[0:04] But if he doesn't want to reopen then
[0:11] I don't want to lose that penny but I don't want to
[0:20] revenue.
[0:28] That's the charity benefit for them.
[0:34] » I thought about
[0:43] » I don't know what else I'm supposed to do.
[0:49] » I mean, it's made about $15,000
[0:54] » since I don't remember what year >> for 3 years.
[0:56] » Three years. >> I mean, still on Thursday morning.
[1:01] » Better than nothing.
[1:08] » Can we start 3 minutes early? >> Yeah.
[1:11] » Thursday morning. >> Yeah.
[1:16] » Um I have a meeting at the school at 9:00.
[1:18] » Starts at 5:30 and they might >> There's a safety meeting at the school
[1:20] at 9:00. >> They may want to
[1:22] » How long is that going to take? >> Hour probably. So
[1:33] » live on here. >> Okay.
[1:50] » Construction last week that I didn't [laughter]
[1:58] or something
[2:02] or something in the spring.
[2:11] Can I ask you a question? >> Actually, we're going to start
[2:20] maybe depends on time. >> Yeah. Yeah.
[2:23] Oh, >> you have economic development in here.
[2:28] » It's the last page. That's what I thought.
[2:31] » The last page is this.
[2:40] » Yeah. Just in case something else. >> No discussion.
[2:50] There's a reason we're building
[3:00] this thing.
[3:08] You can if you want to
[3:13] shut it off
[3:24] right now.
[3:34] Call to order the council meeting for the city of Falton.
[3:37] » Roll call please toward yourself. >> Mayor Malone
[3:40] » here. >> Older person
[3:42] » here. >> Here
[3:45] » King >> here.
[3:46] » Mask >> here. Ratcliffe
[3:48] » here. >> S
[3:49] » here. >> Benamp
[3:50] » here. [clears throat]
[3:52] » Uh join me in the pledge please.
[3:59] To the flag of the United States of America [clears throat] and to the
[4:03] republic for which it stands. One nation under God, indivisible, with liberty and
[4:10] justice for all.
[4:23] » Uh, communication. Ted is here. Ted James. Yes.
[4:27] » Floor is yours, sir. >> Thank you.
[4:30] [clears throat] >> Just stopped by to give you an update on
[4:33] a few projects we're working on for the city. Um, first one is I've been working
[4:36] with Jimmy Pel and Logan down at Heritage Canyon. We're trying to get a
[4:40] fishing spot down there built. And Logan's working to see if he can get me
[4:44] some more material. We're kind of just patiently. So hopefully here shortly
[4:48] we'll have at least a walk ramp. Little crude probably, but at least it'll be
[4:52] there so kids and stuff can go fishing because it's nothing cooler than
[4:55] watching kids come down, especially this past summer. There was a group of six
[4:59] down there one time all backpack up. They sat there all day. It was just neat
[5:04] to watch. So, it's a neat thing on their bicycles, so it was cool. And they
[5:08] weren't meth methheads. So, um that was kind of nice. Second thing is, um it
[5:15] looks pretty promising. You probably heard some of the rumors and they are
[5:18] true crumpets. should be opened up by the 25th of August is the plan right
[5:22] now. Now, we don't have everything signed yet, but right now I think we're
[5:27] about 98% sure that it's a done deal. So, every all the players in there,
[5:32] Larry, Russell, myself, Dan, Joselyn is the person that has purchased it have
[5:37] really worked hard and it's been a it's a miracle on ice, you know. It's like
[5:42] one of those 1984 Olympics type thing, you know. So, it's coming together.
[5:47] We'll see what happens. But with a little luck, I think we got it planned.
[5:50] It's very um very hybrid. We'll just call it that for right now. But it's
[5:55] coming together. So, uh let's >> open up as crumpets.
[5:58] » She is and she is the crumpets. And she'll be a manager. She'll be the
[6:01] person that's the face and everything that's going to be there. I'm putting it
[6:04] out there. And um unless something catastrophic falls apart, I'm not
[6:08] saying, you know, there's nothing guarantee, but she's going to be that
[6:11] person. She worked with Renee for 10 years, 12 years. So, she's she knows
[6:15] Renee will probably come back and help some, too. It's family. It'll be more
[6:19] like It'll be like crumpets. That's what it'll be like. So, it'll be pretty
[6:23] exciting, actually. >> Nice. Yeah.
[6:25] » Uh Dave Vogle told me once about 20 years ago, work on three things. Don't
[6:29] work on any more than three things. So, we're still working on the marina
[6:31] project. I still have some good leads on that yet. Um I put a phone call in again
[6:35] today trying to catch the person. He was traveling on vacation for the last
[6:39] couple weeks. He had ragbry showing up at his place, but uh very interesting.
[6:44] Again, we don't know. There's no promises, but it is progressing. And my
[6:48] goal is by the end of September, higher hell or higher water, get this out of
[6:53] the management of the city. Nothing against the city. I'm not bashing that,
[6:56] but just so that somebody will take it, run with it, build it up. I mean,
[7:00] there's potentials. I've heard people I've talked to already would like to,
[7:03] you know, put even hotel in. There's a lot of stuff. I mean, it's it'll be at a
[7:07] totally different scale if the kind of people that we're trying to get to are
[7:12] going to take it over. And just so you know, and my my I got to protect the
[7:16] city because I'm working for the city, too, on this one behind the scenes,
[7:19] obviously. But, you know, we don't want to give everything away. We're not going
[7:22] to make extra promises. We got to get your money back. So, that you're clear
[7:26] on that as a city council. Understand that. I know that you got investments
[7:30] and I really don't want us to ever see us sell it. I think it'll be more
[7:33] beneficial to keep it. I've talked to Eric about that, you know, in the past
[7:36] here, too. So, that lease, long-term lease would be the way to do it. You
[7:41] won't own the equipment. And then we'll make some stipulations, but it'll be in
[7:44] their ball court of how it gets done cuz And then we'll work those out. And then
[7:49] when it comes together, cuz it has to come together. We can't just let it sit
[7:52] there. So, it's going to happen some somehow some way. I don't know how, but
[7:56] I'm sure it will. You guys will get to make final decisions on what gets done.
[7:59] Just remember that. So, in case that's unclear, it always comes back to the
[8:02] city. And if we got a good deal on the plate, I hope you see it too and and we
[8:06] figure out a way to do it. It just it'll be a communication thing. That's all
[8:09] we're trying to do. Last thing is that's my fourth thing. I see we didn't get
[8:14] city started in downtown yet. So, just keep that in mind. We're trying to get a
[8:17] business coming to town here in 3 weeks. Let's make sure we're helping make it
[8:20] right for this heartbeat of the town. Crumpets is the heartbeat of the town,
[8:24] guys. So, we have to make sure that we keep that going and open. I don't know
[8:28] what you know, I see it's behind schedule today. So just they're not due
[8:32] to start until Wednesday. >> Oh, I seen stuff flagging was supposed
[8:35] to show up today according to your schedule.
[8:37] » Yeah, they said they were going to do that the same day.
[8:40] » I know, but everybody everybody's already talking on the back say, "Hey,
[8:42] we're already a day behind." No, >> just communicate that then. So they keep
[8:46] everybody in communication on Facebook because I think we do a better job of on
[8:50] your web page or Facebook, too. But that's it. Sorry. Thanks, guys.
[8:53] » Thank you. >> Any questions?
[8:56] » Perfect. Have a great night. >> See you later. All
[9:02] right. Next is the uh consent agenda. All items on the consent agenda will be
[9:06] acted by a single motion and roll call vote. Any item may be removed upon
[9:11] request by the mayor or any alderman and considered individually after all other
[9:14] items of business on the consent agenda. We have u approved the regular meeting
[9:20] minutes from July 27 city council meeting. Approve the bill list and
[9:26] approve the treasury report dated June 30, 2026. Motion, please.
[9:31] » So moved. >> Second.
[9:33] » Thank you. >> I have a question.
[9:35] » Go ahead. >> There was a on the meeting minutes
[9:39] there's on page four the fifth from the bay bottom. It says
[9:46] on roll call all yes. Alder persons Bonstra and Ratcliffe were absent. Let's
[9:51] put the P me. that question. Thank you.
[10:01] » I had a question on the minutes. Um I know that we did not have internet, so
[10:05] we obviously did not record or broadcast um our last council meeting, but did you
[10:10] happen to audio record that one, Tori? >> Yes,
[10:13] » you did. Okay. Um, specifically with that then I would just add um about
[10:19] halfway down on the first page um or page three as noted. Um you know we were
[10:26] talking about the um the compensation res resolution and there was a lot of
[10:32] discussion that was held on that um and we actually took it took the table off
[10:38] and then reinserted it for this meeting. So there was discussion held on. I feel
[10:43] like there's some substance that's missed there. Um, what that was, I
[10:48] didn't record the meeting, so I don't I don't really have a lot to add other
[10:52] than we had discussion on it. We agreed to take some parts off of the resolution
[10:57] as it was drafted at that point and then come back to this meeting to have a vote
[11:01] on it. So, I would like to have that inserted in some degree.
