[3:05] them in these responsibilities could either roll call please madam
[3:09] clerk
[3:11] thank you Medicare all members of council are present except
[3:14] councillor decent thank you I'm community announcements I know where
[3:18] we just enjoyed last week the last weekend ... the
[3:22] sudden fair was great to have it back it was
[3:26] well attended on a very very hot weekends are lots
[3:30] of activities I know a number of members of council
[3:33] attended to different events throughout the week and I know
[3:36] regional council grassy was busy ... volunteering at many different
[3:40] locations so just a great big thank you to to
[3:43] the job fair board of the directors
[3:46] the fair just doesn't happen all by itself it takes
[3:50] of those directors start planning I can guarantee it are
[3:53] starting to plan next year's fair already
[3:56] S. all the volunteers that help out and it was
[3:58] really great to to see it back you know the
[4:01] past two years of the pandemic not having the fair
[4:04] it just didn't seem like summer in Georgina without the
[4:08] sudden agricultural fair so well done to to them ...
[4:11] council civil did you wanna mention of the painted perch
[4:16] thank you through you madam merited morning everyone yes that
[4:20] painted purchase back this weekend on Saturday in the Jacksons
[4:24] point park at I believe it is the most sold
[4:27] out of all the the birch cut out so there
[4:29] should be a lot of really cool ... decorated persbericht
[4:32] ... to look at I think they have over thirty
[4:34] vendors there there's gonna be music there so hopefully they
[4:38] have nice weather and ... if you have a chance
[4:40] to check it out perch festival glasses point park at
[4:44] on Saturday
[4:46] and members of council who also put is putting their
[4:49] perch and I know I've got mine the about to
[4:52] go in as anybody else the got and you can't
[4:55] use one from previous years
[5:00] aw well there's still time you've got today so if
[5:03] we finish our meeting early enough long is a pain
[5:06] to drive you can finish it up accounts receivable and
[5:08] then I've got councillor hurting throughout America little Birdy that
[5:12] members of council have until Saturday morning to do their
[5:15] perch all really all in all I was told today
[5:18] so maybe you got special dispensation so okay so you're
[5:23] you got till Saturday morning bright and early so anyway
[5:25] council Harding you had your hand up
[5:28] yes I came out of where I just wanted to
[5:30] mention that ... on the long weekend was the ...
[5:33] Angola
[5:35] our picnic and the lions car show mom this was
[5:39] the biggest event that we've had as far as for
[5:43] people and ... antique cars or silver two hundred cars
[5:47] I. anti cars over there are just such a whole
[5:52] memorabilia self I mean to and I agree that was
[5:56] a car lover that didn't get out market down for
[5:59] next year ... but yeah it was a fantastic event
[6:03] job what are pretty much without a hitch so ...
[6:06] there's a lot of parking issues and stuff and I
[6:09] think we're gonna remedy down for next year ... and
[6:12] all before too long in the next couple weeks so
[6:15] I just wanna thank people that were involved in
[6:18] ... it was a great job that was done and
[6:20] ... I
[6:21] ... for the opening ceremonies it's nice to see you
[6:24] there and ... what not but I just thought I
[6:27] would mention that thank you thank you in and it's
[6:30] nice to see so many of the events coming back
[6:33] that so we haven't been able to have the last
[6:35] couple years and answer in the car show and it
[6:37] was it was packed so there is cars there and
[6:40] feed into the field was full of parking lots were
[6:42] full so well done to the lines will then to
[6:45] par for the picnic it's always a great event for
[6:47] families to get out enjoy some family fun together so
[6:50] well done to all the volunteers are there any other
[6:53] community announcements from members of council
[6:56] I don't see any other hands going up of introduction
[7:00] of addendum items Madame clerk I believe we do have
[7:03] an addendum
[7:05] thank you Madame error and just before I mentioned you
[7:07] done them I just wanted to mention that sat at
[7:10] the beginning of the meeting there was a slight technical
[7:12] issue and so the audio did not kick in until
[7:17] the roll call
[7:19] Mr the moment of meditation and so that helps me
[7:22] make there okay so ... do you wanted us to
[7:26] do the addendum and I will mention the two international
[7:31] we have an addendum today item twelve one D. aid
[7:35] we received additional correspondence from K. and Erin Raymond and
[7:40] item eighteen one DD are proposed or pending acquisition or
[7:43] disposition of lands by the municipality or local board for
[7:46] brokerage drive and not agenda has been posted on our
[7:50] website
[7:51] great thank you under the moment of meditation I did
[7:55] ask up from members of council to remember the family
[7:58] and friends of two individuals one being Fran Wheeler ...
[8:02] she was the wife of our long serving a regional
[8:04] councillor Danny Wheeler and she passed away a couple weeks
[8:08] ago and as I said to to know Fran was
[8:11] to love Fran and she was a very special person
[8:13] very warm hearted person and and she will be missed
[8:16] greatly by by your family and friends the other individual
[8:20] was a former town employee he's been had been retired
[8:23] for a number of years I can remember going his
[8:25] to his retirement probably thirty years ago any work for
[8:29] the town for about thirty years a person lands in
[8:32] the roads department his son Sunbury lance retired a couple
[8:36] years ago and I believe his daughter in law works
[8:38] for the town but again Percy worked with the town
[8:41] when the
[8:43] you know the roads were mostly
[8:45] gravel there wasn't a hard service payments it was you
[8:48] know it you went out you greater the roads on
[8:50] our on a regular basis and and certainly ... ...
[8:53] we appreciate the work that that Mr Linstead town during
[8:57] his tenure here with the town so both of those
[8:59] individuals were mentioned other under a moment of meditation ...
[9:04] let's see I need to and approval of the agenda
[9:07] as amended
[9:10] moved by councillor Fellini seconded by
[9:15] councillor Waddington nobody has a card today I just a
[9:17] little hands going up of all those in favor
[9:21] opposed to and that's carried of declarations of pecuniary interest
[9:26] and general nature there of
[9:29] regional council grassy
[9:35] thank you
[9:37] I will declare a conflict
[9:41] with respect to item G. H. in reports
[9:46] adult role bolster lexical region conservation authority ministry bachelors of
[9:52] arts are provided extreme the owners Carol and Robert Rossi
[9:59] however since integrity commissioner the council have ruled against our
[10:03] ownership I will declare call what so as not to
[10:08] correct hello
[10:10] so that's item twelve one G. NH correct just just
[10:14] clarifying yes okay great thank you for for that are
[10:18] there any other declarations of pecuniary interest
[10:22] not seen a hands going up I'll move on to
[10:25] adoption of the minutes of the council meeting held on
[10:27] June twenty second and the council meeting held on July
[10:30] thirteenth are there any questions or comments on those accounts
[10:34] receivable
[10:35] thank you through an American happy to move approval of
[10:37] those minutes but I did notice on page seven of
[10:40] the first set of minutes which is page fourteen of
[10:42] our agenda ... there's that title and it says town
[10:46] old when it should say town owned okay just a
[10:50] little table but it could be a big one so
[10:53] I mentioned it to take care of the lands and
[10:55] I'm sure they'll fix it okay wanted to mention that
[10:57] great in your moving the adoption of those minutes moved
[11:02] by councillor Sabo seconded by
[11:06] councillor Harding all those in favor
[11:09] lows and that's carried on now we're into this section
[11:12] of the meeting for speakers and I believe we do
[11:15] have three different speakers that have registered today to speak
[11:20] on the first one is the Colin brown you'll be
[11:24] speaking on items twelve one G. N. H. S. T.
[11:28] in attendance at this time
[11:32] if you can on mute
[11:36] Madame part was good morning there is if if you
[11:39] can ... state your name and address for our records
[11:43] Mister brown and you do have five minutes and I
[11:46] would ask you to keep to the two reports that
[11:49] are the contents and and are the two reports twelve
[11:53] one G. and H. thank you
[11:56] very much about America Colin brown I'm from HHO law
[12:00] firm seventeen three sixty young street Newmarket Ontario welcome
[12:07] thank you I appreciate that are
[12:10] I have clients who received a letter
[12:13] last week or maybe with the week before sorry ...
[12:16] from the town our
[12:20] putting out that the town was interested in
[12:22] and whether these
[12:24] all in it with events although lake drive resident
[12:27] would be interesting and purchasing from the town lands between
[12:31] the lake and lake drive road should it choose to
[12:34] divest itself of these plans
[12:38] so I on behalf of my clients I wrote the
[12:40] town and honest ... could account clearly identify the road
[12:44] allowances relates to our clients property
[12:47] in particular and the shoreline in general
[12:51] and
[12:55] once back from council for the town
[12:58] can I question
[13:00] that the town is not prepared to identify the road
[13:02] allowance for the property
[13:05] and I am suggesting that the reason the town is
[13:07] not prepared to do that look at the Cao can't
[13:09] do that
[13:12] ... there is a process by which the town could
[13:14] established what the road allowance is within the boundaries action
[13:18] on
[13:19] and it would that process would allow
[13:22] residents to
[13:24] receive notice of what the town
[13:27] after take appropriate steps to set out what the right
[13:30] amounts it
[13:31] and would allow them to object if you disagree
[13:36] and it would allow hearing to be had
[13:38] and if there is any disputes with the hearing they're
[13:40] going to pay off
[13:42] but ... and suggesting that the process that the town
[13:45] is implementation ... takes away all those procedural rights from
[13:49] the residents
[13:51] and as such is unfair
[13:54] so for instance I when this
[13:57] lake drive action plan with
[14:00] our first figure out
[14:03] ... at the time the town with our under the
[14:07] ...
[14:08] the fight that it owns ninety percent or more of
[14:10] these properties
[14:13] and there's 400 residents are being asked you out
[14:19] now at 5 whether they
[14:22] we take a process where they which purchased our
[14:26] alliance with that that the town
[14:28] not even known it had been established it on
[14:31] that's unfair to these resident's account should establish its right
[14:34] first
[14:36] more than that there's not a promised any individual Robert
[14:39] Rick resident that it faded agree to a pretty standard
[14:42] process plus languages Wilson
[14:46] not clear at the end of the
[14:49] process the data 5 by the town
[14:52] the third step action plan sept 13 and 14
[14:58] the town is still going
[14:59] both the cards whether to are actually relinquish something which
[15:04] it had been established I don't at this point
[15:09] and at the same time a long history of where
[15:13] people are granted permits to maintain their they're both houses
[15:17] are doctor I can make small improvements and those the
[15:21] night ...
[15:23] because the town says you have to prove the on
[15:25] it
[15:26] where's the town hasn't proved any ownership interest at all
[15:32] in those circumstances we say it's unfair to upset a
[15:35] long established process
[15:37] and all these people to a standard that the town
[15:39] itself is not willing to accept
[15:44] I'm
[15:45] and as I said earlier it is argued that the
[15:48] whole process was based on it an incorrect assumption
[15:53] I would actually own all these plans
[15:55] we're not more of them
[15:58] and despite the fact that that assumption now like I
[16:01] do not believe the town or or exploit equipped with
[16:04] call to action
[16:06] nonetheless are still following that same process
[16:11] so it's our position that that's unfairly prejudicial to the
[16:16] to the residents of the township follow the process and
[16:18] ... and the boundaries act
[16:20] thank you
[16:22] thank you very much Mr brown are there any questions
[16:25] or comments to Mr brown at this time
[16:28] seeing none just a motion to receive those comments
[16:34] moved by
[16:37] accounts receivable seconded by
[16:40] councillor Leny Dennis in your hand up yes all those
[16:44] in favor
[16:47] yeah I would assume regional council grassy are you declared
[16:51] a conflict on this or not I don't know I
[16:53] will say you voted I'll say don't worry about it
[16:56] that's it's all good ... so that that carries okay
[17:01] ... thank you Mr brown I let you go now
[17:04] and next we have a
[17:07] Ashley and Adam much
[17:11] I let them come forward ... they're speaking on item
[17:15] number thirteen one V. and actually it is the letter
[17:20] and we go to pay the bills look here
[17:25] eight one ninety nine it is actually a letter from
[17:28] ... from Ashley's in a petition so let's pull it
[17:32] forward and we'll we'll do the discussion after ...
[17:38] both Ashley and Adam speak so who wants to go
[17:41] first Ashley are you there are you both going to
[17:44] speak separately or is this sort of a combined
[17:48] not sure where they are they there Madame clerk
[17:52] they are able just be near me
[17:55] just be Ashley
[17:58] yes sorry Montemayor
[18:01] I'm out I know everybody it's a process so if
[18:05] you can state your name and it's full address you
[18:07] do have five minutes to speak to the item thirteen
[18:12] one B. and then what we'll do is we'll bring
[18:16] forward to ... that letter and asked staff to go
[18:20] over some of the issue they don't maybe have all
[18:22] the answers to your questions right now but I believe
[18:24] they do want to to mention a few things so
[18:27] I'll let you go ahead you have five minutes
[18:30] okay thank you so my name is Ashley much I
[18:33] live at forty four river ridge drive
[18:37] in Catholic L. four P. two and nine and so
[18:42] basically what I'm here to bring in I have more
[18:45] detailed records of all the efforts that I tried to
[18:47] me but are you do you have what justify Marie
[18:51] of one I reached out and one I've asked for
[18:55] help on behalf of other residents on river edge so
[18:58] basically it all began for timber twenty nineteen because we
[19:02] had just moved in in July and Paul Gary quickly
[19:04] how dangerous for Streeter is very narrow and winding you
[19:09] and there's little hills and blind spot and people need
[19:13] like recklessly down the street so in September twenty nineteen
[19:19] I first reached out to council about changes
[19:23] and asking for help with speed rushers in the town
[19:28] and again in December twenty nineteen and then again in
[19:31] July twenty twenty August twenty twenty September twenty twenty I
[19:36] reported to the York regional police about a road watch
[19:40] like issue over the meeting concerns and then by October
[19:44] twenty twenty I started an online petition which has over
[19:47] a hundred and seventy one people find and then again
[19:50] in November twenty twenty
[19:52] finally a road track was sent to the house
[19:55] so after a year of offering someone actually came to
[19:58] the help to do some data collection and the the
[20:01] diet there will be a complete report by February twenty
[20:04] twenty one and by need twenty twenty one I was
[20:08] following up asking about what speed reduction measures will be
[20:11] happening and we were informed that road rage with a
[20:15] possible site for the flexible bollards just waiting for a
[20:19] review and then by June twenty twenty one we were
[20:23] told that the studies were completed in some form of
[20:26] action will be taken and then by August twenty twenty
[20:29] one we were told that the request will still be
[20:31] kept moving show them by February twenty twenty two after
[20:36] nothing had been done I was following up and letting
[20:39] the note letting the town no it's still very dangerous
[20:41] on the street and we were then told that we
[20:44] would not be getting the flexible bollards but there would
[20:47] be consideration for additional traffic calming measures and starting stage
[20:51] one of the speeding precautions and then by April twenty
[20:55] twenty two I emailed out being the police again for
[20:59] more help and more police presence and then after nothing
[21:03] happened
[21:04] why are
[21:06] my neighbors if they would find a letter or a
[21:09] Patricia and I didn't realize that wasn't under the meniscal
[21:12] act ... I guess formality however they did find out
[21:18] later understanding diet we want change on the street and
[21:22] they were happy and wanted to welcome any sort of
[21:26] change so we are proposed
[21:29] the bond lowered speed limits on the street B. cameras
[21:34] any change would be welcome at that point that would
[21:37] help with any sort of speed reduction measures I submitted
[21:40] that to everyone in the town that I'd been speaking
[21:44] to along with the mayor and other members of council
[21:47] on July eleventh
[21:49] and then now I'm speaking accountable what I'm asking for
[21:53] change the street is one three I understand the petition
[21:57] does not follow the miss black however boulder the majority
[22:01] of the street are voicing along with me that we
[22:04] feel unsafe in our own neighborhood we don't even like
[22:07] walking down our street it is very scary there's no
[22:10] sidewalk people are speeding we to recklessly and I'm asking
[22:16] if anything can be done any measure would be appreciated
[22:20] but I've been up in terms of time between nineteen
[22:22] and nothing happened the one behind did not deter anybody
[22:27] at the people I spoke to one are doing the
[22:29] petition were upset but nothing more had been done so
[22:33] I'm wondering along with all the recommendations in the latter
[22:37] could our street potentially be considered a community safety zone
[22:40] could be get rumble strips could we get P. P.
[22:43] P. V. or you camera
[22:46] basically I'm I'm just asking for some sort of change
[22:50] to happen because it it's been about three years and
[22:54] it's not giving anything ...
