okay
[Music]
[0:04]
okay
[0:09]
reduction of the agenda
fear is all the special meeting of
[0:14]
September 7.23 agenda be adopted as oh
[0:20]
just the one uh just 20 seconds
we got that uh
[0:28]
I put Western caucus on Four Points
anymore okay yeah like the registration
[0:33]
okay
that's good yeah
[0:37]
[Music]
[0:40]
thank you
[0:47]
okay that's your motion does anybody
have any additions
[0:54]
okay all in favor
okay
[1:02]
okay folks um I'll just give a bit of
background there once a year it
[1:08]
counseled
has to make organizational has to review
[1:15]
it and back when we started off
right at the time the existing CEO
[1:22]
it was all the coveted and he left so we
never really did it
[1:26]
made appointments or anything and it has
to be done by resolution and we had a
[1:31]
temporary CEO that
no we weren't ready for it so I just saw
[1:36]
it asked Jordan to I think it's time to
get some committees together like we did
[1:41]
tonight I think committees would really
allow us to do more discussion like we
[1:47]
did prior to this meeting to um
former committees and uh
[1:53]
just move forward like we did in the
past and I just look back at hours like
[1:57]
we used to have them then once the
Committees are performed the chairperson
[2:02]
can call them in the schedule came up
actually a year in advance this was
[2:06]
printed in 2021 for 2022. it's a good so
then we don't have to
[2:13]
predict when the meetings will be you'll
put them on there and then you have them
[2:17]
an hour before Council Silva normally
the Reeve and the seal sit down and
[2:23]
make the commitments now this is the all
the Committees that we had before I
[2:29]
added a few more and we can definitely
after we've got pass this we can by no
[2:36]
means uh I think there's a few other
ones that we need to think about adding
[2:40]
after this so there's that was the
reason I I put this forward so I just
[2:46]
thought I'd give everybody a bit of a
heads up
[2:49]
the motion in front of you there
so we will have to Amanda organizational
[2:56]
bylaw and things like that because that
way that was why it was kind of a
[3:00]
Canadian item because right now your
organizational Biola only lays out for
[3:04]
six committees which is just all your
departments whereas you'll see in the
[3:08]
resolution it's uh a lot more over and
above that so you have to include all of
[3:13]
that in your organizational Bible and we
amend it but that will hold you back
[3:18]
today you can create a committee anytime
you want it's just best practice to also
[3:23]
make sure your organizational bylaw
reflects all of these new committees
[3:27]
what their roles and and special duties
in addition will be
[3:36]
oh I'll add to that
as you you see in the three at the last
[3:41]
one we will attend like there's three on
that committee but I think at 99 of them
[3:49]
I think all council members showed up
and they participated it's just that
[3:53]
that way each committee has a
chairperson that individual will will do
[3:58]
the chairs underway
added a few but I think it's important
[4:03]
things are changing
[4:08]
I can have a motion
[4:11]
because we have to do it once a year and
we really get that haven't done it yet
[4:17]
in the first year of office
[Music]
[4:30]
okay
[4:43]
[Music]
[4:56]
speak nice and loud and clear
where is bylaw number 1690 03 2020 is
[5:04]
the arm of Cornwallis organizational
biological government the organization
[5:08]
and the Committees thereof therefore
being resolved in the following
[5:12]
committee appointment to be made for the
real Municipality of Cornwallis
[5:17]
Number One Transportation Services
committee will be a committee as a whole
[5:22]
with counselor Maxwell as the chair
number two is the finance audit
[5:27]
committee and a capital replacement
committee
[5:30]
Reid Hofer counselor Brown and Deputy
Rivera says the chair
[5:35]
number three will be the recycling and
waste health and safety committee
[5:40]
councilors grow hand and Maxwell and
counselor Brown is the chair
[5:46]
number four is a Personnel committee
leave hoefer Deputy Lee Ross and
[5:51]
councilor Maxwell as the chair
number five is the utility committee
[5:56]
read over councilman growham and Deputy
Reed Ross as the chair
[6:01]
number six Protective Services committee
counselor Brown Deputy Reid Ross and
[6:07]
councilor grillham is the chair
number seven is a bylaw committee to
[6:12]
many of the whole counselor Brown is the
chair
[6:16]
number eight is a policy and
communication committee
[6:20]
Reed hoefer counselor Maxwell and Deputy
ree Ross as the chair
[6:25]
number nine is an I.T security committee
counselors Johan and Maxwell Deputy Reid
[6:32]
Ross as a chair
and number 10 is the aggregate committee
[6:36]
will be a committee of the whole with
