[18:34]
No questions. Thank you. Thank you.
[18:42]
We will be skipping the court
report. See city secretary
[18:47]
report. Hello mayor and council.
As you know the training for the
[18:54]
lifeguards um has already and we have
certified a full full staff certified
[19:01]
lifeguards. We have 15 in
total. Uh the pool should be ready and
[19:08]
up and coming. I believe our first party
is May 30 May 30th I believe or 31st. Oh
[19:16]
it's on a Sunday.
With that um tomorrow I will be meeting
[19:22]
with the pool manager and we'll be
meeting with the lifeguards as well to
[19:27]
get
uh schedule boarding events and all that
[19:31]
situated for the pool. Also, um I was
sent forwarded the TML for the newly
[19:39]
elected city official or orientation
that for the newly elected and I just
[19:45]
need to know um you can either tell me
after the meeting. Um but I have it
[19:49]
scheduled for July 17th through the 18th
in San Antonio.
[19:54]
for the newly elective
[19:59]
treat and then uh that is what I had so
[20:07]
far. E police department
[20:16]
[Music]
[20:19]
reporting. So, for the police
department, we don't have much to
[20:23]
present tonight. Uh, other than we had
91 total calls for the month, 270
[20:28]
security checks, four felony arrests,
two misdemeanor arrests, and 64 traffic
[20:33]
stops. Um, our team is working on
completing the mandated hours that they
[20:38]
need for their training cycle, which is
August 31st. And, uh, we're getting
[20:43]
prepped for all the, uh, graduation
activities, whether it be city functions
[20:47]
or school functions. Um, other than
that, that's all I have to present
[20:51]
tonight. If yall don't have any
questions.
[20:56]
Thank you.
[21:12]
Congratulations again to the council
members, your mayor. Thank you.
[21:17]
Uh just to we have been working on the
NCOA building. We completed all the
[21:24]
electrical inhouse. So the wiring is
around running. So we're working on uh
[21:29]
getting some windows for it. I got a
quote for a mini
[21:33]
split system for it.
So, we'll be taking some bids cuz the
[21:40]
first bid was
$3,700 and we're trying to get the cost
[21:45]
from the donated funds that were donated
to the department. So, we're going to
[21:50]
try as much as we can on that. Uh on the
new league, we got about three more
[21:55]
games going to complete the
season.
[21:59]
Uh which is May the 22nd. That's the
last game on the schedule.
[22:06]
swimming pool. Got it going. We just
have an issue with dirt going into the
[22:11]
actual pool pool of the exterior. I did
get some people that are going to look
[22:16]
at it and we're going to have to receive
the area around it and start watering so
[22:20]
we can get grass around the prevent that
dust from
[22:25]
here. Dad, if you got any more
questions,
[22:29]
we have something on the irrigation
system for the park. Which one? The main
[22:33]
park. The main park. The main park. that
code and they should be completing it by
[22:37]
the end of this week. That's what they
adise.
[22:42]
That's been for the main.
[22:49]
Yeah, thank you.
G the fire department
[22:56]
report and H engineering
[23:05]
reporting council. Uh congratulations
mayor and council members welcome to uh
[23:12]
council on the
uh engineering report. We've been uh
[23:18]
completing the plans for the sewer
plant. We're at 90% complete with those
[23:23]
and we're we're waiting for the approval
from TCQ on the permit amendment that we
[23:29]
had submitted some time back. That
should be coming in pretty soon on the
[23:35]
on the other project which is the GLO
project. We're working on the new water
[23:41]
well for the city so that we can have
some uh currently we have the water well
[23:46]
at the prison, the one at the civic
center and the one at the Phelps. This
[23:50]
one will be an additional one that we
would have in the water plant so we can
[23:54]
have some capacity or some additional um
raw water for our community. And um the
[24:02]
other project is a CDBG project. It's
the upgrades to the um a BMV at the
[24:09]
civic center well with a backup
generator so when we have power outages
[24:13]
we can still operate and produce water.
