[10:17] uh Stanley handed out a little bit of information. We just wanted to come by,

[10:20] say hello, but also thank you all for all the support that you've been giving

[10:23] to the San Antonio Food Bank at Fio County Food Bank for years now to help

[10:27] nourish the citizens down here in the county. Um, Delma and Esme, uh, who are

[10:33] in the judge's office, uh, staff there, you all know them very well, uh, have

[10:37] provided great support to us over the years also as we try to get out and

[10:42] identify folks that, uh, need help with setting their table with food. You know,

[10:47] we all know uh what's happening on the federal level that's impacting the state

[10:51] and local levels of government, counties and communities, townships, a lot of a

[10:57] lot of need, right? Um and so it potentially could get worse. And so we

[11:02] understand that. We want to be ready and able to be able to serve y'all.

[11:07] When you look at the country, right, um there's millions of Americans that

[11:11] struggle to put food on the table. Nearly 50 million Americans. Six million

[11:16] Texans, right, struggle. 29% here in Freo County, the overall

[11:21] population is food insecure. So, what does that tell you? It tells tells me

[11:26] tells so many others that uh we need to work together to find solutions to end

[11:32] hunger. And so, we can do it together. Uh Matt the Meal Gap uh just released

[11:36] their numbers. I stated the 29% overall food insecurity uh rate in the county.

[11:42] That comes from the new numbers that were published by Feeding America's Not

[11:46] the Meal Gap. That's our national organization. 200 food banks across the

[11:49] country, 20 in our great state. Feeding Texas is our state association, and we

[11:54] cover 29 counties in Southwest Texas serving over 100,000 individuals in any

[11:59] any given week. So, u I don't want to take too much of your time, but Stanley

[12:03] and I wanted to come down to to thank you all for for the funds that you

[12:07] provide to us so we can help execute out in the field and in the communities

[12:11] within this great county. So, without you all, we couldn't do what we do. So,

[12:15] wanted to thank you for the tough times, dealing with tough times, making tough

[12:19] decisions, but helping us uh help help people and families fight hunger and

[24:23] 36-month uh agreement with unif commissioner's court. Um and what was

[24:29] mentioned on the comments on the first page did not match the terms and

[24:32] conditions on the last page. So, uh I reached out to unifying

[24:39] the terms and conditions to match the comments at 36 months and a 3% annual

[24:44] increase. Um and again I what I mentioned before um they are offering by

[24:50] board pricing for this agreement. So the Francis will be dropping uh dramatically

[24:57] and um also um this is going to be utilized for maintenance department.

[25:02] They're all going to be uh with uh unif

[25:07] um and then uh some supplies that we're still utilizing unifers for um on the

[25:13] maintenance side. Uh but um that's what that uh the agreement

[25:20] is for. It was we're just bringing back the terms and conditions to match what

[25:24] our uh comments were on the first page of the you know first agreement

[25:30] » right >> I can verify it is all correct now

[25:35] » all matches >> and we will always face these troubles

[25:40] with they always increase their pricing so um having it in writing and knowing

[25:47] when that's going to happen is is a good Yeah, universe had a um every few months

[25:54] they were increasing their their rates and that was part of the agreement that

[25:59] we had locked back locked into in 2023 that they had the ability to increase

[26:03] rates whenever. >> So this one would limit them uh 3%. Um

[26:08] because all in all I think they were increasing about 17%.

[28:00] for the design and um design for the parks and

[28:07] recities arena. And not only they were going to be doing the design services,

[28:12] which are the architect services, but they were also going to oversee the

[28:15] construction part of the building. Uh so when we did go out for RFP, uh DRG was

[28:22] selected. Um and they did come in over with an amount a proposal amount of over

[28:28] uh over a million. Um um and so we've been working with Tiffany with uh what

[28:34] was the company? Tiffany Tiffany >> um yeah Chapman Chapman Negret

[28:40] » and so she's been helping us um uh review the contract and everything and

[28:45] she'll uh we did meet with her and she did go back with the Archie to uh

[28:49] negotiate uh reducing that that original uh cost that they provided. Uh we

[28:55] brought it down uh to $899,000. So, they're going to be doing all the

[29:01] dirty work for the county and we just make sure that everything's uh comes out

[29:06] the way we wanted it to. >> They're going to connect the dots. Dirty

[29:11] work sounds awful, but yeah, that they're going to make sure that it goes

[29:14] smoothly. and commissioners, we did have this conversation last time and it it

[29:19] was either going out for the next lowest bid and not knowing what their offer

[29:26] would be >> or trying to have a conversation with

[29:29] DRG and they did reduce a little bit. I mean, we're we're hoping it' be more,

[29:34] but um again, this is this is about the the average, right?

