[0:00]
to come a regular council meeting to
order at 700 p.m.
[0:05]
Has everybody had a chance to review the
agenda?
[0:10]
I uh
I got it late on uh last week and uh
[0:16]
there's no internet today so
I just got coffee now. So take a minute
[0:22]
to go through it.
>> No, just now. Yeah, kind of. We'll see
[0:26]
as we go, I guess.
I asked for um a cost analysis on video
[0:33]
uploads to be brought back in February
and then again for this agenda it is not
[0:36]
on this.
>> Do we have that information Karen or can
[0:41]
we
>> Yeah, we had discussed it when that was
[0:43]
passed and there is no cost that would
for either one the only thing that cost
[0:50]
was that which this was discussed. I
didn't know I had to make a resolution
[0:54]
to do it too. But the difference was
putting that um changing our website to
[0:59]
have that so people can go there, read
the minutes, look at the video,
[1:04]
whichever. So that that would have been
for both which I got the bill.
[1:11]
Oh, I don't know if there was in these
payables or last payables which was
[1:14]
$500,
but it was distressed. No, there was no
[1:18]
resolution, but it was discussed. Can
you tell me where I can find that
[1:20]
discussion on video? Because I don't
remember having that discussion. I
[1:24]
remember asking about it to be brought
back and you're going to do a
[1:27]
presentation to council about what it
would cost, what the differences look
[1:30]
like, and we didn't get any.
>> Well, the answer is there is no
[1:33]
difference. That's the difference.
That's the That's your answer.
[1:36]
» Okay. Then why are things not uploaded?
>> We are missing a lot of videos online.
[1:42]
So, there's a couple on YouTube and
there's a couple over here. So, I'm just
[1:46]
wondering where our platform is, what
we're using them. I don't I don't know.
[1:49]
You talk about
>> the the village website is where our
[1:52]
videos are on YouTube as well. There's a
village.
[1:55]
» I don't know how they're getting on. We
can't stop people from posting them on
[1:57]
YouTube.
>> It was supposed to buy the village at
[1:59]
the village.
>> No, I I don't think so. Well, this
[2:03]
certainly not by any direction from
counselor administration.
[2:07]
» I'll send you the link.
[2:11]
» So, the other one will be uploaded then
like the author's resation and things
[2:16]
» that we have to approve. That's all on
the website.
[2:19]
» Yeah, his one is up there.
>> The video is
[2:21]
» Yeah, we're looking at it earlier this
afternoon.
[2:23]
» I think I'm missing last
month's
[2:27]
» Yeah, the ones we can't we can't post
videos or minutes of meetings. We can't
[2:33]
post minutes that haven't been approved.
So once we get
[2:35]
» No, but videos
>> and the video is the same. We can't have
[2:38]
» I haven't been You're correct. Well,
they are going up there. There isn't a
[2:44]
bunch as you're stating. They're up
there. You're obviously not
[2:48]
» in the right area.
>> I was looking today for something to
[2:51]
verify some stuff.
>> Get right back to show you better. I
[2:54]
don't know.
>> I did see the auditor went. Could they
[2:56]
help us with
what did you just say?
[3:01]
» I said get somebody to help you find
your way.
[3:04]
» Is that what you said? I heard something
else.
[3:06]
» Yes.
>> Watch what you say, please.
[3:11]
Okay.
Any more questions about the agenda or
[3:15]
any amendments?
Then can we get a counselor to accept
[3:20]
them, please?
>> I'll move that we accept the agenda as
[3:24]
presented.
>> Can I Sorry.
[3:28]
Can I add something to the agenda?
>> Sure. Yep.
[3:32]
So, it's RFD no5
[3:36]
027
and it's regarding the um floor
[3:43]
and they just got back to me yesterday
and it's regarding closing a road
[3:47]
closure. They just emailed me yesterday.
>> Okay.
[3:52]
We'll need a majority of council to
agree to
[3:57]
» Well, it's a road closure, so add this
to the agenda.
[4:04]
Yeah. So, this is happening before the
next meeting.
[4:08]
» Yeah.
>> Which road do they want to close?
[4:26]
» Oh, I put in the sponsorship too there.
So, there's two resolutions on that
[4:30]
page. Can you look at the very bottom?
There's two.
[4:38]
Are you guys okay with adding this to
the agenda?
[4:43]
Um, I don't
[4:54]
Yeah, looks like it's just a a request
for road closure and uh
[5:00]
and some information about sponsorships
if the village chooses to
[5:05]
participate.
>> Okay. So, that's 8 C underneath
[5:09]
business.
[5:18]
Okay. So, I'll move that we accept the
agenda as amended with the addition of
[5:22]
the HC.
[5:28]
Is there any further discussion?
[5:33]
All in favor?
Carried.
[5:44]
The next thing on there is approving the
minutes from the last three, the regular
[5:48]
council meeting and the two special
council meetings.
[5:54]
Did you get a chance to go through those
here?
[5:59]
» So, there was a motion that I made to
bring back the particular library at the
[6:04]
time stamp on the video was 2033. It was
even reported in the newspaper about
[6:08]
making that motion. Again these minutes.
>> Which minutes?
[6:13]
» The budget for the library. I thought
you wanted the
[6:16]
» Yeah, I made a motion.
>> The operating budget.
[6:18]
» Let me bring back the operating budget
for the library.
[6:22]
» Which minutes?
>> The regular council minutes.
[6:28]
The time stamp on the video is 2032.
[6:38]
So there is the capital bring back the
capital.
[6:42]
I don't have the time stamp here. I just
have a resolution. It's 26/
[6:48]
um 027. Council Thompson requested the
CEO to bring back the capital project
[6:53]
for further discussion at the May the
19th, 2026 regular council meeting. This
[6:59]
I already
what resolution was a I don't know
[7:04]
» where was it in the middle of what was
it in the middle of it was I believe
[7:08]
after the committee of the whole
meeting.
[7:11]
to somewhere.
[7:18]
The only one I wrote down for you and I
might have missed the other one was that
[7:22]
you wanted the capital budget brought
back. I didn't have the note in the
[7:26]
other one. So, I might miss that.
[7:35]
» And that one is in here. That's
resolution 2675.
[7:39]
» Yes. Yes. That's capital budget. This
was that we bring back the library
[7:43]
budget. It's a nice regular
[7:47]
hole is 076.
So there was two resolutions in there.
[7:57]
» Is that what you're saying?
>> Yeah, I guess it was added like I went
[8:01]
through it again today and even in the
newspaper it was reported about the
[8:04]
library budget being brought by the
council.
[8:12]
Voted two to three.
[8:25]
Also, the world word opposed means to
line things side by side. If you're
[8:30]
looking for oppose, like is it O not a P
or C?
[8:38]
checking here.
[8:47]
So without knowing the wording and of
the motion that you made, councelor
[8:53]
Thompson, and and when it was made, um
are you satisfied that that the
[8:58]
operating budget has been brought back
to this meeting
[9:03]
or do you want to
>> I want this to reflect what happened?
[9:08]
» We're not going to be able to fix that
tonight.
[9:10]
» Nope. So we won't be able to pass it.
But I can tell you the other things will
[9:12]
be other moments that are wrong.
There's also that I returned to the
[9:18]
regular council meeting like it was um
reconveneed at 10:27 and I returned at
[9:23]
10:27. I wasn't actually called back in
until 10:35 after it was reconvened.
[9:32]
» Okay, we can
>> Are we still on the regular council
[9:34]
meeting? You are. We are.
>> We can we can make that change. 10:35
[9:45]
That will work.
[10:00]
Anything else?
Not
[10:04]
so the time was um council to return to
the regular council meeting at 10:35.
[10:10]
Correct.
[10:20]
Can I get a motion to accept the minutes
as amended?
[10:25]
» I don't want to accept them until I see
the changes
[10:28]
going back to the next meeting. They're
going to have to be tabled.
[10:31]
» Okay. Can I have that motion then,
please?
[10:35]
» I table the minutes. So the next day,
>> you're not
[10:43]
are we t are we tableabling all three
minutes with just
[10:46]
» No, just April 21st.
>> So we're tableing the regular council
[10:51]
April the 21st meeting.
[10:58]
Okay.
[11:07]
to the 27th.
>> Oh, we got to vote on that, I guess.
[11:12]
Right.
>> Till the next to the next meeting was
[11:15]
your motion.
Yeah.
[11:22]
» Wow.
Okay. Um, you've ordered the motion. Uh,
[11:27]
Councelor Thompson wants to table the
April 21st, 2026 regular council meeting
[11:33]
minutes till the next regular meeting.
Any further discussion?
[11:38]
All in favor?
Carried.
[11:52]
Now the
special meeting on the 27th
[12:05]
anything there.
[12:11]
» Can I please get a motion to accept the
minutes as presented?
[12:19]
Any further discussion? All in favor?
Car
[12:33]
and then the special meeting from the
30th.
[12:44]
Currently we have
two mate bylaws 24 and 25 online but not
[12:52]
26. So I couldn't see if it's actually
as
[13:00]
» well 26 would be the the master rate by
>> it's not online.
[13:09]
So in 26 we removed that administration
fee and added zero for whatever it was
[13:15]
installed thing. I know
>> y so what it says is it just says that
[13:20]
we came for a second third reason
doesn't say as amended
[13:23]
» but we didn't amend it. It's a new tax
bylaw. So
[13:27]
» not the tax the master.
>> Oh yeah
[13:31]
» but it's a brand new bylaw but you can't
amend it.
[13:34]
» No we did amend it. I know, but it's
[13:39]
we
>> you can't amend a bylaw on the
[13:42]
» Yeah. Why?
>> That's why it needs a new number. So,
[13:45]
» okay. So, then that new bylaw with the
changes is what we have for the 26 then.
[13:51]
Yes. Yeah. I don't have to see that it's
changed.
[13:53]
» Yeah.
>> Okay. Perfect. Thank you.
[14:00]
Any other issues with the minutes from
30?
[14:05]
» Yeah, the page page six. So, so April 29
is April 30.
[14:14]
» Page six.
>> Page six here. This is April 29 is April
[14:19]
30.
>> Oh, you got the wrong date, you're
[14:22]
saying?
>> Yeah, the date
[14:27]
Are you back on April 21st?
>> Oh, yes, it does say April 29th,
[14:32]
correct? I Is that what you're saying?
>> Yeah.
[14:34]
» Yeah. I Yeah, I just a resolutions cuz
we changed the date the last
[14:39]
» Yeah, it's April 296.
It's just a resolution that I written
[14:46]
out, right? Because we um the date or
the meeting was pushed back on. He
[14:51]
actually his motion was actually called
a special meeting for the 29th. So that
[14:56]
motion in there is correct. We didn't
have the meeting till the 30th. The
[15:01]
motion's correct.