And we're going to have a airator at the
[24:18]
water plant to increase capacity to the
plant. And we're going to also put in a
[24:24]
additional storage capacity so that we
have some stored water. On the on
[24:29]
another note
for a project that we're we're needing
[24:34]
to bring back to council is the backwash
from the water plant.
[24:41]
We have to put in a a effluent line from
the filters to the sewer system so that
[24:49]
the backwash water from the uh filters
goes to our sewer line. That's a a
[24:55]
project that we're working through ASEP
and we'll bring you to council at the
[25:00]
next meeting so that we can bring you
like an estimated cost and then we'll
[25:04]
bring you some a plan so that we can get
authorization to put it out for bids and
[25:10]
then get bids from contractors. It'll
probably bid for about 3 weeks. Once
[25:16]
bids come in, then we'll bring it back
to council, review those bids with
[25:19]
council, and then we can see how we can
move forward in that one. And that's
[25:24]
that's the update on that. Do we have
any questions on anything?
[25:30]
Thank you very much. Thank you.
[25:34]
[Music]
Yes, I skipped you items. I'm sorry.
[25:41]
Yeah. So, the city administrator
report mayor councel republic service
[25:47]
minister Russian
um extensive here for what a week a
[25:53]
couple days maybe right. Yeah. Okay.
Uh last week uh we went to Atlanta Park
[26:02]
in Texas. Uh there was a uh a grant
consulting uh session with Texas Park
[26:08]
and Wildlife uh personnel and I have an
item that I'll I'll read to you right
[26:14]
now. Uh we were invited by Alabama
Workforce Solutions to go through divine
[26:19]
for the youth event and uh Alabama
Workforce actually was helping us with
[26:24]
our youth event. Uh so to leave June 1st
we'll be uh bringing on the youth to
[26:30]
helping us with the
um public works and administrative
[26:36]
health at the
office. Let's
[26:41]
see last week we went to the weather
garden abstract uh for the sale of the
[26:47]
old hospital building. So it is official
the hospital the whole hospital building
[26:51]
has been sold and
uh last week there was a TCAP uh board
[26:58]
meeting and uh I was selected to be on
the board council and you all had
[27:03]
approved that uh so they had the board
meeting and they approved uh by being on
[27:07]
the board and so there will be some
meetings and then they said they pay all
[27:11]
the expenses. Uh I think the next
meeting maybe is in my
[27:14]
calendar. I'll keep you
informed. Uh last week we also had uh a
[27:21]
visit from representatives uh from uh 40
line. So 49 is automated meter reading
[27:29]
but it is uh a little bit more advanced
and we're hoping that the costs are a
[27:36]
lot less cuz you don't have to build a
big infrastructure if they use the cell
[27:41]
technology that is out there already.
And so, uh, they have told us that
[27:47]
they're willing at their expense to run
like a test pipe, you know, with maybe
[27:53]
five or 10 meters and they'll hook them
up and all that. and open them up to our
[27:58]
system and we can run them and test it
and see how it works and if we like it
[28:03]
and then you know bring it to council if
uh if that is a direction that you would
[28:08]
like you know for us
to to look
[28:14]
into the
[28:20]
city years ago and uh they they come in
they sell you they sell
[28:27]
packages, you know, it takes one person
to read a whole town just one day. But
[28:33]
in order to save money, you have to get
rid of some
[28:37]
uh
personnel. I mean, if you do that, then
[28:42]
you'll save money, but it's not I mean,
that was the experience in
[28:49]
But you can look at it again. Yeah. And
this is just just to review and the
[28:54]
benefits are there.
