[0:51]
We'd like to join us. We're going to start with an invocation and then followed by the
[0:55]
pledge of allegiance. I'd like to ask and
[0:58]
survive for any group. Do this for us.
[1:01]
Thank you.
[1:03]
All right, God, our father and heaven. We
[1:04]
remember the words of the Psalmist. I will
[1:06]
lift up my eyes onto the heels. And where
[1:09]
my help comes, my help comes in the Lord. We
[1:12]
thank you that you have brought us together. You
[1:15]
have given us a good and successful opening of the
[1:19]
new school year. We as a board, we as the
[1:23]
community, the district, lift up our eyes to you and ask that you will direct us and
[1:29]
guide us and give us a wonderful year. We pray for not just the good of the district in
[1:35]
general, but for the staff, the teachers, but especially these precious children that have
[1:41]
been entrusted to our care. We pray that you will bless the board and help us in our deliberations
[1:47]
that we might do. What is best for all involved and we will thank you for your help
[1:54]
if you're a need in your assistance as we pray in the name of Christ our Lord. Amen.
[2:01]
For the pledge I'd like to invite up cadet sergeant first class, Niri,
[2:05]
Sugura, Billar, please. Okay, ready to come on up.
[2:15]
No, I'm having the Sergeant come up, yes, I'm sorry.
[2:21]
Ladies and gentlemen,
[2:31]
attention, salute, pledge, I pledge allegiance to the flag of
[2:37]
United States of America and to Republic for which stands one nation, under God, indivisible,
[2:47]
will liberty and justice for all. Thank you so much.
[2:58]
Hey welcome everyone I'd like to
[3:00]
call the meeting to order.
[3:03]
The first item will be the approval of the board agenda that sits
[3:07]
in front of you. I need a motion for this. Motion to approve. Thank you. Is there a second? That's
[3:14]
on favor.
[3:17]
Access the approval of open session minutes for June 22nd, June 29th, July 1st, July 14th, and July 27th of the 2026 year. Again, we look
[3:33]
So I moved about a chair.
[3:35]
You was there a second?
[3:36]
I'll second.
[3:37]
All in favor?
[3:38]
All right.
[3:40]
Next we'll be district highlight.
[3:42]
So which will be presented by Dr. Jennifer Hall.
[3:45]
Schools are back and gear.
[3:46]
It's so exciting.
[3:48]
Our students are back.
[3:49]
They're extremely happy.
[3:50]
We've had staff meetings.
[3:52]
We've begun sitting meetings at all three schools.
[3:55]
We've had volleyball, soccer, tennis,
[3:58]
and we even want our first football name.
[4:00]
So this is an excellent fact of the school.
[4:02]
Block Party was a huge hit. Lots of people was very well attended. I need to say thank you to our community.
[4:11]
The town of Elkin, various organizations who gave up their time, school supplies, parents and students alike just had a great time. Open houses.
[4:23]
Everyone came to the open houses.
[4:25]
Parent meetings were well attended.
[4:28]
Athletic meeting was well attended.
[4:30]
It's been a great beginning to our school year.
[4:34]
Thank you.
[4:37]
Up next is public forum.
[4:41]
They don't have anything.
[4:42]
Is there anybody online for it?
[4:45]
No one in the question.
[4:46]
Oh Mr. Wagner, do you want please?
[4:51]
Okay. Two things. What do you introduce yourself again? Number one, normally you don't
[4:57]
send me in dress clubs. Number two, I normally don't ask about money. But I would ask the
[5:05]
school board to seriously consider giving themselves some kind of monetary compensation for
[5:14]
amount of time that they put in to being a board member.
[5:21]
Now, when I began to think about this, the first thing it came to mind and was
[5:29]
highly, we're talking about a one-parent family who is working and is many meetings,
[5:37]
is you folks are having to me, there needs to be some kind of compensation to board members.
[5:48]
The second thing is this, I know that Elkin is great for money, but there's no way that someone can tell me that they can't give some kind of small compensation for the amount of time.
[6:04]
Number one is because you're probably the most serious task that you have at hand is
[6:12]
finding a new superintendent and that is a monumental job because it is a lot of board meetings.
[6:22]
It's a lot of time away from work.
[6:26]
Now, most people are not, don't work for someone like I do yet.
[6:33]
They'll rose and Dean would let me off any time, and normally they would compensate me
[6:42]
just like I was there, but that's not normal with most jobs, and as a result of that,
[6:48]
I asked you to type that in a serious consideration to type that in members.
[6:54]
Thank you.
[7:05]
But is there anybody else on or in an org?
