49] I think for fiscal year
[1:28:52] 26, we have budgeted
[1:28:55] what they are asking for.
[1:29:00] we will try to continue to ask questions
[1:29:01] in terms of
[1:29:04] the details and
[1:29:06] consideration letter. There are a
[1:29:07] lot of individual line items that
[1:29:10] don't make sense in terms of overhead rate
[1:29:13] and the rights
[1:29:16] they are charging
[1:29:19] for the benefits
[1:29:25] . It's an
[1:29:26] overhead rate and a payment to the
[1:29:28] general fund
[1:29:37] what I've got
[1:29:43] I'm not paying for the full overhead
[1:29:46] . If
[1:29:49] it costs x amount of effort
[1:29:55] that is one
[1:29:57] thing but the cost of the sheriff
[1:29:58] is really --he
[1:30:01] does not get paid any more or less
[1:30:08] . We are still trying
[1:30:11] but I think in the long term
[1:30:14] what is the
[1:30:17] best way to provide services
[1:30:23] . Now
[1:30:26] that we are going to exercise
[1:30:29] these options
[1:30:31] with the approach that they have right now
[1:30:37] . It is a one-way direction where
[1:30:38] they say this
[1:30:41] is it . I do not go over
[1:30:44] the long-term
[1:30:53] they are not really
[1:30:55] trying to solve that. The approaches
[1:30:56] there is
[1:30:58] a problem and we will try to find
[1:31:01] the solution . That is one approach
[1:31:02] but they are
[1:31:03] not following that. We already know
[1:31:07] what the solution is and he's the
[1:31:08] cost
[1:31:11] of that. My intent
[1:31:14] is to begin to work with staff and
[1:31:15] everything else in neighboring cities
[1:31:17] and find out
[1:31:23] what options are
[1:31:26] there.
[1:31:32] let me preface everything for
[1:31:33] anyone that does not know this but
[1:31:35] know that I support law
[1:31:38] enforcement and
[1:31:41] our fire department 1000%. Anyone that
[1:31:42] does
[1:31:43] not know that my husband has been
[1:31:47] law enforcement for 30+ years. I
[1:31:50] know my ins and outs than I care to
[1:31:53] even think of. Second, I support
[1:32:01] our deputies 1000%. I think they are
[1:32:02] awesome and the
[1:32:05] fire contingent as well. What I
[1:32:08] don't support is the sheriff. I can
[1:32:10] think of a few choice words but I
[1:32:11] will be nice. What
[1:32:14] I want, you are looking for what we want,
[1:32:17] I don't want to be
[1:32:20] only looking at if I partner
[1:32:23] with hollywood pines or davie
[1:32:28] in my opinion, this is just my opinion,
[1:32:32] have the facilities, the cars.
[1:32:36] I want to partner with coral springs
[1:32:38] and they want to give me
[1:32:40] extra men and they are here, I don't
[1:32:41] know if there is
[1:32:44] a legal issue but I did a little research.
[1:32:47] I was
[1:32:50] told you could do it
[1:32:52] if you get permission. I'm not an
[1:32:53] attorney. I don't profess to
[1:32:56] being a attorney. I don't want to
[1:32:59] limit myself to negotiating with
[1:33:00] just three cities because I'm being
[1:33:02] held over a barrel.
[1:33:05] I don't like bullies.
[1:33:06] I got into politics because I don't
[1:33:08] like bullies.
[1:33:10] I will start tolerating them at this
[1:33:11] point in my life.
[1:33:13] unless sheriff tony can give me an
[1:33:14] itemized forensic audit
[1:33:17] as to why one plus
[1:33:20] one he does two
[1:33:26] one plus one equals two
[1:33:29] he should not
[1:33:31] get any increase. What he's asking for
[1:33:34] I think is above and beyond without
[1:33:35] any other proper backup
[1:33:38] we've been asking for for years. Even
[1:33:39] the
[1:33:40] county does not get it. I've spoken
[1:33:41] to steve geller
[1:33:43] on more occasions than I can count
[1:33:47] and I feel his frustration. They
[1:33:50] don't answer
[1:33:53] to us. I understand that but it does
[1:33:56] not make it acceptable. You have a
[1:33:59] contractual obligation. I
[1:34:01] understand that costs one up but you
[1:34:02] also made promises
[1:34:05] to people during your campaign
[1:34:07] . That apparently is on the back of
[1:34:08] my residence.
[1:34:11] don't make promises you can't keep
[1:34:14] with my pocketbook.
[1:34:16] that is unacceptable. Anything you
[1:34:17] can do. Again,
[1:34:20] I love you guys I
[1:34:22] think you are awesome. I think you
[1:34:23] are great,
[1:34:25] but if I have to privatize to save
[1:34:31] being strong-armed because it is what's
[1:34:32] best for
[1:34:35] my city and my residence, that
[1:34:38] is a step I'm willing to take.
