[0:03] All right, I'd like to call the Economic Development Authority meeting to order.
[0:09] We could add a parole call.
[0:12] Thank you, Mr. President. Mr. Cummings.
[0:15] Yeah, Mr. Ibo, Mr. Commissioner, Commissioner, Commissioner Kaiser.
[0:19] Yeah.
[0:20] Mr. Mayor, Mr. Wilson, Commissioner Adams.
[0:23] Yes, Mr. Booshowski.
[0:24] Here, we have a call.
[0:26] Thank you.
[0:27] I'll start with the approval of the amendments.
[0:30] You have those for you.
[0:32] Are there any questions?
[0:33] Otherwise I'd be looking for a motion to approve those.
[0:37] Trees.
[0:37] I'll make a motion to approve the minutes.
[0:40] Thank you.
[0:41] I have a second.
[0:42] I'll second that.
[0:43] All right.
[0:44] All those in favor.
[0:45] Please say aye.
[0:47] Opposed.
[0:49] Motion.
[0:51] Assence.
[0:54] Okay.
[0:54] Now we'll talk about selecting artwork for traffic signal
[0:58] cabinet rafts. John. Right. Thanks again. So I think you have these on 11 by 17. I know you haven't
[1:05] published this video packet. So I, there are different ways we can approach this. One of the
[1:13] things in your packet is a one page that has thumbnails of all 14. So you can kind of have a glance
[1:18] see all of them and then 11 by 17's to give you more detail. So I guess my question for all of you
[1:25] do want me to run through all 14 of these on the screen like this or for the benefit of the
[1:31] public or do you all feel or discussion or do you all feel like you're ready to just proceed
[1:37] to the motion sheet with the sun dance.
[1:43] I was just, I was just curious if someone had the same
[1:45] artist or maybe there was like input from artists about what they did with it with them. That would
[1:50] that would just be my, my curiosity on Alan. If you have specific questions about specific artwork,
[1:55] I can provide whatever background artists may
[1:58] if they did share any with us.
[2:00] We deliberately did not include artists
[2:02] personal information at this stage because we wanted
[2:07] we understood the idea wanted to judge it
[2:09] just based on the merits of the artwork.
[2:12] So, but we could certainly discuss whatever
[2:14] inspiration they might have discussed
[2:16] with us as far as why they did what they did.
[2:20] So perhaps I should go through each of one of them put them on the screen.
[2:24] Yeah, let's do that.
[2:26] Okay, we can make a brief.
[2:27] John, I want you to go from like we had nothing to like all of a sudden, you're 14, I think it's fantastic, so I mean great job with, you know, getting submissions, you know, for this project, so, you know, thank you very much, John.
[2:42] Oh, well, thank you for it. It's great to hear it. And I was frankly amazed at how this, you know, to the extent anything from a city government goes viral on Facebook.
[2:52] this one did, which is very rare for us. It's a very well shared post. I think I put the data in the
[2:59] language staff. So yeah, it was, and we got, I mean, we were fearful that we wouldn't have any
[3:06] submissions, right? Yeah. And we got more than we needed. So that's good. trees. We're picking 10 tonight.
[3:13] Well, yeah. So we have 10 cabinets. So that means you could select up to 10. You could also select the
[3:20] or number, and then we are asking it to give the executive director discretion to select which
[3:28] one of those would be used more than once to fill up the 10-cata.
[3:33] Oh, each class composes with choosing more than one designer, it'll be a wash.
[3:41] If each one is there are cost savings, it's the same cost.
[3:46] Okay. Yeah, because these are all of these are each rapidly fabricated
[3:50] based on an image, it's the $2,100 per route if we use the same image for all 10 or 10 different images on each one.
[4:00] I'll just, I was really inspired when I looked at the packet, I think they picked out one of the names.
[4:06] I don't think you, the one thing I also just want to say as part of the process that Steph had discussed is,
[4:14] I'm sure there's other artwork out there, some other artists, you do have more caps, so as we've gone as we're going through this process for coming down this, for taking notes as what we want to do, how often do things, but it turns out we were very, very pleased with it, but just keep that in mind as well.
[4:35] I would suggest is that we have 14 submissions here.
[4:41] You don't, if depending on how the council wants to do that,
[4:44] we don't have to use all of them now.
[4:45] We'll have them for the next time.