>> This was accepting minutes.
[15:04]
» Yeah, but it's the
on page six. See, I think you're back
[15:10]
on.
>> You're She's back on April 21st.
[15:16]
» No, no, it's it's an original
>> page six and six.
[15:21]
That's the motion you're referring to,
correct? This one here.
[15:24]
» Yeah.
>> Yeah. It's the motion that hasn't been
[15:26]
made yet. So, we just need to change
that from the 29th to the 30th.
[15:28]
» No, you can't.
>> No, the motion you made first. First of
[15:32]
all, these are the April 21st minutes.
>> Okay. And we first
[15:36]
» And that motion in on April 21st is you
tr you made a motion to call the special
[15:42]
meeting for the 29th. Correct.
>> That motion is correct. Yes.
[15:45]
» We did not hold the meeting till the
30th.
[15:48]
» Correct.
So the motion's correct. The minutes
[15:51]
will reflect April 30th.
>> Page three of three. April 30th. The box
[15:58]
24.
[16:12]
» Okay. So the April 29th. So page 16 of
157. Yeah.
[16:38]
So you guys want
are we accepting the minutes as
[16:42]
presented or as amended?
[16:56]
Can I get a motion then for that?
>> Okay. I'll move that we accept the April
[17:02]
29th.
Actually, that should be 30.
[17:05]
» Yeah, that's
so Yeah, on page 6 of 157. Yeah. A
[17:10]
motion that we accept the April 30
minutes.
[17:15]
April 30, 2026 special council meeting
minutes as amended.
[17:19]
» Correct.
>> Is there any further discussion?
[17:23]
» All in favor?
Carried.
[17:38]
We don't have any delegations tonight.
[17:49]
Then we'll move on to the open forum.
Same rules as always. This isformational
[17:53]
only and time limited. Each speaker will
get three minutes. It's for comments,
[17:58]
questions, and concerns from resident.
What it's not for is to discuss personal
[18:02]
matters, legal issues or confidential
concerns or to get into a debate with
[18:07]
council. Um, if you bring questions
forward, we'll try and get them answered
[18:13]
for you. I can't promise we'll answer
those tonight, but we can bring them
[18:16]
back to the next meeting. So, is there
anybody that wants to
[18:22]
» Hi there.
[18:25]
Okay. I'm I'm with the information
committee as well.
[18:30]
» We know who you are, but can you
introduce yourself, please?
[18:33]
» So,
and myself, we forgot to put ourselves
[18:38]
on the agenda. So, I'm just here because
in the paper it did say that you would
[18:45]
contact us as to
information for trees and trusts.
[18:53]
I have talked with Brenda. We have
looked at some mainly shrubs because
[18:58]
we're just filling in between the spruce
tree. We're not planting the great
[19:04]
things. So, I just thought I would leave
this with you guys. Um, so we are
[19:13]
expanding in August.
So, we're trying to get everything going
[19:20]
as fast as we can. And if we don't hear
back, funding will be gone or the trees
[19:27]
will be gone.
[19:37]
» No, but you you guys never did get
[19:43]
» But but I mean Yeah. Okay. But you got
less. So it's like I said, it's more or
[19:50]
less in between the sign. Nothing too
high.
[19:54]
We don't know how long that sign might
be there, you know. So
[20:01]
» Okay.
>> So just just for information so we can
[20:05]
keep moving along.
>> Awesome. Thank you so much, Donna.
[20:08]
» Okay.
>> And when's the when's the the best date
[20:11]
to get back? Like how quickly would you
like us to get back to you with that?
[20:15]
» Well, as soon as
>> sooner,
[20:18]
» do we need a resolution for that or
couldn't we just
[20:21]
» It's It's just open form.
>> No, I know. But we did table a
[20:26]
discussion
for like trying to keep things moving
[20:31]
forward.
>> Is there any reason we couldn't make a
[20:33]
motion to accept the generous offer from
the vacation committee?
[20:36]
» Well, we could put it on the next
general. We could have the information
[20:40]
Don has provided put it on the next uh
meeting and make the decision then.
[20:45]
» Okay. Sounds good.
>> Does that sound good?
[20:46]
» Yeah. If you find any other questions or
if you want us to come to council or
[20:52]
something.
>> Okay.
[20:54]
» We can. Okay.
>> Awesome.
[20:56]
» Okay.
>> Okay. Thank you.
[20:57]
» Thank you. Thank you.
[21:01]
» Anyone else want to speak on open forum?
[21:08]
Okay, we'll move on to business arriving
from the
[21:11]
» We need a motion that we
>> Oh, yeah. Could I please get a motion to
[21:14]
accept Donna's uh information?
>> Okay, I will make a motion to accept the
[21:19]
request and concern and information
only.
[21:30]
Any further discussion?
All in favor? Carried.
[21:43]
All right.
[21:49]
Okay. The next one is uh capital
projects.
[21:53]
I don't know if any of you guys had an
opportunity to think about what kinds of
[21:58]
stuff. I know we we do need to give our
CEO some direction here on to what to
[22:03]
move forward with on capital projects
and the one that keeps coming up is the
[22:08]
underground infrastructure and
replacement on Third Street East. I
[22:12]
think that's been a long time ongoing
uh project and from my perspective
[22:18]
anyways, this is just my opinion.
If we want to move forward with that
[22:22]
one, we we need to get going here
because uh the C will have to reach out
[22:28]
to for other funding for that. So from
the county
[22:34]
and if I'm assuming we want to get that
work done while school is out. So we
[22:39]
need to get some quotes in and we need
to get some funding nailed down if
[22:42]
that's one of the ones you guys want to
move forward on. Some of the other ones
[22:46]
are in here as well. I would like to
know where that rates with the
[22:50]
infrastructure audit. Like we've just
paid a lot of money to have an audit
[22:53]
done and we don't have any list of
anything of what that shows. I mean that
[22:57]
might not be the best place to start. It
might be but we just paid all this money
[23:02]
to make us a list and because it hasn't
been released yet to tell us where to
[23:05]
start, it's difficult for me to say
that's the spot. It's it's I don't want
[23:10]
to put good money, you know, at
something that might not be where it
[23:13]
should be. I got to do a smaller
project.
[23:18]
And but that's my opinion like do we
have any reserves? Last year 300 and
[23:23]
some thousand got removed from a reserve
account to
[23:27]
general funds or something like is there
still reserves someplace.
[23:34]
» There's the there's grant money sitting
there for capital projects. I can't
[23:38]
remember the exact amount. That's
>> it's it's on the next page.
[23:41]
» Yeah. But I'm asking about money like
save money someplace like where they
[23:46]
last year.
>> I think what the plan would be to is to
[23:49]
use up the uh the what used to be called
the MSI grant that we've been carrying
[23:55]
each year and tallying up so that we can
address that particular capital project.
[24:03]
So I think the the big one which was
discussed at the last viability meeting
[24:08]
is that 469,000.
I think that's been kind of carried over
[24:13]
each year so it can be applied to that
and then there's less money to be
[24:18]
borrowed because then most of it can be
grant money
[24:21]
and then Karen
has someone actually looked at and
[24:26]
understands what needs to be done on
Third Street East. Yeah.
[24:32]
» So what?
>> But I still have to advertise. It had I
[24:35]
still have to get authorization from the
council to advertise and to give at
[24:39]
least two more votes.
>> Okay. But what what there was an
[24:43]
assessment of the underground,
>> correct? And and what was that
[24:46]
assessment? Can that be revealed?
>> Oh, yeah. Um he said the water is fine.
[24:53]
Oh, sorry.
Oh, shoot. I'm not sure. I think it was
[24:58]
the water line's fine and the sewer line
or the um sewer line is fine, but the
[25:04]
water line is what needs to be replaced.
So, the one line it doesn't need to be
[25:08]
replaced. And I do believe it's a sewer,
but I don't have the quote the proposal
[25:15]
in front of me, but so one line is and
with the little tieins because of the
[25:21]
school, there's no tie-ins on that side
of that road. So that's a big um
[25:28]
um cost massive cost for that. So
there's just
[25:32]
» big cost savings because there's fewer
time.
[25:34]
» Yeah.
>> Mhm.
[25:37]
» So I just want to know which one is
first we should do and which one is
[25:42]
urgent.
>> So that's up to us to decide.
[25:45]
» Well, this is Yeah, that's up to you.
That's why I'm bringing it to you. I'm
[25:49]
just cuz this is save the big dollars.
save these big grant money and you never
[25:56]
know what the province does because they
do cut their and they don't give you
[26:00]
heads up this week on their MSI or their
their funds but um having that there and
[26:07]
then plus plus where I'm reaching out to
is the county to cover a majority of
[26:14]
this. So because I don't know Yeah.
Because I have it to
[26:21]
» you need direction. Yeah.
>> Right. So, but if I when I get
[26:25]
direction, okay, let's do this. Let's
get um all this going down the road,
[26:30]
then I can do the same thing. I'll send
a application or uh to the M View County
[26:37]
and then he will take it to his council
and they'll do the same thing. No, just
[26:41]
like they did behind the arena. So, they
they're paying for 80% 86%
[26:48]
» of that fixing. So, this is why I was
picking the school too. And we already
[26:52]
approved the arena one, right?
>> Yes.
[26:55]
» We already approved the arena one,
>> correct?
[26:57]
» Yeah. So, we can stroke that off of this
background.
[27:00]
» Yeah, that one's done. Well, there's a
few done here.
[27:04]
» So, what we can suggest, Jenny, to kind
of answer or calm some of your concerns
[27:10]
is the proposal going out is this is
what we want to do. We need to
[27:14]
understand what this is going to cost,
what needs to be replaced. So that's
[27:17]
step one is is the propo the request for
proposals have to go out and in those
[27:24]
requests we we need to state we need to
understand what needs to be done so and
[27:28]
understand the cost. So does not does
the infrastructure audit not tell us
[27:33]
will not tell us what needs to be done
like is that not already got the
[27:37]
checklist of this you know the water
lines the sewer lines the the road
[27:41]
doesn't need actually sent to me because
I have no internet today cuz I was going
[27:46]
to give them to you guys on camera
tonight I actually told Ross that I was
[27:50]
giving them to you so he's expecting to
have them but because I lost internet
[27:56]
and I didn't download them because he
sent them to me in one email and he um
[28:01]
he linked them no different than I was
trying to do with mine and I still
[28:05]
wasn't able to open them. So then
Marshall had sent them to me today
[28:09]
finally just one at a time but then that
time we lost internet so I haven't even
[28:15]
opened them. So, um, as um, Council
Thompson is saying that we should get
[28:20]
some information. That's what this is
all about is information, but we do know
[28:26]
what the residents want. And that was
one of those streets that they wanted
[28:31]
that. And you don't do the top without
doing the bottom. And that's a huge
[28:36]
undertaking for money. So, that's why
with saving up on that MSI,
[28:42]
it's a good opportunity to do it, too.
