[0:00] Call the meeting order. Roll call. Crawford. Yes. Brandon. Yes. Yes. Yes.
[0:11] I commend you to the United States of America and to the Republic for which it stands, one
[0:19] nation under God, indivisible, with liberty and justice for all.
[0:29] to approve the agenda.
[0:35] Yes.
[0:38] Yes.
[0:39] Yes.
[0:41] Discussing a possible motion on the appointment or city council person at large vacancy.
[0:47] All right, start with that.
[0:52] I appreciate everything you've done for three years and you've always done a good job.
[0:58] I know we've always we've sat here amongst ourselves and talked before about trying to get
[1:02] new people come on and at this point we finally got somebody that is stepping forward and
[1:09] to get someone new on and I know when you talk to Dustin one time you told him that if you
[1:14] We got it and then that's one more of the other with you, you know, it wasn't going to
[1:19] break your heart if you didn't get it, it was it.
[1:23] The conversation was, of course, she wants the position, but if council decides to go
[1:29] another direction, you're not going to pitch a big state, go over it and still be very involved
[1:33] in everything because she's a, that's the character, oh, you'll still, I got all kinds of
[1:38] things.
[1:41] I need to know what those things are.
[1:45] My suggestion for you, which if you take it or not, I don't, you know, it's going to,
[1:50] you know, it's going to go the wrong way, but I would like to see you step aside and let
[1:55] this other person come on.
[1:57] No problem with them coming.
[1:58] But I'd like to have a conversation with them.
[2:06] Say I have more time.
[2:07] I would like to have a conversation with them.
[2:13] Yeah.
[2:13] right further or like are you suggesting that we delay the vote and tell Pam talks with him or something?
[2:19] No, I mean if we have to look we have to bet I mean it's I mean if it's a tie when we did
[2:23] we started all over again. Do we have to try to ask more people to come in and do it? Do we have
[2:29] that election spend $5,000? I mean yeah I did look up a lot it was a tie then it is basically the
[2:36] motions would fail and it has somebody has to be a point within 60 days if not then it's automatically
[2:42] goes to an election. So you can reopen it. We have to publish it again for right for people to
[2:51] write in that they were interested in one of that process. It's not completely 68. I think we've
[2:56] found all the answers we've got at this point. And you can just deliberate. Somebody else want to have
[3:02] more conversations. My building is that I think both candidates are suitable and I appreciate
[3:10] somebody new stepping forward. For me, I would prefer to have Pam come back on because it is
[3:19] a limited term. She already knows the role. And I guess for me, like the biggest factor amongst
[3:25] all of that is just that I'm not sure that Mr. Jones's higher commitments with the school coaching
[3:31] has been allowed for him to be here very often. And we have struggled with attendance issues here.
[3:36] and that's not fair that the rest of us who make up for that slack or the citizens who expect
[3:41] somebody to actually show up not saying he would or would not I just know that with Pam I have
[3:45] basically a guarantee she's going to show up and do the work and so if the other candidate would
[3:50] like to truly fill the position it's going to be open for election next year so so my opinion is
[3:56] that I would choose Pam. I can't remember Pam you you're interested in running if you're if it's
[4:03] in the intro. Do you plan on running then the actual election to fill the spot?
[4:08] Well, that's an interesting question. The age of 71, I guess, for that. I mean, tomorrow,
[4:13] I could drop down and not even fill it up. So that was the question. That was the question you asked
[4:20] for me when I was in the audience when I was, as far as I was curious. I think John now says this.
[4:25] Was it you? It's true. I don't matter. So I wanted you guys to
[4:29] I was care I can force for two weeks between the two with my I'm with you. I think we'd have two good candidates
[4:35] And I think two weeks ago I called Pam when I asked her the question I asked her
[4:41] Nobody can say anything negative about the what you give into the city. I mean time effort not just as a mayor
[4:48] But on boards and and out doing work
[4:54] My thought though is
[4:57] All of us have said, we need some people to come in that's new instead of the same old
[5:03] people.
[5:04] And if we have a new person that says, hey, I'm interested.
[5:08] And then we say, you know what, you got, you're a busy person, we don't want you.
[5:14] Is he going to do it again or is he going to say, yeah, everybody's busy.
[5:20] So.
[5:20] And a short term might be the exact thing to show.
[5:26] And there's not a wrong candidate.
[5:28] I really isn't.
[5:29] But that was my thought.
[5:32] As we look back for new volunteers, new people to come in.
[5:37] A few comments.
[5:40] Yeah.
[5:40] I didn't mean that.
[5:42] No, you're not.
[5:43] I think our short term problem.
[5:46] One of those short term problems right now is.
[5:49] is, and it's been a problem for a while,
[5:52] is the knowledge, and that's taking care
[5:54] of the uptown landscaping.
[5:56] And what I see Pam, obviously that's her,
[6:00] one of her huge strengths, I see the advantage
[6:04] of her coming back, or to fill out the rest of his term,
[6:08] is helping us get through this period.
[6:10] We're talking about maybe doing something different
[6:13] with some of them, as far as,
[6:16] a round cover, whatever. I would like her and put on that because she was part of the original
[6:24] streetscape project and she has many many other strengths and I I encourage the young man to
[6:35] come back if he's not appointed and run in a year and a half. I love to see that.
[6:48] I'm getting to be labeled as an old boy.
[6:54] Maybe you had some criteria.
[6:55] It just commented that I was part of the original sweep escape.
[6:59] I was not on the 2020 vision committee that designated this
[7:04] sweepstake.
[7:05] I came in after to help take care of it.
[7:08] I'm appointed repeatedly what happened with the project
[7:11] that River Levy's soil was used.
[7:14] I have repeatedly said that you need to use pre-emergent.
[7:19] I encourage the city to hire somebody part-time seasonal
[7:23] to assist with that.
[7:25] I think if you use a good pre-emergent,
[7:27] and I believe there is a good one out there right now,
[7:29] it would take about two years to get that into control.
[7:32] And the meantime, the city is going to have to maintain this.
[7:35] It always has been the cities to do,
[7:37] and it always will be the cities to do.
[7:39] So the city has to buck up, take ownership of what's there and do it.
[7:47] For 23 years, this has gone on with that three skates, 23 years.
[7:52] Am I correct, Terry?
[7:53] I agree.
[7:54] 23.
[7:54] And besides the tussles in my yard from the neighbor in property, and they see, it's not
[8:09] Now, it's where I get the most complaints in my work.
[8:14] It's when you can start taking care of the nodes.
[8:20] And I see a lot of people doing volunteer waiting to come up to,
[8:26] I think I'm up to four nodes now.
[8:28] I've seen you Terry.
[8:31] But I can't keep doing that on a continual basis.
[8:39] I'm going to do it in the meantime because we don't want to have a song yet, but anyway,
[8:47] my people need her, let's have Pam come back now, and then she can decide if she wants
[8:53] to rerun in here in a half, or she can step down with the old men in the paperwork.
[9:00] One more comment of me, Justin, you know as well as I do, that I have the new suggestions
[9:06] questions as to how to downsize the sweet state.
[9:10] Do you remember those conversations?
[9:12] Yes, we talked about them, yep.
[9:14] And we've went on walks and we're developing options.
[9:19] Terry was involved in one.
[9:22] Yes, it's a heavy topic that we've been spending a fair amount
[9:27] of time on this summer.
[9:28] And there was a mispremergent.
[9:30] It's been discussed.
[9:31] It's not going to happen again.
[9:32] and we just have to prove that, right?
[9:38] Talk as chief to Will.
[9:41] You know, I realize the nodes are a thing,
[9:43] but it's not by far, it's not the biggest problem
[9:47] that city has when you do worry about.
[9:49] True.
[9:50] That's right, number 15 or 1.
[9:53] I don't know about that, yeah.
[9:55] Well, it's always look at that, though, too.
[9:57] If it is far already 10,
[9:59] then I consider it low hanging for typically
[10:01] that's easy to speak, but I do feel like we have a plan and I feel like we're moving forward.
