[5:52]
- All call in order here.
[5:53]
So I know we have Alyssa, you need to leave by six. I'm so
[5:56]
- Sorry I had to - Pick up my son.
[5:57]
- Nope, no problem. Don got three to six 15. Six 15 doesn't.
[6:00]
So we'll rearrange the order of the agenda.
[6:03]
So I'd love to go by six 15.
[6:11]
Sure. That we have, that we can vote on close the business.
[6:15]
So yes. So, alright, so instructions.
[6:20]
So Mark Layton, I'm the chair of the committee.
[6:23]
Don Ton member Chris Weeks member here.
[6:26]
Kim. Kim Willis, alternate.
[6:27]
- Melissa, assistant town manager. Carol
[6:30]
- Stead. Al Alternate.
[6:31]
- Hi, Mangan police chair.
[6:33]
- Dan Sharran, the board rep
[6:35]
to the facilities advisory committee.
[6:37]
- Very nice. Alright.
[6:43]
One of you would be a voting know
[6:47]
it's, yeah.
[6:51]
So we don't, if we have to vote,
[6:52]
I guess one of them will be a voting.
[6:54]
Yeah. So we'll have to, you guys can
[6:56]
tell us who, who wins the,
[6:57]
- We're gonna race for - It.
[6:59]
Okay. So we don't have any minutes to approve.
[7:03]
So Carol, would you help with minutes from this
[7:06]
- Week?
[7:07]
You know, I appreciate you asking,
[7:08]
but this is a team committee
[7:10]
and I think I've done my bit the last time.
[7:13]
Yeah, sure. So I would say we probably should look around
[7:15]
and maybe kinda go around the board
[7:18]
and see who would be willing to take notes.
[7:22]
- We, we don't have a budget for a minute. Take you.
[7:25]
- We, we had - One a while ago and then that got dropped.
[7:28]
That was so good. Remember that? No. So long ago.
[7:31]
I don remember it was like three years ago.
[7:33]
- AI notes would be - Better. I know, I, I agree with you.
[7:36]
But unfortunately we don't, we don't have that budget for,
[7:40]
let me, let me take a look. It
[7:42]
- Could - Snuck, I, I can't, you know, figure
[7:44]
that out in the next five minutes
[7:45]
to see who's taking notes. But
[7:47]
- Anybody, I appreciate it's difficult
[7:49]
to take notes when you're trying
[7:50]
to listen to what everybody's saying.
[7:51]
Yeah, that's why. And so when I was taking notes,
[7:54]
I basically went back and listened to the thing afterwards.
[7:57]
But I don't think any of us went to college to do it.
[8:00]
And so I know nobody likes it. Yeah.
[8:02]
But we all have to play our part.
[8:05]
- What is the Exeter public wifi password?
[8:10]
- It's - Public. Public.
[8:11]
- Yep. 2012. Thanks. - Any capitals in there?
[8:14]
- Capital P lower, I think it's lowercase. P
[8:18]
- 22 2. Capital
[8:19]
- P oh two.
[8:20]
There we go. Dan. It's public. Probably
[8:21]
- 12.
[8:22]
- Yeah. And that's how long it's been
[8:23]
since we changed the password.
[8:25]
- Yeah. - So does that mean you're taking notes?
[8:27]
- I can take notes. Sure. Oh, that's awesome. Thanks Chris.
[8:30]
- And you'll check on the budget. Thank
[8:32]
- You.
[8:33]
Yes, I will. I'm gonna check on the budget.
[8:34]
We're just about to present the budget on
[8:37]
Tuesday so I can double check.
[8:39]
- Perfect. Yes. Alright. So Alyssa, what topics? Yes.
[8:43]
Are you, do you want this option?
[8:45]
- So I thought we could start real quick.
[8:47]
'cause the, the public safety building,
[8:48]
just very quickly, it's going really well.
[8:51]
We expect siding to go up in December
[8:53]
with a move in date in January.
[8:55]
As soon as the siding is the biggest thing.
[8:57]
We're doing some planting October 5th.
[8:59]
I was just in there for a meeting.
[9:00]
We've got carpet, drywall, I mean, we're really cruising.
[9:03]
- What, what kind of siding are they putting in? Oh my gosh.
[9:05]
Ask. I got this question
[9:07]
- Recently.
[9:08]
It it is the siding system.
[9:11]
That's why you're seeing rails be installed on the side.
[9:15]
The metal, is it a closet
[9:16]
or No, it's, it's some sort of, it's like
[9:19]
I know it's not terracotta.
[9:21]
It's, it's not solid stone. I, I'm so sorry.
[9:25]
I'll get that too. No worry.
[9:26]
I'm totally blanking 'cause I know it's gray black and it's,
[9:29]
- I only ask - Rectangular as Yeah, I am really sorry.
[9:33]
It is not, I keep trying
[9:34]
to tell everybody it is not what it is right now.
[9:36]
'cause it looks like a hot mess express.
[9:37]
That's what they're asking for. Yeah.
[9:39]
So you'll see if you go over there right now,
[9:41]
they were just putting it on this week.
[9:42]
Is this like channel system
[9:45]
that they then slide the pieces in.
[9:46]
But they, the actual, it's not stone.
[9:51]
I, I'm sorry. Whatever it is was on back. Was
[9:54]
- The, there will be sighting. There
[9:55]
- Will be - Sighting. I
[9:58]
- I'm doing a really bad job.