councilor grillham as the chair
[6:41]
can I have a second
[6:45]
councilman thank you
okay
[6:49]
anybody any questions or discussion
[6:54]
looks like you put a lot of work into it
thanks for your confidence yeah all
[6:58]
right guys I mean as you can see I
didn't share in it I've got the big
[7:03]
meeting and I'll try to participate with
anyone like I said before Folks at the
[7:07]
end of the day you're all
there's only three required but I would
[7:14]
encourage to try to schedule a meeting
so everybody can be here and you can
[7:18]
participate that's what we've done the
last three or four years now I have a
[7:22]
question regarding the Committees are
there terms of reference that that we
[7:27]
can can align ourselves with in order to
continue yeah I mean for example you
[7:34]
take the I.T security committee right I
mean that is that what you're talking
[7:38]
about well anything that's what I was
referencing with the organizational
[7:42]
bylaw where our organizational bylaw it
lays out every single one because
[7:47]
usually you review your organizational
byline then includes your committees in
[7:51]
it so if you have a look at our
organizational bylaw it'll State
[7:54]
Legislative and finance committee what
their roles and responsibilities are the
[7:57]
utility committee what the roles are
thoughts but none of this exists okay
[8:01]
numb and then even you know the names of
some of these committees and all that
[8:04]
stuff too and so
all kind of brand new you know
[8:09]
but you take the agony committee we
learned a lot through the um at the
[8:14]
public hearing we had through the
municipal Board hearing I mean there was
[8:18]
a lot of good things that
came out of that that I mean that can
[8:23]
now and we did say we're going to get
the community involved but this is just
[8:28]
for Council to make decisions but yeah I
think they're we need to put references
[8:33]
on to that one
okay
[8:37]
is the CIO involved with all committee
meetings
[8:41]
you know I mean our previous CEO was
always there but no it doesn't have to
[8:46]
be there but they normally normally
would be grant us to to take them into
[8:52]
there yeah
like some of these committees were the
[8:56]
same I just added like you take Capital
we're starting to
[9:00]
the finance committee usually did that
but I just thought to clarify in the
[9:04]
capital Lincoln Green replacement uh
buildings or lagoons and things like
[9:08]
that
we can at least a little bit of me to it
[9:12]
recycle that's new it used to be just
waste health and safety committee so I
[9:18]
just added the recycle there because
that's are going to become a big issue
[9:23]
or a big topic yeah take somebody
[9:29]
to take some of the pressures off of
Jordan or being on some of these
[9:31]
communities that it doesn't really have
to be on and he can do this delegate
[9:36]
authorities because one of the girls
could come in for coming through that is
[9:40]
that correct well I'll have to give you
guys but you guys saw me during regular
[9:45]
working hours yeah that's what I mean we
have 20 hours right yeah
[9:49]
that's actually a good point of it if he
feels he can delegate somebody and make
[9:54]
Finance of course he will be I mean
that's that's it but I mean some of the
[9:58]
other ones you know you can report
we can do one of the other staff or some
[10:02]
other word
I know Jordan you
[10:06]
back in April May when you first sent me
the list he had multiple other ones I
[10:12]
just thought we can do this one get the
ball rolling then we can rely on that
[10:16]
you said you formed a bunch of them in
buy Frost like Parks and Recreation well
[10:21]
yeah like you guys simply didn't even
know your committees when I was asking
[10:24]
you and then you know we had a guy stop
showing up and they're saying well why
[10:27]
aren't you guys appointing anybody here
a couple months ago well we waited for
[10:32]
until you're free but I think it's time
after five months we'll at least get
[10:36]
some committees going
no but that actually that's a good point
[10:41]
if Jordan feels like you're gonna
appoint somebody well I mean some of
[10:43]
them aren't yeah
[10:48]
no this we could
we have to we can only give it one
[10:53]
reading right because no this is just a
resolution we're not changing the bylaws
[10:57]
tonight yeah because rafiello was going
to get direction at the comedian yeah
[11:00]
but instead we're just gonna yeah okay
anybody else but in is there any
[11:07]
additions that any other community so we
can move this around on the
[11:12]
organizational
by loss of it
[11:16]
parameters yeah like 13. procedure
you haven't Ledo with the special duties
[11:24]
of the Hispanic communities are so each
one of these is going to need a special
