[0:46]
the agenda. Commissioner Marsh.
No.
[0:49]

[0:52]

[0:59]
Motion to approve.
Motion made by Commissioner Marsh,
[1:02]
seconded by Commissioner Pelton to
approve the agenda as presented. Is
[1:06]
there any discussion? Any discussion?
Hearing none. All in favor say I.
[1:10]
I.
I.........................................
[1:11]
All. Opposed. Motion carried. Okay.
Before we turn it over to the road
[1:16]
department, we need to do the oath of
office for the auditor. Since she was an
[1:20]
intern. She needs to take office
immediately.
[1:27]
Could you speak please?
Sally Whan. do solemnly swear that I
[1:32]
will support the Constitution of the
United States and the Constitution of
[1:35]
the State of North Dakota and faithfully
discharge the duties of the office of
[1:40]
auditor treasurer of the county of Dunn
and the state of North Dakota to the
[1:44]
best of my ability. So, help me.
[1:50]
Congratulations.
Okay, now we'll turn it over to Terry
[1:54]
with the road department.
[1:59]
I guess we're finishing up graveling
right now and depending on weather we
[2:03]
might start hauling a little skoria
mowing. They got about one day left
[2:10]
and I guess I don't know the other thing
I wanted to bring up is the 103rd Avenue
[2:16]
on the east side of Kilder there. The
pavement's marked at 35 and the city was
[2:21]
talking maybe we could go to 45 on that.
So, I guess I don't know if you guys
[2:25]
want to entertain a motion to do that
pending the city's results.
[2:31]
I think that's a good idea.
I move that we follow whatever the city
[2:35]
sets for a speed limit on 103rd off of
200.
[2:40]
Is there a second?
Second.
[2:41]
Motion made by Commissioner Pelton,
second by Commissioner Marsh to set the
[2:45]
speed limit on 103rd uh following uh the
city's recommendation.
[2:51]
Any discussion? Any discussion? Hearing
none. All in favor say I.
[2:55]
I.
All opposed. Motion carried.
[3:00]
I guess we can move on to the engineers.
[3:10]
Morning.
Morning. Should be fairly brief for you
[3:14]
guys today. um
[3:20]
uh the 86th Avenue and 82nd Avenue
projects uh kind of in the same well I
[3:26]
guess they're not really in similar
conditions at 86th Avenue we're we're
[3:30]
trying to work with Shipo to uh see what
we have for an avenue going forward. Uh
[3:35]
92nd Avenue
um that is planned for 2025
[3:39]
construction. We do have the permit for
that project. We're currently working on
[3:42]
easements
uh for that roadway. So, we just need to
[3:47]
get those wrapped up this winter and out
for bid. Uh 100th Avenue uh permit has
[3:53]
been secured on that. We do I do have a
few meetings set up to finalize the
[3:56]
easements over the next couple weeks. Uh
do expect to have this wrapped up soon
[4:00]
as well. Planning for 2025 construction.
Uh I started putting together
[4:06]
advertising for uh December meeting
potentially uh depending on how these
[4:11]
last uh easement meetings go with land
owners.
[4:15]
Uh 12th Street and 16th Street, the
grading designs are are pretty much
[4:20]
complete on those. We do have a couple
cultural sites that we're working around
[4:25]
uh on those as well. So that'll be
another topic of discussion with shipo
[4:31]
and I can get a sit down with them.
Uh we have been we'll start working on
[4:38]
those easements as well as we progress
through that.
[4:42]
Any questions so far
on the 2025 projects uh 20th Street,
[4:49]
86th and 9th and 98th Avenue. We uh did
get all the field surveys done this
[4:54]
summer including the cultural and
wetland. We are working through the
[4:58]
grading designs on all those projects
and made some good progress so far. Um
[5:02]
we're going to begin evaluating our
disturbances and impacts to
[5:06]
environmental and cultural sites.
Any question on any of the design
[5:11]
projects
[5:14]
the construction golf course road
project uh that work has all been
[5:19]
completed. We did do a final inspection
back in on October 24th. Uh the fencing
[5:25]
work has begun on the project. They are
working on the north side of the road
[5:29]
early this week. Um with the weather,
they've they've held off now the last
[5:34]
couple days. Uh they intend to finish
this year, but that'll all depend on the
[5:39]
weather if they can get the fencing
done. Um and they're working through
[5:43]
that with the land owners. So, no
surprises there.
[5:48]
Uh the final estimate is out in the
contractor's hands still currently. So,
[5:52]
uh, they're waiting on, um, uh, some
review from their subcontractors on
[5:58]
their work. So, they did not get that
back to us in time to get on this
[6:01]
meeting, but he assured me that he would
have it, uh, approved prior to the next
[6:05]
meeting so we can get that final payment
made and close out that project. So,
[6:12]
uh, there's about $150,000 remaining,
which is mostly just retainage. So,
[6:18]
any questions on that?
