Right.
[0:07]

[0:26]

[0:31]
Flag flag flag, United States, United States of America to the Republic for which,
[0:36]

[0:38]
God invisible Liberty injustice.
[0:42]
Justice for all right. We have two items on the
[0:46]
agenda.
[0:47]
In first item is the OER of by Stephanie splits
[0:52]
president in order requested approval to transfer.
[0:55]
Some not to exceed 1 million, 200,000.
[1:00]
For the city stable stabilization fund.
[1:02]
To the city's linkage fund.
[1:08]
Yeah.
[1:10]
Can I request that we lay this on the table
[1:13]
and then we can go.
[1:15]
Ask, maybe Mr. Floden to call.
[1:17]
Mr. Buchi to come down. So moved.
[1:20]
Moved I can ocean made seconded to lay on the
[1:23]
table.
[1:25]
So that we can ask Mr. Buley to come.
[1:28]
All was in favor. Aye. Aye. Oppose the aye habit.
[1:32]
Have it, oh, there's maybe we can ask. Here we
[1:35]
go. Ms. Lamb boy to come up instead.
[1:37]
So we tend to take the motion back.
[1:40]
Take it off the table. Doesn't matter. We can take
[1:43]
it off the table. Why don't we the next item?
[1:45]
Okay, clerk, please read on my item. Number two, and
[1:47]
then we'll come back to item number.
[1:48]
One IEM number two.
[1:52]
Council Stephanie Smith is president order request approval transfer.
[1:57]
60,000 from the fire power personal expenses.
[2:00]
Expenses to 9 1, 1 personal expenses. So if I may, the
[2:05]
chief is in the building.
[2:07]
But he is.
[2:09]
Down with the police officers, but he did give me
[2:12]
background on this. He's right there.
[2:16]
So, if you wanna bring him up, we can really
[2:17]
quick or.
[2:19]
So moved motion to invite the chief up.
[2:21]
Second time out.
[2:24]
We are the for the police chief on this police
[2:27]
chief.
[2:28]
This is fire department.
[2:30]
Am I wrong taking
[2:40]
sorry about that.
[2:42]
Can you guys, please state your name for the record.
[2:46]
Chief Paul Strong.
[2:48]
Michael Keeley.
[2:51]
Can you guys just give a little background of what
[2:53]
this is for?
[2:55]
Yes.
[2:59]
You ready? We're ready.
[3:00]
All right. I had conversation with Madam president Smith earlier
[3:05]
this evening.
[3:06]
The issue in hand was is that every year we
[3:09]
file for.
[3:10]
A grant through the state 9 1 1.
[3:14]
Last I'm going back to last year where we applied
[3:16]
for the grant.
[3:18]
Engineering had some issues, trying to gather all the GIS
[3:21]
mapping information.
[3:23]
And that caused the grant to go in late.
[3:26]
So between March
[3:29]
March of 2000, July of 2025 to March of 2026,
[3:34]
we had a cover all the overtime. We usually use
[3:36]
the.
[3:37]
Grant to cover all the overtime for the dispatchers.
[3:40]
The grant came into the amount of $200,000.
[3:43]
But the biggest reason why we have the shortfall is
[3:46]
because.
[3:48]
When the dispatchers
[3:50]
had did their contract.
[3:53]
In that contract.
[3:55]
Each dispatcher was entitled to $4,000 in a training.
[3:59]
Stipend type of thing, where if they got all eight
[4:03]
certificates from the state 91 dispatcher training.
[4:07]
Each dispatcher would, would get $4,000.
[4:11]
That was never budgeted far. And that was the biggest.
[4:14]
Amount of the shortfall and that's why we had to
[4:17]
take some money from the fire department.
[4:20]
Counselor Rogers.
[4:22]
Thank you. Madam Sharon. Thank you, chief strong.
[4:25]
For joining us tonight in the explanation. I know you
[4:28]
mentioned that the grant went in late. Did we lose
[4:30]
the grant or did it just get put in late?
[4:32]
It was late.
[4:33]
Okay. Yeah, we got the full amount of $200,000. Okay.
[4:36]
So this is more of a technical transfer, more than
[4:38]
anything, correct. And, and abstain, I'm going.