[11:05] » Listen. Thank you.
[11:10] on the bill list says Peterson Sanitary 900
[11:17] $95 for some cent.
[11:23] What was that for? It's the standard monthly bill
[11:30] » for 9. We pay $95 a year or a month.
[11:38] What what portable toilets do we have? [snorts]
[11:41] » I know we had a couple down at uh the marina, but do we have more than
[11:47] that? >> They're at the canyon.
[11:50] » One at the canyon that's supposed to have been removed, but they never came
[11:53] and got it. The crafters take care of that one.
[11:59] So, we're paying $95 a month
[12:05] for three toilets. I think there's four. Is there four or
[12:10] three? >> Uh, at the marina there's three from
[12:14] Peterson, but then the marina has, but they also maintain that one as well.
[12:19] » So, so there's four toilets and we're paying 95 a month for that. I
[12:24] » have to get the invoice. It's a good call out. That's like
[12:28] $10,000 a year. >> Like I can see if we if that included
[12:31] our special projects in included in there and we had that but I know that
[12:36] that's extra. >> I just wonder cuz 95
[12:42] » for four toilets. >> Look at the invoice.
[12:46] » Okay. >> I know we have it cuz I looked at it.
[12:49] But yeah, >> I'm just wondering cuz I haven't noticed
[12:52] that much. >> Okay.
[12:55] » That's why I'm wondering. I know the invoice lists where they are
[12:59] » and we did have some the night of the um celebration for the 250 but they were
[13:06] the been there just for the day. >> Who's paying for those?
[13:10] » I think we had some
[13:14] toilets come in for that day. >> Yeah, I think there's two of them
[13:18] without night. >> That wasn't on that bill.
[13:21] » I don't I don't think >> Why are we paying for those?
[13:23] » I don't think that's on this bill. That's not on this bill. [clears throat]
[13:27] » I do not. I don't think so. Okay. >> I'm just wondering why
[13:30] » I'll double check. >> That's on the city bill
[13:33] when it should be your bill. >> I don't remember the city saying they're
[13:39] paying for toilets
[13:44] for that. >> You want me to pay for it? Okay.
[13:50] » No, I have to I'll look at the invoice. We can either
[13:53] » please do >> um we'll have it for the next packet.
[13:58] » All right. Thank you. >> I have a question on
[14:03] page uh six about halfway down Ferguson
[14:08] Waterworks. So I keep on seeing like pipes um reoccurring month over month.
[14:13] Um and I assume that we don't pay for pipes for any of the projects that we
[14:18] do. So, are we going through that much repair [clears throat] that we need to
[14:22] be purchasing this much pipe? >> That's for water meters. You have a Mach
[14:27] 10 meters. >> Okay.
[14:29] » Yeah. [clears throat] >> So, are we replacing how many water
[14:32] meters? How many water meters is that for I don't know 14,000?
[14:39] » I said it was 30 about $350 a piece. >> Okay. And we're we're putting that many
[14:44] in a month or >> Oh, yeah.
[14:46] » Yeah. Okay. I was worried >> cuz we and I don't remember exactly the
[14:51] year. Um somewhere between 2006 and 2010 I think is when my split put into my
[14:57] house back when they went into the automated.
[14:59] » I think that's the original one. I don't think it's ever come anybody's ever come
[15:02] to replace it. >> Right. Yeah. We we went through a batch
[15:05] of the first batch of meters that started to go bad.
[15:08] » M >> and [clears throat] when I was still in
[15:10] public works we were ordering 200 a year.
[15:13] » Okay. So 350 time 40 is that give or take?
[15:19] » I don't know exactly what you want. >> I want to say it was around 30, but I
[15:21] can confirm that [clears throat] >> please and you can send an email uh to
[15:26] me if you want and or to the group. Um the next one was the Sherman Williams. I
[15:32] don't know who to ask on this one. Page seven,
[15:35] » laser lane. >> Yeah, lime laser ees 80 8300. That was
[15:40] the new paint sprayer >> for line striping.
[15:46] » We do that. >> Yeah.
[15:49] » For where? >> Downtown uh 12 street crosswalks.
[15:54] » Okay. So, that's not part of our project bid for them to re redo the lines after
[15:58] we're >> This is just for us to have one. Ours
[16:01] ours the motor on ours shelled out last year and we ended up having to pay a
[16:06] company to come in to restripe for us because we didn't have a way to stripe
[16:11] it. So we built it into the budget to have a new line striper so we can stripe
[16:17] instead of having to pay a company to do it. But there is a
[16:22] um contract within the pavement for somebody to stripe downtown for the
[16:29] initial striping. >> Okay. So
[16:31] » then we use that to maintain. >> Gotcha. So just so I understand when
[16:35] we're done with the the concrete work down there, they're going to lay down
[16:39] stripe and parking for us, right? Because we are still going to one way
[16:42] unless we change our minds. Okay. I just want to make sure
[16:45] » I understand what's going on there. Um, and then I know um Alli's not here, but
[16:52] uh the very last one uh for the audit um I would just ask uh Eric if you can make
[16:59] a note especially for our finance meeting if that's payment one of two.
[17:03] » Yeah. Um, I I believe that's how it broke down last year, but I would like
[17:07] to verify.
[17:15] » Anyone else? >> I have a question on uh six a payroll
[17:20] garbage $2,391. We paid that out.
[17:25] » It was payroll deduction from employee. Yeah.
[17:29] » Oh, okay.
[17:33] So, it was just a pass through for us. >> Yep.
[17:42] » Anyone else? [clears throat] Radar certification
[17:47] annual annual. That's what I thought, but I wanted to
[17:52] make sure. Thank you.
[17:58] » [snorts]
[18:03] » Uh, roll call please. Tori >> Bstster.
[18:08] » Yes. >> Yes.
[18:10] » Yes. >> Yes.
[18:12] » Bass. >> Yes. Redcliff.
[18:14] » Yes. >> S.
[18:16] » Yes. >> Camp.
[18:17] » Yes.
[18:23] » All right. Next. Uh, current business. We have motion to approve and vote on a
[18:28] special ordinance to grant a special use permit
[18:32] for real estate having the assigned address of 11:15 Fort Street in the city
[18:37] of Fton, Illinois for Cara Serest. >> Serest
[18:42] » Serest uh DBA lash and a Serest Properties LLC to allow for a tattoo
[18:49] artist to operate on the premises. Page 16. I second.
[18:55] Uh, any discussion on this one? [snorts]
[18:59] She is here if anyone has any questions before we go.
[19:04] » I'd just like to thank Adam uh [clears throat] for your notes in here
[19:08] and uh really gave me a lot to uh read and go off of. So, thank you. And then
[19:14] I've been updated from everybody else while I was gone. So, I know I wasn't
[19:17] here for when your initial presentation Anyone
[19:24] else?
[19:28] Roll call, please. Tori >> person. Brack.
[19:31] » Yes. >> King.
[19:32] » Yes. >> Yes.
[19:34] » Mask. >> Yes.
[19:35] » Ratcliff. >> Yes.
[19:36] » S. >> Yes.
[19:38] » And >> yes.
[19:40] » Yes. >> Motion carried.
[19:45] » Congratulations. >> Yay. Thank you. [laughter] Thank you
[19:48] guys. I have to go. My kids have unpacked the backpack in like 15
[19:51] minutes. >> Welcome.
[19:54] » When's your start date? >> Um, we have to get the area set
[19:58] correctly um before I can submit the floor plan to um the health department
[20:04] » and then it has to be approved. >> Yep.
[20:06] » So, >> so soon hopefully. Yeah, very soon.
[20:09] » Yes. Good luck with all that. >> Thank you.
[20:12] » Thank you guys. >> All right. Next, we have a motion to
[20:15] approve and vote on the MSA Fulton comprehensive plan. Motion, please.
[20:21] » So, move. >> Second. [clears throat]
[20:23] » Support. >> Discussion.
[20:26] » Yes. Um, I'm wondering if we could um take a couple more weeks to look at it.
[20:33] Um, whenever I'm going to vote on something, I like to make sure I read
[20:37] all the words. Um, and I did, and it took me just under seven hours to read
[20:42] one of them. Uh there's a tremendous amount of data
[20:46] in this and I think it would be in our best interest.
[20:51] Um on the letter that Emily sent to Eric, she said there are two plans and
[20:57] she is asking us to review it. She said have you review this? So I think that's
[21:02] important that we do that. Um, and that, um,
[21:07] yeah. Uh, she also said that she gave a letter. Eric, I came in a couple times
[21:11] today asking you. I don't know where where that is. I couldn't find that.
[21:15] » She gave you a what? >> There was she in this letter, she said,
[21:18] I've added um some additional information, but I couldn't find that.
