[0:00] Morning everyone. The time being 9:00 a.m. we'll call the uh meeting to order.
[0:06] Everybody has the agenda in front of them and it was sent out. Uh any um
[0:11] amendments to the agenda as presented.
[0:17] Seeing none, looking for a motion to adopt the agenda as presented.
[0:22] » Jar that the September 8th, 2026 agenda be adopted as presented.
[0:28] » Thank you. Any questions on the motion? All in favor? Motion is carried. Uh now
[0:36] that we have an adopted agenda, looking for any declaration of conflict of
[0:40] interest for any items on the agenda today.
[0:46] Okay. Seeing none, we'll uh move on to the uh minutes from the August 25th uh
[0:53] uh meeting. that uh caught me up on one of the
[0:57] meetings that I missed. So, any any questions on the uh meeting
[1:04] minutes from August 25th? >> I do have I do have a clarification that
[1:09] I raised with you, Karen. I was not present for that portion of the meeting.
[1:14] So, that should be corrected. >> That's a public hearing, right?
[1:17] » Right. Yeah. We'll do that at the next one. Yeah. We'll take your name off.
[1:21] » Okay. We confer a motion to accept the uh
[1:24] draft meeting minutes from August 25th as presented. Tim uh
[1:28] » that the minutes of the regular meeting held on August 25th be approved as
[1:32] circulated and presented. >> Thank you. Questions on the motion.
[1:37] All in favor? Motion is carried. And then the draft public hearing
[1:44] minutes from August 25th, 2026. Again, they were in the premeating uh
[1:49] package. Any questions about amendments to those uh public hearing minutes?
[1:58] Motion to accept. Sorry. >> Okay, I jumped ahead. It was the public
[2:02] meeting minutes that I wasn't there for, so that needs to be edited. Sorry.
[2:07] » Yeah, we'll remove her name. I'll put her as absent.
[2:10] » Okay. >> Yeah.
[2:12] » Uh are you going to amend those and then bring them back? We could just have the
[2:17] uh motion be as amended. >> Yeah, just make a motion that you want
[2:22] to amend the minutes that the minutes of the public hearing be amended by moving
[2:29] that by noting that councelor Liel was absent and then and that the minutes be
[2:34] approved as amended. So two motions. >> Okay. So that um I move that the minutes
[2:40] of the public hearing meeting held on August 25th 20 26 be amended to uh
[2:46] include that councelor Liel was not present for that portion of the meeting
[2:50] or that meeting. >> Perfect. Any questions comments on the
[2:55] uh motion? All in favor? Motion is carried.
[3:02] Mo motion for accept the minutes of the public amended public hearing minutes.
[3:09] Karen >> that the minutes of the amended public
[3:12] hearing meeting held on August 25th be approved as circulated and presented.
[3:18] » Thank you. Comments on the motion. All in favor?
[3:24] Motion is carried. Sarah list of accounts.
[3:30] So, check 5944 to Redhead Equipment. This was a piece of equipment that was
[3:34] approved at the last council meeting. Checks 5949 and 5961 for the 624 South
[3:42] uh Road project are both within the $1.4 million budget for that project.
[3:48] And then down in the other payment section, we have the other payment 239
[3:54] to the Minister of Finance. This is remittance of the education property
[3:57] taxes that were collected during August. We have payment 241 to TD Canada Trust
[4:03] for bank fees. I just wanted to note that we started accepting credit card
[4:07] payments both in the office and online. Um and so this is remittance of the 2.4%
[4:12] search charge that we collect on the credit card fees during the month. And
[4:16] then payment 243 is the 2026 debenture payment for debenture 2012-04
[4:23] which was related to the RM wells. And this is our last annual payment on this
[4:27] debenture. And then in the proposed EFT payment
[4:32] section, we have a payment to double K excavating for the South Plains Road
[4:36] sewer project. This is within the $445,000
[4:39] budget for that project. And then there's no items of particular note on
[4:43] the credit card payment report. Thank you. Motion to accept the list of
[4:49] accounts as presented and then have any further questions.
[4:56] Darren >> that the list of accounts consisting of
[5:01] check number 5944 to 5961 EFT1
[5:09] payments 125 and 243 credit card payment number 18 and uh proposed EFT payments
[5:17] totaling uh
[5:22] 372,88
[5:25] 87 and 32 cents plus August 9th to 22nd 2026 payroll totaling 71,000
[5:35] 72822B approved for payment
[5:39] » thank you questions on the motion on the payments Karen
[5:44] » I have one um and in the proposed payments there's it says ksmic park
[5:50] survey it's 196875 I
[5:55] What is that for? >> So, as part of the uh issues we're
[6:00] having with the irrigation system, we've hired a surveyor um to locate and then
[6:06] shoot every single component of that system. So, all the sprinkler heads,
[6:10] valves, solenoids, control panels, everything. They're going to give us
[6:13] that file, both a PDF and a CAD file so that we have kind of a master plan of
[6:17] where what the system is and where it is so that we can uh locate and replace
[6:22] everything that needs and then also have that plan moving forward so we we can lo
[6:26] you know locate and and kind of make repairs moving forward as well. So yeah,
[6:33] » other questions. >> Yeah, I got one. Stephen
[6:37] » check check number 5949 to CN for flagging.
[6:46] » I believe that one's related to the 624 south project. So that was uh as part of
[6:52] the construction project of paving that road that that flagging goes to that
[6:55] project. So it was required during construction and is coded against that
[7:00] that project code. >> Okay. So in the flag, didn't they did
[7:04] they replace crossing planks in there too as well? I'm I understand. Right.
[7:09] » Yeah, they did some repairs at following construction as well.
[7:11] » Okay. So that's included in this total. And I'm just I'm just asking because I'm
[7:16] that's per flagging. That's pretty >> I believe we received that invoice prior
[7:20] to the um repairs being made. I would not expect to see a flagging charge to
[7:27] us for them repairing their line.
[7:33] But I've been surprised in the past.
[7:38] » So a question for you, Stephen, then is is it is the thing that's flagging you,
[7:43] the terminology flagging? Because maybe it's just the way in which it's been
[7:46] translated to from the invoice. >> Yeah. Like to me, well flagging, I
[7:53] that's that's pretty steep for flagging, just flagging alone. But I mean, I'm
[7:58] sure they're they're charging the crossing planks
[8:02] other like the the wood that the timbers they replaced is what I think I'm pretty
[8:07] sure we talked about that before, Clark. >> Yeah, I don't believe that was mentioned
[8:11] in the invoice. Um, again, the flag was required for the majority of that
[8:15] construction project. So, it wasn't just for the day or two that they would have
[8:18] to be there for, you know, um, any repairs to the crossing. Um, they were
[8:22] out there for an extended period of time for the construction project.
[8:28] Yeah, I just want to be clear, these invoices are only for flagging. There is
[8:33] no upgrades or repairs done to the actual crossing. The invoices specific
[8:38] to flagging costs. Yeah, I agree. We we uh we challenged this as well. We did a
[8:44] lot of investigation in it. Um, and unfortunately it is what it is being the
[8:50] length of the construction time and the um, they had to have somebody on there
[8:55] when because we always had the traffic open. We didn't close and do a detour.
[8:59] So
[9:03] » Tim, you had a question. >> Uh, I was just going to ask uh, where is
[9:10] it here now? Uh, Stell Mobility. Uh now the this this bill is that our monthly
[9:17] bill that comes to the office then is that what it is or
[9:20] » Yes, that's our monthly charge. >> Okay. Nope. I just just was curious
[9:24] about it. Thank you. Any other questions on the motion
[9:28] comments?
[9:33] Okay. Call a question. All in favor? Motion is carried.
[9:41] Uh seven, bank reconciliation. >> Okay, so this is the bank reconciliation
[9:46] for August 31st. There's no unusual reconciling items, just the outstanding
[9:51] deposits and checks. And we have been following up on the long outstanding
[9:54] checks. >> Thank you. Motion to accept the uh bank
[10:00] recol reconciliation as uh presented. Stephen
[10:06] » that the August 2026 bank reconciliation be acknowledged as presented.
[10:13] » Questions on the motion? All in favor? Motion is carried.
[10:20] Financial report. >> Okay. So these are the financial items
[10:26] as of the end of August. So we start reporting on the municipal taxes
[10:30] collected to date. Uh so we collected 15% of the taxes as of the end of the
[10:35] month and this is right in alignment with the 5-year average collections of
[10:39] 15% from 2022 to 26. On the statement of financial activity
[10:44] side on the revenue we did levy our 2026 municipal property taxes and the amount
[10:51] net of abatements and discounts to date is 6.9 million. We collected servicing
[10:56] agreement fees of 64,000 and municipal reserve of 56,000 and we received the
[11:02] second installment of the municipal revenue sharing grant for 258,000.
[11:07] And then on the expense side um there was completion of the range 2175
[11:12] crossing upgrade for 37,000. There was a hamlet of Crawford Estates
[11:16] Road project that was fully funded by their hamlet reserve for 75,000.
[11:21] There was water treatment capital project 68,000. We had our monthly
[11:26] Scotia sewer loan payment of 52,000 and a payment towards the low pressure sewer
[11:30] system project of 109,000. I've highlighted uh the four accounts
[11:36] that went over budget in August. Um so we had that 2175 crossing upgrade. This
[11:42] was a capital carry forward of 2025 work. So it's not actually over budget.
[11:46] It's been funded through project reserves that were set aside last year.
[11:49] We're slightly over budget on the Emerald Park Shop maintenance repairs,
[11:53] and this is mainly due to the door repair that wasn't anticipated.