[4:42]
To be in con contact with engineering to get this
[4:44]
we've already started the new grant.
[4:46]
For next year. So we don't run into this problem
[4:49]
again. Okay. And that, that was gonna be my follow
[4:52]
up question is if we did budget for this, for.
[4:55]
The next time. Yes. So that we don't have this
[4:56]
dilemma, the, they are in the process of applying. Great.
[4:59]
No objections from me then. Thank you.
[5:01]
Councilor pat Antonio.
[5:03]
This grid, we get it every year. We have to
[5:05]
apply for it every year. Usually every year we usually
[5:08]
get it. So.
[5:10]
Engineering applies for it. Say it again. Who applies for
[5:12]
the grant? The dispatchers, the supervisors, and the management of
[5:16]
the dispatchers.
[5:18]
They applied for the group. Yes. I thought you said
[5:20]
engineering. No, no engineering has to get a piece of
[5:22]
the information that we need to put into the grant.
[5:26]
And that's the GIS mapping and they were a little
[5:29]
late last year trying to gather the information.
[5:32]
So we have to get a lot of information.
[5:34]
Because when you dispatch a call, you want to have
[5:37]
the G the exact G I S location.
[5:40]
When they give out a call. Right. But I, I
[5:42]
don't what confuses me is that if we get this
[5:44]
every year,
[5:47]
why didn't engineering know about this.
[5:50]
That's what part goes my mind, if a date, if
[5:52]
it's every year and then, oh, it's the same. It's
[5:55]
probably the same information every year. Right? You update the
[5:57]
GIS. Well, I think.
[5:58]
What was happening last year is that there were, was
[6:01]
a lot more construction than the city apartment buildings, apartments.
[6:04]
And what have you.
[6:05]
I can't answer exactly.
[6:08]
You know why he couldn't get the information sooner.
[6:11]
But this year, we are starting to, I will be
[6:15]
contacting engineering tomorrow to have them start.
[6:18]
We have until the end of July to send the
[6:20]
grant in, I want to get it in.
[6:22]
You know, before the, before the deadline and how much
[6:25]
was the grant that we lost? How much was that?
[6:27]
We didn't lose any. It was just, it just came
[6:29]
late. It's $200,000.
[6:31]
Did we get the 200? We got the, yes we
[6:33]
did. So we got the $200,000. Yes. So this 60,000
[6:36]
is more because of the.
[6:39]
Court certifications that the dispatchers correct.
[6:45]
No further questions. Thank you.
[6:48]
If I may, from the chair, I believe the reasoning
[6:51]
was you can't backdate the grant, correct? So that we
[6:55]
couldn't use the.
[6:56]
Even though we got the money. We couldn't then.
[6:58]
Re like transfer that into the overtime we had. It's
[7:02]
only going forward. We're using that grant for the overtime.
[7:05]
That's correct.
[7:06]
Okay, thank you. Motion to excuse with the customer. Thanks.
[7:10]
Second motion made and second into excuse our guests with
[7:12]
the customary. Thanks all is in favor. Aye. Aye, aye.
[7:15]
Have it motion for a favorable action recomme.
[7:18]
Recommended to the full body.
[7:23]
On the motion.
[7:26]
Just again, we, we.
[7:29]
Back can't backdate it.
[7:33]
You lost doing that. So.
[7:35]
My, we got the $200,000, but because the, we had
[7:38]
already spent the money before we got to $200,000, you
[7:41]
can't take that $200,000. And.
[7:43]
Put it against money that was already spent.
[7:46]
So if we had got the grant in time, we
[7:48]
would've used that instead of transferring the money from overtime.
[7:53]
So we got the $200,000, but we still, already had
[7:56]
used 60.
[7:57]
And you can't go and reimburse the grant.
[8:01]
All right. So it's just the timing of it. So
[8:02]
we didn't lose any money.
[8:04]
I believe it's now being funded. We're still using the
[8:06]
$200,000 to fund the overtime. We just can't backdate it
[8:10]
as far back as we needed to.
[8:12]
All right. Thank you.
