[4:59]
Miam, can you hear us?
>> Yes. I was beginning to wonder though.
[5:07]
» All right. Very good.
[5:20]
All right, it is 30. We'll call this
August 18th for works meeting order.
[5:24]
Please rise and join me for the pledge
of allegiance. I pledge allegiance to
[5:28]
the flag of the United States of America
and to the republic for which it stands,
[5:33]
one nation under God, indivisible, with
liberty and justice for all.
[5:40]
Treasure Price, please call.
>> Mayor Gates
[5:43]
» here.
>> Maxwell present. Mrs. King
[5:46]
» present.
>> Very good. Thank you. The August 4th
[5:51]
meeting minutes for the order of works
have been presented for review. Is there
[5:54]
a motion to approve?
>> So move.
[5:57]
» Second. I have a motion, a second. There
any discussion, corrections,
[6:02]
subtractions, additions to the August
4th meeting minutes? We will have the
[6:07]
special meeting minutes from last Friday
on the September
[6:14]
docket. So these are only for the August
4th order works meeting.
[6:17]
» I have no further.
>> All right. Hear none. I have a motion
[6:21]
and second. All in favor of approving
the August 4th order of works meeting
[6:24]
minutes by saying I.
>> I.
[6:26]
» And I have an I. Motion carries.
Next item of business going to be the
[6:31]
claims for August 18th totaling
$713,924.75.
[6:39]
Is there a motion to approve
celebration?
[6:41]
» Second.
>> All right. I have a motion and a second.
[6:45]
Any discussion for that? I will say it's
a little higher because of the Julie.
[6:49]
You want to give us a little insight to
the clarifier release? Uh well the
[6:55]
retainage is 217,000
change but the last um
[7:02]
the last pay process for them was so the
liver
[7:07]
» but we did release the retain
>> I sent paperwork today to release the
[7:13]
back to
it was like 2007 was 10,000.
[7:18]
» All right.
[7:22]
Further questions, comments, concerns
regarding the
[7:26]
claims submitted totaling 713,92475.
[7:38]
I have a motion and a second. All in
favor approving second by saying I
[7:43]
» I
motion carry.
[7:48]
All right, on to our new business.
[7:54]
First, let's get a motion over
there. A motion to approve the amend
[8:00]
amendment to ordinance 2024-14,
which regards the changing the community
[8:06]
center rental hours. And I'll let Julie
go through why this is a needed item.
[8:12]
Um,
>> okay. So, after some discussion with the
[8:15]
ladies over at the community center, Um,
an issue that we were having was people
[8:21]
were showing up the night before their
rental. If they rented on a Saturday,
[8:26]
they would show up on Friday. We
actually had somebody show up at 6:30 in
[8:29]
the morning on Friday, not knowing if
anybody else had rented it. And then
[8:33]
they're showing up really early in the
morning before their rental time. So, if
[8:36]
somebody's renting 4 hours, they're
showing up hours beforehand to decorate,
[8:41]
do whatever, but they're only renting
for four hours. That being said, we're
[8:45]
also having an issue with the community
center being um open till 11:00 and
[8:51]
people having theirs till 11. Sometimes
they wouldn't leave by 11 and we have a
[8:54]
lady that comes in to clean and she has
to wait until everybody's gone to clean.
[8:58]
So, she's there at the we hours of the
morning trying to get the building
[9:00]
clean. Hence the reason to see about
changing the community center rental
[9:05]
hours after speaking to the ladies so
that it would be from 8 to 10. no one in
[9:09]
the building before 8:00 a.m. and no one
after um 10 p.m. So that gives them a
[9:15]
little bit better window to be able to
do the cleaning without having to be
[9:18]
there at 1 or 2 o'clock in the morning
or whatever. So
[9:21]
» I'll make a motion to uh
>> and I'll second
[9:26]
» amend the ordinance
2414.
[9:29]
» So two I have two questions on this one
real quick. So, the amendment of the
[9:33]
ordinance should not go through council
for amending an ordinance. And then
[9:37]
secondly, if this is just part of the
contract, can't we just amend the
[9:40]
contract?
>> I don't believe that I don't believe
[9:43]
that the hours on there were like on the
ordinance part of it. This just to be
[9:48]
able to say that we can change that
because on the on the contract where
[9:53]
people rent, it doesn't give the hours
from like 6:00 to 11 or what. It just
[9:58]
says nobody in there past 11 p.m. This
just sets a precedent for that contract
[10:03]
today. It's not in the ordinance.
>> Let's reach out to Mariam for your
[10:06]
question about the I'm pretty sure we
can amend the contract but not the
[10:10]
ordinance.
>> That's what that's what it is is for
[10:12]
amending the contract because I don't
believe this in the ordinance that that
[10:15]
that any set hours in there cuz I looked
and I didn't see anything.
[10:18]
» Okay.