[7:13]
Well, thank you, Mr. Wagner, for getting all dressed up to come here and on our behalf, I appreciate that.
[7:21]
I don't think anybody has ever said something like that to us.
[7:24]
So I appreciate that.
[7:25]
We do put a lot of time.
[7:27]
Uh, if you know that, you sat on the...
[7:30]
The Board for many, many years. So thank you.
[7:36]
Moving along to public information. Again, Dr. Jennifer Hall will present the first readings of the revised policies.
[7:46]
So I know that you have received these policies. There's ten and all. This will be the proposed first reading. You would have the next 30 days for it to see it.
[7:57]
any questions, examine, consider. Certainly can reach out that second reading would be provided
[8:03]
in September for further discussion in any kind of final vote. Most of these, all of these,
[8:10]
except for policy 4115, has required language. Policy 4150, release of students to other districts,
[8:19]
is a new policy that Alley has written and proposed for you to look at.
[8:29]
Personally, I think that it was very well written.
[8:37]
Looking at policy, 41, 51, my only question was thought on it was under C where it talks about renewal
[8:47]
release on the second page, the very last paragraph before D. At the very bottom of the
[8:55]
sentence says the superintendent shall report to the board the names of all students whose
[8:59]
advocates for release have been renewed.
[9:04]
Well, this
[9:09]
will we, so we will receive that every year.
[9:13]
Right. Well, that's start this year. Well, that's start next year. Well, if the policy
[9:18]
is approved, then it would go into effect in September. So for October. So you know the application,
[9:26]
they would fill out that application and they would have to give a good solid reason as far
[9:32]
they are warning to be released. And then that would go to the school where they are
[9:40]
have been to attend and that school would have to approve that student and then I would bring
[9:46]
or they superintendent would bring those names back to you.
[9:50]
Of those, yes.
[9:54]
Because that is something we've never gotten.
[9:57]
No, not myself.
[9:58]
That is me,
[10:03]
good.
[10:03]
You know, one last story about the same,
[10:07]
we helped with this moment, through some systems,
[10:11]
to destroy the module and the building,
[10:14]
to the building, to the building.
[10:18]
I think that's a mountain area.
[10:20]
No.
[10:20]
That's it.
[10:23]
Okay,
[10:26]
for this and are there any other questions or concerns regarding the policies?
[10:32]
I have a question. When there was the,
[10:38]
I can't, I just got in and I just quickly looked over these.
[10:43]
Where is the 9-1-1-5 prequalification of Bitter'sford?
[10:53]
Well, which one is it that where the needs of the elementary, middle, and high school were set forth with the $10,000 contract?
[11:03]
Contract.
[11:04]
Contracts with the board, 6420.
[11:07]
Okay.
[11:09]
Yes.
[11:10]
And I think probably that's an understated amount we probably need more than that, but who was the committee that made these assessments?
[11:25]
The recommendations that come from the state board.
[11:27]
All the state board.
[11:29]
Okay.
[11:30]
Well, there were specific things, so there had to be some type of report to the state board as to what we needed.
[11:38]
Okay.
[11:42]
Well, like for, I can't remember some of the, I just quickly read over them, but some of these seem very specific.
[11:54]
And I agree with them. I'm not opposed to them at all.
[11:57]
So the number was set. You guys set the number specific. If you notice on mine coming from the state, there's just a line. Is that what you meant?
[12:07]
No.
[12:09]
specificity. Yeah, some down with. Okay. There were certain things with the elementary schools, certain things with the middle school, certain things with the high school, which I think are very much needed, but I didn't know who spotted these things, who made the recommendations and so forth.
[12:28]
but we have 30 days to discuss this and maybe now will the state be providing the
[12:36]
monies for these or will the county?
[12:42]
Well, these are expenditures.
[12:45]
Right, right, right.
[12:47]
So capital outlays are this.
[12:49]
These could be good.
[12:52]
It's good.
[12:53]
for construction weren't various things of that nature.
[13:00]
Thank you for the course.
[13:04]
Will you be having your quarantine goal for these?
[13:07]
As we already did. Perfect. Yes, so we'll move in today to be changed.
[13:11]
Yeah, and they they like the 4150 is with 4151. Yes, they have already gone over.
[13:17]
All the past. Yes. Great. We'll let those sit there for 30 days. 30 days. All right.
[13:24]
Are we ready to move on or I'd like to ask Mr. Phil up, Chrisman to come up and give us
[13:33]
a maintenance update?
[13:35]
Yes, good afternoon, board members, Dr. Jennifer Hall, hope everyone is doing well.
