[7:21] a cardiac arrest. Um they did CPR, employed the AED, and when the patient

[7:26] left, they did have a pulse and were breathing. So I do want to recognize

[10:29] mention is, uh, during this period, we had the tragic death of an infant.

[10:38] as far as helping me get EAP services for all that are involved. I mandated

[10:43] that for all of us that responded to the death of that infant to at least see um,

[10:49] that counselor at least one time. And I [clears throat] think it's been very

[10:52] helpful. a lot of communication between myself and the uh counselor to make sure

[10:57] all our people are mentally healthy. Um that was pretty tragic and um

[11:04] I'll just leave it at that. Um we have as you can see there's three applicants

[11:08] in the hiring process. Two of those are certified so we won't have to send those

[11:12] to the academy if that works out. Um I do want to mention two saves. Um

[11:19] officers got there first. Um I would like to on the next commission meeting

[11:24] maybe give them a life safety award. Um but that is going to be Corporal Reigns

[11:29] and Officer Walker. Reigns just this past weekend and then Reigns u about or

[11:34] I'm sorry Reigns this past weekend, Walker about 3 weeks ago when they left

[11:39] there. Um they were breathing and then made it uh a couple more days. Of

[11:44] course, as soon as fire and EMS gets there, they they, you know, take over,

[11:49] but they were the first there and and got a pulse uh back. And I think that's

[11:55] just great teamwork when the fire gets there and dispatching to these medical

[11:59] calls. Um, you know, a lot of times they're there before EMS and uh it's

[12:03] just a great team effort by all three agencies. So, Chief, I appreciate that.

[12:07] I think that it makes our community much safer and that's what it's all about is

[12:11] saving lives. Move over to our control. The thing I

[12:17] want to notice uh bring up there as you see in the notes, they had the adopt the

[12:21] adoption event at Tractor Supply raised over $200, but they got 35 adoptions, 20

[12:26] rescues, and to honor reclaims. So, that's great on their part.

[12:37] I did a ride along during this reporting uh period and he also uh wrote along

[12:43] with Maurice and in our communications together um we got several dilapidated

[12:49] houses on a list. Um all but just a couple of those letters have been sent

[12:54] out to those dilapidated homeowners um addresses. So that is in process.

[20:01] you the quotes on those two requested items. Um and one was the drone, one

[20:07] being the rifles. Both of those are in your packet. Um at the end of your drone

[20:14] um packet, a analysis was done. And if you wanted to look at uh those analysis,

[20:21] that is what was done by Captain File, putting all the plans that we were

[20:24] offered together and what that looks like. That would probably be the best

[20:30] way to look at it and its benefit. One of the things I would like to say, this

[20:35] is not just for the police department. This is for anybody that needs it,

[20:39] whether that's uh the fire department. I've already talked to the fire chief.

[20:42] He wants to have an operator, he'll have an operator. We got a fire scene. He

[20:46] needs to put that drone up there. look for hot spots, he'll certainly be able

[20:49] to do that. Community development, somebody's coming in, want to look at

[20:52] property, we can't get through there, you put the drone up and can assess the

[20:55] property. It is not just for the police department. It has a lot of lifesaving

[21:00] abilities. One of the ones recently that uh we can talk about is the elderly lady

[21:06] out there in the field. DNR gets here, which is like a 50minute response time,

[21:10] and she's just sitting out there in the middle of the field. He wasn't in the

[21:12] air 10 minutes, and she's already been located. she got scared was in her night

[21:16] gown just sitting in the middle field. She didn't know how to get back and um

[21:20] you know the innatos is kind of where this started. Um we had somebody run

[21:24] that night. We'd have been able to launch that drone thermal imager

[21:27] capabilities. You'd have seen that Joker hiding no problem. Um there's a lot of

[21:32] videos and things of that nature out uh in social media. I think this is the way

[21:37] of the future as far as that goes. Um it's not for any kind of big brother

[21:41] surveillance stuff. It will only be launched in investigative type purposes.