[6:23]
Thank you. Thank you very much.
[6:36]
Morning.
I also have some brief updates for
[6:40]
everyone.
[6:44]
Can begin with Second Street Northwest
and 84th Avenue Northwest. So we
[6:49]
conducted a final inspection on 11124.
We had members of Greytech Barland West
[6:55]
and Dun County road department and road
portfolio holder of the commission
[7:00]
project was generally accepted. We did
come up with some punch list items that
[7:04]
were relatively minor. Had some rock
picking and some additional seating etc.
[7:09]
Um, with that said, we've compiled a
semifinal pay request number 10 and
[7:14]
recommend payment in the amount of
$588,43368.
[7:20]
We are still holding 2% retainage until
completion of the punch list items.
[7:28]
Mr. Mr. Chairman, I move that we pay uh
the estimate number 10 on the second
[7:35]
84th amount of 588,433.68
[7:39]
to Greytech.
Is there a second?
[7:42]
Second. Motion made by Commissioner
Pelton, second by Commissioner Marsh to
[7:46]
approve pay request number 10 in the
amount of 588,433
[7:53]
and68
to Grey Tech Construction on Second
[7:56]
Street Northwest and 84th Avenue
Northwest. Any discussion?
[8:01]
Any discussion? Hearing none, roll call
vote.
[8:03]
Commissioner Marsh,
yes.
[8:05]
Commissioner Dall,
yes.
[8:06]
Commissioner Pilton, yes. Commissioner
Boer,
[8:08]
yes.
And Mr. Chairman, you do have those in
[8:13]
your what I
on. So the 2024 projects
[8:19]
117th Avenue Southwest is complete and
off the list. 14th Street Southwest, we
[8:24]
had a pre-construction meeting on that
same day, 11124 with Schwarz. Um there
[8:30]
was a tragedy out there. The foreman of
their box sculver crew passed on a
[8:35]
different job that week. So it's kind of
left them strategizing and reorganizing
[8:39]
for the installation of this box. If you
guys recall, they wanted to get that box
[8:43]
covered in here. I'm not sure what this
weather's going to do, but that is still
[8:46]
the plan and we still have proceeded
accordingly. Uh we've st temporary
[8:50]
fencing out there and working with land
owners and the fencer. It's brown
[8:54]
fencing and we're proceeding as they're
still going to attempt to install the
[8:57]
box this year, but uh we haven't heard
differently, but again that that passing
[9:01]
of their box cover for this kind of let
them scramble to figure out how they're
[9:05]
going to get it done.
Um, next item on 119th Avenue Southwest.
[9:11]
Uh, we collected right away a while ago.
That's all been filed. U, we've been
[9:16]
waiting for responses on utilities out
there. Right now, we're down to McKenzie
[9:20]
Electric Consolidated and and Marathon.
Vince was here. McKenzie last commission
[9:26]
meeting getting permits. I asked him
again about that and thought we were
[9:30]
going to get something. I still have not
gotten anything. consolidated said that
[9:35]
um they were supposed to they're really
busy right now and as soon as snow snow
[9:39]
flies or they get freeze up they can
address it thinking maybe that'll be
[9:43]
today um or at least get the process
started but they just haven't been very
[9:48]
responsive any of these three remaining
we're pushing to hear back from them
[9:53]
we've got plans ready to go but it
doesn't really pay to to bid this thing
[9:56]
until they actually give us their input
in case any redesign is required but uh
[10:01]
once we get that we want advertising
this thing. So, any questions on 119th?
[10:08]
Okay. Last but not certainly least, 99th
Avenue Southwest. So, we're about 90%
[10:14]
complete on those plans and we've been
struggling with cultural items out
[10:17]
there. Um, so the DOT also has a major
project on Highway 200 and struggled
[10:23]
with the same items, culturally
sensitive items and mainly tribal
[10:27]
culturally sensitive items, but they had
to come up with and they were on hold.
[10:31]
We just talked with some here the other
week. Um, basically any of those
[10:36]
culturally sensitive areas, they were
allowed to just put fill dirt on top of
[10:39]
it and not do any excavation. That may
be a way to proceed with that in order
[10:44]
to get clearance or to get cultural to
sign off on that. I've got some
[10:48]
preliminary plans if anybody's
interested. And I kind of started
[10:50]
discussions with the road department
yesterday about it. The only downside is
[10:55]
it require requires borrow because we
have balanced design that they're not
[11:00]
signing off on or having given us go
ahead. So that would that would mean
[11:03]
having a borrow source and then putting
borrowed dirt on top of any of the
[11:06]
culturally sold sensitive areas and
that's what the DOT has done. But we'll
[11:10]
have more discussions with the road
department and see if that's the way you
[11:13]
want to see
questions.
[11:18]
Okay, moving along. Uh for Manning,
we're still navigating through the
[11:22]
easement process with Southwest.
