[0:00] from Chicago?
[0:02] >> Yeah, it's No, it's it's just like the
[0:04] >> I hate the I hate my family hates the
[0:08] from Chicago, they're White Sox fans.
[0:10] >> Are they?
[0:11] >> But my grandpa was a North Sider.
[0:14] >> Drink one, it's like, "These aren't very
[0:15] strong."
[0:16] >> I don't know why the White Sox were the
[0:17] team.
[0:17] >> On the way to sustain about like me.
[0:19] >> I was on my way to
[0:20] >> Yeah.
[0:20] >> I expected nothing. You know, and I was
[0:22] thirsty.
[0:23] >> And it tastes really good.
[0:25] >> the Brewers used to be in the American
[0:26] League division.
[0:28] >> Yeah.
[0:29] >> But when the Brewers went to the
[0:30] National League, our family was like,
[0:31] "Well, now we can cheer for them because
[0:33] >> That's cool.
[0:33] >> they can leave the Cubs, leave the
[0:34] Cubs."
[0:37] » I was like, man, this stuff is
[0:38] >> Oh my god, I got to get the
[0:39] >> I don't think this is going to be a long
[0:41] >> Hope it's not recording, by the way.
[0:44] I hope it so.
[0:48] » Just going to put it here, Christine.
[0:50] Here then.
[0:51] >> All right.
[0:52] >> Ready to go?
[0:53] >> All right, Rachel, kick it off.
[0:54] >> Okay. The
[0:56] Board of Trustees meeting for August
[0:58] 25th
[0:59] is
[1:01] called to order. The roll is noted.
[1:04] And the first order of business would be
[1:06] to take a motion to appoint a pro tem
[1:08] chair
[1:09] president, actually, pro tem president.
[1:12] >> I move that we
[1:14] I'll nominate Sean Hillman.
[1:16] >> I'll second it.
[1:20] » Motion and a second.
[1:23] >> All those in favor?
[1:28] » Open my
[1:33] » Are you okay with it, Sean?
[1:34] >> Uh I'm not.
[1:36] >> Johnson, you did fine on this. Your
[1:38] turn.
[1:39] >> Yeah.
[1:40] I apologize. I'm still opening my bid.
[1:54] Sean, I can take it if you don't want.
[1:57] I'd rather, but
[1:58] if you don't
[2:00] >> I'd rather you do it. Is that what you
[2:02] said Sean?
[2:03] Okay. All right, I'll I'll move to a
[2:05] point Trustee Schindler.
[2:07] >> I'll second that.
[2:09] >> Who's in favor?
[2:10] >> I.
[2:11] >> All right. Do we have to get rid of the
[2:12] previous motion or can we just go with
[2:14] it?
[2:15] >> No.
[2:21] » Thank you.
[2:22] >> I still don't have my agenda up even.
[2:24] >> We have no name cards.
[2:29] I guess we're not here.
[2:36] » What happened to the lounge chair
[2:37] Christina? Do you have it?
[2:56] » Okay, I'll call the Board of Trustees
[2:58] meeting for August 25, 2026 to order.
[3:02] Um
[3:03] First thing we have done the roll. I
[3:05] have to do an announcement of closed
[3:07] session.
[3:08] Pursuant to Wisconsin Statutes 19.85
[3:11] parent one parent parent G parent to
[3:13] confer with legal counsel
[3:15] for the governmental body who is
[3:17] rendering oral or written advice
[3:18] concerning strategy to be adapted by the
[3:21] body with respect to litigations
[3:23] in which it is or is likely to become
[3:26] involved. More specifically to discuss
[3:28] Sue Line versus Village Velm Grove.
[3:32] That said, let's all rise for the pledge
[3:34] of allegiance.
[3:38] » I pledge allegiance to the flag of the
[3:40] United States of America and to the
[3:42] republic for which it stands, one nation
[3:46] under God, indivisible, with liberty and
[3:49] justice for all.
[3:57] » Okay, we next have an open public
[3:59] comment period on any subject without
[4:01] action except possible referral to a
[4:04] government body or staff member. Is
[4:06] there anyone who would like to step
[4:07] forward?
[4:10] Is there anyone on Zoom?
[4:11] >> There is not.
[4:15] » Yeah, we'll close that open comment
[4:17] section.
[4:18] The next item is approval of the agenda.
[4:22] >> I move we approve the agenda as
[4:24] submitted.
[4:26] >> I'll second.
[4:27] >> I have a motion and a second. All in
[4:29] favor say I.
[4:30] >> I.
[4:31] Motion is approved.
[4:33] Next is the minutes.
[4:36] Oops.
[4:41] Still getting them out here.
[4:56] Thank you.
[4:58] All right, draft minutes from July 28th.
[5:00] Does anyone have any corrections?
[5:08] This is unusual.
[5:11] Okay, hearing none, I'll take a motion
[5:13] to approve the minutes for July 28th.
[5:15] >> I'll motion to approve.
[5:16] >> I'll second.
[5:18] >> Motion and a second. All in favor say I.
[5:20] >> I.
[5:22] Minutes are approved.
[5:25] Report of the village president. Uh
[5:28] President Kalensky is
[5:30] in Africa, so uh he doesn't have Wi-Fi
[5:33] where he is. Said he's about this time
[5:35] will be hugging a giraffe, so
[5:38] we will uh
[5:39] skip to the next section.
[5:42] Actually, we'll
[5:44] Correct.
[5:44] >> Yes, let's take some action.
[5:47] » Review and act on the appointment of Sam
[5:50] DeMatteo to the building board. You have
[5:53] the application in your packet.
[5:58] Is Mr. DeMatteo here tonight?
[6:01] >> He is not.
[6:09] » Jim, our trustee Olson.
[6:14] >> Um his
[6:16] application came through.
[6:18] He had just actually done a project that
[6:21] was brought through before the building
[6:23] board, too. He and I had a nice
[6:25] conversation. It seems like he would fit
[6:27] in well with our
[6:31] group.
[6:33] So, I would recommend it.
[6:35] >> Are you making a motion to approve?
[6:36] >> I would make a motion to approve.
[6:38] >> I'll second.
[6:39] I second it.
[6:41] >> I have a motion and a second.
[6:44] Any further discussion?
[6:47] All in favor, say I.
[6:49] >> I.
[6:51] >> Opposed?
[6:56] Uh Mr. Sam DeMatteo is appointed to the
[6:58] building board.
[7:01] We now have
[7:03] review and act on the proclamation in
[7:05] honor of Welke's Milwaukee Florist on
[7:08] its 125th anniversary.
[7:12] Bear with me while I pull up that
[7:13] proclamation.
[7:20] I have it handy.
[7:33] Okay, we have before us a proclamation
[7:35] honoring Welke's Milwaukee Florist on
[7:37] its 125th
[7:39] anniversary. Whereas, Welke's Florist
[7:42] was founded in 1901 and has proudly
[7:45] served Milwaukee area families for 125
[7:49] years, making it one of Wisconsin's
[7:51] oldest continuously operating
[7:53] family-owned floral businesses.
[7:55] And whereas, for five generations, the
[7:58] Welke family and their dedicated
[8:00] employees have helped generations of
[8:02] families celebrate milestones,
[8:05] express sympathy, and honor life's most
[8:08] meaningful occasions with care and
[8:10] compassion.
[8:11] And whereas, for 125 years, Welke's
[8:15] Florist has served families through two
[8:18] World Wars, the Great Depression, and
[8:21] generations of change.
[8:23] And whereas, the longevity of Welke's
[8:25] Florist reflects the resilience of
[8:28] locally owned businesses and their
[8:30] enduring contribution to the communities
[8:32] of Elm Grove and Milwaukee.
[8:35] And whereas, the 125th anniversary of
[8:38] Welke's Florist provides an opportunity
[8:40] to celebrate a remarkable legacy of
[8:43] service and community spanning more than
[8:46] a century.
[8:48] Now, therefore, I, John Schindler,
[8:50] President Pro Tem of the Village of Elm
[8:52] Grove, do hereby proclaim September
[8:55] 18th, 2026
[8:57] as Welke's Florist Day, and encourage
[9:00] all residents to join in recognizing
[9:02] this extraordinary milestone.
[9:08] Thank you to Welke's Florist.
[9:14] Next item of business, report of village
[9:16] officers. We have the report of the
[9:19] village fire chief.
[9:21] >> Can we have a motion to accept the
[9:23] proclamation, please?
[9:24] >> Oh.
[9:25] >> I'll make a motion to accept the Welke's
[9:26] proclamation.
[9:27] >> I'll second.
[9:30] >> Have a motion and a second. Any further
[9:31] discussion?
[9:34] All in favor, say I.
[9:35] >> I.
[9:36] Opposed.
[9:37] The proclamation is accepted. Pardon me,
[9:40] it's been a while since I've been up
[9:41] here in the middle chair.
[9:46] Okay, next we have the report of the
[9:47] fire chief, Brian Naylor.
[9:50] We have his report in your packet.
[9:52] Chief, did you have anything you would
[9:54] like to add?
[9:56] Okay.
[9:58] Thank you.
[9:59] Does any member of the board have any
[10:01] questions for the chief?
[10:05] Thank you, chief.
[10:07] Hearing none, we'll move on to the
[10:08] report of police chief, Jason Hennen.
[10:11] That report is in your packet.
[10:14] Are there any questions?
[10:19] To be referred to the chief through
[10:20] staff.
[10:24] Hearing none, I'll move on to the report
[10:26] of EMS Services Director, Ben Roy.
[10:30] That report is also in your packet.
[10:34] Are there any questions?
[10:37] For the EMS chief?
[10:42] Hearing none,
[10:43] we'll move on to item D, report of the
[10:46] village clerk, Crystal Turner.