And if we get the government or the
[28:47]
sorry the county to um cover majority of
it then it's best yet.
[28:53]
» What does it cost to advertise
>> to advertise for do you have the quotes
[28:58]
» for the question for proposals?
>> I just got quotes.
[29:00]
» What does it cost to advertise?
>> Yeah. Is it $1,000? Is it $4,000? Like
[29:06]
cuz if we don't go that way and we
wasted that money on that. That's all
[29:09]
I'm asking. I'm so tight.
>> Well, usually in the paper it's a couple
[29:12]
hundred 500 maybe.
All right, I'm giving it up.
[29:17]
» Okay.
>> So, can you just give us a little bit
[29:19]
more information on the storm water pond
improvements at East Street? What's that
[29:23]
one about, Karen?
>> Oh, shoot. So, this this was done before
[29:28]
I came here and it's a it's a huge infra
um study that MPE did for the the um
[29:37]
village. Huge study. And because um the
water um how it actually beats up your
[29:45]
infrastructure that you do have already
um but it's huge. It's like one street
[29:52]
alone the furthest street third street
that alone is um
[29:59]
that alone is I think um 600,000
and but then they were proposing a pond
[30:05]
up top or a pond down below. So, it's
broken up in a lot of different. So,
[30:10]
this I'm just throwing these out here to
see what we to we need to get direction
[30:16]
where we want to go, what project we
want to do next.
[30:19]
» But we have a lot of streets like all
the streets.
[30:21]
» Do you have the information from the
>> Yeah, we've got the study. Yeah, we'll
[30:26]
probably um
>> No, about this the pond and stuff that
[30:32]
do you have that? Yeah,
>> that's the study. Yeah.
[30:35]
» Can you
>> It's not in that big book. Davis.
[30:38]
» Yeah. Yeah. And it actually came with
the last one, too, that you just got.
[30:42]
» Oh, okay. It's in there.
>> Yeah. It's He's They didn't have to
[30:46]
really do that, but they did put that in
there.
[30:49]
» Do you remember? Like I said, the study,
they didn't even have to do anything.
[30:52]
» I think I know what study you're talking
about.
[30:53]
» Yeah, it's right in It's right in the
one that we just got for the So, he put
[30:58]
the storm water one in there as well.
>> But that storm water one was done at
[31:05]
least 10 years ago. No, no. It was done
just before I I came.
[31:09]
» Okay.
>> Just before. So 22
[31:13]
» already got
>> the beginning of 23.
[31:14]
» Yeah.
>> Grant already got it.
[31:22]
» Okay. I
>> I would like to see something done
[31:24]
around the pond. I mean that's always
been a goal. just like the heart of a
[31:27]
community I think and lots of people use
it and things whether it's
[31:32]
I mean that culvert dug out the bridge
put in would be nice or the pond dug out
[31:36]
more or whatever but I know that's
probably dreaming roads are more
[31:38]
important but I did reach out to us to
do this I did reach out to the engineers
[31:43]
cuz and that was actually the first
summer I was here and um I wanted them
[31:49]
to dredge that pond I didn't know what
day it was dredge it clean it out and
[31:53]
make it a trouty uh so um refurbish it
for uh
[32:00]
12 pound or whatever and you get free
fish. You don't have to pay for it cuz
[32:04]
the province um gives it to you. But
they they something came up by it cuz
[32:10]
they did a study on it or something
before. So I kind of I'm not 100% sure
[32:15]
on that. But that's a good idea because
it is a it's a beautiful spot.
[32:21]
Trans Canada pipelines big gas line runs
right through there though. So I'd be
[32:26]
surprised if
>> we'd ever get permission to dredge.
[32:29]
» Maybe that's what it was.
>> There's signage and vents going right
[32:34]
through the east end of the loop there.
The pipeline's right there.
[32:38]
» Yeah.
>> Oh, maybe that's what it was.
[32:40]
» We'd never be allowed to dredge that.
>> Yeah, he I think maybe now when he that
[32:45]
says something cuz like I said, I was
just going down there. I just loved it.
[32:50]
So, but that's why I said it'd be nice
cuz you can get a different grant.
[32:54]
There's called a water works grant or um
environmental grant that you can get for
[33:01]
water for any ponds or stuff like that.
So, that's where I was going with that
[33:07]
one. It wouldn't even be touching any of
these other ones. But, yeah, I think
[33:10]
that was it.
>> How deep is it? I think I asked this
[33:13]
before.
>> The pond
[33:16]
in the bottom. So, it's pretty mucky, I
think. Yeah, I think it's only four or
[33:22]
» four.
>> I think it's only four or 5 ft deep.
[33:25]
» It buries, I guess.
>> Cuz that beaver house is pretty deep.
[33:30]
» Wait. Yeah, my daughter was in it.
>> It was pretty deep.
[33:33]
» Yeah. Um
>> but at the one end you could where the
[33:36]
beaver was built. They put a little
bridge there. Be pretty. Put a fountain
[33:39]
in the middle. Even with water we've
got.
[33:41]
» You'd have to have an air raator to have
the water moving cuz the mosquitoes
[33:45]
would be brutal. It it would be nice
anyways to have a marrier to have a
[33:49]
found that moves the water, but that's
just Yeah, you can start from
[33:53]
» I guess it's I like the road, right? The
third street. That was one of my thing
[33:59]
that I campaigned on to pay for damn
road. So
[34:02]
» yeah,
>> like can this be done?
[34:05]
» I'm kind of with the third street, but I
I had a question. Who's responsible for
[34:09]
railway avenue?
>> Is that us or is that the county or is
[34:13]
that Verit?
Yes. Yeah,
[34:17]
» it's a marked highway.
>> That road needs to be done cuz my truck
[34:21]
is getting beat up running over that
street. So,
[34:24]
» I was told they weren't doing any I
disappear. They did not tell me to. But
[34:31]
what I was told from previous staff that
they weren't going to do anything with
[34:36]
it until we fixed our culver.
>> Which culver?
[34:40]
» Where the big bump is.
>> Which big?
[34:43]
» It's our culver. It's our a culpit of
ours. I guess that is.
[34:46]
» But how do we fix that if we're not
allowed to touch the road?
[34:50]
» Well, you go underneath. I don't know. I
don't know.
[34:53]
» Get permits.
>> It's
[34:55]
» that's all I
[34:59]
» cuz I would like 580 redone. It's It's
>> Well, they were painting it last year,
[35:03]
they said, and then that's what I was
told.
[35:07]
» Has nothing to do with us.
>> Yeah.
[35:08]
» Yeah, I know. But if we have to fix the
culvert before they do anything, then we
[35:11]
need to find out what that means. I can
reach out to them and find out about it
[35:16]
» if you'd like.
>> Yeah, I just I found it.
[35:22]
I know the way the county works is when
>> the culver goes all theirs and then
[35:31]
all the approach after the rate
basically puts them in county
[35:34]
responsible for all the problems. So, I
just don't know how it works with the
[35:41]
transportation power.
>> So, yeah, if we could get more
[35:45]
information on that and then pursue the
province to get 580 done cuz it's just a
[35:50]
disaster.
[35:54]
And the the problem to paving 580
probably means higher rates of speed
[36:01]
going through town because it kind of
acts like a speed bump, but it is. It's
[36:05]
it's just a it's a mess.
So, I'd like 580 looked at.
[36:11]
» We can put quick. Is there any signs?
They have the signs.
[36:15]
» There's signs, but
[36:19]
» there's signs on on 22 as well. And very
few people do 60 going through on 22.
[36:26]
» We should try to stick to our agenda
here, guys.
[36:29]
» Let's uh let's get back to the capital.
This is all
[36:33]
» I guess this is all if we get the grants
>> really right
[36:38]
actually if we unfortunately we have to
actually come up we have to come up with
[36:43]
some cost estimates first we do have
some grant money we're um we're
[36:49]
reasonably
confident that the county will help out
[36:53]
with that street anyways because it is
the school street and the majority of
[36:58]
people that use that street our our
county residents.
[37:03]
» So, um yeah, we have to come we have to
give Karen some direction to go out and
[37:10]
get the quotes
and then we can try and find the funds
[37:14]
to match the boats without having to
borrow money here hopefully.
[37:18]
» So, I would look into third street
that
[37:22]
» Yeah, the third street. Yeah. Are you
are you making the motion, Eric? Or
[37:26]
» uh sure can. Yeah, motion.
>> Should we come up with a couple?
[37:31]
» Yeah, I was going to say that as well.
>> Okay, cuz I I was wondering if we should
[37:35]
consider the playground replacement at
ED clothes.
[37:40]
» I marked that one, too, cuz that is a
really old cell over there.
[37:43]
» Yeah.
>> So, and that will be if there's the big
[37:47]
project, then anything extra do
something like that or the wand or
[37:51]
whatever, but we'll start with the Yeah.
and with a playground. So, I know with
[37:56]
the one over here that was all done.
Mindy started a little committee and she
[38:02]
got a lot of um donations from oil
companies, grants, the the rubber
[38:08]
matting was all through grants. So,
Mindy kind of took that one on herself.
[38:13]
And I don't even know if the village
gave any money towards the one that's
[38:16]
over here beside the office. So that's
another option if we want to pursue the
[38:20]
playground at Edlo
is is to get a small committee together
[38:25]
and pursue um like any oil companies in
the area. I think Bonav Vista was one
[38:31]
gave a lot of money towards that
playground
[38:35]
and all the old companies names have
changed. So that's that's also something
[38:39]
we could do as council um is put a
committee together to to go after grants
[38:44]
for for a project like that one. And
then anything we're short could come
[38:49]
from the rest of the kids for capital
projects. So that's a possibility too.
[38:53]
» But that's one thing about playgrounds.
You you can just build on it. Just keep
[38:59]
on building it. Every year you could put
cuz a 100,000 doesn't buy a lot
[39:04]
» for playgrounds. So what you do is put
start it in one spot and grow on it. So
[39:09]
it can be a 5year project at the end
kind of thing.
[39:12]
» I'll stick to my motion. stick to I'll
get the let's get Third Street looked
[39:18]
after. That's a good start. It's a big
amount.