[8:14]
So there is a motion. Is there a second, second
[8:16]
motion made and seconded to refer favorable action to the
[8:19]
body. All those in favor.
[8:21]
Pose the aye. Have it clerk.
[8:24]
Oops. I believe you guys have to.
[8:27]
Take item. Number one off the table. You are excused.
[8:30]
Excused motion to take item number one.
[8:34]
Motion made. And second to take item. Number one off
[8:36]
the table. All is in favor. Aye. The aye. Have
[8:39]
it clerk, please read item. Number one.
[8:42]
All right. I number one again.
[8:45]
Is he owner of my council, symphony Smith is president.
[8:49]
In order requested the approval to transfer.
[8:52]
Tres Jerusalem not to exceed one.
[8:54]
Million 200,000 from the city's stabilization fund to the city's
[8:59]
linkage fund.
[9:04]
Motion to invite Ms. Lamb boy, up for questioning or
[9:07]
Mr. Buchi. Second second.
[9:09]
Motion in second invite Ms. Lamb boy, up all as
[9:11]
in favor. Aye. Pose. Aye. Have it. Good evening, Ms.
[9:14]
Lamb, boy, if you could just state your name and
[9:16]
title.
[9:17]
Good evening, Monica Amboy, chief development officer. Thank you. And
[9:21]
can you provide us just some background? There wasn't anything
[9:23]
in the agenda.
[9:25]
Oh, I'm sorry. I thought there was a letter.
[9:28]
The prior administration had made a commitment to the neighborhood
[9:32]
developers for their project on Garland street, in the total.
[9:36]
Of 3 million in linkage funds.
[9:39]
Predicated on some of the larger projects to having come
[9:42]
in for building permits and made their linkage payments.
[9:46]
Payments. Unfortunately, some of those projects haven't yet pulled a
[9:49]
permit.
[9:50]
So the linkage fund is short.
[9:52]
By up to $1.2 million.
[9:55]
I will say this is a temporary situation because when
[9:58]
the other linkage.
[10:00]
Checks come in. We will reimburse work with the finance
[10:03]
director.
[10:04]
To reimburse the fund so that the general fund remains
[10:07]
whole.
[10:08]
And so it may take a little bit of time,
[10:10]
but the intent is to, to put the money back.
[10:14]
Councilor Patton.
[10:16]
Is this illegal, what we are doing.
[10:18]
It is legal. The, the finance director has approved it.
[10:22]
Okay.
[10:23]
So the prime administration promised X amount of dollars.
[10:27]
To to support the a hundred percent affordable.
[10:30]
Project. And so the linkage it's appropriate use of the
[10:33]
linkage fund.
[10:35]
Which is why we wanna move it through the linkage
[10:36]
fund, but then we will reimburse the general fund. The
[10:40]
linkage fund is only used affordable housing.
[10:43]
Correct in job training, correct? Correct. Correct. I get that
[10:45]
right.
[10:47]
And who, what, what companies get in this movie? What,
[10:50]
what develop is getting this? The neighborhood developers.
[10:54]
Where, where, where, what project are they developing? It's on
[10:56]
today? I know they got a couple going it's on
[10:58]
Gar. It's this one's on Garland.
[11:00]
Street, the house numbers escaping me. It's under construction. I
[11:04]
thought we gave them $3 million already. We made a commitment,
[11:08]
but now.
[11:08]
We actually need to issue a check.
[11:12]
So we made the committee of over a good year,
[11:14]
year ago, maybe two years ago. Yes. Correct. It's been
[11:17]
a while. It's been a while been a while. So
[11:19]
we made the commitment.
[11:20]
All this time they never gave him the money, correct?
[11:22]
The project already started and everything correct? Yes. I think
[11:25]
the foundation's in the whole nine yards, right? Yes. Yes.
[11:31]
So are we obligated to give him this money?
[11:36]
I am not.
[11:37]
Our legal counsel, but I do believe we have assigned
[11:40]
document.
[11:41]
That we are required to follow through on.
[11:45]
Signed from the previous administration. Correct.
[11:53]
Thank you. No further questions.
[11:55]
Questions Councilor Rogers. Thank you. Madam chair. Thank you, Ms.