I think we're going to get somewhere on
[11:26]
that. Um
that means Terry has to bring donuts
[11:31]
next meeting.
Good.
[11:34]
So, uh we've got we're trying to get
schedule some more meetings with
[11:37]
Southwest representatives. There's been
some holdups on their end, but uh once
[11:42]
we navigate through that, I think it
should should go pretty quick. Um,
[11:47]
moving on to our 2025 projects, uh, both
Seventh Street project and Third Street
[11:52]
projects. Same update on all those.
Everything is moving forward and
[11:56]
progressing with with no major hiccups
yet to this point. Trying to get to a
[11:59]
point where we can start collecting
right away out there. So,
[12:02]
any questions on anything?
All right. Thank you all. Thank you.
[12:20]
Mr. Chairman, commissioners, good
morning.
[12:22]
Good morning.
Like to start off with our construction
[12:26]
project.
Uh final walkthrough took place on
[12:30]
Thursday, November 14th.
We are awaiting confirmation from the
[12:34]
contractor on erosion control items and
we'll have the final estimate prepared
[12:38]
for the December 4th commission meeting.
They actually got back to me this
[12:41]
morning and said that everything was
good. So, we'll be good to go in two
[12:45]
weeks.
Any questions on that one?
[12:50]
It looks good.
Thanks. I think so. Contractor was
[12:55]
great.
[12:59]
109th. Uh, little movement. Easing
documents are currently in review by the
[13:04]
two major businesses on the route. We
did receive an access agreement template
[13:08]
from one of those businesses which is in
review.
[13:12]
Once they comply, we'll revisit the
residents
[13:16]
uh pushing our targeted bid date of
December 18th, two months to February
[13:21]
19th, 2025 in hopes that we can continue
good communication.
[13:29]
On 27th,
we're told that the deed of the one
[13:34]
remaining property is now split and
we're just days away from being able to
[13:37]
confirm that and they get it all
recorded. Both parties are in favor of
[13:42]
the project.
Core approval should also be only days
[13:46]
away. However, if it's not received
within the next week, we'll be forced to
[13:50]
push our bid date from December 18th
into the new year.
[13:55]
Any questions on those two?
[13:59]
Okay, on to 82nd South. Finishing
touches are taking place on plan
[14:03]
production. Temp easement descriptions
are being finalized with some minor
[14:07]
revisions. We had to adjust some
approaches, so we have to adjust our
[14:11]
temp easement. We have submitted the
core, been working with them on review.
[14:16]
Bid opening is still currently targeted
for February 5th.
[14:22]
And north segment
corridor design continues for this
[14:26]
project. designers are sizing pipe,
placing approaches and working on
[14:30]
wetland mitigation.
We have targeted a core application
[14:35]
submitt date of November 27th with a bid
date of March 19th.
[14:42]
Any questions on any second or anything
else?
[14:46]
Thank you. Thank you.
Thanks, Jim.
[14:52]
Morning
[15:00]
commissioners.
Good morning.
[15:03]
Got a couple uh final
estimates to present.
[15:09]
Um starting with Seventh Street uh being
built by Martin Construction. We have uh
[15:16]
prepared pay estimate number 17.
It's the final pay estimate.
[15:22]
Um the amount is $21,768
[15:26]
which we would recommend uh payment to
Martin Construction for that project.
[15:32]
Mr. Chairman, I move that we uh pay pay
estimate number 77
[15:40]
to Martin Construction in the amount of
21,768.
[15:45]
There a second. Second
motion made by Commissioner Daldo,
[15:48]
second by Commissioner Marsh to approve
pay estimate number 17 and amount of
[15:53]
21,768
to Martin Construction on 7th Street
[15:58]
Southwest. Any discussion? Discussion
hearing.
[16:02]
Commissioner Marsh,
yes.
[16:04]
Commissioner Doz,
yes.
[16:05]
Commissioner Pelton, Commissioner
[16:07]
yes. Motion carried.
Uh, next payment we have is for 110th
[16:13]
Avenue. It is also the final payment.
This one is number seven. Uh the amount
[16:19]
is $25,6468
[16:23]
which would be payable to Jensen
Brothers Construction.
[16:30]
Mr. Chairman, I move that we pay pay
estimate number seven on 110th Avenue in
[16:35]
the amount of $25,6468
[16:40]
to Jensen Brothers Construction. Is
there a second?
[16:44]
Second.
Motion made by Commissioner Pelton,
[16:46]
second by Commissioner Dozel to approve
uh pay estimate number seven in the
[16:51]
amount of $25,6468
[16:55]
to Jensen Brothers Construction on 110th
Avenue. Is there any discussion? Any
[17:01]
discussion hearing? None. Roll call
vote.
[17:03]
Commissioner Marsh? Yes. Commissioner
Doz?
[17:05]
Yes. Commissioner Pelton? Yes.
Commissioner
[17:07]
Yes. Motion carried.