[11:57] We're slightly over on the water, small tools, and equipment. Um, this does
[12:01] fluctuate year-toear depending on what needs to be replaced. So, we'll just
[12:04] consider that when setting the 2027 budget. And then the water treatment
[12:08] plant upgrades, 28,000. This was a piping upgrades project that was
[12:12] approved by council and funded through the general water reserve. On the
[12:16] equipment and machinery repair side, we're at 201,000 out of 303,000 budget,
[12:22] which is right on track uh for eight out of 12 months of the year. Our cash
[12:27] balance is um healthy as of the end of August and expected to adequately cover
[12:31] the remainder of the operating and capital expenses for the rest of the
[12:34] year. We did levy our taxes, so that increased our municipal taxes
[12:38] receivable. And we continue to collect on the Q2 utility billing and other
[12:43] outstanding charges.
[12:47] Thank you sir. Um motion uh to ex acknowledge the financial activities and
[12:52] financial position. Nicole >> that the statement of financial
[12:58] activities and the statement of financial position for August 2026 be
[13:02] accepted as presented. >> Thank you. Questions on the motion?
[13:10] All in favor?
[13:17] Clark, you're up. Morning, council. Uh, quick summary of the last couple
[13:23] weeks. Uh, so in Emerald Park, we've spent a lot of time doing pothole
[13:27] repairs. Uh, especially in the Park Meadows Meadow Ridge Estates area. We
[13:30] found that the some of the failures there are extensive and, uh, taking a
[13:34] bit more time than initially anticipated. Uh, we still will plan on
[13:39] paving those this week and into next week. uh once the weather lets up a
[13:43] little bit and uh and we have a paper lined up, crosswalk paintings completed.
[13:49] Um there were there's an extra crosswalk added on Heer Drive. Uh we also added a
[13:54] few um stop words onto the pavement at some of the allway stop controlled
[14:00] intersections along Emerald Park Road. Um touched a little bit on those
[14:04] irrigation repairs. um you know the the system's aged and we've been using well
[14:09] water for for a long time and it's really taken a toll on a lot of the
[14:13] components of the system. So we are going to be uh continuing with some
[14:18] repairs this year but we'll looking probably looking at a capital project
[14:21] next year just to uh to help replace and and get the system up and running um
[14:27] more reliably moving into the future. In the rural we have our full cut of the
[14:33] ditches about 40% complete. Um still continuing with grading uh gravel and
[14:38] dirt roads. Um gravel contractor did finish up uh that first week of uh or
[14:43] just last week in September there uh end of the week. So they're now complete
[14:47] with their contract. In the water, we are almost complete the
[14:51] air exchanger upgrade at the water treatment plant. Uh just the electrical
[14:54] to do this week and then that'll be buttoned up. Um we've been underway on
[14:58] reservoir cleaning as well as recharging the filters. Um, so that combined with
[15:02] increased backwashing cycles has helped kind of bring the turbidity issue under
[15:07] control. So that's stabilized now. Hydrant on Sapphire was finally
[15:12] repaired. Um, still have the one on new bay to complete, but that one was
[15:16] finally uh taken care of.
[15:21] Okay. >> Motion to uh acknowledge the uh public
[15:25] works report. Sure.
[15:32] Stephen, >> the public works report be accepted as
[15:35] presented. >> Sorry, Tim. Called you Stephen.
[15:37] [laughter]
[15:42] » Questions on the motion. >> I just wanted to thank you for the
[15:47] working together with me to get that crosswalk. I received some pictures of
[15:51] some kids crossing at it. >> Hey.
[15:53] » Yeah. Good. >> The win.
[15:57] I do have a few questions. >> Absolutely.
[16:00] » Um so copper sands there. Um it's been on the the list for uh addressing that
[16:10] issue. Is it going to actually get done this fall?
[16:12] » Yeah, the we've been in contact with their engineer and uh recently so they
[16:17] are moving forward on a solution now to get a heated shack kind of put over top
[16:21] of that water meter vault. So expecting that work to be completed in the next
[16:24] month to two months. Good.
[16:26] » We do and we do still have money held back in security for that waterline
[16:31] project. So if if something happens that it doesn't go forward, we have means to
[16:37] uh to push the project along ourselves. >> Good. Because yeah, if I was a resident
[16:41] there, I'd probably be a little upset with things already, but um Okay, good.
[16:48] Um they're uh north of my place. Um Botkins
[16:53] was doing the graveling. >> Was it
[16:56] » the gravel hauling and spreading? >> Yeah,
[16:57] » that would have been um our other our B and D gravel.
[17:01] » B&D gravel. So they graveled the dirt road.
[17:04] » Oh, >> to the end of the quarter. So just I I'm
[17:08] not sure if they just weren't paying attention or what, which
[17:10] » you know the land owners to the north of me are fine with it acknowledge that it
[17:15] was not to be done. So >> yeah. Okay, I'll follow up with Derek on
[17:18] that. >> And then just a question in terms of the
[17:21] rainfall that we've had. I know I've had close to three inches at the farm. Um,
[17:25] is it is it any issues arising throughout the RM that
[17:28] » we over the weekend didn't have any emergency calls related to drainage? All
[17:33] our lift stations kept up. We didn't have any high level alarm in our lift
[17:36] stations. So, um, no no reports of property damage yet.
[17:41] » Okay. Thank you. >> Other questions? Yes,
[17:47] » Clark. On those um repairs, I don't know, Stan, if your area is the same,
[17:53] but on the 2183, that intersection I've been questioning
[17:58] by that 46 highway, >> y
[18:00] » they were out and ripped it all up and graveled it.
[18:05] » Yep. >> Now, what's going to happen now? So now
[18:08] uh once we've had enough of those repairs completed to gravel, we'll come
[18:12] back with uh because some of them are are too big for us to use like our
[18:16] patching ashvalt for. So we'll get a a paver in. So it'll be an ashalt pa
[18:20] that'll come in and and put ashvalt down in those. So they'll have to take a
[18:24] little bit of material out and then and then lay hot mix.
[18:27] » They have and they put in gravel like now with the rains this weekend like
[18:31] that and there where they graveled it. >> Yeah.
[18:34] » It's it's a nightmare out of it. Oh, it's just all full of big holes.
[18:38] » Yeah. So, those will have to be again filled with more granular material and
[18:42] and compacted again before after. >> So, they're not leaving it like that.
[18:45] » No. >> Okay. No. Good. Thanks.
[18:47] » Yeah.
[18:50] 6 624 our uh the shingle shingle uh road. drove down it this morning and
[18:57] actually uh I think either eight or nine uh times that my road's been graveled or
[19:04] been graded and that one hasn't been touched. It's been holding up very well,
[19:09] but now it is starting to to show a little bit of uh of signs of potholes
[19:15] and stuff like that. So, I'm thinking that we might have to uh address some of
[19:20] that before before uh uh winter anyways. uh you know and I I don't think we have
[19:26] to go too hard on it but but like I say to fill in those those potholes and
[19:31] stuff that are now forming but we are had probably in excess of three and a
[19:36] half to 4 ines of rain and uh and yeah it's it held up very well uh compared to
[19:43] like say I was keeping track of how many times the grader was down my road and
[19:47] yeah they never touched that one at all and yeah it it held up very well.
[19:51] » That's excellent. Yeah, we'll I'll add that to our uh our list of uh pre-winter
[19:56] activities then. >> Perfect. Yeah,
[19:58] » thank you. >> I have just a question about uh Okay, so
[20:03] you said 624. What? The one over by the Burger King. Is that 624?
[20:09] » It is. Yeah, they're both 624. Okay. So, right at Okay. So, I think I probably
[20:13] asked you this question before because I like today the ditches aren't bad over
[20:17] here on South Plains Road, but uh like like
[20:21] » should there not be a culvert going underneath of that so that the water
[20:24] just keeps going instead of sitting by IGA there?
[20:27] » Uh you're talking about a culvert that goes from like from the east side of 624
[20:32] to the west side like along South Plains Road.
[20:34] » Yeah. I was just wondering if there's there like should be one then that that
[20:38] way all that water's not sitting in there
[20:40] » on the north side of South Plains Road. >> Yeah, it's No. So, sorry. South Plains
[20:45] Road. Yeah, on the north side it's just sitting in the ditches
[20:48] » and >> Yeah. And I do know that there is a
[20:50] culvert that crosses that road. It's just further to the north like that kind
[20:54] of drainage ditch that goes like there's like a power pedestal that's kind of
[20:58] been knocked over that's like right in the middle of that ditch. So, I know
[21:00] that's one of the major drainage run areas. So, uh, at the corner, I'm not
[21:06] exactly sure if it's supposed to drain to the north or if there if or if it is
[21:11] a depression that can be >> I just thought maybe there's something
[21:14] plugged or something. And the reason why cuz like like I said, today isn't bad at
[21:19] all. It's just >> yeah,
[21:20] » when it was when we're getting the rain on the weekend, it was pretty full and
[21:24] it didn't seem to be going anywhere, right? So,
[21:26] » yeah, which is yeah, common in the area. Um, and typically with the sandy soils,
[21:32] you'll see it pond in in the rainfall and then within 6 to 12 hours it's
[21:37] soaked into the ground. Like there's a lot of imperfect drainage areas in and
[21:42] this may be one of them. But that's something that we can check um and check
[21:45] with highways and bypass as well because that would be their their section of the
[21:49] road and in infrastructure. But I can I can double check on that.
[21:53] » Perfect. Thank you. So with the flood we had, I think it was
[21:57] last October, we had that big flood that we actually had to have the hydrovac
[22:00] trucks come because the the that was that big one in 100 one. I was told by
[22:05] the developer and I brought this up at council that there used to be a culvert
[22:09] that would go that ran under the road um from the north side
[22:14] supposed to go behind the dog park and around and it actually ends up in
[22:20] Wascana crosses around other side of the highway. You talked to Ben about that. I
[22:24] brought it up at the after that last flood. There used to be a culvert there
[22:29] and he said that should take care of that water and it should head that way.