[22:56] we do we just need help plan here okay no
[23:00] I understand
[23:02] I understand completely what you're what you're saying and and
[23:06] without roads and when I spoke with Mr Abbas he
[23:09] pointed out quite correctly that it's one of the few
[23:12] street that runs from the Queensway to Woodbine that has
[23:17] no ... there's no side street is no stop signs
[23:20] there's no school zones there's nothing to slow people down
[23:24] and and it is a bit of a wine the
[23:26] assignment turns and curves and hills so I'm going to
[23:29] let ... Mr Bossert come forward because they do have
[23:33] some ideas of something that they could put into place
[23:36] and perhaps we can do some suggestions for some other
[23:39] things that they could put in solid Mr Voss speak
[23:42] and ... hopefully we can get some ... some answers
[23:45] that challenge you will appreciate so hang on just Amalek
[23:49] Mr Bostic
[23:51] thank you
[23:52] excellent
[23:54] good morning about a bear members of council and the
[23:57] best much thanks for your for your notes there on
[24:00] the phone ... I feel like it's been awhile since
[24:03] two months okay so so
[24:06] we have a great summer so I
[24:10] yeah I guess in anticipation of having this discussion we
[24:13] just call kind of all of our records as related
[24:15] to beverage together to make sure that we have a
[24:18] full understanding of the actions that have taken place I'm
[24:21] from the town's perspective I just want to ensure residents
[24:24] that we we have a bit sitting idle on this
[24:27] for for close to three years ...
[24:31] shortly after at some of the concerns and complaints come
[24:35] forward we often do you traffic speed and volume studies
[24:38] to kind of validate some of the concerns from residents
[24:42] ... any resting and whatever questions or speak volumes study
[24:46] I would typically conduct the speaking voice studies over a
[24:48] two week period to understand ... right and it's a
[24:52] normalized if there's you know events on weekends or our
[24:56] rainy Saturday you might not that big same expected volumes
[24:59] we did over to be
[25:01] um so the studies have been conducted that consistently I
[25:04] guess over the past couple years I didn't as far
[25:07] back as I said staff November tenth twenty twenty
[25:12] 9/9/2020
[25:15] November fifth twenty twenty one and as late as June
[25:20] second twenty twenty two so pretty consistent in terms of
[25:24] ... and it is and it's it's simply in a
[25:26] reaction to some of the concerns raised by residents
[25:30] I'm
[25:31] where with those speak volumes studies are we've also deployed
[25:35] the trailer at this month's had indicated ... which is
[25:38] kind of the instant feedback radar signs it's a large
[25:42] large trailers
[25:44] space and it also conducts speak volumes studies while it
[25:48] provides instant feedback to drivers of their speed so it's
[25:51] meant as kind of a quick reaction School from the
[25:54] town to
[25:56] try to assist with some of the speeding but also
[25:59] gain data at the same time
[26:02] so in in in all five with five separate several
[26:05] sets of data to kind of interpret in all five
[26:09] sets I think we've we've discussed the eighty fifth percentile
[26:13] many times it's it's kind of what we base ...
[26:16] traffic calming policy on it's the it's the normalized speed
[26:21] that a driver will driving I it's what's used in
[26:25] designing and engineering our roads as well as traffic calming
[26:29] our databases I so we know 5 instances
[26:35] ... ... sense how was within the decide script roads
[26:38] means it wasn't within the twenty or twenty percent
[26:41] of the of the posted speed limit the highest being
[26:45] out forty eight Congress Grauer
[26:47] in two of the studs so there is right on
[26:50] the cost of what we consider requiring you know traffic
[26:56] calming or something it's you to slow what work restricts
[27:00] drivers speeding
[27:02] over the speed limit by twenty percent and that's why
[27:06] this past spring be brought forward in the traffic yeah
[27:11] for spring at a traffic report to install some oversized
[27:17] forty longer in our signage as well as some durable
[27:20] marking so the door markings are four four height four
[27:24] foot by three foot ... markings that actually are on
[27:27] the road and their their ... sticks to the road
[27:31] ... by torch and it's just it's an eight an
[27:33] additional visual measure that we thought okay it's it's set
[27:37] not sort out of the property doesn't meet the threshold
[27:40] for actually going to it step one condition however it's
[27:44] noted that there are some very excessive speeds through the
[27:47] day that we have there are some very excess excessive
[27:50] speeds and understanding it is eight eight million Kirby road
[27:54] ... thought that says some of the very soft changes
[27:58] such as oversized signage and and from the community support
[28:01] it's clear that there there should be something done here
[28:04] however going by the policy buyer information we have at
[28:07] our fingertips it doesn't really
[28:11] I guess justified to install some of the permanent fixtures
[28:16] SO zero traffic calming including the bollards
[28:19] just on the bowlers specifically we did look back and
[28:22] in the records and ...
[28:24] it seemed like there was some some email communication back
[28:27] and forth what whether it was accurate or not it's
[28:30] time
[28:31] it didn't in indicating that was on a list or
[28:35] was not a list it was on a list at
[28:36] one time when we first reached out to members of
[28:39] council at the initial pilot stage and asked for a
[28:43] short list of locations that would be ideal candidates from
[28:46] their perspective
[28:48] following that but we did all the studies and kind
[28:50] of validated what actually require traffic what did so there's
[28:55] been quite a bit of work ... or or or
[28:58] back when it is study outside of beverage that being
[29:02] said it doesn't you don't meet the policy requirements for
[29:06] adding any statistical changes are physical barriers ... just one
[29:10] other statistic I guess is ... on the speed over
[29:13] so we we look at aggregate data and analyze data
[29:16] but we also want understand like what percentage of people
[29:19] are you know over the speed limit over fifty year
[29:21] over sixty dollars an hour
[29:23] just to give you a perspective in the most recent
[29:26] study other was fifty drivers out of nine thousand that
[29:31] drove over sixty commerce in our speech study it cheap
[29:34] so it's half of one percent of the total drivers
[29:39] and just to give perspective what we we never to
[29:42] sign or react to the half percent wheat we always
[29:46] design and reacts to the majority or the not the
[29:49] eighty six percent
[29:52] so that's just just to give some perspective on
[29:55] if if we if we react and I guess it
[29:56] in in a sense of a half percent we'd be
[29:58] putting a lot of devices everywhere ... and that's why
[30:02] we use aggregate data that's why we do speak volumes
[30:05] studies
[30:07] all over town all all the time they're always deployed
[30:10] fifty two weeks a year they're deployed to get good
[30:13] data so we can make good informed decisions
[30:19] I guess where that we're that we're doing is that
[30:21] we we were asked to our base for
[30:24] if you are speed hawk trial say it came from
[30:28] city streets committee I want to council and as been
[30:31] directed the staff to review that we're we're planning on
[30:34] coming back on September twenty eighth I think it's the
[30:37] twenty eight the last meeting in September fourteenth wanted to
[30:41] ... and we're coming back in it reviving a summary
[30:44] ... it is eight eight eight true pilot program we
[30:48] were starting up three and post speeds or reinstall the
[30:52] speed humps ... if it is council's direction we could
[30:56] include river edge given the committees or
[31:00] right right just part of that pilot program but out
[31:02] but I'll leave that decision up to council we
[31:05] thanks Mr austenite and I know ... you know when
[31:10] we have to have policies to to put parameters around
[31:14] many of our our programs and and services so I
[31:17] get it that it may not reach the threshold but
[31:21] as as we've all indicated it is a a narrow
[31:24] winding road and there is nothing on that road that
[31:28] is slowing people down like we've discussed there's no schools
[31:31] own there's no side streets that commandos or other stop
[31:34] signs there's nothing so
[31:37] it it does become you know a bit of a
[31:39] of a faster route at times for some people and
[31:42] and not for everyone but but certainly ... you know
[31:46] some of the speeds as you mentioned are are excessive
[31:48] even if the rest are within that eighty fifth percentile
[31:53] ... certainly I would be ... in favor of including
[31:56] the average in the US the pilot project for the
[31:59] speed humps and I guess we'll get more details at
[32:02] that meeting but can you just give us an idea
[32:05] when that pilot project would start ... just over the
[32:09] residents on river edge would know if it's included when
[32:12] would they be looking to see a speed hump go
[32:15] on to the road isn't this fall or is it
[32:17] next spring or what
[32:20] yes you Madame there I'd ideally we are installing one
[32:24] this fall at least the first location to be studied
[32:28] follow up by hopefully future locations in the spring provided
[32:31] everything works out the speed humps does differ then speed
[32:36] bumps speed tables that have been discussed in the past
[32:39] where you typically get some some by ... I guess
[32:44] I assume restricted feedback from emergency services whether that's ambulance
[32:48] or fire and in that side on our roads especially
[32:53] like river ridge where there is no there's nobody available
[32:56] by pass for that road specifically it's not a kind
[32:59] of a great hi subdivision ... it does speak that
[33:04] tables and speed bumps might be restricted in terms of
[33:07] their speed now speed humps have been proven to I'd
[33:10] not slow emergency vehicles not are focusing on those at
[33:13] this point they have a bit more of a gap
[33:15] in the battle that allows R. one one tire track
[33:19] to stay on flat ground at any one time
[33:23] ... and ... yeah yeah it will be coming back
[33:26] it's a terrible some of the design graphics not something
[33:29] that would be focusing on
[33:31] and actually it also mentions like rumble strips is there
[33:34] anything to within our policy that we could any other
[33:38] thing if we if we're saying we can't do bollards
[33:41] which you know that's up to council of we wanted
[33:43] to say Riverhead should should get bollards week we can
[33:46] certainly do that and and that may be what we
[33:49] end up requesting certainly got program is nearing the end
[33:54] of the season at all we have any after ballers
[33:57] hanging around to be able to put up at this
[33:59] point ... but I would not be adverse especially in
[34:02] in an area that doesn't have any
[34:05] other mechanism that slowing the traffic down between Woodbine and
[34:10] the and the queen's way I I think we do
[34:12] owe it to the residents to do something ... whether
[34:15] that serve the public project for the speed hump and
[34:18] and see what that brings forward or whether we see
[34:22] about putting the you know sort of bollards in at
[34:26] some point along the river edge just to you know
[34:30] give some method of slowing down the ... the vehicles
[34:34] that tend to the few that that tend to speed
[34:36] along there and I get it we could put speed
[34:38] bollards everywhere and you know then they become you know
[34:42] ... something that ... that they're not meant to I'm
[34:45] not meant to be so ...
[34:48] I think I saw regional council Rossi's hand up and
[34:51] then maybe at the end will will let Ashley ...
[34:53] make some other comments but I would certainly be supportive
[34:55] of us
[34:56] moving a river edge on to the the speed hump
[34:59] program and to see if we can put some some
[35:02] ballers out even if it's you know this late in
[35:05] the summer season better late than never so regional council
[35:09] rustic
[35:10] thank you Stross I don't know what you could answer
[35:14] this question sure what services all up with the Catholic
[35:17] secondary plan identified that there will be three roads that
[35:22] were thrown roads from the Queensway to what by as
[35:27] part of the secondary plan one would be closer to
[35:29] you second will be port
[35:32] the third would be dovetailed
[35:35] don't tell as everyone knows has had a spate but
[35:39] it's still close and I guess it's pending eight some
[35:42] sort of agreement so my first question is how quickly
[35:46] can we get dovetailed open supposed to be the matrix
[35:51] row road block but throat between the queen's way at
[35:55] what point out to you why is there a delay
[35:57] how quickly
[35:59] I have worked with
[36:01] it was
[36:04] yes are you Madame
[36:05] ... advocate response across yet search you Mr lectures I
[36:08] believe that there is some about language in the subdivision
[36:11] agreement
[36:12] after
[36:13] I think all I ask right now gonna happy to
[36:17] address that question is a lot more details on the
[36:21] status of the development of the subdivision that's
[36:26] all their
[36:28] thank you through you madam mayor ... for don't deal
[36:31] there are still houses to be constructed of fronting onto
[36:35] dumbed down only access will be off of dovetailed so
[36:38] we don't want that construction ... traffic to be mixing
[36:42] up with the residential traffic so for that reason that's
[36:46] the delay for opening up the
[36:48] Dallek's tension as well as to still some above ground
[36:51] works that have to be completed ... on that engine
[36:55] so we expect that to be open by next year
[36:59] so just as a follow tip Mr letters at a
[37:01] stroke about we have lots of construction projects that are
[37:05] current the child this is a key electrics that we
[37:08] identified
[37:10] probably twenty five years ago is there a way we
[37:13] can have that opened at least to some degree we
[37:17] have lots of areas where there's construction going on the
[37:20] traffic out still aspects or wait
[37:22] it seems that it will it's it's just it's gonna
[37:25] be a continual delight why can't we at least get
[37:27] particle
[37:31] sorry I'm not American I'll ask Mr automatic to address
[37:35] that I know it's it's not an existing road St
[37:39] new roads so I don't know what the standard is
[37:42] and I think the concern is if you bring it
[37:44] to a standard for through traffic and the amount of
[37:48] the structure and will damage it but again Mr all
[37:51] gonna be used is there a way that we could
[37:55] facilitate maybe at top gold or I mean at a
[37:58] base coat of asphalt that still could be open to
[38:02] the public in some fashion ... or is this something
[38:06] that you strongly would recommend
[38:11] I I wouldn't recommend opening it because from a safety
[38:14] point of view it would be a concern the only
[38:16] access to those lots is going to be awful downstairs
[38:19] so when they're going to be building those houses there's
[38:22] going to be constantly construction traffic going in and out
[38:25] ... and died all that truck traffic is going to
[38:28] be there so again from I think from a safety
[38:31] point of view we thought it was asked to delay
[38:33] opening that's as well as as they finish the above
[38:36] ground I'll works on DuckTales the other alternative is to
[38:40] possibly ... open up the road and then close it
[38:44] as they do the construction and then reopen it again
[38:47] so I think the best thing is to complete the
[38:50] construction of those homes and then open up that role
[38:53] just because we don't want to have all that you
[38:56] know construction traffic matching up with that residential traffic
[39:01] all gonna be based on what we've seen so far
[39:03] are you suggesting that that role could boast for at
[39:06] least another two years or three years the timing with
[39:08] respect to the developer what's seems to be pretty slow
[39:12] so it is there can you give us some sort
[39:14] of an idea for the residents that live there at
[39:17] for the rest of each travel east of west oak
[39:20] plant which was backed up major us wrote me some
[39:24] sort of a time for yes we expect that to
[39:27] be open by the end of next year
[39:30] so that's clearly an additional sixteen seventeen months where people
[39:35] drive by there knowing that there's a connection the cactus
[39:38] for
[39:42] so
[39:43] so I would respectfully suggest that we have to do
[39:46] something it puts a lot of pressure on other roads
[39:50] within the council area that shouldn't occur we should do
[39:54] everything in our power to make sure that the act
[39:57] that collector road major collector road gets opened up and
[40:02] that we do what we can to at least allow
[40:05] some traffic so it will soften River rich those two
[40:09] roads were never built well we just don't work on
[40:13] up on river glad we didn't urbanized both ends of
[40:18] that road because we want people to still issue and
[40:22] user as well as a local road not as a
[40:24] collector so it just seems to be sold long trying
[40:28] to get this opened up because it's been
[40:31] how long has it been since the discussion took place
[40:34] that don't deal is going to be a major collector
[40:38] it's been a long discussion
[40:40] you know it and again I think part of the
[40:43] reason is is that the town did not take on
[40:47] the job itself and paid for itself it wanted to
[40:51] ensure that the developer would pay for a pop good
[40:56] share that road so if the town I decided to
[41:00] try and or finance the development of eight four of
[41:04] the road got it here's our local from a financial
[41:07] perspective that wasn't the best option so there's a balancing
[41:11] act on the timing based on the developer and that
[41:15] what we see is is the completion of the road
[41:18] so that that's the issue that it's developer driven more
[41:21] than town Grogan
[41:23] well again to Mr all gonna happy just on the
[41:27] idea of having the road open
[41:30] for a period of time thanks closing at while the
[41:33] construction happens
[41:36] yes is that and I can maybe to council is
[41:39] that something you'd like us to explore
[41:43] well so if you're asking me anything that would move
[41:47] traffic East West I think there's a positive and when
[41:51] you say open up and close it I'm sure it
[41:54] was ... construction traffic because it happens on every other
[41:59] road in the town of Georgian ... whether crystal structure
[42:03] you can call us on it after a trip basis
[42:06] yeah there's lots of different medications that you could do
[42:09] you don't just stop up close the road because you're
[42:12] building three houses your your make accommodations so that people
[42:16] can book yes there was a construction worker I'm not
[42:20] I don't understand why you would have to be closed
[42:23] completely you're construction
[42:25] yeah
[42:26] sorry about emergency response thank you ... yeah all you're
[42:31] right we can generate road as an example where it's
[42:34] been close but just straight trip but it's not the
[42:37] same volumes as well call traffic goes through so it's
[42:41] a little bit of a different situation given the that
[42:45] the traffic that would be going across there so the
[42:48] lawyers will be higher but to Mr all gonna be
[42:51] I I think yes if you can work with the
[42:53] developer to to make a plan that allows for construction
[42:59] and traffic that I think we should be looking at
[43:02] that and ... and to attract to alleviate concerns are
[43:06] expressed
[43:08] so if we can leave that with with you Mr
[43:11] lanterns Mr all gonna be ... to to try to
[43:13] come back to us or to you know work with
[43:16] a developer ... because I know I get asked on
[43:19] a regular basis as I'm sure other members of council
[43:21] do so if we can take a look at what
[43:23] can be done to speed that up I think that
[43:25] would be good which accounts across the final comment on
[43:28] can we get back to the
[43:30] so that's another question and so with respect to that
[43:35] Mister Rogers how could we use that for with respect
[43:39] to your suggestion Mr all gonna be working with the
[43:43] developers to make that happen
[43:47] three out of marriage like to sit down with Mr
[43:50] all gonna meet and discuss a little further that will
[43:53] bring the developer into the conversation I will attempt to
[43:56] come up with a plan
[43:58] and we can now keep council will once that happens
[44:01] we can't let council know
[44:04] I'll be sure to email I don't think we need
[44:05] a record no
[44:08] email and we'll figure out something
[44:12] thank you very much I appreciate that at the Mr
[44:14] Wallace is there any way that we can immediately sign
[44:18] I think we care both the river let regret just
[44:22] local traffic only
[44:24] do something idle accounts reflect on the city streets I'm
[44:27] not sure whether it needs to go there or whether
[44:31] we can just go ahead and do it ... crystal
[44:34] streets were intended for local traffic only anyways is there
[44:39] anyway or do we need to pass a bylaw or
[44:41] something that would identify those streets as being local traffic
[44:46] only which would at least I don't sign still made
[44:48] everything but least they would put something in place that
[44:52] would help identify what's respectable school street can I put
[44:55] local traffic only sign up now
[44:58] three men Ameritas search results across yet we would have
[45:02] to pass bylaw because their regulatory sites but
[45:06] we can definitely come back in and up to provide
[45:09] that as an option
[45:10] part of this program
[45:13] just to follow one last question as far as other
[45:15] mitigation measures that we can do it like I know
[45:19] there's been some discussed rumble strips at that speed also
[45:23] affects like that up is there anything else I mean
[45:26] it because of the fact that the streets were not
[45:29] kept and you know what all you gotta do is
[45:32] look at rivers one
[45:34] what's going to happen over there what's the construction on
[45:37] the east side what blind what's the proposed ...
