to the Minister of Finance. This is
remittance of the education property

taxes that were collected during August.
We have payment 241 to TD Canada Trust

for bank fees. I just wanted to note
that we started accepting credit card
[4:07]
payments both in the office and online.
Um and so this is remittance of the 2.4%
[4:12]
search charge that we collect on the
credit card fees during the month. And
[4:16]
then payment 243 is the 2026 debenture
payment for debenture 2012-04
[4:23]
which was related to the RM wells. And
this is our last annual payment on this
[4:27]
debenture.
And then in the proposed EFT payment
[4:32]
section, we have a payment to double K
excavating for the South Plains Road
[4:36]
sewer project. This is within the
$445,000
[4:39]
budget for that project. And then
there's no items of particular note on
[4:43]
the credit card payment report.

that file, both a PDF and a CAD file so
that we have kind of a master plan of

where what the system is and where it is
so that we can uh locate and replace

everything that needs and then also have
that plan moving forward so we we can lo

you know locate and and kind of make
repairs moving forward as well. So yeah,

Financial report.
>> Okay. So these are the financial items
[10:26]
as of the end of August. So we start
reporting on the municipal taxes
[10:30]
collected to date. Uh so we collected
15% of the taxes as of the end of the
[10:35]
month and this is right in alignment
with the 5-year average collections of
[10:39]
15% from 2022 to 26.
On the statement of financial activity
[10:44]
side on the revenue we did levy our 2026
municipal property taxes and the amount
[10:51]
net of abatements and discounts to date
is 6.9 million. We collected servicing
[10:56]
agreement fees of 64,000 and municipal
reserve of 56,000 and we received the
[11:02]
second installment of the municipal
revenue sharing grant for 258,000.
[11:07]
And then on the expense side um there
was completion of the range 2175
[11:12]
crossing upgrade for 37,000.
There was a hamlet of Crawford Estates
[11:16]
Road project that was fully funded by
their hamlet reserve for 75,000.
[11:21]
There was water treatment capital
project 68,000. We had our monthly
[11:26]
Scotia sewer loan payment of 52,000 and
a payment towards the low pressure sewer
[11:30]
system project of 109,000.
I've highlighted uh the four accounts
[11:36]
that went over budget in August. Um so
we had that 2175 crossing upgrade. This
[11:42]
was a capital carry forward of 2025
work. So it's not actually over budget.
[11:46]
It's been funded through project
reserves that were set aside last year.
[11:49]
We're slightly over budget on the
Emerald Park Shop maintenance repairs,
[11:53]
and this is mainly due to the door
repair that wasn't anticipated.
[11:57]
We're slightly over on the water, small
tools, and equipment. Um, this does
[12:01]
fluctuate year-toear depending on what
needs to be replaced. So, we'll just
[12:04]
consider that when setting the 2027
budget. And then the water treatment
[12:08]
plant upgrades, 28,000. This was a
piping upgrades project that was
[12:12]
approved by council and funded through
the general water reserve. On the
[12:16]
equipment and machinery repair side,
we're at 201,000 out of 303,000 budget,
[12:22]
which is right on track uh for eight out
of 12 months of the year. Our cash
[12:27]
balance is um healthy as of the end of
August and expected to adequately cover
[12:31]
the remainder of the operating and
capital expenses for the rest of the
[12:34]
year. We did levy our taxes, so that
increased our municipal taxes
[12:38]
receivable. And we continue to collect
on the Q2 utility billing and other
[12:43]
outstanding charges.