[10:49] >> Um Crystal put in some stats from the
[10:52] election. 41% turnout. Um and then we
[10:55] just wanted to thank all of our poll
[10:57] workers who helped on election day and
[10:59] with um special voting deputy at the
[11:01] nursing home.
[11:03] Um it turned out really well.
[11:08] And then meeting dates.
[11:10] Um
[11:12] we have to
[11:14] move the December meeting.
[11:16] >> Mhm.
[11:17] >> So she picked um
[11:19] It seems like December 16th was the
[11:21] consensus, from my understanding.
[11:24] >> I think we did discuss this last month,
[11:26] did we not?
[11:36] » on my calendar.
[11:44] Do we need to take official action to
[11:45] move the date?
[11:46] >> Let's officially set it to December
[11:48] 16th, please.
[11:49] >> Okay.
[11:51] All right, I will take a motion to move
[11:54] the Board of Trustees and and the
[11:56] Finance Committee meeting to
[11:59] December 16th.
[12:01] >> I second the motion.
[12:01] >> I will second that motion.
[12:03] >> Motion is second. All in favor say I.
[12:06] >> I.
[12:07] >> Opposed?
[12:11] Board of Trustee meeting is now
[12:12] officially December 16th.
[12:18] Item E, Village Manager report.
[12:21] >> Good evening, Board of Trustees. The
[12:23] first item under my report this evening
[12:25] is to review and act on the cooperative
[12:27] intergovernmental agreement for training
[12:30] facilities and services relating to
[12:32] fire, rescue, and emergency medical
[12:34] services uh specifically within the city
[12:36] of Wauwatosa and the use of their tri-
[12:39] fire tower training facility. Um this is
[12:41] an agreement that has evolved over time.
[12:44] Um initially there was an
[12:45] intergovernmental agreement between the
[12:47] city of Wauwatosa and just a small
[12:49] handful of municipalities for use of
[12:51] their facili- facilities, but for
[12:53] various reasons that uh interest in
[12:55] joint use has grown over time.
[12:58] Um as indicated within your memo, our
[13:00] training tower uh for the Elm Grove Fire
[13:03] Department located within the DPW yard
[13:06] has kind of aged out for lack of a
[13:08] better term. We did have an engineering
[13:10] assessment of our tower conducted last
[13:12] year, and the findings were that it is
[13:15] indeed deteriorating and in need of
[13:17] significant repair, uh which will be
[13:19] costly. So, that has minimized our
[13:22] ability to utilize the tower, especially
[13:24] with live uh
[13:26] active fire training. And uh really it's just reduced now to smoke training
[13:31] and some other
[13:33] smaller type of exercises. So what we're
[13:35] requesting is that the board this
[13:37] evening formally
[13:38] take action to ratify this agreement
[13:41] with the city of Wauwatosa so that our
[13:43] firefighters and EMS and perhaps even PD
[13:47] personnel can utilize the the Tosa
[13:49] facility which is relatively close
[13:52] actually. It's just on the other side of
[13:53] 124th Street. For this year it's
[13:56] prorated and next year the cost will
[13:59] actually go up to a total of $2,186
[14:03] which is relatively minor in the grand
[14:05] scheme of things. The cost for
[14:07] engagement will come out of the
[14:08] operations line item budget and with
[14:10] that I'll answer any additional
[14:12] questions you might have.
[14:13] >> What happens to the tower we we
[14:14] currently have?
[14:15] >> That is the golden question. It is built
[14:18] out of spancrete.
[14:20] So even just demolishing it is a
[14:21] relatively expensive endeavor.
[14:24] We could do it internally with some of
[14:26] the implements we have already down at
[14:27] the yard a highway tooth and pick it
[14:29] apart but then the question is what do
[14:31] we do with all that concrete? We could
[14:33] also modify it
[14:34] for
[14:36] very specific types of training but fire
[14:38] chief Naylor I wish he was still in the
[14:40] room. He'd be able to to address this
[14:42] better than I but it's still being
[14:43] explored as far as what we're going to
[14:45] do with it.
[14:48] » If we take that down I mean it's kind of
[14:50] back in the DPS area right now.
[14:54] >> Right.
[14:56] >> Does that free up more land for us then
[14:59] for other utilizations and
[15:02] >> It would. Yeah I mean it certainly takes
[15:04] up a portion of the yard. It's on the easternmost side of the yard
[15:10] closest to the railroad tracks so in all
[15:12] reality it probably be additional
[15:14] storage space for you know yard waste
[15:16] drop off or other types of recycling
[15:18] activities. So there would would a
[15:20] benefit.
[15:21] >> I mean we can discuss this more with the
[15:22] sewer line, but I'm just wondering if
[15:25] there's any impact with with that with
[15:27] the railroad and stuff.
[15:29] >> There is not.
[15:30] >> Okay.
[15:31] Thank you.
[15:31] >> Yep.
[15:32] >> Could that be riprap?
[15:33] >> Make it turn it into riprap.
[15:35] >> Um
[15:36] did we have a copy of this agreement in
[15:38] our packet? I didn't see it.
[15:40] >> Yes. Uh there should be.
[15:42] >> Do you have
[15:44] >> I have it printed out.
[15:45] >> It's not on the uh
[15:47] agenda.
[15:49] >> I didn't have it in mine.
[15:51] >> Is it Is it on the uh
[15:53] You can pull it up if you have anything.
[15:54] >> I have it right down the left.
[15:56] >> Wasn't that a link to it on the
[15:58] >> It's not on a link, but I thought it was
[15:59] >> Oh, did it not make
[16:02] Well, I apologize if it didn't make the
[16:04] packet. It should be in there.
[16:06] Um
[16:07] >> I read it about
[16:09] >> Well, in that case, if you haven't had
[16:10] the opportunity to review it,
[16:12] you know, I would advise that we hold
[16:14] off until you do so that you're
[16:15] comfortable. Otherwise, if you're
[16:17] comfortable with the staff's assessment,
[16:19] um
[16:21] it's somewhat boilerplate because there
[16:23] are so many municipalities involved on
[16:25] the signatory section that you
[16:28] Is it
[16:28] >> It was. Yeah, cuz I read it. It's page
[16:30] 41.
[16:32] >> Thank you.
[16:35] Well, continuing that thought, the
[16:37] challenge being that even if we wanted
[16:38] to significantly amend this, it would be
[16:41] quite an undertaking because of all the
[16:43] other municipalities that would have to
[16:44] interject as well and perhaps accept it
[16:47] unless it was a specific
[16:49] writer for Home Grove, if you will, but
[16:51] um otherwise, we're prepared to move
[16:53] forward with it.
[17:00] » Okay, so at this point, it's uh
[17:04] up to the board to decide if we want to
[17:06] go ahead with the amendment.
[17:07] >> Correct.
[17:08] >> Okay.
[17:09] >> I think it makes sense to go ahead and
[17:11] with the
[17:12] amendment based on staff recommendation.
[17:16] » Definitely, we need to keep our training
[17:18] up and uh
[17:20] the fire chief is in favor of this.
[17:23] >> Correct. Yes.
[17:28] » I'll take a motion to
[17:29] >> I'll take a mo- I'll take a motion.
[17:31] >> to authorize staff to act on the
[17:34] cooperative intergovernmental agreement
[17:37] for training facilities and services
[17:39] related to fire rescue and emergency
[17:42] medical services with the city of
[17:43] Wauwatosa fire training power.
[17:46] >> I'll second.
[17:47] >> Yes, rather than act to execute.
[17:51] >> I'll make an amendment.
[17:54] » I have a motion amended and the second
[17:57] so amended. All in favor, any further
[18:00] discussion?
[18:02] Hearing none, all in favor say I.
[18:05] Opposed?
[18:07] Motion is approved.
[18:11] » Thank you very much. The next item under
[18:12] my report this evening is an update on
[18:14] We Energies and their overhead to
[18:16] underground resiliency efforts, as well
[18:19] as an update on year-to-date power
[18:21] outages. So, kind of two separate items
[18:23] here.
[18:24] I did reach out to Jennifer Bogner of We
[18:26] Energies, who's the municipal
[18:28] representative. She'll be compiling the
[18:30] data for year-to-date power outages that
[18:32] we'll have available for review in
[18:35] September.
[18:36] And then we'll also have somebody here
[18:38] to give us an update on all of this
[18:40] overhead to underground effort, where
[18:42] the projects currently stand and how
[18:43] much left how much scope is left in that
[18:45] effort as well. So, this is kind of
[18:48] intended to to tee it up, if you will.
[18:51] If you have anything additional that you
[18:52] would like me to request they bring
[18:53] forward,
[18:55] I'm happy to hear it at this time and
[18:56] relay it to them.
[19:01] » Are we Are we referencing just the
[19:03] project that is
[19:05] has been completed or are we talking
[19:07] about future?
[19:08] >> The all the all of the scope within Elm
[19:11] Grove. So, I believe there were three
[19:12] different phases.
[19:13] >> Yep. Yep.
[19:15] I I'm just I'm getting probably all of
[19:17] us are getting a lot of feedback from
[19:19] residents in the northwest quarter.
[19:21] >> Mhm.
[19:21] >> Um the resiliency has been awful.
[19:24] I mean, it's it's
[19:26] sorry, but it's third world country
[19:28] awful. It's ridiculous.
[19:30] That we they've they've lost power over
[19:32] there.
[19:33] Um you know, for those of us who are
[19:35] members of Western
[19:37] we've gotten texts on a regular basis
[19:39] that they've lost power. And then when I
[19:41] get that text, I know that I'm going to
[19:42] get contacted by friends or going to run
[19:44] into friends over the next couple days
[19:46] say
[19:47] what the heck are we doing about
[19:49] with We Energies? And you know, I just
[19:51] have to explain
[19:52] you know, we don't control them.
[19:54] But we will engage. And I did I reached
[19:56] out to Jim
[19:58] excuse me, President Klusken and I said,
[19:59] we got we have to re-engage.