[4:47] Because that was something that we were going to propose is, again,
[4:50] next year, we can do another, as I said,
[4:52] we have other cabinets to do so, but we will be soliciting
[4:56] additional artwork through that process as well.
[4:58] I'll see you next time.
[5:00] Next, the next round.
[5:02] Sean, note that.
[5:03] John, can you give us an overview?
[5:07] I'm sorry to say it.
[5:08] Yeah, can you give us an overview of that?
[5:10] Yep. So, I don't know, we kind of call this waves.
[5:14] I'm not sure.
[5:17] But I think it's, it's just, I mean, something very bold and bright,
[5:23] which is not at the point.
[5:24] Is it what we've sent for?
[5:25] Did you give titles to all of them?
[5:26] Yeah, I'm doing mine.
[5:27] I'm doing it for letting you know.
[5:29] Yeah, some of them are more obvious than others.
[5:31] Yeah, so we kind of call this waves.
[5:36] We, okay, we have to scroll.
[5:39] So this one, I think we'd call the crystal ball.
[5:44] I think that's what that's about.
[5:46] I just have to say, it comes up all the time,
[5:49] but ever happened in two crystal balls
[5:51] at a part of the historical setting.
[5:53] So I think that it will one time hanging
[5:57] downtown crystal.
[5:59] So I personally, this one was my favorite
[6:02] and for everybody wanting to know which one I like the best, but
[6:05] I saw that and it comes up all the time.
[6:10] What happened to the customer?
[6:11] You do know that's in Florida, right?
[6:14] Is it really?
[6:15] Well, there's more of it.
[6:17] It's from the bus.
[6:19] It's from the bus.
[6:20] It's from the bus.
[6:21] We'll take you to the bus.
[6:23] Do you want to, to fly possibly?
[6:27] That's what we want in the month.
[6:30] Okay, we don't know, okay, this one is Bristol flag with blueberries and
[6:49] I
[6:49] Council member Camish said she couldn't be here tonight, but this was her second choice, she
[6:57] just expressed her preference.
[7:02] She said she couldn't be her understood she didn't get involved but wanted us to share with you what her preferences
[7:06] is what her top three work. So blueberries was her number two. Crystal flag with a raptor, I don't
[7:15] know if it's a hawk or a falcon, but definitely a crystal flag image.
[7:25] Crystal flag airport theme.
[7:29] Oh, I forgot to mention the ones with the gray boxes. There was six of them. As you might have
[7:33] in staff, the group staff that looked at these, we all had different favorites, but there
[7:38] are the ones where we could kind of call it in census, that this was a favorite or something
[7:43] that we all sort of liked. And so the waves was one of them. They had a gray box and then this
[7:49] one number five, Bristol flag with airport was another one.
[7:55] Another one with a gray box,
[7:57] recycled butterfly. The artist talked about how they actually used, this is actually a waste. I mean,
[8:04] to bottle caps to create this as kind of a mosaic, and then to the photographs.
[8:11] Well, like that's an interesting one.
[8:13] Yeah, that's an interesting one.
[8:13] I think a lot of people think.
[8:15] Oh, what?
[8:19] Well, yeah.
[8:21] This is another one that the staff consensus we really like, the pollinators and flowers.
[8:29] And this was Constable Camishes first choice.
[8:33] This is better than the license plate for the pollinator.
[8:41] This one.
[8:45] I guess I don't know what the theme is of the artwork.
[8:52] I will say that one of the things we asked people to talk about or to think about when they created their art was to celebrate the diversity of our community because the whole world is in crystal.
[9:01] is one of the things we like to say. So I think this piece does that.
[9:10] And then this one is
[9:12] think their carnations, not sure, flowers of some time. Let's get to see. Peanies.
[9:20] You might be different by us. Flowers. So that's their flowers. Yeah, yeah.
[9:25] Yeah, like flowers.
[9:29] I don't have a name for this one. Number 10,
[9:36] nor for number 11. So, so Jen, so go, can you go back to 10?
[9:42] Sure. So, there wouldn't be anything in the, in that first panel on the box.
[9:48] Is that correct? It would be just a wait.
[9:50] Well, we, we saw a couple of options.
[9:52] This is why we could ask for discretion as far as selecting cabinets.
[9:56] This one, if it were selected, we could place one of the cabinets where there's an adjacent.