[39:22]
And then we don't know if it's even
going to happen. We just got to get
[39:27]
something going here. So,
>> and then did you want to add the
[39:30]
playground too to that motion or we can
get just
[39:33]
» second the playground? I guess if you if
the money is available that
[39:40]
» so it is your motion for the CEO to
put out RF
[39:46]
» RFPs for to understand what kind of
costs that third street
[39:52]
» I've done already I've started that one
already
[39:55]
» okay
>> but what I've got is um some grat people
[39:58]
that cuz it's all matching grats and so
what they're doing they're applying for
[40:04]
um these playground rats and then we
have to find matching ones so that at
[40:08]
the end we don't have to put anything
out. So this one's kind of started but I
[40:14]
can bring back what I've got on this
playground one see what Melissa has for
[40:18]
me but I can put on this resolution. So
really the only
[40:26]
» So the resolution would read that
councelor Martin directed the
[40:29]
administration to prepare cost
estimates, funding options, timelines
[40:32]
and recommendations for council
consideration for Third Street East
[40:38]
infrastructure and paving and secondly
the playground replacement at ED close.
[40:44]
» Okay, everybody okay with that?
>> Yes. Sorry, I didn't mean to put words
[40:48]
in your mouth. No, that's but can I add
on there
[40:52]
while they're giving a quote, can we get
quotes for
[41:00]
» what's the last street?
>> East Street.
[41:03]
» So, just
>> for paving East Street as well.
[41:06]
» Yeah, just to see what you know if
they're here already might get a better
[41:09]
deal. You never know, right? So, we got
It doesn't cost more to get.
[41:13]
» Yeah, they can go together.
That's the highest one for the storm.
[41:20]
That's not just doing the
>> Oh, that's a storm water
[41:25]
» for the development up top. You can't
put if for the development up top for
[41:32]
those what is that up there? 20 acres,
22 acres, 12 acres, whatever. For that
[41:37]
to be developed, the storm has to be
done. To have the storm done, I don't
[41:42]
think you can put pavement. And then
>> how about just chips here? and just
[41:46]
something to stop that erosion from
happening and there's poor people there
[41:50]
that
>> gets washed out every year. So,
[41:52]
» well, that's we did the concrete soils
which is diverting it quite a bit and
[41:58]
it's not wasted because when we put the
pavement down, it's going to go right up
[42:02]
to the concrete soil.
>> So, that is going to stay there. Seal
[42:06]
the blind line like so it lasts quite a
while. Takes a bit of maintenance.
[42:10]
» It's cheaper. It doesn't last as long
obviously, but could there be something
[42:14]
that could
>> well the water not coming down that
[42:16]
street the way it does not just erode
what's underneath the chip seal and just
[42:20]
then it would end up sinking and
cracking
[42:23]
» sealed to that concrete curve there. So
it's
[42:27]
it's just so we don't have we got a skid
steer to maintain our and they're not
[42:33]
you know
>> the cracks on center street you know
[42:36]
they're an issue.
>> It's just an idea. But you're adding to
[42:40]
also looking to
>> chip and seal. Yeah, I'm just saying I
[42:44]
want to make sure we get this recorded
accurately. So
[42:48]
» quote to
also prepare cost estimate funding
[42:52]
options timeline and recommendations for
chip and seal of East Street. and keep
[42:58]
the dust down for it was just
Yeah,
[43:06]
I'll read it one more time. There's a
motion that councelor Martin directed
[43:10]
administration to prepare cost
estimates, funding options, timelines,
[43:14]
and recommendations for council
consideration for
[43:18]
infrastructure and paving of uh Third
Street East. uh playground replacement
[43:24]
at Ed Close and chip and seal estimate
for East Street
[43:31]
» works for me.
>> I just put the secondly in there, but
[43:35]
that's fine.
>> Firstly, Third Street East and secondly,
[43:39]
playground replacement and ED close and
final.
[43:46]
Okay.
>> Okay. Is there any further discussion?
[43:51]
Oops.
[43:54]
Then we'll vote. All in favor?
Carried.
[44:11]
Now the operating budget.
[44:20]
There's been a request to
amend the operating budget.
[44:34]
So I guess we need to know what needs to
be amended and where the money's coming
[44:38]
from to make those changes.
Sorry. when we pass this budget which is
[44:45]
the library $6,377.
[44:50]
So, I'd like to find a way to get that
back to them because we do have an
[44:54]
agreement and any of the phone calls I
made, they said it was not an expired
[44:59]
deal.
And um in the very first one we did, I
[45:04]
remember going to the library, some is
what it is. You pay the same.
[45:12]
So a couple suggestions easily I had
[45:21]
here and there
[45:24]
but
[45:34]
sanitary questions
[45:41]
page 29.
[45:54]
It was 59450 last year,
5,000 for this year. So, I thought we
[45:59]
save 2,000 off that still $3,000, which
is double.
[46:04]
» Where are you?
>> Uh, page 29.
[46:06]
» Mhm.
>> On 157. and I'm at sewer flushing.
[46:13]
So last year we spent 1450.
So if you double that, you see that 15
[46:19]
then 3,000. So we could take the other
2,000 from that.
[46:24]
So drop that to 3,000 instead of five.
[46:32]
We have no lift stations. So, what I was
told when I first started here that
[46:37]
we're supposed to flush all the lines
accordingly in pieces of um the village
[46:44]
um this that 1450 was strictly just the
tops of the on the east side of town
[46:52]
that we did not do the main drag last
year.
[46:56]
» I thought they did the whole main drag
but on it.
[47:01]
» I asked that question if we did. Not
last year.
[47:05]
» No, no. This when they just did the
audit,
[47:08]
» right?
>> They said they You said they flush all
[47:10]
the lines.
>> They flush them all. That's
[47:12]
» as they were scanning.
>> Oh, they were You're right. They were
[47:15]
when they were counting. They did clean
up. So, that's right. We shouldn't have
[47:18]
much.
>> So, you're saying could leave.
[47:23]
» So, this is Yeah. So, I was saying
2,000. Maybe we could take more, but I'm
[47:27]
just This easy.
>> It's good to have a cushion there, but
[47:30]
yeah. too.
>> I would I would definitely leave some
[47:33]
there though just because the top the
tops of those and we just I just worked
[47:38]
that last year. They're coming back up.
>> Yeah. Still is a double from last year.
[47:46]
» So they put 300 out there
>> 2,000.
[47:51]
» Yes.
>> I mean I have other suggestions. If you
[47:55]
don't like this I can make smaller
amounts or something too. But this is
[47:57]
just too big.
>> Nope. I've just I'm I've never been
[48:00]
opposed to funding the library. I just
we've just got to make sure that we
[48:05]
don't short the budget. Our budget has
to balance. We're required by law. So,
[48:14]
» so are we doing something that's just
looking at
[48:23]
» Okay. And then under road expense and
maintenance.
[48:26]
say the things page 28.
[48:36]
» The Wi-Fi is working.
>> Yay for streaming cuz there's a bunch of
[48:40]
people waiting.
[48:49]
» So repairs and maintenance he
up $10,000 from last year.
[48:56]
So, it' be $4,37728.
[49:02]
» I'm sorry, I lost you. Okay, that's page
28. Yeah.
[49:06]
» Um, at the very top there's like the
ones 1500 in green. The one underneath
[49:10]
it says 35,000.
>> Yeah.
[49:13]
» Repairs and maintenance of roads.
>> Yeah. So, it's up $10,000 from last
[49:18]
year. So if we raised it 5,000 at a
little and took $4,37728
[49:25]
from there, that's it. We're done.
Now we there was a reason I remember a
[49:31]
conversation about this Karen that the
reason we kept it high was because of
[49:35]
the water mane breaks where we have not
repaved those sections yet. We just
[49:41]
leveled them with gravel and those will
need to be repaved and I can't remember
[49:45]
how many patches need to be done but I
know it's not cheap.
[49:49]
» Yeah.
But we had last year and we would still
[49:54]
have another
>> so that this year
[50:01]
» and if we do get
uh third street paid then most likely we
[50:08]
get them done the same time
>> get a deal.
[50:11]
» Yeah.
>> Yeah. I'm fine with that too. So you're
[50:16]
saying go to 30,000 on that? Well, we
need $4,37728.
[50:24]
That is
>> where's the library line item? Cuz I
[50:27]
don't think it was down to the penny
like that. I think it was $8,700.
[50:32]
» Be very precise.
>> Um, this year's there increase, too.
[51:08]
So that means $30,622
there.
[51:17]
3062.
[51:24]
» That was on page 28. 3062.
>> Yeah.
[51:29]
» And that was
>> that was
[51:35]
60 cents extra.
[51:44]
So, is everybody's
Are we on board with this? Do you
[51:48]
understand where we're moving money
around here, Christina?
[51:51]
» Yeah. I just try to cover how much how
much they they need.
[52:09]
How do we do this, Karen? Do we amend
the
[52:13]
do we just have a resolution to amend
the budget
[52:18]
» for our discussion?
>> Yep.
[52:26]
» So that brings the library up to
which um geology changing.
[52:32]
» Yeah. Okay. So did you get those
numbers? So you give me the jail number
[52:36]
and I can look
>> but the number is different.
[52:42]
» You know the library already have 2500
y.
[52:46]
» So if we we go 13,622
it's over.
[52:51]
» That's not I'm getting 9,400. So I'm not
quite sure what's going Yeah, it's over
[52:58]
uh
>> 2500 plus
[53:04]
2,000.
>> It's over $1,000.72.
[53:08]
» So, it's over.
>> Yeah.
[53:12]
» The the library only 8,87728.
[53:18]
Okay. My math is bad, too.
>> So, it's it's over over 1,000.
[53:25]
Well, what we can do is um
[53:35]
» we can leave a little bit more in the
flushing, I guess. And then
[53:40]
» balance the two out so we don't take too
much out.
[53:44]
» I think the repair we should minus
1,000. So just equal the amount library
[53:50]
amount. So 8,800
7728
[53:58]
over.
>> So if we take the 2,000 from the sewer
[54:02]
flushing that leaves 4,200 1064.
[54:10]
» So we take 4,200 out of repairs and
maintenance.
[54:13]
» So okay, just just work with me for a
second.
[54:17]
$8,878.
[54:21]
Take away the 25 we already allocated,
right?
[54:23]
» Y378
[54:27]
subtract $2,000
from this the the flushing.
[54:31]
» Y
>> $4,378
[54:34]
to come from road expense.
>> I I see in the in the RF RFD it's 6,210.
[54:42]
» Yeah, it's wrong.
I didn't I didn't I didn't have the
[54:46]
correct number for the what it was
actually the agreement I had this year
[54:49]
until later which was let's say 66 68
8,8728
[54:58]
78
[55:03]
» 8,878
[55:08]
77
28
[55:12]
» yeah but we're just going to
78.
[55:14]
» Okay.
[55:18]
» They're not going to stream.
[55:22]
» Are we going to Are we going to stream
it?
[55:26]
» I have to go home to my kids and I want
to view it. Sorry.
[55:31]
» We'd have to break up the recording to
do that now.
[55:36]
» We can't we can't stream it now.
>> Why?
[55:40]
Craig,
>> we're not taking questions from the
[55:43]
gallery right now.