[10:07] What we're developing to plan, it starts with actually applying proper pre-emergent,
[10:12] coming up with different options, whether it's, you know, easier term to return from early,
[10:18] revitalizing them, maybe changing what we plan to them, or hiring seasonals, we have options,
[10:24] this council's job to decide what we want to do on the recommendation. So, expect the last
[10:30] month coming up with options. Nothing's been done. Have you brought anything to council?
[10:38] I'm not talking about volunteers. I did suggest that I hear somebody part-time or full-time.
[10:47] That's why nothing's been done. As two council persons recommended something he put on the agenda.
[10:55] I'll have it on the agenda next week. I wouldn't necessarily say nothing has been done.
[10:59] There's been a conversation about bullets and trying to find dollar figures and trying to get donations on the answers and benches
[11:05] And there's been work that's been done, but until it's a completed project to bring it to you guys are like something to actually look through
[11:11] I don't bring it to council, but I can have it on next time's agenda. I know problem
[11:16] Then I'm not and that's my point. No, we don't
[11:19] There's nothing like
[11:20] There's too many things. No, we jailed for one part of the next lot
[11:25] And we never stay with
[11:29] So with the vacancy, let's let's roll it back away from the nodes.
[11:34] We all agree it's a problem.
[11:36] It'll be on next.
[11:37] Let's copy it again.
[11:39] Absolutely.
[11:41] That's got some possible motion.
[11:43] Formant for council person at large.
[11:46] No, no, we have point pan.
[11:49] Do
[11:55] you spend, yes.
[11:57] Crawford?
[11:57] Yes.
[11:58] Brandon?
[11:59] No.
[11:59] Peterson?
[12:00] No.
[12:07] Wanna make your own motion?
[12:35] Thank you for coming in and answer all of our questions. I meant it when I said that there's obviously a lot that I hope you help me with on a certain topic moving forward. So, all right, we're going to move on.
[12:51] Thank you.
[12:52] It's something up with nobody else works to be creating.
[12:55] Don't forget to hang out.
[12:56] It's short made to you.
[12:57] We can all chat out.
[13:00] All right.
[13:00] In general.
[13:02] Resolution to a point.
[13:05] Resolution to a point to city council.
[13:12] So with him being vacant today, we have the Moses wearing into the next time I zoom.
[13:17] I would say that when he gets back from town, we I all double check this but I would think
[13:22] I think that it would just be like any other council position where he needs to be a sworn in before he can start serving as council.
[13:30] I don't know any.
[13:31] Here, you can do the downstairs.
[13:32] Yeah.
[13:34] He's driving the safety bus for right.
[13:36] You let us know right at a time.
[13:37] So on this one.
[13:41] Is sorry.
[13:42] Couldn't be here today.
[13:44] Nobody's involved in the community.
[13:47] So we'll just we have spoken in the table seven.
[13:53] I would think you would be able to pass item number six and then table item number seven.
[14:02] Then whenever he's in because I believe you or I can even one of us can swear him in.
[14:07] So he just have to come in and you cannot step in the official capacity until he is sworn in.
[14:12] I thought that's what we just loaded on was number six.
[14:16] No, we have discussion.
[14:17] Okay. It's a discussion of possible motion. So we need to move to a point. I'm moving to a point area. It's a canceled at large.
[14:27] I'll say it.
[14:30] Hey, your son. Yes, granted. Yes, proper.
[14:36] I'll say yes because I know he's approved to go in. I don't want him to think that I'm going to be a know what to go with him all the time.
[14:48] If said yes,
[14:53] seven square newly appointed council member table that make motion to table it good
[15:02] Yes.
[15:05] Yes. Yes. Yes. Yes. Proper. Yes.
[15:10] Aye. Motion to approve. Consent agenda. Well,
[15:16] I'd like to have a little bit more discussion on F and G first. Yes. We do. And I have a couple questions about E just because I couldn't understand for me. Exactly. I'm not going through them, but they're going to be like a water fight for something.
[15:30] So it's like the picture looked like it says like hydrant, something about hydrant, there's going to be a hydropartic from the spring class.
[15:39] This fire department is looking up to the fire hydrant and they're going to have overhead spring class.
[15:45] That's why I wasn't sure about it because I didn't know what that meant.
[15:48] program so that we're having those.
[15:50] You know, what was the fight?
[15:51] I don't know.
[15:52] It's down.
[15:53] I know what was the fight school.
[15:56] I don't know what was the fight school.
[15:57] Can we get some discussion on App Engine and I know,
[16:01] Jess, you met with Tony and Johan so we can get you just a
[16:05] petition for hiring two people.
[16:10] I would have a little.
[16:12] I don't know.
[16:12] I'm going to answer your questions.
[16:15] that you guys discussed yesterday, fill me in on that discussion.
[16:21] So when we sat down and discussed budget, it was a big thing for trying to cut down as much overtime we can on this.
[16:27] We're still the two short officers. We found these two, but actually they came found us as soon as we get those spots filled in, it'll start cutting down on our overtime budget big time because right now, if we don't have those two spots, we've got to find people putting those spots or cover it.
[16:43] plus we have one that's out in injury too. So as soon as we get these two in it
[16:47] should start cutting it out even with one guy being out and then we have one going to the academy
[16:51] in August too that we need to cover that spot also and this will give us full coverage all the way
[16:56] around the whole dark department without a problem now. So when you say it'll cut down on over time
[17:03] should there be when should there be over time then if you're fully staff.
[17:08] If we're going to do it this way, if we're fully staff we shouldn't have any issues with it because we
[17:12] We have, where our schedule is set up, we have five guys and five guys on each side of
[17:15] the rotation.
[17:17] So our sergeants are going to be the overlap part of the afternoon car.
[17:20] So if somebody needs to take a day off, space sick, we need vacation coverage or whatever
[17:24] that might be, the sergeant will move forward or backwards in the schedule.
[17:29] That should take away everything we have.
[17:31] We still have a part time guys if we need them, but that'll be to the point where it's like
[17:34] a drastic thing like if we lose somebody or whatever happens where we don't have staff in
[17:38] there.
[17:38] So do you have overtime budget remaining if you hire two full-time?
[17:42] We said I'm talking about the COD data picture we have.
[17:44] There is no overtime budget then.
[17:47] It's just a salary line item.
[17:48] It's just a salary. If you don't check.
[17:50] Yes, it's all built into that.
[17:52] So the only other thing, just to clarify, the only thing that,
[17:56] the only two items that were shared with us that may potentially come up outside of any,
[18:00] you know, got forbidden, any drastic,
[18:04] something that were to happen would be barbecue fest
[18:07] and the homecoming grade. We did have a pretty long
[18:10] conversation about the homecoming grade, but barbecue
[18:13] fest, they usually ask for need extra coverage. So that
[18:18] includes conversation ahead of time.
[18:20] Correct. We would, we would look at the schedule and have a
[18:23] discussion regarding that as we got a little bit closer. The
[18:27] other thing with when we did the budget this year. So previously,
[18:31] the way that Jody and I found when we were diving into the
[18:34] budget this year and I'm not sure the why but there was a full department budget,
[18:41] a full salary budget and an equivalent overtime budget.
[18:44] So we were essentially double budgeting salaries for the police department.
[18:51] So what we did is we did the total calculation of the average overtime hours that were occurred
[18:57] a crewed in the fiscal year prior and looked at that and it came out at 460 hours short
[19:05] of one full time person. So again, I can't remember exactly what the photo was, but I do know
[19:09] 460 hours short. So with Jody and I looked at it, we put in, when we did the budget, so within
[19:17] Jody's spreadsheets that we use, we list all open vacant positions. We attach the hourly
[19:23] rate or the salary in Tony's position. And then we lay out all of the benefits, right?
[19:30] Taxes, diapers, if somebody is single or family insurance and we lay that all out to give
[19:36] you your wage and benefit total. So the two vacant positions that were still there after
[19:41] we eliminated one when we brought the step program and they said they were eliminating a position.