Clark, you're up. Morning, council.
Uh, quick summary of the last couple
[13:23]
weeks. Uh, so in Emerald Park, we've
spent a lot of time doing pothole
[13:27]
repairs. Uh, especially in the Park
Meadows Meadow Ridge Estates area. We
[13:30]
found that the some of the failures
there are extensive and, uh, taking a
[13:34]
bit more time than initially
anticipated. Uh, we still will plan on
[13:39]
paving those this week and into next
week. uh once the weather lets up a
[13:43]
little bit and uh and we have a paper
lined up, crosswalk paintings completed.
[13:49]
Um there were there's an extra crosswalk
added on Heer Drive. Uh we also added a
[13:54]
few um stop words onto the pavement at
some of the allway stop controlled
[14:00]
intersections along Emerald Park Road.
Um touched a little bit on those
[14:04]
irrigation repairs. um you know the the
system's aged and we've been using well
[14:09]
water for for a long time and it's
really taken a toll on a lot of the
[14:13]
components of the system. So we are
going to be uh continuing with some
[14:18]
repairs this year but we'll looking
probably looking at a capital project
[14:21]
next year just to uh to help replace and
and get the system up and running um
[14:27]
more reliably moving into the future.
In the rural we have our full cut of the
[14:33]
ditches about 40% complete. Um still
continuing with grading uh gravel and
[14:38]
dirt roads. Um gravel contractor did
finish up uh that first week of uh or
[14:43]
just last week in September there uh end
of the week. So they're now complete
[14:47]
with their contract.
In the water, we are almost complete the
[14:51]
air exchanger upgrade at the water
treatment plant. Uh just the electrical
[14:54]
to do this week and then that'll be
buttoned up. Um we've been underway on
[14:58]
reservoir cleaning as well as recharging
the filters. Um, so that combined with
[15:02]
increased backwashing cycles has helped
kind of bring the turbidity issue under
[15:07]
control. So that's stabilized now.
Hydrant on Sapphire was finally
[15:12]
repaired. Um, still have the one on new
bay to complete, but that one was
[15:16]
finally uh taken care of.

road. drove down it this morning and

uh times that my road's been graveled or

touched. It's been holding up very well,

but now it is starting to to show a
little bit of uh of signs of potholes
[19:15]
and stuff like that. So, I'm thinking
that we might have to uh address some of
[19:20]
that before before uh uh winter anyways.
uh you know and I I don't think we have
[19:26]
to go too hard on it but but like I say
to fill in those those potholes and
[19:31]
stuff that are now forming but we are
had probably in excess of three and a
[19:36]
half to 4 ines of rain and uh and yeah
it's it held up very well uh compared to
[19:43]
like say I was keeping track of how many
times the grader was down my road and
[19:47]
yeah they never touched that one at all
and yeah it it held up very well.

areas. So, uh, at the corner, I'm not

exactly sure if it's supposed to drain
to the north or if there if or if it is

a depression that can be

cuz like like I said, today isn't bad at

and then within 6 to 12 hours it's

lot of imperfect drainage areas in and

this may be one of them. But that's
something that we can check um and check
[21:45]
with highways and bypass as well because
that would be their their section of the
[21:49]
road and in infrastructure. But I can I
can double check on that.

So with the flood we had, I think it was

last October, we had that big flood that
we actually had to have the hydrovac
[22:00]
trucks come because the the that was
that big one in 100 one. I was told by
[22:05]
the developer and I brought this up at
council that there used to be a culvert

that would go that ran under the road um
from the north side
[22:14]
supposed to go behind the dog park and
around and it actually ends up in
[22:20]
Wascana crosses around other side of the
highway. You talked to Ben about that. I
[22:24]
brought it up at the after that last
flood. There used to be a culvert there
[22:29]
and he said that should take care of
that water and it should head that way.

could use some some help and that was
one of them that he identified with that

the culvert's not there.

which is bylaw 2026-11
[25:13]
and bylaw 2026-12.
Um, and these are the zoning bylaw
[25:19]
amendment and official community plan
amendment from our five-year review. Um,
[25:23]
really exciting stuff. So just a little
summary of how we got here today. Um
[25:29]
last year we started the process of
reviewing our zoning bylaw on OCP as it
[25:34]
should be reviewed every 5 years. Um
with that we did lots of public
[25:40]
engagement. We had three open houses. We
did two online surveys. We did some
[25:44]
sessions with council. We looked at best
practice reviews and we looked at what's
[25:48]
working and what's not working with our
current zoning bylaw and OCP. And we
[25:53]
prepared the amendments. um we took
those amendments and now we're bringing
[25:56]
them to council for approval. So today
we're looking for just first reading on
[26:00]
bylaw um 2026-11 and 122. With that
first reading, we will schedule a public
[26:06]
hearing and have that last opportunity
with the public to get their um feedback
[26:13]
» for a motion for bylaw 2026-11 so we can
discuss.

division boundary changes in 2026

general election information.
>> Yes. So we have finally received our
[29:57]
minister's order of our electoral
division boundary application. Uh the
[30:02]
order approves the RM's application for
changing the divisions. Um I think we
[30:08]
all remember the significant changes
that we that council had approved. So
[30:12]
those were approved and comments back
from the ministry of government
[30:17]
relations was the application was
remarkable and done very well. So kudos
[30:24]
to uh kudos to um

divisions 2 4 and six those elections

will be held on November 9th. However,
the terms for the counselors in
[31:07]
divisions 1 35 and 7 will continue and
expire at the first meeting after the
[31:14]
2028 general election. I know when we
first were considering these changes, we
[31:19]
expected that there would be a general
election for all divisions. However, uh
[31:24]
the ministry has indicated that there's
been new uh new legislation introduced
[31:29]
and approved uh back in 2020. It took
effect 2021. So just after our last um
[31:36]
boundary alteration and um that is why
there's only a general election in the
[31:43]
there's no bi-election I should say for
the other altered divisions 1357.