[29:52] they would expect a contract for a project of this size to be in. But they

[29:57] did think it was a little on the higher end. And so that's why they had

[31:48] materials. And then the other change was uh we had originally in the past

[31:53] requested for 89 optain for the unled gas. Uh we brought it down to 87. Um and

[32:00] other than that everything has stayed the same as far as the material and the

[32:04] fuel and but we do have to bid it out. So it's a two week uh notice. And then

[32:10] this one's the one that we can come back open and select everything that was

[32:15] received. And again, you do even though we receive the bids, um Anthony, you

[32:21] always make sure that to check with the lowest uh vendor, right? When it comes

[32:26] to fuel, >> commissioners, the girls get three coats

[32:29] and they'll send them to Crystal and your office. This year, we selected to

[32:33] go with the 87 acting because it's cheaper than the 89 and the trucks

[32:36] require 87. So, there's no no point in in uh misusing the funds, the taxpayers.

[33:32] from TAC regarding unit number 2235. Uh the supplement cost uh was about

[33:39] $11,646.61.

[33:42] So this is the budget amendment. That way we can uh we received the funds from

[33:47] tax. So now it's to now we have to pay the the vendor um for fixing the unit.

[33:53] So this budget amendment uh you'll see the proceeds insurance claims. Our

[33:57] current budget is $65,1428. I am increasing that by the supplemental

[34:03] check that we received from TA uh of 11,6461

[34:08] bringing the adjusted budget uh to 76,66089

[34:13] and those funds will be uh transferred into the motor vehicle

[34:18] repairs line item in the sheriff's budget. Uh they have current budget of

[34:22] $90,1428. I'm going to increase that by 11,6461

[34:28] bringing their adjusted budget for the motor vehicle repair line item to

[35:38] was extensive damage on the inside. So that required a supplement. Um and uh

[35:43] before TAC uh red uh releases any supplemental funding, they

[35:48] have to com uh confirm with the collision center that everything's

[35:52] accurate and if everything looks good and and satisfactory, they release the

[35:56] funds to the county. So I believe the ve I believe they already received both

[36:02] vehicles. So now it's just paying the No, actually no, the first one has been

[36:05] received. The second one is still pending parts. So, uh, we have one back

[36:10] on the road and then the other one will I think this week or next week the parts

[36:13] will be in and we'll be get it back on the road as well.

[36:46] purchase of a belly dump and so he was going to be moving money around to have

[36:51] enough money to cover the purchase in his um equipment other purchases line

[36:56] item. So this is the budget amendment reflecting that. Uh he is moving uh

[37:00] $20,000 from heavy road equipment. He started off with a budget of $200,000.

[37:05] He's reducing that by 20,000, bringing his adjusted budget to 180,000 and

[37:10] transferring that 20,000 to equipment other purchases. So he started off with

[37:14] 100,000 and he'll be increasing that by the two uh 20,000 uh bringing his

[37:18] adjusted budget to $120,000. >> And again, this is to purchase the belly

[37:24] dump. >> The belly dump's only 46, right? uh 44.

[37:30] » It was uh it came out to a little over 44.

[37:39] enough to cover because he had funding available uh left over and his equipment

[37:43] other purchases. So I only transferred uh the 20,000 to make enough of what he

[37:47] needed. And then when I did submitted everything for budget for commissioner's

[37:53] court approval, the price changed. So $,000 increase.

[41:36] community council and we charge them $250.

