[0:00]
meeting uh of uh March
sorry
[0:05]
» yeah March 24th 2026
uh this morning uh we got Pat Kelly he's
[0:10]
going to have our opening prayer good
morning Pat
[0:12]
» morning let us pray
>> our gracious heavenly father as we pause
[0:19]
briefly in another day that you have
allowed us to live
[0:25]
thankful for that we're thankful for
your blessings toward us each and every
[0:29]
day. We ask that you be with this
council today as they regulate some
[0:35]
things that they hear and may they use
wisdom and discernment to do the best
[0:40]
thing for our county and for the people.
Father,
[0:44]
Father, we also pray for our soldiers,
men and women who are overseas who are
[0:50]
fighting. Help us to ever remember the
price that is paid for our freedom that
[0:57]
we do not take it lightly. But many men
and women have given their lives that we
[1:03]
may be able to sit here this morning and
help us to be kind to one another. In
[1:10]
Jesus name we pray. Amen.
>> Amen. Thanks Pat.
[1:13]
» Thanks Pat. Have a great day.
Next up, we got meeting minutes of March
[1:19]
10th, 2026. Uh, see any changes or
anything on those?
[1:24]
» No. I'll make a motion to approve.
>> Motion by Commissioner Cook. I will
[1:27]
second. All those in favor say I.
>> I.
[1:30]
» Motion passes two.
[1:34]
» Morning, Grant.
>> Morning, Grant. Next, we had the highway
[1:38]
department. Chris ain't with us here
this morning. Uh we did have a highway
[1:42]
meeting this morning and uh Mike Costto
from the shity company was there and uh
[1:48]
we went over some the road projects that
they're getting ready to redo out at the
[1:53]
Billings mine. That's kind of what we
what we talked about there. Um like I
[1:59]
said, Chris couldn't be with us. He does
have an LPA voucher for us to sign on
[2:03]
the US50 roundabout. Uh this preliminary
engineering uh it was for the amount
[2:10]
Just a second.
>> Yeah, there it is. For
[2:17]
19,73322.
[2:22]
» I'll make a motion to approve the LPA
voucher.
[2:25]
» Motion by Commissioner Cook. I will
second. All those in favor say I.
[2:29]
» I.
>> Motion passes to zero.
[2:37]
Next up, uh we got Laura Petty. Yep.
With the community corrections. Good
[2:41]
morning.
>> Morning.
[2:42]
» She's got a couple grants that she's
wanting to apply for.
[2:48]
» I sent um all the documents to Miss Ded
and she probably forward those to you.
[2:55]
Correct.
>> Yes. Y
[2:57]
» these are the same grants that we apply
for every year for community
[3:01]
corrections. It's the Department of
Correction grant and um I have to split
[3:06]
it up because we do have a work release.
So part of it's county supervision, the
[3:10]
other part is work release. The amount
is the same as last year
[3:15]
increase. Only reason I didn't increase
it is because they're major funding cuts
[3:21]
right now and we didn't get affected by
it last year. A lot of counties did but
[3:25]
we did not and I don't think we'll get
affected by it this year but just to be
[3:31]
safe I just asked for the same amount.
>> Yep. and any changes I reflected on the
[3:37]
project income side which is our fund um
1122
[3:42]
» that went up a little bit just to offset
>> and was this the one I saw that 40 years
[3:48]
you
>> 44
[3:50]
» 44 years yeah
>> no you guys do some great things there I
[3:54]
don't see a problem with it though
>> entertain a motion to uh for her to
[3:58]
apply for the grants
>> I'll make a motion for the community
[4:02]
corrections and the work release grant
Motion by Commissioner Cook. I will
[4:06]
second. All those in favor say I.
>> I.
[4:09]
» Motion passes two. Thanks, Laura.
[4:14]
» Next, we got uh Lauren.
>> Good morning.
[4:18]
» Morning.
>> So, just a really quick overview. Um,
[4:22]
our voting machines used to be about
this big. I could easily carry and move
[4:26]
them around. Um, in 24 we got new ones
that the cases are much, much bigger,
[4:31]
probably this big. They have an extra
side that's encased in steel for
[4:35]
security purposes. So, they're big,
they're heavy, they're bulky. So, in 24,
[4:40]
we hired Tom's moving to move machines
to and from the locations on the
[4:44]
Saturday and election day. Worked really
well. They did a great job. It was very
[4:47]
organized. We're very happy with them.
So, we got a quote for this year. And
[4:51]
the money's in the budget. I just need
to get the contracts signed.
[4:54]
» That sounds great. Yeah. I don't I don't
think I'd want to lug them big old
[4:57]
things around. Do you know what one of
them weigh? That Tom say what one of
[5:00]
them weigh?
>> 70 some pounds.
[5:01]
» Yeah. It wouldn't be no fun.
>> Yeah, it's not pretty. No.
[5:04]
» I entertain a motion to approve the
invoice.
[5:07]
» So moved.
>> Motion by Commissioner Cook. I will
[5:11]
second. All those in favor say I.
>> I.
[5:13]
» Motion passes two zero.
>> Thank you guys.
[5:16]
» Thanks, Lawrence.
>> Next, we got the virtual
[5:21]
academy um
with Julie. Yeah.