[13:43]
I'd like to take a few minutes of your time this afternoon to review our five year facility needs
[13:51]
Survey. This is required by DPI. Each of you should have a copy, be honest, we need the Microsoft program
[14:01]
That's using this year. It was not very user-friendly, so I could not share it with anyone.
[14:05]
Great now is going to spend money buying to something to do so. So you guys have a copy.
[14:12]
I'll actually be driving that tool for a very here, so let's see.
[14:34]
Well, usually not, it usually just pops up as a project,
[14:42]
but in, oh, I'm just a second.
[14:49]
I wish I could get to see here.
[14:54]
It's starting at the past.
[15:03]
Present show up very clear, but you guys again should have a copy.
[15:09]
So for the hospital I think it was mainly just renovations, and I'm not sure that I'm going to
[15:14]
re-read that. So I'll put on a copy on it.
[15:23]
That was what I was referring to earlier, rather than what, 41, this right here.
[15:37]
So again, if you look at number three, the detailed scope of work.
[15:41]
As you can see, the DPI report in survey is mainly a bunch list of things that we
[15:49]
may need. Again, a lot of times HVAC and mechanical systems are things here that move
[15:57]
ancient. And basically for Elkin High School, when it comes HVAC, it's our bowlers.
[16:10]
It's
[16:10]
And we also have stuff like parking lot and driveway site improvements.
[16:18]
I don't think that I can recall that any of our driveways, parking lots, or anything,
[16:24]
have been touched in the end plus years.
[16:28]
So, after speaking to the Wills County Maintenance Director for some guidance on this,
[16:34]
He said anything, that us all was in need, he said, you've listed, you can check it off.
[16:42]
Basically, what we're doing here is building a report, API is for the whole state of North Carolina.
[16:50]
But it does again require a signature from the Surry County Board, and we already obtained that,
[16:57]
and it will require a signature from Miss Clonix.
[17:02]
And two of those signatures do not hold anyone, two of those funding in the mail, so let's see.
[17:13]
I wish I would show up.
[17:15]
We'll keep your touch.
[17:16]
Hopefully you better bring it.
[17:19]
This survey takes place every five years.
[17:23]
It helps the state determine money is allotted to our city schools and councils district school districts.
[17:33]
It is not in any way what we would do next year.
[17:40]
This was what I was referring to.
[17:43]
And with all the respect to everyone, I think some of these figures are low like parking in driveway.
[17:49]
side improvements. You've got 250,000. Yeah, some of this is factored in and figured, now the
[17:56]
parking lot was not. That was an estimate. Yeah, when you, when you look at asphalt, the cost
[18:01]
of asphalt today. I mean, I think this figure is, is way low and we will need some assistance.
[18:12]
These are not, especially, I mean the HVAC, the, I mean you get start getting put holes in the driveway and parking lot and these are not luxuries. These are necessities and I think we're going to need some assistance.
[18:28]
We'll have to hit up the county commissioners or someone for more money to, and this is over a five year span correct.
[18:36]
And this is, again, just a survey.
[18:42]
About the top needs in each school.
[18:46]
I mean, some of our, like, the elementary building is what, 40 years old, 50.
[18:53]
Yeah.
[18:56]
Well, we've got,
[18:59]
we've got some major needs ahead of us in the next few years.
[19:05]
Yeah.
[19:06]
Probably not some sooner.
[19:07]
We do have a lot of needs when it comes there.
[19:10]
school buildings. So if we do move along to the Elcan Elementary School you can see
[19:17]
plumbing and system. Authorizations. That's basically and that has been talked
[19:24]
about through Stanley Heaton Air. I did get a somewhat I wouldn't call it a quote but
[19:28]
we have talked about that one and that's basically replacing each unit inside the
[19:36]
inside each classroom.
[19:40]
Again, that, that school building does not have a sprinkler system.
[19:45]
So that was something.
[19:50]
Yeah, okay.
[19:53]
So a lot of that, again, was figured in with square footage.
[19:56]
Um, the state already has a, uh, state wide prospect for square foot.
[20:02]
Dr. Dean saw you do his put in square footage.
[20:06]
Um,
[20:09]
HVAC again, 385 electrical 180, um,
[20:17]
plumbing,
[20:22]
and he's just sprinkler system factor again.
[20:28]
Again, I mean, these, this is, this is still a work in document.
[20:33]
And as the right now things can be changed, I'd have to report back to the county commissioners with a note that she, like we have here.
[20:43]
But there's any changes we need to make.
[20:46]
We was hoping to do this as a group early on.
[20:49]
And things kind of got scattered here.
[20:53]
We'd already miss one due date.
[20:55]
Back in July to 30th, and they put an extension on it.
[20:58]
and that's when we geared up and started again. So again it was meant to be a group project.