[1:34:41] I want what is best for my residence
[1:34:42] and I
[1:34:44] don't want to be strong-armed. I have
[1:34:45] to be
[1:34:47] able to know what costs are
[1:34:50] . Just saying we will
[1:34:52] not have a contract in the future
[1:34:53] scares the heck out
[1:34:56] of me because you have me over a
[1:34:59] barrel. There are plenty of people --
[1:35:02] in my opinion we can take --
[1:35:05] all the deputies in the city
[1:35:08] bring them, keep them, have a nice day.
[1:35:11] not literally
[1:35:14] kidnapped them. Bring them.
[1:35:20] that is the reality.
[1:35:32] if we need to get permission for something
[1:35:36] then get it.
[1:35:39] I think in all honesty
[1:35:44] we need to make sure everybody thinks
[1:35:48] that way.
[1:35:51] that is the
[1:35:54] end of
[1:35:57] every single day.
[1:36:03] if I have to work within a budget
[1:36:06] so does the sheriff. Thank you.
[1:36:12] >> some questions.
[1:36:15] clarifications.
[1:36:21] the contract year
[1:36:24] with that
[1:36:27] be september 2025
[1:36:33] is there any
[1:36:35] meeting or invitation or anything
[1:36:36] that is
[1:36:39] supposed to happen .
[1:36:42] I feel that other officials have
[1:36:45] met and spoke to the leader
[1:36:47] of the organization. Are we expecting
[1:36:50] that here? Do you expect that with
[1:36:54] your constituents?
[1:36:59] >> from the city managers association
[1:37:02] to the meeting with the sheriff's office.
[1:37:03] I believe some
[1:37:05] people have been able to meet with
[1:37:09] the organization
[1:37:11] . I do not know any that have actually
[1:37:12] met
[1:37:15] with the sheriff.
[1:37:18] with the sheriff the only meeting
[1:37:21] we had was in april
[1:37:27] . He invited us.
[1:37:30] some of
[1:37:32] these top command people were there.
[1:37:37] outside of the city manager association,
[1:37:42] have you or staff
[1:37:44] asked him to meet with you, your staff?
[1:37:48] can try .
[1:37:49] >> okay.
[1:37:51] I like that.
[1:37:54] there is a premier service
[1:38:00] for law enforcement and fire. I do
[1:38:01] not and would never support privatizing
[1:38:09] . If the
[1:38:10] municipality of cooper city decided
[1:38:12] the betterment
[1:38:14] was to go back to the business model
[1:38:15] that is different
[1:38:17] but I will not be looking to hire
[1:38:18] but
[1:38:21] a hospital district tires,
[1:38:22] some organization that was privatized.
[1:38:30] one can. Can
[1:38:33] you explain that a little bit?
[1:38:42] >> I have
[1:38:43] a point of information to what you just
[1:38:45] said. You said you
[1:38:47] are okay but not to privatize. I consider us
[1:38:48] if we
[1:38:51] had to that is what I
[1:38:54] considered.
[1:38:55] >> that is not
[1:38:57] what the term is identified as.
[1:39:00] >> I just want to clarify. If cooper
[1:39:01] city will have their own police department
[1:39:03] that is what I meant.
[1:39:06] >> I think you
[1:39:08] meant private organization. I do not
[1:39:11] want that. I apologize.
[1:39:12] >> mayor,
[1:39:13] your question to me
[1:39:15] was there is split services
[1:39:20] providing police service, law enforcement
[1:39:24] protection.
[1:39:30] I do not
[1:39:32] want to assume. I want to ask you
[1:39:36] . If you
[1:39:37] are talking about split service you
[1:39:39] look for one of the
[1:39:42] services provided so you have an idea
[1:39:45] what you are thinking in your concern
[1:39:48] of pivoting.
[1:39:51] >> I think one is easier than
[1:39:54] the other . I think the
[1:39:56] fire service is easier. The complexity
[1:40:00] with the different branches
[1:40:03] and
[1:40:06] the fire service network
[1:40:12] agreements
[1:40:15] in cities.
[1:40:18] >> I can
[1:40:21] only speak,
[1:40:24] while I speak for myself
[1:40:30] . The issue was the concern for
[1:40:33] the leadership position
[1:40:36] that needs direction from us is the concern
[1:40:38] . Not the cost today but the position
[1:40:42] of cost
[1:40:45] . Is that where the line is?
[1:40:51] that is what I'm concerned about .
[1:40:52] even if
[1:40:54] you have a contract, the position
[1:40:57] he is taken
[1:41:06] when he determines there
[1:41:09] is a need for change.
[1:41:12] >> understood. The way
[1:41:15] it goes
[1:41:18] until september 30, 2025 ,
[1:41:21] is that,
[1:41:25] is he living in that
[1:41:26] contract means and then you are receiving
[1:41:28] a new proposal that
[1:41:31] then
[1:41:32] presents what you just specified?
[1:41:34] as the leader deems
[1:41:37] he is going to render that cost
[1:41:39] no matter what the contract says?
[1:41:46] >> that is what he put those
[1:41:49] in.
[1:41:57] he says no. I need to do this now.
