>> Okay.
[1:59]
» I might be crazy.
[2:10]
» We got
[2:22]
» Okay.
[2:26]
Right.
>> Because
[2:28]
interest rate is 5% a year.
>> Her new William network around here.
[2:35]
» I've heard of them.
Cool.
[2:38]
Oh, it is?
Sorry.
[2:41]
» I know.
>> What's going on here?
[2:44]
My first time here.
>> It does blow out. He built it a while
[2:48]
ago during
>> We'll find out how much it costs to hire
[2:50]
a painter.
Oh, he actually did?
[2:53]
» I don't know. Oh, you can.
>> You can, though.
[2:56]
» No, they But it's too much, right?
That was too much.
[2:59]
» They have like clean like sponsorship
>> Oh, oh, okay.
[3:02]
» fun thing to do.
>> William 10?
[3:04]
» Yeah, so
>> Um
[3:05]
» There's only a couple of
[3:10]
» I said that
>> I would
[3:12]
» I guess so.
[3:18]
» I would have brought it for you.
>> Cuz I'm coming.
[3:20]
» I think I'm coming home today.
>> I'm coming home today, so
[3:23]
» I'm coming home today, so
>> I don't
[3:25]
» Find out who did
[3:28]
I didn't do
I don't think I did it right now.
[3:33]
He's got a lot more than
[3:37]
» I need your post and I had to listen to
>> Yeah.
[3:42]
I
want to bring this thing.
[3:44]
» I thought you were going
students, but I It's a Wednesday thing.
[3:46]
» I got a singer's
>> Well, I'm singing every night, so you
[3:49]
know.
>> You didn't know you were supposed to
[3:51]
» Uh-uh.
>> What?
[3:52]
They said they needed a volunteer.
>> I thought you were
[4:04]
» What's that?
[4:12]
» You did an amazing job.
>> Did you hear it?
[4:16]
» I was up in the camera.
>> I hear you. Can you do it again?
[4:19]
» He's doing it again.
>> Megan, I'm in here.
[4:38]
» Okay, guys.
Ooh, I apologize. Are we
[4:43]
Are we ready?
>> Megan, can you hear us?
[4:47]
» 4 minutes late.
>> I can hear you, but I don't
[4:50]
» See, I don't know if I can
>> Okay, all right. Just so you can hear us
[4:52]
right now, he's working on that. Thank
you.
[4:55]
» And she has her slides. Do you have your
slides, Megan?
[4:58]
» I do have them ready to share.
>> They're on here, right?
[5:00]
» Yeah, okay.
>> So we can share them.
[5:02]
» Yeah, if I can see what you're sharing
them, that's what we'll do.
[5:06]
» We're trying to get there.
>> Okay, we got
[5:08]
» And you can you can hear me okay?
>> All right. Are you ready, Megan?
[5:12]
» Yes.
>> All right, he you can go ahead and turn
[5:14]
us live and then work on the window.
We are live.
[5:19]
» Good evening, everyone, and welcome to
the regularly scheduled meeting for
[5:23]
Mayor and Council for Wednesday,
September the 9th, 2026. If you would
[5:27]
all rise for the Lord's Prayer and the
Pledge of Allegiance. Council?
[5:31]
» Yes, let us together repeat the Lord's
Prayer.
[5:34]
» Our Father, who art in heaven, hallowed
be thy name. Thy kingdom come. Thy will
[5:40]
be done on earth as it is in heaven.
Give us this day our daily bread. And
[5:46]
forgive us our trespasses as we forgive
those who trespass against us. And lead
[5:51]
us not into temptation, but deliver us
from evil. For thine is the kingdom and
[5:57]
the power and the glory forever and
ever. Amen. Pledge allegiance.
[6:03]
I pledge allegiance to the flag of the
United States of America and to the
[6:08]
republic for which it stands, one nation
under God, indivisible, with liberty and
[6:15]
justice for all.
[6:20]
Okay, and at this time we will have the
approval of minutes.
[6:24]
» Yes, Madam Chair. I move that we uh
accept the body of minutes for
[6:29]
Wednesday, August the 26th,
which was a regular mayor
[6:34]
and council meeting here at the Corbin.
There will be no corrections as stated.
[6:41]
I move we accept.
[6:44]
» Second.
>> All in favor?
[6:46]
» Aye.
>> Aye.
[6:49]
» Motion carried.
>> Councilman Powell, he's not coming
[6:52]
tonight.
>> He's going to come in on Zoom.
[6:54]
» He's going to Zoom in.
>> Okay. Is he calling or Zooming?
[6:57]
» Zooming.
>> He's going to Zoom in?
[6:59]
» Okay. All right. No problem.