[10:00] Small cabinet, right up against the big one. I'm kind of the short panels. And that would be covered anyway, or maybe we just pick a solid color, you know, like the crystal flag, blue or something, just to have that not be a blank slate,
[10:18] sure.
[10:19] Number 12. I think this is, I don't know what I call this one, but it's kind of cute.
[10:28] This is a third choice, but is there a little crystal element in there? You can see the
[10:37] crystal shopping center sign right here. The flag is in there, yeah, and there are a couple
[10:42] other ones. I can't remember all of them that are in here. I mean, it's like a weird wall though,
[10:49] but it's not that bad sign. And so it's lit. So you remember the staff love the construction
[10:54] cone on the bulldozer or the excavator and one cellar. Yeah, but this is one that I think there
[11:03] was a wider range of opinion on it, but I will say that it's definitely unique among all of the
[11:10] solutions. And again, it was counter-embark damage is third referred in choice. Number 13, this is
[11:18] one that we had consensus on. This is another form motif. I think we call this jelly beans
[11:24] with flowers in front. There's something like that. Jelly beans are yours. There were actually
[11:31] more jelly beans, but we had to crop it to get it a thick, a template. So we have to cut
[11:35] out the top because the flowers are really seem to be what really pops here. The jelly beans
[11:40] are in the background.
[11:43] And then finally the mine is a mine. So the idea here is if you're looking
[11:49] at the box, it looks like the mine is trapped in the box, whichever or the four sides you're
[11:55] looking at, there's a mind-tractive box.
[11:59] Oh, you, oh, yeah.
[12:00] And just to remind the council, if you look at the dimensions,
[12:04] these are, you know, life side, yeah, six,
[12:07] 77 inch boxes, so it's fun.
[12:11] The off-road and this one kind of,
[12:14] I remember those were reminded me of that,
[12:15] but all of these are going to be blown up, you know,
[12:18] very large, so relatively large,
[12:25] so, you know, that.
[12:28] Thank you for that overview.
[12:35] I have a solution, not a solution, but a part.
[12:41] Could we let the community vote on these?
[12:49] That's something we talk about at a staff level about that.
[12:53] I think, well, the problem, there are a number of issues with that, of course,
[12:58] which is do people have their friends and family, you know, from all across the country vote,
[13:04] how do we vet the votes for them actually being crystal residents? Because you have those things
[13:11] where you don't vote, you know, send out to all the friends across country vote for my thing
[13:16] and whatever this content is. So that's, that's one we concern. The other one is time.
[13:25] the were on track to hopefully get these the goal would be to try to get these installed by my
[13:32] frolics a lot of them are going to be up in that area of town but that's not I mean it's not a
[13:37] deadline we can install these anytime before winter really but that would certainly delay that
[13:45] and I think there are some other concerns too about the city is buying these and it's going to
[13:52] these can be responsible for them and my recommendation is that the EDA should own the decision to
[14:02] and not not kind of send it out to the community because it's ultimately really as your decision.
[14:10] I'm about staff is thought about this. I'm still in support of having the community both
[14:16] So, as an input, we would still reserve the right to choose what the final ones are.
[14:23] I think it could be fun for the community, for them to see hey, here's how we're, you know,
[14:27] investing in, of course, we'll see these things, but for them to have a voice, you know,
[14:32] and if thousands of people vote from across the world, I mean, that's kind of fun.
[14:36] Maybe we'll, you know, be trending or something for a little bit.
[14:40] So anyways, I, I, I, the timing thing is probably going to worry me the most.
[14:44] I would like to get these up, I'd follow it, so I'd be curious if there was a way for us to make that timing work.
[14:50] But again, that's just my opinion of one of the curious other thoughts.
[14:53] I don't know.
[14:53] One of the one that has part of that conversation was one of the things that we identified that would help facilitate that, because that was-
[15:00] Something for the next round we were looking at like, yeah, how could we do that? That would be really cool to have that community engagement part of it, you know, the big part of it was the timing, just because we did that was a part of the calculus when we were getting to this point.
[15:15] But if the council were to narrow down, like, here's the finalists or, you know, couple of, you know, not have the public pick their top 10 or their top five, but if they had to pick, you know, between two or three years,
[15:29] or, you know, here's the file, I mean, just somehow narrowed, you know, rain that in,
[15:38] that discretion that being given to the wave,
[15:45] as part of the process, that was part of the
[15:47] conversation of how can we do that?
[15:52] If there, I would say there, we could figure it out away.