>> Motion that it's to be recorded. So,
[55:47]
it's no different.
>> We're not taking comments or questions
[55:50]
from the gallery right now. Thanks. So,
let's keep going on this guys. The what
[55:55]
I came up with
>> two two meetings.
[56:00]
» We had technical issues.
>> We're moving. We're moving on here.
[56:08]
» Is my right to view the meeting?
And you guys have a viral cast or
[56:13]
whatever you want to call it towards
stream.
[56:17]
» We're going to move forward
without streaming.
[56:22]
» What are the issues with streaming when
no more comments from the gallery,
[56:26]
please? Okay. There was an opportunity
for open form earlier on.
[56:29]
» Yes. And Wi-Fi was available is now
available to you as a member of the
[56:33]
public. And if I'm just asking a
question here,
[56:37]
» you you you interacted with me. So I
interrupted that. That's why I asked
[56:43]
» is there how challenging would it be to
live stream this now?
[56:47]
» Uh you probably have to stop the meeting
for about 5 minutes and it will affect
[56:50]
the recording of the meeting. It's going
to break the recording.
[56:54]
So
>> So we're talking
[56:57]
» it'll be on live. It'll be on live. I
just text the um the newspaper sign
[57:03]
because he's asking me and I said I'll
try to get it out for you by the end of
[57:07]
the week.
>> It is being recorded. It's just not
[57:10]
being lived.
>> Yeah.
[57:12]
» Correct. Please stay smooth.
[57:17]
» I would rather not break up the
recording and just move forward with
[57:21]
this. We're we're like halfway through
our meeting here.
[57:25]
» Okay. I get the number the repair and
the maintenance load. So we should get a
[57:30]
number 31,622
[57:34]
and 72.
>> That's for that's for general ledger
[57:38]
232528.
>> No, that's not what I have.
[57:43]
» Pay28.
>> 30,622.
[57:47]
» That's what I got. $3,622.
>> Yeah.
[57:51]
» How much are you guys doing?
>> Because we're going to 78. We're not
[57:54]
dealing with the 28 cents. We're given
the total bonus. Oh, okay.
[57:58]
» So, $30,622.
PL number 232
[58:05]
0 528 0 0
[58:11]
52.
[58:17]
» You got that one, Karen?
>> What is it?
[58:19]
» So, that was
>> I got the G number. What's the dollar
[58:21]
amount?
>> It's 30,000. We're changing it from
[58:24]
35,000 to 30,622.
$30,622.
[58:30]
» Yeah. And then the other change that's
being made is to the sewer flushing.
[58:36]
» That's on the on the next page,
>> which is
[58:41]
» 52300.
[58:52]
It's the third from the bottom on page
29. Okay. And
[58:57]
» it's it's gone from 5,000 to 3,000.
[59:13]
And then the other line item has to be
the library one.
[59:18]
» Where is that one?
>> Very last one.
[59:23]
» Very, very, very last.
[59:28]
That changes to $8,878.
[59:34]
» Why is it at zero?
>> It's not. It's
[59:38]
» the next line item down.
>> The allocation is the next line item
[59:42]
down on page 34.
[59:48]
Okay.
[59:57]
$8,878.
[1:00:24]
Okay. So, we'll strike out the
cost source of funding $6,200.
[1:00:32]
But I need a motion to accept the
operational budget unless there's more
[1:00:37]
discussion here. Is there any more
discussion?
[1:00:41]
Can somebody
>> motion to accept?
[1:00:48]
» We we can I don't think it matters.
Garrett
[1:00:51]
» motion to accept the 2026 operational
budget as amended.
[1:00:56]
» Any more discussion?
[1:01:01]
» Uh all in favor?
Carried.
[1:01:13]
Okay. Procedural bylaws.
[1:01:23]
I know there's some changes that you
guys want made to this. Um,
[1:01:29]
I apologize that the committee as a
whole got cancelled. That was never my
[1:01:33]
intention. I I do row an explanation.
and I reached out the week before that
[1:01:39]
meeting to see if we could reschedu it.
And I didn't receive
[1:01:43]
a response from anybody. And then on the
Sunday, I reached out again hoping that
[1:01:49]
if it had to still go ahead that I could
get uh our deputy mayor to run that
[1:01:55]
meeting, but again, I got no response.
So, unfortunately, we weren't able to
[1:01:58]
advertise it for either day and so the
meeting was cancelled. I still believe
[1:02:04]
that that is the best way to we can't
amend a bylaw. We have to actually
[1:02:10]
go through the process of making the
changes, give it a new bylaw number, and
[1:02:16]
I still think that the the comm we it's
not something we can do in a council
[1:02:20]
meeting.
>> Are there any changes you'd like to
[1:02:23]
make?
>> Yeah, there are. But uh again, I think
[1:02:28]
that
you know the one I agree with the one
[1:02:31]
that you said having having agenda items
being added right up until noon on
[1:02:35]
Thursday, it makes it almost impossible
for the CEO to develop an agenda and
[1:02:39]
have it out the door by the end of the
day. I'm fine. There are some changes
[1:02:43]
that make sense.
cuz I mean some of the changes that even
[1:02:48]
when we get it brought back because I
know we would like I don't know how to
[1:02:51]
do this but just with numbers or it just
adding a couple simple things so then
[1:02:55]
when it's brought back to us it's a
little more complete or we just do it
[1:02:58]
all in one day.
>> I think if we sit down as a committee
[1:03:01]
and we make the changes that we all
agree on that then we can put it through
[1:03:05]
in three.
>> But um
[1:03:09]
» all right I'll give it another go. You
want to try? But let's pick a date and
[1:03:12]
let's all check and I will double check
my calendar this time and I know it's
[1:03:17]
getting to a busy time of year
[1:03:38]
and it's getting towards the end of the
month too but I don't What are your
[1:03:42]
guys' thoughts?
I really don't have anything in my
[1:03:45]
calendar for next week.
>> Me neither. So, I'm hoping I got
[1:03:49]
something on the 4th
[1:03:53]
25th. So,
>> most my evenings are open. Not the 31st,
[1:03:58]
that's a Sunday.
>> And then we've got to make sure that
[1:04:00]
this building's open.
>> This room is available cuz that was the
[1:04:05]
first to
>> Is it typically empty on a Tuesday
[1:04:09]
night, Karen? Perhaps.
What day are you looking at?
[1:04:14]
» Yeah. 26th
>> Thursday.
[1:04:19]
Let me just see
>> those. Yes. Yes. That's got a agenda of
[1:04:23]
like month like we can hang up in here
so we can just see.
[1:04:28]
» Or we could use start using the calendar
of events again.
[1:04:30]
» Yeah. Or whatever.
So I have to go through this so we can
[1:04:35]
just see what's
what's going on
[1:04:40]
big dates.
>> Okay. What day was it? Correct.
[1:04:44]
» The 26th. 26th.
>> That was the first date. Yeah.
[1:04:47]
» The 26th of
>> May.
[1:04:54]
» Looks like it's available.
>> It is available.
[1:04:56]
» Looks like it. Yeah.
>> And that works for everybody.
[1:04:59]
» Yes.
And can I get a motion that we set a
[1:05:02]
date of the 26th of May at 7:00 p.m. to
move that motion to
[1:05:11]
» for council to get committed to straight
to committee to hold on the 26th of May
[1:05:17]
at 7 p.m.
>> to be reviewed by
[1:05:25]
5:14.
Any further discussion?
[1:05:32]
All in favor?
Carried.
[1:05:44]
On to new business.
[1:06:06]
So, as you can read here, there are two
properties in the village that have been
[1:06:09]
in tax recovery. You're now at the point
of the process where the properties are
[1:06:13]
going to go to tax auction, but we have
to set a date
[1:06:18]
for a public auction. And um I
understand that we also have to
[1:06:25]
come up with a market value because we
have to set a reserve bid. Is that
[1:06:30]
correct, Kar?
>> Yes. But I think today we're just
[1:06:40]
today we're getting a a date set. Then
we'll um
[1:06:53]
» we do have time for that one.
>> Yeah, it's not something
[1:06:57]
» but we do definitely we do have to do
that and as tax service has kind of put
[1:07:02]
down
with how to come up with that dollar
[1:07:07]
amount.
So, we're doing the date and then we're
[1:07:12]
doing the terms of sale, right?
>> So, we're just doing the date today.
[1:07:17]
» Yeah.
[1:07:22]
» Oh, and there is another resolution to
approve.
[1:07:26]
» So, this accepting this the terms that
I've given you as well approving the
[1:07:32]
terms that is written on this that
resolution.
[1:07:38]
I didn't have that red disc in a few
minutes.
[1:07:40]
» Yeah.
[1:08:00]
Just
[1:08:21]
heat.
[1:08:59]
Heat. Heat.
[1:09:44]
So the way I understand that is this tax
service is still going to try to recoup
[1:09:47]
our money and reach out to the
individuals who own this property to
[1:09:50]
make arrangements. That's right. Place
>> um under the terms of terms and
[1:09:55]
conditions. I don't see anything about
vacating the property if you sold
[1:09:59]
any that like for the people who live
there now.
[1:10:04]
» But this tax services that's all they do
they they're actually out of so they
[1:10:10]
they go through the steps.
>> So in the event that the village became
[1:10:13]
the owner of the property because it
didn't get any offers on it.
[1:10:16]
» Yeah.
Then then you would have to serve a
[1:10:20]
notice to make it pharmacist.
>> But there's still
[1:10:26]
» I'm up for giving people to the 11th
hour like November 15th, but that's
[1:10:31]
» Well, I was thinking I'm I'm in the same
wood. I want to give these folks the
[1:10:34]
opportunity to
get their stuff in order. I was thinking
[1:10:39]
like the end of October. October
30th maybe. Or
[1:10:44]
» Yeah, October 30th. I'd rather not leave
it to the last hour
[1:10:48]
» and and then rush. I I'm kind of like
the the end of October as well.
[1:11:04]
» Any other thoughts there?
[1:11:10]
Meet in the middle of November 5th.
[1:11:16]
And
>> I do believe we do these on Mondays is
[1:11:20]
what I call
>> you. They do the sales on Monday.
[1:11:23]
» Yes.
[1:11:29]
» Does Angela say anything on that?
>> This was all said to speak to her. But
[1:11:37]
no, I friends and I we do these on on
Mondays if I remember correctly.
[1:11:47]
» We can do November 2nd.
>> November 2nd. Yeah, go with that.
[1:11:51]
» Okay.
>> Can I get a motion to that effect then,
[1:11:55]
please?
>> Okay. November
[1:11:59]
» Christina or
>> yeah I on November 2nd 2026 for the
[1:12:04]
property address with respect
and the public auction and the criminal
[1:12:10]
council chamber. What time
>> do we have to put a time yet?