[19:46] We eliminated one so we kept those two other vacant positions on there. We put them at
[19:51] what would be the highest possible starting rate and we calculated them at family so it kind of
[20:00] worst-case scenario, right? The highest budget number that we would need and because over time
[20:05] hours from the year before we're 460 short of one full-time person, we eliminated the over-time
[20:11] budget and looked at if somebody's having to work an overtime shift because we're short staffed,
[20:16] You have, you know, over 4,000 hours in those two positions that are budgeted that should
[20:22] be able to cover your overtime.
[20:24] So there is not a separate line item for overtime any longer.
[20:28] We trimmed that out because if you're fully staffed, you shouldn't have overtime.
[20:34] Essentially, you should be able to shift and cover and you shouldn't have to worry about
[20:38] overtime.
[20:38] So that was our justification and why we trimmed the salary line item the way that we did.
[20:42] I agree with the hiring, but I share her concern because we've had conversations about
[20:47] like implementing a set program where we're supposed to save a bunch of overtime for
[20:50] on a so-forth and then never came to a first and so my concern as a non-voting person
[20:56] up here is, yeah, sounds good, but as I said earlier, you know, talk as to kind of a situation.
[21:02] So, we've been discussing two of how we're changing stuff because we usually do, we do monthly
[21:08] training every month, we make sure we get the guys trained on certain things, we're breaking
[21:11] that up so it turns into, during their shift,
[21:14] they're going to train by you, they're starting
[21:15] on myself and we're going to split up instead of one day.
[21:17] It's two or three days of a train's up.
[21:20] Some of the other stuff is meet government shifts too.
[21:22] So if we get to the point where I'm government shifts,
[21:24] I can, that's what I'm doing right now
[21:25] to keep the overtime budget down too.
[21:27] So I'm picking up second car shifts every week.
[21:30] I'm getting three or four of them shot.
[21:32] So I was just trying to say, but it's tough.
[21:34] That's what we're trying to just get to that point.
[21:36] So when we're fully staffed, they kind of goes back to normal.
[21:39] At least they wait a lot of the overtime.
[21:40] And one thing about it, these are certified officers.
[21:42] Yeah, and that's the great thing about it.
[21:43] That's what I'm mentioning, so we don't have to.
[21:45] They're both technically turned key too.
[21:48] So Dr. Trailer could come in tomorrow and he could start.
[21:51] And we don't have to do any training with him.
[21:53] He's been here before.
[21:54] He's still used the same system as SAG.
[21:56] When Nova comes in, he's requested
[21:57] to have a little bit of the FTO things.
[21:59] We're in a couple of weeks where
[22:00] they'll be just here in the start and working his shift,
[22:03] going through expectations, going through the he needs to know
[22:05] because the other departments he's been at,
[22:06] he's never had that training before.
[22:07] We're always ever really took a minute,
[22:09] said here's how we're gonna do this.
[22:10] But he's turned key to,
[22:11] he can do everything we can do,
[22:12] brought it to bed.
[22:13] So don't say it's part of your prior, right?
[22:16] With part of the conversation that Tony and I had
[22:17] is even though we're using the terminology of FTO
[22:20] so that the field training,
[22:22] there would not be three people scheduled.
[22:25] It would be him and a sergeant.
[22:27] So essentially the sergeant would be the second car.
[22:31] So novice should be reporting to all calls
[22:34] and then if needs assistance or questions
[22:37] of paperwork or whichever they're there to support him that it's not the typical FTO that you see
[22:42] with other officers who come in on certified. So that was one thing that we discussed as well.
[22:47] Another piece that we discussed is right now you're seeing a little bit of overtime on every
[22:52] pay period because with the police department they're paid at 80.5 hours and the 80 is at their
[22:58] straight time and then the 0.5 is usually compromised straight time but once they've hit the 60 hours
[23:03] of comp time, that goes out as overtime at straight time, and they have committed to,
[23:10] before we make any adjustments with the mid shift cars to having officers that are at those
[23:17] 60 hours used down those comp banks so that those 0.5 hours are coming back in as comp earned,
[23:23] as opposed to being paid out as being paid. So it's showing up as over $10 or additional wages.
[23:29] Yes.
[23:29] And what we said not a memo to all of you guys saying, you need to start bringing it
[23:32] time down.
[23:33] During these months, or we're going to go in and start mandating, you're going to have
[23:36] to burn this time and get to stay care of.
[23:37] So that's our goal to get that burned down as far as we can.
[23:40] We've had to discuss scenario at this start, so they know what's going on with it.
[23:45] There was a red mark concern if they say they need 6 or 8, do we split that with a share
[23:50] with the share with the partner to come in at all?
[23:52] You mean barbecue?
[23:52] That's it.
[23:53] I was like, why if I was not coming in today?
[24:09] We've discussed with the sheriff's office already. They're going to do the same detail we had in the last year as they're doing the rooftop security from the courthouse and then all of us coming under ground. So they have two or three of top and the rest of the people around us too.
[24:19] So we've got that plan.
[24:21] I mean, will you plan on having duty at any given time at barbecue first?
[24:25] From six to midnight from the beginning to the end of it,
[24:28] there'll be everybody's going to be out.
[24:29] So I'll have multiple teams for those two days.
[24:32] We'll have people taking care of those.
[24:33] I mean, first shift, right, like say 6am to 6pm.
[24:36] How many people do you plan on having on duty?
[24:40] Two, three and the other five.
[24:42] Everybody on from six to midnight, those six hours.
[24:45] Well, what we had last year from my recollection is we had two that were still
[24:49] They were up there, but still responsible to take call.
[24:52] And then there was two people on phone patrol.
[24:53] So we had four officers that wouldn't be every,
[24:56] but during the, right, the daytime hours is what you're saying,
[25:00] right?
[25:01] During the day, no, it's just regular patrol.
[25:02] But when the event starts, that's when we love heavy.
[25:05] So we can have people everywhere.
[25:07] Last year we were, we took a lot of calls last year, run around
[25:09] and kids getting on top IV.
[25:11] We had people getting the fight over by the bar.
[25:13] And people that's having a problem.
[25:15] We had people running everywhere last year.
[25:16] So it works out good having the full team out there.
[25:18] the puzzle looks good for us being out there.
[25:20] Well, my look, but we have to be cognizant of the budget.
[25:23] Yeah.
[25:24] And we don't see sign people running around controlling
[25:27] then we don't need nine.
[25:28] So I guess my question is, what is the necessity?
[25:31] What do you plan on being necessary?
[25:34] Just everybody just because, you know?
[25:36] We're having everybody honored just to make sure we got coverage.
[25:38] Do we get bigger every year?
[25:40] I mean, we start holding bodies out and things start getting worse
[25:42] like we're going to pass.
[25:44] I mean, we don't know what to expect because our first year
[25:46] we did it.
[25:46] I don't know how many fights we got up in high B we're in the middle of crowd fight with people and dragging people out and we need more bodies
[25:52] We don't have enough, so I'd like to say in a couple weeks leading up to that can you do some things like find your slow days and schedule people less during those times so that
[26:00] We could do some salary
[26:03] And then I would say that's a general because this has kind of been a concern of mine just on an annual basis like there are slow days and slow times where
[26:11] We have two people on duty plus yourself.
[26:14] Well, if budgets are concerned, maybe go to one plus yourself sometimes.
[26:18] That's what we're going to do for the burning compound.
[26:20] So that's what we're looking at already.
[26:22] And so if that's possible to do sometimes,
[26:23] I would just like to see that.
[26:25] Like being more of like an intentional,
[26:29] like figure out what are our slow days and times,
[26:31] and then adjust schedules accordingly.
[26:33] Like a pre-planned, like Tuesday, midnight,
[26:36] or sending these little kind of situations
[26:38] where you start scheduling those things out
[26:40] with people can work on that.
[26:41] At least when you know you're going to be expecting over time, I think it's something.
[26:46] So I got several concerns or questions and it's not necessarily just the police departments,
[26:52] it's everything.
