[5:11] Bill Riley. Um, just have a moment of

[5:16] chief to come up and speak on Bill speak

[5:18] about Billy

[5:20] that.

[5:33] » My condolences on behalf of the Bill

[5:36] Police Department go out to his family u

[5:39] particularly his wife of 39 years Janina

[5:41] and all three sons and their

[5:45] spouses or significant others and his

[5:47] grandchildren as well and also to all

[5:49] his friends and to his family here at

[5:51] the Humble Police Department. Sergeant

[5:53] Riley passed away peacefully on December

[5:56] 4th, surrounded by his family after

[5:58] suffering a long battle uh with

[6:00] Parkinson's disease. Sergeant Riley uh

[6:04] served and served his country proudly in

[6:07] the United States Army First Cavalry

[6:08] Division. Uh from 1966 until 1969, he

[6:13] served in Vietnam as a helicopter

[6:15] gunner. Uh some things you learn about

[6:18] people that you worked with. I worked

[6:20] with Bill for 10 years from 1987 till

[6:22] 1997 upon his retirement after he served

[6:25] 26 years here with the Village Elbow

[6:27] Police Department. But some things go

[6:29] unspoken. Bill knew that my father um

[6:32] had served three tours in Vietnam and my

[6:34] father served as United States Navy

[6:35] medic and was killed in action in

[6:37] Vietnam. Um but we rarely spoke about

[6:40] Vietnam. Bill never ever spoke about

[6:42] Vietnam, nor did he speak about anything

[6:44] that he had gone through. But upon his

[6:47] death, I learned that Bill was um a true

[6:49] testament to an American hero, an ele

[6:53] icon. Uh while serving as a helicopter

[6:56] gunner uh in Vietnam in the theater of

[7:00] Vietnam, his helicopter came under

[7:02] hostile enemy fire. Uh he was forced his

[7:05] his helicopter was forced to make an

[7:07] emergency landing. And though injured,

[7:10] Bill took his gun and continued to fire

[7:14] uh at the enemy until reinforcements

[7:16] arrived. Um at which time the situation

[7:20] was brought under control. But his

[7:22] actions undoubtedly saved the lives of

[7:25] some of his crew and those uh that were

[7:28] in the near uh vicinity. And for that

[7:31] action, Bill Riley was awarded the

[7:33] Bronze Star, the Purple Heart, and the

[7:37] American the Military Air Medal Military

[7:41] Medal for Valor. Uh he also received

[7:44] four other medals while he was over

[7:46] there. But again, I worked for 10 years.

[7:48] He never spoke about that things that

[7:50] was in his past. But what he did do when

[7:52] upon his retire or upon his retirement

[7:54] from the service was he came here to

[7:55] Ellenville, New York. Um and he uh

[7:58] served in the Yville Police Department

[8:01] where then uh OJ Shilly uh his wife

[8:04] Mary's here. Um Bill served for the next

[8:07] 26 years in the police department under

[8:10] various different mayors uh Jeff

[8:12] Kathlin, Elliot Arvac u that that were

[8:15] here uh during his uh tenure while he's

[8:18] served here. Uh, Bill rose to the rank

[8:21] of um he went through the rank of

[8:23] detective and then became a police

[8:25] sergeant uh until his uh until he

[8:27] retired in 1997. He served this

[8:30] community with pride, distinction, with

[8:32] honor and with dedication. Uh he will be

[8:35] sorely missed by his family and

[8:37] certainly by the members of the Elville

[8:38] Police Department. It was an honor to

[8:41] have served with Bill and even a greater

[8:44] honor to know what he had gone through

[8:46] and never talked about the unspoken. Um,

[8:50] so I'd like to uh just again offer

[8:53] another moment of silence if we could

[8:55] all stand in tribute to Sergeant Riley.

