[0:27]
fun in the sun summer camp uh you know
[0:31]
closed on Thursday July 16th with an
[0:34]
annual end of season uh family pool
[0:37]
party
[0:39]
to celebrate it and was a great event
[0:42]
and great year. Also, touch the truck.
[0:45]
Uh July 14th,
[0:48]
uh was the fourth annual touch T touch
[0:50]
the truck. Compliments to the service
[0:53]
department, fire and police to help out
[0:55]
with that. And Gorman along with Gorman
[0:58]
Heritage Fund I farm. 11 pieces of
[1:01]
equipment and 250 residents and visitors
[1:05]
attended the event.
[1:08]
Also, um
[1:10]
there uh adult pavilion series. 15
[1:14]
residents took their luck at a big day
[1:18]
at um the Belterara Casino Resorts and
[1:23]
then a pavilion series posted uh Fourth
[1:26]
of July and we had the first July
[1:30]
concert feature buzzing Buzz Ben
[1:34]
uh to come in July as well. So, and then
[1:39]
also many of you should have received a
[1:42]
thing about our 75th anniversary and we
[1:45]
apologize if it did not make it out in
[1:48]
time in the mail uh for the first thing
[1:50]
the 75th anniversary picture. However,
[1:54]
there will be other pictures taken on
[1:56]
the event day as well. So, for those who
[1:59]
have missed that uh 75 75th picture
[2:03]
>> on the event day on September 19th
[2:05]
>> September 19th. Yes.
[2:06]
>> Thank you.
[2:09]
So, and then um service department
[2:11]
summer crews are wrapping up uh road
[2:14]
projects started after start after Labor
[2:18]
Day.
[2:19]
During the recent heavy rains on
[2:21]
Wednesday, it was discovered that uh
[2:23]
pipe section Sherbrook and um working on
[2:28]
solutions and the cost for this work.
[2:31]
elevator was delivered this morning
[2:33]
before all the rains too and in uh
[2:37]
>> put into storage so they can start uh
[2:40]
working over the next couple weeks on
[2:42]
installing it from the inside out.
[2:45]
ordinance um for the metro layover
[2:48]
station and then the CA uh CAC
[2:52]
feasibility SHP has been meeting with
[2:55]
their focus groups and feasibility study
[2:58]
and compiling the results for the
[3:00]
residential survey. Fire department
[3:02]
feasibility will be uh meeting of
[3:05]
council after committee meetings to
[3:07]
review the options for the next fire
[3:10]
department. arrow hub entry signs uh
[3:14]
been put out uh for uh actually
[3:18]
M MSP has provided the renderings and
[3:22]
we're putting them out for bid. uh
[3:25]
recreation pool phase uh will begin in
[3:28]
September after the pool closes
[3:31]
uh for all the um the pool activity
[3:36]
water event um
[3:39]
features there's the word uh
[3:42]
reconnecting communities report has been
[3:44]
submitted and then just if you have not
[3:47]
heard the reading road uh road diet has
[3:52]
um been turned down by reading and it
[3:56]
was unanimous to vote. They may end up
[3:59]
doing some raised crosswalks, but at the
[4:04]
this point it's two lanes each
[4:06]
direction.
[4:08]
And that's all I have.
[4:09]
>> Any questions, additions, changes?
[4:14]
>> Mr. Patterson.
[4:15]
>> Thank you, Mayor. Police and fire
[4:17]
committee. Uh let's start with cultural
[4:19]
arts. Big part a big art party was
[4:21]
Friday night. It was fabulous. Uh Susan
[4:24]
and her staff did a wonderful job. The
[4:26]
number of kids there was was really
[4:29]
amazing. They had them crammed into
[4:32]
every single nook and cranny of the Bell
[4:34]
Tower Arts Pavilion. There was painting,
[4:37]
there was singing, there was violins,
[4:39]
there was music. It was a terrific,
[4:43]
really well done, and we thank you a lot
[4:45]
for all the effort you put in. Uh the as
[4:47]
Steve mentioned, the elevator is here.
[4:49]
Do you want to stand up and cheer and
[4:50]
jump up and down? You sure?
[4:53]
>> Okay.
[4:54]
>> Once it's in, she probably will.
[4:55]
>> It's only It's only 15 years in the
[4:57]
making. So, hey. Um, and so it will be
[5:00]
getting installed as, as Steve already
[5:02]
mentioned, the pottery studio is going
[5:04]
to be on hold for a couple of weeks.