[41:41] Uh, and so I reached out to them and uh, the issue at that point was the office

[41:49] was too small and they weren't getting what they were previously getting with

[41:53] the other FEMA trailer. And then it came to another issue. Other people within

[42:00] the modular building are not paying rent, so why shouldn't we? So, we kind

[42:05] of went back and forth about that. Um I did let them know I would really

[42:10] appreciate September to current payment. Um and which we did get that check that

[42:15] they did pay us up to current and um but we did let them know because uh the

[42:21] other contract mentioned that they had two rooms and a kitchen. Uh this one was

[42:25] just condensed down to one room. Uh so we were going to be uh modifying and

[42:29] updating the contract to read as such with the correct measurements and

[42:34] dimensions of the office space. and that we would keep it at 250. Uh so I did let

[42:40] them know that we were bringing it into commissioner's court and once it's

[42:43] approved through here, we were going to present it to community council to see

[42:47] if they're going to agree to that as well. So this is where we're at. We need

[42:52] to approve it first and then we'll see if they approve it or reject it on their

[43:02] they moved in in September 2025. So as of now we are current with the rental

[47:52] voted unanimously and it is 7 to zero to recommend the

[47:57] following salary increases. So, judge uh building salary to be increased to

[48:03] $55,000 annually. And that is part of agenda number one

[54:57] the building security updates there. So that stayed the same. Uh we did uh talk

[55:01] about the tax office renovation uh the which is going to be the former uh adult

[55:06] probation office. If you see there, I increased the construction budget to

[55:10] 75,000. I believe we had 60,000. >> So I went ahead and increase that. So,

[55:16] and then I also have not number four, Dilly, uh the purchase of the building

[55:20] in Dilly. Um and then I also uh remembered over the weekend I forgot to

[55:25] bring in money for lot 69 uh the geo property. So, I went ahead and made the

[55:30] adjustment there. Um I believe we owe 175,000. So, you'll see there it's 250

[55:35] plus 175 for both purchases. Uh miscellaneous unplanned projects, we had

[55:41] reduced that from 80 to 50,000. Um and then parking lot upgrades. Um we

[55:48] were going to contract that out. Uh so we've had the 60,000 in there. Uh city

[55:52] of Pieraw interlocal agreements. This is for the lighting project on Power Plant

[55:56] Road. I believe for Kotti Sales and Commissioner Kisales. We got the 10,000

[55:59] there. And of course all precinct lighting system. We're going to continue

[56:02] that this year at 12,000. You'll see that there. And then number nine, uh the

[56:07] assessment and demolish of the old nursing home uh here in Piol. Uh we did

[56:11] not get a number from uh the city of Pearson. Uh so we just threw a number in

[56:16] there, but by the time we come on adopt budget, we might have a a clear number

[56:22] there, but there needs to be an assessment of the asbestous.

[56:26] » Yes. >> And then the probably we don't know the

[56:30] demolish how much it's going to cost to demolish. You weren't here,

[56:33] Commissioner, but I did mention it to the court that it was brought to uh uh

[56:39] Pred and I had a meeting about that building. He's he's had the biggest

[56:44] problem with it because it's right in front of city hall and apparently right

[56:49] now it is to be stripped off by all entities, taxing entities. So the

[56:53] question is what are we going to do with that building? Um who wants to take on

[56:57] the responsibility of doing anything with it? Um, so I spoke to Fred and I

[57:03] told them that, you know what, we're the only ones that have the equipment

[57:07] capable of doing anything with that building itself. Uh, Fred has done a

[57:11] full study on it. Um, we're waiting on those numbers. He hasn't got back with

[57:15] me with the exact numbers of the asbestos. It's a huge asbestos problem,

[57:20] but the biggest thing about it right now is that it it's not on the tax row. So,

[57:24] if we were to demolish it, at best, we could put it back on the tax rope and

[57:30] clean it up and uh and that way it's not a it's a dilapidating building. It's

[57:37] very dangerous and there's nothing good out there. And so, the goal is if we

[57:42] were to invest in trying to demolish it, we could at least put it up for sale,

[57:47] whether the city wants to do it as a joint venture or the county just takes

[57:52] it on itself. that way we can just put it back on the tax roles and I think we

[57:56] all seem to gain a little bit of something there um for the public and

[58:02] for the tax roll itself. So that that was that was the explanation to the

[58:07] court that I I I gave him notice about that that that situation's happening

[58:12] there and um again the city has has I mean they look at this every single day

[58:18] » every single day right >> and u to do something about this would

[58:21] be great for the entire community of >> I mean there's the fire department is

[58:26] constantly being called out there for fires and

[58:31] » right Mhm. >> Um my only question being that there is

[58:35] a vest there sending do we would have to involve some environmental

[58:42] » I'm sure we would before we could demolish it

[58:44] » before we can even demolish >> I can't tell you that I know what to do

[58:48] but I I would have to imagine there would have to be a bunch of mitigation

[58:51] of the asbestous risk before it's demolished before

[58:55] » that's part of that's part of the that's part of the reason why it hasn't sold.