[9:59]
It's squares. There are different shapes
[10:01]
and they're gray and black. And sounds like I'm
[10:03]
- Like a gypsum - Paris to say that. I can't recall.
[10:07]
- This person was concerned there was nothing going on
[10:10]
- Besides No, they're gonna laugh at me.
[10:11]
The board, the committee is gonna laugh
[10:13]
that I can't spit out the name right at the
[10:15]
moment. 'cause we've talked about it.
[10:16]
- Is it an acronym or is it an actual like
[10:18]
- A It's a c is it, it's, - Don't worry about
[10:23]
- It's - Something deposit or a cast stone method on
[10:26]
- Rails. I
[10:28]
- Think cast mine insulation.
[10:29]
- I think it might be cast - On,
[10:32]
it'll follow up with my tion.
[10:33]
A rain screen and then there's
[10:35]
- Right, exactly.
[10:36]
It has a rain screen and then Yes. Exact a hundred percent.
[10:38]
And it's gray and black. I'm so embarrassed. I'm so sorry.
[10:42]
- Gray and black. So the key is moving date is January.
[10:45]
- It is January. Okay. Yep.
[10:47]
We expect the CEO later in the end of the year,
[10:51]
but we are gonna have commissioning in November, December,
[10:56]
finishing siding end of November,
[10:58]
December with a move in date.
[11:00]
So we expect sort of like a grand opening January-ish. Nice.
[11:06]
We're going back and forth on tours and things.
[11:09]
'cause there are certain parts of the building that need
[11:10]
to stay private and how we're doing that.
[11:12]
And just for safety standpoint of if anybody was trying
[11:16]
to be a bad actor and understand where the police
[11:20]
or evidence or different things.
[11:21]
So we're trying to figure out what we can bring people in
[11:24]
and what, what we can't.
[11:26]
And yeah. Ready. Well, very well. Right. Sweet.
[11:31]
- Okay. Are we recording this? - Okay. Yes we are. Yep.
[11:35]
- I just finally get everything up
[11:36]
and running so I missed all that first part,
[11:38]
but I'll watch the tape in.
[11:39]
Yeah. Get the notes to Carol's point. Well, we should have,
[11:46]
- So I was hoping we could take a few minutes
[11:47]
and chat about, we got our bids last mon last Monday.
[11:51]
So we had four organizations respond.
[11:55]
And what our normal process would be to ask two people
[11:58]
to represent this committee.
[12:00]
To join the interview committee, which would be myself,
[12:03]
the new town manager, Paul Cohen,
[12:05]
Dave Sharples, and Jeff Beck.
[12:07]
And we would inter, there's only four.
[12:09]
So typically when we have such a small amount of people,
[12:12]
we'll just bring them all in.
[12:15]
And was wondering if you guys would like to pick two people
[12:18]
amongst yourselves or does
[12:20]
that process not work for you guys?
[12:22]
That would be what we normally
[12:23]
- Do.
[12:24]
That'd be of us. So first we have
[12:25]
those electronically too, right? We do, yes.
[12:26]
- And I can send those to us. I apologize.
[12:28]
So everybody is gonna get it. Copy of this electronically.
[12:31]
I just have the two hard versions
[12:32]
for whoever are the two people that wanna write notes.
[12:35]
But yes, I will. Are these happy?
[12:37]
Did they not put the whole
[12:38]
committee? I didn't even notice when
[12:39]
- You just sent it to me.
[12:40]
I apologize. No, that's okay. No, I can forward it
[12:42]
- On So yeah, so that everybody will
[12:43]
have the electronic version.
[12:45]
- I I can, I can take care of that.
[12:46]
I'll make sure that Melissa,
[12:48]
- Did I understand that you're going
[12:49]
to interview all four at the same
[12:51]
- Time?
[12:52]
Not at the same Okay. Time.
[12:54]
But we're gonna in, you know,
[12:55]
maybe one morning we'll invite each in for an hour.
[12:58]
Yes. Or something that Yes. If I, yes. Excuse me. Yeah.
[13:01]
- Is this gonna happen lot day? Like mostly through?
[13:04]
- Probably. But we, we can be somewhat flexible if somebody
[13:08]
from, you know, when whoever you guys decide we can,
[13:11]
we can be somewhat flexible. Yes.
[13:13]
- Now are all the parties gonna come in
[13:15]
for the walkthrough though at the same time to come?
[13:20]
- No. 'cause we're just interviewing them on what they have.
[13:23]
Yes. Submitted with us. Okay.
[13:26]
- Because I thought the bid said, the proposal said
[13:29]
that there'd be a walkthrough maybe.
[13:32]
- I think once whoever gets the, that's do the walkthrough.
[13:35]
Once it's awarded. Once it's awarded, yeah.
[13:37]
- When are you anticipating that happen? This interviews
[13:40]
- We can be flexible,
[13:41]
but I mean obviously we'd like it in the next
[13:43]
month if it's possible.
[13:46]
It's gonna depend on the firm, but
[13:48]
- Anybody interested committee - Can decide.
[13:50]
But I'll just throw my name out if,
[13:52]
- If that would be excellent. And
[13:54]
- I'm, I'm available during the day more than
[13:56]
- Others.
[13:57]
And as an alternate, I don't know if I can,
[13:58]
but I'd be available too.
[13:59]
Yeah.
[14:01]
- Anybody else that wants, I'm good with that.
[14:04]
If, yeah, four weeks I won't be able to do, we get the best
[14:08]
of us representing us.
