[14:39] Good afternoon,
[14:46] everyone. Could you please calm down? We're going to call this meeting to order. I will announce at the very beginning that the jury assembly room is open across the hall on the other side of the building, so if some of you wish to
[15:00] Have a seat. You can go over there and you'll be able to see everything that's going on and here, everything that's going on and when it comes time to public comment, you'll be able to come in here and make your public comment.
[15:13] But if you choose to wish to stay in and stay, that's your call. Just want to let you know that that's available to.
[15:18] Okay, so again, this is the regular meeting of the April 26, 2021 Board of Kind of Commissioner's meeting.
[15:27] Today we have Senior Pastor Kevin Ballard from Calvary Chapel in Emberness to lead us in our invocation.
[15:35] And after that we have our very own veteran Douglas Wright, who's going to lead us in the Pledge of Allegiance today.
[15:41] And so those of you who are willing and able, we invite you to stay in at this time, Pastor.
[15:46] Good afternoon, commissioners. Let's pray. Father, we just first and foremost, we express our
[15:53] eternal gratitude for the breath in our lungs. You've given us another extraordinary day to
[15:58] walk with you, to hear from you, and to live in the greatest nation on the planet, the greatest
[16:04] state of our nation, and the great county of citrus lord. We do not take this by coincidence.
[16:14] We
[16:15] in the citizens of our county have come together because of the business that is before the county
[16:20] Lord.
[16:21] And many of the issues are complex, so we remember the words of King Solomon that he wrote
[16:27] that righteousness, exaltation, but sin, is reproach unto its people and Lord in this case,
[16:33] sin is simply missing the mark of missing the mark, coming up short of doing what's right
[16:38] in your sight and for the benefit and good of its citizens.
[16:42] So Lord, we invoke your wisdom.
[16:44] We ask the Lord that you speak your mind, your will, to each of our commissioners, because we know when we hear from you, not only do we do what is right in your sight, we will do what is best for the citizens of this great county, in Jesus name we pray. Amen.
[17:16] Thank you.
[17:20] Thank you.
[17:20] Thank you.
[17:20] Thank you, Pastor Bower.
[17:21] Thank you, Doug.
[17:23] Ladies and gentlemen, if you're a new to being here, let me go over a couple more rules of stability.
[17:29] and decorum and that is we are happy you're here we are happy that you took the
[17:35] times participate today's meeting we want everyone to have an opportunity to
[17:39] hear and be heard so what we ask is that while you're in this room you don't
[17:45] talk if you have to carry on a conversation you leave the room go out and do it
[17:49] come back in it distracts those around you and those up here also no no clapping
[17:55] No cheering, no booing, no outbursts of any kind, okay?
[17:59] It's the only way to be respectful of everybody and whatever everybody has to say.
[18:04] So all that will be ruled out of order if you do it.
[18:07] We've been able to have many, many peaceful productive meetings today.
[18:12] I assume we'll be able to do the same.
[18:14] Just also a little bit of housekeeping.
[18:16] We're going to start with our regular county commission meeting.
[18:20] We are then to have the library board special meeting that's scheduled at 115, we will do that.
[18:27] Once we conclude the library board meeting, then we will reconvene a regular county commission me.
[18:34] And so if you wish to speak, again, I don't know if we'll get to open to the public before any of that happens.
[18:41] But I'll try not to interrupt the meeting if we're close to 115, I may go ahead and organize that so we don't have to interrupt open to the public until we get to.
[18:50] So, with that said, can I have a roll call vote please?
[18:54] This is a regular meeting of the Citrus County Board of County Commissioners, this 26-day
[18:58] April 2022, and attendance are Chairman Ronald Dick Kichens Jr. First, nice chair with
[19:03] each say, Bob. Second, vice chair, Holly Davis.
[19:06] Commissioner Scott Corningham and Jeff Canard, County Administrator Randi Oliver and
[19:11] County Attorney, didn't you say that I'm a lead?
[19:13] Thank you very much. Also under approval of the agenda, I have just one item that
[19:18] until we need to add, we'll call it item B4 under the consent agenda.
[19:22] This is to set a public hearing for May 10th at 140 p.m.
[19:28] to deal with the manatee protection zone, is that the only thing we have to add is
[19:32] all.
[19:34] So at this time, we'll be looking for a motion to approve the agenda with that addition.
[19:38] Assembly.
[19:39] Second.
[19:40] Okay.
[19:40] So I'll be motion to approve the agenda by Commissioner Karnahan,
[19:43] a second by Commissioner Kanard, all in favor, say aye.
[19:47] and you pose say nay, and that passes unanimously.
[19:51] Next is the consent agenda, which consists of those four items
[19:54] now including item B4,
[19:57] or do you all like to do with the consent agenda?
[19:59] Sure, I make a motion to approve the consent agenda,
[20:02] including B4.
[20:04] Second.
[20:04] OK, so we have a motion by Commissioner Sleibock,
[20:07] the second by Commissioner Davis.
[20:09] Is there any public comment on the consent agenda?
[20:13] Does any board discussion on the consent agenda?
[20:16] All in favor say aye.
[20:18] Any opposed say nay.
[20:20] And that passes unanimously.
[20:22] We're at to see one proclamations.
[20:25] We have one today.
[20:26] What's your.
[20:27] Motion.
[20:27] Approved.
[20:28] Second.
[20:30] Commissioner.
[20:30] Okay.
[20:30] Okay.
[20:31] Make some motion.
[20:32] Second by commissioner.
[20:33] Davis.
[20:34] All in favor say aye.
[20:36] Aye.
[20:36] Any opposed say nay.
[20:38] That passes unanimously.
[20:40] commissioners, if I turn to the presentation of the
[20:42] parking machine.
[20:46] When you come in here on chairman, I have been
[20:48] a vice, this is a total surprise for this
[20:50] individual, so I will ask Mr.
[20:52] Reen Morgan to come for a please.
[21:17] I think I'm going to do
[21:23] it.
[21:26] I'll do it.
[21:29] Can I have a seat?
[21:29] Can I have a seat?
[21:30] Can I have a seat?
[21:30] Can I have a seat?
[21:31] Can I have a seat?
[21:31] Can I have a seat?
[21:34] Okay.
[21:35] The Board of County Commission is a
[21:37] such as kind of further proclamation,
[21:38] and Bowie Morgan Day, where as for 12 years,
[21:41] Bowie Morgan had dedicated to the Nature Coast community band
[21:44] and the Arts in the Cicters County,
[21:46] Dorian has been the voice of Nature Coast community band
[21:48] providing narrations for concerts
[21:50] and where as Dorian has been a championing a music
[21:52] and his power to enrich lives and recognizes
[21:55] the power of music speaks to all of us.
[21:58] And where as Dorian is a testimony to Lisa,
[22:00] by example, which serves to inspire others to action.
[22:03] Her jokes and quips remind us that humor
[22:05] and laughter are essential to healthy living
[22:07] And whereas Dorie recognizes that music is a universal language, this gentleman gracious British American lady is beloved by nature coast community band members and its audiences.
[22:17] Now they're affordable to count the commissioners such as County Floor Densirbar proclaim May 20 2022 at Dorie Morgan Day, such as County Floor Densirbar all five county commissioners.
[22:39] Thank you very much. Thank you so much for having us and my name is Judy Williams and I am president of the Nature Coast community band with me as our director, Mr. Al-Sargo III.
[22:49] Nature Coast Community Band is a long-standing community band in
[22:55] citrus. We offer concerts free to the public. We average
[22:59] 1,500 people at our concerts. If you have not attended we
[23:05] cordially invite you to attend. We have one coming up Motherstay
[23:08] weekend. We are Saturday where at the citrus community center and
[23:12] Sunday we are at 7 Rivers Church, both at 3 o'clock. You will not
[23:17] disappointed and Doreen Morgan is the voice of the citrus county band. She's a delight if you
[23:23] don't know Doreen. She is a British American lady and she is the joke teller for our band. Doreen
[23:33] is extremely charming. You would not be disappointed if you have not met her it would be a real
[23:38] treasure for you. So we are honored that you would do this for Doreen. This is a complete surprise
[23:45] to her, and as we will tell her, she is our cup of tea, and so we are looking forward in
[23:52] your name to take this for which her, and we will do that, and we are so proud to have
[23:59] been here to receive this, and I would ask our director Mr. Sartou if he would like to say
[24:04] anything.
[24:04] Well, we invite you to come.
[24:07] We are going to do a few special things.
[24:09] What we're going to do is probably the most favorite of mine
[24:11] is that we have organized six public songs
[24:13] that she had when she was interviewing you.
[24:16] I have to sing along with the album.
[24:19] So I'm going to join that.
[24:20] This is their total surprise to her
[24:22] and that's why she's not here
[24:24] for family members or son David
[24:28] and his wife, D.
[24:29] and her daughter.
[24:32] And Eric, all playing the group, so we have three generations playing in our group, as well as our announcement, so she is a fantastic way to ignore anything about her.
[24:44] And I thank Council, and everyone for recognizing her, our commission on this community.
[25:13] Okay, still about five minutes before the special library boards, so we're going to go ahead and move in to open to the public.
[25:20] At this time, I'll ask for those that have other business other than the library issue that we're going to be talking about in five minutes.
[25:29] If you would like to address the board's this time and about five minutes we'll take a break and go to the library board and then come back to that.
[25:36] Yes, sir.
[25:38] Remember, three minutes if you're speaking for yourself five minutes if you're speaking on behalf of an organization that has a letter on file to clear.
[25:46] Thank you, Mr. Kitchen. I'd be in Hillier, the president of Witton Pitchy Aquatic Reservation.
[25:52] Is that five?
[25:54] And you went five? You're looking for five minutes?
[25:57] I don't think I'll be in the-
[25:58] Okay.
[25:59] Okay.
[26:00] Then you'll be the only speaker, sir.
[26:03] Yes.
[26:04] I had a occasion this morning to address the Southwest Florida Water Management District
[26:10] covered in board. I provided copy of the talking points, granted to that. And note that
[26:20] we forwarded or provided copy of the full report of our investigation, environmental assessment
[26:27] if you will, of the lower with the Kitchie River, which is by any major, an absolute mess.
[26:36] The findings of our report are consistent in recommendations, our consistent with other reports
[26:42] that have been done by the Water District,
[26:47] and some of the highlights are in the notes
[26:49] that I provided.
[26:50] I don't expect you to act today, but we respectfully request.
[26:54] You can consider developing a resolution of support and distribute to the appropriate parties
[27:04] if you will. And I note quite sincerely that this is not going to cost the county a dime,
[27:13] but it stands to return the great deal of money over the years. Property value is longer
[27:20] removal and crease, recreational activities will increase. I come from a river where I have not
[27:25] seen a fisherman on that river in over 10 years, which says a lot here in Florida. So if you would
[27:33] of that consideration at some point in time. We would appreciate it. We would try to move this
[27:38] forward. Do you have any questions? Comments.
[27:43] Thank you very much. Thank you.
[27:46] Is anyone else who would like to speak unrelated to the library issue at this time?
[27:58] Mr. Chairman,
[28:00] commissioners. Yesterday I attended this year's opening.
[28:03] Josh Wooten, President of CEO, such as County Chamber Commerce. Yesterday I attended the
[28:08] of somebody that sat where you sit for 12 years and it was a wonderful event. I saw a few
[28:15] of you there and that buzz during and after the service was that perhaps it would be appropriate
[28:23] to consider to consider the name the Metacross government center after Dennis Demada and I'm just putting
[28:29] that out there as something that we all may want to consider and thank you for your consideration.
[28:36] Thank you. Is there anyone else?
[28:39] This is a reference to Beth's farm and the purchase of Beth's farm.
[28:43] Is there a different or a discount?
[28:45] No, if you've just talked about that, that is on the agenda, but you're welcome to speak to it now.
[28:49] If you have.
[28:52] Thank
[28:55] you.
[28:56] I live here all my life. I know how this county goes and how it goes.
[29:01] Can you give us your name please?
[29:02] George Ryder, I'm from Chris de River.
[29:08] And the D.A.M.R.N.S. Holden, no.
[29:11] Pull over the county.
[29:11] I had probably all over the county.
[29:13] I was in military.
[29:14] I'm like my member.
[29:15] I'd be at the W.N. American Legion.
[29:18] I have a...
[29:19] Oh my.
[29:20] Well my workwork.
[29:22] Work falls me around.
[29:23] I'm not the work.
[29:24] I don't have to...
[29:25] You just called me up.
[29:26] Can we?
[29:26] Come on.
[29:28] Here's my point here.
[29:30] This farm was mine.
[29:31] was my playground when I was young. When I seen that
[29:35] tempos you made it, last minute offered on the property.
[29:41] Right then I called the county commissioners office,
[29:46] naturally no one answered the phone,
[29:48] but without doing something,
[29:51] they were out doing something and after a few days
[29:53] by a family got to talk to someone.
[29:57] He told me to come to this meeting.
[30:00] The story may get proposal. That's when I had a vision came to me and my parents were getting proud of me.
[30:09] For staying in firm on my intention to do with the property then to see it tore up in single-family dollars.
[30:21] I got a thing here, printed out on stuff. I'm not an architect, but I did a lot of health.
[30:27] But I wanted to do, besides this, I remember when we were talking about having a big water
[30:35] park.
[30:36] Well, I got a sea world, and I got a venture, whatever it is, a lot of people that are interested
[30:42] in this idea.
[30:43] That's the only one thing.
[30:46] If I purchased it, it's no problem.
[30:48] That's my intention to do it.
[30:51] I would put a church on it, and as far as the county, as far as the animal shelter, I would
[30:55] eight five acres for an animal shelter. Free. And you guys deal with what you got to do,
[31:00] build the place, whatever you want to do, that's the size of your gender. And whatever else you
[31:04] want to do, I left a lot of property here, and put a park all the way around, and a doggy park there.
[31:09] And the motel six are something, not real fancy place. There's somebody's got to stay there to go to
[31:13] the water park. That's the only one thing. So as I said, short and sweet, that's just that's good enough,
[31:19] so if you figure out something, and I got the print out something, whatever thing.
[31:24] So, think about it and we'll get together and it's for cost a lot of money how good it does.
[31:32] So, well, do you like it?
[31:33] Let's roll with it.
[31:35] Thank you very much.
[31:37] We're going to pause.
[31:39] We'll take a recess for the regular kind of commission.
[31:41] But first I'll give the commissioners an opportunity to respond to either of those speakers.
[31:46] The only thing I would say is in regards to the last speaker that is on the agenda today.
[31:49] I'm sure we haven't more discussion about the commissioners anything.
[31:54] No, I'll say that I support today.
[31:56] I do a resolution for Dan here when it was future river.
[32:00] Anybody else have any comments?
[32:02] I would support a definitely in support of Dan Hilliard.
[32:06] And also I think that naming metocrats after Dennis Demano is a great idea.
[32:12] Yes.
[32:13] Okay.
[32:14] Let's try.
[32:14] Yeah.
[32:16] I think didn't we already pass a lot?