correct if they're
[28:58]
not but I wanted to bring it to you and
I don't want to you know go somewhere
[29:03]
and mess up the
[29:07]
direction system
[29:12]
and the board would include their their
overall system the rating so they're
[29:16]
compatible with our system info okay and
uh we have uh since it it's the newest
[29:22]
technology out there and you don't have
to pay for the infrastructure, you know,
[29:26]
sit
here and all that. They utilize cell
[29:30]
phone technology. So, and they don't you
don't need new meters. Uh, yes, you do
[29:37]
need new meters, but they have I don't
know if it was a 10 or 20 year life and
[29:41]
like the batteries and all that. They
they took them apart here for us and
[29:45]
kind of looked at it and all that. It's
kind of the same technology as you have
[29:49]
in those calculators that they sell and
solder. They go on with the light. the
[29:55]
above ground or uh no they go with where
the
[29:59]
meters go.
Yeah, they drive down the street and it
[30:03]
collects the collects the
information. But anyway, I just wanted
[30:09]
to mention that to
you. So, the other thing related to what
[30:14]
our engineer was saying, uh I got word
last week, the water system improving
[30:20]
grant, that's the $500,000 grant. Uh we
already got the authority to use the
[30:25]
grant funds. There's a lot of checks and
they got to do it and uh we've done
[30:29]
that. They send us the you have the
authority and obviously they know about
[30:33]
it and so they'll put their things
scheduled require any matching
[30:38]
uh on that grant I believe it was
$25,000 on the other the 2.1 million no
[30:46]
match so now brings me back to uh this
so at the meeting that we had in the
[30:52]
Bronos with the parks uh department so
there's two grants that we can uh apply
[30:57]
for and later we'll we'll bring that
close to council one is a $150,000 grant
[31:01]
for a small park and the other's a
$750,000 one. These are like 100% match.
[31:08]
Like let's say you apply for the
$750,000 grant, you have to match the
[31:12]
$750. That way you get the 1.5 and you
get the 150, you have to match 150. Now
[31:19]
one thing that we found out at the park
is
[31:22]
that you know the consultants told us
that you can approach your US
[31:28]
congressman our congressman's office and
they have uh earmarked funds and so
[31:36]
uh it costs nothing to apply uh we're
looking into that too. The only thing is
[31:43]
the deadline for that had is uh April
18th. Okay. We approached the the
[31:49]
Congress's office and they said go ahead
and apply anyway. Okay.
[31:55]
So, you know, I was a consult because
since uh we're behind the deadline, we
[32:02]
wanted to go ahead and submit the 20 of
the way with uh and then at the next
[32:06]
meeting bring to council the resolution
to authorize the mayor to sign and apply
[32:12]
for that grant. Who's the consultant?
The consultant helping us
[32:18]
[Music]
[32:21]
isol remember I told you I would be
against I know
[32:27]
he we didn't have other consultants out
there. Okay. So, one of the things is
[32:34]
that for the grant with the Texas Parks
and Wildlife,
[32:38]
uh back in in the year 2021, the parks
plan was approved. Uh every 5 years, you
[32:45]
have to update your parts plan. Uh he is
the one that uh presented this and got
[32:51]
it approved. Uh after October of this
year, then you would have to renew
[32:57]
again. So, you would not be able to
apply. That's the
[33:02]
this
[33:08]
because that plan is already it's been
costing and all that. just have to be
[33:12]
updated. It's to rehab the
property back and that's all the details
[33:18]
there. You know, you have to adjust for
inflation any additional stuff with the
[33:24]
congressman here. We don't have to do
all that. We have to
[33:30]
provide
[33:34]
any council doesn't want me to go that
route. I'm okay.
[33:42]
different application for that.
Yeah. So it's with the with the common
[33:49]
uh liaison and we'll we to them and
let's say uh the discussion just to draw
[33:56]
out a power trigger
previously for in
[34:01]
2021 the cost was about
1.5 now inflation up to now I mean we're
[34:09]
going to do some changes and that's
2 market I'm saying maybe put in 2.75
[34:17]
and the application if we get it but it
doesn't
[34:22]
[Music]
hurt what we get from the city and this
[34:29]
is just what we found out by going to
the meeting at the land problems with
[34:34]
the Texas
[34:38]
department is up to par with it I mean
due to his health and his age We're not
[34:45]
just talking about things, we know you.