>> it was if anybody sees him pop up, just
[7:03]
let us know.
>> Okay. And we do know tonight we don't
[7:06]
have a lengthy agenda intentionally
because we will be going into a closed
[7:10]
session immediately following our
regular
[7:12]
our regular
meeting schedule. So, we have a pretty
[7:16]
abbreviated agenda, but we have some
good things there.
[7:19]
We have Mr. Maddox who's here who's
going to talk to us about an opportunity
[7:24]
for Crisfield, and we're excited to hear
from him.
[7:28]
» So,
I don't know where you want me to stand.
[7:30]
» Right where you are is good.
>> I don't have any fancy slideshows or
[7:34]
anything, which is very bad for an
academic.
[7:37]
Um
it's okay. I'm from the University of
[7:39]
Maryland, College Park. We're the people
that did the HydroNet, so those are
[7:42]
those sea level sensors that we have.
Um the opportunity is NASA is their
[7:47]
earth science division is funding
um solutions developments in the earth
[7:52]
sciences, and we want to make it an
enhanced alert system for our tidal
[7:56]
flooding and coastal flooding,
which would our target is 24 hours lead
[8:01]
time
and at least uh worst block-to-block
[8:06]
resolution
on where it's going to flood.
[8:09]
» I'm sorry, block-to-block meaning?
>> Block-to-block meaning sub for us sub 10
[8:13]
m, so 30 ft.
>> Okay.
[8:16]
» So right now you're probably getting a
zip code or an area from the weather
[8:19]
service.
>> Okay.
[8:21]
» Um so this would be
you'll know street to street to street
[8:25]
» Okay.
>> where it's going to flood.
[8:27]
» flooding.
>> 18 to 24 hours ahead of time, so for
[8:30]
emergency management you can prepare if
you need to sandbag, if you need to do
[8:35]
That's our goal. It should take us 2
years.
[8:38]
Um basically why I'm here is we want to
work with Crisfield to be the pilot to
[8:43]
develop the systems. We already have the
sensors here.
[8:46]
We've already worked with you before. Um
Crisfield will be an unpaid
[8:49]
collaborator.
And I have an MOU draft that I've given
[8:52]
to the town council
um to your councilor, the lawyer. And
[8:57]
also
I've read
[8:59]
» it's pretty benign.
>> It's pretty benign. Basically what we
[9:01]
want from the town
>> It's there.
[9:03]
» and the leadership
>> Oh, that's not it.
[9:05]
» That
>> Oh, it is.
[9:06]
» Well, that's the project rationale. If
you go to the third page
[9:09]
» But this is the memorandum of
understanding, too, right? This is the
[9:12]
MOU that I read through. So this is what
you're talking about that we
[9:15]
we would need to sign.
>> At some point uh it needs to go through
[9:18]
your council, it needs to go through our
legal council.
[9:21]
» Absolutely.
>> Um basically what we're asking for the
[9:23]
town is um we have web forms that we're
going to ask you to post on your website
[9:28]
that will feed the data back to us.
Basically that's for the citizens to
[9:31]
say, "Hey, water on this street at this
time on this day." And you can attach
[9:35]
picture
and we can start building the database.
[9:39]
Um
And we're going to have quarterly
[9:40]
meetings down here with the town.
>> Mhm.
[9:43]
» So, we're going to ask you to try to
help
[9:44]
» outreach
>> get the people. And if we have to pay
[9:47]
for a venue, if we have to pay for
rental space, if we have to pay for food
[9:50]
and beverage to get people there, we'll
do it out of the University of Maryland
[9:52]
budget.
But, we just need you to help us
[9:55]
organize and get the information and
work with us to develop the system.
[10:00]
So, I don't know if it's a big ask. I
don't think it is.
[10:03]
» No. We'll put you on the
>> But, you'll be first ones to have the
[10:05]
system in this whole
East Coast of the United States cuz it's
[10:09]
going to be if we make it work for
Crisfield, it's going to go from
[10:12]
Brownsville to New York City.
>> Fantastic. Well, we love it. And you
[10:16]
guys have been really active here. So, I
don't know if any of the council has the
[10:20]
hydronet sensor on their phone, but I
got my alerts over the weekend that said
[10:24]
the hospital was like at almost 4 ft.
And yeah, it was it was really nice. So,
[10:29]
if that if you guys don't have that, you
can get that sensor. I don't know how I
[10:32]
got sent to my phone.
>> I signed you up.
[10:36]
» Oh.
>> I signed all of you up if you're okay
[10:37]
with it.
>> Yeah.
[10:39]
» Yeah. But, uh if you go to the city's
Facebook page, there's a flyer and you
[10:43]
can scan the QR code and sign yourself
up.
