[0:03] The board meeting tonight, we thank you guys for coming out.
[0:07] We do have a quorum. We have Ms. Cotton, Ms. Anthemat and Ms. Veezy, myself, Ms. Rodriguez and Mr. Mackey.
[0:13] Mr. Mills is absent, but we do have a quorum. We can conduct business.
[0:17] At this time, please stand for the pledge of allegiance, the pledge to the Texas flag
[0:23] and remain standing for the invocation.
[0:28] I pledge allegiance,
[0:42] honor the Texas flag.
[0:51] First of all, we're going to pray now. I know we're throwing a curve ball here.
[0:55] Heavenly Father we humbly pray to ask your guidance and blessing upon our
[0:59] school. Grant us the wisdom, the strength to continue providing a safe
[1:03] nurturing environment where students can flourish both academically and
[1:08] emotionally. May our schools be a beacon of light and love in our
[1:13] community. In your name we pray amen. All
[1:20] right we had nobody sign up for
[1:23] comment but we have two visitors or speakers for open forum you'll have three
[1:30] minutes Mr. Cobb is going to keep time for us please we can't respond to you as
[1:38] the board remember we're volunteer elected volunteers so we always
[1:42] encourage feedback from the community so first we're gonna have Nicole inks is
[1:48] here today. Come on up. Perfect timing. We prayed for you so you missed that.
[2:04] You get
[2:05] three minutes to speak.
[2:11] I just got notification about the Bay Colony Elementary School doing
[2:18] away with transportation and I really depend on that for my kids because those ten minutes
[2:23] matter because school will not let me drop though don't open enough early enough
[2:28] for me to drop my kid off so I have to wait for the bus for him to go to school
[2:36] and he was staying in the active school program in the YMCA and so they did
[2:42] away with that so now I depended on the bus to bring him home and now I
[2:47] don't have that option so I don't know what we can do to put the school
[2:52] the elementary school back on for the transportation but I mean in the community chats that we have
[2:59] on Facebook there have been a lot of talk about and upset parents talking about it.
[3:05] We don't understand why it was taken away. So all I wanted to talk about.
[3:12] Thank you. All right our next speaker is Annie Stevens.
[3:25] Good evening. My name is Annie Stevens. I'm in front of you this evening seeking
[3:28] your assistance with some issues related to the Ag Barn. First issue is communication.
[3:33] Communication is imperative within an organization. Before we reached out to Mr. Cobb, a few emails
[3:38] were sent to the Barn Manager and were unanswered. Mr. Cobb is the first and only DISD staff member
[3:45] to try his best to help find a mutually agreeable and fair resolution for all involved when no
[3:51] one else would consider it. For that we thank you. Second, the construction of the new Barn.
[3:55] While it is appreciated and welcome to have a new open-air barn, there are flaws with it, just like any new construction project there are flaws.
[4:03] When the project started, it was promised to have awnings over the outdoor side of the stalls. These awnings are needed and cannot be cut.
[4:11] When it rains, it rains into these stalls. They become hazardous to the project and the students.
[4:17] It floods and holds water in these pens. This can cause many health issues, for example hoof rot.
[4:23] The walkways in the barn hold water as well slippery and hazardous conditions to the cattle and the children
[4:30] Drains the drains are backing up the washer acts are holding water
[4:33] Along with many other issues
[4:36] This is how left the barn staff in a very unfair position and they are doing their best to make do they have been left to defend
[4:43] Something they have no input or control over. I'm here seeking your assistance and addressing the conditions of the new barn
[4:49] and welcome you all to come see the new facility for yourselves and visit with
[4:53] the other families with their struggles are with this too.
[4:58] Thanks. All right
[5:08] at
[5:08] this time we are going to adjourn into executive session we are authorized to do
[5:13] this to speak about personnel and other financial matters under the Texas Open

[7:13] Oh, well, Rachel didn't number my beans here.
[7:20] We had an executive session, and all right, sorry.
[7:23] We have the coordinator of federal and state programs.
[7:32] OK, Rebecca.
[7:32] I'm so
[7:36] excited that Ms. Kathy Barenson is our new principal at...
[7:42] No, no, no.
[7:43] We got to do...
[7:43] They want to do this one.
[7:44] They want to do this one?
[7:45] Okay.
[7:46] Excuse us.
[7:47] It's...
[7:48] It's...
[7:50] That's fine.
[7:52] It's Rachel's fault.
[7:53] We're not like Rachel's fault.
[7:55] This is fun, see?
[7:58] Okay.
[8:00] So, we are...
[8:03] Okay.
[8:09] Right, so we are asking for the appointment of the coordinator of state and federal programs,
[8:16] and we're asking for that recommendation of Jamie Williams as the coordinator of federal
[8:23] and state programs.
