[0:00]
Good morning everybody. It's Wednesday,
July 15th
[0:04]
at 9:00 a.m.
Julie, want to lead us in the Pledge of
[0:08]
Allegiance?
[0:11]
» I pledge allegiance to the flag of the
United States of America, and to the
[0:15]
republic for which it stands, one nation
under God, indivisible, with liberty and
[0:21]
justice for all.
[0:29]
» Any public comment?
No?
[0:33]
Any public comment online?
[0:42]
All right.
We will start off with the consent
[0:45]
agenda.
I entertain a motion to approve the
[0:49]
consent agenda.
>> I make a motion to approve the consent
[0:51]
agenda.
>> Second.
[0:55]
Any discussion?
>> No.
[0:57]
» All those in favor?
>> Barney, I.
[0:58]
» Crawford, I.
[1:02]
All right, Christina.
[1:11]
» Good morning.
Christina Herron, finance director.
[1:15]
I believe the treasurer's report is on
the agenda first.
[1:44]
Let me talk to you about that.
>> Mhm.
[1:46]
» Uh so, these are our balances as of June
30th.
[1:49]
And in that first section, those are our
banking investment account balances. And
[1:55]
then, the difference between our books
and the bank balances
[1:59]
is that variance, and then that variance
is described below that. It's typically
[2:04]
our outstanding checks
and some deposits in transit.
[2:09]
The next section below is all of our
bank accounts in our general ledger and
[2:15]
how those foot out, and that's the
number that's compared to our
[2:19]
bank balances to get the variance.
[2:24]
The next section is how all of that cash
is allocated across each fund
[2:30]
in our accounting system.
[2:35]
And then, you can see that that matches
all of our pooled cash in the uh
[2:40]
bank account section.
[2:44]
And then, the next section is our
investment allocation uh by type, and
[2:48]
then the investment values. And just a
quick reminder that those investments
[2:52]
are guided by the Crook County
investment policy pursuant to ORS 294.
[2:57]
And our investments are typically held
to maturity, which results in lower risk
[3:00]
and more predictable returns.
[3:06]
So, the very last one is just a recap of
the interest we're currently earning on
[3:13]
the safest accounts that we have in our
local government investment pool
[3:16]
account.
And I'm happy to answer any questions
[3:21]
that you may have.
[3:25]
» No, I don't have any.
>> No, I don't have any. Thank you.
[3:27]
» Thank you.
>> Appreciate it, as always.
[3:29]
» Okay.
[3:35]
» So, you're taking around.
>> Yep. It's kind of the main meeting
[3:38]
today.
So, this contract is an IGA with the
[3:43]
Oregon Water Resources Department for
the Assistant Water Master. And uh this
[3:48]
year, they did request an increase, but
we did not provide them an increase.
[3:53]
Their request came at the very end but
after budget had been adopted, we did
[3:57]
not have it in the budget. So, this
contract does not reflect an increase in
[4:01]
cost for this period. Just a quick
reminder of what this IGA is for. It's
[4:07]
for water master services under ORS
540-045
[4:11]
and then OAR 692-50
which are specifically for the assistant
[4:17]
water master for the Deschutes Basin and
our portion of that. It's a refund a
[4:22]
part of salary benefits, payroll
expenses, supplies, and IT services.
[4:26]
And then the duration of this IGA is
July 1st of '26 to June 30th of '27.
[4:32]
They would like to have a conversation
in December or January about increasing
[4:37]
the rates, but um
we'll have them come present at that
[4:41]
time.
>> What do we pay right now currently?
[4:44]
» Yeah, $46,250
a year.
[4:48]
» [clears throat]
>> It's been progressively going up every
[4:50]
year.
I'm I would suggest
[4:54]
I will not be here, but I would suggest
that you revisit this. I know that there
[5:00]
are statutes that provide for this,
but in doing some research then um
[5:06]
and I think there are other counties
that are wondering why we're paying
[5:10]
this.
It's kind of like double paying.
[5:13]
Um
that needs to be looked at and
[5:16]
understand better and at least give a
scope of what they do and be accountable
[5:20]
» for what they do. Mhm.
>> So, I would suggest that we
[5:24]
revisit
>> Yeah, I think we should
[5:26]
do some kind of a report
with who has to do that, but
[5:30]
what value we actually get out of it
versus what the cost is.