[20:01] Because the the
[20:03] you know,
[20:04] whatever it was 36 hours out within a
[20:07] 6-week period. And that's not that's
[20:09] like three or four different outages.
[20:11] It's absolutely bonkers. Every time we
[20:13] get rain or heavy wind, they lose power
[20:15] over there.
[20:16] And and this constant nonsense of well,
[20:19] it's trees. There's nothing we can do
[20:20] about it. We can do something about it.
[20:23] They can do something about it. They can
[20:24] be proactive and they can look at those
[20:26] trees. There have to be problem areas.
[20:28] This does not make sense. Nowhere else in the metropolitan area, I
[20:31] can't imagine loses power at a rate that area of the village does. It just
[20:36] makes no sense.
[20:38] >> They they actually lost power on the 4th
[20:40] of July weekend and it was for so long
[20:43] that they actually had to bring in
[20:44] refrigeration trucks. I mean, which is
[20:47] absolutely ridiculous. So, I mean, you
[20:49] have a lot of community the community
[20:51] that are are members there, but also,
[20:54] you know,
[20:55] that's a that's a very viable business
[20:58] and
[20:59] you know, granted it is a private club,
[21:01] but still
[21:03] you know, for facility that large to
[21:06] experience those problems and then for
[21:08] that length of time where they
[21:10] they're they just can't get anyone to
[21:12] help them over that weekend. I mean,
[21:14] that was absolutely crazy. They had to
[21:16] shut everything down. They had to cancel
[21:17] their, you know,
[21:19] >> I'm sorry.
[21:19] >> of the events.
[21:20] >> I'm sorry. I just I reference it because
[21:22] it's the easy way for me to track when I
[21:24] know the power's out because we tell
[21:25] they, you know, we get an alert that
[21:27] says pool's closed,
[21:28] you know, no dinner, whatever. We get
[21:30] some kind of alert. And then usually at
[21:33] some point we get an alert that things
[21:34] are back up.
[21:35] Um but like I said, I don't think
[21:37] there's any question that it is
[21:38] problematic. And I really wish that they
[21:40] would take this seriously and take a
[21:42] look at it cuz it makes no sense.
[21:44] >> Mhm.
[21:44] >> Tom.
[21:45] >> Yes.
[21:45] >> Does it make sense for us to once we get
[21:49] this uh end of summer report, maybe have
[21:53] them come back to like a committee of
[21:55] the whole meeting in front of us so we
[21:57] can
[21:59] >> Yes.
[22:00] >> review and talk about you like see the
[22:01] report first so we have our
[22:05] questions ready to go and then maybe
[22:07] have Was it Jennifer?
[22:09] >> Correct. Yeah, Jennifer Bogner.
[22:11] Right. So, if it sounds like perhaps we
[22:13] split this into the two separate items.
[22:15] Maybe for September we have Pete
[22:17] Kowalski if he's able to come to give us
[22:19] an update on the overhead to
[22:20] underground, but then as far as the
[22:21] outages go, allow you to review, digest
[22:24] the data, and then request they come to
[22:26] a committee of the whole which is
[22:27] scheduled for the end of September
[22:28] already
[22:30] and have a broader conversation there.
[22:32] I just
[22:34] I realize that they can't just change
[22:37] all of their schedule to bury those
[22:38] lines. I I that seems unlikely. But in
[22:41] the short term,
[22:42] >> Mhm.
[22:42] >> we'd like to be able to tell our our
[22:44] community, "Hey, we've engaged and we
[22:47] have hopefully something that will
[22:49] help."
[22:50] Um
[22:52] try and get them to
[22:55] take an extra look at those trees and
[22:57] branches in the area because every time
[22:59] that's what they're pointing to. Whether
[23:01] that's true or not, I can't say. I have
[23:03] to trust that that's the case, but
[23:06] there has to be a way for them to look
[23:08] and go, "These are problem areas." And
[23:10] do a serious cutting until we get to
[23:12] that project, which is a ways out. I
[23:13] forget, it's like still 2 years out, if
[23:15] I recall. It's Right.
[23:17] It's You know, I just
[23:20] I feel I feel terrible having
[23:21] electricity, particularly in a in a
[23:23] community where we have wells. So, when
[23:25] you everyone knows, when you lose
[23:27] electricity, you lose water.
[23:29] So, you're literally turning off the
[23:31] water for people in the community when
[23:33] we lose electricity.
[23:35] >> Well, and it's never for like a 2-hour
[23:36] period. It's like 8 hours.
[23:38] >> Or can be for a 2-hour. That's the I
[23:40] mean, I agree with you. There There have
[23:42] been plenty of instances where they are
[23:43] long, but there are also short ones,
[23:45] too.
[23:48] » They were here. This topic came up with
[23:51] the regards to the power lines and
[23:52] trees.
[23:54] And I remember they were commenting that
[23:55] they
[23:56] private property, and they can't, you
[23:58] know, go around everybody's property and
[23:59] shovel all of this.
[24:00] So, instead of just having that same
[24:02] argument with them, is there any way we
[24:04] can start dialogue now and see what
[24:06] prevents you from going out and
[24:08] you know, reviewing the lines in the
[24:10] northwest area along Highland and seeing
[24:12] where potential areas are. And get that
[24:14] most Get that ball moving. Otherwise,
[24:16] they're going to come here, and this
[24:17] will be this back and forth with nothing
[24:20] really happening from it.
[24:21] >> Right.
[24:21] >> So, if you could have discussions with
[24:23] them, like this area's reporting a lot
[24:25] of tree outages. What would it take to
[24:28] get your you know, your crews
[24:30] >> Mhm.
[24:30] >> to walk that property and to see where
[24:32] there's potential areas.
[24:34] >> I'm sure they have a right to go in with
[24:36] an easement. They have power line
[24:37] easements. They should be able to walk
[24:39] >> I don't argue with one way or that. They
[24:40] should. It sounds right. But, they were
[24:42] arguing that they couldn't, and they
[24:43] were There was this dialogue back and
[24:45] forth when they were here.
[24:46] >> Right. Right.
[24:47] >> could get that going now,
[24:48] >> Mhm.
[24:48] >> say, "Can you send a crew out, walk
[24:50] those easements, and see where there's
[24:52] potential areas?" If once, you know,
[24:55] though they're 2 years out for the
[24:56] underground work, and identify bring it
[24:58] to the village's attention cuz it you
[25:00] know they said they couldn't get the
[25:01] people to do it themselves. They
[25:03] couldn't tell the person, you know, the
[25:04] property owners to do it.
[25:06] But bring it to the village's attention,
[25:08] and then at least we can decide how to
[25:10] tell the people or ask people to you
[25:12] know, recommend that they make
[25:15] tree removals and limb removals to
[25:17] improve, reduce the risk of power
[25:19] outages. Otherwise, we'll have the same
[25:21] we'll have a repeat of the last meeting.
[25:23] >> Right.
[25:24] Yeah, I I can definitely reach out to
[25:26] Jennifer provide her kind of a summary
[25:27] of all these concerns um as well as a
[25:30] copy of the meeting minutes as well.
[25:32] Um and hopefully they can take some
[25:33] proactive measures so they are prepared
[25:35] when they eventually do come before the
[25:36] board.
[25:39] » Yeah, on that. And this is different,
[25:40] but T-Mobile is putting in all kinds of
[25:43] >> Mhm.
[25:43] >> lights too and stuff. I have a lot of
[25:45] people in my neighborhood that are very
[25:47] upset that the work they were not
[25:49] >> We're we're going to get to We're going
[25:50] to get to T-Mobile. I have a lot to say
[25:52] about that uh towards the end here.
[25:55] Yeah.
[25:56] As recently as today.
[26:00] Can you
[26:03] All right. If there's nothing else on
[26:06] that item, I'll move on. Uh the next
[26:07] item under my report is an update on the
[26:09] park and recreation manager position uh
[26:12] opening. So,
[26:13] the intent being that we did post this
[26:15] position mid-August, uh hopefully trying
[26:17] to catch some attention of rec-minded
[26:19] individuals that are concluding their
[26:21] summer season, perhaps looking to take a
[26:23] next step, uh or move on from their
[26:26] existing position, advance their
[26:27] careers. To date, we have received three
[26:29] applications. Uh the position will be
[26:32] remain open until filled, meaning we're
[26:34] reviewing applications as they're
[26:36] received. And um in the near future,
[26:38] we'll begin begin scheduling um
[26:41] interviews for those. So, happy to say
[26:43] we do have some traction. We will be
[26:45] doing a blast tomorrow on different
[26:47] social networks, so we're really trying
[26:49] to drum up drum up the interest as well
[26:51] as spread the word. Um trying to make
[26:53] some uh
[26:54] direct points of contacts with
[26:55] individuals that we already know of that
[26:58] may be interested also. So, stay tuned.
[27:00] Keep your fingers crossed.
[27:03] Moving on if there's no questions.
[27:07] The Elm Grove Fire and EMS
[27:08] Organizational Assessment Status Update.
[27:11] So, this item is on the agenda this
[27:13] evening to continue to apprise the board
[27:15] on our ongoing efforts here uh to focus
[27:18] on the Elm Grove Fire and EMS
[27:20] departments to hopefully gain some
[27:21] efficiencies and uh ultimately to
[27:25] determine the path forward for both
[27:27] departments. We are We already know
[27:29] this. We've discussed in the past that
[27:30] we're unique. We separate operate two
[27:32] separate departments.
[27:34] And uh what we'll be looking for in the
[27:36] very near future is authorization from
[27:38] the board to engage a consultant to help
[27:40] us identify our blind spots and answer
[27:43] the hard questions that even as a a very
[27:45] talented internal working group, we may
[27:47] not be able to answer ourselves.