[8:24] Okay, all right, so I'll go ahead and make the motion since I've messed it up so bad.
[8:29] Do I have a second?
[8:30] I'll second it.
[8:31] Mr. Mackey, second it all in favor.
[8:33] Aye.
[8:34] All right.
[8:35] Oh, motion passes.
[8:36] Jamie, are you here?
[8:38] Oh, OK.
[8:39] Well, see, it wouldn't even have mattered.
[8:44] OK.
[8:44] All right.
[8:45] Now let's get serious.
[8:46] Now, Rebecca, come on.
[8:47] I know.
[8:48] Blame it on me.
[8:49] No, it's definitely your president here.
[8:51] OK.
[8:52] Now we would like to appoint the president, the president,
[8:55] the principal of Hughes Road Elementary.
[8:58] Yes.
[8:59] Ms. Kathy Barrenson.
[9:04] So, Kathy has over 33 years in education, including four years as the Director of Federal
[9:10] and State Programs here in Dickinson ISD.
[9:13] She will continue to inspire our students and staff as the new principal at Hughes Road
[9:19] Elementary.
[9:19] We are super excited to have Ms. Barenson as the principal.
[9:24] So let's congratulate Ms. Barenson.
[9:27] Hadn't been hired yet.
[9:30] Well, we've got to make the motion and do all that.
[9:33] Okay. Do we introduce first and then make the motion for all of them?
[9:38] Or should we do one individually?
[9:38] Well, we do them individually.
[9:40] Okay.
[9:40] Yeah.
[9:41] All right.
[9:41] Okay, so as the first class in 1985 of He's Road Elementary, I'll make the motion.
[9:48] I'll second.
[9:49] All in favor?
[9:51] Aye.
[9:51] All right.
[9:52] Yeah, welcome.
[9:53] Yes, thank you.
[9:55] So, from Ms. Barrison, did you bring anyone with you to our meeting?
[10:04] Well, we appreciate you coming.
[10:08] Thank you so much.
[10:09] Tell us about your trip then.
[10:11] I'm just kidding.
[10:12] Okay, next item.
[10:14] Assistant principal at McAdams Junior High.
[10:17] Yes.
[10:18] Ms. Jacqueline Kennedy?
[10:24] Yes.
[10:26] That makes more sense to do it in that order.
[10:30] Okay, the next is the assistant principal.
[10:32] Let's keep it at Hughes Road.
[10:33] I don't have the numbers on here.
[10:38] Okay, it's the assistant principal.
[10:41] Go ahead, Dr. Brown.
[10:42] The assistant principal at Hughes Road Elementary, Ms. Jacqueline Kennedy.
[10:52] All right.
[10:52] Do we have a motion?

[15:04] Thank you so much. And thank you, Mom and Dad, for coming to support MJ and your beautiful daughter, so welcome to Gator Nation. We're excited that you are here.
[15:15] Yes, thanks. All right, we're going to move on to the Dr. Brown's 30-day update. This is her first board meeting, and she's already given us a 30-day update, so go ahead.
[15:31] Thank you, President Magliolo.
[15:32] So I am pleased to provide an update on my first 30 days as superintendent of Dickinson ISD.
[15:39] During this initial period, my focus has been on establishing effective communication,
[15:45] ensuring tailored support for our schools and fostering community engagement.
[15:50] So below are some key highlights.
[15:52] Central office meetings.
[15:54] I conducted one-on-one meetings with each member of central office team.
[15:57] these interactions were invaluable in understanding the strengths, challenges
[16:03] and needs of our district's administrative team. Our discussions have
[16:07] laid the groundwork for a collaborative and cohesive approach moving forward.
[16:12] Principal meetings. I have held individual one-on-one meetings with each
[16:16] principal across our district. These sessions provided insights into the
[16:20] unique needs of each school community, enabling me to better support our
[16:24] principals and their staff. Our focus was on ensuring that the resources and
[16:30] support provided are customized to meet the specific requirements of each
[16:35] school. Effective communication establishing clear and open lines of
[16:41] communication has been a priority. I have emphasized the importance of
[16:46] transparent and frequent communication between the central office, principals,
[16:51] staff and the community. This will ensure that we are all aligned in our
[16:56] efforts to support our students effectively. Community engagement. I have
[17:02] begun meeting and greeting various community members and stakeholders.