[1:12:16]
» Well we usually it's usually at um 10 or
11:00
[1:12:22]
» 10:00 a.m. Yeah. the
[1:12:26]
and I think if I remember correctly it's
[1:12:32]
2 hours or 4 hours. I know that's a
difference a big difference but um but
[1:12:37]
it doesn't it is what it is.
>> Okay. Yeah, they're just asking for a
[1:12:41]
start time.
>> And I'm going to come back to you guys
[1:12:45]
regarding this because the first year I
had to do this um I hire an auctioneer.
[1:12:52]
So an auctioneer come in and sat there
to get nothing from another bid. So
[1:12:58]
anyway, the next time I I did it myself
and the same thing. it it's going to be
[1:13:04]
different here but principal here I
think you will get an auction here but
[1:13:10]
that's that's in the cuz they will um
tax services they like I said they do
[1:13:17]
this so they'll know the auctioneer in
our area who and they usually give you
[1:13:22]
three to four to pick from okay
after I give the date of the sale
[1:13:28]
» okay the motion on the floor is that
councelor Lou set nove November 2nd,
[1:13:34]
2026 for the property address with
respect to the 2026 public auction at
[1:13:39]
the Cremona Council Chambers at 10:00
a.m. Is there any further discussion?
[1:13:45]
All in favor?
Carried.
[1:13:51]
Now I need a motion to approve new terms
and conditions.
[1:13:54]
» I'll move that.
[1:13:58]
» Any further discussion?
All in favor?
[1:14:02]
Okay.
[1:14:16]
Now, the Winterfest stuff.
>> Can I make a suggestion here?
[1:14:22]
» Yeah. You and Karen probably aren't
going to like it,
[1:14:25]
but I am so confused with what you
originally sent in with what Karen did
[1:14:31]
and then the emails that kind of went
back and forth. And I think what it
[1:14:35]
needs is you two to reconcile the
amounts and then come back to council.
[1:14:40]
Would you guys be willing to do that?
>> Just explain something super quick.
[1:14:44]
» Yeah. Yes. So, you know, basic basic
accounting principles shows that a
[1:14:49]
credit balance represents payable to
NFS, not money owing to NFS. If you even
[1:14:53]
look at the numbers Karen gave,
right?
[1:14:58]
So,
[1:15:03]
so on either of the the numbers that you
need
[1:15:09]
this page even
[1:15:17]
Can you give us what you
>> I got a total expense of 16,721
[1:15:25]
13
>> a total income
[1:15:26]
» and a total income of 16,885.
[1:15:32]
» So what's more 700?
>> So there's a surplus there for sure. So
[1:15:36]
then there's so 16412
is owed to Winterfest even by Karen's
[1:15:42]
numbers
and I believe I wrote something similar
[1:15:47]
to that back and forth the email system.
So all of my writing and all of my math
[1:15:51]
that's what we've come up with many
times in different and we can agree on
[1:15:55]
that that the numbers right it's just
she has it backwards as far as expenses
[1:16:01]
and revenue income. So 1672113
for expense 16885 for income 8 is more
[1:16:10]
than seven units not 1641200.
[1:16:16]
So the Excel sheet
my expenses are 18 76 72113
[1:16:24]
and my income is 6885. So what's
backwards?
[1:16:28]
» 8.85 85 is higher than that 21.
>> Yeah, there's there's 16387.
[1:16:36]
» So, we owe Oh, these words are
backwards. We owe the winter fest
[1:16:42]
$163.87.
>> Correct. Yes.
[1:16:46]
» Yeah. It says that Winterfest owed you.
And
[1:16:49]
» I didn't have you see the numbers there.
So, it's No, it's obvious. since we own
[1:16:55]
that 160 ft instead of I'm good to that
because I didn't have 2020 or 2021 um
[1:17:03]
providing that information and it makes
a little sense that we would have paid
[1:17:06]
for hall rental and we gave refunds back
during co so that makes perfect sense so
[1:17:11]
if you want us to go at it some more we
can do it no
[1:17:15]
» I think we settled it now my next
questions would be so we owe 16387 who
[1:17:21]
does that go to
>> but who like question is it a check is
[1:17:26]
it
>> who's winterfest and why are they using
[1:17:28]
a village bank account to
>> so today um my fest almost dissolved it
[1:17:33]
been a crafts fair that had gone on for
however many years and um when it almost
[1:17:38]
dissolved at the time the land of the
CIO which he said because it's been such
[1:17:42]
a stable of the village for so many
years the village would then run which
[1:17:46]
would then have fallen to MCSS so that's
why the village decided to become the
[1:17:50]
banker of it so that if there was money
if it ever fell apart, they had the
[1:17:54]
money to continue to to run it. It
didn't fall apart. We've always
[1:17:58]
maintained volunteers to run it. So then
they took their money back. That's what
[1:18:04]
happened. And so now they have their own
account at the bank and do their own
[1:18:07]
thing.
>> So who's they? So how do we transfer the
[1:18:10]
money?
>> It's it's a check to Winterfest. To
[1:18:12]
Cremona Winterfest.
>> I gave you one check though.
[1:18:15]
» Yep. There's a copy of it in there.
>> Okay. So there just needs to be another
[1:18:20]
check to Cremona Winterfest. for 16387.
>> Okay.
[1:18:27]
» And then moving forward, this does not
go through village GL.
[1:18:30]
» Nope, it's done. Gone.
[1:18:35]
» All right. So, I just want to know
almost the tiny years. So, which year is
[1:18:40]
the wrong there? There isn't. It's it's
if you go to
[1:18:46]
next page,
[1:18:50]
what's wrong is
owing to this should be to Winterfest,
[1:18:56]
not to the village. That's what's wrong.
>> Okay. Yeah, these amounts are right. So,
[1:19:02]
both Jenny and the and Karen agree that
those amounts are right. It was just
[1:19:07]
switched. Okay.
[1:19:12]
Okay. I'm looking for unless it's
further discussion. I'm looking for a
[1:19:15]
motion.
[1:19:18]
» I can make that motion, but we're here.
[1:19:25]
» Just change it around.
[1:19:32]
» Yeah. I I'll move that motion to
to recognize
[1:19:37]
the the review concluding the matter
regarding the outstanding balance
[1:19:42]
between village promoting
with a balance of $163.87
[1:19:51]
to Winterfest to uh Winterfest.
>> Pimona Winterfest Winterfest.
[1:19:59]
» You've all heard the motion. Any further
discussion?
[1:20:02]
All in favor?
Carried.
[1:20:12]
» Okay, now we're on to this
agenda item that was added.
[1:20:30]
So, the looks like the egg society is
looking for sponsorships and they're
[1:20:35]
also asking if they can close off First
Street north of First Avenue on the west
[1:20:42]
side of the arena between June 13th and
June 13th. So, just for the date,
[1:20:47]
» do we have an account that this money
could come out of? Is there like
[1:20:52]
I think I thought I looked at the um
[1:21:01]
Oh,
[1:21:06]
we don't have an extra money.
That's what we were looking for an
[1:21:11]
account for. Is there a wreck account?
>> No, I was looking under um
[1:21:22]
um miscellaneous costs and services
under council and it was last year we
[1:21:27]
spent 60614
and we got allocated 1250 there. So
[1:21:34]
going ping on the second
as a council thing is you're recognizing
[1:21:40]
their um their first annual
[1:21:46]
the second page of the budget
211
[1:21:51]
027
[1:22:01]
back and forth on sponsoring as council
like I bought my tickets. I'm going that
[1:22:06]
way. I'm sponsoring that way. I don't
know if it's a slippery slope to start
[1:22:11]
sponsoring one event cuz there's a
million events that ask for
[1:22:14]
sponsorships.
[1:22:17]
» Yeah, there's only 1,250.
[1:22:27]
Did you find Yeah. Yeah.
[1:22:37]
Great.
[1:22:47]
Even um if you of course don't go the
high, don't go below, go the middle,
[1:22:51]
would be able to still use that
according to what we spent last year.
[1:22:58]
Well, I guess once it's gone, it's gone.
So,
[1:23:02]
» I mean, not really. I I love the egg.
Like, there's So,
[1:23:05]
» like we could go with a 300.
Yeah. 200 is okay.
[1:23:15]
» Any further discussion there?
>> No.
[1:23:19]
» Can I get a motion then, please? I will
get a motion approve that the village
[1:23:23]
will sponsor the first avenue parking in
the village for the sponsor lab in the
[1:23:29]
amount of 300.
>> That's so that's the
[1:23:32]
» should be the bucking friends
sponsorship
[1:23:38]
this is so you want to say for the
bucking friends sponsorship level.
[1:23:43]
» Okay. Yeah.
[1:23:48]
» There any further discussion?
All in favor
[1:23:54]
carried.
[1:23:58]
And next is the road closure.
That's just the
[1:24:05]
» on the west side of the
>> I just have to stop to um the one
[1:24:12]
resident.
>> Yeah, cuz they have alley access there.
[1:24:14]
» But but they're not cutting off the
access to the church.
[1:24:19]
or those residents up there on the
corner of need to close
[1:24:22]
» just the one.
>> Okay.
[1:24:23]
» There's just one garage, one back that
so I have to talk to them. I know if
[1:24:30]
they park in the front 99% that I'm
aware of, but I don't pay that much
[1:24:34]
attention. So, it's still something that
I have to definitely address.
[1:24:40]
But yeah, there's one one vehicle or one
backyard that affect, but like I said or
[1:24:46]
like they said, they're they're going to
you'll still have access to the church.
[1:24:53]
So I'll motion to support the district
society and approve the building first
[1:24:57]
street north from 1st Avenue for the
period of June 12 and 13, 2026.
[1:25:03]
» You've all heard the motion. Is there
any further discussion?
[1:25:05]
» Oh, I just want to know June 12 13. Did
they say what time?
[1:25:11]
» It'll be all day.
>> Yeah.
[1:25:12]
» And on the 12th that probably won't
start until that evening.
[1:25:18]
» It won't be all day. It's them setting
up cuz I do believe this is just the
[1:25:23]
» that's where the bowls are going to be.
>> Yeah. It's just a Saturday.
[1:25:27]
» So the they're just covering their ducks
and they're putting the 12 in there. But
[1:25:32]
it'll be when the stock starts coming on
the Friday. So it won't be all day
[1:25:37]
Friday. to be a party today.
[1:25:48]
» Oh, I got it. This is the door open 5:00
p.m. B already. They have to bring the
[1:25:54]
stock in.
>> Oh, yeah. That's right.
[1:26:02]
» Okay. Uh, you've heard the motion. Any
further discussion?
[1:26:08]
» All in favor?
Opposed? None.
[1:26:20]
The motion says 13.
[1:26:28]
» Just in the background.
It says 13 and 13.