[21:07]
I can say that a lot of this information was there from the last five year survey.
[21:15]
So a lot of things around moving numbers up.
[21:19]
or five years ago, he's asking about ADA compliance for the GM, you know, we've got this stuff like that.
[21:30]
It was removed.
[21:35]
When does our big issue at the elementary school?
[21:41]
I think furnishings in equipment was listed at each one.
[21:46]
I think we're still using a furniture that looks in a pierce of eight or four years.
[21:53]
And the only one I think, I open middle school, I know we had talked about as far as an addition.
[22:00]
I know it's been talked about adding some classrooms between the auditorium and the middle school.
[22:08]
So that was factored in and basically you just chose any classrooms you wish to add and it calculated that for you.
[22:22]
Again, sprinkler system, parking lots and driveways.
[22:29]
It's all I have on day.
[22:30]
Any more questions on the?
[22:31]
I think we'll say it in order of importance or just general.
[22:35]
No, it's not important.
[22:36]
I mean, as you can see here, it's just basically what you're looking at here, like I said, it's just
[22:40]
report that we're not created because this was not user friendly.
[22:44]
There was nothing really to present to the county.
[22:48]
So, I sent this over.
[22:51]
That was very appreciative.
[22:52]
They said they usually just get a signature page from the other school system.
[22:56]
So, they was glad to see some numbers and explanations of what the number for four.
[23:05]
So, yeah, I couldn't imagine just seeing the numbers in your page.
[23:09]
Well, I was told, again, like I said, this just wasn't user-friendly.
[23:12]
I couldn't send it to anyone.
[23:14]
So, that's one we just created this.
[23:17]
You're looking at it.
[23:18]
So, these figures fill up our general recommendations on the state,
[23:23]
or your input along with the state of suggested raises or power costs.
[23:34]
Yeah, some of us input from the state, I mean, as you can see, they've listed most things
[23:40]
out for you as far as innovations got.
[23:42]
I mean, this is what you choose from.
[23:46]
It is a punch list of site improvements.
[23:49]
you've got parking, you've got sewer system, water system,
[23:53]
uh, gradient and drainage, covered walkway canopies.
[23:58]
I think for the elementary school and middle school, I chose both of those.
[24:04]
Um, you know, it was already figured into for, for footage.
[24:08]
Um, so that 243, 240,000 dollar amount is figured through the software.
[24:20]
Other side improvements for the elementary school was I did add in lower playground area needs a redesign and improve layout.
[24:30]
That area has started to show some wear and tear.
[24:34]
The lower playground at the elementary school.
[24:37]
So I did add that.
[24:40]
And again, I mean the 145 that's just an estimate
[24:50]
when the replacement.
[24:56]
So moving forward, then, will you be deciding, I guess, what does need to be done, because I'm sure some of these things, if you have them probably coming up soon.
[25:07]
Yeah, I think the top, yeah, I think a lot of the HPS, the most important things would be the things that, I guess the things that just keep the school rolling, not things that look ahead, but the things that really matter.
[25:19]
Will you be working with Bryce and presenting that to the county commissioners when it comes up and next year?
[25:26]
I'm not really sure what the next step is to be honest with you.
[25:29]
That's fair.
[25:30]
Yeah, I mean, like I said, this is a survey that we all have to partake in.
[25:37]
You see, they're either choose a 0 to 5 timeframe or 6 to 10 timeframe, but a lot of it will have to come from
[25:48]
capital or they push this to use their lottery funds and you know, which is what we're
[25:54]
going now. But I can speak with Bryce and they want to plan for the future.
[26:04]
You need a signal here from the board tonight or have you already, would do we already
[26:10]
have that and have sent it over to the committee. I have the signal chair from the county
[26:14]
to upstairs from the last, they had their board meeting last Monday. They very signed it.
[26:20]
Okay, yeah, great. Yes.
[26:24]
I think that probably next steps would be to take this list and go ahead and create our top five
[26:34]
that it'd be done within the next one to two years.
[26:38]
Right.
[26:42]
And just from a mechanical point of view, I'm thinking about the plumbing and so forth.
[26:48]
You would don't much more about this than we would, but I mean, how much of it is the old steel, how much of it is copper, how much of it is PVC, because it'll all, but then if it's the old steel, or even the copper, it's going to mess up and you know, you get one thing block, you get one thing block, and the next thing you know, the whole school has failed.