[22:35] » Okay. >> So,
[22:37] » that would definitely help, I think. >> And it actually takes it to a major
[22:42] waterway. That's what the developer told me. So maybe reach out to him and ask
[22:46] him because I drove around and we had some pretty good conversations and after
[22:50] that big one in a 100 flood that we had there and picked out some spots that uh
[22:55] could use some some help and that was one of them that he identified with that
[23:00] the culvert's not there. >> Okay, I'll follow up with Mr. Kruz.
[23:06] » Thank you. Clark, I was contacted on the weekend.
[23:11] The walkway and coral place from the walkway or the main uh path is badly
[23:18] overgrown and we went and had a look at it and it's uh so overgrown that these
[23:22] people said they've called before and they don't uh plow it in the wintertime
[23:26] because it's so overgrown. So, if you could get u the boys to have a look at
[23:30] that and see what they can do. Yep, we'll do.
[23:33] » Thanks. Anything else for uh on the motion?
[23:41] » Bring up one thing. So on Kings Mirror, there's two signs for Pearl Crescent.
[23:48] The one is kind of hidden, not necessary, and sort of in someone's
[23:52] yard. Does it have to be there? Do you know what I mean?
[23:54] » Yeah. >> Can we take it down?
[23:57] » Because there's already one. There's two, and it kind of interferes with his
[23:59] yard.
[24:03] I will check on that. Yeah, I'll review. >> Thanks.
[24:09] » Anything else for Clark?
[24:13] » All in favor? Motion is carried.
[24:18] The uh August water report, Clark. >> All right. So, it is noted on here
[24:24] recharging the filter cells um which I had mentioned. Uh it also has the note
[24:29] about our PDWA that was issued a couple weeks ago for a contractor that damaged
[24:34] our service connections uh in Stonepoint Estates.
[24:42] » Okay. Motion to acknowledge the or accept the water report as presented.
[24:48] Poll >> that the August 2026 water report be
[24:52] accepted as presented. >> Thank you. Questions on the motion?
[24:58] All in favor? Motion is carried. Hey, Paige.
[25:07] » Good morning. I have one report today, which is bylaw 2026-11
[25:13] and bylaw 2026-12. Um, and these are the zoning bylaw
[25:19] amendment and official community plan amendment from our five-year review. Um,
[25:23] really exciting stuff. So just a little summary of how we got here today. Um
[25:29] last year we started the process of reviewing our zoning bylaw on OCP as it
[25:34] should be reviewed every 5 years. Um with that we did lots of public
[25:40] engagement. We had three open houses. We did two online surveys. We did some
[25:44] sessions with council. We looked at best practice reviews and we looked at what's
[25:48] working and what's not working with our current zoning bylaw and OCP. And we
[25:53] prepared the amendments. um we took those amendments and now we're bringing
[25:56] them to council for approval. So today we're looking for just first reading on
[26:00] bylaw um 2026-11 and 122. With that first reading, we will schedule a public
[26:06] hearing and have that last opportunity with the public to get their um feedback
[26:13] » for a motion for bylaw 2026-11 so we can discuss.
[26:18] » I can do it. that bylaw 2026-11 being a bylaw to amend bylaw 2019-20
[26:25] known as the zoning bylaw be given first reading.
[26:28] » Thank you. Questions on the motion. It was a very long report.
[26:38] Oh, >> I did see a typo and I was going to
[26:44] bring it up, but of course I didn't. I I circled it on my iPad, but it didn't uh
[26:49] in print. So, so whatever. It was small anyways, but
[26:53] it was just uh just a typo. >> Was the typo material though to the to
[26:59] the like to the changes? >> No.
[27:01] » Okay. >> Yeah.
[27:03] » Yeah. >> I would just comment that I think
[27:06] council's been through the documentation numerous times, so I'm not sure a
[27:11] discussion perspective if there's a whole lot more to be held
[27:16] today. >> Yeah. As I said, it was a very long
[27:19] detailed report. Uh, >> which I appreciated, Paige, very much
[27:23] so. >> Yeah. So, but uh it encompassed all the
[27:26] discussions and and changes that we've recommended over the past several weeks
[27:31] or months on it. So, any other comments on the uh motion? And again, 100 pages
[27:38] and I went through a lot of them and and just the the
[27:43] anonymous comments and stuff uh was uh was the one that kind of hit me as uh
[27:49] you know again a lot of people don't realize what what we're doing here you
[27:55] know and uh some of the comments are out of our our control and uh it's it's
[28:03] again it comes back to I guess we have to try to educate a little bit more.
[28:07] But, uh, I I don't know how we do that. Uh, you know, we've tried to put it out
[28:13] there as much as we can, but it seems seems that a lot of people don't want to
[28:18] know or just choose not to. So, it's bad.
[28:25] Any other comments, questions on the motion?
[28:31] All in favor? Motion is carried. Looking for a motion for bylaw 2026-12.
[28:40] » Karen, >> uh that bylaw 202612 being a bylaw to
[28:44] amend bylaw 2019-9 known as the official community plan be
[28:50] given first reading. >> Thank you. Any questions on the motion?
[28:57] Comments?
[29:00] All in favor? Motion is carried and
[29:06] We need a separate motion for the proceed with public notification. Okay.
[29:11] Thank you. All right. >> Sorry, you do have a separate motion.
[29:16] » Yeah. >> Okay.
[29:17] » Yeah. Can uh looking for a motion for Nicole
[29:22] » that we authorize the planning development to proceed with the public
[29:25] notification requirements and schedule two public hearings.
[29:29] » Thank you. Comments on the motion.
[29:34] All in favor? Motion is carried.
[29:40] That was quick for you, Paige, today.
[29:47] Okay. 11. RM business. Electoral division boundary changes in 2026
[29:52] general election information. >> Yes. So we have finally received our
[29:57] minister's order of our electoral division boundary application. Uh the
[30:02] order approves the RM's application for changing the divisions. Um I think we
[30:08] all remember the significant changes that we that council had approved. So
[30:12] those were approved and comments back from the ministry of government
[30:17] relations was the application was remarkable and done very well. So kudos
[30:24] to uh kudos to um >> staff.
[30:31] » Sorry. Anyways, kudos to staff. Um her her name
[30:37] is uh Sydney. >> Yeah,
[30:40] » I I was going to say Sadep, but I'm like no, that's the wrong one.
[30:44] Uh anyways, she did a fabulous job on it. Very clear. Um and it is it was very
[30:49] complex with Emerald Park being part of the changes. Um the order also clarifies
[30:56] the division the counselors uh for divisions 2 4 and six those elections
[31:02] will be held on November 9th. However, the terms for the counselors in
[31:07] divisions 1 35 and 7 will continue and expire at the first meeting after the
[31:14] 2028 general election. I know when we first were considering these changes, we
[31:19] expected that there would be a general election for all divisions. However, uh
[31:24] the ministry has indicated that there's been new uh new legislation introduced
[31:29] and approved uh back in 2020. It took effect 2021. So just after our last um
[31:36] boundary alteration and um that is why there's only a general election in the
[31:43] there's no bi-election I should say for the other altered divisions 1357.
[31:49] Also part of this report is the advanced poll and election day information. So
[31:56] the returning officer as per the local government elections act the returning
[32:00] officer sets those dates. I've set those dates and locations. Um, as you can see,
[32:06] they're listed in the report. We will have three different advanced polls for
[32:11] divisions 2, four, and six. Uh, on one, the first one on October 28th, the
[32:16] second one on November 3rd, the and the last one on November 5th, all in the
[32:22] evening. So, we are not going to be holding advanced polls during office
[32:26] hours. It will be from 5:30 to 8:30 in the evening.
[32:30] The advanced polls will all be held here in the council chambers. However, for
[32:36] the election day, uh again, considering the changes to our boundaries, we will
[32:41] have the election for polls uh for divisions 2 and four held here at the in
[32:47] the council chambers and division six will be held in the Edenwald Hall
[32:53] and we I don't set any hours for that. That is uh 9 to 8.
[32:59] That's it. >> I just need two motions. Just
[33:02] acknowledging the minister's order and acknowledging the election uh dates and
[33:07] times and locations. >> Okay. Looking for a motion for the
[33:11] Nicole >> that the council acknowledges the
[33:14] minister's order dated August 27th, 2026 approving the RM's electoral division
[33:20] boundary alteration effective for the 2026 general election on November 9th,
[33:25] 2026. >> Thank you. comments, questions on the
[33:28] motion? >> I do.
[33:31] » What was the new legislation? >> Section 49.1
[33:37] was a whole new addition to the municipalities act.
[33:44] » Well, again, what it says is open to interpretation. Um, when we reviewed the
[33:49] legislation, we would have because it talks about general election and
[33:53] bi-election. Um but it isn't I guess our final say but we did question what
[33:59] changed and that was the explanation that we were given was section I think
[34:04] it's 49.1 is a whole new yeah section 49.1
[34:10] uh was an entirely new addition to the municipalities act um
[34:17] won't interpret it that I think that there's still some flexibility for
[34:22] interpretation in the legislation Um,
[34:26] that was the answer that we were given.
[34:31] » Other comments on the motion? >> I I kind of questioned the uh the use of
[34:37] uh the Edenwald Hall uh for that. Uh in the past, it's always
[34:43] been here. And uh again it uh you know it as soon as I
[34:51] seen it I was I was a little little uh dismayed and wondering why why it was
[34:56] put up where it was. >> Yeah. That was essentially just a
[35:00] discussion about what would be easier for for the voters to go to and we just
[35:06] thought Edenwald is located in division six um and it would be a good location
[35:11] for those those voters to go.