[26:53] But to me, we don't get enough information.
[26:56] I mean, we've had, I'm not the Louise liaison with you, so I'm not deeply involved in
[27:02] your stuff.
[27:03] But we've set here as a group with conversations and sometimes, well, we've talked about
[27:08] the overtime after you switch to that. We've talked about are we staffed enough and sometimes
[27:14] it's well we may need one sometimes it's we have enough we just need to schedule different.
[27:19] I don't know the answer this is $200,000 minimum yearly for two people.
[27:28] Our budgets are going to get nothing but tighter I mean maybe we need two maybe we need three maybe
[27:33] we need one, I don't know the answer, but I'm disappointed in this position that we don't get
[27:40] that information. I mean, we had enough information to make a decision. I mean, I-
[27:47] Well, we did have the city clerk, the manager, police chief, you asked a good amount of questions,
[27:57] so we had like the, I guess, would say the proper stakeholders in place to make sure that
[28:01] that still picks the city budget.
[28:03] Correct.
[28:04] And then the city needs.
[28:05] So what I would say as long as we keep,
[28:08] so this is when I've been apartment on it for years,
[28:10] everybody's heard me.
[28:11] We're supposed to trust our managers,
[28:13] not micromanager way through it.
[28:15] Whole transparency, I agree, isn't important,
[28:17] but if we're gonna have to do with more to spend $200,000,
[28:21] we should know that that information is correct
[28:24] and I know nothing.
[28:25] I know it's where we're going to need to be.
[28:27] So this came out on Friday.
[28:28] Did you call city hall to get more information Friday
[28:36] or if I can ask a question, or if you could just share it with me, I'm making a note like if you're situation I can make sure or we can make sure it's going to get together.
[28:53] Yep, absolutely, because if there's additional information you guys would like to see, we definitely will make sure that we're talking about getting together because I have a good point, so putting officers are any hires on the agenda a day before the meeting isn't probably going to be enough time in any in style.
[29:09] So it needs to be so you send one off every Friday before the Tuesday right before noon if it doesn't hit that don't
[29:17] With staff on the agenda because it doesn't give enough time to prep for it. Would council agree with that?
[29:22] Well another thing we could do Tony and I know banded this right off and I got trapped in his car on one of the occasions
[29:28] I mean he had something who's gonna bring up to City Council. He would get all this individually. Okay, explain it to us
[29:37] and go from there and it just made it a lot, a lot simpler.
[29:41] And then we're getting everything from the horse's mouth.
[29:43] The process that we've gone through thus far is that before anybody can be considered,
[29:49] it has to come to my office because checking the file,
[29:54] making sure that we've done the background checks,
[29:56] or be the reference to the phone and so forth.
[29:58] Once that part is done,
[30:01] Then what Tony has done is start an e-mail with myself, his liaison, and the mayor, and says, this is why I'm considering would you be okay with it. Then at that point, which this time I believe, if members serves me correctly, Jen said, you know, as long as it meets the budget, and as long as I've vetted the files, you know, we're okay moving forward. The issue is I will be frank with council. Tony had been asking for about a week or so, and I needed to meet with Jody on numbers.
[30:28] and the issue was we just didn't have all of the numbers.
[30:32] So when I'd ask Jody a question so that we could check
[30:35] in the things, you know, we had things that weren't clear,
[30:38] you know, like, what are you, like, what you asked?
[30:40] What are you thinking for Robert QFest?
[30:41] How many people, we need to really lay those wages out?
[30:44] I mean, we went out with a fine juice poem as far as
[30:46] doing the math on the comfort, the point five.
[30:49] And what does that look like?
[30:50] And how many paid periods are left?
[30:51] And how many people are at 60 hours?
[30:53] And I shared that with them, which was like 3600 and some odd change.
[30:57] We did the math on what is it for barbecue fest if it's a 12 hour shift at straight time or if people are hitting overtime and whether those numbers look like so really making sure you know what you're playing for part time. Here's the amount that's budgeted for part time.
[31:10] So really like doing all of the budget work and by the time and full disclosure, I mean, I can say all day long that everybody's busy, but to find time for both of us to sit down and look at those numbers at the exact same time right now was was proving to be difficult.
[31:23] So the first time we could pull the meeting together was yesterday, but I'm not opposed to any fires or wages
[31:29] We don't need to be determined by Friday. It needs to wait for the next meeting
[31:32] So I'm here as a process was was improved from the look the last time, but we're sure we're still refining a little bit
[31:40] I do think that I would a hundred percent agree
[31:43] And I still wouldn't mind having Tony
[31:58] I don't know if we need two people because, you know, what I hear is that there are days where we can do without some staff.
[32:06] If I was going to make a decision tonight, I would hire one and I'd go with the lesser cost one.
[32:11] And I see we need another one. I probably hired that's what if I was going to decide tonight, that's what I would and I remember we're going to get a year of our overtime. We're not sad.
[32:20] I mean, that's probably.
[32:23] If we keep cutting bodies out, there's going to be overtime because you can't cover with what we have.
[32:27] That's why we keep running the overtime thing. That's why I'm putting so many hours myself is to get these old kind of down because I don't get even if it out except for more work.
[32:35] You know, I'm here more hours, I've put in more hours than anybody else, you know, and my
[32:39] work here, nobody cared that I put in $5,600 for my first year, you know, nobody cared
[32:44] that I put in $4,700 for my next year.
[32:46] Yeah, we did.
[32:47] You know, but I sent you emails.
[32:49] You did.
[32:50] I'm just saying you guys don't see it that way, I bust my ass to get this going and it seems
[32:55] like every time we get that point, we're like, man, we got it.
[32:58] We've been full-step once I've been here and it's over time shut down for like three months
[33:01] It sounds like it's great, but if we can't move past us and get it, we're never going
[33:05] to get rid of the overtime effects.
[33:06] I don't know how you look at it.
[33:07] We just differ as to what it means to be fully staffed, because like today, for example,
[33:12] I saw there was some guys on duty plus yourself.
[33:14] Do we need 200 duty plus yourself every single day?
[33:18] That's my concern.
[33:18] I've not seen that justification.
[33:20] They're taking all the calls.
[33:21] I don't take calls.
[33:22] I've been working on the office against stuff done that we have to get done internally.
[33:25] So my concern is we have two gentlemen who are hopeful under the impression that they're on
[33:31] an agenda, the name of the agenda, and that will have a job by the end of the night.
[33:35] And then we have these conversations in a public forum, which to your point, you've said
[33:40] we need to have these conversations way prior to these things being on the agenda.
[33:44] But it's just, I find it discouraging for any applicants moving forward because if you're
[33:50] going to apply for a place and offer the job, and then you make the agenda, and then all
[33:55] all of a sudden two councilmen say, hey, we're not informed,
[33:59] it looks awfully disorganized.
[34:01] And we've lost certified offered by this to waste time
[34:04] and to get into this point,
[34:05] but they always say that the city council
[34:07] is not going to put a drug up through with it
[34:09] and they bail and go somewhere else.
[34:10] They didn't think twice about it.
[34:11] I just think that the organizational questions
[34:14] and the staffing questions aren't tech.
[34:17] I mean, I understand the hiring's on the agenda,
[34:19] but those should have been discussed
[34:21] and handled earlier.
[34:22] This is what's on the agenda right now.
[34:23] And you know, in the case of emergency, you know, we didn't hire Tony to throw that.
[34:28] So I can't see him taking, you know,
[34:30] I know that his center is administrative duty's done.
[34:35] Don't worry for some of us not there.
[34:37] We're, we're, we're scheduled to give us a patrol.
[34:39] So I'm going to ask a really simple question out out of Jess.
[34:43] You're the manager.
[34:44] Is this the right move?
[34:46] Do you feel confident in Tony or at the very least you think this is the right move
[34:48] right now?
[34:49] Because I've heard it from every manager in town, trust us.
[34:53] Let us run this thing. You guys help make the decisions to simplify things.
[34:56] But do you feel like this is the right move for the police department right now where we're at?
