an adjustment to some very specific

for some feedback from our bond

attorneys on the the final paragraph of
the question that deals with the

County's authorization to issue bonds
should it so choose and the bond

attorney came back we met Friday we were
meeting about some stuff and she said

you know I looked at that paragraph and
I think we need to tweak it just a
[8:46]
little bit and I'm going to read it out
the paragraph that was previously
[8:51]
approved read pending the receipt of
such sales and use tax must the county
[8:57]
be also be authorized to issue and sell
either as a single issue or as several
[9:03]
separate issues General obligation Bonds
in parentheses the bonds of the county
[9:10]
in an aggregate principal amount not
exceeding $25 million to defray the cost
[9:15]
of the projects listed above plus
issuance cost and it went on from there
[9:21]
what we are doing is adding six
words where it said
[9:27]
before the bonds in parentheses of the
county in an aggregate principal amount
[9:32]
not exceeding $25 million to the phas
the cost we're adding a portion of those
[9:39]
three words a portion of the cost
because she wanted to make it clear to
[9:44]
the voters that we wouldn't be financing
all of those projects so it's just a
[9:51]
portion of the projects and then after
the cost of she added the Georgetown
[9:59]
County sponsored or actually it said the
cost of the projects she wanted it to
[10:04]
clarify and say Georgetown County
sponsored so what that means is
[10:08]
Georgetown county is only going to issue
bonds to do Georgetown County sponsored
[10:13]
projects if anybody else wants to issue
bonds they issue bonds to do their
[10:19]
project so georget County Water and
Sewer District if they want to issue
[10:23]
bonds to pay for Georgetown County W and
SE District sponsored projects they do
[10:27]
so so we're adding those six where just
as clarification to the voters and that
[10:31]
is simply all we're doing the project
list has not changed as you stated the
[10:36]
order has not changed as you stated the
first paragraph of the question has not
[10:40]
changed it is simply those six words and
I think it's just for clarification so
[10:45]

very specific

can't put that in the question that
needs to go into education material that
[11:28]
we're putting out in the public so we've
already started some of that um with
[11:33]
some meetings around the county and
that'll be critical that people that we
[11:37]
spread that word that says you know this
is this is why you issue bonds is to get
[11:42]
things done faster instead of waiting
for 10 years or eight years for the
[11:45]
money to come in you issue the bonds and
and you can go ahead and get the work
[11:49]
done so you know if Georgetown County
Water and Sewer District for example
[11:53]
would choose to issue bonds they could
probably have that sampit project done
[11:57]
in two and a half to three years
um instead of waiting for a long time to
[12:03]
get it done okay on that marketing point
and I want to be super clear about this
[12:10]
uh our role is not related to education
and marketing that's a separate effort
[12:14]
however I'm going to call on each of you
after you're officially decommissioned
[12:19]
again we're gon to decommission you
again as soon as this meeting's over and
[12:23]
I'mma in in a different uh light ask you
to support that effort I met with the
[12:28]
team there's a team of uh six I think
six people
[12:32]
assembled uh to focus on a combination
of education and marketing by law the
[12:38]
county can educate but they can't Market
or Advocate and sort of we're working
[12:43]
through what that Master Plan looks like
on that but I'm sure there are places
[12:46]
where you guys can help and would love
your help to the extent you would like
[12:50]
to help but there's a lot of need for
that I would love too that'd be great
[12:55]
that'd be great same here and the
question I had uh Walt is uh if any
[13:02]
other municipalities uh determine they
want to bond their projects does that
[13:08]
call for us to have to get engaged again

only address the the county issuance of
the bonds um the other folks they could
[13:19]
just issue what's called a revenue Bond
because they're going to get Revenue in
[13:24]
the form of the cpst money so they would
issue a revenue Bond and do it that
[13:30]

somebody may have a project that they
don't like an element of if they get too

much energy behind that they're not
getting rid of that project which I
[15:22]
think a lot of people think they do
they're getting rid of the whole thing
[15:27]
the whole thing falls apart if group
people get behind or get down on a
[15:31]
project or two I think we just got to
help and that'll be part of the
[15:35]
education and Mech and stuff but this
stuff once it gets going it seems to get
[15:39]
viral quickly um you know just do what
you're in your part of your world just
[15:45]
help people see the benefits this thing
is a total
[15:48]
package yeah that's that's a very very
good point you know it's it's it comes
[15:54]
down to compromise and that's what we
need to do a lot more of in the world
[15:58]