[35:17] Frank, I I disagree if uh uh if you have uh uh because division uh six is so big
[35:25] now uh that that you have somebody in the in the south uh west end of it. Uh
[35:33] they would have been a lot easier to go to the municipal office than than going
[35:37] to the to the uh driving all the way to Edwald. I realize that, you know, you
[35:43] you have the advanced polls that you can still go to the to the municipal office
[35:49] and that will probably be what a lot of the people will do. But it just could
[35:53] say kind of a red flag that kind of popped up as soon as I seen the uh the
[35:58] poll came. >> Do you anticipate your um rate will
[36:03] think that that would have an impact on them not attending the election day
[36:07] vote? Again, um just reviewing the locations
[36:13] and the way the boundaries have changed, we thought that this would be a benefit
[36:17] to the right pairs. Um I'm going to ask um Karen, have we ever
[36:24] held a poll? I thought that there was in the past polls held at Edenwald.
[36:31] » No, not since I've been here. We've held them like when our office was in
[36:35] Belgone, we held polls in Emerald Park at the hotel, but not for uh up north
[36:40] since I've been here.
[36:45] » Okay, other comments.
[36:49] » All in favor? >> Um, just one second. I'm just going to
[36:53] like if if this is a concern that you think you're rateayers, I can change
[36:57] where the polling place is. We have the Enwall Hall booked, but again, it's we
[37:03] can move it here. We have the space. >> I uh
[37:09] with the advanced polls, a lot of people are going to take advantage of the the
[37:13] advanced poll. So, again, it just just seemed like a I
[37:19] don't know, a red flag, but whatever. We'll we'll leave it and [clears throat]
[37:22] and uh see where it goes, you know. It's just uh
[37:26] » for the second motion, though. Yeah, I was going to say sorry to interrupt, but
[37:30] it that's actually the second motion uh the information in the second motion uh
[37:35] for it. So, uh we're voting on the uh motion for the uh the first motion
[37:41] » just to acknowledge the motion I made. >> Yes. So, all in favor? Motion is
[37:48] carried. Looking for a second motion for the advanced polls in the general
[37:52] election. >> I can read it. Carmen,
[37:56] » that council acknowledges the following advanced polls and election day polls
[37:59] for the 2026 general election. Advanced polls for division 2, 4, and 6 will be
[38:04] at the RM municipal office council chambers chambers in Emerald Park.
[38:09] Wednesday, October 28th, 2026 from 5:30 p.m. to 8:30 p.m. Tuesday, November 3rd,
[38:14] 2026 from 5:30 to 8:30 p.m. And Thursday, November 5th, 2026 from 5:30
[38:20] p.m. to 8:30 p.m. On election day, Monday, November 9th, 2026 from 9:00
[38:26] a.m. to 8:00 p.m. Division 2 and 4 at the RM Municipal Office Council Chambers
[38:31] in Park, Saskatchewan, and Division 6 at the Edenwald Hall in Eden, Saskatchewan.
[38:36] » Okay, thank you. just with Tim. Do you think it's a a major issue where we need
[38:42] to make an amendment?
[38:46] » Just just a comment on that one. Like I'm kind of with Tim
[38:51] the rateayers, they get accustomed to it's always been here in the past. So
[38:57] they might I don't know. They're there's going to be notifications out where are
[39:00] they actually going, but they might not read into that and oh, we got to go vote
[39:06] and everything's at the RM office, right? So, they could be missed there.
[39:12] » I have no problem changing. Again, this was like this was only to try and make
[39:18] it easier for uh voters to come out and vote. It definitely was not to to cause
[39:24] a hindrance. and you know your voters best.
[39:27] » Well, it's, you know, people are a creature of habits and and because we've
[39:32] never had a a polling station at at Edenwald, that's that's where I I uh,
[39:38] you know, kind of kind of figure there's red flags coming up with that. So that
[39:43] again, people are creature of habits and uh I I quite frankly don't think it's
[39:50] that big of a deal to change it to to have it have it at the RM office. And
[39:55] you know, >> I have no problem changing. Again, the
[39:59] intent of this was just to try and increase voter turnout and make it more
[40:04] easy for people to get out there. But if if this is the best place for the
[40:08] election, I will change the polling station for division 6 on the election
[40:13] day to be at the council chambers. I can make that
[40:17] » amendment. Uh make that amendment. >> Yeah. So um everything up to so it would
[40:22] be division 2, four and six at the RM municipal office council chambers in
[40:27] Edmalt or sorry in Emerald Park, Saskatchewan. Just on that, the other
[40:31] component here is if the weather is lousy, people are not going to go up to
[40:35] Eden Wald too. Like it this is a better location if there's weather concerns. So
[40:42] » pray weather. >> Yeah,
[40:47] Shauna. And just to confirm, there's going to be a voters list this year to
[40:50] so that people will be exactly know where they're voting.
[40:54] » Yes. And also in the report um you would have seen that we have updated
[40:59] everybody's uh tax roll card. So on your on the tax notice if if rateayers are
[41:05] asking it will tell you which division you now vote in um as per the amended
[41:12] divisions. So if anybody's wondering tell them to look at their tax notice.
[41:16] it's right uh listed on the tax notice and they can even bring their tax notice
[41:21] to voting day if they are questioning. >> Oh, with that I don't really know if uh
[41:27] most people see that it's so small. I I feel like we need to uh spend a little
[41:33] extra money on maybe just doing some separate notification or just ramp up
[41:39] our education on everything that's going on.
[41:43] Well, we would definitely will be sending out communication across the
[41:48] municipality um trying to clearly explain um the changes, how they're
[41:54] impacted. Um again, the easiest way for them is they can either go right on the
[42:00] on the website. I believe there's an interactive map now where uh Paige,
[42:04] correct me if I'm wrong, is the interactive map. Has that been updated
[42:08] yet? Where you can type in your address and it'll tell you hasn't. It's in
[42:13] » it's in motion. >> Okay.
[42:14] » Yeah. >> So, that's right on the website. Now,
[42:17] not everybody has access like not everybody is going to be going through a
[42:22] computer, but those that don't um most most people that have been getting tax
[42:29] notices know exactly where to look for which division that they
[42:33] » Yeah, I know. >> are in.
[42:35] » We'll have lots of options. And again, we're using a voter's list. So, if
[42:40] there's any questions, tell your rateayers to reach out to us so we can
[42:43] they can call the front office. We can pull up the card and we can tell them
[42:46] what it is. >> So, you're going to send letters out
[42:51] right away. Like, >> we're not sending letters out. We're
[42:53] going to just be doing public notification. We're not sending more
[42:57] letters to every person. We're going to be just sending out that information.
[43:01] Here's the map. Go to our website. We are going to have an interactive map.
[43:05] Um, we'll do our social media posts explaining the changes, where to find
[43:11] which division, and if all else fails, they can call the office.
[43:16] » Have you thought about maybe putting out some of the electronic signs out and
[43:20] about just so people know that there is a boundary alteration change? Cuz like
[43:24] it I don't know. I just feel like sometime people are probably going to
[43:27] miss it and it's going to come back with they didn't know. I don't know. Just
[43:34] some things to think about like but we only have one electronic sign. I'm not
[43:39] I'm not that wasn't necessarily in our engagement plan to put an because it
[43:44] only like such a large municipality. I'm not sure.
[43:50] » Yeah. I I think if we use Voyant and uh our Facebook page and stuff, I think uh
[43:56] with it and uh notifying people they can call in and uh and see which uh division
[44:02] they're in or advising them as well that it's on the tax notice because the tax
[44:07] notices just went out a couple weeks ago. So, everybody should still have
[44:12] those. I I think you can only do so much in notifying the public on it that uh uh
[44:20] there's some onus on the public to investigate that somewhat
[44:27] » that interactive map. Uh so they type in their civic address.
[44:32] » It's not ready yet. I will give you the details once I have
[44:36] them, but we'll have a map with all like the ele the election boundaries so you
[44:41] can look to your property and see where you land
[44:45] » because I'd suggest if you can can do it. We've got the civic addresses now.
[44:49] They're 90ome% completed. Why don't you have that linked into it then?
[44:55] » Yeah, because those two different softwares don't talk to each other.
[45:00] » Well, we start talking to white city now. So, come on. Let's let's get them
[45:05] talking to each other. >> Yeah. It's it's more um like like
[45:10] technology. Yeah. Yeah. So, our tax system does not
[45:14] use civic addressing. It's legal land description. So, that's what Paige is
[45:20] saying. Um we don't have the civic address system attached to a tax card.
[45:25] It is just the legal land description. >> Is that not something we can do though?
[45:31] I don't know if Mina code I'm not sure. >> Sorry.
[45:36] » You know, again, because because now we we had the land locations for years now
[45:41] and and and the the civic address is is pinpointing each each property. So, it
[45:47] would make sense to have that, you know, combined some way. And I I'm I'm not
[45:53] expecting it to happen right now, but but it's it's something we should look
[45:57] at in the future, I think. >> Sorry. We have added the civic addresses
[46:02] to the tax card, but it's just as the civic address similar to like um someone
[46:08] in Emerald Park with their civic address, but we go by the legal land
[46:12] description. Um so it does show up, but it's more for emergencies, not for
[46:18] uh voting. I guess it's also not I don't think we could generate I don't think we
[46:24] can pull that information. It's a note on the tax card that's attached to that
[46:29] legal land description. >> Yeah. It's not like geographically
[46:32] referenced. >> That makes sense.
[46:36] » Yeah. Not saying that it can't be done ever.
[46:40] It just we don't have the ability with our software system right now to do
[46:43] that. But we always provide feedback to Munisoft. I said Municode. I meant
[46:48] Munisoft.
[46:53] » Any additional questions, comments?
[46:58] Okay. All [clears throat] in favor? Motion is carried.
[47:03] » Just a comment there. Um going back to the minister's orders and or minister's
[47:08] order and under 49.1. I brought it up here. Karen, I can share that with you.
