some more material. We're kind of just
patiently. So hopefully here shortly

we'll have at least a walk ramp. Little
crude probably, but at least it'll be
[4:52]
there so kids and stuff can go fishing
because it's nothing cooler than
[4:55]
watching kids come down, especially this
past summer. There was a group of six
[4:59]
down there one time all backpack up.
They sat there all day. It was just neat
[5:04]
to watch. So, it's a neat thing on their
bicycles, so it was cool. And they
[5:08]
weren't meth methheads. So, um that was
kind of nice. Second thing is, um it
[5:15]
looks pretty promising. You probably
heard some of the rumors and they are
[5:18]
true crumpets. should be opened up by
the 25th of August is the plan right
[5:22]
now. Now, we don't have everything
signed yet, but right now I think we're
[5:27]
about 98% sure that it's a done deal.
So, every all the players in there,

Larry, Russell, myself, Dan, Joselyn is
the person that has purchased it have
[5:37]
really worked hard and it's been a it's
a miracle on ice, you know. It's like
[5:42]
one of those 1984 Olympics type thing,
you know. So, it's coming together.

little luck, I think we got it planned.

It's very um very hybrid. We'll just

goal is by the end of September, higher
hell or higher water, get this out of

the management of the city. Nothing
against the city. I'm not bashing that,

but just so that somebody will take it,
run with it, build it up. I mean,

there's potentials. I've heard people
I've talked to already would like to,
[7:03]
you know, put even hotel in. There's a
lot of stuff. I mean, it's it'll be at a
[7:07]
totally different scale if the kind of
people that we're trying to get to are
[7:12]
going to take it over. And just so you
know, and my my I got to protect the
[7:16]
city because I'm working for the city,
too, on this one behind the scenes,
[7:19]
obviously. But, you know, we don't want
to give everything away. We're not going
[7:22]
to make extra promises. We got to get
your money back. So, that you're clear
[7:26]
on that as a city council. Understand
that. I know that you got investments
[7:30]
and I really don't want us to ever see
us sell it. I think it'll be more
[7:33]
beneficial to keep it. I've talked to
Eric about that, you know, in the past
[7:36]
here, too. So, that lease, long-term
lease would be the way to do it. You
[7:41]
won't own the equipment. And then we'll
make some stipulations, but it'll be in
[7:44]
their ball court of how it gets done cuz
And then we'll work those out. And then
[7:49]
when it comes together, cuz it has to
come together. We can't just let it sit
[7:52]
there. So, it's going to happen some
somehow some way. I don't know how, but
[7:56]
I'm sure it will. You guys will get to
make final decisions on what gets done.

Just remember that. So, in case that's
unclear, it always comes back to the

city. And if we got a good deal on the
plate, I hope you see it too and and we
[8:06]
figure out a way to do it. It just it'll
be a communication thing. That's all

city started in downtown yet. So, just
keep that in mind. We're trying to get a

business coming to town here in 3 weeks.

those because when we agreed to fund
[22:53]
this these studies, you know, we said at
that time, you know, if we're going to
[22:58]
spend 55,000 on it, this is going to be
our short-term and our long-term plan
[23:02]
for the city, and we're going to execute
based on what this plan shows us. So
[23:07]
before I commit to saying this is our
guidelines moving forward, I'd rather
[23:13]
I'd rather have a chance to review in
more depth and ask additional questions.

So I would like to make a motion to
table this um for um after further
[23:23]
discussion for another two weeks.

us to have a special meeting prior to a
council meeting and have MSA here to ask

questions and maybe

I've been through this these 63 pages,
there's just a lot of questions to ask.