[14:09]
We get the best of us representing us.
[14:11]
- But the good thing is, is if we all get copies of it,
[14:15]
I'd love everybody's questions.
[14:16]
Yeah. We, I give you feedback, definitely.
[14:19]
- Feedback questions. All of
[14:21]
that would be great from everybody.
[14:23]
- Okay. So to de a motion for that Mr.
[14:25]
Chair. I don't know. Do I,
[14:27]
- I think it would be great just
[14:29]
to say if you wanna make a motion of
[14:31]
who you'd like represented in the process.
[14:33]
- I can't make the motion as the, okay.
[14:36]
I ask Chris, wanna make a motion? Sure.
[14:38]
I'll make a motion to ate Carol
[14:40]
and Don as our representatives on the interview committee.
[14:44]
Okay. A second. Second. All you all in favor?
[14:49]
Discussion? Any discussion? All in favor? Everyone say aye.
[14:53]
Aye. Aye. Aye. And we got, we had, for the record,
[14:56]
we had Tim voted for that.
[14:58]
- Thanks for bringing down. You did.
[15:02]
- And I will all for the so,
[15:07]
so quick question though.
[15:09]
Did you look at the, at the, at the budget numbers,
[15:12]
- Fees?
[15:13]
- How - Were they? I did. And gosh, I forgot it's, I
[15:18]
- Remembered if it was way over. That's a good
[15:19]
- Side.
[15:20]
Lemme, I'm sorry. Everybody
[15:22]
- As I recall there two
[15:24]
that were under I one run on the money and one over
[15:27]
- There wasn't, it wasn't like I needed to get on the phone
[15:30]
and call you and be like, we have a problem.
[15:33]
Yeah. So like this one's 43,000
[15:36]
if I, I think Dan is actually
[15:38]
- Correct.
[15:39]
Two under one on one. That's good.
[15:42]
- That's really, - You threw out the
[15:46]
proposal, start with the too long.
[15:49]
Exactly. Yeah. It's not like the Russian judges in the
[15:57]
- 13, I'm sorry, I should this down.
[16:02]
Don't worry. 47,000 on the two.
[16:06]
That was a little, yeah.
[16:08]
- And And one was 50. - I I remember one being exactly 50.
[16:12]
- Yeah. So they had insight info, they just had to watch
[16:17]
- R. Yeah. So Oh,
[16:20]
- 50,000.
[16:21]
- The budget was 50,000. 50,000.
[16:23]
And I see the other ones like
[16:28]
I've never seen anybody come under if you give 'em a budget
[16:31]
of 50 thousands.
[16:32]
True.
[16:33]
- I'm impressed. Back in.
[16:35]
- Well I have to see what they actually included.
[16:37]
- Well that's what I was gonna say that I didn't might
[16:38]
- Be that they need to do a leveling exercise.
[16:42]
- Yeah. - So that's really good.
[16:46]
It's exciting. So will you just coordinate directly with,
[16:49]
with these two as far
[16:50]
- As the times?
[16:51]
Yep. I just didn't wanna put people on
[16:51]
emails if they weren't there.
[16:53]
Right. So we'll I'll send, start a group email
[16:56]
with our little team of interview folks and,
[17:02]
and then we'll set it up.
[17:03]
- Great. - And they not want me to find it on this one.
[17:09]
So it's on page six and I'm gonna back,
[17:13]
- I'm having a flashback.
[17:15]
- 48,000. Oh
[17:16]
- It was on undo as well.
[17:18]
That's good. It inside.
[17:21]
- Alright, well anything else on that?
[17:24]
- I don't think so.
[17:25]
Then we would go through, the committee would sort
[17:28]
of make a recommendation.
[17:30]
Our committee or group would make a recommendation.
[17:32]
I would let your folks give you feedback.
[17:35]
Anybody that wants to go through the proposals,
[17:38]
electronically, questions, comments, you know,
[17:41]
anything like that is always helpful.
[17:43]
And then you would, you could sort of decide how we,
[17:46]
you would like to make the
[17:47]
recommendation to the select board.
[17:49]
And then we bring it back to the select board for the final
[17:52]
- Award.
[17:53]
Who else is sitting on the
[17:54]
- Interview committee?
[17:55]
Myself, Paul Cohen, Dave Sharples and Jeff Beck.
[17:58]
- Awesome. Good selection. Yeah. Yeah. And then Don and
[18:02]
- Carol.
[18:03]
And Don and Carol. Yep. Yep. Great. Yeah, so we'll do that.
[18:06]
And then I really encourage you to drive
[18:09]
by the public safety building.
[18:12]
It's very exciting.
[18:14]
- So yeah, apparently not siding
[18:16]
- The side.
[18:17]
That's very true. Maybe
[18:19]
after October 5th we get some going in. So it's some new
[18:22]
- Trees.
[18:23]
Can you just copy me on those emails that go back
[18:24]
and forth so I can track it from for the agenda?
[18:27]
Melissa, you said Paul,
[18:28]
you Jeff Beckon. Who else was on interview?
[18:30]
- Dave Sharples. Yeah, - Dave Sharples. Oh, okay, good.
[18:37]
Are you gonna do the interviews in
[18:38]
person with the firms? Yeah,
[18:40]
- I think you've joined us with the,
[18:43]
was it the public safety building?
[18:45]
It's gonna be similar or was it the OPM?