[32:19] Resolution or we sent a letter supporting this providing that was it going to alter the lake and river levels
[32:28] We sent a I sent a letter
[32:31] Because there was a time train show I sent a letter and I think I copied you all on a three-mill
[32:38] Supporting it provided that it didn't reduce the lake level because what they want to do is increase the flow
[32:45] on the whip like Gucci River, and as long as it didn't reduce the flows and either the
[32:51] other water bodies that were due to the white level. I did talk with Margaret Swift
[32:58] Mud and he cautioned about.
[33:03] Okay, that was my only comment when he got up and started talking. I think I've seen a letter
[33:10] support and there was a highlight portion of it that I can at the caution was that we
[33:20] did not want to do something that would reduce the lake level.
[33:27] Okay, that's something to think of.
[33:29] All right, so we're going to go ahead and recess for short period of time.
[33:34] commission meeting and I will invite the other members of the Library Board
[33:40] forward and we will begin and we'll call that to order once those members I think.
[46:06] 440. Okay, ladies and gentlemen, it's 440. We're going to reconvene the Board of County Commissioners' meeting.
[46:14] That's your place to take the seats, seats, conversations. We will try to move through our agenda efficiently and as quickly as possible.
[46:24] The next item that we're moving to is item H1, which was a 2015 PN public area on an
[46:30] ordinance pertaining to towing. Mr. Oliver, who's going to talk about that?
[46:36] Yes, I don't know whether the ordinance pleads to be read, I will leave it up to Ms.
[46:40] Flynn.
[46:40] But essentially what this does is make our towing rates consistent with those of the four
[46:46] to highway patrols.
[46:47] So if they increase their rates, our rates will increase automatically.
[46:51] Hopefully we think that's a fairer way to do it, and the state has their Brussels for
[46:56] several months.
[46:57] And returning, do we need to read it?
[46:59] Yes, sir.
[46:59] Please do.
[47:00] At the conclusion of this public hearing, you're going to be asked to consider an ordinance of
[47:03] citrus county florida mending section 98-2 article 2 chapter 98 titled maximum fees for
[47:08] towing, et cetera, providing for several ability provided for inclusion into the code, providing
[47:12] for modification that may arise from consideration at public hearing and providing for
[47:16] an effective date.
[47:17] Thank you.
[47:18] We're going to open the public hearing.
[47:19] I'll start with if there's anyone here opposed to this ordinance.
[47:23] Is anyone here in opposition?
[47:27] No one is opposition.
[47:29] Again, I'll ask anyone to speak against this ordinance.
[47:31] Is anyone here to speak in favor of this ordinance?
[47:35] Yes, if you're here to speak in favor of please come forward.
[47:39] Although keep in mind, nobody's spoken opposition to it.
[47:41] So you might want to consider that.
[47:44] Yes, sir, if you could tell us your name, please.
[47:46] We'll give you Thomas Cali, I'm going in Citrus County,
[47:50] I've been in the ministry for four years.
[47:53] This thing that came up for us towing,
[47:56] our insurance is creased that we're 90% in the last three years.
[48:02] And you guys, I don't have to tell you about fuel,
[48:04] water and scum, stuff like that.
[48:07] It's getting to where we're actually losing money.
[48:11] And people are, when Carter doesn't bring a lot of scrap,
[48:14] people dump them and we guess who gets them. The county. County calls us, we remove them,
[48:19] RVs, stuff like that. The demanding calls to everything, just like getting CDs, which is
[48:26] leaners construction, is increased.
[48:31] The county gets that money. I take those at the tag office.
[48:35] We ask for either a title or a CD. And it's $225 per title to the county gets. And then $30
[48:43] got dollars for the CD, but the paperwork you got to go through, you get to put ads in the paper,
[48:49] beans, notices. I mean, you're talking just in registered letters, $15. Then I got two
[48:58] people, four hours a week, doing paperwork, so we can get rid of these cars that we're getting.
[49:06] And then like I said, you get an out of state car, it takes four or five months, another, and
[49:11] they get $25, $30 more just to do their paperwork and we've got to do that.
[49:16] So the business is changing and due to the ordinance that we have in the state of Florida,
[49:23] it's just that we really need a stance on mountain anchors and I'm not just saying, because
[49:29] I want to wave that everybody want to go down the road, but you know how somebody gets an
[49:33] accident or they get a DUI that aren't unhappy and you know, they're mad at the telecommunications
[49:38] the cherished coffaces, we're all in collumes and stuff like that, but it's just that we're
[49:45] being regulated and nobody really knows what our expense to are.
[49:51] Toad trucks have gone to 130,000 dollars now, and we're going to have new interstates coming
[49:58] through our county.
[50:00] We're going to have to upgrade our equipment, you know, I got over a million and a half dollars
[50:05] in equipment, you know, and, like I said, it's just, we need an increase in y'all and you go
[50:13] to the state and they kind of shake their head while you shake their head. Everybody blames
[50:17] everybody else. So now we're at the counter commissioners and y'all can change it and not
[50:21] surely hope y'all will. Because it really needs to be done. If you need any more information on it,
[50:27] I'll be more and happy to let it. People work out, show you work. You know, last five years
[50:31] what my business is, my expensive, the amount of money per cent.
[50:36] Remember, it's still being regulated by eight-year rates.
[50:40] I appreciate it.
[50:41] Thank you.
[50:41] Thank you, sir.
[50:42] Is anyone here else speaking favor of the ordinance?
[50:46] Anyone else?
[50:48] Okay.
[50:48] Third and final sign.
[50:49] Okay.
[50:49] We're going to close the public hearing.
[50:51] Yes, sir.
[50:52] I'm going to mention that we approve the,
[50:57] or make an amendment to section 98-2 article
[51:00] to chapter 98 title max of 134 telling.
[51:03] That's right.
[51:04] And does that include item B?
[51:06] I'd imagine a child.
[51:07] I mean, yes.
[51:08] All right.
[51:08] Hand B.
[51:09] Each one.
[51:10] And two.
[51:11] So a commissioner.
[51:12] Carham makes motion.
[51:13] Same by commissioner.
[51:14] Slaybock.
[51:15] Any other board discussion?
[51:17] The lower head public input.
[51:18] All in favor say aye.
[51:20] Any opposed say nay.
[51:22] Passes unanimously.
[51:23] See how persuasive you are, sir?
[51:27] OK.
[51:27] We're going to age two, which is the capital improvement.
[51:31] presentation.
[51:35] Miles will do it, but we set in here, so I don't see anything else the rest
[51:39] of this could be moved around, and we might as well do it, and plus the presentation
[51:42] is so good if everybody's read it, I don't see why it's going to take a long time, so we're
[51:48] going to leave it up to you, presenters, to determine how much detail you want to go in,
[51:52] or I can say, do you just want to entertain questions on it, or take direction? What
[51:59] what would you like to do? I don't want to catch off because this was a beautiful piece of
[52:03] work, so I'm like, you know, it's your pleasure. We'll be glad to go through it if you like,
[52:07] if you don't think that's necessary, I'm fine with that. Can you get us a quick, quick tour?
[52:14] Because you don't really need to read to us what we already have read, but the citizens,
[52:18] this is the first time they're going to see it, so it might be good for them to have the information.
[52:29] First slide I have is the Capital Improvement Program.
[52:35] That much.
[52:39] Okay, this is a Capital Improvement Program.
[52:43] Anything over $50,000 has a useful life of 10 years or more.
[52:48] It's considered capital.
[52:50] Next slide.
[52:55] This identifies the capital needs of the county.
[52:58] It's over a five year interval.
[53:01] I would be good, I mean we have a list that goes longer than this, but I would be good to have a little bit of longer capital plan, so you know you know what it is.
[53:15] Next slide.
[53:31] I mean, each slide is pretty self-explanatory, so that's why the capital
[53:43] improvement plan is time for the Board to review and adjust five of your plan staff from the Quest of the Board review and make recommendations.
[53:51] projects, project costs, decimated, or total project costs, including funding from the various
[53:57] sources, would note the construction prices right now, and that's, so the concept one
[54:05] I mean, for example, last fall of the year ago was about $100 a ton, and it's roughly $200
[54:10] a ton today. So these are our best guesses on prices, and as you get out, the numbers get
[54:17] less certain. Okay, hopefully once construction
[54:22] abs a little bit that the prices will go back down.
[54:26] But on our utility prices as well as our road
[54:31] prices are coming in high right now and we've done some
[54:35] reading doing it. From the general fund, we are
[54:41] posing, the following projects and FY203, and we've listed it there,
[54:54] one of them is to replace
[54:55] the generator in this particular building, power reliability downtown, sometimes as an
[55:00] issue, particularly during storms.
[55:05] If you go to the next page, then we'll just hold me just a second place for that.
[55:09] Good question.
[55:10] I got this page real quick, Randy.
[55:12] Is this one with the upper kennels?
[55:15] Why would we spend money on the upper kennels or look at the new animal shelter?
[55:20] I've just felt like there's things.
[55:21] It's still like things like that.
[55:23] Let me yourself.
[55:24] Absolutely.
[55:25] Well, I think what we're trying to do is even if you start the design now, you're probably
[55:31] two and a half three years out.
[55:33] So we want to just maintain it so that that's okay, but let's minimize the cost and do the minimum that we need to do okay,
[55:45] let's go to the next slide
[55:51] Okay, public buildings
[55:56] We've you on the debt slide
[55:58] Okay, this is the debt that we have we'll be doing a schedule on debt, but it shows here the maturity
[56:06] These, the Citrus County Resource Center, the dead drops off November of 24.
[56:11] The EOC, the dead drops off October of 29.
[56:17] Metacrest, the drops off 10 to 34.
[56:20] And the Nature Coast drops off of 10 to 30.
[56:24] So the total dead services about 2.7 million.
[56:27] Next slide.
[56:31] Aviation, we're looking at that.
[56:32] I'm sorry, Mr. Chairman, I have a question.
[56:34] On the public buildings.
[56:37] It's just an easy question, paid, packet, page 1588, the Nature Coast EMS building.
[56:49] The county plans to use gas tax revenue for debt service payments, and I just would want
[56:56] to explain, you know, people go on that the gas tax is just for roads and, you know, you
[57:03] what news it unless you legally could, so.
[57:09] Yeah, I didn't see that.
[57:10] Oh, that's just where the taxes from nature curves.
[57:14] Well, on the county plans to use gas tax revenues
[57:18] for the debt service payments.
[57:21] That's for like 491, the boat phases and 486.
[57:25] You can't use gas tax for anything other than transportation
[57:29] or leisure expenses.
[57:36] It's 1588.
[57:44] Okay, this is page 36 of the CIP and she's pointing at the top of the page where it says
[57:53] Nature Coast, EMS, and Detention Facility Bonds and it does say if you see a gas tax, is that a typo or is that a
[58:00] No, it's incorrect. Can't use it. I didn't see that on the big screen, right? I didn't on the big breakdown, but
[58:07] I just thought you were going to explain something deep to me. No, I didn't.
[58:15] Okay, the airport, we have the Empress, construct tea hangers and corporate hangers,
[58:24] Empress Airport Industrial Park, Christopher of Environmental Assessment.
[58:31] I think since the, they dealt with the redistricting at the state level, I would expect
[58:38] much, much, much of some of the budget for the governor, then he has 30 days to approve it and that includes
[58:44] to run what we have and budgeted yet, because we don't have the money. Once the governor
[58:50] approves the budget, we will do a budget amendment to include the things that are in there,
[58:56] which will include the crossover airport. We've got the inverse airspace obstruction, clearing,
[59:04] and the Chris River or Wattland Removal. Randy, real quick. I just want to, you know, we, we, like, a few years back, we, um,
[59:19] clear the land of the end of the, end of the runway. And we've not kept up with that in this growing, but, you know, I didn't mention it to public works at one time that we needed to stay on top of that, because I don't know why we're going to clear it now. We're going to have to go in there when the machine has been a bunch more money to get it back to work.
[59:34] was versus keeping up on it. So I think it would be wise to look at it now versus
[59:38] I think that's it. I mean I'm just getting ground up pretty pretty bad. So right now you
[59:45] probably going to spray it and be way ahead of the game versus it get higher than that.
[59:52] You're referring to the East End?
[59:55] Oh, nice to see you.
[59:56] It's nothing.
[59:57] It's nothing.
[59:57] Yeah, it's nothing.
[59:58] There will be passengers.
[1:00:00] Yeah, down there. We cleared that land and now is getting right back to where it was.
[1:00:04] Yeah. Yeah.
[1:00:06] I think it would be what's lot to do now. We can look at it.
[1:00:10] I would note that we're looking at moving certain things up at the Crystal River Airport, particularly.
[1:00:20] The fuel farm replacement, the state's agreed to move that up to July 1st,
[1:00:26] for this year for the design and then July 1st of next year they said it's going to take
[1:00:35] them several months to re-program the funds but they probably can currently do that.
[1:00:41] Okay, next slide. Parks and Recs, large can out boat ramp, court reserves and place structure,
[1:00:49] replacement, Bluebird Springs Plague structure, Fire Station Plague structure, and her
[1:00:57] and end of each boat ramp.
[1:01:00] I would note that I sent out a thing today, I think it's May the 9th, I think we're
[1:01:06] looking to do in the ribbon cutting for the new sidewalks and the mat at Fort Allen Beach.
[1:01:16] Okay, this just gives you an overview of the boards canal boat ramp.
[1:01:19] the design is done for the next year.
[1:01:23] Yeah, the design is done.
[1:01:24] That's great.
[1:01:25] We heard your word on that.
[1:01:26] What's that?
[1:01:27] We heard your word on the Gulf of the Gulf of the Gulf.
[1:01:28] I don't know if we've gotten that.
[1:01:30] We've gotten final approval, we were exposed,
[1:01:32] but I don't know if we've gotten final approval.
[1:01:34] If we've gotten final approval, they should.
[1:01:40] Well, I know the estimates are in interest,
[1:01:42] but we get approval a bit, yeah.
[1:01:44] We haven't gotten approval from Caso yet.
[1:01:47] Well, I'll make a phone call about it tomorrow.
[1:01:50] Yeah, I mean, that whole process has been slow.
[1:01:53] That's pretty ridiculous though, that we need to get on top of that.
[1:01:58] That's been it for how long now.
[1:02:01] We've been working on that for a while.
[1:02:02] Two years.
[1:02:03] Yeah, that's, that's things like that.
[1:02:05] It took us less time to get his design than it does to get it approved.
[1:02:09] I always, yeah, the faggier quicker than it.
[1:02:12] Yeah.
[1:02:14] If we go to the next slide.
[1:02:19] One for projects in parks, we're looking to change out our lighting to LED because that will
[1:02:24] save us a fair amount of money, a four-dollar and beach trailer parking by Centennial
[1:02:30] place for actual placement, also a four-place structure replacement, and then we programed the
[1:02:38] artificial reef in there, we're also trying to partner with who's that group, we're trying
[1:02:44] the part with the Mr. Guard.
[1:02:47] Yeah, coastal conservation.
[1:02:48] Yeah, coastal conservation is in the case.
[1:02:50] They may be able to help us see here some money.
[1:02:53] So we're trying to work that through the process too.
[1:02:58] Stormwater.
[1:02:59] We've got various projects that we're on here.
[1:03:03] They were trying to re-program that.