[9:19] » Sure. Um, the Aville Police Department

[9:22] um conducted their annual firearms

[9:24] training along with light low light

[9:27] shooting, but that's basically shooting

[9:29] in the dark um training. It's just very

[9:32] low light under stressful situations. We

[9:36] also did the escalation training. We did

[9:38] some training on our supers, which is

[9:40] our bean bag, less lethal force. Uh we

[9:43] did go over article 35. Uh we did do uh

[9:46] use of force. We did crime scene. Uh we

[9:49] try to get as much as we can to save the

[9:51] village money. Uh but we have to do

[9:53] these trainings mayor and to the board

[9:54] and to the new board members training is

[9:56] of the utmost importance because a

[9:58] well-trained police department is a well

[10:01] disciplined police department. And to

[10:04] steal a coin a phrase from a certain

[10:07] member that's in the audience I won't

[10:09] look at him too hard. Elliot uh if you

[10:11] can't measure it, you cannot manage it.

[10:14] Uh I'll remember those words forever. So

[10:17] uh we did a lot of different trainings.

[10:18] Uh we did some uh trainings in juvenile

[10:21] um the new juvenile laws, raise the age,

[10:24] uh you know, we did uh some other stuff.

[10:27] We are planning a future training for

[10:29] January which will incorporate um a long

[10:33] segment on how to deal with people who

[10:36] are suffering uh mental health crisises.

[10:39] uh and also those that are afflicted

[10:41] with autism. And uh we will learn, you

[10:44] know, we

[10:46] a lot of tragedies occur in the police

[10:48] world because of a lack of

[10:49] understanding. Not so much that they uh

[10:52] are not u able to handle it. It's just a

[10:54] lack of understanding when you get into

[10:56] a situation and recognizing that the

[10:58] person you're dealing with is having a

[11:00] mental mental health crisis. We have a

[11:03] lot of mental health arrests here and

[11:05] we've been very fortunate um that we

[11:08] haven't had any fatalities as a result

[11:10] of those encounters with that of police

[11:12] officers. Uh I will tell you that my

[11:15] philosophy is and I tell this to all the

[11:18] patrols. We just did it on Saturday. You

[11:20] get a mental health crisis, somebody's

[11:22] in the house by themselves threatening

[11:23] to kill themselves, rope it off and call

[11:26] an adult. It's a fancy word for set up a

[11:28] perimeter and call your supervisor. Uh

[11:31] time is our friend. Time is our friend.

[11:34] There is no need to go in if the

[11:36] person's in there by themselves and

[11:38] threatening to hurt themselves. The only

[11:39] person they can hurt are themselves. So

[11:42] for our purposes, we will always

[11:45] air on the side of caution. We will back

[11:47] off. We will set up a perimeter. We're

[11:49] calling for uh crisis negotiators and we

[11:51] will negotiate with that person as long

[11:53] as it takes to hopefully get a

[11:55] successful conclusion and have that

[11:58] person remain alive and everybody else

[12:00] remain alive and get that person the

[12:02] mental health that they need. Uh that

[12:04] has been my philosophy. at no, you know,

[12:06] and at no time will we differentiate

[12:07] from that. But we are going to do, you

[12:09] know, we have to have some recognition

[12:11] from, you know, being able to recognize

[12:13] and have the mental health professionals

[12:14] come in, give us some more training.

[12:16] Also, those afflicted with autism get an

[12:18] understanding for that. um and uh get

[12:21] just a further understanding for some

[12:23] other trainings that we're going to

[12:24] conduct uh in January uh because it is

[12:27] very important to

[12:32] » You're going to probably have somebody

[12:34] from our holster count mental health.