[21:23] » Uh, it was some of the things in the open house um that they had noted like
[21:28] um >> so did she made the correction in the
[21:32] comprehensive plans. Well, I looked and looked far.
[21:34] » There was a >> like the map with the
[21:37] » Yeah, something was with something was labeled as farmland that wasn't uh it
[21:42] was some minor things that we had noticed during the open house.
[21:45] » I think it'd be helpful for everybody though to get to know what happened at
[21:48] the public hearing because there were only a couple of us here.
[21:50] » I can ask if she took minutes during that. I don't know if she did or not.
[21:54] » That would be really helpful because so many people were talking [clears throat]
[21:56] to different different ones. Um, so I think everybody would appreciate knowing
[22:01] what happened with that if we could, but I'm suggesting I would like to read the
[22:05] other one before we pull. >> I would also back Barb's comments in
[22:09] that this [clears throat] I think one was 60 some pages and the other one was
[22:14] 80 >> 80 some pages. Um, you know, I like to
[22:18] have it printed out um so I can make notes on the paper, but um we did not
[22:23] have that availability um for this. So, I'm going off making notes individually.
[22:29] Um, there's also some dis what I would view as question marks or things I'd
[22:33] want to question on priorities versus what was shown on the survey towards the
[22:40] end of the strategic um plan. So, I want to reconcile those um statements, maybe
[22:46] ask questions back to MSA or Eric on those because when we agreed to fund
[22:53] this these studies, you know, we said at that time, you know, if we're going to
[22:58] spend 55,000 on it, this is going to be our short-term and our long-term plan
[23:02] for the city, and we're going to execute based on what this plan shows us. So
[23:07] before I commit to saying this is our guidelines moving forward, I'd rather
[23:13] I'd rather have a chance to review in more depth and ask additional questions.
[23:17] So I would like to make a motion to table this um for um after further
[23:23] discussion for another two weeks. >> I support that. Would it make sense for
[23:29] us to have a special meeting prior to a council meeting and have MSA here to ask
[23:34] questions and maybe >> I would agree with that, Wendy, now that
[23:37] I've been through this these 63 pages, there's just a lot of questions to ask.
[23:41] » But isn't this what we already discussed?
[23:44] » Well, we don't understand how to execute it. Like I understand this is a fluid
[23:47] document and the goal is is that it's not set in stone over the next 15, 20
[23:51] years. We're going to move it and adjust to it as we need to. But I think we need
[23:55] to understand like Zach said what our initial priorities are and that we're
[23:59] all on the same page with that um in regards to the feedback we got. And I
[24:03] just have some general questions for them too like um response rate. You
[24:07] know, I noticed they they said it was a good response rate. If you look at
[24:11] response rate based on our census numbers versus um the responses got to
[24:16] mean we're less than 20%. And in most statistical things, you'll find if you
[24:20] get a less than 20% response rate isn't really the data you should be going off
[24:24] of. But if you look at it from a household perspective to the number of
[24:28] people in the town, you know, [snorts] or number of responses, excuse me, then
[24:32] it's a little bit more, you know, giving as far as the number of people. So, I
[24:37] don't know, just some questions like that and determining if we agree with
[24:40] where the priorities went. I mean I I guess to answer that I would
[24:46] say those priorities were set in the workshops that we had. So that's where
[24:52] the priorities came from. I mean it's not like MSA just took them and they
[24:56] prioritized them. Um that that all came from our workshops and we said hey this
[25:01] is how we want to prioritize XYZ. So I mean this is nothing like MSA just took
[25:08] it and said hey I think this needs to be your priority. So if if there's other if
[25:11] there's things we want to change, >> this is this is why we're bringing it
[25:16] forward. So if there's things we want to change, we can change them now become
[25:19] before this becomes a final document. >> Sure.
[25:23] » And she does she does say that also that if anything we want to change, we do
[25:27] that. >> Because as I was reading through it, it
[25:30] was very clear the time frame that we were working on it within. It was when
[25:33] we were adjusting all of our um management within the city. It was at a
[25:38] time when the downtown construction was just kicking off and things were
[25:40] uncertain. So I think there's some things in there that could be adjusted
[25:43] that would be more just now whereas we were kind of in a time of unknown then.
[25:48] So that's just my thought. But >> it's just a wealth of information. It's
[25:53] really really exciting to read just really there's just a lot of
[25:56] » I mean if you guys would likely to come back and we can make go through this one
[26:02] more time as a whole we can do that. I just I mean I just
[26:06] need to know for sure if that's what we want to do.
[26:09] » One thing I'd like to ask her is if she could give us some guidelines about how
[26:13] other cities do this as far as structuring going forward.
[26:19] Do they do they add onto their council meetings? Do they have a special I mean
[26:24] we know we knew when we did this this is going to take this is a huge amount. We
[26:28] all agree this is a huge a time commitment and it goes on for a very
[26:32] long time. So, I thought it would be helpful if she could come back and say,
[26:35] "This is what other communities have done. Yes, they set a special night just
[26:40] to talk about this rather than adding it on to our council meeting." And I
[26:44] thought that would be helpful as I read through this. I wonder how other people
[26:48] really move this process forward. I know I know Silvis is going through a
[26:53] comprehensive plan right now and they just had their open house for community
[26:58] feedback and and whatnot, but um I mean I can ask to see
[27:04] » if she could share that. >> Yeah, if she has any recommendations or
[27:09] you know she you know but if you guys would like her to come here I mean I
[27:13] just need to know so I can get that lined up sooner than later. I would like
[27:16] to now that I've read one and I really need a little space here before I read
[27:22] the other one. I thought I would get too convoluted with it. So I needed
[27:27] just shy for me of seven hours to read it. And I did come in and get a paper
[27:32] copy because I knew I wanted to make notes on it and I found that to be
[27:35] extremely helpful to be able to do that. But it's going to be it's going to be
[27:41] fun, I think. Any other discussion?
[27:47] All right, we have a motion from Zach to table and a second from
[27:52] [clears throat] Barb. So, we will vote to table this item.
[27:59] » Roll call to other person. Hoffman,
[28:03] » good. >> Bass,
[28:05] » yes. Bradford, >> yes.
[28:07] » Soul, >> yes.
[28:09] » No. >> Yes.
[28:12] » Yes. >> No.
[28:18] » All right. Next, we have motion to approve and vote on the MSA Fulton
[28:22] strategic plan final draft. Motion, please.
[28:28] » Doesn't that go hand in hand? >> Yeah.
[28:33] » Oh, there's two different items. They're two different places.
[28:36] » I'll make the motion to table that. >> Well, we have to open it first.
[28:39] » We don't even have to open it. >> Well, [clears throat] guess it drops
[28:42] off, but >> if you don't open it, it'll drop off.
[28:44] Yeah. So, >> I'm hearing no motion then.
[28:50] [snorts] >> I'll make the motion. You mean to
[28:54] approve this one item? That's >> No. To open it for discussion.
[29:01] » Do we need to do that? >> No.
[29:05] If if if there's no motion, then it doesn't get talked about and it just
[29:08] » will it reoccur on the next. >> We can always add to the agenda.
[29:12] » It doesn't automatically just disappear. >> No, but it can [laughter]
[29:19] » I want to raise the >> technically you could
[29:25] go and do it again. >> Go on the next agenda for a vote. If
[29:29] we're having Emily come and we can make changes, it'll just be up there for
[29:34] discussion, not the vote. [clears throat]
[29:37] » But we will as a group have a chance to talk about.
[29:46] » All right. Next, uh committee is a whole discussion.
[29:51] So, there's been some discussion with the construction about um compensation
[29:56] for some business owners downtown. If anyone has any ideas, anyone?
[30:02] Well, we discussed in the economic development of maybe having
[30:09] um like a business after five and giving each business owner from the city $100
[30:14] to furnish the drinks and that bring people in.
[30:19] » What? business of the day. Business of the week type of deal.
[30:22] » Yep. Downtown.
[30:25] » Oh. So, [clears throat] uh, East Debuke with the bridge closure
[30:30] that they just went through. Um, they had paid the advertising during the
[30:37] construction that they had. Um, they paid for the advertising for the
[30:41] businesses that wanted it, um, as a way to try and help.
[30:45] » Oh, that's a good, >> you know, during during that time. Um,
[30:49] some communities have done um like a one-time
[30:54] uh grant is what I'll call it. Um, you know, if you can prove you had uh loss
[31:00] of business between last year construction, this year construction,
[31:04] [clears throat] um, and then it's, you know, taken to whoever we decide to, you
[31:09] know, bring it in front of, uh, to make the decision of, you know, who gets the
[31:13] money and how much and, you know, things along that side. Um, so there's there's
[31:18] a couple different options out there of how other communities have done it. Uh,
[31:23] you know, there have been talk of, you know,
[31:26] possible property tax reimbursement, but the only problem with that is a lot of
[31:32] these aren't owned by the business owners, so they don't really see the
[31:35] direct um effect of that. Um, the actual property owner would, but the business
[31:40] owner wouldn't [clears throat] see any relief from that. So, there's some
[31:44] options out there. You know, which one is the right one? I I guess I don't
[31:48] necessarily have the right answer for that, but I just I kind of wanted to see
[31:51] what the council had, if anything, if they wanted to try and do it to to help
[31:56] out. >> I think whatever we do, the gesture
[31:58] would be appreciated. And I had also suggested just waving their water bill
[32:02] for a year, but I don't know how many dollars that would affect us
[32:05] » for a year. >> No, excuse me.