[17:07] These interactions are essential for building strong relationships and
[17:11] fostering a sense of unity and collaboration with our district. I will
[17:16] continue to engage with the community to understand their perspectives and
[17:19] keep them informed about district initiatives. Intentional synergy. One of my primary goals
[17:26] is to streamline intentional synergy throughout our district. By aligning our efforts and
[17:32] working cohesively, we can achieve greater efficiency and effectiveness in our operations
[17:38] and educational programs. Budget focus. As we move into the beginning of the school
[17:44] year, budget management will be a key focus. I'm working closely with the finance
[17:49] team to ensure that our financial resources are allocated strategically to
[17:54] support our school needs and district priorities. Parent community meet and
[17:59] greets. With the start of the school year approaching I am organizing meet and
[18:04] greet events at each campus for parents and community members. These events
[18:08] will provide an opportunity for open dialogue allowing us to build
[18:12] partnerships and gather feedback to enhance our district's efforts. On
[18:17] On another note, I am pleased to inform you that our ESC team is diligently planning a
[18:23] series of back-to-school events to welcome our teachers returning in August.
[18:29] These events are designed to provide our educators with the resources, support, and inspiration
[18:34] they need for a successful start to the new academic year.
[18:38] In addition to our teachers-focused events, we have also scheduled back-to-school activities
[18:44] for our DISD students and their families. These events aim to foster a sense of community,
[18:51] provide essential information and ensure that our students and families feel prepared and excited
[18:57] for the upcoming school year. We are committed to creating a positive and engaging atmosphere
[19:03] for both our staff and students as we embark on this new academic journey. Further details
[19:09] on these events will be shared with you in the upcoming weeks. Additionally, I want to
[19:13] moment to address the impact of hurricane barrel on our community. In response to severe
[19:19] weather and the needs of our residents, we opened our doors to serve as a cooling center
[19:24] and provided a safe place for community members to stay over the weekend at the high school.
[19:29] This initiative was crucial in offering relief and support to those affected by the hurricane.
[19:35] Our staff and volunteers worked tirelessly to ensure that everyone who came to
[19:40] our facilities, receive the care and assistance they needed.
[19:44] The overwhelming sense of community and solidarity during this time was truly inspiring and demonstrated
[19:52] our commitment to supporting each other in times of need.
[19:56] In conclusion, my first 30 days have been both productive and enlightening.
[20:01] I am committed to fostering a culture of collaboration, transparency, and community
[20:07] engagement.
[20:07] I look forward to working with each of you as we strive to provide the best
[20:11] educational experience for our students this year. Thank you for your
[20:15] continued support. Thanks. All right next item we're going to move to
[20:22] Arcadis will present a update on the seat the planning of the CTE Center.
[20:28] Thank you I'm gonna ask Danny and Aaron to come up we've had a long
[20:33] working relationship with Arcadis who originally they were Bay Architects then
[20:40] became then merged with IBI and now they're Arcadis. They started back with
[20:45] us. They did K.E. Little, Bay Colony, San Leon, Calder Road. They did the high
[20:53] school additions, N-Wing, the gym, the band hall, the ninth grade center. They
[20:59] They did the renovations to transportation in 2010, to food service in 2010, and to technology
[21:07] in 2010.
[21:08] So they've been with us a long time.
[21:10] And I'm going to turn it over to Danny and Aaron and let them walk you through the footprint
[21:15] for CTE.
[21:22] I know I'm being recorded.
[21:24] First of all, thank you everybody for having us out.
[21:26] We really appreciate the opportunity to work in Dickinson.
[21:29] Love it here.
[21:29] And left out of that introduction is Aaron and I were both trained by Leland Williams if you know what that means.
[21:37] So we do have some experience out here.
[21:41] So we're going to jump in here.
[21:43] We've been tasked to add a, during the bond it was decided that there was going to be a CTE addition to Dickinson High School.
[21:50] And so we're slowly getting that going.
[21:53] There's a lot of interesting things about adding on at Dickinson High School just because
[21:59] of the way the building is cited and what all is going on out there.
[22:02] But we're super excited about it and we're going to show you where we're at tonight.
[22:08] So it begins with visioning.
[22:10] We've had several meetings where we've met with the user groups and the administrators.
[22:15] We've gone and toured a couple of facilities.
[22:17] We've talked about expectations of what programs would be a part of a CTE edition and what
[22:24] goes in to each of those programs once you have it in your school.
[22:29] And so those are just kind of images of existing CTE facilities that we went to that your
[22:37] folks liked what was going on out there.
[22:41] Not all our work, but the one in the middle on the bottom is an IBI Bay Arcadis project.
[22:49] Okay, so as I said, it's been very interesting working at the Dickinson High School.
[22:56] When we got started, we had kind of agreed the best place for this facility would be,
[23:02] what you see up there is called Site One, which is on the west side parking lot right outside the latest addition.
[23:12] But as we get into it and as we, you know, we, as a part of planning for something like this,
[23:18] we have to talk to the city, we talk to the fire marshal, we talk to the folks who are in flood control.
[23:24] And what we quickly discovered as much as we wanted to have it on the west side of the building,
[23:32] there's a lot of issues there.
