[2:22] than 16,000 of our countries.

[2:25] Young people each and every year.

[2:27] An estimated 400,000 children and adolescents are diagnosed

[2:31] globally with cancer each year.

[2:33] And Whereas, 1 in 5 of our nation's children

[2:36] loses his or her battle with cancer many infants, children,

[2:40] and teens will suffer from long term effects

[2:42] of comprehensive treatment including secondary

[2:45] can't cancer And.

[2:47] Whereas, astounded over 30 years ago by Steven firestein,

[4:57] So we have been residents of Dougherty for about seven years.

[5:00] And shortly after our move here, our son,

[5:04] Johann was diagnosed with stage four neuroblastoma

[5:07] at the age of 18 months.

[5:10] And after battling through after 15 months of battling

[5:15] in partnership of C, actually, and kaiser Sunset in Los Angeles

[5:20] he unfortunately passed away in April of 2022

[5:22] at two and a half years old.

[5:25] So we wanted to do something in honor

[5:27] of him just out of our family and out of our home.

[5:31] We started to do the memorial trail that you might see

[5:35] along the Royal Oaks Trail just a small section

[5:39] in the beginning, and we decorate the poles.

[5:41] We put rocks that represent other children

[5:44] who have passed away And unfortunately, we

[5:47] add rocks every year.

[5:48] This is our third year doing it, and we're at roughly 350 rocks.

[5:51] Give or take.

[5:53] So we just invite everyone to come see the trail come say

[5:57] the names of children and their ages that they lost their lives

[6:01] and just continue to and encourage to spread awareness

[6:05] of childhood cancer and hopefully one day

[6:08] find some type of cure for all the different cancers

[6:10] that are out there.

[6:11] But we're very appreciative of the city for letting

[6:14] us do this every year.

[6:16] Again, it's a family event of family and friends

[6:19] that we do this out of our own hearts.

[6:22] And again, just to bring awareness.

[6:24] And driving by it every day is really nice to see.

[6:26] So we thank you And we do this in honor of our son, Johann

[6:31] and just carry his memory every day.

[18:55] going to be having a meeting with the owners

[26:22] side, just updating you with regards to the project, the city

[26:27] yard, electrical upgrades that you approved back in February

[26:31] are 40 Our electrical panel that was on back order is is

[26:39] is slated to arrive within the next week or two.

[26:42] So we should hopefully be able to then get the contractor back

[26:46] in to finish up that work so that we could move along

[26:50] with the modular upgrades that are

[26:53] budgeted for this fiscal year.

[26:55] In terms of the recreation side.

[26:58] Registration went live today for all of our residents for all

[27:01] of our fall classes and any special events that require

[27:04] registration tomorrow Those same offerings

[27:08] the whatever is available rather,

[27:11] will go live for our nonresidents.

[27:13] So that's tomorrow starting at 9 a.m. online or in person

[27:18] here at City Hall or any of our recreation facilities.

[49:06] We go Before I bring up our special guests just to give you

[49:13] some background on July 26th 2025,

[49:20] the Council officially opened to awardees First Community Garden

[49:24] at zero Parks, Karachi Park.

[49:27] The funds that we captured for this project

[49:31] were in partnership with food, education, and discovery, also

[49:35] known as Food ed, and that was under tract

[49:38] two of the California Department of Food and Agriculture.

[49:43] The majority of the funds of that about

[49:46] 149,000 was able to flip the bill

[49:50] for the project's construction.

[49:52] The infrastructure and equipment with the caveat there that I did

[49:57] come back to the council and ask for at the time of the approval.

[50:02] I did ask for 10,000.

[50:03] So that we could enhance the perimeter fencing

[50:08] for the project as when we originally

[50:12] wrote for the grant in comparison

[50:14] to when we went out to kind of get cost estimates,

[50:18] there was a little bit of escalation in the fee.

[50:20] So the council approved that.

