[0:00] Okay, all the 17th, and council, meaning to order, everybody can stand up and give a hug from these people.
[0:10] Pledge of allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under our individual liberty and justice for all.
[0:23] And
[0:29] in the reminder, you did not yet see the sign-in sheet.
[0:32] It's on the back table for the attendance order when you came in,
[0:35] just to make sure.
[0:38] Okay, first thing on the agenda is the presentation for wastewater
[0:42] or super-intending companies.
[0:45] Let's leave this one on the phone.
[0:47] Okay, I'm right here.
[1:01] Now, here we go.
[1:09] Yeah, so we've received the bid packet for the services that you were offering, but I think there's some additional questions about things that we wanted to possibly have done up there.
[1:21] That would come from the supervisory, you know, personally, we're operating, I guess, operator.
[1:28] I met Lesley, who is much kind enough to me to work here that day.
[1:32] Well, he's gotten there a lot.
[1:34] I didn't even know I'm going to do it.
[1:36] But we met with one of your other relations, I believe.
[1:39] The other one's kind of we're in and out.
[1:41] We did do it for so many.
[1:43] And the other thing I met was you lead our careers.
[1:48] You know what I'm saying?
[1:50] A bit.
[1:51] A bit.
[1:52] Yes, thank you.
[1:53] We were talking and walked through everything.
[1:56] And it would fix us point now.
[1:58] So this suggestion I have already was just looking at that.
[2:01] I think you've engineered so we may be able to do
[2:05] to help assist in making it running more efficient,
[2:08] some of the stuff that's going on.
[2:11] You have flow problem, which is, yeah, whatever.
[2:13] On high issue, when the rain's heavy, before that,
[2:17] if you don't have any rain, you have very low flow.
[2:19] So you've probably got a third.
[2:21] Between a third, you're about half of the flow.
[2:24] So it's a challenge to run something like that.
[2:27] But it's a component that can be utilized, and that's what I always explain in the hand,
[2:32] because there's certain things that you can do.
[2:34] Instead of selling the whole farm, there's things you can still do to make it run until you
[2:40] get grant money to anything like that.
[2:42] I don't know if you have chased any grant money usually going after any of that stuff.
[2:47] Again, that would be a learning code for me to see what you've gotten.
[2:50] If we chase him, if we haven't, we did that at Willis.
[2:55] We actually got involved in that being now there.
[3:00] It's part of our area.
[3:01] We got him involved in all the sudden.
[3:03] I think they just got an 800 something thousand dollar grant at the Willis.
[3:08] So now we can do something upgrades that we need to prior to that.
[3:12] It was funny to know.
[3:13] And GMB is thinking earlier as well.
[3:16] So we have them involved.
[3:17] They want a day.
[3:18] What's nice is we can communicate with them, they listen to this as well.
[3:23] It's hard to find an engineering company that will listen to you.
[3:26] I don't know.
[3:28] Okay, I've been doing this all my life.
[3:30] One of my things that's an awkward around it is I look at ways to save money.
[3:35] I don't look at it as you are anywhere I look at it.
[3:38] I mean, I can tell you everything, but I'm looking at it as my tax dollars come there too.
[3:43] I want this thing going.
[3:44] I don't want this thing where so much money to spend, and why, spend it wisely where you need to, what you need for the facility.
[3:54] Not every, you know, brand new velvet whistle, but you don't need it. You need the bank function, okay.
[4:01] Operators, they need training, okay.
[4:04] There's two types. One is the engineering, SOPs that have to come with the software you really have to go.
[4:12] I don't know what you really really have, you know, I'm sorry to look first on, I was like okay maybe I'll have to work with the operator when I come in here and see what they have reviewed their stuff and add on to it or correct it and make it to what they have.
[4:29] and add as we fixed it, as things will fix, you have to adjust that so they know what to do.
[4:35] Yes, they know the basic and we do the PXX and we do this and we do that.
[4:40] Do you have a calibration record?
[4:42] No, this one. It's very important because I always tell people to look.
[4:45] If you don't test off from when you're waiting for the results when I'm back,
[4:51] there's days that are falling.
[4:53] So how do you know?
[4:55] I mean, if you ask me, the doctor, look, this is a human life, but that is pretty much everything in that plane.
[5:02] If you go into a waste of work and you look at it, everything component you find, you'll find it in your body and outside your body.
[5:08] It's all there.
[5:09] So if you cheat your body bad, it counts.
[5:11] For the point, it's the same thing. If you cheat your body bad, it's coming.
[5:15] It's either carrying over a drone, or it's that cold or the basic thing.
[5:21] or it just starts thinking and everything else because it's not great, it's not great,
[5:26] something's not great, you're a doctor, that's your patient, so you've got to take care of this again.
[5:31] You have to understand what those numbers mean, it's not just a number,
[5:37] I don't know if you can just look at, oh, it's just the pH, it's not...
[5:40] Okay, you're going to take a DO test, you'll have a 5.0, you've got a 4.8 retested,
[5:46] you can raise the correction there and retest it.
[5:49] You're not lying.
[5:51] You write it down.
[5:52] Hey, two minutes later, I tested it again
[5:53] and made the adjustment, everything's fine.
[5:55] You write the number down.
[5:56] What that does, it keeps you wherever you get to find
[5:58] who get in the trouble, okay?
[6:00] There's simple things that operate.
[6:01] We're not taught this.
[6:03] They start on this.
[6:05] And if you show it to him that way, it's good.
[6:08] If you keep braiding them, they're not supposed to do it.
[6:10] It's a kid, so we all have kids
[6:12] and they tune out after a while and that's what happens.
[6:14] So, everything that's there when I tour it, there are things that can't be done.
[6:19] But, again, you can't do everything all at once.
[6:22] You just have to take what's your priority and start moving that way.
[6:26] You have anoxic sounds. I think one's online, one's not.
[6:29] One's not when these are pair work.
[6:31] Schemers, someone on the working and stuff.
[6:33] So, some of the recommendations I gave, I said, I'm not one to hide.
[6:36] I was just telling me, this is stuff you can do.
[6:38] Instead of spending $50,000 on buying an arm and everything else,
[6:43] might be able to just put a little skimmer in your air skimmer.
[6:46] I worked just as good as temporary, something
[6:49] that could be done maybe for less than 10,
[6:52] because there are less, okay?
[6:54] It still functions and does the job
[6:56] until you get the money to do it the way you want to do it.
[6:59] I don't need the Cadillac.
[7:00] I just need that you go jogging from here and there, back, okay?
[7:05] Somewhere down the road when you get the money from a go,
[7:07] okay, we'll do it the way they want.
[7:09] But right now, we need to save money, but get the plan to function the way it should.
[7:14] You have a lot of tanks here.
[7:15] They can be utilized.
[7:18] The slide bed, I saw that too, drawing it's good and all, but you have equipment there.
[7:23] I didn't delve into it, but I'm like, okay, it is a pickner.
[7:28] If you look at them to get grant money for that, you can also look at the options of something that's reversed again.
[7:35] So it's just spending a million dollars on a dollar press or something you might be able to get to 250,000 less
[7:43] It's still the same thing. It's just a refurbishment. It gives you the same warranty as a brand new one
[7:49] For a lesser price
[7:51] so
[7:52] You have to look at these things, okay, and that's what I tell people. We don't need to have shiny new toys
[7:58] We need things that function at a lot less cost and still have to say warranties is everything else, okay?
[8:05] I mean, there's a lot of things here, I mean, it was a lot to go through just kind of
[8:10] walking through and seeing stuff like that, you know, notification towers, I asked the
[8:14] operators.
[8:15] They weren't sure, so that's your notification tower, okay.
[8:20] You have equipment here, but you have trees going on out there, well good, they're really
[8:25] doing it.
[8:27] Yes, it's a little work, but there's stuff, something that I think as operators, we're all
[8:31] working together, we can get some of this stuff.
[8:33] Yeah, there's some stuff in there to get prices forward and say, okay, listen, we do need help.
[8:38] I've done it before where there's trees, really big trees growing in there.
[8:41] We can't pull them out or anything like that, get something out, let's get it out.
[8:44] But again, you have stuff there, let's fix it and utilize it, okay.
[8:50] EQ time, you have an imposition, can't we utilize that problem?
[8:54] I mean, you have high flows coming in, but you're at such a low capacity right now, if we
[9:00] If you run it at a certain level, you can use that extra tanks that are available and the
[9:05] inflation tank to hold your flow, a process is slowly, and still be with any limits,
[9:11] and instead of having a plant blow out or something like that happen to the guy.
[9:15] So everything I'm looking at, I'm looking at all the pictures, I'm seeing them walking around
[9:20] and they go, wow you have all these tanks, there's little things we can do that can make
[9:26] you run more efficiently.
[9:30] It's what you want to do. Teaching them, there's things I
[9:34] would be teaching when I'm there looking at stuff. That's what we also said. We'll
[9:39] put a program in there when they will be seeing the data. I don't want to see it one day
[9:42] out of seven days. I want to be able to see that data. When you're testing, I need to see that data
[9:48] every day. I'm not charging for every day. I'm looking at it every day because now my license is
[9:53] I want to see. Do I see something there that I can call the operators and, hey, what are you doing about this?
[9:59] I got these numbers here on your daily test. Forget about the test that's going on.
[10:03] I'm looking at your daily numbers. Okay, this doesn't look right. Did you do something? Did you retest it? What did you do?
[10:11] Because a lot of times, that's what happens. Just to learn. And we're not having them being on them, but we're guiding them.
[10:19] I go, okay, hey, your numbers are low.
[10:22] Did you find out why I was so low?
[10:24] I mean, if we teach them those things and show them,
[10:27] they'll do that.
[10:28] But if we just let it go, and a week later,
[10:30] well, they've forgotten about it, too, you know,
[10:32] and they're like, okay, now they've wanted me a week later.
[10:35] Why don't you tell me that day?
[10:38] So this way, we've been still listed all our facilities
[10:40] where we can see the numbers that we have.
[10:43] And we show them the last thing that they have.
[10:45] Chris will go with me.
[10:46] Pull the right hand in the phone.
[10:48] So, we could see the number as they're writing down and doing the stuff we could see.
[10:52] And if it's something where it shouldn't be, it's flagged to us and we could call it right away.
[10:57] We can't do this, this, this, this, what's going on.
[10:59] And that's important.
[11:00] Not only the testing of the implement, the variation zone, and then in the F1, they all mean something.
[11:08] It's bad here, it should get better here, it should get a lot better here.
[11:12] But we're seeing this variation.
[11:15] We need to know why.
[11:16] That's how you can make adjustments.
[11:18] So there is a lot of things that need to be
[11:23] done.
[11:24] You've seen it.
[11:25] Our goals also, when we throw the Leslie,
[11:27] do we try to get quotes for you?
[11:28] We don't want to say anything to them.
[11:29] So we get three, four quotes for you.
[11:31] So you have something to look at.
[11:33] And we're not just going to pick a company out of the blue,
[11:35] and we've never worked with a lot of companies.
[11:38] So we try to find the best deals for you.
[11:41] And it's going to be done right.
[11:43] not, oh you got the best deal and then two weeks later like, oh man, now we gotta spend more
[11:48] more. No. Any of those vendors you pay, it's going to be done right, we'll make sure of it,
[11:53] because we're going to want you to. You don't just let them come in and do it in one way.
[11:58] You got money for all of these things, okay. So if capital is everything we have to look at,
[12:03] see what's going on, where it's coming from, how much is spent? For me, it's a passion, it's a job
[12:10] and it is my license, plus I would have other operators on my company, the other
[12:15] certain departments, or are ready to become super company, they'll be going
[12:19] visiting as well. That's in case, you know, I get hurt or just in case they can
[12:23] come in here physically, look at it, and they understand it as well. So you get a
[12:29] four, five, six people involved in this, plus you have an office staff that's involved
[12:34] as well, while I was one of them, she's had our offices and our managers stuff, she
[12:39] There's a lot of complaints, so any of the submittals and stuff, that's all good stuff to take care of with her.
[12:44] Any other numbers to reach us at any time?
[12:47] It's a training-wise.
[12:50] We're looking into what we started to.
[12:52] Some places you might be able to get some training from, like I'm saying,
[12:56] or even a rolled marinara water that may be free for the operators or cattle.
[13:02] But I think you only have three or four operators, so we'll have to talk to other ones.
[13:05] maybe we'll see if we can try to coordinate.
[13:09] I think what's the minimum nine?
[13:11] I believe that.
[13:12] I think nine for them to come in,
[13:13] but they also have,
[13:15] so they have free training.
[13:18] There's like three different tiers,
[13:19] free training, discounted training
[13:22] because you're a municipality
[13:24] and full price training.
[13:26] Much.
[13:27] So, look at,
[13:28] we look at the different options,
[13:31] see where the operators currently stand.
[13:35] How many CEUs do they have, get them on the right track to make sure that they're able to pass that exam and get their licensing?
[13:45] It's a tough example. A lot of them think it's easy. It really is easy.
[13:48] I mean, with a lot of operating life training, there's probably four or five of them, I know, they have to go through three or four times.
[13:58] Now, whether they were studying on their own or not, we'd get work remote and we saw the
[14:02] potential on them.
[14:03] And we did get the highest license, so you have to stay on them a little bit, get them
[14:09] to do it.
[14:10] And if they don't, and they have time here too, and they're busy doing stuff, but they can
[14:13] take an hour or a day to sit there.
[14:17] And so that's why I thought, well, I said, listen, when you're done with your job, there's
[14:20] a point you sit in there and you're looking on your phone, sit down, do it course.
[14:25] Every day if you did one course.
[14:27] that's going to help you. If you've got questions, you can ask me, you can ask anybody, okay?
[14:31] It's not like, oh, you can't ask anyone. We're available. We'll answer your questions.
[14:36] We'll show you the facility as well. Yeah, there's some questions I asked that you'll never see,
[14:42] you know, plants don't even exist anymore, there's questions, but that's, you know, you've got 150
[14:46] questions for a five-day. And out of that, there's probably 15 questions that I'll see, you know,
[14:56] RBCs, and triple-in-filters, their dime is
[15:00] So, it's like, okay, we'll teach you what it is, but it's not something you got to understand, but the rest you do. But it's important. It's just learning everything and doing what you're doing, knowing you're planning inside out. It's very important.
[15:16] But there's all the ones I can answer for you. But training wise, it's not included in this, but I work with them anyway when I'm here. I won't just walk in and sit over there and look. I have to look at all the water systems and that to look away.
[15:29] What's going on?
[15:30] It's working.
[15:31] It's not a question for you.
[15:32] If you were to, let's say he's there, we're going to go few, what is kind of your time
[15:39] line coming in this, you know, like going from setting eyes on a plan to SOPs, to kind
[15:48] of making, to getting to the point where you feel comfortable and kind of going more of a
[15:54] day to day.
[15:56] If you're, let's just say you saw it, I'd probably be in here later on this week, be honest with you.
[16:01] I mean, you can tell me starting next real part of walking later on this week, because I don't want to see stuff anyways.
[16:07] What's going on?
[16:07] Okay.
[16:08] Once that goes, you know what you mean here, like daily to get us started?
[16:15] We have written out at once a week, but there's times where in all honesty, myself,
[16:19] and there's maybe one or two other people that show up, we don't charge before we spend a couple days.
[16:24] That's kind of what's getting as like, you know, you know, if I come through the kitchen world where if you come in and you take over
[16:29] You're like, well, I can't just, you know, do and wipe everything off and start fresh, right?
[16:34] Because otherwise I'd be cooking by myself.
[16:36] Exactly.
[16:37] But, you know, there's also kind of a ramp up period where, you know, you're watching people and saying, all right, well, what kind of things you got in place?
[16:45] What do you strengths already here? Any work on that?
[16:47] And eventually, you get the training as all.
[16:50] Right.
[16:50] But I want to make sure that it's not, you know, that you're coming in once a week, you know, and say, good enough.
[16:57] No, I already, when we toured, I mean, we kind of looked with everybody and then crystallized it all.
[17:04] Because there's, you know, I wanted to look at some things as well. We started asking some questions.
[17:10] I've been planning a couple of times. You know, you talk of trees growing out of you. There's some work that needs to be done.
[17:16] And like you said, you know what the skimmer like, I started somebody recently about that
[17:21] like, you know, if you were able to make me improve on that skimmer, we wouldn't be repairing
[17:25] our sand filter as frequently as our, because, you know, we're taking care of the algae.
[17:30] But, you know, when you were at the point, if you could find a way to do it kind of until
[17:34] you get those, that money.
[17:37] Well, the algae is not the biggest issue, the duckweed is the biggest issue.
[17:41] Sorry.
[17:41] All right.
[17:41] Now, you might need to give it a go.
[17:43] What is altitude air, but the duckweed, that's what people forget.
[17:46] And even MBE says, all here, you know,
[17:48] shock it, you know, for electric cars too.
[17:50] And I asked the question, look, I don't hold back.
[17:53] Again, I look at it as my being, okay.
[17:56] And I'll ask the question, so what I did.
[17:57] I said, well, you made this climb, my spend all his money
[18:00] to shock, I put this floating thing in there
[18:02] for electrical shocks in there.
[18:03] I said, I still got all the duckweed.
[18:06] I said, please tell me, what else do you want me to put in?
[18:10] Nothing's working.
[18:10] I can't bring in the real high strength chemicals in here because you know if that gets out of this pond, something happens, we've got a major issue, okay?
[18:23] So go green. What is there for me to put in?
[18:26] Do I have a prox idea? Do I have a pouring? Okay, they got to dissipate too.
[18:30] And they're just looking at us and saying, keep pushing people to put these things in, but they don't work.
[18:35] So please, don't tell me you improved it over here.
[18:38] Show me which one works.
[18:41] Before I go ask the town, despite all this money,
[18:44] and ask the resident, hey, we're going to raise your rates,
[18:46] because we've got to put this in now.
[18:48] So please explain what I can show them
[18:50] that you're saying it actually physically works.
[18:53] Before I go ask it for more.
[18:55] So another question I have is on,
[18:56] as of these, you know,
[18:58] some of you use that same analogy as a medication.
[19:01] Like, you know, you go in and you have your recipe
[19:03] books and all your stuff like that and you can't just go ahead and
[19:05] rig your things out with your needs and then how do you do that would you take
[19:09] this if he's that are up there and kind of work them into what you guys do
[19:12] where is it slowly rolling them out into we look at what you have I didn't
[19:19] really see once I asked it wasn't I think a lot of it is also historical
[19:25] knowledge and that's everything and you know it's much like anything else you
[19:29] know you can you can say here's your recipe cook like that right a lot of
[19:35] So I understand that if everyone in the wastewater treatment thing were to leave and I go up there and say, where are you guys at peace?
[19:43] It's as good as it's going to be without me knowing, oh yeah, on this area you need to do this because historically X.
[19:52] The analogy I use the best way of training people would talk to people and go on the classes and stuff and show them these words.
[19:59] The human body analogy.
[20:02] We all believe the same, the world different.
[20:06] I mean, what we eat is different.
[20:08] What we drink is different.
[20:10] I mean, some are on medication somewhere.
[20:13] Somebody can be smoking.
[20:14] I mean, 99 years old, fine.
[20:16] And somebody smoking gets cancer.
[20:20] So everything that goes into your body is, in fact, people differently, that's the same thing in the plant.
[20:24] What comes down in the plant, you have to be proactive. You have to see what's coming into your system.
[20:29] One of the things that, look, again, it's not there for all. I'm looking at everything.
[20:32] You know, they say, and I'm going to look at, well, are you doing any influence tests?
[20:35] Are you doing any aviation tests?
[20:38] Well, we're doing, I said, look, we're going to do these things.