[23:34] Not the least of which the new flood plains would have the finish floor 18 inches higher
[23:41] than the existing building next door which would create all sorts of vertical circulation
[23:46] problems by putting the building up against it.
[23:49] There was also creating some inefficiencies with some classrooms that were there.
[23:53] It was reducing the number of classrooms that have natural light.
[24:00] So, after really, really trying and spending a lot of time trying to make this work, trying
[24:04] to shoehorn it in, we kind of changed directions and moved the site to what you see a site to,
[24:13] between the science and athletic areas near the Walk of Fame.
[24:17] As you can see here, it does a lot for us.
[24:21] The only cons there were the Walk of Fame, but frankly, by the end of this project,
[24:25] like we can improve the walk of fame very easily,
[24:27] make it a much nicer location.
[24:30] We're gonna lose parking spots no matter what we do.
[24:32] It's just the way it's gonna be.
[24:35] But what this offers us is we don't have
[24:37] the uncomfortable floor finish changes
[24:40] from one building to the next
[24:41] because you actually step outside before you get to it.
[24:45] It allows us to fence the entire campus
[24:48] for the first time for security,
[24:51] which is very important.
[24:53] We are going to have to go vertical.
[24:56] There's just no place to go.
[24:57] So this will be a three-story building.
[24:58] I'll show you some massing models here in a second.
[25:04] But the whole, the entire committee is with us,
[25:08] and we all think that this is the right location
[25:10] for this facility.
[25:14] And so just jump in.
[25:15] We've got some very schematic plans here.
[25:17] We're going to have some more meetings this week.
[25:19] And so we'll develop these plans.
[25:21] but for now we are here's the program we need this in the school where is it
[25:27] going to be and so what's on the first floor what's on the second floor what's
[25:31] on the third floor and so that's what we're working through right now and
[25:34] also access how do we get people in and out how do we use the existing drives
[25:40] the existing parking what changes and how do we get kids in and out and
[25:45] through this building and it's actually a pretty good solution because kids
[25:50] going from the main building to the athletic area will now be part, they'll
[25:55] be behind the security fence and they'll spend part of that trip going through an
[25:59] air-conditioned space. We also have to get parking in because there are going
[26:04] to be programs here where people can come visit this facility. Maybe it's for
[26:08] the vet tech, you're going to bring your dog in or maybe you're you're
[26:11] going to get your haircut or your hair done. So we got to provide a way for
[26:15] visitors to come through and into a secure campus but still be welcomed by the students
[26:21] in those CTE programs.
[26:22] So that's what you see going on here.
[26:24] The blue is just kind of a first blush idea, what can we do at the Walk of Honor to make
[26:29] it even nicer than it is now.
[26:33] But what you'll see in future meetings as we develop this, there's a really nice
[26:37] activity space as part of the program where we can start having events on campus
[26:41] again that it will have a good number of people in them.
[26:47] I think it's too early to go through each program.
[26:49] We'll have sheets for that next time, but access to the first floor is important for
[26:55] some programs, but others, we were able to decide it's okay for those to be on another
[27:00] floor.
[27:02] Oops, it didn't go, yeah.
[27:04] And so second floor, just slightly smaller, so there'll be a little bit of roof area,
[27:08] but that's a good place for some mechanical.
[27:11] Very simple plan, very simple plan,
[27:16] but it would be three stories,
[27:18] but we're shoehorning 100,000 square feet in there.
[27:20] That's the size of a small elementary school.
[27:24] So we're super excited.
[27:27] We've had some good meetings.
[27:28] We're going to have some more good meetings
[27:29] to get these spaces fitted out
[27:32] for what the CTE program wants for Dickinson.
[27:37] And we'll come present that as soon as it's ready.
[27:41] With that, this is a massing model that shows how tall it would be
[27:48] and how much space it would take up between the two buildings.
[27:56] And that's the other direction.
[27:59] So a fairly substantial addition,
[28:01] especially when you compare it to the gym addition that we did last time,
[28:05] which is a big building in itself.
[28:07] So this will be a nice piece for the Dickinson High School, just a fantastic program in CTE.
[28:16] And with that, I think I can move to questions if anybody has any.
[28:26] Anybody?
[28:28] Yeah, it's hard to see it up there, so our eyes are bad, probably our age.
[28:34] I believe everybody has it in their bid pack, so you can take it and review it.
[28:38] All
[28:42] right. Any questions, comments? All right. Well, thank you. Thank you.
[28:53] Next thing is Mr.
[28:56] Ruback here. Yeah, okay. Ryan's going to do it. Ryan's going to talk about logo more East. Yes,
[29:03] you should have a handout in front of you much bigger than this one. It's just we just kind
[29:08] of wanted to update you on what's going to be happening. Now, this is years down the road
[29:13] with Logo Mart East which is on the east side of 45. They're still obviously on the west side
[29:22] growing like crazy.