[1:42:04] >> and so,
[1:42:07] for us as the electorates
[1:42:10] that have to
[1:42:12] give some direction when we will receive
[1:42:13] back from
[1:42:16] you notification
[1:42:18] when we have to start having further
[1:42:19] discussions
[1:42:22] because they have not responded.
[1:42:24] is this something we are talking within
[1:42:25] the next 48 hours out
[1:42:27] of your office we will have an invitation
[1:42:31] come and speak or however that
[1:42:34] will work?
[1:42:37] >> I will coordinate with
[1:42:40] the mayor.
[1:42:46] we will do that.
[1:42:52] we do the analysis and start doing
[1:42:55] the legwork . It is going
[1:42:58] to take time
[1:43:00] . Fortunately we have some good resources.
[1:43:04] will be talking to them
[1:43:07] more individually.
[1:43:18] is probably better to have that feedback
[1:43:25] >> any
[1:43:28] discussions between your self
[1:43:31] and the advisory board?
[1:43:34] thank you.
[1:43:40] >> so, I kind of
[1:43:42] want to echo a lot of the points commissioner
[1:43:43] mallozzi
[1:43:46] made about the lack of
[1:43:47] accountability and transparency. First
[1:43:49] of all,
[1:43:52] I want to commend the team
[1:43:55] . I should recognize I 100%
[1:43:58] support the law enforcement and
[1:44:00] fire team. It's not about you all
[1:44:01] individually or your teams that
[1:44:04] serve cooper city
[1:44:12] . I do think there has been a lack
[1:44:13] of transparency and
[1:44:16] it has been unprofessional to not
[1:44:17] show up and support your contract
[1:44:19] cities. The city managers are the
[1:44:20] ceos
[1:44:22] of the
[1:44:24] contract cities and should be respected
[1:44:25] the way the sheriff wants
[1:44:28] to be respected.
[1:44:30] I'm also concerned that the lack of
[1:44:31] transparency in the budget is
[1:44:33] due to waste. We see what is going on
[1:44:37] publicly. With
[1:44:46] the fact that
[1:44:52] doge is about to
[1:44:54] investigate the sheriff according
[1:44:55] to sunsentinel.
[1:44:58] we should be concerned and I
[1:45:01] support you doing that. In prioritizing
[1:45:02] the
[1:45:04] fact that our residents demand
[1:45:07] the highest level of service in our
[1:45:10] public safety. That and passing the budget
[1:45:13] are our to
[1:45:15] only jobs if we had to pick two. Thank you.
[1:45:26] my favorite employee at the sheriff's
[1:45:28] office is robin. I will
[1:45:31] say this . We have
[1:45:34] a hat to put on
[1:45:37] for the best interest of cooper city
[1:45:40] . I
[1:45:42] plan on providing the best law enforcement
[1:45:46] . I think the
[1:45:48] sheriff's office does a great job.
[1:45:49] if we were ever forced to leave
[1:45:52] I would also
[1:45:55] not want to privatize.
[1:46:01] I hope that is not the
[1:46:03] case because I do not plan to hire
[1:46:04] police or firefighters.
[1:46:07] I think in
[1:46:10] the past we have shown that we are
[1:46:13] serious about public safety. We have amended
[1:46:16] our contracts, adding resources
[1:46:19] but we've also shown
[1:46:22] that we want to be serious participants
[1:46:25] in our public safety policy. The sheriff
[1:46:28] is a very
[1:46:30] smart man. He's a doctor and I think
[1:46:33] he understands we cannot sign a contract
[1:46:34] with no caps. Especially on
[1:46:37] the heels
[1:46:40] of the state talking time and time
[1:46:43] again about
[1:46:45] reducing or getting rid of property
[1:46:46] tax. Even if we know it's
[1:46:49] not realistic. Every bit of
[1:46:51] the conversation has been about reduction,
[1:46:55] going the other way. Right now we collect
[1:46:58] $25 million or $26 million
[1:47:01] in property tax . We just have to,
[1:47:08] I am hoping you get a
[1:47:09] call and they want to come negotiate
[1:47:11] like they've done every time.
[1:47:12] we are always willing to pay fair
[1:47:14] market value but if not
[1:47:15] and they need to go a separate direction
[1:47:17] because
[1:47:18] maybe they have other things they have
[1:47:20] to worry about them
[1:47:22] we will have to do whatever we need
[1:47:25] do to supply that same level of excellent
[1:47:26] public
[1:47:27] safety to residents. Hopefully it
[1:47:29] works out
[1:47:33] >> I will
[1:47:35] and
[1:47:36] that by saying this. The bar has been
[1:47:38] set for public safety in
[1:47:41] cooper city. The residence
[1:47:44] demand it.
[1:47:53] nothing
[1:47:54] gets them here quicker than talking
[1:47:55] about changing colors of fire trucks
[1:47:57] police cars. He has created a market
[1:47:59] that is untouched by
[1:48:02] anyone else . With all I have
[1:48:08] I hope that they come
[1:48:09] to the table and do the right thing
[1:48:11] for the residents of
[1:48:12] our county and cooper city. That's
[1:48:14] where I'm leaving that for right now.