[35:03] If you want to, yes or no?
[35:06] If you want to reduce over time, yes, it will give you a fully staffed schedule.
[35:11] The other thing is I am really challenging Tony to look at other options.
[35:14] If this council has challenged me by reducing the secretarial position to a part-time position.
[35:20] if you're wanting to diversify some of that paperwork and get some of those things accomplished,
[35:25] I would say yes. The other thing is having your sergeants on that mid shift to where you
[35:31] always consistently have supervision rather than having them both on my shift. We're paying overtime
[35:36] to them to come in, you know, for Tony to adjust and stay later and come in and have meetings with them
[35:41] like at this point there's overlap so there's continuous supervisory. You know, however the other
[35:47] thing is, is Tony's right, we have not been fully staffed for the last few years. And the other thing
[35:54] is, is I'm hoping that I can trust what Tony shared with me, that they will not see over time,
[36:00] and that we will not see over time, and that I won't be burnt by our conversation, I guess, you know,
[36:06] that we will, we will take a conscious effort at doing this schedule. I do fully understand what
[36:11] councilwoman Zook Smith is saying about creative scheduling, but you know, talking to Tony on the
[36:16] other side sometimes on some of those shifts on the not busy shifts. Yes, I fully understand.
[36:21] Sometimes it can be a safety issue by only having one officer. I can see both sides, but I do think
[36:27] that this will give them an opportunity to be fully staffed and see what they can do with it,
[36:31] because I am also pushing him very hard to trim in other places. So if you need to be fully
[36:37] staffed here, then we need to be cognizant of other budgetary line items. One of those being training,
[36:41] which is where their idea about training while they're on shift, as opposed to bringing
[36:46] everybody in one night a month and paying overtime and absorbing in amounts of comp time,
[36:52] and we're really challenging them to be creative and find ways to trim in other spots.
[36:56] If you're telling me that this will make you fully staffed and will help you be more efficient,
[37:00] great, but where are we going to trim in other places?
[37:03] So I really have challenged him to take responsibility for this scheduling, but I have expectations
[37:09] of what we're going to see on the other side of it.
[37:12] So my answer would be, yes, that it staffs them,
[37:15] but if it comes out the other way,
[37:17] that if we ever have a vacancy,
[37:19] we'll eliminate the position and not show it
[37:21] as an open position.
[37:22] At the absolute very least,
[37:24] this gives us to your point and I have an opportunity
[37:27] to burn down that count times.
[37:29] Because I mean, if we're having extra guy,
[37:31] then we should very easily be able to burn that count time
[37:33] down now.
[37:34] Is that the safety risk?
[37:35] Without the safety risk.
[37:36] Well, in my hope is that we also see
[37:38] additional, additional positives with having a full staff, right? Like maybe getting our
[37:45] impact option done quicker by having somebody that can be dedicated to that, you know,
[37:50] really getting more, more projects done that we've been talking about getting done for
[37:54] a while. So we're continuing to work together on it, but I do sincerely hope that everything
[38:00] we've shared with Council this evening, you know, holds true.
[38:03] In the beginning, I did actually have an immediate motion, is that still stand, or would you
[38:08] think that?
[38:09] What was that?
[38:11] What?
[38:12] Well, he said, I make the motion immediately.
[38:14] Well, I would continue the conversation.
[38:16] So if you start seeing a bunch of overtime, what are you going to do to suggest a termination?
[38:25] Not necessarily a termination, but potentially a reduction in force.
[38:28] I mean, if having, you know, like a low-signority type situation, because we just, we can't
[38:37] sustain both.
[38:38] We can't sustain two people and still having additional overtime.
[38:41] I did talk to Tony and Yovon about, like, pre-scheduled, pre-approved overtime and where
[38:47] they need to communicate with me prior to, so like barbecue fest being one of those things.
[38:52] You're okay with doing that, Johnny.
[38:54] Getting that overtime requests pre-approved by the city manager.
[38:57] We've got to talk about it. We have an event that we need to do something for come down to you. Okay with that we talked about the sort of that. So what we're past talking about this is a requirement.
[39:05] Right. However, it's not a mental process that there's no overtime that she doesn't know about in advance.
[39:10] There's only the only time that over time should happen is an investment emergency.
[39:15] There's something that's the fan and we got to get everybody out there. That's something that's just going to happen here.
[39:19] That's what we talked about on the whole thing centered up that way.
[39:22] for like the time that's out of 10. I'll probably know about that anyway.
[39:26] All right. No, that's what is after I get everyone's home.
[39:29] You'll probably text me anyway. You'll be the, you'll be the second phone girl.
[39:32] Okay, so I'll know either way. All right.
[39:37] I like to make a comment. I like to make the suggestion
[39:42] that we, if we're going to hire, you know, that we hire one
[39:47] and delay the second one until
[39:49] So there's more information and it can be thought about a little bit more and I'd like
[39:56] to suggest that the one that's that's had more experience than actually been here before
[40:02] could be the one that we would take before they both have been here before and they both
[40:06] have experience.
[40:07] There's that in the form of a motion also trails out to 20 years experience and then officer
[40:12] model has just under four. If you had to choose one, we have
[40:17] something after it was trying to purchase all people.
[40:21] Secretary's motion. So also when I looked at the second
[40:24] person. We're gonna see what your numbers look like. See
[40:27] how the creative scheduling is going. We're starting to
[40:29] train as well. So we're short to you guys. So I got one down
[40:32] an injury. I'm still for the position. So we're still running
[40:35] the other time problems. Yeah, I think right now, now we're
[40:37] getting away from we hired a city manager to tell us what to
[40:40] do. That's right. I ask very direct question. How do you agree that it can be if it's
[40:47] managed with all accountable fees later by accountable? I mean, I think we need to part
[40:51] higher of the two and hold people's fire. Well, this motion was already made in seconded,
[40:57] so that needs to go around, correct?
[41:02] You're honored. Sorry. You're okay. Um, proper. Yes.
[41:08] Yes.
[41:10] Brandon? No.
[41:11] Peterson?
[41:12] Cool.
[41:14] Would either of you two like to make a motion?
[41:15] I don't like to make a motion to the hour of the tune.
[41:18] So prove the consent in it?
[41:20] Prove there to you.
[41:20] Prove the consent in it.
[41:22] Prove the consent in it.
[41:22] And it will roll if things don't stop, please.
[41:26] Second.
[41:28] Brandon?
[41:29] Yes.
[41:29] Peterson.
[41:30] Yes.
[41:30] Crawford?
[41:34] No.
[41:36] She's fit?
[41:37] Yes.
[41:41] I'm not going to do a die break.
[41:42] I know it would have been yes.
[41:49] It would have been yes.
[41:51] All right.
[41:52] Good luck to you too.
[41:54] You're not out.
[41:55] Thank you.
[41:55] Thank you.
[41:56] It's going to be watched.
[41:58] I'll be right back.
[42:01] All right.
[42:02] All right.
[42:02] All right.
[42:03] No, and citizen input.
[42:04] Do we have anybody to speak?
[42:08] I don't know.
[42:09] No.
[42:09] No.
[42:10] No.
[42:10] No.
[42:10] Please get it down on.
[42:11] Good luck.
[42:12] All right.
[42:13] Hearing none.
[42:14] 10.
[42:14] Chamber of Development Council of Prop.
[42:16] County update.
[42:17] All right.
[42:18] Well, thank you guys for having us.
[42:21] Obviously, the most important thing is Drew is stepped on to the team.
[42:25] He is now our tourism and membership manager.
[42:29] So we've been still kind of just trying to find the roles a little bit more.
[42:32] And seeing how it is with the two person office and who's doing what is still.
[42:37] We're still kind of getting that figured out, but we make a good team, so it's all going
[42:41] good.
[42:41] We began a strategic planning process with Region 12, so hopefully you get a better understanding
[42:47] of what our priority should be and what direction the CDC needs to go that's still in the very,
[42:53] very early stages, though.