[27:13]
Yeah, great. We've been very lucky. I mean, I think most of us old steel. I've not seen any copper, no PVC, no. Right. And, you know, we talk
[27:23]
plumbing. It's not only plumbing to you, bathroom fixtures, but to plumbing to your HVAC. Yeah,
[27:29]
if you're running chilled water or hot water through those lines, and they run the distance of your
[27:40]
And while we have, we have a lot of issues with individual units for a classroom and when you think about what that water may look like on the inside of those pipes.
[27:51]
I mean, the corrosion is especially, well, I don't know exactly how all certain parts of high school are.
[27:59]
But the elementary 50 years and it's all still piping. I'm guaranteeing the corrosion of such.
[28:07]
But oh yeah, stream of water going through those pipes are your.
[28:13]
Yes.
[28:14]
There's also in the media center.
[28:19]
I think what Dr. Hollis suggested is a great idea that you're doing a student team doing assessment of the top five and
[28:28]
Right, give it back to us so that we can make an intelligence and precision. Yeah, and it is always a worry
[28:35]
I mean, you see these needs and you often think about how how are you gonna make it happen?
[28:40]
Where's the money going come from and you know, right now we're spending large money on some HBAC components as we speak
[28:49]
Our bowl or you know at the hospital it needs some attention. It's gonna be cold soon
[28:56]
It goes out in the middle of the winter, and I can tell you, our phones will be ringing
[29:00]
off the hood.
[29:01]
That's right.
[29:04]
And I will have to speak with Bryce about some of those, folks I've had for pretty much
[29:10]
restilling and re-rope in our steam boiler, and this is going to cost.
[29:17]
We have a water tank in the back corner of the boiler room that holds condensation.
[29:22]
it's got a whole rest in the inside of it. It's like an $18,000 replacement.
[29:30]
It's in real.
[29:31]
Thanks, Carl.
[29:36]
Can I be a good idea if once we create the list of the top 10 that we might take a tour,
[29:44]
that actually see what we can really see?
[29:47]
Yeah, I did recommend that. I think it would be a great if some of the places that you may not have seen
[29:54]
just see what we're fighting. Yeah, some of these mechanical.
[30:07]
You have any more questions about the needs survey?
[30:12]
I don't think so.
[30:20]
update on some of our upcoming projects. We have finally, I feel like getting the go ahead
[30:27]
to move on on our old projects. Two of them being roofing projects, the Elementary School
[30:36]
Jim Roof. Contractor is four to six weeks out. It's a pretty quick process.
[30:46]
I want to do a week job. It feels like he can start and finish with staff on site.
[30:55]
We've made here a pressure washer. The spray in will be done on a weekend or after hours.
[31:02]
So there'll be no other spray on vehicles and stuff like that.
[31:08]
Still just, there's steps to go through with the county.
[31:12]
I mean, you know, he's managed to understand they're holding the money.
[31:15]
We've seen in the request.
[31:17]
They'd be all the pay in.
[31:19]
That's kind of different from myself on about Bryce.
[31:25]
But we will start that soon.
[31:29]
The high school changled roof, I strongly recommend that we've wait until June next year.
[31:37]
Let's talk with that project.
[31:40]
The amount of noise and instruction going on over your head for staff and kids.
[31:48]
I think it would just be unbearable honestly.
[31:56]
So that it's not recommendation for that job.
[32:00]
And you did learn that we can do that?
[32:03]
Yes.
[32:04]
Yeah.
[32:04]
We will not refer it back.
[32:07]
Yes.
[32:07]
We could wait till June.
[32:11]
And then our lighting project for the auditorium.
[32:16]
I'm not worked as much with that written.
[32:18]
I think the next step on that would be to give it the contractor and see what we need as far as electrical.
[32:28]
So there'll be something we'll be doing in the next that will come in which is that one.
[32:35]
I think from what I've seen in what Britain showed me, I think that'll be a fairly fast moving
[32:41]
project, too.
[32:42]
I was the slowest part.
[32:43]
It will be the alleged going in a contractor in here to run and set a new box and run
[32:49]
conduit for all the overhead electrical.
[32:56]
That's all I have.
[32:57]
So just for clarification Phillip, I know we've got approval for I think 250, 250, 250,000 for the
[33:09]
gymnasium at the elementary school and you said it's about six weeks out before you began.
[33:17]
Did I understand you?
[33:18]
No, it's time to elementary school.
[33:21]
Yes.
[33:21]
I'm Ruth.
[33:23]
It was I think a $29,000 job.
[33:27]
Where did I get 258,000?
[33:30]
I'm not sure.
[33:31]
High school.
[33:32]
High school is 168.
[33:35]
We have run collectively.
[33:37]
It was 258 that we asked for capital out late.
[33:42]
And so you say it's six weeks out.