[12:39] Um and we also have we'll have Claire

[12:41] Pville come down from the county

[12:42] attorney's office to do training on

[12:44] dealing with juvenile. You saw, most of

[12:46] you saw that we had some some very

[12:49] serious incidents occurred from October

[12:52] about October 17th through uh the end of

[12:55] November. Uh dealing with a lot of uh

[12:57] juveniles. Um it came to a point where

[13:01] it was uh we needed to um make some uh

[13:06] substantial arrests, number of arrests,

[13:08] but we also needed to take the approach

[13:09] that there's got to be something going

[13:11] on in the in in the home, right? We have

[13:13] these things. We want to look at what

[13:14] the actual underlying problem is. So the

[13:16] approach we're taking is that every time

[13:18] we get a juvenile case, we're calling

[13:20] CBS, we're calling mobile mental health,

[13:22] and we're calling the Department of

[13:24] Probation to come down and assist us. Uh

[13:26] we will do that in every single incident

[13:29] until we get the u you know results of

[13:32] compliance from these juveniles. Uh some

[13:34] of those incidents were very serious. I

[13:36] want to take my hat off to the members

[13:37] of the Elville Police Department. They

[13:39] were under uh two officers were under

[13:42] serious arrest in McDonald's. Uh they

[13:44] were surrounded and these juveniles um

[13:47] provoked them and attacked them and spit

[13:49] at them and the officers maintained

[13:52] their composure. They did not engage uh

[13:55] in any excessive force. They did what uh

[13:58] was called upon them and they used their

[13:59] training to do so. So I wanted to take

[14:01] my hat off to them. We had a lot of

[14:03] other incidents that I put on Facebook

[14:04] as well. You saw that. Uh, so it's been

[14:07] a very busy couple of months. Um, also

[14:09] we've had some manpower issues which I

[14:11] talk to you about, some injuries

[14:14] going forward. So that's about it.

[14:16] That's enough for now. But I do on

[14:18] behalf of the police department, I don't

[14:20] see any of you. We do wish you a very

[14:22] happy and safe holiday season. And

[14:24] please remember that if you must drink,

[14:27] do not drive. But have a good time.

[32:53] his daughter's uh while teaching. She's

[42:10] So, it relates to uh legislation on

[42:13] vacant and abandoned properties in the

[42:15] village of Ellenville. What you have

[42:17] before you is a legislation that the

[42:19] city of Kingston passed in 2016. I had a

[42:22] good conversation with Mayor Noble

[42:24] number of weeks ago about it. um they

[42:27] adopted their language uh as a light

[42:31] modification on what the city of Port

[42:32] Jervis had implemented a couple years

[42:35] before them. Um the mayor has felt it

[42:38] has been very effective. Um he has felt

[42:41] that uh you know it achieved the result

[42:45] that they were looking for was either

[42:48] generate revenue uh as a last resort to

[42:52] motivate people to get out of these

[42:54] vacant buildings or to lower their rent

[42:57] to get tenants in there or uh to sell

[43:01] the property and move on. um they went

[43:03] from approximately 400 vacant buildings

[43:06] down to about a hundred uh in the span

[43:08] of the last nine years. Um I think it's

[43:11] something reasonable uh for us to

[43:12] consider. The language is actually a lot

[43:14] more substantial than I expected to be

[43:16] and a lot more impactful. Um they

[43:19] basically implement through the first

[43:21] number of years that the uh fee is

[43:23] implemented a dollar a square foot. um

[43:27] which again for depending on the

[43:28] building could be quite a substantial

[43:30] amount of money but to the effect that

[43:32] it hopefully motivates them to do

[43:34] something with it. Um so I'd ask you

[43:36] guys to review it over the next number

[43:38] of weeks and we'll have a further

[43:40] discussion. Um Ian Dan I was speaking to

[43:43] Dan before. I'd love to get on a call uh

[43:46] with uh the city of Kingston folks to

[43:49] see if they can uh answer some of our

[43:51] questions uh some of the the nuance of

[43:54] it. I know you had a couple of questions

[43:56] about it in an email from a couple of

[43:58] weeks ago. Um, so I'll try to schedule

[44:00] that over the next month.

