[3:46] management and budget has proposed a governmentwide rewrite of the

[3:49] regulations governing federal financial assistance of under two CFR part 200.

[3:56] Nicole recently submitted comments on the proposal, raising concerns about

[4:00] increased administrative requirements, uncertainty surrounding federal funding

[4:04] commitments, and potential financial exposure for counties. Uh, these changes

[4:10] could create significant uncertainty for counties that enter into contracts,

[4:14] limit local resources for or advance funds based on a federal award. MAC is

[4:20] urging county commissioners to contact your house member uh to write support to

[4:23] the Senate uh including the provisions delaying the OM's uniform guidance rule

[4:29] until December 11th. A group went out to Pine Pioneer Trail Park to examine the

[4:35] proposed path for the non-motorized connection between Eskanaba uh Wells

[4:39] Township in Gladstone. It was determined to be a feasible plan by the engineers

[4:44] that were there and uh in attendance for the walkthrough. At this point, the

[4:48] county has funds through the Hannibville 2% grant to be able to start on

[4:52] preliminary surveying of the area uh to see if there's any necessary easements

[4:57] that are going to have to be discussed um and put in place. So, there will be

[5:02] more to come with that in the future. Um, I would like to formally thank Brad

[5:06] Nelson and Joe Burby who uh were helpful and instrumental um after the OB Fuller

[5:13] Park tornado uh for their quick response and huge help that they lent the

[5:18] maintenance crew that night um right after it had come through. They jumped

[5:22] into action as an emergency response to help open up the roads, get the campers

[5:26] who were trapped in the park uh to be able to um exit the park if necessary.

[5:31] So without their assistance, I know in talking to our maintenance department,

[5:35] it would have taken a lot longer time in order to get those roads opened up. So

[5:39] we really appreciate uh their assistance in that and their volunteerism.

[5:44] Um as the fair was underway last month, the fair authority held a ribbon cutting

[5:48] ceremony for the new bath house that was finished as part of the DNR trust fund

[5:52] grant that was administered by the county. That grant was originally put in

[5:56] place in 2019. Um so officially the bath house is done. It's finished. It's

[6:02] operational. Um, so thank you to Dan Black with Dynamic Design and Matt

[6:06] Balakut with the chamber for helping to see this grant through and finish off

[6:10] the project. We will just have one final reimbursement that I will help

[6:14] administer through the grant and then we can officially close that grant out um

[6:18] with the trust fund. So I'm happy to announce that. Thank you.

[10:23] laid out options for the quandry were in now where through a combination of

[10:28] districtricting and a move, we now have two members on the advisory board, both

[10:33] from your district, and we as of today with one open seat have two

[10:36] unrepresented districts. So the advisory board along with Ashley and Gina, we

[10:43] came up with three options. The the first option

[10:49] basically leaves the board how it is with the one caveat is

[10:55] making the five appointed members at large with the goal of filling

[11:01] economic development, frequent travelers, general aviation, commercial

[11:05] aviation, the travel industry, which today we have three of those five

[11:10] covered. In the past, we had all five covered, but in all reality, I don't

[11:14] know that we ever will be able to fill all five simultaneously.

[11:19] Um, option two

[11:26] adds two seats to the board. So, it would be two commissioner members,

[11:34] one from each district, and then two at large to fill in skill gaps.

[11:41] Option three removes one commissioner seat and adds

[11:48] in an atlarge. You know, and the reason why we threw that in there is there are

[11:52] other advisories or andor authorities in the county that only have one

[11:56] commissioner on them. >> Mhm.

[11:58] » Um I don't have Steve's research with me prior to our last advisory meeting. For

[12:04] those of you that know Steve, do you know he's a pencil and paper kind of

[12:07] guy? So he had a whole bunch of notes written down. And one of the things he

[12:12] found is that a lot of the small community airports such as our own that

[12:18] created advisory boards at the same time Delta County created the advisory board

[12:23] that did one from every district, which is the law for the authority because the

[12:31] authority is spending money. But in the KC advisory, we're not we're not

[12:36] spending money and the state law that dictates

[12:41] creation of the advisory states that the advisory fill skill sets that you need.

[12:47] You know, so for example, some of our larger airports have 10 15 advisory

[12:52] boards and they all focus on their one little part of the airport. Obviously,

[12:55] we don't justify that. So, we have one advisory board that focuses on the

[12:59] entire airport. But a lot of those airports, Pelston,

[13:05] um, Tra, believe it or not, Traverse City created an advisory board at one

[13:09] point in time. A lot of those smaller airports have went from the we're going

[13:14] to have someone in every district because you take a county like ours, we

[13:18] have a couple districts that are pretty small geographically, and we have one

[13:22] district that's like two-thirds of the county because they're split up by

[13:26] » population. >> Population. So, you know, some of these

[13:30] areas it's hard to find people that want to serve. So, you know, the idea was is

[13:35] that we find people that fill the, you know,

[13:39] fill fill the knowledge gaps we have, you know, that gives us the point of

[13:43] view that we're looking for, you know, and obviously we don't want to

[13:47] pack the board with people from the city of Eskanaba because they're all willing

[13:51] to serve because it's a 15-minute walk from their house to the airport. But,

[13:57] you know, we do need to have the flexibility to make sure we keep people

[14:01] with the skill sets we have in place, you know. So, we're we're throwing these

[14:06] out here as three options for you guys to pick one. And then, you know, we had

[14:11] our joint meeting last month and went over bylaws and we decided we're going

[14:16] to put a pin in the bylaws until, you know, because really you have four

[14:19] options. you have these three [clears throat] before you or your other

[14:23] option is no action which will lead to someone leaving the board. Um,

[14:29] you know, so it's kind of your choice. We really don't have a preference. I

[14:32] know some of you have preferences one way or the other, but that's for you to

[14:37] decide. H um I I like option two myself because I like the fact that there still

[14:44] would be a representative potentially from one of the districts, but it leaves

[14:49] open these two at large members that can be a skill set they're looking for. Um

[14:56] so it kind of leaves in place what we have but adds two members. And if we

[15:00] want, if our goal is to, you know, develop our airport, grow our airport,

[15:06] really see our airport, move in a in a new direction, I think having additional

[15:11] people around the table might be a good thing. Um, so I like option two myself.

[15:17] » Same. >> So the the one tidbit

[15:21] that I want to throw out there is if we do option two, it makes it a nine person

[15:24] board. It moves the quorum threshold from four to five.

[15:27] » Mhm. which in the last couple years has not been a problem, but in the past I

[15:34] have had problem meeting a fourperson quorum. So if we if we get them filled,

[15:39] great. I don't see an issue. My concern is if we say, "Okay, we're going to go

[15:42] nine and then we wait six months to fill the three open the now three open seats

[15:48] because people don't come forward." >> I think we have several I think we have

[15:51] several applications that have come forward in the last couple of months.

[15:54] We've had several >> and we have commissioners that are very

[15:57] dedicated. >> Yeah.

[16:31] the planning commission. We have one commissioner for plenty of our other

[32:19] statute for that committee uh they have very particular um requirements for how

[32:24] we go out and advertise for that committee. So we need to include that as

[32:28] well in the bylaws. Um that portion of it was not included for the Veterans

[32:33] Affairs Committee to take a look at at their last meeting. I would just request

[32:37] that we extend it until um our October meeting so that they have a chance to