Oh, right. And I
[34:49]
think right now, I mean, because of the
deadline and the amount of time we have
[34:55]
and the congress's office asked us to go
ahead and submit and he already has some
[35:00]
plans that were already approved by
council before. It's just some updates
[35:04]
that we need to do. Um, I think he's
he's good with I don't I don't believe
[35:09]
that the council or the city can
contract with anyone unless the council
[35:14]
acts.
So that city manager cannot contract for
[35:18]
the city.
Am I correct?
[35:27]
But but because he's already been
[35:32]
there already,
[35:36]
we're utilizing the plans he developed
with council when we initiated the back
[35:42]
front. In other words, in order for us
to go forward this
[35:48]
this
address, he's only
[35:55]
No, there's a there's
an abundance of
[35:59]
counsel. We don't have the time. Yes, we
do.
[36:03]
Just pick up the phone.
[36:10]
Yeah. the deadline for the earmarked
funds for the congressman that was April
[36:16]
18th but yeah they give us a window go
ahead and apply and that's why I'm
[36:21]
informing you if the decision
[36:28]
is another
[36:31]
consult
just he found out about it after the
[36:36]
agenda was posted so he's giving you an
update on this uh city administrator
[36:42]
report, you would have to take action at
the special meeting next week if you
[36:46]
wanted to if you wanted to um go
forward. Um what we could do is send the
[36:53]
intent um to them that you are
interested in applying, but that you
[36:58]
won't take action until next week. Um,
so that would be you would need to do if
[37:04]
you do want to put your foot in the door
because they've given the city
[37:08]
administrator the option to still apply
even though we're being closed.
[37:14]
[Music]
[37:22]
Um, at our last meeting, we authorized
you to uh have bids for or specs for the
[37:29]
walking trail.
Yeah.
[37:32]
Really?
Have you Have you Yes, we we sent out
[37:39]
the specs and we got some bids already.
We put it on next week. We drew up the
[37:44]
specs.
We drew up the specs. We drew it up. We
[37:49]
did ourselves. Okay. It's professional
to do that. If we're going to put it out
[37:54]
for biz, we need good specs. at at the
last council meeting uh that was a
[38:00]
suggestion that that I made to go with
engineering but then they said that the
[38:05]
cost will be too high don't don't go to
engineering I don't remember that that's
[38:11]
that's the
[38:14]
[Music]
direction in order to get what we want
[38:19]
you have to ask make sure that we're
buying what we what what the biders are
[38:24]
bing
from how wide
[38:28]
deep. We discuss making curves.
[38:34]
Let's revisit that. The specs is have we
prepared for next council meeting when
[38:39]
it comes
to the agenda just just because of the
[38:43]
what happened in the past with the
the quote that we got last time. Just
[38:48]
make sure we have the correct spec so
that we can make sure that we do get the
[38:53]
correct quote this time.
And uh Okay. So, we're working on that.
[39:02]
Yeah. We'll go off for
[39:06]
engineers and covid.
[39:11]
So, for civic, uh Mr. Rodriguez will be
here next week at the meeting uh to give
[39:18]
an update. Uh but last time I heard they
uh had already hired uh 400
[39:24]
employees and they have already have
some families uh residing in that
[39:29]
already. So when do they start paying
us?
[39:33]
Uh yeah, we have some funds that we have
to review uh this week and we have to
[39:39]
review the invoice that we're doing a
new system.
[39:43]
Um the past was manual and we just have
to get our management to see how much we
[39:48]
already have. uh POS from
uh ICE I think around 30 to 36.
[39:58]
Okay. Those are approved in the new
system.
[40:01]
So every month they'll
[40:13]
behave the first uh first amount. It's
the Okay. How much do we keep? How much
[40:20]
is it to you? That's what Natasha and I
will be working on tomorrow.
