[2:29] I just had a couple comments about the Brook Hollow Project
[2:34] that is a proposal in London Dairy.
[2:37] I'm sure most of you guys know about it.
[2:39] It's a, you know, a a thousand unit development with 160,000
[2:45] square feet of, of commercial retail,
[2:48] which is about the size of, of Walmart.
[2:50] But they're, they're proposing that,
[2:52] and I just wanted to read just a couple
[2:54] of the notes from the planning board
[2:56] recent planning board meeting.
[2:58] And this is from the town admin from the London
[3:02] Dairy Town Administrator.
[3:04] You know, he said they could approach the town council about
[3:07] exploring inter local agreement with dairy.
[3:10] And this has to do with, with the,
[3:11] with fire safety, with the fire department.
[3:13] 'cause they don't, the closest fire department is, I guess,
[3:17] is over by the airport, which is nine minutes away
[3:20] or 10 minutes away, where, you know,
[3:23] station three in Derry is only a couple of minutes away.
[3:26] You know, it's an agreement with the neighboring town will
[3:29] cost money, but it might be more
[3:30] affordable than a new station.
[3:33] I know that's not traditionally
[3:34] how things are done in New Hampshire,
[3:36] but it would make sense for us to look at it that way.
[3:39] The administrator said a $15 million fire station
[3:43] with $47 million worth of equipment
[3:45] and operating expenses would be very challenging
[3:48] for the community to be able to maintain in the long run.
[3:51] Some planning board members best doubt whether Dairy's
[3:55] Fire station has large enough apparatus to serve
[3:58] Brook Hollow development as proposed.
[4:01] So I think this is something that I, I hope that,
[4:05] that the town does not consider doing this.
[4:07] I think London Dairy stands very much to benefit from this
[4:11] because they'll be getting tax dollars from us
[4:14] and, you know,
[4:15] and then on, on the other side, you know, dairy's gonna have
[4:19] to be using their infrastructure for,
[4:22] for the fire department there.
[4:23] And I think it's one of the gentlemen said here,
[4:25] it's not gonna be anywhere near big enough.
[4:26] So anyway, I just, you know, I I think one of the things
[4:31] that kind of bothers me over the years is there hasn't been
[4:33] that much communication between dairy
[4:36] and London Dairy over some of these projects.
[4:38] I know when, when they were doing the Gateway community, one
[4:42] of the suggestions I made is, you know,
[4:44] have you been talking to London Dairy about, you know,
[4:47] about any of the zoning changes and what they're gonna do?
[4:50] And the comment to me was, well we've,
[4:53] we've had a little bit of contact with them
[4:54] and that seemed to be about it.
[4:56] So anyway, thank you very much.

[6:46] So tomorrow, June 3rd Wednesday is the first of the what we,
[6:51] colloquially you'll know as the farmer's market.
[6:54] That'll be going on in downtown, starting three
[6:57] to 7:00 PM every Wednesday until September 30th.
[7:00] So that'll be something that's an attraction
[7:02] to the downtown area.
[7:03] It's been going on for many years.
[7:04] Volunteers do a great job at that.
[7:07] I also wanted to take an opportunity to talk about some
[7:10] of the summer updates for the Parks
[7:12] and Recreation Department.
[7:14] We have Spring tee-ball
[7:16] and peewee soccer that's gonna be concluding in mid-June.
[7:20] The summer concert series,
[7:21] those are Tuesday nights at 7:00 PM Those
[7:24] begin on June 12th.
[7:26] So that's going to be held every Tuesday night
[7:30] through August 18th.
[7:33] Galleon's Beach and the splash pad are open on June 20th,
[7:38] weather permitting and those operating hours are 10
[7:40] to seven, seven days a week.
[7:43] And obviously if it's thundering
[7:44] or if it's raining, they may not be open.
[7:47] But that's a very popular outing for many families.
[7:51] Birthday parties at the Dawn Ball Park patio.
[7:54] Those will begin on Saturday, June 27th.

[8:47] and our white fog lines.
[8:49] Those are typically done later in the year by contract.
[8:53] So those are not done at this time of the year,
[8:55] but you will see the crosswalks and the stops
[8:58] and the, any of the parking situations set up
[9:03] by our crews from DPW.
[9:04] So there's still quite a bit to do,
[9:06] but they've made quite a bit of progress.

[9:11] tax collector's office is changing its hours
[9:14] along with the town clerk.
[9:16] That'll be effective starting July 6th.
[9:18] And those hours will be Monday through Friday, 7:00 AM
[9:22] to 4:00 PM and Wednesdays it will be open an extra late hour
[9:26] until 5:00 PM And lastly,
[9:29] the first half tax bills have been sent.
[9:31] The due dates on that will be July 1st, 2026.