[50:22] But for the majority of the project

[50:25] and it's one year in operation and then that includes

[50:28] the administration and management,

[50:29] the community engagement and education

[50:32] that was all funded through these grant dollars

[50:39] just a little bit of highlights for this One year of growing.

[50:44] We I'll remind you that we have 22 private garden plots.

[50:48] So that's 20 to residents that hope that that host site or host

[50:56] a plot and are allocated to their plot and food

[51:00] ad and their team help administer that whole process

[51:04] that application process.

[51:05] City staff was involved at the early onset

[51:09] to kind of determine based off of the commissioners

[51:11] and council's direction, kind of determined that the criteria.

[51:16] So we got all 22 plots filled, 20

[51:19] of those actually of those 22, two of those are 88 compliant.

[51:26] Sorry rounding the garden, we have 12 community plots

[51:30] and those are kind of first come first

[51:32] serve the team of food ad and volunteer

[51:36] was kind of ensure that those are thriving

[51:39] and adjust those accordingly throughout the year.

[51:43] And so we had a lot of zucchini growing on One

[51:46] and asking folks to come by and grab as they see fit

[51:52] So those are also part of their purview

[51:55] of the existing grant scope.

[51:58] Also throughout this first year, they were able to secure

[52:02] Hundreds community volunteers.

[52:03] So we had various workshops or various volunteer days,

[52:08] rather just right there.

[52:09] You see, I think that was our first volunteer

[52:13] day where we were actually building the garden beds.

[52:18] And so you see some of the team and the members

[52:21] that were present for that specifically a little more,

[52:25] some additional highlights They hosted five community workshops

[52:30] with about over 200 attendees in combination of those five

[52:37] and throughout those workshops or when

[52:39] they were present at other events,

[52:41] they gave out 500 plus plants and then

[52:46] also our did our digital footprint You see there that

[52:51] in terms of our gardens website and the content that's created

[52:56] specifically for the garden, that's all that, that's all them

[52:59] coming with those ideas, those videos that some of you.

[53:04] So graciously repost because there's

[53:06] a lot of wealthy information that's shared

[53:10] through the food ed team.

[53:10] So that's kind of a snapshot of what we

[53:16] did this first year of growing.

[53:18] So as we kind of now have are coming

[53:21] to the conclusion of this grant cycle these were one time funds.

[53:27] So now anything after this, the city is on the hook

[53:32] for so as we come to the end city staff

[53:35] did work with the commission to kind of go through some

[53:38] of the service models that food ad should provide the city

[53:44] And at the recommendation of the commission

[53:46] and they are recommending to essentially

[53:49] kind of keep a status quo.

[53:51] There will be a slight reduction in the number of community

[53:54] workshops that are going to be offered if the council

[53:57] approves this agreement.

[53:58] So whereas we hosted five this first grant year,

[54:02] it will jump down to four.

[54:04] So not too bad, but on the flip side.

[54:07] And we get them at to community events.

[54:10] So we had them come out for one community event

[54:14] this past cycle and that wasn't a small additional expense

[54:19] to the city, but staff felt it was well worth it.

[54:22] So within this contra act for the new growing year,

[54:27] it's proposed that they attend two of those community events

[54:30] at staff's direction And also, there

[54:33] will be some additional digital content that would be created.

[54:37] So anticipation for this grant cycle coming to an end.

[54:41] Staff did put in the budget a a certain amount

[54:47] There's been some a slight uptick

[54:50] in terms of the service level.

[54:53] And so with that staff is going to recommend that our staff is

[54:58] recommending that we renew our contract with food ed

[55:03] in the amount of 25,000 and the Budget Adjustment or budget

[55:07] amendment rather from the general fund of $4,000 before I

[1:05:05] to recap a little bit of lighting analysis is

[1:05:09] that the trail was conducted The findings included dark Spot,

[1:05:13] the main dark spots were between Vineyard and Mount Olive

[1:05:18] as well as Royal Oaks, North from the East End

[1:05:22] to west of Oak Street bridge.

[1:05:25] This particular section is already

[1:05:27] included as part of the current contract for lighting.