[20:43] Whether they were told properly or not, I'd explain to them once.
[20:45] So this is reason I ask you to do this.
[20:47] If I'm here, I'm going to ask you to do these things.
[20:50] Because if you don't know A, B, and C, how do you make
[20:54] adjustments of D?
[20:56] If you made it lucky, you get a result that's good.
[20:59] But if you don't pay attention to this, something comes in.
[21:02] It shocks your system.
[21:02] What do you do?
[21:03] So if you ask for the S of E's, there's
[21:07] nothing really tangible that they could give you,
[21:10] then I'll start from the head first and start slowly.
[21:12] Okay, and then is there a charge to help with SOPs?
[21:16] Uh, depending again, I gotta see what you have.
[21:19] Okay.
[21:20] I mean, if it's something I can just modify while I'm here,
[21:22] I'll probably just do that.
[21:23] Are you Chris?
[21:24] I'm sorry, are you Chris?
[21:26] No.
[21:26] Oh, I didn't catch any.
[21:28] Chandra.
[21:28] You're Chandra.
[21:30] On the owner?
[21:31] Okay.
[21:32] No, I was looking at the email.
[21:33] You're talking about SOPs, but then in here it says
[21:36] that SOPs wasn't in the original RF.
[21:40] He's good.
[21:41] Right.
[21:41] Right so Leslie sends an email back out to everybody asking after our last meeting what they
[21:47] would charge for SOPs because we wanted that and that was part of the conversation but is that in
[21:52] this quote here that's here got what I'm saying. That's the original quote they have not reported they
[21:57] came to ask answer questions yes the reason I came in to do all this is going to be it was okay
[22:04] it's how detailed are you going to get anything now if you're going to make me do what
[22:14] I have a good relationship, but they also know I'm not a dog at least now.
[22:20] I'm fighting my clients.
[22:21] I'm sorry, if you don't like that, I can't.
[22:24] But if I see something and you're being told you have to have something,
[22:29] that you're spending money unwisely on, I want to say something.
[22:34] I want to bring it to that.
[22:34] Why are we spending this money?
[22:36] Let's take that money and put it over here where we needed I mean they put a print they put a
[22:43] Greece skimmer thing on the planet. I was seriously
[22:48] Do I need it? It's an attack that's closed
[22:53] Some of these alarms going off for their
[23:02] You made it for like $250,000
[23:07] We don't even use it, but you have a UV system that's sitting in a building that I need
[23:12] to put in.
[23:14] And they looked at me and they said, we got to get a permit.
[23:16] I said, the permit came with the new permit for the new plant, so I want to put it in.
[23:21] They came back and I said, all right, let's go down to the headquarters and put on the news
[23:25] because I'm eating permit now.
[23:28] Not the 3 million violation that you were getting all the time, I'll be at zero, sir.
[23:33] Oh, okay, what is put in the document?
[23:35] So, I'm not fighting them, I'm just very kind of like, come on, you want my client to
[23:39] be failing and getting fined when I can be putting it in, which I did, and I'm eating
[23:43] permanent.
[23:44] It's a kind of, let's just, right in the end, I'm sending it there, everybody, we're good.
[23:48] It's there.
[23:49] There was hate for this stuff, and it's sitting in the garage for what reason.
[23:54] Because somewhere there, I'm going to understand that the new permanent they got for a new
[23:58] plant, including them.
[24:01] So we have to look at all of this.
[24:02] As operators, we want stuff functioning because it makes our life easier.
[24:07] I only wanted, when it's a true word, to see if I want to come out.
[24:10] I don't want to come out there and just be willing to at least know
[24:13] that can be taken care of during the day.
[24:17] So there are things here that need to be done.
[24:20] Yes, at peace.
[24:22] For the plan to function and operate the way it should?
[24:25] Yes, I work with them slowly and try to get that done.
[24:28] If you want a real detail, do you want to page one like that?
[24:32] That's a whole different ball.
[24:33] I have a couple of questions for you as far as like
[24:38] some of the things that you were just thinking of.
[24:41] So when you come, if you were selected to be the vendor for this,
[24:45] you're going to come in and you're going to do an infant's worry of
[24:48] whatever it is through the plant.
[24:51] That includes the life that they're currently using,
[24:54] the materials that they're currently using.
[24:56] So, if you're not in agreement, what they're currently using, you're going to suggest
[25:00] that they go somewhere else.
[25:02] Is there a process that you use to sit down with the unconsult to say like, okay, they're
[25:08] using this.
[25:09] I don't agree with this for X, Y, Z reasons so that we can, you know, make sure it makes sense
[25:13] within the budget because we have to follow a budget.
[25:16] We just can't go all budget because, you know, hey, your relationship with this company
[25:20] is way better than this company.
[25:21] I mean, is there a process that you follow for those things that you say, hey, I don't
[25:28] want you to use this and how much time and advance are you going to get counsel to
[25:34] say, you know, this has been my inventory.
[25:37] These are my findings and this is what I am suggesting.
[25:41] These are my recommendations for going forward.
[25:44] When we do that, what we're doing is prioritizing everything for you.
[25:48] And we would say, if we saw something that didn't be a couple of cases, we wanted something,
[25:55] and we saw something, we tactfully wrote it down and said the council, this is a hyper,
[26:01] or you may really want to look at this.
[26:05] That's just between the line, you get the message, I'm good, okay.
[26:09] That means that's your top thing to discuss.
[26:11] Everything else can wait.
[26:13] And there'll be a top line on it for you.
[26:15] We may tell you, you should do this when the next two three weeks.
[26:19] If you want court to work on it, get your votes or if you want.
[26:22] Your own vendor, that's fine with us.
[26:24] If you have a vendor using, we'll get time to give a call.
[26:27] But this is why, this is so important.
[26:30] And at that point, you're not just going to get an email and everything.
[26:34] How far have we asked for a meeting?
[26:37] I want to talk to everybody.
[26:40] And why?
[26:42] That explanation.
[26:44] As I call, there's a wishless property, and I tell me that we all wish to get these things.
[26:51] We're not going to get that wishless thing to get.
[26:54] What we need is what's important, but need this car functioning and doing what it's supposed to do.
[27:01] The shiny, you know, lift the kids and stuff, that's down the road, right now we don't need them.
[27:07] We just need a function and doing what it's supposed to do and being alive.
[27:12] That's the most important thing and getting the operators to buy into that and understanding
[27:17] and working with you because once they see and understand when you explain to them that
[27:24] if you do this, this is going to best be you.
[27:27] Okay.
[27:27] You're not going to come here because yeah, I want to make it come here for all the light
[27:30] and sit here.
[27:31] But if we can get this done and the council is okay with this, let's get it done because
[27:36] this is you don't have to come sit here in the middle of the night, okay.
[27:38] We can be ahead of all this stuff.
[27:41] So this is the stuff you get people to understand.
[27:44] And once they know you're out there physically working with them
[27:46] and getting stuff done, I believe they respect
[27:49] you a lot more than just the work orders.
[27:53] And I'm not going to sit down there this Christmas.
[27:55] We get involved, we try to get stuff done.
[27:57] We don't look back.
[28:00] If I went in office, I would have worked for a couple of years
[28:03] and I did, and I laughed.
[28:04] I started laughing because I'm out there doing it.
[28:07] And that's what we want, we want.
[28:09] I mean, clients we have, if we talk about what we do,
[28:12] we come in, we want to do this, this, this, this.
[28:14] Fitble was the other thing, that originally when I got in there,
[28:18] first time I got in there, I wanted to spend $4.5 million.
[28:21] So we had a big meeting with MD and everything.
[28:23] I said, well, if you give me $4.5 million,
[28:24] then sure, I'll put it in for you.
[28:27] But till then, the plant's functioning now.
[28:29] I got in there two weeks ago, I got on straight now.
[28:32] So why do I need to spend $4.5 million?
[28:34] Yes, it's up great, it's just going to be needed.
[28:36] But give us the great ones, you know, why should the talent spend their money and go to the residents and say I'm sorry
[28:43] We got to raise your rates again. We don't have $4.5 million
[28:50] That's the thing so you've got the you know saying all this stuff wanted this but you need to be able to present that to
[28:56] When we sat in that meeting with 30 oh, you know, the council president was there
[29:01] I'm counting the ads here and always out there.
[29:04] Mr. Dorsey was here, when I bought it up to you,
[29:07] well, what do you suggest?
[29:08] That's the word it's working.
[29:09] Give me the money, little by little, we'll get a fix.
[29:12] But do I need $4.5 million?
[29:14] Where's it coming from?
[29:16] I mean, where is it coming from?
[29:20] I mean, I'm sorry, you don't have it.
[29:22] I don't have it.
[29:22] I don't want to be putting $4.
[29:24] You know, I'll give you some money, okay?
[29:26] You give me the money, I'll do it,
[29:27] but I don't need the $4.5 million right now.
[29:30] They got away with $2 million.
[29:31] They've actually got the money, they've got $2 million to spend on it.
[29:35] But there was a lot more to fix with that than just do what they want to fix.
[29:40] So again, it's being involved with the engineers, working with them to make sure that they're
[29:45] concerned and comfortable about what the world is and everything's sitting and how we work.
[29:50] And it is, which is really nice.
[29:53] Engineers that listen to our operators, a lot of the fat gets cut off.
[29:58] He's getting what he needs, that's it.
[30:00] I don't need fancy bill. I need something that calls me and telling me there's a problem, or a light that comes on here, so somebody sees them call me. I don't need all this other fancy stuff. You want to do that? That's all you. You want to spend the money? A lot of those things fall apart anyway. You spend more money trying to fix them. How involved are you in the process like what's that turn over? New employees coming in, making sure that they are trained the way they should be trained, especially like entry-level individuals.
[30:30] that's coming in to work in the facility just how involved I know you're we
[30:35] talk about SOPs that's great but you know reading comprehension isn't
[30:39] everything for everybody but how involved are you in to making sure people are
[30:43] trained the way they supposed to be trained. And that basically becomes the
[30:47] time we actually have to be part of the interview process too because you know
[30:54] we've got three stuff to do people sign everything and they know everything to
[31:00] I don't know anything against someone who doesn't know anything, I'm willing to teach them.
[31:05] And there are some really good ones if you teach them right.
[31:09] The big thing is teaching.
[31:11] It's like our kids, if you don't teach them right at home, you see what happens out there, right?
[31:15] Well, look, you can tell.
[31:17] That's the same with these.
[31:19] I mean, how we said maybe, kind of wrong business, you're open to daycare or something, but, you know, their kids do.
[31:25] I don't care how old they're still like your kids and you still got to teach them, you've got to be a psychologist and work with them.
[31:32] Get them to understand and buy in what you want to do and get them to respect you knowing that you know you're stuck and you're trying to help them.
[31:40] And that's what I thought was, look, the town myself, everybody's helping you because if we didn't want you, we'd get ready.
[31:46] And I'll be honest with you like, okay, if you're not doing a job, don't waste your time,
[31:51] don't waste my time, don't waste time and money in the town because this is not for you.
[31:56] So make a decision which you like to do, but you want to, I will work with you, I will
[31:59] work with you, get you, blind up, learn how to do these things, but that takes time.
[32:06] Now you have a good operator, okay, I can get him to show stuff, I'll get him involved
[32:11] I've shown him things, what to do, the SOP's kind of guide that to, like the pH meters,
[32:17] the deer meters, everything should be SOP for that.
[32:21] How to operate those things, okay, and how to calibrate the keep all that.
[32:26] That, anybody should be able to pick up and follow the traction, but you still work with it.
[32:30] And usually you want somebody with a day to day, week to week, depending on how fast they
[32:35] pick up.
[32:36] Once they get the understanding, you start breaking wide, let them go do it, you do something
[32:40] you go back and check. Yes, it's double doing the job, but that's how you teach them right.
[32:47] So that way when you walk away for a week, for vacation or something, you know it's being done
[32:52] the way it's supposed to be done. You're checklist. You need time to checklist. Did I mark it?
[33:00] Most places we go into as a little sticky pad. That's what companies are. We're a book and it's
[33:06] a lot of stuff. Okay, what's happening? Let me show you what's happening. You're right
[33:13] in a blockchain, that's great, but why don't you write in the logbook too. Your
[33:19] calculations and everything because the log sheet is big logbooks there, right? If you
[33:23] have a program, you put it in the program, that's good too, because somebody sees it
[33:26] right away. I can put anybody on there, but why don't you see it, they'll get it. Again,
[33:33] last year I thought where she could see it if she wanted to be, you wanted to get in,
[33:36] you can log in and see it. But it's a backup, one backup, one backup, okay? If they just
[33:42] lay it on a piece of paper and it's got columns in it, set the spears. That log will cause
[33:49] the spears, somebody's getting fired. That is your, what I call the holy Bible, okay? If
[33:55] that disappears, somebody is getting fired, no matter what. I will find them and we'll get
[34:03] find something. We don't need that. You tell them why it gets bigger and bigger and bigger.
[34:10] Tell the truth, man, we'll take care of it. And the all of them, they work with you. If
[34:14] you tell them, hey, look, we messed up, meter was bad, okay, hey, we understand. But if you
[34:20] lie to them, and you falsify stuff, that's where the big thing is. And it's important to
[34:25] listen to that. Yeah. And it happened. That was one of the first things I was told when I
[34:36] I don't know if you guys have pre-treatment programs in your town or not.
[34:41] These are all things you look at as you come in, because I'm sure you have some industries
[34:46] and stuff that is just charging for your facility, or that is charging for you, is there anybody?
[34:55] You know what, they come from the stock load to the system.
[35:01] Now you plan to factor your power cross go up, you can't move a cross go up.
[35:04] The hauling cross go up, and you don't know where it came from.
[35:08] Did anybody look at that?
[35:10] Did anybody check that?
[35:12] The little things I presented, I thought Leslie and I thought of the operator there.
[35:16] He might want to look into, you know, just put in the sample.
[35:18] We're not going to grab in the sample of testing.
[35:20] you have to laugh. Test it here. So it is. It's an idea because your plan is on for 400. I think
[35:30] it's 400 BOD, probably 250 TSS, ammonia, probably around 35, 40. You're not a major industrial section
[35:40] here, but you do have some industry. So you have to look at that. Like, hey, what's coming
[35:45] I mean, Greece, just by walking around,
[35:49] I don't know how to tell you how Greece is okay.
[35:51] What do you do?
[35:53] Okay, there's things you can do to try and take care of that.
[35:56] And again, you gotta pay attention,
[35:58] if you don't teach the operators to catch these things,
[36:01] they're not gonna do what they're a big part
[36:04] or sharing and what they might not even know,
[36:06] they're just trying to do it.
[36:08] Waste things, chemical, all these things,
[36:11] all go with hand to hand, and the healthy system.
[36:19] We're looking at some of that stuff too, there's a lot of work that needs to be done, but I think it can be done.
[36:27] I mean you don't want to go crazy by saying how I gotta do this, this, this, this.
[36:30] I don't have to judge everything, as we look at everything we're going to say, okay, we need to work on this.
[36:34] First, yeah, why am I actually crazy, you got that?
[36:38] Yeah, and it was actually done.
[36:40] That whole system has bought me.
[36:43] I mean, why aren't we using the process?
[36:46] I mean, I was only there for a short amount of time,
[36:48] but for me it was technical.
[36:50] If you got all this equals, racing space, wow,
[36:53] what are we gonna, I mean why do you want to blow something out?
[36:57] You want to feed a nice and steady throughout the day.
[37:01] And get rid of it, you got additional tanks available.
[37:04] Okay, it's pretty simple to modify things
[37:06] that are very low cost that you can use as an overflow tank
[37:10] And I'm going to pop that back and treat you.
[37:12] There's ways to do stuff if you want to do it.
[37:16] Again, I know from what I'm listening, what I'm hearing,
[37:19] someone who's so learning.
[37:22] Have they been showing all this stuff?
[37:25] From what I saw, I don't think so.
[37:27] And I think it's that work with them, guide them and show them.
[37:32] And I think you're going to get operators
[37:34] that are going to want to do this stuff, because it's
[37:37] They go in there and they feel like no one's really fixing stuff, no one's really doing
[37:45] stuff.
[37:45] They're not being explained.
[37:47] They're just going to do like anybody else, like a water wipe here, you know, just
[37:50] sit here and put them on.
[37:51] You know, if I say something or yell at them, that's the mentality they have.
[37:56] Our job as educators and people that are in there for this supervisor is to work with
[38:03] I mean, I think if you do that, at least in my experience, a lot of them think the heart
[38:09] I want to do it, it makes them feel good, like, hey, I did something, look, it's dirty,
[38:14] look how clean it is going out, you know, and my plan looks good, you know, you go in there
[38:19] and stuff, right next to the tanks and everything, you know, come on, if you go any car, I'm sure
[38:26] or if it's somebody throws stuff in it, you don't put it in a gun, but there you go.
[38:29] You don't see my phone.
[38:32] Well, from where?
[38:33] I got a double bigger silver.
[38:35] But yeah, it's again,
[38:37] you have young operators
[38:41] in mind when I'm just seeing them and stuff, they're still trying to learn.
[38:45] You have one that's either,
[38:49] but I can see it a little bit in them,
[38:51] like he would like better things done,
[38:54] and it's just frustration-sensing.
[38:56] Not because it wasn't one of me for us, it's just what I do is when I told him that these
[39:02] things you can do, he was a real, it's not the hard to do, I mean, it's a cost, but it's
[39:07] not a hundred thousand, probably cost, it could be five thousand, or the last, we have a
[39:13] equipment we have to use, oh that's a great idea, it's a thick outside of us, but thank you
[39:26] You know, there's so much of it that can be really nice.
[39:30] But it all comes down to,
[39:33] are you gonna willing to take the time and show them that?
[39:37] Okay, I don't, my company,
[39:39] I don't feel everybody for every second out there.
[39:41] If I did that, I wouldn't be a business.
[39:44] And in some places, yeah, I go in and film,
[39:46] I don't wanna do it.
[39:47] Cause it takes a lot more of my time and effort.
[39:50] And in some places, just looking at the clients,
[39:52] talking to them, I don't really care.
[39:56] I know where they're headed, and I'm not that person, so you don't want to.
[40:00] I don't know if I was the one who's straightening out, I want to look into it, run it properly.
[40:05] Or would the engineers need to find the stuff they truly need?
[40:10] I mean, I heard rumors they said, I think you guys did upgrades to the water plant.
[40:15] Or hard and just doing some kind of stuff, but I don't think you had much of the waste
[40:20] work, but there's some little things down there, not a lot.
[40:24] That's what I said, well, that's another day when I'm there, I can take it and see what
[40:30] has been done, what isn't done, what's going to be done, what needs to be done, and then
[40:36] you can kind of chase down the world.
[40:39] And just be what I'm meeting, meet with, and get them help to write the grants, shall we
[40:55] I had a quick question about, do you have a preference for labs that you currently
[41:06] use or would you just keep using the labs we're using?
[41:12] I usually don't change it right away. I wait and see. And I look at over numbers because
[41:18] they're not gods. Okay, because most operators think, oh, did I be a new number question?
[41:25] You have a question.
[41:27] So you're not requiring us to use a particular lab?
[41:31] I'm okay with what you have. I will look at stuff. There may be a time I may come to you
[41:36] to, hey, listen by, suggest that we send the same blocks and what else, and let's see what
[41:40] we can prepare.
[41:40] And I'm not just going to base it on one.
[41:42] A couple of samples will be sent out.
[41:44] We'll compare them.
[41:46] And see, because sometimes they use different methods for you.
[41:50] When there's one method that's supposed to be used, one lab doesn't use it.
[41:53] Well, control off your numbers.
[41:55] If you don't question them, is there just no point in replacing them?