[1:48:17] city managers report.
[1:48:19] I am done.
[1:48:20] >> commissioner concerns
[1:48:23] . Public input.
[1:48:29] commissioner smith.
[1:48:32] >> thank you. In this
[1:48:35] moment I want to say welcome
[1:48:38] to our new lieutenant. I've
[1:48:41] been receiving updates on what is
[1:48:42] going
[1:48:43] on in the city that is pertinent to us
[1:48:47] and I
[1:48:48] appreciate that. Communication is
[1:48:50] a big deal
[1:48:52] and if hit the ground running. Thank
[1:48:53] you for that
[1:48:55] and welcome. Thank you to the staff
[1:48:56] and thank you for putting
[1:48:59] in the hours so we can make the
[1:49:01] right decisions for the city. I yield.
[1:49:05] commissioner mallozzi.
[1:49:11] >> welcome.
[1:49:14] I hope you get to stay
[1:49:16] and I mean that in the nicest possible way.
[1:49:19] thank you to staff because budget
[1:49:20] season is miserable
[1:49:23] . It is
[1:49:24] extra long hours so I appreciate all
[1:49:26] that you do. By the time
[1:49:28] we meet again I believe school will
[1:49:29] be in session
[1:49:32] . If I could ask
[1:49:35] the city manager
[1:49:37] to approve my asking mr. Cabello to
[1:49:38] be sure we
[1:49:40] put some announcements out there about
[1:49:44] traffic patterns, no parking or
[1:49:47] staging in the street, watch
[1:49:49] for the children that will be walking because
[1:49:53] while
[1:49:56] I think everybody will remember,
[1:49:58] there might just be that one person
[1:49:59] that goes zooming down.
[1:50:02] everything we
[1:50:04] can do to let everybody know what
[1:50:05] is going on and remind them
[1:50:08] about it. I hope
[1:50:10] everybody enjoys the rest of their summer.
[1:50:13] >> commissioner katzman. >> thank you.
[1:50:20] one softy and one business item. I
[1:50:22] want to thank the team . Everybody
[1:50:23] has been working really
[1:50:26] hard this summer. We had
[1:50:29] a sinkhole, we have had
[1:50:32] the finance team, parks and rec,
[1:50:35] every single department has been
[1:50:38] working nonstop. We
[1:50:41] appreciate you. The business
[1:50:44] item I have, we alluded to this in
[1:50:45] the
[1:50:47] last meeting in the
[1:50:49] budget meeting. I think we need to
[1:50:50] address the
[1:50:53] fpl issue. A lot of people
[1:50:56] have given -- been complaining that
[1:50:59] the power surges are
[1:51:02] damaging their appliances.
[1:51:05] we discussed a resolution directing
[1:51:06] the city
[1:51:07] attorney's office to draft a resolution.
[1:51:08] voting on
[1:51:11] it tonight due to the timing
[1:51:14] and knowing the next meeting is not
[1:51:17] until the end of august.
[1:51:23] >> I would ask for a motion
[1:51:26] to adopt the resolution
[1:51:29] as drafted
[1:51:32] by the city attorney.
[1:51:35] that would be consistent to the budget
[1:51:38] issue earlier.
[1:51:41] we will provide that to you.
[1:51:44] >> just send a copy to the public
[1:51:47] services commissioner. Inc. You.
[1:51:50] >> I will second that. >>
[1:51:53] call a vote.
[1:51:56] >> commissioner smith
[1:51:59] , commissioner mallozzi,
[1:52:01] commissioner katzman, commissioner shrouder,
[1:52:05] mayor curran.
[1:52:08] >> commissioner shrouder. >>
[1:52:11] nothing.
[1:52:12] >> thank you
[1:52:13] staff, everybody, everybody online.
[1:52:14] we will go to
[1:52:17] citizens input.
[1:52:20] >> there were some budget items
[1:52:23] in the budget that I wanted to bring
[1:52:24] up. How
[1:52:26] does that get added? Is that another opportunity?
[1:52:33] just the line item concerns.
[1:52:37] sounds good.
[1:52:38] >> do you want to do
[1:52:39] that now?
[1:52:42] kassman brought up
[1:52:45] homeowners association
[1:52:48] enforcement.
[1:52:51] I don't want to add
[1:52:52] a whole person but I figured we should earmark
[1:52:54] some money to do a
[1:52:57] test on that.
[1:53:00] code people cost like
[1:53:03] 200 so we can't do that,
[1:53:11] >> if you hire a crossing guard it
[1:53:12] would come
[1:53:15] out cheaper. Another thing
[1:53:18] to coordinate a little bit more .
[1:53:19] they use to handle it but now they
[1:53:21] got stripped
[1:53:24] with commercial vehicles.
[1:53:30] we can't
[1:53:32] double the code budget but what do you
[1:53:34] think would be a reasonable amount?
[1:53:36] the other one
[1:53:42] the pet project was the
[1:53:45] twist thing.
