[3:05] Integration Coordinator, which is a
[3:06] program of Santiam Hospital and Clinics.

[3:10] this spring I was deciding, you know, it
[3:12] would be a good thing to do a little
[3:14] city council road trip. And so you're my
[3:16] second stop on this road trip. I just
[3:18] want to make sure our councilors know
[3:20] what's happening in our program and
[3:21] what's happening in the community. Um
[3:24] and that what we're seeing from our
[3:25] lens. So we can go forward.
[3:29] All right, so what is service
[3:30] integration? So how many of you have
[3:32] heard of service integration?
[3:34] One, two.
[3:36] Okay, great. Uh service integration is a
[3:38] program that is approaching its 30th
[3:41] year. Um it actually started in Polk
[3:43] County in 1997.
[3:45] In 2017, Santiam Hospital decided to
[3:47] bring the this program over to our East
[3:50] Marion County uh communities to help uh
[3:53] provide that local support. So, service
[3:56] integration is a collaboration in the
[3:58] Santiam area with five school districts,
[4:00] over 200 partnering agencies. It focuses
[4:03] on integration, collaboration, and most
[4:06] important to me is building
[4:07] relationships to those folks around the
[4:09] table. Um it's easier when folks know
[4:13] who's around the table, who's at each
[4:15] agency they can call Mayor Paige. They
[4:19] know him.
[4:20] I can text Mayor Paige now and be like,
[4:22] "Hey, what's going on with this?" You
[4:23] know.
[4:24] And so those are the relationships that
[4:26] we want to foster with those partners
[4:28] around the table. I will talk about
[4:29] who's around the table here in a little
[4:31] bit, but it just makes working with
[4:33] households in the community with
[4:35] different barriers and needs easier to
[4:37] do.

[4:40] And so who makes up the service
[4:41] integration team? So, we've got the
[4:43] backbone agency, which in our situation
[4:45] is going to be Santiam Hospital and
[4:47] Clinics. In Polk County, as I mentioned,
[4:49] they started the program, Polk County is
[4:51] their backbone agency. So, that backbone
[4:54] agency employs that full-time service
[4:57] integration coordinator, which is
[4:58] myself.
[4:59] They hold the office space, they pay for
[5:02] all the office supplies, and they they
[5:03] make sure the program is is up and
[5:05] running. The other members of the team
[5:08] include government agencies, the school
[5:10] districts, uh faith community,
[5:12] nonprofits, just about anybody that
[5:15] wants to be around the table to safety
[5:17] net a community, their community can be
[5:20] there.
[5:20] Um I tend to have coffee with a lot of
[5:22] my partners, just making sure that they
[5:24] understand the program, is everything
[5:27] going okay for them, do they have any
[5:28] questions, um and again, building those
[5:32] relationships. And next.
[5:35] So, where are our teams? Again, we have
[5:37] the five teams. Um my tagline is we
[5:39] serve Turner to Idanha, Sublimity to
[5:41] Scio, and Jefferson.
[5:43] Uh so, we've got uh the North Santiam
[5:46] team, which serves that North Santiam
[5:48] school district area, so Stayton
[5:49] Sublimity Lions, Mehama. We have a Scio
[5:52] team, which encompasses again that
[5:54] school district of Scio.
[5:56] Uh, Jefferson started last September, so
[5:58] that's a newer team for us. We've got
[6:00] the Cascade team, which serves Turner,
[6:03] uh, Marion and Aumsville, and then
[6:05] finally we have our Santiam Canyon team,
[6:07] which serves Mill City to Idanha. And
[6:09] although I I talk about a school
[6:11] district catchment area, it's just a
[6:13] geographical boundary to, um, say all of
[6:17] the households in that area. So it's
[6:19] cradle to grave, anyone in that
[6:21] geographic location.