[1:05:32] So that's not part of what we're discussing today for lighting

[1:05:37] Next thing here, just the same renderings

[1:05:41] that you saw at the last meeting.

[1:05:43] This is a daytime rendering and then the next slide is the night

[1:05:52] So in the last meeting, the discussion led to council

[1:05:57] requesting final cost proposal for the installation of the 20

[1:06:01] pedestrian lights which are about 14ft tall along

[1:06:05] the identified dark spot spots between the Mount between

[1:06:12] Vineyard and Mount Olive's likely slightly west of that

[1:06:15] And so at this meeting now, we are providing you with the cost

[1:06:21] for proposal of the cost estimate that we

[1:06:24] presented to you to the Council at the last

[1:06:27] meeting was about 500,000.

[1:06:30] Obviously, staff was being considered live with the numbers

[1:06:34] that we that we were providing after working with a contractor

[1:06:39] The contractor was able to narrow down the costs as much

[1:06:42] as possible to a proposal of $2,294,000

[1:06:46] for that additional scope.

[1:06:49] And next slide.

[1:06:52] And so now we're seeking direction from Council

[1:06:55] for an on how to proceed with the trail lighting,

[1:07:00] the recommendation could be to approve the budget amendment,

[1:07:04] a budget amendment and approve the change order

[1:07:06] to the contractor in the amount of $284,000 for the installation

[1:07:10] of the additional pedestrian lights along the trail within

[1:07:14] the identified dark areas.

[1:07:15] Or designate another option camp or just city manager.

[1:07:21] Really quick to add we did hear from senator Rubio's office

[1:07:26] that our request for $300,000 to light the trail was approved.

[1:07:31] And so just one that's awesome I will

[1:09:47] So the fact that the senator was able to give us this funds

[1:09:50] really, really makes a difference.

[1:09:51] And we're all very thankful for it.

[1:11:45] that I've been working on really in the last a little

[1:11:48] more than three years since I took this job as city manager

[1:11:52] and looking at the organizational efficiency

[1:11:54] these pathways for staff to grow within the organization,

[1:11:59] succession planning and throughout all

[1:12:01] departments in doing so, you know, you know, as you know,

[1:12:06] Christine does an amazing job and we've

[1:12:09] had a lot of discussions in the last three years

[1:12:12] about everything that she does.

[1:12:14] You know, in addition to be an assistant city manager,

[1:12:16] she oversees finance h.R. IT Transit risk management

[1:12:24] Those are a lot of things.

[1:12:25] And so we discussed how what does it look like after she's

[1:12:31] no longer in that position and we

[1:12:32] and we need to replace her hopefully long, long way

[1:12:38] down the road.

[1:12:39] But what does that look like There's

[1:12:43] you know the benefits of working in a small city

[1:12:46] is that all of us get to learn and do a lot You know,

[1:12:50] when you work in larger cities, you only

[1:12:51] get to touch a really small piece

[1:12:53] of the puzzle We touch all the pieces and every department

[1:12:56] which is great.

[1:12:57] But sometimes it can be very daunting to try and replace

[1:13:00] somebody who's held that position for so long,

[1:13:02] such as she has So as we talked through it,

[1:13:06] we realized that the probably the best thing to do

[1:13:09] was to create a new position, a position that would be

[1:13:13] described as assisting into the director

[1:13:15] of administrative services.

[1:13:17] I mean, that's really what's before you today.

[1:13:20] The reason being is this person can

[1:13:23] come in start working on some of the projects

[1:13:25] that we have come in, like a fixed route to micro transit

[1:13:30] start working on some of the i.t Things,

[1:13:33] taking some of the pieces off the plate.

[1:13:35] That makes it manageable for whoever

[1:13:37] comes next in that position as well as kind of down loading

[1:13:41] some of those key things that only she

[1:13:44] knows about how she puts together finance packages

[1:13:47] and everything else.

[1:13:48] I think it makes a lot of sense which

[1:13:51] is why I bring in this idea and recommending it to you.