[32:07] » Okay. I mean most the only one that would really see a direct benefit to
[32:11] that would be Dr. Leos, you know, for washing dishes and and Johnny's would
[32:16] see a bit of Well, I guess now crumpets and when they open, those would be the
[32:20] ones that would really see a benefit. But I think if you had like a choice,
[32:25] you know, like what what Sue was saying, you know, um $100 do like an after hours
[32:31] like just for example, say, you know, the flower shop or Rooted or something
[32:36] like that. They that would bring people in. But like stuff for like my business,
[32:41] the advertising would be would be more beneficial. I mean, last year's my
[32:47] people couldn't get down there, so I just had to make lots of trips to other
[32:50] people's houses, >> you know. Um, was it frustrating? Yes,
[32:54] it was. But that for me would have been better for an advertising aspect. So,
[33:01] you have a couple choices. >> So, we could set a dollar amount and
[33:04] that business could choose which one would benefit the most.
[33:07] » Any idea what cost of that advertisement was in East
[33:10] Debuke. >> I think they put it $5,000 and that was
[33:16] for whatever their construction duration
[33:19] was. I And I'm not sure how long it was like on that one.
[33:23] » Yeah. Yeah. So they and I don't know exactly how many businesses if it was
[33:27] open for everybody in in East Debuke or if it was just like certain locations
[33:32] that I I'd have to dig into a little bit more but um it's something you know
[33:38] we're shows we're trying to help them and and do what we can to help them out
[33:44] legal issues any
[33:48] especially if it's just select businesses. I do.
[33:51] » I I think if you if you're going to do something that's got problem but for
[33:55] every business has affected >> I would say every business between 13th
[34:00] Avenue and 9th so just just a hypothetical is Manny's Manny's
[34:05] [clears throat] affected
[34:08] right >> I mean you decided
[34:11] » I would I'm just throwing it out there as an example
[34:14] » I mean I guess I would say >> I would say no because there's they
[34:18] still have parking that could be utilized by everybody all around there.
[34:23] » Um, I would say they would probably not be affected by this.
[34:28] » Why don't we have the council people think about it and write down their
[34:31] suggestions and bring it to the next meeting so we can get some ideas?
[34:35] » Starting Wednesday.
[34:39] » Well, it could still be afterwards. It doesn't have to.
[34:42] » Yeah. >> Yeah.
[34:44] » Was this brought up at the meeting when you met with the businesses or just
[34:47] something surfaced? This was just something I I me and Shane had talked
[34:50] about, you know, what can we do? And then after after hearing [clears throat]
[34:54] what East Debuke did, um I thought maybe, you know, we should try it off or
[34:59] something. >> Can I can I ask one thing real quick?
[35:02] » Yep. >> With the closure, can we make sure that
[35:05] the alley does not get blocked off over by my place?
[35:11] » No. I mean, they're going to have to block the alleyway.
[35:14] » No, I meant like delivery trucks and stuff. there. You mean
[35:18] » like the other side you can't even get in because like the delivery trucks and
[35:24] everything will be blocking everything. That was like frustrating. You couldn't
[35:27] even get back through there. The front side was blocked. So was the back side.
[35:34] » Does that make sense? >> Yeah. Um
[35:37] » like where the laundromat was, you have delivery trucks and everything.
[35:41] » Like are you having like time parking if there's delivery? like you can only be
[35:45] there for >> like are you are you wanting Don Gulios
[35:49] to not have their delivery trucks go through the alleyway and have them stay
[35:52] like on 11th or 12th the other >> I don't know what the answer is but I
[35:56] have one gentleman that insists on coming down and he is handicapped and it
[36:00] was very difficult and I also have another person she's um physically
[36:05] handicapped and she comes down and I mean I guess I can just tell him just
[36:09] don't come down during that time >> there's just no place to park that's
[36:14] what I'm saying How long were they there, C? How long
[36:18] did they park there? >> Sometimes they're in there for over an
[36:22] hour. >> Again, it is what [clears throat] it is.
[36:26] And I'll just I'll deal. Don't worry. I'll just let them know and I'll just
[36:30] tell them not to come down. >> Independent of what we do or don't do
[36:34] for the individual businesses. I'm I'm a strong proponent of that advertising
[36:38] that you mentioned, whether that be, you know, uh a paid advertisement on social
[36:43] media or um a large advertisement on Facebook that downtown's still open with
[36:49] a map of our downtown and how we're going to be routing traffic uh for this
[36:52] next well, we'll say 3 months or so. Um so, if that's in the budget, I would
[36:58] just say go ahead and do that. I don't think you need a council approval to do
[37:01] what's already in budget as far as advertising.
[37:04] Um, which actually kind of leads into a question I had is where are we at in
[37:09] terms of a marketing [clears throat] director replacement?
[37:13] » We're still working through that right now and trying to get what we
[37:19] specifically need. So, >> so do we have
[37:21] » where I was going with that is is that's who what I would point that question to,
[37:26] but now it's back to you, Eric. [laughter]
[37:29] » Personnel is working on it. >> What's that?
[37:32] » Personnel is working on it. We're trying to get the job description to align with
[37:35] the actual duties needed >> so that we can hire appropriately and
[37:39] not have >> Yeah, I didn't I don't want to hire just
[37:43] to hire. I want to have [snorts] >> I totally agree with that. I just
[37:47] » you know this is like one of those tasks that a person like that would really
[37:51] » put it on chain too. Okay. >> He's our social media person.
[37:57] » Chain's actually pretty good. Tourist donut.
[38:00] » Tourist. >> Tourist.
[38:02] All
[38:05] right, I have some ideas. Um, >> yeah.
[38:09] » Uh, next topic is um the deer population. Eric got a call about some
[38:15] deer. >> So, um, as most people know, the North
[38:19] End has always had a healthy deer population. Um, very true to this day
[38:25] still. Um, it was brought to me to see if there was
[38:29] anything that could be done to maybe thin out the population in the north
[38:33] end. Um, it's one of those that I mean it doesn't
[38:41] affect everybody, but some people it does affect with their gardens and their
[38:44] yards. And um so I just said I would bring it to the council to see if
[38:50] we still want to pursue this through DNR like through a
[38:55] uh DNR has a couple different programs that they have out there. But um without
[38:59] knowing what the council really you know the council says no we we don't have an
[39:04] issue with the deer then you know let's not do anything. But uh um I know Brock
[39:09] Island they did a controlled hunt. Um only so many deer were allowed to be
[39:13] taken and it had to be in a certain part of town. Um so that that's an option. Um
[39:21] unfortunately we don't really have any land up there. So we would have to talk
[39:25] to land owners to see if anybody would even allow us to do that. Um and I don't
[39:30] even know that that's an option. So you know just throwing it out there. see
[39:36] what we can do and or if there's anything we can do at this point.
[39:39] » How many people called? >> Uh I've talked to three or four people.
[39:44] I mean there there's not an overabundance but they just is they just
[39:48] asked the question is there anything that can be done south too. They're on
[39:51] 11th heaven. >> Oh they're in
[39:53] » they're by me. They're right in my heart.
[40:00] I have one. I don't do babies. [clears throat]
[40:03] » And they >> It's the first time I've ever seen one.
[40:05] » They are very tame deer. They I mean they will come right up to you and
[40:10] practically eat out of your hand if you really want. I'm not
[40:13] » I'm not advocating that. Please don't do that because that only makes the problem
[40:16] worse. Um but it's just the question was was posed to
[40:22] me and I said, "Well, I will see what the council thinks."
[40:26] » [clears throat] >> I'm not in favor of it, but that's just
[40:29] me. And I have deer at my place, but like when they're messing with your
[40:33] gardens and stuff, cuz I had a couple people ask me about it. What I used to
[40:36] do when I lived out in the country, I would get a tape from Farm and Fleet and
[40:41] I just did like the one mile fencing around and that
[40:46] » and it worked for me. >> Yeah, at that time. Yeah. I don't do
[40:49] that now. I just >> really
[40:52] » I know a homeowner that planted 200 tula bulbs last fall
[40:56] » and only one survived >> and he said to me the deer had a real
[41:01] smarto.
