[6:40] Scott come down and they decided to we first of all was going to maybe do a

[6:44] ditch along the inside of car's property which he gave us permission to do but

[6:47] then they figured out that there wasn't enough

[6:50] flow uh to put it in the ditch and so they decided to hi it they put a nice

[6:56] job junction box there and they did a fantastic job and I told yeah you know

[7:01] thanks for all the work that the city did and what he did but now uh I think

[7:07] everybody feels that they're entitled to that free water and I can't even get up

[7:10] for six hours because somebody keeps going and changing the junction box out

[7:16] I've closed mine off and lifters up and I go back next morning and open it up

[7:20] it's closed off that night so anyway I just here requesting the council figure

[7:26] out a way that we can all be fair and utilize that water and just take turns

[7:33] you know whether you put stipulations that you have to be a taxpayer and res

[7:38] well just probably a taxpayer maybe you don't have to be resident but a taxpayer

[7:41] would be from City to be able to use that water and then

[7:46] uh uh split it up into like maybe fourth and then sell those fourth of the shares

[7:51] and so you have the whole stream for so long the other guy has it for so long

[7:56] I'm I'm willing to help out any way I can but it's starting to get spring and

[8:01] that water's it's going to turn into a fight on who's going to use that water

[8:06] and so I just think it's something we need to try to get addressed as soon as

[8:16] to way it to make it feasible to use for everybody to take turns a question for

[8:43] Nielson has a little piece uh there's a kid that bought that that one great big

[8:48] piece but he lives down there so he's not paying any taxes or has any

[8:53] connection with eph from City and then Steve fisnik I don't know if Steve

[8:57] fisnik sold his prop property or not so there's only like maybe five or six

[9:04] along there and some of them might not be willing to pay any money for it they

[9:08] might not want to pay to use the water so so I don't know we'd have to go to

[9:12] the land owners that's where I guess Brian him in he could probably pull up

[9:17] the out find out all the the property owners there uh right now the majority

[9:23] of the water is coming into the flood Channel and then instead of going

[9:28] straight down the flood Channel it's going clear back North probably another

[9:32] half mile that somebody's using and so it's just a off the battle and I I just

[9:40] I just want to be fair I just want everybody else to be fair too and be

[9:44] able to use that water and as Ephraim City grows and the more you pump there

[9:48] won't be any water come out of that you know as we grow and that's useful

[9:53] tonight and it depends on the a prer you know a dry year there might not be any

[9:58] overflow so anyway but nevertheless it needs to be addressed so there's not

[12:13] and I appreciated using water but it was just starting to drown me out what will

[12:19] happen is in the next two weeks before that study it gets put on the study

[13:03] technical education and Workforce Development

[13:16] refer you to the exuse me folder we passed out it's got a lot of information

[13:20] in there uh the new book the spiralbound book is really targeting our techn

[13:26] ucation programs once you get past the first three pages so the thir page in is

[13:31] a list of allal programs and certificates we offer a few those on

[13:35] Richfield campus but it qualifies in The Matrix for the rubrics where the those

[13:42] locations are so it really is just here and thank you as a community partner and

[13:47] a city for watching you to support sow college and let you know what's

[13:50] happening on your sister city Richfield who pretty much has the tech education

[13:55] side of the college so it really is we look at for technal education and

[14:00] Workforce Development happy with those skills for students that just want a

[14:05] skill of some kind so I'm not going to referred all that material in in the

[14:09] packet for you in that folder you can just look at that as you have time and

[14:14] feel free to ask questions we go through we just have a few slides

[14:22] so do it from reme all right well

[14:31] technical it just comes right yeah so this sheet is in this folder for

[14:36] you but it highlights the successes we've had on both campuses combined as a

[14:41] college with a numbers of rural students that are receiving concurrent enrollment

[14:46] you need to know that so colle just furnish concurrent enrollment through

[14:49] rural Shing throughout Utah so there's 40 of those different schools or

[14:54] communities outside of most of the urban area but most of the rural that are

[14:58] served by some called C uh other percentages in those little round

[15:03] circles where you just to look at get a feel for what the campus looks like and

[15:08] then 27% a new data point that President mck

[15:12] likes to highlight that indicates that 20% of the students that come to soke

[15:17] college and complete when they transfer to a transfer uh institution on our

[15:23] regional colleges they graduate at a 27% higher rate than those students that

[15:28] start their academic path at that Regional

[15:32] University indicating that the personalized experience the students get

[15:36] here at Snow College really gives them the skills the confidence and the

[15:40] successes they can build on as they move into that Junior Senior Year for their

[15:47] academic goals you have so okay then we get to Richfield campus

[15:53] I need to talk about this one so uh if you've been to Richfield lately we've

[15:58] just got a lot of exciting um initiatives in place one that you see

[16:04] here we've grown with four athletic teams so if you you haven't heard we

[16:09] have h two wrestling team men and women and also cross country last year one of

[16:14] our ladies took National Title so they kicked off with a really good start this

[16:19] week they just left today for their Nationals so we have 20 uh young ladies

[16:24] that are wrestling this weekend for Nationals and we have nine men which um

[16:29] for n qualify it is a big deal so that we're our teams are doing well they're

[16:34] progressing right now our cross country season's over but we've gone into track

[16:38] so they're still active and running all over town uh that team will probably

[16:43] double by next year and so it's been super exciting as part of that um some

[16:48] of the things that have held back the Richfield campus for for everybody has

[16:52] been our lack of Housing and we've been really working really hard on this and

[16:56] with some of the changes happened with Co we just struggle with that but we

[17:00] were able to take two buildings um right there next to campus which were part of

[17:04] the Willow Creek development and get 12 beds out of that so a lot of our

[17:09] athletes are out of town students are able to have that we're super excited

[17:12] for that but it's still a top priority for us to look towards um building on

[17:17] campus housing at our campus um something really exciting a picture that

[17:21] you'll see there it's hard to see when it's the small but we're looking at a

[17:24] new face uh to the southern front of the wasburn building which has been that

[17:29] main education building at our Richfield campus and so looking to elevate and

[17:34] have that be um a main entrance into campus and build hopefully that housing

[17:39] across the street from that if you're familiar down by those baseball fields

[17:43] so this is something exciting in the works we've already been through most of

[17:46] our preliminary steps for getting that approved we already have the money in

[17:51] place for that just these last legislative um final day to get through

[17:56] and we'll be able to move forward without we in July so that's super

[18:00] exciting for rich campas thank so yeah that building is really

[18:05] kind of exciting thing for look forward again it looks nice will you be able to

[18:09] get that front view from the freeway or the see the freeway to the west of that

[18:15] that's part of our purpose that impression to show that Richfield campus

[18:18] if you're there right now you can't even tell you're at Snow College other than

[18:22] the sever Valley Center that new sign we added when you come into that South

[18:26] there pretty busy it's just another building

[18:29] uh in Tech education specifically we have 21 programs uh we've seen a

[18:34] 14.8% increase just in student numbers on our

[18:38] educ is some growth that's happening there and and

[18:42] 39% increased enrollment in our technal education so getting out to reach those

[18:47] students that really are looking for the skills that will get them into a career

[18:53] path and that 39% increase also includes some industry upgrades and trainings and

[18:58] partnership with industry for their current employees that are looking for

[19:02] further skills so that's kind of a fun thing we've got presence in jeap County

[19:07] with the Nei Learning Center a building that's in partnership with the Central

[19:11] Valley Medical Center and then a Delta Training Site a modular unit that the

