[0:08] the capital projects fund 13 is essentially the city center

[0:13] so right now we have revenues of 2 million 417 160

[0:18] and then expense projected expenditures of 5 million 367

[0:24] and 300 i'm sorry 5 million 367 360 dollars so that creates a deficit of

[0:31] two million nine hundred and fifty two hundred thousand or two hundred dollars

[0:37] then we have the tick tiff uh larkin the tiffer

[0:42] larkin avenue around 30 of revenue of 35 000

[0:47] in expenditures of 35 000. so as uh

[0:52] lisa pointed out in a memo she provided the only change we made a slight change

[0:58] here in the in the appropriation because the

[1:01] the revenues were incorrectly identified as

[1:05] other revenues and the revenues for the tif district

[1:09] are actually coming from property taxes within that tif district

[1:13] so the dollar amounts haven't changed it's just reflecting the dollars are

[1:16] coming from the actual tif district property taxes not from other revenues

[1:21] then fund 30 we have the debt service fund for water and sewer that's balanced

[1:26] as well the revenues and expenditures are the same

[1:32] general debt service for the city center same thing here the debt service dollar

[1:36] amounts are the same so it's balanced at hundred seventy three thousand three

[1:40] hundred fifty dollars then we have the rest bus plant rehab

[1:45] that's uh balanced as well revenues and expenditures match at six million a

[1:50] hundred thirty seven thousand dollars then the fund for garbage pickup

[1:56] the revenue is one million three hundred seventy three thousand nine hundred and

[1:59] thirty seven dollars expenditures

[2:03] are a little bit less that creates a surplus of twenty five thousand four

[2:07] hundred and twenty three dollars

[2:11] then when we have the police pension fund uh the dollars for the revenues and

[2:15] expenditures are the same so that's balanced and then the police special

[2:19] assets um is 8 500 for both revenues and expenditures

[2:26] so that brings us down to the city-wide total so all those funds totaled

[2:29] together have revenues of 40 million 482 454 dollars in expenditures of 43

[2:37] million 938

[2:40] 298 dollars which creates an overall deficit of 3

[2:44] million 455 844 dollars

[2:51] and as we're showing here if you pull out the police pension fund that gives

[2:55] you a total without the pension fund

[2:59] and then that has a deficit of the same amount that i just mentioned three

[3:04] million four hundred and fifty five thousand eight hundred and forty four

[3:07] dollars so that deficit is going to be paid for out

[3:11] of the general fund balance so we have a reserve uh balance in the

[3:16] general fund that will cover that deficit

[3:23] so that's an overview of all the funds in the budget

[3:27] the one other item i want to mention was the

[3:31] memo that

[3:34] lisa prepared that identified

[3:37] you know a few changes for clarifications from the last budget that

[3:42] was presented to you so that references the one item that i

[3:47] mentioned for the tif district and then there are two other

[3:53] items in here one is a slight increase to the information technology

[3:58] budget when this originally was presented to you we didn't have the

[4:01] final numbers on a couple items for the antivirus

[4:06] software and the backup system so that increased slightly about by about twenty

[4:11] thousand dollars and then we also have in here

[4:15] uh a cost in capital projects

[4:19] for the entry what uh entry signs the gateway entry signs

[4:23] um 143 000 that's at the full cost that's only for budgeting uh

[4:29] some of the gateway signs for this year because we would do it over multiple

[4:32] years we wouldn't do it all in one year so that's reflected in in the memo

[4:37] that lisa provided

[4:46] so when we redistributed the budget on 5.2 that those changes he talked about

[4:51] were in that budget that you had your previous package so nothing changed from

[4:55] five to till now those numbers are the same

[4:59] can you just good question so people reserve three million we pulled three

[5:03] million from reserve do we have like what is the balance of the reserve

[5:08] our reserve was about 10 million dollars now for the general fund for the general

[5:12] fund 10 okay

[5:16] 3.4 yeah

[5:20] anything else no that's all i am

[5:26] in general terms yes and in the general class

[5:30] okay hang on hang on perfect council question sir first i want to turn over

[5:35] to our treasurer glenn conklin for any comments you'd like to make in regards

[5:38] to the budget i know you were involved in the in the process also

[5:42] i think it's been laid out pretty clear i'd entertain any questions if you

[5:45] haven't you're you're balanced uh you're gonna

[5:48] be thrown from reserves that was money that's essentially your savings account