[41:58] Because if you have a history of your numbers being a certain way,
[42:02] and all of a sudden you have a 10.0 and you get a hundred
[42:05] 125. I got a problem. Listen, somebody rerun that test. I need to see it. Let's go on.
[42:13] Sometimes I'll come back. Oh, I'm sorry. The decimal place is the wrong place. Well,
[42:18] that's wonderful for you, but if I hadn't bought it, I would have reported a violation, right?
[42:23] So you have to look at these things. You can't just say all they need to do. They came to
[42:29] to stand for two weeks after they test it's regulations will have to so they
[42:36] should be able to retest with the qualifier saying it's being retested in a
[42:40] whole time but if it's bad it was originally bad it only be off a couple of
[42:45] numbers okay but if it comes back better than with the original yeah we got
[42:49] problems okay this is much better so you have to question and if you don't question
[42:56] But yeah, you're gonna be in trouble.
[42:57] I mean, slide is different.
[42:58] Do you even have five millimeter or 10 millimeter?
[43:01] Doesn't seem like a lot, but it's a lot.
[43:03] It makes a huge difference.
[43:05] So, we look at all that.
[43:07] I mean, everything you have, I'll be looking at.
[43:10] I'm not gonna.
[43:11] I don't like just sitting there.
[43:13] I don't wanna look at stuff.
[43:15] I wanna see what's there, what can we do?
[43:17] We just want it out of, I'm done, I just want it to function.
[43:24] It gets worse by sitting there, okay?
[43:28] So the longer you let it sit, the worse it's going to cost, and it's going to cost you a lot more money.
[43:36] So if we can start utilizing now, let's get numbers and prioritize what we need to fix and start going on.
[43:43] The biggest is, I think, your evaluation, and your analysis of this.
[43:48] To clarify, for me, that's like a minor thing that can't be done.
[43:52] It should take too long to do that, but those things are very important.
[43:55] the flow comes in and I should be able to hold my flow process. So you don't have those
[44:02] notes or my calls and worries of what I'm going to do.
[44:09] Thank you. It's good to be on the other thing. I need its preferences sent from New York
[44:14] risk for your company. I can do that for you.
[44:17] Well, we'll get that to you. Yeah, whenever you need it, as far as I'm concerned, I don't
[44:23] If anybody says, I'll send down a superintendent's license for both and you can always say, here it is.
[44:31] We're finalizing it whatever, but by calling them out of the caller.
[44:36] So tell me at work.
[44:38] You don't have that lapse.
[44:42] Like something we're worried about.
[44:43] And I said, don't worry about it.
[44:44] Just tell them.
[44:45] Here it is.
[44:46] We're working.
[44:46] We don't have to get the call.
[44:48] It's not even saying anything.
[44:50] It's when you don't, and you go for months, a month, a month, a month, two, a month.
[44:54] Somebody now that meeting is starting to, it's just crazy.
[45:00] All right. Well, thank you.
[45:05] Thank you so much.
[45:13] Next we have, did you want to be the other one they put that makes
[45:33] That's great to think that these training everything would be included in that.
[45:38] They will help more obtain the library training, and they will help a bit.
[45:43] Finish is super happy.
[45:45] Oh, I'm sorry guys.
[45:48] Do you happen to have a glass of water by chance?
[45:50] No, right.
[45:51] Yeah, I was talking to them.
[45:53] Sorry.
[45:54] There's one big fear.
[45:56] You know, you can agree.
[45:57] I can't be hurting.
[45:58] I can't.
[45:58] I wanted to say that.
[45:59] if you would've held it.
[46:03] So, though, as a temporary experience,
[46:09] wasn't the first day because they could not be here
[46:10] this evening.
[46:11] And that was myself marketing events.
[46:13] Dave will push a bit to finish the supervisor right
[46:16] then because he only needs the hours now.
[46:19] He needs pretty much done everything else that he's
[46:22] been done.
[46:23] He would obtain them next year so that we wouldn't mean,
[46:27] eventually would not need an outsourced company anyway. They will recommend that Mark
[46:33] flies to Stanford as well and starts the training like Eldridge and DRA have. Review and update
[46:42] SOTs for water and wastewater every the next several months as they come in. They were able
[46:47] to see them when they were here. They are all advisers on a metal rack in a biz office as
[46:53] as well as all the reporting is in a three trial file cabinet in its office from month to month to week to week to whatever they have to report.
[47:03] And I think that was it, but that would all be included in what they already gave us.
[47:08] There's no additional charges for any of that because it comes with the daily operations of the wage management plan.
[47:16] And they're already substantially less expensive, but they said in their email that they don't
[47:22] see the need to be here monthly, or weekly, and they could move.
[47:29] Correct.
[47:29] He said that with us having operators in training, he would need to come at least monthly,
[47:35] but he would be at 24 hours done in the year we started to call show up at need being.
[47:40] Is he closer?
[47:48] I think they're the ones that Dan and his son that will be running it from students though and the lady that helps with the DMR that people work is the same lady that works for their lab as well that would help.
[48:07] That is one thing I have been looking at, the pricing between the two labs because we switched to the one lab, so I'm trying to see how much of a price difference it would be if we go back because they were a little higher, then what we currently take out.
[48:22] But there was issues when it just left so going back to them would be
[48:27] well the product was and I did ask that in the emails attached as well they
[48:33] can't give commentary when they do lab results. Obviously if they're doing it
[48:38] and they're our superintendent then they're gonna tell us what to do what's
[48:43] wrong but they cannot give commentary when they're just their lab. They
[48:47] simply test the results and send the results back and that's when you're
[48:51] superintendent or your acting superintendent tells you what needs to be done or what's wrong.
[48:57] So are they are they proposing to do all the nuance stuff that this gentleman is proposed
[49:03] because for me I'm like start up with when we're starting up with the new operator from
[49:10] one from what we had we do need that structure and we do need that we need that iron fist to
[49:19] make sure everything's going the way it's supposed to until they get those train
[49:22] and wheels. So to me, I feel like the other one is cheaper, but this gentleman
[49:31] wants to, wants them to test everything, which should be done every day. It
[49:36] shouldn't be just what they say, like, what Susanna tells them now, and this is all
[49:44] you have to do. The bear now. It should be doing everything you have to do. To me,
[49:49] He can be testing that whole sheet should be full.
[49:52] And that's the first thing when he walked in
[49:54] and looked at the sheet.
[49:55] It's like, what does that look like?
[49:57] To me, he sounded more like,
[49:58] and again, a musical kitchen analogy, because it fits.
[50:02] He seems like more of the kind of person
[50:04] should come in, throw his sleeves up, and work.
[50:08] And to me, it speaks also volumes that make a meeting.
[50:12] I understand things from up, but like,
[50:14] great.
[50:15] At least give us a proposal,
[50:17] like a real proposal,
[50:18] I'm a little, I'm much more, I'm not a big fan hard asses, I'm not a big fan of something as an iron fist, but I also understand that like, in order to do things, you've got to be there and hold their hands, and you've got to crack some eggs, make some omelettes, and it might be that means eggs be cracked.
[50:38] Well, the other differences, not too, with Mr. Singh, we get a class four water operator
[50:48] and test people.
[50:50] We only get a class three operator, water operator, superintendent.
[50:54] He has to class four, two, one, Mr. Shield says his list of people that he, what they agree
[51:04] are they they're going to provide a class three water superintendents on the
[51:08] second piece for the first thing number one yeah he said class three and
[51:14] class five eight yeah and mr. Singh's gonna give us a class four and a class
[51:19] five eight right yeah the class three is just water right right I want to
[51:25] say I want to say a bid and I'll just have five I thought they did have some
[51:32] sort of. Yeah, they just they operate or say that we're missification. It's the superintendant
[51:38] waste water that we're technically missing. And the other thing was Mr. Singh's company
[51:46] charges ninety five dollars now for emergencies where Chesapeake charges two hundred and fifty
[51:52] dollars for emergencies now. So that's significant.
[51:58] The only thing I do that is something I don't
[52:00] know, which is because we're here, but, you know, just saying
[52:06] that we were saying that, you know, he could pull up in real time
[52:08] numbers.
[52:10] Yes, he has, and I, he told me a point like that.
[52:13] I could put it on my phone, and I could see.
[52:15] And I'd be fan of micro managers either, but.
[52:17] Every day, and he did, I could pull it up on my computer,
[52:21] and see a report for two months ago, right on that point.
[52:24] But to me, like, a pound of prevention
[52:26] more than whatever, you know, the adage.
[52:30] I mean, it's not people are drinking.
[52:32] Yeah, so I, I, I, we're paying now.
[52:35] At least my husband is not significantly different
[52:38] than what things would be.
[52:40] That was my next question.
[52:41] What are we paying now?
[52:41] Yeah, we're paying $46 a month now.
[52:43] Yeah, so.
[52:44] But you either way, we're going to have to,
[52:46] either way, it's going to come back to rolling the budget back out
[52:49] because we're going to have to do a budget modification
[52:51] because you don't know where.
[52:53] here, I mean, based on what he's saying, if you go with saying, or even the other person,
[53:00] you still have to do a budget modification because you don't know where those numbers
[53:03] are going to lie with labs, equipment testing, because like he's saying, if he goes in there
[53:07] and he doesn't like the tools that they're using to test, or they don't even have it, if
[53:12] he's saying we're going to do more testing, that's going to require more tools, and it's probably
[53:16] more than what we've already budgeted in those line-items, so you're going to have to do
[53:19] a budget modification. So, you know, while we're just looking at this cost, I mean, there's
[53:24] going to be money that's going to have to be shipped across the budget.
[53:26] Well, check in the lab pricing because, I mean, $1,600 difference between the two companies,
[53:34] but the lab make up the difference, I don't know. I was trying to look at that to see.
[53:40] I know we have the E&R and Richmond grant that we can get in 27 to upgrade a lot of the
[53:47] waste water.
[53:50] After we do the pump station, the pump station is the first initial, but I like
[53:57] the fact that he actually questions the numbers and that he's actually looking at the numbers.
[54:02] I've not heard anybody come in here and say like I'm looking at these numbers to say what it is.
[54:06] And as many times as MDE has sent us a letter, what a fine, for whatever the case may be to me,
[54:11] that right there just sold me 100%. Well, and my thing is, what we have now with the fines
[54:18] and the letters, and there's not support.
[54:22] I don't feel like there's support
[54:24] and that from the first volume.
[54:26] Yes, where I feel like with thing,
[54:29] there would be support.
[54:31] And he would fight for a fight for the high pay.
[54:33] Yeah, because he knows it's his license on the board.
[54:35] He's on the line for that.
[54:37] So I feel like, you know, that aspect of him saying,
[54:39] you know, this is my license, he takes that to part.
[54:43] Not the same.
[54:43] And I've seen it that the guy, yes,
[54:45] that's the hand of it, and I'm,
[54:46] No, it's just like if you have the problem over with a kitchen and said this is this and you're like actually comar says x, y, and z
[54:52] As long as you have it from pudding to say that
[54:55] It's so funny that it's staying on and it's so fun for it. It's so long it's starting to turn, or it's starting to get whatever the last day is, at least
[55:02] If I have to ask them to stay longer and it's their problem, he's just not doing any more of the time than this
[55:13] When you land the monkey
[55:15] But this one the one for
[55:17] seeing it is for, it's a three-year agreement.
[55:23] And then it's a written notice for 90 days termination.
[55:27] I've been actually discussed with Lindsey the last meeting
[55:30] that once we decided people she was going to have to review
[55:33] it to make changes and then you have to see
[55:35] if they accept the changes anyway.
[55:37] So whatever.
[55:38] 90 days is a lot to do.
[55:40] I mean, I guess not to give me that.
[55:41] But at this end of the day, 90 days would give me a lot of wiggle room
[55:48] would you try and find somebody else is opposed to,
[55:50] oh, we got to ask someone to stay on for a little bit longer.
[55:54] Don't know, agreed.
[55:55] I'm seven of the three years in terms of it.
[55:57] That was 90 days, wasn't it?
[55:59] No, maybe it was 30.
[56:00] 30, okay.
[56:01] Yeah, that's basically August 14th,
[56:05] but he agreed to stay out of it.
[56:06] Because he knows this.
[56:10] But, so that would mean that we would need to vote tonight
[56:14] to vote with someone because it isn't sex willing,
[56:17] he's willing to stay on it because he doesn't even
[56:19] I don't know if you can tell us or see me.
[56:21] So we find someone.
[56:23] That's why I love that question.
[56:25] So I could get all the numbers in line.
[56:28] So I would like to.
[56:30] Yeah.
[56:31] I just find out.
[56:32] The other things.
[56:33] The other one.
[56:35] Yeah, because they.
[56:38] I just like it.
[56:39] I mean, for what it works, I like that.
[56:42] You know, not just futuristic.
[56:44] That he's going to be looking at numbers.
[56:46] I like the fact that this guy say,
[56:48] I'm coming into door and looking at your numbers.
[56:50] It's prologue.
[56:51] It's a spreadsheet.
[56:51] I'm going to look.
[56:52] It's a spreadsheet that is putting numbers in.
[56:54] It's an actual calculation per grade.
[56:56] It's actually everything out.
[56:59] And I could print a report, every meeting, and bring,
[57:03] and say, OK, here's who we are.
[57:05] This is what's going on.
[57:06] It's a problem coming to a meeting once a month
[57:08] and explaining what's going on.
[57:11] I mean, that kind of thing where the other ones were
[57:13] just kind of like, oh, you know,
[57:22] So it allows some prevention of problems that can snowball, which is just if we've been
[57:30] paying somebody's help, but that still remains that there's, anyway, different stories.
[57:37] Okay, so you're going to get us the, yeah, so we're going to do all of that.
[57:43] Next we have the rezoning of our graves to R3.
[57:50] So this has already gone to planning and zoning.
[57:54] Planning and zoning was okay with it moving from R1 to R3, meaning it was individual
[58:00] residential to multi-family dwellings, so in which case everybody has the plan and the
[58:10] the car buttons you guys are here to present to speak to the plant. Are you guys speaking to it or?
[58:16] Okay, he's here. Okay. Yeah, that's okay. Yeah, that's fine. You can come on up here if you can speak this way. The camera will pick you up.
[58:27] Yeah, just come on. Just come on this way. Just to the microphone. Pick jokes. It's the large room. So while he's walking up, this was originally brought by Mr. Butler to planning and
[58:37] I mean, Mr. Torbotton was bringing it back
[58:41] and he was working with a developer
[58:42] who then developed the base of the art.
[58:45] And they were coming to a meeting
[58:47] and it was scheduled with the developer, unfortunately,
[58:50] that he was working with, called and said,
[58:51] no, I'm not coming anymore.
[58:53] So this is how we got back to resigning it
[58:56] with our gray with his blueprint now in our hands.
[59:02] Okay, the floor is what she said.
[59:07] Basically, like it's exactly, as she said, April 29th, 2026, it was on the Council agenda,
[59:15] but like she said, the gentleman will just say disappear.
[59:19] So tonight, Mr. Tarbotton's requesting, resigning to R3, I pulled up and I think you have
[59:25] it in your packet there.
[59:27] The future land use map on your cop plan, Caroline County's future land use map, the parcels
[59:34] around it as you're aware as you turn the sidewalk electric, that's how you get to
[59:39] the forest. So there's apartments back there. So I will try to answer any questions you
[59:46] may have. And you should have the concept to plan for the apartments.
[59:51] Yes, so we have houses that we have, yes, and obviously that's a concept plan if they were
[59:59] Great.
[1:00:00] I want to get it rezone and a developer wanted to develop that they have to come for a site plan review and all of that down there. This is just a concept. Right. So when we had originally, when Mr. Butler had originally presented it, we had talked about like the townhouse concept. This was a planning planning and zoning. Right.
[1:00:20] As opposed to the apartment complex. Because currently up there now, this is on the backside of the old.
[1:00:29] Right, but there's already the apartments that are up there kind of like quads, right? So there's one floor, the senior area, but there's one floor, I know, like, yeah, yeah, um, so, um, so what would happen is if, if so since planning and zoning had already, they approved it going to our three, it's forward, it's a mayor and council to then schedule a public hearing.
[1:00:56] I mean, but you guys have whatever questions we have
[1:01:00] and you can ask the questions.
[1:01:02] But it would get scheduled for a public hearing
[1:01:05] for the residents that live up in there
[1:01:06] that board of this property to put their input.
[1:01:12] Yeah, we could in theory bump it back down
[1:01:16] to planning and zoning.
[1:01:17] If we had concerns about the property.
[1:01:20] Well, so what would happen is that they're moving it
[1:01:24] from R1 to R3, they still don't have exact specific plans.
[1:01:30] So I'm just looking at Lindsay's comments here,
[1:01:33] and I don't think that planning and zoning was aware of any
[1:01:36] of this stuff when they made that determination
[1:01:40] of which part.
[1:01:41] Well, it's going with the first paragraph.
[1:01:45] Oh, and it's piecemeal zoom.
[1:01:47] Yeah, I mean, they're supposed to kind of,
[1:01:51] I was at that meeting.
[1:01:52] They think that this is none of this was considered.
[1:01:55] So I didn't have enough work to think, look at this again with a little education behind their reasoning.
[1:02:05] But my, but I guess the thing is if we're getting ready to re-appoint planning and zoning committees,
[1:02:12] and you're saying to bump this back down to them, will they even know what the original goal is?
[1:02:17] I mean, they would have somebody who would have to explain the idea.
[1:02:21] I don't want them to have to go back and go through this process.
[1:02:22] I understand.
[1:02:23] No, it's the exact same concept plan as Mr. Butler wrote.
[1:02:28] I guess this is what was presented to the plan.
[1:02:30] Right.
[1:02:30] I'm just saying that the plan was made their decision without understanding what they're
[1:02:35] doing.
[1:02:36] So it's a piecemeal, but it's a piecemeal.
[1:02:39] And that concept plan is not necessarily what would be built there.
[1:02:43] That was an initial concept plan, whoever buys it would present to you what they can until
[1:02:49] they know they have the proper zoning, so they would have to come back.
[1:02:52] and say like I said a site plan review they have to go back to planning is
[1:02:56] earning for all of that but none of that can happen as it's R1. So if it's R3
[1:03:02] so is it that they want to do either apartments or a storage unit because
[1:03:08] this is for multi this is residential. That's all the table. That's all the table.
[1:03:13] That's all right because I was confused about it. Yeah that would have to be
[1:03:16] commercial for the storage unit so that's that gentleman has since disappeared
[1:03:20] as well. It could be this, but it could be any other different way. You're just looking
[1:03:27] to go from one to another, one to three. Correct. And then you will present these ideas
[1:03:35] to planning commission. And then they would send that to you guys. And yes.
[1:03:42] Once it's,
[1:03:44] Once it's been resumed to R3 and the developer comes in and they say I want to do this project.
[1:03:52] As long as it's allowed in the R3 zone, they can do that project, is that correct?
[1:04:00] Like if we prefer townhouses, they can still go in and put apartments.
[1:04:04] And they still have to present what they want to do to plan and commission, yes.
[1:04:08] And then it will come back to you guys again.
[1:04:14] essentially they just want to change it to R3 so they can sell it at an R3 line.
[1:04:19] Yes.
[1:04:22] So if it changes, my thing is if you change it to R3 then what happens to like in that area like where the, where the,
[1:04:32] where the top tank building is does that change what can go into that building because then that's that's commercial.
[1:04:39] It's actually medical.
[1:04:40] And your math that's done ID-1, which is incorrect for the medical school.
[1:04:45] But there's a floating medical piece to the zoning for federal's burglary.
[1:04:49] I think that fits into that's for sale, that property.