[58:58] So they but it's gone up for auction and many people that have bidded on it they

[59:04] they step away once they realize that there's an asbestous problem.

[59:08] » But again I think if I'm not mistaken Fred had mentioned about $75,000 that he

[59:13] had received a bid to remove all the asbestous and once that's removed

[59:18] » then you can do with the building. But again, that that's something that we

[59:23] will definitely have to determine whether to demolish completely or even

[59:26] put it up for sale again, you know, once once Yeah. Once the speesus is gone, put

[59:32] it up and if we get what we're asking for at least we can get back on the

[59:36] textual. Yes, >> I have a good friend. They're

[59:38] specialist, but they are out of Dallas and they deal with this kind of stuff.

[59:46] the day, I'm sure we'll get I mean, they're all over the state of Texas,

[1:00:05] number of $150,000. Uh number 10 and number 11, those are ongoing. Uh the

[1:00:12] justice annex renovation, we were expecting to have it completed by the

[1:00:16] end of the month, which has been pushed back to the substantial completion date

[1:00:19] of October 30th. Um so, uh I just left that amount there. Um I mentioned on

[1:00:27] Friday that I'll have to come back on and probably in December once all the

[1:00:30] projects been paid out and and everything's been completed, I would

[1:00:34] have to do a budget amendment at that point to move any uh leftover money over

[1:00:39] to the parks and wrecks. So we can use it there. Right now I'm still looking

[1:00:44] about having uh roughly about half a million dollars left from the 3.5 that

[1:00:50] we allocated to the justice center. Um and so that half a million would help us

[1:00:56] definitely uh with the parks and rights. So that means that we probably could go

[1:01:01] from 11.5 to a $12 million budget for that. So especially now that we know how

[1:01:06] much a architect is going to cost us. Mhm.

[1:01:09] » Uh so those two are still ongoing. Um and then I removed the dilly yard

[1:01:14] expansion and I just left the dillyard uh new sewer line septic line in there.

[1:01:19] Uh design budget of 25 and a construction of 75. But again this is a

[1:01:24] unfunded project. So this one's a little different than

[1:01:28] what I have break broken out with the um road and bridge. You'll see our project

[1:01:34] cost to the left. uh courthouse security in purple. Uh 30,000 um that's for

[1:01:41] building structures for any um security updates. Uh building and structures

[1:01:47] 120,000 uh which all in blue uh which is uh number five, six and seven. And then

[1:01:54] we have our building improvements is 1.1 million. Uh those are everything in

[1:01:58] green. Uh and then our consulting and contracting that's $20,000. That's for

[1:02:04] uh the design budget for the tax office renovation.

[1:02:07] Um and all those make up the one point if you look total transfer in reserve

[1:02:12] that those that I just mentioned make up that $1.3 million transfer in. Uh and

[1:02:18] then you have utilities um we budgeted 12,000 uh for the projects but all in

[1:02:24] all with our current utilities we would need about 340,000 that is not a

[1:02:28] transfer in. So that's already in the budget. And then of course our

[1:02:32] certificate of obligation 15 million. So uh our total transfer in for these

[1:02:37] projects is 1.3 million. And um I even though the project list looks

[1:02:44] like it reduced the cost is a little higher but again uh for a long time we

[1:02:50] would not do anything. Um so >> uh now has been on there years ever

[1:02:56] since I've been here. So yeah, >> and hopefully we won't use all that

[1:03:00] money uh because we might get the uh courthouse uh res emergency restoration

[1:03:05] grant um through the um historical commission,

[1:03:10] » but there might be a matching. Yeah. So, >> uh we might not have to use all that

[1:03:15] money, but just to have it in case because we do know that we have

[1:03:19] structural damage and uh we we need to have something as a cushion if anything

[1:03:46] Commission and getting through all the red tape. And we think that we might

[1:03:49] have found a way this time. So, it's not because we don't want to do it. is

[1:03:54] because it's been very difficult to get to this place where we're at right now.

[1:04:03] restoration >> grant um and we were denied. So that is

[1:04:06] the reason why we um but I believe it's every two years.