[10:45]
» I just thought it was the weather
channel.
[10:48]
» Yeah. It's going to tell you that the
hospital's rising?
[10:50]
» I saw it. Yeah. I saw it, but I thought
it was
[10:53]
over written by the code red we get.
>> Oh, okay. No, this is hydronet sensors
[10:57]
that that that do this for us.
>> Yeah, so the University of Maryland.
[11:00]
» So, as it gets right now, once it
approaches a certain level, we send an
[11:03]
email out that says, "Hey,
you might want to go and figure out
[11:06]
whether you need to evacuate people or
whatever. I don't know what your
[11:10]
emergency management plan is here.
Some of the other towns we work with,
[11:13]
they have buddy systems or whatever
where they need to evacuate elderly
[11:17]
and those that don't have means
and open centers. So, anyway.
[11:21]
» So, this is just more of the same. But,
this is creating an early alert system
[11:26]
so that we would have almost a day's
advance notice. Not saying it's rising
[11:30]
right now, but saying it's going to
tomorrow.
[11:32]
» In the next 24 hours to get prepared.
>> Yeah, I think that's huge.
[11:36]
» Um working with some of the other places
in the state,
[11:40]
um
you know, takes that much time if they
[11:42]
have to do something.
>> Absolutely.
[11:45]
Yeah, and it take anybody. Yeah,
absolutely. If they were going to do
[11:48]
anything, you know, it was really
organized.
[11:51]
» Some places we work with they have to
preposition fire trucks and ambulances
[11:54]
cuz they have places that flood, they
know they can't get to them. They have
[11:56]
to preposition emergency services in
different places. So, I don't know
[12:00]
exactly what your situations are, but
just so we give you the information
[12:04]
to build your own
emergency management
[12:08]
plan.
>> Well, I definitely thank you for
[12:10]
considering us. I'm going to see what
council questions you guys have for um
[12:13]
Michael.
>> Sounds good to me.
[12:16]
» No, no no question. I was I was just
going to say
[12:19]
when was the last time that you
were here?
[12:22]
» Yeah.
>> In front of the town council?
[12:24]
Or just at the crystal lake junction?
>> Well, yeah, I mean you said you had
[12:27]
worked with us.
>> Um
[12:29]
» For the sensors.
>> Put in the sensors.
[12:31]
» I was down here
probably 3 months ago to work on the
[12:35]
Jenkins sensor cuz it was giving us bad
readings.
[12:38]
» Mhm.
But you But you put these in What was it
[12:41]
last year?
>> 2 years.
[12:42]
» It's been 2 years since they they got
put in. Okay.
[12:45]
» So.
>> Okay.
[12:46]
» And we're down here probably once every
6 months or so just checking on them.
[12:51]
And if we see something funky in the
data, we just come right down and fix
[12:54]
them.
Like I don't know if anybody's been to
[12:56]
Jenkins where we put this piece of red
conduit in cuz somebody had a dinghy
[12:59]
that kept floating from underneath of
our sensor.
[13:01]
» What was it?
>> Somebody has a dinghy that they're
[13:03]
They're uh
>> So, it kept interfering with the
[13:05]
reading.
>> the sensor and so we just put this piece
[13:08]
of red conduit down into the seafloor
>> Oh, wow.
[13:11]
» a bracket and so the dinghy just hits
that and then after that we haven't had
[13:14]
any problems.
>> See.
[13:16]
Well, thank you for what you do.
Absolutely. Councilman um Michael.
[13:20]
» No, I have no question. Thank you.
>> Vice Council?
[13:23]
Okay. Did Did um Councilman Patella do
any chatting?
[13:25]
» No.
>> Yes, do you want to chat? Okay, so what
[13:28]
we want to do today though is we we need
to approve us partnering with you
[13:34]
pending the final review of the MOU. But
it is very benign. I've read through it
[13:38]
in in its entirety and I can't imagine
any problems. But we would need to get a
[13:42]
motion to be able to partner with
University of Maryland. What division is
[13:46]
it? Is it
>> So I'm in the Earth System Science
[13:49]
Interdisciplinary Center.
>> Okay, so we can say University of
[13:52]
Maryland.
>> Yeah, say University of
[13:55]
» Yeah, and that that would work. Can I
get a motion?
[13:58]
» I make a motion to partner with
University of Maryland.
[14:02]
» Second.
>> All in favor?
[14:03]
» Aye.
>> Motion carried. Michael, thank you so
[14:06]
very much. I know you said you have a
deadline for the proposal and that's why
[14:09]
you came today.
>> It has to be in the NASA by October
[14:12]
15th, but we're going to have to have it
in to the Maryland internal system by
[14:17]
October 5th.
>> Got you.