[1:03:05] We took all those leftover in stormwater and are using it for, you know,
[1:03:10] To start addressing some of these issues that we have, I mean, it's going to be a long term goal to be able to do that, but that's about $2.5 million.
[1:03:24] Then we have some more stormwater projects
[1:03:29] in the next one.
[1:03:35] Transportation Fund.
[1:03:39] We've got the word resurfacing in there.
[1:03:43] We've got the various maintenance things, and then the very Scott Projects that are coming
[1:03:48] to the top of the list, as well as the Fort Island Trail Dixie Shore's Guard Replacement.
[1:03:55] Commissioner Canard is going to work on giving those people to not run into the guardrail,
[1:04:00] right?
[1:04:01] Not every couple of weeks they run into the guardrail.
[1:04:11] the transportation funds 2015 transportation bonds. I'm not going to assume, but I'm assuming that
[1:04:21] this is the 10 million 0.580 in debt. October 2015 is from the 491 from 44 to
[1:04:36] I don't know that, but I just didn't want to assume I just want to work.
[1:04:43] There's not much description of your friends.
[1:04:45] We did some refunding.
[1:04:47] That wasn't one of them.
[1:04:48] We did some refunding in all this to get our interest rates down.
[1:04:52] There's still some debt out there that I wish I could refund,
[1:04:55] but it's got to make halt provision, which didn't allow the consumer lending anymore,
[1:05:00] which is kind of ironic.
[1:05:01] But it's got an interest rate in the 5% area,
[1:05:04] which we could drastically reduce that, but a make-home provision says you have to pay the
[1:05:10] principal and interest if you paid off early and so it doesn't make any sense.
[1:05:21] Then we have Dunkle and Field resurface in which I know that's been one we've got a lot of questions on for 24 it's
[1:05:30] in the work plan for that
[1:05:33] we'd like to do a little bit earlier. West Mustang Drive 25, North Delta,
[1:05:39] Bullard 25, East Turner Camp 25, County Road, 491, and Hampshire Bullard
[1:05:46] turn lanes, and then a pop car research in 26, and County Road 47, the
[1:05:58] So the project duration for on 1653 package on May 11, 2020, the county issued 26.6 in debt.
[1:06:14] That's for the new section of 4.91.
[1:06:18] That was in what year?
[1:06:21] 20, 20, may 11, 20, 20, the previous board.
[1:06:30] Yeah, log get your breakdown of that.
[1:06:32] And part of that breakdown is the,
[1:06:35] how much did you get from the state?
[1:06:38] That's a part of that.
[1:06:39] We got 13.3 million for the new section,
[1:06:43] phase two, four and a and one.
[1:06:45] That's what we're doing now.
[1:06:46] Okay, so then this is phase three?
[1:06:49] No, I'll get your breakdown.
[1:06:51] And that was new money and refunding.
[1:06:54] But I'll get to the break.
[1:06:55] It's just that I don't, you know, I mean, most of you all know it by the back of your
[1:07:00] hand.
[1:07:01] But I don't, the description.
[1:07:02] I could just choose a little bit more information.
[1:07:04] We can do that.
[1:07:05] Thank you.
[1:07:08] Okay.
[1:07:08] We've got the floral city public library debt service to 63,000.
[1:07:14] That was internally funded.
[1:07:16] And then these are the projects for library, CIP,
[1:07:22] renovation of Lake's Regional Library,
[1:07:25] 24 renovation of coastal region library 25,
[1:07:29] and Lake's region roof replacement 24.
[1:07:34] Please remember that the Millage of Libraries
[1:07:37] captured 0.3333.
[1:07:39] So you cannot go above that even though
[1:07:43] by parameters you may be able to,
[1:07:45] it's cab by the boat of referendum. Okay, the next we talk about solid waste. We've got
[1:07:52] a workshop coming up on solid waste. We're going to lay out some alternatives for you.
[1:07:58] And we're going to need some directional how you go. We're also going to talk about during that
[1:08:05] workshop taking one area that we currently reach from the state and taking the
[1:08:16] municipal solid waste that's in there out lining it and put it back because when you get more additional space out of that
[1:08:23] So we will do that at that time
[1:08:25] You tell me to the biggest, okay, we're obviously spending a lot of money in utilities
[1:08:33] And this is what we have
[1:08:36] We'll you tell these at this point in time
[1:08:39] utilities is also an area that we have a significant amount of debt and also rents out for that.
[1:08:48] Randy, real quick.
[1:08:50] The money that we got for, what is it?
[1:08:53] It's for ARPA.
[1:08:54] Yeah, the money that twisted slave all got.
[1:08:58] How much is that job going to increase?
[1:09:01] We think we're still within the limit right now.
[1:09:04] Okay, that's good.
[1:09:06] Obviously, we will not don't until it's bad.
[1:09:08] Okay. This was the $1 billion project that we're biting off a little at a time, right?
[1:09:15] Yeah. That's crazy.
[1:09:16] I think it was a half of it.
[1:09:18] All right, I get thinking it was like a round, a nice round silly.
[1:09:21] It may be a bitch now.
[1:09:23] If you can go back and do it all the day.
[1:09:25] All right.
[1:09:27] Okay, then we go into utilities on pocket page 1735 and then more utilities.
[1:09:35] We've got to do some upgrades to our plants to meet the new BMAP standards.
[1:09:41] I don't know that I get this term right.
[1:09:43] We've got to go from 10 nanograms or something, a nitrogen to 3.
[1:09:49] And that's going to be required of everybody in the BMAP.
[1:09:52] So it's going to impact rolling out to 2.
[1:09:55] Is there any grants or is there any help from the DEP or a swift life on those?
[1:10:03] We're working on that we did in my opinion, and it'll be up to see what Swift Mud does, but Senator
[1:10:14] Simpson was very instrumental in helping us work with Swift Mud as a relates to those
[1:10:19] types of grants.
[1:10:20] I don't know what their temperature will be for those grants in the future, but that's why.
[1:10:26] I know we've just approved them, I know we got some here anyway, we got a couple here and we do, but it's got to be interested to see after.
[1:10:37] And there are combinations of grants, part of a comes from FTP, but they send approved support.
[1:10:43] So if Mike gives it back to us. So fire is next.
[1:10:48] Okay, not too much change there.
[1:10:51] The big change is going to be when a new fire station is needed.
[1:10:57] I know I talked with Craig Stevens and there are two areas of the county and it's going
[1:11:03] to be based on demand and call time.
[1:11:06] We've been doing very well.
[1:11:08] The hospitals are trying to step up their game as a relates to turn ambulance around too,
[1:11:13] which that's great.
[1:11:15] Because we have an ambulance waiting in there parking lot.
[1:11:18] we don't get very far, we can't run the call that we need to run.
[1:11:23] Total capital improvement program, capital improvement programs roughly $300 million for the
[1:11:30] five-year period, and then this just gives you a recap of what the various components in the
[1:11:37] areas are, and we're available to incorporate any suggestions that you have with note that the
[1:11:49] would follow the option in your budget and make sure you've got any changes that you want.
[1:11:58] Will this the proposed CIP in front of this represent the boards direction to date as far
[1:12:07] as the budget formation or have you added or deleted things that we have yet to discuss?
[1:12:14] I think it's pretty much like what we've been doing.
[1:12:17] I didn't see anything here. It was different than what we talked about in the past.
[1:12:24] Okay.
[1:12:25] Mr. Chairman, I have a couple of questions.
[1:12:27] I kind of want a little fast for me. It's certain areas.
[1:12:31] If you could just explain to me with the landfill,
[1:12:41] page 1665 or 113. How about that? Is that help?
[1:12:48] 113?
[1:12:48] Yeah, 113 page 113 our packet page 1665. I don't know what you're looking at.
[1:12:57] For the land.
[1:13:01] It's mine doesn't look cool. I'm looking at the book my agenda book.
[1:13:05] Okay, so let me just ask you question probably no. So for fiscal year 2223 the landfill fees are
[1:13:12] point 1 million then in 2324 the landfill fees jumped to 17.4 million and then it goes back
[1:13:24] down in 2425 to 6.1 and I tried to I just didn't I didn't understand the process of where
[1:13:37] jump is coming from?
[1:13:39] Yeah, it's just a six, she's on page 113 by the way of the CIP and I guess the other question
[1:13:49] be is it appears that the big jump is in the second year 16 million in construction.
[1:13:56] How is that going to be generated through fees?
[1:13:58] Would that not come under some other level?
[1:14:00] Yes, we've got an account that we set aside out of every tonne that's dropped to build capacity, and you've also got to do what's called a closure fund under the state rule.
[1:14:21] So the theory is that once you go to close the land, you've already got the money there.
[1:14:26] So it's kind of what I call a perpetual maintenance fine. I think you have to maintain it for 40 or 60 years
[1:14:32] It's something like that. I don't want to call. I thought I had enough stuff for just for so
[1:14:36] If this is what the question you're asking
[1:14:38] We've been it'll come from the fees that we've been setting aside and we're in a transfer of this ball difference
[1:14:44] It will be great. That's right. That's right. Okay. Thank you. Now I would note that we're gonna be bringing some fees
[1:14:51] to you to be changed affected July 1st on CND because right now our CND rates are equal to the construction.
[1:15:07] We're going to do the same right, and so people are bringing it to us. And that's a bad plan because we have a line line fill. So we're going to adjust that. We're also going to adjust tires. We're not going to adjust our other rates until October 4, which won't we normally do it. But we felt it was imperative that we adjust those to, it won't impact that many users. It's just going to defer.
[1:15:30] We're the seeing these stuff goes another question just one one other
[1:15:40] The carpet replacement page 24
[1:15:46] This was
[1:15:48] 190 for 2023
[1:15:50] 190,000 for 2324 page 24 of
[1:15:56] I don't know if you the packet page is 1570
[1:16:00] Yes, so this 24 of the CIP.
[1:16:06] On the PDF, it's easier to just type the number, the page, and the top, and it automatically
[1:16:11] goes there.
[1:16:12] That's a hard copy.
[1:16:19] So, my question is, 380,000 for carbonating, correct for, and this
[1:16:29] is when, I don't even
[1:16:31] know when we decided this part, or this is bringing, coming before us, but then in twenty
[1:16:37] three, twenty-four, there's a hundred thousand dollars allotted for the animal service, no
[1:16:43] no, but there was a ventilation, there was a ventilation system and I just was wondering if we
[1:16:52] could look at it.
[1:16:53] because when you I'm following those pages I'm thinking of something
[1:16:56] okay um...
[1:16:57] carpeting questions on what page?
[1:16:59] 1517.
[1:17:00] 1516.
[1:17:02] And then the ventilation is 1574.
[1:17:11] You know I think ventilation I mean I don't know how
[1:17:14] how this the process is because I can't remember last year's process
[1:17:18] but um...
[1:17:21] can we discuss maybe ventilation seems a little more important than carpeting?
[1:17:28] Well, the carpeting can present a trip as if you've got a liability issue there, too.
[1:17:37] That's the only thing, and it's a reasonable, I don't recall one, like can't there,
[1:17:41] government building was built, but it's the original carpet from the original construction.
[1:17:48] Well, I mean, they're both equally important,
[1:18:02] but what's the process?
[1:18:03] Can somebody?
[1:18:04] Well, remember that any of these CIPVs are planned expenditures and the actual award or
[1:18:11] the contract will come before you.
[1:18:13] So you're going to have another crack at it, but what I want to try to do is to make sure
[1:18:19] that there's a like-minded, we're going on the same direction, but we've had at least one
[1:18:25] trip and fall instead of on that carpet, so we need to be careful.
[1:18:29] I don't know if what words in your mouth, commission,
[1:18:31] but what are you asking that perhaps the,
[1:18:34] the kennel ventilation be moved up
[1:18:36] in the carpet pushed back?
[1:18:38] Is that what you're proposing?
[1:18:39] I mean.
[1:18:40] I just wanted to talk about it.
[1:18:42] I didn't, you know, the staff didn't know.
[1:18:44] You got to have a direction you want to go with.
[1:18:46] I would, I would, I just, you know,
[1:18:49] I'm saying ventilation is pretty important,
[1:18:51] but you're saying trippin' falls are important.
[1:18:53] So that's why I was just trying to process
[1:18:55] what you were saying.
[1:18:57] I would like to see maybe the ventilation be 22, 23, and then the carpet be 23, 24, 24, 24, 25.
[1:19:07] Well, that's, that's, that's your opinion.
[1:19:10] I just have a problem with that where we put the safety and welfare of people behind putting ventilation in the animal shelter that you're going to build a new one.
[1:19:19] So I mean, I just, I personally have a problem with that.
[1:19:22] I mean, it's in there to be done next year.
[1:19:24] But,
[1:19:27] Mr. Chair, yes, sir.
[1:19:30] I would suggest that we, I mean, I appreciate the input and the discussion, but I would
[1:19:37] suggest that we defer to, you know, grant maintenance and the people who are bringing these
[1:19:43] projects forward, and I would assume prioritizing them in a manner that they feel is best for
[1:19:50] that particular building.
[1:19:56] I'm sure going into that is, yes, ventilation, ventilation is obviously important, but if
[1:20:05] we've got original carpeting in there and now we've got some incidents of people falling
[1:20:11] down or tripping over it, that's where your staff is coming to you and saying this needs
[1:20:18] be priority and then we second-guess them on it because we want this priority.
[1:20:24] Exactly.
[1:20:25] And that's why I was quiet.
[1:20:27] I wasn't meaning to second-guess.
[1:20:29] I just wanted to put it in a different light.
[1:20:33] Has this been prioritized or is this?
[1:20:36] We can take a look at that specific item.
[1:20:39] I can talk with Mr. Hall as the facility manager as it relates to that.
[1:20:46] had a specific conversation with him on the part. I know what the carpet situation is. I don't know
[1:20:52] as well, I don't know what it should be.
[1:20:54] Well, Commissioner Carr, busy enough, he's trying to cut out his client's help.
[1:20:57] What's that?
[1:20:58] You don't need to be following the camera.
[1:20:59] Yes, right.
[1:21:01] Maybe leave the carpet and put some cards out there.
[1:21:04] Thank you. That's all I have.
[1:21:06] Okay, thank you.
[1:21:07] Okay, that's kidding.
[1:21:08] Please, that's just a joke. Please continue.
[1:21:16] There's something else that you all would like us to look at.
[1:21:19] We'll look at that one.
[1:21:20] We'll also look at the May 11, 2020 bonds and give you a break on those bonds.
[1:21:31] I would just say that I concur with Commissioner Kanard.
[1:21:34] Particularly after having this discussion,
[1:21:36] I'd hate to see a settlement agreement come before us.
[1:21:39] Some day in the future, we'll trip and fall out there.
[1:21:42] We chose.
[1:21:43] What's it today?
[1:21:44] What's that?
[1:21:46] Exactly. Exactly. So, you know, four warned, right? I mean, so it has happened. It's in front of us today.
[1:21:54] So, I just think that's the highest priority between those two items. That's my feeling, so.
[1:22:00] Okay, is there anything else anybody would like additional information on or what it's just a change?
[1:22:08] It's usual, there's stuff in here that I don't agree with, but we've already been down that path, and that's how we got to where we are.