[29:28] Do they have the handouts Rachel? We don't have the hand out. It's on the
[29:32] computer. Okay on here as you can see now they can't even begin to tell us a timeline. This is
[29:40] how far out this is eventually as you can see up at the top huge road connecting
[29:46] back to the freeway and then that's the same huge road that will run around to
[29:53] the logo more of the new the new elementary that we will be building so
[29:57] huge row will go right by the west side of our new
[30:00] Now, Holland Road, which is going to connect 45 to 204, that's a long way from being done.
[30:10] Even the city of Tech City said we can't give you an ETA on that.
[30:14] So, as you can see, this is over 3100 additional lots just in this area.
[30:19] So there's tremendous amount of growth coming down here.
[30:22] We do have just east of 204 to your right a little further south than what
[30:29] this drawing shows we have two 15 acre tracks if you'll recall we bought those
[30:34] a couple of years ago no detention requirement on them so we those are
[30:41] designed for elementary schools or possibly a middle school we also have
[30:48] 154 acres just to the east up here in the colored area where the track is.
[30:56] That's our land where it's a little bit lighter colored shade right there. We
[31:01] have 154 acres right there. We did acquire an entrance into
[31:07] 204 about 18 months ago. Just a wide enough path to get into it. We
[31:14] also have directly off of Highway 3 entrance into that track of land. So we
[31:21] do have another 40 acres on the very southern borders of our property down
[31:25] off of Ambrone Road just north of College of the Mainland.
[31:31] Has a great
[31:31] bass pond on it right now. A five acre bass pond out there. But there will
[31:37] take a lot of development before we could even really access that right
[31:42] now so we just want to update you kind of show you what long-range projections
[31:48] are for the east side of the freeway and this is just logo more there are other
[31:51] developers out there so any questions no not for me anybody else okay thanks mr.
[32:01] Boone the next item is yours as well and hurricane barrel update any damages
[32:07] Thank you with hurricane barrel we had or burl we had roof damage at San Leon
[32:16] and we're working with a contractor on that now we had we lost several roof
[32:22] vents throughout the district blew off and of course that does damage to your
[32:26] roof when they go bouncing across those roofs those single ply roofs we
[32:31] have. We lost pieces of some awnings or various places around the district. We
[32:38] lost some of the fencing on the north side of San Vitanza Stadium. Other little
[32:44] things here and there, but that's that's the bulk of what we did with
[32:47] Hurricane Burl. Any questions? Nope. Thank you. We'll keep with the Mr.
[32:58] is going to give us an update on the 2020 and the 2023 bond.
[33:03] Thank you.
[33:04] 2020 bond, I'll start with Dickinson Jr. High.
[33:08] We are actually in the warranty phase of it.
[33:12] There's still outstanding items there that we're working with
[33:14] Dramala construction on.
[33:16] We send them lists probably weekly warranty update items
[33:22] and they are working on it trying to get the subs back out
[33:25] to get those corrected.
[33:27] We do have substantial completion on technology, transportation, and ag, which are also done
[33:34] by Dramala Construction.
[33:36] We still have punchless items on all three of those projects that we're working on to
[33:41] finalize over with Dramala.
[33:44] It is an ongoing process and will continue until Dramala gets those items corrected.
[33:49] So as far as the and that that will expend the funds out of the 2020 bond those projects will
[33:59] 2023
[34:01] We're just getting started. We're probably six months ahead on logo more elementary
[34:07] Versus what you saw here tonight. This was one of the first of many meetings will have with you
[34:13] This was just a footprint meeting tonight kind of showing you the layout will come back with other
[34:18] schematic designs classrooms and things of that nature administrative area but
[34:23] logo more we're in the process the last meeting we had we have pretty much the
[34:30] classrooms design layout the footprint we are now in meetings with public
[34:36] officials City of Texas City we actually have meetings set up with permit
[34:41] department to visit with them we have to visit with the fire marshal we have
[34:45] to visit with the building inspectors, et cetera.
[34:48] So we've got to go back through their department
[34:52] to get some of this done down there.
[34:54] So we're working on the Lago Mar.
[34:57] We are anticipating having an official groundbreaking
[35:01] at the end of October 1st of November for that project.
[35:05] We want to wait till we can get some equipment out there,
[35:08] obviously.
[35:09] So we've got a little ways to go on that.
[35:11] But we're working toward getting some dirt turned
[35:14] out there for Lago More Elementary. It is still on schedule to open in August of
[35:20] 2026. You heard the presentation by Danny and Aaron tonight from Arcadis. We're
[35:29] very preliminary on CTE. We've got a long ways to go. It's truly we're about
[35:33] six months behind on where we were with and that was planned where we were
[35:38] with Lago More. We wanted to make sure we got the elementary up and going.