[19:17] Villard school districts allowed us to put in at their CTE Center uh to house

[19:21] some programs so we have presence in these Outreach areas and then uh as we

[19:27] go on to other opport opportunities that really blossomed out in the Nephi area

[19:31] we are planning to expand but in Nephi we started this last fall in addition

[19:37] EMT and nurse assistant medical assisting electrical

[19:41] apprentiship there on Nei out of the Nei Learning Center this past ball along

[19:46] with with Delta an electrical apprenticeship so people that are on

[19:50] that apprenticeship path come in after their work day in the 10 class and

[19:55] they're prepared then by the time they get all their hours accumulated and four

[19:58] years of education to test for their Journey WIS and get that electrical

[20:03] certification also CDL was started in our Delta site in Partnership really

[20:10] because of IND industry demand and the Millard County Economic Development team

[20:15] agreed to scholarship any of their Millard County residents would go into

[20:19] any of the programs so a full scholarship of tuition and fees which

[20:23] really put us put the opportunity out there for Baro way to look at CD so we

[20:29] just looked at numbers this morning we uh by Friday this week we will have

[20:34] completed uh almost 12 students through that CDL program and you can't do a

[20:39] whole classroom because they have spend so much time

[20:42] driving is that a full class there we take about four or five at a

[20:47] time and then they have to schedule time to go in and do the driving right so but

[20:52] it rotates to so we anticipate if we can do eight to nine a semester in two

[20:56] different blocks four or five per block that's going to work about right there's

[21:01] a great need for that yeah so we're hoping to expand that out even here to e

[21:06] on Richfield campus electrical apprenticeship will be a pretty easy

[21:10] lift to expand here to Ephraim and even to Richfield because we have space on

[21:13] our West Campus uh and the facilities there to do that so we're anticipating

[21:19] rolling that out with electric ship year one starting this fall here NE from and

[21:25] we'll start marketing that uh here towards the end of the school year

[21:29] so fun things and then apprenticeships uh

[21:35] really think about apprenticeships from what we have learned with h kind of the

[21:39] Swedish model where high school students actually get involved in doing an

[21:42] apprenticeship so we're rolling this out with our Gunnison and Manti high schools

[21:49] in partnership with our composite Industries in

[21:52] Gunnison so a junior this year will that has interest will apply for a

[21:57] apprentiship position they'll parents will go through an

[22:01] orientation they will tour the the ACT Aerospace and they will submit an

[22:07] application be selected and they will start in their senior year and on an AB

[22:11] day whatever day they don't have classes they will go to work full time and

[22:15] they'll get their High

[22:19] School on that other day and by the time they finish their senior year they will

[22:24] have earned a certificate in composits and they'll be paid throughout the time

[22:28] about $15 an hours where they start as a high school student when they complete

[22:31] their certificate it'll bump up from there if they decide to go further and

[22:35] get their associate of science it's another jump up and and our industry

[22:38] Partners have agreed to that tiered uh incentive on the salary side to to do

[22:43] this apprentiship so we're excited about that particularly here for our our South

[22:48] s school district or Manti high school students to be involved in that and

[22:52] we're just starting out with the ACT Aerospace but we talked to prodor uh uh

[22:58] the uh Christianson Arms ferce firearms out of uh Salena so that whole group is

[23:05] is anxious to get involved but we just starting with one is is coming all to

[23:10] work out the kyss and make sure it's going to work for us and you look at

[23:14] that Aerospace

[23:23] one no this is a conversation that KY and I had this morning about proposal oh

[23:30] than and just so you know the connection we have high school students last year

[23:34] we recognized 133 High School pathway completers in a

[23:39] career techn education pathway from their high school education with a $500

[23:45] scholarship into a technal education program uh 527 students from our local

[23:51] high schools 13 really in our six County area participated in some kind of a

[23:56] technal education day on campus got their

[23:58] Hands-On welding equipment a little bit of oil and grease in the auto but they

[24:04] went in did things and learned what those kinds of careers would be in those

[24:08] certificate profram that was Richfield campus right Richfield campus now here

[24:12] on from campus construction man construction technology is here so same

[24:16] thing with construction technology down down here on West Campus so and then

[24:21] many of our courses in our SE tead programs are compy based we've

[24:26] moved over our full Advanced man manufacturing or medical assisting Dey

[24:31] based which means that students do not have to come sit in a class Monday

[24:34] Wednesday Friday for a certain number of hours to get the credit they learn

[24:39] things online and they scheduled time to come into the lab to pass off the skills

[24:44] the assessment it's based on confidency not seat time and a year ago our

[24:49] valorian for the whole campus came off a Richfield he completed three

[24:54] certificates because it was compy based he could go through at his own pace and

[24:57] he was de dedicated he completed three certificates welding Machining composits

[25:03] graduated for as in pre-engineering and head the suu this this school year uh so

[25:10] we've had students that just had that kind of Drive where this compy based

[25:13] education is allowed them just be really efficient with their time it also gives

[25:17] preference to students that may come in from an industry background they don't

[25:22] have to sit through and do and listen to what they've already learned coming from

[25:27] previous experience so so that's that's an exciting component to new or technal

[25:32] education question what's the general feel as you go to the different schools

[25:37] within the six County areas I think that's what was on the map what kind of

[25:42] feedback did you get as you sit with the students on a one-on-one basis in their

[25:48] high schools and have a chance to talk to tell me what what what you're

[25:53] seeing go ahead what well what we're noticing and what our feedback is when

[25:58] we meet with our superintendents from the school districts of the area um

[26:02] superintendent Douglas from seir had shared we're missing 70% of their

[26:06] students that they don't feel their College Bound they they don't know what

[26:11] they're doing they don't have plans after their senior year that's a

[26:14] disturbing number to all of us um but they're they're not to that step to even

[26:19] consider that or think that's their future so that's where we've been

[26:23] working very hard these last three years to come up with programming like these

[26:27] events to specifically pick out those types of students to help them

[26:32] understand I think we still struggle in our six County area helping our students

[26:37] even know what the potential is for these teched programs and Industry and

[26:42] that's why a lot of these uh things you'll see us advertise it will be with

[26:47] industry partners and and Jay will talk about this more as we get into um some

[26:51] of the programming it's all about the industry Partners so the parents the

[26:55] child can see this is a future this is a career that can be in the future in our

[27:00] six County area yeah for two two semesters maybe 30

[27:06] credits to come out with your peaceful technology and and have job

[27:11] opportunities starting out in 50 60,000 a year and that's that's for two

[27:18] semesters 30 credits uh about I don't remember the numbers in in that table

[27:22] about 23 $2,400 cost in tuition wow so giving a $500 scholarship we're doing a

[27:30] $500 scholarship this year it's going to be a

[27:32] th000 and so the students are actually being identified for $1,200 a student

[27:38] can get a full-time job paying $60,000 which again many of our students

[27:44] qualify for financial aid on top of

[27:48] that security right there no now I just picked one out but that's the salary

[27:53] range in our six County area for Network cyber security

[27:59] and that's the pr credit program about $2,400 and so you'll see that in all of

[28:05] our program sheets in there and you'll notice the the industry partner logos

[28:10] that are part of each of those pages that just represents some of them we can

[28:14] put all them on there just because of space

[28:19] thank all right and then the snowmobile this is our snap on two truck

[28:26] that was been stripped and cleaned up and put a wrap on and it's making visits

[28:29] to high schools to promote STEM Science technology engineering and math

[28:35] entrepreneurship in rural areas and all of our technical programs a lot of