[1:04:53] That's what I was saying, like that again.
[1:04:55] But if you look, which I will say our comp mat needs to have the labels to the road.
[1:05:01] Because it's kind of hard to see like some of those roads cut off in different zoning things.
[1:05:08] and it's kind of hard to see where the, which road it is. So those roads really, really need to be labeled on that map.
[1:05:15] But back to the point is that, if that's ID3 there, so you're telling me around, around the back of that building, is where the RD3, all the way around, like in a horseshoe kind of sort of, is like the RD1 right now, but they want to change it to RD3. Okay, excluding that building.
[1:05:34] It sort of goes back to a field back there.
[1:05:38] You know, it would not affect the medical building.
[1:05:41] Right.
[1:05:42] There's your watch.
[1:05:44] Yeah.
[1:05:44] Like if you just wanted to bring it on that road.
[1:05:47] And this field, do that there.
[1:05:49] Do you do that there?
[1:05:50] You're going to be there.
[1:05:51] Chop tank is right in there.
[1:05:54] Before there is a single apartment.
[1:05:56] So maybe just pass that, like you're going to pass away,
[1:05:58] if you chop tank it, it really is a big field.
[1:06:01] I think not this one.
[1:06:09] So you have to rezone that small.
[1:06:12] And it's really hard to figure out on the future.
[1:06:15] And of course, the future of land is like it doesn't seem
[1:06:19] for some whole company.
[1:06:21] It's just that it's going to work.
[1:06:24] Yeah.
[1:06:24] One on the left and one on the right.
[1:06:26] It would be to the right behind in that course you're shaped.
[1:06:32] Yeah, and you see like even when you're here, it's like a piece of shop tank is included in the R2.
[1:06:41] It's weird, it means like labels.
[1:06:45] It doesn't, it's a beer you worked also because the one that they have is signed from people.
[1:06:49] This one is definitely, it's a beer line.
[1:06:53] Yeah, yeah, that's all.
[1:06:54] I mean, we could ask for a personal preference, but in reality, once it's indoor free, it is what it is, they put whatever they want there.
[1:07:04] Well, no, they still have to go to planning commission, they couldn't just put whatever they want.
[1:07:08] They don't have to. Well, it's all within the body.
[1:07:10] Yes, within the body.
[1:07:11] Yeah.
[1:07:19] Uh-huh, she in the right side.
[1:07:21] It's just a weird map.
[1:07:23] That's what I was saying.
[1:07:25] It's like, really, we don't
[1:07:29] even know where to get that map.
[1:07:30] it would be up in here or any if it's up this side this is where it is up in here
[1:07:36] it's like back at Chris Pierce's and yeah this part here yeah because I think
[1:07:42] I don't know if I bad I think that's what we're looking down at in it.
[1:07:47] Four point four point six three acres so they want to put back here.
[1:07:55] So I think they're not developing it through just trying to finish everything.
[1:08:02] Not already.
[1:08:03] It's right there.
[1:08:04] You want to talk just about winning this thing?
[1:08:06] Well this is Blochett.
[1:08:07] How have you thought about it?
[1:08:09] This man was like wrestling and if we allowed...
[1:08:12] Deory, this is University.
[1:08:14] This corner here is the Choptan building right here.
[1:08:21] Wouldn't it be this piece here?
[1:08:24] It would mean a little yellow piece.
[1:08:26] if that's what you're talking about, it has to be because that's being the piece in
[1:08:30] that area that's already one.
[1:08:36] I still like the map that you want.
[1:08:38] I can't see because my eye is bad.
[1:08:41] So these are all individual houses along here.
[1:08:47] And this is, if this is university, just look.
[1:08:50] Right, this is right here.
[1:08:52] You must be this piece here.
[1:08:54] right because of the shape of that.
[1:08:56] It's got to be in this piece right here.
[1:08:58] It's that piece.
[1:09:00] It's there.
[1:09:02] This would be, this is the lie wood.
[1:09:04] This starts all the commercial.
[1:09:06] This is commercial here.
[1:09:08] Right, this is bees and all that stuff there.
[1:09:11] And then, but so, whatever,
[1:09:14] like that, we're actually on this map
[1:09:16] where the old medical building is,
[1:09:19] it's yellow.
[1:09:20] It's our want.
[1:09:21] But,
[1:09:21] But attached to it they we federal special
[1:09:25] special
[1:09:26] special
[1:09:26] special.
[1:09:27] Yeah, I don't think they have
[1:09:28] attached to it because that was an issue.
[1:09:30] Cause I had looked at it for the commercial.
[1:09:32] Yeah.
[1:09:33] So but that it's this piece of yeah it's that piece of property
[1:09:37] there.
[1:09:38] Yeah.
[1:09:44] Yep.
[1:09:45] Yep.
[1:09:45] That point you went right there.
[1:09:48] So.
[1:09:49] Yeah.
[1:09:51] But I but I'm taking.
[1:09:57] So no, but so until Lindsay's point, right? So backing this actually does touch the other way right. So to me, that's not really peace-mealing if you're
[1:10:10] Just like to me, I feel like if R3 like was all the way around yellow
[1:10:17] But it's not it's just the exciting right into where it stopped now hold on. No, because this is the one from 2000
[1:10:23] I mean, it's not time to wonder what the one can do that.
[1:10:26] It's the same thing as the one from D.
[1:10:28] That's the same thing.
[1:10:29] It's the same thing.
[1:10:30] And I can understand her point to spot zoning.
[1:10:32] It's not a good thing for anybody.
[1:10:34] But usually when it's contiguous, you know,
[1:10:36] with the same zone, you see it.
[1:10:44] And to you point, the properties to the left.
[1:10:48] When you turn by liable to electric
[1:10:50] and you're driving back car grade this year, right?
[1:10:52] Yeah, but the properties that aren't
[1:10:54] anywhere to the left are there.
[1:10:56] Oh, yeah, there's no heart, but, yes, there's
[1:10:59] So you kind of take this little piece more kind of to extend it out.
[1:11:02] Yes, exactly.
[1:11:05] Yeah, this is the standard one.
[1:11:07] And that's actually one of the marketing things we want to reach out to the outside
[1:11:10] departments that are now there and see if they don't take it.
[1:11:12] Yeah, I mean, then we're covered.
[1:11:15] My initial principle is that this is one of the things that's trying to do with it.
[1:11:18] Well, I think this is the marketing space.
[1:11:20] Good.
[1:11:21] Anyway, I'm sure that wasn't it.
[1:11:22] And that's going to be a lot more traffic going on in that road.
[1:11:26] But I would say probably do you get it?
[1:11:32] No, there's more than one.
[1:11:34] I did it more than one, so it's not a little long.
[1:11:36] OK.
[1:11:37] All right, so do you guys have questions
[1:11:39] what do you want to go up to?
[1:11:40] I think you're OK with just scheduling the public hearing.
[1:11:43] Because yeah, this is what Lindsay was just giving us options.
[1:11:46] Yeah, so we have, right, we have to get to the public hearing.
[1:11:48] The planning that it had for approval.
[1:11:50] we would make a motion to schedule the public hearing to move you know we
[1:12:01] can do with that September 9th. September 9th is at least the 15 days out.
[1:12:10] Is that a regular council meeting night too? Yeah okay so do it all but we're
[1:12:15] when it went to the Labor Day, so it was September 19th, so I need a motion to schedule
[1:12:23] a public hearing for the rezoning of the heart race property from R1 to R3.
[1:12:29] Motion to have a public hearing for the rezoning of heart race from R1 to R3.
[1:12:36] Second.
[1:12:37] All is a favor.
[1:12:38] Councilman Ferguson.
[1:12:39] Hi.
[1:12:40] Councilwoman James.
[1:12:49] All right we'll see you guys back for the public here. Thank you. Thank you.
[1:12:56] Okay
[1:12:57] next we have appointments for planning and zoning and we're filling this out.
[1:13:02] Okay,
[1:13:05] so we just received the last turn, since then, we had a last-minute meeting of
[1:13:11] the Friday and the 8th to get everybody up to date.
[1:13:17] Currently we have five, we recommend to have five members appointed to the committee
[1:13:23] completely.
[1:13:25] it's difficult having a forum of at least three members who we have. Josh is not available
[1:13:31] on Wednesdays. I spoke with him. He has agreed to go as an alternate so that he is still
[1:13:38] on the committee if needed. Lisa's last day was the last meeting. She's moving. That leaves
[1:13:46] us with Brian Gatta, one of the long to jump in who still want to stay on the committee.
[1:13:51] So we received six applicants,
[1:14:00] yes, six applicants.
[1:14:02] Jim Thomas, Stephen Parts, and Steve Bollinger were the first ones to request to be on the committee.
[1:14:11] My suggestion is appointing the three of them, leaving Josh as an alternate and adding Paul who was the next person as an alternate,
[1:14:19] which would give us five because we have a hard enough time with a five getting three for a form at a meeting.
[1:14:26] And there's so much that now needs to go through planning and zoning before it comes to Marin Council.
[1:14:32] That I think we need to have those alternates in case people don't show up.
[1:14:37] Those alternates are already there in the meeting.
[1:14:40] We can have three alternates, right? So we have to have an odd number.
[1:14:45] So we have a committee supposed to be five.
[1:14:48] That's what I'm saying. We will have to find and then have three alternatives.
[1:14:52] Well, we can, but my suggestion was going to be the fourth person, so we can put Steve Bollinger back on here is to ask her
[1:15:00] I want to go on board of appeals. As cool. Miranda, she's the other old brush, she'll do it outside of town. Oh, she could be the other old. She was the last person to ask to become a member. So my thoughts were the last permissive volunteer committee, so she asked her to go to board of appeals. So we would have two alternatives and then a board of five. And then Brian has let you know that he
[1:15:29] he will eventually be rolling off.
[1:15:31] Yes, he's going to give me plenty of notice.
[1:15:34] And when he does, then we can advertise for another person.
[1:15:38] But we'll already take the altar at that you could pick from.
[1:15:40] So he'll pull one of the altar.
[1:15:42] That are already up to speed.
[1:15:43] Yes.
[1:15:44] OK.
[1:15:46] And everybody who we appoint is going to be OK
[1:15:48] with taking the training that's coming up on Wednesday, right?
[1:15:53] I can't say that they're going to be able to do it this way.
[1:15:54] We can't mandate it as of we're telling them
[1:15:57] to my only three of them are here.
[1:16:00] I can't, we can't manage them to take this training away.
[1:16:03] Well, if the three gets here, that's going to be appointed is,
[1:16:07] that means the two that's spain or rage should know
[1:16:10] because I saw the email from Maggie.
[1:16:12] They should be, but I was inquired that if they've needed
[1:16:14] to present the certificate after they took the class,
[1:16:16] then I said, yes, so we'll see how that works.
[1:16:19] With honors, little ones, huh?
[1:16:20] It's in the e, it's a lot.
[1:16:22] It's a lot.
[1:16:23] It's a lot.
[1:16:24] It's virtual.
[1:16:24] It's virtual.
[1:16:25] I figured I'd do it a lot.
[1:16:28] I know that and that was my example he wasn't driving today so he could be here so I didn't want to
[1:16:36] I told her I said I can't tell them tomorrow morning that you have to take class Wednesday night
[1:16:40] But it's all the planning commissioning class is there's in a one-on-one
[1:16:43] You can take it in time Maggie and I both took it in time. I thought I had seen that it was like offered it
[1:16:51] I'm pretty sure you can log in inside of it and get it at this time.
[1:16:58] So I would think as long as they took it by the next class, the next meeting, which is
[1:17:06] the end of the month, we should be able to get the information.
[1:17:12] Yeah, and I have plenty of commission information.
[1:17:14] I'll just get their emails and I can forward it to them because it's very simple like two, three hour pass.
[1:17:21] So, we would be looking at Brian, Melonda, Steven, Steve, Jim, Paul and Josh.
[1:17:30] Yes,
[1:17:34] I think that's a good crew.
[1:17:37] Okay, so ready for that?
[1:17:41] Okay, so I'll take a motion to appoint the three and then the two for alternate.
[1:17:47] So I'll make a motion that we appoint Stephen Park, Steve Bollinger, and Jim Thomas to the planning is there any committee?
[1:18:01] A second.
[1:18:04] And alternates with the Josh Phillips and Paul McCullough.
[1:18:09] Sorry, Crawford and Paul Crawford.
[1:18:12] I seconded the alternate.
[1:18:13] Okay. Councilman Ferguson.
[1:18:21] I have a question in regards to planning and zoning.
[1:18:25] So I know we are ramping up planning and zoning board of appeals need to be appointed in such.
[1:18:33] I don't I've never understood why planning and zoning.
[1:18:35] I know the purpose of planning and zoning and why it exists and what they do.
[1:18:39] But I've never understood why in the history of federal court why our planning and zoning committee never came to Mary Council to present like hey, these are these are this is what came before planning and we never knew what they were being told or offer.
[1:18:54] We never knew anything with planning and zoning and I don't think it's our duty to sit there. I think that was the whole design of having a planning and zoning committee so that we're not there as an influence to what they do.
[1:19:04] So I think, you know, a talk with planning zoning to let them know like somebody needs to be responsible to come to these meetings and present out as to what's being brought before planning zoning so that we're in the loop as to what's going on.
[1:19:19] Because, I mean, there's so much coming before them and we still, we couldn't tell you unless we're sitting there because nobody tells us.
[1:19:26] That would have been a good idea to have the committee report.
[1:19:29] Yeah, and that person, that was the hard part of having four people was nobody wanted
[1:19:35] to take that advocacy of being president.
[1:19:39] So once that person is appointed from the five that are on the committee, then that person
[1:19:44] should report to the town committee with a tip for planning and zoning committee to report
[1:19:50] at the first of each month what went on at that meeting.
[1:19:53] Because as much as I like going to planning the zoning to Debbie's point like it kind of feels kind of awkward like
[1:20:00] I don't want to put too much weight on things because you know, I'm an official
[1:20:04] We're not supposed to be there
[1:20:07] but
[1:20:08] What you need to know is going on
[1:20:10] Otherwise, don't be reporting back is so that when let Lindsay is here when things like this as far as zoning comes up if it's
[1:20:18] piecemeal, she can say, like, hey, that's not what you're supposed to do.
[1:20:24] This needs to go back.
[1:20:25] But our planning and zoning never built that.
[1:20:27] And that's how we get in these tangleways here.
[1:20:29] Because it's not a requirement of them to come back and tell us anything.
[1:20:33] It just needs to be steeped.
[1:20:35] I don't know how this all happened.
[1:20:36] But when Steve Bollinger was on council, he was also the chairman of planning and zoning.
[1:20:41] And so you had a built-in report.
[1:20:45] It was our liaison.
[1:20:46] So what we had that we had Edwin there was a liaison so he went to planning and zoning and came back and reported what had happened to planning and zoning as opposed to having somebody from planning and zoning but I like the planning and zoning coming to the meeting and you know because I think that's a conflict
[1:21:05] and for us to be sitting there and things come and they feel like well Mary Gelsal was there.
[1:21:12] This person was, no, it shouldn't be that because that's why we designated them to do their job.
[1:21:17] Plan and zoning can come and present you'll have a comment on it.
[1:21:20] Yes, that's great.
[1:21:21] Just get the knowledge.
[1:21:22] Exactly.
[1:21:23] We're just going to update it.
[1:21:24] Right.
[1:21:26] Okay.
[1:21:27] Next is resolution, which the paper says is a little bit more than that, for a second, because
[1:21:32] we skipped over the water meter discussion.
[1:21:34] Oh, sorry.
[1:21:35] And I've got to go ahead because we definitely need to have a, sorry.
[1:21:40] So I read Lindsay's email and I did respond back and I included our body on that because
[1:21:45] I had some questions and while I just want to make sure that I put it on the record to
[1:21:51] say not just as a council person but as a resident here in Fettlesburg who had a
[1:21:56] broken whose meter was broken or malfunctioned or whatever it was I do not feel like it should
[1:22:02] be placed on residents to prove that their water meters are faulty and I feel like
[1:22:08] since I've been here over the three years,
[1:22:10] we've heard enough people coming here
[1:22:12] and complain about their water meters,
[1:22:14] their water bills, they'll not be in there,
[1:22:16] people not even living in the house
[1:22:17] and having high water bills to say,
[1:22:20] hey, we can do a sample of water meters.
[1:22:24] If not, we don't have to do all the water meters,
[1:22:26] but we can do a sample survey of some water meters,
[1:22:29] just pool water meters, and test them to see if they're faulty.
[1:22:33] Because at the end of the day, we have a responsibility.
[1:22:36] We can't just say, oh, we don't care because you're complaining, or less compile five million.
[1:22:43] Let's get so many complaints before we act upon it.
[1:22:46] And we know that people have been complaining over the years about this.
[1:22:49] This isn't just something new that came because Leslie's the town manager.
[1:22:54] This is something that has been going on since I've been here.
[1:22:57] And I think we owe it to the people of Fatal Ferg.
[1:23:00] We think there were bills to say, hey, this is what we're going to look into this and investigate this.
[1:23:05] So I I am giving push back to what Lindsay said because I don't feel like we should be a complacent council where we just sit back and wait until something happens. I think we should be proactive versus reactive.
[1:23:18] But I agree. Oh, yeah, I would agree with that. And I do think Lindsay's suggestion was that if the the meters that have been reported as faulty that we start by investigating those is what she says in her.
[1:23:31] Right, but that was a thing. I don't think that we've ever started.
[1:23:33] I mean, even a list of those, because if you think about the people who's came in here before
[1:23:37] and lent them, before Leslie got here before Maggie was in position, they weren't keeping
[1:23:42] track of who those are.
[1:23:44] No, they're talking Nello.
[1:23:45] They are.
[1:23:45] Yeah.
[1:23:46] Yeah.
[1:23:46] No, agree.
[1:23:47] I think your question should refer to me.
[1:23:50] I feel like it's not fair to have the company who made the meter, test the meter.
[1:23:53] No.
[1:23:54] That's not fair.
[1:23:55] I would not have that.
[1:23:57] I contacted the application base.
[1:24:02] It's an application.
[1:24:03] I know who you talked about.
[1:24:03] technical services that were listed did not go there out of state they're actually a
[1:24:08] Tennessee I believe it's where their main offices but they were the ones that did the
[1:24:13] Kentucky testing for the place in Kentucky for any set needs that were all four different
[1:24:19] places and problems with their begin meters badger meters now I do they were all before
[1:24:24] 23 and there was a class actual lawsuit but it just closed but they were from 23 to 25 but
[1:24:32] there was a class action lawsuit against a revolting unit.
[1:24:35] Do you guys have a list of people that have called and said,
[1:24:38] hey, my water's not right and kind of keeping a compilation
[1:24:42] of that, so they're good.
[1:24:42] I'm sure we picked a badge one because they've made adjustments.
[1:24:45] All I got to do is pull a adjustment.
[1:24:46] And I think that that's more work with you
[1:24:48] because I know how much you like to do the trash can on it.
[1:24:52] But I think that what you could do is you set a timeline
[1:24:57] of saying, all right, you know what, if you have an issue
[1:24:59] and you need us to look into it, you throw it on,
[1:25:01] Just do like the trash can audit put on the trash can and say, you know, you have a window
[1:25:07] To make a complaint we get out as much as we can and then we compile a list and then we can chip away at it
[1:25:14] You know whether you do it randomly or one through five. All right. Well, let's go to check and see is one through five correct
[1:25:20] At least that way we have a running list so that way when we start getting into it we at least have gotten that ahead
[1:25:25] Is there anybody that comes in and pays the war bill that doesn't complain?
[1:25:31] So, me the last time they pulled the lift and there was people that had like two thousand gallons, right?