[5:52] so uh

[5:54] generally that's where you pull capital projects from and you've been building

[5:57] on that for a number of years you've actually got

[6:01] more in your war chest than you probably should have

[6:04] it's hard to say you have too much but um it should be put to use

[6:09] are you stating that before the reservable or after

[6:14] well i think we'll be sitting about 10 11 months in

[6:18] in reserves that's going to knock us back about four

[6:22] three months would be healthy six is

[6:27] a little overcharged you know are or very robust so we've

[6:31] been we're we're still in a really good financial position

[6:36] better than most by leaps and bounds

[6:41] and you'll be probably looking at future projects like roads through that

[6:46] through our uh i hate to call it circle through our

[6:50] reserves

[6:54] okay thanks len uh ollie will ask lisa if she has any comments or

[6:59] finance director in regards to the budget i know you did an awful lot of

[7:01] work in regards to this along with jim also i just wanted to thank everybody i

[7:06] wanted to thank the treasurer he's been amazing and

[7:09] council you guys have provided a great

[7:12] tremendous amount of support to me just for history and just

[7:16] you know standing behind me and also the

[7:19] department heads too thank you it's been an effort we're trying to be as

[7:23] transparent as possible so

[7:27] working with the treasurer will try to bring more information to you as as

[7:31] often as you need if you want it quarterly if you want it monthly it'll

[7:33] be up to you trying to just again maintain that line

[7:37] of communication and make sure that you're getting the information you need

[7:41] in a timely manner so i wanted to thank everybody it's been it's been a great

[7:45] experience for me and thank you mayor also

[7:49] and i want lisa deserves a lot of credit too she did a lot of work on this budget

[7:52] this is her first time going through the fiscal budget my first time as well

[7:57] there's a lot of background she had to get caught up on she brought a lot of

[8:01] information to me and i think she did a great job along with the department

[8:04] that's pulling all the information together for the budget

[8:08] okay uh before we move on to some comments from the mayor for our

[8:12] residents that are watching on television also

[8:15] some budget highlights that i have written down in regards to the 2022-2023

[8:20] budget for city of cresthill the budget is certainly as we all know the most

[8:25] important document in in the city for every fiscal year it is a fluid

[8:31] document that constantly changes throughout the year

[8:35] the the budget was published in the jolly at herald news

[8:39] we did hold two work sessions one on april 11 2022 the other one on april

[8:44] 25th 2022 in regards to the budget

[8:50] proposal along with several of the department heads

[8:56] you have before you a balanced budget in the general fund that has been presented

[9:00] to city council for approval with a surplus of 91 000

[9:05] some of the individual highlights from each of the departments

[9:10] first from the police department this budget includes the hiring of two

[9:14] additional police officers and to make our community service

[9:19] officer to go from part-time to a full-time

[9:23] position with the cresthill police department

[9:26] also in regards to our police pension fund our fund our police pension fund is

[9:31] funded at 75.5 percent

[9:34] uh comparing comparing to other communities

[9:38] surrounding us 75.5 is a fantastic number to have for

[9:44] our police pension fund most of the communities are far less than that most

[9:49] of them in the 30 and 40 percent we will continue as a city of cresthill

[9:54] to meet all of our contributions and our obligations

[9:58] and with our additional contributions we are

[10:02] scheduled to be fully funded on our police pension fund by

[10:06] 2038. state law is to be

[10:11] funded at 90 percent by 2040 so we are in a very strong position

[10:17] with our police pension fund and we're in a much better position than

[10:22] several of the other communities within the state of illinois so we as a city of

[10:28] crystal we as a city council should be very proud of these accomplishments that

[10:32] we've been working on for the last 15 years in regards to the police

[10:37] pension fund for the public works

[10:41] the mft monies this year

[10:44] will be used for road rehabilitation on arbor arbor lane

[10:50] on rock run drive and on bicentennial drive

[10:54] we will also be doing design engineering will be done

[10:59] this year for the five blocks of center street and

[11:03] cheyney avenue and the

[11:07] road project will be started in 2023 at an approximate cost of 1.7 million

[11:15] dollars in regards to our water and sewer

[11:18] department this budget includes upgrades to our

[11:22] scada system it includes lining of the water main on

[11:27] route 30 from susanna drive to six corners

[11:32] since 2011 as everybody knows we have had 29 water main breaks in this area