[1:53:48] we gave her a line item
[1:53:53] he said he was going to give me the
[1:53:56] but it only gets spent when we use it.
[1:54:03] >> she says
[1:54:06] 10 to 20.
[1:54:09] >> anything to do with
[1:54:12] the police they love to do it.
[1:54:15] >> that was easy.
[1:54:18] anything else?
[1:54:19] >> come
[1:54:21] on up.
[1:54:30] >> good evening.
[1:54:33] peach lake the current president
[1:54:36] of the [ inaudible
[1:54:39] ] club.
[1:54:42] I know that
[1:54:43] we spent four or five months negotiating
[1:54:45] the new operating agreement. When
[1:54:48] met I understood the that it was
[1:54:50] so we all can work better together.
[1:54:51] we've had the document
[1:54:54] signed for maybe
[1:54:57] four, five, six weeks. I thought
[1:54:58] I would bring a summary of what's
[1:55:00] happened so far. The club
[1:55:03] has hired an attorney
[1:55:06] . We are rewriting
[1:55:08] our articles of incorporation and bylaws
[1:55:12] we are
[1:55:13] rebidding insurance based on the new
[1:55:15] requirements. We are adding
[1:55:18] checks and balance policy
[1:55:21] or program to the club.
[1:55:24] we have a cpa stepping up to be the
[1:55:25] treasurer
[1:55:26] to work with the bookkeeper to put
[1:55:27] policies and procedures
[1:55:30] in place.
[1:55:32] we offered commissioner shrouder to join
[1:55:33] us and
[1:55:35] help us make the policies and procedures
[1:55:39] although he said it may be
[1:55:41] a waste of time he still said that
[1:55:42] he would make an effort
[1:55:45] to do it. We
[1:55:47] are working to standardize the sponsorship
[1:55:48] . We are
[1:55:51] working to standardize the banners
[1:55:54] and we are testing
[1:56:00] the
[1:56:01] rec program with the softball program.
[1:56:03] with also happen with the
[1:56:06] new agreement ,
[1:56:09] you guys have ordered an audit of
[1:56:10] the property.
[1:56:12] commissioner shrouder has asked
[1:56:15] for bank statements
[1:56:17] . I offered backup information because
[1:56:18] bank statements without
[1:56:21] backup information
[1:56:24] is kind of shooting in the dark.
[1:56:25] he did not want the backup statements.
[1:56:27] now I understand he's
[1:56:28] putting together a list of questions
[1:56:30] on bank statements that could have
[1:56:32] been answered with the backup information.
[1:56:36] we had an accusation that
[1:56:39] we are purposely telling parents
[1:56:42] not to sign up on the rec track
[1:56:45] program purposely. Farthest from
[1:56:48] the truth. We have
[1:56:50] emails glory going back and forth
[1:56:51] trying to figure it out
[1:56:54] because it is not going smoothly currently.
[1:56:57] we had a request
[1:57:00] from the rec
[1:57:02] department that any and all issues
[1:57:03] that
[1:57:05] occur should be reported to the city.
[1:57:06] we agree when there's
[1:57:09] an incident and an injury
[1:57:11] a form should be filled out and sent
[1:57:12] to the city
[1:57:18] a request of any incident. A shouting
[1:57:19] match or
[1:57:20] coach being ejected from one game,
[1:57:24] everything should be reported to the city
[1:57:25] . Very
[1:57:27] difficult to do
[1:57:34] >> can I ask you
[1:57:37] a question
[1:57:43] >> [ inaudible - low
[1:57:46] volume ]
[1:57:49] >> I
[1:57:52] get notified by optimist members
[1:57:55] of resident saying different things
[1:57:58] took place
[1:57:59] where a kid was kicked in the face,
[1:58:01] fighting over a ball
[1:58:03] , a parent was threatened by a coach.
[1:58:06] when incidents like this take place
[1:58:07] we need
[1:58:08] to be notified before the residence
[1:58:10] start to call
[1:58:11] in saying something and our partner
[1:58:13] has not
[1:58:15] told us these things took place. I
[1:58:19] spoke to them today and we
[1:58:20] went over in detail things that we
[1:58:22] would like. When there is
[1:58:23] an incident with a shouting match
[1:58:26] or anything where somebody needs to
[1:58:28] be ejected from the school
[1:58:30] or fields we need to be notified whether
[1:58:34] a simple email or text message that
[1:58:37] something has happened . If the
[1:58:38] police are called we should be notified.
[1:58:40] I could not --
[1:58:41] should not find out from a parent
[1:58:43] passing me in the park.
[1:58:46] I should already know.
[1:58:49] maybe the city should have
[1:58:53] representative to watch what goes on.
[1:58:55] I don't know. It is difficult to
[1:58:58] say a coach shouted out a parent
[1:59:00] so we suspended the coach for a game.
[1:59:04] don't know.
[1:59:10] the most disturbing thing that
[1:59:12] has occurred. In a meeting with commissioner shrouder,
[1:59:15] he believes the current leadership
[1:59:16] of the program adds
[1:59:19] no value
[1:59:20] to the program.
