[41:21] my surprise, I have about 35,000 responses and counting as of when I

[41:26] pulled in here. Um, so I did some research on it and it I

[41:34] could be wrong, but it's what I was told and what I read is that about 40% of

[41:38] that revenue goes to the company that supplies the cameras. Is that true?

[41:44] » Yes, that's accurate. >> Okay. which doesn't sound like a very

[41:47] good deal. It sounds like the the community of Eastan and the pastors

[41:51] through Eastand, they're paying a lot of money to an outside company, which I

[41:56] would never let anybody negotiate a deal where somebody gets 40% of my revenue,

[42:00] but but that's me. Um, so in doing so, people have been reaching out to me. In

[42:05] fact, on the way here, some people out of Cincinnati,

[42:08] I I just got in contact with him. I had to hang up to to come in here something

[42:12] about Scott Sloan or Sloan's law or whatever have offered to help uh fight

[42:18] this I guess. Um so I was going to bring that to your attention. Recommended

[42:22] [clears throat] maps to distribute to show people how to

[42:26] avoid East Canton petitions to the businesses to let them know that they're

[42:31] not going to be patrons of the business as long as those cameras are in play.

[42:34] and then a strategy to have the officials that are in here now voted out

[42:39] next election to make, you know, if they don't make a change for the camera. And

[42:43] I thought about it and I do have the the time and the resources to do it. So, I

[42:48] am going to commit to that. But I wanted to bring it to your attention. I mean,

[42:52] 39 years is a long time to go without a ticket and all of a sudden I have at

[42:56] least three for $175 for going 46. 46 is not an unsafe speed, especially on

[43:03] a stretch of road that 10 feet further is 55 miles per hour. I definitely plan

[43:09] on fighting that myself. And now that everybody else has reached out to me,

[43:12] I'm I'm going to talk to Scott Sloan and their people and basically anybody else

[43:17] who wants to get involved because that is that's just not fair. That's not

[43:21] safety. That's not the interest of public safety. That's a cash grab is

[43:25] what that is. So that's what I have to say.

[43:46] ask a question in regards to the whole thing about the u cameras and and the

[43:52] speeding. Um certainly I understand you want safety in your communities and if

[43:58] the speed limit says 35 and I was going 46 or 47 then in fact I was speeding.

[44:05] That's obvious. Um I did realize that and I don't travel through East Can a

[44:11] lot because I live over in Freeberg so I kind of go different ways different

[44:16] times but I like to come through East Cam just to see what's kind of going on.

[44:20] Uh, I think with the cameras, uh, it it it takes away the ability

[44:28] of a real person to pull you over, pull up your driving record and see what kind

[44:34] of person they're dealing with. Uh, I haven't had a speeding ticket for years.

[44:40] And, uh, I was surprised when I got this in the mail. I went down and I saw where

[44:44] where I came through. It was 35. I'm sure I was within the speed limit. And

[44:49] as I gradually out town, I hardly pay any attention to the signs because I

[44:53] don't speed. Uh on the interstate, I'll put it on cruise control. Wherever I

[44:58] can, I put on cruise control because the last thing I want to do is pay for a

[45:01] speeding ticket. So again, I'm not here to u badger you. I'm not here to uh

[45:09] question uh this issue. The thing that I I thing that I would like to know is at

[45:15] least have a opportunity to say, "Look, I wasn't aware of these. I'm sure you

[45:20] see a sign that says after I went back and and looked, I saw the sign." But

[45:25] there's signs all the way around and if I'm a law-abiding citizen, as long as

[45:29] I'm staying within the proper range of so, I'm not paying much attention to

[45:32] that. So, I, you know, I'm not on Facebook. My wife is, I've heard a

[45:37] little bit of this or that. I'm not coming in here to put any pressure on

[45:40] anybody. I just would like to have a at least some common sense. Say, look, you

[45:44] came through here. I was going too fast. Here's a friendly warning and you're and

[45:50] you're good to go. $175 is a lot of money for a for something that you know,

[45:55] you just weren't completely aware of. But again, I'm not saying that I wasn't

[46:00] speeding if the speed limit was that. But again, from 35 to [clears throat]

[46:04] just a short amount of time, it becomes 55.