[14:19]
» So we'll have that early with council,
your legal council, all done by then.
[14:23]
» Right, and that's why he's here today
cuz
[14:26]
it definitely is time sensitive. So
thank you.
[14:28]
» This came on to my plate Thursday.
>> That's how grants work. That's why
[14:32]
that's what we're saying. It works that
way. Opportunities, when they come up,
[14:36]
if you can take advantage of them, then
it it's definitely beneficial. Thank
[14:39]
you, Michael. Appreciate you.
Absolutely.
[14:41]
Okay, and then we just want to go
through the approval for the Director of
[14:46]
Grants and Strategic Initiatives
position. We have selected Ms. Jackie to
[14:50]
Collins to be she's been the assistant,
she's been doing the work, she has a
[14:54]
strong background and strategic
initiatives through Coca-Cola and she
[15:00]
has some
excellent ideas for some of the
[15:02]
strategic initiatives that we're
interested in. And I just said that to
[15:05]
the council cuz we do a lot of grants,
but we also have to make sure that we
[15:09]
get those grants implemented and we have
some things that we want to focus on.
[15:13]
Our roads, our um
uh just business development in in
[15:17]
general. And so she's going to help us
out in in areas.
[15:21]
So did anybody have any questions?
Can I get a motion?
[15:26]
» Motion to approve.
>> Can I get a second?
[15:29]
» Second.
>> All in favor?
[15:31]
» Aye.
>> Motion carried. Fantastic. Okay, thank
[15:35]
you very much. Um, welcome.
Yes.
[15:39]
Okay. And then we're going to keep
moving here. Uh, we're going to have a
[15:42]
review of our stormwater pump and tide
gate construction bids. Megan is here
[15:47]
with us and um, we're excited to have
her. Talk to us a little bit about the
[15:51]
work she's been helping us with um, in
terms of making sure we can get this
[15:55]
project done. Um, I know Jennifer and
and has worked very closely with her in
[16:00]
this regard um, and Jason Laura has been
a part of this project. He couldn't be
[16:04]
here this evening, but I think everyone
is in agreement and in accordance with
[16:08]
this. So, Megan, welcome. We can't see
you,
[16:12]
but we know you're there.
>> I can turn my video on.
[16:15]
» Just say hello. That's fine. Thank you
so very much. Absolutely. So, if you
[16:20]
would um, run through us what you guys
came up with, we appreciate it.
[16:25]
» Hi, yes. So, we were working on the
design and permitting for the Crest
[16:28]
Steel Tide Gates and Stormwater Pump
Stations and we put the project out for
[16:32]
construction bid. And on May 29th, 2026,
we received five bids for the projects
[16:38]
and um, they're summarized in that
table. For rounding purposes, Ship
[16:42]
Electric came in at 2.5 million,
Chesapeake Turf LLC at 3.1 million,
[16:48]
David A. Bramble at 3.5 million, and Sue
Construction at 4.8 million, and NO
[16:54]
Contracting came in at 7.3 million.
Uh, we found that Ship Electric is
[16:59]
considered non-responsive. They failed
to meet all the requirements including
[17:03]
providing the experience and qual-
qualification certification.
[17:09]
» Okay.
[17:12]
» And then, if you go to the next slide.
>> Yes. Mhm, we are on the next one. Thank
[17:16]
you.
>> Okay.
[17:17]
» I regrouped the summer table just for
ease so you can see the prices again.
[17:23]
Pending sufficient funding, Bay Land
recommended contract award to Chesapeake
[17:27]
Turf LLC. They were considered the
lowest responsive bidder in the amount
[17:32]
of 3.1 million. In addition to being the
lowest responsive bidder, they also
[17:36]
demonstrated the most extensive relevant
experience
[17:41]
um of any bidder including pump station
rehabilitation,
[17:44]
manual and pipe installation, and just
general civil site development.
[17:50]
Um
We know funding is limited and Justin
[17:54]
worked really hard to secure additional
funding. And so, as lowest responsive
[17:59]
bidder, Chesapeake Turf will be awarded
on a limited scope due to the funding
[18:04]
limitations. So, we're reducing the
scope of work and also working on some
[18:08]
value engineering um to install the
Gerald Ditch Pump Station.
[18:14]
So,
we recommend a contract award to them in
[18:17]
approximately 1.7 million dollars. And
Bay Land also provided a construction
[18:22]
management and inspection proposal
for 176,000
[18:26]
dollars. So, the recommended award total
is 1,879,338
[18:33]
dollars and 99 cents.