[1:13:55] And fortunately for us, we have a person on staff

[1:13:58] that I think it's exactly right into this piece of the puzzle,

[1:14:02] because he's had the opportunity to grow already

[1:14:05] within the organization.

[1:14:06] Albert Nunez he's gone from our management aide

[1:14:11] to management analyst If you didn't know he recently

[1:14:15] graduated with his MBA and he's worked on signifi

[1:14:20] can't projects throughout the city in all departments

[1:14:24] and he's ready for this next task.

[1:14:27] And so my recommendation to you is that you approve the attached

[1:14:32] job description, approve the attached revised citywide salary

[1:14:36] schedule and move the existing budget of 133 throughout 133,000

[1:14:41] from the city manager's department

[1:14:43] in the Administrative Services Department

[1:14:45] and approve a budget amendment.

[1:14:46] A 24,000 account number 1805-7002.

[1:15:37] or for small companies is that you

[1:15:39] get to learn every aspect of what makes the city run

[1:15:43] and that just empowers you as an individual to grow your career.

[1:15:50] you want to go.

[1:15:51] And I think that's the beauty of working for the city of Dori.

[1:15:55] You get to learn different departments and ins and outs

[1:15:58] and different aspects of how things work.

[1:16:00] And also i'm not trying to our own horns,

[1:16:04] but being in a small city, you get

[1:16:06] to understand and communicate and be close with the council

[1:16:13] individually and as well as all together.

[1:16:15] So i would just he does a great job and the way he presents

[1:16:24] with the ad hoc committee, certain items

[1:16:27] that he has presented up here I see

[1:16:31] why Christine didn't disagree with this Thank you, sir.

[1:22:14] As you know, there parks and Rec puts on a lot of great events

[1:22:19] a lot of great programs and does a lot within the city

[1:22:22] to really brand everything we do.

[1:22:25] I mean, when people look at us, they look at the events.

[1:22:29] And what we do and what we host And thinking about that,

[1:22:33] and especially after the last July third event,

[1:22:35] which was standing room only you know,

[1:22:38] I'd been pondering over what to do

[1:22:41] about how to assist emanuel as he continues

[1:22:44] to grow bigger and better.

[1:22:46] And so for the last year and a half, almost two years,

[1:22:49] I've been thinking about what does that look like

[1:22:51] without trying to add staff and so we really looked back

[1:22:56] into what we used to do in the past

[1:22:58] and filled services many moons ago.

[1:23:01] When I first started here used to assist in setups for,

[1:23:05] for events and did a lot in the city

[1:23:08] that they currently aren't working

[1:23:09] at and doing now Which is why I thought, you know what?

[1:23:13] It makes a lot of sense to move field

[1:23:16] services under Parks and Rec.

[1:23:18] There are a lot of parks and rec departments across the foothills

[1:23:21] and other cities that already have

[1:23:23] that branch under them where they work

[1:23:25] because they work in the parks.

[1:23:27] They also work in the medians.

[1:23:28] They do irrigation.

[1:23:30] So there are a lot of a lot of benefits

[1:23:33] and there were a lot of already precedents

[1:23:35] that through other cities that this isn't unheard of.

[1:23:40] So what this gives parks and rec is the addition of,

[1:23:45] let's say what Six full time personnel.

[1:23:48] So to assist them with, set up for all their major events

[1:23:53] to assist with prep at parks, which they were already mostly

[1:23:57] doing anyways And I think it just for me,

[1:24:01] it made a lot of sense as an organization

[1:24:05] to do this as we continue to try and grow, but also not

[1:24:09] try to grow our staff and to stay within our budget, which

[1:24:12] is why it's brought before you today is addition of an approval

[1:24:18] of the attached job descriptions of the Director

[1:24:21] of commune development Because what we're taking out

[1:24:24] is him overseeing field services, the director

[1:24:28] of Parks and Recreation.

[1:24:29] We're adding those that branch, that field

[1:24:32] services division under him.