[21:46] Um, I know that y'all see everything going on with block cameras and things

[21:49] of that nature. This drone is not going to be in the air 24/7. Um, it is just

[21:53] going to be in emergency type situations or investigative purposes. We launch it.

[21:58] It'll mark a crime scene. It'll mark a crash scene. Um, and all that data. And

[22:03] that's probably one of the most expensive parts in here is helping us

[22:06] manage that data. Uh, unlimited cloud storage. Um, it'll it's just so much

[22:13] that it'll do and that is the wave of the future, I guess, so to speak, in in

[22:17] law enforcement. We're a long ways to being a drone first responder city.

[22:21] That's that's a huge investment, but uh one day I would like to see uh see us

[32:27] ministries home building project and we're excited to tell you that the

[32:31] recipient family has been selected was notified yesterday. It is Aisha Moore

[32:36] and her daughter. They've been selected to receive about a 1,000 foot home. It's

[32:41] a three bed, two bath uh onecar carport. It's going to be located on 29th Avenue

[32:47] right off of Royal Road. Uh volunteer week is November 9th through the 13th.

[32:52] material will be arriving on November 7th and 8th. Work commences on Monday

[32:56] morning the 9th. There'll be about 40 volunteers from across the state that

[33:01] will be here every day that week [clears throat]

[33:03] uh to put that house up. There's a core group, a core group that's going to be

[33:07] here, about 10 or 15 people who will be staying with us uh overnight and through

[33:11] the week. Uh they'll be lodging here. They'll be dining here for both lunch

[33:15] and dinner. Now, through the ministerial alliance, we're all working together to

[33:19] secure meals, lunch, and dinner for the week and a location where the core group

[33:25] can all stay together uh for that week. There is a follow-up meeting scheduled

[33:30] for September 14th, but that project is very much uh ongoing, and I'm glad to be

[33:35] able to tell you that there's going to be some promotional material that'll be

[33:39] coming out in the uh coming days. It'll [clears throat] also have some links for

[33:44] opportunities to volunteer. Whether you would like to build, whether you would

[33:48] like to provide meals for that week, there'll be some opportunities for the

[33:53] community to pitch in and help that in helping that endeavor. So, I'm glad to

[33:58] be able to tell you that. Um, other than that, as far as my report is concerned,

[34:03] you have it in your packet. And over the past month, it's been busy with

[34:07] government, community, and partnership events. We've included uh covering

[34:12] multiple public meetings, city and county uh several community focused

[34:16] gatherings ranging from back to school initiatives to collaborative nonprofit

[34:20] efforts supporting city civic and student-based activities. We just been

[34:26] very busy. We were very uh honored to be able to work with Mayor Prom Shepard on

[34:32] the Great Eight Sheriff's Roundup and we're continuing to collaborate with our

[34:36] veterans organizations led by Commissioner Singleary on a uh Veterans

[34:41] Day initiative that is to come in November. More on that as we solidify

[35:43] total of 41.94 ines of rain so far this year. We attended a Zoom meeting with

[35:49] EPD and they declared to keep the level one drought response at level one. We

[35:55] were afraid they were going to go to level two. It's just not going to be

[35:58] pleasant. So hopefully we'll be getting a little rain and we hope to keep

[36:02] getting it and it it'll stay this way and eventually that will go away.

[36:08] I told you last time new town wells back up and running. Everything's working

[36:11] great. Uh PA wells been out of service for six

[36:15] months almost to the day and we have no progress there to report.

[39:35] that fosters an environment of collaboration by connecting public

[39:38] service information technology professionals in the state of Georgia

[39:42] that work at the government level. Um and we have uh finished implementing um

[39:50] MFA uh multifactor authentication for our Microsoft 365 environment. And uh

[39:57] that is a huge step in securing our organization against many of the cyber

[40:01] threats we face. And uh I would like to thank all the department heads for all

[40:05] their help in that because that is a a little bit of a learning curve and

[40:08] there's a lot of information that has to be gathered. Um, and everyone was

[40:12] awesome in that that whole process helped to go along quickly and smoothly.