[47:14] But it it is kind of nebulous in there. But at the end of the day, the minister
[47:18] makes the order and we follow it. And that's that's the key point there. So
[47:22] » any okay 11.2 request to wave interest rule
[47:28] number 2821 lot 11 block one plan 101958699.
[47:38] » Okay. Okay. So, RM administration received a written request from the
[47:41] landowners of rule 28-21 uh to wave all or a portion of their of
[47:46] the interest charges applied to their tax account and the request sites
[47:50] significant financial hardship as the basis for their request. In the request,
[47:54] the landowners indicated that they were unable to pay the 2026 property taxes,
[47:59] but for clarity, um administration understands this to be the 2025 property
[48:03] taxes, which are currently in a rears and subject to tax enforcement. As of
[48:08] September 1st, the acred interest on the outstanding taxes comes to $1,825.71.
[48:15] $92290 of that's related to the municipal taxes and 90281 is related to
[48:20] the school taxes. Um, administration is sympathetic to the
[48:25] financial hardship described by the land owners. However, we recommend that the
[48:28] request be denied. Granting relief from acrudeed interests in this circumstance
[48:33] could establish a precedent for future requests from other property owners
[48:36] experiencing financial hardship or facing tax arers. Um some other options
[48:41] council could choose to prove the request and wave all the interest acred
[48:44] to September 1st. Um while we the RM would forgo interest revenue. The RM
[48:50] would be remain responsible for remitting the interest to the school of
[48:54] the school portion to the ministry in the amount of 90281.
[48:58] Um council may choose to approve the request and wave the municipal portion
[49:01] of the acred interest in the amount of 92290.
[49:04] Again, it would set a precedent for future requests. Um in decision history,
[49:09] there was no decisions related to this request. However, there have been
[49:12] previous requests to council to wave interest. However, there are no council
[49:16] decisions approving a request for this reason.
[49:21] » For a motion, we can discuss the matter. Karen.
[49:26] » Um, I know normally it's it goes by division making the recommendation. I'm
[49:32] not comfortable making this recommen recommendation
[49:37] recommending that it be denied before we discuss it. So in that wording, I'd like
[49:41] it changed.
[49:45] » So you can make a motion that you can make a motion that it be approved.
[49:50] » Like you can make the mo This is just what our recommendation is. Yes,
[49:54] » but I' I'd like it discussed before I make a recommendation to council that
[49:59] this be denied. >> So, you'd prefer to discuss the matter
[50:03] first before a motion is made? >> Either or. We can discuss it before the
[50:07] motion's made or I can make it and then we can discuss, but I don't want to make
[50:12] the recommendation that it be denied before we discuss. So, I can just amend
[50:17] the wording on this recommendation. >> You can make whatever motion you you
[50:21] wish. Okay. that the request to wave the interest charges in the amount of
[50:26] $1,825.71
[50:29] as of September 1st, 2026 due to significant financial hardship cited by
[50:35] the landowner related to role number 2821 being lot 11 block one plan 101
[50:44] 958699
[50:48] be discussed and
[50:53] considered. >> Okay. Brief. You can you can allow
[50:56] discussion on this report before a motion is made.
[50:59] » Okay. >> Yeah.
[51:01] » But you understand? I I don't want because we haven't discussed it.
[51:05] » Yeah. No, I understand that. So, what we'll uh we'll do um if you withdraw
[51:10] that motion uh that uh we can just discuss the matter and uh and then
[51:15] decide if council wants to make a motion one way or the other on it.
[51:19] » Okay. I will withdraw that motion. >> Thank you. Okay, we'll break with
[51:24] tradition here and uh discuss this uh matter before we look for a motion. Um
[51:29] so Karen, go ahead. Did you have anything particular you wanted to say on
[51:33] it >> or you just want a general discussion?
[51:37] Okay. Anybody uh have thoughts on it? Just for clarity, Karen, this is the
[51:44] land owner that came to us earlier. Uh two
[51:49] different different one. Okay.
[51:55] From what I kind of read read from it, I I believe it's uh uh the financial
[52:01] hardship is sickness or something like that and related to it. And I my heart
[52:06] goes out to them. Uh but in the same token
[52:10] uh I I think you know because we we do uh take the credit cards, we do try to
[52:17] try to set it up for for people. I'm sorry, but this is this is your
[52:23] property. You've got to you've got to take ownership on it and stuff. It's
[52:26] it's a tough one. And I especially if if there's medical issues involved in it
[52:32] and stuff which there could be I I my heart goes out to them but at the same
[52:37] token I don't want to set a preference a pre preference to uh uh uh what happens
[52:44] you know come down down and all of a sudden you're going to have hardship
[52:47] cases coming coming more and more and yeah it's it's not right but it's
[52:53] unfortunately it it is part of our our way that we set up things. So
[53:02] » Karen, um I read the report, but did they make any attempt to come in to do
[53:07] like uh increment payments or anything like that?
[53:10] » No, we hadn't heard from them until this request and there has been no payments
[53:14] made towards the taxes. And I think that's that's where my
[53:19] concerns lie is is there's been no communication up until now until that
[53:26] that tax enforcement was done. Right. There has been no no communication.
[53:33] » Even after we sent out the 60-day notice, we didn't hear anything. This is
[53:36] the first. Yeah.
[53:41] » Other comments, questions.
[53:45] Um, I I too as well feel very bad for these people for what's happening,
[53:54] but I if if this goes through, I mean, we're going to have
[53:59] a lot of these there's a lot of stuff that's going through like this. And uh I
[54:05] think maybe on their part, maybe they need to do a GoFundMe,
[54:09] you know, to help. I No, really. I've seen it. you know, they have a sickness
[54:14] in the family and they do a GoFundMe and it's actually worked. So, I mean, that's
[54:18] on them though. But, uh, there would be you'd be getting a lot of these coming
[54:23] in cuz I mean there's a lot of, you know, hardship going on in in this world
[54:28] right now and it's very sad. >> Yeah, I have to say I agree with Tam and
[54:35] Aaron on that. Any
[54:42] other comments, discussion?
[54:48] » My only comment is the precedent setting which you raised and is you as well
[54:52] Karen that this just starts as slippery slope as down the road and we're asking
[54:58] then our other rateayers to cover the gap on this and that's not fair to our
[55:02] rateayers.
[55:09] Okay.
[55:12] Any other discussion, questions, comments?
[55:19] Okay. Um, I think that's it. Uh, far as questions and discussion. Um, is there a
[55:25] motion on the uh, anybody putting a motion forward? How about I make it?
[55:31] uh that the request to wave interest charges in the amount of $1,825.71
[55:38] as of September 1st, 2026 due to in significant financial hardship cited by
[55:45] the land owner related to role number 2821
[55:49] being lot one plan
[55:54] 958699 be denied.
[56:00] Okay. Any questions on the motion? Discussion.
[56:04] Please indicate your vote clearly. All in favor?
[56:10] Motion is carried unanimously.
[56:14] » Just a question for you, Karen. That other item that we dealt with a couple
[56:18] weeks back, um, have they come forth? >> I haven't checked to see if any payments
[56:25] have been made. Okay. Okay. [clears throat] 11.3 SARM 2026
[56:32] midterm convention attendance and council voting delegates. So on that uh
[56:39] we're looking uh for names for again we'll just get this before we make the
[56:45] motion because we need the names of the people that are going to attend and the
[56:49] voting delegates. So who uh is interested in attending the um the
[56:56] convention? and it's in Saskatoon. Uh this year, um
[57:02] I would suggest >> I'll be attending.
[57:04] » I would suggest that uh uh the because of the 2, four, and six being an
[57:10] election, uh that none of those uh 2, four, and six shouldn't be shouldn't be,
[57:16] uh names shouldn't be put in there just in case they're not on council come.
[57:22] » We can uh we can um amend the registration. It allows for that after
[57:26] the election. So we can still register you. So then we can change the names if
[57:31] we have to. >> Are we talking about that little machine
[57:35] you just push the button? Well, >> I could name on that.
[57:39] » Well, we're first talking about who wants to attend.
[57:41] » Okay. Sorry. >> Yeah. No, we'll get to the who wants to
[57:44] be the voting delegates. So, uh, so, uh, Karen, Darren, um, Tim,
[57:52] Stephen, >> yeah, myself will attend, Karen,
[57:58] Nicole, Stan. So, everybody uh, and, uh, and Shauna,
[58:05] you'll be picking from administration who who attends.
[58:08] » Yep. >> Yep.
[58:10] » Okay. And so, everybody's attending. So we need uh who wants to be uh we need
[58:15] two voting delegates? >> Darren.
[58:20] » Sure. >> Stephen. Okay. So looking for a motion
[58:23] uh for the recommendation.
[58:28] Karen >> that council authorize the attendance of
[58:32] of council and senior administration at the 2026 SARM midterm convention being
[58:38] held November 18th and 19th, 2026 at the TCU place in Saskatoon and further that
[58:45] council appoints uh Steven Warner and Darren Bes Broco as the RM's two voting
[58:51] delegates for the convention. >> Thank you. Any questions on the motion?
[58:56] That clear, Karen? Everybody's attending. Thank you. Any questions,
[59:02] comments on the motion? All in favor?
[59:06] » Motion is carried. >> Sorry. Can I ask one other question?
[59:09] It's not part of the motion, but we need to know if you guys are going to be
[59:12] saying purchasing lunch from them because it's separate from the
[59:15] registration and we have to uh indicate that when we register you.
[59:19] » Yes, the food there's pretty good. I strongly recommend that everybody get
[59:24] lunch because >> it gets confusing if we don't.
[59:28] takes too long to go somewhere else, too.