[5:05]
Photo focus, the deadline is August 14th
[5:07]
for submitt. And the feasibility study
[5:10]
for cultural arts is going really well
[5:12]
with over 200 surveys already completed
[5:15]
and submitted. Under planning, building
[5:18]
planning and zoning, there were two
[5:19]
items for BCA last month. one was a
[5:22]
standard uh variance on a the size of a
[5:25]
detached garage, but on the other one,
[5:26]
there's going to be an ongoing
[5:28]
discussion between us and a homeowner
[5:29]
about what's constitutes farm animals in
[5:32]
the backyard. So, expect to see that on
[5:34]
our on our agenda someplace soon.
[5:37]
Planning
[5:38]
>> we're going to do that on September the
[5:39]
1st.
[5:40]
>> Good. Um, planning commission approved
[5:43]
the the the first phase of Voit
[5:46]
Warehouses new construction on the old
[5:48]
silo site which is 117,000 square foot
[5:52]
facility that backs up next to the uh
[5:55]
existing railroad spur. And so that's
[5:58]
going to be moving forward. Uh we
[6:00]
continue discussions with Brandy Corp on
[6:02]
some of the on some of the possible
[6:05]
development possibilities on the
[6:07]
Menard's outlot next to Fifth Third. Um
[6:11]
we are also working through staff is the
[6:14]
development of several text amendments
[6:15]
which will help incentivize
[6:18]
various things either relating to the
[6:20]
equity site or uh having to do with
[6:23]
acres and what they might potentially do
[6:26]
uh along that property. Development
[6:28]
continues at a solid uh pace. We the
[6:31]
building department issued 17 permits on
[6:33]
30 applications.
[6:35]
um fire department. Uh the chief let us
[6:38]
know that September 11th will mark the
[6:40]
25th anniversary of 911. So sort of put
[6:43]
your put it into your heads that there
[6:45]
will be celebrations and and
[6:47]
remembrances and things that we need to
[6:49]
pay attention to. Uh the mayor is going
[6:52]
to sign anou to continue in the Ohio
[6:54]
ambulance supplemental payment program. This was
[6:59]
authorized back in 2024 as a way to get
[7:02]
fully fully get reimbursed for the cost
[7:05]
of transporting Medicaid patients. It's
[7:08]
been in place. This just continues our
[7:10]
participation in the program that we've
[7:12]
already signed up for. There are going
[7:14]
to be a number of promotional processes
[7:16]
for those of you on hiring committee.
[7:18]
Our profound condolences because you
[7:21]
will be taking care of captain and
[7:23]
lieutenants interviews as well as
[7:24]
firefighting interviews. Good luck to
[7:26]
all of you in that endeavor. Um Josh
[7:29]
Asbach's swearing in cel ceremony is set
[7:33]
for January the 12th. So please put that
[7:35]
on your uh agenda. Um and I we're going
[7:39]
to talk about police in in and fire in a slightly different context in just
[7:43]
a second. Um, Chief Holloway gave uh us
[7:49]
a quick preview of something that we're
[7:50]
going to talk about in executive
[7:52]
session, but it's largely the the
[7:56]
importance of staying up todate and
[7:59]
aware of what is out there relative to
[8:01]
our IT and how that affects our posture
[8:05]
relative to the external world. and he's
[8:07]
going to go through some of that, but
[8:08]
it's also going to require us in the
[8:10]
next budget cycle to put aside some
[8:12]
monies in different pots to make sure
[8:14]
that we are sufficiently
[8:16]
uh prepared should something happen. Um,
[8:20]
we are going to also talk about the
[8:22]
creation of a committee on
[8:23]
infrastructure and emergency response
[8:26]
which is something that was created by
[8:28]
the department sorry by the state of
[8:30]
Ohio which will allow certain
[8:33]
information to become non-public and not
[8:36]
open to not subject to open records act
[8:38]
because it allows us again to protect
[8:41]
oursel and the village relative to the
[8:43]
ex external threats. We had on a
[8:46]
different note, we had a very positive
[8:48]
meeting on potential updates to the fire
[8:52]
department and what the what uh those
[8:56]
possibilities might be. KZF came in and
[8:59]
briefed the entire council uh and the
[9:02]
mayor on how we are proceeding with that
[9:04]
process. We are back getting some
[9:06]
additional information. We'll have
[9:08]
another meeting um roughly at the same
[9:11]
time that we had this meeting only it
[9:12]
would be next month to go through that continued process and find out
[9:16]
where we were. Mayor, that's all I have.
[9:19]
>> Any additions, corrections, or changes?
[9:23]
I have a few things. Uh number one, I
[9:26]
remind you uh rowbyrow is coming. So far
[9:30]
I have F and two, Walker 2, sexro one,
[9:36]
McDaniel one or two?
[9:38]
>> One.