[40:27]
That's for the month of April.
[40:35]
So
[40:40]
agreement. Yeah. So the final agreement
with the
[40:54]
previous right now they they have the
modified they have 180 days
[41:01]
to that's what they're doing right now.
[41:12]
This is 24. But according to the
agreement, we get paid whether it's full
[41:17]
or correct. We give so many whether they
feel or not. Yes.
[41:28]
21. Any more questions for
Thank
[41:34]
you. Item number
11, discuss, consider an act on awarding
[41:40]
request for proposals for banking
services for the city of Delhi.
[41:49]
Mary Council, we received one big from
the first
[42:06]
[Music]
[42:10]
bank.
[42:26]
Heat.
[42:33]
Heat. Heat. Heat.
[43:02]
[Music]
[43:20]
There's my work.
[43:31]
When does our current agreement end?
When does the current agreement end with
[43:37]
the bank? So, the current agreement
already ended. Uh, council gave a
[43:41]
six-month extension. Uh, and we're on
the on the on the sixth month. That's
[43:46]
why
uh we we posted in the newspaper. Uh we
[43:53]
didn't notice uh we only had one uh it's
not unusual for have
[44:00]
only our our local bank. It's it's our
local bank. Uh and we do have
[44:06]
representatives here from local bank.
So nobody has gone through it yet. It
[44:11]
was legal. Correct. So we need to have
our city manager go through our attorney
[44:17]
and make sure that at least see how it
compares to what we have now. Like we
[44:23]
don't really have much choice for us.
So uh currently we don't get charged uh
[44:29]
fees, right?
The main thing is how how much interest
[44:33]
are we going to
get for the money that we deposit for?
[44:50]
So you you don't have to take action on
this right now.
[44:54]
No. Um we just need to um acknowledge
that um the proposal received is the
[45:02]
first
state and that will be reviewed and
[45:08]
considered in accordance with the
[45:12]
request and then it can be brought back
next week if it's ready.
[45:18]
I would just like to see the comparison
with what we have and what we have
[45:24]
now. Basic points of interest
and what other services they provide.
[45:43]
to speak.
I would like to um let everyone know
[45:49]
that we did receive one um proposal from
the first state bank. It will be
[45:56]
reviewed and scored and considered
according to the rest of the events. We
[46:01]
do have a representative here from the
first state bank. I'm not sure if you
[46:05]
have y'all want have anything to address
to us regarding this.
[46:14]
Are they representative?
[46:18]
Yes. They said
[46:22]
Miss. So, um, she said if you had any
questions, I could call her and you
[46:28]
could ask her if she responds.
[46:34]
[Music]
We're good. Thank you. Thank you. Um I
[46:38]
would
Yes. And we can have a motion please uh
[46:43]
to accept this proposal and
to accept to
[46:49]
to accept proposal that was received and
any review action.
[47:00]
I move that we acknowledge the receipt
of the proposal from the first state
[47:03]
bank and refer it to our uh city manager
and city administrator and attorney to
[47:09]
review and present uh the recommendation
for the next meeting. So we have a
[47:14]
motion by council member place five Rudy
Az second by council member place
[47:21]
three. All in favor? I. All
against. Motion passes.
[47:37]
Item number 12, discuss, consider, and
act on appointment of Mayor
[47:45]
Protemp Council. At this time, uh,
discussion can begin if anyone has any
[47:50]
recommendations for nominees for the
placement of Mayor
[48:03]
Proteation of
[48:09]
Miss. She's been here going on already
10 years. You know, I think I think
[48:15]
maybe it' be a good opportunity for her
to, you know, take this role. You know,
[48:20]
I know her first
[48:24]
time. She's retired.
We have a motion on the table. Um, my
[48:31]
council member place one.
[48:36]
Do I have a second?
[48:41]
A second. Second by council member place
five Rudy Amus. All in favor?
[48:48]
I.
All against motion passes.