[45:42] once on the north side RiverClan
[45:45] and the current conditions after about plaza I mean there's
[45:48] gotta be something we can
[45:51] so at least identify that something has to be done
[45:54] until Doug Steele gets open to provide that extra slippages
[45:58] or anything else that can be done I don't recall
[46:00] traffic it puts something else that identifies those street says
[46:05] being something other that's route restricts
[46:10] yes we met up there at every other that additional
[46:13] signage proceed to your earlier point
[46:17] it's it's likely at this point given the community support
[46:20] what about the data doesn't support that the policy decision
[46:24] but the community support is looking to require something that
[46:28] we would that we would need something
[46:31] is it cold in order to change the driver's behavior
[46:35] ... and so what what we have in place today
[46:38] is just oversight sites such kind of like the softest
[46:42] step one we can do that we don't have the
[46:44] support from the five studies that we've done on that
[46:47] section of road ... beyond that I believe our our
[46:52] our engineering tax indicated that there is a durable markings
[46:55] will be in place by the end of August
[46:58] he received the week of August twentieth twenty second so
[47:03] those should also assess because again it's another visual deterrent
[47:06] but it's different than a sign on the road it
[47:08] will definitely catch more attention than a regular you know
[47:11] another sign and we see it we see a lake
[47:14] drive we see actually on regrets required to submit a
[47:17] sign there's there's so many signs that you end up
[47:21] ... you know adding another one like that is not
[47:24] gonna have a huge or dramatic impact drivers behavior so
[47:28] that we do have to look at alternatives I think
[47:31] you said these terrible markets will be the first Houston
[47:34] Georgie on out on the roads if you drive on
[47:37] Wharton it's like we see that the fifty kilometer per
[47:41] hour markings or in
[47:43] ranging yeah rates you
[47:46] so to be similar markings but I'm town a town
[47:48] owned roads this will be the first of its kind
[47:51] so we're we're gonna try and we're going to study
[47:53] it and see that hopefully see some some some better
[47:57] results than what we're seeing today so at the appropriate
[48:00] time better products motion the
[48:02] how are works department strip strip lost stalled local traffic
[48:07] over size local traffic only signs at both ends of
[48:11] this road as usual mitigation factor
[48:15] ... we've got a smaller speakers coming up here ...
[48:18] we were good will come back to that suggestion a
[48:21] motion just before at the counter fleet accounts or Washington
[48:25] ... the request was or the mention was made by
[48:29] this much that to ...
[48:32] a community safety zone and I don't know if that
[48:35] is something that can be looked at further I don't
[48:38] know if the studies warrant from the community safety zone
[48:42] because
[48:44] you can make a community savings opportunity enforcement than to
[48:47] you know put the the ticket to the to the
[48:50] driver that's a higher rate is and is that something
[48:54] that has been looked at in terms of community safety
[48:57] zone for river edge
[49:04] sorry Mr Boston yes sorry Medicare by my audio just
[49:07] cut right
[49:10] it's a difficulties but soon I guess yeah
[49:14] I I heard I heard the local traffic only use
[49:18] okay I was asking the for community safety zone if
[49:21] that was something that was possible to put on to
[49:25] read certainly knowing that a community safety zone on it's
[49:28] own doesn't you know put a sign up is another
[49:30] sign but it's it's the enforcement by wire P. to
[49:32] give that ticket to that's increased so is that something
[49:35] that's been locked out of order so does the data
[49:37] not supported community safety zone so the bathroom out of
[49:41] fear that the the typical day trip you steps out
[49:44] it's it's you know it as we've discussed many times
[49:47] ... adjacent to parks community events spaces those types there
[49:50] so River blood doesn't really meet the criteria a community
[49:54] safety some personal personal schools for example that type of
[49:57] thing ... I believe I was sad I had a
[50:02] staff
[50:04] I just on a response back yet whether it was
[50:06] signed at six on at one point because I as
[50:09] of twenty fourteen it looks like it was but I'm
[50:12] not sure it's it's still scientists community safety song that's
[50:15] what someone topic somebody else look at that however
[50:19] from from what we would look at Florida doesn't really
[50:22] meet the requirements however it's it's always council's decision to
[50:26] ... to pass a by law to make the community
[50:29] safety zone and it it it it I don't think
[50:33] it ever hurts
[50:35] wouldn't meet the typical criteria you six and we need
[50:38] to be foresight as you might need them horsemen are
[50:41] cancer Fellini you had your hand up
[50:45] good morning everybody just a couple of comments if I
[50:48] could please
[50:50] yesterday I had the pleasure of driving up North York
[50:54] what it also
[50:55] four wanna kill Street I went to ... southbound on
[50:59] geo as it turned right onto rustic
[51:03] I think
[51:04] to my surprise there was speed humps all the way
[51:08] down that road which was awesome because you could see
[51:10] that people are actually slowing down
[51:13] the speed limit on that road Mr clubbers sign was
[51:17] up saying three six sorts struck asri sleep so it
[51:21] was it was awesome this year so have you done
[51:24] that but forty my date went long longer than I
[51:27] had expected study get chance less than two up ask
[51:29] the questions that I want to us and I will
[51:32] take this offline ask questions
[51:35] but again why could we not put some the speed
[51:37] humps at one not on river edge I think we
[51:40] should know what they're doing the the pilot projects are
[51:43] written us to have average included with that and and
[51:47] gather the data and and see as as if you
[51:49] suggest that your experience that it can help and I
[51:53] I believe it would ... we just need to get
[51:56] it included in the ... the pilot project and that's
[52:00] really of comments thank you so much okay I'll councillor
[52:04] Washington I know you're involved on the safe streets so
[52:08] I'm sure you have some comments or questions
[52:11] through you ... first with a a with a comment
[52:13] ... this the street to come up a number of
[52:15] times with the S. A. streets committee I actually think
[52:18] it was myself who originally proposed that it be reviewed
[52:22] for a for bollards however Mr boss ... and the
[52:25] ... that the members of staff that were on the
[52:28] committee before him ...
[52:30] you know clearly went through to the studies and the
[52:33] data shows that
[52:36] it's not quite as bad as what to people usually
[52:39] believe it to be as Mike mentioned only in fifty
[52:42] instances out of nine thousand I think is what you
[52:45] it said ... was was it actually ...
[52:49] really out there
[52:51] Mr Voss the that
[52:53] clearly shows that that that no action
[52:57] should be necessary however it's it's the will of council
[53:00] to implement ...
[53:03] you don't speed reduction measures and make make adjustments to
[53:06] the the road as or from what what what it
[53:09] was originally intended to ... to be driven at them
[53:14] hello this up to potentially anybody from
[53:19] our legal department that's on here
[53:22] does it
[53:24] potentially make us liable for something if we make a
[53:28] decision to change the traffic flow of a road that
[53:32] clearly shows or that the data clearly shows should not
[53:35] be addressed
[53:38] in terms of making it on a local road or
[53:40] community safety zone that type of thing put in speed
[53:43] bumps put in bollards out and stop signs making physical
[53:46] changes to the the traffic flow of the road when
[53:49] when data demonstrates and argues that it shouldn't be done
[53:53] I'm not sure who wants to answer that maybe then
[53:57] and if there's nobody on here to actually answer like
[53:59] I apologize not nervous about looking there is methadone
[54:03] ... thanks matter matter ... through you to cancer Waddington
[54:08] ...
[54:10] but I think the the most straightforward answer I can
[54:14] give to the question is
[54:16] we can be liable if we're negligent
[54:19] so if we
[54:22] make a change to the status of a road even
[54:24] though the data dozens order ...
[54:28] our liability would stem from perhaps going in the opposite
[54:32] direction it's we ... it took a step that
[54:37] you for instance raise the speed limit or something like
[54:39] that and someone got into an accident that that was
[54:43] reasonable to that step that would be something to be
[54:46] concerned about I think if we if we go in
[54:48] the opposite direction I'm not really seeing a practical sources
[54:52] liability to be honest with you ...
[54:58] again just to sum up we need to do something
[55:00] that is negligent not not something that
[55:03] doesn't go right by the book if you if you
[55:06] see the difference yeah I die ... ... like I
[55:08] really appreciate you you're making clarification out of ... or
[55:12] search you clarified this ...
[55:14] I uh appreciate that thank you ... with regards to
[55:18] answer not to to you anymore Mike ... or to
[55:21] at least the other mica Mr boss
[55:24] if the local traffic only science were to be installed
[55:28] ...
[55:30] consider me a limit on this what is the intention
[55:32] of those signs were those sides
[55:37] about American also wanted to
[55:39] would just be a visual deterrent are possible or study
[55:42] important around it's actually worse so someone has to be
[55:47] there to enforce the local traffic
[55:50] sure enough up someone for snow ... obviously difficult but
[55:53] what are what are they enforcing ... if somebody lives
[55:56] two hundred meters away from this road are they considered
[55:58] local if somebody's going to the marina on that road
[56:01] are they considered local if somebody's just going from you
[56:05] know one side of the Queensway to what point is
[56:08] that considered local
[56:10] I I'm I'm curious what we're trying to enforce if
[56:12] we're gonna at those sites
[56:16] at three three about America's a lot and I I
[56:18] don't have the definition of the local traffic yes sign
[56:22] and I'd be happy to provide that feedback to you
[56:25] ... however it would it would be another sign that
[56:28] would be a visual deterrent and to your point likely
[56:33] difficult to enforce spot someone turning down there could turn
[56:37] around if they see the sign that says local truck
[56:40] if there is no sign they would not know that
[56:43] the road is intended for local traffic alright so
[56:47] but that's the best answer
[56:50] thank you Mr Bossert pre should that with regards to
[56:53] ... speed humps speed cushions pillows those kind of measures
[56:59] how frequently would you say that they're implemented on roads
[57:02] that have forty one or in our speed limits versus
[57:05] as a councillor pleaded mentioned he witnessed the monarch on
[57:08] a road that has a thirty one an hour speed
[57:09] limit
[57:12] about a bear council audit send out in our research
[57:15] this past summer
[57:17] already of the instances of speed humps have been placed
[57:20] on out from our research forty and fifty Auburn our
[57:23] roads and typically those that had a focus of
[57:28] speed
[57:29] excessive volumes speeders about
[57:34] be at
[57:36] in the cases that we are reading about sixty climbers
[57:38] per hour so they were looking at a percentage greater
[57:41] than acts of speeders over sixty commerce for our limits
[57:46] so and that's where the speed humps it showed the
[57:50] greatest potential for production is in the highest speeders ...
[57:56] dropping that speed that naturally ... because those that are
[57:59] traffic speed limit can't live to continue to travel speed
[58:02] limit or close to it over the speed helps
[58:06] amazing as Ross are really appreciate that that with regard
[58:08] to this topic ... and as I mentioned it's it's
[58:11] come up a lot on the ... the safe streets
[58:13] I think it's ... I think it's ideal to try
[58:16] the pilot ... or or add it to the to
[58:19] the list ... for the a pilot program that we're
[58:23] going to be going into I think it's got potential
[58:25] and if it doesn't work well it's a pilot and
[58:28] we can change your mind ... as for a community
[58:31] safety zone we're sorry I was for local traffic only
[58:33] signs
[58:35] I'm
[58:36] I'm not supportive of adding something that we either have
[58:41] no ability to enforce or no real am as to
[58:46] what we're trying to enforce ... so I I would
[58:48] be supportive of the ...
[58:51] the speed pillow cushion I can't bear with the with
[58:54] the actual ... a term was ... however right I
[58:58] don't know that the science we'll do what we're intended
[59:02] for them to do
[59:04] okay ... I cut council for any accounts receivable the
[59:08] US and I I will just make one comment about
[59:11] the local traffic signs I know we've had the requested
[59:14] in in areas along the lake drive from residents that
[59:19] don't want to cars going down the road some because
[59:23] of trying to access the lake or access metro road
[59:28] and we
[59:29] okay because of what you just said in terms of
[59:33] how do you enforce who's local ... what is a
[59:36] local traffic
[59:38] person I think the intent is just to try to
[59:41] deter somebody maybe from out of town or not familiar
[59:45] with the area and same old I shouldn't drive down
[59:48] there I don't think that the a lot of the
[59:51] local traffic that's going on that road is necessarily going
[59:54] to stop going on that road for local traffic sign
[59:57] so I'm I'm not I'm sort of on the fence
[59:59] of the rest of council wants to to go with
[1:00:01] local traffic signs ... I would prefer that we try
[1:00:05] to do something maybe that to a little more concrete
[1:00:08] in terms of actual having some
[1:00:11] impact that we can measure ... and that has you
[1:00:15] know like I said they're they're putting up some ballers
[1:00:18] I'd rather see some ballers go up this this summer
[1:00:20] and and get it on the the pilot project the
[1:00:23] necessarily ... another sign that somebody may not even see
[1:00:27] and may just choose to ignore because it's not enforced
[1:00:31] L. 30
[1:00:32] thank you through Medicare ... just something that I don't
[1:00:34] believe has been mentioned as of yet is the program
[1:00:37] that we have that we're we offer residents the opportunity
[1:00:39] to requests ... cautioned watch out for children signs I
[1:00:43] believe residents have an opportunity that they can they can
[1:00:47] ... pay for a portion of the cost of that
[1:00:49] sign in and get them installed in the area near
[1:00:51] their home where where they're concerned about speeding so I'm
[1:00:53] just curious whether missed lunch hasn't requested a caution children
[1:00:57] playing sign or whether Mr boss knows how many there
[1:01:00] are on on the river as strive
[1:01:05] Mr Abbas are there any other signs of that nature
[1:01:07] up on river edge
[1:01:11] I do not know at this time but would be
[1:01:13] happy to find out okay
[1:01:17] other questions or comments some regional council granted you want
[1:01:20] to put your motion on the floor about the local
[1:01:23] only signs or do you want yes sh sure I'll
[1:01:26] just ask Mr Bosco
[1:01:29] no I don't want to get to it what what
[1:01:30] is site but ...