[1:04:17] And it had to do a lot with the the applicant, the person that was helping

[1:04:23] us write the grant. And so it had a lot to do with the application itself. So um

[1:04:37] » right? Yeah. And that that would that would help us out especially having a uh

[1:04:41] you know project on the shelf ready to go

[1:04:43] » once once we get that that approval. hoping we get that approval.

[1:04:52] » the master plan for the county and they're familiar with the building. So,

[1:04:56] it's just them preparing everything and and putting it together to uh prepare

[1:05:05] » Uh so, um so if we move on to budget on uh page number one, we're going to go

[1:05:12] through the general fund first and then we'll jump into Rolling Bridge. So, page

[1:05:15] number one at the last commissioner report, Commissioner Cono, I mean budget

[1:05:19] workshop, Commissioner Cono, I did a um uh if you look at the proposed budget

[1:05:25] and the approved budget on under interest, I increased that about f

[1:05:31] 15,000 a little $15,000 um for the uh pesticide agreement uh

[1:05:39] that we just Is it was it the pesticide the

[1:05:43] » Okay, Sounds funny. >> Uh, for the agreement that we just

[1:05:47] approved, it was 16 uh,000. I just needed whatever I had left over, I just

[1:05:52] need a little over 15,000. So, I went ahead and increase that line item there

[1:05:55] from the interest just to cover that increase uh, for the um, because we had

[1:06:00] originally put zero. We thought Jesse could spray and then it turned out that

[1:06:04] he didn't have the ability to spray certain chemicals. So, that's why we had

[1:06:08] to enter into the agreement back with uh, VTO. Uh, so I went ahead and made

[1:06:12] that change there, Commissioner. Um on uh the first page

[1:06:18] uh on the second page um we talked about selling the units uh the sheriff's units

[1:06:24] uh to help uh with their budget. So the sales of fixed assets uh under the

[1:06:29] proposed budget we put 20,000. I increased that by 115,000 bringing the

[1:06:32] new budget revenue line item there to 135,000. So that's at the bottom of page

[1:06:38] number two. Uh sales of assets 4902. So you'll you'll see that we took care

[1:06:44] of that on on Friday. Um and then the next page, page three, uh I kind of

[1:06:51] outlined the transfer ends. This is all our transfer ends. Uh the sheriff uh ABV

[1:06:57] 125,000. Uh constible precinct 2. Um he has uh

[1:07:03] 12,181 that was left over from the previous constable. Um, and uh, Council

[1:07:09] Heath has made a comment that he does not plan to use that money, but I just

[1:07:13] bring it in every year just in case he changes his mind because that is his

[1:07:41] This year I reconciled and we had $53 left. So, uh, $53 can help us with, uh,

[1:07:48] either Thanksgiving or Christmas lunchons. So, I'm bringing that in. Um,

[1:07:52] what we've also kept in place is the flood plan with the Noises River

[1:07:56] Authority at 32,967. Uh again, uh following the project list,

[1:08:03] I left the $30,000 in there for the uh corehouse security. This is for uh uh

[1:08:09] security upgrades. The next one is uh structures uh

[1:08:15] building maintenance structures 120,000. That should match with the building uh

[1:08:19] maintenance project list. Uh consulting and contracting 100,000 that also

[1:08:24] matches with the uh building project list. uh telephone and other

[1:08:29] communications. We had brought this money in this current budget year and uh

[1:08:35] I cannot take it away because then we'll be under 165,000. So I just left that

[1:08:40] there. And then here's a building improvements of 1.1 million. That's

[1:08:44] going to match the proposal uh project list of 1.1 million. Uh district court

[1:08:49] uh consulting and contracting 48,494. This number did drop this year because

[1:08:54] this is Opilia's last year with her project year six. So we won't have to

[1:08:58] take care of it next year. Uh and then share equipment and other purchases

[1:09:03] 107,000. Um I did the difference. So the 100

[1:09:08] uh,000 that I increased for the sale of the vehicles. Uh this covers the um the

[1:09:15] scales and then the upfitting for the vehicle. So I just leave it at 107,000.

[1:09:21] And then of course the transfer in of this one's deposited for us. Our

[1:09:25] transfer in of uh textbook certificate of obligation. This is additional. This

[1:09:30] is bringing the interest of 712,885 from the interest we've earned on our

[1:09:35] investments to help us balance the budget.