[35:42] so we'll be back to you with other other presentations on it we've had meetings
[35:48] with Melissa's been in those meetings Courtney's been in the meetings Jess
[35:53] been in the meetings Robert and of course Dr. Brown Mike Mackie has
[35:58] attended all the meetings so it's a slow process because we have some real
[36:02] logistic issues at that high school we it's just a very tight fit as you can
[36:08] see so we're working through some of this there's still some tweaking to do
[36:12] with how it's actually going to fit completely into that north side we're
[36:17] trying to get it as close to the building going south as we can and as far
[36:21] away from the field house as we can but it will be a three-story building it
[36:28] won't if you ever look on top of the science wing at high school we have a
[36:33] crow's nest up there that's three stories high so it's not you know
[36:37] We have a height already.
[36:39] The roofs will match.
[36:40] It will be the blue metal roof,
[36:41] so we think it'll blend in real nice,
[36:43] but we've got a ways to go on that.
[36:46] I'll be happy to answer any questions you have
[36:48] on the 2020 or 2023 bond.
[36:51] Anybody have any questions?
[36:54] Okay, thank you, Mr. Boone.
[36:56] We're gonna move on to written reports.
[37:00] You had, we're sent those in your board book.
[37:02] We do have a presentation.
[37:04] Dr. Noff Singer is going to present.
[37:08] Pac, are you going to introduce her?
[37:10] Go ahead, Dr. Pac.
[37:15] Are you ready, Debbie?
[37:16] All right, so we are going to present the 2024 Star Scores that we just took this spring.
[37:24] We intentionally are only focusing on the 2024 Scores because of the realignments that we did.
[37:33] So, there were significant changes in the composition of the campuses, right?
[37:37] So, elementary used to have third and fourth grade, middle schools were fifth and sixth.
[37:42] And so now, when we're looking at the elementary, they only have third grade.
[37:49] And there's no growth, right?
[37:51] So, one of the pieces of accountability is how the students did from one year to the next.
[37:56] So, if they only take the test in third grade, the elementary don't have growth.
[37:59] So we're just looking at just third grade
[38:02] for the elementary schools and then fourth and fifth.
[38:05] So we have a whole new grade level,
[38:08] new teachers at each middle school,
[38:09] and then each junior high has a whole new grade level
[38:12] and new teachers.
[38:13] And so we just felt like it's significantly different
[38:16] to where it's hard to compare, you know,
[38:19] how did they colony do this year to how they did last year
[38:21] because they're missing a whole grade level.
[38:23] And then so on and so forth.
[38:25] So we're gonna just look at the 2024 scores
[38:28] and I'm going to turn it over to Dr. Noffsinger.
[38:40] The columns that I want you to pay attention to are these that did not meet.
[38:45] We want the green column to always be the shortest out of the three
[38:48] because we are comparing the state, the region, and the district.
[38:52] And then look at the masters and we want the green column to be the highest column
[38:57] because we want to exceed the state and the region in our masters.
[39:02] So this is third grade RLA, this is third grade Spanish.
[39:08] You'll notice that that's only 126 tests though.
[39:11] So we need to keep in mind that all of our Spanish testing groups are rather small student groups.
[39:17] Fourth grade RLA, look at across the board.
[39:23] We're looking at our meets and masters.
[39:25] And even though there seems to be some difference, 28, 28, 26,
[39:29] we have to look at the global picture to know that there's really not that much of a difference.
[39:35] Fourth grade Spanish, fifth grade RLA, fifth grade Spanish, and fifth grade is the last
[39:44] year in which we have the Spanish. Sixth grade RLA, seventh grade RLA, eighth grade RLA,
[39:56] Our English 1 EOC, you notice that in our did not meets, that our bar is a lot shorter
[40:04] than the state in the region, so we're very proud of that.
[40:07] Our meets is taller, so that's always a good sign.
[40:11] Our English 2, below state average for did not meet, which is what we're striving
[40:17] for, was our grade 3, our grade 3 Spanish, our 7th and our English 1, above the state
[40:23] average for masters was our third grade RLA Spanish. For our math again we're
[40:29] looking at those same trends we want our did not meet to be the lowest bar we
[40:34] want our masters to be the highest bar. Again we have the Spanish which is a
[40:39] small group of students. Our fourth grade, fourth grade Spanish, fifth grade
[40:46] grade math, fifth grade Spanish, sixth grade, seventh grade, eighth grade, our algebra. Again,
[40:59] we see that our EOCs were getting some really good results with our EOCs.