[6:28] Well, with the five teams, each team
[6:29] operates independently.
[6:31] So we really want, um, that local
[6:35] flare, that local flavor. We want
[6:37] members of the local community attending
[6:39] these meetings. We do have a lot of
[6:41] Salem employees of the state, of the
[6:43] county that attend uh, one or multiple
[6:45] meetings, but we want that local
[6:48] representation because you guys are the
[6:50] are in the know. You know what's
[6:51] happening in the community. Um,
[6:55] we have a lot of communities that
[6:56] attend, and a lot often they are the
[6:58] boots on the ground. They They are the
[6:59] ones that are that hear from their
[7:01] neighbors what those community needs
[7:02] are.
[7:03] Um, they're responding to the local
[7:05] needs. Each team has a pot of funds, um,
[7:08] so that team is allocating funds to
[7:11] those local needs. And then again, the
[7:13] local, uh, resources, talking about food
[7:16] pantries, talking about what's going on
[7:18] in the faith community, with the church
[7:20] activities. It's all localized. So, um,
[7:23] we do have situations where all five
[7:25] teams or, uh, two or three of the teams
[7:28] will work together. I don't know if you
[7:30] guys remember when we had, um, the
[7:32] formula crisis a couple years ago, where
[7:34] it was really difficult uh, to make
[7:37] formula or find formula. So, uh, Uh, the
[7:40] four teams at the time contributed funds
[7:42] together to purchase grocery cards and
[7:44] gas cards so that households that were
[7:46] having to drive to multiple locations
[7:49] uh, could do that and they could find
[7:50] formula. We help distribute formula to
[7:53] various communities as well so it was
[7:54] easier to get to.

[7:57] Uh, what types of needs do we support?
[8:00] urgent needs which are going
[8:02] to be like your um, eviction notices,
[8:04] your power shut offs, um, things that
[8:07] are really urgent in nature that we need
[8:09] to get taken care of. We support basic
[8:11] needs like food, clothing, hygiene,
[8:13] durable medical equipment,
[8:15] prescriptions,
[8:17] um,
[8:18] just about anything uh, that you can
[8:20] think of. Transportation needs. So,
[8:22] we're one of the only resources around
[8:24] that will help with auto repairs. Um, a
[8:27] lot of uh, different nonprofits and
[8:29] organizations, community action, uh,
[8:32] Salvation Army, they just don't cover
[8:34] transportation costs and we're able to
[8:36] do that with our flexible funding. Uh,
[8:39] community development. So, we'll help
[8:41] different partners with outreach
[8:42] programs. We have a uh, back to school
[8:46] uh, help and resource for happening for
[8:48] Santiam Canyon on August 12th. There's
[8:50] my plug. Um,
[8:52] and we're helping fund that with uh,
[8:54] back to school backpacks and school
[8:56] supplies for kiddos in this district.
[8:59] Uh, and then education. So, if there are
[9:00] classes, tuition, extracurricular
[9:03] activities, um, music lessons, anything
[9:05] again, it can be for kids, it can be for
[9:07] seniors, it can be for anybody.
[9:10] Um, those are the kind of the things
[9:12] that we fund. What we don't fund would
[9:14] be like anything related to court costs.
[9:17] So, um, fines, fees, any uh, custody,
[9:21] divorce types of situations, we don't
[9:23] cover that.
[9:25] So, what is the service integration
[9:27] model? In order to be called service
[9:29] integration,
[9:30] um, both Polk County and Santiam agree
[9:33] that we're going to follow this model.
[9:35] And so,
[9:36] um, a lot of people think you're just
[9:37] going to call Kim Dwyer and she's going
[9:39] to fix your problem. Well, not
[9:41] necessarily. I can help, but really
[9:44] those folks around the table are going
[9:46] to be the ones working with those
[9:48] households in need. So again,
[9:50] from zero to however old, they are going
[9:53] to be the ones working with that
[9:54] household. So
[9:56] I'm going to use for example family
[9:58] building blocks. They're working with a
[10:00] household living in Edina.
[10:02] They've identified a need
[10:05] that maybe there's something wrong with
[10:07] the the water in the home. Like that the
[10:10] pipes need repair or they need an
[10:11] inspection of some kind. That family
[10:14] building block home visitor is going to
[10:17] ask additional questions not just about
[10:19] the water, but what other resources are
[10:21] you connected to? That that home visitor
[10:25] is then going to work with the partners
[10:26] around the table to see, "Hey, what
[10:28] other needs can we help? You know, what
[10:30] can we connect that household to
[10:33] that they have identified?"
[10:35] A lot of times there's no one else to
[10:36] help with the water situation like that.
[10:38] So that home visitor might call me and
[10:41] say, "Hey, what do you think about
[10:42] this?" And I'll I'll go through my
[10:44] Rolodex and see what I can come up with.
[10:47] And if there is a need, maybe it's a
[10:49] $500 inspection cost that we need to
[10:52] figure out what's going on first.
[10:54] We can look at a service integration
[10:56] funding request as long as all the other
[10:58] resources have been exhausted.
[11:00] And that would entail that partner again
[11:04] staffing that situation at a team
[11:05] meeting. The team gets to ask questions
[11:08] and brainstorm different solutions. Once
[11:11] the team is comfortable that this is a
[11:13] good request, I'm going to go ahead and
[11:15] type it up, send it out, and the team
[11:16] votes. So I don't I don't decide where
[11:18] the money goes. The team that local team
[11:20] decides if that money is being spent on
[11:23] that household or not.
[11:25] And that's again part of the vetting. I
[11:28] A lot of my job is vetting those
[11:29] requests that come in. I need to make
[11:31] sure that those folks that are donating
[11:33] money to our program, um that trust me
[11:36] with their dollars, that I'm doing a
[11:38] good job and I'm asking all the hard
[11:39] questions. Again, the shared
[11:41] decision-making with a team vote, and
[11:43] then um sustainability is a huge piece
[11:46] of that funding also. We want to make
[11:48] sure
[11:49] um
[11:50] again, one-time expenses are a little
[11:52] easier to explain sustainability, right?
[11:54] It's just a one-time expense, but if
[11:56] it's rent, utilities, we want to make
[11:58] sure that that household um has
[12:01] something lined up that they are going
[12:03] to be able to make that payment the
[12:04] following month.