[1:22:13] So this, I think this is an excellent five-year plane that's in front of us, knowing that it gets adjusted every year.
[1:22:22] As you said, it should be a 10-year plan, but it's hard enough to hold to a five-year plan and keep that straight.
[1:22:30] So this was just for information or do you want other than...
[1:22:34] At this point, it's for information and input, it will actually be finalized in September as part of the totality of the budget process.
[1:22:42] So this is a chance board anything to see IP you want to change before we get to September with it
[1:22:49] Looks good Randy. Oh, okay. All right, Mr. Chair. Are we ready with that motion to prove that I mean
[1:22:59] Anything else you need from us on the on the CIP
[1:23:03] Okay, before we okay, so we're gonna go back to item me and you know what I'm gonna say
[1:23:07] I want to pull item E
[1:23:09] from Bids to discuss separately, so Mr. Chair. So this would be A through H minus E.
[1:23:17] And Chair, I'd like to pull F.
[1:23:20] So I'll make a motion that we accept A, B, C, D. We pull E at F or separate in G and H.
[1:23:28] Okay, so Commissioner Crony Hand makes that motion. Second by Commissioner Canard.
[1:23:33] So any public comment?
[1:23:35] Okay, Commissioner's A&A else.
[1:23:37] All in favor say aye.
[1:23:39] Aye.
[1:23:39] I post a nay that passes unanimously.
[1:23:42] And I am E. I just, I know, boards will.
[1:23:45] I'm gonna vote against it.
[1:23:46] I just wanted to separate.
[1:23:48] So I could vote against it and not the entire consent agenda.
[1:23:51] So what's the board's will with it and me?
[1:23:56] I'd like to make a motion that we use the unrestricted donations
[1:24:00] to the animal shelter for E1E.
[1:24:07] So, that's to authorize the Chairman's case agreement.
[1:24:11] To, yes, staff to approval toward Tokyo, Engineering, and you see the unrestricted donations to the animal shelter.
[1:24:23] That's A-B-N-Z.
[1:24:24] Okay.
[1:24:24] So, Commissioner Slaybao makes that motion.
[1:24:28] There's a second-by-commissioner Davis.
[1:24:31] I'm just going to reiterate, I've heard so many people in the community thinking this is
[1:24:36] totally outrageous to spend a million dollars on a design for this, but I've even had
[1:24:41] people I haven't heard from for years, come here and say, have other people built shelters
[1:24:44] in Florida?
[1:24:45] Do we have to go out and reinvent the wheel for a million dollars, but I'm not going to
[1:24:49] be into death, I'm just, I'm not in the favor, so we have a motion in the second, any public
[1:24:54] on this.
[1:24:58] Yes sir. So any public comment? Okay so with that said
[1:25:03] commission is any other discussion? You know I've had a lot of people
[1:25:07] call me and they they are for this it's just not for a blueprint it is from
[1:25:13] soup to nuts for this shelter there's a lot involved in it it is quite
[1:25:18] extensive and that's why there's this fee attached to it. Okay any other
[1:25:24] question. I want for you to say aye. Aye. Aye. Any opposed say nay? Aye.
[1:25:30] Read that three, two. Is that what you got it? Okay, so that passes three to two.
[1:25:35] Okay, item F, commission or sleigh while you wanted that pulled.
[1:25:38] Yes, I will need to be recusing myself from voting on E1F.
[1:25:44] I am an embutting property owner and it will enter to my personal benefit or detriment.
[1:25:50] And I have been advised by staff that there might not be a conflict but I don't feel comfortable with that and I would rather air on the side of caution and transparency.
[1:26:00] So you don't need my vote to pass this so I would like to.
[1:26:06] I'm staying from the vote.
[1:26:07] I'm staying from the vote.
[1:26:08] Madam attorney, do you concur with that?
[1:26:13] I commissioned a slave I said that I advised her I didn't believe there was a conflict, but she
[1:26:18] wants to err on the side of caution and not vote and then just make sure that she completes
[1:26:24] the correct forms.
[1:26:25] So that's my point that I just want to make sure that since the state requires this to vote,
[1:26:30] you're comfortable with her refusing herself from this that that is not a problem.
[1:26:34] I advised her I did not believe it was a conflict but she has decided that she's going to
[1:26:39] abstain from voting.
[1:26:40] Good, very good talk since her choice.
[1:26:42] All right.
[1:26:43] Okay.
[1:26:43] Is absolutely the Commissioners' choice.
[1:26:44] Absolutely.
[1:26:45] We have a pretty little EF.
[1:26:49] Okay. EF.
[1:26:51] Okay.
[1:26:52] Mr. Kai makes a motion.
[1:26:53] Second by Commissioner Kanard.
[1:26:55] Is there any public comment?
[1:26:58] Any further commissioner discussion?
[1:27:00] And this is only going to be four people voting on this.
[1:27:02] All in favor say aye.
[1:27:04] Aye.
[1:27:04] Any opposed say nay?
[1:27:06] That passes four zero.
[1:27:07] Mr. Chair.
[1:27:08] Yes.
[1:27:08] I'm sorry to interrupt, but earlier I believe when you were talking about pulling the animal
[1:27:14] shelter item and then Commissioner Slaybop pulled this one, that you called it the
[1:27:19] consent agenda, but I know you didn't mean that.
[1:27:21] No, I mean, Bids, that's exactly because we usually take all the Bids, I'm sorry, if I say
[1:27:26] consent agenda, the Bids we usually take together as well.
[1:27:29] Thank you, sir.
[1:27:30] Thank you.
[1:27:31] I'm sure one bit of last mistake I make today before the end of the day, so I'll just keep
[1:27:35] you on my toes.
[1:27:36] Hopefully I'll be listening.
[1:27:37] Okay, so I believe that concludes Beds.
[1:27:40] We are here for E2, please Mr. Oliver?
[1:27:43] Yes, a budget transfer for Library Services, Stormwater,
[1:27:47] and Board of County Commission for Fiscal Year 21.22.
[1:27:51] Motion approved by me to second.
[1:27:55] So we've motioned by Commissioner Canard and second by Commissioner Davis.
[1:28:01] Is any public comment on this?
[1:28:05] Commissioner, is any further discussion?
[1:28:07] Okay, home-favorite say aye.
[1:28:09] Aye.
[1:28:10] Any opposed say nay?
[1:28:12] That passage unanimously.
[1:28:14] E3.
[1:28:15] Adopt an authorized chairman of execute resolution adopting library services.
[1:28:20] American Rescue Plan Act.
[1:28:22] Of course, we're ever airport rescue program.
[1:28:27] And Department of Homeland Security has it as materials grant budgets for physical year 2021-22.
[1:28:34] Motion to approve B3.
[1:28:36] Second.
[1:28:36] Commissioner Deis makes motion second by Commissioner Canard any public comment
[1:28:41] Any board discussion on favor say hi any post a nay that passes five who
[1:28:48] He forward please yes review and approve the revisions to administrative regulation 13.001 through five
[1:28:56] Abandonment and vacation of public lands
[1:28:59] Plots of record
[1:29:01] streets, alleys, and other public rights away. This will speed up the process a little bit
[1:29:08] and not make it so we have to move on.
[1:29:10] May I show you a preview?
[1:29:12] Second.
[1:29:13] Okay, Commissioner Davis makes that motion a second back commissioner.
[1:29:17] Can I?
[1:29:19] Is there any public comment?
[1:29:21] Board discussion?
[1:29:23] On favor say aye.
[1:29:24] Aye.
[1:29:25] Aye.
[1:29:25] Any opposed say nay?
[1:29:26] It passes unanimously, E5, please.
[1:29:29] I'll provide the Chairman to sign amendment 1 for grant agreement, HL141, between the Florida Department of Economic Development and SIT for Scanning Florida.
[1:29:41] Do you approve item E5?
[1:29:43] Second.
[1:29:44] Okay, Mr. Sleeble, makes the motion and second-by-commissioner.
[1:29:47] Can I write, is there public comment?
[1:29:51] Board discussion, call me, favor say aye.
[1:29:54] any person in any that passes for so far we'll get it.
[1:30:00] Commissioner Davis when she returns item e6 please. Authorized Chairman, except continuation, certificate for bond, safeguard insurance company, security bond, number 501, zero, zero, zero, three, zero. Extending the period to make 11th, 2023, and to be made part of waste management, ink, a Florida's waste disposal account agreement dated June 8th, 2020.
[1:30:28] Motion approved by the MI6.
[1:30:31] Second.
[1:30:31] Okay.
[1:30:32] Commissioner Car makes motion.
[1:30:33] So I'm going to commission a slave bought.
[1:30:35] I say public comment.
[1:30:37] And for the board discussion.
[1:30:39] I'm on favor say aye.
[1:30:40] Aye.
[1:30:41] Any opposed say nay.
[1:30:42] And we'll record commission.
[1:30:44] Davis mentioned returns.
[1:30:46] Okay.
[1:30:46] E7 please.
[1:30:47] Yes.
[1:30:47] E7 is we're asking the properties listed below.
[1:30:51] Be declared surplus and authorized staff to earmark the proceeds for affordable housing.
[1:30:57] and less than these said properties will purchase with designated or restricted funds.
[1:31:03] Motion approved by the me seven A&B.
[1:31:06] Okay, Commissioner, could not have mixed the motion in a second by Commissioner Carminghand.
[1:31:10] Is there any public comment?
[1:31:13] Okay, Commissioner, is any further discussion?
[1:31:16] Commissioner Davis run item E seven.
[1:31:18] Okay, all in favor say aye.
[1:31:21] Any opposed say nay?
[1:31:22] That passes unanimously.
[1:31:23] Commissioner Davis a vote on item E five.
[1:31:26] And on E6, I see record all those. Thank you, man.
[1:31:31] Let's move on to E8, please.
[1:31:33] Yes, E8.
[1:31:35] The staffing at the jail will mean essentially the same between the last two months.
[1:31:40] We did not feel that was the progress we would like to see.
[1:31:44] So we're recommending an assessment of 77,500 dollars.
[1:31:48] I would note that court civic is advised me this week that they've added six additional staff members,
[1:31:55] which is a 5% increase, however, we've not been able and to only verify that because we use payroll workers.
[1:32:03] So, consequently, this is your multi-update that you requested, and we would ask for approval.
[1:32:08] Motion approved by the DEA.
[1:32:10] To approve the non-performance assessment.
[1:32:13] Yes, just want to make sure to clear in that.
[1:32:14] Okay, so Commissioner Conrad makes that motion and Commissioner Davis seconded it.
[1:32:19] Say public comment.
[1:32:21] Board discussion.
[1:32:23] Com favour say aye.
[1:32:25] Aye.
[1:32:25] Any opposed say nay?
[1:32:26] That passes unanimously.
[1:32:28] He nodded.
[1:32:29] Yes.
[1:32:29] E9 is the schedule that was previously laid out for reviewing the library policies and reviewed.
[1:32:36] This is going to be the library advisory board.
[1:32:40] We'll make a recommendation to you after they reviewed the library directors proposal for the how the policies.
[1:32:47] He thinks they should work they'll make any suggestions that they want to make.
[1:32:51] And then it will come to you for modification and changes as you may deem appropriate.
[1:32:59] Okay, board, what are you going to do?
[1:33:02] That's just informational.
[1:33:03] That's what I'm saying.
[1:33:05] People okay with that?
[1:33:07] I'm okay with that as long as everybody understands this is the schedule.
[1:33:11] And I just want to make sure it doesn't come back and we get into a protracted discussion about
[1:33:15] Should we do this?
[1:33:16] Should we do this?
[1:33:17] We're all in board.
[1:33:17] But this is coming back and this is coming from the board of county commission not the library. So just so everybody's on the same page with that. Okay, great. E10 please.
[1:33:29] E10 approved and authorized chairman to execute the settlement agreement release for Dallas,
[1:33:34] Jewette and Robert Jewette versus Cephas County case number of 2018 C.A. Zuma Zuma Zuma Zuma Zuma Zuma Zuma Zuma 2-2-2.
[1:33:45] This is not the carpet.
[1:33:51] No, no, no.
[1:33:53] Okay, so commission can I make the motion. I'll say I may have a journey.
[1:33:57] I'm sorry, I'll wait to see if you get a second. I apologize.
[1:33:59] Okay, so I have a second from commissioner. I'll kind of hand guess me.
[1:34:02] This is the property that you had a shade meeting with with your lawyer, Mr. Scott, and the changes that you suggested were presented, and this was the
[1:34:14] their agreement coming back.
[1:34:17] Okay.
[1:34:17] So at the motion of the second is a public comment.
[1:34:22] They probably don't know what we're talking about.
[1:34:23] This is a shade meeting.
[1:34:25] This is the property down across from the blue gator.
[1:34:30] commission is any further discussion on paper say aye aye aye aye aye aye.
[1:34:34] I opposed say nay.
[1:34:36] That passes unanimously.
[1:34:38] E 11.
[1:34:39] Approving all the threats of general lease and a whole harmless agreement year and after
[1:34:43] referred to as cell agreement between citrus county Florida and Karen Strauss.
[1:34:49] This full and volatile settlement includes turnip fees and costs for claim number 79, 0 120 in the amount of 35,000.
[1:34:57] Okay.
[1:34:58] commissioners. Most approved by me alone. Second. Okay,
[1:35:03] Commissioner, can I make some motions? Seconded by Commissioner
[1:35:05] Carmahan. Is there a public comment? Anything else from the board? Home
[1:35:10] favor say aye. Any opposed say nay? I pass this unanimously. I had to be 12.
[1:35:16] Yes, each 12. As you were aware, the legislators like to discuss the
[1:35:20] session last year. Our last week, I should say to you last year.
[1:35:25] Don't we wish to get the legislature in the governor or now on the same pages or relates to redistricting?
[1:35:35] Please report that Cifters County is all in one district now, which I think is best.
[1:35:42] The two options had us in either two districts or one.
[1:35:46] I sent out the actual precincts and how they were going to work against the census blocks to you, which was a lot of detail.
[1:35:55] Movered and her staff will work diligently to get this done.
[1:36:02] We're asking that you all approve this.
[1:36:06] I would note that if you don't approve it the only way to take it to task is to go to court.
[1:36:12] This chair will approve each one.
[1:36:14] Yeah, second.
[1:36:15] Yeah.
[1:36:15] The kind of hand makes the motion.
[1:36:17] Second by Commissioner Canard is any public comment.
[1:36:21] Any discussion from the board?
[1:36:23] home favor say aye aye aye any opposed say nay and that is unanimous E13 this should be interesting yeah E13
[1:36:30] is your where we got a last minute offer for the best farm property of $6 million dollars I
[1:36:39] would note that it has the 90 days due diligence period in it so they can do their due diligence
[1:36:47] and during that period they can decide there's something that they don't think is right
[1:36:51] like not to proceed or negotiate at that particular point. The other two offers were 5.5 million
[1:36:59] each. They had somewhat similar terms as it relates to that. We are recommending that you accept a
[1:37:07] six million dollar offer with a 90-day due diligence period with Charlie Michaels LLC. They are a
[1:37:14] the development construction company out of service or commissioners.
[1:37:20] Yes, I'm prepared to either make the motion or support motion to accept this offer.