[15:57] I'd have to talk to Mike Peterson specifically about how best to do that in a relatively
[16:04] short amount of time with the quick turnaround.
[16:09] It's something we, John's not real excited about, sorry.
[16:15] We'd have to figure out when the absolute deadline would be in how quickly we can do that.
[16:21] I think it's actually out of the office today, but we want some type of kind of guardrails
[16:26] on that. It's one to help facilitate it. But we thought that having all 14 and having public vote
[16:36] on those wouldn't be ideal or far from ideal or far from ideal, of course.
[16:45] My question was, do we have a drop to deadline and you answered that question with your statement?
[16:52] I mean, I'm also a fan of having the community vote.
[16:55] I mean, it's not like we'd run into, you know,
[16:59] necessarily a situation like MidDot runs into with name
[17:01] and their plows or something very offensive.
[17:04] You know, it's like, these are the 14.
[17:05] And there's nothing here that's blatantly offensive
[17:07] that I can tell.
[17:08] I mean, I don't know there might be something hidden.
[17:12] But, I mean, I think it'd be a good opportunity.
[17:15] And also, I mean, it can be a quick turnaround.
[17:18] I've placed as I've worked, we've done social media voting, with just, you know, reactions and those things are only live normally like for three days maybe and then your traffic just drops off, so it would be just like a couple of days maybe.
[17:33] I guess they should be calling back the EDA in time to have us make that final decision.
[17:39] Jim I'd support picking 10 tonight. I mean, there's some good choices here and I think there's a fair amount of agreement in terms of between staff and what we know who's already voiced.
[17:54] There's already voiced their favorites.
[17:59] I absolutely love all of the of the flag once I think that fits kind of what we're talking about.
[18:06] I'm a flower fan. I'm not sure there's any flowers. I would eliminate. We could just go through an exo each of us exo for that we don't like and then
[18:15] Tally it up and be done
[18:17] That means we have 10 people who's our work is gonna be displayed. I like the idea of that as well
[18:23] I really like the idea of people actually taking the effort and seeing it come to fruition
[18:30] John Sutter why would make it add on all from majority of the board wants to
[18:37] Providing an opportunity for public input on the selection or if a majority does want to do that without having to delay this to your next meeting, which is July 16th or weeks or now, is part of your motion we could do a fast survey with a quick turnaround.
[18:57] And you could hear your motion provide staff, the executive director, final discretion as to if you select ten tonight to move forward to the public to decide which ones to use or maybe select six or something.
[19:16] But you'd have to delegate that to the staff or we'd delay it by a month.
[19:22] So there is a way to do this, I think.
[19:26] I think I like, so if I'm making the dots,
[19:31] I think we're going to do both.
[19:32] Recommendations to do both, where we as accounts
[19:35] will select 10, we're going to move forward with the 10
[19:39] and move on with the process.
[19:41] And then we're still like to post something for the community
[19:44] to vote, just to see like they're not necessarily
[19:46] going to decide we've already decided.
[19:49] And maybe it's not a vote, but maybe it's
[19:52] Hey, we're doing this thing. What do you take a look which one's your favorite which one's your likes. Yes, and so
[20:00] Let's continue at the pace for going. We can decide on the 10, but then figure out something creative to involve the community. They can pick their favorite. And maybe, you know, the top three we decide once we have to do more, we're going to go back to those top three. You do a couple more of those designs, you know, across the city or something like that. Does that feel okay, kind of that? We're going to do both. Okay. So we need to pick 10. I'm not sure how to invest in that item. Thank you. The one thing I was going to say is if, I'm sure, I don't know if you'll be able to
[20:29] rank them, but if they were like the bottom two or three that you were there were less
[20:36] of your favorites, and you guys have selected them and let the public have some input,
[20:45] and if any of the ones at the council didn't pick, could replace those that the council
[20:51] did pick from the bottom. Like if you had a core eight that you for sure wanted, but if
[20:57] to that out of the other six that the console, you know, they were less your favorite,
[21:02] maybe I'm over compicating it, but, or we could just have, you know, just get feedback.
[21:08] Because I think that just that engagement is that engagement level is, you know, without promising
[21:14] that whatever's more popular based on, you know, 200 people on Facebook vote for our next
[21:20] dark, at least they'd be able to, you know, provide some feedback and then we can that's part of
[21:29] We can even say, this is the first round of these, we're trying to do this in the more on the future, so stay tuned in the evening.