[59:30] » Yeah. Yeah, it's not bad there anyway. Okay. Yeah, we'll have everybody attend
[59:35] the uh the lunches.
[59:40] » Okay, the next uh one may take some time. So, Tim, we're
[59:45] » make a motion that we have a 15minute break.
[59:47] » All in favor? Motion is carried. Okay, the time is 10:15. We'll call the
[59:53] meeting uh back to order. Karen, do you have the recording or the on? Thank you.
[59:59] Okay, we're down to um 11.4 council renumeration and expense policy
[1:00:07] on there. Again, um I think what we're going to do is we're
[1:00:12] going to discuss this before we have a motion um on here. the motion is is up
[1:00:17] there the recommendation but uh I I feel there's going to be lots of discussion
[1:00:21] on this topic so uh we'll discuss it before we look for a motion.
[1:00:27] » Sure. So I'll just do a bit of an introduction just um we're bringing this
[1:00:32] policy back for council's consideration. Um back in 2025, council directed
[1:00:38] administration to develop a policy for council remuneration and expense
[1:00:42] reimbursement to ensure transparency, accountability, and consistency. So
[1:00:47] there was a draft policy presented to council on March 24th. Council provided
[1:00:52] valuable feedback at that meeting and then ultimately sent the policy back to
[1:00:56] the HR committee for further review and recommended changes. So in May the HR uh
[1:01:02] committee met and provided um some direction on further changes. Those
[1:01:07] changes are explained in the report. Um and we've we're bringing this back for
[1:01:14] council's approval. Um and and for sure further discussion. It is important to
[1:01:20] note that the the updated policy has removed the base pay and um has gone
[1:01:27] back to the hourly rate. Uh the hourly rate in the policy is the 2025 council
[1:01:33] approved rate plus a 2% cost of living increase.
[1:01:39] » That's it. That's it. Thank you. Well, we'll open it up for uh for discussion.
[1:01:44] It's quite a a detailed policy and I think it's uh definitely time that we uh
[1:01:50] bring something like this in to clarify uh the the uh indemnity and uh as I said
[1:01:57] uh so that it's very clear and and concise and and uh uh that uh easy to to
[1:02:05] maintain. So we'll open it up to discussions. Nicole,
[1:02:10] » sure. So, um, with the council renumeration and expense
[1:02:17] reimbursement policy, the the one that's attached to our package, the P--D3,
[1:02:24] and there's in red, the council the rates and allowances to be to be
[1:02:30] confirmed by council is the read 58.28 an hour and a counselor's 51
[1:02:36] an hour. That's what that's that is what we're voting on today. No,
[1:02:43] you are voting on the whole policy. >> Yeah, the whole policy.
[1:02:46] » But yes, those are the rates that that so those proposed rates in here. Uh so
[1:02:52] council remuneration is set annually by a resolution of council. So the last
[1:02:58] motion setting council remuneration was in 2025. So, these rates reflect the
[1:03:04] 2025 approved rates plus the 2% cost of living increase. So, again, if council
[1:03:11] wants to make further changes to that, they can.
[1:03:16] » I just wanted to make sure that the in red writing was Yeah, that was the only
[1:03:21] thing. I think it's a good policy. You know, if we're going to have a policy, I
[1:03:25] think this is a
[1:03:31] it's good. I think to not give um to not give a cost of living
[1:03:40] in a small increase to counselors sets a bad example to our rateayers that were
[1:03:48] disregarded. And if we want good people to run, we have to compensate them for
[1:03:52] their time, their effort, and their commitment to being a counselor. And
[1:03:57] yeah, I think it would it would look terrible to uh our rateayers if we uh if
[1:04:02] we didn't do that. And then at some point there will have to be an
[1:04:06] adjustment. And we don't want to I'd rather make incremental adjustments than
[1:04:10] something large. That's my take on it.
[1:04:18] » Other comments, discussion? I I think that there's a big description
[1:04:24] and see, you know, between what the Reeve gets and what the
[1:04:28] counselors get. I think that's a big gap. Like there's quite a bit there. I
[1:04:34] think that that should be quite a bit closer together than than it is right
[1:04:38] now.
[1:04:43] My uh uh interpretation again the the Reeve Reeve is uh uh is I think think
[1:04:53] his his uh uh should be should be more more money than what the counselors are.
[1:04:59] Definitely. It used to be only five bucks something like that. And cost of
[1:05:02] living is is uh you know is is putting it up. I question uh the 59 cents uh uh
[1:05:10] per kilometer. Uh I last time when we were talking about this uh uh quite
[1:05:18] frankly uh uh when if you've got a diesel truck at 2 225
[1:05:24] is uh what per liter is what what they're charging for diesel. Now uh uh
[1:05:29] again uh I don't think uh that uh that you know the uh uh people that are are
[1:05:36] you know are driving quite a bit considerably more uh we should have at
[1:05:42] least a cost of living uh increase on that that too as well uh to a certain
[1:05:48] extent. Uh I know at the U Regina district uh we were quite low compared
[1:05:55] to any of the other communities. I think that the highest that I'd seen was 75
[1:05:59] cents uh per kilometer. And uh again for the the uh rural
[1:06:07] uh counselors uh that drive a lot more uh again your your out-ofpocket expenses
[1:06:14] are are going to be adding up and stuff. So I that was the only thing I I was
[1:06:19] concerned of. Again the you know the the cost of living u increase wasn't very
[1:06:27] substantial uh and and we haven't haven't put it up
[1:06:31] for a while but uh again I I could be good with that too. It's it's just just
[1:06:37] that the uh the only thing I'm looking at is the mileage.
[1:06:42] And I just wanted to provide some context to that. And yes, I do remember
[1:06:46] you have bringing that concern forward to the first time the policy was
[1:06:49] reviewed. Um the I'm not sure how council has done it in the past. I
[1:06:57] believe we've always used the government of Saskatchewan mileage rates as the
[1:07:02] guide. Um so 2026, I went back checked the 2026 government of Saskatchewan
[1:07:08] rates are 55 cents. So we are a little bit higher than the government set
[1:07:12] rates. Um again if council wants to change how we how we um consider mileage
[1:07:20] reimbursement that is uh fine. We did talk about it at the HR committee and
[1:07:25] the HR committee did uh recommend keeping it at 59 cents a kilometer but
[1:07:30] again uh this is a council of the whole um policy. Those rates are approved
[1:07:37] every year also. So we set the mileage rate at the beginning of the year also
[1:07:41] every year. So it would be essentially updated if the rate was changed in
[1:07:48] January of 2027. This would be updated.
[1:07:54] Um I do I agree with Darren. The gap between the
[1:08:00] council and the reeve is a little high. Um I sort of feel like it should only be
[1:08:06] $5 difference too.
[1:08:11] That's a big gap.
[1:08:15] » Well, since that affects me directly, I won't comment on it uh one way or the
[1:08:20] other. >> Well, I would argue that it's Yeah, it's
[1:08:23] not personal. It's like it's just it is a pretty big gap. like we're I think
[1:08:27] every all counselors are have uh a lot of responsibility and a lot of
[1:08:32] commitment and um yeah I think everyone's just as
[1:08:37] committed and has just big responsibility. It's it's a big gap. So
[1:08:42] I'm not sure um again this is something that was set many many years ago and
[1:08:48] that gap is probably like just continued. Um typically the reef
[1:08:53] position has a lot of responsibility. Um they are very involved. They're um
[1:09:02] they're representing the municipality as a leader. So that is the consideration
[1:09:06] as to why the re position is typically uh compensated at a higher rate. Again
[1:09:12] doing our best practice re research and review. This is uh consistent with what
[1:09:17] is being done in other municipalities. Um but again like I said this is uh your
[1:09:23] policy and uh council can do what they want but just note that uh the
[1:09:29] reposition is uh there's a lot to the reposition
[1:09:35] and I would concur with your comments there Shauna that's you know reve you
[1:09:39] are our leader in effect you are the face of the RM in a very public way and
[1:09:44] you do hold a lot of accountability and responsibility notwithstanding that
[1:09:48] we're all passionate counselors without a doubt.
[1:09:50] Um, so I would be supportive of that gap that exists as it's listed here. Um, I
[1:09:55] do want to kind of circle back. Um, since we've sort of got more efficient,
[1:10:01] I guess what I'm asking is what if any budgetary estimates have you
[1:10:06] contemplated as a result of this these changes? Um, because just doing my quick
[1:10:10] and dirty math here, if I look at it, we've got 30 meetings a year. That
[1:10:15] includes um roughly our special plus our regular meetings. We are far more
[1:10:20] efficient than we've ever been um as far as the time like we used to book off a
[1:10:25] day for this of late. Um you know we're usually done by we're done within 3 to
[1:10:31] four hours. So by my math uh it's just our regular council meetings uh equally
[1:10:38] divided amongst eight eight of us um we're looking at about well total my
[1:10:43] math is about 75,000 so you're looking at about 900 9,250
[1:10:49] uh per counselor remuneration which I think is reasonable for what we do this
[1:10:55] isn't a job I did a comparison between the t um taxable assets of reginina
[1:11:00] which is 30 billion We're at 2.5 billion. The counselors in Reginaina
[1:11:06] make 67,000 a year. We should be comparable in terms of a ratio basis.
[1:11:11] We're doing this as a public service, not as a job. So, I think there's I
[1:11:16] think these rates are reasonable. Um and um I also am conscious of people um
[1:11:24] acknowledging that that this is a public service that we're doing.
[1:11:33] I have to disagree that it's it is it is a job. You can't not say this isn't a
[1:11:38] job. >> Well, that's
[1:11:40] » this could be a full-time job if you really wanted it to be.