[27:50] So, to date uh we've had conversations
[27:53] with two separate consulting firms that
[27:55] focus on this exact task and goal is to
[27:58] identify uh how to gain efficiencies in
[28:01] the organizational model, the
[28:02] operations, the financials, assess
[28:05] facilities assessments, the list goes
[28:07] on.
[28:08] Um
[28:09] Thursday, we Whoop. Did this cut out?
[28:12] Excuse me. Thursday, we have another
[28:13] meeting scheduled uh with a third
[28:15] consulting firm. Um all of these fir
[28:18] Well, two of these firms have had
[28:19] success um implementing organizational
[28:22] health assessments, if you will, um in
[28:24] the Milwaukee metro area and providing
[28:26] recommendations for steps forward. So,
[28:29] uh Trustee Schindler has been a
[28:31] participant in these internal
[28:32] conversations as well as Fire Chief
[28:34] Nailer, EMS Director Ben Roy, and
[28:36] myself, as well as uh former Fire Chief
[28:39] David Kastenholz. So, we have a strong
[28:41] internal working group. We've been
[28:43] trying to keep the frequency of
[28:44] communication uh at a very high level uh
[28:47] so this doesn't
[28:48] become stale on the vine.
[28:51] So again this is an update for you to
[28:53] realize that hopefully in the very near
[28:55] future we'll be coming forward with a
[28:56] proposal for engagement.
[28:59] >> And we've been meeting weekly
[29:01] to keep things moving forward.
[29:03] >> Indeed.
[29:05] >> This has to come to a head fairly soon
[29:07] so we can come to a resolution and get
[29:10] some ideas of exactly how the
[29:12] department's going to look in the next
[29:13] couple years.
[29:15] >> Indeed. So I have just a couple of very
[29:18] brief updates and that will conclude my
[29:20] report. One of the items here being
[29:22] Metronet. This is the T-Mobile fiber
[29:25] internet that is expanding throughout
[29:26] the village. Prior to them beginning
[29:29] construction we had a a pre-con meeting
[29:31] with their entire team of eight
[29:34] individuals. The village was provided
[29:36] assurances about the level of
[29:37] communication Metronet and T-Mobile
[29:39] would be sending out to residents in
[29:41] advance of the work taking place within
[29:43] the right-of-way. That worked very well
[29:45] for the first two and a half months of
[29:47] their installation and as recent as a
[29:50] week ago we began fielding concerns and
[29:54] complaints for lack of a better term
[29:55] from residents about the lack of
[29:57] communication, no notice,
[30:00] workers were out on site poking holes in
[30:02] the right-of-way which precipitated
[30:05] staff having to follow up, explain what
[30:07] a right-of-way is, what their rights are
[30:09] to work within the right-of-way.
[30:11] There were some valid complaints as well
[30:13] as T-Mobile members accessing private
[30:15] property without prior authorization.
[30:18] That's all to say that today we had a
[30:20] conference call myself and Richard Paul
[30:22] Jr. DPW director with their system
[30:26] manager and their project manager. We
[30:29] issued a
[30:30] stop work order for T-Mobile until
[30:32] September 9th. What we found out was
[30:35] that the correspondence that was
[30:37] supposed to go out 30 days prior to them
[30:39] starting work in their specific phase
[30:41] area they're working right now was not
[30:43] sent out because there was an error at
[30:45] the printer and they intended to send
[30:47] those notices out in September.
[30:48] Meanwhile, they're already working.
[30:50] Um so, they are afforded a week. The
[30:54] printer expedited those letters. They
[30:56] should be in the mail tomorrow. So,
[30:58] we're allowing them at least a week to
[30:59] get the letters to the residents, try to
[31:01] mitigate some of this. We'll be putting
[31:03] a a notice out on the village website as
[31:04] well
[31:06] with a map that identifies these areas
[31:08] that were not notified. So, we think we
[31:10] have it under control at this point. We
[31:12] uh
[31:13] I think they got the point in the
[31:14] conversation today and hopefully this
[31:16] doesn't take place again, but um that is
[31:19] your update on T-Mobile.
[31:20] >> So, I will tell you what they told the
[31:22] neighbors in my area because I have
[31:24] neighbors that are very, very upset
[31:25] about this.
[31:27] They told
[31:28] the neighbors in my area that the reason
[31:31] notifications didn't go out is that Elm
[31:34] Grove as well as Menomonee Falls are the
[31:36] only two communities suburban
[31:38] communities in the greater Milwaukee
[31:40] metropolitan area that refused to send
[31:43] out notices like that to the residents.
[31:46] So, I will tell you that the neighbors
[31:48] in my neighborhood think it is the
[31:51] village's fault and they're asking me
[31:53] why in the heck and what do we do to
[31:55] change that. So,
[31:59] it's interesting.
[32:00] >> I said well, thank you for sharing that
[32:01] and that was that was the crux of the
[32:03] conversation is just the the
[32:05] disappointment that there were
[32:06] assurances provided and now it looks as
[32:08] though we're mismanaging this. So, we
[32:11] will take steps uh to communicate to
[32:13] residents exactly what's going on and
[32:15] >> Cuz the residents really think it's the
[32:17] village that dropped the ball, not Elm
[32:19] Grove.
[32:19] >> Correct.
[32:20] >> So, our area was done a couple two
[32:22] months ago, month and a month and a half
[32:23] ago. We never received anything. I mean,
[32:25] until they started marking the streets,
[32:27] that's what drew me attention to it and
[32:30] I had a couple neighbors that are like,
[32:31] "What is going on?" I said, "I don't
[32:32] even know myself what's going on." Until
[32:34] we started to see the come so.
[32:37] >> I didn't know either when they started
[32:39] asking me. I had no idea
[32:42] >> Okay. Well, that's I need to hear that
[32:44] feedback. So, thank you for sharing it.
[32:46] Um, yeah, and again, we'll address and
[32:48] take the
[32:49] necessary steps to correct it.
[32:51] >> Great. Thank you.
[32:52] >> Yeah, you bet.
[32:53] >> AT&T also has fiber
[32:56] lines in the village as well, but
[32:59] I guess they've not spread them out to
[33:01] the down the streets. Like, what is it
[33:03] we didn't have that same issue with
[33:05] AT&T? Why?
[33:07] >> That's a good question and I'm not as
[33:09] familiar with
[33:10] >> I I think they were on the poles.
[33:12] >> Are they on the poles?
[33:13] >> Yeah, I'm cuz when they strung fiber to
[33:15] my house, it was from the pole.
[33:16] >> Yeah, okay.
[33:17] >> Do you have it
[33:18] >> not underground?
[33:19] >> You have AT&T fiber?
[33:20] >> I do.
[33:21] >> Okay.
[33:21] >> And a nice job as far as cleaning up.
[33:23] >> Mhm. Right.
[33:24] >> You know, I mean, you can't even tell
[33:27] where they were. I mean, that was
[33:28] impressive, but
[33:30] it when they were doing it, they hit a
[33:32] gas line in my neighborhood. That was a
[33:35] big deal and
[33:37] >> That would be
[33:38] >> it's been kind of fiasco.
[33:40] >> Right.
[33:42] Last very quick item here. You will be
[33:45] receiving an email from Fogel regarding
[33:47] former library director Sarah Mensch and
[33:50] a tree dedication for her, which will be
[33:51] taking place on September 3rd at 4:30
[33:54] p.m. out in the park here. So, keep your
[33:56] eyes open. Should be a nice dedication
[33:59] ceremony and with that, that completes
[34:01] my report this evening.
[34:05] » Okay. Thank you, Manager Harrigan.
[34:07] Uh, next is item number F, report of
[34:10] Village Attorney Ramsey.
[34:13] >> Um
[34:14] nothing beyond um, the training
[34:16] education for the zoning board on
[34:19] Thursday, September 3rd.
[34:23] Or is that a Wednesday?
[34:25] It is a Thursday.
[34:25] >> Planning Commission is moving that.
[34:26] >> Board of Appeals.
[34:28] >> Okay.
[34:29] >> That is the training for who? Could we
[34:31] just make this
[34:32] >> Board of Appeals.
[34:33] >> Clear for the record, okay.
[34:37] our next item is report of
[34:39] standing committees. First up is Plan
[34:42] Commission. Is there someone
[34:44] Jennifer, we'll take that.
[34:45] >> Okay, um
[34:46] since President Kowalski isn't here and
[34:48] he has to wait for the Plan Commission,
[34:51] I'm the other trustee on that
[34:53] commission, so I will do a quick review.
[34:56] We approved a plan of operation and
[34:58] conditional use for the Centered Self
[35:01] LLC. This is the sixth of seven tenants
[35:05] on the wellness grow grow building. We
[35:08] cannot take action on this because we're
[35:11] still waiting for
[35:12] the notice. It has to be noticed for so
[35:15] many days, so we'll be able to do that
[35:17] next month.
[35:19] We also approved a conditional use
[35:20] permit to exceed the maximum lot
[35:22] coverage area at 1105
[35:26] Red Barn. Um this week request was at
[35:28] the limit at 32.9
[35:31] with a maximum of 33% coverage. We had
[35:34] these before.
[35:35] Um we noted this for the record since it
[35:38] was close so close to being at the
[35:40] maximum. Again, because of notice, no
[35:42] action will be taken on this tonight.
[35:46] Committee reviewed and approved a
[35:48] request to keep chickens by Samuel
[35:51] DeMatteo at 15005
[35:54] Wisconsin Avenue. Um prior to our
[35:57] approval, there was quite a lengthy
[36:00] discussion.
[36:01] Um and everyone really kind of weighed
[36:04] in. There was one neighbor who was
[36:07] objecting.
[36:09] Um but um
[36:11] Commissioner Cranberry had walked the
[36:14] property and said that there was quite a
[36:16] bit of education in the backyard really
[36:18] shielding the neighb- the neighbor that
[36:21] was concerned. And also Mr. DeMatteo
[36:23] actually moved that coop a little bit
[36:25] closer to his house, too. So, um I was
[36:30] unanimous. Everyone felt very
[36:32] comfortable approving that.
