[2:21] Just a couple of things. First of all, welcome Mr. Haley.
[2:24] I didn't get to say that you're in my district, so it's nice
[2:26] to have you have another voice in my district.
[2:29] That's great. I brought a drawing tonight.
[2:32] I just wanna, we had previously, you know,
[2:35] the town changed the long Folsom Road from a general
[2:38] commercial zone to an I industrial zone, an I two zone.
[2:42] I was not for that. I asked the council for months not
[2:45] to vote it in right away, go through some of the things,
[2:48] make sure it's right, it really is your job.
[2:51] And of course when the resolution came out, they voted in
[2:54] that day and we had quite a bit of time, well over a year
[2:57] to take a look at it and look a little closer.
[3:00] So now that I've been to the engineer,
[3:02] there have been some issues with that zone
[3:05] that wasn't taking care of it planning
[3:06] and of course town council
[3:08] would've had an opportunity to do that.
[3:09] So I say that more for maybe the new council people
[3:14] because I think it's good to take a look if you have time
[3:16] to take the time to do it.
[3:18] One of the things that came up while I was doing some
[3:20] engineering on that was that
[3:23] anywhere there's a residential home in an I two zone,
[3:25] it's a 50 foot setback.
[3:27] The problem with that, the lots are only 80 feet,
[3:30] so now you need a variance.
[3:31] Without the variance you could render a lot useless.
[3:35] The engineer I've done, I've tried to scale down.
[3:37] We originally had a 40,000 foot plan.
[3:39] I showed the council, I try to scale it down
[3:41] and now we're doing concepts,
[3:43] seeing what's feasible, what's not.
[3:44] It has become tougher with the I two,
[3:46] the engineer recommended.
[3:47] We just do industrial,
[3:49] we can do now we can do metal buildings.
[3:51] It's I two. There's no restrictions.
[3:53] We can do something that would be much easier to build,
[3:56] much cheaper and as profitable.
[3:58] But I've started at the top end and I'm working my way down.
[4:01] So just so you'll have an idea, most
[4:04] of the lots over there are about 80 feet wide.
[4:07] And, and I wanna show this drawing
[4:09] because this is part of what we're looking at.
[4:11] But you'll see these lots, they're all like the same size
[4:14] and based on the setback
[4:18] now being 50 feet, like from here, it's a variance.
[4:21] If they deny the variance, which they could, I guess maybe
[4:25] then of course there'd be no building.
[4:27] So that property's been offline off the tax rolls for five
[4:30] or six or seven years now about
[4:32] $5 million in assessed value.
[4:34] I was against the, the $5 million we gave back then to the,
[4:39] and said okay to the state, one
[4:41] of the town council chairs rec asked, I said,
[4:44] I would've asked what we're getting for it in Derry
[4:46] before we give up 5 million.
[4:47] That previous council, none of you all voted
[4:50] to give the 5 million.
[4:51] And we ended up with what we ended up with.
[4:54] So anyway, I just want to show you that
[4:55] because sometimes your setbacks when you have another zone
[4:58] can be different and you can restrict building
[5:00] and I think the council should ask more questions
[5:03] and hopefully they will the next time.
[5:04] Now having said that, I've been told the bill straight
[5:07] industrial because it's gonna be
[5:09] a lot more profitable to me.
[5:10] But we're starting here, so this is an area we own.
[5:14] You'll know, you know, there's a garage here
[5:16] with an auto sales that
[5:18] would probably move into this building.
[5:19] And then this is some land we're still working on it,
[5:22] whether it be with the state or wherever.
[5:23] If we could get a small portion of this,
[5:25] we might be able to do too.

[5:30] But who knows because now there's some variances involved
[5:33] and do the math and all that.

[8:35] to start identifying what you're going to update
[8:39] in the ordinances, that you give me a call
[8:43] because I have some ideas on changes that should be made.

[8:52] that we on the zoning board have a hard time
[9:02] contending with, you know,
[9:04] and I, I believe that it would be a, a better idea than,
[9:08] rather than us have to
[9:13] operate, you know, on our own, that we, we get the,
[9:18] the town to eliminate some of these conflicting ordinances.