[28:40] recruiting a lot of introduction even down in the amount elementary schools

[28:43] about what these careers are they have handson experiences so those students

[28:47] aren't just coming to and looking they're doing something and in some of

[28:51] our smaller towns and communities with Cony based education the plan is is to

[28:56] put a piece of equipment on this and that can go into PUK County or over into

[28:59] Wayne County or into Eureka in tintic and those students that are doing the

[29:04] compy based will have a chance to come in when it's scheduled to be there to do

[29:07] their skill pass off on the piece of equipment they're doing uh you know in

[29:11] automation technology and thematics or Hydraulics so they don't always have to

[29:16] just drive to Richfield or here to epim to do those skill assessments that's

[29:21] coming to them and our idea with all of this is to meet people where they at in

[29:25] their life because not everybody can work a schedule around a typical

[29:31] educational day of Monday Wednesday Friday Tuesday Thursday for a certain

[29:34] number of

[29:37] hours and Industry Partnerships I can skip right to the next one and it's slow

[29:44] okay this is the next initiative that's been really exciting for us is Tech

[29:47] connect Tech connect is an opportunity for any student that has received

[29:51] technical credits anytime in their life to transfer those to Snow College and

[29:55] they will be converted into academic credits towards the academic degree so

[30:00] you get a 30 credit certificate in welding turn all those credits into your

[30:04] elective credits come get your general education and just a few more classes

[30:07] that you may need as a prerequisite if you're going into engineering and you

[30:11] don't have to wait and go through and repeat all those elective classes best

[30:15] example we have is a young lady out of Dixie Tech graduated last spring trying

[30:21] to transfer all of our technical credits and digital design down to Utah Tech

[30:25] they said well we'll only take these few classes you won't take any other she

[30:28] transferred to Snow College brought nine credits in current enrollment with her

[30:32] stayed through got enrolled through the summer stayed through the fall graduated

[30:36] in December and theoretically go back in January and did go back UT and say I'm a

[30:40] junior not a freshman because of tech connect because she had those technical

[30:45] credits that are academic credits so that's what tech connect is so anybody

[30:50] in your communities that have interest in pursuing something but don't have

[30:53] those academic credits it's a technical skill and we can even give credit for

[30:58] prior learning assessments maybe come out of the military with some train and

[31:02] experience so we just see still colleges being right in the middle between the

[31:06] tech colleges on the left the academic institutions on the right to be a

[31:10] pathway to help people whatever their academic goals are in education whether

[31:15] it's te education into academic or just get a skill and go to

[31:21] work okay Contin education and other initiative we have going Kenley St runs

[31:26] this program and lots of custom cized training throughout our communities for

[31:30] industry specific training uh Community interests that we can provide through a

[31:34] continued education kind of a program and all this information again is in

[31:38] your packet so you'll have reference to it with QR codes to scan and then go to

[31:43] those pages or a phone number to make a call with that thank you and any

[31:49] questions thank you I think this is one are other schools on this same path or

[31:57] are you point of the

[31:59] spear on te conect we kind of point of the

[32:03] spear are are you ahead of the game on giving to these students and and helping

[32:09] them we're in the pack we hope we can be in front of it but again the challenge

[32:14] is for a high school student to understand really what the opportunities

[32:18] are and to change the conversation that comes from counselors and revisers about

[32:23] what tle education is that college education isn't always an academic set

[32:27] of classes isn't a path but it can be skills that can get you a good paying

[32:32] job even local good paying job with just as little as a year of of school or

[32:38] maybe even a semester in in some of the programs I know that um I've had

[32:45] conversations with IH representatives and they're very interested in

[32:49] partnering with snow on the nursing program an expansion so nursing and we

[32:55] are starting respiratory ther say think you're doing that yeah I wish you could

[32:59] do the X-ray tech too yeah which is an applied degree Margie will

[33:08] volunteer as a subject

[33:13] forray agree that get put hospital and there'll be a teaching component with

[33:18] the equipment so surge Tech those kinds of things which is very expensive again

[33:21] to be given equipment but they will provide

[33:24] that yeah I think they that is their

[33:30] Vision confirmed that with him several times now and I know that president mck

[33:35] has had conversations with them Carson also have but we have new

[33:43] Carson timy is his name timy

[34:44] finance office we got three full-time employees and we've got a third party

[34:49] consultant that we use and we also actually have a snow college intern with

[34:54] usow college intern this this semester so that's been good so we got auy she's

[35:01] our Treasurer she manages PTI transfers depit investment report

[35:08] semiannually she reviews and signs DP and payroll checks not not payroll

[35:14] checks but payroll transmittal checks should work on PE card approvals

[35:19] so that's City credit cards that employees

[35:23] have collections so any utility collection that go out she's

[35:28] working on those she assists with utilities monthly

[35:32] close out of utilities da procedures and then we're g to get her

[35:37] purchasing as well so that's kind of highlight of what she does have esal

[35:43] she's a utility clerk so she does all things utilities if you have questions

[35:47] about utilities or you make a payment as marala is going to be the one to help

[35:52] you with that she does all the billing the just everything with utilities

[35:59] so um she's also the Utility Board secretary so she's helping with that and

[36:06] a lot of times she helps with Spanish so utility questions with a lot of the

[36:11] residents or even help with police or or just other general questions that come

[36:16] in with any other Hispanic Community she can help them so we're grateful that she

[36:20] is able to do that and then we have Randy she's an

[36:24] accounting specialist she does accounts payable

[36:28] payroll a lot of the online accounts that the city has Amazon UPS or city

[36:34] fuel cards she manages a lot of Staff she doesn't claim property so there's an

[36:39] AP check that has not been cashed and is outstanding she's trying to find those

[36:44] people and we isue those checks we get those cleared and not have to send those

[36:48] to the state it's kind of a pain but uh it's better to take care of it

[36:53] now than have to send that to the state so I part of the accounts payable with

[36:59] her that I just wanted to mention briefly is warrant register and go

[37:02] through that process a little bit so you know a little bit more of what we've

[37:06] done so in the past as you know we've just done checks every time we have

[37:09] Council we changed that to doing our AP checks weekly which has actually been

[37:15] very nice not have to worry about late fees on any deadlines or

[39:13] the snow with Snow College her name's Morgan we're having her help with Public

[39:18] Surplus type stuff a lot of it is cleaning out this white shed back here

[39:21] we got several years of accumulation of junk back in there you this hardly walk

[39:26] around but she's gone through that we've thrown

[39:29] out a bunch of garbage we're getting some stuff ready to do a public sale

[39:35] there's office furniture and bikes and tools and all kinds of random stuff that

[39:40] we're looking to clear out and then we'll start helping with public works

[39:43] and Power in their areas as well so she's been doing a really good job with

[39:48] that um having her help with some Asset Management doing some reconciliation on

[39:55] vehicles and all the other things just make sure that we're getting everything

[39:58] taken care of and then for me I'm doing the the daily and monthly bank

[40:04] reconciliation with bank activity so every morning I'm checking bank activity

[40:09] for the prior day just to check and make sure that everything's looking good no

[40:14] no weird checks or weird transactions or anything trying to go through there I

[40:18] manage the city we use Cassel as our enterprise resource software program I

[40:24] manage and maintain that and budget there's several reports that

[40:30] I work on W2s 1099s the year end annual Financial audit payroll C receiv Ro as

[40:40] well as I this other multiple things that we do so so that's who we are and

[43:43] representative ja from uh Z's Public Finance we have on the phone today uh