[1:01:34] L. I. with six site says local traffic all the
[1:01:38] would be much the same the science say or at
[1:01:42] least identify there is a box at the road ahead
[1:01:47] or there's a curve in the road and that you
[1:01:49] should take whatever appropriate actions you're saying that roadway so
[1:01:54] something that merely says ... you know local traffic only
[1:01:59] would be a deterrent to someone would normally live in
[1:02:03] that area no doubt role was a through road
[1:02:07] and that road although we don't want to identify it
[1:02:11] as a through route purpose other traffic from local traffic
[1:02:15] it's up to them but I can't understand so could
[1:02:18] you explain to me definition of what a site as
[1:02:21] I guess we want to go over to that debate
[1:02:24] does the sign mean that we're going to do the
[1:02:27] enforcement with respect to that site or is it moral
[1:02:30] science just to identify what's coming up on the road
[1:02:34] or that it might be some sort of a deterrent
[1:02:37] masking Mr boss and then I understood okay and then
[1:02:40] I have cheap Jenkins that has put his hand up
[1:02:42] so maybe Mr Abbas and then we can
[1:02:45] I don't wanna forget to achieve Jenkins wants to make
[1:02:47] sure
[1:02:48] three about average across across the in terms of the
[1:02:52] types of signs there's warning signs in regulatory science as
[1:02:55] well as a separate condition side so the orange signs
[1:02:58] for construction so
[1:03:01] if you're asking for like the definition of a sign
[1:03:04] it would be I guess at a visual a visual
[1:03:06] aid to indicate the condition had
[1:03:11] so it was a local traffic only meant to be
[1:03:14] a deterrent to those that
[1:03:17] dot building area or what well I try to attempt
[1:03:22] to use that road ... other than
[1:03:26] another major Searle for
[1:03:31] yeah I would yes I would agree that it would
[1:03:33] be a visual deterrent that someone would read that side
[1:03:36] and understand that that road is meant for residential traffic
[1:03:40] and doctor through trust great thanks so well that's All
[1:03:44] I Want to do so okay corporate travel okay let
[1:03:46] me get too cheap Jenkins I will come back to
[1:03:48] ... to you Cicek and
[1:03:52] thank you thank you Madame mayor just a
[1:03:55] Mr bosses is quite capable of looking after the interests
[1:04:00] of farmers response but I felt I needed to mention
[1:04:04] that ... sort of emergency services are not in favor
[1:04:07] of some of speed bumps speed humps they do slow
[1:04:11] us significantly want one speed hump or speed bump typically
[1:04:15] will not slow down traffic all we've got to to
[1:04:18] Mr foster to to speak more of if if needed
[1:04:21] but we really and truly have to slower response vehicles
[1:04:25] down almost to a stop to get over those those
[1:04:29] house obviously response seconds count
[1:04:33] a speed hump in slow us down anywhere from five
[1:04:35] to ten seconds if you have numerous speed humps along
[1:04:39] a roadway second slower response
[1:04:41] and the inability to thirty seconds up to maybe possibly
[1:04:45] a minute if there was a six or seven speed
[1:04:47] up along that roadway so I just I don't know
[1:04:50] Mr Bastable consider this in future discussions about fire services
[1:04:55] need to be part of these discussions from a response
[1:04:58] perspective I just want to make council where
[1:05:01] thank you Jeff Jenkins ... okay so if we want
[1:05:05] to um well let regional council grass you put forward
[1:05:09] his motion but I think we need to separate out
[1:05:12] because I can see there's some support for the local
[1:05:14] only signs and some not ... Ashley did you have
[1:05:18] any comments on on this discussion at this point I'll
[1:05:21] give you a couple minutes just to
[1:05:23] weigh in on young enough what I've heard
[1:05:28] oh I'm sorry my dog in my on you did
[1:05:30] not America yeah you run units okay we all have
[1:05:32] dogs of ordering ranging happens
[1:05:35] I know I'm sorry if that'll work from home but
[1:05:38] I know what you just to follow up if I
[1:05:41] could ... with respect to the data I love that
[1:05:46] have been studied and I appreciate that very much but
[1:05:49] maybe the three to jump on no matter what their
[1:05:51] speed the interest when people go forty kilometers per hour
[1:05:55] I no matter what the threshold is maybe it sounds
[1:05:59] like the street is being overview so it sounds like
[1:06:02] just from the the discussion that the street wasn't intended
[1:06:06] to have this much traffic and with all the different
[1:06:09] factors a truly a complete so when I say other
[1:06:11] factors I mean the winding up of the road ...
[1:06:15] happy reading to part B. the little hills and get
[1:06:19] from the blind spot from all the trees if it
[1:06:22] doesn't seem like it was intended to be a through
[1:06:24] street art and and I know that it was said
[1:06:28] that it's not really appropriate for our community if you
[1:06:30] don't but it is the G. thirty two paths that
[1:06:33] lead to parks and people are using them and it's
[1:06:36] really hard to be coming in and out of bounds
[1:06:38] and when people are going even if it is forty
[1:06:41] eight corners per hour which is apparently in the threshold
[1:06:45] that's just not street so whether it's forty eight or
[1:06:48] thirty eight homers for our people don't feel safe they
[1:06:50] don't drop the speech and I understand the speed humps
[1:06:53] slow down like the flow down emergency services will have
[1:06:57] you but I feel like I am I clear guide
[1:07:01] me in the most respectful may wait talk book I
[1:07:05] feel that the amount of time that people feel like
[1:07:08] they're about you need an emergency service or get hit
[1:07:11] by a vehicle on a road out we've coming behind
[1:07:14] there are emergencies on the street ... and I understand
[1:07:17] that everyone reacted out I'm hold what have you but
[1:07:21] we do have people pleading for help with the majority
[1:07:24] of the people on the street
[1:07:25] saying that the concern with the speed and I know
[1:07:28] that the forty eight quarters which is in a threshold
[1:07:32] of whatever the street and are you in intended for
[1:07:36] people are still asking for change so are you I'm
[1:07:40] really happy with the work like the request of all
[1:07:42] the people in the former or the speed hump height
[1:07:44] would be implemented for we're branch and even if we
[1:07:47] don't meet the data and the policy to what have
[1:07:50] you I think we do a mixture of everything happening
[1:07:53] on the street we would be a good contender to
[1:07:55] be included with those programs so if we could be
[1:07:59] that would be appreciated and really if we had additional
[1:08:03] force but I don't know who can
[1:08:06] sort of I'm gonna let me here of the police
[1:08:09] or what have you because I have asked several times
[1:08:11] for them to be more question on the street I
[1:08:14] know word of mouth spreads and help and even though
[1:08:17] find a local traffic only if you have an important
[1:08:21] for a couple of the year you can have some
[1:08:23] serious change it will change behavior we did have to
[1:08:27] sort of implement something to have that we can get
[1:08:30] changed thank you so much I made I appreciate everyone
[1:08:34] so and all three someone could ask me if I
[1:08:36] had ever on after one of those sorry for the
[1:08:40] children but only a couple children
[1:08:43] I bought my own because I didn't know that there
[1:08:45] was something that you could do your for your help
[1:08:47] with my long that I got at the dollar store
[1:08:49] but I didn't know that there was such a thing
[1:08:52] so thank you well we'll we'll check in not into
[1:08:55] that because there are a bigger metal sign there a
[1:08:57] town sign or not just the I mean we we
[1:09:00] are program last year that you know slow down you
[1:09:04] know the yellow signs that we did these are official
[1:09:07] signs you know ... that the town puts up in
[1:09:10] Mr Rossell will check into into that so I'm gonna
[1:09:14] bring it back to council for discussion ... I know
[1:09:18] we've missed but a lot of time on this so
[1:09:20] we can try to condense down and get to the
[1:09:23] point of moving for with some recommendations I think if
[1:09:27] we can
[1:09:29] break it down into a request to include river edge
[1:09:32] and in the pilot project for for the speed humps
[1:09:37] if we can request that the location be secured for
[1:09:43] ballers to go in ... and I'm not sure if
[1:09:45] you want to put it in the same time as
[1:09:47] you're doing the the project for the speed humps because
[1:09:50] you wanna try to measure the speed humps but all
[1:09:52] I would suggest that if we have a a subtle
[1:09:55] bollards ... available that we put those up this year
[1:10:00] in a location that is the most effective for for
[1:10:04] ... for a
[1:10:06] the baller program and ... certainly the other things that
[1:10:10] are happening ... the oversight signs and the markings on
[1:10:15] the road and markers on the road to help because
[1:10:18] I know I'm from original point of view we've done
[1:10:21] them on the regional couple regional roads and they they
[1:10:23] do help it's a visual ... ... yeah it really
[1:10:25] is slower here ... and then the separate the motion
[1:10:29] would be regional council Grassley's request for the local only
[1:10:32] sign so we can split them down into those three
[1:10:35] ... request and then we can vote on each of
[1:10:39] those council Harding you had to comment
[1:10:42] yes just a couple of comments but there
[1:10:45] a quick
[1:10:47] I have in the past so
[1:10:50] few years ... what I've been a firefighter and we'd
[1:10:55] be in the back of an ambulance dot CPR on
[1:10:58] somebody and when you hit those bollards it's not good
[1:11:02] for whoever you're working on special compression used you're not
[1:11:05] hitting the bollards and speed bumps for me St box
[1:11:08] I'm sorry yes I can Waller's you might hit the
[1:11:11] ball I don't think you're gonna
[1:11:14] forget your those but not all that the speed bumps
[1:11:16] are are really something that that really are not good
[1:11:20] for
[1:11:21] number she services especially for ambulance ... so that's All
[1:11:25] I Want to mention on that the other thing is
[1:11:27] is the
[1:11:29] our local traffic sign only by a license plate on
[1:11:32] my vehicle says I have an Ontario plates ... so
[1:11:36] that's not a legal sign it still means that you
[1:11:39] can travel on that road that's my impression I don't
[1:11:43] know if our lawyer has any other you know we
[1:11:46] have a look at that but I don't know how
[1:11:48] so it always is that science gonna mean anything or
[1:11:52] not I know that road strips ... you know the
[1:11:56] the tactile of their down on ... reason should there
[1:12:00] by your door and it works fantastic
[1:12:03] so if you see that you're on your break pretty
[1:12:05] much so but that's that's all I wanted to mention
[1:12:09] yeah and I don't know the globally signs you know
[1:12:12] can be a deterrent for some people but I really
[1:12:15] don't know how enforceable they would be I don't know
[1:12:18] of a York region police officer would pull somebody over
[1:12:22] and and check to see if they are a resident
[1:12:25] and what's what's a local resident what's not a local
[1:12:28] resident site I don't want to give the impression that
[1:12:31] the local only signs would would be enforceable they're more
[1:12:35] of a personal deterrent to somebody who says oh geez
[1:12:38] I guess I shouldn't drive down that that street Tom
[1:12:41] it's supposed to be for local traffic but
[1:12:44] anyway Mr bought to do wanna make any comment on
[1:12:46] council Harding's questions yes three Madame justice just to clarify
[1:12:51] that so like
[1:12:53] essentially the how we track record it is very broad
[1:12:55] saying that ... we can attract signs that provides information
[1:13:01] to drivers if you have a driver's license
[1:13:05] so you have to abide by those sites separate section
[1:13:09] of highway traffic that would indicate that any municipality or
[1:13:13] older ... or rotis already essentially can can choose to
[1:13:17] put those signs and asset bylaw to export to have
[1:13:20] forced it's the practicality of forcing bad section I which
[1:13:26] very very difficult but
[1:13:28] could be a visual deterrent yeah no problem okay so
[1:13:32] we've got some of the suggestions that we've discussed here
[1:13:37] so if we can put on a motion together I
[1:13:41] don't know councillor Fellini I'll let you do a couple
[1:13:44] of them if you want to ... request that some
[1:13:48] river edge being put into the pilot project for ...
[1:13:52] the the speed humps and you also want to request
[1:13:57] that if there are bowlers available or that they can
[1:14:00] be secured in a timely manner that ... a location
[1:14:04] be secured on river edge for the flexible bollards you
[1:14:08] want to do those
[1:14:09] and also ... perhaps a children at play signed ...
[1:14:14] to go up there and she I'm not sure if
[1:14:18] you want to check into anything about the community safety
[1:14:21] zones because it is close to a park I'll leave
[1:14:23] that to you but there's there's those three and if
[1:14:25] you want at the fourth and then ... let regional
[1:14:28] council grounds to do his about the local signs and
[1:14:31] he brought that up on the on his discussions that
[1:14:35] good what she wanted to
[1:14:37] I would like to think about America would like to
[1:14:39] do all three if I could please what I would
[1:14:42] like to also matches that I think we have an
[1:14:45] interest of bollards that have been removed at the ice
[1:14:49] palace I'm not sure where but somewhere else but
[1:14:52] we may have some bars that we are able to
[1:14:54] use
[1:14:57] yeah the only Mr Ross three three about America councillor
[1:15:00] Quemby though those are moved in advance of construction work
[1:15:04] spot on works so they're they're they're going back in
[1:15:08] place at the end of the structure
[1:15:11] so they're a concept that is opportunities short thank you
[1:15:15] note while you're while you're passing out it's is that
[1:15:18] the bollards do require a by law for not stopping
[1:15:20] around the bowlers otherwise you could create an impossible right
[1:15:23] so we would need a biologic yeah we have to
[1:15:25] come back same for the local only signs we need
[1:15:28] a a by law to come back ... so again
[1:15:32] it's it's the start of this and maybe we could
[1:15:35] also ask ... that further investigation on the community safety
[1:15:39] zone B. be investigated so maybe those four things councillor
[1:15:43] Fellini
[1:15:45] yes thank you yeah and I don't know if you
[1:15:47] want to include regional council Rossi's or do you want
[1:15:49] to do your separately regional council Rossi or what you
[1:15:52] wanted to separate like
[1:15:54] okay okay so we got to the counter Fellini and
[1:15:57] a motion to receive the deputation by by Ashley Muench
[1:16:03] okay so it's moved by accounts for fully do I
[1:16:05] have a second ... for for that
[1:16:09] I need a second or
[1:16:12] seconded by councillor Harding okay questions or comments on on
[1:16:17] that so we're asking staff to ...
[1:16:21] but up the river edge into the
[1:16:25] pilot project for the speed humps to install a ...
[1:16:30] this season if possible ... flexible bollard and an appropriate
[1:16:34] location on on river edge and to install in an
[1:16:38] appropriate location the chill in that place sign maybe close
[1:16:41] to where the park entrance comes out and to further
[1:16:44] investigate some a community safety zone along a river edge
[1:16:50] okay so council wanted and you had to a question
[1:16:53] yes ma'am to stay a a comment that ... we
[1:16:56] we are not authorized in the installation of speed humps
[1:16:59] or bombs or pillows at this time just looking at
[1:17:02] it for the pilot project and we absolutely must talk
[1:17:04] to fire services performed but it's something like that oh
[1:17:07] yeah yeah this is just included in the the pilot
[1:17:10] project
[1:17:11] for real
[1:17:12] yeah for review thank you okay councillor Sybil
[1:17:17] thank you Madame are wonderful I just have a motion
[1:17:19] to receive to begin with
[1:17:21] and then move on with the motion that said being
[1:17:23] proposed
[1:17:25] ... just a motion to receive from Ashley's stud deputation
[1:17:28] sure we can we can do that
[1:17:30] well we've got one on the floor already so
[1:17:34] Madame clerk can I put that one off to the
[1:17:37] side and put a motion on the on the floor
[1:17:39] to receive the deputation
[1:17:48] sorry about American I DO turn on there all right
[1:17:52] we could just take care of the other first and
[1:17:54] then to a motion to receive after
[1:17:57] yeah I R. I was included in 2
[1:18:01] but I think houses able wants to have it separated
[1:18:04] out so let's do it after because we got one
[1:18:05] on the floor now councillors able so let's let's do
[1:18:07] it after okay so we got councillor Fellini's motion on
[1:18:11] the floor to I think you're pretty clear that the
[1:18:14] four things all those in favor
[1:18:19] opposed Hey that serve that carries motion to receive the
[1:18:24] the deputation moved by councillor Pollini second by councillor Sybil
[1:18:30] all those in favor
[1:18:32] ... that's carried and Research Council Rossi want to put
[1:18:34] a motion on about when the local signs up on
[1:18:37] river ridge and RiverClan are just referenced just reference for
[1:18:41] the time being we have other purchase order
[1:18:43] deal with but she's well but before I do that
[1:18:47] I want to make sure that so asco Mr visual
[1:18:51] your question because issue of signage what it really says
[1:18:56] come out
[1:18:57] as being a turret and ... and I think in
[1:19:01] most cases people will understand that ... assigned unless it's
[1:19:06] specific to the
[1:19:09] a book but whether it's a street sign or something
[1:19:14] that specifically delineates that you can't do something or that
[1:19:18] you shouldn't exceed something other scientists are meant as a
[1:19:22] deterrent it's fair to say Mr trump
[1:19:27] through through Madame murder sponsor regional councillor crossing I think
[1:19:31] so Mike Mike Wass referred a few minutes ago to
[1:19:35] warning signs and regulatory science so regulatory signs like a
[1:19:39] speed limit sign
[1:19:41] do you know where where you're directed to certain kind
[1:19:45] of behavior and you have to do that all right
[1:19:48] bringing sign
[1:19:52] you know not not it not is clear and and
[1:19:54] doesn't really have the same fact
[1:19:59] so I don't know if that answers your question properly
[1:20:03] there are the two types of sign in the I
[1:20:05] think they will be enforced differently thank you just for
[1:20:10] us for for regulatory site Mr bush article probably let
[1:20:14] you know uploaded decision that was made a few years
[1:20:17] ago with respect to a stop sign in a rural
[1:20:20] area how the courts ruled that the stop sign was
[1:20:24] just a suggestion it was back to be enforceable and
[1:20:28] there was a major incident that occurred at that intersection
[1:20:32] that individual was paralyzed for life at the court decided
[1:20:36] that it was in this probably was at fault up
[1:20:39] because there was a stop sign and it was at
[1:20:43] that intersection was that was gonna properly design the stock
[1:20:47] site didn't necessarily try to stop for member correctly at
[1:20:51] last I was able at eight presentation everybody shocked okay
[1:20:57] I kind of thought it was more than a suggestion
[1:20:58] but anyway so we don't house across the can I
[1:21:01] ask you what motion you're going to put full I'm
[1:21:03] gonna put a motion
[1:21:05] original still oversized local traffic all the signs of bowls
[1:21:10] you step trucks at the west entrance regrets drive immediately
[1:21:15] ... for the purpose of identifying those streets as local
[1:21:21] traffic
[1:21:23] the only thing is it will have to have a
[1:21:24] bylaws so I don't know if immediately on the
[1:21:29] yeah well it has to come back to us but
[1:21:32] some will be bylaw would come to us so ...