[1:24:34] And so they'd be supervising used by him as well

[1:24:37] as the correction of the field services manager,

[1:24:39] as it will now be overseen by Director

[1:24:41] of Parks and Recreation.

[1:24:42] That a community development director as well as approve

[1:24:46] the attached revised citywide salary schedule and approve

[1:24:49] a budget amendment of 16,000 to count

[1:24:51] for the count number 1605-7002.

[1:24:56] And let me explain the citywide salary schedule

[1:24:58] as it relates to this and looking

[1:25:01] at other cities and the cities that we've already designated

[1:25:05] and started working under a salary survey with the union,

[1:25:08] Christine, did an informal survey of those same cities

[1:25:11] to get basically a pay scale of what those duties look

[1:25:15] like for parks and recreation directors

[1:25:18] We feel confident that putting this pay

[1:25:22] scale with the additional duties of the director of Parks

[1:25:26] and recreation up to what it would be matching with community

[1:25:30] development director currently is safely going

[1:25:33] to be within the margin of what the salary

[1:25:36] survey is going to show.

[1:25:37] That's why we're recommending that Now, what I'm not

[1:25:40] recommending is that we pay all director hours

[1:25:44] or even all managers the same.

[1:25:46] The salary survey will come and show

[1:25:48] that salaries differ across different directors

[1:25:52] and jobs and managers as a whole So it may be tied right now.

[1:25:57] And they are both the same.

[1:25:59] But after the salary survey, it may not be.

[1:26:02] And that's why I'm explicitly saying,

[1:26:04] I am not asking to tie all of the directors salaries

[1:26:07] to the same scale because that's not what the salary survey, we

[1:26:11] believe will show, but for this, this for the purposes of this,

[1:26:14] as we add additional duties to the job of Director of Parks

[1:26:18] and Rec, we believe that that salary survey in this scale

[1:26:21] will fit within that margin Are there any questions I mean

[1:26:30] I think you told me fair if you as a director

[1:26:35] are you taking on another call?

[1:26:38] It's like a small department coming into your department,

[1:26:41] a small part of the department division of more individuals,

[1:32:12] this way it gives each city the opportunity to post that board

[1:33:38] was there was a lot of great feedback from other cities

[1:38:28] and Darryl johnson, who was the CEO of AC DC They talked about

[1:38:35] kind of some things that went wrong with the world Cup and how

[1:38:40] that needs to be changed for the Olympics,

[1:38:43] because basically the World Cup, I think they had eight events.

[1:38:48] Yeah, there were eight events for the world Cup here

[1:38:52] and 800 events are going to be here for the Olympics.

[1:38:56] So we really have to be moving people.

[1:43:20] It's a mouthful, so I can't wait for the JPA forums

[1:43:25] and you know, going to what Assemblyman Finlay said

[1:43:29] on Transportation and being regional to events Well,

[1:43:32] the issue that we deal with in this group is the regional issue

[1:43:37] and isn't just one city.

[1:43:39] I think it's a common issue.

[1:43:41] And I think the way we have been able to work in this group

[1:43:45] since 2020 want to thank, you know,

[1:43:49] Councilmember my pro tem came and former councilwoman Schultz

[1:43:54] for getting together with the Susan heard

[1:43:56] and working on this group and and my colleague over here you

[1:44:01] know Cesar Councilmember Garcia for you

[1:44:04] know part of that group inviting me there

[1:44:06] and all the work that we've done.

[1:44:07] Senator my panel was to answer questions,

[1:44:12] but I was up there just telling the truth.

[1:44:14] So as elected officials being in the same room, sometimes

[1:44:18] we don't stop talking over each other.

[1:44:20] But in this regional working group, this tri cities,

[1:44:24] we actually stopped talking and we listened.

[1:44:26] And that's why progress is happening.

[1:44:29] If there ever was a blueprint for any other cities

[1:44:33] or any other organization is to want to follow on

[1:44:36] how to have three different jurisdiction ins

[1:44:38] two different county supervisors two different public safety

[1:44:43] enforcement groups as well as different Congress congresswoman

[1:44:50] and congressman taking over the retired one

[1:44:53] and how we made all that work.