[43:52] our attorneys uh who have submitted the doc mentation your attorneys have

[43:58] reviewed it they're here to address any questions your you or your C your

[44:04] Council may have um but we're we're proposing to do this public

[44:10] infrastructure District to help with uh building major arteries through our

[44:17] community and have council members do you have any

[44:25] questions I have a a few questions um and I think we've uh I think Brian

[44:33] Katie have mentioned this to you that we would like to see and I know that isn't

[44:39] in these documents but we want to see uh the buildout the complete buildout of

[44:44] 750 South as a priority in the final documents that we'll approve hopefully

[44:51] maybe next time um yeah yeah you know know I think what

[44:58] we had discussed is that's going to have to be a development agreement that we do

[45:04] separately yeah yeah I understand that I just want to bring it up that that's

[45:09] something that's important to us we can show you kind of our priority list real

[45:21] uh if from being a small community we can do we can't do everything we hope

[45:27] for when we kind of we showed you a map last time of all the different roads

[45:31] that we can improve right and even from Crossing

[45:34] so that Diagonal Road that goes east west through our development when it

[45:39] crosses uh Highway 89 it's 750 but it kind of goes up and becomes

[45:46] 600 right and so we have in our plan that's our number one priority is to uh

[45:54] do that in um not to do that just past 400

[46:02] West you know just to complete that all the way to 800 West would use kind of

[46:08] the entirety of the money that we get I think we're I think we're talking about

[46:11] to 400 West yeah I think that was the the the view that we have so uh in our

[46:19] discussions with in Mountain Health in the last week as well as with your

[46:24] Council uh as you're aware uh you do you've received you know we've

[46:30] received funding you've received funding to do basically half of the road from

[46:36] Highway 89 to 400 West uh our plan is to do uh a significant portion of that part

[46:45] of the way but not not to do it all the way because we

[46:51] have other priorities like 400 West going from 400 South to uh E from

[46:59] Crossing Parkway and and then also to do a few other roads so our plan was it'll

[47:06] be a it'll fully functioning Road East West past 400 West um with a lane each

[47:15] way in a center turn lane so three lanes out 400 West is our plan yeah and five

[47:21] Lanes to do five Lanes from the highway past the retail portion and the

[47:27] first hotel uh that we have under contract to

[47:32] sell land to a hotel developer um so to do at five Lanes pass there and then it

[47:39] Narrows to three and goes into the ud infrastructure until we pass 400 we just

[47:45] want that to be a priority it's going to be paved all the way past 400 West is

[47:51] our plan right now thank you and then we also plan to do 400 West 200 West 100

[47:56] West West SE part of 700 South um in our plan as well on item

[48:04] five um item five9 it says limited tax debt issuance

[48:12] limitation the district shall not issue limited tax debt in excess of an

[48:17] aggregate amount of $25 million and then it has in parentheses 15 million uh I

[48:23] think that's probably a typo it should be 15 million uh throughout is that is

[48:29] that your understanding supposed to be 25 million through half

[48:33] 15 um based on the potential I have

[48:37] somebody who wants to speak to that uh Mr Dy Yep this is Adam Dy with Gilmore

[48:44] Bell we're we're representing the potential District here through the

[48:47] creation process and uh based on our discussion with this city that limit

[48:51] should read $15 million that's correct the uh we'll we'll update the wording so

[48:56] that it matches is the number there okay so you'll also need to update it on

[49:01] B um 11b because in both of those both in the

[49:07] parentheses and in the written out it's 25 million and so it should be$ 15 milon

[49:13] on both on both items yeah there so there's a separate reference to the $25

[49:19] million which uh refers to the engineers estimated cost of improvements that's

[49:25] separate from our debt limitation I don't know if that might is that what

[49:29] you're referring to yes yeah so so the the preliminary

[49:35] engineering survey that's just that's an estimate um from an engineer that the

[49:41] total costs of improvements to be financed and acquired uh within the

[49:45] district is approximately $25 million that would not allow the district to

[49:51] issue limited tax debt in an amount of $25 million so so that figure is correct

[49:58] um but in the in the pr prior section under limited tax debt that should read

[50:03] 15 million so we'll we'll update that on our

[50:15] C D under minimum debt Levy D it says that uh in addition unless

[50:24] otherwise read to in writing by the city the authority of a district to impose

[50:28] the maximum debt male Levy shall expire if such District does not issue debt

[50:34] within 8 years we would like to see that at three

[50:37] years um we we we don't want the project on the

[50:43] books for eight years is a long time and so we we would like to see it

[50:50] as three years um under e Adam do you have any

[50:58] comment related to that this is Aaron Wade also with Gil

[51:02] Morell I can jump in on that um I think we want to certainly be responsive to

[51:07] the feedback um that that we're getting here I just wonder if three years is

[51:12] maybe a bit of a a short term I think the the one piece I'd want to remind is

[51:17] that there is a request for two districts here and and that request is

[51:22] to you know if if needed bifurcate the bonds if we found that it was prudent to

[51:28] issue a portion this year and another portion once you know the project is a

[51:33] little further along and so you know I I I can understand the concern of the city

[51:39] but I would just ask that maybe a little bit more you know that that more than

[51:43] three years be permitted just to give some flexibility um you know on on the

[51:49] project just because I some you know sometimes you see some there's a

[51:52] downturn or or something changes and that can easily tack a you know attack a

[51:56] year onto a project the the other piece that you know remains a bit to be seen

[52:02] is um this will be I think the you know to date one of the more rural uh

[52:08] projects and so I think you know it it remains to be seen um you know if

[52:14] investors want to see it a little further along or some some of those

[52:17] kinds of things where they would buy the bond so that's why I would ask for for a

[52:20] you know maybe doesn't have to be eight years but you know a longer period of

[52:24] time than three years just to give some more flexib ability to the districts to

[52:28] issue the debt in the the time frame that you know makes sense both from a

[52:32] you know risk perspective for their potential investors as well as makes

[52:37] sense from the the Project's perspective and you know lines up with the

[52:41] construction timeline we we would we don't want eight

[52:45] years that's that's just not acceptable right but but we would consider one

[52:52] more not more than two more years after that so one of the things as we've

[52:58] talked to the Ender writer the group the organization that sells the bonds

[53:02] because this is one of the more rural ones they've asked us to chop it into

[53:08] two right so our expectation is we're going to do one do the roads to take

[53:13] care of the infrastructure needed in the shortest amount of time you know

[53:17] anything that can start in the next two or three years but when we received our

[53:20] Market study it basically said it'll take till by the time we have finished

[53:27] deploying all the real estate and different developers have purchased

[53:31] different Lots the town can only absorb certain amount and we don't want it to

[53:36] built too fast and so they suggested potentially do one offering and our goal

[53:42] is to try to get an offering done and sold between now and June right so we're

[53:47] kind of in a hurry for this and then do those initial roads and then go back as

[53:53] development occurs you know on near 800 West West and you know all the way up

[53:58] 400 South down to Keel Lane do another potential infrastructure Bond there for

[54:04] 600 West and 800 West and those typ of things so then that second one might

[54:09] occur in the fourth or fifth year based on the absorption of what occurs so the

[54:14] idea is we're not necessarily going to again our motivation for spending the

[54:19] time and the money now is to to try and get the first set of bonds

[54:23] sold between now and June right that's our that's our Target plan and but

[54:30] theyve told us right to do the to do the infrastructure the way that many other

[54:36] communities do it when we did our Engineers opinion of cost it was over

[54:40] $15 million to do the major arterials and but the end writer says

[54:46] there's no way you're selling that you know it's probably closer to $ four and