[18:48]
- I did the original feasibility study
[18:51]
for the public safety I was on.
[18:53]
- Oh, maybe that's what, yeah, so we just
[18:54]
go in the no back room.
[18:55]
Yeah, they give us a presentation, we ask questions,
[18:58]
we we chat and then we,
[19:00]
- It was on one of 'em.
[19:01]
- I don't know which I know, I
[19:02]
can't remember which one it was. Did the
[19:03]
- And Rec. But that was way back.
[19:04]
- Oh maybe that's what it was. - I don't remember.
[19:06]
But yeah, that was, that was, it was like years now.
[19:09]
Back when you were still in Parks and Rec.
[19:11]
- I know, right? Yeah. A lot of movement since then.
[19:15]
- If it of any help my daytime availability is, is good too.
[19:19]
So if either of you have a for one or any Okay.
[19:24]
If I could fill in
[19:25]
- I'll, awesome.
[19:28]
- I guess the only thing would be if you guys have
[19:30]
any other questions?
[19:32]
- I, I don't on this. Does anybody else have
[19:34]
- Any, the CIP book is, was being finalized today.
[19:38]
I think you said that in your email it was approved
[19:41]
but they had some formatting
[19:42]
issues they were getting through.
[19:43]
So on Friday the CIP
[19:48]
book will be released.
[19:50]
I believe it's being released
[19:51]
and then the just generalized budget is gonna be released.
[19:56]
Both of those will get links on the website.
[19:59]
So we'll send those out.
[20:01]
Some things that might be building related that might be
[20:04]
of note for, for you guys as we are seeing pretty
[20:08]
significant increases in our
[20:11]
electricity costs within our buildings.
[20:13]
I'm assuming anybody that's running buildings is
[20:15]
seeing the same thing.
[20:17]
Some of our things are seeing upwards of like 35, 40%
[20:20]
and it's on the service delivery chart.
[20:23]
It's not even like on the usage.
[20:25]
So we're tracking all of that.
[20:27]
You're gonna see in the DPW budget a proposal for one new
[20:32]
custo full-time custodian to help deal with.
[20:35]
We're taking on the public safety building,
[20:37]
but also we just have additional custodial needs
[20:41]
throughout our buildings.
[20:44]
A hundred thousand dollars project
[20:45]
budget will still be there.
[20:47]
The park improvement fund will still be there.
[20:52]
We have, I don't think there's too many other changes.
[20:55]
- Okay. Once it's done, we'll be done on Friday.
[20:57]
We can take a look to see if
[20:58]
there's anything we want to, we'll yeah.
[21:00]
To dive into any anymore. But just a quick question.
[21:02]
See you is like a sodium, you're gonna, it's FTE
[21:05]
that you're adding or are you gonna outsource that?
[21:07]
- So right now we're outsourcing
[21:09]
and it's becoming challenging.
[21:11]
And so I think one of the things that we would like
[21:13]
to do is we don't have daytime coverage.
[21:16]
So let's say there's an emergency in the middle of the day,
[21:19]
we have to pull like one of our carpenters
[21:22]
or one of our mechanics off.
[21:25]
Like there's no daytime custodian.
[21:27]
So I think there's a hope to continue
[21:29]
to have a night custodian that can get some stuff done,
[21:31]
but also some daytime custodial help that can do some
[21:36]
of the things that need
[21:37]
to happen when the people are in the buildings.
[21:39]
Yep. So we will,
[21:41]
what we've done is we've reduced contracted services
[21:44]
for clean contracted service cleaning line.
[21:47]
It's not one for one,
[21:49]
but we reduced it a significant amount to try
[21:52]
to help offset the cost of the
[21:55]
- Yeah, I just bring up, I'd be curious if you,
[21:56]
if you're gonna get any applicants know that,
[21:59]
- So we don't know, but we're hoping right now we're paying
[22:03]
a significant amount of money in
[22:05]
- Contracted services.
[22:06]
EEA doesn't have any openings
[22:07]
for custodians right now, do they?
[22:09]
We do in second shift. Oh you do? Yeah. Yeah.
[22:12]
If you don't like any of us,
[22:17]
any CIP highlights, you care to note. Let's
[22:20]
- See.
[22:21]
And of course I didn't bring my laptop.
[22:22]
Let's see. Yep. Let me
[22:25]
- Curious to see what might hit the,
[22:28]
- Yeah, so - The warrant article list this year. Yep.
[22:31]
- Of course the sausage hasn't been made yet. Yeah,
[22:33]
- Correct.
[22:34]
This is all getting sort of proposed on.
[22:38]
- So this is the planning board done
[22:40]
- Their, so the planning board has already approved the CIP.
[22:42]
Yeah. So that is good.
[22:44]
But then what the town recommends goes
[22:46]
for. So let me just pull
[22:48]
- Up.
[22:49]
So yes, the budget recommendation committee
[22:50]
is the next step, right?
[22:51]
- Yeah. - So we make our budget next question presentation
[22:55]
to the select board Tuesday who then kicks it
[22:57]
to the BRC to go through that process.
[23:01]
I'm just trying to pull up my budget here.
[23:03]
Real gimme one second.
[23:04]
- And the tradition lately is that we give great deference
[23:08]
to the budget recommendation committee on the whole,
[23:11]
you know, the select does
[23:13]
or low the to tamper with their work.
[23:17]
- Alright. So I would say
[23:20]
you asked about CIP right?