[1:21:35] so that's the motion do I have a second or
[1:21:37] for that
[1:21:39] I need a second
[1:21:43] I okay there we go we got a second
[1:21:47] questions or comments on the on this motion
[1:21:53] all those in favor
[1:21:57] it's a keep your keep your cards up if you're
[1:21:59] in favor hold your cards up
[1:22:02] opposed
[1:22:04] okay so that carries okay
[1:22:08] okay thanks everyone and and actually thank you very much
[1:22:11] I know were you this is taking a little time
[1:22:14] but we'll we're getting there hopefully some of some changes
[1:22:18] that so the residents along your street we'll a we'll
[1:22:20] see in the coming weeks
[1:22:23] thank you so much my Merion everybody else from council
[1:22:25] for your time today thank you great thank you very
[1:22:28] much okay members of council ...
[1:22:32] we don't have any other speakers there's no delegations and
[1:22:36] there's no presentations and no public meetings but we do
[1:22:38] have a number of reports so let's go through and
[1:22:41] upload reports that require separate discussion the first report twelve
[1:22:45] one A. S. application for sign relief by law signed
[1:22:49] by law relief for the wall sign it 1-74 the
[1:22:52] Queensway south are there any questions or concerns on this
[1:22:54] one
[1:22:56] nope we can do not
[1:22:58] ... the next one I would pull the next one
[1:23:01] the other catering road mandatory water and sewer connection ...
[1:23:05] I think there were some questions that local residents has
[1:23:08] raised so want to discuss that
[1:23:11] ... report see is a request for taxi cab terror
[1:23:15] the meter rate adjustment are there any questions or councillor
[1:23:18] Waddington
[1:23:21] and report D. is a request to stop up close
[1:23:25] and sell portion of a lane south of Irving drive
[1:23:27] north of sixth street
[1:23:30] there was a suggestion so I think we need to
[1:23:32] pull this one ... because there was suggestions of how
[1:23:37] it could be divided up so we need to talk
[1:23:39] about that he is a verbal updates
[1:23:43] F. is the re conventus oracle lands part one of
[1:23:47] plan sixty five R. dash three nine two three nine
[1:23:51] are there any questions as it's in the cedar ridge
[1:23:52] subdivision I don't think okay no issues there
[1:23:58] and report G. N. H. we will call for separate
[1:24:02] discussion regional council Rossi has declared a conflict on on
[1:24:06] those so we'll have that discussion and I think that's
[1:24:11] it for the report so by going to a motion
[1:24:13] to adopt and approve reports one eighty and one F.
[1:24:20] moved by council Washington seconded by councillor Sybil all those
[1:24:24] in favor
[1:24:26] lows and that's carried
[1:24:29] okay which let's do the ... catering roads report and
[1:24:33] then we'll take a short break but let's do that
[1:24:36] one ... Mr all gonna be I know you and
[1:24:38] I have discussed at length the this issue and accounts
[1:24:43] receivable has been involved in the discussions ... there has
[1:24:47] there's a very long history and I thank you for
[1:24:49] the report because it is a very thorough report it
[1:24:51] does discuss the ... the history of this project and
[1:24:57] the developer ... the new developer maintaining the ...
[1:25:03] responsibility or the the
[1:25:06] the
[1:25:08] connection of
[1:25:10] water and sewer is for certain residents along a catering
[1:25:13] road that that front and look over to this new
[1:25:16] subdivision ... I know you've spoken to a few of
[1:25:19] the residents along and and certainly I've had emailed us
[1:25:23] as councillors Cibo ... it's been the
[1:25:28] I'm quite a disruption to the residents along there at
[1:25:31] the ... the work that's happened over the last three
[1:25:33] years in terms of the road being closed and in
[1:25:36] particular this this spring where
[1:25:39] the water and sewer connections and and huge holes lots
[1:25:43] of activity loud activity vibrations all that sort of stuff
[1:25:47] but that's complete now and the first the asphalt is
[1:25:52] down and the work is proceeding on the remainder of
[1:25:55] of the road and now we're looking at the ...
[1:25:59] the connections to these individual homes can you tell me
[1:26:01] if you had to residents some
[1:26:05] I know there are a couple that you're reaching out
[1:26:06] to ... and some that had weren't able to get
[1:26:09] this report Chantelle just the other day are there still
[1:26:13] any concerns that you have ... in terms of moving
[1:26:17] for with the report today
[1:26:19] in mind that there are meetings that we're gonna have
[1:26:23] with other residents to go over their individual concerns about
[1:26:27] some of the the final connection from collaterals to their
[1:26:31] into their homes
[1:26:34] through you madam ma'am we've kind of communication with the
[1:26:37] US residents and what we're hearing constantly is that they
[1:26:41] wanted they wanted you want communication do wanna know what's
[1:26:45] going on so I think you moving forward having I
[1:26:49] did too proposed virtual workshops that we you know mentioned
[1:26:52] in the report and if needed having additional workshops for
[1:26:56] residents to you know ask any questions and and for
[1:27:00] us to provide them with additional details you know I
[1:27:02] think that will be ... you know very beneficial and
[1:27:06] I think that's what we were hearing and and that's
[1:27:09] what that you know residents ... which would benefit from
[1:27:12] and at these meetings what we're going to have to
[1:27:15] staff from engineering from building division as well as ...
[1:27:19] from the developers so I didn't and their consultants so
[1:27:23] that you know we can I can provide residents with
[1:27:25] more details ... and ... answer any questions they may
[1:27:29] have
[1:27:31] so this report is asking for the ... the relief
[1:27:34] of the properties fronting onto catering road to require them
[1:27:38] to to hook up within a year this is asking
[1:27:41] for that to be extended to to two years within
[1:27:44] that is the ability for them to get their own
[1:27:47] contractor to to make those connections they do have to
[1:27:50] to pay a
[1:27:52] plumbing fee to ... to do that connection but they
[1:27:56] can get their own contractor to and that's the only
[1:27:59] time that that sat there because everything else ... the
[1:28:03] the water and sewers there's no frontage charge there is
[1:28:06] no charge but the lateral and all their pain is
[1:28:10] the plumbing permit fee and the cost of whoever they
[1:28:13] hire to but that transient and to put the ...
[1:28:18] the connection into their water and sewers bear in mind
[1:28:21] that the similar to along lake drive they can keep
[1:28:24] their well it just can't be connected through to inside
[1:28:28] the house plumbing because you don't want to cross contamination
[1:28:30] so that's what the the gist of of this report
[1:28:34] is and then putting in place the ability for those
[1:28:38] ... meetings to be held in others what thirty five
[1:28:42] properties as such I remember I believe twenty five point
[1:28:46] twenty five sorry so they can have a ... you
[1:28:49] know those are small group meetings to go over their
[1:28:52] individual questions or concerns so you're satisfied that you've been
[1:28:57] able to answer the majority of people's questions now we
[1:29:00] need this to be able to assure them that they
[1:29:02] got two years to hook up and to put in
[1:29:05] place some the ... give direction to staff to to
[1:29:08] do this meeting so ... I think that's that's good
[1:29:11] councillor Sybil did you have any concerns or questions that
[1:29:14] at this time for for this report I know you've
[1:29:16] been involved with us thank you three Madame mayor I
[1:29:19] I appreciate the call is that you've made thus far
[1:29:21] and of the concerns that you indicated that residents have
[1:29:25] certainly have been shared with both of us and that
[1:29:27] was Satan ... I don't have an issue with moving
[1:29:29] forward with this report ... as Satan has indicated that
[1:29:33] the the main thing just a bit is that we've
[1:29:35] added an additional year for residents to be able to
[1:29:38] hook up and the meetings that have been requested by
[1:29:40] the residents we are fully planning on accommodating and and
[1:29:44] will add more if needed so ... I don't have
[1:29:47] any further concerns regards to this report okay questions or
[1:29:51] comments from other members of council
[1:29:54] if not then councillor people do you want to move
[1:29:56] the report report be that we received a report and
[1:30:00] we provide the relief from the one years to the
[1:30:02] two years and ... that you know the other items
[1:30:06] in the report in terms of the meetings that direction
[1:30:08] to give in to stop to move forward with the
[1:30:11] with those as well okay so that's moved by councillor
[1:30:13] CBOE by the second ...
[1:30:17] I know by council Washington all those in favor
[1:30:20] ... is that scary ... we can take a break
[1:30:24] now or councillor wanted ten is your question a quick
[1:30:27] question for the taxi cab or you want to do
[1:30:30] the break
[1:30:32] the Mattamy I can't imagine it would take more five
[1:30:34] minutes okay so let's let's do that one and then
[1:30:36] we can
[1:30:37] I'm back and get into the stock up close and
[1:30:39] sell
[1:30:40] your quick your question on the taxi cab item
[1:30:47] three about American morning mum to regarding the ... surrounding
[1:30:52] municipalities it was mentioned that ... which it still will
[1:30:55] turn into market city of wanted city of Markham have
[1:30:58] all recently either stop license in this type of business
[1:31:01] or stops that in taxi cab terrorists
[1:31:04] do we have any indication that we should be following
[1:31:07] suit
[1:31:09] are you Madame mayor to council Washington ... yes we
[1:31:12] will be doing a thorough review a comprehensive review offered
[1:31:15] licensing bylaw so we will take into consideration those options
[1:31:19] at the time okay so ... just to follow up
[1:31:21] through mid America mark does so ... for the purpose
[1:31:24] of this report we're going to increase the rates but
[1:31:27] ... with the understanding that at some point in the
[1:31:30] relatively near future we're gonna be looking to see if
[1:31:32] there's actually something we're gonna continue to before yes do
[1:31:35] you Madame mayor that's absolutely correct so we are looking
[1:31:37] currently interviewing ... the timeline there is no set timeline
[1:31:41] as of now but somewhere in twenty twenty three or
[1:31:44] Q. one of twenty twenty four based on budget requirements
[1:31:48] if any wonderful and ... just as a a second
[1:31:52] my question in through you to month to that with
[1:31:56] regards to the ability for taxi cabs to be able
[1:31:58] to live for alcohol ... currently if I was to
[1:32:01] place an order from a restaurant that serves alcohol the
[1:32:04] delivery driver is able to deliver it
[1:32:07] what is the rationale for not allowing taxi cabs to
[1:32:09] do the same

[1:33:23] additional hundred thirty five meters and that council approve the

[1:50:47] okay also hurting your audio still on excuse me in
[1:50:50] case you mumble something that but you don't want
[1:50:53] heard
[1:51:28] we're ready
[1:51:29] great okay we're gonna come back into our council after
[1:51:33] our little break and we'll talk about report twelve D.
[1:51:39] on page one await of our agenda Mr request to
[1:51:42] stop up close and sell portion of lane located south
[1:51:45] of Irving drive in north of sixth street ...
[1:51:49] what counts what they're looking for is for council to
[1:51:51] provide direction to staff with respect to the preferred option
[1:51:54] for change of the sale the subject lands and I
[1:51:57] think council wanted was your hand that was up as
[1:52:00] well and I'm sure council Harding has some questions so
[1:52:03] council Washington and then council hard and I will let
[1:52:06] staff way into the options that are in the report
[1:52:11] thanks man merit more comments regard in ... the report
[1:52:14] than a ... the question ... richly when this come
[1:52:17] to us I it the proposed actually suggested that we
[1:52:20] reach out to the other ...
[1:52:23] landowners to see because I I didn't think that the
[1:52:25] the the person we're sorry the property that ... why
[1:52:29] is offering to approach this was actually the ideal one
[1:52:32] however the other property has actually stated that ... they
[1:52:35] don't feel that they can offer to purchase the entire
[1:52:38] land at this time so with the three options one
[1:52:41] be in that one owner gets at the other option
[1:52:44] being that the other owner gets it and the last
[1:52:46] option being that they split it I would I would
[1:52:49] want to just go forward with the original ... group
[1:52:52] that came to us selling it to them I think
[1:52:55] that's option one
[1:52:57] okay well I'm actually leaning more to option 3
[1:53:01] it's and actually have
[1:53:04] I want to do that they both parties said that
[1:53:08] because I saw what I thought was proposed by one
[1:53:10] party yeah but I think the other party will get
[1:53:13] both will get what they want out of this site
[1:53:15] I I believe but let's so let's have a little
[1:53:18] discussion on it ... councillor Harding did you want to
[1:53:21] make any comments now and then we'll let
[1:53:24] mom to provide some comments
[1:53:28] yes up actually I did talk to staff about this
[1:53:31] yesterday at that myself and ... I I still think
[1:53:36] as well as what you just said
[1:53:38] ... options reach me seems like it's fair and ...
[1:53:43] it's best for all ... I know they're still talking
[1:53:46] that some people will be able to get through that
[1:53:49] one spot
[1:53:50] ... so I think option three is the way to
[1:53:53] go ...
[1:53:56] the
[1:54:00] there is something I want to talk about but I'll
[1:54:02] wait till the discussion started
[1:54:04] but any out there is a
[1:54:09] let's play through and see what what happens okay mom
[1:54:13] to did you want to make any comments or I
[1:54:15] know we've got Mr bijani on as well ... just
[1:54:19] bear in mind to the suggestion that the one property
[1:54:22] owner has put forward in terms of dividing I thought
[1:54:25] it was a little bit unusual
[1:54:27] divisional property as the strange property line but the strange
[1:54:30] property lines everywhere so but do we know if ...
[1:54:34] bearing in mind what to council Washington said that some
[1:54:38] do you know if the the ... if canton Erin
[1:54:41] Raymond are amenable to option three that that they get
[1:54:45] something that they want in the other present to get
[1:54:48] something that they want are they okay with option three
[1:54:50] of dividing the property
[1:54:52] Madame mayor well we
[1:54:54] the applicant to contact us and he is not in
[1:54:57] agreement to option three he would like to purchase the
[1:55:01] property fully as up slide by him through his application
[1:55:05] okay but the other property owners indicated that they would
[1:55:08] like to purchase some of the property okay
[1:55:12] so I guess the discussion then is up to us
[1:55:15] and I guess from a legal point of view if
[1:55:19] the original applicant isn't in favor of of that ...