[1:25:36] At that point, they reached out to the person and they said, look, were you feeling a pool, were you doing something if they were like, yes, then okay, they were like, no, then the last, when the last building was like, well, what they did was they put a note on there, if it looked really high, and, you know, please contact us, we show it, and a lot of those people contact us back, right? You didn't get one.
[1:25:59] I was going to say, I didn't get to work on it when you went to my duty, it was, it was,
[1:26:03] but they put their foot there, you know, air, air, beacon is showing a leak this much
[1:26:09] a minute or whatever, please contact us, we need to adjust your bill, something's wrong,
[1:26:13] and they got, they call back and most of them call back and get it out of the way.
[1:26:18] Yours was just not done yet because you got it, we put a new meter in yours to see if that
[1:26:22] was the issue of it, the meter with the issue.
[1:26:25] Yeah.
[1:26:31] Okay,
[1:26:41] so I think we need to make I want to make a motion that we start a independent sample of water meters and start sampling to see if they're defective. That's my motion on the floor.
[1:26:54] If you want to just pick random ones, do you want to go from a list where people have changed?
[1:27:02] If she's pulled them, if they have a actual list of people.
[1:27:06] I don't think mine is faulty, so we'll be always to money to come test mine.
[1:27:11] You should test the ones that people have concerns of.
[1:27:15] If she has a list, start it first.
[1:27:21] And then well, I want to make the motion so that it's on the floor and that we're voting to do this rather
[1:27:27] They have the list or not. However they move if they need to compile a list
[1:27:31] I wanted to be known that this is an issue. We are aware and that there has been from council
[1:27:38] Directives that this is to be done like that. Okay. We're still talking about it in council
[1:27:42] It's never made a motion or said
[1:27:45] And I actually, when I contacted you of five technical services, I used your exact meter
[1:27:51] information and told them that was the one the exact address, the exact meter, the serial
[1:27:56] number, everything will put your new meter because I want them to test that one and I want
[1:28:01] them to test the one that was at your house prior to to see if there's something wrong with
[1:28:06] both of them.
[1:28:08] If it's just one, what seems to be the issue?
[1:28:12] So, am I supposed to be able to see the water usage with the one that you all put in there because I can't, I can't see.
[1:28:18] Oh, it won't let me.
[1:28:20] Because I was just scared of it.
[1:28:22] How much water I use since I've been out of town.
[1:28:24] I just got back today, this afternoon.
[1:28:26] I just heard it.
[1:28:27] You can't, it's something with the beacon.
[1:28:30] And it's looking on that line.
[1:28:32] No, you have to, you can only upload so many, and you can't just do one at a time.
[1:28:38] So when we put Jermeter in we can't just upload that's why I give you an average.
[1:28:43] Did you see what I explained? No, we can't do the other thing because we cannot upgrade one of the time.
[1:28:50] Let's do that.
[1:28:52] And so I'm trying to tell you some details about how I'm looking for the actual contract.
[1:28:58] And all I've gone through everybody's mail.
[1:29:01] Lindsay would have a Sherry email crispy email.
[1:29:06] that was under Larry, Lindsey would have the original contract.
[1:29:10] So I've pulled emails where they've gone back and forth asking why we can't do this,
[1:29:14] how this would be fixed, how we would do this, so that I can get with Lindsey,
[1:29:20] but she could not. I was able to talk to her this morning, but then I got the email this afternoon.
[1:29:24] Is part of this because we have that old CUSI system?
[1:29:28] No. This is the whole weekend registry system.
[1:29:31] Okay, the actual water meter system, we've already looked at upgrading the CSI, so I hope
[1:29:37] by the beginning of September, we will have a plan and effect to bring to the meeting.
[1:29:42] They actually have a new upgraded system that goes too quick for the CSI, because the one
[1:29:53] we have will be obsolete soon.
[1:29:54] Okay, so the motion on the floor is to start sampling testing of
[1:30:00] We need, or we know, have had complaints against them. Right. Do you have like an average of what each residential house is? Like a whole bar. So they're going to say if it's compare anyone that's got like an anomaly, you know? All right. So there's an emotional on the floor. Oh, okay. So Councilman Ferguson. Councilman James. Councilman. Councilman. Councilman. Councilman heaven mayor. Okay. So you guys can start that. You definitely have to look to bring up people that you've already.
[1:30:30] It's made adjustments with people complaining that they're bellies high, so there's a good place to start.
[1:30:36] Okay, next is the resolution, which would be a resolution on an ordinance for the employee manual.
[1:30:42] Resolution 2026-04 for the upgraded, upgraded employee manual.
[1:30:49] This was gone through by legit.
[1:30:54] I've minimized obviously from the double-spacing to single-spacing so it's not a 50-page
[1:30:59] main no anymore.
[1:31:01] So 38, I did send it out to you guys on Friday, actually, you may not have had to read it.
[1:31:11] I was looking for a need to see if she had it, so I'm going to give her mine and ask the
[1:31:22] The only reason I was trying to push it through was because we were having harassed
[1:31:28] and taken with legit on August 28th and he plans on going over the new manual.
[1:31:36] The gentleman who is the director is the one who actually went through this and redlined
[1:31:41] everything.
[1:31:43] I can send you the original copy and the redline copies so you can see the differences.
[1:31:47] There was not a lot, harassment, drug use, alcohol use, recreational drug use, were the
[1:31:55] main thing and like spelling errors and clerical errors.
[1:31:59] Do we have anything for cannabis?
[1:32:02] That was added into...
[1:32:05] I did look at it, but there was a lot to it.
[1:32:08] Yeah, there was a lot to it.
[1:32:11] Where did the drug and alcohol use?
[1:32:13] because this is the one that I started on.
[1:32:15] And she sent them, I think so.
[1:32:16] You sent the one that Brandi had gone through and reworked.
[1:32:19] The one that was on the drive rate.
[1:32:21] Yeah, I sent the one that was from 20,
[1:32:24] whatever one that was that abandoned from 20.
[1:32:28] That was the one that you would take with.
[1:32:29] Yeah, Brandi, it's all out on the work, there was.
[1:32:32] Yeah, whatever the last amended one
[1:32:36] that they said wasn't adopted or was adopted.
[1:32:39] I just want to ask a question.
[1:32:41] I don't know when I was doing that, I think we've changed the vacation belief stuff some.
[1:32:49] I was just wondering was that updated to reflect the new lead?
[1:32:53] Remember when we published for the leave payout, it was just the payout but not the amount of time
[1:32:58] and the role over time, like how role over that was supposed to be in there as well,
[1:33:04] but we hadn't, we had stopped working on this around that time.
[1:33:07] He was definitely in here that they cannot carry vacation time from one fiscal year to another fiscal year without advance approval.
[1:33:19] Three days or more vacation has to be requested in advance at least to be.
[1:33:31] That's okay.
[1:33:32] I just want to make sure it's made it in there.
[1:33:34] I would still like to revisit how police get their vacation.
[1:33:45] And that's what that was the term.
[1:33:48] And I was big and I thought that was the address.
[1:33:50] I like it.
[1:33:51] I like the brewing.
[1:33:52] Yeah.
[1:33:52] I checked personally.
[1:33:54] I mean, I don't have a dog in that face.
[1:33:56] I'm talking about that.
[1:33:57] We talked about that, but we hadn't actually addressed that.
[1:34:00] But we've had the same thing.
[1:34:01] I mean, about brewing it.
[1:34:03] Yeah.
[1:34:04] I have a new employee who called today and wants to know how much vacation time he had.
[1:34:07] Because we caught out sick today and I'm like, you don't have any years still in this
[1:34:11] preparation.
[1:34:11] Yeah.
[1:34:12] So I mean, I think like at least where I work, you start accruing when your day starts.
[1:34:16] But like when you get a paycheck, you get, I think four hours, three at whatever, we're
[1:34:20] going to work it out.
[1:34:21] I think that they get, and I think it, um, they get three days, six after six months, three
[1:34:30] year, which I guess that would be the
[1:34:38] 80 days.
[1:34:43] So if they were to eight hours a day, you're
[1:34:49] approved for it every year. But
[1:34:55] I can come up with it for that part.
[1:35:00] I mean, we're not
[1:35:08] or just to revisit it in the next meter or two.
[1:35:12] I was going to say, do we,
[1:35:14] or should we do it in the next school year?
[1:35:17] Because you have to get people enough time to plan vacation.
[1:35:20] So you can't all of a sudden be like,
[1:35:22] oh no, that's the case you thought you had.
[1:35:25] Correct.
[1:35:25] Because we've now gone from a curl.
[1:35:27] So I think when we had discussed it before,
[1:35:29] it was like, hey, this is coming next year plan accordingly.
[1:35:33] And maybe there might be a little bit of rollover or carry
[1:35:35] you're something just whatever, but you can't just be like oh by the way now July one you're
[1:35:41] we're switching to a plural and you have to be vacation and August now planned. Because I mean
[1:35:46] it's August now so if we start in next July that gives everybody a whole year-on-one. Right to
[1:35:53] And we give them, they get three sick days as of six months, so I would honestly stick
[1:36:04] with the three sick days after six months, but a per vacation, I think we should do.
[1:36:10] Now with mine, we do front load sick, but if you were to quit or to use more than your front
[1:36:17] load, do you have to pay it back?
[1:36:19] Like they would just take it out of your next paycheck, right?
[1:36:21] I mean, things happen right now, this person has to take a day without pay if they're actually sick on when I'm getting people sick, right?
[1:36:28] So maybe that's also just part of the discussion of the approval and stuff and stuff.
[1:36:35] So,
[1:36:42] all right, do you guys have any more thoughts or are you okay with a briefing this one?
[1:36:50] And then if there, I mean, obviously we need to work on the issue.
[1:36:52] The harassment was the main thing that I wanted them to, and it was because that's not
[1:36:59] Peter's, it's coming.
[1:37:00] Yes, ma'am.
[1:37:01] He's good.
[1:37:05] The only thing, did Lindsay look at this by chance?
[1:37:09] I think she was included in this email, but I was just more doing it because I thought
[1:37:13] that, and I know I was working on this and I don't see it in here and I could have missed
[1:37:19] because I stopped working on it, but I don't see anything in here and I thought you have
[1:37:24] to have something in your employee manual about El film LA.
[1:37:27] And it's not in here.
[1:37:29] You would think legit with ketchup, honestly.
[1:37:32] I would have thought that, but there's something under,
[1:37:34] there's something with a certain number of employees
[1:37:36] because the state had mandated something
[1:37:40] of their LA and their employee's.
[1:37:44] Like, if that's family to pay out, but they still
[1:37:47] are entitled to El film LA as well.
[1:37:50] if they don't follow up with a family paid act,
[1:37:54] but I don't see out there lay and hear anything in here
[1:37:57] about, you know, what they would do,
[1:38:00] how they would go about getting out there in LA,
[1:38:03] or applying it for it.
[1:38:06] Onus and family leave, but I don't know,
[1:38:08] I will find out about that in LA.
[1:38:11] Okay.
[1:38:13] Well, that would also be part of the lease policy,
[1:38:15] so you could adopt it knowing that the changes
[1:38:18] are coming into the lease section, but then they can at least cover it and all the employees.
[1:38:23] I would just find that they have it, but it actually gets changed.
[1:38:27] Right.
[1:38:27] Just saying that it's going to come.
[1:38:29] No, we got this.
[1:38:29] We need to come out.
[1:38:30] No, no, no, no, no.
[1:38:32] No, no, no, no.
[1:38:33] No, no, no.
[1:38:33] We've got this virus.
[1:38:35] So, yeah.
[1:38:35] We've got this virus.
[1:38:37] We've got this virus.
[1:38:40] I see we did the one.
[1:38:41] I know we did.
[1:38:42] I see this when the military is in here, but I don't know why.
[1:38:46] I think that when we go to the office, we're going to explain the business.
[1:38:56] I was saying the military was in there and I think if we go back to Ken's email because I think he is too and I think that was one of the things that he had pinned up was the FM LA was missing too.
[1:39:09] But it's breaking it down the way I noticed that it's broken down 20 million different pieces in here.
[1:39:15] It's like family of maternity leave.
[1:39:17] Yeah, I know that's in the family.
[1:39:19] Emergency closing of the relief.
[1:39:21] Granted leave.
[1:39:22] That's it.
[1:39:23] It like all kind of go into one thing for FMLA because I know.
[1:39:27] I don't think.
[1:39:28] And you can break it out.
[1:39:29] Maybe I stop underneath FMLA.
[1:39:32] So mine, mine at work, I have FMLA but I have to use my leave.
[1:39:37] I am eligible for FMLA, I turn in the paperwork and then I have to use my leave when I've exhausted
[1:39:42] that all of my leave options, then I have so long
[1:39:45] for them to not fill my position,
[1:39:48] but I just don't get paid that I move to unpaid leave.
[1:39:51] But that's all documented, that would need to be,
[1:39:53] that's what it would be documented.
[1:39:55] But under illness and family need, that that doesn't sound
[1:40:00] like I've done that way to me.
[1:40:01] That sounds like we're giving them like five days,
[1:40:04] like, well you still have to rely for at the moment.
[1:40:06] You do, and it has to get the doctor to find the forms
[1:40:09] in the event.
[1:40:09] that, which we probably don't have this once?
[1:40:12] I'm using this as a good run for you.
[1:40:14] Yeah, no, it's a same.
[1:40:14] We wouldn't need that soft part of that whole thing.
[1:40:16] I think we'd have to.
[1:40:18] Just looking over this, for instance,
[1:40:21] it's time for full-time employees.
[1:40:24] I always was on such a full-time employee with 36 hours.
[1:40:29] But yeah, every job, and then I'm looking it up.
[1:40:32] And the Department of Labor is different from IRS,
[1:40:35] Department of, you know, BLS, just want to make sure that we're not pigeonholing
[1:40:43] ourselves in saying one thing when actually, you know, it's not not gonna say
[1:40:50] that, you know, four hours to make a break it, but we also don't want somebody
[1:40:53] come and say, hey, I'm actually a four-time employee because I work 36 hours over a
[1:40:59] certain period of time and that's be violating of it because, you know, we have
[1:41:07] And I can tell you, I've run that problem before, where I've had a part-time person bumping up against full-time hours.
[1:41:14] And if you run a certain amount of hours for over a certain period of time, they have a legal stand on saying, hey, I'm basically working full-time hours, but not getting any benefits from it.
[1:41:27] I just want to make sure that somebody has looked over this, that is warm.
[1:41:33] Well, legit, we've got it, there are insurance carriers, so I mean, it's a seed for a general
[1:41:40] industry.
[1:41:41] It's 40 hours, 35 hours is for the U.S. per-year-old labor statistics to measure full time.
[1:41:47] 30 hours is the minimum threshold under federal health care law.
[1:41:51] Yeah.
[1:41:53] That was an example of just looking at making sure that you had somebody book over things
[1:42:00] You legit went through it and you had her about a month before I got it back and you
[1:42:09] know that in the harassment area I did change a lot, not a lot, but it was changed to be
[1:42:18] the...
[1:42:24] let's see...
[1:42:25] shall I get off the phone.
[1:42:28] WI of the phone.
[1:42:28] That's on page 31.
[1:42:33] You got 30?
[1:42:34] 38?
[1:42:34] 30?
[1:42:36] 26.
[1:42:37] Six-raise-color ethics.
[1:42:41] Whatever it is.
[1:42:42] Eight.
[1:42:42] Yes.
[1:42:43] Disability, pregnancy, religion, genetic information, military status, hair, texture, style, or any
[1:42:50] other legally protected characteristic.
[1:42:52] parents are resting will not be tolerated.
[1:42:56] That's for every harassment.
[1:42:59] So we went from like,
[1:43:01] for your four items to all long,
[1:43:04] from that probably?
[1:43:06] Yes.
[1:43:13] Okay.
[1:43:15] If you're, go with this, we can introduce it.
[1:43:19] We can adopt it, go to adopt it.
[1:43:21] And then knowing that it's still a work of progress
[1:43:24] for the leave portion.
[1:43:27] Because then they can use it in their training and we can have all the employees sign off that they went over it and covered it's covered.
[1:43:35] So, I have it.
[1:43:37] And ask Lindsey about the piece that you instant to about full time.
[1:43:42] Right.
[1:43:42] Full time and whatever FMLA piece we need to might need to stick in there.
[1:43:47] Just a step.
[1:43:47] It's understood that they have to use the leave that they have and they have to apply for it.
[1:43:53] Right.
[1:43:53] Okay, so for here with that, then I'll take the motion to adopt resolution 2026-04 resolution to amend and adopt the Town of Fettlesburg employee manual.
[1:44:05] Resolution, I'm sorry, motion to adopt resolution 2026.
[1:44:12] on the bill.
[1:44:12] Is it
[1:44:13] 0 4-20-26 or
[1:44:15] 20-26-04?
[1:44:16] 20-26-04, a resolution to amend and adopt the talent of
[1:44:22] our expert employee manual.
[1:44:25] Councilmember Berbison.
[1:44:27] Councilwoman James.
[1:44:28] Councilwoman Souff.
[1:44:30] Councilwoman Aaron.
[1:44:31] Mayor Adler.
[1:44:34] Next is the ordinance, the planning and the introduction for the zoning ordinance
[1:44:41] prohibiting data centers.
[1:44:44] So everybody receives a copy of one with the ordinance 2026-07 because it is modifying
[1:44:53] the districts, the ones that math that we have here, and permitted use.
[1:45:00] This is, it needs to go through planning and zoning. So, the motion would be to send this to the planning and zoning meeting, which is August, what?
[1:45:11] Okay.
[1:45:15] So, this would be the motion that we need is to send this to planning and zoning. They would review it, send it back to us for the September 9th meeting to then schedule adoption and public hearing for 15 days.
[1:45:31] after that. Yeah.
[1:45:34] I have a question and Lindsay's not here, but I know without a shadow
[1:45:38] of about 250% when she was sitting here at the last minute meeting, we asked her specifically
[1:45:46] and she wrote a note to the effect that she was going to say that in the definition that
[1:45:52] she's going to include that this is to include technology because the name of the place is
[1:45:57] as a tech center so technically that's a loophole as they can get by and say hey you're a
[1:46:02] tech center not a data center and so she was going to put technology in the definition
[1:46:06] and I don't see that.
[1:46:07] I remember you bringing that up, I don't remember most, oh she said she put this in but I think
[1:46:13] that just using the word technology is way too broad because you're going to eliminate all
[1:46:19] sorts of things that fall under control.
[1:46:22] But if it's same place who's already calling themselves a tech center, I know I don't
[1:46:27] You could see the definition here of a data center.
[1:46:30] So you're an established on a facility building,
[1:46:32] a series of groups of buildings that are primarily used
[1:46:34] to house computers and network systems, computer storage,
[1:46:37] equipment servers, and associated infrastructure
[1:46:39] to store managed process.
[1:46:41] And transmit digital data and associated components
[1:46:43] related to a digital data operation.
[1:46:45] But do you think about the other things
[1:46:47] that come you on a campus?
[1:46:49] I was out of that definition.
[1:46:50] Well, so that would be allowed to have the data center part.
[1:46:53] It would be allowed to do those stuff.
[1:46:54] It would be allowed to have the building
[1:46:56] And when the tech sector is necessarily bad,
[1:46:58] as long as it's not a data center.
[1:47:01] I mean, that would be the way that this would be,
[1:47:03] that would be your way around that building wouldn't be allowed
[1:47:06] because that building is not a permanent use.
[1:47:08] Everything else is.
[1:47:11] But this would not be.
[1:47:12] But when you say technology center, what are you allowing?
[1:47:15] I mean, they may be used, they may not be there.