[21:39] Well, it's very safe.
[21:42] Alright, John Booshowski.
[21:44] Thank you.
[21:46] Jim mentioned maybe excluding four, what I would say is like, each one of us gets to big three and then basically kind of figure out what the most popular one is
[21:57] And then if we want to, you know, you can say like, you know, for the rest of them,
[22:02] you know, have it rounded out by either by members of the staff, you know, or something like that.
[22:07] So it's kind of been joined effort before from there.
[22:10] It's an option, trees.
[22:11] Sorry.
[22:12] What I was going to say, the very least was to share this with the community.
[22:17] Make them.
[22:18] Yes.
[22:18] Yeah.
[22:19] I just think that I worked this wonderful.
[22:21] Why not share it?
[22:21] It's fun.
[22:22] Yes.
[22:24] Of course.
[22:25] Yeah.
[22:25] So I support just like choosing 10 and then sharing and then people can vote for their favorite
[22:30] I will say I did some it for this, so I'm going to recuse myself
[22:36] Wow, which one I'm not going to tell you
[22:40] Ready recuse right there
[22:42] I do really like that one. You're one of the minds aren't you?
[22:46] Jim yeah, I think you know, I think for a set of
[22:50] love the idea of bringing the community into it to kind of get the excitement going. I think
[22:54] Adam touched on it too. I think that's a great way to promote it and build that excitement.
[23:02] Yeah. I just wanted for the record. Not the artists are receiving any type of
[23:06] remaneration for their selection or submission.
[23:14] So there's a couple different ways.
[23:15] there is a suggestion that we select our most favorite, an idea that we actually select our least favorite, we select 10, we select 6, I don't know.
[23:32] Make a proposal.
[23:33] I like to do 10.
[23:35] Just make it.
[23:35] Let's just go one through 10, our favorite has been one and being our least favorite.
[23:40] So we will all do that on our own and then what?
[23:46] Or I think it's actually, is there need to prioritize or rank them or can we all just select our bottom four?
[23:54] Is that okay?
[23:54] We can do that.
[23:56] That'd be the easiest way.
[23:57] Which award would we prefer not to see?
[23:59] Right.
[24:00] Yeah.
[24:00] Okay.
[24:01] So once we also select our least favorite four, then what do we do?
[24:06] We need a motion to select the other ten.
[24:10] But we have to somehow figure out which or most common this.
[24:16] Yeah, see if there's a special thing.
[24:19] Okay, so we'll tell you.
[24:21] You'll have a discussion.
[24:23] Great.
[24:24] What's going on?
[24:26] And we've done that.
[24:27] We're doing that.
[24:28] You're so.
[24:30] Yep.
[24:30] Okay.
[24:31] So I think we are all individually.
[24:33] This is really great class for me.
[24:34] We're all individually to rank our bottom four.
[24:38] So the four that you would least prefer to see on a box, and then we're going to go through each of them one by one
[24:47] and tell you how many, you know, dislikes or non-preferred votes each of them has.
[24:53] We'll see what the top four voters are, and that should narrow down our list of 10.
[24:59] So we'll give them a few minutes.
[25:00] minutes for folks to identify their bottom four, so we're going to do that for a week.
[25:05] No, I got a, oh, you're nervous.
[25:08] Yeah, yeah, yeah, I don't have any other questions.
[25:10] You didn't have any other questions?
[25:11] You're all doing what you like.
[25:13] As you each go and call out your four, I'll put it to action.
[25:16] You'll be like, okay.
[25:17] This one is five strikes against it then.
[25:19] Okay.
[25:21] Okay.
[25:28] The northern part of the city is ready.
[25:31] Oh, we got the third of the less people.
[25:38] It's like, I always put in pressure on this and then burn out.
[25:43] It's like me, it took a sculpture class and a couple of art classes.
[25:47] And I feel like we're in this sculpture.
[25:49] Yeah, it's like the inside and four critiques.
[25:54] You've got to go with the green room or something like that?
[25:56] Yeah, yeah.
[25:57] Beateness.
[25:58] Oh, sorry.
[25:59] Anyone need more time?
[26:02] Okay everyone's here. Okay we're going to do it. I'm just going to start with me John.
[26:09] Well that's up to you.
[26:13] Okay so I'm just going to tell you the numbers where I voted.