So, the other project that's uh under
[17:12]
active construction, the construction's
complete, but we'll still have to uh
[17:17]
have one more pass for 114th Avenue.
That'll be presented at at next meeting.
[17:22]
We're still resolving some quantities,
but the construction's done and it's
[17:26]
been approved. We just need to final the
quantities, but that'll be done at the
[17:30]
next meeting. Um, same with the seal
coat. The project's done. We're just
[17:34]
working with the DOT on their final
documents. As far as design projects,
[17:38]
I'll kind of lump them together. We're
getting easements and core permits. Um
[17:43]
this week, I think we got um so far this
week, I think we got seven parcels
[17:48]
signed up on different projects and
three or four more parcels pending. So,
[17:53]
I think we're making pretty good
progress on easements. There's always
[17:57]
going to be um some that are a little
more difficult than others, but so far
[18:01]
it's it's going fairly well um on the
different projects. So, um I think at
[18:07]
the next meeting I'll try to assign some
target dates for um bid opening times or
[18:14]
dates, but right now we're just a little
uncertain on some of these core permits,
[18:19]
but I think by next meeting we'll sign
some target dates for bid opening dates.
[18:25]
Any questions on anything?
Thank you very much.
[18:30]
Okay, thanks
[18:34]
Jerry. Do we have utility permits?
No, there's no utility permits this
[18:38]
time.
[18:43]
And that's it with the road. No.
Okay. Thank you. Sally, do you want to
[18:47]
kind of go through the list here of an
election update first?
[18:50]
Sure. I just wanted to give you an
update on election. We did have our
[18:53]
canvas board on Monday. Um they did um
confirm the election and certify. So
[18:59]
those um official election results are
on our website and they will be posted
[19:04]
in next Wednesday's paper. Got that
taken care of. Um all the um
[19:10]
postelection audits have been done and
we are balanced. So I just want to give
[19:14]
everybody an update on that.
Um the first commission meeting in
[19:20]
January
and I just wanted to let you guys know
[19:22]
that um the 1 of January is Wednesday.
So, I just wanted you guys to be
[19:27]
thinking about um the the first meeting
since we're closed that day. Um, of
[19:32]
course, we don't have to make any
decisions today, but it'll have to be
[19:35]
either after um Thursday or Friday or
it'll have to be the following Monday
[19:40]
that we do that first commission meeting
of the year. So, just keep that in mind.
[19:46]
We might as well decide now. Um, you
think Thursday, the date next day?
[19:51]
It's fine with me. Second
a motion to do that.
[19:56]
Probably.
I move that we switch the first meeting
[20:01]
in January to January 2nd 9:00 a.m.
There. Second.
[20:05]
Second.
Motion made by Commissioner Pelton,
[20:08]
second by Commissioner Dozel to uh move
the January 1st meeting to January 2nd
[20:14]
at 9:00 a.m. Any discussion? Any
discussion? Hearing hearing? None. All
[20:20]
in favor say I.
I. All opposed. Motion carried.
[20:27]
We want to the extension office
statements.
[20:36]
Okay. So, in the past years, we have
given the two extension agents a stipend
[20:42]
to bring their um
salaries up to what they would be if
[20:48]
they were a Dun County employee. This is
a practice done by most counties um with
[20:54]
extension agents. So, um I I we don't
have any numbers yet. Um Jim Gray just
[21:00]
contacted me and asked me if we um would
like to continue that throughout 2025
[21:09]
and then we will have some numbers to to
approve
[21:14]
maybe. So, we don't have numbers. It's
like a consensus that or do you want a
[21:18]
motion?
So Jim is asking that if we're going to
[21:23]
continue,
right, if we're going to continue to
[21:25]
give um Chris and Kirsten stipens,
but we don't know the numbers.
[21:30]
We do not know the numbers. He wanted to
know get the consensus first if you guys
[21:34]
wanted to do it and then he will come up
with the final numbers.
[21:37]
Yeah, I I think so. I mean, I agree.
[21:43]
And then we would we would just enter
into theou and approve that.
[21:47]
Yes. Correct. What are everybody else's
thoughts?
[21:51]
I'm fine.
Yeah, we're going to need to continue.
[21:54]
Okay, I agree.
[22:00]
Um Will, is it too early or are you
ready?
[22:04]
Okay.
[22:22]
Thank you.
[22:37]
Good morning.
Good morning.
[22:39]
Morning.
All right, Mr. Chairman and Commission.
[22:42]
Um, I apologize in advance if this
kind of doesn't make sense or if it
[22:50]
needs clarification. I tried my best to
kind of explain what I'm I'm here
[22:55]
proposing and why I'm proposing it. Um,
we've talked throughout the year about a
[23:01]
possible restructure in my building and
grounds department. Um this is kind of a
[23:08]
generalized uh direction and basically
how I'll start this is by saying the
[23:16]
building of grounds over the past
8 to 10 years has seen exponential
[23:22]
growth and demand in what its scope of
work has been. So obviously it was a
[23:29]
department of one and now it's a
department of four and we are looking to
[23:34]
have a clear structure moving forward.