[49:02]
Congratulations. Number 13. Discuss
consider and act on the special meeting
[49:07]
for May 20th, 2025.
[49:14]
We're asking that a special meeting be
uh proposed for May 2025 and placement
[49:19]
of today's meeting to um discuss monthly
items that are on the agenda that are
[49:26]
needing some uh attention to. I'll make
a motion that we go ahead and make
[49:32]
special meeting.
[49:36]
I have a motion on the table by council
place 3, Alicia Machado. Do I have a
[49:40]
second? Second. Second by council member
place one, Evano Castillo. All in favor?
[49:47]
I. Any
against? Motion passes.
[49:56]
Item number 14, discuss, consider, and
act on city council place for
[50:02]
vacancy. Council, as you're aware, we do
have a vacancy
[50:06]
uh which is city council placed four uh
due to my appointment of city of Delhi
[50:12]
mayor. At this time, I ask that we
discuss this um anything that needs to
[50:18]
be discussed. If we have any
recommendations for this
[50:22]
place, I can open this to you. I move
that we appoint Brian Adam for the
[50:28]
vacancy. it would be uh he has the uh
the knowledge, the experience and
[50:35]
somebody that whose judgment I
trust and so I I I move that we appoint
[50:42]
Rian.
We have a motion on the table. still
[50:47]
discussing. We have a motion on the
table um from council member place
[50:53]
5 is is open for discussion and if
there's no more discussion we can move
[50:57]
forward with a second. This will be the
if the council can't come to an
[51:02]
agreement. Um what does law state
about hosting a
[51:09]
special election for the vacancy state?
Um since it is for the unfinished term
[51:15]
and it is less than
[51:19]
um half um it's basically the half the
term. You do not have to have a special
[51:25]
election. It would be filled through
appointment. Um and there is not a set
[51:30]
appointment process by statute. It is
um the procedure that the council wants
[51:38]
to use. The city doesn't have a set
procedure for selecting and appointing
[51:43]
for vacancies on on Brooks. Uh so you
can discuss how you would like to do it.
[51:48]
Um you can open it up for applications
for any qualified applicant. You can
[51:53]
base it on um the recent election of
candidates that were qualified to run uh
[51:59]
and make a nomination like you have now.
If there's a consensus of council, it's
[52:04]
the majority voter council uh that would
make the appointment. So you can do so
[52:09]
in that way. There's not a set process
by statute you have to follow. It just
[52:14]
has to be a qualified candidate uh and a
majority vote of council to put that
[52:18]
person in for the unfinished term.
Historically we have we have uh done
[52:24]
this by just a consensus of the council
a motion and second and both were
[52:29]
against
[52:37]
uh
[52:40]
Second.
Okay, we have a second by council member
[52:45]
please three, Alisa Machado.
All in favor? I
[52:51]
I against
[52:55]
Who's voting against?
[52:59]
I I didn't vote for the house.
Okay, that's two to one if I my math is
[53:06]
correct.
[53:16]
It's 211.
[53:23]
motion passes. The motion to carry two
to one cuz the is not count as a
[53:33]
Okay, we have uh two yes, two no and
motion
[53:38]
passes. I see it.
[53:48]
Motion passes to appoint Mr. Ray Anaga
for the vacancy of council place
[53:58]
for does he need to be sworn in?
Yes, he will need to have his um
[54:08]
anti he doesn't have to be sworn in at a
council meeting. He can be sworn in um
[54:14]
by any legal um party, notary, judge,
anytime. The mayor,
[54:23]
I'll have to check on that. I would
prefer it via a judge.
[54:29]
It It doesn't have to be at a council
meeting.
[54:37]
Okay. Item number 15, adjournment. May I
have a motion for adjournment? A motion
[54:42]
for we have motion for adjournment by
council member place one. Do I have a
[54:47]
second?
[54:53]
Second by miss council member please
three. All in
[54:57]
favor
motion is carried. At 8:38