[13:32] House Bill 1469 is a human trafficking bill that originated
[13:36] 'cause a lot of what we're dealing here in Derry.
[13:38] Bills put forward this past year, many,
[13:41] many stakeholders involved federal, state, local.
[13:47] And it had had few hurdles here and there,
[13:51] but it made it through the house on a 3 23
[13:54] to 28 vote on a roll call vote last month.
[13:59] It then went to the Senate.
[14:01] Senate passed it five zero Audit Committee.
[14:04] They made three minor amendments, nothing that was
[14:08] any impact to the underlying bill.
[14:09] They were all in inconsequential.
[14:11] May 14th, the full Senate passed it on consent.
[14:15] And I was just notified today that the House,
[14:18] 'cause once it goes to Senate
[14:19] and make any changes, comes back to the house
[14:21] to determine what happens to it.
[14:23] And I was informed today that the house side has
[14:27] non concurred and are opting for a committee, a conference,
[14:31] which means that there'll be representatives from the house
[14:34] and representatives from the state have
[14:35] to meet from the Senate, have to meet together
[14:37] and kind of have it out and whatnot.
[14:40] I was told that I'm gonna be on the Committee of conference
[14:42] to try to figure
[14:44] that out. That's all I know.

[14:51] and then they decided to send it to,
[14:53] So yeah, so the committee chair, when, when it comes back
[14:57] to the house, the, the, the committee that it started in
[15:01] that chair makes a decision whether to concur non concur

[15:49] still some loopholes and whatnot,
[15:51] but dairy has been utilized as the, the sounding board
[15:56] and the example of how
[15:58] they want things to operate in the state.

[16:35] Monday will be the town's Memorial Day festivities.
[16:41] So it will start with a parade.
[16:44] The Memorial Day parade will stage at Hood Commons 55
[16:48] Crystal Ave at 10:00 AM
[16:50] and the parade will kick off at 10:30 AM the parade work
[16:53] route works its way down Crystal Ave finishing at McGregor
[16:58] Park where there'll be some additional
[17:00] ceremonies at that location.
[17:03] All this information is on the town's website.
[17:06] I believe it's on the Linked through the Town's parks
[17:09] and Recreation department.
[17:10] And I've seen it on Facebook a couple of times
[17:13] because of the America two 50 anniversary.
[17:15] There's gonna be a military flyover
[17:18] and also a static display of military equipment.
[17:21] So that's gonna be enhanced from kind of the, you know, the,
[17:25] the normal parades that we've seen in the past years.
[17:28] But many thanks to the Memorial Day parade committee,
[17:30] including VFW post 1617
[17:33] and their auxiliary American Legion post nine in their
[17:36] auxiliary dairy cam and dairy parks
[17:39] and recreations for their
[17:40] contributions in planning this event.
[17:41] And I'm sure, I hope I didn't leave anybody out,
[17:44] but that's gonna be on Monday, May 25th.
[17:48] A couple other governmental items of note
[17:51] tax collector's office, again,
[17:52] I mentioned this at the last meeting,
[17:53] their hours will be changing effective July 6th, 2026.
[17:58] This will also be in effect for the town clerk's office.
[18:02] We will be open Monday through Friday, 7:00 PM to 4:00 PM
[18:07] and we will have a one hour late on Wednesdays
[18:10] until 5:00 PM So that change will be posted
[18:13] with a sign outside.
[18:15] It'll also be on our town website, I believe it already is.
[18:18] And so we'll continue to talk about
[18:20] that in future meetings just
[18:21] to make sure everybody is aware of that.
[18:23] And then lastly, I was in contact with the tax collector.
[18:27] She indicates that the
[18:29] first half tax bills are almost done in their proofing
[18:33] process and they will be distributed within the next
[18:36] seven to 10 days.
[18:37] The due date on the first half tax bills
[18:40] for 2026 will be July 1st, 2026.
[18:43] So that'll be coming in the mail.
[18:46] I do wanna make sure that, that we talk about this openly.
[18:50] The first tax bill in 2026 is, is going
[18:54] to be at the $18 and 99 cents rate.
[18:57] That's the tax rate that is determined at the end
[19:01] of the 2025 calendar year.
[19:04] So all the items that we went
[19:07] through the town council's budget
[19:09] and also through the school SB two process
[19:12] is not included within this tax bill.
[19:14] So a new rate will be determined in October, 2026
[19:18] that will be reflected in the bill that is due in
[19:22] December, 2026.
[19:23] And new rate will be determined.
[19:25] So we as the town council had
[19:30] or will be holding to that 3.3 CPI rate.
[19:34] I do want to make sure that people understand
[19:36] that the way it works, you pay for the full value
[19:39] of 2026 based on that higher rate.
[19:43] And then you subtract out the first half tax that you paid.
[19:46] So in some instances,
[19:48] let's just say it was a $10,000 tax bill
[19:51] that was determined in the second half of the year,
[19:53] you paid $4,000 based on the old rate you would be due
[19:57] to pay the remaining $6,000.
[19:59] So the point I'm trying to make is that the bills going from
[20:03] the June to the December, 2026 could be vastly different.
[20:08] And I just wanna make sure people are aware of that.
[20:10] Not necessarily because of the towns 3.3 CPI,
[20:14] but you have county and school components that
[20:17] people should be aware of that were voted through
[20:20] and that are in the process in the county situation.
[20:23] So just wanna make sure everybody's aware of that.