Also part of this report is the advanced
poll and election day information. So
[31:56]
the returning officer as per the local
government elections act the returning
[32:00]
officer sets those dates. I've set those
dates and locations. Um, as you can see,
[32:06]
they're listed in the report. We will
have three different advanced polls for
[32:11]
divisions 2, four, and six. Uh, on one,
the first one on October 28th, the
[32:16]
second one on November 3rd, the and the
last one on November 5th, all in the
[32:22]
evening. So, we are not going to be
holding advanced polls during office
[32:26]
hours. It will be from 5:30 to 8:30 in
the evening.

The advanced polls will all be held here
in the council chambers. However, for
[32:36]
the election day, uh again, considering
the changes to our boundaries, we will
[32:41]
have the election for polls uh for
divisions 2 and four held here at the in

and we I don't set any hours for that.

the people will do. But it just could

unable to pay the 2026 property taxes,

but for clarity, um administration
understands this to be the 2025 property
[48:03]
taxes, which are currently in a rears
and subject to tax enforcement. As of
[48:08]
September 1st, the acred interest on the
outstanding taxes comes to $1,825.71.
[48:15]
$92290 of that's related to the
municipal taxes and 90281 is related to
[48:20]
the school taxes.
Um, administration is sympathetic to the
[48:25]
financial hardship described by the land
owners. However, we recommend that the
[48:28]
request be denied. Granting relief from
acrudeed interests in this circumstance
[48:33]
could establish a precedent for future
requests from other property owners
[48:36]
experiencing financial hardship or
facing tax arers. Um some other options
[48:41]
council could choose to prove the
request and wave all the interest acred
[48:44]
to September 1st. Um while we the RM
would forgo interest revenue. The RM
[48:50]
would be remain responsible for
remitting the interest to the school of
[48:54]
the school portion to the ministry in
the amount of 90281.
[48:58]
Um council may choose to approve the
request and wave the municipal portion
[49:01]
of the acred interest in the amount of
92290.
[49:04]
Again, it would set a precedent for
future requests. Um in decision history,
[49:09]
there was no decisions related to this
request. However, there have been
[49:12]
previous requests to council to wave
interest. However, there are no council
[49:16]
decisions approving a request for this
reason.

renumeration and expense policy

on there. Again, um
I think what we're going to do is we're
[1:00:12]
going to discuss this before we have a
motion um on here. the motion is is up
[1:00:17]
there the recommendation but uh I I feel
there's going to be lots of discussion
[1:00:21]
on this topic so uh we'll discuss it
before we look for a motion.

» Sure. So I'll just do a bit of an
introduction just um we're bringing this
[1:00:32]
policy back for council's consideration.
Um back in 2025, council directed
[1:00:38]
administration to develop a policy for
council remuneration and expense
[1:00:42]
reimbursement to ensure transparency,
accountability, and consistency. So
[1:00:47]
there was a draft policy presented to
council on March 24th. Council provided
[1:00:52]
valuable feedback at that meeting and
then ultimately sent the policy back to
[1:00:56]
the HR committee for further review and
recommended changes. So in May the HR uh
[1:01:02]
committee met and provided um some
direction on further changes. Those
[1:01:07]
changes are explained in the report. Um
and we've we're bringing this back for
[1:01:14]
council's approval. Um and and for sure
further discussion. It is important to
[1:01:20]
note that the the updated policy has
removed the base pay and um has gone
[1:01:27]
back to the hourly rate. Uh the hourly
rate in the policy is the 2025 council
[1:01:33]
approved rate plus a 2% cost of living
increase.