[36:34] It from there went to building board and
[36:36] it was approved there, as well.
[36:39] Um lastly, there was a um discussion on
[36:43] the public visioning workshop. And this
[36:46] was discussed at length. Um it was felt
[36:49] that the workshop missed the mark,
[36:51] specifically as it was too oriented to
[36:54] development of larger buildings, that were three and four
[36:58] stories, four stories and higher.
[37:01] Um Vanderwalt Vanderwalt said they took
[37:04] the feedback seriously and were
[37:07] there to discuss a path forward. I will
[37:09] tell you that in general,
[37:11] um everyone on the commission was
[37:13] pretty upset with the way that um
[37:16] visioning workshop was was handled. All
[37:19] committee members weighed in on their
[37:22] expectations and concerns, which I feel
[37:25] are well summarized in the committee
[37:26] notes, if you want to take a look at
[37:28] those specifically.
[37:30] The commission confirmed that going
[37:32] forward, the commission would have an
[37:34] opportunity review survey questions
[37:37] before they went out to the community.
[37:40] President Kaleski set an expectate
[37:43] expectation
[37:45] and he wants 50% of residents to engage
[37:48] in the survey before moving forward with
[37:51] any plans to make sure
[37:54] all residents are adequately
[37:56] representated represented and not just
[37:58] special interest groups. Um
[38:02] Yeah, there was
[38:03] We do have people within the community
[38:06] that are business owners and they're
[38:08] also residents and they were weighing in
[38:10] multiple times. So, he really wanted to
[38:12] make sure that we adequately
[38:15] really listen to all of our residents.
[38:18] Discussion followed on how to best
[38:21] engage residents in this survey process.
[38:25] Um the discussion closed with President
[38:27] Kwasneski stating that the comprehensive
[38:29] plan update should be a um
[38:33] regular standing item for the Plan
[38:35] Commission each month, including what
[38:37] was accomplished in the last 30 days and
[38:40] what is planned in the next 30 days.
[38:42] There also was discussion on not rushing
[38:45] this process and making sure that we
[38:47] adequately got input from the community.
[38:50] Um the next committee commission meet um
[38:53] meeting falls on Labor Day, so um the
[38:57] group discussed moving the date to
[38:59] September 10th as an alternate date, and
[39:02] that seemed to work for everyone, so
[39:04] that is the date of the next
[39:07] um Plan Commission meeting. And that
[39:09] concludes my report.
[39:12] Any questions?
[39:16] » Thank you, Trustee Steckerd. I I just
[39:18] have a question. Did Vanderwal have any
[39:20] reasons why they kind of led that
[39:23] meeting down a wrong path or went off
[39:26] track?
[39:27] >> They really didn't have anything,
[39:28] honestly, that was very acceptable. They
[39:31] um they they stood up there and made a
[39:33] lot of
[39:34] excuses, but I don't think they really
[39:37] listened in what was really alarming to
[39:40] both the Plan Commission and I think to
[39:43] trustees is we had given very specific
[39:46] directions, and it was felt that they
[39:50] have a way of doing things, and they're
[39:51] just following the same blueprint and
[39:54] treating El Grove just like any other
[39:56] community. And it was stated that
[40:01] what they shared at the meeting was what
[40:05] they shared with us when they first came
[40:07] here to present what you know, when we
[40:10] were deciding who to go with, and
[40:12] nothing had differed at all, so they
[40:14] hadn't listened to any of the village
[40:16] input at all. And I think what I didn't
[40:20] state in this
[40:21] um
[40:23] report was that um prior to meeting with
[40:26] the plan commission um
[40:29] Ann and
[40:31] um Tom and Jim and I got them on the
[40:34] phone to kind of set expectations for
[40:36] them and we were supposed to have a
[40:38] meeting and they knew that we were very
[40:41] disappointed and very upset
[40:43] and Jim and I both arrived here
[40:46] expecting to for the four of us to meet
[40:48] with them in person and we had one of
[40:51] them on Zoom and that was it. Which
[40:53] again just seemed like their commitment
[40:56] wasn't really there and um
[41:01] it was very disappointing. So
[41:03] >> Yeah.
[41:03] >> They've been kind of put on notice.
[41:05] >> I would say it's disappointing cuz I
[41:06] think when you the vote was taken and
[41:10] you know who to go with, I think it felt
[41:11] as though they were the ones to go with
[41:13] because they knew us.
[41:15] They could tailor things better to who
[41:17] we were um
[41:19] and it didn't feel that way at all. It
[41:21] felt like we were any other city in
[41:23] Wisconsin that could have been anybody.
[41:25] >> And that's exactly what was shared with
[41:27] them and um there was nothing innovative
[41:30] at all that was presented and they
[41:32] certainly didn't listen to the
[41:33] community. Um I think coming out of that
[41:38] I almost felt like I wanted to start all
[41:40] over again and and work with somebody
[41:42] else. It was it was so disappointing.
[41:45] >> And it's and you guys had a lot of good
[41:47] points that you brought out and I I was
[41:49] disappointing. I
[41:51] sorry that that's the way it ended up,
[41:52] but hopefully they could turn it around.
[41:54] >> Yeah. So we'll see.
[41:55] >> Yeah.
[41:56] >> Um and I think that's why it's has to be
[41:59] an update every month. What have they
[42:01] done in the last 30 days and and what
[42:03] are they doing going forward and
[42:06] they obviously know that we're very
[42:08] upset, but even knowing that to to not
[42:11] show up in person, so we'll see what
[42:13] happens from here on out.
[42:15] Um but certainly not up to expectations.
[42:20] >> Okay, more to come.
[42:23] Next up, library board, Kristy Castille.
[42:28] » Okay, we did meet last cuz we We did
[42:30] meet last week.
[42:32] And this is Meetings are completely
[42:34] online.
[42:35] Uh Fogo membership is long as a little
[42:38] bit higher than they were last year.
[42:39] best numbers they've had, about 157
[42:42] members. If anybody on the board here is
[42:44] not a Fogo member, I highly recommend
[42:47] joining Fogo as a member of the you
[42:49] know, the Friends of the Grove Library.
[42:51] Um the library is currently on boarding
[42:53] four new employees, one library
[42:55] assistant and then three library pages.
[42:58] These are temporary
[42:59] part-time jobs to replace the people
[43:01] that went back to college and moved on.
[43:05] So, that's keeping Sue pretty busy right
[43:07] now.
[43:08] Um
[43:08] As regards to the library board's act-
[43:11] activities, we're looking at trying to
[43:14] find ways to improve the layout, the
[43:16] design of the library.
[43:18] Um
[43:19] Basically, to improve the efficiency of
[43:21] the operations within the library, as
[43:23] well as improving the patrons' enjoyment
[43:25] of the facilities themselves, making it
[43:27] more functional and more flexible to
[43:30] have different needs, different table
[43:32] sizes, just to make the the current
[43:34] existing footprint
[43:36] more efficient and a better better
[43:38] experience for people.
[43:39] Uh so, Fogo is getting involved as well
[43:41] with Sue to help go through the
[43:43] different um options and review
[43:45] different
[43:47] furniture supply companies and things
[43:49] like that and see what are the options
[43:50] are. And the board itself, the library
[43:52] board's meeting extra meetings a month
[43:55] to actually try to go through that
[43:56] process and just move it along and not
[43:58] make it just a typical every month we do
[44:00] it the same thing, but actually get
[44:01] something done. And try to get Fogo to
[44:04] ask for some revenue that's available
[44:06] and actually start changing things in
[44:08] the library so that people come in, they
[44:10] can see the change. They can see the
[44:11] improvements and realize that the
[44:13] library is going to, you know,
[44:14] investments and activities of Fogle is
[44:17] coming in
[44:18] making changes at the library, making
[44:20] improvements and making everybody's
[44:22] enjoyment of the library better. Um we
[44:25] also have a resolution. This resolution
[44:27] comes up every year.
[44:29] Um it's a res It's basically the library
[44:30] funds for 2027.
[44:33] To paraphrase real quickly, if you don't
[44:35] if the communities don't spend enough of
[44:37] their own
[44:39] money on libraries, the
[44:41] state or local Waukesha, the state will
[44:44] actually
[44:45] bill the community for library services.
[44:48] So this is a resolution to appropriate
[44:50] funds for 2027 that exempts us from
[44:53] having to pay the tax. Reference to the
[44:56] Waukesha is it the state?
[44:57] >> It's the county, Waukesha County. Yep.
[45:00] >> So I need
[45:01] resolution 20260825A.
[45:05] Um is in the
[45:08] information here.
[45:09] And we need to make a motion to approve this, I believe, right?
[45:14] >> Yes, the uh
[45:16] resolution is in your packet.
[45:20] Everybody had a chance to look at it.
[45:26] I don't know if we all had a chance to
[45:28] read the resolution.
[45:30] >> I I move we approve resolution 20260825A
[45:36] for the request for exemption from the
[45:38] Waukesha County library levy 2000
[45:41] 2026 tax for 2027 purposes.
[45:46] >> I'll second the motion.
[45:47] >> I have a motion and a second. Any
[45:49] further discussion?
[45:51] Hearing none, all in favor say I.
[45:54] >> I.
[45:54] Opposed?
[45:56] Resolution carries.
[45:58] >> And that's it for the library.
[46:01] >> Thank you, Trustee Castille.
[46:03] Okay, next up is public works.
[46:06] and utility committee met
[46:08] on August 10. The first order of
[46:10] business was to discuss the changes to
[46:13] the daylighting project design that CPKC
[46:16] is requesting.
[46:18] The railroad is requesting riprap be
[46:20] placed at three meander sections instead
[46:22] of the stepped quarry stone.
[46:25] The railroad is also requesting that the
[46:27] village pay for a clogged 24-in culvert
[46:30] that the railroad owns beneath its
[46:31] right-of-way.