[41:58] to be bring real time tracking to our splast and hotel motel monies. Um so,

[42:04] this past month, we've been able to put a tracker together on that I'd shared

[42:09] with a few of you guys on the commission here. It's going to allow us now to to

[42:13] know not only how much money do we have in splice, but how much uh is still

[42:18] remaining in the budget for SPLOS. Um I have submitted a report that we'll

[42:24] probably look at um maybe the next meeting to amend the splash budget for

[42:29] the overages that have come in in the splash 2018. Uh so that money can be

[42:33] allocated. I'll also provide that to the city manager. I think he may have a copy

[42:37] of it already. Um so what this will do is so will allow us now to track u the

[42:43] project expenses as well as the revenue coming in. Um and then also the u the

[42:48] interest uh income has started going up based on those new banking uh agreements

[42:54] that we have in place. Uh so to give you an idea like the SPLS 2024 now is

[42:59] averaging about $7500 [clears throat] a month in interest coming in. So that's

[43:02] going to give us a $90,000 annual increase just in the splash 24. Um and

[43:08] also Splash 2018 is also seeing about 6,000 a month coming in interest there.

[43:14] So those are going to be um money that we'll be able to allocate. My

[43:17] recommendation on the [clears throat] interest is that

[43:20] we allow it to accumulate each year and at the end of the fiscal year we

[43:24] determine how we want to allocate that interest uh to the various projects

[43:28] that's out here. Um but right now we we have about 2.7 million left in the 2018

[43:34] splast and about 3.2 million in splast 2024 which is our active splice. Uh

[43:41] we've collected about 52% of what that budget was. It's about $ 8.5 million

[43:47] budget. That's now we've collected about 4.6 million on that. And we still have

[43:53] uh a little over three and a half years to go on the referendum. So looks like

[43:58] the 2024 is going to continue to perform well and probably get above expectations

[44:04] um as we continue there. Um on the hotel uh motel tracking uh we're now pulling

[44:10] that information into a dashboard uh each month. And what that means to you

[44:14] guys, the commission and the financing in the city at large is we're able now

[44:19] to see in real time the hotels as they pay um how much they're paying. Uh we

[44:26] can track variances in that as well as meet our expectations of what we think

[44:31] these hotels should be paying. Um, [clears throat] and so like today I'll

[44:34] get with the finance to show them who who didn't pay uh for the month of

[44:38] August as well as variances that we feel are outside of what we thought so we can

[44:43] start looking at those um to make sure that the hotels are reporting accurate

[44:48] numbers to the city. Um and then we also met um with the chamber last last month

[44:56] as well um on allocations. Um, so we're going to start allocating

[45:02] uh their revenue um to them in a single check so that we're not paying out

[45:09] multiple checks in the finance department any longer. Um but also

[45:13] allows us to see again how much has come in for hotel and then making sure those

[45:18] percentages have been paid out accordingly as well. So, um, those have

[45:23] been the big big improvements here in the last month, um, for for finance.

[45:31] » Wow. >> Wow. So, to sum that up, so the public

[45:35] knows, the city has a 6% tourism tax. So, in other words, what

[45:42] Mr. William Bennett's been able to do is police the 6%

[45:48] which is the revenue coming in from the hotels and then we're reallocating the

[45:54] money appropriately to the chamber who [clears throat] who runs our tourism.

[46:00] And so it's going to now help us be able to track the money, make sure we get the

[46:05] appropriate amount to the chamber, appropriate amount to the city, and

[46:09] appropriate amount to the downtown. So that's what we're working on as far

[46:15] as getting tourism situated. The splice money that uh Mr. Bennett has mentioned

[46:22] that is money that we have that is uh at least we have it and it is available for

[46:27] us for expenditures. That's not general fund money that we can just put in to

[46:32] run our day-to-day operations. So the splice money is restricted but and

[46:37] that's what we're trying to do is put that in the most appropriate areas that

[46:42] are needed because we have to spend spended in the uh budgeted item related

[46:50] areas. He's also highlighted the bank accounts that are

[46:56] now earning interest that were not earning interest before. So that is

[47:00] additional revenue for the city and this is how we're all using these various

[47:06] methods to help balance our budget behind the scenes.

