Okay.
I'm going to call the meeting to order
[0:11]
for Tuesday, March the 10th, the
Currituck Planning Board. At this time,
[0:15]
we're going to stand for a pledge of
allegiance and a moment of silence.
[0:27]
» I pledge allegiance to the flag of the
United States of America, and to the
[0:32]
republic for which it stands, one nation
under God, indivisible, with liberty and
[0:38]
justice for all.
[0:49]
» Thank you.
[0:52]
All right.
Moving on.
[0:55]
I am going to ask for any
disqualifications on the new business
[0:59]
before us tonight.
Hearing none, we do have a quorum.
[1:05]
Moving on to the approval of the agenda.
We have one item in old business, which
[1:12]
Mrs. Kraus is going to participate in,
and then we have one item of new new
[1:16]
business. Is I'm going to go ahead and
entertain a motion for approval of the
[1:21]
agenda at this time.
>> So moved.
[1:24]
» We have a motion. Do I have a second?
>> I'll second.
[1:27]
» Have a motion and a second. All those in
favor say I.
[1:30]
» I.
>> All those opposed likewise. The agenda
[1:33]
is approved.
You've had a chance to look at our
[1:36]
minutes from the February 10th meeting,
which was a fairly involved meeting. Uh
[1:41]
we went over quite a bit of stuff at
that meeting. I'm going to go ahead, if
[1:45]
you've had a chance to look at that and
see any changes that need to be made,
[1:50]
I'm going to entertain a motion for
approval of the minutes from our
[1:53]
February the 10th meeting.
>> I'll make a motion to approve.
[1:57]
» We have a motion.
Do I hear a second?
[2:00]
» I'll second.
>> We have a motion and a second. All those
[2:02]
in favor say I.
>> I.
[2:05]
» I.
>> All those opposed likewise.
[2:07]
Okay, moving to old business.
At this time, we have a resolution
[2:13]
uh of appreciation for Juanita Kraus.
How many
[2:17]
years did you serve on this board?
>> Six.
[2:21]
» Six, okay.
So, if you'll just come on up, Juanita,
[2:25]
I want to really thank you for your
service and
[2:29]
» They changed the rules. It was supposed
to be eight, but when I got on they said
[2:33]
no.
>> And
[2:34]
» [laughter]
>> if you'll just come on up, we'll sit and
[2:35]
we can get a picture.
[2:42]
And I I left my reading glasses, so I'm
not going to read it, but
[2:46]
that's the resolution of appreciation.
>> Oh, that's very nice.
[2:49]
» We've all signed that.
>> Oh, that is so sweet.
[2:52]
» And then this is this is really nice.
>> Isn't that nice?
[2:56]
» Yes, it is.
>> Oh, I feel so special.
[2:59]
» are special. That's very nice.
>> Thank you so
[3:02]
much.
>> fingerprints on it, so clean it up when
[3:05]
you get home.
But thank you for your time and your
[3:08]
input and
>> Thank you so much. I appreciate it.
[3:13]
» Got it?
>> Yeah.
[3:14]
» I also
>> do want to just say thank you for the
[3:17]
staff. You guys have were have been
amazing to work with over the years.
[3:22]
Um
wonderful. And then my colleagues, um
[3:27]
I just want to say that I appreciate,
you know, it's not always easy to make a
[3:32]
decision up here. Uh it's not gray. We
have a black and white, yes or no. And I
[3:38]
hope I would love to see more people
participate in the process, but thank
[3:43]
you so much for participating.
Thank you, Brian.
[3:46]
» Thank you again. Yeah. Yeah, there you
go.
[3:48]
» Now, I would hang out, BUT
>> [laughter]
[3:51]
» THANK YOU, GUYS.
[3:55]
» [applause]
[4:16]
» THANK YOU.
MOVING ON TO NEW BUSINESS.
[4:21]
THE first and only item of new business
this evening is planning board 26-01
[4:27]
Currituck County.
Request to amend the unified development
[4:30]
ordinance chapter 4 use standards to
modify the requirement for public
[4:36]
convenience center {slash} transfer
station. At this time we'll hear from
[4:40]
staff.
[4:43]
» Um, this amendment is sponsored by the
Board of Commissioners. A little
[4:47]
background, the Board of Commissioners
directed staff to plan an expansion of
[4:51]
an existing county-owned public
convenience center.
[4:55]
Currently the expansion would require a
special use permit.
[4:58]
Because the county itself is the
applicant and the board has already
[5:01]
provided direction on the project,
having the board also act as the
[5:05]
decision maker creates fairness concern
and requires the county to spend public
[5:08]
funds on appraisers and expert witnesses
to make its own case.
[5:13]
Amending the ordinance to allow the
expansion
[5:16]
with those with a zoning permit while
requiring a community meeting before an
[5:20]
application is submitted better
separates policy decisions from permit
[5:24]
review, reduces unnecessary cost and
litigation risk,
[5:28]
and still ensures transparency and
meaningful public input.