[54:50] half to $6 million is all we can do so the idea is to do it in phases is and

[54:57] that's why we wanted the extra few years so our commitment is to try and sell

[55:02] Bonds in the first you know easily within the first three years would but

[55:06] would appreciate extra length to do that secondary Bond did I explain that

[55:12] properly

[55:14] Aon yeah yeah that aligns with with my understanding and and kind of market

[55:19] conditions yep yeah and this is Nate Kenova with

[55:23] dorsy I was engaged to represent the city in reviewing this I think I think 5

[55:28] years is reasonable mayor um we could go to Five

[55:34] they would still have three years after the five year right after you issue

[55:38] bonds you still have three years to spend the money so that's just to issue

[55:41] the debt so that would get them their

[55:45] eight-year timeline if we give them five years to issue and then three years on

[55:49] top of that to spend eight years would be we we feel good about five years but

[55:56] anything beyond that we we don't feel good is that all

[56:02] right um on item e number a um under which it's page 21 on yours

[56:13] it's Roman numeral I think we're still in

[56:16] eight yeah

[56:22] eight the district May impose a mill ly on taxable property within its

[56:27] boundaries up to a maximum Mill ly as a primary source of revenue for repayment

[56:32] of debt Services the districts may also rely upon various other Revenue sources

[56:38] authorized by law um at the T at The District's discretion these may include

[56:43] the levy of adum property taxes the use of property tax differential the power

[56:49] to assess assessments and the power to impose fees penalties and charges

[56:53] including as provided in section 17d -4 d304 Utah code AS amended from time to

[57:00] time except as described in section

[57:06] 8ca The Debt Service Mill Levy in the district shall not exceed the maximum

[57:10] debt Levy Mill Levy or the maximum debt Mill Levy imposition term except for

[57:15] repayment of General obligation debt um I would want to have something included

[57:21] in that that if you're going to raise taxes in

[57:27] that District that that has to be approved by the Ephraim city

[57:32] council um if it's not approved by an elected body then it we we get back to

[57:39] taxation without representation and so I I that that's

[57:44] just something I don't think we can live with that

[57:49] unilaterally a district this District this pit District could raise taxes for

[57:55] residents businesses

[57:58] um unilaterally from the from what the city council can do does that does that

[58:03] make sense it does yeah I'm happy to speak to that so

[58:09] you know I certainly appreciate the the concern there as well I know that

[58:13] property taxes is a you know sensitive area the the one piece that I would say

[58:19] um you know on that on that front is that the statute does allow the property

[58:24] owners you you know at together with any registered voters you know my

[58:29] understanding is right now there's not any registered voters it's you know it's

[58:32] it's fields and and vacant land um but that the the property owners can perform

[58:39] that election that allows under the state constitution the issuance of the

[58:43] tax bonds and you know I recognize the the the future resident isn't at the

[58:47] table there um but because there's you know robust disclosure um both recorded

[58:53] against the property as well as you know requ ired to be included in you know

[58:58] sellers disclosures and the standard Utah Real Estate purchase um or sellers

[59:04] disclosure includes information about a you know limited tax bond from a public

[59:09] infrastructure District I I would say that those folks are kind of voting with

[59:13] their feet in the sense of they're aware of the tax and they can make a decision

[59:18] if the the tax you know make sense for them or if they'd rather live in an area

[59:23] without the tax so they have some flexibility you know the the the folks

[59:26] paying the taxes today are the ones that make that decision the rest vote with

[59:31] their feet but I you know I think we do have the language in there that they

[59:34] would only be able to Levy the tax if the um you know if the tax

[59:40] differential was uh was not available for the bonds kind of as a you know

[59:44] secondary source I think you know there's been some discussions on that in

[59:48] the past so that's the way we have it set up we do have it currently set up

[59:52] that it would be a a board finding a pit board finding to trick trigger that um

[59:57] you know Mike I I'd be interested in in your thoughts on the city being the you

[1:00:01] know the trigger for that I think our thought was to you know in some ways

[1:00:06] insulate the city from looking like they're blessing this Bond or blessing

[1:00:11] the the tax um but you know Mike open to to your thoughts as well as the the

[1:00:17] thoughts of the mayor and Council again this is the first time we've ever done

[1:00:22] one of these we're not that familiar so we're relying on our attorneys so

[1:00:26] once we sold the property we can't after the fact add a tax is that

[1:00:33] correct if if you were to do that you would have to take actions and and you

[1:00:38] know put some disclosures in place to notify um folks that there there would

[1:00:43] be the tax in the future uh but uh you know that's that's kind of some new

[1:00:48] legislation that's just been pass the session to preserve that ability um but

[1:00:54] generally speaking you're not going to get the consent once folks have moved in

[1:00:58] if you're not uh preserving it up front yeah the other thing I think the reason

[1:01:03] we had this in was primarily because uipa is in litig the Utah Inland Port

[1:01:10] Authority is in litigation and there was some question

[1:01:14] whether we could do that so this was basically a backup to the tax increment

[1:01:18] financing is that correct that yeah that was the the

[1:01:22] purpose here was just to to give a a path forward while there was some

[1:01:26] uncertainty there was there anything you wanted no understand this I I think

[1:01:33] that's exact point is that um there's a release valve you know if somebody's

[1:01:37] going to buy a bond want to be comfortable that they're going to get

[1:01:40] paid and if there's litigation with yipa and that tax availability isn't there

[1:01:47] then why are you going to buy the bond right so our Underwriters are telling us

[1:01:51] that kind of a release valve or a box of kind of a backup

[1:01:56] kind a plan if that's not available this is how it happen it's kind of necessary

[1:02:00] to be there and then again and again it's not our plan

[1:02:05] to do this but the underwriter and the attorneys have strongly said this is the

[1:02:11] language that are be there but again because of the disclosures right if we

[1:02:15] end up having to do that then that automatically makes Steve's land more

[1:02:20] valuable because he doesn't have it and we do and therefore ours will be more

[1:02:26] expensive for that type of thing and except since you mentioned my name you'd

[1:02:30] be able to sell your properties for Less because you got the improvements run to

[1:02:34] them without having to incorporate those into the cost of your additional

[1:02:40] subdivisions that tie to it and every pit I know of every one of them that I

[1:02:45] know of does charge at least one and a half Bill to the home owners and those

[1:02:50] that live in them because especially in a rural community you're not going to be

[1:02:55] able to get funded quick enough without that money from those people that live

[1:03:00] there and increased property taxes it will be something you'll have to do I

[1:03:06] don't think it's just going to be a maybe that's why these Bond investors

[1:03:11] want that in there because they know they'll need that to pay it all it's my

[1:03:14] opinion from what everything I've

[1:03:19] read if it's going to be a wi I think the bottom line here is that somehow

[1:03:25] there needs to be a mechanism that it that the board comes

[1:03:31] before the city council before an increase is is

[1:03:38] done um that may not be fun the board but we the city council or

[1:03:45] the city council but again I get back to a very fundamental principle which is

[1:03:53] taxation without representation and you you can have people and I

[1:03:59] Envision people moving into homes and cursar looking at that in the purchase

[1:04:05] contract and not thinking much about it but then the the the feedback to us is

[1:04:11] going to be absolutely enormous when they begin to have their taxes raised

[1:04:18] without an approval of the city council even though it was in their purchase

[1:04:24] agreement there still they're they're people are just not going to think that

[1:04:29] way uh they're going to purchase it without without a consideration of that