>> Fantastic. Thank you so much, Megan. I
[18:38]
appreciate you guys did a thorough job
of going through this for us and
[18:42]
helping us to understand where we are
today. For Council, I just wanted to let
[18:46]
them know that we had originally wanted
to do two pumping stations, but because
[18:50]
this project is so very old, I don't
know, pre-dates all of us here except
[18:54]
maybe Joyce and Val.
It's been out there a long, long time.
[18:58]
The prices had changed so much that
we're we are strapped to even try to get
[19:03]
one of the pumping stations in. So, we
talked about this as a at a previous
[19:07]
meeting, but this is where we end up.
And so, we want to know if has any
[19:11]
questions on um the recommendation here.
Councilman Johnson? Councilwoman
[19:17]
» No, you're right. It's It's been up
there a long time.
[19:20]
» And And if we can get this done, I think
it'll have a major major impact on um
[19:24]
the flooding issues that we have cuz
Joe's Ditch, we know all know, is one of
[19:28]
the places where we uh experience some
severe flooding.
[19:32]
Councilman um Banks?
>> No, um
[19:36]
my opinion I'm I
hoping we could get them both.
[19:40]
But, anyway.
>> Not happening.
[19:42]
» Not happening.
So, we're grateful for what is
[19:45]
happening, so I don't have any
Thanks. Thank Bayland Bayland again for
[19:49]
what they have been doing assisting us
with this.
[19:52]
» Councilman Lightfoot?
>> I have no question.
[19:55]
» Vice Council?
>> Um just are we going to be issued the
[19:58]
limited scope of work change so we can
kind of go over and look at it and see
[20:02]
what changes?
>> Sure.
[20:03]
» Then then no question.
>> All right, I think that's going to be
[20:05]
really crucial to any award being on
funding and on that they're going to
[20:10]
agree to do the work for the limited
scope.
[20:13]
» Right. Absolutely. Okay.
>> Because
[20:15]
» So, it'll be pending that agreement.
>> Pending an agreement and funding source.
[20:20]
» Yes.
>> So, that needs to be what the motion
[20:23]
looks like cuz
>> Pending agreement and funding source for
[20:27]
this amount?
Our issue is if there's a gap, then that
[20:32]
might be.
>> Well, it's it's also um it's usually
[20:36]
done that way because
uh
[20:39]
MGE's got to go to the Board of Public
Works. It's going to take 3 months to go
[20:43]
through the Board of Public Works.
>> Okay.
[20:45]
» So, in addition to
>> To our own time tables, we have to wait
[20:50]
for the Board of Public Works to approve
part of the funding that we're planning
[20:53]
to receive for this project. Is that
what I'm hearing?
[20:55]
» And so, we're already then looking at
it's already 3 months old from when they
[21:00]
submitted bids. Are they going to hold
that price
[21:05]
until all the other funding comes in or
are they going to
[21:09]
» As to uh
>> As to increase, because then there's no
[21:12]
funding for the increase.
Unfortunately, that's happened in the
[21:16]
past. So,
I think all that needs to be contingent
[21:20]
on funding,
and the price being held under the
[21:23]
modified agreement.
>> Meghan?
[21:27]
» Yes, I'm going through the emails. I
know we did ask them a certain time to
[21:32]
hold their price.
Knowing that that was going to be the
[21:38]
timeline. So, I'm trying to find what
they asked them to hold.
[21:43]
» Because we think standard is 90 days,
right?
[21:47]
That's usually pretty standard. 90 days.
>> past 90 from when the bids were
[21:52]
submitted.
>> Right.
[21:57]
I don't know when they were submitted.
How long ago was this?
[21:59]
» May 29th.
>> May 29th. We did go We did go back and
[22:03]
ask them um knowing that there was going
to be a reduced scope of work. Um so, we
[22:08]
have been in in communications with
them, and they are
[22:12]
» aware.
Did we just look Okay.
[22:16]
She froze for a second, but she's back.
You're back.
[22:26]
I I think the issue is to make the
motion uh make it contingent
[22:31]
on on make it contingent on the funding
and and as well as um
[22:36]
uh the limited scope uh well, approval
of the limited scope and the funding. Is
[22:41]
that what we're talking here?
>> Yes.
[22:42]
» Contingent on
approval of the limited scope and the
[22:46]
funding availability.
>> Yes.
[22:50]
» Go ahead.
>> Mhm, absolutely.
[22:53]
» I was going to make the motion anyway,
because I had it contingent on pending
[22:57]
modified price agreement. Is that the
way that worded, it,
[23:02]
» Uh
how how do we word it? I had it
[23:05]
» unlimited scope and funding. I mean,
funding could be
[23:09]
» Well, I had pending modified price
arrangement and funding source.
[23:13]
Limited change that
>> wording
[23:16]
» to limited scope cuz he just said they
have to approve the limited scope and I
[23:19]
don't think we worded it
>> I had modified limited
[23:22]
» Okay.