[41:08] I suppose if you can supply some options, we could decide if we have
[41:12] » I can continue my discussion with the DNR uh wildlife biologist and see, you
[41:18] know, what makes sense for us. Um >> yeah, like I said, there's a couple
[41:22] different options out there. Um but yeah, the the way they look at these
[41:29] programs is, you know, is is hurting an issue then [snorts] being too tame, is
[41:33] that an issue or are some people being aggressive, which we have hurting and
[41:38] being too tame. So, um she did say that we could potentially be a candidate for
[41:45] that if we so wanted to. Uh, but I just wanted to, you know, before I dove in
[41:51] any further, I just wanted to see what the council thought. Have
[41:55] » we had any car versus deer outside of 84?
[41:59] » Okay. [clears throat] So, that would be like a safety thing.
[42:02] » Yeah, we've had a few that have died in people's yards, but that's pretty rare.
[42:06] So, Okay. >> Is the issue because people are are
[42:09] eating in their gardens? I mean, really doing
[42:11] » I mean, that's the biggest complaint I've heard
[42:13] » is eating the gardens. We had people come 10 years ago, I think. Yeah. About
[42:18] 10 years ago, come in here and they wanted something done.
[42:21] » Y because uh one person had $10,000 worth of landscaping tore up.
[42:26] » Yeah. >> Mhm.
[42:28] » Oh, wow. >> It's frustrating.
[42:30] » Oh, I can understand their frustration. So,
[42:32] » well, I'll continue my talks with um uh DNR to see, you know, what makes the
[42:38] best sense for us and [clears throat] I'll come back to you guys when I have
[42:42] some more options. What do you think they'll say? Like what's the option
[42:46] besides a controlled hunt? [clears throat]
[42:49] » Unfortunately, that's about it. And >> and I don't think you'll get a
[42:52] controlled hunt. >> Well, that's why I'm asking the council.
[42:55] Is anyone in >> because people ain't going to let let
[42:58] you come on their private property? >> About the only option we have Tori plug
[43:04] your ears would be at the canyon. >> Right. Right. Because that is there is a
[43:09] healthy population down at the canyon. So, and they they have what they're
[43:13] called sharpshooters, and they're only allowed to take x amount of deer based
[43:17] on whatever the wildlife biologist um seems fit. Uh so, that is also another
[43:24] option, but >> that would be a really tough
[43:26] » I will lay across the deer to block it. [laughter]
[43:30] » Yeah. In some um well, like Rockwood Park, they would only allow bow and
[43:36] arrow. They wouldn't allow guns. >> Yep.
[43:38] » No gun. >> Yeah. And this like what Rock Island did
[43:42] I don't know a few years ago. That's what theirs was was only a bow hunt. Um
[43:47] but yeah, she just said she's like it is an option. Not everybody likes it, but
[43:52] it is an option. >> Yeah. And Canyon, they probably got them
[43:54] cuz we got the orchard down there. They're eating good. [laughter]
[43:59] » Is Is Andy working? >> No, he's not working today. Well,
[44:05] actually is now at 6:00 >> because he would I know they do it at
[44:10] the arsenal. >> And I don't know. I think they they draw
[44:16] numbers. >> Yeah, it's a lottery system.
[44:20] » Yeah, he would know more about it than I would, but I do know they they did it at
[44:25] the arsenal. >> Yeah, I'll I'll get more information.
[44:27] I'll bring it back to the council at the next meeting. Well, I think we have to
[44:30] consider like Zach said, one is the safety issue that we have at hand that
[44:34] we're dealing with because if we're just talking about people's cards getting
[44:36] interrupted, I don't know if it's worth >> I would also say
[44:42] based on a recent issue over in Clinton where, you know, the city took it upon
[44:47] themselves to start eliminating a groundhog population over there um
[44:51] [clears throat] and the public backlash. I think this is something that we very
[44:55] much want to get more public input on >> versus
[44:59] us state people deciding what the uh deer population in the city should look
[45:03] like. You know, pose the question, is it in favor of less deer roaming around?
[45:10] You know, we've had complaints about property damage,
[45:14] » something to that effect. I don't know the answer to that. I'm just saying
[45:19] I don't think I don't necessarily think that people are going to be like, "Oh,
[45:24] we should have less deer in town or do we should we have 50% less deer in
[45:29] town?" You know, like what what's the good like people want to see deer in
[45:33] their backyard. They just don't want to see their those deer eating $1,000 worth
[45:37] of vegetation or landscaping. >> 200.
[45:40] » Yeah. And I just don't know how you differentiate that.
[45:44] You know, from a sales aspect, there's a lot of people that have comment that
[45:48] they, "Oh, what a quaint town. How cute that is. How nice that is." So,
[45:55] » I don't have qualms about it one way or the other. Just the question was posed
[45:59] to me. So, >> well, there's one place
[46:02] in um >> Lauren and they've had over 20 deer.
[46:08] They're just walking through, but I don't think they're complaining. No, no,
[46:12] they were they were not one of the ones. [clears throat]
[46:14] » Chad, do you have an opinion at all? >> I believe the deer leave.
[46:22] » Like I said, like I said, we haven't had no accidents.
[46:26] » We're not having deer accidents. We're having deer attack people. We're not
[46:29] having deer getting in people's houses or garages or anything like that.
[46:32] » I had my share of deer accidents when I traveled 84 to work for years.
[46:37] » I I say let the deer be. That's that's that's my [snorts]
[46:41] » let him be let him be dear
[46:46] » or [clears throat] you can just say all right we've discussed it
[46:50] that's up to you guys >> anyone
[46:54] » I would say just let it be because I don't think you're going to get anywhere
[46:57] with it but people >> unless it becomes a public safety issue
[47:00] as far as I'm concerned I [clears throat] I don't think there's an
[47:02] issue that it's an inconvenience for some people that have gardens but
[47:07] » yeah I How many how many are we talking about, Eric, here? 10, 15, 20 people
[47:12] that are >> I've only talked to three or four, but
[47:14] they just asked if there was something that could be done and I just I could
[47:17] talk. >> I've been up there and there's over 20
[47:19] deer in Bonnie McCclary Shark. >> Oh, yeah. Yeah. Yeah. There's
[47:23] » I mean, how many deer have been How many people are really getting negatively
[47:26] impacted? >> That's just that I've heard about.
[47:29] » Okay. >> So, it's not like every day or every
[47:32] week sometimes. >> No, this is the first complaint I've
[47:34] heard about. [laughter] >> Yeah.
[47:37] Yeah, Lauren just bought the things. I bought them off Amazon. He hung it
[47:41] around and they don't want it now. >> I still think it's nice we discussed it
[47:45] because then if somebody does ask, you can say, "Well, we talked about we
[47:48] didn't like
[47:56] » David B. >> Save the deer."
[47:59] » All right. No shootings. Thank you. >> Uh, next we have the mayor's report on
[48:04] page 19. This is what I did fly to half a pig.
[48:17] Uh, it's just open to questions if anyone has any questions.
[48:22] Bendy and I both went to the Brooklyn Monthly meeting.
[48:26] » What's the nearest um DCO road show location to Fulton if we were not
[48:31] selected? >> That's in uh Boline. Molen,
[48:36] » Boston University. >> Oh, that's right. You sent out an email
[48:39] on that. >> Yes. And we liked it and we we put in
[48:42] that we'd like to have it in full and they're having it back at the same
[48:45] place. >> Yes.
[48:46] » And the mayor did respond >> to that decision.
[48:51] » We have never had it before. They put the call out for um
[48:55] » cities to host and Barb was gonna >> and her group was going to let us use
[48:59] the room down there by the windmill and >> I submitted our city and we were not
[49:03] chosen. >> Um and when I offered a lady said, "Oh,
[49:08] that's where Crumpets is." >> Um I would like to know where uh the
[49:12] city of Fulton team finished at in the grill Clinton annual golf tournament
[49:17] [snorts] place. >> Well, that's not gave us a place.
[49:20] » Are you sure about that? Not first. >> They probably did, but they didn't want
[49:24] to make us feel bad. So, >> okay.
[49:26] » Not first. >> Yeah, we were not first place. I can
[49:28] tell you that. >> Did our team finish under par?
[49:31] » We did. >> Yes.
[49:32] » Okay. >> We did.
[49:33] » No help to me. >> I would like that noted for the record,
[49:35] please. >> We were two under par.
[49:37] » Make sure that's in the minutes, Tori. >> One under par.
[49:40] » Okay. >> Two. Two under. Two under.
[49:43] » Don't sell yourself short. >> Yeah. Don't sell ourselves short. Those
[49:46] are hard to come by. [laughter] >> You didn't cheat.
[49:48] » Way to represent. We don't cheat. Now I get to the next.
[49:53] We saved a mulligan cuz I had a good shot.
[49:56] » Yeah, this is true.
[50:00] Uh, next chief has his report here.
[50:08] » Um, Chief, I have a question on the uh the fingerprint.
[50:14] » Yep. Can
[50:19] can that be used by like someone who would be hired at the school? Cuz I
[50:24] » That's right. Once we get it in place, we're going to be able to do that. Um
[50:29] » so a lot of places that do have to do the bio
[50:31] » Yeah. >> bio prints. Um for school employees,
[50:35] bank employees, I believe have to do it now to um we would be able to uh to do
[50:39] those in house. >> Okay. Cuz I think right now they send
[50:42] you to Sterling. >> Yeah.