[46:33] The village wants an agreed cost share
[46:35] in advance and intends to seek an offset
[46:37] through a reduction in the property
[46:39] acquisition price.
[46:42] The committee further discussed a 6-ft
[46:44] fence between the pathway and the
[46:45] railroad tracks and the requested
[46:48] easement by the railroad for access to
[46:50] the tracks
[46:52] from Wall Street.
[46:53] At the time of the meeting, Stantec was
[46:55] preparing the village response.
[46:57] The good news is that litigation is
[46:59] formally paused through the end of
[47:01] September
[47:02] as settlement discussions continue.
[47:06] We were then updated on the progress of
[47:07] a Highland Drive pathway.
[47:10] Both layers of the base gravel have been
[47:12] installed. Concrete curbs and ramps have
[47:14] been poured.
[47:16] Paving is expected to begin this week or
[47:19] early next week.
[47:21] They're still behind schedule, but
[47:22] they've been catching up due to the good
[47:24] weather.
[47:29] Of course.
[47:30] Yeah.
[47:30] >> Um
[47:31] you know, the both layers of the gravel
[47:32] are are there and it's set and I I it's
[47:35] pretty compact and hard, but there are a
[47:37] lot of people walking on that already.
[47:39] Does Does that in any way affect it or
[47:42] can it harm it in any way?
[47:44] >> That should actually help it. It's Yeah,
[47:46] they've been rolling it with uh
[47:47] >> Great.
[47:48] >> rollers.
[47:49] >> I mean, there are
[47:50] a lot of people walking on
[47:52] Great.
[47:53] It'll be well used.
[47:54] >> Good to see.
[47:57] Okay, we then received some favorable news on the Village Pond.
[48:03] Um Tom, are you able to bring that up?
[48:05] Okay.
[48:07] Before you zoom in, I'll kind of set
[48:09] this up.
[48:11] Okay, last year's initial research
[48:13] indicated possible 6 ft of sediment
[48:15] covering the bottom.
[48:21] We now we went out last year due to the
[48:23] fact that we've got
[48:26] Hold on before you go too far into that.
[48:34] Researching this to set the table is the
[48:37] pond has been getting covered with algae
[48:40] for the last several summers. We've been
[48:42] putting algaecide on it. But the amount
[48:45] of vegetation material in the pond has
[48:47] become overwhelming.
[48:49] So, we wanted to find out what the what
[48:52] the issue was, what's causing it, and
[48:54] how to interrupt that cycle.
[48:56] I went out last year with some
[48:58] researchers from School of Freshwater
[49:00] Sciences and
[49:03] Southeast Watershed Trust.
[49:05] Our initial indications were that there
[49:07] was 6 ft of sediment because we were
[49:09] hitting bottom and sucking up sediment
[49:12] at 9 ft instead of 15, which it should
[49:15] be.
[49:16] We went out again this year and we got
[49:18] some better news. It appears now that
[49:21] our working theory is that after the
[49:24] flood were floating algal mats floating
[49:27] 6 ft off the bottom that were covered
[49:29] with sediment due to the floodwater that
[49:32] had come in that spilled over from the
[49:34] creek.
[49:35] So, this year we were able to get down
[49:37] to 14 13 14 ft
[49:41] indicating there's only about 2 ft of
[49:43] sediment at the bottom. That is very
[49:45] good news. That is much more
[49:47] easy to deal with.
[49:49] Um
[49:51] Newly installed temperature monitoring
[49:54] buoys, which if you zoom in, we
[49:56] installed these couple weeks ago. Go to
[49:58] the north uh basin, please.
[50:02] These are
[50:05] monitoring instruments that float
[50:07] continuously out there. They send data
[50:09] to a cell phone that goes to the
[50:10] internet every 5 minutes. Click on that.
[50:13] Go to dashboard.
[50:15] And this gives us temperature
[50:16] indications at the surface, 3 ft, 6 ft,
[50:19] and 10 ft. If you scroll down,
[50:22] it gives us a continually running
[50:24] record. And what we see here is very
[50:26] interesting. It shows that the bottom
[50:28] water is very cold. There's a 20°
[50:31] difference, so that top water is not
[50:33] mixing with the bottom.
[50:35] This is important for us to know because
[50:37] we can check the phosphorus content at
[50:39] the bottom and the top.
[50:41] And at the bottom, it is off the charts.
[50:44] It is 10 times what we would expect to
[50:46] see in a healthy pond.
[50:48] It is much less than that at the top.
[50:51] So, what happens during the summer as
[50:52] things are dying, they filter down to
[50:54] the bottom of the pond. It becomes
[50:56] anoxic.
[50:58] And the phosphorus, it's a limiting
[50:59] nutrient, starts remobilizing and is
[51:03] brought into the water column.
[51:05] We analyze the sediment, and what we I
[51:07] don't want to get too far into the
[51:08] chemistry here, but what we found is
[51:10] that um
[51:13] due to the profile, we expect that the
[51:15] phosphorus is recycling in the pond
[51:17] rather than new stuff being brought in.
[51:21] So, this indicates we will have a
[51:24] cost-effective road forward to remediate
[51:27] the pond. Very good news.
[51:30] And uh we also found
[51:33] E. coli was strongly detected in the
[51:35] pond.
[51:37] And the university is doing genetic
[51:39] sequencing to determine if the source is
[51:41] human, goose, or dog.
[51:44] We can find out where that's coming
[51:45] from. Uh interesting fact also if we do
[51:49] get another flood, we'll be able to tell
[51:51] if that water from the creek mixes with
[51:54] the water in the pond or just stays on
[51:55] the surface.
[51:57] So, more to come, but we've got some
[51:59] really good data and good results so
[52:02] far. So, it looks promising.
[52:05] Yeah.
[52:05] >> What would remediation look like?
[52:08] >> Uh probably there's a product that we
[52:10] would use. It's alum alum.
[52:13] Uh trade name is Phoslock. It chelates
[52:16] the phosphorus, takes it out, and
[52:18] sequesters it in the sediments. It's not
[52:20] bioavailable.
[52:22] Cuz what we're doing now is just adding
[52:23] algaecide. Kills the algae, but it
[52:26] breaks down to phosphorus, which then
[52:27] comes back again.
[52:29] >> From the citizens' view looking at the
[52:30] pond, how would they know this is
[52:32] happening?
[52:33] Would there be a
[52:34] >> Clean, the bigger fish will be able to
[52:36] grow. We have to restock every year if
[52:39] we uh
[52:40] stop the
[52:42] destruction of the dissolved oxygen,
[52:45] that will allow the population to
[52:47] regenerate itself rather than having to
[52:49] restock every year.
[52:51] And we'll get bigger fish, not just the
[52:53] little stunted ones.
[52:57] Okay, in other updates, utility work for
[52:59] the road paving should be completed by
[53:01] month's end with paving started starting
[53:04] soon after. Pilgrim Road will be treated
[53:07] with crack sealing from Ace Hardware to
[53:09] Gebhardt Road to extend the life until
[53:13] eventual reconstruction.
[53:15] And lastly, the Juneau Boulevard culvert
[53:18] beneath the Village Hall driveway is
[53:19] planned to be replaced this year.
[53:23] Detailed minutes are in your packet. If
[53:25] there are no other questions, that
[53:26] concludes my report.
[53:34] Okay, next up, public safety, Trustee
[53:36] Sayas.
[53:38] >> Thank you. Um public safety did not meet
[53:40] this month, but I just wanted to bring
[53:43] to everyone's attention in your which I
[53:46] didn't get today, but you can see them
[53:47] online in the municipal League of
[53:50] Municipalities, there's an article about
[53:52] charging ahead, what municipalities can
[53:54] and cannot do about e-bikes.
[53:57] As well as food for thought tomorrow,
[53:59] navigating e-bikes, e-motos, municipal
[54:03] authority municipal authority, there's a
[54:06] League of Municipalities
[54:08] um
[54:09] seminar and it's at 12:00 tomorrow. Uh
[54:12] it's a it's an hour and I believe Chief
[54:15] Hannon is going to be on it. Are you
[54:16] going to be on it?
[54:17] >> You bet, as well as Ethan, as well as
[54:20] uh AC Younger. Yeah, we're going to have
[54:22] the popcorn going.
[54:23] >> Are you? Well, maybe I'll come over here
[54:25] and watch it with you or be a part of it
[54:27] with you. But, for those of you that are
[54:29] interested, um
[54:31] I know that that's been a a hot topic
[54:34] and um
[54:35] there was an article in um President
[54:38] Kluske's
[54:39] um message to the residents last month
[54:43] or I think it was at the early August
[54:45] asking for feedback. We We had three
[54:47] emails.
[54:48] Um so,
[54:50] nothing crazy, um no issues like
[54:54] accidents or anything, just, you know,
[54:55] some people say they have some concerns.
[54:58] Um but,
[54:59] yeah. So, I just wanted to bring this to
[55:01] everyone's attention
[55:02] as it was in the
[55:03] >> Is that meeting going to be recorded?
[55:06] >> They typically are.
[55:08] Yes.
[55:09] >> And you just have to register, but it's
[55:10] free.
[55:11] >> Yes.
[55:15] Yeah, if you're interested in attending,
[55:16] let me know. I can forward you the link.
[55:20] » I'd like the recorded link.
[55:22] >> Sure. We can definitely do that.
[55:25] >> Okay, thank you, Trustee Says.
[55:28] Next up is legislative, Trustee
[55:30] Stuckert.
[55:30] >> We did not meet.
[55:34] » Okay, next up is Park and Recreation,
[55:36] Trustee Hillman.
[55:37] >> Thank you. We did not meet, but uh
[55:39] we're able to provide a detailed report
[55:42] from um
[55:45] I don't know if we ever gave her this
[55:46] title, Interim Rec Manager Anson McLean.