[12:08] So, how is this program funded? Uh the
[12:11] backbone agency uh covers the
[12:13] coordinator's salary, so um that's that
[12:16] piece of it. The backbone agency, so the
[12:18] hospital and the school district also
[12:20] cover what we call the team funds. So,
[12:23] each of the five teams has a pot of
[12:25] funds
[12:26] uh that that team um is able to spend
[12:28] and approve. Uh for
[12:32] three of the teams, they have $8,000
[12:34] that they start with each fiscal year.
[12:36] Uh one of the teams has 5,000, one has
[12:38] 10,000. And those are kind of all
[12:40] determined by the team and the school
[12:42] district, like how much they're wanting
[12:44] to contribute,
[12:45] and that have been established um
[12:47] annually since then. Those funds don't
[12:49] expire, they just roll over into the
[12:51] next year. I don't ask um the partners
[12:54] for funds each year. It's however much
[12:57] it takes us to get back to that $8,000
[12:59] mark.
[13:00] Um we have neighbor-to-neighbor funds,
[13:02] and each team has a a pot of
[13:04] neighbor-to-neighbor funds, and those
[13:05] are just community donations that come
[13:07] in. We also um are awarded different
[13:10] grants. Detroit Lake Foundation awarded
[13:12] us a grant that we've been able to
[13:14] utilize uh with the San Ysidro Canyon
[13:16] team. And then uh leveraged funds. So,
[13:19] again, neighbor-to-neighbor, the grants
[13:20] are all leveraged funds, but again, our
[13:22] partners, so Salvation Army, St. Vincent
[13:24] de Paul, Family Promise, list goes on.
[13:27] Uh those are all what we consider
[13:29] leveraged funds.

[13:34] this last fiscal year, I'm working on
[13:36] the reports for that, and so our impact
[13:39] statement is that we were able to serve
[13:41] over 2,400 individuals this last year.
[13:44] That is in addition to any kind of
[13:46] funding request that includes the
[13:48] warming center that we run in the
[13:50] winter. That includes
[13:53] Sit Mobile when it was reactivated in
[13:55] the fall when SNAP benefits were cut.
[13:57] So, we had 530 individuals come through
[14:01] our doors seeking grocery and food
[14:02] assistance during that time.
[14:05] We spent over $16,000
[14:07] over between the five teams and
[14:09] leveraged about $143,000.
[14:13] So, my my assistant says it's 1 to 10
[14:16] times as far as leveraging goes. So,
[14:18] every one service integration dollar,
[14:20] it's about 10 leveraged dollars.

[14:42] Our fiscal team support for that team

[14:51] donations from the Mill City Lions Club,
[14:53] Mill City Presbyterian, Detroit Lake
[14:55] Foundation, and various private
[14:57] community members that donate to us. We
[14:59] are a nonprofit and we do issue tax
[15:01] receipts if if that you know, is a need
[15:06] for them.
[15:07] Our meetings are the fourth Tuesday of
[15:09] the month at 10:30 at the Gates Fire
[15:11] Hall.
[15:12] We run September through June. So, right
[15:14] now we're on a a break from the
[15:16] meetings. Anisa Bosch, who's the program
[15:19] assistant, and I do work year-round. So,
[15:21] we're still there working with our
[15:23] partners.
[15:24] Again, this team does start with $8,000
[15:26] and the funds do not expire.
[15:29] And then we focus on those local
[15:31] supports, trainings, and resources. So,
[15:34] um I'm just trying to think, you know,
[15:36] when we have public safety power
[15:37] shut-offs, when we have different water
[15:39] issues with Detroit, when we have
[15:41] different things come up, um I tend to
[15:44] stick my nose in there and try to see
[15:45] what we can do to help, whether people
[15:47] want it or not. So,
[15:49] um right now, you know, we're working
[15:51] with um
[15:52] uh some stakeholders on the Detroit
[15:54] drawdown. I know that's a big thing
[15:56] that's happening, and so um just trying
[15:58] to see what we can do, whether it's just
[16:00] providing education to the community
[16:02] with a one-pager, like, "What does this
[16:04] mean for you?" It's a It can be for all
[16:06] of us um
[16:08] that sit around meetings, a lot of
[16:09] documents, a lot lot of stuff to go
[16:11] through, but a one-pager would be nice
[16:13] just to share, and so we're trying to
[16:15] make that happen.