[42:55] I've responded to a few new economic development leads and some of those were brought to me
[43:01] from Community Venture Network, an event to open Minneapolis and there's actually one business
[43:07] from there that I'm still pursuing and open they come to our area. I've researched plenty
[43:15] of local properties and along with that I'm working on updating our lowest properties,
[43:20] the lowest is called Location One Information Systems and it's a free program that
[43:27] state uses that they want you to input all of your available land and sites on and
[43:32] highway economic development authority is really pushing that they want that done so they
[43:37] can log into the system and see what's out there and help developers that are potentially
[43:41] coming to Iowa, but not only does the state use it, anyone can get on lowest and look at
[43:47] these sites.
[43:48] So if it's a developer not going through the state, they can look at it and it is linked on
[43:52] our website.
[43:53] So you all would be able to look at it too. But anyway, so I'm connecting with our realtors to try and get all their properties on there and just making sure that's all cleaned up.
[44:03] Continuing and advancing housing conversations, basically everywhere I go and ask whether it's an employer, a realtor, any type of business, any visit I do, housing is in the conversation.
[44:21] I'm hoping to strengthen our business retention and expansion efforts.
[44:27] So I've been trying to work with the state on what their program is.
[44:29] There's their program has changed in the last few years that used to be called like synchronous.
[44:35] They kind of changed out program in the last few years.
[44:37] So trying to work with the states to figure out best practices.
[44:40] We are evisits completed at several organizational improvements.
[44:46] Office hours have changed a bit.
[44:48] Again, staff responsibilities were still working through that, cleaning up our accounting systems,
[44:54] and then we're also getting a new customer relationship management system along with a new
[45:00] website. So, trying to work with our new system to kind of get that all implemented, coordinated
[45:06] the CDC annual meeting, and just continue to build relationships with our regional and
[45:14] state partners. I was actually recently selected to be part of PDIS-connected program,
[45:29] so
[45:29] for I will economic developers that I will be part of in the next coming year. More details
[45:35] will kind of come out about that soon. I've been working with Jess quite a bit. I think we have
[45:41] strength in our relationship and have had some good conversations and some really good prospects
[45:47] on economic development things. So that's kind of my update. I was going to let Drew take over the
[45:52] tourism part of it, but before he does that, do you guys have any questions for me?
[45:57] I'm not looking at any data centers.
[45:59] Are we?
[46:00] I'm not looking.
[46:02] We're not doing anything.
[46:03] Any?
[46:03] Where is the를?
[46:05] It's a, I'm not looking at.
[46:08] Do I do our other energy providers?
[46:14] They're looking at?
[46:15] I do not know.
[46:16] Private industry will do what Private Industry wants to do.
[46:20] I have this one thing.
[46:21] You guys are right to be known here in CDC.
[46:23] see just the difference in the past month of communication that I've seen you
[46:27] guys have and just a bunch of other things being brought to the table and the
[46:30] health that calls I'm getting and and just the health that we're receiving my
[46:35] hats off to you guys. There's just a notable energy coming out of that office right
[46:39] now. It's just wonderful. It's coming pretty excited. So we've been working
[46:45] pretty hard the last few months. I'll let you kind of talk to her. That's mostly because
[46:50] Mariah I think she's honestly she's probably that spark in there that's got like I don't have much
[46:56] much spark left in me but sure as and wise let's talk about that the hot summer nights we are
[47:03] doing that again in conjunction with the women and business organization so we've already had done
[47:09] two of those the first one was on June 6th attendance was kind of low it was an actual hot summer night
[47:17] So that may have something to do with it along with some other committee events around the area.
[47:24] Followed it up on the July 9th, hot summer nights attendance was much better that time.
[47:31] The beer sales, I mean, we had a lot less beer to count after we were done.
[47:36] And that event was well attended both by the vendors and the people from town as well.
[47:46] Well, then we did the citywide garage sale that we expanded to the entire county of
[47:57] this year.
[47:58] And actually, that goes over really well.
[48:00] We had 40 different garage sales registered with us this year, and three or four other
[48:10] towns besides Downison took advantage of that.
[48:13] And I've heard a lot of good things from the people that took part in it as well.
[48:18] Red wine boom, we took that back over again this year with Lou Act no longer doing their parade.
[48:24] We did the parade uptown. Again, that went really well.
[48:28] Kind of easy when it's the 250th anniversary of the Independence Day.
[48:32] So we had plenty of participants plus people of town.
[48:37] You guys probably saw that already.
[48:38] And then we, and said doing a bunch of contest events out at Yellow Smoke, where the fireworks
[48:44] are to go down. We notice without doing that, we still have the same amount of attendance.
[48:49] We bring up the food trucks, keep people, you know, fed and have something to put them out, I guess.
[48:57] And everything went down as it does typically. Here's the only, we didn't have to set up the
[49:03] the entire day and run it all across the yellow smoke
[49:07] to make sure everything was running at the same time.
[49:11] Then the highway 141 garage sales are coming up,
[49:13] so basically people are starting to enter into that.
[49:16] And that's something we don't really, we don't run.
[49:18] It's ran by someone out of Granger.
[49:20] We have signed up for it for years.
[49:22] So that's going down again.
[49:25] And Chris, the barbecue fast, everybody knows about that.
[49:28] We've got all the main and especially entertainment
[49:30] that's pretty much up at this point.
[49:32] We'll be putting up our band replacement that we've got scheduled.
[49:38] We'll have that put out here pretty soon, who that is.
[49:43] So right now we're focused on getting a handful more of the food vendors.
[49:49] We're going to finalize the sponsorships, volunteer managers, and the barbecue contestant
[49:56] sounds like everything, but that's really just a small piece of what actually what's left.
[50:05] And we've already met with the emergency management, the police and all that about as far as
[50:12] the emergency protocol and that way, I don't know all that kind of stuff.
[50:18] And that's friendship for two of them.
[50:21] Anything for TZ?
[50:22] Thank you guys.
[50:24] Thank you, too.
[50:24] All right, engineering updates. Second Avenue South Reconstruction Project, it's a motion-to-proof
[50:32] ALA application number four for Blust Baving and Faving Company, ink in the amount of $145,552.
[50:42] So, do we know? Okay. Second.
[50:51] Yes, I did that a quick, you know, uh,
[50:58] for Jason, uh, what are they digging that second
[51:02] south and main, south main, are they tying it into the, actually tying into the water
[51:09] main now?
[51:10] So what's going on there today?
[51:13] Yeah, they still have about roughly a week of
[51:16] water main work to do on the west end, you're on
[51:19] that west block.
[51:22] And then they do plan on
[51:23] paving right now. They're on the schedule of
[51:25] pave from 16th west, over to 15th this
[51:29] Friday. That's not paid already tied into that
[51:33] water. Yeah, they got some services and
[51:39] things to do on that last block. They opened up quite an all today in the pavement that's
[51:46] the sun quiz on us. Yeah, for the tie end. Yeah. Yeah. Yeah. Yeah. So they were going
[51:56] to go out a few panels towards what towards Main Street to make that connection.
[52:02] Okay, and that's all going to be tied back in the three block.
[52:05] Yep.
[52:06] And then inspect it.
[52:08] Yep.
[52:08] Go back and buy your drive.
[52:10] Yes.
[52:11] The MU content.
[52:12] Yep.
[52:13] Thank you.
[52:16] All right.
[52:17] So let's see.
[52:19] The Broadway HMA resurfacing project, motion to approve the proposal from Certified Testing
[52:24] Services not to exceed $6,500.
[52:28] Love you.
[52:29] Thank you.
[52:32] Yes, yes, yes.
[52:34] Yes.
[52:34] Yes.
[52:35] Yes.
[52:39] Well, I'm hoping to improve the dental self-funded benefit plan.
[52:43] We're now administrative agreement.
[52:45] We'll try to start benefit administrators.
[52:51] Second.
[52:53] Yes.
[52:54] Yes.
[52:54] Yes.
[52:55] Yes.
[52:57] Yes.
[53:04] What's that?