It's quite a a detailed policy and I
think it's uh definitely time that we uh
[1:01:50]
bring something like this in to clarify
uh the the uh indemnity and uh as I said

concise and and uh uh that uh easy to to
[1:02:05]
maintain. So we'll open it up to

council renumeration and expense

attached to our package, the P--D3,

and there's in red, the council the
rates and allowances to be to be

confirmed by council is the read 58.28
an hour and a counselor's 51
[1:02:36]
an hour. That's what that's
that is what we're voting on today. No,
[1:02:43]
you are voting on the whole policy.

so those proposed rates in here. Uh so
[1:02:52]
council remuneration is set annually by
a resolution of council. So the last
[1:02:58]
motion setting council remuneration was
in 2025. So, these rates reflect the
[1:03:04]
2025 approved rates plus the 2% cost of
living increase. So, again, if council
[1:03:11]
wants to make further changes to that,
they can.
[1:03:16]
» I just wanted to make sure that the in
red writing was Yeah, that was the only
[1:03:21]
thing. I think it's a good policy. You
know, if we're going to have a policy, I
[1:03:25]
think this is a
[1:03:31]
it's good. I think to not give um
to not give a cost of living
[1:03:40]
in a small increase to counselors sets a
bad example to our rateayers that were
[1:03:48]
disregarded. And if we want good people
to run, we have to compensate them for
[1:03:52]
their time, their effort, and their
commitment to being a counselor. And
[1:03:57]
yeah, I think it would it would look
terrible to uh our rateayers if we uh if
[1:04:02]
we didn't do that. And then at some
point there will have to be an
[1:04:06]
adjustment. And we don't want to I'd
rather make incremental adjustments than
[1:04:10]
something large.
That's my take on it.

I I think that there's a big description
[1:04:24]
and see, you know, between
what the Reeve gets and what the
[1:04:28]
counselors get. I think that's a big
gap. Like there's quite a bit there. I
[1:04:34]
think that that should be quite a bit
closer together than than it is right
[1:04:38]
now.

My uh uh interpretation again the the
Reeve Reeve is uh uh is I think think
[1:04:53]
his his uh uh should be should be more
more money than what the counselors are.

Definitely. It used to be only five
bucks something like that. And cost of
[1:05:02]
living is is uh you know is is putting
it up. I question uh the 59 cents uh uh
[1:05:10]
per kilometer. Uh I last time when we
were talking about this uh uh quite
[1:05:18]
frankly uh uh when if you've got a
diesel truck at 2 225
[1:05:24]
is uh what per liter is what what
they're charging for diesel. Now uh uh
[1:05:29]
again uh I don't think uh that uh that
you know the uh uh people that are are
[1:05:36]
you know are driving quite a bit
considerably more uh we should have at
[1:05:42]
least a cost of living uh increase on
that that too as well uh to a certain
[1:05:48]
extent. Uh I know at the U Regina
district uh we were quite low compared
[1:05:55]
to any of the other communities. I think
that the highest that I'd seen was 75
[1:05:59]
cents uh per kilometer. And uh again for
the the uh rural
[1:06:07]
uh counselors uh that drive a lot more
uh again your your out-ofpocket expenses
[1:06:14]
are are going to be adding up and stuff.
So I that was the only thing I I was
[1:06:19]
concerned of. Again the you know the the
cost of living u increase wasn't very
[1:06:27]
substantial
uh and and we haven't haven't put it up
[1:06:31]
for a while but uh again I I could be
good with that too. It's it's just just
[1:06:37]
that the uh the only thing I'm looking
at is the mileage.
[1:06:42]
And I just wanted to provide some
context to that. And yes, I do remember
[1:06:46]
you have bringing that concern forward
to the first time the policy was
[1:06:49]
reviewed. Um the I'm not sure
how council has done it in the past. I
[1:06:57]
believe we've always used the government
of Saskatchewan mileage rates as the
[1:07:02]
guide. Um so 2026, I went back checked
the 2026 government of Saskatchewan
[1:07:08]
rates are 55 cents. So we are a little
bit higher than the government set
[1:07:12]
rates. Um again if council wants to
change how we how we um consider mileage
[1:07:20]
reimbursement that is uh fine. We did
talk about it at the HR committee and
[1:07:25]
the HR committee did uh recommend
keeping it at 59 cents a kilometer but
[1:07:30]
again uh this is a council of the whole
um policy. Those rates are approved
[1:07:37]
every year also. So we set the mileage
rate at the beginning of the year also
[1:07:41]
every year. So it would be essentially
updated if the rate was changed in
[1:07:48]
January of 2027. This would be updated.
[1:07:54]
Um I do
I agree with Darren. The gap between the
[1:08:00]
council and the reeve is a little high.
Um I sort of feel like it should only be
[1:08:06]
$5 difference too.
[1:08:11]