[16:20] Uh again, our focus with CSD is housing
[16:22] stability. We want to support during uh
[16:25] medical crises, so maybe someone broke
[16:27] their arm, not they're not able to go to
[16:29] work for a certain period of time, paid
[16:31] leave Oregon is exhausted, and they just
[16:33] need help with a month of rent, um and
[16:35] that is something we're able to do.
[16:38] Uh we pride ourselves on bridging gaps
[16:39] that come up for households. And again,
[16:42] we're here to support all households.
[16:44] It's not based on income, it's not based
[16:46] on family dynamics, it's not based on
[16:49] housing status. It could be any of us at
[16:51] any time that needs assistance, and
[16:53] that's what we're here for.

[16:58] And so then for the CSD Canyon, uh this
[17:00] team spent $3,250
[17:03] this last year. We leveraged over
[17:05] $20,000.
[17:06] We had 16 funding requests come in that
[17:09] served 128 individuals.
[17:12] Uh and that is broken down. I think I
[17:13] have the next slide, uh 11 urgent
[17:17] requests, three basic requests, and two
[17:19] transportations. You can go to the next
[17:21] one.
[17:22] And that just shows most of the needs
[17:25] are going to be urgent. They're those
[17:26] rent utilities shut offs that are
[17:29] happening.
[17:30] And then I have uh yep, next slide.
[17:33] Uh the real example I provided to uh
[17:36] council tonight is just we had a widower
[17:38] that um spouse had passed. Uh she
[17:41] happened to be
[17:42] uh a collector of a lot of things, and
[17:45] so his health was not great. Uh he
[17:48] needed a dumpster, was living on a fixed
[17:50] income, not able to afford the dumpster.
[17:53] He had a community health healthcare
[17:56] worker from the hospital assigned to
[17:58] him, and she was helping kind of triage
[18:00] like what what do we need to do? And so
[18:03] that service integration team was able
[18:05] to approve getting him a dumpster. His
[18:07] family was there to support with, you
[18:09] know, taking things out. Think we even
[18:11] had some community members show up and
[18:13] help with that unloading of the home,
[18:15] and then he transitioned into a smaller
[18:17] space that was able to kind of morph
[18:20] with his lifestyle at that point.
[18:23] And then next. How to get involved, you
[18:26] might ask. So you can join the email
[18:28] list. All you have to do is email me,
[18:30] and I'll put you on there. We've got two
[18:31] email lists. We've got a master list,
[18:33] which is usually one email a month, and
[18:35] then we have uh the team email. With the
[18:38] team email, you're going to see all
[18:39] those funding requests that come
[18:41] through. So you get to read about those
[18:42] local needs that are happening. You can
[18:44] always attend a team meeting. Again,
[18:46] those start in September. And then you know, the last one is supporting the
[18:51] work. So participation,
[18:53] uh financial donations, or volunteering
[18:55] as things come up.
[18:57] And then again, we're just a tiny little
[19:01] uh cog in the whole system, but I like
[19:03] to think that we make a big impact on
[19:05] our communities that need us, and and
[19:07] that we're there when they do need us.

[26:38] Grew up coming up to Detroit with my
[26:39] grandfather who is a veteran.
[26:42] Uh my other grandfather uh
[26:44] passed away. He was the first B-52
[26:47] engine jet mechanic in Germany
[26:50] and uh was overseas with my grandmother
[26:53] who was pregnant with my father at the
[26:55] time.
[26:56] And they cut his lines because he was
[26:57] smart. So, she came home pregnant with
[27:00] toddlers and her husband in a casket.