[11:39] this is going to be a 1.9 million dollar project to line this water main and

[11:44] hopefully decrease

[11:47] and stop stop the number of water main breaks on that

[11:51] roadway so that's long overdue in regards to well number 14

[11:57] uh the new well um near the backside of

[12:03] new city center that well is needed to be constructed

[12:08] for our lake michigan allocation i certainly want to send out my

[12:15] thanks to our state representative natalie manley she has

[12:20] promised us four hundred thousand dollars in a state grant to go towards

[12:23] the installation of well number 14. we are also in this budget planning on

[12:29] constructing start construction of our new west swords treatment plant

[12:34] which again is long overdue which was built in 1968

[12:38] and upgraded in 1993 i believe it was so uh that again is long overdue for the

[12:44] city of cresthill at the west treatment plant on gaylord route

[12:49] it also includes hiring a wastewater lead operator and a project manager for

[12:55] the lake michigan water transition to help us with compliance of lake

[13:00] michigan allocation and the sustainability

[13:04] of lake michigan water and again this is going to be a 65 million dollar project

[13:08] for the city of crest hill um

[13:11] but i believe that when we look at the long range of the lake michigan water

[13:16] it's going to be a great move for the city of cresthill

[13:19] which will be sustainability for the next 100 years for several generations

[13:24] to come in the city of cresthill those are the budget highlights that i

[13:28] have written down that are included in this budget i

[13:33] certainly want to extend my personal thanks

[13:36] to our city treasurer glenn conklin to our city staff mostly

[13:41] jim marino our city administrator and to lisa banovitz our finance director i i

[13:46] can't tell you how many hours they put into this budget i appreciate all the

[13:50] hard work that all three of you have given for this city and uh and working

[13:56] on this budget it's been some changes over the past so

[13:59] i certainly want to extend my gratitude to all three of you i also want to

[14:03] extend my um gratitude to all of our department heads

[14:07] our police chief ed clark our public works director mark seifert and our

[14:11] building department uh kirk wilkins for all their hard work when their help in

[14:17] going forward with this budget also i also want to thank the city council

[14:22] that's sitting here for their cooperation during this budget process

[14:27] it's always difficult but like i said it's the most important document that

[14:31] this city has um every year

[14:34] to our residents i want to say to our residents you

[14:38] should be confident that we are being fiscally responsible

[14:41] with uh with your money to provide the same

[14:45] level of service that our residents have come to expect and to improve the

[14:48] quality of your life so with that being said that are the

[14:53] comments from the mayor in regards to the 2022

[14:58] budget with that i would ask if there is any

[15:03] public comment please step to the podium state your

[15:07] name for the record your address is optional

[15:10] for any public comment in regards to this public hearing and the 2022-2023

[15:16] fiscal year budget

[15:19] let the records show that no one has approached

[15:22] the podium for public comment with that being said i will turn the uh

[16:58] we should be able to take care of the our roads

[17:02] a lot more than than that so we can sit and say we have a healthy

[17:07] budget but do we have the money to do streets we don't

[17:11] that's the way i see it i asked the question of

[17:16] lisa our um finance director when we're hiding doing all this hiring if we able

[17:21] to sustain these this hiring and i didn't get a yes or no

[17:27] answer i got hopefully

[17:33] that's the only concern that i have um i think there's a major concerns but

[17:38] that's the way i feel anybody

[17:45] well i've else to my two cents to i agree with the majority of what she said

[17:49] i i think we should be very cautiously

[17:52] optimistic at this point but i think we have a lot of things to keep our eye on

[17:58] and i think she's made a lot of those points i won't reiterate them but i do

[18:37] you know the wall projects and stuff like that

[18:51] our treasurer is saying that you know our

[18:54] reserve fund yeah we are tapping into it but that that is what it's there for and

[19:00] we've been saving for some of these big capital projects and

[19:03] i'm just glad to see uh some of these things coming

[23:05] computers in the police department that are five years old and incompatible

[23:10] with the current version of microsoft windows

[23:13] those need to be replaced with laptops we also need some micro computers these

[23:17] are computers that are smaller computers that

[23:21] would be used in the new city center and police department

[23:24] in the conference rooms in some of the meeting

[23:27] rooms and then also a new tower computer that

[23:31] we would use for the public access channel to replace the one that we

[23:34] currently have we can purchase these computers outright at a cost of about