[1:47:18] Whatever, you know.
[1:47:19] You can put in some sort of cultural term that says,
[1:47:22] you know, a data center and all other names that would describe the, but their tech center
[1:47:32] is a room of computers that students can go on to. Right. No, I mean, I mean, yeah, I'm
[1:47:37] definitely not a data center. You know, I mean, it could be like, well, I mean, it could
[1:47:43] be like, is this building a robot? It could be, I don't know. It would be the same. I work
[1:47:47] in technology. So it would be the same thing. Like, I'm just going to put it in. It's going
[1:47:51] still be a data center, but I'm going to call it technology.
[1:47:54] But as long as I mean, if it, if what they're building though was what this definition
[1:48:01] of data center, if you could call it a cow, but if this is what it is, you know, I mean
[1:48:06] it doesn't fly.
[1:48:10] I'm just making sure we don't have another situation where we have a business coming
[1:48:14] to town and say one thing like hey, we're going to grow indoor marijuana and there's not
[1:48:20] going to be any scent and we still know we.
[1:48:22] Well, that was because there was no extra ordinance pertaining to said specific, well, I wasn't
[1:48:29] saying.
[1:48:30] No, no, no, I know, but I'm saying that that's why right because there wasn't, that's
[1:48:35] what you were told.
[1:48:36] But there was an additional close those locals when we say band, we mean band, we mean we
[1:48:41] don't want to hear about that.
[1:48:42] Oh, no, so that's what you learned.
[1:48:44] Right.
[1:48:44] We don't want it.
[1:48:45] Right.
[1:48:45] So what you learned from that is that if you were, if you were to, let's say somebody
[1:48:50] also want to grow here because it's a permitting, permitting use because it was medical right so
[1:48:55] medical manufacturing is a permuted use in our industrial. So you would say there would be
[1:49:01] the caveat if you are growing like cannabis or mushrooms or whatever right there cannot be any smell
[1:49:07] right because you've now regulated that we have a pollution ordinance that we already have a pollution
[1:49:14] is pretty I mean pretty loose like the sound ordinance also was kind of subjective right so you didn't
[1:49:19] We didn't put them in a box, we didn't know we had to put them in a box.
[1:49:22] I also understand, friends, point here to the other end that they are using basically our old comp and saying,
[1:49:31] well, it says data center, and they're using a language to get in, even though the data center probably doesn't use it at all.
[1:49:38] They're saying the ordinance says technology, so technology, you know, this technology,
[1:49:45] that you think about, in fact, when that ordinance was passed, there was not data
[1:49:50] sentence back in the mind. So let's be realistic. No, but that does trust us to be hard
[1:49:54] to argue in front of a judge. No, but they could, I mean, at least with the data
[1:49:58] center, the judge could say. I think that is your bill. What I'm saying is they call them,
[1:50:02] they call themselves, what, what's the name, feelcress technology? Feelcress technology?
[1:50:06] Feelcress technology. Feelcress technology. Feelcress technology. So what I'm saying is,
[1:50:11] whatever they're going to bring in there, I don't want them to be saying we're
[1:50:15] a technology center under the guys of the ordinance is saying that technology is allowed
[1:50:20] there, whatever it is that they bring there.
[1:50:23] Because I feel like once you allow it, it's almost green rather than that's just like
[1:50:26] you allowed the marijuana, like the marijuana plant is here, we were told one thing and it's
[1:50:32] something different.
[1:50:33] So I just want to make sure that when we say we are banning this, it's not a poll within
[1:50:37] this ordinance, that's allowed them to get through it.
[1:50:40] That's a responsibility, the people said they don't want this here.
[1:50:47] We're saying we're banning it, we voted to ban it, and we should make sure that it's airtight
[1:50:51] that it can't be here. I hear what you're saying, but you voted for a data center, not for technology.
[1:50:57] I don't think you can move. But they can't leave out all the time.
[1:51:01] There are different things. I work in technology. I work in a data center.
[1:51:05] They find technology. What are technology centers?
[1:51:09] Right now it's the service desk that I worked at when 15,000 teachers are gone back
[1:51:14] to work.
[1:51:21] And Abby, you can text Lindsey because she says she's available by text because she's
[1:51:25] doing something whatever.
[1:51:26] A dedicated facility, an organization that, now this is an AI overview, a dedicated facility
[1:51:32] organization that promotes innovation research and practical application of new tools.
[1:51:37] It acts as a bridge between scientific research and industry needs, helping business develop
[1:51:43] and use advanced technology, applied research, research, sharing, digital training, business support,
[1:51:49] common types are industrial hubs, community labs, and corporate centers.
[1:51:55] No.
[1:51:55] Don't text me.
[1:51:57] Or says, ask anything.
[1:51:58] Does this include data centers?
[1:52:00] It will, it probably can.
[1:52:02] Exactly.
[1:52:03] And that's what I'm saying.
[1:52:04] That's a good whole word.
[1:52:06] If you're willing, you're willing, you would not have a lot of data centers.
[1:52:08] You're excluding a data center.
[1:52:12] part.
[1:52:20] My thing is Lindsay agreed to it and she said that was that was a way to put it in there
[1:52:25] is to include that and it's not in there. So I don't know if she forgot about it or she changed her mind
[1:52:30] but I would want to know why. She says the Technology Center can include a data center but it depends
[1:52:34] entirely on the type of purpose of the facility. When it includes a data center it's a corporate
[1:52:40] tech center, research university hubs can have now I have it we have a in my building at River Road
[1:52:46] We actually have a small data center.
[1:52:49] We call the fish bowl that's got 30 servers in it, right?
[1:52:53] And networking and routing equipment.
[1:52:55] That would be considered, we call it the data center
[1:52:57] because it's part of our infrastructure.
[1:53:00] We have two in the rental county.
[1:53:01] In my, for my work.
[1:53:03] Well, my vote for no means no.
[1:53:06] No matter how they go out there, whatever they're playing,
[1:53:08] whatever they're playing, I say no.
[1:53:10] Okay, so you don't want to send this to play.
[1:53:11] If I want to know what, I want to,
[1:53:13] if y'all can call Lindsay or TechSurf
[1:53:15] to ask her why it's not in there why she said yes it's going to be in there and now it's not
[1:53:20] in there I would like to know what was her legal reasoning for not including that in there when she said
[1:53:24] it should be when she said right there and said it.
[1:53:32] Yeah as broad as you need to be you need to
[1:53:35] almost overly broad.
[1:53:40] Yeah I don't find it suspect that like all these people keep sending us stuff
[1:53:44] about data center trying to get us to bring a data center to celebrate that don't seem weird to you
[1:53:48] Well, there's all the right to stuff too that just up in this, but I'm just saying, but why I thought it was work
[1:53:53] Why not didn't why not somewhere else? Why not enough was why not in their neighborhood?
[1:54:04] But I'm just saying why not in their neighborhoods?
[1:54:11] We already know what your answer is
[1:54:21] We've got a call to shoot the answer.
[1:54:23] Well, she sends a call with what?
[1:54:25] Oh, yes, she did.
[1:54:26] She did.
[1:54:27] She did.
[1:54:28] Oh, my God.
[1:54:31] Okay.
[1:54:32] Well, we can do well.
[1:54:34] We have public comment.
[1:54:35] So if you're here for public comment, if you signed up.
[1:54:38] I didn't sign up, but I got it now.
[1:54:41] I'm getting it.
[1:54:42] I'm getting it.
[1:54:42] I'm getting it.
[1:54:43] I'm getting it.
[1:54:44] I'm getting it.
[1:54:45] Miss Web is first.
[1:54:46] I don't know.
[1:54:50] And you're not going to like what I have to say.
[1:54:53] Now that we put the moratorium on data centers, we know nothing about data centers personally.
[1:55:01] We've never been in one, we've never seen one, we've never researched one, except to
[1:55:06] do Google.
[1:55:08] I suggest that we go to actually research data centers.
[1:55:12] They are going to come whether we want them or not.
[1:55:15] We can be on the ground floor and get benefits and put down the limits, or we can be forced
[1:55:25] by the government to do it.
[1:55:27] It's coming, no matter what you say, every day on the news I hear it.
[1:55:33] And they're saying, a lot of what they're saying is on several channels, it depends on what
[1:55:39] you listen to, that there's a lot of fear mongering.
[1:55:42] there's people from China who are starting it sounds crazy, but they're having
[1:55:50] these groups that are marching around with their signs. No data centers. They don't
[1:55:55] want us to have data centers. They're going to have them. AI is here. We're not going
[1:56:01] to change it. I'm not saying yes, I want a data center. I think we need to
[1:56:06] research it. We need to actually look into what we're talking about. This could be a
[1:56:12] boon for our community and we could miss it or we can look at it and say
[1:56:18] are you crazy this is the dumbest thing I've ever heard but we don't know
[1:56:22] any I don't know anything I've read and read and looked and I can't I can't come
[1:56:28] up with a yes I like it or no I don't because I don't really know can I say
[1:56:33] something yes I literally came here from the airport today and just where I was
[1:56:38] What is that?
[1:56:39] I went to Eric Barclay, so word, data centers are popping up here there and there.
[1:56:43] Uh-huh.
[1:56:44] And that's what Brady did.
[1:56:45] I told two of them.
[1:56:47] Did you?
[1:56:47] I did.
[1:56:48] Good for you.
[1:56:49] Is that what I wanted to do?
[1:56:52] And of the two that I toured, one was very noisy.
[1:56:54] And the neighbors around there did not like it at all.
[1:56:58] One of them actually has a closed-loop water system.
[1:57:00] Right.
[1:57:00] And it's in a big thing with little rock right now.
[1:57:05] Right.
[1:57:05] Because guess what?
[1:57:06] the closed-loop water system, the same one that they're proposing, it says we're not going
[1:57:10] to tap into your water. We're not going to do this. Guess what they need now? They need
[1:57:15] the water from little room. So there is there is pros to it and I'll be the first person
[1:57:21] to say I'm against it and there is pros to it and I talk to the people who work there.
[1:57:25] There are not a lot of jobs as they proposed. That's not an issue. However, there are pros
[1:57:32] to it. And I'll be the first person to be transparent and honest and say there are
[1:57:35] pros to it and there are cons to it as well. The cons scare me more than the pros. And
[1:57:43] that's why I'm against it. You know why or so. If they said like we're going to go out
[1:57:46] there in the woods somewhere in the middle of the woods outside of Federalistburg, away
[1:57:49] from everybody's houses and do this, I'll probably be like yeah, but they can't do that.
[1:57:53] You know why? What I was told, we can't do that because we need your water infrastructure.
[1:57:57] Even the close, the manager of the close, the facility who, oh, we got our own water, our own net, we can't build it out in the middle of nowhere because we need your water infrastructure.
[1:58:07] And how old is that data center?
[1:58:09] I want to say it's two years old.
[1:58:11] Because they're changing constantly.
[1:58:13] The one that I heard on the news, of course, was that they have, they're upgrading because it's a constant, constant demand.
[1:58:22] and we need to see what's out there,
[1:58:27] and right now that they're promoting.
[1:58:31] I'm not saying, I don't want a lot of the noise.
[1:58:33] I don't want them draining the water,
[1:58:36] but I also don't want this town in the pits.
[1:58:39] And I know, I wouldn't say our town is in the pits,
[1:58:43] but what I will say is this, the one that was noisy,
[1:58:45] the one with the closed water loop system
[1:58:50] was not as noisy as the other one that I went to and that one was close to a
[1:58:54] highway a major highway and I could hear it over the cars on the highway that's
[1:58:58] how loud it was because I know someone who lives near one but they said they
[1:59:03] live in a more they live in a residential but they also have airplanes so we
[1:59:08] we can't stop our plane noise either you can't and guess what in the two weeks
[1:59:12] I'm going to Chicago and guess what I'm gonna do when I'm in Chicago they say
[1:59:16] that's in Chicago as well, but that's the thing I'm not saying I don't say no just to
[1:59:23] blindly say no. I say no because I'm actually looking at it and I can see here I wanted to do. I wanted to go see one.
[1:59:30] I want to see one. It's really cool on the inside. I feel like you're in a whole other dimension with all the.
[1:59:35] It's really cool. I'm sorry if I kid you not. The inside of it is pretty cool to have really the security
[1:59:43] was top-notch, like I couldn't bring my phone on the inside of it, I couldn't
[1:59:48] bring my purse on the inside, it was like, hey you come in, come through to
[1:59:51] order. Does it have its own electrical system? They showed me something that
[1:59:55] looked like an electric grid. Yeah, I couldn't quite tell that it was there.
[2:00:00] There's to be specific because it looked like it might have been connected to the other power stuff that I will see. That's what the government's requiring now. That if you build a data center, you have to have your own electrical source. But it still looked to be connected to, like, little rocks system generator system. You could, like, have it. Each one or two was, but they're still building. There's even though the people are against it, like, their, their leadership isn't so does they listening to the public.
[2:00:29] they're more so like we're going to do this but the thing of it is what I've been saying all along
[2:00:36] even there the cities and the towns don't get the money that you think like we keep saying it's
[2:00:42] going to help Donaldsburg is going to help Donaldsburg but you gotta realize one thing that I learned
[2:00:46] when I was there was that off top of your state gets the most of that money then your county gets
[2:00:53] the next amount of the money so much of it is going to your school some of the stuff is going
[2:00:57] And then whatever's left is going to whoever knows that's not what I've read exactly how it is.
[2:01:02] Did they have a community benefits agreement with whoever they have billed in?
[2:01:05] No, that I didn't get into.
[2:01:07] Okay, because that would be where he did the money because that's what put you in the budget.
[2:01:10] And that made a certain stance with the gut.
[2:01:12] I'm just saying, no, if you can make them put stuff in the community,
[2:01:17] that if eventually we're going to be forced into it.
[2:01:20] There are conditions that we can at this time because we're not forced into it,
[2:01:26] because I know they're coming.
[2:01:28] They keep telling us, and AI's coming fast.
[2:01:32] And so, that's why I think we need to look into it
[2:01:35] just to know more about it.
[2:01:36] There's an incredible amount of money being tossed
[2:01:39] around between seven different companies right now,
[2:01:42] in incredible amount of money.
[2:01:44] And so, I'm going to borrow $20, to spend $20 to give you
[2:01:49] that $20 to let you get it.
[2:01:51] By the time you've done that, that person's spent
[2:01:55] get in that next $20 and just go around and around and around. Be it the chip people,
[2:01:59] be it the data center people, and we're in a incredibly large bubble wave.
[2:02:03] And it's an arms race to build as fast as people can,
[2:02:07] until we can put restraints on it. Or, as you're saying in China,
[2:02:12] it's arms race against other countries because we need to get ahead.
[2:02:15] The scary thing that someone told me.
[2:02:18] Is that right?
[2:02:18] Yes.
[2:02:19] It's someone's seat time.
[2:02:23] What they really wanted to do in China is when they did the English.
[2:02:28] I heard that on the radio.
[2:02:33] Thank you.
[2:02:37] He works there.
[2:02:38] He said he didn't want his language.
[2:02:42] But he said he wouldn't want his language.
[2:02:44] So I'm Steven Parks, a couple of things I want to point out, I know you want to ban it.
[2:02:52] There's a whole process that needs to be done before you can ban something.
[2:02:57] We need to have studies done, something certifiable that you can use for your reasoning for banning it.
[2:03:03] Just to say that we don't want it here, there's not a reason that's going to get us sued.
[2:03:08] We have a $3 million a year budget to work with.
[2:03:12] We're over here, pinching pennies, trying to figure out ways to do things and we're struggling.
[2:03:18] We haven't even talked about the roads, the infrastructure underneath, the sinkholes,
[2:03:24] the sidewalks.
[2:03:25] I mean, these sidewalks are tripping at us.
[2:03:27] That's a loss who's waiting to happen.
[2:03:29] I mean, our infrastructure out front, you know what I mean?
[2:03:32] This is town hall.
[2:03:33] I mean, people should be proud that people went to our town hall, borderline and barracks.
[2:03:39] You know what I mean?
[2:03:40] You're looking at that kind of stuff.
[2:03:41] there's no other avenue for money okay you got to think about it like that
[2:03:45] what else is going to generate revenue for the town that means to pave a road
[2:03:51] I would imagine from let's say South Main Street to University one road I
[2:03:56] would imagine is going to cost somewhere between one million and two million dollars
[2:03:59] right to do one road that's just a pavement that's not to do all the
[2:04:03] infrastructure stormwater drains and then you also got to consider all the
[2:04:08] sidewalls. Okay, these are real problems in this town that we can't even begin to address
[2:04:13] because we got problems with our water treatment plant and these other things. So we got
[2:04:17] to come up with some kind of solution, right? And I'll beat my head against the wall trying
[2:04:21] to figure out another solution. That's not going to, you know what I mean, that would fit
[2:04:25] what you guys think belongs there. Now the thing is, the reason why it wants to go there,
[2:04:31] it's not that the data center picked fettlesburg, okay. These people own the property, they
[2:04:37] we're going to do a warehouse to do a shipping and receiving, you know, that kind of like an
[2:04:41] ancient embed, right? Then they pivoted because they realized how much it was going to cost and
[2:04:45] all that kind of stuff. Come up with the idea of the data center. So then they hired a guy that was
[2:04:50] knowledgeable on data centers. That's who showed up to the gymnasium, right? He got ruffled a little bit
[2:04:55] and he just made the situation worse, right? Because he didn't have any answers. And nobody had any
[2:05:00] answers because they don't have any answers. They were just looking to say, hey, we're going to
[2:05:04] educate you on this this is what we're thinking and then they got berated right very
[2:05:09] unprofessional very childlike all right we're grownups here I mean this is a
[2:05:13] business this town is a business and we got to view it as a business we got to
[2:05:17] look at it like we got real problems okay we can't just say let's get a
[2:05:22] manufacturing company to go there they own the property they got to say what
[2:05:25] goes there you can do right and even if we get a manufacturing company you guys
[2:05:30] they've mentioned a John Deere how do you get John Deere to manufacture here and
[2:05:34] not to see for Delaware where you don't pay any tax, right?
[2:05:37] You give them tax incentives.
[2:05:38] So we give them tax incentives coming in.
[2:05:40] Well, what's that doing for our town?
[2:05:42] Now they're utilizing our infrastructure
[2:05:44] and there's nothing, right?
[2:05:45] Right now we are in a unique opportunity, okay?
[2:05:48] Here's the thing, with the data center
[2:05:50] that I've researched and everything, okay?
[2:05:53] You don't hear it, right?
[2:05:54] We can say, listen, at 60 decibels to the wall
[2:05:58] or whatever the fence, that's what you're allowed to, right?
[2:06:01] and to put it in perspective, what 60 decibels is is you drive up the solo cup and you stand across the street at 60 decibels across the street as solo cup, right?
[2:06:12] So we can command all these non-negotiables based off of the approval, right? And number one has to be the power point, right?
[2:06:20] So one of the things that I was talking to them about was, well, if you guys build a power bank can you build enough to offer our town something?
[2:06:29] Would you entertain, you know, giving, you know, the electric to the town? And they said, absolutely, we definitely would.
[2:06:35] So this goes back to what Ms. Kim was talking about is these were the kind of things that we can kind of put in our requests that said, listen, you know, their tax dollars is not enough.
[2:06:44] You know, you know what would you commit annually to our town to make our town better a better place?
[2:06:51] So you know, so you know to own rules of law, I don't know that, I don't know, but you have a conversation with the hand of the town.
[2:06:58] I haven't talked to them on the behalf of the town, I've talked to them on the behalf of me, because like I said, I told you the last meeting I was at, because I want to be knowledge, but I know what they got for you.
[2:07:07] We were able to get in contact when we had meetings and conversations to get all of these knowledge.