[27:03] >> So, veterans hold a very special spot in
[27:05] my heart, especially watching my
[27:06] grandmother and my family grow up um
[27:09] missing him, one.
[27:11] Uh later on, fast forward, I fell in
[27:13] love with my high school sweetheart who
[27:15] um was on the walk up to Baghdad. And um
[27:20] is severely mentally, physically damaged
[27:24] from his time. Um and so, just giving
[27:28] back to the community is huge in in
[27:31] numerous ways that I do, but this is my
[27:32] favorite one of all
[27:34] uh because getting out on the water and
[27:36] a fishing trip is just there's nothing
[27:38] else about it besides
[27:41] tying lines and catching fish and
[27:42] sweating and drinking some beer and some
[27:44] soda and shooting the Did I say
[27:47] that in here? I'm
[27:49] And pizza.
[27:50] So, the first year when I put it
[27:52] together, I I didn't even think about
[27:54] sponsorships. I didn't think about
[27:56] anything like that. I I funded it
[27:58] myself. I had a few friends that were
[27:59] like, "Hey, let me help." And so, we met
[28:01] up at um Sportsman's Warehouse and got
[28:04] some gear and we all came up and went
[28:06] and fishing and got one pontoon boat.
[28:08] And this last year, Andrew uh made an
[28:11] ask to somebody and before I know it, a
[28:14] really sweet lady by the name of Candy,
[28:15] I believe it's your wife,
[28:18] started blowing me up left and right.
[28:20] She's amazing. Between her and um
[28:23] Elizabeth Smith,
[28:25] I um my heart was just overcome with
[28:29] emotion and so much that I could cry
[28:32] right now because it was just something
[28:34] that I wanted to do with a bunch of
[28:36] guys. Um so, from the bottom of my
[28:39] heart, I'm here today to thank you for
[28:41] supporting
[28:43] uh Courtney's Place second annual
[28:45] fishing trip on June 26th. Um we look to
[28:49] continue doing it the Friday before the
[28:50] 4th of July going forward. Thank you
[28:52] Captain 1 2 I don't even know your guys'
[28:55] names you just showed up and started
[28:56] driving boats. So, thank you for that

[29:09] is my high school sweetheart wasn't is

[29:17] what to do. He sat with me and he was
[29:19] like, "What what can I be doing?" I
[29:20] said, "Just get involved. Get involved
[29:22] in your community whether it's a board,
[29:24] it's a committee, it's giving back. It's
[29:25] going to start to fill your cup." DJ now
[29:28] is the head of the VHW in Salem.
[29:31] His life is completely turned around and
[29:33] sitting on the boat this this second
[29:35] term he was just digging into veterans
[29:37] trying to pull them out of their shells.
[29:39] Um Kaiser we did the golden gold star. I
[29:42] don't know if you guys are aware of the
[29:44] gold star memorial that we put up in
[29:45] Kaiser this year. Um he was there, you
[29:48] know, fully decked out with all his
[29:50] people and so it's just amazing to see.
[29:51] That's one of four out of 12 originals
[29:54] that went on to do other things and I
[29:56] like to share a couple about those other
[29:58] the other three. I don't know how much
[29:59] time I have but um

[30:20] Capitals and hosted a veterans night um
[30:23] where we brought the veterans out they
[30:25] got to be down on the floor watch
[30:27] basketball and just everything
[30:28] basketball. And from that uh Jerrell
[30:31] connected with Jason Conrad and became a
[30:33] volunteer and is literally the parking
[30:35] lot attendant taking the $5 parking
[30:38] every game and is there probably one of
[30:41] the last people every night after every
[30:43] game cleaning up after everyone that
[30:46] comes to the games. And Jerrell is
[30:48] so fulfilled with that. He has won um so
[30:51] much so that I got to give him a
[30:53] basketball this year as volunteer of the year for the Capitals. So, that was
[30:57] huge. Uh another one is
[31:01] Oh, Mr. Stevens. He has a dog and he's
[31:03] slightly intoxicated probably 90% of the
[31:06] time. Yeah.
[31:09] he
[31:10] Um he got uh integrated with a
[31:13] foundation um a horse foundation that is
[31:16] out of
[31:17] uh Rick Real. It's um Acres of Hope. I
[31:21] don't know if you guys have ever done
[31:22] anything with them before, but they uh
[31:24] raise funds and have uh horses for
[31:26] children that are going through issues
[31:28] with social anxiety, mental illness. Um
[31:31] they do great fund raisers every year
[31:33] and Steve's out there scooping poop
[31:35] probably three to five times a week just
[31:37] to help with horses. And the final one
[31:40] happened this last weekend at um we have
[31:44] uh
[31:45] a guy that loves baseball. So, we took
[31:47] the boys to
[31:48] uh the Berries. Is it It's a new game.
[31:51] Who's the new team? Is it Marion
[31:53] Berries? Excuse me, yes, Marion Berries.
[31:55] Uh we took them to the game this
[31:58] I think weekend or two ago and um
[32:00] Vincent got to throw a ball. He Vincent
[32:03] didn't come fishing. He wasn't a fishing
[32:05] guy. However, I would like to report I
[32:07] did have a guy in my boat that last year
[32:09] stayed on the shore and this year he
[32:11] actually came out on the boat and he had
[32:13] so much fun and he caught so many fish.
[32:16] So, finishing with Vincent, he is now
[32:18] volunteering for Marion Berries. So, the
[32:21] comradery that comes from one fishing
[32:23] trip, just believing in one exercise or
[32:27] doing something or even just stepping
[32:28] out of your comfort zone can help so