[23:38] thirty one thousand dollars but it's a little bit less to uh lease them at

[23:42] about twenty nine thousand dollars uh one benefit of leasing is that uh

[23:48] every four years or so we would replace all those computers with new ones

[23:52] so we would get an update to the hardware and the software and instead of

[23:57] replacing compute computers piecemeal we would replace them with a new lease

[24:02] every four years and then we'd have a consistent and standardized amount of

[25:14] our backups uh this new system with unit trends would save us about twenty nine

[25:19] thousand dollars it would cost forty two thousand eight hundred and seventy

[25:23] dollars over three years um with this we would have a

[25:27] comprehensive computer backup system that includes two high-end computers to

[25:31] replicate the backup with the with the associated software and recovery service

[25:36] this system will have an effective disaster recovery process that will

[25:40] allow the business continuity with minimal recovery time

[25:46] i talked with tim stinnett he evaluated all the different options for backup

[25:49] systems and says this one best meets our needs provides us

[25:54] more than adequate backup and recovery and allows him to

[25:59] manage the backup system which we did not have previously with vertec they

[26:04] basically had full control of the system now with tim here he'll be able to

[26:08] manage and monitor the backups on a level of what we need for everything we

[26:15] have in our uh in our system and we are saving like 10 grand like that right

[26:19] right in the long term right

[26:22] and how long if we approve this before we implement this

[26:28] that would be um by the end of the month so once

[26:31] tim is tim's got everything lined up to place the order and get everything up

[26:35] and running stop spending money on vertex correct

[30:54] those have already submit been submitted to the insurance company so they'll

[31:01] evaluating the extent of the damage and what repairs need to be made in the

[31:05] cover the cost that they will cover for that i noticed that the facade was like

[31:10] moved as well from where we sit

[31:14] the the whole front of it oh at the dais

[31:17] yeah yes so there was some damage to the front of the dais

[31:23] and also to the platform behind the dais so they had to remove

[31:28] some of the flooring there that's going to have to be

[31:31] looked at and rebuilt as well do we have an estimate time of

[31:36] when all this will be no no not yet so harvard contractors is

[31:42] working on reaching out to the contractors

[31:44] the subcontractors that did the flooring and did some of the other work to we're

[31:49] going to have to order new flooring new carpeting and then schedule the work for

[31:53] them to do the replacement so they're in the process of putting that together now

[31:56] i don't have a specific timeline but i'll keep you updated as i get more

[32:00] information is the timeline

[32:03] heavily impacted by insurance i would assume

[32:07] um it can be i'll find out more after i talk to the adjuster and get more

[32:11] information they haven't done their full assessment yet because they haven't been

[32:14] on site as i said we provided them with some of the information they

[32:18] know we already have the photographs and some of the other information but as we

[32:22] get the remainder of the information they need the contracts uh cost

[32:26] estimates they'll compile all that information and let us know you know how

[32:30] we can proceed from there i have one more question who is doing this

[32:33] investigation like how this happened well i'm going to

[32:37] start with the insurance company and see how involved they do how involved they

[32:42] get i don't know to what extent they do the investigation it appears to be a

[32:47] faulty um sprinkler head

[32:50] we do have that sprinkler head so the insurance company is going to want to

[32:54] take that sprinkler head and they may talk to the manufacturer i'm not sure

[32:58] exactly what their process is but we're going to start with that and see where

[33:01] the insurance company takes us

[33:05] is there any way to know with that sprinkler head if maybe there

[33:08] was a recall or if there was you know any other

[33:12] possibility of any of the other sprinklers that were installed at that

[33:16] time along with that one the possibility of them being defective or causing

[33:21] damage in the future is there any way to we'll be looking into that we'll be

[33:24] talking with we already had an initial conversation with the company that

[33:27] installed the sprinkler system but we'll talk with them some more and i know the

[33:31] insurance company is going to want to talk to them themselves directly

[33:35] and they'll get answers to that as well is there any possibility that they will

[33:38] cover some of that cost since was their sprinkler system it's possible yes yeah

[33:43] i think it'll be good something to look into

[33:46] the other thing i find out that the air conditioning is not working it is

[33:50] working now it is working now so it's kind of disappointing for a construction