>> limited
[23:25]
scope of work
>> Mhm.
[23:30]
You want to say it?
>> It doesn't appear that there's a
[23:31]
Baylands recommending re-bidding based
on the new limited scope
[23:36]
as well.
We're not recommending that.
[23:40]
» It's
>> the
[23:41]
» time sensitive
>> Yeah.
[23:42]
» No, we were just recommending to proceed
with the
[23:45]
um most responsive low bidder for for
the project.
[23:49]
» Right. With the funding that we had, we
had to reduce the scope. Right, but we
[23:52]
needed our approval on the scope.
>> I did find the email. I'll confirm that
[23:56]
they can hold the price for 3 months,
but we did make it clear that they had
[23:59]
to complete the work by July 2027 cuz
that's the requirement of some of the
[24:03]
other grants. And they they did agree to
that.
[24:06]
» Okay.
Can you can we try to frame a motion?
[24:10]
» Okay. I'd like to make a motion to
accept Baylands recommendation
[24:14]
uh to approve Baylands recommendation
contingent upon
[24:19]
uh
a pending limited scope of work
[24:24]
a pending agreement for the limited
scope of work and the funding source.
[24:30]
Does that sound okay?
>> There Heads are shaking yes.
[24:33]
» Okay.
>> Yeah, heads are shaking yes. I think
[24:35]
you're good. Can we get a second?
>> Second.
[24:38]
» All in favor?
>> Aye.
[24:41]
» Motion carried. Thank you so much,
Megan. We appreciate it and we'll
[24:45]
continue to work through the Yeah, we'll
continue to work through the nuances to
[24:48]
make sure that everything is in order,
but I think um we can see there was a
[24:52]
thorough review and we think we're in
the right space. So, So, you so much.
[24:56]
» Thank you. It was a nice evening.
>> You too. Thank you again.
[24:59]
» Bye-bye.
>> Okay, guys. We are almost there. This is
[25:04]
just a record. Okay, public input. It
looks like we have a guest tonight.
[25:10]
» I'm just visiting.
>> Okay, so Mr. Thomas, thank you for
[25:14]
coming by. We appreciate you being here
tonight. Um and so, if there's any other
[25:19]
no other public input
tonight, we will keep going and we'll go
[25:23]
through
council comments. We'll start with you
[25:26]
tonight, Councilwoman Johnson.
>> Um
[25:30]
just my usual big thank you to
the employees and all that you do. And
[25:36]
oh, okay. I just a big thank you to the
staff and employees for all that you do
[25:40]
to help us. And it seems like we had a
successful Labor Day weekend. We had a
[25:44]
lot of visitors. The boat docking
contest was, as always, awesome. And I
[25:50]
think we had more people in town on
Sunday than we had on weekend. Seemed
[25:53]
like just just my observation. I may be
wrong. So, don't hold it against me.
[25:59]
But anyhow, we thank all the visitors
and we thank everybody. Hope everybody
[26:02]
had a wonderful Labor Day and Crab
Derby. They remind me to say that Crab
[26:07]
Derby weekend. That's it for me.
>> Thank you. Okay, Councilman Banks.
[26:12]
» Uh not not a whole lot. Thanks again,
staff,
[26:15]
um
administration,
[26:18]
for what they do for the city.
Uh looks like we had a great Labor Day
[26:21]
weekend. Uh
Crab Derby celebration.
[26:25]
Had a chance to go to boat docking. This
was my second
[26:29]
um
weekend in 30 years that I wasn't bogged
[26:33]
down, tied down,
cuz I had my involvement of working for
[26:36]
the chamber all that time. So, I really
enjoyed myself. I was at Prince's condo
[26:40]
and had a chance to look at boat
docking. I was really excited about
[26:44]
um
what I did what I saw and observed. So,
[26:47]
great weekend. Thank you, Chief,
for keeping the city safe.
[26:51]
And to Ms. Jackie, thank you for what
you have done and thank you for what
[26:55]
you're going to do and
congratulations on the new position.
[26:59]
» Congratulations.
>> I'm excited. This is very exciting.
[27:03]
Thank you. Okay, Councilman Langford.
>> That's all I had. Congratulations on the
[27:07]
new position. You know, we're here to
help you whenever or or make things work
[27:11]
for you.
Whatever way you want to look at it.
[27:14]
» Absolutely.
>> But thank you. And thank everybody else.
[27:19]
» Yeah.
>> Just just
[27:21]
» Congrats Jackie and it was a great Crab
Derby to be at. A lot of people in the
[27:25]
parade and then I agree with Lavern.
Uh it took us probably 30 minutes to get
[27:31]
out of the marina after the fireworks.
