report Carol all right thank you Mr
[2:34]
Mayor uh so on December 19th to our next
council meeting uh we will need to adopt
[2:40]
our interm operating and capital budgets
uh looks like we are going to be
[2:45]
canceling a December 20th uh economic
development committee meeting uh so I'll
[2:49]
send something out here so now Joint
Council we're
[2:52]
hosting January 11th so a couple
questions how does January 11th work and
[2:58]
do we have any
agenda items at this point what do you
[3:04]
guys want to hash out with the the
[3:14]
MD yeah that be a good one and I
wouldn't mind talking about uh getting
[3:19]
some sort of update on the
airport I was thinking that the other
[3:23]
day I think that's uh like the capital
of the paving yeah that's going to be
[3:28]
and then and then just I think for this
year and then probably General capital
[3:32]
and with the statuses other neighbor
participating it's going to be two I
[3:38]
don't want any surpris in the
[3:42]
spring well we in this in this uh interm
operating budget we do for the 2024 we
[3:47]
do have that 95,000 committed so yeah um
anything
[3:57]
else I'll bring I'll bring it up again
at the next meeting meeting so then we
[4:00]
can Mash out uh okay so we have a
scheduled January 2nd council meeting I
[4:07]
would like to make a recommendation to
council that you cancel
[4:13]
it the reason is is well the next line
is we're closed to week
[4:21]
four so there a't going to be much of an
agenda I'm away
[4:28]
so we're just looking for a motion of
count of
[4:33]
councel all beat your hand up there
Chris all in
[4:37]
favor Carri Joey you in
[4:41]
favor Paul that's car
motion I guess anybody who doesn't vote
[4:46]
for it has to be here um I won't worry
about that he won't be here to open the
[4:52]
door so I I can be here yeah oh you and
I can make the decisions okay there you
[4:58]
go uh so BC Hydro uh will not be filling
this season they're planning on filling
[5:06]
kind of early fall kind of August
September of
[5:09]
2024 uh so we're still in discussions
with them of how that looks so they're
[5:14]
not filling this this
year um Aquatic Center project update
[5:19]
they will open that's where I've been
today helping out getting stuff done it
[5:23]
will be opened on Saturday this
coming approv uh yeah as long they pass
[5:30]
the water samples and then health
inspector comes on Thursday how's it
[5:35]
looking uh okay now things were pretty
rough a lot of work aesthetically looks
[5:41]
good it's getting there yeah there's a
lot of tiling a lot of painting a lot of
[5:45]
busted stuff uh they left uh quite a
mess so was fair B work I know there's a
[5:51]
bunch of people really
interested waiting for it to open they
[5:55]
want to go back and use
it yeah uh emergency management meeting
[6:01]
as the mayor said is uh moved to the
14th
[6:05]
um the request for bid for the fire
department rescue apparatus was actually
[6:10]
sent out this morning and the close date
is January
[6:16]
5th and we plan on bringing it to the
February 6 I think whatever date that it
[6:23]
uh council meeting for
adoption uh reminder staff party on this
[6:28]
Saturday
um whoever comes will I don't know I'll
[6:33]
put on a performance why not and uh get
everybody in the festive mood and uh
[6:41]
water break on Maine uh they had water
back on before noon and it was uh an old
[6:48]
repair clamp that had failed so they had
to cut everything out uh
[6:54]
what it was a difficult because what
they did back in the days they back
[6:58]
filled all that stuff was
sand so that causes a lot of problems
[7:03]
when they're trying to take it out so
was a lot of wet sand so the date goes
[7:08]
it's a little more
cumbersome um but uh yeah they got her
[7:12]
so um hopefully that uh
to yeah but hey you
[7:20]
know what is that like said they told at
least we w't have that speed bump this
[7:24]
winter on Main
Street was actually know I know the
[7:28]
animals hit time
patient
[7:31]
[Music]
andet the winter will it'll settle
[7:37]
settle
before well that's my report any
[7:42]
comments or questions for a
[7:47]
sale all
favor carried moving on to 6.3 councelor
[7:54]
Amanda I
have nothing to report the one one uh
[8:00]
committee meeting that I was supposed to
have yesterday on the 4th ended up
[8:03]
getting cancelled and rescheduled it is
now so that's the uh Fairview Fine Arts
[8:07]
operating committee uh that meeting has
been rescheduled for December 11th here
[8:12]
now so next council meeting should have
notes on that for you uh so unless
[8:19]
there's any questions I will move my
report any comments or questions all in
[8:24]
favor
carried 6.4 councelor
[8:32]

questioner
[8:37]

keeping at the same time so nine
[8:45]