[26:19] Any numbers that you like the least? Correct. Yes. Very good.
[26:23] 9, 11, 8 and 10.
[26:32] I'm going to say five, seven, 11, and 13.
[26:43] That hurts those are what I'm saying.
[26:45] You didn't do that.
[26:48] Was this Adam?
[26:49] Are you voting?
[26:50] No.
[26:51] You shouldn't.
[26:51] Okay.
[26:53] Jim, I will go six, eight, ten, and 11.
[27:04] David?
[27:05] Six, eight, nine, and 13.
[27:12] 14, 11, 10, and 5.
[27:18] Forced.
[27:19] I'm not.
[27:20] You're not voting.
[27:21] I'm not voting.
[27:21] I'm in there.
[27:22] Yeah, you're in there.
[27:23] Is that fair?
[27:24] This is quite the end.
[27:26] Do we have any, or the, where are the numbers?
[27:29] John?
[27:29] So we have one of them.
[27:33] Number 11 had four strikes.
[27:36] Numbers eight and ten had three strikes.
[27:41] And then numbers five, six and 13.
[27:44] excuse me, five, six, nine, and 13 had two strikes. So there's a four-way tie.
[27:51] Okay, five, six, nine, and 13.
[27:55] So there were two that were three, that was the census status.
[27:59] Jim, I propose we make Adam and John both, that were to represent staff.
[28:07] Are you going to revote? Yes, we can do that, or we can revote on the four, that was four,
[28:12] But Mr. President, that's exactly what I'd suggest.
[28:15] Is each of you, of those four, you have to pick the worst one.
[28:18] Okay, in your opinion.
[28:20] We're sorry, the one you like the least.
[28:22] Like the length of five, six, nine, thirteen.
[28:25] Five, six, nine, and thirteen.
[28:27] Yes. So everyone, look at five, six, nine, and thirteen.
[28:33] Pick your least.
[28:34] Identify your least favorite of five, six, nine, and thirteen.
[28:39] and then we'll go through once more.
[28:49] I'll start, be
[28:56] sure.
[28:57] Um,
[29:02] okay.
[29:03] Nine was a Guinness camp.
[29:05] Trees.
[29:06] Five.
[29:08] Jim.
[29:10] Six.
[29:11] David.
[29:12] Nine.
[29:13] John.
[29:14] Five.
[29:18] Now we have a two-way tie.
[29:20] Five and nine.
[29:22] We can flip a coin now.
[29:23] Yeah, there you go.
[29:24] We have an airport.
[29:26] Yeah, five is like one of my favorites.
[29:32] So if this person, I'd suggest to give the same thing again, the same exercise, but you decide each of you decides which of five or nine you like the least.
[29:42] Yes, we'll still, yeah, same verbage of which one do you like the least between five and nine?
[29:49] I love you, smell.
[29:51] I'll start 9.
[29:53] 5.
[29:57] 9.
[29:58] 5.
[30:00] I already do the number, even before you started. Five thousand. Was that three for five? No, three for nine. Yes. Okay, very good. So, the selectees are, well, now you'll need a motion, one through seven and 12 through 14.
[30:30] So, yes, I am looking for a motion for someone to approve.
[30:39] Those numbers, one through seven, there are work designs, one through seven and 12 to 14.
[30:46] Jim, I'd like to make a motion and we approve all the designs from number to one through six, as well as 12 through 14, as approved designs, several.
[30:58] Yes, including seven, or approved designs for our work to be put on the boxes.
[31:05] We have a second.
[31:06] John, I second my motion. Great. All those in favor please say aye. All right.
[31:11] Okay. All right. All right. All right. All right. All right. All right.
[31:12] We'll see. And we have one abstention.
[31:16] We don't need a roll call for that, right? No, I don't think so.
[31:20] Good. Great. So I think so. We voted on that, which is great. There's also consensus that we have some kind of community engagement.
[31:30] And I think there's an ask that that residents can like vote on something, what's their favorite, like that interaction versus just showing them what we're doing Jim.
[31:41] And I think when we get feedback from the public, it can kind of help staff figure out where they're going to put those, all those ones that are most favored in a more prevalent place.
[31:50] John, I'm concerned that there isn't one in war three.
[31:54] So next year, next year, so if we went into this not knowing how this was going to turn out, how successful this would be,
[32:05] if the community responses very positively, there are four that are more in residential areas as one is at 47th and Douglas for example.