>> So, this is just saying that you will
[10:21]
approve to be able to set those hours in
that rental contract from 8:00 a.m. to
[10:25]
10 p.m. in those hours. I'm just
clarifying it because it says amending
[10:29]
the ordinance itself and that's not
>> Yeah, I don't believe that it's amending
[10:31]
the
>> M. You want to clarify that?
[10:34]
» Yeah, I agree with the discussion that
you're you're not amending the
[10:37]
ordinance. Um you're you can go ahead
and amend the contract and you can go
[10:42]
ahead and change the um hours as the
board of works.
[10:45]
» Okay.
>> Change the motion.
[10:48]
» Yeah, just so we have it on on me. So,
do we need to re I know you're going to
[10:53]
change the motion, but do we need to
reword out amended to ordinance? Just
[10:56]
say amended the contract the use of the
the building.
[11:00]
» So, that way we can just blanket that so
they don't mess with the ordinance
[11:04]
because someone will complain later on.
I'm sure.
[11:06]
» Yeah. And it and it says on the agenda I
I should should have read it right off
[11:12]
the it said amendment. It's amendment to
the community center rental agreement.
[11:17]
» Yeah. which that agreement is under an
ordinance, but we're not changing the
[11:20]
ordinance or changing the agreement
under the ordinance. So, we should be
[11:23]
good if someone wants to uh represent
the the motion to to match
[11:29]
the
the changing of the community center
[11:33]
rental agreement.
>> So, can I amend my motion? Good.
[11:38]
» Okay. I will amend my motion to say that
we are
[11:45]
um amending the contract for the
community center.
[11:50]
» I'll second that motion.
>> All right. So, I have a motion, a second
[11:56]
amended motion that we are amending the
community center rental agreement, not
[12:02]
the ordinance. So, any further
discussion? I have a motion, a second on
[12:06]
the floor. Is there any other discussion
from the board or anything from uh team
[12:12]
Barry? I have not.
>> Yeah, it sounds like changing the hours
[12:15]
will address the issues. So, I agree.
>> Anything further, Mariam?
[12:22]
» Nope. That should do it.
>> Okay. Thank you. All right.
[12:26]
Hearing no further discussion. All in
favor of approving the amendment to the
[12:31]
community center rental agreement
signify by saying I.
[12:34]
» I. and I am an in motion carries 30.
In your packet, you were submitting an
[12:41]
excavation permit for Frontier
Communications. We sent out to Julia to
[12:46]
ask ask some additional questions just
because of the location. I sent that to
[12:51]
you this morning.
Um said the work will take 10 to 20
[12:56]
minutes. So, it's not a very long
segment of work. They will however have
[13:02]
to
due to the width of the road being 12
[13:06]
feet, they'll have to shut down
temporarily the road closure. Um
[13:11]
shouldn't take all that long. They won't
take up any parking spots. Um and no
[13:16]
sidewalk will be utilized. So first
let's get a motion on the floor. Is
[13:20]
there a motion to approve the frontier
communications excavation permit for the
[13:25]
Washington District subs?
>> Second.
[13:28]
» All right. I have a motion a second. Is
there any further discussion or
[13:31]
questions regarding this particular
event?
[13:33]
» So when they put the start completion
date that completion date is project
[13:38]
overall not the
uh specific excavation
[13:44]
» excavation they're doing that correct?
>> I think it's the specific excavation
[13:48]
they're doing. They just didn't know the
timeline yet. They wanted to point out
[13:53]
and it's going to take more than 20
minutes to do the whole project. It's
[13:56]
just they're only going to close the
street. Yep.
[13:59]
» Between 10.
>> Just clarifying this isn't going to be a
[14:02]
blanket. We're closing the street as is.
This is for the specific thing.
[14:06]
» Specific thing.
>> Okay.
[14:08]
» And they have to coordinate with us when
that's going to happen.
[14:10]
» Okay.
>> And then we can specify that as well
[14:13]
that they need to give us at least a
week notice or or something so we can
[14:18]
notify businesses.
>> Yeah.
[14:20]
» It's not going to conflict with anything
that we might have going on.
[14:23]
» Yeah.
>> So,
[14:24]
» yeah, I'll communicate that. Can I ask
how part of Washington Street it is?
[14:27]
It's I mean
>> is it right by the business of the
[14:30]
courthouse or is it okay
>> which is why I
[14:32]
» Washington that whole little area. Yeah.
>> Yeah.
[14:36]
» Which didn't know how soon they was
going to start this. Not that way. We
[14:40]
have a big festival getting ready
>> which that's why we put it in the permit
[14:44]
to avoid those states.
>> Yeah.
[14:45]
» So
that's good.
[14:48]
» Any further discussion or questions
regarding the submitted activation
[14:52]
permit for Frontier Communications?
>> No.
[14:55]
» All right. Hearing none. All in favor of
approving signify by saying I
[14:58]
» I
>> and I motion carries.