[1:09:40] » Lifesaver. So, as of Friday, the only changes that have been made was

[1:09:45] increasing uh the $150,000 for the nursing home, uh $175,000 for the GEO

[1:09:52] property, and then the $15,000 for the uh increase for the renovation for the

[1:09:56] tax office. Um that was not there in Friday. So, now I went ahead and put

[1:10:00] those there. And then, uh number four, um so this morning I came in and we had

[1:10:07] a separation. I know I joke about this that we're adopting budget and hopefully

[1:10:12] nobody quits or or comes in. So we did have a separation with the sheriff's

[1:10:16] office this morning and it was a sergeant a deputy sergeant. So the

[1:10:20] deputy sergeant did have six years so I had to bring it down to tier one and

[1:10:24] then they also had incentives. So um instead of

[1:10:29] um reducing a transfer, I just went ahead and threw in contingencies. I

[1:10:33] talked to sheriff earlier today and I asked him are y'all planning to open the

[1:10:38] position for applicants and he said yes. So normally what happens is his patrol

[1:10:44] deputies they apply for the sergeant position. So some of them either might

[1:10:48] have years of experience or incentives. I wanted to make sure we had funding in

[1:10:52] the budget to cover that. So I just went ahead and plugged in the 6,000. If you

[1:10:56] look under page four uh contingencies, there was $250,000 on Friday. Now you

[1:11:02] see two 250,000 256,478. That's 6,478 is the leftovers of

[1:11:09] bringing that position down to the minimums and reducing the the um

[1:11:12] incentives. So that was uh deputy sergeant number six and that's where I

[1:11:16] put that money because if I need it when I they do decide to promote that's that

[1:11:21] would probably help us um cover find the money easier for them. So that's what I

[1:11:26] did on on page four. Um, and then on page 20, I just updated uh this is the

[1:11:33] last page to building maintenance budget. Um, on uh page 20, I just

[1:11:39] increase the building improvements uh to 1.1 million to match the project list.

[1:11:44] So that's an increase of the 340,000 um for the three I mentioned earlier, the

[1:11:48] tax office renovation, uh purchase of lot 69, and then the um asbestous and

[1:11:54] maybe demolition of the nursing home. So, it's a increase of the 340,000, but

[1:12:00] it all went into that building improvements line item. Uh, and then,

[1:12:05] uh, Commissioner Cono, everything has been adjusted on here, consulting and

[1:12:10] contracting again, matching the project list at 100,000.

[1:12:13] Um, and then I think on page 19, I updated um the building structures 52

[1:12:20] 5362 to match our project list. And then I

[1:12:25] also added uh exterminating spray. That's the name of it. Um 5367. I added

[1:12:30] that 16,000 in there. We originally had zero in there. So, and then of course I

[1:12:35] think there had been two other changes in the sheriff's department, but I think

[1:12:38] I already went over that. Uh we had two deputies. We had some incentives. Uh one

[1:12:42] of them uh received an incentive and then

[1:12:46] another one also received an incentive. So those it's the sheriff's office that

[1:12:51] has the changes for us. But we adjust and the good thing is that hopefully we

[1:12:56] don't have any more changes uh to that. But um page 29 um that does

[1:13:03] reflect the sheriff's budget. So I uh you'll see um deputy number six is down

[1:13:08] at the minimum on page 29. Uh deputy number six sergeant that's the minimum

[1:13:14] on a pay score at 56,350. I believe it was at 62. So I went ahead

[1:13:19] and reduced that. So the other change I believe that was that and then page uh

[1:13:28] 39 you'll see that we have a balance budget

[1:13:32] um >> were balanced with general fund and then

[1:13:36] um we had some more changes. Um I went ahead and reconciled the

[1:13:42] grants the uh immigration enforcement which is 287g. I reconciled that one on

[1:13:48] page 49. They started off at 347. They only have $159,000 left. So, I went

[1:13:54] ahead and made those adjustments on 49. So, um that's where they're at.

[1:14:01] And then, uh page 51, they did not spend any of that 80,000. This is Senate B

[1:14:06] Senate Bill 8. Um this is from the state also for immigration law enforcement. Um

[1:14:13] 80,000. They haven't spent that. So, I just rolled it over for next year.