[33:45]
The county is holding the money and they will be paying the contractor directly
[33:50]
I think the money through it for saving the money for how to stay in the bank.
[33:56]
Yeah.
[33:57]
We're all three of those projects.
[34:02]
Thank you.
[34:03]
Is that elementary school roof, like scheduled to start in four to six weeks?
[34:08]
Are we waiting for something else?
[34:09]
It is not scheduled.
[34:11]
Well, actually we received an email.
[34:13]
It's amazing that the hoops you have to jump through.
[34:19]
DPI is requesting some more paperwork, we're hoping that it's a quick process.
[34:27]
We have already been told that the jobs were approved, and then last Thursday afternoon
[34:35]
and I received an email from the county asking, and I got the paperwork, it looks fairly
[34:41]
quick and simple to send it to the county and they will send this paperwork to DPR.
[34:51]
But it is not installed. There is no signed contract at this point. We're still kind of
[34:59]
waiting on the county. Once I send this paperwork.
[35:05]
Well, that'd be for an understanding. She just asked for the elementary roof, but will be good
[35:09]
for the high school as well, so that way.
[35:11]
Each project has to have this thing on the field out.
[35:15]
Separately, but we can fill it out, have it done,
[35:19]
so that way, by June, they can start at least.
[35:21]
Yes.
[35:22]
OK.
[35:23]
Yes.
[35:23]
Yes.
[35:24]
Yeah.
[35:26]
So right now, we're waiting on the county again.
[35:30]
Wait, don't we need to fill out the paperwork to be found?
[35:32]
OK, so we can't just bypass the county
[35:35]
and send it straight to DPI.
[35:37]
That's just not how it was.
[35:39]
That's not.
[35:47]
It's a slow process and so there's a lot of hoops you have to jump there.
[35:51]
Yeah, in the white room.
[35:53]
Oh yeah.
[35:57]
Most of the white, you know, the last meeting we had was last week at the high school football coach, athletic director, high school principal.
[36:08]
I think a lot of that responsibilities is going to be through the high school, I have gotten
[36:16]
a quote to tear down the wall, it's a $1400 quote, they can do it on the weekend.
[36:23]
We had to remove everything down to the very wall, but that's what I've involved when
[36:31]
I have with the wait room at this time.
[36:34]
It's decree of our recede, the money to do all of that correct, or is it waiting as well?
[36:43]
It's it's it's out there, but it has not dropped.
[36:50]
So then when we get the work done and the everything we send them the bill and it's paid for correct.
[36:59]
I don't I don't the nature of that one.
[37:01]
This is different. This is not lottery money. This is county grant money.
[37:07]
And so we have not been given direction yet on if we do a P.O. and they pay us per piece of that or if the money drops here and then we
[37:20]
take care of that because it has not dropped its count to yet.
[37:25]
So that which was promised of 150,000
[37:30]
Would be dropped at the county and then on to us, rather than directly to us?
[37:36]
It goes to the county first. Yes.
[37:38]
For, then I'll statute.
[37:43]
Um, in speaking with their finance director.
[37:49]
That's not Mr. Kenoff, is it? No. Um, Regina, something.
[37:54]
Would you see her language now?
[38:00]
Who could be a couple months yet? I'm really just don't know.
[38:04]
We do have assurances. Yes. That we the money. Is that.
[38:09]
It's not me, isn't that mean this way. So is the lottery money. It's just good.
[38:14]
Good. Good. Good. Good.
[38:14]
Thanks for the honor, professor.
[38:17]
Thanks. Thank you for the honor.
[38:19]
Thank you for taking your time. Thank you very much. Thank you.
[38:22]
Okay, board right now. We would normally do a recess. Um, I'd like you to know a little bit.
[38:28]
I would like to know what the board's plan your is.
[38:30]
That's a plow on, I don't know what you're.
[38:33]
What is a rail since five?
[38:35]
Okay.
[38:36]
We will continue on for those that would like to leave now.
[38:39]
They certainly may.
[38:42]
Otherwise, we will continue on to our action items for this evening.
[38:47]
And first up would be Mrs. Julie Simpson.
[38:50]
Presenting the Student Services 2627 contracts.
[38:57]
Good evening, Madam Board.
[39:00]
Board members, Dr. Hall and gas.
[39:03]
I am bringing before you to not a couple contracts and agreements for the 2627 school year.
[39:10]
The first are for physical therapy services through blazed therapy.
[39:16]
Blazed therapy is someone we already contract with or occupational therapy services
[39:20]
and this is physical therapy for IEPs and 504s.
[39:27]
Any questions about those for physical therapy?
[39:31]
The other two are connected.
[39:34]
There's an agreement with DPI through the NCSPAN project.