[53:06] Okay.
[53:06] All right.
[53:07] Motion for approval.
[53:08] The park will self-funded benefit plan.
[53:10] Run out administrative agreement.
[53:11] We'll try start.
[53:13] Benefit.
[53:13] And then.
[53:15] Thank you.
[53:17] Yes.
[53:18] Great.
[53:18] Yes.
[53:20] Proper.
[53:20] Yes.
[53:22] All right.
[53:24] Motion to approve the fiscal year.
[53:26] 2425.
[53:29] Still move.
[53:32] Second.
[53:34] Second.
[53:34] Going out next year for.
[53:36] It's only oral.
[53:39] Crawford.
[53:39] Yes, yes, we got it so timely. Really really quickly though. Um, we got this report and then.
[53:52] You know, it was released to the public and then we got an email from the auditor right away stating that what was at the end of this month he wanted to schedule our.
[54:03] 25-26 audit right away to like keep them moving and Jody responded and said
[54:08] Council's direction was to go out for RFP for our next one or 25-26 but so
[54:15] yes we were actually just talking about that today and you didn't get that
[54:17] sent out but it was just kind of interesting that you know it took so long to get
[54:22] 23-24 and then 24-25 moved quicker right and we didn't wait 13 months for it but
[54:28] then now it's like this, that was released, it's like boom,
[54:31] I don't know, I mean, it's the same thing happened to all of us.
[54:33] They were on leave on me now, but I don't know.
[54:35] They were going to, they were going to have to come back out in December,
[54:38] and because they want me able to, they just had a free week,
[54:41] and they want to get a start.
[54:42] Just get started.
[54:43] So it's been went out for a few, though.
[54:46] It was, I've well before my time on it.
[54:49] So it was just when we got to the state.
[54:51] The state's been doing their seventh.
[54:53] Yeah, I was like, I don't, I mean, it was before my time on Council to you.
[54:57] So I would say they were they were doing that way up.
[55:06] Oh, you do you call for the vote already on that?
[55:10] I had a question that comments afterwards.
[55:14] Okay, you did.
[55:15] Okay.
[55:16] You know, it looked like the only real thing that we really can truly control was the police department receding for funds.
[55:24] And you're doing that all up at City Hall in the high.
[55:26] Yeah, there's zero monetary transactions happening in at the police department any longer.
[55:33] Okay, we might eliminate, so this is the need for secretary will work.
[55:36] Correct.
[55:37] So, yes, I see what you're going with that.
[55:40] All these things?
[55:44] All right, 15 regulations setting wages for children's library.
[55:51] There's a board, there's a board, the one in the middle of the summer.
[55:55] Yes.
[55:55] So.
[55:55] This is sad number. My my understanding is what is this position was missed on the
[56:03] city resolution when we passed that one. We got updated information. So that's why it's women's
[56:09] position was on this time week. It's I went off of the last person. It's just because
[56:15] That's what the other person was hired at the last person's wage. So I just assumed in to the board. She's looking at the way just to this
[56:22] It's a budgetary issue. Yeah
[56:26] They were pretty shoestring over there.
[56:28] Well, and last year, if you recall,
[56:31] we allocated additional monies to bring up
[56:34] both the Aquatic Center and the library.
[56:37] So they both were brought up a bit by some of them.
[56:41] So we'll continue to evaluate that.
[56:45] But we allocated like a higher one,
[56:48] I believe it was last year.
[56:49] So this year, it was just the council
[56:51] that gave us direction was 3% across the board.
[56:54] But that was them hiring. That's like what they agreed upon because what we budgeted was higher than what they hired for that.
[57:04] So that's why the number was messy because I went off of a last year's budget.
[57:10] What we budgeted and should have went and looked up every single wage within the system.
[57:15] You should appreciate their employees better.
[57:17] Now they have room to give a little bit of a raise if somebody performs well.
[57:20] I believe that might be the justification was it wasn't lower because they didn't have
[57:26] that specific experience yet.
[57:29] So I think there was tie-in abilities after six months, a year, and so on and so forth.
[57:34] I do believe progressive plan to move to the resolution at 16th when we get that variant.
[57:40] Is that coming in?
[57:41] Is it?
[57:42] Yes.
[57:42] Peterson?
[57:43] Yes.
[57:43] Brandon?
[57:44] Yes.
[57:44] Crawford?
[57:45] Yes.
[57:49] All right. Mayor's report. I'll keep it short. A couple of weeks ago, we hosted conference
[57:53] with me. Head over 1000 people. I was going to thank the CDC for being so instrumental
[57:56] in their health as well as public works and as well as the YMCA and as well as pretty
[58:00] well everybody that I could look at and ask for help that week. Although I wasn't a big
[58:04] money maker by any means, we proved the capabilities of the aquatic center to host potential invocations
[58:09] moving forward. I know Gordon, you were in attendance. So you, Dave, you helped out the entire
[58:13] day, uh, huge. Um, so we know more now. And so I just wanted to say thank you to everybody
[58:20] that attended that. It was an awesome thing to ask. And for a first time thing that you
[58:26] can Clay hadn't done before, it went well. Yeah. Yeah. It was, um, there was a little hiccups
[58:30] here and there, but it went really well. It broke my personal step record of 27,000 steps
[58:34] on one day. I did, I did it over, uh, it's like something like 16 miles or whatever. I think
[58:41] The other thing is the seven street revitalization project still continues.
[58:48] We had a public forum here was a last Thursday last Wednesday, great turnout and a couple
[58:53] of businesses and then people who are on property close to their down are interested
[58:56] in and showed up and we had some good conversations so that still continues.
[58:59] I want to thank the CDC, also it's the fairway, go to the fair.
[59:04] I'm going to go to the market.
[59:05] There's a small chance, a small chance.
[59:08] I'll be milking the go to on Thursday.
[59:10] I think you're going to take a ride on Tuesday.
[59:12] I'm going to walk with you for the day.
[59:16] No, so that's it.
[59:17] It's all I have, just to make a report.
[59:20] I do know Maria touched on it a little bit,
[59:22] but we've established some bi-weekly meetings.
[59:26] We are working on quite a few different leads.
[59:30] You know, obviously sometimes it takes a lot of work
[59:32] before something has just rolled, but we've had quite a few potential business meetings,
[59:37] and then also quite a few different housing meetings and options with not so much just developers,
[59:44] and not so much just about new housing stock, but options on revitalizing what we have as well.
[59:49] So looking at a bunch of different options, but we're working very closely together on keeping
[59:54] some of those economic development things on the forefront. So lots of great ideas circulating.
[1:00:00] Lots of really good research, so just stay tuned and hopefully something gets hooked and we're able to be excited about something new. So stay tuned. Also, Jody and I've been attending quite a few ISU Extension trainings that have become available to us. We've attended one on TIFF and Urban Revitalization Urban Renewal. There really is minimal information out there thus far on understanding the new property tax legislation, but anything that comes up.
[1:00:29] We definitely try to attend, so we're staying busy with that.
[1:00:34] I had an opportunity to attend the meeting at the ISU Extension last week,
[1:00:40] where the new president of Iowa State University was making trips to all the Extension offices,
[1:00:46] and talking about all the different programs that do within communities.
[1:00:49] So it was really nice to be able to not only look around the room and realize that the city of
[1:00:56] with every single project that they're working on,
[1:00:59] but all the different things that they do for the city,
[1:01:03] it was making a list as I was sitting there,
[1:01:04] and actually it's quite a few different things
[1:01:06] that they've helped us with.
[1:01:07] So that was very interesting to be able to meet him
[1:01:10] and share some things about Dinesden.
[1:01:13] The Broadway project, and Jason Correct me if I'm wrong,
[1:01:16] but they're hoping to be started August 3rd,
[1:01:20] but possibly might be the 10th depending on how things go
[1:01:24] with another project that they're working on, correct?
[1:01:27] Correct. I think our official statement is supposed to be the week of August 10th
[1:01:32] knowing that it might start sometime the week of August 3rd if things go well in another project.