[23:22]
- Yeah. If you had any highlights you care to share or,
[23:25]
or you can just say let's wait till it's issued.
[23:27]
Okay. On Friday.
[23:29]
- Yeah, that's all. I don't mind giving the general
[23:35]
- Yeah Dan, if there's a, if there's a lot of items
[23:38]
to go on the warn a or we can touch base with
[23:41]
the BRC, like the chair just
[23:43]
- Building related.
[23:44]
I, I don't think there's a lot. Okay.
[23:47]
Partly because we want to do this
[23:50]
before we start pushing ahead
[23:51]
and you got the public safety not for next year.
[23:53]
Right. There's some big ones coming though, right.
[23:55]
- Right. So we - Water sew anyways
[23:57]
- For, for next year water.
[23:59]
I guess we think the surface water treatment plant will be
[24:02]
ready to go to the warrant,
[24:04]
which is gonna be very significant.
[24:08]
- And that doesn't hit the tax rate. That it Nope.
[24:10]
The water Super correct water.
[24:13]
- I'm just trying to find water
[24:14]
- Pills are already high.
[24:16]
- Yeah. Okay. I - Find it to be a bargain
[24:19]
- General fun. I think. Yeah.
[24:21]
- I get potable water
[24:23]
and you take all my crap. It's a good deal.
[24:27]
- So something that's building related, you'll see a,
[24:30]
a bond article for an an HVAC
[24:34]
replacement to this building.
[24:36]
What's happened essentially is we have piece mailed it for
[24:39]
so many years for just we, you throw in another head,
[24:42]
you throw in another head and they're having difficulty.
[24:45]
They we're at capacity, we can no longer function
[24:48]
and it's really not working.
[24:51]
So that's one thing you'll see.
[24:54]
You'll see that there's going to be a proposal to
[25:00]
look at our pavement management process in a different way,
[25:03]
potentially through a warrant article rather than an
[25:06]
operating budget cost.
[25:07]
But I don't wanna get into that too much.
[25:09]
But you'll see that. And then as part of some of the
[25:13]
downtown traffic and analysis studies that we saw,
[25:16]
there was a recommendation
[25:18]
for a bandstand improvement intersection
[25:20]
improvement project.
[25:22]
So that will be proposed whether these make it through BRC
[25:26]
and select board, I, you know, I don't know,
[25:28]
but that will be on there. And then
[25:31]
- Doesn't involve the rotary.
[25:32]
- It isn't a rotary because we have that beautiful bandstand
[25:35]
and that's going, it can be in the middle.
[25:37]
That's not going anywhere.
[25:41]
It actually, basically it, if you were
[25:44]
to take the left hand side of the bandstand and shut it down
[25:47]
and turn that into a park, and so basically you'd come
[25:50]
and the intersection would be on this side
[25:52]
and so you'd have two way traffic on this side.
[25:55]
You'd get rid of the parking in the middle
[25:56]
and that would make it so that it's one intersection,
[26:00]
not like multiple intersections on either side of the van.
[26:03]
- It was one of the recommendations of the
[26:05]
- Stan.
[26:06]
Yeah. We've got the recreation revolving fund coming back.
[26:10]
The library building maintenance fund,
[26:12]
which you guys have talked about another $25,000.
[26:15]
There will be a recommendation for the bike
[26:18]
and master plan improvements
[26:21]
for about a hundred thousand dollars.
[26:22]
Different things that can be done to improve that
[26:25]
conservation fund.
[26:27]
Refunding that. I think we took that off last year.
[26:31]
- Starting funding again.
[26:32]
- Starting funding for that again.
[26:33]
Thank you. And then there will be some
[26:38]
discussion on firefighter staffing.
[26:43]
What else? The normal ones, which is, you know,
[26:46]
capital reserve on sick leave on snow and ice removal.
[26:49]
We're, we're putting in some requests for
[26:52]
improved snow and ice response.
[26:54]
'cause we feel like that needs to be improved.
[26:57]
You'll get, you'll see a $25,000
[27:02]
a DA improvement fund like we do
[27:04]
where we're chipping away slowly at,
[27:05]
at different a DA improvements.
[27:08]
The master plan update will be a warrant article.
[27:13]
And, and then for the water fund.
[27:17]
So those are general fund,
[27:22]
there's no bond articles recommended, at least right now
[27:27]
for the water fund.
[27:28]
It would be the lead service line inventory.
[27:30]
I don't know if you remember it was divided over 10 years.
[27:34]
I think it's $173,000.
[27:36]
And we're going through the lead service line inventory
[27:39]
that is required by the federal government.
[27:41]
And then pursuer Clemson
[27:46]
Pond Rehabilitation would be a bond article
[27:50]
and then the High Street Cross Country Sewer Rehab project.
[27:57]
Now that was really fast.
[27:59]
- No, that's good. Yeah, no, that's great.
[28:01]
I mean, we'll we can dive into that some
[28:02]
- Heads up, but Yeah, - Well there's a few
[28:06]
that we might be involved in or Yeah.
[28:08]
Want to be to review anyways, so. Okay.
[28:12]
Any other questions on the CIP?
[28:16]
- Okay. And of course all committees are welcome
[28:19]
to testify in front of the budget recommendation committee
[28:23]
when they take up those, those budgets as well
[28:26]
as CIPI guess,
[28:28]
- I think I was on the budget recommendation committee when
[28:30]
we, when it, the pavement thing that you mentioned.