[39:39]
DPI was given some grant menus for this project.
[39:43]
It's for interns for school psychology physicians.
[39:47]
They provide the funding and recruit an intern.
[39:52]
And we benefit from that being here, basically.
[39:56]
And then the other agreement is for Marshall University,
[39:58]
which is where the intern is in the graduate program.
[40:06]
Any questions about either of those?
[40:11]
So with Marshall University, the person coming is not a licensed psychologist, but is in residency.
[40:22]
It's doing her internship here. It's a supervisor.
[40:27]
An outside supervisor school psychologist, yes, currently it's through DPA.
[40:37]
If there are no other questions, do anything else to say about him, if not, I would ask that we would just lump all these four together and motion is required to approve them.
[40:55]
I will make the first motion. Can we zoom in?
[41:00]
We can block.
[41:01]
People are here to ask me their questions.
[41:04]
And then I'm gonna ask them to leave them,
[41:05]
that's okay.
[41:10]
Okay, I make a motion.
[41:10]
And there'll be a brief.
[41:11]
Okay. All in favor?
[41:18]
Thank you.
[41:21]
Next up is Mrs.
[41:23]
I will send Moxley White,
[41:24]
Kristin and the UCS beginning
[41:25]
The Teachers Support Plan.
[41:29]
Have you been give a cheer board, doctor Hall?
[41:33]
Um, if you will recall
[41:34]
to lie I presented this beginning teacher's sport plan and the state sent back with some
[41:41]
revisions and that's what I want you to see this evening. The first revision would be to
[41:49]
remove number eight and there you go. Remove the number eight at the BTS assigned to an area
[41:59]
not covered in their lessons.
[42:01]
Well, BTs are required to be assigned to what is on their lessons.
[42:08]
So, a BT would have to have a provisional.
[42:13]
So, whenever a BT comes to work for us,
[42:16]
we have to put them in the spot.
[42:18]
They are already loosened in.
[42:20]
So, that section had to be removed,
[42:21]
and then the numbering was updated.
[42:25]
If you'll scroll on down,
[42:39]
That was a section that said, our teachers, our BTs had to,
[42:51]
our teachers, principals and peer
[42:53]
evaluators must complete training on the evaluation process and in the original plan, we
[43:01]
just had BTs, but everyone is required to receive that.
[43:08]
And then the next one, within the first two weeks of a teacher's first day of work,
[43:16]
every school year, the teacher will receive a rubric for evaluating North Carolina teachers
[43:22]
and the evaluation policy. And for BT ones and twos, if practical, at least one of those observations
[43:31]
shall be within the first grading period. So those items had to be added.
[43:37]
And if you approve this
[43:39]
evening it will be sent back to the site board for their approval.
[43:46]
Any question?
[43:51]
I should know proof those amendments. Is there a second?
[43:55]
I'll pick up all the paper.
[43:57]
I'd like to thank you.
[43:58]
Thank you.
[44:02]
Dr. Jennifer Holtz, presenter of IACS-2627 Sawyer calendar.
[44:09]
Yes, we would like to present a revised school year calendar for October the night.
[44:16]
asking that that be an early release day so that our students in eighth grade
[44:24]
through high school could attend a course fair where they would get to visit
[44:28]
with teachers in the CTE department. Their core teachers parents could also attend
[44:36]
students with attend first parents could attend in the afternoon and I can you add
[44:42]
that.
[44:47]
Come on.
[44:51]
Anna was instrumental in facilitating our conversation around course fair.
[44:58]
I think it's to help parents be more.
[45:00]
And no, the court sequences that has changed since any of us were in school. So just being able to actually speak with the teacher, especially those eighth graders getting ready to come to high school in the ninth grade, be able to see all the teachers, talk with them, you know, we can talk with them about what the course content contains.
[45:23]
but it's better when the classroom teacher that sits with them for 90 days
[45:27]
per semester can really talk with them about what goes on in that classroom for the
[45:31]
entirety of the semester. They can give them good guidance. It's a good time for a
[45:36]
teacher to talk with a parent about a different level of a regular versus honors versus
[45:42]
the course rigor of an AP level course versus current college promise. We would have to also
[45:49]
and buy our survey community partners to be there that evening to talk with parents about
[45:53]
current college promise courses are sorry I can work
[45:56]
folks to talk about pre-apprenticeships and then all of our
[46:00]
teachers be on site as well to answer questions or talk
[46:04]
about core sequences and the course or standards for each course,
[46:11]
whether it be core, whether it be all of our electives to help
[46:15]
students and parents make informed decisions about that four-year
[46:18]
plan for their students and whether it's an eighth grader coming to
[46:21]
school and ninth grader going to 10th to 11th. We know that's mostly who we're going to hit
[46:27]
with the parents and students attending.