[1:04:34] I mean people are not coming to the uh the closing with a lawyer and um I I

[1:04:39] just I I I'm very concerned uh about something being in

[1:04:45] the contract that that we have no sort of oversight

[1:04:53] with make sense yeah if Mike you know I'm assuming that that sounds reasonable

[1:04:59] to you I mean we can we can you know make that adjustment to change it from a

[1:05:05] a board finding to a you know an approval by the city council um and that

[1:05:12] that being the trigger I think we would like to keep at least kind of the

[1:05:15] framework of the tax throughout the document so that it wouldn't be a

[1:05:18] full-blown you know Amendment at that point but it would just be a you know

[1:05:23] yes or no and if it's a yes then they can you know trigger that appropriate

[1:05:26] mill rate and if it's a no then it you know of course never goes into effect

[1:05:30] but yeah we we can we can adjust the document um in that

[1:05:35] regard the the the one piece on a oh sorry go ahead I don't want to

[1:05:42] see I I want it to succeed in the worst way but we need to to just have some

[1:05:48] oversight and like you say he can work it in the document all the

[1:05:53] better and I think that would really keep everyone

[1:05:57] happy how is the pit board going to be uh

[1:06:01] organized uh it's just the three members of our Development

[1:06:05] Group and which is typically what I've been told is the standard again I've not

[1:06:12] done this but Aon is that that's what you've seen in all the other ones you've

[1:06:16] done is that correct so yeah and that's dictated by state law so under state law

[1:06:21] it has to be property owners and their agents so you know there have been

[1:06:26] cities or Counties have say hey is there you know a way to put a council member

[1:06:30] on there and there's really not because they they aren't a property owner and so

[1:06:34] uh that's how these districts are set up but you'll see in the governing document

[1:06:38] there is um transition language from an appointed to an elected board for a for

[1:06:44] a residential district um and so in those cases there you know there would

[1:06:48] be a transition point where after a certain number of years and Milestones

[1:06:52] would be hit for a residential district then they would those seats would begin

[1:06:56] to be filled by um by the residences so so there is a path and this is all

[1:07:02] pursuant to state law there is a path for it to transition so that ultimately

[1:07:06] those decisions would be made by folks selected uh within the boundaries of the

[1:07:11] district Dennis you had a question yes so this it's Roman numeral six the Board

[1:07:16] of Trustees that's what we're talking about right letter a board composition

[1:07:22] that's that's correct page 18 on

[1:07:28] our three trustees who shall be appointed by the city

[1:07:32] council pursuant to the pit act so they still it's it's the city council that

[1:07:38] appoints them but they have to be property owners and right now you

[1:07:43] guys are the all the property owners is that that's that that yeah that's that's

[1:07:48] correct and and if there was the need for a reappointment before a transition

[1:07:53] so let's say that the Milestones hadn't been met

[1:07:56] then it would still be the city council that would continue to appoint from the

[1:08:00] property owners and you know registered voters if as applicable um until that

[1:08:06] you know until the election is

[1:08:21] and I I thought maybe I heard wrong that board members could be um City Council

[1:08:29] Members residents but

[1:08:34] but be saying that yeah it it it is a it is a state law provision of the pit act

[1:08:41] that they have to be a resident or property owner within the district's

[1:08:45] boundaries so an out you know an outside property owner would not be unless they

[1:08:50] also owned you know owned property within the

[1:08:53] district and I I also think you know one of the purposes of a of a

[1:08:58] p um is to have a separate entity and a separate issuer you know the Ephraim

[1:09:04] City may be familiar you know if you have like an RDA or a a building

[1:09:09] authority or you know something like that if that was to issue bonds it goes

[1:09:12] on your audit um you're you know responsible for the the reporting and

[1:09:16] the financial statements and and all of that versus here you're creating a

[1:09:21] separate and distinct entity um and that Shields one Shields the city from from

[1:09:26] liability the pit Act is really clear that the debts and obligations of the of

[1:09:32] the district are not obligations of the city and the city has no liability for

[1:09:36] them but also it keeps it off of your financial reporting it keeps it away

[1:09:41] from your credit rating and so so that's all by Design and similarly if the city

[1:09:45] council had control of the pitboard then it could be viewed as a rollup entity

[1:09:50] because it's controlled by the city so so those are the reasons why the pids

[1:09:54] were designed the way they were was to keep the the creating entity here

[1:09:58] Ephraim City from having any liability for the for the actions or the debt of

[1:10:02] the district thank you any other questions council

[1:11:01] so um Le has been operating with a city manager system for a while

[1:11:08] um somehow through the transition an actual ordinance uh has not been

[1:11:20] care of that you know and so what you have in front of

[1:11:25] is uh a city manager ordinance and it talks about the powers

[1:11:33] and duties of the city manager um number one basically of is to appoint

[1:11:41] department heads number two they're in charge of the budget number three

[1:11:46] procurement Number Four Financial updates five uh pay schedule six

[1:11:53] Personnel policies seven Seven health safety and

[1:11:58] Welfare measures for the city um eight um basically the structure of how the

[1:12:06] the city organization is uh operated under nine um city manager will attend

[1:12:13] all meetings of the governing body 10 uh make sure that all Municipal laws and

[1:12:20] ordinances are duly enforced um 11 notify the governing body

[1:12:26] of any emergency existing in any Department um 12 uh keep or caused to be

[1:12:35] kept a current inventory of the property of the city um 13 devote sufficient time

[1:12:44] to the discharge of these duties and adhere to the city management code of

[1:12:51] ethics which I have included for you which looks like

[1:12:55] this right um term of office is uh they city managers are appointed by the city

[1:13:03] council and they serve at the pleasure of the city council um they can be uh

[1:13:09] hired or fired uh at will so uh uh position of Mayor not delegated to

[1:13:18] manager so there are certain duties city manager does not touch so the

[1:13:24] legislative and judicial powers of the mayor and mayoral position as the

[1:13:30] chairman of the governing body those are his duties or hers and the city manager

[1:13:36] will not touch those um conversely the governing body will not give orders to

[1:13:44] City staff you have to work through the city manager to

[1:13:49] um uh make your wishes known that does not mean I want to emphasize that does

[1:13:55] not mean you are not allowed to talk to department heads or staff absolutely you

[1:14:00] can ask them questions but what you can't do is order the uh Public Works

[1:14:06] direct director to go do something that's not how this works all right but

[1:14:12] you absolutely are allowed to talk to staff

[1:14:17] and department heads and questions just like me asking Candace

[1:14:23] some questions about the phone or me ask me coldly I'm not I'm not tell to do

[1:14:30] anything that's encouraged highly encouraged is that all okay all great it

[1:14:36] it is very healthy for the elected officials to be uh in contact in

[1:14:42] communication and uh build good relationships with City staff what you

[1:14:48] cannot do is give them orders fix my LA or shovel shovel my driveway or yeah not

[1:14:58] okay my dog exactly okay um the city manager

[1:15:06] shall furnish a shity bond to be approved by the governing body said bond

[1:15:11] to be conditioned on the faithful performance of his her duties I'm not

[1:15:17] clear on this one yet that is a bond that is automatic you know canace

[1:15:22] correct me that's a bond that we automatically pay for as a city um with

[1:15:29] the it the trust right with the trust all

[1:15:33] right um compensation um the city council shall uh address the city

[1:15:41] manager's compensation from time to time if for any reason um the office of city

[1:15:50] manager is vacated then it is the duty of the mayor and city council to appoint

[1:15:55] somebody else um and the city council May remove the city manager at any time

[1:16:02] with or without cause by a majority vote of its members so that

[1:16:07] is the the uh ordinance can I answer any

[1:16:15] questions this pretty much a standard City man standard the only the question

[1:16:22] I have is it's here it's the last bit of of the term of office 1.