[28:33]
Oh, that when went, went in as an operating,
[28:35]
that was the recommendation then is to get it out of
[28:37]
- The c get it out of the CIP.
[28:39]
- Okay, interesting. So yeah, so you didn't have
[28:41]
to worry about people holding it down every
[28:43]
year. It's always a big,
[28:45]
- So we're having a bunch of discussions about that.
[28:47]
And I think at this point the feedback is, it's one
[28:50]
of the things that we get the most
[28:53]
feedback from residents on.
[28:55]
And so if you are a resident
[28:57]
that maybe doesn't have a kid in the school system,
[28:59]
it's something that's very important to those residents.
[29:02]
And so they feel like there may be an opportunity
[29:04]
to have people vote for it.
[29:07]
We, which is is the opposite of what you're Yeah. So that's,
[29:12]
- I mean, it's a risk that you, if you have it as
[29:14]
- A hundred percent is a risk.
[29:15]
- Yes. It turns out to vote. It's always a big line item. So
[29:19]
- Yes.
[29:20]
So we had been funding it at, i, I believe it was
[29:23]
around seven or $800,000,
[29:25]
but just to keep it at base level would be 1.1
[29:29]
0.1 a year.
[29:31]
And that was two or three years ago.
[29:33]
So we're presenting 1.1, you know, with gas and fuel
[29:38]
and everything else like that.
[29:39]
So yeah.
[29:40]
- Okay. We, we need, need to figure out a way
[29:43]
to get somewhere done.
[29:45]
- Everything all is new again. - It's true. I know. I
[29:49]
- It's interesting.
[29:50]
Yeah. For 20, after 20 years for sure.
[29:52]
But yeah, I mean that's, that's outside of our purview
[29:54]
as a committee, so I was just curious.
[29:57]
Alright, anything else,
[29:58]
Melissa? Anything else you wanna share?
[30:00]
- I don't think so. Okay. We're gonna jump to
[30:03]
- Dawn's gotta leave in a few minutes too, right?
[30:05]
Sure. Yeah. So we had what library and train station. Yeah,
[30:10]
- Well, library has sent you all the,
[30:14]
and it is just good over there.
[30:16]
It is getting better all the time.
[30:18]
And they're working hard, the team's working hard,
[30:21]
but their next, as you mentioned, there's 25,000 in the CIP
[30:25]
and that's to build up a reserve.
[30:27]
So when valves go out
[30:29]
or motors go out, they're not digging into their operating
[30:32]
budget, but they have something present
[30:33]
because the building, as you know, is a compilation
[30:38]
of two designs, two constructions,
[30:41]
and the interface isn't quite there as we've discovered.
[30:44]
So there's gotta be corrections.
[30:46]
And they just had, as I pointed out,
[30:49]
they had a unitil assessment, which was good.
[30:52]
And then they had the VV facilities assessment.
[30:56]
And if for this committee, as I noted is that, when
[31:00]
that's finished, Julia wants to be sure that
[31:04]
that information gets into the overall database so
[31:08]
that they're part of the overall database.
[31:10]
So that's gonna be helpful. And out of that's going to,
[31:12]
it's gonna help inform the next major capital project
[31:16]
that is gonna come along.
[31:17]
Not a year specific yet,
[31:19]
but they're starting to build the things that, that
[31:22]
experience has shown that the library needs.
[31:25]
Right. And you can't do it on an operating
[31:27]
budget or a small budget.
[31:28]
It has to be a major project.
[31:30]
So that's gonna be coming along
[31:32]
- And that's the original iteration of
[31:35]
that library is 40 years old.
[31:37]
- Yes, yes. Yeah. Yeah.
[31:39]
- And then the, the addition in renovation happened
[31:43]
roughly 10 years ago.
[31:45]
- Oh no, I that 2022 I think. Wow.
[31:50]
I think it's, yeah,
[31:51]
- COVID makes time - For pm So Yes.
[31:56]
But the team has, has done a remarkable job of, of, with,
[32:01]
with Juliet's group,
[32:02]
and I wanna point out as, as Melissa know, is that they,
[32:06]
they took a librarian break here about a month ago.
[32:10]
And what they did is they went through the library
[32:12]
and they painted in the bathroom, they fixed things.
[32:15]
The whole team was out there.
[32:17]
- Oh, they actually did some
[32:18]
- Yes.
[32:19]
Scrubbing and cleaning facilities.
[32:20]
And when you say a library break, you think they,
[32:21]
they were back working on catalogs and books?
[32:24]
No, they were working on the building. They
[32:26]
- Pressure washing or painting.
[32:28]
- They did a lot of things. Yes.
[32:30]
- I love the that, that's wonderful
[32:32]
that they decided to do that.
[32:34]
Yeah. I also love the, the 25,000 a year
[32:38]
that Corey and Julie are
[32:39]
- Several.
[32:40]
Yep. Yeah. Yeah. That's good. Yeah.
[32:43]
So that's my report on the library, on train station.
[32:46]
Can I Yes, go ahead.
[32:47]
- Add something on the library.
[32:48]
How are they developing their scope
[32:50]
for their future renovation?
[32:51]
How's that working? Are you,
[32:53]
- They're they're, well right.
[32:55]
It is in a scope yet. Right now they're identifying
[32:58]
what are, what might be the projects.
[33:00]
It just, right now just sort of rough line items
[33:02]
of what the project may be.
[33:04]
It hasn't gotten to that level yet. Gotcha.