[33:53] company that is in charge they're not monitoring

[33:57] these things that just i have to go out there we need to hold

[34:00] these people accountable i mean you can't keep doing the same mistakes over

[34:27] well the air conditioning wasn't bad it just wasn't turned on for the season and

[34:31] i don't know exactly you know what the schedule is i have a hard time

[34:34] understanding this you know because i used to run spec homes and specs home in

[34:37] the winter we turned the heat on constantly we checked them on a daily

[34:41] basis verse versus summer you turn the air

[34:44] condition you monitor the temperature on a daily basis for spec homes

[34:49] for a construction company that's handling millions of dollar job

[34:55] i'm having a hard time and who is overseeing these people like who is

[34:58] overseeing their work at this point like is he our building commissioner

[35:02] overseeing this or who who's who's managing this company i mean

[35:06] harbor yeah who's managing them who's who's watching over them

[35:10] well because my understanding will pull kirk our building commissioner out of

[35:14] this who is proving everything that they're

[35:17] doing well i've been working with them and

[35:20] overseeing i've been pulling in the police department for everything related

[35:23] to the police department side of the building that harbor contractors is

[35:27] working on as well as public works so we're working on it together

[35:32] collectively with harbor contractors and

[35:36] there's i think what may have happened is that during this transition

[35:39] from from kirk to harbor some things didn't get handed off

[35:43] properly and that may be where the problem was and why the air conditioning

[35:48] system wasn't turned on at the time i have to agree with you with that because

[35:53] we pulled kirk and bryant like this instead of doing a transition there's a

[35:57] transition where you pass something to the next person just like right now we

[36:01] have a new kind of development and steve's still working with him because

[36:05] there's a transition and that's my opinion that's how it will shut down

[36:08] instead of pulling them right away and there's other people trying to figure

[36:12] out what's going on there was a transition yeah we didn't

[36:15] pull them kirk kirk was kirk's brian stayed on for a week

[36:20] and then kirk stayed on for at least two weeks if not more and was on site with

[36:25] harbor for two week periods

[36:28] and nobody could catch an air conditioner

[36:31] i i had a few concerns myself one of them being an issue that's really

[36:38] uh of alarming to me that i i really hope we're going to check to the nth

[36:44] degree for us we do not want any mold in that facility

[36:48] we do not want any mold in the sheet rock we don't want any mold on the

[36:51] concrete on the because that is just going to

[36:55] be an issue ongoing that we do not want to deal with so are we going to have an

[36:59] inspection of to make sure that that place is free of mold before we put new

[37:04] flowering down new carpeting down knew that because when something gets flooded

[37:08] the sheetrock lots of times you have to go up and cut it at a certain height and

[37:11] replace that as well because it gets wet and i the last thing i want is to build

[37:15] a multi-million dollar building and move into it six months later black molds all

[37:19] over it so that that's really a big concern of mine right and i hope we're

[37:23] addressing that yes the insurance well the insurance

[37:27] company will address that because i did speak with the claims adjuster on friday

[37:30] and he told me that is one of the components of their assessment and

[37:33] evaluation is they will bring somebody out to do an assessment to make sure

[37:38] there's no mold the last thing i want to see is our employees going to work in a

[37:41] building that could potentially be filled with

[37:44] mold that's the last thing i want to see right i don't

[37:47] expect that will be an issue and but we're going to have it tested the

[37:50] insurance companies are going to require that to be tested to make sure there

[37:54] isn't an issue i think that one thing that's good for us is

[37:58] the on-site supervisor for harbor was the one that discovered the sprinkler

[38:02] system was activated and he shut it off immediately and he called the

[38:06] restoration company immediately and before i even got out there this morning

[38:10] they were already in the process of cleaning it up drying it out so they got

[38:14] on top of it immediately and they removed the flooring and uh

[38:19] they even uh cut some holes in the drywall to improve the airflow to dry it

[38:23] out as quickly as possible so it's not like the the water hadn't been sitting

[38:27] there for days and days they were on top of it right away so

[38:32] when you say immediately how long is this sprinkler head running i heard it

[38:35] was running like 15 hours four about four hours it's a lot of water

[38:39] though i know four hours is a lot of water

[38:44] when the sprinkler went off how come your landing go off we're looking into

[38:47] that as well that's a good question i don't know another one of my questions i