Um and
[23:40]
it's basically growing pains of a
growing department and this is my uh
[23:47]
proposal to move forward with a clear
hierarchy of how this uh department
[23:53]
could be structured based on your
approval. So, uh, backing up just a bit,
[23:59]
uh, one of the roles that and
responsibilities that has kind of come
[24:04]
to the forefront, um, that that that
isn't traditionally something that we
[24:09]
would do in the building and grounds is
handling park board park business. Um
[24:16]
it's it's something that the park board
and I as as um a park board member have
[24:24]
discussed and we came up with the
conclusion that it wouldn't it would be
[24:28]
a good move if I resigned from the park
board and became more of a um director
[24:35]
of parks. That's the recommendation of
the park board to move forward. Um, I
[24:40]
would still be the building and ground
supervisor, but we're looking to house
[24:46]
the administrative work, the work that
is done with the different agencies that
[24:51]
handle um park board business,
the US Army Corps of Engineers, the US
[24:57]
Fish and Wildlife, a liaison, and
somebody to handle meeting minutes, uh,
[25:03]
agenda, that kind of thing, handle the
administrative work that was being
[25:08]
handled. by a separate department prior
to now and that's kind of not in their
[25:14]
scope of work anymore. So there is a
need for that. That's the first thing.
[25:17]
Um the second thing is um there's always
been a need where we're currently
[25:26]
staffed completely busy. Our current
um group of people that are working in
[25:33]
my department are are are busy. And if
anybody is gone in that current
[25:38]
structure, it makes it very difficult
and it's a quite a strain. Um, so
[25:43]
basically to come back to the proposal
and what I handed out, the current
[25:48]
structure is obviously building and
grounds and then I dictate and oversee
[25:53]
the department as a whole. Okay, so
there's two janitorial workers and a
[25:57]
maintenance assistant currently that are
full-time. Um, I kind of go through some
[26:03]
of the important points on this. um you
know basically there's issues if you
[26:08]
look at this hierarchy in the current
structure with if I'm gone or if um one
[26:14]
of the other people are gone it really
does impact what we're able to
[26:18]
accomplish as a department. So in the
proposed hierarchy
[26:23]
what I'm what I'm proposing and one of
the requests that was made is that I
[26:27]
come up with a kind of generalized what
would my department look like if we were
[26:31]
to restructure it. So currently um my
plan for a a hierarchy is to have two
[26:38]
separate groups janitorial and
maintenance and have a lead in each of
[26:44]
those almost a supervisory role where
they take over certain aspects of the
[26:51]
building grounds department with
maintenance and janitorial and I still
[26:55]
supervise but also act as park director
to fill in for some of those um needs
[27:01]
from the park department. My ultimate
goal is to continue to grow the park
[27:05]
department and I think if that is going
to be part of the the goals moving
[27:11]
forward, there needs to be a clear
person in charge of that area. So that's
[27:18]
those are some of the key things that I
wanted to point out. Um I do have some
[27:22]
budget impacts for the new proposal. Um
it will increase department payroll. Um,
[27:29]
that was, you know, and and I do want to
back up too. This is something that I've
[27:33]
had in the works for a while, but we've
all kind of had to wait and see what the
[27:38]
election results were going to be before
I came to you and proposed something
[27:41]
that would may may require, you know,
um, changing of the budget and I didn't
[27:47]
want to do that with the election and
possible changing of things in general.
[27:53]
Um, so um, increased department payroll.
um there would be an increase in hourly
[28:01]
uh wage based on the janitorial lead and
maintenance lead moving up into a higher
[28:06]
pay scale. I met with Desessie um and if
it means anything to you A13 and B21
[28:12]
would be where those new positions would
land on the uh pay scale. Okay, so I
[28:20]
have done that much. Um, I kind of know
where that that falls, but I haven't
[28:24]
haven't put any actual hard numbers
because I wanted to discuss this with
[28:29]
you, see if this was something that the
commission would be in favor of. Um,
[28:34]
also, uh, hiring an additional full-time
maintenance tech to assist the
[28:39]
maintenance lead would be my
recommendation. Um and then uh giving uh
[28:45]
the maintenance lead authority to take
home a county vehicle similar to what I
[28:49]
have authority to do. Um just in the off
chance that if they're going to be the
[28:55]
maintenance tech lead that they would
have the ability to in the case of an
[28:59]
emergency or whatever go from home to uh
wherever needs uh any sort of addressing
[29:06]
on the maintenance side of things. Um so
goals is to really provide continued
[29:11]
excellence uh in my department to the
county uh improve as a team uh grow the
[29:17]
parks department um have clear defined
goals and responsibilities in my
[29:21]
department um allow more time for
continued education and to retain our
[29:27]
current employees.