[5:37]
» Yeah, I'm not sure who directly works
with them at the county, whether that's
[5:42]
Will, do you know if that's
>> State
[5:45]
» Tim or
>> I don't know off the top of my head. I
[5:48]
do have it on my to-do list to to
challenge Jefferson County about this
[5:51]
and another another issue. Um
So, I I can at least as far as putting a
[5:58]
report together, get the ball rolling
and and work with Christina or whoever
[6:02]
else at the county we need to to
um
[6:07]
I don't know that conversation for you.
>> Yeah, I don't think there's anybody in
[6:10]
the county that works with them, but um
you know, they they manage all the water
[6:16]
rights for the state. They manage the
users that are not within Ochoco
[6:20]
Irrigation District. They manage Ochoco
Irrigation District and all the water
[6:24]
users in them
well, in the whole state, but in our
[6:27]
region.
Um
[6:31]
paying them doesn't give us any
opportunities or give us any any greater
[6:36]
value of being able to say we don't like
this or we would like to see this
[6:40]
changed or
um it doesn't give us any authority.
[6:45]
Um and it's kind of double double taxing
in in many ways because each
[6:50]
person that um
you know, is a taxpayer is paying for
[6:54]
this.
Um and if you're an irrigation user,
[6:56]
you're paying twice for it.
Um so, I I you know, I think that uh
[7:03]
it'd be interesting to know what their
value is.
[7:06]
» Agreed.
>> Yeah, I feel like we're just subsidizing
[7:09]
the state.
[7:12]
» Yeah, again.
>> Yeah, yeah, again.
[7:16]
» For yeah, for state resource in this
case.
[7:18]
» Yes, yeah, absolutely. I mean, it's
their water.
[7:20]
» State's water, so
um and it's a a service as I understand
[7:24]
it that they they need to be be
providing to a certain extent under
[7:28]
statute already, so I yeah, I'm fully
supportive of putting a report together
[7:33]
and happy to to kick that off and
report back to the board.
[7:39]
» Yeah, definitely no increase.
>> Yeah.
[7:42]
That was a hard no.
>> [laughter]
[7:45]
» Good job. Good job.
[7:48]
Yeah, uh so no action item.
>> We do need to sign the contract.
[7:53]
» Oh, okay.
>> Uh
[7:54]
if you want to move forward with the
contract for this fiscal year '27 at the
[7:58]
current rate.
>> What's the time frame on it?
[8:03]
Do we have to get back to them?
>> I don't know. They have been bugging
[8:07]
Eric and I about getting it signed.
>> I remember
[8:12]
this is effective back to July, yes.
Section 4
[8:15]
on page 252 of your packet.
This is effective back to July 1.
[8:22]
» I think it's in our best interest to
move forward with it this year just
[8:26]
because of the time frame of the trying
to build a case to
[8:31]
and conference with Jefferson County
that I think they probably already moved
[8:34]
it. It was it two? Yeah.
>> Yeah, and it and it was it was it was
[8:39]
several months ago, but I did have a
conversation with
[8:42]
uh
Jefferson County's County Administrator
[8:45]
and he had indicated they were
wanting to have a conversation about a
[8:48]
legislative
fix um so that, you know,
[8:52]
we'll have to go through a a long
session and and try to work through that
[8:55]
if that's the if that turns out to be
the best
[8:58]
route uh to proceed to fix it. So, I I
would recommend that you proceed with
[9:04]
this this IGA um while we look at the
rate.
[9:06]
» God bless you.
>> Um thank you.
[9:08]
» And this is I believe this is kind of a
one-off from their standard normal thing
[9:13]
because of the Deschutes Basin,
Deschutes Basin being the Deschutes and
[9:17]
the Crooked River in this whole water
area,
[9:20]
and the different things that's going on
in the Deschutes Basin compared to
[9:25]
others, so.
[9:29]
I would entertain a motion.
I make a motion to approve the IGA
[9:34]
Oregon Water Resources Department for
the County. Second?
[9:38]
Any discussion?
All those in favor?
[9:42]
» Barney, I.
>> Robert, I.
[9:46]
» Will?
>> Uh thank you. Uh no no managers are
[9:50]
reporting this morning.
[9:53]
» I got nothing.
>> I got nothing.
[9:57]
» All right. Public?
Last chance for the day
[10:01]
till next week, of course.
[10:06]
Anybody on the phone?
[10:11]
» Um no.
>> I make a motion to adjourn.
[10:15]
» Second?
>> Any discussion?
[10:19]
All those in favor?
>> Barney, I.
[10:20]
» Robert, I.
[10:24]
» Thank you, everyone.
>> Thank you, all.