[46:08] There's a there's some grace period in there that I think somebody could, you

[46:11] know, with common sense could see. So that's all I'm saying.

[46:26] tickets. We contested it and sent the first one wherever we were supposed to

[46:30] send it, but we got two duplicates. Same time stamp, which kind of to me set up

[46:36] red flags. My son called out the police department to make sure this was even

[46:40] legitimate because why two same time stamp doesn't make sense.

[46:45] » Yeah, we we noticed that that that the processor had duplicated um particular

[46:52] day I believe uh that there were duplicates sent out. Yeah, you are

[46:57] correct in that. >> Well, and and I feel the same way that

[47:00] my husband and the gentleman behind me, this seems like a speed trap. Um because

[47:05] I got a ticket, my neighbor got a ticket, her husband got a ticket,

[47:09] they're all $175 and we're all going the same speed, 47 miles per hour.

[47:15] » And then I got online and I seen everybody's complaining about the same

[47:19] thing and it's like are these do we even trust like when these were calibrated

[47:25] and who's checking it and is this correct? I mean, it just seems fishy

[47:29] that all three of us and you look online, everybody's going 47 and then we

[47:35] all got $175 speeding tickets. And I personally always come through East

[47:40] Canton when I'm coming home because I go 77. I like to stop at Green Farms. I

[47:45] like to get my gas not down there on the corner and all that mess. I come up

[47:49] through here. I like to come to the library with my grandson. And I'm going

[47:53] to do everything possible to avoid these can. So is my neighbor. We're like,

[47:57] we're not even going through there because we're all mad. And that's all I

[48:01] have to say.

[48:32] historically when you are pulled over by a human police officer for a speeding

[48:36] ticket that is a criminal offense. So you have you maintain your right to due

[48:40] process the right to as people say face your accuser have the witnesses of the

[48:45] crime brought before you. But now suddenly when a traffic camera issues a

[48:51] civil citation for the same supposed crime of speeding,

[48:56] you supposedly lose your constitutional right to those things. Um, there have

[49:00] been courts and judges that have seen through that paper thin tactic and said

[49:06] that those things do still apply in some civil cases and I feel that they would

[49:10] and I also agree with what has been said that this is basically what you would

[49:14] call colloquially a speed trap and that it is a cash grab and that you guys

[49:19] issue 10,000 citations approximately according to the last meeting that I

[49:23] attended you know two weeks ago which if you do that at $175 minimum per ticket

[49:28] times 10,000 is 1.75 million, which to my understanding before you take out the

[49:33] 40% that goes to traffic and logistics or whatever the bogus company's name is

[49:39] that owns these cameras takes their 40% cut. That's like what you guys bring in

[49:43] an entire year in tax property taxes if I understand correctly or close to it.

[49:47] You know, I'm my numbers might be a little bit off because I don't live in

[49:50] East. I wouldn't even be here for these cameras. Thank you.

[50:48] alleys. uh install 35 mph sign of NASA west catch basin repair at Wood and

[50:54] Orchard. Again, the state paving project is close to being completed in town. Uh

[50:59] I spoke with the head of the project. All cut down areas have been marked in

[51:03] white paint. Um uses the service department have located a couple spots

[51:08] that were not marked in white paint that we feel needed attention. I did reach

[51:12] out to them. So there is no date for this to take place. Uh, I'll just

[51:16] continue to keep communication with the project manager till the project's

[51:20] complete. Uh, under service, we worked on the pedals of the skid steer. They

[51:24] were sticking. We've tried to repair them. We'll hope it works, but if not,

[51:29] we might have to look into getting new pedals for it.

[51:37] under zoning, I wrote one zoning violation.