[11:27]
standing committee like you're refer to
the attachment of the organizational
[11:31]
bylaw
it lists what media is and what their
[11:34]
responsibilities are
[11:40]
but you guys can do committees at any
time you want
[11:44]
and
but like you say what I like about once
[11:49]
the Committees are formed like the way
we use them but this was started in 2020
[11:53]
so for example at six o'clock
the utility can be the Personnel or what
[11:59]
at any any given moment or but we know
in a year in advance that was our
[12:04]
schedule so Jordan doesn't have to put
over the schedule no you can still call
[12:08]
a meeting outside of that that's not a
problem but I always like that
[12:15]
does anybody have any concern like any
questions I try to spread it around as
[12:21]
much as I could to
there's your opportunity to share a few
[12:26]
meetings
[12:30]
yeah
okay nobody else has any questions call
[12:35]
for the question all in favor
okay
[12:39]
that's good
[12:52]
I'll just give them a bit of a brief I
got a phone call last week
[12:58]
from the salesman from the cab he called
me first time I ever talked to him I
[13:03]
forget his name and they need to move
from Bob
[13:06]
and he made me aware that we were made
aware prior that our warranty is coming
[13:12]
to an end on the existing readers so um
at the end of the day
[13:18]
our warranty can be done so all he
wanted was all like a commitment we
[13:24]
can't purchase them this year but well
it wouldn't be available
[13:27]
like the commitment that we would
purchase them and they would honor that
[13:33]
warranty that's the way he explained it
to me is that what you thought to you
[13:36]
heard from well Capital Equipment takes
six months to a year or longer to
[13:41]
actually construct right now because the
warranty period is concluding yeah you
[13:47]
need user need to commit to the purchase
of a new one or our extended warranty
[13:52]
just concludes
goodbye so this will be the 2000 out of
[13:58]
the 2024 budget delay yeah oh yeah yeah
if they want to be required during the
[14:03]
purchase price up front no you guys are
still need to decide where the funds are
[14:07]
coming from like you have money in your
equipment reserved but there's always
[14:10]
the option of other things as well and
we know what the hours are on that you
[14:15]
know I did talk to another municipality
how they work like better understanding
[14:19]
and they've seen that gentleman is very
knowledgeable he's on the committee
[14:24]
there and at five thousand hours that's
when they say is the Tipping Point I
[14:30]
have no idea how many hours we have I
think we're five years but not a bad
[14:35]
question would be better suited to Shane
at a transportation yeah I think while
[14:38]
we're pushing six years now but I know
five years of the books swings graders
[14:44]
quite a bit less hours than than Allen's
greater
[14:49]
and just because of I think it was Pete
maybe it wasn't out as often
[14:57]
is you know maybe doing book work and
whatnot but
[15:01]
um the six wheel drive had more hours on
than the four-wheel drive
[15:07]
they're at the point where they should
be rolling over yeah and I mean they're
[15:10]
not at a point where
they're horrible shape which is where
[15:15]
they get a nice resale value right now
whereas
[15:21]
so now right now we've got one
160 and one 140. what are we purchasing
[15:30]
here I didn't know what we got or are we
going with six foot right like when I
[15:34]
from what I'm hearing the six wheel
drive it takes quite a bit of fuel but
[15:38]
I'm just wondering well why does an
all-wheel drive one is it and that's
[15:41]
what we currently have is we have one
that's in all-wheel drive but is that
[15:45]
what we're purchasing here is identical
replacement to what we got meaning a
[15:50]
four wheel and a six wheel it doesn't
say it in here so I just want to make
[15:53]
sure we're we're clear on you well it's
a 150 model yeah one all-wheel drive 150
[15:58]
model one just regularly put that in
there so
[16:03]
it's clear and what is the difference in
dollar value I don't I haven't seen it
[16:07]
hold yet this is just a commitment to
we're not really
[16:13]
but that's all this is this is
committing yeah two purchase yes that's
[16:18]
where we can massage okay oh we got the
dollar value anyway no I'm okay with it
[16:24]
it just doesn't warranty is something
that's a concern if
[16:29]
that's the only reason I asked the CEO
to put it on here
[16:32]
no
well if you don't have warranty and you
[16:36]
blow the transmission or blower motor
you're looking at 100 grams and the
[16:41]
quotes on what's that equal time yeah
the quotes on there but what are we
[16:44]
getting with it we would not be getting
like when we get to 140 150.