I'm not sure um again this is something
that was set many many years ago and
[1:08:48]
that gap is probably like just
continued. Um typically the reef
[1:08:53]
position has a lot of responsibility. Um
they are very involved. They're um
[1:09:02]
they're representing the municipality as
a leader. So that is the consideration
[1:09:06]
as to why the re position is typically
uh compensated at a higher rate. Again
[1:09:12]
doing our best practice re research and
review. This is uh consistent with what
[1:09:17]
is being done in other municipalities.
Um but again like I said this is uh your
[1:09:23]
policy and uh council can do what they
want but just note that uh the
[1:09:29]
reposition is uh there's a lot to the
reposition
[1:09:35]
and I would concur with your comments
there Shauna that's you know reve you
[1:09:39]
are our leader in effect you are the
face of the RM in a very public way and
[1:09:44]
you do hold a lot of accountability and
responsibility notwithstanding that
[1:09:48]
we're all passionate counselors without
a doubt.
[1:09:50]
Um, so I would be supportive of that gap
that exists as it's listed here. Um, I
[1:09:55]
do want to kind of circle back. Um,
since we've sort of got more efficient,
[1:10:01]
I guess what I'm asking is what if any
budgetary estimates have you
[1:10:06]
contemplated as a result of this these
changes? Um, because just doing my quick
[1:10:10]
and dirty math here, if I look at it,
we've got 30 meetings a year. That
[1:10:15]
includes um roughly our special plus our
regular meetings. We are far more
[1:10:20]
efficient than we've ever been um as far
as the time like we used to book off a
[1:10:25]
day for this of late. Um you know we're
usually done by we're done within 3 to
[1:10:31]
four hours. So by my math uh it's just
our regular council meetings uh equally
[1:10:38]
divided amongst eight eight of us um
we're looking at about well total my
[1:10:43]
math is about 75,000 so you're looking
at about 900 9,250
[1:10:49]
uh per counselor remuneration which I
think is reasonable for what we do this
[1:10:55]
isn't a job I did a comparison between
the t um taxable assets of reginina
[1:11:00]
which is 30 billion We're at 2.5
billion. The counselors in Reginaina
[1:11:06]
make 67,000 a year. We should be
comparable in terms of a ratio basis.
[1:11:11]
We're doing this as a public service,
not as a job. So, I think there's I
[1:11:16]
think these rates are reasonable. Um and
um I also am conscious of people um
[1:11:24]
acknowledging that that this is a public
service that we're doing.
[1:11:33]
I have to disagree that it's it is it is
a job. You can't not say this isn't a
[1:11:38]
job.

think this is good. Again, I think that

the reef should only be a $5 difference
from a counselor, but that's that.

>> Yeah. So we always bring a report
[1:13:22]
setting the mileage rate for the
upcoming year and we base that on what
[1:13:26]
the government of Saskatchewan does. So
if but however um if you want to change
[1:13:31]
that
like we can change it again this is your
[1:13:35]
policy. I just don't have any I have
nothing to support a change right now. I
[1:13:41]
do I do understand that you know fuel
prices are volatile specifically diesel
[1:13:47]
is you know it is very high price
compared to um uh gas. So but I don't
[1:13:54]
think we should be addressing it by pe
people's vehicle type.

just said a uniform mileage rate.

government mileage rate.

stage of of the game, we're nine months

because of the Rejana district, we get

as a a reference point that that most of
[1:14:52]
the diesel is is 45 to 60 cents a liter
higher than what the gas is. So, uh, so