[1:59:21] >> those were your
[1:59:22] words.
[1:59:23] >> those were
[1:59:25] your words. We are
[1:59:28] going to do our best
[1:59:31] to work as we were proposed to,
[1:59:34] to make this new agreement work
[1:59:36] and work together in a better fashion.
[1:59:39] at any time this commission feels
[1:59:40] we are
[1:59:43] not providing an adequate service
[1:59:44] anymore
[1:59:45] and you want to go somewhere else
[1:59:46] tell us and we
[1:59:49] will find a way to wind down the
[1:59:52] programs. Otherwise
[1:59:55] this is
[1:59:58] in four or six weeks. We are
[2:00:01] spending money, we are
[2:00:03] trying to make a ton of changes. We
[2:00:04] have bank
[2:00:07] statements, audits, accusations,
[2:00:10] telling people not to use
[2:00:13] rec track .
[2:00:16] we are
[2:00:17] currently in this for the long run,
[2:00:21] we want to make it work. Some of you
[2:00:22] know some of
[2:00:23] this. I don't think any of you know
[2:00:25] all of it. That is where we
[2:00:28] are as of today.
[2:00:31] let's hope
[2:00:33] we can move forward in a friendly
[2:00:34] and cooperative manner.
[2:00:37] I would like to respond to some
[2:00:40] of that.
[2:00:43] I was going to try to be positive
[2:00:44] suggest
[2:00:45] to give a small example. Under the
[2:00:46] agreement adopted
[2:00:48] when we left the workshop it said
[2:00:49] they would be subject to
[2:00:52] the same as us. They had a
[2:00:54] concern when the language came out
[2:00:58] that anybody could request your text
[2:00:59] message
[2:01:00] and anything . So through the manager
[2:01:01] they
[2:01:04] were pushing to limit that language.
[2:01:05] the manager
[2:01:07] asked me and I said I do not agree. Finally,
[2:01:10] against my better judgment
[2:01:13] the manager convinced me to say financial records.
[2:01:16] same public records laws as
[2:01:19] us. Of course, three agreement
[2:01:22] is executed and I ask for public records
[2:01:25] and I am told no.
[2:01:28] so then I have to go to the meeting.
[2:01:30] when I go to the meeting amongst all
[2:01:31] the other things that happened,
[2:01:34] two sports pass out budgets
[2:01:37] . I am looking at the budget.
[2:01:43] they say don't take pictures.
[2:01:46] they vote
[2:01:49] on these
[2:01:52] and want them back . While they argue
[2:01:55] with me I hear this noise in the background
[2:01:58] going the whole time. It clicks.
[2:02:01] I said, are you shredding documents
[2:02:04] . I said, why would you.
[2:02:07] they vote, they pass the budget. They
[2:02:10] vote on them and shred it .
[2:02:16] >> that is not the entire story.
[2:02:19] >> maybe
[2:02:22] appointive information. Is at
[2:02:24] least a copy provided in the minutes
[2:02:25] so that way
[2:02:27] if joe public wants to look at it
[2:02:28] they have it.
[2:02:31] >> it is open for
[2:02:34] public ex--- inspection.
[2:02:37] >> I told you that. >>
[2:02:39] I'm concerned. The investigator from
[2:02:40] the state
[2:02:43] said they asked for minutes and you
[2:02:44] had no minutes
[2:02:46] for many board meetings.
[2:02:49] >> I cannot tell you
[2:02:52] what has happened with the past president.
[2:02:55] under my leadership minutes are being taken,
[2:02:59] reports are being kept.
[2:03:03] >> why would you be allowed to have
[2:03:05] a budget that
[2:03:06] is in the minutes but I cannot take
[2:03:08] a picture.
[2:03:09] >> that has been
[2:03:10] our policy. You want a copy of it,
[2:03:11] ask for it through the
[2:03:13] channels. Right now all of the requests
[2:03:14] are
[2:03:17] coming from you .
[2:03:18] >> remember
[2:03:20] we had this discussion.
[2:03:23] >> you told me I'm
[2:03:24] the only one that complains. We had
[2:03:26] this discussion. The role
[2:03:28] readopted said all financial records
[2:03:29] shall be open for
[2:03:30] public inspection pursuant to the
[2:03:32] same standards.
[2:03:37] that doesn't mean the city. Anyone
[2:03:38] from the public can
[2:03:39] request it. I told you there is an
[2:03:41] organization called
[2:03:42] optimist international that post their
[2:03:44] budget online so I
[2:03:47] don't know why it has to be
[2:03:48] secretive. The assistant director
[2:03:50] was at the meeting. Where
[2:03:52] they not shredding the will time.
[2:03:53] >> shredding the
[2:03:56] whole time.
[2:03:58] >> the copy is maintained for the
[2:03:59] public in the
[2:04:02] record.
[2:04:03] >> as long as there's a copy
[2:04:04] maintained you don't need 40 copies.
[2:04:05] >> I can't take
[2:04:07] a picture.
[2:04:08] >> I do not agree with
[2:04:09] the photo.