[41:06] So below state
[41:06] average for did not meet is our grade three, our grade three Spanish, our fifth grade and
[41:11] our algebra. And above state average for masters is our grade three Spanish and
[41:16] in our algebra. We get into our science. We only test two grade levels in science, grade
[41:23] five and grade eight. And then we test again for biology, our EOC. Our science summary below
[41:32] state average for did not meet was grade eight in biology. Above state average for
[41:37] masters was our biology. Social studies, we only test at grade eight. And then we
[41:45] test again as an EOC for US history. So below state average for did not meet is
[41:51] grade 8. Above state average for masters is grade 8. All right so it's hard for you
[42:00] to read that from here but whenever Dr. Brown got here when we started meeting
[42:04] it's meeting with Dr. Brown and then also with Lindsay Suarez our new
[42:07] director of curriculum and instruction and Dr. Brown said her word is
[42:12] intentional and so we took intentional and I like alliteration so we came up
[42:17] with three pillars so we have intentional instruction intentional
[42:20] intervention and intentional interpersonal development which is the social
[42:25] emotional learning I had to do some the SOAR searches to try to figure out how
[42:29] to get an eye for social emotional learning but so intentional instruction
[42:34] has to do with tier one instruction we're going to make sure that our
[42:36] our kids that first teach opportunity is on grade level we're going to make
[42:42] sure that we are our teachers are having intentional use of engaging strategies
[42:48] that are aligned to the district curriculum. We're going to support our
[42:52] teachers and effective instruction. We've had a lot of PD this summer like
[42:56] Solution Tree's RTI at work and ongoing PD throughout the year. With the
[43:01] intentional intervention that's our response to intervention and I like
[43:05] the way Louise Cruz talked about it from Solution Tree at the RTI at work.
[43:09] He said RTI stands for Responsible Teachers Intervening.
[43:13] And so we're going to make sure that our teachers know what to do with those students who don't get it the first time.
[43:19] We're going to have frequent checks.
[43:23] We're going to make sure that teachers are analyzing that data from those assessments.
[43:27] They're going to have pre-planned Tier 2 interventions in the classroom.
[43:30] And then we're going to make sure that that Tier 3 intervention is strategic.
[43:34] And then for social-emotional learning, interpersonal development, it's all about relationships.
[43:37] relationships between teachers and students, between principals and teachers, between central
[43:43] office and the campuses. We're going to look at parent and school partnerships and also
[43:51] behavior or behavior instruction and behavior intervention. So just like, you know, we
[43:56] want to teach students how to behave and then we're going to also make sure that we have
[44:00] interventions in place to help those students who don't get that first teach on behavior
[44:05] as well. I think that's back to Debbie. The next big data which I can't wait to give. On
[44:14] August the 13th we are going to get our accountability ratings from the state. It will come directly
[44:21] to us and then it will be released to the public on August the 15th. So you'll be getting
[44:28] a written report on that and then we will do a presentation at the board meeting to be
[44:34] able to go over all the domains because this is just the first glance at domain
[44:38] one and we'll get to go through all three domains.
[44:44] We love your enthusiasm.
[44:47] All
[44:50] right thank you guys. The next item on the agenda is Dr. Packagin.
[45:02] Yes, so every year we bring this to you. So UIL has some courses that are exempt. So if a student
[45:12] is taking an above level course, an AP course, an honors course, they have this exemption from
[45:19] the no-pass, no-play rule. And so we detail out for Dickinson ISD what those courses are.
[45:24] So, any advanced placement course in the course subjects plus languages other than English.
[45:33] By the way, as you can see, our dual credit courses, our dual enrollment courses,
[45:36] which is a specific program through UT called on ramps, and then any of our honors courses.
[45:42] So, we used to call it pre-AP back in the day, but because of College Board,
[45:46] we can't use that term anymore, so we call it honors.
[45:50] So we have and then also our steam classes of steam and our honors classes and
[45:55] English math science social studies and then our foreign language classes that are
[45:59] denoted as honors all those classes are
[46:04] being proposed for
[46:06] Exemption from the no-pass no-play
[46:09] rule
[46:10] Thank you. I will go ahead and move for a wreck to approve this recommendation on these UIL course exemptions
[46:18] Do I have a second?
[46:20] Ms. Visey seconded, all in favor?
[46:22] Hi.
[46:23] Hi, unanimously, thank you.
[46:26] Ms. Rich is going to talk about the personal compensation
[46:29] manual for 2024, 2025.
[46:34] Yes, so this is presented,
[46:37] this was originally presented in May or June,
[46:39] I don't remember at the time,
[46:40] but we made some significant changes in the interim.
[46:43] So the highlighted changes were in your board book.
[46:47] If you have any questions about that,
[46:49] I'll be glad to answer them, but also if some of the changes we talked about in
[46:54] executive session, if we're moving forward with those, I will update those
[46:57] accordingly before posting this live on the website. So some more
[47:02] changes coming, but I won't bring it back for you all. Okay, thank you. So I
[47:08] will, do we have a motion to accept this changes? Ms. Veazey is saying yes, and
[47:15] And then seconded by Ms. Anthematin, all in favor?