Um,
[29:30]
then I go kind of go through and it it's
it's clear. I don't need to go through
[29:34]
every point. Um, unless there are
questions. Um, but we've got 11
[29:38]
properties that we take care of. Um, I
have them all listed out there. Um, some
[29:43]
are more than others. Obviously, the
courthouse is is obviously more of a
[29:48]
higher responsibility than say like the
the new addatic trailer that we end up
[29:53]
taking care of from time to time. So, it
it's I guess it's all relative, but um I
[29:58]
kind of go through some generalized
responsibilities for each of the new
[30:04]
areas and that really encompasses what
I'm proposing. Um I don't know how to go
[30:12]
about a motion if you guys are wanting
to move forward with a decision like
[30:18]
this, but I'm open to questions and I
hope it all makes clear sense. Any
[30:24]
questions?
[30:29]
How many more people are you looking at
adding right now?
[30:32]
Just just one. Just one. Uh one
full-time um maintenance assistant. And
[30:38]
we had kind of talked about that in my
budget. I actually proposed this for a
[30:43]
possible full-time or part-time person.
Um, so it has been approved in my
[30:48]
budget, but
um, I wanted to give you a clear
[30:54]
um, outline of what my goals are and
what my thoughts are with the department
[30:59]
without getting into real real
specifics. I wanted to to kind of show
[31:05]
you what my thoughts were as best I
could on paper. And if they if they
[31:08]
don't make sense, I apologize. So
So the janitorial lead and maintenance
[31:13]
lead that would be going to a different
p uh on the pay scale.
[31:18]
Yes. They would basically what I'm
looking to do is
[31:21]
on your on your sheet is that your
janitorial worker or the department
[31:28]
which sheet are you looking at?
Nothing.
[31:33]
And like I said, I'm sorry.
So So the bottom two people on the list
[31:39]
would go higher in the pay scale.
No. No.
[31:42]
Second.
No. the the the the leads would would
[31:46]
end up becoming more of a supervisory
role.
[31:50]
And and what I'm really looking to do is
give the maintenance and the janitorial
[31:55]
a
a point of contact besides myself,
[32:01]
right? Um if there's something wrong
with the buildings, will I still be
[32:04]
involved? Absolutely. But I'm looking to
have more than one person as a point of
[32:09]
contact so that if in the case that I or
who whoever is gone, it it provides more
[32:18]
than one person to be able to handle the
work that needs to be done. It also
[32:22]
really improves our secession plan um by
spreading the supervisory
[32:29]
um role a little bit besides just
myself.
[32:34]
I think it it it definitely gives more
people some power to make decisions in
[32:38]
the case of people being absent.
[32:43]
Any other questions?
Mr. Chairman, well, thanks for putting
[32:48]
all this together.
Very good job.
[32:51]
um part of the the lead maintenance
tech. Are we talking
[32:56]
besides the title tech? We're talking
tech as far as it helping with that sort
[33:03]
of thing.
Well, I mean tech was just the work I
[33:06]
know.
Yeah. It's just a it's just a it's a
[33:08]
working title to try and explain the
best we could because it you can only
[33:13]
have so much like supervisor, director,
lead, you know what I mean? So that
[33:17]
that's a way of basically giving them a
title of ownership. But go ahead.
[33:21]
But my question is would that person be
able to assist us with the some of the
[33:28]
IT things that we we definitely need
some help in this building? Well, across
[33:35]
the buildings,
apartments
[33:37]
and that's something that has evolved. I
mean in six months ago I will tell you
[33:42]
honestly no, that was never part of the
deal. But now that we've got a person
[33:46]
that's got some experience in that,
I definitely see that being
[33:51]
housed under our umbrella of department
is being able to assist. And it's just
[33:57]
it's slowly kind of taken shape. And the
that's the other justification for me
[34:05]
looking to hire an assistant in
maintenance is because if the lead is
[34:12]
handling IT stuff and and different um
wearing many different hats, that's the
[34:17]
that's the the crux of this department
is there's many different hats that
[34:21]
somebody has to wear and you have to
find very good individuals and this is
[34:25]
also a way for me to try and retain
those individuals that are valuable to
[34:30]
the county. So yes, to answer your
question, uh, Commissioner Dozal is is
[34:35]
it yes, I see that being part of the
scope of responsibility.
[34:52]
Mr. Chairman, I
I I kind of like the proposal he's put
[34:57]
forth. I don't know if
the rest of you want to, you know,
[35:03]
consider it further um or um have Will
and Desessie um put together some of the
[35:12]
the costs or impacts and bring it back
to us at the next meeting.
[35:17]
Yeah, I I'm not against it, but I'd like
to know more about it and kind of know
[35:22]
where the numbers are going to be at
that.
[35:26]
Yeah, I I I know that
there is without getting into specifics,
[35:34]
there will be an increase in hourly
based on the the what does she call it
[35:39]
the DVM or DBM model.