So we just sat there waiting.
[27:37]
» I can't complain. That's all good.
>> Welcome back.
[27:40]
» Yes, Councilman. Go ahead.
>> I'd be remiss to overlook things in the
[27:45]
room and that is to thank Jennifer
who served in the position
[27:50]
as grant director. Um you know, in and
out but still did a wonderful job.
[27:55]
Really, Jennifer, you have done an
excellent job.
[27:57]
» Tremendous.
>> And we're going to miss We're going to
[27:59]
miss you. We are.
>> In that aspect. She's still helping us
[28:02]
out.
>> Well, we know that.
[28:03]
» I I know public comment is over but you
couldn't have found a better person for
[28:07]
the job.
I I stopped thinking of Jackie as an an
[28:10]
assistant and cuz she is phenomenal.
>> Thank you.
[28:15]
» Thank you.
>> Thank you, Jennifer.
[28:17]
» Should I have Jamie and Marshall?
>> Go ahead. You can say
[28:19]
» I just say I got to add this. A big
shout out to Jamie Marshall. I I I'm one
[28:24]
of his biggest fans and I love to see
him boat doing boat docking. I never was
[28:29]
interested until I started watching him.
He's a showman.
[28:33]
» He's a showman and that's a good part.
>> young man. Oh, he was so awesome. An
[28:38]
11-year-old a young man that you know
>> Yeah, I saw they said they
[28:42]
» I don't remember his name Facebook. So
if anybody remembers his name, a big
[28:46]
shout out to him also.
>> Yeah, a great job. And thank you
[28:49]
everyone. Um I just want to echo what
everyone else said. Um
[28:54]
I do want to mention that we are
considering a roads planning grant. So,
[28:58]
this is for council, you know, we may
have to get together again soon. Um you
[29:02]
heard Michael talk about how he just got
an opportunity a week ago. Well, we just
[29:06]
have a possibility there might be a
planning grant available that we could
[29:09]
start looking at roads. It's a federal
grant, you know, but if we could get it
[29:14]
together, we want to try. So, if that is
a possibility right now, Jackie is
[29:18]
looking into it. She's reaching out to
the funding source to see if it's
[29:21]
something that makes sense for us to do.
Um and if it does, I'm going to call on
[29:25]
you guys for another quick meeting where
she would outline what it would entail,
[29:30]
and then you guys could make a decision.
Cuz I think it's due on the 9th of
[29:33]
October. Am I Am I correct?
Right. And actually it just came out.
[29:36]
When we found out August 27th. Yeah, so
it just came out. So, it's not like we
[29:40]
sat on it or we missed it. It is really
how the grant world works. A lot of
[29:44]
times they'll put these things out and
you don't have a lot of lead time. But
[29:47]
she's done a lot of research, and I
think if we can do We can't do the
[29:51]
implementation grant, the construction.
We're not ready for that. But there's a
[29:54]
possibility we might have uh we might
look at the planning grant. So, I just
[29:58]
want to give you guys a heads-up about
that. Um and again, my my hats off to
[30:03]
everyone who did the crab derby, the
chamber, and the volunteers. I thought
[30:07]
this year reminded me of some of the old
days. Um I was really Yeah, I was really
[30:11]
pleased, and the atmosphere was just
really good. And when I talked to Danny,
[30:15]
he had said he thought there were more
people here um like first-timers that
[30:19]
have been here for many, many years. Um
I thought it was great. Um also, I want
[30:24]
to thank all of the volunteers. We're
seeing the community step up, and that's
[30:28]
a wonderful thing. And we saw some folks
that were edging. They don't want to be
[30:31]
named, but we saw some folks who got out
there and did some work to help us out,
[30:36]
and we appreciate that. You know, the
Lioness, um they have reached out, and
[30:40]
And looking at some things that we can
do to help beautify the entrance to the
[30:43]
city again. Um and of course they do the
planning for us. So we're saying
[30:47]
citizens step up and that means so much
to us. So definitely we appreciate all
[30:51]
the work that you guys are doing. Um
hats off to little Mr. and Miss
[30:55]
Crustacean.
Um okay, give me some names.
[30:59]
Help me Joyce.
>> Preston Ensley.
[31:01]
» Preston Ensley was um Miss Little Mr.
Crustacean.
[31:05]
» Caleb Walker.
>> Caleb
[31:06]
» Caleb Walker.
>> was little Miss Crustacean and I know
[31:09]
Aliana Rob was um
>> Vanessa Crustacean.
[31:12]
» Miss Crustacean and um all those pagents
were phenomenal as they always are. So
[31:17]
um we want to definitely send our
congratulations to all of them. Um and
[31:22]
as we said September's our month. So
we've got LESMA coming up which is a
[31:25]
Lower Eastern Shore Merchants
Association meeting. That's happening
[31:29]
next
Thursday?