[50:45] There would be a place in the quad cities and stuff.
[50:49] » And then if they did that here, would that is that something that they would
[50:52] pay for the service? >> We could probably charge a fee of some
[50:56] sort. >> Okay. I was just curious. I have a
[51:00] question, Chad. And this is in regards to specifically to the uh step uh
[51:05] programs you keep on getting rewarded. This is specifically related to finance.
[51:09] So maybe this invite you to our meeting on Thursday. If you're open to the
[51:13] schedule, we meet at 3:30 on Thursday. [clears throat]
[51:16] » Um, so I know that we have one maybe at the end of May, beginning of June, one
[51:24] over the Fourth of July, and then this one, right?
[51:26] » This will be the third one. No, this will be the third one. There, fourth of
[51:29] July, and then >> so or Memorial Day. Yeah,
[51:33] » you've laid it out very well um that that these grants are paying for
[51:38] enhanced um you know, coverage over these holidays. and you know some of
[51:42] that will be going to um overtime. So as I look at the financials for that just
[51:48] looking to see how we can reconcile that on the financials report because you're
[51:52] actually if you [clears throat] go over the
[51:54] budget there's a reason why you're going over the budget is because of these
[51:57] grants. So that's how I wanted to discuss that with you discuss that
[52:01] further on Thursday. >> Yeah. And that's fine. I think I don't
[52:04] know if it would just be something that Ally would have to make sure how how
[52:08] that monies are tracked. >> Yeah. if we have to create maybe even
[52:12] like a separate line item for that. I was thinking about what I guess where my
[52:15] point is going this is if we have 30,000 above the 30,000 and over time but it's
[52:20] all paid for by these step grants. Let's have that accounted for appropriately
[52:24] and notated. >> Mhm.
[52:26] » Yeah. Cuz this this step grant um for these three campaigns is just under
[52:32] $10,000. >> Okay.
[52:33] » And then uh once we complete this campaign, we'll be applying for the
[52:37] year-long sub campaign. Okay. Um, and that obviously is a substantially higher
[52:44] uh dollar amount. >> And then I'm going to assume, but I'm
[52:48] going to ask you anyways. Um, the June and July um calls uh for service uh
[52:54] being up substantially uh even in May really um from May, June and July of
[53:00] last year. Are are those related to the step enforcements? A lot of those are
[53:04] from step, but then also um the guys are now that things are rolling pretty well,
[53:10] the guys are becoming more proactive. >> Okay. And [clears throat]
[53:13] » so it's a little bit of both. I mean, obviously one is a step and then the
[53:17] other is just more proactive. >> And is Mr. Bennett on his own now?
[53:21] » Yes, he is. >> Okay.
[53:22] » All right. So, we're at full staff. >> Yep.
[53:25] » Chad, on these calls for service, one of the high ones is state citations. What
[53:29] was that? Like so speeding on 14th is that
[53:34] » a state citation could be a citation such as speeding uh no seat belt using a
[53:39] cell be like on 14th when it's a highway or like
[53:43] » No, the state citation is just a >> Okay. On my street as well. Okay.
[53:47] » Yep. Yeah. Then it could have been on 10th or wherever.
[53:50] » Okay. [snorts] >> Cuz that's high high number.
[53:54] » I got a question on the that live scan. Does that 13,970 does that cover 100% of
[54:01] the cost of that? >> Yes.
[54:02] » And is there an annual fee to not that I'm aware of
[54:06] » calibration fee or anything like that? >> Not that I'm aware of.
[54:10] » I'd have to Rudy would know more about that. Um since he did all the leg work
[54:15] on it. Um but to my knowledge, there's not a fee. Um I know we're the squad bay
[54:22] is already wired and everything for the internet for it. So I mean there's going
[54:25] to be no no hookup. No, it should be no installation fees or anything. That's
[54:30] ridiculous with that >> program fees or anything.
[54:34] » Yeah, it should come right. >> Awesome.
[54:43] » All right. Next is the uh zoning officer report 22 to 25 is here as well. Is this
[54:50] the notes from the [clears throat] >> Yeah, it's just the findings and facts
[54:53] from the special use permit meeting we had on August 3rd. So kind of explained
[54:58] what questions were asked and what was done and how the vault went and stuff
[55:01] like that. So which is it was pretty
[55:10] » excellent documentation. I appreciate the information
[55:14] » and [clears throat] we're still looking for zoning board members.
[55:17] » I have I have a name for you. I'll give it to you. And I'm usually just up the
[55:22] hill if you need somebody over the last minute that you doesn't have to cancel.
[55:26] » Yeah.
[55:31] » All right. Next we have the economic development committee report 26 and 27
[55:41] question on that. So the agenda on item E were Airbnbs in town, but then during
[55:48] discussion it doesn't mention that anymore.
[55:55] I think we were asking Eric to find out, Eric, on the Airbnbs. We think we have
[56:00] three in now. >> And
[56:03] » I know of one that is for sure still operating. the other one I think the
[56:08] house sold. So I don't know if that's an Airbnb anymore or
[56:12] » but um according to the internet there's three under
[56:16] » there was three. I don't know that it still is.
[56:19] » But I think what we were asking our committee may you weren't there. I think
[56:22] we were asking [clears throat] is um do we have to go after that? Do we have to
[56:27] seek it early? Once they get a permit from the state of Illinois does that
[56:30] automatically they'll start paying us? So, I'm waiting to hear back from Matt
[56:35] Lennox. Okay. Because >> if I remember right, he I thought he
[56:41] told me we had to have an ordinance in order to go after the fees.
[56:46] » I heard that before, >> but I I'm waiting on him to respond back
[56:50] to me on that to know like for sure what we need to do to make that happen. So,
[56:56] I'm just at this point just kind of waiting for more information. So,
[57:00] » probably good to get it in place once we know because then
[57:03] » it's a revenue source source. Yeah, for sure.
[57:06] » Because I know he told me to talk to somebody at Dixon, but I do not remember
[57:09] who he told me to talk to. So, I'm waiting to find out um who that was so
[57:14] that way I can reach out and figure out. >> And we would also want that business, if
[57:18] it's a business, to register with us like we all do.
[57:21] » Yes. Just so that way we know. >> Yeah. And then it after after we have
[57:24] the ordinance and everything, then it's an automatic. Uh we don't have to do
[57:28] anything other than that. >> And Rebecca might look for that also and
[57:31] see if we have to pass an ordinance in order to get Airbnbs permitted in our
[57:39] » I mean I think they're permitted. It's just whether or not we're collecting the
[57:42] hotel motel taxes. That's that's the part that we're after.
[57:48] » That's right. >> Yeah, that was right. We have not gotten
[57:51] any um income yet for for that because I think that only comes like on certain
[57:56] months. Um but we can ask that on the finance committee during the open
[58:00] discussion. >> Yeah. Cuz right now we don't receive
[58:02] anything from four hotel motel tax rate. So
[58:07] » that's the only one we're getting. >> Correct.
[58:15] » Um I would like to know how the council feels about number one. There is a
[58:21] [clears throat] the Lincoln Highway mural is city
[58:26] property. It's currently in the drives historical building, but they need it
[58:31] moved. Um,
[58:35] you can see the note here on one asking the council if they feel
[58:43] to have the sign repainted and the cost is 10 to 15,000. And then [snorts] we
[58:49] don't we don't even know where we're going to put it yet. But this I mean I'm
[58:54] asking because this was also on the agenda for July for that meeting and now
[59:00] it's on for August. So can we make some progress with it or where can we put
[59:05] this thing? What does council want to do with it?
[59:08] » Big is the mural? >> It's a mural that was done by the
[59:11] Lincoln Highway Association. >> No. How big is it?
[59:14] » Oh, it's big. like >> um I can't tell.
[59:17] » 20 times 10. >> I would say
[59:21] it's probably at least 15 foot long and yeah, probably 10t tall
[59:26] would be my guess. >> Is it in multiple pieces?
[59:28] » Yes. >> Is it easy to move?
[59:31] » That I don't. >> It's just heavy.
[59:33] » Yeah. >> Logan, have you seen this mural before?
[59:36] [clears throat] [cough]
[59:40] » I have seen it, but I don't know how heavy. The reason why we're interested
[59:43] in saving it is because we do have a fair amount of car clubs that travel the
[59:49] Lincoln Highway and they look for these. Um, in fact, I met a gentleman last year
[59:54] who came and he was specifically traveling the Lincoln Highway to look
[59:58] for the murals. This was a nationwide association that put this together years
[1:00:03] ago. Um, [clears throat] and it was on the Fulton Fire Department building over
[1:00:08] here on the corner of 10th and Fourth, which was ideal because the Lincoln
[1:00:13] Highway came down Main Street and then it stopped on that corner and there it
[1:00:17] was. Um, and when Kyle Huner bought the building, he took it down,
[1:00:24] but Kyle just recently was willing to put it back up. People asked about it.