So, there are some of those things and I
[35:45]
and she gave me those numbers and if we
need to flesh out exact numbers, I'm I'm
[35:50]
okay with that. Um, I will say that I I
I know we're in the midst of a new year.
[35:56]
I know we're in the midst of a different
commission taken. I the reason I'm here,
[36:01]
I would have been here the day after the
election, but I felt like that was too
[36:04]
soon. Um, so I gave it a couple, you
know, two weeks, but I'm really looking
[36:10]
for direction here. I know I will
provide direction to my department, but
[36:14]
I would like to have my proposal either
approved or or not simply from the
[36:20]
standpoint of that my department needs
to have a goal or outlook moving
[36:25]
forward. So, I don't want to push
anybody, but I do want you to understand
[36:29]
that I'm really looking to run with this
January 1st and and start with this in
[36:37]
mind. I'm not I'm I'm not sure if hiring
a full-time employee right away. I don't
[36:45]
see myself doing that, but at least
having a framework to where when I talk
[36:49]
to my employees and say this is where
we're headed that that it's approved and
[36:54]
that that because I I've hinted at this
for six months and I I really would like
[36:59]
to have a clear answer if if if
possible.
[37:04]
Yeah. Like I said, I'm not against you.
just got to absorb it and and try to you
[37:08]
got to know the numbers too. So like
just the the the
[37:13]
texts or the the two leads are going to
go up in wages. Is yours going to change
[37:18]
that? I didn't even Desessie was um she
was right before she was leaving. She
[37:24]
did this kind of as a favor to run
through the DMV to kind of get an idea
[37:28]
because I didn't know where we were
going to fall. Haven't even looked at
[37:32]
where I'm at. haven't even and in fact
I'm I'm okay if I stay where I'm at. I
[37:38]
just simply want
it's part of the equation. We got to
[37:41]
know
true 100%.
[37:42]
You know what I mean? That's kind of
what the numbers game like.
[37:46]
What does that do to your department?
Does everybody I mean like how did your
[37:50]
kind of changing structure of it?
Exactly. And that's
[37:53]
not saying it's bad but you got to know
the details small details.
[37:58]
Agreed. And that that's really why I'm
here too is to be transparent about what
[38:04]
my goals are and to get a clear
framework laid out. So
[38:09]
what is everybody else's thoughts
Mr. Chairman? So we did put into your
[38:15]
budget was approved for an additional
person already. Right.
[38:19]
Correct. Right. So if if that is
something, you know, depending on how
[38:23]
how things go, like you mentioned, it
may not be something we do right away,
[38:29]
right?
And see how things go. The money is
[38:32]
there for these adjustments um already.
and whether we decide to go with an
[38:39]
additional person, you know, say in four
or five months when whatever
[38:44]
um by by doing this um changing the the
structure to the lead text and their um
[38:53]
DBM changing
that money is already in his budget.
[38:59]
So, um I guess you know I'm fine with
waiting till the next meeting and and I
[39:05]
guess one other thing I wanted to say
when you talk about the election you're
[39:08]
talking about measure four
measure four
[39:10]
that was aund if measure four wouldn't
have been on the table and there
[39:13]
wouldn't have been
real risk at the at the county level
[39:18]
being changed 100% and then me adding
another wrench and I would never have
[39:24]
waited this long. I would have put this
forth way before that. But yeah,
[39:30]
you know, and the way I I I see it is
when we really ramp up and there's a
[39:37]
demand on time for the maintenance
department is when the grass starts
[39:43]
really, really growing. So June, July,
those guys have always been on a mower.
[39:49]
Well, with two mowers, that definitely
changes their work. And so I probably
[39:54]
wouldn't move forward with that second
maintenance person until,
[40:01]
you know, summer, spring, and maybe that
person is a seasonal until I find the
[40:06]
right person because if I open it and
there's not the right fit, I don't want
[40:11]
to hire someone until I find that
person. So it could be a temporary
[40:15]
position or a seasonal position for
the whole next year. So, I just want to
[40:22]
make sure that that's clear as well.
Yeah. And again, I'm not against that
[40:26]
because that was in your budget, but now
you're taking everybody else and kind of
[40:29]
going to different levels, right? So,
how does that look, right?
[40:32]
All I'm saying, I mean,
y
[40:35]
it's not a bad thing. You had somebody
else hired, but now you just want to
[40:38]
take everybody else.
Yeah.
[40:40]
And put structure to it.
Yep. a hierarchy of of how the
[40:44]
department operates and then make that
widely known so that if
[40:49]
another department needs assistance and
I don't pick up my phone or whatever,
[40:54]
they've got contact information and they
everybody should be able to communicate
[41:00]
with one another. So,
you probably have enough money in your
[41:04]
budget right now.
Yes.
[41:05]
Right. Yeah,
I do. I do.
[41:07]
I think
I think you can go ahead and run your
[41:10]
Okay. Okay.