[32:13] And next year, we could look at doing those fours, are these fours?
[32:16] Yeah, fours, did you have a comment?
[32:20] I was just wondering if there was any desire, you could maybe reach out to the artists that
[32:26] got in and say, did you have a specific location when you were doing it too?
[32:31] We will be having one-on-one conversations with each artist because as we look at locations
[32:35] there are going to be some of them where the cabinet is more obscured by those adjacent cabinets
[32:40] and we're going to have to, it'll be like a one-on-one kind of conversation.
[32:45] Should we start there now and ask for a square here?
[32:50] No.
[32:50] So you're
[32:53] going to tell us at the end which one of yours?
[32:57] No.
[32:57] No.
[32:58] You'll have to go find out when this is possible.
[33:03] I wish I would.
[33:06] Well, that was that was fun.
[33:08] It was comments.
[33:10] Thanks John on your leadership on that.
[33:11] It's really fun.
[33:12] Thank you for our community.
[33:14] Um, so we look forward to seeing those go up.
[33:17] Uh, wasn't it?
[33:18] Can I request a brief recess?
[33:20] Yes, certainly.
[33:21] A little quick.
[33:22] A quick recording stop.
[33:24] Yes.
[36:12] Recording in progress.
[36:14] I'll move on to number 5. So we'll consider a resolution of proving a demolition contract for 6110, Lakeland Avenue, North, John.
[36:24] Thank you, Mr. President. I have good news on this. The lower we had two quotes. We requested three, got two.
[36:30] And the lower one is low enough that there's no EDA action required.
[36:36] at $14,000 to $100. It's well below the threshold requiring your action. So staff can approve
[36:42] that agreement. We're very happy to the price. Kevin excavating is a local contractor who,
[36:47] in fact, is doing the demolition at the pool. They said they're very familiar with working with
[36:51] the city, very confident in having the information they need to make a good bid and are proposal.
[36:58] And so with that there's no action required by you and we're going to proceed with going with
[37:03] have it for the demolition of 61-10 Lakeland.
[37:07] Thank you for that update. Any questions on that?
[37:12] Great.
[37:15] Lastly, property status update. What do you have for us, John?
[37:19] So a lot of this you've heard before, but new horizon is continuing with their complete
[37:25] renovation of the property at 7,000 57th Avenue North. Wells Fargo has for the last
[37:32] Month or so, Ben, more intentionally marketing,
[37:38] they're vacant building at 7,000,
[37:39] 56th Avenue North, on Mass Lake Road.
[37:42] They are fully moved in to their new space
[37:45] in the North and North East corner of Mass Lake Road
[37:47] in Broadway next to the Chocolat.
[37:51] Not right next to the Chocolat.
[37:52] Between their location and the Chocolat
[37:54] and Exfinity Store is going to be coming in to fill
[37:57] that gap between those two spaces.
[38:00] so they will be moving in soon with a couple months I would guess. Duncan is continuing to work
[38:07] on their renovation of the former dairy queen. And at 6,056, there's an existing office building
[38:16] and we've had some development inquiries about that property. I can't say more than that because
[38:21] we don't know a lot more than that but as soon as we have more information we'll certainly share that.
[38:27] The single family home within Accessory Dwelling Unit at 4824-56, right at the East End of
[38:33] Bass Lake Road by the curb, where it turns north towards the Brooklyn Center.
[38:37] That was an EDA lot.
[38:39] The builder listed that house with ADU at 600 and 50,000.
[38:43] They just completed it.
[38:45] They have a sale.
[38:46] I think they're closing within days, it had 600 and 80,000.
[38:51] So, it's a six-bedroom three-bath house with a three-card garage plus a one-bedroom
[38:58] radio with its own one-card garage so I mean there's a lot of value there but still
[39:03] I think that that surprise not only us but the builder that they were able to
[39:07] sell it at that price so they're looking to build more of those they never done
[39:12] this before and they were very happy to leave this turned out so hopefully we'll
[39:16] more than not just in Crystal but elsewhere.
[39:19] 52-40 apartments have had some delays with various finishing work, but they are expecting
[39:24] to open for residents probably in the middle of July, maybe late July.
[39:33] At 6200 block of 36, there is a developer that bought a house within adjacent vacant
[39:40] lot. This is just up the hill and east of the strip mall where Cardale floral is. There's a house
[39:47] in a very large, not very large property, but large for a single family house. They're planning
[39:52] to demolish the house and build an eight-unit town home development. They're going to be having
[39:57] a neighborhood meeting as some time.