[21:24] to wait for New Hampshire DRA to give us that final number.

[21:31] and it's picked up pretty, pretty rapidly on,
[21:33] on social media for sure.

[22:33] specific enforcement patrols,
[22:35] specifically DUI enforcement patrols,
[22:38] distracted driving patrols, pedestrian bicycle patrols
[22:41] and mobilization patrols each year.
[22:43] You may recall we do this every year.
[22:45] The Highway Safety Agency,
[22:47] New Hampshire Highway Safety Agency Awards communities,
[22:50] various communities, certain amounts of money
[22:52] to perform extra patrols for these enforcement patrols.
[22:57] This year they've awarded dairy
[22:59] for speed enforcement patrols, $12,000
[23:03] for DUI enforcement patrols, $1,600
[23:06] for distracted driving patrols, $4,000
[23:09] for pedestrian bicycle patrols, $3,000
[23:12] and for mobilization patrols $3,700 for a total
[23:16] of $24,300.
[23:19] That amount of that grant demands a public hearing.

[24:27] and e scooters talking to one of these kids.
[24:30] I know they can get 'em up to almost 50 miles an hour.
[24:34] And has, have you been seeing any issues
[24:37] or problems with those?
[24:39] We have had complaints about the operation
[24:41] of various types of e-bikes and minibikes Yeah.
[24:45] Motorized bikes in town over the, the past few months
[24:49] and as we get through all months, those,
[24:50] those complaints increase.
[24:52] That was that those types
[24:53] of operation would absolutely be pertinent to these patrols.

[25:10] 0 2 9 to accept a New Hampshire Highway Safety Agency grant
[25:14] for various traffic enforcement activities.
[25:18] Whereas Section nine point 15 of the Town Charter
[25:22] authorizes the town council to accept grant funding
[25:26] and whereas funding is available

[31:45] and then swaps them out when they are brought,
[31:47] when somebody comes against them.
[31:50] What is necessary with this is to ensure
[31:52] that somebody can go to prison
[31:54] or jail for sex trafficking if this is
[31:57] happening in our communities.
[31:58] And if we cannot ensure that a natural person is holding
[32:02] that license, a health
[32:04] and safety inspection won't do anything
[32:05] to hold people accountable.
[32:07] So I appointed a representative foot on the,
[32:10] on the conference committee to ensure
[32:13] that his prime sponsor, all of his intentions
[32:15] of the bill are brought forward.
[32:16] And I'm sure that his intention is that people
[32:19] who are doing this will go to jail if necessary.

[35:01] for his community work fire department paramedic
[35:07] Matano was recognized for his work in the CAS accreditation,
[35:12] which he presented here as well as
[35:18] a program, hunger 365.
[35:22] And dispatcher, Chuck Tinkham was
[35:26] also recognized for all the work he has done,
[35:28] particularly in moving the communication center from the old
[35:32] central to the News News station.
[35:36] Jack Dormer or Eagle Scout from the Boy Scouts of America