[1:55:23] does that throw a monkey wrench into
[1:55:27] our ability to to go with option 3 if he's
[1:55:31] you may and may not be what he wants but
[1:55:33] he may our wait what he prefers but is it
[1:55:35] better than the nothing where where's our responsibility in terms
[1:55:40] of offering option three which isn't exactly what he's looking
[1:55:43] for
[1:55:45] Mr Mazzone any comment on that from a legal point
[1:55:48] of view
[1:55:49] I'm
[1:55:50] thank you Madame mer I think it is open to
[1:55:53] the town
[1:55:54] to decide how how it wishes to ... offers lands
[1:55:58] for sale
[1:56:00] eight the the the fact that Mr Raymond has been
[1:56:04] the applicant doesn't prevent us from considering other options and
[1:56:09] one of the S. that just
[1:56:12] okay thank you ... cancer heart in that you want
[1:56:15] to make any other comments or what was the other
[1:56:17] thing that you were going to bring up that you
[1:56:19] need to bring it up to you wanna bring it
[1:56:22] yeah basically it's the amount of money that's going to
[1:56:26] be graced our revenue
[1:56:30] our
[1:56:32] that particular amount of money
[1:56:35] I wanna shout goes true could it be allocated to
[1:56:38] cars parked out
[1:56:40] it down or to replace retaining wall or not I
[1:56:43] mean it was dark Mr Weers areas
[1:56:49] Mr reader cannot be allocated within that general area or
[1:56:51] does it go into the general pot of land sales
[1:56:56] three amount of merit to ... to councillor are doing
[1:56:58] so are are council's policy is currently but at any
[1:57:01] land
[1:57:02] ... seeds go into our land acquisition reserves and it
[1:57:06] is a town wide reserves so we did set that
[1:57:08] reserve up and not policy up I believe it was
[1:57:10] in twenty nineteen we contribute to it annually and we
[1:57:13] have had previous sales in other words that have gone
[1:57:17] into that reserve in that reserve will be use for
[1:57:19] town my purchases so I mean council could change our
[1:57:22] policy on that but it wouldn't be my recommendation what
[1:57:25] what's the total amount of our revenue from this
[1:57:30] I don't know if it's in the
[1:57:32] in the report
[1:57:34] I've got it here at the office
[1:57:37] that's $9425 okay
[1:57:42] now the the work that you're wanting to be done
[1:57:44] in corner park ... maybe Mr but no he's on
[1:57:49] the meeting
[1:57:53] Mr first tell us looking at it was yeah Mr
[1:57:56] Ferguson is is on vacation all there are a
[1:58:01] comment on on the work that needs to be done
[1:58:03] at corners Park is there anything in this year's budget
[1:58:07] that would allow for that work or would that be
[1:58:08] a separate budget request for the twenty twenty three budget
[1:58:15] what you're on
[1:58:17] thank god three letter ... to to members of council
[1:58:20] ... depending on the school ... I know that I
[1:58:23] haven't had extensive conversations with that Mr person at this
[1:58:26] point in time but it would depend on the scope
[1:58:28] of what what's required in all likelihood the value that
[1:58:32] project would be something we would have to put for
[1:58:34] is a request
[1:58:36] okay
[1:58:38] okay
[1:58:40] here your questions are within us yeah I'll just make
[1:58:43] sure that Mr for yourself when he's coming up with
[1:58:45] that should be saying about monitoring that
[1:58:49] any out okay yeah so rather not I I'm it
[1:58:52] was option three up I don't know all
[1:58:56] so you want to put forward a motion to
[1:59:00] receive the report ... and we had a pride direction
[1:59:04] you're saying the sale of the subject lands two option
[1:59:07] three and how that is divided up is is something
[1:59:10] that will be ... staff would be working with the
[1:59:14] two owners it might be what the ... one resident
[1:59:17] suggested it might be slightly different so ... if we
[1:59:20] go to option three then then that would be up
[1:59:22] to staff to to do that
[1:59:25] determination of the
[1:59:28] a lot lines and that we ... option recognition three
[1:59:32] is passing a bylaw to authorizing the stopping up close
[1:59:34] and sale the of the lands to the abutting the
[1:59:37] abutting property owners at the rate of three seventy four
[1:59:40] per square foot in accordance with the service plan policies
[1:59:43] so that's your recommendation yes
[1:59:46] Dr a secondary for for that
[1:59:49] but I am just trying to get a second here
[1:59:51] comes wanna see your as your car do I have
[1:59:53] a second or for that motion seconded by councillor stable
[1:59:56] questions or comments council Waddington ... option three the other
[2:00:01] person has already said they're not interested
[2:00:03] so help and
[2:00:06] so it's going to go through they want the property
[2:00:10] is we're doing is trying to
[2:00:12] cut out a section of this and give it to
[2:00:14] the the other people well we're also trying to spend
[2:00:17] money before we actually get it like it there through
[2:00:19] the people that are on what is a closely are
[2:00:22] looking for a small section of it it's not gonna
[2:00:24] be nine thousand dollars it's gonna be only a percentage
[2:00:26] of of that amount as well well anyway we're we're
[2:00:29] not going to deal with the the the the retaining
[2:00:32] wall in the budget for that this report is recommendation
[2:00:35] is just saying that we're saying option three and that
[2:00:37] we're splitting that somehow between the the two property owners
[2:00:40] that are interested the first one is saying yeah I
[2:00:43] really want to buy it all but council has determined
[2:00:47] potentially if this passes that we're widest split between the
[2:00:50] two owners if he doesn't want to to buy even
[2:00:53] a portion of it that's up to him were saying
[2:00:56] our decision as we're going to split it between however
[2:01:00] that is determined that our option that council Harding is
[2:01:03] is suggesting that it be split between the two owners
[2:01:06] I have a feeling that that the other owner the
[2:01:09] other applicants the original one we'll take something rather than
[2:01:12] nothing but if you choose not to purchase that then
[2:01:16] then that's that's fine and it doesn't get so doesn't
[2:01:19] get sold only gets part of it gets sold to
[2:01:21] us to the one owner
[2:01:24] so so it just just to clarify somebody has offered
[2:01:29] to purchase the property
[2:01:31] we're rejecting that it right offering that a portion of
[2:01:35] it to somebody else as now the primary goal of
[2:01:38] the town
[2:01:39] versus actually selling it to the person who wants it
[2:01:43] the way the stop up close and sell process goes
[2:01:46] is that it's our option in a what Mr there's
[2:01:48] only one child clarify game is our option as to
[2:01:52] whether we want to sell it to anybody
[2:01:55] don't just sell it to a one or the other
[2:01:57] or to both councillor Harding is saying he's putting forward
[2:02:01] a motion to sell to to both in for both
[2:02:04] don't want to buy it then that's fine
[2:02:09] okay okay
[2:02:10] Mr Bijan am I correct in and what I'm saying
[2:02:13] in terms of
[2:02:14] it's as you said it's our options and decide whether
[2:02:18] we want to sell it at all that's because somebody
[2:02:20] offers to to buy something doesn't mean that we have
[2:02:22] to run and say well sure yeah let's let's do
[2:02:25] and we can decide as as has been here to
[2:02:29] contact the other property owners to see if they're interested
[2:02:33] in buying it and there have been instances where we
[2:02:35] have split a piece of property between two property owners
[2:02:39] I've been on council long enough to know and have
[2:02:41] been involved with with those situations where and sometimes one
[2:02:45] may have wanted to buy it all but we offer
[2:02:48] it and then it gets split between the between the
[2:02:50] two so are we doing anything wrong
[2:02:54] No Way I don't think we are Madame mayor ...
[2:02:57] ...
[2:02:59] I do think we should keep in mind is ...
[2:03:01] once the laneways close would be offered for sale it
[2:03:04] is the the two owners
[2:03:07] either of them is obliged to to accept it if
[2:03:12] if the applicant is interested only in purchasing the old
[2:03:16] saying and not interested in purchasing a car only of
[2:03:20] it of course sets up to up to him and
[2:03:23] and did ... the ... the the other interested party
[2:03:27] so so I think ... what one thing that perhaps
[2:03:30] council should bear in mind it is
[2:03:33] if the original applicant decides that that he's not interested
[2:03:38] in purchasing a portion only of it then the town
[2:03:41] has to be satisfied that it's okay was just selling
[2:03:45] a portion of the of the lane right I know
[2:03:48] that's perfectly obvious but yeah wanted to make the point
[2:03:51] but but nothing stops us from doing it and in
[2:03:54] that manner that's that's council's wish someone of a report
[2:03:58] come back to us saying that the first are the
[2:04:01] the applicant isn't interested in and purchasing only part of
[2:04:05] it he was it was an all or nothing thing
[2:04:08] and the town has decided now to to only to
[2:04:13] sell part of it to the one that it that
[2:04:16] is interested or at that time we can decide not
[2:04:19] to sell to to to them either is that still
[2:04:23] an option
[2:04:25] it could be done that way madam merry you could
[2:04:28] I suppose ... leave it to the discretion of staff
[2:04:32] to to what the locals
[2:04:35] anyway but if council wants it to come back to
[2:04:38] them if if we don't have deals for the disposition
[2:04:41] of the entire coals portion we can do that too
[2:04:44] okay okay of further questions or comments that I see
[2:04:48] your hand up councillor stable
[2:04:50] thank you through memory did but my question or comment
[2:04:53] regarding the major **** thank you okay so I've got
[2:04:56] it moved and seconded so council hernias has moved the
[2:04:59] the motion and option three to sell to the owners
[2:05:03] at one fifty call really close and twelve six street
[2:05:07] to offer but first we have to stop up close
[2:05:10] and sell and then we would offer to the to
[2:05:12] abutting landowners and ... depending on how that discussion goes
[2:05:17] it may get sold to
[2:05:19] both or may just get sold to one of the
[2:05:23] properties
[2:05:24] owners okay are we good with that okay
[2:05:29] councillor civil matter merit I do have a question after
[2:05:32] all I'm just curious whether or not there's anything that
[2:05:34] we can do in terms of revision to recommendations free
[2:05:38] ... that would allow for a portion of the lane
[2:05:40] to be closed and sold as opposed all of it
[2:05:43] if only one of the two parties wants to buy
[2:05:45] part of it
[2:05:47] Mr is only would be the whole thing
[2:05:50] closed and offered up for sale and and how do
[2:05:53] we if only a portion they get sold
[2:05:57] what happens to the other portion we stopped we've got
[2:06:01] a motion to stop up close and sell but what
[2:06:03] we don't have a buyer is still stays in our
[2:06:05] our possession it is in our position it it wouldn't
[2:06:09] have
[2:06:10] ... status of public highway anymore but it would just
[2:06:15] be kind of a
[2:06:17] I have to say would be an oddball orphaned little
[2:06:20] section of land
[2:06:22] but yeah you know we would just be just another
[2:06:25] landowner icicles yeah okay councillor Harding
[2:06:31] you're on mute
[2:06:34] I thought I had made myself known from the other
[2:06:39] okay so you're saying I'm concerned on this just as
[2:06:42] fast leaving a small piece of parcel there that nobody's
[2:06:45] going to maintain our minor injuries
[2:06:49] now
[2:06:51] well it hasn't been but I mean there's the people
[2:06:53] are saying something about you know like that yourself trees
[2:06:56] on there that may have to be cleared later on
[2:06:59] so concerning so do you want staff to come back
[2:07:02] to us if
[2:07:05] before they do the stop up close and sell
[2:07:08] by law to come back to us after they discussed
[2:07:11] with the to property owners and if the one is
[2:07:14] no longer interested we may not do the stop up
[2:07:18] close and sell do you want them to come back
[2:07:19] to us after that have that discussion with the the
[2:07:22] two owners yeah because I mean it it's something that
[2:07:25] I think staff would have to go on a look
[2:07:27] at it see if there is any at all for
[2:07:30] us still on a piece parcel that there's no access
[2:07:32] to do how do you do anything with that how
[2:07:35] do we maintain that they're gonna stay on the other
[2:07:37] end you have access from ...
[2:07:40] curry yeah
[2:07:42] but I think it would be good to if it's
[2:07:44] a five staff came back to us if they reach
[2:07:47] out to the to property owners tell them the discussion
[2:07:50] today if the ones as well I'm I'm not interested
[2:07:53] then now they can come back and and tell us
[2:07:55] that and if at that time we want to do
[2:07:58] a different decision we can look at that but ...
[2:08:02] maybe they need to come back to us after they
[2:08:03] don't talk to the to property owners yeah I was
[2:08:06] I was only informed by staff yesterday that the section
[2:08:10] that comes up at six Street as like the Java
[2:08:13] bought it and I guess it's no longer any sensible
[2:08:19] entrance from that point yes we still have the entrance
[2:08:22] from the other way
[2:08:24] yeah yeah yeah okay right
[2:08:28] okay so the motions on the floor moved and seconded
[2:08:31] all those in favor
[2:08:35] sorry I was arrested you have your hand up there
[2:08:38] okay yes all those in favor opposed
[2:08:41] and that carries and we'll ask for staff to come
[2:08:44] back to us with them
[2:08:47] an update as to the discussions with the two property
[2:08:50] owners
[2:08:52] okay
[2:08:53] okay ... moving right along here are we going to
[2:08:58] receive the additional correspondence yes yes we can receive that
[2:09:03] yeah and again the direction to
[2:09:06] come back to council with an update as to
[2:09:10] if the to property owners are not interested in option
[2:09:15] three now that we formally passed it
[2:09:18] okay okay verbal report the merc
[2:09:23] Mr Arjun are you giving the report or is it
[2:09:26] Mr nasty I'm not sure who's here today there is
[2:09:32] warning man America council members
[2:09:37] good morning
[2:09:39] I have a couple pictures but I'll just wait until
[2:09:42] I'm done with my verbal updates first
[2:09:46] okay
[2:09:51] so the following is the eight th of the monthly
[2:09:54] updates to council regarding the murder project
[2:09:57] many of the following items are currently ongoing
[2:10:01] installation of the weeping tile in the parking lot installation
[2:10:04] of the pond soil cover over the liner footings and
[2:10:07] foundations of the whole building
[2:10:10] a slab on grade or for the base in the
[2:10:12] mechanical room for the multi purpose room gymnasium areas such
[2:10:15] as the walking track and service areas have been completed
[2:10:19] installation of the structural steel on the gymnasium is almost
[2:10:23] complete a lot lobby and the library is about fifty
[2:10:27] percent on
[2:10:29] finishing of the dry pond through installation of the topsoil
[2:10:32] seed mainstream precast installations ongoing
[2:10:36] and ... project is currently forecast to be delivered within
[2:10:39] the approved budget and as it stands we're scheduled of
[2:10:44] occupancy of Q. four twenty twenty three
[2:10:49] and I just have a couple pictures
[2:10:55] everyone see my screen
[2:10:57] and I'm sure we all can already so this is
[2:11:00] kind of a bird's eye view of the entire site
[2:11:03] right over here we got the slap foundation and the
[2:11:06] poor of the slab on grade for the pool right
[2:11:10] over here is the gymnasium of the two stories of
[2:11:13] the structural steel including bell the walking track on this
[2:11:17] site is fifty percent of the structural steel has been
[2:11:20] erected for the library
[2:11:23] this is just a close up of the of the
[2:11:26] library and the gymnasium again
[2:11:30] another close up
[2:11:32] this is another close up of the library
[2:11:34] and this is a close up of the pool foundation
[2:11:37] has been corrected so far there's a lot more progress
[2:11:40] on site right now but ... we're getting there
[2:11:47] we we lost some time during the strike have we
[2:11:51] been able to make any of that up that they
[2:11:53] they were trying to sort of tandem certain things to
[2:11:55] try to make that up a bit as anything then
[2:11:58] gained on not
[2:12:00] we're trying to accelerate some activities but we're gonna see
[2:12:02] acceleration of those activities towards the end of the project
[2:12:05] not at this moment right now we're kind of concentrate
[2:12:08] on the structural steel I tried to get the the
[2:12:11] building envelope closed in or before winter hits
[2:12:16] okay questions or comments from members of council
[2:12:21] councillor Washington through you Mr and what we're talking occupancy
[2:12:25] of Q. four of twenty twenty three does that mean
[2:12:27] that the town is taking possession or does that mean
[2:12:29] that the pool is full of water the libraries full
[2:12:31] of books and residents are using
[2:12:34] that means we have taken possession of the building and
[2:12:37] ... most likely the grand opening and the occupancy and
[2:12:41] open use for the public that's yet to be determined
[2:12:45] I'm
[2:12:47] okay but answer my question with the determination of that
[2:12:52] date to we have a idea is it a month
[2:12:56] or two later is that three to six months later
[2:12:59] what ... what what's the thought process all right now
[2:13:01] it typically takes about two to three months for us
[2:13:05] to uh commission and get staff trained up and in
[2:13:09] there and like you said books equipment all those things
[2:13:12] looked up and working appropriate okay so yeah it would
[2:13:17] be Q. one Q. two of twenty twenty four for
[2:13:19] people actually enjoy the event that it is exactly thank
[2:13:23] you
[2:13:25] other questions or comments
[2:13:29] if not a motion to receive a verbal updates
[2:13:32] by council Waddington seconded by accounts receivable all those in
[2:13:35] favor
[2:13:37] close and that's carried we've done out let me go
[2:13:45] G. the lake drive shoreline jurisdiction action plan project schedule
[2:13:49] residential indirect water front properties
[2:13:53] and I think Anna is going to do the presentation
[2:13:56] this is on page one thirty six of our agenda
[2:14:00] if you get a paper one
[2:14:06] welcome manner
[2:14:07] thank you good morning I'm Madame mayor and members of
[2:14:10] council ... if it's okay I'd I'd like to share
[2:14:13] my screen sure thank you
[2:14:24] we got everybody see that
[2:14:28] great
[2:14:30] so good morning everyone I'm not a mere and members
[2:14:32] of council this morning I my presentation will provide an
[2:14:35] overview of the choose westrac reports today's council agenda relating
[2:14:39] to ... the like tractor stiction action plan
[2:14:45] and Dr more specifically minor presentation today will provide an
[2:14:49] overview on implementation of the operational and policy steps in
[2:14:53] the action plan including a proposed projects cash schedule for
[2:14:57] residential properties and next steps for implementation of the action
[2:15:01] plan ... for beach associations
[2:15:05] secondly I will also be providing an overview of a
[2:15:08] potential in term policy that staff is recommending ... that
[2:15:12] would apply to indirect water front property owners and would