[51:41] Um, under other, they attended the CUV salt meeting. We'll be ordering salt

[51:47] next month, I believe, is the early order. Um, we had a power outage in town

[51:52] yesterday. Both generators at the pump house and the tower came on and all

[51:56] things flow without any issues. Out of the four traffic lights in town

[52:02] with battery backups, one did not come on. We put temporary stop signs up at

[52:07] each side of the intersection. And I will be looking into why this took place

[52:14] » there's one of them that there's one of them that the battery uh backup systems

[52:19] bad and traffic and controls were supposed to get us a quote on it. We

[52:32] I'll be looking into it to why it did come on and and probably getting

[52:36] somebody out here to look at that. Try to get that quote done. I don't know any

[59:06] The intent of the camera that is pointing north on 144. The only purpose

[59:12] of that camera is to trap people like myself, which I am a law-abiding

[59:18] citizen. I haven't had a speed ticket since

[59:22] uh I don't remember what year, but it's been about 35 years. Okay? And I do

[59:26] respect the speeds in town. I respect that. It should be that way. Okay?

[59:30] There's kids, there's cars coming out. I understand that. But going out of town,

[59:35] Route 44, the day that they caught me, I don't go that way very often, but when I

[59:40] do, I had to backtrack. I check my GPS to see where I was and why I was there.

[59:45] And I realized what I did. And what they did when there's 35 mph speed sign right

[59:51] here and not even 100 feet, we're going to measure. We're going to absolutely

[59:56] measure that to make sure, but a very short distance, it says 55 miles an

[1:00:00] hour. So, you're catching me after I'm after the 35 mph limit. Between that and

[1:00:08] the 55 and yeah, I started accelerating. I think a lot of people don't realize

[1:00:12] you cannot accelerate until you get to that 55 limit. I didn't realize that and

[1:00:17] I've been driving since I was 16. Okay. I did not realize that. So, the intent

[1:00:23] of that camera was not to stop speeders in East Canton. The intent of that

[1:00:29] camera is specifically to see how many people they can nail like me. $175.

[1:00:37] I'm sorry, but I'm on a fixed income. That is not affordable. How many

[1:00:42] families that cannot afford it are getting hit with $175 because they

[1:00:47] didn't realize. But the intent of that camera is not to slow down speed coming

[1:00:51] into East Canton. It's to see how many people they can get going out. And that

[1:00:55] is wrong. That is wrong. the other one coming in. If I was coming into town and

[1:01:00] I come to that 35 and I'm going faster than where I should be, fine.

[1:01:04] [clears throat] But when I'm going out of town, you're not protecting the town.

[1:01:09] You're nailing people that money. That is wrong. So, I will fight it. I will do

[1:01:15] everything that I can. I have talked to a lawyer. If I have to go to court,

[1:01:19] whatever I have to do, but it is wrong. And tell you one thing, too. If they

[1:01:23] don't stop that, if they don't get rid of that camera going north, that is

[1:01:26] nothing but a speed trap. Even though legally it's not. Okay. But the intent

[1:01:33] of it is to get people just like myself. It's not to protect coming into town. It

[1:01:39] the intent is to nail people. I saw on Facebook, okay, people that said, "I got

[1:01:45] five tickets in one week." I was waiting for another ticket because I thought,

[1:01:49] what if, you know, cuz if if a live police officer would have stopped me

[1:01:53] that day and said, "Do you realize you were going 40?" I was going one mile

[1:01:58] faster than what they allow. They allow the 10 miles. Okay, I went one mile

[1:02:02] faster than that. So, if she would have stopped me and told me that and gave me

[1:02:07] a ticket, I could have accepted that. But at least I'd have known then the

[1:02:12] next day if I come through, watch myself. You cannot accelerate till you

[1:02:16] hit the 55. But how many people come through the one day like I did? What if

[1:02:21] I'd have come through every day like going to work or something? What if I

[1:02:25] had got five or six tickets? Are you going to tell me that I'm going to get

[1:02:28] five or six $175 tickets and you're going to expect me to pay that? They can

[1:02:34] sit me in jail for a while. I have nothing better to do. But that is wrong.