[1:14:17] Uh and then uh we can go into roadbridge because that's the only other changes

[1:14:25] that we made. Uh so if you look under page 55 um transfer

[1:14:32] project last on Friday I accidentally had left 75,000 under a design budget. I

[1:14:38] went ahead and reduced that. >> So if you look on page 55 under transfer

[1:14:43] in fund balance it's $522,000. Uh, so I I adjusted that to correct the

[1:14:52] the amount. And then where's my project list?

[1:14:57] And I did go over the project list with Commissioner Thonnell real quick. Uh, I

[1:15:01] did let him know the redesign of the projects. I separate separated the

[1:15:07] miscellaneous, the maintenance, the seal coat, and the drainage projects.

[1:15:19] just grabbed that information and we put it in here. So all his Mr. Econo's

[1:15:32] think it was Hayes Road where I had put 75,000 in there for design. I want to

[1:15:41] consulting contracting for the design budget which is the city of Persaw

[1:15:44] interlocal agreements. Uh the PSN and bridge replacement for county road 4757

[1:15:49] which is Leona River uh bridge >> and then on call services for

[1:15:54] engineering. Um this is uh when Anthony calls them uh for additional services.

[1:16:00] Uh that's what that that's what that is. And then I believe on the next page we

[1:16:05] had removed two of the unfunded projects.

[1:16:08] Um so we removed those but I did uh I hope

[1:16:15] it makes sense and you're able to follow the numbers and everything because it's

[1:16:18] a pretty large project list for next year. Um but uh you'll see right there

[1:16:25] under consulting and contracting I adjusted that amount to 155,000.

[1:16:29] Um the total transfer in for road project uh for road and bridge actually

[1:16:33] road and bridge is 559,887 and then uh transfer in from uh farm to

[1:16:39] market for road materials 678,000. So total transfer in for both uh funds is

[1:16:46] uh 1.2 million for projects for next year.

[1:16:50] So those I just wanted to show you that the project list has been updated.

[1:16:55] Um, and now, uh, that we do know that we're not going to adopt budget until

[1:16:59] the end of the month. If commissioners, y'all have anything any last minute

[1:17:04] changes, we can always hold another budget workshop in between

[1:17:10] in between by the time we adopt budget, we can come back. But if everything

[1:17:13] looks good, then we we should be okay. But it's kind of like

[1:17:19] now forever hold your piece. the commissioner I know the road and

[1:17:26] bridge we've talked about this um there's no room for the sewer line I

[1:17:31] mean for the septic right in in the dilly yard

[1:21:38] the safe side crystal about maybe 45,000 right off the top of my head.

[1:24:32] drainage that's causing that issue, it will probably cause issues to the

[1:24:45] mine our my first year and then it got annexed and now that area is a city road

[1:24:50] as well. So that that is another issue that we're looking to tackle, you know,

[1:25:00] plus the drainage in that area where that where Anony's talking about because

[1:25:04] it it does drain in that area and it does flow over um uh on the road. So

[1:25:09] yeah, that is something that we're looking into. But the good thing there

[1:25:12] is right on the other side of the east side, there is a retention pond there.

[1:25:16] So if we can get the water to that retention pond, that'd be better. But

[1:26:11] to a from a ROE 2 to a ROE one. You'll see that on page 56. Rotate techch one

[1:26:18] number 15. Uh that's where I put him at the bottom of the list with the uh

[1:26:23] minimum uh salary on that one. So you'll see you went from 13 uh drivers to 12

[1:26:30] and then uh from 14 road equipment operators to 15. So I made those

[1:26:35] adjustments there. And there is about five a little over $5,000 left. So, uh I

[1:26:42] um we talked about moving that uh unspent money or uh the remaining funds

[1:26:49] to the commissioner, not the commissioners, the road bridge so they

[1:26:53] can get additional training. So, I did that.

[1:27:01] under services uh ending at 5400. At the bottom of page 57, you'll see the

[1:27:06] proposed budget went from 205,000 to 542,000.

[1:27:16] That's matching your projects on the project list. Uh page 5, no uh yeah 58.

[1:30:18] adopt budget.