[1:37:28] But I do have a question about, do we know what got our attention to second group to the party interested was we know the quality of work that they do.
[1:37:42] Do we know anything about the quality of development that this particular individual does?
[1:37:52] There are certain minimum standards that are provided for obviously the one party is the local party and we have a pretty good handle on the quality of the work that they do.
[1:38:03] I don't have it's great of understanding of this.
[1:38:12] It's an additional 500,000 to the county, as long as they make it through their due diligence.
[1:38:20] I'd like to have a little bit more information, but I'm prepared to support you.
[1:38:24] As it stands, too.
[1:38:25] As of right now, they can do whatever the legal zoning on the property allows them to do.
[1:38:31] And could paint them with your eye.
[1:38:33] Okay.
[1:38:34] I just had a question.
[1:38:37] And so, when the markets really hot, at least in residential, which is where I've had experience
[1:38:42] being a buyer, is there not something for a government where you have multiple interested
[1:38:47] parties and you go back and say, okay, we've got multiple good valid offers or they bring
[1:38:53] your best, you know, from a previous year he's done, you know, responsibly.
[1:38:58] Well, well, that seems ideal.
[1:39:00] My concern is that I think this market is kind of, shake you right now.
[1:39:06] and I would like to see this go forward but that's the direction of board we can do that to
[1:39:12] I've seen that done, but let's just, let me, let me, I want to hear what Mr. Albert had to say, so,
[1:39:20] I was seeing that done, I don't necessarily recommend you to lighten the fragile nature of the market.
[1:39:25] Okay, Commissioner Karnan.
[1:39:27] Yeah, you make Commissioner Karnan before.
[1:39:28] Okay, Commissioner, please.
[1:39:30] Um, there's one thing that caught my eye, Randy, and if you could enlighten me on
[1:39:35] this offer, this six million dollar offer from the CERSA to company.
[1:39:41] I do know that our local real estate agent Remax has worked on all three of these and it
[1:39:49] looks like that they've crossed out Remax and put in their name.
[1:39:55] Now was that agreed upon at the beginning because I'm sure our staff and the Remax has done
[1:40:02] incredibly amount of work and here's the thing on this. That's an issue between the two
[1:40:08] brokers. I can't answer what actually happened. Mr. Cunningham can, but it's an issue that the
[1:40:16] two brokers need to work out apparently. This particular firm has a brokerage firm also,
[1:40:23] and no Mr. Cunningham talked to me and he said he prepared the contract, but this contract's been
[1:40:28] prepared several times, so I don't think it was a significant amount of work. Obviously,
[1:40:34] both sides are trying to posture themselves so that they either minimize their amount
[1:40:39] or maximize the amount they received.
[1:40:42] Well, the reason why it is a flag for me is this is how the contract was filled out, and
[1:40:50] And the person that's put the offer, and I just cross things out, and we don't know if that's
[1:40:59] kosher or if that's what's been happening.
[1:41:01] How is all the time in reals?
[1:41:03] Well, a lot of mine is good business, because now what they're going to do is come to our
[1:41:07] people.
[1:41:07] They get the fee that he gets and take off the property, that's good business for him, especially
[1:41:14] he has a broker's license, though.
[1:41:16] It's still us, the deal, the only way we're involved in the deal is what comes to us and what are the contingencies, right?
[1:41:22] So my question is, what are the contingencies that perhaps would be a pitfall?
[1:41:29] Obviously, the six million dollar deal is more attractive, but what the current, what the reason I liked of the other two was there was less contingencies than to do diligence was shorter.
[1:41:39] What do we have out there that says, this deal could fall through if we agreed to take it?
[1:41:45] Well, the biggest thing in my hate there are these things that are public-need in life.
[1:41:49] But you don't have to.
[1:41:49] I'm just saying that is it.
[1:41:51] Is it something that's a huge concern?
[1:41:53] Or is it the biggest issue?
[1:41:55] Is it the wild assessment of how many units they can build?
[1:42:00] Okay.
[1:42:00] Yes, ma'am?
[1:42:01] Yes, ma'am.
[1:42:02] Yes, ma'am.
[1:42:02] I mean, we do have to address the issue of the cross outs on the contract.
[1:42:07] I mean, that's going to have to be addressed because generally whenever there's handwritten terms
[1:42:12] on any agreement, they would supersede the typewritten terms, and so because this comes to us
[1:42:20] with all of this scratch-outs on it, the chair would have to initial the changes.
[1:42:27] So you guys
[1:42:28] are going to have to decide who's name you want to be here, whether you want to agree with the
[1:42:32] changes that have been made or whether you want it to go back to Mr. Cunningham. Our only obligation
[1:42:40] is to pay our real estate commission.
[1:42:43] That's our obligation.
[1:42:44] How they divvied up who was the procuring?
[1:42:47] I know Randy keeps talking about who prepared the contract,
[1:42:50] but the laws that it's the procuring cause.
[1:42:53] If Mr. Cunningham thinks that he procured this buyer,
[1:42:57] that's one thing.
[1:42:58] If he didn't, that's something between the two of them.
[1:43:01] But we have to decide before we send it back.
[1:43:03] If this is the one you choose,
[1:43:05] whether the chairman is going to initial the changes
[1:43:07] or whether the chairman is going to initial it without the changes.
[1:43:10] So, unfortunately, you're going to have to decide on this one.
[1:43:13] Okay, Commissioner Conner.
[1:43:14] Yeah, there's an offer of $6 million on the table, which is a half a million dollars
[1:43:22] over what anybody else is offered.
[1:43:25] I did not mean to derail anything by questioning if we knew anything about them is simply
[1:43:32] inquiry. But there is at least one of the parties, also interested in this, will be there
[1:43:47] if this deal falls through.
[1:43:52] Not at the six main dollar figure, but it was encouraged
[1:43:57] to move forward if you can bring an extra half million dollars to the county. Go do that.
[1:44:02] Okay, if it doesn't work out, it was called, so we have a plan A and a plan B, so let's go back to it.
[1:44:11] Yeah, let's go back to the attorney's question. If you choose to move forward and accept the six million,
[1:44:16] I guess the first thing we have to decide is which offer we should have a motion.
[1:44:21] I guess it says which offer you want to accept, and if you accept the six million, you're going to have to give direction.
[1:44:26] It's how you want to scratch it.
[1:44:28] What's the board chair? I'm making a motion that we all we we approve the six million dollar contract
[1:44:34] and give you the authority to
[1:44:36] With the changes. I mean, I agree with Randy hundred percent. This has done all the time and all they're doing is cut-up broken and
[1:44:45] Instead of
[1:44:46] Reemack's getting whatever percentage. He's only gonna have for that and so that's all this is here
[1:44:51] Okay, so the motion by commissioner crime here. I'll suck it. I'm second by commissioner canard
[1:44:57] Is there any public comment on this? Yes, sir.
[1:45:11] I wrote my notes. Did you give it to your name, please? My name is Hamid Ashtail. And I wrote my notes to say good afternoon, but I guess good evening by now.
[1:45:20] Yeah, good night might be an order here, please.
[1:45:23] So I am currently involved in the development, the 150 acres mixed use development, a cardinal form, a cardinal street near the interchange.
[1:45:33] And, as far as I know, this property has been foreseen for quite some time from the county.
[1:45:40] I only heard about it about two months ago, or so.
[1:45:44] So then, towards the end of March, I sent contract to Mr. Oliver paying the full asking price,
[1:45:52] which was five and a half million dollars in asking for 90 days due diligence.
[1:45:56] you know, just to see if there's contamination,
[1:45:59] you're taking out problems, flooding issues,
[1:46:01] which there are flooding issues.
[1:46:03] And I'm a civil drainage engineer.
[1:46:06] And I figured that I could possibly solve this little somehow,
[1:46:09] you know, given time.
[1:46:11] So Mr. Oliver sent me an email on April 1st Friday,
[1:46:17] saying that for your offer to be put in front of the commission
[1:46:20] to evolve on it, you should add this addendum,
[1:46:24] signed this at end and that would strengthen the offer and have it to us by April 4th, which
[1:46:30] was Monday, to make it to the agenda item which would be printed on April 5th, so that it
[1:46:37] would come before you to vote on it. So I did that. By April 4th, I did send the contract,
[1:46:44] the full contract, and none of them signed with father happens in order to miss their
[1:46:50] Now, on the 12th, right before you guys is meeting, another offer came in for exactly the same thing,
[1:47:00] the 5.5 million, but a little bit different terms.
[1:47:04] And so Mr Oliver decided that they would pull this off of the agenda at that time
[1:47:09] and then present both offers in today's meeting.
[1:47:14] So, at that point, I wasn't given the choice to put the other offer, you know, or to compete with anybody.
[1:47:21] So, now, you know, today, you know, not April 4th or anything today, you know, they're getting another offer, brand new offer,
[1:47:30] for $500,000 more than what I was offering.
[1:47:34] And so, if you guys are looking to get the highest and best for the property, then it would be fair to give everybody the same advice.
[1:47:43] I'm baptizing and say, okay, you know, give us a price proposal and just like anybody else,
[1:47:50] you know, then you open the bed and see who is the highest offer because this was not fair
[1:47:56] in my opinion that the third party has seen both of the offers before and then they just go and
[1:48:02] increase their offer by a little bit, you know, and then for you for the board to prove that, you know,
[1:48:10] So I would respectfully request that you guys strike this from the, you know, don't vote
[1:48:17] on it today and just advertise it to the world and then have a fair system, you know,
[1:48:22] that so that, you know, we open the beds and somebody is going to be $2 more than the
[1:48:27] other person and so.
[1:48:29] I need to catch up.
[1:48:29] You times expired, but we will address your point.
[1:48:32] I promise you will.
[1:48:33] I will discuss it.
[1:48:34] Thank you so much.
[1:48:35] Thank you.
[1:48:35] Okay, is anyone else to speak to this to this motion just say is anyone else to speak to this motion?
[1:48:43] Okay, so we end the public comment mr. Alby who interests anyone. Yes. I copied both of the other
[1:48:53] People that expressed interest in the property when we got the offer and I sent it to you all Monday morning
[1:49:00] And with the intent that if they wanted to better their offer that they could do that,
[1:49:06] again, I would recommend that because of the tannuous nature, my opinion, of the market,
[1:49:13] that you make the selection decide how you want to proceed, but they were the intent
[1:49:19] was to give them that opportunity if they wanted a better their offer because I did copy
[1:49:23] them on the e-mail.
[1:49:24] Okay, and we did have this out there for a while right. I mean has been on the market for a while
[1:49:28] It's been advertised wasn't like we decided at one meeting and got an offer the next meeting and sold right I mean, so I
[1:49:36] Get I guess my concern is one side says was sure let's just keep going and going and maybe you know who knows what the limit is
[1:49:42] But on the other hand you do that often enough and everybody leaves the table and you walk away with nothing. So what's the word feel about that?
[1:49:51] burdened hand, my friend, okay. I mean, you can make any first and then I want to hear what and I'm
[1:49:55] kind of leading with you with the burdened hand, but yes. I was just going to suggest that it sounds like
[1:50:00] the speaker was suggesting you do a sealed bid, and we've had this actually listed and marketed
[1:50:06] for a very long time. So that's the difference is between those two things.
[1:50:10] These people came for it. Correct. You could counter all three of them, or you can take the one yet.
[1:50:18] And that's the question. Yes, ma'am. Mr.
[1:50:24] Starrie, you sent this out yesterday. You're saying
[1:50:28] money. Why do you want to send the answer to you all? Okay. So, did he have the opportunity
[1:50:34] to match this price? We didn't specifically say that he did, but the intent is done in
[1:50:40] email was to give them the opportunity to better their offer if they want it.
[1:50:45] So he has an opportunity to better his offer.
[1:50:49] That was the 10 one I sent that I gave you the information as soon as we basically received
[1:50:54] it and processed it.
[1:50:57] So we don't take comments from the, I'm sorry if we don't take comments from the audience.
[1:51:04] So we have a motion to proceed.
[1:51:08] We've heard from that, we're now council discussions, so any more discussion from the council?
[1:51:14] I mean, a one-hand you feel like this could turn into a getting war fine, but on the other hand,
[1:51:20] as Commissioner Canard said, a burden to hand.
[1:51:22] It's got to be a point in time where we go.
[1:51:24] It's in front of us, let's take it.
[1:51:27] Yes, ma'am, Commissioner Davis.
[1:51:29] I am concerned about the timeline that he was only copied on the email yesterday,
[1:51:33] and with no specific invitation for highest and best offer.
[1:51:38] He is already, Mr. Aftari is already invested in this county.
[1:51:44] Not to the level of the second better, but he has invested quite heavily in this county already
[1:51:49] and it just seems a little rushed to not just say, you know, by X-Day, get the bids in
[1:51:57] and be done with it.
[1:51:59] It could be say this then, it's got to be an end to it at some point in time, so if we don't,
[1:52:07] if you don't want to choose to move on this tonight and you want to get everybody in the
[1:52:10] world another opportunity to contact the broker and make an offer, there's got to be,
[1:52:15] I think, a line drawn in the sand that says, this is the day, and I'll take personally
[1:52:20] of the other offers, I was drawn towards the one with the lower, smaller due diligence
[1:52:25] I mean, the faster you can get a closing on this, the better, so what's the board's direction?
[1:52:33] Madam Attorney, can we do that?
[1:52:35] I mean, to the degree of saying we're going to extend the offer for two more weeks for the rebitting process,
[1:52:44] or we won't call it a bit, we'll just say two more weeks, at which time, at that meeting,
[1:52:48] where I take what we believe to be the best offer, not necessarily the highest order.
[1:52:54] You can certainly do that, or alternatively, you can counter offer each of the offers that you have and tell them what you want to accept.
[1:53:03] Rather than wait for them to tell you what they're going to pay you.
[1:53:08] Okay.
[1:53:08] Well, there you go.
[1:53:09] Yes, ma'am.
[1:53:09] Let me go ahead and then you got it.
[1:53:11] Go ahead.
[1:53:11] Come on.
[1:53:12] Go ahead.
[1:53:14] Somebody do it.
[1:53:15] Okay.
[1:53:16] So then in that's the case.
[1:53:17] I would like to tell, let's start with the, we have a motion on the floor.
[1:53:27] Yeah, we got to deal with that first, but we can have this part discussion.
[1:53:31] So if you're not going to support this and you want to do something different, tell us why.
[1:53:35] I don't feel comfortable, six million great sounds fantastic.
[1:53:39] I like that, but there's a couple things that are bothering me that this whole scribbling
[1:53:44] out and it feels a little rushed and if the first offer would like to go to this six million
[1:53:53] and you know maybe a little better closing is that appropriate to say?
[1:54:00] Okay so commission your current?
[1:54:02] Mr. Oliver, do you feel, let me ask you to see, so you sent an egg mouth to the other
[1:54:07] few offer, did any of those that you sent the egg mouth back to you respond to you?
[1:54:12] You feel the only one of them did but the other the other person that put the bed and responded to you
[1:54:18] They responded to me and they insigated that they wanted to stay where they were okay, so it's a you feel it
[1:54:25] Okay, so the other never spot the other one did respond and the first one is responding by being here
[1:54:38] Can we not just I don't we do this here? It would be my suggestion
[1:54:44] After I made my bird in hand, come on.