» Well, we don't understand how to execute
it. Like I understand this is a fluid

document and the goal is is that it's
not set in stone over the next 15, 20

years. We're going to move it and adjust
to it as we need to. But I think we need

to understand like Zach said what our
initial priorities are and that we're
[23:59]
all on the same page with that um in
regards to the feedback we got. And I
[24:03]
just have some general questions for
them too like um response rate. You
[24:07]
know, I noticed they they said it was a
good response rate. If you look at
[24:11]
response rate based on our census
numbers versus um the responses got to
[24:16]
mean we're less than 20%. And in most
statistical things, you'll find if you
[24:20]
get a less than 20% response rate isn't
really the data you should be going off
[24:24]
of. But if you look at it from a
household perspective to the number of
[24:28]
people in the town, you know, [snorts]
or number of responses, excuse me, then
[24:32]
it's a little bit more, you know, giving
as far as the number of people. So, I
[24:37]
don't know, just some questions like
that and determining if we agree with
[24:40]
where the priorities went.
I mean I I guess to answer that I would
[24:46]
say those priorities were set in the
workshops that we had. So that's where
[24:52]
the priorities came from. I mean it's
not like MSA just took them and they
[24:56]
prioritized them. Um that that all came
from our workshops and we said hey this
[25:01]
is how we want to prioritize XYZ. So I
mean this is nothing like MSA just took
[25:08]
it and said hey I think this needs to be
your priority. So if if there's other if
[25:11]
there's things we want to change,

forward. So if there's things we want to
change, we can change them now become
[25:19]
before this becomes a final document.

if anything we want to change, we do

was very clear the time frame that we
were working on it within. It was when
[25:33]
we were adjusting all of our um
management within the city. It was at a

time when the downtown construction was
just kicking off and things were
[25:40]
uncertain. So I think there's some
things in there that could be adjusted
[25:43]
that would be more just now whereas we
were kind of in a time of unknown then.

So that's just my thought. But

all agree this is a huge a time
commitment and it goes on for a very

long time. So, I thought it would be
helpful if she could come back and say,
[26:35]
"This is what other communities have
done. Yes, they set a special night just
[26:40]
to talk about this rather than adding it
on to our council meeting." And I
[26:44]
thought that would be helpful as I read
through this. I wonder how other people
[26:48]
really move this process forward. I know
I know Silvis is going through a
[26:53]
comprehensive plan right now and they
just had their open house for community
[26:58]
feedback and and whatnot, but um I mean
I can ask to see
[27:04]

each business owner from the city $100

to furnish the drinks and that bring
people in.

there have been talk of, you know,

possible property tax reimbursement, but
the only problem with that is a lot of
[31:32]
these aren't owned by the business
owners, so they don't really see the
[31:35]
direct um effect of that. Um, the actual
property owner would, but the business
[31:40]
owner wouldn't [clears throat] see any
relief from that. So, there's some
[31:44]
options out there. You know, which one
is the right one? I I guess I don't
[31:48]
necessarily have the right answer for
that, but I just I kind of wanted to see
[31:51]
what the council had, if anything, if
they wanted to try and do it to to help
[31:56]
out.

would be appreciated. And I had also
suggested just waving their water bill

for a year, but I don't know how many
dollars that would affect us

thin out the population in the north

it's one of those that I mean it doesn't

affect everybody, but some people it
does affect with their gardens and their

yards. And um so I just said I would
bring it to the council to see if
[38:50]
we still want to pursue this through DNR
like through a
[38:55]
uh DNR has a couple different programs
that they have out there. But um without
[38:59]
knowing what the council really you know
the council says no we we don't have an
[39:04]
issue with the deer then you know let's
not do anything. But uh um I know Brock
[39:09]
Island they did a controlled hunt. Um
only so many deer were allowed to be
[39:13]
taken and it had to be in a certain part
of town. Um so that that's an option. Um
[39:21]
unfortunately we don't really have any
land up there. So we would have to talk
[39:25]
to land owners to see if anybody would
even allow us to do that. Um and I don't
[39:30]
even know that that's an option. So you
know just throwing it out there. see
[39:36]
what we can do and or if there's
anything we can do at this point.

Highway came down Main Street and then
it stopped on that corner and there it

building, he took it down,

but Kyle just recently was willing to
put it back up. People asked about it.

Um, but now he's rented the building,
leased the building. it's a Clinton

business and they're not interested in

invest the money, we have to find an

it's worth investing the money for. But