[9:39]
And so there's still some open
[9:42]
seats Mike or are you interested in
[9:47]
rowbyrow or it's the
[9:49]
>> Barb is reminding me I have a wedding
[9:50]
that weekend. We have we're out of town
[9:53]
that weekend for a wedding. So
[9:55]
>> okay. So, I'll start looking for
[9:57]
somebody else to uh fill those seats
[10:00]
then uh if we have don't have any other
[10:02]
councilman. Um
[10:05]
the u tonight we're going to as
[10:10]
Councilman
[10:11]
Patterson indicates we're going to talk
[10:14]
about the uh security and infrastructure
[10:18]
structure
[10:20]
um and try to come to some conclusion.
[10:24]
We're going into executive session right
[10:26]
after this meeting. Uh and then after we
[10:29]
come back from executive session, we
[10:31]
will appoint uh the uh members of the
[10:34]
security infrastructure uh committee to
[10:37]
uh handle that situation.
[10:40]
Um,
[10:42]
we have been uh there's been a appeal
[10:46]
filed from the BZA for the farm and uh
[10:51]
I'll ask our solicitor to talk a little
[10:54]
bit about that.
[10:57]
>> So, the BZA ruled on this request or
[11:01]
appeal of a violation regarding general
[11:03]
farming. In your code, instead of
[11:06]
appealing to the common please, things
[11:08]
first come to the council.
[11:12]
Your role in that context is in an
[11:15]
administrative role rather than
[11:16]
legislative. So there'll be kind of a
[11:19]
different procedure. You'll have a
[11:21]
record before you with a transcript of
[11:23]
the BCA meeting and the full pertinent
[11:26]
documents from the BCA meeting. And so
[11:28]
and that sort of thing doesn't really
[11:30]
have time limits on it. you get the full
[11:32]
everybody the appellant and the other
[11:35]
parties get to testify and give their
[11:38]
input. So we thought it best to kind of
[11:40]
put it on a special meeting on a
[11:43]
separate night and in addition to that
[11:46]
the resolution of your decision should
[11:48]
be memorialized in a resol in a
[11:51]
legislative
[11:52]
document in a resolution that has
[11:55]
findings of fact and conclusions of law.
[11:57]
So if we did that on the 1st, we were
[12:00]
thinking 91 at 6:30 after committee
[12:03]
meetings. That way you can give it its
[12:05]
full attention and then that'll give us
[12:07]
time to take the substance of what
[12:08]
you've decided to have before you on the
[12:11]
ETH
[12:12]
if that's amanable to everybody.
[12:15]
>> We have to have a court reporter of our
[12:18]
the minutes of what we do at that
[12:20]
meeting uh ready for recording.
[12:24]
uh that can be an executive session or
[12:26]
sort of an executive session. Am I
[12:28]
correct?
[12:28]
>> All the testimony and questions from the
[12:31]
council take place in open session
[12:34]
deliberation. You have the choice to do
[12:36]
that in open session partially in open
[12:40]
session or do that entirely within
[12:42]
executive session.
[12:43]
>> Um we I'm not sure how long it's been
[12:46]
since we've had an appeal from a BCA. I
[12:49]
have to ask David Packer. He probably
[12:51]
David uh will probably know but uh
[12:55]
that's going to be in September then at
[12:57]
6:30.
[12:58]
>> We we had we talked about it doing at
[13:00]
6:30. I did not realize that there was
[13:02]
this fire department meeting. Were you
[13:05]
doing that also at 6:30?
[13:08]
>> That was just my question. Remember
[13:10]
we've got KZF we had we had tentatively
[13:13]
scheduled KZF to come back that night.
[13:16]
That's fine. We can keep we we can keep
[13:18]
the um BZA person there but it is we are
[13:22]
going to need to find another night to
[13:23]
do to entertain that discussion.
[13:28]
>> So which other discussion? The fire
[13:31]
department discussion.
[13:32]
>> Fire department discussion.
[13:33]
>> So we'll go ahead with the BZA
[13:35]
>> right
[13:36]
>> at September 1st.
[13:37]
>> On September 1st we just need to find
[13:39]
another night to to do the fire
[13:41]
department conversation.
[13:43]
>> That okay with everybody? So you
[13:45]
everyone is okay for us going the
[13:47]
meetings at 4:30 5:30 6:30 start the
[13:50]
>> right
[13:51]
>> the appeal
[13:52]
>> right
[13:54]
um I'm here to inform you that I talked
[14:00]
to um Duke Energy this this week and uh
[14:04]
they have assured me that the um
[14:07]
transformer will be here which we've
[14:10]
been anxiously awaiting on the 24th I
[14:13]
think I said or 26th. Uh hopefully we
[14:16]
can get that problem, which is a major problem in the fire department uh
[14:21]
worked out. And the last thing I have is
[14:25]
that um I noted the other day in in the
[14:29]
uh press that uh there's been a bill
[14:32]
submitted to the Ohio General Assembly
[14:34]
to allow 16 year olds to vote. That's
[14:38]
all I have tonight.