[1:54:48] What about we table this?
[1:54:50] I'll rest in my motion.
[1:54:51] I'll rest in the second.
[1:54:52] We will table this for two weeks and two weeks.
[1:54:55] We're making a decision.
[1:54:56] There you go.
[1:54:57] Anybody who's interested in this property,
[1:54:59] bring your best.
[1:55:00] All for four.
[1:55:01] Okay.
[1:55:01] Hold this second.
[1:55:03] Let me take a breath.
[1:55:05] So, I heard Commissioner,
[1:55:06] Connie Henry, send his motion.
[1:55:08] Commissioner, can our rescinded it?
[1:55:10] Yes.
[1:55:10] And now we're back to discussing this, Mr. Oliver, but what you have.
[1:55:14] My suggestion, if you're going to do that, which I don't recommend, by the way, is that
[1:55:20] you give them a drop dead date for best and final offer.
[1:55:25] In other words, and I would make it in time, we published the agenda on Tuesday, and I would
[1:55:33] probably make it like at 12 noon on Monday so that we can include it in the agenda pack, so
[1:55:39] it's there for everyone to look at.
[1:55:42] Okay, and that matter any other comment?
[1:55:45] Well, the goal is to get the most money to net net the most money.
[1:55:52] So there are nuances about these contracts that are different other than just the price.
[1:55:58] Closing costs are different, obligations are different, due diligence is different.
[1:56:02] And going with that suggestion, you're still maybe short-changing a fourth person,
[1:56:08] a fifth person entity that might come forward by, you know, setting a deadline, it's certainly
[1:56:15] a way to go about doing it, or you can just counter back on all three and say, you know,
[1:56:21] buyers pay all closing costs, buyers, and, you know, county needs to net X number of dollars
[1:56:26] and throw it back at all three of them, and then you're not leaving it open for a fourth or
[1:56:31] a fifth person that may want to come in, and then they're going to come and tell you, hey,
[1:56:34] I didn't know about this, I just heard about you.
[1:56:36] Right, right, so what about if if if we're looking at this on the on the one that's in front of us
[1:56:42] At the six million does that give us the best net?
[1:56:46] Yes, okay, so that's the best net from the non-numbers person from okay, but even you you're even saying yes, okay
[1:56:53] I mean so it's the net number right where it's not the gross number we're doing
[1:56:57] So you're saying right now that the that's six million that was on the previous motion gives the county the best net based on what the
[1:57:04] nuances of the contract said and who pays what?
[1:57:08] Financial, but not due diligence-wise.
[1:57:10] Due diligence-wise, this is 90 days
[1:57:12] whereas the second offer was 30.
[1:57:14] 30 days.
[1:57:16] OK, so the due diligence is your biggest roof.
[1:57:20] So in the point is that in fairness,
[1:57:24] they have 30 days to find out if they're
[1:57:26] going to go if it's going to be an issue or a 90 days.
[1:57:30] So in the argument, it would be a 90 days.
[1:57:33] you know, they can honor with more risk or whatever.
[1:57:36] So, again, commissioners, I've talked a lot today
[1:57:38] about my thoughts on this.
[1:57:40] I personally still think there has to be a point in time
[1:57:43] where we say, what's the best offer in front of us?
[1:57:47] We can go back and say, I mean, think about this.
[1:57:53] We could say six million with the same cash net
[1:57:56] as what was in the best one right before us today.
[1:57:59] That could be our counter offer
[1:58:01] And you could turn around and say 30 days due diligence.
[1:58:04] That could be a counter.
[1:58:05] I mean, if it was me, countering, that's what I'd say.
[1:58:08] Mr. Chair, all three of the individuals involved in this
[1:58:13] are very familiar with acquiring large pieces of property,
[1:58:16] developing large pieces of property, the engineering,
[1:58:19] required on large pieces of property, things like that.
[1:58:25] If the due diligence is cut down
[1:58:29] to such a small timeline that they're not going to be able
[1:58:32] to get the engineering done, then they're assuming more risk.
[1:58:36] So if they're assuming more risk, they're off for comes down.
[1:58:40] If they're able to get the engineering done over a certain due
[1:58:43] diligence period of time, then the offer can go up.
[1:58:48] If after their due diligence, they say, you know what?
[1:58:53] We're not interested in this deal.
[1:58:55] We've already got somebody else who is ready to say, you know what, if that deal falls through,
[1:59:02] we will go here.
[1:59:03] That's right.
[1:59:03] My suggestion is that all three of them have far greater experience in the development world
[1:59:12] than any of us.
[1:59:14] Not a knock on any of us up here, but they know what it takes to make a deal happen.
[1:59:19] What they need to know is that this board wants the greatest net when we close on this
[1:59:25] of property that we can possibly get and in two weeks we're making a decision on that.
[1:59:30] So they should put their best offer forward to get us the greatest net, the lowest possible
[1:59:37] due diligence period that they feel comfortable with, put that foot forward and we're making
[1:59:41] a decision in two weeks.
[1:59:43] And that's good.
[1:59:44] And I think that's a great idea, but I just want to clarify something you said.
[1:59:48] These three better.
[1:59:49] So what?
[1:59:50] Or any?
[1:59:50] What?
[1:59:51] Well, and I'll say that's all different things.
[1:59:52] See what I'm thinking is we say the three betters that are in front of us now, okay, that here's what we want.
[1:59:59] To me, that's kind of the count.
[2:00:00] So we want the best net. Everything you just said. But if you open it back up to everybody else in the world, that has actually had an opportunity to do it, it seems to me that we're really muddy in the waters because then we might lose some of these people that are very serious.
[2:00:15] We know three of them are very serious. I hate to see somebody come in and offer us nine million and then have a big list of contingencies and all that kind of stuff.
[2:00:23] Yes, sir, I'll tell you what I'm going to do.
[2:00:25] I'm going to make a motion that we go back and give them until Friday at 5 o'clock.
[2:00:33] They come in with a best net, with a 3, coming with a best net deal.
[2:00:38] Friday at 5 o'clock.
[2:00:39] I would note that Mr. Stories offer as Kim to provide a city would provide a letter that he had the financial
[2:00:49] were with all the clothes within 72 hours of approval, the contract, the other two provided
[2:00:56] bank assurance, they had the money to close, I mean, with that gap, with that gap, I
[2:01:02] thought that we would, and so you want them to have a financial proof of ability to close
[2:01:08] with the counter-offer, if that's the other day, if you understood.
[2:01:13] So let's make sure clear on this, so the motion is, only the three in front of us, come
[2:01:18] back with their best offer with the quickest due diligence period as we were talking about
[2:01:23] that they want to do and that we have assurance is that whoever's picked they can
[2:01:28] close within 72 hours after meeting all of the things just made that.
[2:01:32] And would you would you consider adding to your motion that they utilize a local closing
[2:01:37] company?
[2:01:38] Would you consider that?
[2:01:39] And they utilize a local closing company and everything's in by five o'clock of this Friday.
[2:01:47] That gives it plenty of time.
[2:01:48] Everything.
[2:01:49] They're all present.
[2:01:51] Yeah.
[2:01:51] Five o'clock on Friday.
[2:01:52] That gives Randy time to go through there.
[2:01:55] The staff time to go through there.
[2:01:57] And it's put on the agenda for the next meeting.
[2:01:59] It gives out.
[2:02:00] And that's it.
[2:02:00] And there will be a decision today that they should.
[2:02:03] Do you want to specify maximum due diligence per realistically that can't close
[2:02:08] in 72 hours after due diligence is done.
[2:02:11] It is the type of work that all I can't do.
[2:02:13] Well, they don't have to.
[2:02:14] I think what you said is they can do that.
[2:02:16] They can do that.
[2:02:17] Oh, they have to provide a financial viability form that they have
[2:02:21] a financial viability to close the property.
[2:02:24] But if you want a variable to a 90-day due diligence, a 30-day close
[2:02:31] after that, and they have to provide financial assurance.
[2:02:34] Yes.
[2:02:34] So they can close.
[2:02:35] Yes.
[2:02:36] In 30 days' pleasure.
[2:02:38] And we're dealing just with those three and they have the final offer has to be in by
[2:02:44] that date.
[2:02:45] Do you want to address at the same time if there's going to be any scratch ads on it or should
[2:02:48] we stay out of that?
[2:02:54] I don't.
[2:02:55] I think that the real estate broker can handle that, but remember, it's got to be net.
[2:03:05] So, you know, if they're going to give us an offer where we have to pay closing costs or
[2:03:08] they need to calculate that into the county's net because one offer was different than the others in that regard.
[2:03:16] Okay, so we don't really care about what whose name is in there.
[2:03:19] We just care about what those fees are going to be and they just they work out who gets them.
[2:03:23] Correct.
[2:03:24] So we all clear is the clear clear on the motion.
[2:03:27] Yes, ma'am.
[2:03:27] Does it want to make sure you have it?
[2:03:29] Yes.
[2:03:29] Let me read this back to you.
[2:03:30] mission take a back until Friday at 5 p.m. to give the best offer to the three offers that were
[2:03:37] made with financial viability form within 72 hours of 90 day due diligence and 30 day
[2:03:45] close utilizing a local closing company. Does that represent your motion? Is that 72 hour? I'm sorry,
[2:03:53] the 72 hour thing. You're saying that they have to provide financial viability within 72 hours
[2:03:59] of the 90-day due diligence.
[2:04:01] I think they should.
[2:04:02] They need to provide the financial, the financial capability to close with the offer.
[2:04:08] What I would say, yes, with the offer, that's what I was going to say, with the offer.
[2:04:11] As a Friday at five o'clock, they must provide financial stability that they can close.
[2:04:16] After the 90-day due diligence, they can close within 30 days, and they have the financial
[2:04:20] back into that.
[2:04:22] So we all clear in a motion.
[2:04:23] I'll clear in a second.
[2:04:25] Okay, I'll think we've taken public input on this new motion so now we can open up again a public comment from the audience and then we'll continue
[2:04:34] Do you have something before you hear from them?
[2:04:36] No, no, no.
[2:04:37] Okay.
[2:04:39] Yeah, we have somebody coming up.
[2:04:41] You're right after him, if you want.
[2:04:42] I got one question.
[2:04:44] Okay.
[2:04:45] If you come up and tell us your name please and you have a criminal.
[2:04:48] That's a way to do that.
[2:04:49] Doesn't matter.
[2:04:50] You're still new.
[2:04:50] You're going to be right Paps.
[2:04:52] Yes.
[2:04:52] And the only question that I have is, since you're going to get bids, it's both all three
[2:04:59] and we're the same,
[2:05:03] okay, then we decide which one we think is the best, okay, yes sir.
[2:05:13] Yes, my name is Amidash Daring again, and the first of all, in the email that Mr. Oliver
[2:05:19] sent yesterday, it was not an invitation to bid higher.
[2:05:23] It was just that these are the three bits that are going to go in front of the commission.
[2:05:27] I would immediately send back to Mr. Oliver that yeah, my author would be 6.25 million dollars immediately, you know, if that had been the case, so that was not the case.
[2:05:38] The other thing was that Mr. Oliver had given me 10 days after the signing of the contract to provide the proof of funds, which was fine.
[2:05:50] So now, you know, going back and having two days, you know, to scramble, you know, whatever and then try to get, you know, and the fact is that
[2:06:01] I don't know when the next board meeting is, you know, so I guess that's really the time that this thing will come to fruition.
[2:06:08] You know, that will for you, ladies and gentlemen to vote on it.
[2:06:12] So why not just give us a little bit more time, you know, just to make it to the agenda.
[2:06:15] just like the last time, all of her gave me one day before the agenda was published to put the
[2:06:22] burden, you know, and you could do the same thing again, you know. And then, and then, and the
[2:06:28] little more time for the proof of fun, you know, would help too, you know, in this case.
[2:06:33] You know, so, I mean, you know, not, not everybody is liquid for, you know, for upwards of five
[2:06:39] six million dollars, you know. And so, you need a little bit of time to be able to get your hands
[2:06:46] I mean, I put my best foot forward in good faith right off the back, I offer the full purchase price.
[2:06:56] I played by the rules.
[2:06:58] I came out with the deadline that Mr. Oliver given me.
[2:07:01] And then I just feel it's unfair that after the deadline is passed,
[2:07:06] then one day before the commission meets, they accept another offer.
[2:07:12] And then say, okay, well, I mean, in any kind of a bidding situation, if you know what the other party is bidding, you can bid one more dollar, you know?
[2:07:23] Thank you.
[2:07:24] Yes, thank you.
[2:07:25] Is anyone else to speak on this motion?
[2:07:28] Okay, so we'll go back to the board now.
[2:07:31] Yes, Mr. Sleibler.
[2:07:32] So the way I understand this is, you know, there was an offer put in and it's public record.
[2:07:41] So others saw that, so now all of this is now public record as of today, so that that is the problem with dealing with that's why economic development is kind of a precarious with government because everything is public record.
[2:07:58] So, you now have the advantage of public record where others might have taken advantage of your public record.
[2:08:07] So, I would just do your look through everything and come up with the deadline.
[2:08:15] I think you've given four days.
[2:08:17] I mean, you've picked Friday, you picked Friday, but that's all I have to say.
[2:08:23] Okay, you know, again, I'd just say what we're looking at, this is from a business perspective,
[2:08:29] if I have somebody that wants to buy my house and he has here's cash,
[2:08:34] and somebody else has given me time to find a money, that's a whole different thing.
[2:08:37] You know, not saying they can't find the money, but when somebody comes to the table with here's cash,
[2:08:43] that that carries a lot of weight.
[2:08:44] So I think what we're looking for here when we say the best deal is that that's the big thing.
[2:08:51] know, is the due diligence process is one thing, but I would think in this kind of offering
[2:08:57] when you have two people that step right up and say, no issue in the funding, that that
[2:09:02] carries a lot of weight.
[2:09:04] So I don't have a problem supporting the motion, it gives everybody these three, I'm not
[2:09:09] to say, bidders.
[2:09:10] These three offers to go back, sharpen their pencils, and just look at it.
[2:09:15] It doesn't necessarily mean more money, it might just be a better deal.
[2:09:18] folks probably have heard what the commissioners had to say today and they can decide if in their
[2:09:23] mind it's sweetens the deal by more money or less do do it in time or it's commission
[2:09:29] can't report it out let them decide what works best for them okay so any more discussion on
[2:09:35] the motion I think we're all clear on it. Mr. Alder. I am. Madam attorney. We're all clear.
[2:09:40] We're on the same page. Okay all right so that's it. All in favor say aye. Aye. Those opposed say
[2:09:47] And the answer to the final question. That's two weeks, right? So in two weeks the next meeting that will come back will make a final decision
[2:09:53] Back in is the motions word. They're due by five o'clock on this Friday
[2:09:57] I will send the email out in the morning. Okay, very good. Thank you, sir. Okay, I am F
[2:10:05] Anything that you want to really don't see anything right here. It says completed. So we haven't had anything. I don't believe so just I've got a couple of
[2:10:15] Okay
[2:10:17] You don't want to put that on next time that we'll vote on, right?
[2:10:20] So we don't have to really do anything with item F, then.