[10:39] as a, as a agent for CBDG grant funding.
[10:44] So we're having multiple public hearings this evening
[10:48] to support an effort at the upper room.
[10:50] We have been a partner with the upper room for many years
[10:54] on our own programs.
[10:56] We do provide funding for the upper room for various matters
[11:00] and they do a wonderful job throughout the community.
[11:03] And as such, there was a previous,
[11:05] I think this was back three years ago, there was a grant
[11:09] that was set up for planning for their existing facility.
[11:12] This is another grant opportunity
[11:14] that we would like to support.
[11:17] So with that, I'll hand it over to Donna
[11:19] to start the public hearing process.

[11:26] But Community development block grant funds are available
[11:29] to municipalities through the New Hampshire Community
[11:32] Development Finance Authority up to $500,000.

[11:38] So up to $500,000 is available
[11:40] for economic development projects
[11:42] and now we have up to $750,000 for housing projects.
[11:46] Up to $750,000 for public facility projects up
[11:51] to $500,000 in emergency funds
[11:53] and up to $25,000 per planning study grant,
[11:57] all projects must directly benefit a majority of low
[12:00] and moderate income persons.
[12:01] This is a proposed community development block grant
[12:04] application to the community development finance authority
[12:06] for up to $25,000 in community development block
[12:10] grant planning study funds.
[12:12] The town will retain up to 3,500 for administrative expenses
[12:16] and the remainder will be subgrant to the upper room.
[12:19] A family resource center located at,
[12:21] I can never say this name,
[12:22] that's Yourdo Shado 36 Shado Road in Derry.
[12:26] The upper room has acquired a neighboring property at 42 CDO
[12:30] Road and would like A-C-D-B-G planning study funds
[12:33] to get preliminary design and cost estimates
[12:36] and adequate documents to determine the feasibility
[12:39] of increasing their current services in space.
[12:41] Utilizing this new property,
[12:43] the upper room offers services such
[12:45] as high school education, juvenile diversion and parenting,
[12:48] and home visiting, food pantry, homeless youth services.
[12:52] The majority of persons
[12:53] and families accessing these services are
[12:55] of low and moderate income.
[12:57] This project conforms with dairy's proposed housing.
[13:00] Its proposed and existing housing community development plan
[13:04] goal of promote activities that protect the health
[13:07] and safety of residents and visitors.
[13:09] And that is a short term and a long term goal in that plan.

[14:08] or relocating anybody at all.
[14:10] But every time we apply for CDBG funds, we have to adopt it.
[14:13] It's project specific.
[14:15] That means you have adopted this every time we've
[14:17] asked for funds in the past.
[14:19] So this plan outlines measures under the Uniform Relocation
[14:22] Act required for CDBG projects that involve any displacement
[14:25] or relocations of persons or businesses.
[14:28] If the town were to undertake A-C-D-B-G project,
[14:31] which involved displacement
[14:32] or relocation, they would follow this plan.
[14:35] The plan outlines measures they would take
[14:37] to find comparable suitable housing for persons
[14:40] or businesses displaced or relocated.
[14:42] This project does not anticipate displacement
[14:45] or relocation as it is just a planning study.

[15:22] The housing Community development plan outlines long
[15:24] and short term goals for the town.
[15:26] It was adopt last adopted in 2023.
[15:29] CDBG requires a housing community development plan
[15:32] that is no more than three years old.
[15:34] No changes have been made to your 2023 plan.

[15:43] So the short term goals are review current zoning
[15:46] and extend water and sewer
[15:48] to encourage commercial development on Route 28 s market
[15:51] and fully develop available properties within dairy

[15:58] with the Rockingham Economic Development Corporation
[16:00] to assist local and prospective businesses
[16:02] with their expansion plans and loan and tax credit programs.
[16:06] As well as community development block grants
[16:08] through the community development finance authority,
[16:11] annual review
[16:12] and adoption of capital improvement plan,
[16:14] regular two times a year, meetings of town council
[16:17] and the planning board and economic development director
[16:19] to ensure that zoning regulations promote
[16:22] effective economic development.
[16:24] Continue to review and revise
[16:26] as necessary the land development control regulations,
[16:28] architectural design regulations, which were adopted
[16:31] by the town in 2005.
[16:33] Okay. These are more the ones we generally see for CDBG.
[16:36] Encourage public and private water
[16:38] and wastewater systems that are safe.
[16:40] Sanitary. Meet DES regulations.
[16:44] Develop a plan to promote heritage tourism, develop a vision
[16:48] and plan for the exit.
[16:49] Four. A gateway which will support
[16:51] and encourage economic development
[16:53] and redevelopment opportunities.
[16:54] This is another general CDBG one.
[16:56] Encourage a varied stock of safe, sanitary, decent,
[16:59] and affordable housing for persons
[17:00] of all age and income groups.
[17:02] Encourage economic development activities
[17:05] to increase quality industrial com
[17:06] and commercial development.
[17:08] Encourage the expansion
[17:09] and retention of employment opportunities for residents.
[17:13] This one seems to be a another. Repeat.
[17:16] Encourage municipal and private water
[17:18] and wastewater systems at are safe Sanitary.
[17:20] Meet DES regulations, preserve
[17:22] and promote the town's historically
[17:23] and culturally significant structures.
[17:26] And this is the one that we're addressing with our study,

[20:40] to effectuate the CDBG contract on behalf of the upper room.