[5:31]
Good morning. Um, so this is basically
we already have an agreement with this
[5:37]
company that we utilize their training
services for our continuing education
[5:41]
that we're required to have. So this is
kind of an add-on to what we currently
[5:45]
have. Um, this add-on is for policy
management. So this allows us to upload
[5:50]
all of our policies and procedures in
there. It retains the old ones that
[5:54]
people can go back and reference and
then keeps all those up to date. Has an
[5:58]
electronic sign off where it's date
timestamps for when people go over those
[6:02]
policies so we can say well you read at
this date and this time all that good
[6:05]
stuff. Uh the other aspect of it is the
CTO portion which is our train for our
[6:10]
training. We do daily observation
reports. So this allows us to have more
[6:15]
statistics and tracking not only for our
trainees but for our trainers. So we
[6:19]
can, you know, make sure we are
evaluating not only the traineees but
[6:23]
the trainers and getting feedback and
making sure, you know, we're doing
[6:26]
everything we can to keep that moving
success successfully. So um
[6:33]
» that Yeah. No, that's what I kind of
>> read everything there.
[6:38]
» Uh this is the one I just saw that this
had some of the changes that we talked
[6:42]
about. So it'll last
>> a year.
[6:45]
» A year. Yes. And that's sufficient. And
then we'll have to
[6:49]
» okay
>> renew it when the year.
[6:52]
» You think I mean you think it'll go I
mean if everything goes well it'll go
[6:57]
keep going.
>> Yes. I mean like like I said we already
[6:59]
used their their training portal and you
know we've had success with that. Um I
[7:05]
don't see us unless we just it gets to a
financial aspect where we have to kind
[7:08]
of cut the meat with it and you know it
might be something that we have to look
[7:12]
at cutting if we're forced to. But um I
don't see, you know, I I do feel like
[7:16]
this would be something that's, you
know, very
[7:18]
» But you're okay with that that it it
lasts a year. Okay.
[7:21]
» Yeah. And then we just have to
>> You guys have that in your budget
[7:25]
already?
>> Yes. Yes.
[7:28]
» You saw this coming.
>> Well, it's it's in we have a little
[7:32]
extra in case we need it. So, and I've
kind of cut other things out that
[7:37]
» this was just kind of an add-on of
something that you already have,
[7:40]
correct?
>> Yes.
[7:42]
I don't have any more questions.
>> As long as you got the money in the
[7:45]
budget, I'm fine with that.
>> All right. I'll entertain a motion to
[7:50]
approve the uh
[7:54]
what is the virtual academy agreement.
>> So moved.
[7:58]
» Moved by or motion by Commissioner Cook.
I will second. All those in favor say I.
[8:02]
» I.
>> Motion passes two. Thank you.
[8:08]
Next, we got a uh S13 supplement u for
ordinances
[8:15]
from American Legal. Uh I think Jen kind
of explained that to me put all of our
[8:20]
ordinances online. Is that correct?
>> Anything else to add to that? I mean, is
[8:26]
that kind of basic?
>> Yeah, you do it every year. You just got
[8:28]
to update it. Okay.
>> It's it's extremely important that we
[8:32]
get all the ordinances.
>> Yes. So I I might just ask to make sure
[8:36]
that u even our even our zoning solar
all the things need to be in the exact
[8:43]
same like in the same local. Um
sometimes they're in different places
[8:49]
and it's easy for us to simply then
direct people. They have a solar
[8:54]
question we say we'll hop online here's
the link.
[8:58]
» Um that was my only only thought. They
they've been very good. So when I first
[9:02]
started doing this we had the physical
and I
[9:05]
» I think we had like 20 books. Was that I
think Jen kind of said that
[9:09]
» I received a ton of questions. Hey, do
we have an ordinance about this? Do we
[9:11]
have an ordinance about that?
>> And so they were scattered all over the
[9:15]
place. It's a bit simpler now because
it's online.
[9:17]
» As long as we get all of them on there
>> in one place,
[9:21]
» right?
>> Sounds great.
[9:23]
» I'll uh entertain a motion
for the online ordinance.
[9:28]
» So moved.
>> Motion by Commissioner Cook. I will
[9:32]
second. All those in favor say I.
>> I.
[9:35]
» Motion passes to zero.
I believe that's it. That's pretty quick
[9:41]
meeting. Well, we got Jen Jen had to be
gone when she didn't make it this
[9:46]
morning. Commissioner Cook's going to
Indianapolis. He had to get on the road
[9:48]
pretty quick this morning. So, we we
shortened up the agenda a little bit and
[9:52]
we got through it pretty quick.
>> Yeah. I got invited uh to be at a
[9:55]
commissioner round table with Lieutenant
Governor Michael Beckwith. So, 12
[9:59]
commissioners throughout the state and
and I was one of them. So, I thought I
[10:02]
should be up there to represent Davis
County.
[10:04]
» Absolutely. Absolutely. Get us get us
get us some good stuff.
[10:08]
» I'm trying to get that tax dollars back
here, right?
[10:11]
» All right. Sounds good. With that being
said, I entertain a motion to pay the
[10:14]
claims, payroll, and adjourn the
meeting.
[10:17]
» So, move.
>> Motion by Commissioner Cook. I will
[10:20]
second. All those in favor say I.
>> I. Motion passes two