[1:00:29] Um, but now he's rented the building, leased the building. it's a Clinton
[1:00:33] business and they're not interested in having it out. So that's I'm saying
[1:00:37] before we talk about do we want to invest the money, we have to find an
[1:00:41] appropriate place for um before we do that. And if we can't then I don't think
[1:00:46] it's worth investing the money for. But I wouldn't want to see it destroyed
[1:00:49] because somebody else might come along and do it.
[1:00:52] » But Matt Parks was here and he said Barb that they're taking them all down.
[1:00:56] They're not um Moka and all of them in Deuke. They're not using them no more.
[1:01:03] » So, >> well, the Lincoln Highway doesn't go
[1:01:05] through the >> From the economic development
[1:01:09] perspective and the drives perspective, do you want it out of your building?
[1:01:12] » We h we'll have to move it here shortly because the elevator has now been
[1:01:16] completed and paid for. And so now we'll be getting to do some things. We have it
[1:01:21] laying on a floor upstairs >> and so we're going to have to get it
[1:01:24] out. And I did talk to Eric about moving it here up in the attic.
[1:01:30] Um, so it'd be somewhat temperature controlled, which would be better for um
[1:01:35] for out of the public works until we decide if we can find a place.
[1:01:41] » That's good. >> I think it's a valuable piece of artwork
[1:01:45] and I would hate to see us, but but we do need to find a location before we
[1:01:51] decide to put money in. >> It's 10 foot by 20 foot. Is that what it
[1:01:54] is? according to the internet.
[1:02:00] » Um, who is going to move it? Is Logan is public works going to move
[1:02:05] it? >> I haven't even seen it. I can look at it
[1:02:07] tomorrow and see if we could move it.
[1:02:13] » I guess I'd like some confirmation on whether they really are no longer
[1:02:16] putting them up in other areas along the route because if they're not, then maybe
[1:02:20] we can historically maybe put it up at the Martin House in the yard up there.
[1:02:24] or something along those lines. I haven't seen this so I don't even know
[1:02:28] what I'm thinking of, but >> um let me let me take some pictures and
[1:02:33] I will do some like you asked facts about that because [snorts] Lincoln
[1:02:39] Highway um >> otherwise [clears throat] did you have a
[1:02:41] recommendation where you thought >> it's a great picture because it has the
[1:02:45] Lion's Lie Bridge on it?
[1:02:48] » Yes. >> Um which is you know covered to memory
[1:02:52] of the the Lincoln Highway.
[1:02:56] » Currently, there's no location >> for it to go.
[1:02:59] » There isn't a recommended location. >> Well, there are some locations, but
[1:03:03] they're not on the Lincoln Highway. Like, there's a building over there on
[1:03:05] the corner of 10th. I said you could put it on my building, but 10th Avenue
[1:03:09] wasn't Lincoln Highway. You would go on that strip. So, you want it at least on
[1:03:14] Lincoln. >> Where is Lincoln Highway? Uh, it came in
[1:03:19] on 15th Avenue, the stop sign, and then turned north on Fourth Street, and it
[1:03:25] stopped at the stop sign and then turned left on 10th, you know, got down to
[1:03:29] where the windmill is. It went one block over and crossed over the um Lion's
[1:03:34] Oakland Bridge, >> but right now it's city property in a p
[1:03:37] in a private building. So, [clears throat] they they need it out of
[1:03:40] there.
[1:03:44] Need a >> place to put it?
[1:03:46] That's Yeah. Yeah. [clears throat]
[1:03:52] » Log can take a look at it and let us know the program.
[1:03:59] » And then um number two, the digital signs.
[1:04:05] Is that accurate? That is that how much we pay down there for the one on 10th
[1:04:08] Avenue per? >> Yes, I call that.
[1:04:10] » Oh, okay.
[1:04:16] Well, we started to talk about signage in general and then we got to the
[1:04:20] electronic signs because a lot of people say they can't read them either
[1:04:26] the sun is on them or whatever they're driving too fast. And so we just talked
[1:04:32] about getting your opinion. What do you know? What do you hear? People like them
[1:04:36] or not like them. >> Yeah. And we do have Eric and I met with
[1:04:42] Arcade Graphics and they are putting together,
[1:04:46] you know, a plan for new signage for town, but we haven't seen their
[1:04:50] » Yeah, I haven't got anything yet. >> Well, the one they're talking about with
[1:04:54] Arcade Graphics is we have one out on Highway 84 next to the American Legion
[1:04:58] Memorial and it is sundried and so it's just all crumpled and it really needs to
[1:05:04] be repaired. Um, so that started the conversation was that and then we talked
[1:05:09] about the other signs around town. >> We should have some by the next meeting.
[1:05:14] I would think. >> So the digital signs, I think the only
[1:05:17] thing this council has ever discussed on them is maybe turning down the
[1:05:20] brightness um on the one over here coming off the bridge that was
[1:05:24] » might help spotlight. Um, and I think we did, right? We turned down the
[1:05:29] brightness and I don't think it's an issue anymore.
[1:05:32] » I haven't heard anything. Um, I have not heard anything on the 10th or that one
[1:05:36] since. So, >> one on 10th is nice because of the bike
[1:05:40] path traffic. So, maybe the cars aren't necessarily stopping to see that, but
[1:05:43] the bike path traffic sees it. >> Well, that's a good point.
[1:05:46] » Yeah, >> cuz I don't really get to read it when I
[1:05:50] come across the bridge. But if there's something I want to see, I just drive
[1:05:53] around the block and park in the alley and look at it [clears throat] like
[1:05:56] that. So,
[1:06:00] » and then uh number three >> for your input.
[1:06:02] » You can see that um Country Orcas was bought and they have a
[1:06:08] grand [snorts] opening on September 12th at 9:00 a.m. If anyone can come down
[1:06:15] » is economic development monitoring the business registrations or does Ally do
[1:06:19] that? >> We do not.
[1:06:21] » Right. It because we'll have some change in ownerships. We have, you know, Kira's
[1:06:26] got the new gal coming in that should probably be listed on the contact list
[1:06:29] for them to get a hold of if they need to for like fire or police needs. And
[1:06:33] then if we have a new ownership at Crumpets, we're going to have some
[1:06:36] business registration updates. >> Yep. Um and I believe somebody is going
[1:06:40] in 10:09 um where Chelsea's vacating. >> Yeah, that's true.
[1:06:45] » So, we have something going on there. We have a lot of exciting things going.
[1:06:52] Uh we kind of talked about number five with ideas.
[1:07:01] » The Chamber of Commerce used to do that in Fton. This is one of those things
[1:07:04] that the chamber did that's always I think been missed when there was a new
[1:07:09] business started in Fulton. There' be a welcome to Fulton event. Um sort of like
[1:07:14] we were talking about starting up now to help the businesses downtown. Um, and it
[1:07:19] would be it was a popular well attended activity that the chamber would hold
[1:07:23] whenever there was a new business. People would come, not only other
[1:07:27] business people, but people in the community. So, we were talking about how
[1:07:30] we might be able to get that started. Um, I still think that has some merit
[1:07:35] for us to help that just get that. >> I wonder if that couldn't go under the
[1:07:40] tourism marketing coordinator role. Someone who is someone to oversee
[1:07:44] something of that effect >> and just not having a chamber. We talked
[1:07:48] about would it be nice to have one again but maybe on a smaller scale starting
[1:07:53] out with um I'm always impressed with whatlair does with their business
[1:07:57] district and I like to stop in there and talk to them and they formed the group.
[1:08:01] It's not a chamber but they call it a business alliance group and they just
[1:08:06] meet and they're not beholden to the council or to anybody else. It's just
[1:08:09] they just get together and decide we'd like to do this and they go to council
[1:08:13] and get approval and um that seems to work real well. It's not a chamber per
[1:08:17] se, but it help they help one another. That's the whole mission there is to
[1:08:21] help one another. So, we talked about that. Just looking for any input for any
[1:08:27] any of you have any information or comments on it.
[1:08:34] And Eric, we need to get Neil Lucer's tree. It was approved and we never got
[1:08:40] it.
[1:08:43] uh soft maple for down on the north east [clears throat] corner of drive where
[1:08:48] the bench is planted. >> Judy Holles singinger picked out the
[1:08:51] site for Jane Jane Orman, you know, took had the mural um or had the um memorial
[1:08:57] and she asked Judy to choose. So Judy Holles would be the one to touch base
[1:09:03] with. >> Yeah, that's where she told me. Mark,
[1:09:05] northeast corner. The >> northeast corner.
[1:09:08] » That's a big corner >> of the driver's building. Is that what
[1:09:10] you said? where the bench is sitting. Yes,
[1:09:15] » Bob. Logan, get on the >> keep. Good call. [laughter]
[1:09:23] » Monday night going to be down there getting the sign
[1:09:26] anyways. [clears throat] >> You can just do it all.