[1:11:43] » But then I think that >> I have enough rateayers that are phoning
[1:11:46] me all the time out of each division and and I I I think it takes up a lot of
[1:11:52] time. So if you think it's not a job, I guess that's you're not busy enough
[1:11:57] then. >> That's your perspective, Darren. I have
[1:11:59] a different one. Have we done the math, Karen, in terms of the budget?
[1:12:05] Thanks. Sorry. >> Oops. I haven't done any like in-depth
[1:12:09] analysis, but trending to date, um we're well below budget that we had for 2026.
[1:12:14] So, even with these incremental increases, I don't anticipate anticipate
[1:12:18] it uh making us overbudget. >> Yeah, I we have gotten super efficient.
[1:12:23] Like I remember we'd stay here I'd be here till like four or five. We we've
[1:12:28] totally changed that. Um I
[1:12:34] yeah I I think it's fine the way it is. Um we definitely
[1:12:39] want to do the cost of living otherwise you disregard counselors and yes we are
[1:12:43] here as public servants but we also want good people to run and they need to also
[1:12:49] feel valued and respected and you know there's a time commitment. There is also
[1:12:55] a responsibility to do good jobs. So I think this is good. Again, I think that
[1:13:01] the reef should only be a $5 difference from a counselor, but that's that.
[1:13:11] Are you saying that at this time mileage will remain at 59 and on January 1st we
[1:13:18] should be considering to change it? >> Yeah. So we always bring a report
[1:13:22] setting the mileage rate for the upcoming year and we base that on what
[1:13:26] the government of Saskatchewan does. So if but however um if you want to change
[1:13:31] that like we can change it again this is your
[1:13:35] policy. I just don't have any I have nothing to support a change right now. I
[1:13:41] do I do understand that you know fuel prices are volatile specifically diesel
[1:13:47] is you know it is very high price compared to um uh gas. So but I don't
[1:13:54] think we should be addressing it by pe people's vehicle type.
[1:13:58] » Yeah, it's difficult. That's why you just said a uniform mileage rate.
[1:14:04] » Yeah. Follow the S Saskatchewan government mileage rate.
[1:14:07] » Yeah, I get it.
[1:14:12] I agree, Tim. But I think like at this stage of of the game, we're nine months
[1:14:17] into the year. I think leaving it till till January 1st would be the the way to
[1:14:23] go. >> Yeah, I I I have to agree with you. Uh
[1:14:28] uh again, I just brought it up before because of the Rejana district, we get
[1:14:33] all the reports from all the different places. And myself, I don't have a
[1:14:38] diesel truck, so I, you know, it it doesn't affect me personally, but but at
[1:14:45] the same token, uh, I just use that as a as a a reference point that that most of
[1:14:52] the diesel is is 45 to 60 cents a liter higher than what the gas is. So, uh, so
[1:15:00] again, I I don't think you should have have it set, you know, uh, depending on
[1:15:06] what kind of vehicle you're driving because that's that's your choice. But,
[1:15:10] uh, but again, I uh and and again, I I support the uh the Reeve getting a few
[1:15:17] extra dollars and I don't think it's uh uh again, I I think too that I I don't
[1:15:24] call this a job. I I I do it do it uh for for that I can help my rateayers as
[1:15:31] much as I can. And uh uh basically a lot of times I get I get calls and you know
[1:15:39] different different times of the day and at night and uh you know I don't don't
[1:15:44] charge for them and stuff especially if it's if it's a five minute call and and
[1:15:48] a lot of times we're we're talking about the weather and stuff too. So, I'm not
[1:15:52] going to start putting that down onto my my uh uh you know, pdeium and stuff, but
[1:15:57] uh uh again, I I spend spend quite a few times uh quite a few hours uh uh doing
[1:16:05] this. And it doesn't matter where you go, you're always the counselor. Oh,
[1:16:10] there's the counselor. Hey, I wanted to find out about this. And it could be a
[1:16:14] could be a uh social event that you're attending that has nothing to do with
[1:16:18] the RM, but you're the guy. And hey, I want to tell you about those roads and
[1:16:23] I, hey, I want to tell you about this and that, you know, and so you're always
[1:16:26] on duty, you know, but again, do you charge for? No. No. I, you know, I I
[1:16:32] don't do that. Some people say, "Oh, you should be charging." Well, no, I I can't
[1:16:37] you because you know in in in all all uh occasions it's if if somebody calls me
[1:16:43] out specifically for an area that I have to go and visit them, yes, I'm going to
[1:16:47] charge mileage. I'm going to charge time and stuff, but but just in passing, no,
[1:16:53] it's not going to happen. Just on the mileage rates in a past
[1:16:58] life, we did the analysis in terms of of the mileage rates and it was across
[1:17:02] Canada, the organization I was with, and while we think that the gas price of gas
[1:17:07] is the key variable there in there, it's actually not. So, I can find that
[1:17:10] analysis that we did, but um we also started using the CRA mileage rates,
[1:17:16] which I just brought it up. The 2026 year mileage rate is 73 cents per
[1:17:20] kilometer for the first 5,000 business kilometers and 67 cents per kilometer
[1:17:25] thereafter. So that might be something that we look to instead of um
[1:17:30] Saskatchewan rates just because of the the range of travel that we have to
[1:17:35] encompass. So just food for thought, but I can dig up that analysis.
[1:17:40] That was a cross-country one that would just take into that probably because it
[1:17:44] takes into consideration um different provinces. I don't think
[1:17:49] that's necessarily relevant to Saskatchewan, you know, a Saskatchewan
[1:17:53] based rural municipality. So, and I agree with you, Tim. I I probably charge
[1:17:57] for half of the things I do. So,
[1:18:01] » well, and I I I was I was going to uh uh make mention too of uh uh a lot of our
[1:18:08] contracts that we do with different different uh uh people. There is a fuel
[1:18:14] fuel charge uh that they can they can up if if the fuel starts going higher, they
[1:18:20] can they can put a search charge on it and stuff. I would recommend maybe some
[1:18:25] type of policy in here that if if it hurts sits hits a certain plateau that
[1:18:31] maybe then it should be raised up. You know, I I don't know how tough it would
[1:18:35] be to uh to regulate that, but uh it might be an idea just just so that
[1:18:41] you're not taking a lot of money out of your your counselor's pockets just
[1:18:48] because they have to have to travel. And especially with especially with the uh
[1:18:53] uh divisions now, the new divisions that we have uh are basically double in in
[1:18:59] the rural end, double the amount of uh of travel you're going to have almost
[1:19:03] because it's the uh uh division five and six have been combined and division one
[1:19:08] or two have been combined. So yeah, it's it's going to be a lot more traveling.
[1:19:15] Well, the other thing um talking about mileage concern uh gas or the fuel is is
[1:19:20] one thing, but your maintenance, insurance, everything else that goes
[1:19:24] into a into running a vehicle u needs to be considered um on it as well because
[1:19:30] it all all runs into it. U you know so the whole the whole thing needs to be
[1:19:37] considered uh when you're if you're looking at a reasonable rate to
[1:19:40] compensate at uh um on it. So, uh, but as Sean had said, we'll be looking at
[1:19:48] that again in, uh, end of the year or first of the year on it. So, I think
[1:19:53] something for everybody to think about and, uh, decide whether or not, uh,
[1:19:58] it's, uh, it's appropriate. So
[1:20:04] » just with the mileage rates um you in Saskatchewan
[1:20:09] in my past work it was based on cost of a bus pass is how they set the rate per
[1:20:17] kilometer not for fuel was always and that was that was through Saskatchewan.
[1:20:25] That's an interesting way to set the mileage rates
[1:20:31] since we don't have a bus thing anymore. >> Well, yeah. No, but I'm just saying
[1:20:36] that's how I think that's how Saskatchewan used to set it up because
[1:20:39] of the was the cost just of a bus pass. >> Yeah.
[1:20:42] » It wasn't based on >> on the cost of your vehicles.
[1:20:46] » I don't >> Yeah.
[1:20:49] » Based on Yeah. And I don't think we should be taking in consideration um
[1:20:54] insurance on our vehicles. Should have insurance on our vehicles.
[1:20:59] » No, I was just saying that you need to consider all if you're looking at proper
[1:21:03] compensation, you need to look at all the costs related to your vehicle, not
[1:21:08] just fuel. But um yeah, but again, like I said, we'll be
[1:21:14] discussing this at the end of uh end of the year. So I I I recommend we keep it
[1:21:20] at the 59 at at this point.
[1:21:26] » Stan, you haven't said much.
[1:21:31] » Okay. Any other discussion on uh >> on it? I think it's a very well done
[1:21:38] policy. Uh kudos to administration for all the research and uh background work
[1:21:44] that he did on uh bringing it forward. um on it and uh it's there'll be some
[1:21:50] some hardship or not the right word probably but learning getting used to it
[1:21:55] and stuff. So Sarah, you're going to you're going to be on the ball for for
[1:22:01] it and uh as we said in the policy is uh one thing I think is key and I know I've
[1:22:07] been bad at it sometimes is getting them in on a monthly basis so you're not two
[1:22:11] and three months behind um on it. So, uh it would be reasonable to get within get
[1:22:17] it in within a week of uh of the end of the month.
[1:22:22] And just one uh uh comment too is u the timebound uh rates. I I kind of looked
[1:22:30] at it and yeah, I I I think it's it's good the way it was uh or it is put out
[1:22:36] there. Um uh one thing I was uh curious now we have these preprinted
[1:22:45] uh books that we're using right now. And I would suggest uh if we can get a
[1:22:52] sample page given to us and still utilize those ones till they're used up
[1:22:59] instead of getting all new printed ones uh and and throwing these ones in the
[1:23:06] garbage. Uh the cost of uh of printing those I know is is fairly high. So
[1:23:13] that's what I would suggest is, you know, to have this sample one one in
[1:23:17] there with the new rates and everything and you can you can utilize that and and
[1:23:22] because basically the the the thing is very close to the same except the rates
[1:23:27] are a little bit different and uh uh I I think that would be you know a little
[1:23:31] bit of a cost savings for us. >> I would just suggest also that yes you
[1:23:37] could continue to use your preprinted ones but you can populate this
[1:23:43] through electronically as well. So those of you that use your electronic devices,
[1:23:48] you can do that electronically and then it calculates automatically for you. You
[1:23:52] don't have to. I'm saying it's an option.