[1:02:43] receiving tickets from the same camera.

[1:03:25] set up in a way that causes someone to intentionally do something wrong.

[1:03:42] speeding. I'm going out of town. So, if I hit 55 in a minute, that's not

[1:03:53] guys want to line your pockets. So, they either get rid of that camera going

[1:03:57] north, do something about it, or come voting time, guess who's not going to be

[1:04:01] voting for anyone in this room, okay? If they ask for a police levy, why should I

[1:04:07] pass that one? You're going to hit me with $175 for doing something stupid

[1:04:11] like that, that is intent and it's wrong. So, how many families have three

[1:04:16] or four or five kids and they go up through there and they get $175 ticket

[1:04:21] and they don't realize you're not allowed to accelerate at all to hit 55?

[1:04:26] And what if they go the next day? What are you going to do? Charge them $175

[1:04:30] for every time that they went through there?

[1:04:32] » No. That's why one time, like I said, that's why I asked the question. I'm

[1:07:19] amendment to the constitution that says cruel and unusual punishment

[1:07:26] is prohibited. That's in the eth amendment.

[1:07:30] And that applies because this is an outofstate company that is administering

[1:07:38] the money that kicks back to you guys. In the Ohio state constitution,

[1:07:44] the ninth amendment duplicates the eth amendment for the US

[1:07:49] Constitution where the Ohio Constitution says you can't have cruel and unusual

[1:07:55] punishment.

[1:07:59] You don't have to be a lawyer to stand in front of a judge and say this is

[1:08:04] cruel and unusual punishment. And if the judge agrees,

[1:08:09] those cameras are gone. Okay. So, I'm just saying this as a word

[1:08:15] of warning. Well, that sounds like a threat. So, a word of advice. the

[1:08:20] cameras go down or police levies go down and your political futures go down with

[1:10:10] police operating fund transfer. decrease the general fund transfers out fund

[1:10:15] number 1000-910-910-0000

[1:10:20] by $50,000 and increase the police operating fund fund number 2904-931-0000

[1:10:29] by $50,000 effective81026 that the village of East Canton fiscal

[1:10:36] officer shall certify the increased appropriations to the Stark County

[1:10:40] auditor and shall do all things reasonable and necessary to accomplish

[1:10:44] this to accomplish the purposes of this ordinance. Be it further ordained, it is

[1:10:49] hereby found and determined that all formal actions of this council

[1:10:53] concerning and relating to the passage of this ordinance were taken in an open

[1:10:56] meeting of this council and that all deliberations of this council and of any

[1:11:02] of its committees that resulted in such formal action were meetings open to the

[1:11:06] public and in compliance with the law. Be it further ordained that this

[1:11:10] ordinance is hereby declared to be an emergency measure necessary for the

[1:11:13] immediate preservation of the public peace, health, safety, convenience, and

[1:11:17] welfare of the village of East Canton and shall be in full force in effect

[1:11:21] from and after its passage and at the earliest date allowable by law.

[1:12:55] what's going on in Congress and there's a lot of infighting there. So I thought

[1:13:00] I'd just take a look and see how how dedicated these guys are getting

[1:13:06] business done. as of uh July 31st,

[1:13:14] that is 212 calendar days from January 1st.

[1:13:19] The House was in session for 107 of those days and out for 105 days.

[1:13:29] The Senate was in session 115 days and was out

[1:13:37] 97 days.

[1:13:41] So to me, it suggests that they're not really

[1:13:46] getting getting the job done. So it's my personal belief we probably won't be

[1:13:51] hearing anything from them till after the first of the year.

[1:13:56] I hope I'm wrong. I'd really like to get on with this waterline project, but at

[1:14:00] the same time can't rush the wheels of progress. In the interim, I'm going to

[1:14:07] contact um Representative Kishman and Senator

[1:14:12] Timkin of the state house and see if they can provide some state money for