[16:49]
50
not here
[16:53]
yeah not on the emotional no what would
you want me to do well yeah it has to be
[16:58]
clarified in the motion
you know they don't call them 140s
[17:04]
anymore yeah well whatever
as long as we're we know what we're
[17:10]
purchasing and clearly
it's only like all you wanted was
[17:14]
emotion I didn't even know about it then
we're committing to
[17:19]
to making that purchase
coming to reference and specific height
[17:23]
at 20. let's look at the code
and uh
[17:30]
add that in there
right yeah
[17:37]
um
[17:45]
where you've got a 140 M could you
reference that and a
[17:50]
no
150.50
[17:55]
everything that's generators or deserves
yeah
[18:01]
so they're both 150 this we're getting
right okay
[18:06]
[Music]
[18:12]
so it is about a 39.
foreign
[18:22]
[Music]
[18:30]
so the trade-in value is the same
because one has less hours so the
[18:37]
two-wheel drive
okay so the hours is arriving more
[18:43]
now I don't see the breakdown on the
five years 75 what is the cost of that
[18:51]
what do you mean or the extra warranty
is not in here right
[18:56]
remember we got a Thunderball in the
first meeting
[19:01]
the extra warranty if we go it's uh
um if this service workers service
[19:07]
agreement yeah
[19:11]
well seven thousand five hundred dollars
premium warranty
[19:16]
full service full service packages as
well what's the cost of that we mean is
[19:23]
it important it's all included
[19:28]
remember that meeting well
what was that well like he says you got
[19:33]
he voted against it I mean and
reg Chapman at his first meeting this
[19:38]
thing came up he said he's going to hold
an answer because he doesn't believe in
[19:42]
buying warranty and that's why it must
be included here this is different all
[19:47]
all they're saying there with the 7 500
hours
[19:50]
is that they're going to extend the
warranty
[19:55]
until we get our new ones but we pay a
monthly fee
[20:01]
to cat to service her
yeah you see that in every accounts
[20:06]
payable run just a pointer board or Mr
chair first like is there a motion on
[20:11]
the floor at the moment one no no
because that's right then well we need
[20:16]
background information that we should
have discussed that many of you but we
[20:19]
ran out of time if we want to make a
decision tonight no you're right but
[20:23]
shouldn't we make a motion and then and
then massage it yeah okay yeah go ahead
[20:27]
and if somebody wants to
[20:31]
this refresh your age just yeah whereas
[20:41]
the real Municipality of Cornwallis
utilize the services of canoe
[20:45]
procurement of Canada for price quotes
on two new motor graders
[20:50]
therefore be it resolved at the council
will be real Municipality of Cornwallis
[20:54]
except the price quote prepared by
timeline cat
[20:57]
[Music]
the one million one hundred and forty
[21:00]
seven thousand with trade-in value or
530 000 for a net cost of six hundred
[21:05]
and seventeen thousand dollars plus all
applicable taxes for the president of
[21:09]
two motor graders a 150 model and a 150
AWB Mall
[21:24]
should we add that it should come out of
the 2024
[21:30]
budget
capital budget it looks like we're gonna
[21:34]
respect there's no heat on there but
that's what I was wondering today that's
[21:39]
why he phoned me when's the delivery
expectation on a six months well he said
[21:44]
Springtime spring
[21:48]
I just and I reached out to another
Municipal did the same thing and they
[21:52]
didn't put in cool costs in there all
they did was make a motion the way you
[21:57]
explain it to me
is that they're committing to buy the
[22:01]
cat breeders
a year over no and then you start
[22:05]
negotiating but actually the costs are
over the years
[22:14]
is everybody comfortable with that or
should we add just for the public
[22:18]
they're going to be sure it's already on
there okay yeah and all expenses born by
[22:23]
the 2024 capital budget
[22:47]
so our warranty just got extended yeah
yes yeah
[22:59]
all right
do it tonight
[23:11]
[Music]
[23:33]
so we heard it from the engineer here
tonight there seems to be a lot of
[23:40]
excitement confusion and all that and
we call it community meeting because
[23:48]
people wanted answers out there they
wanted to know when can they call a
[23:51]
plumber to go put their hose into the
collar of their tank
[23:57]
and they weren't getting any answers so
we called the community meeting Dan came
[24:01]
out there and explained to him you know
they can do it and we heard them tonight
[24:05]
so the next day I came to the office two
days later and
[24:13]
I seen a permit that was five pages
longer that had me totally confused and