[47:17] Aye.
[47:19] Unanimously.
[47:20] Mr. Cobb, we have a resolution of House Bill 547.
[47:26] One that we have to do every year.
[47:28] House Bill 547 allows school districts
[47:30] to opt in or opt out of allowing home school participation
[47:34] in UIL activities.
[47:36] In the past, we have opted out,
[47:38] and we are recommending that we continue to opt out of that.
[47:41] So I have a recommendation for a resolution to opt out of allowing
[47:46] homeschool participation in UIL activities for 2024-2025 school year.
[47:53] Do I have a motion?
[47:55] Cotton, second.
[47:57] Ms. Miramaki, all in favor?
[48:00] Motion passes.
[48:03] Back to Dr. Pack.
[48:04] We have a proposed pre-kinnigarden tuition rate for 2024-2025.
[48:10] All right, so last year was our first year to offer paid pre-K for our employees children.
[48:18] And we set that tuition at $4,000 per year and submitted that to the commissioner and
[48:24] the commissioner did approve that for the last school year.
[48:26] So we are proposing to continue that program for our employees and set the tuition again
[48:32] at $4,000 per year.
[48:35] Any discussions or questions?
[48:38] None heard.
[48:38] We have a recommendation to the Board to approve tuition-based pre-kindergarten for four-year-old
[48:46] children of employees on the space-available basis at a rate of 4,900, oh, it's supposed
[48:58] to be even for the, oh, I see it, okay, all right, thank you.
[49:04] Space available, I didn't read that part yet, so good.
[49:08] at a rate of four thousand per year do I will make the motion do I have a second
[49:14] this is no that's Rodriguez so in favor okay motion passes we're moving along
[49:21] here we have mr. Boone is going to talk about the high school food serving line
[49:26] renovate not renovation yeah renovation okay thank thank you we'd like to
[49:35] renovate our serving lines at the high school we believe this will better serve
[49:39] our kids there instead of the package meals we'll go to direct serving Laura
[49:46] has advertised and we did receive several proposals we would recommend that
[49:51] commercial kitchens be awarded this project for four hundred and seventeen
[49:55] thousand eight hundred and sixty nine dollars foods the funding source would
[50:00] be food service and food service funds can only be spent on food service
[50:04] because that's a federal program. So the funds are there in fund balance and we
[50:10] would like to move forward with that project if you're okay with it. Any
[50:14] question or comments? So I will make the recommendation to award two commercial
[50:22] kitchens for the proposal as presented. And Ms. Visee seconded, all in favor?
[50:27] All right great unanimously. Mr. Cobb has a board policy update
[50:34] probably. Okay I'll try to keep this as concise as possible. In the past we have
[50:39] had an out-of-district transfer policy and in looking for ways to increase our
[50:45] revenue. Dr. Pack has gone and examined our data down to specific grade levels
[50:53] on specific campuses so what we are requesting is the ability to open out
[51:02] of district enrollment for K through 8 where we have space it's not going to be
[51:08] exactly like the one that we had it's going to be very competitive it's going
[51:12] to be very targeted very specific and the students that come in are going to
[51:17] have to have great attendance great discipline great grades and they're
[51:22] going to be great gators that's what we're looking for so in the process of
[51:27] approving these when it opens up Dr. Pack and I will look at them and we
[51:30] consult with campus administration before we approve these so that we make sure
[51:36] that the space is there and that we're getting the students that we want for
[51:40] Dickinson. Any questions or comments? Okay, do I have a recommendation to add
[51:48] more Gators to Gator Nation? I recommend. Make a motion. Make a motion. All right.
[51:53] Do I have a second? Seconded. Seconded. Anthemat and all in favor. All right.
[51:56] All right motion passes next item. We have a
[52:01] Board the TASB region for board of director endorsement our friend over at friends with ISD Tony Hopkins is
[52:10] We requested an endorsement. So do we have any questions or comments on this?
[52:17] Tony's local he's a good old boy. I like him or friends. So I will make the motion
[52:24] Mr. Mackie seconded all in favor all in favor we passed it. Yes. Thank you
[52:32] Consent agenda items a through J
[52:36] Any questions or comments? I'll make the motion to approve those as approved or sent out
[52:43] Do I have a second?
[52:46] Second.
[52:46] Ms. Rodriguez, it's time.
[52:49] All in favor.
[52:52] And, last but not least, do I have a motion to adjourn?
[52:56] I'll make the motion.
[52:58] I'll second.
[52:59] Okay.
[53:00] You hit the mountain, and Rodriguez, all in favor?
[53:03] Aye.
[53:04] Good night.
[53:05] God bless.