[11:57]
Lamboy for joining us.
[12:00]
So you said that they haven't pulled a permit yet,
[12:02]
but then Councilor Peter, Tony was saying that some of
[12:04]
the foundation has started. So what, what's the status of
[12:06]
that? Exactly.
[12:08]
What, sorry if I wasn't clear the dollar commitment was
[12:12]
predicated on a few other.
[12:15]
Private projects coming in and making payments because when you
[12:18]
have the larger.
[12:20]
Apartment buildings. They do need to make a payment into
[12:22]
the linkage fund.
[12:24]
Because they haven't pulled their permit.
[12:27]
The linkage fund is short.
[12:29]
So this particular project that's going to get the monies
[12:32]
is in process.
[12:33]
And moving forward. So, so this project is moving forward.
[12:37]
And so I am familiar with.
[12:39]
The neighborhood developers and some of the projects that they've
[12:42]
done already in the city.
[12:44]
How many units does this project support? Do we know?
[12:48]
I don't have that at the tip of my head,
[12:50]
but I can get that too, before the.
[12:52]
The meeting this evening. Okay, great. Thank you. That's all
[12:55]
for me.
[12:56]
Come to the pet.
[12:58]
Antonio just to go back to this, the, the, the
[13:01]
money and the fun.
[13:03]
How do we promise our developer money? If the money's
[13:06]
not in the linkage fund, how do we do? I
[13:08]
mean, we're, we're.
[13:09]
We're we're buying something and we don't have the money
[13:12]
yet. I mean,
[13:14]
how do we, how do we, it just boggles my
[13:16]
mind that we.
[13:18]
Promise.
[13:20]
Develop money and we don't even have the money in
[13:22]
the account.
[13:24]
I mean, I'm not, I know it's not.
[13:26]
This administration, but I'm just frustrated with, with.
[13:31]
It just seems everything's coming back from this old administration.
[13:33]
We got this, we got, that is another problem that
[13:36]
they, the promised people.
[13:39]
Administration promised and develop of 3 million and they don't have,
[13:42]
we don't have it in the bank to give it
[13:44]
to 'em.
[13:46]
I can't speak to the past, but I can speak
[13:48]
going forward that we would not do it unless we
[13:50]
had the money in the account.
[13:52]
So the administration, this administration will not do that. That
[13:55]
correct. We will not do that.
[14:03]
Any further questions. Thank you.
[14:08]
Coming on to excuse our guests. So moved.
[14:12]
Moved motion made and seconded to excuse our guests all
[14:14]
in favor. Aye. Pose the aye. Have it. What's your
[14:17]
pleasure.
[14:20]
I'll make a motion for favorable action. Granted, if Ms.
[14:24]
Lamb boy can provide the inform.
[14:26]
Information regarding how many units and if there's any other
[14:29]
questions for the full body, presuming that the rest of
[14:31]
the council has any issues.
[14:34]
Issues. If I may, can you.
[14:37]
Ask the legal counsel, if this is like a legal
[14:39]
document that.
[14:41]
If Ms. Munson. Yeah, for the next meeting.
[14:44]
If, if this is a legal document that, you know,
[14:46]
we would be
[14:49]
breaking our legal commitment. If we do not fulfill this.
[14:53]
Would be great. Thank you.
[14:55]
So favorable action contingent upon these questions being answered.
[15:00]
Is there a second.
[15:04]
Motion made and seconded for favorable action. All is in
[15:07]
favor. Aye. No.
[15:09]
Opposed.
[15:11]
I think there might need a voice. I don't know.
[15:14]
What? So let me, can we call a voice vote
[15:17]
unless I don't know the counsel ween. I didn't hear
[15:20]
what you said.
[15:22]
Sorry.
[15:27]
All right for favorable action. I get council Smith.
[15:32]
Yes, council dream. Yes.
[15:35]
That's right? Yes. And council Pepto. No.
[15:39]
Neither one motion passed motion passed to be referred to
[15:43]
the.
[15:44]
Regular meeting favorable action.
[15:47]
Motion to adjourn. Second motion made. And second to adjourn
[15:50]
all was in favor. Aye. Opposed the aye. Have it.
