[2:11] update on the innovation walk

[2:13] just wanted to give quick

[2:17] introduction to our team. It's

[2:18] we have leading the project

[2:20] management design and public

[2:21] engagement. But we also have

[2:22] story land studios who's

[2:26] helping us with storytelling

[2:28] and interactivity and design.

[2:30] And then precision

[2:31] Communications, a local firm

[2:31] really leading the public

[2:35] engagement with us. The local

[2:37] office of Community Horn,

[2:37] helping with transportation

[2:38] and sustainability in

[2:43] Stillwater. Who is doing our

[2:44] markets can and opportunities

[2:47] for economic development. And

[2:50] then finally, local historian

[2:52] and archaeologist research

[2:52] over the doing a lot of the

[2:53] they're all of that historic

[2:57] research. Reminder of the

[2:58] project purpose. This will be

[3:02] an experience walk in district

[3:03] area where ideas thrive and

[3:05] people can innovate. We really

[3:07] want to make it of the place

[3:09] of Fort Myers. There's a lot

[3:10] of history, an opportunity

[3:11] here that we want to make sure

[3:15] we keep at the forefront. But

[3:15] really we want to focus on

[3:16] innovation. It is the

[3:19] innovation walk so we want to

[3:21] celebrate human endeavor,

[3:23] creativity and have that

[3:24] layered within the public

[3:26] infrastructure of the walk.

[3:29] The walk itself needs to be a

[3:30] well designed public space

[3:32] that can last through time.

[3:33] And it is the defining path

[3:36] and center for the stories

[3:36] stories that people will

[3:37] experience and create along

[3:43] the walk. The study area

[3:44] boundaries you can see here

[3:47] about 3 The main innovation

[3:50] walk extends primarily from

[3:52] Centennial Park to the Edison

[3:54] and Ford Winter Estates.

[3:55] Mostly along was for street.

[3:55] But we've broken those

[3:56] boundaries a little bit in the

[4:00] conceptual design we have the

[4:01] area of influence, which is

[4:02] roughly a half to 3 quarters

[4:04] of a mile walk from the

[4:06] innovation walk. So that's

[4:09] about it. 5 to 7 minute walk

[4:10] thinking about connectivity

[4:11] into beyond just making it

[4:18] destination. We have a couple

[4:19] projects stages, conceptual

[4:20] planning and can schematic

[4:22] design. We're still in

[4:24] conceptual planning. We will

[4:25] be through NOVEMBER. And

[4:26] that's where we do all the

[4:27] existing conditions analysis.

[4:32] To find the route our public

[4:34] engagement process, which were

[4:35] here for one piece of it today

[4:37] and tomorrow and then creating

[4:40] the base action plan for

[4:42] implementation. Schematic

[4:46] design will bit begin directly

[4:46] after conceptual planning

[4:47] later this fall winter. That

[4:48] is where will create drawing

[4:50] schematic design drawings for

[4:54] phase one which defining in

[4:55] the action plan getting some

[4:56] feedback this week on what

[4:59] that they should be. Phase

[5:00] one, a is the blue light

[5:01] installation. So we want to

[5:04] make sure people were where

[5:05] there are already things

[5:06] happening, but were, you know,

[5:07] moving quickly into the next

[5:07] phase after this planning

[5:13] effort?

[5:14] >> Project schedule, you can

[5:15] see we're roughly halfway

[5:17] through conceptual planning.

[5:20] We have a lot going on this

[5:21] week and you MAY have seen is

[5:22] that music walk on Friday, we

[5:27] also have. Meetings tomorrow

[5:29] with our committees and then a

[5:30] public event kind of taking

[5:33] over this year, a town hall to

[5:34] make sure that the innovation

[5:39] walk as a forum for feedback

[5:39] we'll take will make revisions

[5:41] from the feedback we receive

[5:45] tomorrow come back in the

[5:46] fall. Likely in OCTOBER for

[5:47] another steering committee

[5:49] meeting presentation to to you

[5:51] all and a final public meeting

[5:52] and then we'll move into

[5:56] schematic design. Where we

[5:59] are. I share these in a

[6:03] beating, but we've done a fair

[6:03] amount site analysis with

[6:05] physical conditions of

[6:07] connectivity, community

[6:09] resources, storm surge, sea

[6:09] level rise, just kind of

[6:14] understanding all the physical

[6:15] points that could affect the

[6:19] innovation walk. And then

[6:20] we've also worked through what

[6:21] are some of the opportunities

[6:24] that could come out the

[6:25] innovation walk. Looking at

[6:26] redevelopment projects that

[6:29] are underway are upcoming.