[38:51] didn't get finished answering but that's okay

[38:55] well and that is another one of my concerns is why

[38:58] why an alarm didn't go off why nobody knew this why we were getting all this

[39:02] water and as he said i would want to make sure

[39:05] that these other sprinkler heads do not have the same

[39:08] failure because wow

[39:11] what a mess that could be is the alarm system fully

[39:15] installed and functional it's

[39:19] jason we talked about this earlier today so it's installed but we have to make

[39:23] the final connection to wescom is that correct uh yeah just before this meeting

[39:29] got off the phone with uh director wescon

[39:34] told him about the incident and asked how soon we could get the radio

[39:39] that transmits over from the alarm that was

[39:42] never set up so um that will be set up

[39:46] they are going to put a rush on it for us so um i'm waiting on the paperwork to

[39:50] get over to us we will fill it out and i'm hoping that'll be done tomorrow

[39:55] morning literally about an hour before this

[39:58] meeting was on the phone call all day to handle it so

[40:01] that should be functioning sooner than later

[40:05] based on that so westcom was very accommodating to us

[40:08] saying that they will get on it right away

[40:13] it's a small connection fee so i'll get that full amount for

[40:17] everybody but i talk a couple hundred bucks to get a

[40:20] connection fee well i appreciate that but unfortunately here's another thing

[40:23] that was overlooked he said so we have a series of things that were

[40:28] overlooked that you know are biting us yeah

[40:32] so it wasn't a matter of the alarm system being defective it just

[40:36] wasn't connected function

[40:40] with for a

[40:42] signal for an alert to go out yeah the tie-in between the building and wescom

[40:47] was not made and i don't know why we'll be looking into

[40:52] that as well i think the um the contractor that installed the

[40:56] alarm system typically makes that final connection

[41:00] and does the final testing with wescom to make sure everything's

[41:04] working properly but we have to look into why that didn't happen

[41:09] yeah unfortunately there's a lot of unanswered questions that need to be

[41:12] investigated so so will this impact the budget

[41:18] of this building or this is going to be

[41:24] um an insurance claim that we hope that's

[41:27] covered 100 it'll be an insurance claim yeah okay

[41:30] and with the hope of it being covered 100 percent not finding

[41:34] uh you know man-made error or something

[41:38] right and our deductible is five thousand dollars so that

[41:41] should be the only cost we incur and they'll make us whole and they'll go

[41:46] selling everybody they need to to make themselves effective

[41:56] insurance since we still um so the policy goes through you're

[42:00] talking about the bridge policy that we have right now so it goes through june

[42:04] i'll be reinstating that we will until um

[44:41] the most cost effective and efficient for the city for the future

[44:44] the next part is how do we get there how do we do it what's the implementation

[44:48] so strain will now work on the process of what exact internal improvements

[44:52] conceptual site plans for delivery stations including tanks and sizes

[44:56] conceptual transition plans converting our wells to emergency

[45:01] backups along with opinion of probable cost for all of us

[45:05] also strand will start working on a project

[45:07] plan which is the first step for iepa loans

[45:12] low interest loans you have to have a project plan submitted to them and

[45:15] approved the other items included with the

[45:18] project plan uh in addition to everything with the

[45:21] alternative water supply would be the lining of broadway theodore and the

[45:26] remainder of plainfield road uh those are three main thoroughfares that we do

[45:30] not want to be digging up uh so we'd be looking at aligning those potentially in

[45:34] the future so getting the project plan approved to get that epa funding in

[45:38] place right now so i'm not i'm recommending a not to exceed contract

[45:42] with australian associates for 119 000 this includes 70 000 for implementation

[45:48] 10 000 for on-call support for the switch

[45:50] and water regional water source outside of the plan and 39 000 for project plan

[47:07] michigan where they switched water supplies they

[47:10] didn't react well together so this is a process that everyone in

[47:14] the regional water commission is going through right now

[47:17] strand is handling the city specific stuff and then cornwall

[47:21] engineering is a nationally known firm out of virginia who the epa looks to for

[47:27] guidance in this area so they will be doing the lake michigan portion and then

[47:31] once we go into the where this is just for the desktop study

[47:35] once we actually start getting into the live study we'll be shipping containers

[47:39] of crest till water and lake michigan water

[47:42] to virginia for them to run through our pipes that will ship out there

[47:47] so this is the desktops portion to come up with a plan on how to run the study