[2:07:12] We had to get to have a conversation with them or anything so we don't even know who they are.
[2:07:16] Like, you're not one of them.
[2:07:17] They're not one of them.
[2:07:20] Well, I don't even listen to you.
[2:07:22] You know more than we know.
[2:07:25] And we've been sitting here with the...
[2:07:26] Well, that's not a bad assessment because I asked him.
[2:07:29] I said, you know, Brandy James said that she reached out to you guys
[2:07:32] and sent you along with your list of questions.
[2:07:35] Did I not?
[2:07:36] right and you know they said they said they responded they sent you a 50-page document
[2:07:42] would it hurt? would they send me the same exact date? the 50-page document?
[2:07:48] yeah they basically was they wasn't answering and you got my questions they sent you the same thing
[2:07:52] I don't know what you're questioning or I just I question them a lot they don't answer
[2:07:56] and they answered with they did answer
[2:07:58] we gave this we gave a 50-page document they didn't answer not one of my questions
[2:08:02] okay so let me ask you that sorry if you don't hear it okay they're generating enough power
[2:08:08] but see that's my fault you can call them and ask them bring the chance yeah she is
[2:08:12] you should have said come come with me to this town council and talk to them face to face
[2:08:18] we'll see it but can I finish what I'm doing and then I'm going to make an offer okay so this is
[2:08:24] and I'm not making an offer it sounds worse okay but here anybody so this is the thing I
[2:08:28] I asked them, I said, would you be willing to build a power plant big enough to supply the town with electricity?
[2:08:34] They said absolutely. They would supply the town. The town would have an electric bill.
[2:08:38] You would still have a surfer charge because they don't own the utility lines and all that kind of stuff.
[2:08:43] They don't have more power in them, don't own it.
[2:08:45] So that's one of the small incentives that they would be willing to do.
[2:08:49] Then they talked about doing scholarships and they talked about building firehouses and employing police officers
[2:08:56] to actually have it fully fire fires right which we need we need them fully fire
[2:09:00] but these people do risk their life for a tax break that's insane that's
[2:09:05] crazy right these are the guys you go to a federal fair of elementary that
[2:09:09] school literally looks almost identical to the way it did but that's what I went
[2:09:13] there for you but the county is not giving us the money we're begging for money
[2:09:23] and they're not giving you.
[2:09:24] We don't have to, they're going to get a whole
[2:09:27] of the money, doesn't want to get in there.
[2:09:29] If we make an incentive, but if we make an incentive,
[2:09:31] if we incentivize it as, listen,
[2:09:33] if you donate 25 million a year to the town,
[2:09:36] let's just say that's a drop in a bucket to them.
[2:09:38] That's everything that changes everything.
[2:09:41] So I think you were just saying,
[2:09:42] yeah, you're saying it now, we can go ahead
[2:09:45] and we can do more of this, right?
[2:09:47] They can say, you know what, we can be sure you're well-free.
[2:09:50] We have a whole bunch of other people online,
[2:09:52] I'm not going to bring more of you there for me.
[2:09:54] I'm a firefighter, which is quiet.
[2:09:56] This is start to sound like fast experiences in a country
[2:10:00] of a company that are questions for a big picture sheet.
[2:10:04] And they say, the splight out, boom, look at that.
[2:10:09] So they may have to do a eye-wording.
[2:10:11] And I get what you're saying.
[2:10:13] And that's, you know, I don't like these chains on either.
[2:10:16] I don't like the idea that this could be a four-mile.
[2:10:19] or this could follow up the town.
[2:10:22] When you're left with both those
[2:10:23] and it is very little in the middle
[2:10:26] like it's still recently.
[2:10:28] So that's why we should have
[2:10:29] a bunch of non-negotiables brought up.
[2:10:32] We should say like this is non-negotiable.
[2:10:35] You don't bump water from here.
[2:10:37] You don't bump water into here.
[2:10:39] You bump it into holding tanks.
[2:10:40] With that kind of money that would come to our town,
[2:10:42] we would have so many new town employees.
[2:10:45] We would have to hire committees.
[2:10:46] We have committees to hold them to the clock fire, you know what I mean, we'd say listen before that water gets pumped out, and from what I understand, they purge their system about once every year, right, and it's 100,000 gallons of water, right, which is not a lot of water, it seems like a lot of water, they've earned three to four percent, so let's just say they're 140,000 gallons.
[2:11:08] Your average form uses 6 million gallons annually, your average form.
[2:11:14] Your average irrigation uses 250,000 gallons of load.
[2:11:17] I would imagine you'd probably waste 100,000 gallons on the roads because they don't stop
[2:11:22] when it comes to the roads, it just sprays on the roads.
[2:11:25] So water is not an issue.
[2:11:27] Power is not an issue.
[2:11:28] But do you say that 100% certain people, they are building right?
[2:11:34] Somebody else is going to be leasing it.
[2:11:35] And what they do on that property, what they will, we won't know.
[2:11:38] So that's why it's not the way I'm seeing it.
[2:11:41] Can you stand here?
[2:11:43] 100% as a person from the battleship.
[2:11:45] You can say that they are not looking to use our order.
[2:11:49] You can have whatever.
[2:11:51] Whatever I'm making, yes or no?
[2:11:52] Yes or no?
[2:11:53] Can I say that?
[2:11:53] Yes.
[2:11:54] You're not building the data center.
[2:11:55] I'm saying that you're speaking on every hand.
[2:11:57] But what I can say is that if I was to approve it, whatever I would approve,
[2:12:02] would convey with the property so they sold it to so and so whatever that
[2:12:07] conveys and it would be worth it if they were willing to lock in everybody in
[2:12:12] future successors and into whatever whatever whatever regulations we put in
[2:12:16] that it was for its own set for that.
[2:12:19] These are the things that are baked into our approval so just like this if we
[2:12:24] could say we approve a data center but we only approve the data center if we will
[2:12:28] allow that to build the power plant first right and then we approve the
[2:12:32] fire plan, but then guess what? They have to go to the state level to get approval for the power plan.
[2:12:37] What the state says now, we're not going to lie, you put a power plan there, so then guess what?
[2:12:41] That kills a whole deal in itself right there, right?
[2:12:44] These are the kind of things that they would take, all the responsibility, all of us, and all the
[2:12:49] nutritious nature of things, all of us, if we were to do that.
[2:12:53] I'm just saying we're going to band it without having the proper studies done.
[2:12:56] I just feel right to me and this is something to more to you because our question is I get where you come from I understand that you don't know these people.
[2:13:07] I see this relationship. I wish it would stop trying to sell it like that and listen me and you are not going to get on that kind of time.
[2:13:13] I don't know these people, okay. This is not going to sell it like I'm friends. You know what I'm selling? I'm selling prosperity to a town. That's what I'm looking for.
[2:13:25] What? You don't even know that. We don't even know that they're going to actually sell this because we sell the God.
[2:13:32] But what I'm saying is, it's going to be a building there that's going to have to be leased out to someone.
[2:13:38] What happens if they don't lease it out? What happens if no one leased that building out? They are stuck there with the building, right?
[2:13:46] So there is no prosperity.
[2:13:48] This is a one simple thing.
[2:13:50] But you understand the building with me in place.
[2:13:53] But what I'm going to say in here is,
[2:13:56] we're here at a bayonet.
[2:13:59] What other options are they willing to bring on that property outside of the desk?
[2:14:05] It's a conversation and that's why I wanted to get back to you.
[2:14:07] So I wanted to tell you that they wanted to have a meeting with people,
[2:14:11] but they want a small meeting.
[2:14:12] We're not worried about getting the stunts and they want to talk to us longer.
[2:14:16] It's exactly right and that's what it is.
[2:14:21] Right.
[2:14:23] I agree. I agree. I'm just conveying what.
[2:14:30] Right.
[2:14:33] Well, it's just because I've reached out and I tried to have this.
[2:14:36] I'm reaching out, they should be reaching out.
[2:14:38] I'm asking, they should be with us,
[2:14:39] and they should be with us.
[2:14:40] Oh, I agree.
[2:14:42] I think you're at the mountains.
[2:14:43] But I told them, I will tell you guys that they should be
[2:14:46] all in us.
[2:14:48] And I'll tell you.
[2:14:48] Give us their help.
[2:14:49] We don't even have their help from them.
[2:14:50] Yeah.
[2:14:50] You don't know how to contact them.
[2:14:52] It's your family.
[2:14:53] I'm a bad family, so I'm very proud of them.
[2:14:55] And this is just a huge help.
[2:14:57] I agree.
[2:14:58] I think you do need to go to them.
[2:14:59] It's a great deal.
[2:15:22] If you have a concern, a little bit of concern, you need to talk to the council, they need to talk to the council, they need to talk to the council.
[2:15:29] So, I wouldn't much rather have days there than a ball.
[2:15:32] So, how would you feel with that?
[2:15:36] Well, there, there.
[2:15:37] I don't know where he's going.
[2:15:38] I would only have the chance there.
[2:15:40] I actually want to put one in my room and talk to him.
[2:15:42] And I live over top behind.
[2:15:44] And I'll tell you why.
[2:15:45] A lot of kids live in front of the zoo.
[2:15:48] We're the second worst in the past.
[2:15:50] Our enemies are right here.
[2:15:52] And we're something new.
[2:15:54] Chris, do you want watermelons?
[2:15:56] We're waiting for a meeting.
[2:15:58] Yeah, so I'm trying to have...
[2:16:01] I'm just saying, I'm just saying to that...
[2:16:02] This is a way that they could say that.
[2:16:04] A real one, you have to be a big piece of life.
[2:16:07] Yeah, I'm not saying that.
[2:16:09] But they passed it, we're still in taxes.
[2:16:12] Over three years, we were...
[2:16:14] I mean, they kind of did with the...
[2:16:17] Look up the taxes.
[2:16:18] They haven't really been there.
[2:16:19] It was like the way it was at the thing.
[2:16:21] You can have a meeting with them.
[2:16:23] You can't just have a meeting with them.
[2:16:24] The public has no, because the violence of the meeting is that, right?
[2:16:27] So, you can have them come and talk, but you can't have them attacked by people other than me, right?
[2:16:33] So, no, no, no, you can't, but that's what happens with open public comment,
[2:16:38] like throwing the president in attack, right?
[2:16:40] And you have a dialogue with them without the people interrupting,
[2:16:44] because that's what happened at the thing.
[2:16:46] They were trying to talk to present.
[2:16:47] Right.
[2:16:48] We asked our questions, and then nobody could ask the question.
[2:16:53] I think that's the reason why they got attacked and said, if they had said we're being asked certain questions on what, like for instance, what's your backup orders by even giving an answer and I understand he's going to feel it, he doesn't have, why do you come to percent if you don't have that information?
[2:17:09] You know people, they put the car before the horse, and this is a thing, so I told them.
[2:17:15] And so, I gave them the car, and they made a warning to the cars, to give them the idea,
[2:17:18] I said to you, it seemed to be called so far, so I wanted to talk about things.
[2:17:22] I said to them, all three of them, I said, hey, look, I want a good group.
[2:17:26] I don't want that door channel, so I'm like, let me talk about this,
[2:17:30] because then all of a sudden, I get paid for things, I might say, that might not be the answer, true.
[2:17:34] if they were going to be up for it and like I'm looking at it.
[2:17:38] That's what they're calling out to Project Scale.
[2:17:41] If they're present at a scene that they might have had a
[2:17:44] enforcement season.
[2:17:45] But I think people missed really what that whole thing was.
[2:17:49] So the guy that gave the presentation was just knowledgeable about data center.
[2:17:54] He wasn't the guy that's going to build the data center.
[2:17:56] They didn't know what they were going to put there,
[2:17:58] because they're not building the data center.
[2:18:00] But what they were looking for is what the Tannar Fettlesburg would have heard, right?
[2:18:05] So they were supposed to educate us on data centers and we would know, like, what safeguards
[2:18:10] we would need.
[2:18:11] What are non-negotiants?
[2:18:13] Like, non-negotiants, we don't want you to happen into our electric group.
[2:18:16] We don't want you to happen into our water system.
[2:18:18] Those are non-negotiants.
[2:18:19] They need those kind of non-negotiants, so they know what package they're trying to sell.
[2:18:24] And until they had that, then they had nothing.
[2:18:27] They don't know.
[2:18:27] So this is a thing is too many too many things that weren't said and I think it's like it said their presentation was terrible. It made things even worse
[2:18:43] No, we're going to do our
[2:18:57] want to do, I don't feel like we need to go back to change what we've already
[2:19:00] voted to do. So what you voted to do and if our town attorney got it us, I'm
[2:19:06] Mr. Parks that we're going to get sued by the mayor. So if our town attorney
[2:19:10] told us that we can ban things and we want to get sued and then that goes on
[2:19:14] early, we'll record early, we'll hear license because she said if you're
[2:19:18] going to be in a gay bus, okay, but this is the way we can leave it, we will
[2:19:27] like that when you're alone, we really advise them.
[2:19:31] So, that's how we do it.
[2:19:32] So, if this is, we're gonna go on this,
[2:19:34] whatever Lindsey said, I appreciate Mr. Parks comment
[2:19:37] is being in his piece,
[2:19:38] because he's being here every evening,
[2:19:40] and he said his piece every evening,
[2:19:41] and I appreciate him because we didn't have to be here
[2:19:43] and he had to speak up, but he didn't,
[2:19:45] and I appreciate checking out on his things.
[2:19:47] Well, I guess I, I don't want to,
[2:19:48] I'm not bored of him.
[2:19:50] I'm not, I don't, I'm not affiliated with him.
[2:19:53] Like I said, I live in this town.
[2:19:54] I have to drive these roads just like you,
[2:19:57] everybody else. And I want a solution to all the massive problems. It seems like this is
[2:20:04] the only solution in my opinion. I feel like we're in a unique position, like Ms. Web
[2:20:09] said, to basically say this, we are entertainers, but this is our non-negotiations. And that's
[2:20:17] what we hold on to. That's what lawyers put them non-negotiables in place. That would
[2:20:22] So they were going to say, listen, what's on the property with list of approvals with non-negotiables.
[2:20:28] That's what they have to abide by.
[2:20:30] So the process is the way that we have it now, where this goes to planning and zoning and zoning discusses it,
[2:20:36] comes back here, and then there's a public hearing schedule for all of this.
[2:20:40] So in the meantime, there can be another presentation.
[2:20:45] There can be all that stuff that happens.
[2:20:47] Now, Lindsay has a response for technology.
[2:20:50] So, she said, I looked at the other definitions of data center, they were all very similar to what we have, and it didn't seem necessary to do technology, but they didn't introduce, and we can revise the definition of trying to adopt some of the definitions necessary.
[2:21:11] Okay so you would forward at the planning and zoning this way, planning and zoning would
[2:21:14] modify it and then send it back and then you would schedule. So do you want to start
[2:21:20] the question is, so we just need to make motion. You need to make a motion to forward at the
[2:21:24] planning and zoning. This goes to me one or the other thing. No, it goes to planning and zoning
[2:21:32] planning and zoning. You are modifying our zoning districts. Right, planning and zoning
[2:21:45] So you are making a motion to ensure that you are forwarding ordinance number twenty-twenties of access to seven in order to the mayor council.
[2:22:01] But you're referring it to the edits on back.
[2:22:05] Yeah, also introducing but we're not scheduling a public hearing.
[2:22:08] But that's when you're introducing it but you're not scheduling the public hearing.
[2:22:12] Well, you could but you have to you have to wait until it comes back from.
[2:22:16] Well, this is the public hearing should also be scheduled.
[2:22:22] Okay, then you would schedule the public hearing for the night.
[2:22:26] There's a lot of time to waste time with the cat.
[2:22:28] Yeah, there would be for the night.
[2:22:31] So is there a way to have the Marin Council and a small group of people
[2:22:36] and then have those guys there or it has to be just open your own?
[2:22:40] I was told that the public as well has to be public, meaning it can't be a special invite only.
[2:22:44] So, when planning and zoning is not done with it,
[2:22:48] temperate is not done.
[2:22:49] It would be for later.
[2:22:50] Well, then you would even have to postpone the public here.
[2:22:53] Okay, so the public here.
[2:22:54] But they cannot hurt, but they cannot purposely hold it.
[2:22:57] No, they cannot purposely hold it.
[2:22:59] They have to have a legitimate reason why they did not get it back.
[2:23:02] No, it's a penalty and zoning meeting.
[2:23:04] There are also people that come and speak there.
[2:23:05] That's a penalty meeting.
[2:23:07] That's a public meeting.
[2:23:09] I don't know, at the end of the day,
[2:23:10] it sounds like we're going against what the majority of the people
[2:23:13] over time, one by even entertaining us.
[2:23:16] I mean, that's why I accept throw it on a ballot.
[2:23:18] So therefore, you can actually have voters, you know.
[2:23:21] So here's the question, if you're stuck in on a ballot,
[2:23:23] are you doing the ballot, and so are you
[2:23:26] going to do this on the ballot, or are you just
[2:23:27] going to do this?
[2:23:28] But the thing with the ballot is, Lindsey was saying
[2:23:30] is that the people who live near there,
[2:23:33] you could only hold them, and my polling them,
[2:23:38] would there, even if the majority of them
[2:23:40] and says you don't want the data center.
[2:23:44] We are not, I don't know what they're saying.
[2:23:46] We can't, we don't have to go by what they say.
[2:23:48] But people in town have to.
[2:23:49] Yeah, but if you have people in town
[2:23:51] that actually want to have a committee
[2:23:53] to investigate it, I'm just saying, right?
[2:23:56] I'm asking you to say it.
[2:23:57] Then to come back with the exact same statement.
[2:24:00] You're the 300 people that showed up
[2:24:01] through our meeting, kind of made it pretty abundantly clear.
[2:24:06] And 200 out of 2008, I'm not sure.
[2:24:09] And how many people? Yes. And I get. But still, it's still what those who chose to say,
[2:24:16] those that chose to stay silent and those that chose to come and say, yeah, or need to
[2:24:20] it. I'm saying I've heard four people in favor, so far, between all the meetings I've
[2:24:26] been to. And then in the day, like the way I look at this way, if I put it on the ballot,
[2:24:32] and let's say they, the bulk people that is bouncing, no, it's going to be incredibly
[2:24:37] incredibly unpalatable for us to entertain anything further.
[2:24:41] It keeps us in check.
[2:24:44] It takes the weight of the decision law for our shoulders.
[2:24:48] And it's yet another means of, if we were to be
[2:24:51] under a lawsuit, that, you know, sure, you take his court
[2:24:54] but the majority of people voted against it.
[2:24:56] And I would highly doubt that we would have a majority
[2:24:59] of people voting for it.
[2:25:01] Well, so the job of our job is to not just
[2:25:05] of emotionally and to look at the facts of a project or anything.
[2:25:08] I do with reading the book.
[2:25:12] I have done it.
[2:25:13] I have done it.
[2:25:13] You have done it.
[2:25:14] I didn't have to spend my time touring the debt center.
[2:25:16] I didn't have to do that.
[2:25:17] I didn't have to leave my time researching this stuff.
[2:25:20] I've done my video.
[2:25:21] Probably more naval.
[2:25:22] That didn't work.
[2:25:23] They didn't let me bring them to my friends.
[2:25:25] I wasn't allowed to.
[2:25:27] I wish I would have.
[2:25:27] I wish I was because that was my purpose was to videotape everything that I said.
[2:25:31] Everything.