[32:32] I'm here just to personally thank you
[32:34] for
[32:35] reaching out and supporting our trip and
[32:37] I know that um
[32:39] the Detroit Lake Foundation is asked to
[32:42] do this continuously and grow it bigger,

[1:20:57] um we cannot have it at our park. And uh

[1:21:09] to be a some greens and some blues. It's
[1:21:11] really cool. I ordered uh there's a lot
[1:21:14] of research done on this and the one I
[1:21:16] chose was
[1:21:17] dangerous and safe. So, we wanted uh
[1:21:20] kids to play like the 70s and 80s again,
[1:21:23] you know,
[1:21:24] figure out their balance and and uh hear
[1:21:26] screaming kids and watch them fall and
[1:21:28] get up and dust themselves off and teach
[1:21:30] the millennials to not go running after
[1:21:33] them
[1:21:34] when they fall, but um it's a we special
[1:21:37] ordered a four-bay swing set with
[1:21:39] various um
[1:21:41] sizes of kids that can use it. And then
[1:21:43] we have enclosed slides so it doesn't
[1:21:46] burn their skin and we've got a climbing
[1:21:48] pyramid.
[1:21:50] Everything's due to uh show up within
[1:21:52] about 6 to 8 weeks. We do have to wait
[1:21:55] for one more concert, but um we talked
[1:21:58] to Sigmunds who won the contract and
[1:22:01] they they're big sponsors so they know
[1:22:03] what's going on and and will work uh
[1:22:05] with us to stay to stay out of the way
[1:22:08] for the concert. Um we get ADA walkways
[1:22:12] and pathways. So, uh that was required
[1:22:14] with the grant. It is included in the
[1:22:16] grant and so those um that concrete will
[1:22:18] go in. It might go in between now and
[1:22:21] then. It might go in right after. But,
[1:22:22] um we're we also got some good news just
[1:22:25] this morning that Ferris is willing to
[1:22:28] donate wood for our pavilion.
[1:22:31] So, uh Tyler said he would Tyler Ferris
[1:22:34] said he'd bring it to his board. He got
[1:22:35] back to me and said, "It's a go." So,
[1:22:39] now we have to convince who we use to
[1:22:43] take in this wood and find the um
[1:22:47] the We found the structure that we
[1:22:49] really want and that will suit the park
[1:22:51] beautifully. And but the look of it will
[1:22:53] be similar to the wood out front.
[1:22:57] So, that was fantastic news. I just love
[1:23:00] how they support their community and you
[1:23:02] know, without any discussion, they're
[1:23:04] like, "Yep, let's try it." So, um
[1:23:07] that will help us stay in our uh range
[1:23:10] of money because the grant was a little
[1:23:12] bit less than we expected. And um so,
[1:23:15] we're honing in to keep it within