[1:09:31] » Uh, next we have personnel committee report. We don't have the report. The
[1:09:35] minutes were not done, but we wanted I wanted it on the agenda in case we got
[1:09:39] the minutes because it's easier to not discuss something if we didn't get it
[1:09:45] than add something if we got it. So, we did not get those uh minutes. Just to
[1:09:51] give a quick little teaser, we'll be touching base on the tourism marketing
[1:09:54] coordinator position as well as the um city official pay. We did do a little
[1:10:00] looking into that and ultimately we're going to have some verbage changes but
[1:10:03] that's probably going to be the extent of that. So
[1:10:07] you all had asked me to give that to personnel to look at. So um when we met
[1:10:14] we went back to um IML and I know we had talked about this but
[1:10:22] there we you know
[1:10:26] he called me and he basically said that we're not in compliance and we need
[1:10:32] to either be an annual rate or meeting attended and right now we're just per
[1:10:38] meeting. So he's he suggests one or the other. But I did
[1:10:44] ask him about my idea with the monthly compensation and the meeting and he said
[1:10:48] you cannot do that. You you cannot it's it's not and it's or. So you can't mix
[1:10:53] it. So we need to decide which way we're going to go either like annual salary
[1:10:58] and then that'll be it. And basically we just change the verbiage or meeting
[1:11:03] attended. But that'll be in there minutes for uh
[1:11:06] » discussion >> next time. And you know, he wasn't
[1:11:09] really concerned with our rate and people missing with that rate
[1:11:16] of pay. Not concerned.
[1:11:22] Um, all right. Next, we have um unfinished
[1:11:27] business. If anyone like to make any motions on that.
[1:11:34] » Make a motion to reopen and put it [clears throat] to the floor for a vote.
[1:11:38] Uh do we have a second to lift from the table?
[1:11:44] Second. Thank you. All right. We have a motion to approve and vote on a
[1:11:50] resolution of the city of council of Fulton, Illinois establishing a policy
[1:11:55] regarding annual compensation increases for certain city employees is page 28
[1:11:59] through 30. Um any discussion?
[1:12:06] I know we had asked for
[1:12:11] paragraph to be removed that we got back as the minutes and then
[1:12:16] some verbiage at the Is that bolded on purpose? Is that why is this the new
[1:12:20] verbage? >> We removed the cola increase referenced
[1:12:24] in paragraph 4. In paragraph six, the last sentence notwithstanding 4 point
[1:12:28] inflation eligible for increase compensation at least one year following
[1:12:31] the date of the increased fire was added.
[1:12:33] » Could you repeat that Rebecca? I couldn't hear everything you said, but
[1:12:36] » we removed under paragraph 4 the reference to cola increases.
[1:12:42] » You don't see it cuz it's removed. >> It's gone.
[1:12:44] » And then in paragraph six, the last sentence of paragraph six was added so
[1:12:50] that no pay increases until employee has been
[1:12:54] » here for at least one year. >> But then
[1:12:59] it was after a year he gets his raise. >> Yeah. At at the year
[1:13:04] » at the year. So like Rudy would get it >> on the 1st of June this year compared to
[1:13:12] » Oh, right. >> May 15th was the fire date, right?
[1:13:17] » Yeah. So he's saying >> May 15th.
[1:13:19] » Yeah.
[1:13:24] » So again, this isn't uh this this is a reiteration for those that weren't here
[1:13:28] uh two weeks ago or three. Yeah, two weeks ago. um you know, we had an open
[1:13:33] discussion about it and the council um Keith made a motion to remove that um
[1:13:38] specific verbiage and we agreed to do that and [snorts]
[1:13:41] uh Rebecca had you know taken the feedback of the council and and put this
[1:13:45] back out here. This will be um something to hold us accountable for the four or
[1:13:51] whatever number it is at a future date uh non-union employees because everyone
[1:13:57] else within the city has a set um pay schedule and increase schedule
[1:14:04] per their union. Uh so we wanted to put something in paper that um holds the
[1:14:08] city accountable to at least addressing it on an annual basis.
[1:14:15] And because we took out that the first one is pretty much open uh to f you know
[1:14:21] our council or future councils to determine what if any um that annual pay
[1:14:26] increase will be for those non-union employees which is basically our
[1:14:31] management. Thank you. Anyone else?
[1:14:39] » Roll call please to >> person.
[1:14:42] » Yes. S. >> Yes.
[1:14:45] » Yes. >> Yes.
[1:14:50] » Yes. >> Yes.
[1:14:52] » Yes.
[1:14:58] » All right. Um, auto person comments. Um, I don't know if if Tori's put it on
[1:15:05] the door [snorts] yet. Um, there's finance meeting 3:30 on Thursday if
[1:15:09] anybody wants to come. We always love our guests. So u we'll be discussing uh
[1:15:15] the agenda items which I don't know are they posted yet?
[1:15:18] » It's posted. >> Okay. Be discussing those agenda items.
[1:15:26] » Did you get it to >> I was wondering has um the chief and
[1:15:31] Eric and them got their pay raises? >> No. No.
[1:15:34] » No. >> That's what's in personnel.
[1:15:41] personnel does it have finance can talk >> their finance I mean sorry
[1:15:46] » we're waiting for this to get passed I think
[1:15:52] » we're waiting on this I thought we voted on to do it was just going to personnel
[1:15:57] that we talked about I thought it was voted
[1:16:02] » what's that >> pay raises for them for this year
[1:16:05] » it has not voted on any pay raises has not been voted it hasn't even been
[1:16:10] discussed I know we discussed it.
[1:16:13] » We discussed this resolution. We haven't discussed individual pay raises at this
[1:16:18] point. >> Yeah.
[1:16:19] » So, we have to go back to May to pay. >> Correct.
[1:16:24] » So, >> possibly.
[1:16:25] » Yeah, possibly. >> We're making them sit around while we
[1:16:28] » You're welcome to step in and take care of it if you'd like.
[1:16:32] » Well, because I had already added up to vote, but
[1:16:36] » anyone can add anything to the agenda. I [snorts] tried.
[1:16:40] » Not to me. >> I asked
[1:16:44] I've asked this a couple times. Can you put it on next month's agenda or next
[1:16:49] meeting agenda then >> for discussion for payraises? Yeah.
[1:16:55] » Or for vote. >> I thought we talked about it in close
[1:16:58] session, but apparently we didn't. [snorts]
[1:17:05] [clears throat] We're making these guys wait. I mean,
[1:17:08] we're into August now. They've already been waiting since May
[1:17:14] and we're still messing around with it. That's ridiculous. This should have been
[1:17:19] taken care of before May.
[1:17:24] I'll play ignorance. I didn't know it was an annual requirement, but now I do
[1:17:28] because it was the resolution.
[1:17:32] » We had it figured in the budget form. >> What's that? I think the raises were
[1:17:36] figured in by >> I thought they were
[1:17:39] » I don't know. >> The police department figured it in. But
[1:17:43] » yeah, police department's got it figured in there.
[1:17:45] » Yeah, we fig I figured it in for my budget.
[1:17:48] » So I guess that the question then would be like when we approved the budget, did
[1:17:53] we approve the raise? >> The dollar amount's been approved for my
[1:17:58] » dollar amount approved >> and then
[1:18:00] » we just haven't given it to him yet. >> Well, that's what I'm saying. Like if we
[1:18:04] approved the budget and it's in the budget, didn't we give it to him at that
[1:18:08] time? >> No. No.
[1:18:09] » Why? Why not? >> Cuz we just hired him.
[1:18:13] » But not him. >> He had been this year. Yeah.
[1:18:16] » He has been here. >> Chief has. But yeah,
[1:18:20] » Rooney would have been two weeks later. >> Yeah.
[1:18:23] » His was. >> But at that time,
[1:18:24] » his was all employees were figured. Like I when I do my budget, I already look
[1:18:28] forward cuz I know what their contracts is. I look forward and see what Yeah.
[1:18:32] you. Well, Eric does it as well. Eric does a bulk of it. I ain't going to lie,
[1:18:37] but uh we both he he does and I do as well. And I'm sure he does it for public
[1:18:41] works as well. He sees that, okay, this person's going to not only get maybe
[1:18:46] their step in, you know, like a say they move from a 2-year to a threeyear or
[1:18:51] something, they'll get a raise for that. And then obviously their percentage race
[1:18:55] for the contract. We figure that already in to when we do our budget. So, we're
[1:18:59] already up ahead of the game. I would very much invite you to our
[1:19:04] Thursday meeting because this will be a topic of conversation.
[1:19:07] » Yeah.
[1:19:12] Uh anyone else?
[1:19:16] All right. May I ask a motion to adjurnn?
[1:19:20] » Second. >> All in favor?
[1:19:24] » Any opposed? >> Thank you.