[55:48] Um very quickly um you'll note that the
[55:52] Rec Guide is linked in your materials.
[55:54] That has gone out timely. As far as I
[55:56] know, everything's working on that.
[55:58] Um as uh
[56:01] Mr. Harrigan mentioned um we are still
[56:04] waiting to find and or hire a Rec
[56:07] Manager. That process is ongoing.
[56:10] Um and uh one of the things that we
[56:12] discussed uh separately
[56:15] uh with
[56:16] um
[56:17] Finance Director uh Leahy
[56:20] um what was the status of our
[56:22] expenditures? And that was in our report
[56:24] that we provided to the committee
[56:25] members. I'll give you very quick
[56:28] overview.
[56:29] Um overall expenditures
[56:31] at this time um are $14,856.19
[56:37] lower
[56:38] than at this time in 2025. Revenues are
[56:40] higher, $6,051.57.
[56:44] So, uh status of our uh
[56:47] our Rec budget uh is stable.
[56:51] Um there are a number of expenditures
[56:53] that were higher and lower. Um one of
[56:55] the big items again, recall that we were
[56:58] able to generate an extra $16,800 in
[57:01] unbudgeted revenue because of our
[57:03] agreement with
[57:04] Elmhurst United for um
[57:06] rental of the of the fields, which we
[57:08] were getting $0 previously. Um that
[57:12] offsets a number of other revenues that
[57:14] were lower, including tennis.
[57:16] Um swim,
[57:18] um
[57:19] and again, fortunately some of our
[57:20] expenditures were lower as well.
[57:22] Um
[57:24] Last item
[57:25] um our Boardwalk update, I'm not sure if
[57:26] we have anything new for the board at
[57:29] all. Probably nothing interesting to
[57:31] report at this point. Nothing
[57:32] substantial.
[57:33] >> Okay.
[57:33] >> No.
[57:33] >> Okay.
[57:34] >> I know I owe you a
[57:36] conversation about
[57:38] our other meeting as well. So, I'll
[57:40] follow up on that.
[57:41] >> Thank you.
[57:42] Other than that, I have nothing else.
[57:44] Any other questions?
[57:45] >> I I have two questions.
[57:46] >> Sure.
[57:47] >> And one of them probably
[57:50] I don't know if you can answer.
[57:51] >> Sure.
[57:51] >> Timeline as far as our rec manager, do
[57:54] we have any kind of a timeline? I know
[57:56] it's dependent on the applications that
[57:58] you get in.
[57:59] >> Right.
[58:00] That's exactly it. Yeah, we left it
[58:01] open-ended indicating that applications
[58:03] will be reviewed as they're received.
[58:05] So, apply early.
[58:06] We have received three applications.
[58:09] It's still fresh. It's only about a week
[58:11] and a half since it was posted. So,
[58:13] probably within around the 3-week mark,
[58:16] we'll compile them all, do our first
[58:17] review, indicate it such on the village
[58:19] website, social channels, you know, give
[58:21] it kind of a last, "Hey, if you're if
[58:23] you're interested, act now. First
[58:25] review's coming up." So, hopefully
[58:27] within
[58:28] you know, the next month and a half, we
[58:29] have some pretty clear indication what
[58:31] the pool looks like.
[58:33] >> What and I I'm not pressuring you, but I
[58:35] just curious. What would be the soonest
[58:38] that we would have somebody maybe
[58:40] on board with the whole process? What
[58:42] would you envision?
[58:43] >> You know, it's it's interesting cuz the high season is over. So, from a from
[58:48] an urgency standpoint, yes, we want to
[58:50] get somebody in here, but it's not as
[58:51] though we're gearing up to go into the
[58:53] summer season and we want to make sure
[58:55] we we get the appropriate person in that
[58:57] seat. So,
[59:00] I don't I don't have a good answer for
[59:01] you.
[59:01] >> that. I guess what I'm
[59:04] kind of going towards or what I'm
[59:05] driving to is the tennis program.
[59:08] >> Yes.
[59:08] >> And the tennis program has fallen flat
[59:11] the last few years. Been really
[59:13] non-existent. It used to be a a really
[59:16] pretty decent tennis program here.
[59:19] And that is no longer the case.
[59:22] I think that
[59:24] looking at a tennis program, you you
[59:27] probably
[59:28] you got to be starting at least in
[59:30] January. I mean, you can't be waiting
[59:32] till last minute. I do know that Linda
[59:35] Leed has made some overtures as far as
[59:39] maybe coming in and helping us run that
[59:41] program and maybe opening it up to
[59:43] people outside of um girl. She's got a group that she's working with now, so
[59:51] it would be kind of um girl residents
[59:52] and then maybe kind of greater
[59:56] metropolitan area like and I'm not sure
[59:59] of the the details, but
[1:00:02] I I think it would be cool of us to
[1:00:05] entertain and talk to her early because
[1:00:08] I also think that if it were structured
[1:00:10] properly and we had chance to really
[1:00:13] think through it and examine it, it it
[1:00:15] could be a way to generate some
[1:00:16] additional revenues for the village,
[1:00:20] too, in terms of our park and rec since
[1:00:22] we do have a lot of needs. I mean, we
[1:00:25] had that great plan and we've got a lot
[1:00:27] of things that we could do there, but I don't want us to miss the opportunity
[1:00:32] where she
[1:00:33] maybe sets something up with another
[1:00:35] municipality and so
[1:00:38] I'm just putting that out there.
[1:00:39] >> Yep, that's a great comment and yep, go
[1:00:41] ahead.
[1:00:42] >> I I will say two um
[1:00:44] that was one of definitely my
[1:00:45] disappointments in this last summer
[1:00:48] because uh I did not learn that we were
[1:00:52] having difficulties with the program
[1:00:53] until we had to cancel it. And so, you
[1:00:56] know, I don't want to see that happen again,
[1:00:59] so getting our arms around it in
[1:01:02] October, November, well, October
[1:01:04] probably isn't likely, but November and
[1:01:06] December is important. So, we have I
[1:01:07] think we have some options
[1:01:09] um that will allow us to
[1:01:13] I want to say reinvigorate, but at least
[1:01:15] reinstate the program.
[1:01:16] Um and now that we know
[1:01:19] um that we have these options that we
[1:01:21] can go external. Um, I I definitely that
[1:01:24] gives us an additional option or options
[1:01:26] that we weren't considering before. But,
[1:01:28] I I do I I I think I I hope this this
[1:01:31] board understands that that was one of
[1:01:32] the things that was
[1:01:34] uh, gut punch might be a little strong,
[1:01:35] but learning that was was very
[1:01:37] disappointing that we weren't able to go
[1:01:39] forward.
[1:01:39] >> the year prior it had fallen on its
[1:01:41] face, too. So, this is
[1:01:43] >> We still had a program. It was small,
[1:01:45] but we had a program.
[1:01:47] >> And it but it wasn't it wasn't operating
[1:01:49] the way it should have. So, I mean this
[1:01:51] has been really a a weak spot for us for
[1:01:54] a while, and um, I think the same thing
[1:01:57] is true
[1:01:59] for the swimming.
[1:02:01] >> Mhm.
[1:02:01] >> And I mean there used to be a very
[1:02:03] active swim team, and the kids in the
[1:02:05] community were really engaged and stuff,
[1:02:08] and that's not the case anymore. Um, I
[1:02:11] think some of it is a facilities,
[1:02:14] you know,
[1:02:16] problem. You know, people just don't see
[1:02:19] this as being a very
[1:02:21] attractive
[1:02:22] area, like
[1:02:24] more competitive, I think, in the past.
[1:02:26] So, I think if I think we really need
[1:02:29] to, I mean,
[1:02:31] look at our
[1:02:32] wreck plan and and see what we can't do
[1:02:36] revitalize that area. So, I'm I'm just
[1:02:38] throwing those comments out there. I I
[1:02:40] know it's a tough thing, and it's it's
[1:02:41] tough when we have turnover like this.
[1:02:43] >> Yep. Well, those comments are well
[1:02:45] received, and I especially uh,
[1:02:48] appreciate the one regarding tennis. I
[1:02:49] think we do need to be more proactive in
[1:02:51] advance of the wreck manager finding
[1:02:53] their way to the seat, right? And uh, we
[1:02:55] do have the contact information for
[1:02:57] Linda.
[1:02:57] >> Who and Shawn is familiar with Linda.
[1:03:00] So,
[1:03:00] >> So, we could we can set that meeting up.
[1:03:02] Absolutely.
[1:03:03] >> I had when I spoke with her, she said
[1:03:05] she would love to
[1:03:06] meet Shawn and I, and it really should
[1:03:08] be Shawn, but um, you know, sometime
[1:03:10] right around the first of the year. So,
[1:03:11] I think as soon as the holidays are
[1:03:13] past, it's something that we could
[1:03:15] really jump on, whether we have a wreck
[1:03:17] manager in place or not and
[1:03:20] John, since you know her and even if we have
[1:03:22] someone
[1:03:23] new, they might not be familiar with the
[1:03:25] area to taking the lead on that. So.
[1:03:28] >> Yep. Well received. Agreed. And that's
[1:03:30] something that we definitely can talk
[1:03:31] about in interviews as well, what the
[1:03:33] suggested plans are from candidates. Um
[1:03:37] again, knowing that this is now
[1:03:41] we have to reset. Um it's it's going to
[1:03:44] be a matter of focus when we we look at
[1:03:46] that candidate
[1:03:47] or those candidates. Um I will say too,
[1:03:50] I think everyone recalls
[1:03:52] having three applicants right now
[1:03:54] is a lot This is already much better
[1:03:56] than what we had those years ago when we
[1:03:58] had no applicants or we had one
[1:04:00] applicant. So, even if we get no more
[1:04:02] applicants, we're in a better spot than
[1:04:03] we were three or four years ago. Um my
[1:04:05] hope is that we we do get more and I my
[1:04:08] suspicion is getting three this early,
[1:04:10] we'll we'll get more.