[1:32:12] interested and and has some promotional

[1:33:09] structural permit

[1:33:15] absolutely no sense. I I was able to get
[1:33:17] in touch with Chris Tressel, who's a
[1:33:19] permit administrator. We had a very long
[1:33:22] conversation and I have a couple of
[1:33:24] emails, which I'm keeping on file, and
[1:33:26] he has guaranteed us that there will be
[1:33:29] no more hitches. They made some mistakes
[1:33:31] in terms of what they thought was going
[1:33:33] to happen. Obviously, nobody in the
[1:33:35] permit department looked at the plan.
[1:33:38] Um so, anyway, we're moving forward, and
[1:33:40] as you can see out there, things are and and we're going to have our own Ace
[1:33:46] Porta Potty here because we're going to
[1:33:48] be without restrooms for potentially a
[1:33:51] week uh when they have to do some
[1:33:55] testing of the original septic tank for
[1:33:58] leaks. Uh, K&E, uh,
[1:34:01] in construction, who's, uh, been awarded the project to develop
[1:34:06] the pavilion, asphalt, uh,
[1:34:09] sidewalks, curbs, and so on in the old
[1:34:12] city hall property has finally gotten
[1:34:14] their permit after 2 and 1/2 months from
[1:34:17] Marion County, and they'll be moving
[1:34:19] forward, uh, very soon with, uh,
[1:34:23] rebuilding the pavilion that came from
[1:34:25] the water plant, and then doing all the
[1:34:28] other site preparation and and, uh,
[1:34:30] hopefully finish it, uh, by the end of
[1:34:33] September.
[1:34:35] The, uh, community center event kitchen,
[1:34:39] uh, which you all know was bid
[1:34:41] originally, but to a very limited
[1:34:44] audience, uh, uh, apparently through,
[1:34:47] uh, Buy Oregon, we only received one
[1:34:50] qualified bid, and it had to do, uh,
[1:34:54] and their number was was nearly twice as
[1:34:57] much as we have funds for, and it was
[1:35:01] related to the fact that we didn't have
[1:35:03] enough specific information in that bid
[1:35:06] for them to feel comfortable bidding it
[1:35:08] the way they normally would, so they
[1:35:10] covered themselves. We now have, uh,
[1:35:14] with Matt's help, uh, and Matt, if
[1:35:16] you're still on and want to, uh, uh,
[1:35:19] make a comment about this, feel free,
[1:35:21] but we have tightened up the specs, made
[1:35:24] them broader. We're looking to, uh,
[1:35:26] um,
[1:35:28] expand the,
[1:35:30] uh, group of contractors, including
[1:35:33] smaller contractors, which would maybe
[1:35:35] have, uh, lesser overhead costs, uh, to
[1:35:39] see if we can get this thing moving.
[1:35:41] USDA,
[1:35:43] uh, provided information yesterday to me
[1:35:46] that they have approved the RFP, and
[1:35:48] that we can go forward with a process.
[1:35:50] There is one additional form that needs
[1:35:53] to be added. uh, Um Matt, I think you
[1:35:56] received a copy of that. The
[1:35:58] acceptance, and I'll I'll lean on you to
[1:36:01] make sure that form gets included when
[1:36:04] we get the the bids out. Uh we're now
[1:36:06] left with DLF needing to approve that uh
[1:36:11] process, and so far uh I've been able to
[1:36:16] I've not been able to facilitate that
[1:36:18] discussion. Um Keith Owen, who's the president
[1:36:23] of DLF, would like to have some
[1:36:26] clarifications from uh
[1:36:28] USDA in terms of who
[1:36:31] or should DLF have some administration
[1:36:34] authority over the project, or should it
[1:36:37] be led by the city, but with their
[1:36:40] involvement. Uh I have left messages for
[1:36:43] Holly
[1:36:44] Halligan, and I assume she'll be getting
[1:36:46] a hold of me this week and providing
[1:36:48] that guidance for Keith so that we can
[1:36:50] get their approval.
[1:36:51] Lake lab level activities um
[1:36:56] haven't changed a whole lot, except that
[1:36:58] we did get a
[1:36:59] an email from Tracy Evenson today saying
[1:37:02] that all four of the house and and
[1:37:06] Senate leaders for the state of Oregon
[1:37:08] have signed on to a letter uh
[1:37:10] encouraging the core to
[1:37:13] uh stop their plans for an extreme
[1:37:15] drawdown this year, along with some
[1:37:17] other issues related archeologic um
[1:37:21] archaeological survey products that they the core uh have insisted that we
[1:37:27] do again
[1:37:29] uh 2 years after they were completed by
[1:37:32] another archaeologist, I believe,
[1:37:37] who was a an employee of the core at
[1:37:39] that time.
[1:37:45] We'll just have to look and see happens
[1:37:47] or or monitor what happens with the
[1:37:50] county and city
[1:37:51] uh lawsuits uh against
[1:37:54] the the core to see if that's going to
[1:37:57] have any consequences.