[1:35:02] forward as a county. Um, and if we don't do it, then who's going to do it, you

[1:35:08] know? So, that's why it's uh it was tough this year. It was tough last year,

[1:35:14] but this year was tough, the 1.5 million deficit. Um, but

[1:35:20] we worked through it and it's getting easier now that we're closer to adopting

[1:35:23] the budget. So, um, but it's we've learned. I think all of us have learned

[1:35:29] um because we've had to step up as a as a co the court y'all had to step up

[1:35:35] » because we didn't have a judge and usually

[1:35:38] the first portion of first phase of the budgeting process the budget belongs to

[1:35:43] the county judge and y'all stepped in to take care of that. So that was that's

[1:35:49] that's the hard work you know having making those hard decisions. So um it's

[1:35:54] not hard to be in y'all's position. So, I just do what y'all tell me to do. So,

[1:35:59] » y'all tell me, I put it, but you know, I'm trying to balance a budget with the

[1:36:02] deficit and we we're close. So, >> just building, thank you for for being

[1:36:10] patient with all of us. >> I know I know you've been at it for a

[1:36:15] couple years and and uh it's very like we've said it, right, it's challenging

[1:36:19] all the way uh across the board for us as well as yourself. But again, thanks

[1:36:25] for being patient and uh we we found a way to get it done.

[1:36:29] » Hopefully hopefully next next fiscal year we have the means to to uh adopt

[1:36:35] the other pay scale that needle um presented. And just to um let you know,

[1:36:43] Commissioner, I did come up with the number. If we were to give all the

[1:36:46] elected officials the salaries to what uh was presented um because we don't

[1:36:52] have the funding, it would have cost about uh with salaries in French about

[1:36:55] $88,000 to get all the elected officials. Not everyone moved up because

[1:37:01] a lot of them were already over that minimum. But everyone that did move up,

[1:37:05] I I wanted to say half and half. you have half that was already over and then

[1:37:09] half that were going to be moved up to the minimum. So we were looking about

[1:37:12] 88,000 um together and u including French if

[1:37:17] that's you know for next year to consider but that's what uh funding

[1:37:22] extra funding we would need to make that I don't even know what to call it a pay

[1:37:26] scale or for the elected officials salaries to make that happen that's what

[1:37:30] we would need >> because it's it's it's going to be

[1:37:36] coming in next year you know uh if we're here. It's going to be again I think

[1:37:42] it's going to be a little bit of a how do I say I don't know what the word is

[1:37:47] but you know because we haven't uh given anything to the employees I know

[1:37:54] it's been what two years at least a year >> this year we um implemented a new pay

[1:37:59] scal uh where we got the employees to who were under we got them to a new

[1:38:04] minimum so we moved everyone up to where they needed to be that's our 25 26 Mhm.

[1:38:10] » But we didn't give no one a cost of living. Yeah. Correct. This year

[1:38:13] » 26 27 we did the total. >> Yeah. This year we

[1:38:17] » uh commissioners y'all made I think we had about uh 15 employees who were

[1:38:22] impacted on moving up on the pay scale who were hitting their their anniversary

[1:38:26] tiers that we did take care of that. And then we also uh with our interest that

[1:38:31] we earned off our investments we were able to provide a cost of living to all

[1:38:36] employees at $1,500. So >> hopefully with that new pay scale that

[1:38:41] we implemented, we will be seeing on a yearly basis a hand a group of employees

[1:38:47] who have hit that ear mark. Moving up, moving up, moving up. Next year we'll

[1:38:52] see what we're working with as far as the interest that we're earning off our

[1:38:55] investments. Um to see if we're able to because that's that right there was

[1:39:01] 712,000 to help us balance our our our budget that was taking on a big chunk of

[1:39:08] that 1.5 deficit. Um so we were very blessed to have done that. But again,

[1:39:14] like I mentioned, projects are starting now. We don't have that $15 million to

[1:39:18] invest anymore. Uh so next year will be different. Next year we would be uh

[1:39:23] pivoting and probably having to do the actual our decisions on cutting. This

[1:39:29] year we we uh >> got away

[1:39:32] » we got away from that. Um and we were able to to uh make it work without even

[1:39:38] increasing our tax rate. We >> and that's I think that's key to uh stay

[1:39:43] with the same tax rate um that we've had. I think this is year three. So, I

[1:39:48] think that's that's very good uh thing that we're doing without having to

[1:39:52] impact our our uh residents of the county and to keeping the same tax rate.

[1:39:57] So, I believe we're kind of like a lower tax rate than every other entity within

[1:40:01] the county. >> Definitely.