[24:18]
at the project meeting when Gerald was
here from out of the wars or in Lauren
[24:24]
Ryan and Castle they wanted this
information starting to go out in May to
[24:28]
tell people about the excavation and
where the project isn't
[24:33]
that information really never got out
there and I took a point of myself
[24:37]
whatever Water Service war and Ryan
shared
[24:41]
with the office just to make photocopies
and call the meeting and give it to them
[24:48]
and now one of the plumbers is getting
pretty busy he wanted to come out there
[24:53]
in early August but then people didn't
have any information while Kirk was
[24:58]
ready to come out there Terry nazard had
him booked but he stepped back and
[25:02]
knowing
the information that's available out
[25:06]
there now looks like he's going to be
already busy
[25:09]
so I wanted to bring Council up the
speed and questions that came up but the
[25:13]
community meeting was
the cost of the pump the pumps are
[25:18]
already including the project but we
have to provide them so I called up the
[25:22]
where they came from Amco Dr Price's
foreign
[25:27]
[Music]
[25:38]
up to the caller and I recommend it to
Jordan and to Sabrina the other day
[25:44]
through APD that it would be nice to
have all the parts identical so
[25:50]
it doesn't matter which plumber you hire
the valve and the check valve all that
[25:55]
is the same the utility operator no
doubt will keep a spare pump out there
[26:00]
so Jordan doesn't get called at midnight
if a pump fails he could hand him a
[26:05]
check valve in a
in a bowl though
[26:09]
but in talking to Sabrina she says well
the specs called for equal to well
[26:16]
middle of the winter you want to make
sure everything fits the same and I got
[26:20]
the quotes and I forwarded to Jordan so
[26:25]
I'm just wondering how Council feels and
how the CEO CEO feels too not to force
[26:31]
everybody but
basically get the same
[26:36]
supplies that were installed out there
at the end of the day
[26:41]
there's a couple ways you can do it do
it the municipality could buy the
[26:46]
fittings so on the
when the pump gets issued that valve and
[26:51]
that check valve gets reimbursed by by
the people on that cost that way you're
[26:57]
guaranteed when that pump gets issued
the same ball valve and the same check
[27:00]
valve gets into every tank
the engineers wanted to make sure that
[27:06]
all the pumps can't be interchanged
engineer thought it was a good idea to
[27:10]
have everything equal so
that way those things every tank is
[27:16]
different but once those parts go in and
they come open they don't have to
[27:20]
retrofit anything to make everything
identical so I'm just wondering where
[27:25]
how Council feels I send a quote to
Jordan what was the total about twelve
[27:29]
thousand bucks and that money would come
back like everybody buying a check valve
[27:33]
on the ball though the municipality and
get the money back
[27:37]
when they're ready to go out there
the fittings
[27:42]
so are you looking for a resolution then
that is going to suggest that the
[27:47]
municipality purchase these parts with
the expectation is that residents come
[27:51]
that purchase those parts from the
municipality yes yeah hi that way you're
[27:57]
guaranteed deal with the ball valves and
the check valves will be identical so
[28:04]
what happened last council meeting was
Council passed the resolution for
[28:07]
Keystone planning district to administer
the the pump and permitting process
[28:12]
because we need a permit so lab titles
and assessment are aware that these
[28:17]
improvements have occurred and then it
was to alleviate the weight off of the
[28:22]
administration of the office with the
being tax season so
[28:27]
um the Reeve has a supplied part list he
wants the municipality to buy them all
[28:33]
but he's
it could be all put through the actual
[28:39]
Capital project
where 50 of it would be covered under
[28:43]
the Grant and 50 would be born into the
total amount that we need to determine
[28:48]
the whole Road and a one-time buy-in and
things like that it's just we're kind of
[28:52]
not on the same Highway even right now
no the amount of water service board
[28:56]
said their funding stops at the host the
hose is sitting up there's an email in
[29:01]
your attachment from August 31st this is
hi Jordan we are good to cost share the
[29:06]
purchase only if the materials you have
quoted you would have to buy them and
[29:09]
then send the paid invoice to us for
cost share
[29:14]
so we can discuss this and I'll make a
resolution that uh uh the municipality
[29:21]
of Carnival is does hereby