[55:11] got one Dodge Durango in our fleet and it's currently being used. Um so that

[55:16] leaves us with the equipment but no vehicle. Chief Hicks uh took a trip to

[55:20] Unadilla, looked at the vehicle, got to talking to him and as you can see in the

[55:23] quote here um original quote for the vehicle and all equipment value is

[55:29] $45,000. Um the equipment alone, which includes

[55:34] all the the uh the lighting and internal products, which uh I understand are WHL

[55:38] products, which are top of the line, has a $19,000 value. They're also adding an

[55:44] extended warranty. Uh this is a powertrain warranty for an additional

[55:47] 100,000 miles. This car does have close to 100,000 miles on it already, but it

[55:50] does come from an accredited agency. Uh we do have maintenance record. It's

[55:54] wellmaintained, but they are um adding an additional 100 thou,000 mi warranty

[56:00] on the vehicle. All being said, um they are giving us a discount of $24,000. So,

[56:06] total sold price, which will include car, all equipment, and the cage is

[57:21] specifically, and that's when we came up with the powertrain warranty. So, then I

[57:51] is, that car has had it done. I can tell you that when I drove it, it was the

[57:55] heat index that day was well over 100 and it cooled down just fine. And that's

[58:12] And you've got a full warranty on those for 100,000 miles. Uh cars ain't cheap

[58:22] that's going with it, which is would cost you 10,000 bucks or more.

[58:49] could get him in this for 21, I just trying to help, you know, spread that as

[58:54] far out as we can >> um to get the things that we need.

[59:47] run the air conditioner. If the car cuts off, it run the air conditioner. Then it

[59:50] can go into an alarm system. Okay. if the car doesn't come back on. Uh could

[59:55] you check into that and then find out? Cuz my concern is for the dogs.

[59:59] » So the way this car is set up, it's what we call the heat alarm protection. So

[1:00:04] what happens is, let's just say um the car starts running hot. The AC's not

[1:00:09] blowing cold. It's going to send him an alarm. It's going to drop all the

[1:00:13] windows down. It's going to turn on the lights and the sirens. And it's going to

[1:00:17] activate two fans that are outside of the doors on the back where the dogs

[1:00:21] are. and that is to prevent the dog from dying from any kind of heat exhaustion.

[1:00:25] If we had a K9 program, I I would only want to put the dog in there with that

[1:00:30] alarm system because unfortunately across the country, we've had some and

[1:00:34] and not too far away from here that deceased. Um uh because it didn't have

[1:00:39] those alarm systems. Um you have to have those. But that this car comes with

[1:00:43] that. >> That's what I wanted to do.

[1:05:30] High Football Game. This event will honor the 3,000 lives lost in the

[1:05:34] courage of first responders. Attorney General Chris Carr will be the keynote

[1:05:38] speaker. And uh I assume that any elected officials that show up, you will

[1:05:45] also be asked to uh give a presentation. So just be prepared for that. But we do

[1:05:50] encourage the uh the community to come out and and remember September 11th.

[1:05:56] The day prior um on September the 10th, we'll be honoring those that always

[1:06:01] answer the call. Uh we'll have the public safety appreciation dinner. This

[1:06:05] will be from 6:00 to 8:00 p.m. at the Alliance Club. Uh, and this, like I

[1:06:08] said, this honoring all public safety professionals.

[1:06:15] Girls Prep Empowerment Project is a 12-week mentoring pro uh program to help

[1:06:21] instill confidence, character, and purpose. This is geared strictly towards

[1:06:25] middle school age girls. Uh, classes begin September the 3rd, 2026. Said this

[1:06:31] is a 12-week program. And if anyone is interested or or knows someone that may

[1:06:36] be uh may benefit from this program, they're encouraged to apply at the

[1:06:41] middle schools where they're taking applications and uh at for this program

[1:06:46] and it is a free program by the way.