[Laughter]
[9:20]

[10:32]

I will move my report all in
[10:36]
favor Carri moving on to 6.7 councelor
Loi
[10:44]
development
NC EO we went through a couple of things
[10:49]
they're going to
be bringing the cutlery and uh I guess
[10:55]
you call settings plates up to 400
standard which is part of the um
[11:02]
agreement to make sure it's
[11:08]
there
reest that they also discussed a little
[11:13]
bit about the weight for using the
kitchen and or using
[11:22]
the gymnasium portion and the reason the
discussion came up was increase in
[11:30]
frequency
of
[11:35]
for-profit businesses that are asking to
use the
[11:40]
kitchen and they want to make sure
[11:50]
that charging an appropriate
amount to ensure that we'
[11:57]
maintain
that's a
[12:02]
discuss so there's some organizations or
some profets that are just use in the
[12:07]
kitchen nothing else just for that is
correct and what it is is people need to
[12:11]
be preparing in a certified kitchen and
this is a convenient place for some of
[12:17]
them to be able to do that and they're
seeing that and they're looking so that
[12:24]
was the biggest thing that came
think and that's and I'll submit it as
[12:30]
present it okay any comments questions
requests all in
[12:36]
favor
carried moving on to 6.8 councelor
[12:40]
shindle I have not had any committee
meetings in the last couple of weeks
[12:45]
there is a predom meeting coming up I
can't recall is this Friday or
[12:51]

[12:55]

[13:13]
Carri uh 6.9 conference conventions
Workshop reports there's none just skip
[13:20]
that on 6.10 legislative
[13:27]
report
[13:57]
me
[14:27]
the
[14:50]
all right any comments or
questions somebody wish to move the
[14:55]
report Joe all in favor
Carri mov on to 6.11 committee the whole
[15:03]
meeting November 28th
[15:14]
2023 I'll I'll move to receive it for
information all in
[15:19]
favor that's
carried moving on to item seven
[15:24]
unfinished business there is none
there's nothing for new business on item
[15:28]
eight moving on to item nine Finance
9.1 2024 request for decision salary
[15:35]
grid proposed
[15:44]
col
about pretty straightforward so just 3%
[15:52]
is on
the grid there and that's what's in the
[15:57]
inter budget and your options are are
there and the cost of each
[16:04]
option what would Council like to
do there's four options there but
[16:14]
there's I will move uh that we um
proceed with option number one Council
[16:21]
Council approv 3%
Co any
[16:27]
discussion
okay all in
[16:30]
favor that's
carried moving on to item 10 bow and
[16:36]
agreements 10.1 B 1089 General 2023
second and third reading with the loan
[16:44]
for the Fairview daycare preschool
[16:53]
Society this was a
revid
[17:00]
what council like do Paul you're making
a motion yeah you're moving second
[17:04]
reading yeah okay all in
favor that's carried does somebody wish
[17:11]
to move third reading
Chris all in favor that's
[17:18]
carried great moving on to 10.2 bylaw
1190 utilities 2023 the 2024 utility
[17:27]
rate Amendment
this was what was updated you said 630
[17:33]
you add Oh no just the RFD oh yeah so
nothing was changed just RFD but I do I
[17:38]
do have a discussion it okay so with the
updated information that we received
[17:43]
this morning regarding the uh landfill
requisition uh Pavo and I are
[17:50]
recommending uh a change uh to the
utility
[17:54]
rate um amendments and that is to not
increase the landfill and not increase
[18:01]
the um
recycling uh by the 5% and actually that
[18:08]
will uh by my
calculations which were pretty
[18:13]
rudimentary and quick um would reduce uh
$2 a month off the increase uh so right
[18:21]
now it's projected on an average utility
bill um the the amount would go up by
[18:27]
$6.20
cents per month uh if we do not uh
[18:32]
increase the landfill in recycling uh it
would be just over four bucks I
[18:40]
think
[18:57]
counc
reduce the
[19:02]
garage anybody
[19:06]
else okay with
that somebody want to move first reading
[19:11]
Joe all in
favor so so the mo motion will need to
[19:16]
be first reading with with with the with
the change of not
[19:22]
increasing uh the uh garbage and
recycling you're okay with that Joe
[19:27]
totally okay thank you so all in
favor that's carried somebody wish to
[19:33]
move a second
[19:36]
readinga I will all in
favor that's car do Council unanimously
[19:44]

[21:14]