[2:04:11] I am going to agree with you
[2:04:14] on the photo but I'm also to agree
[2:04:17] that a copy of
[2:04:20] the budget in the minutes works. Anyone
[2:04:23] that wants it can have it.
[2:04:31] I did not come here to argue. I'm
[2:04:32] not
[2:04:35] arguing for anyone.
[2:04:38] we just listened
[2:04:41] to pete give us a list
[2:04:44] of things he and his current board
[2:04:47] or current
[2:04:49] people are working on , things that
[2:04:53] they have accomplished
[2:04:55] in the past couple of months to try
[2:04:59] bring everything up to
[2:05:02] a standard that is what we are
[2:05:05] looking for. Those are my words and
[2:05:06] I'm
[2:05:08] paraphrasing. First, thank you.
[2:05:11] for what you have done so far
[2:05:14] because there is nothing
[2:05:16] wrong with saying thank you for attempting
[2:05:17] to do right.
[2:05:20] it is not done. They
[2:05:23] are not saying it is done but it's
[2:05:25] a step in the right direction. I also
[2:05:26] want to clarify I had
[2:05:28] a conversation. Yesterday I believe
[2:05:32] because in
[2:05:35] their defense or an
[2:05:37] softballs defense, I've gotten complaints
[2:05:38] that at the time
[2:05:41] three
[2:05:44] forms of photo I.d. Were needed to register.
[2:05:47] three forms of I.d. An
[2:05:49] electric bill, water bill, drivers
[2:05:50] license
[2:05:53] to say
[2:05:55] your cooper city resident. I said
[2:05:56] to the city manager,
[2:05:59] I understand what we are trying to
[2:06:00] do.
[2:06:01] we want to make sure the people that
[2:06:02] are actually residence our
[2:06:05] residents, not people
[2:06:07] registered at the address that we
[2:06:08] know is bogus. But
[2:06:11] I said to the city manager
[2:06:14] if I go to
[2:06:16] the city clerk office and try to get
[2:06:17] a passport,
[2:06:20] a united
[2:06:21] states document that will allow me
[2:06:23] to travel outside of the
[2:06:26] united states. I only need if
[2:06:29] I remember correctly one form of photo I.d.
[2:06:32] in addition to the passport photo.
[2:06:35] I need one form
[2:06:38] of I.d. I asked the city manager.
[2:06:41] they are having problems with people navigating
[2:06:44] the website because it
[2:06:46] is asking for three forms of I.d.
[2:06:47] to register for
[2:06:49] girl softball which in my opinion
[2:06:50] was a little excessive.
[2:06:52] I said to the city manager can we
[2:06:56] change the wording on the registration
[2:06:57] to say
[2:06:59] you will be asked for your
[2:07:01] drivers license, form of a photo I.d.
[2:07:02] showing you are a
[2:07:05] cooper city resident and somehow
[2:07:08] , leave it up to jacob to figure
[2:07:11] out the language, right if we need
[2:07:12] additional proof
[2:07:14] we are entitled to ask for it
[2:07:17] before everything is done. He
[2:07:20] said, logical. Good, done,
[2:07:23] I also asked because
[2:07:29] the commissioner of softball is not
[2:07:30] getting any
[2:07:31] reports. I said can we make it so
[2:07:32] he gets a report every
[2:07:35] two or three
[2:07:37] ditch days. Apparently josh was already
[2:07:38] on it and has it
[2:07:41] somehow in the system.
[2:07:44] they are slowly working
[2:07:47] on their end. We are working
[2:07:50] on our end. Give them breathing space.
[2:07:54] and you,
[2:07:57] kudos to you
[2:08:00] for agreeing to work together to
[2:08:03] come to
[2:08:07] a better policy, better procedures
[2:08:09] that will be great for
[2:08:10] everyone. Great for both of you for
[2:08:12] agreeing to that.
[2:08:15] >> difficulty with the
[2:08:16] rec track at the moment I believe
[2:08:21] we are changing 30 years
[2:08:24] of habit .
[2:08:26] telling everybody sign up at the optimist
[2:08:27] club
[2:08:30] and you are in.
[2:08:31] our softball commissioner has sent
[2:08:33] emails
[2:08:35] and everything out. It is hard to
[2:08:36] change
[2:08:39] human habits. We are working to get
[2:08:42] everybody to do it .
[2:08:44] it does not happen in the snap of
[2:08:45] a finger.
[2:08:48] josh is working with us to
[2:08:50] try to make it easier but it's not
[2:08:51] because
[2:08:52] we are telling people not to do it
[2:08:56] . It is hard to change the habit of
[2:09:00] many years.
[2:09:01] >> I believe the
[2:09:02] operations to them. I just want to
[2:09:03] know, do you
[2:09:06] guys agree
[2:09:11] that the financial records are subject to
[2:09:12] the same standards
[2:09:13] as public records.