[33:06]
And when they get that,
[33:07]
it'll probably be a full scope kind of thing.
[33:11]
So the trade station, Melissa gave
[33:14]
a report at the last meeting.
[33:15]
I was not here, but that was a good report. Dan was there.
[33:18]
I was there the first meetings we had,
[33:20]
first meeting the afternoon, we had a hundred people.
[33:22]
The second meeting that day we had 50
[33:25]
Saturday we probably had 75.
[33:27]
Yes sir. So all of this information has gone back
[33:29]
to plan New Hampshire
[33:30]
and it'll probably be another six weeks I would guess
[33:33]
before they come out with a,
[33:36]
a published recommendation.
[33:39]
So nothing has changed since, since then.
[33:45]
- You say like another month, you,
[33:47]
you think you'll have Yeah,
[33:48]
- Four to six weeks.
[33:49]
Yes. Okay. Before we'll see the plan re print
[33:54]
I will say for I don't have time for public benefit
[33:59]
is this week is rail safety week.
[34:02]
And the select board, you read it,
[34:04]
read a pro proclamation about rail safety
[34:08]
and on Friday it's gonna be rainy.
[34:10]
But Friday we had people down there to hand out flyers
[34:13]
and a table and hand out.
[34:15]
We'll see how that's gonna work.
[34:17]
But my message is stay off the tracks. Right.
[34:22]
And you'd say, well that's common sense.
[34:24]
No, people who shortcut from, from Main Street
[34:28]
or from Main Street to Front Street,
[34:30]
they would take a shortcut on the tracks.
[34:32]
Oh boy. Students, and I won't mention where they come from,
[34:36]
but students go out there to take annual
[34:39]
for their annual photographs
[34:40]
of their group on the train tracks.
[34:42]
Oh geez. There's just a lot
[34:46]
of craziness that goes on there.
[34:48]
Shouldn't people ignore the barricades when they come down
[34:51]
and they say, oh, the train's not moving.
[34:53]
So I'll just go around
[34:55]
and once it's a violation too,
[34:57]
particularly if the car's there does it,
[34:59]
the cop's there is a pretty serious violation.
[35:02]
So anyway, the message is
[35:05]
- C tracks thing, train, - That's the
[35:09]
- Motto.
[35:10]
C tracks question mark, think train, exclamation
[35:13]
- Point.
[35:14]
- And some people may think,
[35:15]
well I could hear the train coming.
[35:17]
No, no they weren't.
[35:18]
Some of the engines are very quiet,
[35:19]
especially on the downer.
[35:20]
There's only one motive end.
[35:22]
The other end is has not motivation motivated it
[35:25]
and it runs quiet
[35:27]
and you would never hear, especially if you got ear buds on.
[35:30]
- Yeah. Never hear the one that hits you.
[35:32]
- Nope, you won't. Yeah.
[35:33]
- Working on the tracks. We had to, we had
[35:35]
to watch the videos and we, we had
[35:37]
- Somebody watching all the time.
[35:38]
- Yeah. You won't hear they come so close. Yeah. Frighten.
[35:41]
So anyway, that's, that's a little off script, but that's my
[35:44]
- Message.
[35:45]
Is there a, a future CIP article or for the train station?
[35:49]
Because that you mentioned We, we
[35:50]
- Hope out of coming out out the plan.
[35:53]
We Hampshire recommendations. Okay.
[35:55]
And our, while the plan New Hampshire really was
[35:58]
neighborhood inclusive, the real
[36:01]
motivation was the train station
[36:03]
and getting something there that is an economic attraction.
[36:08]
People coming as the, as the amenities way, signing
[36:13]
way, finding other parking, all the things
[36:16]
around the center, around the station.
[36:18]
Okay. And out of their recommendations were anticipated.
[36:21]
Yes, there will be some kind of project,
[36:24]
whether it's partial C-P-I-C-I-P
[36:26]
or whether it's some other means.
[36:28]
We'll have to see. There
[36:29]
- Was some innovative suggestions in their initial
[36:32]
preliminary report on funding.
[36:35]
One of them that especially caught my attention was the idea
[36:38]
of a tax increment finance district centered around the,
[36:43]
where the train station would be
[36:45]
and the railroad tracks as potentially funding not just
[36:50]
a train station, but also
[36:54]
egress over the tracks for like pedestrian bridge,
[36:58]
which would help with safety
[37:00]
because we do have, you know,
[37:02]
access only at each end, front and main.
[37:07]
So there were some interesting stuff and,
[37:10]
and also some interesting ideas about
[37:12]
how we might fund it creatively.
[37:14]
Similar to what we did out on Epping Road, the,
[37:16]
the tax increment finance district,
[37:18]
which is being wrapped up this fall.
[37:22]
All of that value that was created out on Epping Road is
[37:24]
being released to the general tax roll and Wonderful.
[37:29]
Yeah. It'll help with the mill rate. Oh good. Yes.
[37:34]
So it's a, it's a creative way to think about financing
[37:39]
that kind of, you know, the money comes from the increased
[37:44]
development that is in a district,
[37:48]
potentially down the road.
[37:50]
Down the tracks. Down the tracks.
[37:55]
- Thank you Don. Was that it?
[37:56]
- That's it. Thank you. Few minutes.
[37:57]
- Thank you. Actually we're flying through so that
[38:00]
what was also on the agenda was the extra tell Hall.
[38:03]
Robin asked with that the last meeting.