[1:16:29] 28.3 no mayor or council person shall receive such appointment to city manager

[1:16:36] right during the term for which he or she shall have been

[1:16:40] elected nor within one year after the expiration of his or her term oh do we

[1:16:46] need to have that in Ephraim it's up to you as as uh council

[1:16:53] member Stevens pointed out this is pretty typical boiler plate uh but it's

[1:17:00] up to you if you feel that you would like to keep that excise that out you

[1:17:05] may I think I can understand why we don't want to have somebody on the city

[1:17:10] council also be the city manager but once they're not the city on the city

[1:17:16] council or or the mayor anymore and we have a vacate vacated city

[1:17:22] manager what would be the concern Candace has something to say just just

[1:17:27] so you know our ethics policy does not allow any City employee to serve on city

[1:17:33] council as well but it has no restriction on the one year I guess

[1:17:39] maybe you could have an idea as you're sitting on this board make some changes

[1:17:45] to the the appointed office of city manager and then with the idea that you

[1:17:51] to then try to become the city manager and then you've helped yourself out I

[1:17:57] guess that would be the only thing that I could think

[1:18:01] of I think this probably um if

[1:18:07] it's if you don't like it you can absolutely we can recommend it that we

[1:18:12] take it out or whatever I actually like it and the reason is is that we have had

[1:18:17] a case of that yeah and uh

[1:19:55] our previous council meeting um we are um making some changes on the

[1:20:03] administration at the airport one of the if you recall at the Joint um uh meeting

[1:20:10] between Manti city council and E from city council one of the things that the

[1:20:16] airport board um was suggesting is that the board uh it was kind of cumbersome

[1:20:25] and it the system was cumbersome and so um acting on kind of their suggestion of

[1:20:32] having uh a a board that was able to come back with uh more um timely

[1:20:41] Direction um we've started a uh a executive

[1:20:48] board in the past three months that consists of the mayor Mayor Scott uh

[1:20:56] mayor Bigalow um city manager Kent Barton and myself um and so

[1:21:04] with we get advice from um those who have um interest at the airport when

[1:21:11] that is necessary we're in a transition phase right now but we did feel that it

[1:21:17] was necessary to dissolve the airport board as it was currently constituted

[1:21:23] with a great deal of thanks to those who have spent decades serving on that board

[1:21:30] and appreciate um the time and efforts that they have put into that but based

[1:21:35] on their recommendation um we are going to transition into a different format so

[1:21:42] that we can meet the needs of the airport in a more timely fashion so that

[1:21:47] is what is uh under the the resolution can I answer any questions for you

[1:23:35] Parcels um see Butterfield properties it's just to there's Walmart um there's

[1:23:43] the believe it's the

[1:23:52] Enbridge the west of that um this our future future General Clan

[1:23:58] shows this property potentially being zoned

[1:24:02] commercial um Mr Butterfield would like to change it to R2 it is currently R the

[1:24:09] reason he seeks the R2 zone is because he would like to make um smaller lot

[1:24:17] sizes um so about 8,000 square ft and he would like to build smaller than the ra

[1:24:25] a third of an acre right right yes so these would be smaller lot sizes um

[1:24:31] and homes that are about 200 or sorry 1,200 square feet not

[1:24:38] 200 very tiny hes when your wife gets mad at you then

[1:24:50] that's I second her

[1:24:55] um he plans to just make some lots that are smaller uh focus more on some

[1:25:02] starter homes for small families or um people that want to retire that don't

[1:25:07] want to take care of a big lot um we Brian recommended the R2 Zone um he

[1:25:15] could get the same lot size in the R1 but we thought it would be a better step

[1:25:21] down from the commercial where Walmart is um and if you scroll back up just a

[1:25:27] little bit you'll see in that far right corner um that section right there is

[1:25:35] also um R2 so it's compatible with what is already there I don't know if you can

[1:25:42] bottom right corner yeah bottom right sorry right here um and there aren't

[1:25:48] duplexes there that I'm aware of they just again did it for the smaller lot

[1:25:52] size um Mr Butterfield is has committed um to several others that he does not

[1:26:01] duplexes there um just those smaller lot sizes for a little bit more attainable

[1:26:07] housing um and it's something that we need as the city of Ephraim so General

[1:26:13] plan Amendment would be to from ra to R2 and then the reone requests from ra to

[1:26:22] R2 so any questions or concerns Megan there one other aspect on

[1:26:30] an R to to put duplexes on a R2 you need 10,000 square foot Lots right and all

[1:26:39] the Lots will be less than that so they legally could not have a duplex

[1:26:44] on they would have to buy two lots to get one duplex if they did that to the

[1:26:50] east there there is a road right there where a roadway is there there that' be

[1:26:53] 200 West okay that is 200 West and so it's do you happen to know just out of

[1:26:59] curiosity what the width of that is it's pretty wide I know Chad on some

[1:27:03] properties the other side of it yes it's it I it's long story but that on we want

[1:27:13] the short version the short

[1:27:18] version on 200 West that road that's where the house in the E from housing

[1:27:24] yeah was built the homes there on the corners she just posted out it h been

[1:27:30] and Bri the shart thing it's all went through the city and that road will go

[1:27:35] straight down the other it'll line up with the existing road is that 66t road

[1:27:53] plan six rways and Mr Butterfield will be improving his frontages it will be a

[1:27:58] phased project but it will be all the way around well on on the 700 North and

[1:28:04] the 200 West is that what I'm hearing yeah the all four roads will be mapped

[1:28:10] out in the subdivision because you got 700 North

[1:28:15] you on the south edge of it and it would be 800 North on the North edge of it

[1:28:21] okay 400 W on the West Edge and 200 West on East Edge okay that's a lot of

[1:28:29] development yeah we'll do it it'll probably get about between 60 and 70

[1:28:34] lots and there depend on the water drain requirements and so forth okay we got

[1:28:39] some probably some sewer issues as well on the back north end of it that we have

[1:28:44] to phase that out at the end and if there's future sewage ponds we can go

[1:28:50] that way if not we'll have to do pump stations

[1:28:54] on the back end of it will they will they have basements on them yes the plat

[1:29:00] is unless the if it's a problem with the sewer

[1:29:05] then then maybe that North End would just be slab on gra and I just bring it

[1:29:10] up because there used to be a water problem with subwat I think a lot

[1:29:18] of fi had severe water problems at one time

[1:29:56] ago we haven't had that there's a lot like you say the irrigation ditches a

[1:30:06] a problem with the ceter too and those are things that we'll look out with the

[1:37:34] can we can do it see that that water tank water I've been to that fund right

[1:37:41] and talked with the land owner and I mean we we push

[1:37:47] out about a million gallons a day in the winter we don't have the summer but we

[1:37:55] do in the winter and I you know there there was a lot of discussion on we

[1:37:58] should pipe to the ditch we should pipe it for not a lot of different things but

[1:38:03] I know there is some questions there and I know the property owner brought up

[1:38:07] some legal stuff um so I think we need to make sure what we're doing but

[1:38:13] Council needs to understand that the property owner on this one really was

[1:38:19] upset about all the water and that's fine I understand you but we did f fix

[1:38:23] it and spent a lot of money to fix it and now he's he want wants this now I