[1:26:33]
» Yeah. in the background. That wasn't the
motion.
[1:26:40]
All right, we're on to the financial
reports.
[1:26:57]
» Yeah, I have one question. So why the
budget we approve is not the same on the
[1:27:04]
monthly financial reports
>> for page one.
[1:27:09]
» Page 92
>> 93.
[1:27:12]
» Yeah. Page 92.
[1:27:24]
» What was the question?
Yeah, you know, we approve the budget,
[1:27:29]
but right now the monthly financial
budget, the budget number is different.
[1:27:34]
I don't know which one I should use.
>> Well, one's a budget line and one's a
[1:27:40]
tax line.
>> Yeah. You know, from page 22 compared to
[1:27:45]
page 92.
So for the
[1:27:51]
for the budget total taxes and the
localization
[1:27:56]
number so different and the expenses so
number so different I don't know which
[1:28:01]
one I should use
[1:28:09]
you know here our budget the number
>> so and this budget the number
[1:28:16]
totally different I don't know which one
I should use
[1:28:21]
total budget and the general ledger and
the total budget general number
[1:28:28]
so the taxes are exactly the same total
budget I I just I just look I just the
[1:28:37]
budget and the budget the lumber totally
different I don't know which one should
[1:28:48]
The amounts are the same. If you go to
the total, go to total taxes and
[1:28:52]
requisitions for budget, they're exactly
the same. No, what did I say? There's
[1:28:57]
759
963.
[1:29:01]
No, what did I say?
Well, one it's the difference of 30 some
[1:29:06]
cents
and the alo the cover.
[1:29:49]
Is there are you talking about like
there's $30,000 under the tax
[1:29:53]
municipality?
>> No. A lot of lumber is different. the
[1:29:56]
the budget should all all the same but
the page no not the same I don't know
[1:30:03]
which one I should use so the top
section is I see it's correct
[1:30:09]
there the bottom one so the designated
industrial is correct
[1:30:14]
» different
>> the
[1:30:17]
Alberta policing requisition is correct
>> is correct but the sound is different
[1:30:26]
the what's ASF requisition
>> education
[1:30:33]
» 171 $20,000 there
>> yeah it's on on this sheet on the sheet
[1:30:39]
you gave us for the financials
>> on this thing on this
[1:30:42]
» this is 171 so on theware it's different
>> yeah so here it shows 1892 yeah it's
[1:30:51]
showing 151416
instead of 171 244 Okay. So, it's um the
[1:30:57]
union or sorry, it's the a the education
tax. Okay.
[1:31:02]
» And then
seniors housing
[1:31:07]
» is also off by those are the ones that
were done earlier and they I'm just
[1:31:13]
getting them. They just send those at
the last minute. Um what the education
[1:31:18]
was I can't see it. So, what do you got
for the education one on? So on our
[1:31:23]
budget
it's 21536
[1:31:27]
for Mountain View Seniors Housing and on
our financials it's showing 20,331.
[1:31:39]
So it's 21536
and then on January is last year still.
[1:31:44]
Okay. So I put um meanwhile on that
>> also on page 96 for the fire expense
[1:31:54]
» cuz it's different.
[1:31:59]
» What was the other one?
>> The fire expense page 96.
[1:32:07]
So we are budgeted 79 to 200
but here only 75900
[1:32:16]
fire expense
and page 97 public work expense is
[1:32:23]
different. So, I don't got the right
numbers in anywhere for that one yet.
[1:32:27]
What you're saying?
[1:32:43]
» Yeah, the fire expenses.
>> Their reposition isn't in there.
[1:32:50]
» Well, cuz that's from today. So 50 cent
here
[1:32:55]
75.
>> Okay. So that's what So I got the I
[1:32:59]
don't have my fire expenses but anywhere
properly
[1:33:04]
» and the on and the page 97 for the total
public work expense also the number is
[1:33:10]
different.
[1:33:17]
» Which one did you say
one in the fire? Public works.
[1:33:21]
» Yeah.
>> Public works expense is the next one.
[1:33:31]
» The total you mean?
>> Yeah. The total. Yeah. In our in our
[1:33:35]
budget, we have 77,550
and it's 82050
[1:33:41]
here.
>> Yeah.
[1:33:42]
» Okay. So, we we cut it back and I did
cut it back on here.
[1:33:45]
» Okay.
>> That was cut back somewhere.
[1:33:48]
» Yeah. Because that one's red.
>> Yeah. Yeah.
[1:33:50]
» Yeah. There's cut tax on that but I
didn't.
[1:33:54]
» And also page 97 the public work expense
the total is different. Yeah. We just
[1:34:00]
did that. Okay. And also other one on
page 98. So the load we expense
[1:34:17]
page 98.
[1:34:22]
Yeah, that was another one that's in
red. It changed too.
[1:34:26]
So in our budget we have 1434
15576.
[1:34:52]
And then on the financials. Yeah.
>> Well, I'm adjusting that again because
[1:34:57]
we adjusted it already tonight. So, I'll
make sure that all the numbers are
[1:35:01]
according
>> Oh, right. Yeah, that will change.
[1:35:03]
Right. Meaning well and page 99 and the
total water and the total water expenses
[1:35:10]
total number is different.
[1:35:25]
Yeah. This was um cuz we did the new the
actual budget is in um that little sense
[1:35:33]
raise andware isn't. So I just have to
update anywhere
[1:35:39]
cuz we did that the different in um
>> yeah the water revenue looks like it's
[1:35:44]
off by 500 by $100.
>> Yeah.
[1:35:46]
» Oh no it's not. It's off by
>> No, it's more than that.
[1:35:50]
» It's off by,00
[1:35:56]
So that's the revenue.
>> Yes.
[1:35:58]
» And then the expense.
>> And the expense is different.
[1:36:02]
I'll go.
>> Oh, that one's in red as well.
[1:36:05]
» I know. You keep on
do
[1:36:09]
I'll check that one. I'll go through
them all and making sure that they're
[1:36:13]
matching up with this.
>> Yeah. And also picking 100. The total
[1:36:18]
sanitary. The total is different.
That one's in red as well.
[1:36:27]
And also they they is different.
[1:36:34]
And uh also I have another question. So
in the budget we don't we don't budget
[1:36:41]
the year year grants revenue and
expense. But here in 2026, we have year
[1:36:48]
to the actual
>> the actual issue is where we're at right
[1:36:53]
now with the budget.
>> Yeah,
[1:36:54]
» that's what that means.
>> But we didn't budget any. We don't have
[1:36:59]
this this one.
Year grants revenue year grants expense.
[1:37:08]
» Which page are you on?
>> Page one or two?
[1:37:13]
Cuz
[1:37:16]
I don't think grants can be budgeted
for. You don't know what your grants are
[1:37:21]
until you actually get them. I don't
know. I just ask them. Yeah. So that's
[1:37:25]
why they're zero.
>> Oh, yeah.
[1:37:28]
» Because you can't you can't budget for
grants until you know exactly what they
[1:37:32]
are. That would be wrong to do that. So
what this is showing is what we've
[1:37:36]
actually received to date for grants.
Okay.
[1:37:42]
Okay. also page 103. So the total
cemetery the total is different and the
[1:37:50]
planning and the development the total
is different
[1:37:57]
and also P 104 the park and the main
recognition
[1:38:03]
the total is different the other those
are all red so she's going to have to
[1:38:09]
reconcile this with the uni they're in
two different spots. Yeah, but you have
[1:38:15]
to make sure everything's the same.
Yeah. Otherwise, we don't know which
[1:38:18]
budget we use.
>> Yeah. This is the one that we approve.
[1:38:22]
» Yeah.
>> So, I just have to put it on top of our
[1:38:24]
program
>> with the and with the changes we made
[1:38:27]
tonight.
>> Yes.
[1:38:28]
» Yeah.
>> Correct.
[1:38:37]
And also I have other question about the
check for council. So our PC 106
[1:38:46]
subscription March we we get it twice
charge one is 2729 other one is 10482
[1:38:54]
cents.
So other every month you get a one times
[1:38:58]
but in March we get twice charged.
>> What are you looking at?
[1:39:03]
» What are you Is this a check? What are
you looking at?
[1:39:05]
» Yeah check
>> at the check. Let's get to the pay.
[1:39:08]
» Yeah page 106. Are we done looking at
the final?
[1:39:12]
So, we'll go to the payables
[1:39:22]
twice.
[1:39:26]
Normally, it's two different invoice
numbers though,
[1:39:30]
but normally we have it every month. But
this one,
[1:39:35]
» what's the check number? Jack number is
20126104.
[1:39:43]
» Okay. So last two lines.
>> Yeah. The the check number is the same
[1:39:51]
but invoice number is different.
One is 50, one is 40.
[1:40:02]
» Okay. So you're talking about this is a
we're munis so this is a credit card
[1:40:08]
payment
>> but normally we only charge once a month
[1:40:15]
» what's on one once a month.
>> Yeah. April we already have once charge
[1:40:20]
but this time charge twice a month
>> for subscriptions I think.
[1:40:24]
» Yeah. For March.
>> They're 22 different prescriptions.
[1:40:30]
One's $27 and the other one's 104. Is
that Are those the ones you're talking
[1:40:35]
about?
>> Yes.
[1:40:36]
» Yeah. They're two different
subscriptions for um
[1:40:41]
» So I just I just wondering so then we
charge twice every month or just charge
[1:40:47]
it once every month.
>> Well, depends which one it is. Um I this
[1:40:52]
was brought up before and I told you one
was an Adobe, one was a um there's
[1:40:59]
different subscriptions that we pay for
and these are definitely not
[1:41:06]
but you're looking at the 2729
and then the 10482 are the two numbers
[1:41:14]
that you're looking at and they both say
March 2026.
[1:41:18]
» Yes.
>> Okay. So that's two individual different
[1:41:22]
subscriptions. It is not the same.
>> Okay.
[1:41:27]
Can you then just write down so so we
won't confuse.
[1:41:33]
» Okay. So this is April
>> 20. There's two there and then there's
[1:41:39]
another one up here. So this is this is
actually the March listing. Um and then
[1:41:46]
so there's the two there. Yes. That's
the other one. And there's the other
[1:41:50]
one.
So, there's three subscriptions, monthly
[1:41:54]
subscriptions.
>> Yeah. Yeah.
[1:42:02]
And I have another question about the
tax recovery. What's meaning?
[1:42:09]
» Tax recovery. What is that?
>> That's what we were discussing earlier.
[1:42:14]
the tax recovery properties
we get for it. So we have to pay it and
[1:42:19]
then what we do is with the property
that is going into the tax recovery then
[1:42:24]
we recoup that cost by putting in that
that title
[1:42:30]
but we initially pay it.