again, I I don't think you should have
have it set, you know, uh, depending on
[1:15:06]
what kind of vehicle you're driving
because that's that's your choice. But,
[1:15:10]
uh, but again, I uh and and again, I I
support the uh the Reeve getting a few
[1:15:17]
extra dollars and I don't think it's uh
uh again, I I think too that I I don't
[1:15:24]
call this a job. I I I do it do it uh
for for that I can help my rateayers as
[1:15:31]
much as I can. And uh uh basically a lot
of times I get I get calls and you know
[1:15:39]
different different times of the day and
at night and uh you know I don't don't
[1:15:44]
charge for them and stuff especially if
it's if it's a five minute call and and
[1:15:48]
a lot of times we're we're talking about
the weather and stuff too. So, I'm not
[1:15:52]
going to start putting that down onto my
my uh uh you know, pdeium and stuff, but
[1:15:57]
uh uh again, I I spend spend quite a few
times uh quite a few hours uh uh doing
[1:16:05]
this. And it doesn't matter where you
go, you're always the counselor. Oh,
[1:16:10]
there's the counselor. Hey, I wanted to
find out about this. And it could be a
[1:16:14]
could be a uh social event that you're
attending that has nothing to do with
[1:16:18]
the RM, but you're the guy. And hey, I
want to tell you about those roads and
[1:16:23]
I, hey, I want to tell you about this
and that, you know, and so you're always
[1:16:26]
on duty, you know, but again, do you
charge for? No. No. I, you know, I I
[1:16:32]
don't do that. Some people say, "Oh, you
should be charging." Well, no, I I can't
[1:16:37]
you because you know in in in all all uh
occasions it's if if somebody calls me
[1:16:43]
out specifically for an area that I have
to go and visit them, yes, I'm going to
[1:16:47]
charge mileage. I'm going to charge time
and stuff, but but just in passing, no,
[1:16:53]
it's not going to happen.
Just on the mileage rates in a past
[1:16:58]
life, we did the analysis in terms of of
the mileage rates and it was across
[1:17:02]
Canada, the organization I was with, and
while we think that the gas price of gas
[1:17:07]
is the key variable there in there, it's
actually not. So, I can find that
[1:17:10]
analysis that we did, but um we also
started using the CRA mileage rates,
[1:17:16]
which I just brought it up. The 2026
year mileage rate is 73 cents per
[1:17:20]
kilometer for the first 5,000 business
kilometers and 67 cents per kilometer
[1:17:25]
thereafter. So that might be something
that we look to instead of um
[1:17:30]
Saskatchewan rates just because of the
the range of travel that we have to
[1:17:35]
encompass. So just food for thought, but
I can dig up that analysis.

That was a cross-country one that would
just take into that probably because it
[1:17:44]
takes into consideration
um different provinces. I don't think
[1:17:49]
that's necessarily relevant to
Saskatchewan, you know, a Saskatchewan
[1:17:53]
based rural municipality. So, and I
agree with you, Tim. I I probably charge
[1:17:57]
for half of the things I do.
So,
[1:18:01]
» well, and I I I was I was going to uh uh
make mention too of uh uh a lot of our
[1:18:08]
contracts that we do with different
different uh uh people. There is a fuel
[1:18:14]
fuel charge uh that they can they can up
if if the fuel starts going higher, they

and stuff. I would recommend maybe some
[1:18:25]
type of policy in here that if if it
hurts sits hits a certain plateau that

maybe then it should be raised up. You
know, I I don't know how tough it would

be to uh to regulate that, but uh it
might be an idea just just so that
[1:18:41]
you're not taking a lot of money out of
your your counselor's pockets just
[1:18:48]
because they have to have to travel. And
especially with especially with the uh
[1:18:53]
uh divisions now, the new divisions that
we have uh are basically double in in
[1:18:59]
the rural end, double the amount of uh
of travel you're going to have almost
[1:19:03]
because it's the uh uh division five and
six have been combined and division one
[1:19:08]
or two have been combined. So yeah, it's
it's going to be a lot more traveling.
[1:19:15]
Well, the other thing um talking about
mileage concern uh gas or the fuel is is
[1:19:20]
one thing, but your maintenance,
insurance, everything else that goes
[1:19:24]
into a into running a vehicle u needs to
be considered um on it as well because
[1:19:30]
it all all runs into it. U you know
so the whole the whole thing needs to be
[1:19:37]
considered uh when you're if you're
looking at a reasonable rate to
[1:19:40]
compensate at uh um on it. So, uh, but
as Sean had said, we'll be looking at
[1:19:48]
that again in, uh, end of the year or
first of the year on it. So, I think
[1:19:53]
something for everybody to think about
and, uh, decide whether or not, uh,
[1:19:58]
it's, uh, it's appropriate.

at it and yeah, I I I think it's it's
good the way it was uh or it is put out

there. Um uh one thing I was uh curious
now we have these preprinted
[1:22:45]
uh books that we're using right now. And
I would suggest uh if we can get a
[1:22:52]
sample page given to us and still
utilize those ones till they're used up
[1:22:59]
instead of getting all new printed ones
uh and and throwing these ones in the
[1:23:06]
garbage. Uh the cost of uh of printing
those I know is is fairly high. So
[1:23:13]
that's what I would suggest is, you
know, to have this sample one one in
[1:23:17]
there with the new rates and everything
and you can you can utilize that and and
[1:23:22]
because basically the the the thing is
very close to the same except the rates
[1:23:27]
are a little bit different and uh uh I I
think that would be you know a little
[1:23:31]
bit of a cost savings for us.