[1:41:51] and he said I don't know what it is but it's coming down that this is a big

[1:41:59] generational project you know like happens once in a generation almost that

[1:42:05] they're looking to doing a Fortune 500 company or something I don't know a

[1:42:11] Space Project got to be a tech yeah it's got to be an IT project yeah they said

[1:42:15] uh somebody else said like Tech they have the Texas instrument somewhere up

[1:44:36] problem is you know bringing your own inspector they're trying to save

[1:44:40] turnover but they may not all know all the municipal codes for each

[1:44:46] municipality um and let's see

[1:44:55] one before disclosing post okay there were a whole bunch of bills

[1:45:00] that were kind of after the judges the state courts and the

[1:45:05] judges and uh anyway I think that those a lot of those got

[1:45:13] voted down and so and I'm glad I don't think judicial to me is a separate arm

[1:45:22] of the government so I don't think the legislature but

[1:45:25] that's just a personal opinion should be saying what goes on there that's a

[1:45:31] separate arm of the government that's just my

[1:45:34] opinion um so they talked about um a pro these project entities and I'm

[1:45:43] trying to see where where it is anyway like IPA and it's anyway that this new

[1:45:50] Council for energy is going to be called the Utah energy Council it's an

[1:45:56] interlocal they're talking about transferring the two coal units to this

[1:46:01] Utah energy Council the two coal units that are over in the

[1:46:06] Delta um there's some a little bit of not being happy because who gets put on

[1:46:14] this Utah energy Council I don't want too many people

[1:46:18] and anyway I think there are some people that are

[1:46:24] being left out to be a part of that Utah energy Council but that's where the

[1:46:30] organization of IPA will kind of be part of that now so they'll have control of

[1:46:49] on the oh there um there was second sub House Bill 249 the nuclear power

[1:46:56] amendments that was uh had to have been sponsored by alre because it's a house

[1:47:11] Rocky Mountain Power which makes me just a you know a little uncomfortable I

[1:47:18] don't know where uamp comes in the circle of things here but

[1:47:24] I listened to Senator Milner talk about it she says we've got to begin looking

[1:47:28] at uh nuclear projects and you have to

[1:47:32] start already because the permitting is just you know really hard to get to

[1:47:38] years in advance 10 years sometimes and a part they said partner state with

[1:47:42] Wyoming but we need to start exploring this

[1:47:46] 20% uh of the power east of the Mississippi

[1:47:50] is nuclear a little bit aircraft carrier submarines they've used nuclear for 50

[1:47:56] years

[1:47:59] um the he doesn't the governor doesn't want legislators on this committee but I

[1:48:06] don't know we'll see what happens they're talking they get a lot of

[1:48:10] feedback a lot of push back saying we we don't we should be

[1:48:15] pursuing wind and solar and uh and they're saying that the thing

[1:48:23] that vicker said was he said it's um you only get

[1:48:29] about 11% and come from wind and 2% from solar

[1:48:34] for as much as we got of all of that and he said it doesn't give you any

[1:48:40] base load power and so he said if we don't find you know we're going to use

[1:48:46] coal and other things as a bridge right now while you look at other things but

[1:48:51] he said it just doesn't address the Bas load and the it's a problem with the

[1:50:14] fault but it went above our 85 Cent per yeah kilowatt hour and we couldn't just

[1:50:21] couldn't 85 Cent was the cut off yeah um and it didn't pencil out when it went

[1:50:31] so but I'll bet you this is not going to be any cheaper and I just don't know

[1:52:18] cancer screening for firefighters they say they have a heavy toll on on cancer

[1:52:24] that if you've been fir fighting I don't know if our volunteers turnouts yeah

[1:52:28] that's why their turnouts have to be replaced every every three to five years

[1:52:34] but I think they were going to be able to they were that was funded so that

[1:52:38] they could screen them so there's lots they're still

[1:52:43] tracking um and that's only a portion of what I listened to today and then my

[1:52:49] brain start to scramble so I have to get up and do something else but

[1:52:53] in particular that part with nuclear power being you know we do need to start

[1:52:59] looking to that because if you don't you're going to be buying our power

[1:53:03] outside of the state and that's what we don't want to do is buy our power

[1:53:07] outside of the state so we'll use I think we're going to have the

[1:53:10] opportunity to use fossil fuels and so on now a little bit more than we've had

[1:53:16] and that'll be good and um just as a bridge to get to where we

[1:53:22] can start doing the nuclear stuff so yeah well Margie deserves a

[1:54:28] county and they're going north so I think by and large the whole count is

[1:54:33] going to be in really good shape for red carded firefighters which I hope we

[1:54:38] don't

[1:56:53] we met with the Ferguson group today and

[1:56:58] uh you know I've kind of talked to you guys about

[1:57:03] this um I'm not going to tell you who this is from because I was asked not

[1:57:11] to um but I made an inquiry

[1:57:16] of people who we work with about our uh Federal GR rting

[1:57:24] process and um their response my inquiry because the portal should be

[1:57:30] opening so that we can do Grant applic well you know Congressional directed

[1:57:37] spending applications and their response was well

[1:57:43] mayor I'm just not confident enough about the cpf program

[1:57:49] continuing cpf congressionally

[1:57:55] uh priorize funding whatever it is um I'm hopeful but to say if they will

[1:58:01] release the applications again I don't know and so we've kind of talked about

[1:58:07] this that maybe the era of congressionally directed funding is over

[1:58:14] I don't know I don't know we'll we'll know in the next couple of weeks but

[1:58:20] we've benefited almost $223 million in the last six

[1:58:25] years through this program and others um and so it but in talking with

[1:58:33] the Ferguson group it's like they said you know we'll we'll concentrate on um

[1:58:40] on different sources of funding and so it's not like it we're

[1:58:46] done with that aspect but we and we don't know where this stands

[1:58:53] it's it's a developing thing

[1:59:08] 50th anniversary of the Scandinavian um Festival he's going to

[1:59:25] Burgess Owens we've invited the governor we've invited Senator

[1:59:31] Curtis um and I I haven't reached out to

[1:59:36] Senator Lee's office yet but I but I will we've also invited our

[1:59:41] commissioners and this is going to be a big deal this 50th Anniversary it's

[1:59:46] going to be just a wonderful just a wonderful thing and

[1:59:51] that's all I have let I just mention one other thing to

[1:59:55] the first house bill 462 World schools sports facility Grant and it's sponsored

[2:00:02] by the state and I think if the school district would apply for that of course

[2:00:07] it would be up to them what they use it for but it could benefit because we use

[2:00:12] their facilities for our Sports if there was some way that could be expanded for

[2:00:17] them that would benefit see too

[2:00:22] and it was just for Rural schools really because the L the G said you know I had

[2:00:28] some rural friends up and they were looking at a new high school and they

[2:00:31] said wish we could have something like this and she said I don't think we

[2:00:36] realize you know because up here we've got this R facility this this this and

[2:00:42] this but in some of the rural areas they use those schools for everything for

[2:00:48] City stuff for Community stuff and we do look where their playing soccer and

[2:00:56] basketball that's it um I think the most important thing

[2:01:02] that I can tell you is that bids are going out for the

[2:01:06] um uh Public Works building next week and what's the turnaround time uh we're

[2:01:13] they'll three weeks we'll leave it out there it'll be built in three weeks

[2:01:18] it'll be built I like to get things done that's

[2:01:23] all yeah so so that's happy news there and um I think the mayor covered

[2:01:31] everything that I wanted to make sure is that we canceled that dinner so that's
