[14:53] possibly you know consolidate and grow and you know restructure that there's
[15:01] just not there's there's a lot of responsibilities that a lot of the
[15:07] departments and departments had heads have within those the different you know
[15:12] departments such as building planning health department you know across the
[15:19] board that we would want to be able to have somebody under the commissioners
[15:26] hiring authority as as the the go-to person so that they would be able to
[15:33] facilitate allow this to oversee a lot of this to have somebody that we would
[15:38] be able to find it has experience and experience in a lot of different things
[15:42] experience in you know the building field experience in planning and zoning
[15:48] experiencing in conservation and you know we've had some people that have
[15:56] come forward just through you know last year year and a half and have expressed
[16:01] an interest in this people that I've talked to people that skip is talked to
[16:05] and you know I've had a sit-down with Dave on this also and I won't put words
[16:13] in your mouth they could give you for two of trying to explain a little bit to
[16:16] of some of the strategies and some of the hurdles that we all go through
[16:20] and the other situation to is is to be able to have somebody that can also work

[18:23] opportunity to move forward with such things again at our level you can do
[18:32] particularly in the room with economic development and marketing ourselves and
[18:40] working with working with those that are here and
[18:44] those that may not come here and helping to navigate all that and
[18:50] actually getting people together at the table at the same time and working
[18:57] through things and we had something some of the Canada's a few years back before
[19:06] here we called it rapid response at that time rapid response team game was on
[19:11] that right I thought it worked really well right but it was all it was all
[19:15] people who had plenty of daily responsibilities yes oh yeah there's a
[19:19] group of us who were interested in economic development but that wasn't our
[19:24] primary focus so that was proud of you but we draw back have somebody that's
[19:29] their primary focus it was hidden mists and we didn't have a regular schedule of
[19:34] meetings or anything like that but I guess what I'm saying maybe if this
[19:39] position comes to fruition that would be a a point to
[19:45] take on and carry through on and I think we could really build on that there's a
[19:50] lot to be said for that there's a lot to be said for talking to people
[19:54] face-to-face quite frankly I really feel that way getting the job done in that
[20:00] fashion people really appreciate that when you walk out of the room you know
[20:05] you've got you've got agreement amongst the party's general so not to belabor
[20:12] the point but not here to cry on your shoulder anything like that I'm just
[20:17] simply saying the facts are the facts and at least with regards to what I do
[20:24] it's it's becoming it's becoming quite I'll be diplomatic to make it go and
[20:36] here it's a great it's a great opportunity I don't know what else was
[20:39] saying I truly feel it and that was one of the things that I've discussed this
[20:45] with Tim as we were going through the election process to is both of us to be
[20:49] in business people in the community you know talking a lot of people but we've
[20:53] we've encountered a lot of this with business to that sometimes they don't
[20:58] have place or they just say I think that we need to take this even step further
[21:04] of actually marketing ourselves as yoga county what we have to offer we want you
[21:10] know and and and this you know this I never heard it stated like this but it
[21:16] made a lot of sense and it was to do is put very very point blank and simple
[21:20] from thieves words were if we can create jobs we can eliminate a lot of the
[21:27] problems that we have and it's the truth because if people have jobs they're able
[21:33] to afford a living they're able to afford a lifestyle they're able to
[21:38] afford things that we're being burdened with every day here whether it's JFS
[21:43] whether it's the jail whether it's you know because people at the end of the
[21:47] day have to do something to try to survive and too many times they'll take
[21:52] the easier route of going in the wrong direction so us having a stronger County
[21:57] and the stronger in stronger communities and continue to push for us to be able
[22:02] to build jobs build manufacturing facilities whatever the case may be was
[22:10] set best we will eliminate a lot of our problems that people are working it's
[22:15] about a lot and and I just I think it's a think we
[22:22] you know we need to you know 2017 I'm super excited you know to have you know
[22:30] Tim come on board is it as a business guy and and and you know I think that
[22:35] it's uh it's going to be a it's I'm energized because there's things that
[22:41] when you're in when you own your own business you make your own payroll you
[22:44] do your own you know make sure that your benefits are covered and everything else
[22:49] since you've got to create that you have a whole different appreciation and
[22:52] understanding of what day-to-day hits and and and you know and that's you know
[22:58] I'm very very excited but at the same time I also understand that we we don't
[23:05] have a lot of fat and in our in our in our county in our county you know
[23:13] organizations we really don't and and you know I mean perfect example 8 Linda
[23:18] brandy she's doing you know archives she's doing this everybody is taken on
[23:24] doing more with less and and you know this is in a position that's going to be
[23:28] an absorbent amount of money but it's going to give us that ability that what
[23:32] could that small dollar produce big picture and and and at the same time to
[23:40] it's like if you if you focus on too many things you never focus on got any
[23:47] of it because you're you're not able to do it and and if we have somebody like