[2:15:15] allow certain works to take place on the sidelines prior
[2:15:18] to completion of the action plan
[2:15:21] and lastly ... my presentation will provide an overview of
[2:15:24] the proposed new revision to the term lakeside lands and
[2:15:27] the action plan
[2:15:41] sorry about that so with respect to implementation of the
[2:15:44] action plans staff have put together projects scheduled to implement
[2:15:48] the operational policy
[2:15:51] also the action plan for residential indirect water front properties
[2:15:54] as shown on the slide and
[2:15:56] the staff report
[2:15:58] the project schedule includes nine key project milestones as shown
[2:16:03] on the left hand side of
[2:16:05] the chart on on on this slide and the associated
[2:16:08] timelines for each milestone is shown on the right hand
[2:16:12] side
[2:16:13] so given the scale and complexity of the project is
[2:16:16] anticipated to take approximately three years to complete implementation of
[2:16:19] the action plan for residential properties N. B. target completion
[2:16:24] date is scheduled for October
[2:16:26] 2024
[2:16:31] so the next few slides I'll be on
[2:16:35] providing greater detail on each of the nine ... milestones
[2:16:38] within the project schedule so the first milestone is project
[2:16:42] and sourcing
[2:16:43] and work on this milestone began in April of this
[2:16:46] year and is scheduled to be completed in September of
[2:16:48] two thousand and twenty three so to date the town
[2:16:51] has established a project committee for the later action plan
[2:16:55] the committee meets on a weekly basis and consist of
[2:16:57] internal staff as well as stock external agencies such as
[2:17:01] the the lake Simcoe are conservation authority and the ministry
[2:17:05] of northern development and mines natural resources and forestry a
[2:17:09] communications consultant has also been retained by the town to
[2:17:14] develop a communications plan for the project and to assist
[2:17:16] with implementation of the communications one
[2:17:19] the town currently has a dedicated staff member working on
[2:17:22] implementation of the project and ... will be looking to
[2:17:26] add an additional temporary staff member in the near future
[2:17:28] it's also assist with implementation of the action plan
[2:17:32] lastly a planning consultants will be retained ... if required
[2:17:36] to assist with the preparation of a new official plan
[2:17:38] amendments owning bylaw amendment and or community a planning permit
[2:17:43] system to establish shop land use planning policies and permissions
[2:17:47] well developed development standards for the lands to be divested
[2:17:51] within the action plan area and ... work on this
[2:17:54] is targeted to start in approximately one year from now
[2:17:57] in September two thousand and twenty three
[2:18:02] moving on to milestone number two two which is project
[2:18:05] initiation are
[2:18:08] sorry project re initiation as many of you know around
[2:18:11] the project was recently re initiated after nearly a three
[2:18:14] year hiatus which was due in part to
[2:18:18] some legal issues and also in part due to the
[2:18:21] pandemic since the project has been not reinitiated
[2:18:25] there's been several courts have been presented to council and
[2:18:28] or will be presented to council are seeking direction on
[2:18:32] on on moving the project forward so there was that
[2:18:35] recently reporting June ... regarding the costing and financial information
[2:18:39] related to divested sure of the road allowance lands within
[2:18:42] the action plan
[2:18:44] some of the reports that are before you today with
[2:18:47] respect to implementation of the action plan now relative to
[2:18:50] the residential properties as well as the beach associations and
[2:18:54] lastly there may be an additional report council September and
[2:18:58] September pending direction from council today regarding a potential inter
[2:19:02] policy and I will be discussing men's Interpol's in greater
[2:19:06] detail later on in my presentation
[2:19:11] moving on to milestone number three which is the current
[2:19:15] state analysis ... or work on this milestone is currently
[2:19:19] under way having started in June of this year in
[2:19:22] the schedule to be completed by December of this year
[2:19:26] and essentially the currency analysis ... includes a compilation of
[2:19:30] the findings of past legal investigations and title search searches
[2:19:33] that have completed have been completed by the town and
[2:19:36] compiling them and in the database the town down database
[2:19:39] and map to provide a general understanding of who owns
[2:19:42] what are along lake drive within the action plan
[2:19:47] and I and it's based on the information that the
[2:19:49] Town presently has today and and I want to clarify
[2:19:52] that it's not intended to be a comprehensive you are
[2:19:55] picture of who owns what um within the action plan
[2:19:58] area but it is certainly ... a good start again
[2:20:02] based on the information the town presently has today and
[2:20:04] it's certainly a database that the town to continue to
[2:20:06] build on as we progress and move forward with the
[2:20:10] implementation of the action plan and data for your information
[2:20:15] ... the the information at the present time presently has
[2:20:19] an armed with respect to title searches and non legal
[2:20:22] investigations those are typically completed when a property owner is
[2:20:26] proposing now works on the sidelines and comments and or
[2:20:29] approval is required by the town
[2:20:36] moving on to milestone number four which is the identification
[2:20:40] of land and easements to be retained by the town
[2:20:43] as well as the identification of eligible property owners so
[2:20:47] work on this milestone is expected to begin in September
[2:20:51] of this year and ... we're targeting completion and in
[2:20:55] January of next year
[2:20:57] and once this milestone is complete the town will be
[2:21:00] able to determine which lands or to be retained ...
[2:21:04] and which plants operating surplus and can be divested the
[2:21:08] town will also be able to determine where encroachment agreements
[2:21:10] and easements are required ... we will identify the eligible
[2:21:15] property owners of the owners of property owners who are
[2:21:18] eligible to participate me action plan if they wish to
[2:21:21] do so
[2:21:23] and it is noted that ... eligible property owners may
[2:21:26] include properties with property pens ... or sorry with pocket
[2:21:29] pins and land disputes which will require route resolution as
[2:21:33] we move forward with implementation of the actual plan
[2:21:36] and ... I just wanted to clarify that properties with
[2:21:39] property or with pocket can sorry have more than one
[2:21:43] entered shown on land registry records as having an interest
[2:21:46] in the lands
[2:21:50] so continuing on with some milestone number four on this
[2:21:54] type of work on this moment milestone will also includes
[2:21:57] our reporting up to council for information and direction on
[2:22:00] a number of matters including the lands that are to
[2:22:04] be retained diverse is that the lands that Tom are
[2:22:07] surplus and can be divested wasabi reporting up to council
[2:22:10] after information and direction on possible approaches for dealing with
[2:22:14] that different ownership scenarios such as occupants in crown lands
[2:22:19] our reporting up to council for direction on ... information
[2:22:22] on details and direction on whether council feels additional
[2:22:28] those are other should be included as he kills potential
[2:22:31] financial option options for intercity PO's and whether deposit should
[2:22:35] be collected also be looking down at to provide council
[2:22:39] with information and direction on that and ... lastly will
[2:22:42] also be providing an update on the project schedule
[2:22:48] milestone number five in the project schedule is gauging interest
[2:22:51] from the appeals so once we bomb reported up to
[2:22:55] council ani peels and and I received direction on that
[2:22:59] ... sampled and consult with the PO's arm you know
[2:23:04] are providing them with information on the projects and dining
[2:23:07] possible on next steps once the consultation has taken place
[2:23:12] on notices will be sent out to the eligible property
[2:23:14] owners to determine which ones are interested in participating in
[2:23:19] the action plan ...
[2:23:22] once there of the responses from the EPA also received
[2:23:25] staff report out to council ... and and seek directions
[2:23:29] for example if from the response rate is low ...
[2:23:33] you know council may decide to end the process
[2:23:36] or conversely if if the responses ... you know rather
[2:23:40] healthy and and high ... of the council may decide
[2:23:44] to our direct staff to move forward with the next
[2:23:47] down while still and ... also as part of this
[2:23:52] the some monster number five staff will be reporting up
[2:23:55] to council possible approaches for dealing with ownership title and
[2:23:59] lockdown disputes and again also providing an update on the
[2:24:02] ... schedule
[2:24:07] milestone not number 6 remaining
[2:24:11] and this is the anticipated take place between not July
[2:24:14] two thousand and twenty three
[2:24:16] in September two thousand and twenty five and again assuming
[2:24:20] after we've reported out to to council on the previous
[2:24:24] milestone with respect to the PO's ... S. ing council
[2:24:28] has directed that staff move forward we will do so
[2:24:31] by issuing an RFP for the surveying works ...
[2:24:36] awarding ... the contract must serve being will likely be
[2:24:41] completed in phases however the details of facing planner of
[2:24:44] course yeah you have to be determined and ... the
[2:24:47] serving works will identify amongst other things the town owned
[2:24:51] road allowance lands as well as land and title or
[2:24:55] land boundary disputes that require resolution ... as we move
[2:25:00] forward
[2:25:05] milestone on number seven retains to the planning process for
[2:25:09] establishing new land use policies are permissions and development standards
[2:25:14] for the lakeside masturbator Bastin
[2:25:16] all rights are scheduled to take place between September two
[2:25:20] thousand and twenty three and December two thousand and twenty
[2:25:23] four
[2:25:25] and on this slide here provides you know ... three
[2:25:29] very high level actions for this milestone including ... you
[2:25:33] know ... staff conducting background research and consultation with stakeholders
[2:25:37] to inform potential new land use permissions and development standards
[2:25:42] for the lakeside lands to be divested
[2:25:44] ask for a public meeting global lime also be held
[2:25:47] as required by the planning act and ... lastly a
[2:25:50] recommendation report will be presented to council for approval of
[2:25:54] the new ... our official plan amendment zoning bylaw amendment
[2:25:58] and our community planning permit system
[2:26:01] and as I said these are very high level actions
[2:26:03] pertaining to this milestone there likely be additional land detailed
[2:26:08] actions and steps that will take place in between the
[2:26:11] such as reporting out to council first for information and
[2:26:13] directions
[2:26:17] milestone number 8 on
[2:26:20] road closure by less so and this isn't the place
[2:26:24] after the official plan amendment I'm Tony bylaw amendment and
[2:26:28] community planning permits system and ... as approved by council
[2:26:34] so one between December two thousand twenty for an October
[2:26:38] two thousand twenty five
[2:26:42] once the the planning approvals are in place staff will
[2:26:44] bring forward the proposed bylaws for council approval but I
[2:26:48] would I would like to point out that if there
[2:26:49] are any appeals to the planning approvals that sound this
[2:26:54] will allow more certainly delayed the process ... as the
[2:26:58] road closure bylaws and transfer lots will not take place
[2:27:01] until the appeals are fully result
[2:27:05] and that takes me to the last milestone the project
[2:27:08] schedule which is not a transfer of ownership of new
[2:27:10] lakeside lots ... and ... you know ... these the
[2:27:15] lakeside lands will be transferred or lots to be eligible
[2:27:19] property owners and any necessary agreements will be executed at
[2:27:22] as well as any on fees collected as as required
[2:27:26] so with respect to our report number one D. asked
[2:27:30] two thousand and twenty two dash sixty nine there are
[2:27:33] two recommendations with respect to the project schedule residential properties
[2:27:38] the first star recommendations that council received a staff report
[2:27:42] and the second recommendation is that council endorsed the project
[2:27:45] schedule for implementation of the operational policy stops in the
[2:27:48] action plan for residential indirect water front properties
[2:27:56] so moving on this next slide
[2:28:00] thirteen sphere with the second report DS two thousand and
[2:28:04] twenty two dash seventy which US president to implementation of
[2:28:08] the action plan for beach associations
[2:28:11] so policy step number twelve in the action plan is
[2:28:14] up on on this slide here as you can see
[2:28:16] year and at least ... requires the town to establish
[2:28:20] a policy on how to deal with a situation where
[2:28:24] situations were associations with numerous members want to make use
[2:28:29] you know what parcel of land or situations where there's
[2:28:32] more than one individual who has an and would like
[2:28:36] to make use of up one lot ... and I'd
[2:28:39] just like to point out ... in in implementing the
[2:28:43] action plan ...
[2:28:45] for a relative to beach associations the town is only
[2:28:48] interested in beach associations on town owned lands
[2:28:57] with respect to next steps for beach associations in order
[2:29:00] for staff to be able to develop a project schedule
[2:29:03] for implementation of the action plan more information is needed
[2:29:07] information information such as ... the number and location of
[2:29:11] each associations within the action plan area including any eye
[2:29:14] contact information and whether again whether we need to know
[2:29:18] whether there are located on town owned lands are not
[2:29:21] because the town's only interested in in dealing with those
[2:29:23] that are on town lands I'd also be very helpful
[2:29:26] to know with these beach associations are legally registered Earth
[2:29:29] Day ... you exist as legal entities so ... with
[2:29:34] respect to the second report there it used to staff
[2:29:36] recommendations the first one being that council received a report
[2:29:40] and the second recommendation is that staff report back to
[2:29:43] council with that project schedule and any budgetary needs for
[2:29:47] implementation of the action plan ... relative to beach associations
[2:29:52] by Q. one next year
[2:29:55] and this will just gonna you know give staff some
[2:29:57] time to to do the additional research that they need
[2:30:01] to do
[2:30:04] the next part of my presentation on X. share route
[2:30:08] an intern policy that staff is recommending that council consider
[2:30:14] and ... yeah staff is recommending this recommendation because presently
[2:30:19] we'd we do receive a number of requests for approvals
[2:30:22] and comments
[2:30:23] those works only side lands within the action plan
[2:30:27] on these types of works typically ... either it detects
[2:30:31] the works that property owners typically seek to undertake ...
[2:30:35] very but ... generally it relates to Roshen control medication
[2:30:40] more are there either looking to where they were they're
[2:30:43] looking to construct a new structure building ... repair to
[2:30:47] an existing structure building ... just also cases where repairs
[2:30:51] to existing buildings and structures are more of an emergency
[2:30:55] in as they posed a safety hazard so there's a
[2:30:58] number of different ...
[2:31:00] scenarios in which ... property owners are seeking to undertake
[2:31:03] works on their lakeside lands and and staff are recommending
[2:31:07] that council consider a policy to allow ... certain works
[2:31:11] to take place on lakeside lands subject to certain conditions
[2:31:16] while ... we work on implementation of the action plan
[2:31:19] and as I said you know it got to three
[2:31:21] years ... before we complete implementation of the plan and
[2:31:26] such a ... an example of a of what the
[2:31:30] ... Interpol secret Intel for example would be that no
[2:31:33] motion control works ... and perhaps repairs to existing structures
[2:31:39] a pool safety hazard ... perhaps they can take place
[2:31:43] ... without the need to prove ownership of the lakeside
[2:31:47] lands and conversely ... you know if if the property
[2:31:50] owners looking to build a new structure such as a
[2:31:52] boat house or whatever the case may be on it
[2:31:57] in those cases perhaps they do need to provide proof
[2:32:00] of sole ownership clearance ownership and again these are just
[2:32:04] examples of what the internal policy could potentially look like
[2:32:09] and so ... the recommendation in the first report is
[2:32:13] that some that staff report back to council in September
[2:32:18] with staff a new term policy for council's consideration
[2:32:27] the last part of my presentation
[2:32:31] deals with a proposed revision to the term lakeside lands
[2:32:34] in action plan
[2:32:36] and so this proposed revision ... is in response to
[2:32:40] comments on the discussion at being the June twenty second
[2:32:45] council meeting and so the purpose of the the revised
[2:32:48] definitions to clarify that the action plan will only deal
[2:32:51] with the portion of the lake silence of the town
[2:32:54] homes and the purpose proposed revision is down that's up
[2:32:58] on the screen before you are it is as follows
[2:33:00] so the lakeside lands means lands owned by the town
[2:33:04] that are situated between the shoreline and the travel portion
[2:33:07] of the road allowance
[2:33:09] and presently the definition of that term any action plan
[2:33:13] is as follows meetings the lands from the shoreline the
[2:33:17] travel portion of the road allowance you can see on
[2:33:21] you know what the difference in the two
[2:33:24] definitions of revision was done need it ... we'll be
[2:33:28] getting you know just to be clear that if we're
[2:33:30] only dealing with the town ... portion of the lakeside
[2:33:33] landscape and that there could potentially be other owners or
[2:33:37] types of ownerships
[2:33:39] between the shoreline and the travel portion of the road
[2:33:42] for example are could be criminal lands or even potentially
[2:33:46] I think the one land so ... the recommendation and
[2:33:49] in the the first after port
[2:33:52] related to this item this matter is that council approve
[2:33:56] the revised ... definition of the term lakeside lands in
[2:34:00] the action plan
[2:34:04] and that concludes my presentation Madame Kirk and members of
[2:34:08] council I hope you found it helpful and Sam thank
[2:34:10] you very much
[2:34:12] thank you and that was a given that was a
[2:34:14] very good report laid out quite quite well ... are
[2:34:18] there questions from members of council ... let's try to
[2:34:22] take it one chunk at a time maybe the the
[2:34:25] first ... questions on on the first part of the
[2:34:29] presentation for report
[2:34:32] G. and then if somebody has you know question on
[2:34:36] not then we'll take questions on on report H. ...