[47:51] and get it approved through the iepa so i'd be looking for two approvals one

[47:55] with strand and then one with cornwell for the occt desktop study the strand is

[48:00] not to exceed of 23.3 and the cornwell is not to exceed at 22 000. all right

[58:31] our guest speakers will be two crest hill residents who are both world war ii

[58:36] veterans mr don lawler who is a u.s air force

[58:41] world war ii veteran and mr chester bozek

[58:45] who is a united states navy world war ii veteran and then got redrafted two years

[58:51] later and joined the us army and was enlisted

[58:55] with the army in the korean war

[58:58] so please join us as we honor remember both our veterans and our police

[59:03] officers who were killed in the line of duty

[59:06] it is the sacrifices of these individuals that we enjoy the freedoms

[59:09] that we have today so please uh please attend there will be

[59:13] some light refreshments served following the program the event will take about

[59:25] lockport township fire department awards and banquet dinner at prairie bluff

[59:33] on may 6th that was their first time that they gathered back together so they

[59:49] of those calls were in the city of cresthill

[1:00:23] program there were a total of 46 students there

[1:00:27] and again the staff ms saratella and mrs goulet ms goulis do a fantastic

[1:00:34] job with the fifth grade students with there

[1:00:37] this afternoon my wife vicki and i attended the carillon lakes peace

[1:00:42] officer memorial day ceremony which they had at 2 p.m

[1:00:46] in honor of all the police officers in the city of

[1:00:50] cresthill in will county and in the illinois state police um

[1:00:57] to memorialize them in those individuals

[1:01:01] who were killed in the line of duty it was actually a very solemn and well put

[1:01:05] together program by the carolina lakes veterans

[1:01:09] group led by bill thomas there were

[1:01:13] honor guards there from will county and also the

[1:01:15] um the bagpiper was there also so that was a very solemn

[1:01:20] occasion there also thanks to caroline lakes veterans

[1:01:24] tomorrow night i will be at richland grade school their fourth graders will

[1:01:28] have their graduation they have about 120 students there

[1:01:33] um and again all the teachers at richland do a fantastic job with the

[1:01:37] with the fourth graders we try to lay the foundation we've been doing it for

[1:01:41] 30 years as a city with their programs speaking about graduates i certainly

[1:01:45] want to extend my congratulations to all of the graduates

[1:01:49] from all of the schools grade school kindergarten their graduation

[1:04:17] we're going to have a cleanup at the ladies memorial park

[1:04:22] sunday may 22nd it's right around the corner bring your tools all your

[1:04:27] gardening ideas we want to see that park look really spiffy for the 80th and i'm

[1:04:32] really depending on some volunteers to help us accomplish that

[1:04:37] and then it's 11 o'clock sunday may 22nd and then remind everybody the 80th

[1:04:42] memorial of ladies will be sunday june 12th at 11 o'clock am

[1:04:48] and that will be a very big milestone 80 years and with the tempest of our world

[1:04:53] today i think it's really important that we honor this and

[1:04:58] understand what it's all about so i hope to see a lot of people there thank you

[1:05:02] alderman petty um i too would like to congratulate all the graduates

[1:05:08] this year all your hard work and dedication

[1:05:12] has really paid off no matter what level you're graduating from

[1:05:16] and i especially want to send a special congratulations to my son

[1:05:20] thomas who's graduate graduating from lockport township high school love you

[1:05:25] buddy ward 4 alderman albert

[1:05:29] uh nothing at this time here holly mcball nothing at this time mayor ward

[1:05:34] one alderman dyke yeah just uh hope everyone takes time to remember the vets

[1:05:39] this year in memorial day and if you see any vets out there give them a thank you

[1:05:43] thank you for their service past and present

[1:06:02] um they did an amazing job we went to um to state and they got superior

[1:06:12] the sad part is the eighth graders are no longer will be playing uh last it was

[1:06:17] the last time playing um these kids did an amazing amazing amazing job

[1:06:23] and um i want to wish them the best of luck at lochbert i hope you continue

[1:06:29] i'm enjoying the band we do gonna miss them next year because

[1:06:35] for two years these kids didn't play music and for them

[1:06:39] to go all the way to state and get superior that tells you a lot the

[1:06:42] seventh graders and the eighth graders so good job y'all and i look forward to

[1:06:46] see you graduation next week thank you mayor