>> We have to pay for them to go get it. We
[1:42:34]
have to pay the company to go get the
tax recovery. We initially pay for any
[1:42:39]
charges, but we recoup 100% of that cost
back. It goes onto property.
[1:42:46]
» Okay.
[1:42:57]
» So, what's the uh county 2026 fire
dispatch fees?
[1:43:06]
Uh check number is uh 0118.
[1:43:17]
» I think the village has to pay our
portion of dispatch fees for
[1:43:21]
» in our
>> county fire.
[1:43:24]
» There is a portion of I just don't know
that the exact
[1:43:30]
that but
but she's got 2026 fire dispatch. I I
[1:43:36]
feel like that's an error. It should be
2025.
[1:43:40]
But um don't quote me on that. I can
look into it.
[1:43:45]
» So you mean we pay last year? We didn't
pay this year.
[1:43:50]
» They if the county always does it after
the fact, right? And so that's how the
[1:43:55]
requisition last year. See, they don't
do the final requisition. Like they'll
[1:44:00]
put a portion out. they'll ask for a
portion of the requisition at um the
[1:44:05]
beginning of the year like May May or
June or April. I think it was April
[1:44:09]
before then at the end of the year
depends if they buy everything that they
[1:44:14]
had on their agenda or they expense
everything that that changed the
[1:44:18]
position. So last year we had um a
surplus of 20,000 because they didn't
[1:44:25]
purchase one of the items or whichever
the expenses weren't as high for us to
[1:44:29]
cover it. So that's why I just find it a
little bit early for them to do this.
[1:44:35]
But I let me I'll look into it and come
back to you at the next meeting if that
[1:44:40]
is 20 26 already or is that 2025?
But yes, we do care for each other.
[1:45:11]
Any other discussion here folks?
[1:45:16]
» Are you sure? Yes.
I know this number.
[1:45:22]
» You tell me who's the accountant in the
room.
[1:45:30]
Can I get a motion to approve the
accounts payable?
[1:45:33]
» Okay, I have a motion.
[1:45:52]
And do we want to say as and the
financial report
[1:45:57]
» as presented?
>> As presented or
[1:45:59]
» she's trying to find the motion that's
before this page 91.
[1:46:04]
» Well, they're not updated on what we
got. So I should say amended or
[1:46:10]
» not amended information
cuz it hasn't been amended yet.
[1:46:14]
» Yeah.
accept this information.
[1:46:20]
» Yeah, we can do that. So, we'll separate
that out.
[1:46:23]
» But this this is just actually um
>> we should accept the accounts payable.
[1:46:30]
» Yeah, accounts payable
do it separate and then the financial
[1:46:36]
report as information.
So it should be motioned that councelor
[1:46:42]
Lou approves the accounts payable in the
amount of1,56218
[1:46:50]
as presented
>> or you can just say that and the report
[1:46:56]
» and then
>> okay let's
[1:46:58]
» go ahead
>> let's deal with that first motion first.
[1:47:01]
» Yeah.
>> Any further discussion on that?
[1:47:05]
» All in favor? Carried. Okay.
And I need a second motion regarding the
[1:47:11]
financial report.
>> I'll move that
[1:47:17]
we accept the financial report as
information.
[1:47:32]
Any further discussion?
[1:47:36]
All in favor?
carried.
[1:47:47]
Okay. CEO reports.
[1:47:54]
I didn't did. Was there a a monthly
report for
[1:47:59]
» You just sent it to me.
>> Okay. So,
[1:48:01]
» I did request it. They just took on it.
They said they said we are sorry,
[1:48:09]
but I I'll put both of them next.
I was going to get it today, but I had
[1:48:16]
no internet
to last last evening or it was I can't
[1:48:22]
even remember.
[1:48:28]
» So, we don't have to do that second.
Yeah, we just want to do that
[1:48:32]
resolution.
>> Possible to get that management letter
[1:48:37]
that Israel was talking about.
[1:48:52]
Thank you.
[1:48:58]
If there's no other discussion, can I
get a motion we accept the CEO April
[1:49:04]
activity report?
>> I'll move that
[1:49:07]
as information only.
>> You've all heard the motion. Any further
[1:49:14]
discussion?
All in favor?
[1:49:18]
Carried.
[1:49:22]
Do we need to table the water operation?
>> It'll just be it'll just be on the next
[1:49:27]
meeting, right?
>> I guess we have it. But because it's
[1:49:30]
there, do we have to do something with
it or just strike it?
[1:49:33]
» Yeah, we don't have to.
>> Okay.
[1:49:36]
And or
[1:49:50]
Okay.
[1:49:53]
The next thing on the agenda is minutes
from boards, committees, and
[1:49:57]
commissions.
Um,
[1:50:01]
I forwarded the Mountain View Senior
Housing 2025 report to the community.
[1:50:06]
That's what that helped fill up this
package nicely.
[1:50:13]
Um,
[1:50:17]
» pardon me.
>> They do a nice job. Yeah, they're very
[1:50:21]
good smithing.
>> That's why your package wouldn't email.
[1:50:25]
» Yeah. Yeah. Um,
[1:50:29]
and you had uh a couple meetings as
well.
[1:50:33]
» Yeah, I had a library.
>> Library. Okay. So I also sub
[1:50:38]
for the fiber one.
So right now they just
[1:50:44]
prepare for the 55 anniversary and the
same as the calendar day. So they just
[1:50:56]
» I did attend the base management meeting
but
[1:50:59]
not the case management is really well
done. They're looking at lowering cost
[1:51:14]
I attend a short chat meeting. Um,
uh, I think we're having some issue with
[1:51:20]
our secretary. I think she resigned and
there's no minute that's been set yet.
[1:51:25]
So, just trying to figure that out.
>> And what about the chamber? Did you have
[1:51:29]
a chamber meeting?
>> Uh, well, it was a short chat. So, we
[1:51:32]
didn't
>> So, that's the only
[1:51:35]
» No, then that's coming up on the 25th,
the next meeting. So,
[1:51:41]
» okay.
Uh there is no I I don't have a Mountain
[1:51:45]
View senior housing meeting in May at
all. So the next one's in June. So
[1:51:51]
if that's it, then I'll I'll accept the
motion to accept the minutes and
[1:51:56]
reports.
[1:52:01]
Reports committees and commissions as
information.
[1:52:05]
» Any further discussion?
All in favor? Carried.
[1:52:19]
All right,
[1:52:27]
we get correspondence and information.
[1:52:51]
It's closed meeting.
>> Was there an agenda number 11 or
[1:52:55]
» Yeah, it's the meeting.
>> Well, we have to finish with the
[1:52:58]
correspondence.
>> Yeah.
[1:53:00]
» What?
>> We did.
[1:53:02]
» No, this is the agenda.
>> No, there's two. Did you do the
[1:53:06]
corresponding two? And I'm just looking
for the
[1:53:09]
» page 125
reports just now 125
[1:53:15]
125.
>> Yeah, it's in here. Yeah,
[1:53:18]
there we go. Yeah. So, there was um
>> So, I have two resolutions there. And
[1:53:22]
the reason why I put Parkland Regional
Library in there because we actually pay
[1:53:26]
a requisition. Not that they need
approval because if you didn't approve
[1:53:30]
it, it doesn't matter because 80% of
their requisitions have to be denied
[1:53:35]
before anything comes up. But you have
the you can not prove it if you choose
[1:53:42]
to. But so what I did is I just put it
in there as this as
[1:53:49]
you guys can do whatever you wish.
[1:54:07]
I'll accept the tax forms information
only and accept the regional library
[1:54:12]
2025 audited financial statement only
[1:54:18]
can we do the first one first.
Yeah. So do we need to do them
[1:54:23]
separately?
>> Well, yeah. Resolution and in between
[1:54:29]
» two different motions on one motion and
then vote on the other.
[1:54:33]
» So the first motion on the floor is that
councelor Thompson accept the attached
[1:54:36]
correspondence's information only. Any
further discussion?
[1:54:40]
All in favor? Carried.
You want your name on that second
[1:54:45]
motion, too, Kenny?
>> Yeah.
[1:54:48]
» Okay. Councelor Thompson accept the PRLS
2025 audited financial statement as
[1:54:53]
information only.
All in favor carried.
[1:55:04]
Okay. Now we're moving into close
meeting.
[1:55:08]
I don't
[1:55:13]
see that I missed that section. So this
is number 12.
[1:55:20]
Which page is this trail?
I don't have page.
[1:55:27]
» Yeah,
Christine is missing the
[1:55:30]
» I don't have page. I have
it. You can pull it up now on you have
[1:55:37]
it on page 155.
>> 150. Yeah, she doesn't have her last
[1:55:42]
page is
>> 125.
[1:55:44]
» Her last page was 102.
Well, I know we didn't.
[1:55:48]
» Yeah,
>> so you can you can pull it up on your
[1:55:52]
computer now.
>> Meeting at 9
[1:55:58]
whatever
>> 9:40 9:42.
[1:56:03]
We'll just go see if there's anybody
left outside.
[1:56:11]
I can go
[1:56:21]
All right.
[1:56:31]
So, you know, this goes in your green
binder. You give it back to her.
[1:56:39]
The motions
and then you give the green binder back.
[1:56:45]
All right. So, we've reconvened and we
need to make a couple of motions here.
[1:56:52]
Uh, can I get a motion on the first one
on the mobile home park?
[1:56:55]
» Okay.
>> Councelor Lou directs administration to
[1:57:00]
proceed with a streamlined approval
approach for the proposed expansion of
[1:57:02]
the Cremona mobile home park utilizing a
concept.
[1:57:05]
» Which plan are you?
>> Targeted.
[1:57:10]
» No.
[1:57:13]
targeted technical
>> review and the use of conditions and the
[1:57:18]
development agreement to address
detailed matters at subsequent stages.
[1:57:22]
Is there any more discussion?
All in favor
[1:57:28]
carried.
[1:57:33]
And the second motion
[1:57:44]
I
>> Are you going to recuse yourself from
[1:57:47]
this? Okay. Can you wait?
>> Yeah. Can you Yeah. Okay. Fair enough.
[1:57:51]
Can I get a motion?
>> Are we going with the first motion?
[1:57:54]
» Yes.
>> Yeah.
[1:57:55]
» That's what I thought we agreed. Yeah.
I'll move that
[1:57:59]
uh direct the administration to proceed
with building and safety code
[1:58:03]
compliance. Therefore, resolving
resolved on confirming number of
[1:58:08]
dwellings and development permit
application is complete and all spec on
[1:58:12]
former garage and bring findings back to
council.
[1:58:16]
» Is there any further discussion?
[1:58:20]
» All in favor?
Opposed?
[1:58:25]
carried with one abscion
[1:58:40]
and I believe that's it.
[1:58:45]
I adjourn this meeting at 9:45.
9:45