[1:44:56] I think our city managers from as used to

[1:44:58] and Hurdle have a have a really good manual on how

[1:45:02] to educate people on how we work together and were so successful.

[1:45:09] The other thing I attended last Wednesday

[1:45:14] was the colleagues on this committee

[1:45:17] as well as the in our committee with the homeless committee.

[1:45:24] It's it's the same thing that we continue to encounter.

[1:45:29] But what I find interesting is the county has

[1:45:33] now the US, each department, they're

[1:45:36] trying to really narrow down and specifically service first

[1:45:44] instead of providing beds because it just seems

[1:45:47] like there's a lot of organizations out there

[1:45:49] that are providing beds.

[1:45:52] But knowing which type of bed to place these homeless individuals

[1:45:56] and is the most important thing.

[1:45:58] So they were talking about that and then

[1:46:01] the cog in our committee, they talked about zero emissions

[1:46:08] vehicle for the public sector and Kristen,

[1:46:11] I don't know if you have any idea

[1:46:14] on what car is trying to enforce which

[1:46:20] is the California Air Yeah.

[1:46:24] Research board regarding the number amount of fleets

[1:46:28] that we already have certain number

[1:46:32] of those certain number of that fleet becoming Zev

[1:46:37] zero emission vehicles.

[1:46:38] So I push back on that guy.

[1:46:40] I asked about the public private sector,

[1:46:42] what about are these dredge trucks and logistics companies?

[1:46:45] And he said, well, they appeal it.

[1:46:47] And I said, I want to do the same because the mass,

[1:46:51] the mass polluters, those are the logistics companies

[1:46:55] and insurance companies.

[1:46:56] So they're supposed to provide us numbers regarding

[1:47:02] public entities, municipalities public vehicles

[1:47:05] versus the private sectors, the logistics trucks and the trash

[1:47:09] trucks mass polluters.

[1:47:10] I personally think it's the private

[1:47:13] but obviously, we know why their appeal went through.

[1:47:18] And now they're just trying to target us, which

[1:47:20] I personally think it's unfair.

[1:47:21] So I'm going to be pushing and advocating for them to slow down

[1:47:24] on that and really targeting the private sector because first

[1:48:05] I did get pulled aside by the mayor of a zoo city

[1:48:08] specifically and Mayor pro tem to specifically compliment

[1:48:11] councilmember Chong and Councilmember Garcia for all

[1:48:15] their efforts that they've put to strengthen

[1:48:17] the relationship and partnership between the two cities.

[1:48:19] They said that, you know, there's been a rocky history

[1:48:22] and that they're just very relieved to see

[1:48:25] these relationships growing.

[1:48:26] And I know I've experienced that with them.

[1:48:29] You know, going west as well.

[1:48:31] So thank you guys for all the efforts that you put in.

[1:48:34] It's definitely benefiting our city

[1:48:35] and now we're, you know, having our

[1:48:37] our council members speaking on regional panels

[1:48:41] about your success.

[1:48:42] So thank you.

[1:48:43] And thank you to all the councilmembers, Mayor Pro Tem

[1:48:45] who have also been involved in that

[1:48:48] that JPA forming and just as we wrap up the evening,

[1:48:54] I want on behalf of the entire, city council and city staff

[1:48:58] to just send our condolences to the King family.

[1:49:01] Mayor Pro tem King lost his mother this week.

[1:49:04] Lily King.

[1:49:05] I know she was a you know, someone obviously his mother.

[1:49:10] He loved her very much She fought for a long time

[1:49:13] for her health.

[1:49:14] And she was able to go in peace, which

[1:49:17] I know was some comfort to him.

[1:49:18] But I just want to send love and condolence to his family.

[1:49:22] May they all come together and comfort each other

[1:49:24] and just be a beacon of strength as they

[1:49:26] navigate life without somebody.

[1:49:29] So important to them.