[38:05]
But is you think
[38:06]
that Julie Gilman will be attending any of these?
[38:09]
'cause she has the most information on the tell all.
[38:12]
- Actually Tony Ello Okay.
[38:15]
Is a member of the committee that's been working on that.
[38:17]
Okay. And he would also be a great person if you would
[38:20]
let me to invite
[38:21]
- Yeah.
[38:22]
I think the question was just like, what is the,
[38:23]
- Maybe both of - Them or just, maybe it is
[38:26]
the idea was is just to have an update of what, what's
[38:29]
that process, what's happening, what's, what's developing.
[38:31]
So there's a separate committee on that or
[38:33]
- Well, I think, what is the committee that Tony's on
[38:37]
and maybe the arts committee.
[38:39]
- Oh, arts Advisory Committee. Arts.
[38:40]
Arts and Cultural. They've
[38:41]
- Always kind of taken the town halls there.
[38:44]
- Yeah. - Brief in, in a,
[38:47]
coming at it from a different angle than this committee.
[38:51]
Let me, lemme talk to Paul Cohen. Okay.
[38:54]
Because I know he's been in conversation
[38:56]
with both Julie and Tony.
[38:57]
- Yeah, it was, it was,
[38:59]
it's part of the space planning, I think.
[39:00]
Right. It's part of the space planning this point. Yeah.
[39:03]
So I think it was just trying to, to understand
[39:06]
- And nothing will move forward until this process.
[39:08]
Yeah. I'm pretty much anything. Okay.
[39:10]
Nothing we'll move forward until this process
[39:13]
- Plays out.
[39:14]
Okay. Because I know that they were, they were trying
[39:15]
to put together some, a project for HVC and stuff like that
[39:19]
and some egress stuff, but
[39:21]
- Yeah, I know there's conversations happening sort
[39:24]
of offline between town manager
[39:28]
and, and Tony.
[39:30]
Okay. And Julie as well.
[39:33]
But I don't think it's moving, it's not surging ahead.
[39:36]
- Okay. - It's definitely sort of in, you know,
[39:40]
in the distant pipeline.
[39:42]
- So I, maybe it's just if you want to check in
[39:45]
with those guys and then maybe it's an update
[39:47]
with you for our next
[39:48]
- Meeting.
[39:49]
Yeah, I'm gonna talk to Melissa
[39:50]
and see if she wants to report out on it or, okay.
[39:53]
We bring someone else here since she's our staff site
[39:57]
support now she's, she's pretty wired in.
[40:01]
- Yes, sure. Yeah.
[40:04]
So that was, I, I believe
[40:05]
that was the reason why I had added that
[40:07]
to the know why Robert suggested that Rob not here.
[40:09]
That, so you're just looking for it.
[40:12]
It is that under design or concept
[40:16]
or So as part of this as far as, you know,
[40:18]
space planning on that.
[40:19]
But it was what we wanted to know.
[40:21]
Was there a separate committee? Was that there, was that
[40:23]
as far as evaluating what Yeah,
[40:25]
there was a preservation report
[40:26]
that Julie Gillman had had done a year or two ago.
[40:29]
Just, just trying to get
[40:30]
an understanding if there was someone else.
[40:32]
Okay. That's, that's working on that.
[40:34]
So we understand what's going on
[40:35]
- With it.
[40:36]
So I know Julie's a player in that
[40:37]
and I know Tony's a player in it.
[40:39]
Yeah.
[40:41]
- Okay. Good. So last thing was just new business.
[40:44]
So before you go, Don, anything else for your business?
[40:46]
No, thank you. No, no. Chris, nothing for me. Thank you.
[40:50]
Okay. I'm all set. Wow. I'm gonna get done.
[40:53]
Good, good. I'm good.
[40:55]
- I just want to thank both of you for agreeing to
[40:57]
serve on that interview community.
[40:59]
Yeah, thank you. That's, they're,
[41:00]
they're always Thank you. They're always fine.
[41:02]
- Yeah. Yeah.
[41:04]
- It's good. You, you, you get the solicitation
[41:08]
or the response, you get the cost estimate
[41:12]
and all that's part of it,
[41:13]
but you're also looking to see what is the fit.
[41:16]
Yeah. How is it, yeah.
[41:17]
How will this firm fit within, you know, the, the town
[41:22]
and all that we wanna do.
[41:24]
So yeah. It's, it's, it's a interesting session
[41:28]
that should take place.
[41:29]
- Yeah. And there's this amazing balance between historicity
[41:32]
- Yes.
[41:33]
And getting the most value from the taxpayer and Yeah.
[41:38]
Yeah. It's exciting that it's within budget.
[41:41]
I mean, I think the purpose was thinking
[41:43]
that it was gonna be over and we'd have
[41:44]
to be taking buildings out so, well, they could,
[41:47]
they could read, they could read the info.
[41:49]
Yeah. They wanted well have chance. Yeah.
[41:52]
I mean, you know, well
[41:53]
through the, through the vetting process.
[41:55]
It could be that it, that there's things that,
[41:57]
that need to be added.
[41:58]
So ate, but it's at least a good starting point. Thank you.
[42:03]
All right. So to adjourn, ask Motion to adjourn.
[42:05]
Motion to adjourn is a second.
[42:08]
Second all I'll open up discussion. No discussion.
[42:12]
All in favor say aye. Aye. Aye. No one else there.
[42:16]
So we'll all be say no good. Motion passes.