[31:32]
17th?
Next Thursday?
[31:37]
Next Thursday?
>> It's the third Thursday of the
[31:39]
» It's the third Thursday. And then
following that we have the Clam Bake
[31:43]
which is um going to be happening on the
23rd of September as well. So I mean
[31:48]
we'll be participating in that. That's a
Chamber of Commerce event as well. But
[31:51]
um it's a huge um boost for the city and
I think that we're going to get a lot of
[31:56]
folks coming in for that as well. So
just want to thank everybody for you
[32:00]
know their support. September is a month
that really showcases Crisfield. So we
[32:04]
appreciate all that you guys are doing.
And so um we're going to go
[32:10]
I know it's a close but before we do
that I do want to make one comment. It
[32:14]
has been you know a wonderful like I
said Labor Day time but I do have to go
[32:19]
on the record. I I got some stuff sent
to me and and just for the record I need
[32:24]
to say um be careful what you read. Um
there are people who are saying that I
[32:29]
said things that would never say. So I
just want everyone on the record to say
[32:34]
hey I don't know where this stuff is
coming from. Most of these people I
[32:37]
don't even know.
Um so, I want it to be on the record. I
[32:41]
don't normally do that cuz I don't do
Facebook as a rule. But, if someone
[32:45]
sends me something that is completely in
left field, I have to challenge that.
[32:49]
So, I'm going on the record to say the
things that you see that people are
[32:53]
saying that I said absolutely never
happened. Don't even know these people.
[32:56]
Closest slander and defamation of
character, I don't know where that stuff
[32:59]
is coming from. But, me as the mayor and
this team, we're going to continue every
[33:05]
day to try to move this community
forward. That's what we're here for.
[33:08]
That's what we're committed to do. And
that's what we're going to continue to
[33:11]
do. And so, I'm I'm grateful to all of
those who know me and know it's
[33:15]
nonsense. But, I do also realize that
not everyone does know that. So, I have
[33:19]
to go officially on the record and say
don't believe the nonsense that you're
[33:23]
reading cuz that is not stuff that I
said. I don't know where this stuff came
[33:26]
from. But, you know, you might even want
to look at where the source is. Uh we 5
[33:30]
minutes and you can figure out no, that
probably don't want to listen to that.
[33:33]
So, just be careful. I just wanted to go
on the record for saying that and say I
[33:36]
do appreciate all of those who have been
so supportive through this whole
[33:40]
process.
Thank you, guys.
[33:43]
» Thank you.
>> Mhm. Sure.
[33:44]
» I would be remiss because everybody does
not have Facebook, but I would be remiss
[33:49]
to not thank my grandson for doing the
national anthem for praying.
[33:52]
» Yes, it was beautiful.
>> He asked for volunteer and every now and
[33:55]
then I do volunteer to sing cuz I used
to sing at
[33:59]
Special Olympics. And somebody said,
"Are you going to sing, Lavern?" And
[34:01]
then I realized, "Oh, I've got a
singer." So, I want to say uh
[34:06]
a big thank you to him because I'm
always dragging him somewhere to sing.
[34:10]
And he says, "Mama." I said, "You can do
this." And I think he was a little
[34:14]
overwhelmed because it was a larger
crowd than what he sang to in a long
[34:18]
while. So, a big shout out to Ronnie
Sterling Jr. and a big thank you to him
[34:23]
on behalf of the city, you know, for
participating.
[34:26]
» He did a phenomenal job. Absolutely, no
question. And with that, um we are going
[34:31]
to read our notice of closed session
before we adjourn our open session and
[34:35]
go into closed. If you would,
Councilwoman.
[34:38]
» Notice of special meeting for the

Joyce Morgan, Clerk Treasurer, City

Manager. Darlene Mayor Darlene Taylor,
Mayor. Sorry.
[35:47]
» That's fine. No, thank you very much.
That was a lot and I appreciate you for
[35:50]
reading that for us, Councilwoman
Johnson. And so, with that, um we would
[35:54]
need to get a motion if we're going to
go into closed before we um actually
[35:58]
close our regular session. So, can I get
a motion?
[36:00]
» Motion.
>> Second.
[36:03]
» All in favor?
>> Aye.
[36:05]
» Aye.
>> Motion carried. So, with that, we have a
[36:08]
motion to go into closed, but we would
need to close our regularly scheduled um
[36:12]
session. So, can I get a motion to close
our regular meeting?
[36:15]
» After we do that, yeah.
>> So, after our closed session?
[36:19]
» Yeah.