[1:01:37] So we worked very hard with Omni and Bex and the DOT to avoid the last hot summer nights but also
[1:01:46] to have it done before barbecue fest because there's 30 working days on that contract. So
[1:01:52] fingers crossed, things go well, but that will be the start of that project. So we've had our pre-con meeting and went really well.
[1:02:02] Let's see.
[1:02:03] Just in case ten rainy days, do we have a plan for barbecue fest? Just in case?
[1:02:09] Well, sort of.
[1:02:11] Um, if there is a way where the DOT can, I mean, and when we talked about that at the precon meeting, um, there is a way for it to be, I guess, Jason, am I using the right word like suspended postpone?
[1:02:24] Yeah, yeah, so with it being an asphalt overlay, Mill and Phil, you know, the road never really, really will be totally tore up.
[1:02:34] So, we'll know a couple of weeks prior to barbecue fest if it even goes that long that there'll be certain precautions and certain work zones that will or won't be allowed to be open.
[1:02:46] There are a couple of local contractors involved with the projects that are also concerned that that area will not be tore up for barbecue fest.
[1:02:54] So it's like Jessica said, positive message during the pre-construction meeting that everybody's cautious and of that of those weekends.
[1:03:05] Okay. Thank you.
[1:03:08] The last or the next thing I wanted to share with you is I did receive communication from Beck Engineering and Tim Maryman who will be doing our strategic planning.
[1:03:18] would like to schedule the key stakeholder meetings with members of Council and Department
[1:03:24] heads on the 28th and 29th. He'll be in town both of those days of July. So I'm waiting
[1:03:32] to figure out what like his start time and end time is for the day. And then I'll be sending
[1:03:36] that out to get you guys each slotted in to one of those sections to meet with him. But
[1:03:41] it'll be the the 28th and and 29th and he said it will he wants me to schedule them in 45-minute
[1:03:47] windows he doesn't think it'll take that long to all individual meetings it sounds like individual
[1:03:52] meetings to me but if I get any other clarification I'm just saying watch your email or you know all
[1:03:58] text email whichever to get you scheduled but I was hoping to have a time from him before this
[1:04:03] meeting and and I did not have the start line figured out yet but it will be the 28th and 29th
[1:04:10] And then my last thing is I will be out of the office for a majority of the day tomorrow.
[1:04:18] And then my only other plan out of office before the next meeting will be the 30th.
[1:04:23] Yes.
[1:04:23] Yes.
[1:04:27] Before Jason gets off there, I'm sorry to ask this during the asphalt item.
[1:04:34] But I see that the estimate for the testing.
[1:04:40] What by Gary Jackson was estimated at 55 hundred to 6,500.
[1:04:46] And I was interested in who put that maximum.
[1:04:49] Did we put that maximum on there?
[1:04:51] So when we put it on the agenda for you to approve, we always go with the highest number,
[1:04:55] so it's not to exceed the 6,500.
[1:04:58] So it can come in any less than that.
[1:05:01] The reason I bring this up, if STOT, and there's a certain minimum amount of testing that's
[1:05:10] got to go on, so I don't want to see, you know, I'm kind of talking to Jason too.
[1:05:18] I wouldn't want to see the testing cut short because that's very important now as well.
[1:05:23] So with what it was the proposal put together with CTS it was discussed with the DOT individuals
[1:05:31] that were at the meeting of what they want to see tested at the pre-con meeting and then
[1:05:35] Jason coordinated the the CTS proposal with CTS which is what you see in Dropbox.
[1:05:42] So there was somebody there from local systems.
[1:05:46] there was somebody there from the testing division and our regional
[1:05:50] person was there as well for the personnel there from CTS?
[1:05:54] No, no, no, from all of those people from DOT.
[1:05:57] Okay.
[1:05:58] Yeah, I think if something does happen, Derry, and for whatever reason, we approach that.
[1:06:05] You are correct that essentially the DOT won't allow less testing than their specifications,
[1:06:10] so we might have to approach that subject.
[1:06:14] I felt the numbers seemed a little bit on the higher side, and you won't pay for anything.
[1:06:20] It's a time of material contract, so it could be less based on what's testing is needed.
[1:06:29] Okay, I appreciate that.
[1:06:31] Thank you.
[1:06:34] I just, I don't know if this is a question or a comment, but I can't remember who I heard it from.
[1:06:39] that the Broadway Elementary School was not going to be ready for the kids to be playing on
[1:06:44] like when school year starts again.
[1:06:48] And so, you know, I mean, it's a little, it's such a park scheme to have a heads up
[1:06:55] that we may have increased traffic, gotten to middle of those areas again.
[1:07:00] You know, what is it like for seating, spraying, maintenance?
[1:07:04] Of course, we want the kids to be there.
[1:07:06] that we just flew out of course, I'm going to have to be there.
[1:07:10] You know, about your agenda for this week was a mission school.
[1:07:13] Yeah, that's what it was.
[1:07:14] Somebody's helping me.
[1:07:15] I don't know.
[1:07:16] I just remember me doing it.
[1:07:19] And I, that's the first time I've heard.
[1:07:22] I can follow up with Sam Antle, Mr. Larson, and see, you know,
[1:07:27] what the right thing it is.
[1:07:28] But she may have already communicated with Sam.
[1:07:30] I'm not sure, but I will follow up on that.
[1:07:34] going to be out of guidance at the intersection of
[1:07:40] 16th and 1st Avenue North. There's a hot hole,
[1:07:46] and then we've been there for, I've been waiting, and I've seen the truck out, and we were fixing, I didn't go by today, so I can say it's not fixed.
[1:07:57] 16th and 1st North?
[1:07:58] Yeah, and also that sidewalk on six on first north between 16 to 15 that looks like this
[1:08:06] Okay, I said cool. We have picture of it. Okay. I was going to try to break her ass
[1:08:10] Although the high traffic rose for school walkers, too
[1:08:14] That's literally I mean it's
[1:08:16] And I'm sorry you said
[1:08:18] 16 bonus house on first outside of for okay south side of first seven new north, okay
[1:08:25] That's one of those, you know, when you did.
[1:08:27] You'll be definitely going to be an expelling factor.
[1:08:31] I don't wonder if you did.
[1:08:32] You guys like it a lot.
[1:08:33] Yeah, right.
[1:08:34] That's what we're doing.
[1:08:35] Okay.
[1:08:36] Well, the whole.
[1:08:38] I think you're doing everything.
[1:08:38] All right.
[1:08:39] Okay.
[1:08:39] I don't know.
[1:08:39] I think it is.
[1:08:40] You're just going to struggle.
[1:08:41] I'm going to give them a take a take.
[1:08:43] Yeah.
[1:08:43] You're going to be a bicycle.
[1:08:44] I don't know.
[1:08:45] You're going to be back.
[1:08:45] It's all in the same.
[1:08:46] You're going to see a roller.
[1:08:47] For instance.
[1:08:48] I think we get more official conversations.
[1:08:50] I have one more question.
[1:08:55] We did get a portion of that board. They were removing forms yesterday and they got a portion of it when they removed the forms yesterday and then they're going to reform the next section.
[1:09:07] How much more we got a board?
[1:09:10] I cannot definitively answer that, but I will measure it tomorrow and I will let you know.
[1:09:16] I mean, I will have something, it will get measured and I will let you know.
[1:09:20] You don't go drive on it, that's your own chair.
[1:09:22] Thank you, Pam.
[1:09:24] To Pam.
[1:09:24] I Pam.
[1:09:26] Any other discussion?
[1:09:31] No, there's something there.
[1:09:33] It should be complicated.
[1:09:34] Something.
[1:09:35] Well, anything to make, definitely.
[1:09:37] I might not even go.
[1:09:39] I need to write a smaller, very minimum.
[1:09:41] So, always get the chair on.
[1:09:42] You may have to write it on yourself.
[1:09:44] Actually, I have space.
[1:09:45] Thanks Mason.
[1:09:46] Yep, thanks everyone.
