[5:36] beer and wine license for the zazzy cafe restaurant at 119

[5:41] west beaver was received on october 9th and we worked with the applicant to get

[5:47] everything in order it's been reviewed by my office the police department and

[5:51] the city attorney's office and deemed complete and all of the

[5:56] appropriate city and state fees have been paid the

[6:00] purpose tonight is for the council to formally

[6:03] accept this application um having been deemed complete and then

[6:10] that would start a 30-day waiting period after which a

[6:15] public hearing on the application could be held

[6:20] so because of the way the calendar falls that

[6:23] public hearing would have to be on december 15th

[6:26] in the meantime we will publish notice of that hearing in the newspaper and

[6:30] post it on the property for at least 10 days and that hearing will

[6:35] be the time when the applicant proves the needs and desires of the

[6:40] neighborhood for the liquor license they're applying for

[6:44] so basically all we're doing is formally accepting the application

[6:48] setting that public hearing and staff recommends that's what we do

[8:22] a lift station down at riverside park that

[8:25] services uh two of the public restrooms and also

[8:29] the parks department uh restroom facility and this this lift

[8:33] station's 15 to 20 years old or the pumps are in

[8:36] in any case and they're both just shot at this point

[8:40] we've tried to repair or at least uh look at

[8:43] limping them along and haven't been able to do that it's time to replace them

[8:50] uh 9 600 each and then the total repair

[8:54] we're anticipating is going to be about twenty six thousand dollars to get those

[8:58] installed into that lift station um we've ordered the pumps we're just

[9:03] waiting for them to arrive and as soon as they come

[9:05] we'll get that lift station back up and running again

[9:09] we did create a capital account line item to pay for this expenditure but

[9:13] we're just asking to ratify the expenditure for a price not to exceed

[11:24] come down help us set up make sure everything's ada certified and

[11:34] and have a good workout once that new fitness centers up

[14:02] over the years the costs have risen maintaining the shelter

[14:09] as the uh the agency that uh maintains it we wanted to make sure that we were

[14:14] giving the money and it was being used uh properly and

[14:17] uh responsibly so we decided to put out an rs rfp

[14:21] uh for bid to see uh if there was any other entities out there who could

[14:25] provide uh services for the shelter uh we accepted the bid

[14:30] from the fort morgan humane society for uh fifty thousand excuse me let me back

[14:35] up uh per city policy um we advertised

[14:38] september ninth uh we closed it it's october 28th

[14:42] at uh three o'clock in the afternoon uh we accepted the fort morgan humane

[14:47] society bid at fifty thousand dollars and uh we are requesting that um

[14:54] you authorize that bid that agreement okay

[16:22] per uh city procurement policy we put it out for bid on october

[16:26] 5th closing again on october 28th uh we received a bid from mike shaw and

[16:32] greeley for 2021 dodge durango at 31

[16:36] 916 dollars that bid made met our specifications and we

[16:43] are asking to the council to accept that bid

[16:50] so this is a sersa a replacement for a damaged vehicle

[16:54] yes sir that vehicle um was parked at sergeant greenwood's house and that

[16:58] windstorm that came through knocked down the tree and crushed that

[17:02] vehicle so it was a total loss ouch right okay

[17:12] we have three excuse me we have four dodge durangos we just purchased uh they

[17:17] haven't been put in the service except for the investigator vehicle

[19:59] was there anything salvageable off that vehicle that we

[20:02] normally would use for upfitting or uh we the radio and the um

[20:10] the console the light was we couldn't get the light off and any of the other

[20:13] stuff it was basically sirsa just came in and

[20:18] so we got what we could we're going to take it down to

[20:22] um laws when we get that vehicle with the vehicle and they can

[20:25] since they were the ones who outfitted the vehicle in the first that originally

[20:29] okay hopefully and actually i take that back because that was a

[20:34] ford interceptor so a lot of this stuff's not going to work on the dodge

[20:38] durango so we have to just see what they can use

[20:41] and hopefully save a little money here and there okay

[22:12] should they after their due diligence not um purchase the property but they

[22:16] offered to that we would hold on to the full 50 000

[22:20] deposit which is already we were in our possession

[22:23] um should they not move forward after the due diligence they're really

[22:27] hoping to everything works out um to start this

[22:30] business in in fort morgan um so we recommend

[22:34] approval of this esko agreement and i don't know if sarah

[22:38] wants to add anything because she's been working on directly with the business

[22:44] uh no nothing specific to ad just as nina said we met with

[22:47] the potential business owner last week steve and i and a couple

[22:52] other directors um and everything seems to continue to move forward so

[22:56] hopefully this will end well great okay and they wanted the entire parcel

[23:04] correct to hope to hold the entire parcel

[23:14] uh where they they uh they offered that we

[23:17] would hold on to the entire 50 000 should that not go through which makes

[31:34] course as best we can uh just encouraging uh the all of the uh

[31:40] guidelines that are out there mask wearing social distancing hand washing

[31:44] all of these types of things and so hopefully we can

[31:48] we can contain this a little but i just want you to be aware of that

[31:54] the to that end the chief of police process

[31:59] did get delayed because of some concerns with with covet and so

[32:05] you know i'll be working with with you all to

[32:09] find another date to to continue that process

[32:14] the candidate we have coming from out of state

[32:17] has been notified uh and you know is is aware and so we're working to uh

[32:23] again to find another day to to bring that candidate out and and

[32:27] finish up that process projects are moving along they're

[32:32] supposed to pave uh tomorrow start paving tomorrow at the apartment

[32:36] complex project and that's about two and a half days

[32:39] worth of paving for them you'll be seeing before long that final

[32:44] plaque come before your before this body for approval once that

[32:49] process is finished that's the mechanism that creates the

[32:52] lots and then these folks can go in and start building they can

[32:57] get building permits at that point start bringing those apartments out of the

[33:02] ground and and the developer still wants to have apartments

[33:06] uh finished and ready for rent by late winter early spring next year and

[33:12] so they're well on track to do that we're pretty excited about

[33:15] seeing the first of those units go come out of the ground and get under

[33:19] construction field house is moving along well uh

[33:24] almost all of the roof is on at this point

[33:27] and so we'll expect to hopefully have that completely dried in before winter

[33:32] and and be working on the interior of that

[33:34] building so um projects come along well they're

[33:38] actually trying to do curb and gutter this week outside for the parking lot

[33:42] some of the roadway so they would like to get a layer of

[33:45] asphalt down yet this year we'll see depending on the weather if we can get

[33:48] that done but uh the project's moving along well lots of

[33:53] little things going on um but happy to answer any

[33:56] questions or address any concerns that you all might