[2:10:23] Okay, let's look at item G. You want to talk about this?
[2:10:28] You want me to talk about this?
[2:10:31] The only thing I'll say about this is we asked Mr. Oliver put together a timeline, which we
[2:10:36] see that on the back page of the agenda item.
[2:10:40] He's also, I believe, we, the process we used here was to ask for submissions for this,
[2:10:47] is that was, and these five firms have stepped up, is that where we're at?
[2:10:53] About a day.
[2:10:54] And what you're asking to board today is to make a selection on which one of these firms
[2:10:59] can move forward so that the discussion process can begin actually according to your timeline,
[2:11:06] tomorrow, between tomorrow and May 24th.
[2:11:09] So I'll just say this commissioners, I don't know how much time you've had to deal with this.
[2:11:14] I really don't know any of these firms, so what I did is I reached out to friends and
[2:11:19] colleagues in the government business and asked for people who may have recommendations or
[2:11:26] no recommendations, I'll just cut to the chase and say basically all of them meet kind of what
[2:11:33] We're looking forward that after talking to a few folks, you know, one firm is out of Texas,
[2:11:41] one firm is out of Iowa or someplace like that.
[2:11:45] The one that came back was Slaven, which was, I believe, the number four in here, Slaven Management
[2:11:51] Consultants.
[2:11:52] That came back was the highest recommendation to me.
[2:11:56] Based on, I guess they've been in this business for a long, long time, and they've had
[2:12:00] a lot of satisfied customers.
[2:12:02] Others gave us a complete list or a resume with other customers, but some of those don't show the results of the listing.
[2:12:10] They show what was listed and some of them have been kind of our older, you know,
[2:12:15] they're listing some listings that go back to for three years.
[2:12:18] So, I mean, I have no concerns.
[2:12:22] And I think by the time you weigh all the pluses and minuses of things,
[2:12:26] included the firms are very, very close and priced.
[2:12:28] So, I kind of went with the people that have used these people, all these people in the past,
[2:12:33] the some degree, and that's why I can share.
[2:12:35] I make a motion that we hire a slave and management consult, seconds up the search.
[2:12:43] Okay.
[2:12:43] So we have a motion by Commissioner Canard, and a second by Commissioner Carnahan,
[2:12:47] is there any public comment?
[2:12:50] And I assume that, again, that's who you'll create a contract with these folks,
[2:12:55] Well, that come back to us now.
[2:12:57] No, we'll issue a purchase order.
[2:12:59] OK.
[2:12:59] So then, if we approve this tonight,
[2:13:01] we'll be the next step.
[2:13:02] They'll contact us and we'll move forward.
[2:13:04] We'll need to give them the contact information so they can meet with you.
[2:13:09] They'll perform the services outlined in their scope of work that they've provided you.
[2:13:14] OK, very good chair.
[2:13:15] Yes, sir.
[2:13:15] I'll put it on the record right now.
[2:13:17] I was looking for a administrator.
[2:13:20] The color of the straw.
[2:13:22] So I think they can understand real fast why I'm at with his experience when it comes to financial and old nine yards.
[2:13:29] Very good.
[2:13:31] So the what's being presented to you tonight is select a firm to conduct administrator search the motion.
[2:13:37] By Commissioner Canary and second by Commissioner Cranahan was to select slave and management consultants for the proposed price.
[2:13:45] Everybody understands that is any further commissioner discussion?
[2:13:49] Yes, ma'am.
[2:13:50] I did exactly what you did.
[2:13:52] I went through looked at where they're based,
[2:13:56] how old the records were, what they were giving us.
[2:13:59] My question was, but you all have answered is,
[2:14:02] what is going to be the criteria to date?
[2:14:04] It's just to select where we're going to go by,
[2:14:07] or they floor to base, or we're going to go by money.
[2:14:11] So we're going by recommendation from people that you know in the industry.
[2:14:18] And the other one I was thinking was success rate, which was in website and Slave in was one of the ones that I did also like.
[2:14:27] The only question I have is, at one point you had mentioned, Commissioner Carnaghan had mentioned FAC and I just, it just never came back and I was just curious.
[2:14:40] Okay, so we send it out to the people who are on the original list of the FAC runs a program that they can bring in an administrator for when you
[2:14:49] For a top period of time of your eyes
[2:14:51] They also they also record they also offer recruitment service okay, and I was advised that while those are all well and good those kind of come with
[2:15:02] So I'll just leave it at that. And I did recognize I brought up the one thing Commissioner Sleibaud did was I guess Sleibaud is out of Georgia, but they're close to us, and they're like the closest I guess of that. So they kind of, and they have much, much forward experience. So that's really what I was looking for is not so much where they are, is what kind of forward experience they have hiring. And I think we all said that was important just.
[2:15:28] Any other commissioner discussion?
[2:15:32] Yes.
[2:15:32] Just to throw that out there that their website was very easy.
[2:15:38] So I thought as a potential candidate, that was appealing to me.
[2:15:43] And then the total expense, which I'm sorry to hear that FACC, because I didn't think there was a fee for the F from FACC.
[2:15:55] Okay. Okay. Okay. Okay. Okay. Okay. Okay. So the total top dollar expenses is the 23,
[2:16:04] four-slay then.
[2:16:06] So it says not to exceed. Yeah. Not to exceed. Okay. Okay.
[2:16:11] 15, 475 plus expenses not to exceed 23, 980s.
[2:16:16] I'll defer to your contacts because I don't have any. So.
[2:16:24] Well,
[2:16:24] for the travel of the people that we select to interview.
[2:16:28] So we are going to have some control over A,
[2:16:31] how many people make your shortlist
[2:16:32] that you want to interview.
[2:16:34] So those are the kind of things to keep in mind.
[2:16:36] But the first thing is, is to set down and the way these guys
[2:16:40] will work is they'll meet with every individual commissioner
[2:16:42] for as long as you want to go down your list
[2:16:45] of what you are looking for in your next administrator
[2:16:48] and they will create the metrics that they go out and look.
[2:16:51] And in any interview, these people don't know
[2:16:53] who they're looking for.
[2:16:55] And it's not going to meet everybody's number one,
[2:16:59] but you're going to try to find some common ground
[2:17:01] and go from there.
[2:17:04] And again, thank you, Mr. Oliver, for this schedule.
[2:17:07] So if we stick to this schedule,
[2:17:09] it seems to me the commissioners are doing their job tonight
[2:17:13] by selecting their recruiter, you're looking at new administrator,
[2:17:16] start no later than September 5th, according to this.
[2:17:19] OK, very good.
[2:17:21] commissioners any other discussion
[2:17:23] case on motion home favorite say i i i i i
[2:17:27] post a nay
[2:17:28] and that passes unanimously i believe now we are up to
[2:17:32] there's no advisory board announcements so we are at
[2:17:35] you know we we had plenty of advisory board
[2:17:38] yes right all more
[2:17:41] minister there let's go to committee reports and commissioners
[2:17:45] commissioners uh commissioner currently and yet many
[2:17:47] i don't have it okay commissioners they bought
[2:17:50] I see my notes, I've been very busy meeting with people and I had a telephone conference
[2:18:00] with Neko and but nothing really exciting to report.
[2:18:06] Okay, thank you, Davis.
[2:18:08] TVC meeting was kind of exciting, mad and media is up in their game even more, so we're going
[2:18:13] to we table that particular portion, but we're going to look at it again doing enhanced
[2:18:21] basically augmented reality app on the phone to be able to experience
[2:18:29] manatees through your phone, which is pretty cool. So we're going to take a deep look at
[2:18:33] that but stay tuned. That's all I have. That's kind of a crazy to think that Madden can
[2:18:38] up their game. That's the right. Yeah, okay great. Okay Commissioner
[2:18:42] can aren't nothing from community boards. Okay let's move back to Commissioner
[2:18:48] Karrahan any force I do first of all most I want to congratulate City of
[2:18:52] Embrace on their big announcement on the future fast and bring in a big country
[2:18:57] of music star in and I think that the county should reach out to the City of
[2:19:02] Embrace because I think it's a great opportunity not only for City of
[2:19:08] Embrace but for the county to work together the showcase what we have here.
[2:19:14] coming so, you know, they're going to be needing transportation, it's going to be a big
[2:19:18] event so they're going to be needing help with transportation whether it's, you know,
[2:19:22] park it at whispering times and but I think that we need to be communicating with them to
[2:19:26] show off such a county in general because this is a great opportunity and I think it's going
[2:19:32] to be a huge fan draw and so I think we need to be a part of it.
[2:19:37] I spoke a little bit with Eric and I told him I would bring it up today and he was kind
[2:19:40] excited and hope that we jump on the bandwagon so I don't know that we want to direct
[2:19:45] staff to do it or we would ask the chair of the TDC to reach out through the TDC
[2:19:52] and there that way but again I think there's a great opportunity to share
[2:19:55] case our county with all the people that are that's going to be coming in and to be
[2:19:59] a part of be a part of this. So commissioners, would that wish your thoughts?
[2:20:05] Sounds good. I wish great. Okay. So what are you
[2:20:11] You know, do we want staff to reach out or you're able to go through TDC, but I think that we need to be
[2:20:17] involved in this, but for a lot of different aspects, you know, whether we work with them or
[2:20:21] providing busing to get people, because they're going to, you know, they're not not parking downtown,
[2:20:27] so we need to be involved, except the main thing that TDC funds are has fund and the policy
[2:20:34] to date has been, they fund out of county advertising for the United.
[2:20:41] Not talking about fighting, we're talking about being involved with it.
[2:20:43] Okay, well with that, the only thing they have really is fun, right?
[2:20:47] So when it comes to busing and stuff, I would say.
[2:20:49] Well, okay, so then I would ask that our staff reach out to their management department.
[2:20:54] We can do that.
[2:20:55] We have to be careful because of the federal transit rules.
[2:20:57] Well, it's the...
[2:20:59] Well, whether we help them in that direction or we help them in other areas,
[2:21:02] But I think it's going to be a big draw to our community and I think it's a it's a great time to show off
[2:21:08] What we have here's a discount and we like on the seaside. Can we like to help them so we love to help absolutely
[2:21:14] But and I just come back. I don't know what the deadlines are, but I would think they might want to approach the TDC for out of county
[2:21:21] Abertice I think they I think they I think they they're good on that. Okay. I think they are set up a deal
[2:21:27] But I'm sure that if the chair lady would love for them to come over and
[2:21:32] make it may be a presentation on what they're doing.
[2:21:35] Yeah, but please let her know that.
[2:21:37] Yeah, so maybe reach out to her, but I think the county needs to be involved in
[2:21:40] we need all this sort of show that we all work together
[2:21:43] as a community and make things happen.
[2:21:45] We certainly love to be brief, I'm sure.
[2:21:48] Okay, anything else?
[2:21:49] That'd be it.
[2:21:50] All right, great.
[2:21:50] Commissioner Kenalard, you get anything for us?
[2:21:53] Don't talk library policy or anything?
[2:21:56] Library policy?
[2:21:57] No, no, no, no, no.
[2:21:58] Thank you.
[2:21:59] Okay.
[2:22:00] Commissioner Davis, you have the night in force.
[2:22:02] Awesome. And thank you to Commissioner Carnigan for
[2:22:05] team up showcasing. So, it came about in the very first board retreat that we
[2:22:12] that Commissioner Slay bought and I had. She brought up a very good point which was kind
[2:22:16] of funny because you're kind of blind to your own stuff. She said, our two airports really
[2:22:20] need to be a showcase for economic development. And just today, I was speaking with
[2:22:27] Christopher of Representatives have been in the audience very patiently since one
[2:22:32] and half actually waiting for this and Ms. Davis just brought up that they have
[2:22:40] somebody in house that has a 1200 employee firm in the Netherlands and I said hey
[2:22:46] they want to expand to the United States but that goes to show the Christopher of
[2:22:50] Airport has hosted pretty wealthy people from all over the world and we are a
[2:22:56] beautiful community. And these folks are wealthy typically because they own businesses and if they want to expand here then that needs to be a showcase.
[2:23:06] We also have folks that aren't coming in just for flight training but coming in on jets and whatnot and it needs to be a showcase.
[2:23:13] On the influence side, Pippistro was bringing in very well-heeled people from all over the United States as well and they need to be showcases.
[2:23:22] So, back when the Chris of Money came out last year, it was 23,000 for Chris River and 13,000
[2:23:29] for Emerniss if I'm remembering correctly and I had a discussion with Mr. Oliver and I said,
[2:23:34] what do you think of us asking the two FBOs, what can we do to improve the appearance of,
[2:23:41] because you can't really do a lot on an airport with 13 or 23,000. I mean, you're done a
[2:23:46] weighing in, it's like $50,000. So, same goes for actual infrastructure. So what can we do with this small
[2:23:51] amount of money to try to improve what we have going, right? So somehow, some way that
[2:23:57] translated in the last month to all the landscaping being ripped out, now they're looking
[2:24:02] at taking the trees down, some of the trees down. And when I asked about it at the last
[2:24:08] aviation advisory board meeting, I was told that the Christmas money had been
[2:24:12] diverted to reselling the roof. In the meantime, since last fall, when we talked about this,
[2:24:19] Mr. Chen, who owns Chris Lairo Group, he is an incredible architect from New York City.
[2:24:26] He donated all of his experience to create something, a plan that to spruce up the exterior
[2:24:33] the entryway to the hanger, to the office building of the FBL.
[2:24:39] And that has now been, like I said, repurposed to sealing the roof, which is normal maintenance
[2:24:46] that we should be handling, and then the worst part of, you know, that's, that's about enough,
[2:24:51] but the worst part is that now all, and you guys have pictures of this, the landscape
[2:24:55] is gone, and they're talking about facilities maintenance just came out, and marked two trees
[2:25:01] to be cut down for no other reason, and then the pine needles are littering the gutters.
[2:25:06] So put gutter guards up. Those pine trees are, and one of the pictures in here is of the massive
[2:25:13] party that they have, it's a big fly-in event, and that that shade of being an airport
[2:25:19] in Scotland is this being a pilot. Being an airport is very much a community environment,
[2:25:26] and that shade is the only thing that makes hanging out on that front lawn variable for
[2:25:31] forms out of the year when it's hotter than the surface of the sun. So we're doing fly-ins
[2:25:37] every August, and we have this amazing community that comes out there. That's why people
[2:25:42] keep coming from all over the world to visit our airports. So I would very much like to
[2:25:46] get this out of the open and provide hopefully provide staff guidance that Chris
[2:25:52] a money needs to go back into sprucing up our airports for economic development purposes.
[2:25:57] And I don't believe that trees need to be cut. They don't. They've been checked
[2:26:02] they're healthy. The three being trimmed is fine but the two being taken down is really
[2:26:06] a non-starter. So what action are you requesting?
[2:26:10] I would like the Chris of Funds that were originally promised to the FBOs to spruce up for economic development.
[2:26:17] I would really like those to be reaffirmed that that's what those are supposed to be used for, not resealing the roof, which is basic maintenance.
[2:26:25] I would agree.
[2:26:27] Okay. You're sacking that? Yes.
[2:26:29] All right.
[2:26:30] Well, I just want to make sure, so what happens to the roof?