authorized Administration to go and
[29:26]
purchase those parts uh
for the residents of cheater to
[29:32]
buy vacuum municipality for the
installation of their well I don't want
[29:37]
them to buy bats I want to put into the
capital project so then so we don't have
[29:42]
somebody coming in saying okay I want
this pump and then they kind of get
[29:45]
their pump and then they're like okay
well I gotta pay you you know 137.65
[29:51]
for the parts put it all into the big
big pot and then once the project is
[29:56]
done it we divide it by a number of
connections and then just disbursed even
[30:00]
like can we get that worded then
[30:04]
I was just trying to Fast Track it here
the project will pay for it
[30:20]
but even the quote you got you've got 55
but I pretty through 55 isn't the actual
[30:25]
numbers well
55 I don't have I didn't go around count
[30:30]
the houses your water users
your utilities count minus one or that
[30:38]
there will be minus one it was whatever
but they don't need one Whatever
[30:41]
accounts you have you need one for every
home because it's going to be the same
[30:46]
block valve
and the same check well
[30:51]
yes you don't know that number then well
no but
[30:55]
yeah you want you need that number why
don't you guys today yeah yeah
[31:02]
will be the same as the pumps I imagine
I can tickle you well we had issues with
[31:07]
the past because there wasn't all of
them purchased for the subdivision
[31:11]
that's right and you don't need to
pre-buy for homes that aren't built yet
[31:15]
they will be
we'll have to put that in the bylaw once
[31:20]
the bylaw is established okay
[31:26]
I think my understanding is there's two
spare pumps
[31:52]
took something to refresh
[32:17]
foreign
[32:20]
so then you're doing it away right so
the engineering told you guys that it's
[32:24]
on the RM to ensure adequate connection
so anybody can come get poems
[32:30]
not plumbers anybody can do it you're
only connect or you're only
[32:36]
revision or review of what's going on as
you expect build wire to inspect it
[32:41]
while it's open and then to open the
curb stop
[32:45]
don't worry
so then you're kind of doing away with
[32:49]
the permit well no the permit is to have
that problem issued so you know
[32:55]
Joe Smith picked up a bump I mean
there's no Jewel Smith but you know what
[32:59]
I'm saying so he has to sign out
or check the box that that or that role
[33:05]
no I haven't really understood what
you've been saying on this whole Capital
[33:07]
project all along that's why there's the
communication gap so we got to make sure
[33:12]
we get this
I wrote up the draft resolution for the
[33:16]
connecting parts now we need to know
about moving forward well right now look
[33:22]
residents over there and the engineers
giving us a go-ahead yeah to hook up the
[33:28]
hose to hire their contractor to the
column of the tank there's only one
[33:34]
fitting that's required and there's only
one fitting that will work and that's
[33:38]
the for that high density polyline
okay so that's the only thing that can
[33:45]
happen right now that plumbing permit is
when you get the green light for
[33:49]
Manitoba Water Services Board that the
system is commissioned meeting the
[33:53]
legislation
in a month or two months that's when
[33:56]
that plumbing permit that we approved at
the last meeting
[34:01]
that's when that permit comes in effect
that
[34:06]
permanent identified that homeowner has
taken a pump up either it's plumber or
[34:12]
the individual okay so now you're having
the RM by 55 of these parts
[34:18]
so it's gonna have to be on us to
individually pack each item
[34:24]
and ensure they go out when the pump
goes up for each pump
[34:28]
for each pump there will be a check weld
on the Block valve
[34:36]
what you purchase them and you issuing
with the pump
[34:39]
yeah the check valve the ball valve the
insert the adapter the insert actually
[34:45]
that should be up to their con like the
contractor needs that now you can't do
[34:51]
that with the pump
the answer is that special connection
[34:54]
for that high density quality pipe
you tell me how you want your resolution
[35:00]
the way I haven't said I
[35:04]
said the adapter the insert the ball
valve the check valve put it all through
[35:08]
the grant program
[35:11]
individually bag them so when somebody
comes in to collect their pump
[35:16]
as the adapter the insert the ball valve
and the checkup
[35:19]
at the informational meeting
a question was raised by a resident how
[35:25]
much are the parts I went out the next
morning found out where the parts were
[35:30]
purchased from that was from improve and