[2:09:14] >> I will tell you
[2:09:15] I have gone
[2:09:16] through perplexity and everything about
[2:09:21] our bank payments
[2:09:24] part of standard
[2:09:25] financial disclosure statements. It
[2:09:27] says no and everything I've
[2:09:30] researched. Everything.
[2:09:33] I am willing to work with the commission.
[2:09:36] we are not hiding stuff.
[2:09:39] I stood up here and told
[2:09:40] you individually, I will tell you
[2:09:42] I am unable to
[2:09:45] find it out
[2:09:48] of every source I can go to
[2:09:50] that supposedly gives us all the answers
[2:09:51] today they
[2:09:54] all say it is not the standard
[2:09:57] part of
[2:09:58] financial disclosures.
[2:09:59] >> just fyi
[2:10:03] and jacob tell me if I'm wrong,
[2:10:06] as a 501(c)(3),
[2:10:09] and I believe I gave someone this explanation.
[2:10:12] I can live in california and
[2:10:15] pick you out of a hat and say,
[2:10:17] cooper city optimist I want your financials.
[2:10:21] because you are a 501(c)(3) you are
[2:10:22] governed to
[2:10:23] give them to me. If you say no I go
[2:10:27] the state and say cooper city optimist
[2:10:30] 501(c)(3) is not compliant.
[2:10:33] the state will say yes you do
[2:10:35] because if you don't you lose your
[2:10:36] 501(c)(3).
[2:10:38] >> we are not arguing that point.
[2:10:41] a financial is a bank statement.
[2:10:45] is not. I'm willing
[2:10:47] to do it because I'm not going to
[2:10:48] hide anything from
[2:10:50] you guys.
[2:10:51] >> this is the thing. I
[2:10:52] just want
[2:10:53] to clarify. It's a lot of miscommunication.
[2:10:57] please answer this question. I want
[2:10:59] read you exactly what the language
[2:11:00] says.
[2:11:03] the intent of the provision is
[2:11:05] to ensure that any have no financial
[2:11:06] records shall be
[2:11:08] retained for not less than five years
[2:11:12] for public inspection pursuant to
[2:11:13] the
[2:11:15] same standards .
[2:11:18] that is what it says. A bank statement,
[2:11:21] is that a financial record.
[2:11:24] >> generally speaking the bank statements
[2:11:30] >> if somebody walked off the streets
[2:11:31] and asked for
[2:11:33] a copy of bank statements we can
[2:11:35] mark out the account number but we
[2:11:36] have to produce it.
[2:11:38] are you agreeing to the same standards.
[2:11:42] >> I am willing to give you the
[2:11:45] bank statement.
[2:11:46] >> any person.
[2:11:48] when I asked for it and you
[2:11:51] said no.
[2:11:52] >> we did not feel it was
[2:11:53] part of the financial statements.
[2:11:56] they were not part of financials.
[2:11:57] >> we are
[2:12:00] in agreement that it is .
[2:12:02] >> look it up. 501(c)(3) organization
[2:12:09] a 501(c)(3) is generally
[2:12:12] not required to file bank statements.
[2:12:15] there are financial filings they are
[2:12:16] required
[2:12:18] to file. The agreement subjects
[2:12:26] the optimist club to chapter 119 which
[2:12:27] is more detailed.
[2:12:30] the city under the agreement
[2:12:33] not under the internal revenue code
[2:12:34] or other
[2:12:36] federal law have agreed to provide
[2:12:39] that information in accordance with
[2:12:40] state law.
[2:12:47] I just want to clarify one more thing.
[2:12:48] the financial statement
[2:12:51] does not include
[2:12:54] bank statements.
[2:12:57] the bank statement is the financial record.
[2:13:06] yes. He agreed.
[2:13:12] I know without a doubt knowing you
[2:13:15] you will get one of your friends to
[2:13:18] walk in and say I want a bank
[2:13:20] statement and they will give it to them.
[2:13:24] >> you say that but they said no to
[2:13:25] me and I
[2:13:27] had to go to the board meeting.
[2:13:37] please understand
[2:13:38] that I'm confused right now because
[2:13:39] I feel like lisa is defending you
[2:13:40] and
[2:13:43] there's no need on
[2:13:44] your side. It seems like you have
[2:13:46] clearly outlined where they
[2:13:49] are at.
[2:13:54] I will say from the perspective everything
[2:13:56] you've outlined, thank you. I would
[2:13:58] like to know
[2:14:01] I want to know what
[2:14:04] the hurdles are.
[2:14:07] I will also say
[2:14:09] in defense to my colleague in this
[2:14:16] individuals here that represent
[2:14:18] the city, they are why you came back
[2:14:22] after many years
[2:14:23] of being retired was because there
[2:14:25] was issues.
[2:14:30] think that when there is a rejection
[2:14:34] to topics that are outlined it
[2:14:37] brings up concern .
[2:14:40] you clarifying and saying
[2:14:43] that
[2:14:46] on the record .
[2:14:50] I hope we get everything squared away
[2:14:52] for you.
[2:15:03] I am not defending anyone. I am clarifying.
[2:15:13] >> no other comments.
[2:15:16] >> motion to adjourn .
