[1:24] P-E24- 0003 requests for 6 1 year time extensions to approve tentative parcel map P15-006.

[1:37] resulting in a new expiration date of August 10th, 2030.
[1:43] On property identified by assessor's parcel number 118-010-012.
[1:52] Consisting of 16.85 acres located on the east side of Latrobe Road, approximately 500 feet south of the intersection with White Rock Road.
[2:00] In the El Dorado Hills community region area submitted by Vinyl Perkins.

[2:14] thank you. Good afternoon, zoning administrator. My name is Leela Shelley, Associate Planner for El Dorado County.
[2:21] This request is for 6 one year time extensions to the approved P15, 6.
[2:28] No revisions to this approved tentative parcel map
[2:31] are proposed,
[2:32] and this request was timely filed prior to the current map expiration date.
[2:38] The property consists of 16.85 acres.
[2:43] And as the clerk mentioned, is located at the east side of Latrobe Road, approximately 500 feet south of the intersection with White Rock Road in the El Dorado Hills area, Supervisor District 2.
[2:57] The project parcel has a general plan designation of commercial.
[3:03] surrounding parcels have a general plan designation of commercial high density residential and research and development.
[3:12] The project parcel has a zoning designation of commercial regional, with a design control and plan development overlays.
[3:22] Parcels directly adjacent are zoned residential single unit commercial general and research and development.
[3:31] The approved P15 6 is a commercial tentative parcel map.
[3:38] Creating a total of 12 commercial lots ranging from approximately 0.75 acres to nearly 3.5 acres in size.
[3:48] As part of the Monte de El Dorado Phase 2 development plan.
[3:56] The EIR for the Montano de El Dorado phase one and two was certified on August 10th, 2021.
[4:04] the mitigation, monitoring, and reporting program was also adopted at this time.
[4:10] with the statement of overriding considerations in compliance with CEQA guidelines.
[4:17] There are no changes to the approved tentative parcel map or original conditions of approval proposed as part of this extension request.
[4:27] One public comment was received, which has been added to the record, and staff has reviewed the concerns raised.
[4:36] Environmental impact has been thoroughly reviewed as part of the certified Eir prepared for the parcel map.
[4:43] Considering both current and future projected data.
[4:48] State law prohibits agencies from imposing additional conditions on a project requesting a time extension.
[4:55] Other than those related to the length of time a map is valid.
[5:00] Staff requests the following CEQA exemption findings to be added to the record.
[5:06] One. The time extension activity is not a project as defined by Section 15378 because it is an administrative activity of government.
[5:19] That will not result in direct or indirect.
[5:22] Physical changes in the environment.
[5:25] and 2, the time extension activity is covered by the common sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment.
[5:39] Staff has determined the following recommendations to be appropriate.
[5:44] Staff recommends the zoning administrator take the following actions. One, determine that pursuant.
[5:53] to the CEQA guidelines section 15162 and 15164, that there is no substantial evidence requiring the preparation of subsequent EIR or an addendum to the existing EIR.
[6:08] Which was certified by the Board of Supervisors on August 10, th 2021.
[6:14] and 2 approve PE24, 3, extending the expiration date of the approved tentative parcel map by 6 one year periods.
[6:26] to August 10th, 2030, based on the findings and subject to the original conditions of approval as presented.

[7:00] Good afternoon, my name is Vinyl Perkins. I am the developer of the Montano de El Dorado shopping center in El Dorado Hills. We did have the entitlement for the
[7:12] Master plan approved in August of 2021, but we've had a couple of unfortunate passings in the company, both the patriarch, the main financial backing and owner of the property
[7:28] passed away approximately 3 years ago
[7:31] And then his son, number one son, both Martin Harmon Sr. and Martin Harmon Jr. passed away within 18 months of each other. And since then, there's been a generational shift in the company that has caused
[7:46] us to
[7:49] postpone a lot of the work that needed to get done so we could get this project underway. And so, I am asking for this extension to be approved

[9:52] request to subdivide and undevelop 29.39 acre parcel into four parcels of 5 acres on parcel one 5.2 acres parcel 2, 5.03 acres parcel 3, and 13.61 acres, parcel 4.
[10:09] On property identified by assessor's parcel number 070-180-031, consisting of 29.39 acres located on the north side of meter road.
[10:22] Approximately 0.07 miles west of the intersection with Sarrama Drive in the Shingle Springs Community Region area submitted by Syed and Layla Mahadas.