3rd, we had our uh our EMO meeting and u
uh it it was it was actually a good

meeting. We had uh well SPSSA
uh will be launching a new app uh for
[1:26:05]
residents to uh uh register in case of
an evacuation order which uh they're
[1:26:12]
going to they he kind of just touched on
it for now and it's still in the
[1:26:16]
preliminary stages but uh what they want
to do is have it so that uh all the
[1:26:21]
communities can can come together and
they can register in it uh and and if
[1:26:27]
there is ever a an evacuation order.
We've got got a whole bunch of people
[1:26:32]
registered already which which will help
streamline it a little bit more. Um a
[1:26:38]
few meetings ago uh it was talked about
um that communication was one of our big
[1:26:44]
flaws uh in our uh uh last uh uh
exercise that we had uh because it was

the we had a heck of a time trying to uh

understand what site was saying and
stuff. Um some of it was was our
[1:27:05]
uh neglect and using our repeater system
and uh uh we thought that um that they
[1:27:12]
were using it already and it has worked
out they weren't. And uh so that was one
[1:27:17]
thing we've corrected. But uh it was
talked about that they have these
[1:27:21]
suitcase uh communication things now. Uh
and they actually had a fella come and
[1:27:28]
um he's just an amateur um ham radio
operator and plus he's got what he
[1:27:34]
builds these suitcases and stuff and
they're all combined and they're uh what
[1:27:39]
would they be about 18 in wide, 20
inches tall. uh and they have all your
[1:27:46]
radios and everything and then they have
a a u either you can do a portable uh
[1:27:52]
antenna that goes outside the building
or what we suggested too is uh each
[1:27:57]
community uh would would designate where
their EOC is going to be held and to
[1:28:04]
purchase uh an antenna and put it on
there that they can just be plugged in
[1:28:09]
uh for for the different different
exercises and stuff.
[1:28:14]
uh cost was um basically around $7 to
$8,000 and uh uh it sounds like all
[1:28:21]
communities were were uh kind of on
board on it, but they wanted to bring it
[1:28:25]
back take it back to uh all of their
respective uh uh communities and uh let
[1:28:30]
them know that it would be something to
to maybe look at for the 20 2027 uh uh
[1:28:37]
budget.
Uh another thing that was uh was
[1:28:42]
suggested that uh we have a short
exercise each meeting uh which I think
[1:28:48]
is a great idea. Uh it doesn't have to
be a a full in-depth
[1:28:55]
um exercise but just something that you
kind of know which area you would want
[1:29:03]
to be in. Um uh they it was went through
with the uh the last exercise we had and
[1:29:10]
and uh and it just makes sense with some
of the people uh uh like uh uh we had uh
[1:29:17]
you know somebody that's that's looking
after finance and everything well they
[1:29:21]
are a financial person that would be
their best best area and and uh security
[1:29:28]
uh at the last one we had uh we had L
and uh again I think that was a a good
[1:29:34]
good spot for him. There's everyone has
probably where their strong points would
[1:29:40]
be and that's what one thing that we had
talked about is to bring to that meeting
[1:29:46]
uh where you think you would fit in the
best and then we'll have a couple of
[1:29:52]
meetings where uh you will take on that
role and then we would like you to go
[1:29:58]
outside your comfort area and try some
other other roles just so you get used
[1:30:03]
to it. so that if we have a whole bunch
of people that are that that want to
[1:30:07]
have one specific role,
we can we can kind of kind of make it so
[1:30:12]
that they are used to doing a lot of
different ones. So uh so like I say
[1:30:17]
November 5th which will be held at the
chrono uh uh kerning rink uh will uh
[1:30:23]
will be the start of our our short short
exercise and stuff and uh and yeah we
[1:30:29]
want to try to get proficient in setting
up an EOC and uh uh again I've said it
[1:30:34]
many times it's not uh if we need it
it's when we need it and uh that's
[1:30:38]