[2:26:33] Does the roof not get repaired?
[2:26:35] Now, well, after repair the roof, I mean, the biggest thing is how do you see out as a
[2:26:43] commissioner day to see the 23 and the 13,000 would be the aviation advisory board that's
[2:26:49] going to make recommendation on how those are going to be spent?
[2:26:52] Well, you and I just discussed the FBOs having the input.
[2:26:56] I mean, obviously they're here, they can one FBOs here, they can speak to it if they like,
[2:27:01] but up to the chair of course.
[2:27:02] Yeah. Well, the one thing that from what I understand, I wasn't first part of this conversation
[2:27:09] because I put out a schedule on things that would be done at the airport, but my understanding
[2:27:14] was both at the O's. We're not totally convinced that Hans Lane's keeping was the answer
[2:27:20] because they had to maintain it. And they didn't, they weren't very careful about that,
[2:27:27] but I'm open to whatever more decides they want to do in the way we're improving.
[2:27:33] So, can we do this?
[2:27:36] I don't think a base end is not a good idea to do what you want to do.
[2:27:40] The first thing I've heard came to me is, well, let's use the economic development fund to pay for it.
[2:27:45] If the end result of this is economic development, right?
[2:27:48] But then it comes down to shouldn't it really do me just go through this, shouldn't the recommendations come from the people that are going to have to maintain it and operate it and from the aviation advisory board or should they not be involved?
[2:28:00] Yeah, I mean, right now my impression is is that the right hand doesn't know what the left hand is talking about in the staff.
[2:28:11] So facilities maintenance, things they're doing, they're job to go out there and cut down a tree because it'll reduce the maintenance of cleaning the gutters every year or whatnot.
[2:28:20] But we need to say we can't make those kind of decisions when those are decades old pine trees that are not going to regrow if we change our mind.
[2:28:30] So, for right now, the first thing to say is that we don't cut down any trees that don't
[2:28:35] have to be cut down for FAA and airspace quarrel.
[2:28:39] Secondly, I would like to personally, I would like to see perhaps the FBOs make a presentation
[2:28:45] on what they think would help improve their to facilities that actually belong to us, but
[2:28:53] they're renting them and they're dealing with the flying public and they're working with
[2:28:58] folks that are coming in on aircraft and so forth.
[2:29:01] And secondly, in another thing, just to say that the airports do need some attention, one
[2:29:07] of these, a couple of these pictures show the light posts.
[2:29:10] For example, the globes have not, in facilities maintenance is aware, or I should say, the
[2:29:16] person that's in charge of running the airports was aware that the globes were not attached
[2:29:21] and never got them fixed, and a jet came in the other day, spun around, and the globes
[2:29:26] and flying off and you can see everything's tired of now because the maintenance was not done correctly.
[2:29:32] So it needs attention.
[2:29:34] So it needs to be scheduled to replace me.
[2:29:37] Especially now.
[2:29:42] Yeah.
[2:29:43] So you recommended that the FBOs come up with a plan and that to the aviation board or bring it to us.
[2:29:53] The first thing you just saying don't cut the trees.
[2:29:55] First of all cut the trees.
[2:29:56] That's already been taken care of. It's not hard to put a gutter gars
[2:30:01] Okay, so the trees now are not a issue. Ranges has been taken care. So now comes back to we need a plan for the spending of the money, who delves the plan, who approves.
[2:30:12] I think that they should present to us. I think it would be a wise decision on both of their parts to bring it up at the Aviation Advisory Board and get by in from everybody because there's some really smart people in that board that might be able to provide some additional guidance.
[2:30:27] but it eventually comes to us for approval.
[2:30:30] And we limited to the 23 and the 13,000, or are you going to?
[2:30:34] I would say due to two levels, due to 23 and 13,000,
[2:30:39] but also bring us the blue sky, because eventually,
[2:30:43] we are going to do economic development.
[2:30:44] We don't have the money, perhaps, a portion to this right now.
[2:30:48] Oh, we got money.
[2:30:49] But we need to be planning.
[2:30:50] We've got to be planning ahead.
[2:30:54] So okay, so anybody object to that? Commission of dates.
[2:30:58] It's a swivel.
[2:30:59] Oh, we're so close to the finish line, but I have to know what Chris is because I can't
[2:31:05] think of what you such a Tony-amount.
[2:31:08] No, but what is Chris's stand for?
[2:31:10] I don't remember.
[2:31:11] Oh, okay.
[2:31:11] Good.
[2:31:12] I thought I was just excited.
[2:31:13] Another one of those government acronyms when they send your money for you,
[2:31:16] songs.
[2:31:17] I thought you all were in the loop and I just was so tired.
[2:31:19] No, I just knew I had to do the airports and I remember being allocated to the airports and that was the one.
[2:31:24] So that's one of the things I would remember.
[2:31:27] So then the second part of it is, I'm so glad that you're addressing this and when things look nice and people,
[2:31:36] they're going to want to, it does create economic development.
[2:31:40] My past life, that's what I did into your design and you can watch any show, put some pain on it and people are like,
[2:31:48] Wow, this is brand new.
[2:31:51] So Kudos to you for bringing this forward and I encourage you.
[2:31:56] So as I understand, the motion that is going to let each one of the FBOs come up with a plan that
[2:32:05] will present to the aviation, the Vodern Board, subsequent will come to the Commission.
[2:32:10] One of the plans will be to use 23,000 for a crystal river, 13,000 for Emeronus, and the other
[2:32:15] will be a blue sky plan as it relates to what I've done.
[2:32:22] No pun intended.
[2:32:25] It sounds to me like you captured it.
[2:32:26] Does it very great?
[2:32:27] Yes.
[2:32:28] Okay.
[2:32:28] So just so I can go back now and clarify who made that motion was commissioned
[2:32:33] a day.
[2:32:34] Yes.
[2:32:34] Who made the second?
[2:32:36] Mission.
[2:32:36] Can I make the second have that?
[2:32:38] Good.
[2:32:38] I wanted clarification of that.
[2:32:40] And if what he just said is what she wants, we need to amend the motion.
[2:32:45] because she had first stated to use the Chris of Fund's promise to FBOs to reaffirm that
[2:32:51] those are what they're supposed to be used for not for the resealing.
[2:32:54] Then you went on to have a further conversation about that.
[2:32:58] So, let me clear by, I make a motion that we ask both FBOs to make a presentation on how best
[2:33:07] to use 23,000 for Chris River Airport and 13,000
[2:33:12] for in Emeronis Airport, specifically Chris of Funds,
[2:33:17] to improve the appearance of the airport
[2:33:20] for economic development reasons.
[2:33:22] And secondly, to be invited to present a larger plan
[2:33:27] for economic development appearances,
[2:33:30] you know, gateway to the county.
[2:33:31] Let's put it that way, gateway to the county.
[2:33:34] Did that clarify it?
[2:33:35] Yes, thank you very much.
[2:33:36] Is that good? Okay, yeah, and can there's a soul in there much and just not the money the water is just keep it clear
[2:33:43] Aren't related to that we're gonna have to have a discussion in the future about where the funds come from the redo the roof
[2:33:49] Because the roof still needs to be done so perhaps we can come back future time
[2:33:54] Mr. Oliver and you tell us what that amount's gonna be and then we can talk about it does it come from
[2:33:59] Reserves as come from what are okay, and how do you spell Chris us and she don't know what it is?
[2:34:04] What's that?
[2:34:05] How do you spell?
[2:34:05] How do I spell Chris?
[2:34:07] I see RSSA, I think.
[2:34:09] Is that right?
[2:34:10] It's all cops.
[2:34:11] RSSA, I think.
[2:34:12] Okay.
[2:34:14] Anything else Commissioner Davis on that?
[2:34:16] No, sir.
[2:34:16] Has there any public comment on that motion?
[2:34:20] Any further commission discussion?
[2:34:22] Uh-huh.
[2:34:24] Please come up.
[2:34:25] Please come up.
[2:34:28] Not that we could stand up and leave if we wanted to.
[2:34:30] I don't think any of us have the ability now to straighten our legs.
[2:34:33] Thank you very much Mr. Chairman, Mr. and the Mrs. Commissioner.
[2:34:39] I came to the last, not the last of the five years ago, I came here for the least we knew and with Captain Tom Davis.
[2:34:50] It's very fast, there's already five years at that time.
[2:34:54] I received such a courtesy and welcome from the previous owner.
[2:34:59] I didn't thought there was a goody.
[2:35:02] I specifically remember Mr. Kaliha had met a welcome remarks, and you said,
[2:35:10] you don't know how big a shoe is you are stepping into.
[2:35:13] And then I remember if all this five years, every day,
[2:35:17] it's a reminder to me how important this airport is.
[2:35:21] So I took my job very seriously.
[2:35:23] Even I have not been here for a time, but I'm coming to hear more and more
[2:35:27] I'm putting my house for sale. I'm moving into this neighborhood.
[2:35:32] Yeah.
[2:35:33] By accepting this five-year renewal,
[2:35:37] Renew my commitment to the company and to this airport.
[2:35:41] I just want to convey the message too.
[2:35:44] Also, and I realize,
[2:35:47] every day being here,
[2:35:49] the airport is the showcase.
[2:35:51] It's a gateway to this community and people coming.
[2:35:54] And I was try to utilize some of my architectural skills, try to make it beautiful or that.
[2:36:03] But the one idea we did that is the coming out of necessity of the safety on the front.
[2:36:10] Last year, in the heroin season, there have so many pallet in the air already,
[2:36:18] but try to avoid the weather, so they diverted to our airboat to make emergency landing.
[2:36:24] Sometimes our airport is already closed, they don't have a place to go inside.
[2:36:32] And so I did the little sketches and said, what will happen if we make the front entrance as a porch
[2:36:38] People can have a safe shelter space and then during the good time they can enjoy the good weather
[2:36:47] In the very time, they have a little shelter.
[2:36:50] So that's the whole reason to trigger this.
[2:36:53] And the important need some help in that regard.
[2:36:56] We have a few form, a missile, all of all,
[2:36:59] already put that on the agenda, is a 30 years old facility.
[2:37:03] All the components that are coming to the life expectancy.
[2:37:09] We are waiting for the wrong way to be extended.
[2:37:13] But in the front yard, I think that's definitely
[2:37:15] can need some help and anything is a 20-3 or in addition to that even board of every penny we
[2:37:24] can use to make it more welcome.
[2:37:27] Thank you so much.
[2:37:27] Thank you.
[2:37:28] Appreciate you being here.
[2:37:30] Yes, could you get a green card for all the folks?
[2:37:32] Is anyone else the wishes to speak to this motion?
[2:37:37] Okay, I see no other public comment, commissioners, any other discussion on a motion?
[2:37:42] Okay, I want to favor say aye.
[2:37:44] Any opposed say nay?
[2:37:45] That passes unanimously. Anything I'll commission your Davis.
[2:37:48] No, sir.
[2:37:49] Okay, commissioners, label anything tonight.
[2:37:52] Yes, sir.
[2:37:53] Okay. I have one item up here. Hopefully this won't.
[2:37:56] Go the way some of these have gone in the past.
[2:37:59] The, I know, though, when we talked about Mr. Oliver,
[2:38:03] people were, you know, concerned we weren't using the right procedure in the future.
[2:38:08] And after that, we never, there was no other method developed in the future.
[2:38:12] future shares, future boards may review the review procedure, and I'm up with the better one.
[2:38:19] But as of right now, I believe our attorneys review as do next month if we go by her anniversary
[2:38:25] date. I don't think technically we have to give her a review, but it seems to me it's the right
[2:38:31] thing to do. So again, if the risk of getting the eye or not of folks, I'll just say what I always
[2:38:38] and that is I've talked to Denise on a regular basis, pardon me for saying Denise, but I can't
[2:38:44] yell at you if I have to use your last name, I have to. So we've had some very spirited conversations.
[2:38:51] We don't always see eye to eye, but I very much valued her professional opinion and I keep reminding
[2:38:56] everybody if it was up to the citizens of Citrus County along and one election should be a county
[2:39:01] judge right now. So I think that speaks highly of her qualifications. It's just those folks on the
[2:39:07] County, you know, they, they had to get into it. So we had said, I would just go
[2:39:12] over to say, and I had discussed her performance with her. I find her the top
[2:39:17] of her profession. I know her colleagues that she deals with speak highly
[2:39:21] over. So I would like to recommend that we put something in her file with our
[2:39:25] highest recommendation and include for her the pay raise that we voted for
[2:39:30] all county staff. I can, sir.
[2:39:34] Anybody not concur. That might be the easy way to go.
[2:39:37] Any comments you want to make? Yes, Commissioner Slaver.
[2:39:42] Evolving with each evaluation, I've tried to follow the rules, so I don't.
[2:39:49] I think that your attorneys are respectful. I think she's knowledgeable.
[2:39:54] I think that she has been responsive to my questions. We don't always agree on things.
[2:39:59] We did not agree on something today, but I had to go with my gut.
[2:40:02] And even though I push back and you are always respectful and I do appreciate that.
[2:40:09] Thank you.
[2:40:10] Yeah, her job is not to be light.
[2:40:12] Her job is to keep us at a jail.
[2:40:14] That's what I always tell her.
[2:40:15] So I'll keep me at a jail.
[2:40:17] Commissioner Clark.
[2:40:18] Thank you.
[2:40:19] Great.
[2:40:20] Commissioner Davis.
[2:40:21] All good.
[2:40:22] Commissioner Conor.
[2:40:23] Yep.
[2:40:24] I would say I agree wholeheartedly and saying no to us is not easy.
[2:40:32] But I do appreciate that she stays engaged in the conversation and sometimes we're able to find the middle ground, other times not so much, but anyway, always very, very respectful and extremely knowledgeable.
[2:40:49] I'm going to agree with that.
[2:40:50] And I just want to continue and this is done steel, you know, victory, or defeat from the hands of victory as we talk about.
[2:40:57] But, you know, all the people that experienced with other county attorneys and some were
[2:41:02] too engaged.
[2:41:03] Some believe they're a county commissioner and they want to run the show and others take
[2:41:07] the position of setting back and saying, hey, if I don't say anything, I can't get in trouble
[2:41:11] and I can.
[2:41:12] My defense can always be.
[2:41:13] Well, nobody asked me, you know, and what I appreciate about Ms. Lynn is that she takes
[2:41:18] her position seriously.
[2:41:20] And even if she knows that my cause or some grief from us, she knows her job is still to tell
[2:41:25] what we may not want to hear, but what she feels compelled to tell us, and I told
[2:41:29] we over and over again, that's where age happens. You tell us what you think you need
[2:41:33] to tell us, and then we sink or swim based on what we do. So I just think it's
[2:41:38] important that we had this discussion, and again, we always do if there's
[2:41:44] something that we have issues with, we get together, we talk about, and I know
[2:41:48] you all do as well. Yes, ma'am. I forgot to say one thing. When I call the
[2:41:53] Minister after hours on a Saturday he never yells at me just one of those things.
[2:42:01] It's always nice to me so yeah like we some good Friday.
[2:42:05] But like right.
[2:42:06] And maybe something you could work on.
[2:42:08] Yes man or good Friday.
[2:42:10] Good.