[6:31] Thinking about where

[6:32] opportunities could exist for

[6:33] future redevelopment as this

[6:34] investment in public

[6:37] infrastructure is built out.

[6:38] But then also thinking about

[6:39] how this can benefit small

[6:42] businesses and become

[6:42] year-round destination and in

[6:44] place the people that live

[6:45] here can use on a regular

[6:52] basis. Treece is done a pretty

[6:54] deep dive study area history.

[6:58] So have a 3.3 part history

[6:59] memo. The first part will be

[6:59] kind of an overarching history

[7:02] of the area. The second part

[7:03] is where she's really focused.

[7:05] A lot of her effort to help

[7:07] with the design work is the

[7:09] the study area specifically.

[7:10] And so what's happened there

[7:13] through time. And then the 3rd

[7:16] part will taking all of that

[7:19] and all of the design work and

[7:20] innovation thought we put into

[7:22] this. How can we make that

[7:24] into? How can we apply history

[7:27] to the future design? So some

[7:27] of the key things that came

[7:30] out of the study area history

[7:31] is how the Caloosahatchee

[7:33] River has changed its

[7:35] shoreline through development.

[7:37] Some of the historic buildings

[7:40] that remain historic

[7:42] neighborhoods that Remainer

[7:42] have been demolished. And just

[7:47] what's been there in the past.

[7:49] We've also came here in MAY to

[7:50] with our to meet with our

[7:52] story Circle, working group in

[7:53] the steering committee to

[7:54] define the big idea, which is

[7:57] the north star of the project.

[7:59] And we look to that to guide

[8:01] design decisions. We had

[8:02] pretty long meetings during

[8:05] that and came up with the big

[8:06] idea, which is the journey of

[8:10] innovation I read through all

[8:11] 3 paragraphs, but already the

[8:15] last one where the innovation

[8:15] walk celebrates the past the

[8:18] future and the in between step

[8:21] into an immersive on spying

[8:23] experience where the journey a

[8:24] visionary ideas spark wonder

[8:26] and every visitor finds

[8:26] belonging in the story of

[8:28] human Gene is still still

[8:30] unfolding. This is the journey

[8:31] of innovation in Fort Myers.

[8:32] So we constantly want to think

[8:34] about those highlighted 5

[8:36] words and what we're designing

[8:37] and make sure that creating

[8:41] that type of experience. As I

[8:43] mentioned, we were here at the

[8:46] pop music walk for the quick

[8:48] pop-up. We shared a sneak peek

[8:49] of materials of the general

[8:52] route that we're recommending

[8:54] and then had an opportunity

[8:55] for feedback on some of the

[8:59] major design moves generally

[9:00] speaking, we received positive

[9:00] support for those design

[9:03] moves. You can see in the

[9:04] lower right, the right side

[9:06] where all the dot our is

[9:06] positive. And there was the

[9:10] most support for resilient

[9:12] design along the water native

[9:13] plantings in shade. Then there

[9:16] were also fair amount of

[9:18] support for the routes the

[9:19] boardwalk routes and

[9:24] connections to the water.

[9:25] We've had public survey open

[9:28] since Mid-JUNE. Ish. So far.

[9:32] We've received 235 responses.

[9:34] We'll leave it open through

[9:34] tomorrow night. Just in case

[9:35] anyone who comes to the public

[9:37] meeting hasn't seen the survey

[9:39] yet. They'll still be able to

[9:41] take it. And for many of their

[9:41] friends and neighbors to

[9:46] continue taking it there have

[9:47] been questions about amenities

[9:48] along the walk. What topics of

[9:50] innovation people want to see

[9:54] and learn about. Stories

[9:55] people would like the results

[9:57] of this happened in forming

[9:59] and we'll continue to inform

[10:01] the design and then will

[10:02] eventually turn it into an

[10:04] online gallery on the

[10:05] Innovation Watch website about

[10:06] innovative stories in Fort

[10:11] Myers. Just a quick overview

[10:15] of what's come out of People

[10:17] are looking for amenities that

[10:18] offer little liveability,

[10:19] resilience and comfort. You

[10:20] can see almost 100% of people

[10:23] would like shade and trees. So

[10:26] that's pretty Generally

[10:28] overwhelming support for

[10:28] waterfront connections and

[10:31] storm water. Infrastructure.