[1:06:51] The community of Cordel uh they continue with outreach programs. They're

[1:06:55] introducing youth works. This is a another career building program. um

[1:07:01] offers several things like fasttracking for your GED, uh resume building,

[1:07:05] learning a trade or skill, um parenting classes, and career readiness. If anyone

[1:07:11] is interested, you can you can visit the community of Cordial at 20513th Avenue

[1:07:16] East here in Cordial or give them a call at 22941

[1:07:21] 8122. Uh in addition to the youth works

[1:07:27] program, they're continuing with their uh free tutoring program. This is for K

[1:07:32] through five for homework, health, and learning support along with adult

[1:07:35] education and GED uh study prep. Again, the uh schedule there is flexible, so

[1:07:40] they're willing to work around your schedule, but they they do request that

[1:07:43] you call and set up a uh a time to attend. Again, comm the community of

[1:07:49] Cordill located at 205 East 13th Avenue is hosting this event and you can reach

[1:08:01] The next event on September 11th uh is the Quanis Kids Fishing Rodeo. This was

[1:08:06] originally scheduled during the Watermelon Festival. Mother Nature

[1:08:09] didn't play nice, so we had to reschedu. Uh but this is coming up on Saturday,

[1:08:13] September the 12th at 385 Farmers Market Road. Most people know that as Cordial

[1:08:18] Motor Speedway. Uh it's there in the big pond on the left as you enter the

[1:08:22] facility and it will begin at 8:00 a.m. wrap up at 10:00 a.m. Uh prizes, uh

[1:08:28] drawings, giveaways will be there. Uh they're giving away for I believe most

[1:08:32] fish, largest fish, and may have uh some other uh categories as well. So if

[1:11:43] opening soon for cash and check payments only until we can get the uh software

[1:12:01] Uh this for your information, a street dedication ceremony honoring Coach Clay

[1:12:11] time. We've not set a time yet, but that time is set for 6:30. Stewart Avenue

[1:12:16] between 24th Avenue and Auburn Road will be dedicated as Clay Hill Avenue.

[1:12:21] And then one item other item on here I would like to request a vacation day. I

[1:12:25] would like to use uh this coming Friday September the 4th of as a vacation. If

[1:12:48] requesting to use the youth build I'm sorry the uh boys and girls club

[1:12:54] building right now bridge bridging the gap educational services they're

[1:12:59] utilizing that facility. Uh I have talked to Miss Byron at bridging the gap

[1:13:05] and she does not have any issues with um community council

[1:13:11] utilizing that building as well. So, what I have here is an action item for

[1:13:14] you. This is for the conditional use of the Boys and Girls Girls Club facility

[1:13:18] for the Chris County Community Council program.

[1:13:22] Requesting approval to proceed with an updated agreement between the city of

[1:13:26] Cordial, Chris County Community Council, and Bridging the Gap Educational

[1:13:29] Services authorizing conditional use of the Boys and Girls Club facility to

[1:13:33] accommodate the Chris County Community Council program. Uh the Chris County

[1:13:37] Community Council was recently notified that its current facility will no longer

[1:13:41] be available for use. As a result, the organization has requested the city

[1:13:46] consider allowing the program to operate from the Boys and Girls Club facility in

[1:13:50] in conjunction with Bridging the Gap Educational Services. The proposed

[1:13:54] arrangement has been discussed with Miss Byron and at this time she has indicated

[1:13:58] she's not opposed to propose the proposed use of of the facility. The

[1:14:03] proposed arrangement would provide the Chris County Community Council with a

[1:14:06] location to continuous program while allowing the organization to utilize

[1:14:10] existing facilities in a coordinated manner. So therefore, I recommend and

[1:14:15] request your approval to proceed with an updated agreement between all parties

[1:14:18] for the conditional use of the Boys and Girls Club facility.