[40:00] Fairly soon. And then they are going to use what they get from the neighborhood meeting to submit to inform their submittal for the Planning Commission, presumably for the August Planning Commission meeting.
[40:14] So, stay tuned on that and we'll have more to share when we have more to share. And then, 3,400 block of Douglas, you may have noticed that the southerly building is being framed up now.
[40:25] space that eight unit town development on an EDC site is two four unit town home buildings.
[40:32] The foundation is in for both, but they're doing the framing now on the southerly one closest
[40:37] to 34th and then they'll start on the northern way one.
[40:41] And then one of their update I wanted to provide.
[40:44] Someone's back, you authorized, and offer for the 5273 West Broadway property, which we
[40:52] would need to reconstruct the double-stripe west-broadway intersection.
[40:57] We did send it off or over the owner requested a meeting.
[41:01] We met with them.
[41:03] They expressed that they are not interested in selling,
[41:06] but they haven't formally responded.
[41:09] So if they change their mind, we're still here.
[41:12] But as of right now, it does not look like they are interested
[41:15] in selling or responding in any way to the offer that we made.
[41:20] So, that's all I have on that.
[41:22] Any questions, John?
[41:25] So, on that offer, so they actually met with you and had a brief discussion with you.
[41:31] They didn't like have a counter, or you can't have that?
[41:34] No, we specifically asked, you know, we kind of encouraged them, you know, is there, is there
[41:42] price that, you know, I'm just, that's a whole point of this, was to try to get some interest
[41:47] And the stages didn't, weren't interested.
[41:51] I think it's safe to say, because they're ultimately trying
[41:55] to lease part of their land.
[41:59] Well, what was really interesting is that that online listing
[42:02] disappeared shortly after you're meeting.
[42:06] I think it's probably coincidence,
[42:08] because it was kind of a far-fetched scenario for a ground lease.
[42:14] But it was, the timing was, it was the same time, basically.
[42:20] So, I don't, I, the whole groundly thing didn't really make sense.
[42:27] So, I, I don't think there's a connection there, but there could be.
[42:32] Of course.
[42:33] So, they didn't give any reason.
[42:35] They're just like, I'm meeting with you to tell you in person.
[42:38] I'm not interested in telling, or like, well,
[42:41] They had a lot of questions about the proposed inter-intersection reconstruction and the round
[42:47] about everything else and, you know, we answered those questions, I don't think they agreed
[42:51] with our answers, but the interim public works director was in the room with me because it was
[42:56] an infrastructure project, and that's, and to answer those questions, and again, we did answer
[43:02] the questions about why, you know, why the property would be needed if we do this project,
[43:07] why we the city was interested in doing this project in the first place.
[43:12] What was wrong with the current intersection, and that kind of thing, and we answered all of those questions.
[43:18] I would say the majority of that conversation was about the project itself.
[43:27] Any other questions?
[43:29] Any next steps?
[43:30] in this situation just yeah I don't think so because we're still trying to gather funding
[43:36] for that project and at some point if that project becomes more real then I think we
[43:43] can you know we would need to go back to them and we said that in the meeting this project
[43:49] is years away but you know we're as the property owner the key property owner for this project
[43:56] in where this project we need to go, we feel we should talk to you now rather than wait and
[44:02] see if you're interested. And that was the purpose of it. We have no plans to
[44:11] proceed at this point anyway with purchasing the property if they're not interested in selling.
[44:21] For what other question, what was the address of that office building? Where was that office building?
[44:26] and that there was some development in here.
[44:28] You know, that's some inquiries about 6,000,
[44:30] 56.
[44:31] It's sort of a northeast corner of bot knowing vastly.
[44:33] Okay, that's what I thought.
[44:34] Yeah, okay.
[44:35] Yeah, thank you.
[44:38] Great, thanks for those updates, John.
[44:41] With that we'll move to other business.
[44:43] Anything anyone wants to bring up?
[44:47] Okay.
[44:48] With that, looking for a motion to adjourn, John.
[44:51] So moved.
[44:52] Jim, do you have a second?
[44:53] I'll second that.
[44:54] All right, all is in favor, please say aye.
[44:56] Aye, aye.
[44:56] put us in a meeting is adjourned.