[1:04:11] Um so, I'm optimistic about
[1:04:14] finding a good candidate.
[1:04:16] >> And I guess lastly, for whatever it's
[1:04:17] worth, we still are on schedule to
[1:04:19] replace the pool liner, which will be
[1:04:21] taking place soon thereafter
[1:04:23] Oktoberfest. So, as far as a facilities
[1:04:25] upgrade, our existing liner is in
[1:04:27] desperate need of of replacement, so
[1:04:29] that'll be a nice
[1:04:31] aesthetic
[1:04:33] improvement.
[1:04:34] >> And I just think the whole
[1:04:36] swimming area.
[1:04:38] >> Well, that's that's that's forthcoming.
[1:04:41] For another day.
[1:04:42] >> Yes.
[1:04:43] >> One of just just to add off of that too,
[1:04:45] the
[1:04:46] I think the tennis probably has a
[1:04:47] greater prospect than the swimming.
[1:04:50] what we've learned is that, you know, I
[1:04:53] was not around for this time period, but
[1:04:55] that was a very active um
[1:04:58] competitive um group where there were
[1:05:00] other communities that there was an
[1:05:02] opportunity to swim against.
[1:05:04] It doesn't exist anymore.
[1:05:05] So, it just doesn't. We we tried to
[1:05:07] engage. There was there was feelers and
[1:05:10] what we learned was that they just don't
[1:05:12] exist anymore. The other community swim
[1:05:15] groups are also I'm not going to say
[1:05:17] they're all gone.
[1:05:18] Um but it's not what it was
[1:05:21] those years ago. It's just one of those
[1:05:22] things that have disappeared.
[1:05:24] >> It's it's interesting because you know I
[1:05:25] have a daughter now in Madison and the
[1:05:28] community that she's in Shorewood Hills
[1:05:30] they have huge swim team and swimming is
[1:05:33] such a big thing in the Madison area.
[1:05:35] They have these conferences between all
[1:05:36] these just different public pools and
[1:05:39] they have
[1:05:40] the
[1:05:41] big invitational so to speak that kind
[1:05:44] of the end of the year
[1:05:45] in the um neighborhood where my
[1:05:47] daughter's Airbnb was you couldn't get
[1:05:50] within a mile of that place. The park it
[1:05:53] was so parked up. There were so many
[1:05:55] people
[1:05:57] you know.
[1:05:58] So I mean
[1:06:00] Yeah, be nice to take the lead and try
[1:06:01] and do something with that but tennis I
[1:06:03] think it is you're right it's more
[1:06:05] viable at this point.
[1:06:07] Yeah.
[1:06:08] >> I I'll close there.
[1:06:09] >> Thank you Patrick.
[1:06:11] >> I just have a quick question with
[1:06:12] regards to um
[1:06:14] some activities that really cross
[1:06:16] a couple of different bridges here. One
[1:06:17] with regards to park and rec
[1:06:19] and that's the the new tree planting
[1:06:21] like grant that uh Nikki asked that's
[1:06:23] coming up and then it's like how many
[1:06:25] trees
[1:06:26] >> Uh about approximately 450 total over a
[1:06:29] three years three year phase planting.
[1:06:31] This fall we will receive I think 98
[1:06:34] trees.
[1:06:35] >> Yeah, so that's upcoming with regards to
[1:06:36] the that's the beautification
[1:06:38] >> No, it's it's for the village. The
[1:06:40] beautification didn't start it.
[1:06:42] >> But with the crack team with Nikki's you
[1:06:44] know
[1:06:44] main driver in getting these things
[1:06:46] lobbies and started.
[1:06:48] >> There.
[1:06:50] >> But either way we have this going.
[1:06:51] Right? With the tree planting.
[1:06:53] And we and
[1:06:55] I know talking to Nikki today with
[1:06:56] regards to getting support for helping
[1:06:59] putting those trees in.
[1:07:02] You 90 trees to plant.
[1:07:05] >> Yeah, well when I we did a a site visit
[1:07:08] and we decided for back there we're
[1:07:10] probably going to need a truck with an
[1:07:11] auger because there's a lot of
[1:07:14] heavy
[1:07:15] rooted material from the old trees that
[1:07:17] were cut out of there.
[1:07:20] » Yeah, I'm sorry to interject. We have
[1:07:22] the the preliminary planning all locked
[1:07:24] and ready to go. The DPW's auger will be
[1:07:27] out on site poking the holes for the
[1:07:28] trees. Nikki will coordinate the
[1:07:30] volunteers. Johnson's nursery nurseries
[1:07:32] dropping off the trees the second week
[1:07:35] of October, I believe.
[1:07:37] So, I mean we're we're ready to do this
[1:07:39] for sure.
[1:07:39] >> I'm not sure that Park and Rec looking
[1:07:41] at this is aware of it. Probably aware
[1:07:43] of it, but knowing
[1:07:44] >> Not really knowing.
[1:07:45] >> But that's okay.
[1:07:46] Just have to communicate back across.
[1:07:48] Because we also have the constant
[1:07:50] buckthorn removal that um
[1:07:55] Okay.
[1:07:57] But but you know, constantly working on
[1:07:58] these other areas. We have different
[1:08:00] groups, different um
[1:08:01] you know, the
[1:08:02] Public Works, Parks and Rec,
[1:08:04] Beautification, maybe all working in the
[1:08:05] park area. So, I would
[1:08:07] >> Finance is really great topic.
[1:08:09] >> I had asked when these trees came in and
[1:08:11] we got this grant if we could plant them
[1:08:13] someplace other than the park like on
[1:08:15] the village right of ways stuff and
[1:08:17] there was going to be follow up with
[1:08:19] that. I never heard back on that.
[1:08:20] >> Yeah, it's it's pretty specified to a
[1:08:22] specific location because a conservation
[1:08:25] easement governs the entire area. So,
[1:08:26] you need a legal description and the
[1:08:27] whole nine yards, but
[1:08:31] » Back on track here.
[1:08:32] >> Promoting the fact that you have
[1:08:33] different groups they should have no
[1:08:35] communication across so they're at least
[1:08:37] aware of what's going on. So, if if the
[1:08:39] Park Rec is looking at building in the
[1:08:41] area where not planting trees in area
[1:08:43] that they're going to want to dig up in
[1:08:44] two
[1:08:45] >> No,
[1:08:46] all the trees are going to be planted
[1:08:48] >> Yeah, I'm just saying have communication
[1:08:49] if there's a way to cross communicate
[1:08:51] better.
[1:08:52] Just to ensure everybody's aware of
[1:08:53] what's going on.
[1:08:55] >> This concludes my report.
[1:08:57] >> Thank you, Trustee Hillman.
[1:08:59] Okay, next up administrative and
[1:09:01] personnel, Trustee Stuckart.
[1:09:03] >> We did not meet.
[1:09:06] >> Okay, financing and licensing.
[1:09:09] President Kolaski is not here. I will
[1:09:12] just give a very high-level overview.
[1:09:16] all the financial
[1:09:18] tracking and reports are on track.
[1:09:23] our ambulance billing is up
[1:09:26] substantially since we increased our
[1:09:28] rates to
[1:09:30] more closely align with surrounding
[1:09:32] communities.
[1:09:34] Too early to tell exactly what the
[1:09:36] numbers are going to be as far as what
[1:09:38] we'll actually get paid as opposed to
[1:09:40] what we bill.
[1:09:42] Um we finished up the payment to
[1:09:45] CW Prepper for the final work on the
[1:09:48] pathway,
[1:09:50] which was the section going over the
[1:09:51] railroad.
[1:09:53] That was uh supposed to be completed in
[1:09:55] 24.
[1:09:57] So, we are done with that.
[1:10:00] Completely paid up, um closed out.
[1:10:04] And tid number two, we're going to be
[1:10:06] making our final payment next month and
[1:10:08] that will then close out our payments to
[1:10:10] that.
[1:10:13] Uh next, if you look in your packet, we
[1:10:16] have something new now. It's called the
[1:10:19] uh expenditure analysis. It's a visual
[1:10:22] representation
[1:10:25] all our high-level expenses every month
[1:10:27] so we can see month to month how things
[1:10:29] are changing among the top
[1:10:32] uh expenditures for the village.
[1:10:38] Next, we Yeah. Next, we uh reviewed and
[1:10:42] acted on the vouchers after
[1:10:45] good discussion, we voted to recommend
[1:10:47] to the board approval of the vouchers
[1:10:50] for
[1:10:54] Where are we here?
[1:10:57] for July.
[1:11:02] I'm forgetting what month it is.
[1:11:05] Okay, that being said, if the vouchers
[1:11:08] are all in your packet, I will take a
[1:11:09] motion to approve the vouchers for
[1:11:11] August.
[1:11:12] >> I'll make a motion to approve the
[1:11:13] vouchers for August.
[1:11:16] >> Motion and a second.
[1:11:18] All in favor, say I.
[1:11:20] >> I.
[1:11:21] >> Vouchers are approved. That concludes my
[1:11:24] report.
[1:11:26] >> I don't
[1:11:28] have a question.
[1:11:29] Sorry. Should have talked to
[1:11:30] >> Oh, I'm sorry. Do you have a question?
[1:11:32] >> No, just with the vouchers, like based
[1:11:34] on some of the comments up here earlier
[1:11:36] this evening, there's a big voucher on
[1:11:38] here that I wasn't sure.
[1:11:40] Which one?
[1:11:43] Starts with a V.
[1:11:46] >> The Vanderwall. Yeah, well,
[1:11:48] we paid them per the contract. Uh
[1:11:50] >> Yep.
[1:11:51] >> Staff can address that.
[1:11:54] >> Yep.
[1:11:57] » Just based on some of the conversations
[1:11:58] this evening.