[23:51] this especially with the project that potentially we have that will be a very
[23:55] very large scale project that we've have been as a individual county potentially
[24:00] taken out in a long time dollar wise and involvement wise we need to have
[24:05] somebody so I guess what that being said is you know Tim do you have anything you
[24:11] would like to add or what you wanted to say anything regarding this
[24:16] you know I i think the you know without just from an outside looking in I mean
[24:23] it sounds like you know if with some of the new projects that are possibly
[24:28] coming up here in the future you know a liaison between you know some of these
[24:32] contractors and in the commissioner's office and all the departments you know
[24:40] it sounds like a good idea for sure you know what I mean do you have somebody in
[24:44] mind already or no we did a couple of different people we've looked at for
[24:49] would I what I would like to do today is I would like to ask to put a motion
[24:53] forward to think that when they've created a job description and to do a
[25:00] posting so that we can you know we can put it out there and at the end of the
[25:05] day you know review what what candidates we can we can get you know and and
[25:11] basically interview some people and make a decision on who would best suit the
[25:17] needs of the county and the needs of direction if we want to go with and you
[25:22] know and I think that that would probably be something that we would like
[25:26] to do sooner than later and I don't know what the time frame is that we need to
[25:30] do to post in position but obviously a skip if you wanted you know if you
[25:35] supported to supported the emotion to to post for this position I know that you
[25:42] know we've got a description we've got posting that we could get together today
[25:48] for it to fulfill that job description or what your position is if you feel
[25:54] that this is a good thing a bad thing or you know I like to hear that so we have
[26:01] been be injuring and I've been talking to Dave about this has been a concept
[26:04] but we've been talking about for some I'm in full support of concept by the
[26:08] way just this morning I sit in on the discussion with economic development on
[26:15] a business down in Bainbridge that were we the taxpayers have been alone two
[26:21] hundred thousand dollars to I had significant questions on that particular
[26:24] business it's a high-risk business and you know I have personal issues with
[26:30] government loaning money to private enterprise but with my business
[26:35] background looking at their cash flow and looking at the economics of the
[26:39] whole thing and all that kind of stuff I have number of questions on it but this
[26:42] is the sort of thing that if we could plan on a broader basis across the
[26:47] county I think bring a lot of value to our account Tim and I just got back from
[26:51] the Columbus commissioners kind of commission association meeting and we
[26:58] had an opportunity to talk to a number of other counties and how they do things
[27:02] Wayne County for the examples the day after I stayed down on Tuesday and had a
[27:07] conversation with the northeastern ohio commissioners
[27:13] and various counties that are in Northeast Ohio take a look at our common
[27:17] interest and what what's working what's not working interestingly economic
[27:21] development came and airports in the same conversation Wayne County Board of
[27:27] economic development and the airport board are married it makes sense because
[27:32] the airport is a contributor to the economic health of the Wayne County and
[27:38] they're doing a pretty good job so there's just uses an opportunity to say
[27:43] that we're we're signed up to host a we important County your site up the host a
[27:50] number of counties going to take a look at our detention center we're still
[27:54] having the sill doing some information gathering on the concept will be able to
[27:58] better utilize that facility or else idea or started the conversation I'm
[28:02] continuing to do some homework on that but coming back around to this
[28:08] particular topic I think it's a good idea to put this on buzz been in this
[28:16] position is going to evolve there's a number of questions I have on
[28:18] opportunities that we have here one of which it would have to
[28:22] Planning Commission whether or not we could this person can sit on the
[28:26] Planning Commission and be one of the board members or planning commissioners
[28:29] would make sense so there's there's a number of things that I think we need to
[28:33] kind of have all been this whole thing it's going to play itself out we just
[28:35] recently begin a sponsor for conservation easements and Ohio to give
[28:39] people an alternative one of the people that we're looking at or talking to or
[28:43] have you know at least expressed an interest has a background in
[28:47] conservation easements that we are in a lot of value because we don't have an
[28:50] engine set up but we don't have a mechanism set up right now to go through
[28:53] the process we've established the fact or respond sir we've established an
[28:57] agent and the soil wanted apartment to go out and do the work but in terms of
[29:01] actually going to the process it'd be nice to have somebody who had the
[29:05] background and experience to help us to navigate that so with that said I know
[29:11] but I would support a proposal to propose this I'm going to go one step
[29:15] further I would like to hand suggest that we go into executive session right
[29:22] now because of some related personnel topics that like that bring up to ralphs
[29:26] and 2 Timothy commissioner-elect you're going to be being a part of this whole

[29:35] with you guys about some things related to this and get your take on it and then

[36:05] conversation with them about the challenges with doing that and they
[36:08] talked to grin Dells office about the same topic and got their feedback on it