[5:35]
Getting to the actual ordinance
language, item one, amend the summary
[5:39]
use table to remove the SUP requirement
and add the zoning permit requirement.
[5:47]
Item two,
adds the community meeting requirement
[5:50]
to the specific standards for public
convenience center transfer station.
[5:57]
These land use plan goals may apply to
the request. Land use goal two,
[6:03]
carefully consider the design and
location of intensive and potentially
[6:07]
incompatible land uses to mitigate
compatibility issues such as
[6:11]
environmental quality, safety,
overburdening, local infrastructure,
[6:15]
scale, use design use design, location,
and adverse effects.
[6:21]
Infrastructure and county services goal
one, ensure sufficient provision of
[6:25]
services to support associated growth
and development and continue to enforce
[6:29]
the adequate public facilities
ordinance.
[6:33]
These are the review standards that you
may consider when deliberating whether
[6:37]
to approve or deny a text amendment.
These standards are available in the
[6:40]
agenda packet.
[6:44]
Staff recommends approval of this
request as it is consistent with the
[6:47]
general purpose and intent of the
Unified Development Ordinance and is
[6:51]
consistent with the goals, objectives,
and policies of the Imagine Currituck
[6:55]
2040 Vision Plan, including land use
goal two and infrastructure
[7:01]
and county service goal one. And I'd be
happy to answer any questions that the
[7:05]
board may have.
>> Okay, any questions for staff?
[7:32]
No questions.
Everybody that seems pretty pretty much
[7:35]
self-explanatory [clears throat]
on this.
[7:37]
» good.
>> Yeah.
[7:38]
So, at this time, uh, no discussion
between board members at this time. I'm
[7:42]
going to open the floor for a motion for
approval or denial.
[7:47]
» Move to approve.
>> Okay.
[7:49]
Uh
>> I'll
[7:50]
» He needs to Yeah.
Brian, that's fine.
[7:54]
» Just Oh, I have It puts me on the spot.
[7:58]
» Uh
>> Beg pardon. Here we go. I move to
[8:02]
approve PB 26-01,
Currituck County text amendment, because
[8:07]
the request is in con conformance
with with the general purpose and intent
[8:12]
of the unified development ordinance,
and is it consistent with the goals,
[8:16]
objectives, and policies of the Imagine
Currituck 2040 Vision Plan, including
[8:21]
land use goal two and ICS goal one.
>> Okay. Thank you. We have a motion. Do I
[8:27]
hear a second?
>> Second.
[8:30]
» I have a motion and a second. All those
in favor say I.
[8:33]
» I.
>> All those opposed likewise. Motion
[8:36]
passes.
Okay. That takes care of this business.
[8:40]
Now, let's move on
[8:44]
to announcements.
>> Thank you, Mr. Chairman. I just wanted
[8:48]
to share one announcement this evening,
and he's not going to like it.
[8:53]
Um
I know, but I'd like to take a moment to
[8:56]
recognize Bill Noonan.
Just give me one moment while I prepare
[9:01]
what he gave me to read about it. I'm
just kidding.
[9:04]
» [laughter]
[9:08]
» If I'm doing this right, I can get
through it. Otherwise, it might not.
[9:12]
But, it just real briefly, I just like
to say, you know, he's served our county
[9:15]
for many years as a building inspector
and then as a chief building inspector.
[9:20]
And since October of 2023, he's led
the planning
[9:26]
and [clears throat] inspections
department, and we just can't thank him
[9:29]
enough
for his leadership and character.
[9:33]
He has set us up for success, and now
it's up to us to continue what he's
[9:38]
built.
Obviously, with with all of our help.
[9:41]
And
we'll advise everyone in the near future
[9:44]
of what's next for our department, but
for today, please congratulate Bill
[9:48]
on his upcoming retirement and on his
absolutely dedicated service to our
[9:52]
great county.
And our our our staff would just
[9:56]
appreciate your support as we move
forward without him, but we have the
[9:59]
resolve to press on and to continue to
implement what what he's taught us. So,
[10:03]
thank you.
>> Thank you.
[10:04]
» Thank you.
>> Yeah.
[10:06]
» I'm going to
>> [applause]
[10:08]
» I know he's retiring. I know it's
a long time. So, okay. Any more
[10:14]
announcements?
I'm going to make an announcement. I
[10:17]
want to congratulate Mr. Hedrick
on on his win at the primary.
[10:22]
» Thank you, sir.
>> And best of luck in the future on that.
[10:25]
Uh
and I think that's that's it.
[10:29]
Uh
Do you have a motion for adjournment?
[10:32]
» Motion to adjourn.
>> We have a motion to adjourn. Do I have a
[10:35]
second?
>> Second.
[10:36]
» We have a motion and a second. All those
in favor say I.
[10:39]
» I.
>> All those opposed likewise. Meeting
[10:41]
adjourned.