[1:38:49] of the communities up here. Um that's a good thing. Um we've needed
[1:38:55] something like that for a long time. Uh
[1:38:58] on top of it, and I knew nothing about
[1:39:00] it, there's a helipad up there. So, that
[1:39:03] will serve uh not only um
[1:39:07] you know, these communities that are
[1:39:09] nearby, but um that should open up some
[1:39:14] potential life-saving abilities uh for
[1:39:17] travel over the Santiam Pass, and I
[1:39:20] think that's great.
[1:39:22] It that should draw some talented people
[1:39:26] up here for training and
[1:39:29] give a bolster to our communities. So,
[1:39:31] that's a that's a great thing.
[1:39:34] Uh go up and tour it when you get a
[1:39:36] chance. I don't know how often the doors
[1:39:38] are open, but it's quite a facility.
[1:39:43] on the event calendar
[1:39:45] Saturday is the Idanha Festival. So, if
[1:39:49] you get a chance to go up there and
[1:39:51] check out what's going on in Idanha, I
[1:39:54] think that's a good thing for
[1:39:57] you know, it's a we're we're
[1:39:59] co-communities here. So, uh sounds like
[1:40:01] they've got a lot of great events
[1:40:03] planned up there. So, uh stop in and and
[1:40:06] enjoy that.
[1:40:09] 4th of July celebration in the park was
[1:40:12] literally a blowout. The fireworks were
[1:40:14] fantastic. Thanks for the support from
[1:40:17] forestry
[1:40:18] uh in making sure that that event
[1:40:22] was able to happen and for future events
[1:40:25] to occur.
[1:40:28] we did have a few small spot fires, but
[1:40:30] they were able to be extinguished and we
[1:40:34] finished the 4th of July off in a safe
[1:40:37] manner. So, that was great. Yeah, we
[1:40:39] need to address some fireworks issues,
[1:40:42] but that probably will be um
[1:40:45] an ongoing wheel.

[1:40:52] the lake level thing is a difficult
[1:40:55] position for all of these communities in
[1:40:59] the Santiam Canyon. It's especially
[1:41:02] tough on Detroit. Um every business
[1:41:04] suffers up here with this lake level.

[1:41:09] playing the fighting game on this for so
[1:41:11] long, I can't hardly even remember, but
[1:41:15] I know I've been in it uh since the
[1:41:18] '90s.
[1:41:19] Um I'm almost 100 now, so you know.
[1:41:25] But anyway, um
[1:41:26] I think we're I I think
[1:41:30] from everything that I follow very
[1:41:33] closely, I attend a lot of these
[1:41:34] meetings.

[1:41:37] right now
[1:41:39] we are the closest that this community
[1:41:42] will ever be to having traction to get
[1:41:48] at least
[1:41:49] to where
[1:41:51] we're at a midpoint instead of being run
[1:41:55] over the top by
[1:41:57] unproven environmental
[1:42:00] buyoffs that need to be revisited and
[1:42:04] maybe the message about how important
[1:42:08] this
[1:42:09] body of water is to the economic
[1:42:13] survivability of this area
[1:42:16] is and not only that, it's
[1:42:20] something that makes all
[1:42:24] most important sense
[1:42:26] that the downstream water that runs out
[1:42:29] of this lake provides critical drinking
[1:42:33] water for communities downstream. And we
[1:42:37] do not want to see something stirred up
[1:42:41] by a flushout of what's left in that
[1:42:44] reservoir from
[1:42:45] 75 or 80 or 100 years ago be pushed
[1:42:49] downstream and I think that's one of the
[1:42:51] issues that, you know, there's a lot of
[1:42:53] it that's buried in sediment and has not
[1:42:55] been addressed by the core of engineers.
[1:42:58] They've refused to address it and
[1:43:00] there's a lot of things I think that the
[1:43:01] core has refused to address that we
[1:43:03] might be finally getting close to being
[1:43:06] able to
[1:43:08] have a different look at and that may
[1:43:12] change what our future trajectory is. I don't know how long it's going to take
[1:43:17] before we get the digout done, but that
[1:43:19] that's a key factor and so is the 5-ft
[1:43:22] rule that that's been taken away in
[1:43:24] terms of this lake getting completely
[1:43:26] full. So, those are a couple other
[1:43:27] things
[1:43:28] that I think would
[1:43:31] support economic viability for our area
[1:43:34] and we have to stay
[1:43:36] very vigilant on this project,
[1:43:37] especially right now. We've got the wind
[1:43:40] behind us by Marion County.
[1:43:43] The state of Oregon is weak at best, but
[1:43:46] we do have our senators and congress
[1:43:48] people on it now.
[1:43:50] Um our governor, I haven't heard one
[1:43:52] word out of her about it and I doubt we
[1:43:54] will.

[1:45:01] sign off on this is if I had full
[1:45:03] support of my council and if I don't, um

[1:45:11] uh can ask for a vote of support for us
[1:45:14] moving forward on that, I will sign it
[1:45:17] off and hand this off tomorrow to Marion
[1:45:20] County to move forward and if uh you