[20:50] and relocation assistance plan
[20:52] for the proposed upper room Family Resource
[20:55] Center Planning Study project.

[23:06] So, as you mentioned, we're here tonight seeking
[23:09] authorization to accept a very generous gift
[23:13] and I've brought firefighter Jason Rivera with me tonight
[23:16] to give a little bit of a presentation
[23:17] on how we arrived here.
[23:20] Good evening. So I have
[23:23] a typed out thing that I was gonna read
[23:26] and I still am gonna read,
[23:27] but just a, a quick, how we got to this point.
[23:32] Very innocently on social media.
[23:34] Saw a post from this company
[23:36] and I shared it with my wife to, to submit myself and,
[23:41] and dairy fire in for the sweepstakes in a,
[23:45] in like a, in the way of
[23:47] how sweepstakes on the internet almost never go through
[23:50] for at least me to my surprise.
[23:54] A month, about a month, month
[23:55] or so later, I got feedback from this company
[23:59] to confirm the fire department so they could fact check
[24:04] to make sure that we were indeed a, a fire department.
[24:06] I wasn't just a civilian trying to get free energy drinks.
[24:10] And so I submitted that information
[24:13] and they, they came back with a congratulations.
[24:16] Dairy Fire was one
[24:17] of 10 fire departments in New England chosen
[24:20] to receive this donation.
[24:23] And then they sent us six months worth of energy drinks.
[24:28] But anyways, about Phoenix Energy,
[24:32] they're kind of a newer company, so
[24:36] not quite in all the stores yet.
[24:37] A few gas stations here and there carry the, this brand,
[24:42] but they're trying to separate themselves from the
[24:43] traditional energy drink by pairing itself with hydration
[24:49] and energy as opposed to just sugar filled,
[24:53] caffeine filled energy drinks that kind
[24:54] of give you the short burst jittery energy.
[24:59] So hydration, wellness.

[25:08] What makes them different from the other ones?
[25:10] Like I mentioned, traditional energy drinks rely on heavy,
[25:13] heavily on sugar phoenix markets, markets itself
[25:16] as a hydration energy drink according to their company.
[25:20] It includes electrolytes, vitamins,
[25:22] natural caffeine from green tea as well as zero sugar.
[25:25] And that just kind of seems like a,
[25:27] like a commercial really.
[25:28] But the benefits of that as opposed
[25:31] to a regular energy drink are huge in our line of work
[25:34] because a lot of times we're in a position
[25:37] where we rely on either a quick cup of coffee
[25:41] or you know, an energy drink out
[25:43] of whether it's Parkland Hospital, one of the hospitals
[25:45] who are gracious enough to supply us with those things,
[25:49] specifically for the need of some,
[25:52] some energy to keep us awake.
[25:54] And we're kind of not really thinking about the health
[25:57] effects of those constant choices.
[26:01] So having the opportunity to have an energy drink
[26:03] that not only promotes hydration, which is huge
[26:05] as you can imagine on scene of a fire
[26:08] or any other strenuous scene.
[26:11] This kind of is a, a one package deal
[26:14] where you're getting the benefits of green tea caffeine,
[26:17] as well as the hydrating benefits
[26:19] of like a Gatorade for example.
[26:24] They also have a, it's an amino acid called Altheine,
[26:28] which promotes like a steady, steady mood
[26:32] and it prohibits like the jittery crash of a, of a,
[26:36] like a coffee or monster
[26:39] or a Red Bull Energy drink may have
[26:43] kind of from the company's standpoint, they do,
[26:48] like I said, focus on their first responders.
[26:51] Their website specifies the programs that they work with.
[26:54] One of them including Tunnel for Towers,
[26:56] which honors fallen first responders
[26:58] and military heroes from nine 11.
[27:01] And they donate a portion of all their sales to that.
[27:04] And they've been doing that since their, since their birth.
[27:10] I kind of talked about the sweepstakes a little
[27:11] bit from their company.
[27:15] They promote these, gives giveaways
[27:17] and sweepstakes involving the fire
[27:18] departments and first responders.
[27:20] And yes, while the giveaways can help advertise the brand,
[27:23] Phoenix presents these programs as a community appreciation
[27:28] as opposed to a direct sponsorship.
[27:32] And the important difference is
[27:36] the focus is on supporting the departments
[27:38] and recognizing the difficult job instead
[27:40] of simply paying celebrities
[27:41] or influencers to advertise their product.
[27:43] They're seeing the benefit for us specifically
[27:47] and kind of yes, using it to their advantage,
[27:50] but also allowing it to help us in the long run.
[27:56] A little bit more information about how it's kind
[27:58] of a healthier alternative than,
[27:59] than the other energy drinks, which is big.
[28:02] Anytime you can reach for something that's gonna provide you
[28:05] with a little bit more nutrition than,
[28:08] than something else is I think very important.

[28:14] for everyone on the department,
[28:15] but I do feel like it's a pretty blanket