[14:41]
Any
[14:44]
questions?
[14:45]
>> Are they really ready?
[14:47]
>> That's my question.
[14:50]
>> Ready to go. Then we'll go to the
[14:52]
ordinances. We'll begin with uh
[14:55]
ordinance 26-49.
[14:58]
And I'd ask permission to read it by
[14:59]
title only.
[15:00]
>> So moved.
[15:03]
>> Second.
[15:04]
>> Mr. Patterson.
[15:05]
>> Yes.
[15:06]
>> Mr. Sexro.
[15:07]
>> Yes.
[15:08]
>> Mr. Berg.
[15:09]
>> Yes.
[15:10]
>> McDaniel.
[15:10]
>> Yes. Mrs. Walter Smith.
[15:11]
>> Yes.
[15:12]
>> Mr. Stro.
[15:13]
>> Yes.
[15:13]
>> An ordinance authorizing the payment of
[15:15]
amounts due upon cert certain contracts
[15:18]
requiring certification of available
[15:21]
funds and declaring as an emergency.
[15:23]
This is our then and now. I have I'd
[15:25]
like a motion to suspend the second and
[15:27]
third reading.
[15:29]
>> Second.
[15:31]
>> Miss Walker Smith.
[15:32]
>> Yes.
[15:33]
>> Mr. Stro.
[15:34]
>> Yes.
[15:34]
>> Mr. Patterson. Miss McDaniel. Yes. Mr.
[15:36]
Sexro.
[15:37]
>> Yes.
[15:38]
>> Mr. Burke.
[15:38]
>> Yes. Now I need a motion to adopt the
[15:40]
emergency clause of the ordinance. Move.
[15:42]
>> Move.
[15:43]
>> Second.
[15:44]
>> Mr. Sexro.
[15:45]
>> Yes.
[15:46]
>> Mr. Burke.
[15:47]
>> Yes.
[15:47]
>> Miss McDaniel.
[15:48]
>> Yes.
[15:48]
>> Miss Walker Smith.
[15:49]
>> Yes.
[15:50]
>> Mr. Stro.
[15:50]
>> Yes.
[15:51]
>> Mr. Patterson.
[15:52]
>> Yes.
[15:52]
>> Now a motion to adopt the ordinance as
[15:54]
an emergency.
[15:55]
>> So moved.
[15:56]
>> Second.
[15:57]
>> Mr. Patterson.
[15:59]
Mr. Stro.
[16:00]
>> Yes.
[16:01]
>> Miss. Walker Smith.
[16:02]
>> Yes. Miss.
[16:03]
>> McDaniel. Mr. Stro.
[16:05]
>> Yes.
[16:05]
>> Mr. Burke.
[16:06]
>> Yes. And now declare ordinance 20 26-49
[16:10]
adopted as an emergency. Next we have
[16:12]
ordinance 26-50. I need permission to
[16:15]
read it by title only.
[16:17]
>> So move.
[16:19]
>> Second.
[16:19]
>> Mr. Sexro.
[16:20]
>> Yes.
[16:21]
>> Mr. Patterson. Miss Walker Smith.
[16:23]
>> Yes.
[16:23]
>> Mr. Stro.
[16:24]
>> Yes.
[16:24]
>> Miss McDaniel. Yes.
[16:25]
>> Mr. Burke.
[16:26]
>> Yes. an ordinance approving an
[16:28]
additional appropriation in the evenale
[16:31]
com TEF TIFF fund for the metro layover
[16:36]
station design and declaring it as an
[16:39]
emergency. I need a motion to suspend
[16:41]
the second and third reading of the
[16:42]
ordinance.
[16:43]
>> Move.
[16:44]
>> Second.
[16:45]
>> Mr. Burke.
[16:46]
>> Yes.
[16:46]
>> Mr. Walker Smith.
[16:47]

[16:47]

[17:05]
>> Now I need a motion to adopt the
[17:07]

[17:09]
>> Moved.
[17:11]
>> Second.
[17:12]
>> Mr. Burke.
[17:13]
>> Yes.
[17:14]
>> Mr. Sexro.
[17:16]
>> Yes.
[17:16]
>> McDaniel.
[17:17]

[17:18]
>> Yes.
[17:19]
>> Mr. Stro.
[17:19]
>> Yes.
[17:20]
>> Mr. Patterson.
[17:24]