[44:04] protection program update. Uh, as you

[44:07] may remember, uh, Trusty Ellis from

[44:09] nearly a year ago, uh, we started to

[44:11] have our first meetings uh, with Park

[44:14] Judis as a part of the state's, uh,

[44:16] drinking water protection program. This

[44:18] was the second round of it. The village

[44:20] had applied and, uh, was selected to

[44:22] participate. Um we submitted the formal

[44:25] plan I want to say back in the beginning

[44:28] of July, end of June. Um we had expected

[44:31] a very quick turnaround time or Barton

[44:34] Ljudist did and the state informed us uh

[44:37] very quickly after that we were actually

[44:40] going to be punted a little bit down the

[44:41] road because of a backlog of other

[44:44] applicants. Um they have finally started

[44:46] to review our application. Uh they have

[44:48] provided Bart Judas some feedback. Um,

[44:51] so you saw there was an email attached

[44:53] to it just to provide us an update. Uh,

[44:55] we're hoping over the next month or so

[44:57] that we'll finally see some motion uh on

[45:00] either adopting that water protection

[45:02] plan or uh modifying depending on that

[45:06] state feedback. Um, third is the warming

[45:09] center. Obviously uh you know last year

[45:12] we had a a very small trial uh

[45:16] Ellenville Regional Hospital uh uh

[45:19] provided operation services to the

[45:21] village of to the to the greater town of

[45:24] Warsing area uh funded by the county and

[45:27] some funds through uh the town of

[45:29] Warsing. Uh we've provided the space. Um

[45:33] we've been trying to figure out how to

[45:35] do that again maybe on a longer term uh

[45:38] framework. uh something that follows the

[45:41] hours that we mostly did last year. Um

[45:44] we need an operator though. The hospital

[45:46] unfortunately can't step in this year.

[45:47] There was a big ask of them last year.

[45:49] So it's understandable that they can't

[45:51] jump in like that for a a longer

[45:53] engagement. Um so we have been in

[45:56] discussions with the operator of the uh

[45:59] city of King City based warming center

[46:01] that the county has. John isn't county

[46:03] warming center or is it a Okay, it's a

[46:06] second glacius church. Um, we've been

[46:10] speaking to our insurance company about

[46:12] some of the the nuance of it. Um, we've

[46:15] been having conversations with the

[46:16] church. Uh, county has been on the

[46:18] peripheral providing a little guidance.

[46:21] Um, and so my hope is we'll have a more

[46:23] meaningful update. Um, I would frame it

[46:26] as this. Whatever we end up doing for

[46:28] this year will again be very much a try

[46:30] and see. There's a lot of information

[46:32] for us to glean from this. A lot of

[46:34] potential unintended consequences. Um,

[46:37] I'll be having conversation with the

[46:39] police chief about it in more detail.

[46:43] more meaningful update uh when we may

[46:45] convene and we may convene at a special

[48:38] unregistered vehicles and they get their

[48:41] department of motor vehicle license

[48:45] To date, they have done neither. Uh,

[48:48] that some of the cars are gone. The new

[48:50] ones came back. Uh they were I sent them

[48:54] a letter

[48:56] uh that I taped to the door on October

[49:01] 26th. I believe it was October 21. I

[49:04] sent them a letter, taped it to the

[49:06] door, the front door and the garage

[49:08] door.

[49:10] The following Monday, those letters were

[49:12] gone. So I do know he had them. I was

[49:15] suggested by the village attorney to

[49:18] make sure that it was registered mail

[49:20] also. So on

[49:24] November 26,

[49:28] I wrote another letter,

[49:31] put it on their doors again, and sent it

[49:33] registered. We have not received the

[49:35] registered letter back, but the

[49:37] envelopes were taken down from the doors

[49:39] again.

[49:41] Now it's a question of

[49:44] removing the vehicles since he has not

[49:47] complied with any of the laws whether it

[49:50] was state law the DMV or the village

[49:52] zoning laws. So the next step is going

[49:56] to be

[49:58] a notice of a public hearing at the next

[50:00] meeting and then we'll have the public

[50:02] hearing and we'll take it from there.

[51:16] when you have one tank and everything

[51:18] dumps into that one tank. It kills a lot

[51:20] of bugs and the bugs are what pro is

[51:23] main particles for this process. we need

[51:26] these bugs. So, I'm asking people to be

[51:29] more aware of what they dump in the

[51:31] system. Um, because it's going to take a

[51:34] lot of time to get this corrected and

[51:36] with the potential of DC not being happy

[51:38] and we start failing, it could be fines

[54:19] this is a great opportunity for our

[54:21] administrative uh office to contribute

[54:30] uh to enter into an agreement uh with

[54:33] Olster County Community College to have

[54:35] an internship.

[54:40] organizational agreement, I think I

[54:41] should be the signator on it.

[56:25] resource to me, other mayors before me,

[56:27] other administrative staff, our

[56:28] attorney. Um so I think for the amount

[56:31] that they charge, we get an incredible

[56:33] amount of value out of it. We've always

[56:34] had it and I would recommend that we uh