[10:33] When it comes to innovation,

[10:34] topics, they would like to see

[10:36] things that explore culture in

[10:40] place. So history culture

[10:42] plant life in biology, which

[10:43] can blend well with shade

[10:45] trees and connections to the

[10:47] waterfront and then music and

[10:49] sound. And so how can we bring

[10:49] that into the innovation walk

[10:55] as well. And terms of stories

[10:56] they would like to see stories

[10:57] that even expand the existing

[11:00] Fort Myers identity. How can

[11:04] we bring in the calusa another

[11:05] indigenous stories, local

[11:06] black history and other

[11:07] prominent figures contemporary

[11:15] innovators. We developed a

[11:15] preliminary concept design

[11:18] which we're going to share

[11:20] tomorrow. So plugged to come

[12:41] to the and we've.

[12:44] >> And they

[12:45] >> will take us through the

[12:45] process. We have one more

[12:46] meeting with them towards the

[12:53] end of the year. Tomorrow's

[12:54] public meeting will start out

[12:59] with a panel discussion. We'll

[13:04] commissioner as a speaker,

[13:08] John Talmage and then James

[13:09] Phillips will be speaking in

[13:10] that panel discussion to make

[37:33] balanced. And the funding plan

[37:36] is no lineman with active

[37:50] changes. Resources are being

[37:51] deployed and indemnify actions

[37:54] requested by the board because

[39:34] dollars. That distribution is

[39:37] driven by timing of active

[39:40] projects, contractual

[39:41] commitments, grants and

[39:43] capital needs see in the

[39:49] downtown budget. We annually

[39:51] set aside funds for the

[39:52] commitments that we have. For

[39:52] instance, the increment

[40:04] revenue. To make it big. If

[41:03] contribution this year is

[41:09] 10 million dollars. And the

[41:10] county's contribution. 5.4

[41:16] million dollars. The propose

[41:22] use as of the 5.6 and

[41:23] prior-year surface tension

[41:23] Street in the downtown. And

[41:24] what's there are lots of

[41:25] projects, as I indicated that

[41:30] we have. Funded that have not

[41:32] completed. So those are the

[41:33] dollars that we're looking to

[41:40] report that some of them. And

[41:42] what, page that we look. And

[41:42] just not the through and

[41:45] matter, well, provide

[41:45] overview.

[43:25] that million dollars that we

[43:30] have to We appropriate will be

[43:31] helpful to the redesign of the

[43:39] Midtown utilities. The

[43:41] salaries are changing only

[43:46] with the cost of living. And

[43:47] merit raises. For the city's

[43:58] policy. The projects downtown

[43:59] that we are recommending to

[44:02] not continue with is the.

[44:03] Caloosahatchee bridge

[44:06] lighting. Believe we can re

[44:11] appropriate those dollars. We

[44:17] have on their papers. That is

[44:29] big one. 2 new projects and

[44:32] the downtown as well with very

[44:35] committed to 1.0, 2 million

[46:45] contribution is just over

[46:46] 1 million, which is also

[46:51] increase of about $100,000.

[46:52] Together, the revenue increase

[46:54] in the Cleveland area has

[46:59] about $379,000. I know that

[47:00] there are other areas in the

[47:01] city that didn't have the same

[47:04] growth. But that we also know

[47:08] that in redevelopment areas,

[47:10] the properties continue to

[47:17] grow different rate. I see.

[47:18] The Cleveland budget

[47:20] incorporates 2.5 million

[47:23] dollars of prior surplus. In

[47:25] the Cleveland budget. We have

[47:26] an opportunity to do some land

[47:28] acquisition. I've talked with

[47:33] some of you and we have made

[47:35] some inquiries. And as those

[47:37] come back, I will present

[47:38] those to you for your

[47:43] consideration. But we are.

[47:47] Requesting are proposing that

[47:47] funds in the Cleveland budget

[47:48] that are not allocated go into

[47:56] the. Land acquisition budget.

[48:03] trailhead.

[48:07] approved $500,000 for us to

[48:09] start a trend that project

[48:09] menu at Mantle's brands behind

[48:10] the high school in the

[48:14] hospital.

[48:18] reflects another half a

[48:22] million dollars to build the

[48:24] structure, however, in

[48:29] the city manager and I believe

[48:36] City Council members that is

[48:36] something that he is

[48:37] requesting that we not go

[48:43] forward with. When the cra

[48:44] project, we are not been able

[48:47] to maintain that. That has to

[48:52] go to the city. And the

[48:52] investment of a million

[48:54] dollars with only build the

[48:55] project, it would not maintain

[48:59] the project. And so we

[49:00] definitely want to work more

[49:02] closely with the city to

[49:07] ensure that the projects. That

[49:09] were bringing to you are ones

[49:11] that the city is able to

[49:12] continue with the maintenance

[49:15] and upkeep.