[46:33]
If you notice the October night is on the Friday,
[46:37]
and so it would be an early release on that day. Elcan Elementary and the middle would be
[46:42]
and teacher and unit care conferences then
[46:48]
and you see it's required work day on the 12th
[46:51]
and those we continue to.
[46:56]
I don't know, Chair, I think this is a good idea.
[46:58]
Move that, let's be approved.
[47:02]
There's like that.
[47:03]
I'll stick with you.
[47:05]
Ellen, favor?
[47:06]
All right.
[47:07]
Great, thank you.
[47:10]
That's gonna be exciting to be here.
[47:12]
I really appreciate it.
[47:13]
I hope that they have a good turnout.
[47:15]
Yeah, I think it's a really good idea.
[47:18]
Low and low and like three blind sites.
[47:19]
No.
[47:20]
Great communication.
[47:22]
Your parents opportunity to talk.
[47:25]
Did you ask questions?
[47:27]
And, you know, my school was so overwhelmed with parents.
[47:30]
Thank you.
[47:31]
Thank you.
[47:32]
Thank you.
[47:32]
Thank you.
[47:33]
Thank you.
[47:33]
Thank you.
[47:35]
You have the NC driving school contract.
[47:38]
And the driver's at your level.
[47:42]
I do.
[47:42]
I do.
[47:43]
This contract is the same as last year, there are no changes, same individuals that we
[47:51]
contracted last year, monies remain the same as well, no signatures are required just
[47:57]
a motion.
[47:58]
I was going to ask who have we used, I mean, the state of North Carolina, driving school.
[48:05]
They have their own department of driving school.
[48:08]
And then from there they choose qualified lifestractors. Okay. Yes. That's what I thought, but I just need to clarify.
[48:20]
And it's from one year, beginning July 1st and in the 30th of June.
[48:30]
Again, we need a motion.
[48:32]
I'm making a motion that we approve this contract. That's presented. Is there a second? Okay. All in favor.
[48:41]
Lastly, the overnight field trip request.
[48:45]
We have a great group of students at CECLA who will be attending a fall leadership
[48:53]
institute in Orlando, and it's really exciting about it.
[48:57]
These are some smart cookies.
[48:59]
They presented to the E.F.
[49:01]
Last month with Dana, when you look at these students in action, these are your leaders in your future.
[49:11]
And they are, like, so mature, speak well, highly organized.
[49:19]
They're going to go far of very proud of things in the world.
[49:23]
Now we're getting some assistance from the Health and Educational Foundation.
[49:28]
$7,000 to $1.00 and then each student has to raise what $495.00 and they they have started a calendar.
[49:41]
Okay.
[49:42]
Yes.
[49:51]
How many are going that is a seven that wanted to go into that?
[50:01]
Okay, I don't care, I'm move that we received that we've put this motion.
[50:08]
Is there a second?
[50:10]
Okay.
[50:11]
All in favour?
[50:12]
Bye.
[50:14]
I don't know.
[50:14]
I'll tell you.
[50:15]
I'll see you again.
[50:17]
I'll see you again.
[50:18]
I'll see you again.
[50:19]
I'll see you again.
[50:21]
I'll see you again.
[50:22]
I'll see
[50:27]
you again.
[50:28]
I'll see you again.
[50:29]
Lastly, we have the personnel report for August 24th.
[50:32]
We need to approve that.
[50:35]
I'm going to be a police personnel report.
[50:38]
There's not that on paper.
[50:44]
Perfect.
[50:46]
Announcements.
[50:48]
Wednesday, August 26th.
[50:50]
We have a special call board meeting.
[50:52]
Actually, no, we don't.
[50:54]
We change that.
[50:55]
Yeah.
[50:56]
That's yep.
[50:56]
That's going to be September 1.
[50:59]
And it will still be at 8.
[51:01]
It will be held here.
[51:02]
And that is going to be all closed session for the board.
[51:06]
will be reviewing applicants that day. Monday, September 7th is Labor Day and is a holiday.
[51:13]
There's no school Thursday, September 17th is Constitution Day. Friday, September 18th is a required
[51:19]
workday, no school for students. Monday, September 28th is a regular Board of Education meeting,
[51:24]
which will be held here again at 6. Other than that, I just seen a motion to adjourn.
[51:29]
So moved.
[51:31]
It's all in favor.
[51:33]
All right.
[51:34]
Thank you.
[51:35]
Thank you.
[51:35]
Thank you all so much.