[2:25:38] I don't like it to be said like somebody didn't do their due diligence. I can't speak
[2:25:42] for what nobody else has done, but I've done my due diligence. And I'm not sitting here
[2:25:47] saying it and I'm very transparent and I'm not saying it's a totally bad thing. I have
[2:25:51] said it repeatedly, there are pros to it, but there's cons as well. And everybody who's in
[2:25:56] an elected official, appointed official elected official
[2:25:59] to represent the people, but I don't represent
[2:26:02] just Stephen Parks or Miss Mary Webb.
[2:26:04] I don't just represent you two.
[2:26:06] I represent everybody who is within the Incorporated Town
[2:26:09] of Federalist Burden Merlin.
[2:26:10] And if only 200 of them came out and said no, guess what?
[2:26:13] And four of y'all are saying yes, the majority wins.
[2:26:16] That's how it is.
[2:26:17] I can't just sit here and say I'm only listening
[2:26:20] to Stephen Parks because he's the most popular man
[2:26:22] on the block.
[2:26:23] Or because Stephen Parks has a million dollars,
[2:26:25] I'm just listening to him. I can't say that. Your intentions are good very good. I hear you
[2:26:31] I see you. I know what you want to do for Fatalsburg and I appreciate and respect that but I actually
[2:26:36] have to as a elected official listen to what the majority of those who are saying not just those who live
[2:26:42] where that center wants to go but those who've been in town too and that's where I go from because if it was
[2:26:48] up to me I mean my personal choice is my personal choice and I should not put my personal opinion
[2:26:55] and things. I try to do it from a standpoint of representing people and not
[2:26:58] granny. So would it be too much to ask? Let's just say before you ban it, you come
[2:27:05] up with a list of all the reasons why you would not want that data center to
[2:27:09] come here. One reason is 200 and some people that was in that gym days even. Take
[2:27:13] that out of the equation. I mean to make it out of the equation. Because a lot of
[2:27:18] people don't educate theirself and take the time to do it.
[2:27:21] Oh my God.
[2:27:22] Okay.
[2:27:22] I know.
[2:27:24] Oh my God.
[2:27:26] All right.
[2:27:26] That's the problem.
[2:27:27] Next for public comment.
[2:27:28] Well, people came to the meeting on the ready.
[2:27:31] Yeah.
[2:27:31] They'll speak.
[2:27:32] They did.
[2:27:33] They did.
[2:27:35] And we got the marijuana building.
[2:27:36] All right.
[2:27:37] So a little bit more on the down the center thing.
[2:27:40] I believe when people were sitting here talking about what money is going to be left over
[2:27:45] for the town after the state and the county take bears I believe it was mentioned
[2:27:50] that because we're incorporated we also have like some sort of tax on what they
[2:27:54] have in the facility. I know computer parks very expensive. If I die and my wife
[2:28:01] sells my computer for what I told her I bought it for I'm gonna be very upset so
[2:28:07] that's where the money would come from not from Washington. But did you look at
[2:28:13] incentives that the state gives to that of centers on their equipment which is they,
[2:28:18] they don't pay taxes on that equipment because that's an incentive.
[2:28:21] They are personal property tax for federals, we're not wearing the other ones.
[2:28:25] But the state tax is supersedes what our equal.
[2:28:30] I believe that ours would...
[2:28:31] Our personal property tax would supersede their tax but whatever they have for their state
[2:28:38] tax, right whatever they have for their state tax they can deduct whatever.
[2:28:42] our personal property tax is our personal property tax and that's what we
[2:28:46] charge them on. Yeah, we are recharged businesses. I understand what you're saying, but I'm saying the
[2:28:53] data center has a special tax category for coming because Maryland's trying to attract them.
[2:28:59] Yeah, but that's what I'm saying. We would still get the personal property tax.
[2:29:03] Okay, the exact check. I'm a fat check. Like solo. I'll be in anapolis tomorrow and I'm going to get the
[2:29:10] details. I hope this is on the back. Please do, but why are you standing? That's where the money would come from, whatever else.
[2:29:16] Also on the power systems, somebody mentioned that. Why, why does it go up to the grid? Brandy, I think you said that the one there looked like it was hooked up to the, oh, yes, I'm sure it was.
[2:29:28] Just like if you want solar on your house, unless you want to have a Brazilian backup batteries, you got to be hooked into the grid so we can backfeed to the grid.
[2:29:36] But oh guys, and it wouldn't be.
[2:29:38] But it would backfeed to the grid during, like with solar during the day you're going to backfeed it.
[2:29:45] And then at night you're going to pull some back from the grid.
[2:29:49] It's a way to, like as it stayed off the batteries and have a bajillion batteries sitting in your house.
[2:29:56] So there's that.
[2:29:56] And then the other thing I want to comment on is you guys are talking about the...
[2:30:05] We're going to do that every place I've seen that does a crewing allows a certain amount of roll over, and then a cap. So you could roll over 600 hours, but it's capped at 800 or whatever it would be for like, you know, you could even have an 80 out of it. So like, hey, once you hit your cap, you've got to use your two weeks every year or whatever to make sure you take that.
[2:30:25] to see you can plan accordingly.
[2:30:27] I don't know what to any I don't have
[2:30:29] in comment on the transitioning to that,
[2:30:32] but you know, I was just gonna say make sure
[2:30:35] you have some sort of roll over
[2:30:36] that they could actually roll over that vacation time
[2:30:39] because then maybe you said it now and.
[2:30:41] We don't.
[2:30:42] It's end of the fiscal year
[2:30:43] and if you want to roll something over,
[2:30:45] you have to get a approval.
[2:30:48] That's everything and I have to get home.
[2:30:50] Jimmy Hammond, thank you, I'll see you.
[2:30:58] All you got to do is pull a water meter from the town for the last five years, right?
[2:31:06] I was paying $700 to $900 every three months.
[2:31:10] And yours is better now, right?
[2:31:11] Yes.
[2:31:12] When they put the new meter in.
[2:31:13] So your new meter is working as design for you?
[2:31:17] Yes.
[2:31:17] you know I never and I complain but nothing ever happened so really but
[2:31:23] somebody told me that I can afford to do it and some people in town couldn't
[2:31:29] afford to pay it so I said okay that's where it's going to be it's where it's
[2:31:32] going to be but you're one or two right now your meter is better now than a
[2:31:36] one yeah you're one of the positive positive stories my meter right now is a
[2:31:44] $27 every three months in that screen.
[2:31:47] All right, so we're going to make it about that.
[2:31:51] All right, go.
[2:31:51] Okay, so introduce.
[2:31:53] What ordinance number 2026, 07?
[2:31:56] Should it be come?
[2:31:58] Two.
[2:31:59] Can I say, yeah, we're not done.
[2:32:01] She's back.
[2:32:02] Oh, sorry, I didn't know.
[2:32:03] I didn't know that.
[2:32:04] I apologize.
[2:32:05] I was like coming in, so I didn't sign out.
[2:32:08] My name is Susan Andrew, I live at 16.
[2:32:10] I'm very federal, but Maryland.
[2:32:13] The reason they come to Fettlesburg is because we have a very high poverty level here,
[2:32:20] and they think they can take advantage of it, they think we're going to jump at anything.
[2:32:24] We're going to jump at any crime that's thrown out to us.
[2:32:28] They are here because we're in debt, don't think they don't have computer programs that scan
[2:32:35] this whole country to find the people that are most desperate, and that's what they have
[2:32:40] done.
[2:32:40] And we're probably variance at the way top of the list.
[2:32:45] They come because they know we're just Joe Blow on the street.
[2:32:49] We don't know a whole lot about it, about stopping a huge corporation, stopping someone
[2:32:56] that has built into dollars, stopping that someone that has swayed with the government.
[2:33:01] And they think they can railroad us.
[2:33:03] That's why they're coming.
[2:33:04] That's why they're here.
[2:33:05] Another reason is stupid to take a humongous building and Frank Adams said
[2:33:12] that's a hundred times. It's stupid to take so much property and such a huge
[2:33:18] building that has no jobs. If you want to make your town better, you've got to have
[2:33:24] jobs. All the jobs have left. I worked at Maryland Plastics. My husband worked
[2:33:29] He worked at H&N, or he worked at Pyramid Transport.
[2:33:34] They're all gone.
[2:33:36] You know, all the jobs have left.
[2:33:39] You want to make your, you don't bring in a trash pile
[2:33:42] and say, oh, they're going to give us lots of tax dollars
[2:33:47] because we're letting them bring the trash here
[2:33:49] from New Jersey and New York, like they did in Dorchester County.
[2:33:53] You don't do that. You bring jobs.
[2:33:55] I'm sorry if I'm I'm getting emotional but you bring jobs it's not that's what it's all about the jobs have left
[2:34:03] There's no money here less than a town people aren't eating lunch on the lunch hour because and so the restaurants are going out of business
[2:34:11] I mean the way you make a town better is to bring jobs
[2:34:17] It's that simple and you don't want a humongous building with
[2:34:21] 15 or 20 jobs
[2:34:23] It's just plain stupid.
[2:34:26] The whole reason for the three years is so we can study this further.
[2:34:32] That's why we have the more torn.
[2:34:34] That's the whole reason for the three years.
[2:34:37] Okay, so another reason is people are worried about these places.
[2:34:43] These people have all the money in the world.
[2:34:46] They make promises. They tell you they're going to do this.
[2:34:49] They tell you they're not going to jump into the grid.
[2:34:51] They tell you they're not going to use the word and what do they do? They turn around for four years later and then do exactly
[2:34:57] the opposite. They don't care if they get fined. It gives fine them a million dollars. They couldn't care less.
[2:35:03] This is going to come in a railroad. You can make all these holes that you want all these rules. You can say,
[2:35:11] oh, you can't be over 60 decibels. Yeah, that's okay. Go on a day. At night, 60 decibels sounds like a damn train.
[2:35:20] You know, there's all these things that you have,
[2:35:25] and also there's 4,000 data centers in the United States, there's 400 in China.
[2:35:31] There's no, we're not losing any day in race.
[2:35:34] We are not.
[2:35:36] Okay.
[2:35:37] You're listening to the propaganda.
[2:35:39] That's it.
[2:35:40] You're listening to the propaganda.
[2:35:42] No fighting, it's an industrial part.
[2:35:44] You're listening to the propaganda.
[2:35:46] Okay.
[2:35:47] That's enough.
[2:35:47] So we're going to circle back around now that we're done with public comment, so we can finish up with the introduction for ordinance 2026-7.
[2:35:59] Okay, yes.
[2:36:03] Introduction to ordinance 2026 and 07 to amend chapter 245 of the
[2:36:12] Federal's Worktown Code titled zoning to prohibit data centers in any zoning
[2:36:18] district. So this was forward to planning and zoning. And this will be planned.
[2:36:23] And your schedule will be public hearing. This will be forwarded to planning and
[2:36:28] zoning with a public hearing scheduled for September the 9th, 20th, 26th at 6 p.m.
[2:36:38] Okay.
[2:36:38] Question.
[2:36:39] No.
[2:36:39] Does it matter that it's sound industrial?
[2:36:42] That's my concern.
[2:36:43] Yeah.
[2:36:43] It would be any.
[2:36:44] And it would be any.
[2:36:45] Any zoning district.
[2:36:47] So bring the introduced it.
[2:36:49] Yes.
[2:36:49] Okay.
[2:36:50] Whose second?
[2:36:51] Nobody yet.
[2:36:51] I didn't.
[2:36:52] Okay.
[2:36:53] I'm sorry.
[2:36:53] I did not hear you.
[2:36:54] I thought I heard somebody.
[2:36:55] We make the questionSAW.
[2:37:02] Councilwoman Jane, councilwoman Peirot.
[2:37:05] Councilwoman Ann.
[2:37:07] Mayor Ann.
[2:37:08] This is going to plan and zoning.
[2:37:10] And just to get building hearing.
[2:37:12] I've got in August 26.
[2:37:15] It will go.
[2:37:16] Yeah.
[2:37:16] August 26th for the plan and zoning.
[2:37:18] Planning and zoning.
[2:37:19] Yep.
[2:37:19] So yeah, so so, do planning and zoning have specific time to frame to get this back to us?
[2:37:29] I have to ask them to schedule the plan is she's told to go ahead and schedule it so
[2:37:37] it's being referred lastly is given it's yes planning in zoning and they have to give
[2:37:43] it back to us before the meeting up they have to make a decision on the 26th what are they
[2:37:47] making a decision on again? I guess like the wording if there's anything else that needs
[2:37:52] to change on the legislation to pass.
[2:37:54] Looking at the zone map and taking whatever out of play.
[2:37:59] End section chapter 245.
[2:38:04] OK, next.
[2:38:05] Mary and Council, action items.
[2:38:07] Council person.
[2:38:08] No, it's time.
[2:38:09] Councilwoman James.
[2:38:10] Just wanted to circle back from around one last time
[2:38:14] on the lead water inventory that we still
[2:38:18] have not gotten an update.
[2:38:20] Another update on us to where they are with that.
[2:38:24] with that. I think Leslie got something else for mail without
[2:38:27] any way today.
[2:38:29] Now that's something totally different.
[2:38:31] The three-year lead water tests that we have to have done,
[2:38:35] we have to have 20 residents, 20 or 25 residents,
[2:38:41] burdened water samples in, we have the bottles in mind,
[2:38:44] and said that they can be tested for lead.
[2:38:48] But this is the next part.
[2:38:52] I don't think that was a part of what they're supposed to be doing.
[2:38:55] That's a separate story.
[2:38:56] That was through Grouch that we did not find the software for.
[2:39:00] So I'm going to have to contact them and find out where we get from here.
[2:39:04] Because we have a deadline coming up in October for something that's
[2:39:08] due in this led board of work.
[2:39:10] But I thought that was a part of what they should be doing.
[2:39:13] They should be training the scope of work that they signed with us that they
[2:39:16] I don't think he was going to follow up with his son.
[2:39:18] Yeah.
[2:39:18] About that at one of the meetings.
[2:39:20] Yeah.
[2:39:20] So put that on your list to follow up with them.
[2:39:23] For those, it was his son that I think.
[2:39:24] Especially his son went through with the EPA.
[2:39:26] I'm not sure.
[2:39:27] I know October was one of the dates on that timeline that we had.
[2:39:31] But I wasn't.
[2:39:32] I'm not sure.
[2:39:33] I would have to go back and go and see exactly which.
[2:39:35] I have that timeline.
[2:39:37] I would be glad to receive a copy of emails.
[2:39:41] But we do have it.
[2:39:42] There was a timeline when we did like the-
[2:39:44] And Lindsay should actually have it too with the timeline from the scope of work that they got who were doing it.
[2:39:51] I'm asking her as well.
[2:39:53] But I'll look in there and see if I got it still in my question.
[2:39:56] It may be somebody else in the email.
[2:39:57] I just have to search for it.
[2:39:58] But that did with the other stuff that I searched for.
[2:40:01] Sorry.
[2:40:05] Okay, is that it?
[2:40:07] Oh, yeah, that's all I have.
[2:40:08] Oh, councilwoman.
[2:40:11] So just to remind people,
[2:40:13] So we have the farmer's market and music on the merchant bunch that other than that.
[2:40:22] Thank you.
[2:40:23] Thank you.
[2:40:24] I just would like to share, I was reading with some data centers, were being completely
[2:40:32] banned and I found we're in Hartford County, some residents living near a golf court, golf
[2:40:44] court.
[2:40:44] and they found out that a data center was coming there.
[2:40:49] So they had lived there for years.
[2:40:52] It was family property.
[2:40:54] Their daughter was next to them,
[2:40:56] the granddaughter across the street.
[2:40:59] And then across that street was another family member.
[2:41:04] So what they did, they created a grass group,
[2:41:10] Grassroot advocate group, and they came together because they didn't want it.
[2:41:16] They didn't want it in the environment because of their children.
[2:41:20] And so, what they did, they came together and they got a build that was the county,
[2:41:37] I guess the county voted on it because the grassroot pushed back and it
[2:41:47] passed seven to zero. It was approved. It was completely banned. And this was maybe
[2:41:55] in April and it was approved in June. Let me make sure I got it. June 10th, 2026.
[2:42:06] So I'm bringing this up because a lot of the residents that live on 21632 that are not considered town, can't vote, town, but do have a voice.
[2:42:22] These individuals, the residents are well and could be affected if this data center comes
[2:42:32] right behind the metal group in their homes.
[2:42:36] So we as a council, we hear you, but if you research how from Harvard County and look
[2:42:48] look at what they did. And that said they took. It might be a great resource for me.
[2:42:56] I think Harper County has some of the same issues that we have here in Vettelstrand. They're
[2:42:59] way bigger than us. They have a way bigger than us and they've been so they did not take
[2:43:07] more for it to be bigger than us. Right. So, our culture and Bob Cassley, their county executive
[2:43:14] was on the radio today. He flat out said the reason that they've banned it was because
[2:43:18] because of power and because of Maryland's power policies,
[2:43:24] they could not ensure that all of their residents
[2:43:27] would have power over a data center.
[2:43:29] And that Maryland is pushing data centers,
[2:43:31] but until Maryland fixes power issues,
[2:43:34] that's why Hartford County, man,
[2:43:35] because of the power.
[2:43:36] And that you need a knee, a reason,
[2:43:39] because that was Bob Kassley's reason.
[2:43:42] I was just, I was just,
[2:43:44] I needed a indoctrinated part.
[2:43:47] I heard Bob Cassley's a one WBAL today, yeah, Bob Cassley because they was, they
[2:43:51] is the reason that Bob has a red war. He told me when they, when C4 and Brian
[2:43:57] Neiman asked him, well, Brian Neiman's office, C4 asked him, why did you
[2:44:00] guys ban it? He said, because Marilyn cannot supply power to us, we
[2:44:05] import all of our power. Therefore, like, we are not willing to give up our power
[2:44:09] of our residents now. They would say, well, if you're, well, I mean, if it's power
[2:44:13] self-sufficient, right? That's a different story. But they're all so powerful and I'd be 100%
[2:44:17] interested. But the thing is, that's not the only reason why, I know that's what you're
[2:44:23] seeing. He said on that podcast or whatever he was on. That's not the only reason why. And I
[2:44:28] encourage you because it's not my job to tell you and to eat you anything. I want you to be
[2:44:32] just as informed as I am and anybody else. I want you to go and I want you to reach out to
[2:44:37] some of their council members and I want you to reach out to some of the people that's in
[2:44:40] and perpetually and ask them what were the other reasons.
[2:44:43] I know where, I mean, I know where it wasn't just a great idea.
[2:44:47] It just wasn't hard.
[2:44:49] I think that people are texting yourself by saying there's a reason,
[2:44:53] like there's a house to reason that this,
[2:44:55] they're doing what I'm allowed in.
[2:44:57] I haven't got it.
[2:44:58] I don't want to help.
[2:44:59] We're all speaking.
[2:45:00] I was not finished speaking. The council voted, as I said, 7 to 0. They approved it under emergency
[2:45:13] legislation and it's bill 26-011. So it can be done, but the community that is ineffective
[2:45:27] it needs to come together. You have a voice. You can do the pushback. Roll up your sleeves.
[2:45:38] Do what you need to do to speak out, to speak up, to stand up. This is your community
[2:45:44] as well.
[2:45:48] Just don't sit back.
[2:45:52] That's all I have to say. Okay, thank you.
[2:45:57] We have all that
[2:45:58] coming up this weekend. Thank you for please show up and support Parks and
[2:46:02] Rec and all the activities that are going on this weekend. They work really hard.
[2:46:06] Do you put on free events for the kids? And then I have one thing that came
[2:46:14] up this afternoon that we need to discuss. So can I have a request for a closed
[2:46:20] session real quick? It'll be quick for legal advice. So you guys can go by
[2:46:27] I can have a motion if you want to close this motion and go on to close this motion.
[2:46:29] Thank you guys, don't leave me.