I I agree. Um it's in the it's in the
[41:14]
budget now. It it would come down to
whether we feel it's justified to add
[41:19]
another person either seasonal or
full-time um down the road.
[41:23]
Yeah.
Um I the other thing I like about this
[41:27]
is the succession part of it. That's
something in our strategic plan and
[41:32]
we've all agreed that's important and we
should have that and
[41:36]
to have the right person to be able to
step in in case
[41:40]
um you decide to go to work at
McDonald's or something.
[41:44]
I know I know it has been a risk.
Yeah. I think too if if uh that gives
[41:51]
you you have a fairly new person on so
that gives you time to adjust where that
[41:56]
person best fits your situation. So you
know 3 months from now when
[42:03]
you need a seasonal person or whatever
that gives you some time to adjust all
[42:07]
that.
Yeah. Yep. Yep. It does. And and the
[42:11]
other thing too is it provides a
framework that maybe in the near future
[42:16]
there's a need for an you know who knows
what the additional impact may or may
[42:21]
not be at least there's a hierarchy of
where those that person may fit in this
[42:26]
current setup instead of just we need
another person well in what way and what
[42:31]
in what avenue do they fit. This helps
kind of delineate that very very a lot
[42:37]
more clear.
[42:40]
Mr. Yeah. Um I think do we need a motion
right now or just
[42:45]
I think you can just go ahead and run
ahead. He's got the money there. Yeah.
[42:48]
Okay. And as far as like the park um the
park board um I know that they'll
[42:54]
probably be we felt like if I'm going to
be acting as answering to the park board
[43:00]
and having their marching orders so to
speak um even though I'm I was a park
[43:06]
board member me stepping down and and
filling that with another person
[43:11]
starting in January that's so as long as
we're covered by that like it doesn't
[43:16]
require a motion and then I would wear
that different um hat so to speak with
[43:22]
the park director. Um and that includes
handling all the basically it's it's
[43:28]
running the campground, handling all the
calls, run running web reserve, all the
[43:32]
the other things that are involved in
that that were being handled by someone
[43:37]
else that you know now falls on us. So,
as long as everybody's aware of that and
[43:43]
that that does impact me moving forward,
it is something that my department has
[43:50]
kind of enveloped. So, I just want to
make sure that that's clear and if we're
[43:54]
good, I'll do my thing and we'll just
continue to um do it. So,
[44:00]
okay. Thank you.
Thanks, Will. Yep. Sarah, are you
[44:03]
online?
[44:07]
I'm pulling into the parking lot.
Oh, okay. We'll do vouchers until you
[44:12]
get here.
[45:48]
Do you know what the repairs to the
wheat building were for?
[45:55]
500 roughly
under buildings.
[46:06]
Okay. Okay.
[46:15]
Okay. Thank you.
[46:20]
Schmidt. Yeah.
[47:10]
Mr. Chairman, I move to approve the
vouchers. Is
[47:14]
there a second?
Second.
[47:16]
Motion made by Commissioner Do, second
by Commissioner Marsh to approve the
[47:20]
vouchers. Is there any discussion?
Is there any discussion? Hearing none,
[47:25]
roll call vote. Commissioner Marsh,
yes.
[47:27]
Commissioner Dozel,
yes.
[47:28]
Commissioner Pelton,
yes.
[47:29]
Commissioner
yes. Motion carried.
[47:32]
Sarah.
[47:41]
Good morning, commission. How are you
today?
[47:44]
Good.
Um, I just uh would like to come before
[47:49]
you about rescending the total burn ban
requests that we had put in place first
[47:56]
part of October when the wildfires
went out and then revert back to the
[48:02]
restrictions
the restrictions as we had established
[48:05]
in April. So
and that is I have discussed it with the
[48:11]
fire chiefs.
[48:16]
questions.
Mr. Chairman, I'd move that we reser
[48:21]
resend our current burn ban and revert
back to the burn ban we had before we
[48:27]
put that in place.
Is there a second?
[48:29]
Second.
Motion made by Commissioner Pelden,
[48:32]
second by Commissioner Marsh to resend
the total burn ban, go back to the
[48:36]
restrictions we put on in April.
Is there any discussion?
[48:41]
Any discussion? Hearing none. All in
favor say I.
[48:44]
I.
All opposed. Motion carried. Thank you.
[48:47]
I will get it printed out for you to
sign that, Cody, and then um I'll update
[48:51]
all the state websites today.
Thank you.
[48:55]
Thanks.
Okay. Anything else?
[49:00]
Motion to adjurnn.
Motion to adjurnn.
[49:04]
Second.
Second.
[49:05]
Motion made by Commissioner Mars.
Seconded by Commissioner Dzall to
[49:08]
adjurnn. Any discussion? Any discussion?
Hearing none. All in favor say I.
[49:13]
I.
I.
[49:14]
All opposed. Motion carried.
It's a record.
[49:21]
Two.
[49:26]
Thank you.