[15:02]
Next item of bid or next item of
business is going to be the uh proposed
[15:10]
25. It's the 2026 trash pickup bid
publication that's going to go out if
[15:16]
approved. Uh this is the public
notification discussed
[15:20]
in the recent council meeting. Mar, you
want to um actually let's get a motion
[15:26]
on the floor first. Is there a motion to
approve the uh advertisement for bids
[15:31]
for the city of Deli trash and recycle
pickup services?
[15:34]
» So
>> second.
[15:36]
» All right, Marian, you want to kind of
give us a quick refresh refreshing
[15:41]
information on this
>> early to the document now. Um,
[15:48]
you have put together specifications for
what you want in a trash collection
[15:53]
service and that will be sent out for
bids. It looks like the advertisement uh
[15:58]
is that
already been submitted for this week.
[16:04]
» Yeah.
Next Wednesday, correct?
[16:08]
» Okay.
>> Yeah, because we wouldn't have met the
[16:10]
deadline. So,
>> okay. Yeah, that's what I was wasn't
[16:13]
sure about.
>> Next Wednesday. I think I read it for
[16:16]
two weeks.
>> Mhm. And I think that this is pretty
[16:20]
close. You just made some adjustments to
what your specifications wanted, what
[16:24]
you wanted for specifications for the
this contract.
[16:29]
» Correct. Otherwise
>> spoke with Aaron Lion with three
[16:32]
superintendent and there were some
just some small changes from what we did
[16:36]
in 2022.
>> That was u coordinated through
[16:42]
um
the previous contract and just some
[16:46]
things that I think it was dumpster size
or the container size and some small
[16:50]
thing and number of houses obviously has
changed. So some small items that need
[16:54]
to go into this proposal.
And so when they s submit their bids,
[17:00]
their bids just need to be compliant
with your your uh request for
[17:04]
specifications.
>> Correct. And those bid the bid package
[17:07]
can be found on the city of Deli
website. It's going to be under the uh
[17:12]
street department section that's under
trash and recycle. That link will be
[17:17]
included. It's it's on the the public
notice that'll be going out.
[17:27]
Go ahead.
>> Just approving uh for advertisement for
[17:31]
the city of Delp by trash and recycling
service pickup.
[17:37]
» Any discussion or questions for Miam or
myself?
[17:41]
» No.
>> All right. Hearing none. I have a motion
[17:44]
and a second. All in favor signify by
saying I. I.
[17:48]
» And I and I. Motion carries.
That is all our business items.
[17:54]
Any board comments?
Seems like uh well settlers was uh kind
[18:02]
of busy.
>> Kind of busy
[18:04]
» just a little little bit. So good job
everyone. I help plan make it happen.
[18:09]
End of having to work. So I was there
not helping there.
[18:17]
But it was it seemed like everyone had a
decent time for the most part and it
[18:20]
wasn't it actually wasn't super hot. So
that was
[18:25]
plus
>> big shout out stuff by Main Street.
[18:28]
» Yes, absolutely.
>> Yeah, I know that they um are in need of
[18:34]
some volunteers. So if anybody is
willing or able to I think they could
[18:40]
use the help. I know it was a few people
that helped set it all up and and and
[18:46]
they could use some more volunteers.
>> Definitely know a lot of work goes
[18:49]
involved into it. Just doesn't just show
up. There's fighting and stuff that
[18:53]
actual physical labor speed.
>> And I just seen there were I had the
[18:58]
live stream to YouTube and it did not.
So, I will upload this to YouTube
[19:05]
afterwards, which yeah, which is another
reason why we're going to be changing
[19:09]
the out to a different format because u
I don't know it's probably what six
[19:16]
years, seven years old maybe, maybe a
little bit less, but we the connectivity
[19:20]
between all our software sometimes it it
shows it's working and then it shows
[19:25]
it's not. So, we're going to get I'll
get this uploaded to YouTube and
[19:28]
uploaded to Facebook as well.
from Treasure Price.
[19:34]
» Yeah.
[19:37]
» Comments.
>> Just another thank you for the quick
[19:41]
meeting last Friday morning to approve
to move in the market. So, seems to
[19:45]
work. It seemed to work really well.
Having it there.
[19:49]
» Very good.
>> All right. Further further public
[19:53]
comments. One last motion.
You need to ask. Oh,
[19:58]
» Mariam, do you have anything to add?
Uh, no. Although, um, the market
[20:04]
reminded me that I need to send Julia an
email.
[20:08]
» Okay.
>> All right. Very good.
[20:12]
» Motion to adjurnn.
>> I'll second
[20:16]
the motion and a second. In favor,
signify by saying I. I. And I'm an I.
[20:21]
This meeting is adjourned at 5:44. Thank
you guys. Thank you, Miam.
[20:31]
You're welcome.