they quoted me all the parts
[35:36]
okay yeah that's the code I sent you so
right now when the homeowner Municipal
[35:42]
is gonna say so or not or no
jurisdiction
[35:48]
when they hired a contractor that insert
will have to be purchased by either
[35:53]
homeowner or brought by the contractor
when the pump gets issued only the check
[35:59]
valve and the ball valve is required so
they're all identical
[36:03]
so that we're not going to include the
adapter and insert as part of the
[36:07]
adapting the insertions and tomorrow 50
funding yeah it's
[36:15]
it's too late to be doing a lot of
people want to start hooking up
[36:22]
so you've got two pieces so Bill okay
yeah yeah identity
[36:35]
see either
it's as clear as the air outside but
[36:41]
it's smoking by the way it's the insert
and you adapter that's again no no the
[36:47]
ball valve and the check valve with the
pump that goes in the
[36:53]
tanks have to be done to connect the
hose to the top of the tank
[36:58]
but that's on each individual
yeah they're going to deal with that
[37:03]
with their contractor it's a special
fitting
[37:11]
and the reason you don't want 55 are
those it is at the meeting concrete
[37:17]
tanks might not need that fitting
they'll just put it inside the tank
[37:22]
because it's too thick to it for that
that'll be up to the contractor you
[37:27]
might want to put an ID on there or a
union that's up to them
[37:31]
there's quite a few concrete tanks out
there being resolved with the arm of
[37:35]
Cornwallis authorize a purchase of the
ball valve and the check valve Parts as
[37:39]
quoted by Emco Waterworks for the
chainer low pressure system Capital
[37:46]
project and the invoice be paid and
forwarded to the Manitoba Water Services
[37:51]
board for inclusion in the grant funded
projects
[37:56]
okay
[38:00]
[Music]
[38:03]
discussion not anymore okay
[38:15]
here is all the council the armor
Cornwall is hereby allow the existing
[38:20]
agreement with
686-4598 Manitoba limited to be amended
[38:26]
so the burn can be built in two phases
phase one existing
[38:33]
phase two will be built outside of the
agreed upon time of October 31st can I
[38:41]
have a second
[38:44]
okay
so what this is about is the
[38:49]
transcontinent industrial park
the resident has a fence in the way
[38:55]
in order for the developer to be free
and clear of the development agreements
[39:00]
and get their clearance certificates
the burn
[39:06]
will need to be extended further south
the fence is in the way
[39:11]
we have uh all we met with the
contractor
[39:16]
the developer and the resident he will
move his fence and then the developer
[39:22]
will come back and finish the berm once
the fences move but it'll be after that
[39:27]
October 31st deadline when's the
approach go in uh the approach he's
[39:32]
marked it two days ago three days ago uh
the it will be done in the first phase
[39:38]
and oh yeah it'll be done right away the
the uh the Culvert was dropped off
[39:42]
yesterday afternoon
and uh the developer contractor was made
[39:48]
aware of where the R2 Cuts they're going
to do that and put the uh they're going
[39:53]
to lay the Culvert in place
and the resident is going to work at
[39:58]
building the approach himself
he's been made aware of that as well
[40:06]
anybody have any questions all in favor
Gary
[40:12]
okay
[40:19]
here's all the Council of the army Corn
Laws hereby authorized repo for his
[40:23]
attendance at the Western Caucus meeting
held in hardly Manitoba on Friday
[40:27]
September 15th 2023 at the registration
expense of twenty dollars
[40:35]
I have a second
I'll say again at Council Metro
[40:42]
there I wish I could attend myself if
somebody else wants to go uh I'll make
[40:47]
an amendment
and they're they're very
[40:51]
pretty valuable in Old sessions because
we're networking with other
[40:55]
municipalities in the west but uh
we were
[40:59]
you know Deputy Reid Ross from the cell
phone to one in March February or March
[41:05]
and DeLorean was really good but I
always thought that that when the
[41:11]
advertising was for the Reeve and the
deputy read but uh I'm going to
[41:14]
declarification next time open it up I
mean you anybody that wants to go it was
[41:19]
really
I thought I thought it was very
[41:22]
important
so I don't get anybody any questions all
[41:27]
in favor Gary
[41:32]
okay
[41:36]
[Music]
[41:42]
be resolved in accordance with the
municipal acts section 152 3 sub Hera B
[41:49]
paragraph three Council because hereby
close the meeting to the public and move
[41:53]
in camera at
7 43 P.M 0.
[42:03]
any questions all in favor
[42:15]