[10:40] Yes, good afternoon, zoning administrator. My name is Teresa Deichman, assistant planner for El Dorado County, and thank you,
[10:46] Deborah, for
[10:47] reading the project description into the
[10:49] record.
[10:50] The
[10:51] project before you is a tentative parcel map request to create 4 residential parcels ranging in size from 5 to 13.61 acres from an undeveloped 29.3 9 acre parcel.
[11:04] While no structures are included in the current proposal, the parcel division would allow future residential and limited agricultural development on each new parcel. This may include a primary residence, accessory dwelling units, and accessory structures such as garages, sheds and barns.
[11:22] The property is located on the north side of Meter Road, approximately 0.07 miles west of the intersection with Sierra Mall Drive.
[11:30] In the Shingle Springs Community Region Supervisor District 4.
[11:35] The project parcel and all adjoining parcels have a general plan designation of medium density residential.
[11:43] The project parcel and the adjacent parcel to the west are zoned residential estates by bakers.
[11:49] While parcels to the north, east, and south are zoned residential one acre and residential 2 acres.
[11:57] As illustrated by the tentative parcel map, the undeveloped 29.39 acre parcel would be divided into four residential parcels.
[12:05] Along with an irrevocable offer to dedicate the rights away for Meter Road in fee, providing a half width of 30 feet from the road center line along the project frontage.
[12:14] Fire and vehicular access to all proposed parcels would be provided by a new gated private road ending in a cul-de-sac and connecting to Meter Road, an existing county maintained roadway.
[12:25] Approval of an administrative permit is required prior to, number one, installation of the proposed gate, and number two, impacts to oak resources.
[12:34] Each parcel will be served by individual on-site septic systems.
[12:38] annexation into the El Dorado Irrigation District Eid is required for potable and emergency water service, including installation of fire hydrants.
[12:46] Electrical service will connect to existing PG&E infrastructure in the area.
[12:51] And because the site is in the state responsibility area, a fire safe plan is required.
[12:57] This plan must be reviewed and approved by both the local fire department and CAL FIRE.
[13:02] In accordance with CEQA, staff prepared an initial study to evaluate the project's potential environmental impacts.
[13:10] based on that analysis and mitigated negative declaration or Mnd was completed along with a mitigation, monitoring and reporting program or MMRP to ensure all required mitigation measures are carried out.
[13:23] With these measures in place.
[13:25] The tentative parcel map is not expected to result in any significant environmental effects.
[13:32] Staff recommends the zoning administrator take the following actions. Adopt the MND based on the initial study prepared by staff.
[13:40] Subject to the sequel findings.
[13:42] adopt the MMRP in accordance with CEQA guidelines which are incorporated as conditions of approval based on the mitigation measures contained in the Mnd.
[13:52] Please note a notice of restriction that includes all mitigation measures listed in the MMRP shall be recorded on each new parcel.
[13:59] And approve tentative parcel map P. 24 0004, based on the findings and subject to the conditions of approval as presented.

[15:33] adopt a mitigation monitoring report program in accordance with CEQA guidelines section 101 5 0 7 4 D, incorporated as conditions of approval based on the mitigation measures contained in the mitigated negative declaration and initial study.
[15:50] and approved tenidiparsimab P24-0004, based on the findings and subject to the conditions of approval as presented and and amended by the zoning administrator.