[1:23:55] » Yeah, I agree. I think uh some of us prefer the hard copy method.
[1:24:03] » Okay. Looking for a motion uh uh regarding the um
[1:24:10] discussion that we've uh had
[1:24:15] here. I'll do it that council re remunation and expense reimbursement
[1:24:22] policy P- Agg GG-003 be approved and effective date of
[1:24:30] October 1st, 2026. Thank you. Any further discussion on the matter?
[1:24:38] All in favor? Motion is carried.
[1:24:46] Okay, we're down to correspondence uh which again was in the
[1:24:52] uh just the one was in the package. Uh just uh looking for a motion to
[1:24:58] acknowledge the correspondence uh as presented.
[1:25:07] » I can't. [clears throat] Okay. >> That the following correspondence be
[1:25:10] hereby acknowledged and filed. Chrono Fire Department fire call August 29th,
[1:25:16] 2026. >> Thank you. Questions on the motion?
[1:25:20] All in favor? Motion's carried. Okay. Committee reports.
[1:25:30] Any uh committees that uh have anything to report?
[1:25:38] Carmen, anything? No. Stan, Nicole? No. Karen? Me? No.
[1:25:47] Well, if uh if you read the uh shared notes that I had posted on September
[1:25:53] 3rd, we had our uh our EMO meeting and u uh it it was it was actually a good
[1:26:00] meeting. We had uh well SPSSA uh will be launching a new app uh for
[1:26:05] residents to uh uh register in case of an evacuation order which uh they're
[1:26:12] going to they he kind of just touched on it for now and it's still in the
[1:26:16] preliminary stages but uh what they want to do is have it so that uh all the
[1:26:21] communities can can come together and they can register in it uh and and if
[1:26:27] there is ever a an evacuation order. We've got got a whole bunch of people
[1:26:32] registered already which which will help streamline it a little bit more. Um a
[1:26:38] few meetings ago uh it was talked about um that communication was one of our big
[1:26:44] flaws uh in our uh uh last uh uh exercise that we had uh because it was
[1:26:52] held in the in the metal building. Uh the we had a heck of a time trying to uh
[1:26:58] understand what site was saying and stuff. Um some of it was was our
[1:27:05] uh neglect and using our repeater system and uh uh we thought that um that they
[1:27:12] were using it already and it has worked out they weren't. And uh so that was one
[1:27:17] thing we've corrected. But uh it was talked about that they have these
[1:27:21] suitcase uh communication things now. Uh and they actually had a fella come and
[1:27:28] um he's just an amateur um ham radio operator and plus he's got what he
[1:27:34] builds these suitcases and stuff and they're all combined and they're uh what
[1:27:39] would they be about 18 in wide, 20 inches tall. uh and they have all your
[1:27:46] radios and everything and then they have a a u either you can do a portable uh
[1:27:52] antenna that goes outside the building or what we suggested too is uh each
[1:27:57] community uh would would designate where their EOC is going to be held and to
[1:28:04] purchase uh an antenna and put it on there that they can just be plugged in
[1:28:09] uh for for the different different exercises and stuff.
[1:28:14] uh cost was um basically around $7 to $8,000 and uh uh it sounds like all
[1:28:21] communities were were uh kind of on board on it, but they wanted to bring it
[1:28:25] back take it back to uh all of their respective uh uh communities and uh let
[1:28:30] them know that it would be something to to maybe look at for the 20 2027 uh uh
[1:28:37] budget. Uh another thing that was uh was
[1:28:42] suggested that uh we have a short exercise each meeting uh which I think
[1:28:48] is a great idea. Uh it doesn't have to be a a full in-depth
[1:28:55] um exercise but just something that you kind of know which area you would want
[1:29:03] to be in. Um uh they it was went through with the uh the last exercise we had and
[1:29:10] and uh and it just makes sense with some of the people uh uh like uh uh we had uh
[1:29:17] you know somebody that's that's looking after finance and everything well they
[1:29:21] are a financial person that would be their best best area and and uh security
[1:29:28] uh at the last one we had uh we had L and uh again I think that was a a good
[1:29:34] good spot for him. There's everyone has probably where their strong points would
[1:29:40] be and that's what one thing that we had talked about is to bring to that meeting
[1:29:46] uh where you think you would fit in the best and then we'll have a couple of
[1:29:52] meetings where uh you will take on that role and then we would like you to go
[1:29:58] outside your comfort area and try some other other roles just so you get used
[1:30:03] to it. so that if we have a whole bunch of people that are that that want to
[1:30:07] have one specific role, we can we can kind of kind of make it so
[1:30:12] that they are used to doing a lot of different ones. So uh so like I say
[1:30:17] November 5th which will be held at the chrono uh uh kerning rink uh will uh
[1:30:23] will be the start of our our short short exercise and stuff and uh and yeah we
[1:30:29] want to try to get proficient in setting up an EOC and uh uh again I've said it
[1:30:34] many times it's not uh if we need it it's when we need it and uh that's
[1:30:38] that's my that's my speech. >> Thanks Jim J. Anything? Okay, come back
[1:30:47] to you Carmen for round table. Stan,
[1:30:52] everything's good in your division. Yep. Nicole,
[1:30:57] » I've been working closely with the office for the last couple weeks and I
[1:31:01] think we've got everything handled. So, I'm good.
[1:31:04] » Okay. Karen
[1:31:08] » Clark. Um, Clark, I sent you an email earlier this morning about Stone Points
[1:31:14] Road. Um, if my memory serves me correctly, the
[1:31:20] last two or three meetings, did we not do a bunch of major paving on
[1:31:26] that road? I thought there was major repairs done
[1:31:32] » this year. I would have to check again to see what
[1:31:38] they had completed. Um it may have been more close to the intersections of the
[1:31:42] entrances. >> Oh, okay.
[1:31:44] » Yeah. >> Okay. But um the rate pairs just made me
[1:31:49] aware of that and sent it. >> Yeah.
[1:31:50] » And if that's the way the road looks, we really
[1:31:54] like what do you what do you think can be done? Well, yeah. It looks like we've
[1:31:59] been trying to crack seal that along that whole stretch for the last little
[1:32:02] while and now it's kind of the water's gotten in there and it's creating
[1:32:06] potholes and >> Yeah. Do you think they'll be able to
[1:32:09] fix that this year? >> Yeah, we'll go take a look. I It's
[1:32:13] definitely patchable for this year. >> Okay.
[1:32:16] » Yeah. >> Yeah. Like as long as the holes I think
[1:32:18] are filled is the biggest thing. >> Yeah. We need to seal those up for sure.
[1:32:21] » Okay. Thank you. >> Yep.
[1:32:24] Okay. I just want to thank Karen for filling in for me in my extended
[1:32:28] absence. She did a great job. So, yeah. Um,
[1:32:33] » you almost didn't get approval to go. >> I know.
[1:32:38] Stephen, >> uh, no, I got nothing. Just I see
[1:32:42] Derek's got the yield sign and the winter signs up on a lot of the dirt
[1:32:46] roads. Are they up all over the place? I know they're up at mine on, but he I he
[1:32:51] was going to put them up all over the place, I take it.
[1:32:53] » Yeah. I'm not sure how far he's gone uh on putting those out. He's helping the
[1:32:57] the park crew right now with some potholes. So, I'll I'll check in with
[1:33:02] him and see what the status of those is.
[1:33:06] Tim. >> Uh, yeah. I got a call yesterday from uh
[1:33:12] former White City uh counselor Rebecca Ouju.
[1:33:18] » Mhm. >> And um she had sent me a a u flyer that
[1:33:24] they are having uh on September 18th, 19th and 20th. Um but uh September 19th
[1:33:34] is is what they were asking if uh we would have someone that would want to
[1:33:39] attend uh this uh it's a prayer brunch and it's through their church and
[1:33:47] everything and uh she's asking comm community members uh community leaders
[1:33:52] if they would someone would be interested in attending.
[1:33:56] uh myself. I said that uh that's the uh same day as the wellness uh day. So, I
[1:34:03] will be uh preoccupied. I wouldn't be able to go. I uh I said I would bring it
[1:34:09] up to the meeting and see I've got the flyer here. So, if anyone's interested
[1:34:13] in uh in attending uh and she had asked if if they could get a hold of her and
[1:34:19] she'll kind of kind of walk you through what all all you need to do and stuff.
[1:34:24] » Okay. Well, talk to you after the meeting there.
[1:34:26] » Yeah, it's it's about a 10-minute I think she said it was about a 10-minute
[1:34:31] thing that you had to talk about. So, I I don't know, you know, but she said she
[1:34:35] can walk through people with it. So, yeah. So, other than that, uh
[1:34:40] yeah, other than that, I I think uh uh we've talked about pretty well
[1:34:46] everything on it. So, good. >> Darren, no. Uh we've kind of discussed
[1:34:52] everything I was going to bring up. So, it's all good. Thanks.
[1:34:56] » Okay.
[1:34:59] Okay. We're looking for a motion to um go in camera.
[1:35:05] » Nicole, >> motion we go in camera.
[1:35:08] » All in favor? Motion is carried.
[1:35:15] Yeah. Okay. We on again. Okay. Anything else uh before we uh adjourn?
[1:35:24] Okay. Motion to adjurnn. >> Motion to adjurnn the meeting.
[1:35:28] » All in favor? Meeting is adjourned.