[49:16] >> You have a idea maintenance

[49:20] I'm not going to be.

[50:35] sensible landscape that

[50:39] requires less maintenance as

[50:40] trucks are going to be driving

[50:43] over this job, you know, a

[50:44] concrete trail. I don't see

[50:49] how maintaining ada compliance

[50:52] will be an You know, it's

[50:53] something like this. So i

[51:00] doing something important for

[51:01] the community here, especially

[51:01] when we can invest that money

[53:03] salaries. We have not. Taken

[53:04] any funds or designee funds

[53:08] from the east. Fort Myers.

[53:12] Plan budget as that area is

[53:13] new and trying generate funds

[53:14] so that we can reinvest in the

[53:17] community. So right now, no

[53:20] salaries are coming from Fort

[53:22] Myers, Cleveland Avenue area

[53:27] contributes about 200,000 and

[53:28] that is an increase of 34,000

[53:33] over that. 25 26 budget. And

[53:35] as I indicated before in

[53:38] Cleveland Avenue, we are at

[53:41] the point of implementing the

[53:41] landscape. Landscaping company

[53:45] has been selected by rbi.

[53:46] They've gotten approval from

[53:47] from fdot. I understand the

[53:48] maintenance agreement is

[53:51] coming any moment and we will

[53:54] see the landscape install

[53:55] after about 3 years on

[53:59] Cleveland Avenue. So I know we

[54:00] we've been waiting and it's

[54:01] taking a lot of time. But I I

[54:01] believe that when it's

[54:03] completed, you all, you'll be

[54:05] pleased with what you have and

[54:10] the other. Big expenditure in

[54:12] Cleveland is again funds to be

[54:14] set aside for land assembly.

[54:14] We have opportunities all

[54:18] along the corridor. 2. Acquire

[54:19] parcels that can be

[54:24] redeveloped by a developer. If

[54:25] this is something this year

[54:25] you can put out not to say

[54:27] that we're going to develop

[54:29] it, but we can start to

[54:30] assemble parcels to really

[54:34] shape. The direction of the

[54:35] corridor and how we would like

[54:42] to see it in print. What I

[54:44] the work plan, commissioners

[54:47] and in the work plan, it has

[54:49] all the projects that you have

[54:51] approved from last year that

[54:52] we are continuing and there

[54:58] only 2. New projects in each

[54:59] redevelopment area that is

[55:00] different from that work plan.

[56:56] hands. Lee County is

[56:58] contributing about 1.5 million

[56:59] dollars. And that's an

[57:08] increase of 270,000 most So

[57:09] that means our tif revenue in

[57:11] the mlk cre is going to

[57:14] increase $900,000. And of

[57:15] course, all of that is going

[57:18] to help us to fund project

[57:21] which has been a priority for

[57:21] this board for a number of

[57:29] years.

[57:31] >> We're also requesting that

[57:32] one 0 million dollars in

[57:34] surplus. The implemented into

[57:40] this budget. We did have a

[57:41] one-time true-up earlier this

[1:05:45] And we residential pace

[1:05:50] program. Which I believe this

[1:05:54] year we actually got 8. We're

[1:05:57] able to do 8 homes. I'm sorry.

[1:06:03] actually are in the capital

[1:06:09] where the dollars from the

[1:06:14] mines, redevelopment areas

[1:06:17] created, there was a very

[1:06:18] basic planned. I and had very

[1:06:23] limited. Public participation

[1:06:24] and we're proposing to go out

[1:06:27] and do a full out plan. And is

[1:06:28] for Mize redevelopment area

[1:06:32] where we can get more

[1:06:34] information from the public

[1:06:38] and really develop a plan that

[1:06:38] has some substance. This one

[1:06:39] is really one that was created

[1:06:44] just to get the area going. In

[1:06:48] this year's. We're also

[1:06:53] proposing. To clean up or to

[1:06:54] work with fdot to detention

[1:06:57] area on Palm Beach Boulevard.

[1:06:58] It's right by that storage

[1:07:01] area in the seaport area

[1:07:02] amenity to the to the

[1:07:05] residence and other

[1:07:07] communities and done is allow

[1:07:07] them to go in and take over

[1:07:11] the maintenance and

[1:07:11] landscaping and me at an

[1:07:16] amenity. So we're proposing