[2:34:40] the the beach association report and then any questions on
[2:34:45] the N. term policy and then questions on the revision
[2:34:50] to the definition so questions on the first report on
[2:34:55] report G. on the the schedule that has been suggested
[2:35:00] are there any questions on that
[2:35:03] I don't see any hands went up for that one
[2:35:06] are there questions on the ... beach association report and
[2:35:11] the recommendation for about one that some
[2:35:16] staff report back in Q. one of twenty twenty three
[2:35:18] with the project schedule and any budgetary needs respecting the
[2:35:22] implementation ... an operational Polish steps for the lake drive
[2:35:27] shoreline jurisdiction action plan for beach associations are there any
[2:35:31] questions on that councillor Waddington's
[2:35:37] three about America to enter simply because we're talking about
[2:35:40] both reports at the same time right now can I
[2:35:41] just get clarification that if the definition does change in
[2:35:44] the first report that the documentation the second work it's
[2:35:46] up in a
[2:35:51] thank you councillor Wellington Washington and ... your you are
[2:35:54] correct correct we can certainly add that recommendation you're not
[2:35:58] alone the updated action plan with the new definition added
[2:36:02] to the second report
[2:36:05] thank you Pritchett okay any other questions on the beach
[2:36:09] association one
[2:36:12] okay questions on the
[2:36:15] our internal policy for indirect properties water front properties on
[2:36:20] the lake drive shoreline jurisdiction to allow certain works to
[2:36:23] proceed on lakeside land subject to certain conditions prior to
[2:36:27] the completion of the action plan so this would come
[2:36:29] back to us in September as an intern policy ...
[2:36:33] for that purpose councillor wanted to note I see your
[2:36:36] hand up
[2:36:38] yes ma'am thank you through Medicare to a and again
[2:36:41] do we have any indication or idea as to how
[2:36:43] many
[2:36:45] properties are property owners would currently be and cute to
[2:36:48] help those affected
[2:36:54] through you madam mayor out that's a great question councillor
[2:36:57] Waddington ... I based on my estimation ... we received
[2:37:03] probably I'd say between
[2:37:06] but a handful of five different request that a week
[2:37:09] I think I'm an and but that's based on this
[2:37:13] time of year I am I am sure probably fluctuate
[2:37:15] some very different time of the year but the thing
[2:37:18] construction season we would seek receivables between three to five
[2:37:22] request a week year round
[2:37:26] for from property owners who wish to undertake a works
[2:37:28] on their lakeside lands okay so ... just as a
[2:37:31] follow up their three in America to a and a
[2:37:33] safe to say that as soon as this is implemented
[2:37:36] that there's likely dozens if not more people that are
[2:37:39] gonna see relief from being able to move at
[2:37:43] see relief from being able to move on sorry I'm
[2:37:46] not sure and the band with the Interpol see going
[2:37:48] through ...
[2:37:51] it's obviously subject to certain conditions prior to completion
[2:37:55] people who will be able to make adjustments to work
[2:37:59] on these lands are we expect in dozens of people
[2:38:02] to want to move forward with us
[2:38:06] thank you Madame mum Mayor at that site difficult question
[2:38:10] for me to understand for me do asked me now
[2:38:12] I'm not sure I can I can answer that question
[2:38:14] in the middle ... the what you're asking is if
[2:38:17] if we approve such as a policy within that open
[2:38:20] the doors and the floodgates tell these people money to
[2:38:23] come in and and complete the works ... good question
[2:38:26] I'm not sure how many answers to that but I
[2:38:28] see John hurt's guys can yes Mr hardest put his
[2:38:30] screen on so Mr harden Jack comment Madame mayor through
[2:38:34] you to cancer Waddington ... the infirm policy that's being
[2:38:38] developed out will be a tight end from policy that
[2:38:42] will not to open the proverbial floodgates to applications a
[2:38:47] person's coming in who want to help ordinary work done
[2:38:50] will lot will be required to show ownership the end
[2:38:53] from policy exist for rapper merging she situations and other
[2:38:58] situations where Russia as special circumstances are required so it's
[2:39:03] not anticipated that the flood gates will be opened
[2:39:07] thanks Brigitte corporation okay
[2:39:10] I think I saw councillor Fellini with his hand up
[2:39:12] and then councillor Sybil
[2:39:15] thank you Madame where ... I just wanna make a
[2:39:17] quick call if we look at
[2:39:20] it just depend providers or H. one forty in the
[2:39:24] second paragraph it says
[2:39:27] or maybe process to council 9/20/22
[2:39:31] for council's consideration
[2:39:33] I believe that we should first focus you that report
[2:39:36] because it deals with your inclusion of corrosion control medication
[2:39:40] measures it works obviously potential life safety hazards
[2:39:45] I believe we should take care of that because if
[2:39:46] not we are liable that's not appropriate
[2:39:50] so that's where the ... direction is needed and recommendation
[2:39:55] three so if we do give direction then and yes
[2:39:58] there will be a report in September I agree there
[2:40:01] needs to be ... that ability in those some cases
[2:40:05] that
[2:40:07] you know erosion emergency control safety concerns that there needs
[2:40:11] to be a policy in place so that would be
[2:40:14] part of the direction that we were given the report
[2:40:16] would come in September ... concert Siebel thank you had
[2:40:19] your hand
[2:40:21] thank you through Medicare just a quick question with regard
[2:40:23] to the in term policy ... in and listen to
[2:40:26] the discussion and thinking about the matter I'm wondering if
[2:40:29] there may not be instances where the town wants to
[2:40:31] do some work on the lakeside
[2:40:35] to do exactly the things we talk about erosion control
[2:40:37] and ends and things to improve safety so I just
[2:40:40] wondered if Anna could speak to that at all
[2:40:45] any comment in a
[2:40:52] through you madam mayor I am I am I'm not
[2:40:54] sure can answer that question I'm I'm sure there might
[2:40:56] be instances where the town homes ...
[2:41:00] some lance
[2:41:02] John and John John and and John that have put
[2:41:05] their screens on so either one of you two gentlemen
[2:41:08] maybe Mr asking you wanna make a comment thank you
[2:41:10] Amerisur you to ... councillor Cibo ... that's a good
[2:41:14] question ... we can consult on that internally and address
[2:41:19] that in the September report she council ask for that
[2:41:23] to come back in September
[2:41:26] okay
[2:41:28] further questions or comments from members of council
[2:41:33] okay so the recommendation on the for the first report
[2:41:37] is to receive certain route from here to receive the
[2:41:40] report and council endorsed the project schedule and that we're
[2:41:45] providing direction to yes Sir bring back up potential in
[2:41:50] term policy for indirect waterfront property owners in September so
[2:41:54] that server recommendation three and recommendation for approve the revision
[2:41:59] to the definition of lakeside lands
[2:42:01] do I have a mover in a second ... for
[2:42:03] that moved by councillor Washington seconded by councillor Fellini
[2:42:07] questions or comments councillor Waddington
[2:42:11] that's when we're through you enter with Kurtz to recommendations
[2:42:14] for with the ... the revision of the definition of
[2:42:16] lakeside lance firstly thank you very much for a for
[2:42:18] getting that done ... are we or do we have
[2:42:22] a means to either update past documentations that show the
[2:42:27] old ... definition or at least make notification when people
[2:42:30] are going through ... you know years of documents where
[2:42:35] the goal post is kind of changed since the original
[2:42:38] definition was ... was created just so that anybody who's
[2:42:42] going through many many years of documents understands that that
[2:42:46] definition actually was changed from what it originally was
[2:42:49] how do we make sure that's communicated properly it's a
[2:42:52] good question and over an hour Shawn
[2:42:55] when it's on our website how do we
[2:42:58] how do we do that you can't go back in
[2:43:00] history but how do we make sure that going forward
[2:43:03] people understand
[2:43:05] it is a good point that Americans are town council
[2:43:08] wanted change we can definitely do that will review everything
[2:43:11] that's on the website I'm sure that there is appropriate
[2:43:13] notations and appropriate notification of thank you that doesn't sound
[2:43:18] like very much
[2:43:19] okay so it's moved and seconded further questions or comments
[2:43:23] all those in favor
[2:43:26] ... send that scary please note that regional council Rossi
[2:43:29] did not participate in the discussion or in the vote
[2:43:32] on this as he did did declare a conflict earlier
[2:43:35] R. twelve H. is a lake drive shoreline jurisdiction action
[2:43:38] plan schedule for beach associations recommendations are to receive the
[2:43:42] report and just for staff report back in Q. one
[2:43:46] of twenty twenty three regarding the plan for the beach
[2:43:50] associations and I think he wanted to include job the
[2:43:56] recognition for from the earlier so we'll let approve a
[2:43:59] revision to the definition of lakeside lands included so that
[2:44:03] the recommendation to reach out what you want to council
[2:44:05] Washington that Medicare is soon is that to a previous
[2:44:08] report went through in the definition was changed it it's
[2:44:11] ME London okay it's just that in the actual
[2:44:15] documents we've got the old definition at this point yeah
[2:44:19] just like your if you carry it forward okay so
[2:44:21] we just do the two recommendations are fine
[2:44:24] okay so I need to move on a second ...
[2:44:26] for for those
[2:44:28] moved by council Pollini second by council Waddington questions or
[2:44:32] comments
[2:44:33] all those in favor
[2:44:36] opposed and that's carried and again no please note the
[2:44:38] regional council grassy did not participate in the discussion or
[2:44:42] a vote on now that report as he did declare
[2:44:45] a conflict Sir earlier in the meeting okay members of
[2:44:49] council we can continue on with
[2:44:51] our reports we're gonna reports of item thirteen disposition proclamations
[2:44:57] general information items and committee of adjustment thirteen one a
[2:45:01] is the reason of your requesting confirmation from local municipalities
[2:45:06] of their position regarding the region assuming winter maintenance of
[2:45:08] sidewalks adjacent to regional roads given the regional tax levy
[2:45:12] implications by September thirtieth twenty twenty two in this is
[2:45:15] on page
[2:45:17] one fifty eight I don't know if Mr boss wants
[2:45:19] to make any comments now
[2:45:22] or we just want to refer this to
[2:45:25] sorry it's one one eighty eight we want to refer
[2:45:27] this to staff
[2:45:29] for comments back to us prior to the September date
[2:45:33] has wanted to do I see your hand up for
[2:45:35] the question
[2:45:37] hi yes ma'am but deferred Mr bosses come in on
[2:45:39] ... he can likely feel that okay Mister Ross
[2:45:44] there is
[2:45:47] 3 monomer to Mr Voss M. one yeah
[2:45:50] hit the nail on the head asking if this was
[2:45:52] gonna be referred to staff and come back which I'm
[2:45:54] I'm fully in favor of with regards to the sidewalk
[2:45:59] maintenance or which maintenance by the region is it their
[2:46:03] intention to have this is an all or nothing or
[2:46:05] is there still gonna be certain areas where it's deemed
[2:46:08] to more efficient for the town to deal with the
[2:46:10] situation and the region to deal with another and that
[2:46:13] simply in my ward I take a look at rape
[2:46:15] issue and ... that is relatively small section of sidewalk
[2:46:21] that's on the regional road by some Kelantan it would
[2:46:25] be far cheaper for the town to deal with that
[2:46:28] since we've already mobilized for that area versus out in
[2:46:31] the region send somebody out to to do a stretch
[2:46:33] of road that topic longer long
[2:46:37] Mr Ross that's your Medicare counseling and ... that that
[2:46:41] so that was the discussions that are happening so there's
[2:46:44] actually a working group right now between
[2:46:46] all of the York region municipalities and reach out to
[2:46:50] discuss kind of those types of details ...
[2:46:55] the short term goal as a result of the regional
[2:46:59] report is to define where best to reach you can
[2:47:04] support local municipalities where the weather stations snow storage specifically
[2:47:09] so we talk about already mentioned there's there's quite a
[2:47:11] large ditch there that can take majority in the snow
[2:47:14] storage but if we look at the Queensway south for
[2:47:17] example are there there is no offer between the curb
[2:47:22] it's also a four lane road between the curb and
[2:47:25] yeah most used apps and those are the areas of
[2:47:28] the reasons look to try and stop or a bit
[2:47:31] better ... in the short term
[2:47:34] they are looking for feedback on on long term plans
[2:47:37] to essentially provide that way to me service on all
[2:47:42] regional roads however there is some concern and we will
[2:47:46] provide to see back to council in the coming meetings
[2:47:50] ... with respect to kind of what you just indicated
[2:47:53] there it would be somewhat cost prohibitive to set up
[2:47:57] to probe to
[2:47:58] I guess approved that type of change given that we
[2:48:01] have the service already within the neighborhoods adjacent to those
[2:48:04] roads not to mention the recent standard what might be
[2:48:08] different than town set
[2:48:11] and in that case you would have a different standard
[2:48:14] standard on the same
[2:48:17] network of sidewalks
[2:48:20] what works from a from a local neighborhood you know
[2:48:22] on to reach road I'm not also has potential I
[2:48:26] guess ... for more opportunity for liability as well as
[2:48:32] outlined in the regional or from June thirtieth
[2:48:37] Mike thank you very much with regards to the of
[2:48:39] the first comment about to send it to a stop
[2:48:42] to come back the the deadline was September thirtieth the
[2:48:44] we see the possibility of having a report come back
[2:48:47] to council with more information and allow us to make
[2:48:51] a decision on this prior to that date
[2:48:54] three about a bear to council and let that stuff
[2:48:56] might be intense that's it a bit of a bit
[2:49:00] of a short window the turnaround however we have been
[2:49:02] part of the working group but since
[2:49:06] I would say since the after action review January seventeenth
[2:49:10] it's definitely been a hot topic in
[2:49:12] ... fortunate that we have a low number of kilometers
[2:49:16] of road adjacent said that have a lack snow storage
[2:49:18] but there are significant network of sidewalks that are just
[2:49:22] the regional roads that have almost doubled Park historic snow
[2:49:26] on sometimes six or eight labor so it's definitely a
[2:49:30] hot topic and will be going back to council without
[2:49:33] what are our record should Mr mas thank you very
[2:49:35] much so at this point I would suggest we do
[2:49:38] a motion to uh refer this to ... to staff
[2:49:42] accounts receivable do you have a question or comment
[2:49:45] thank you through Medicare certainly I'm supportive of of moving
[2:49:47] forward in that in that fashion but I just wanted
[2:49:49] that to mention something that I've been thinking about relationship
[2:49:53] to this with and it deals with liability ... you
[2:49:56] know for years I've I've had concerns or have shared
[2:49:59] concerns of residents and businesses in the downtown centenarians later
[2:50:04] to high street and the boulevards and sidewalks on High
[2:50:06] Street and ... ... I'm everyone at this point is
[2:50:10] quite aware that the reason looks after the road in
[2:50:13] the town of sapa the sidewalks that but that's not
[2:50:15] just in the winter time so that that was the
[2:50:17] point I was trying to get at I think that
[2:50:19] this the sidewalk grinding that we've done or that has
[2:50:22] been done to try and reduce trip hazards that was
[2:50:24] done by the town when there's issues with weeds I
[2:50:27] believe it's the town that goes in so so my
[2:50:29] my comment would be that I I think this this
[2:50:31] is a good way to start the discussion but I
[2:50:34] think that it needs to be a little bit more
[2:50:35] fulsome and perhaps involve more than just winter maintenance and
[2:50:38] so I would ask that perhaps Stockton sitter that when
[2:50:41] when we send it back to them for refer review
[2:50:44] okay okay so a motion to receive and referred to
[2:50:50] staff by council Washington's seconded by councillor Sabo further questions
[2:50:55] or comments all those in favor
[2:50:58] ... Hon that's carried ... we did deal off already
[2:51:02] with ... disposition item one B. so we'll skip through
[2:51:06] that one's that thirteen C. is excess ability advisory committee
[2:51:10] requesting council direct the director I think I suppose be
[2:51:14] of community services and a senior planner
[2:51:18] is it community I was told it should be changed
[2:51:21] but isn't development services
[2:51:26] grants very about America right yeah that should that should
[2:51:30] be directed to Mr part now and park staff as
[2:51:34] opposed to develop services okay so should go to community
[2:51:38] services
[2:51:40] and the senior plan to attend the next meeting to
[2:51:42] address future needs for accessibility standards and all of town
[2:51:45] parks so it should be a senior planner who will
[2:51:48] should be
[2:51:50] I would defer to Mister but now I'm sure the
[2:51:52] parts manager would be probably the right person
[2:51:56] sorry I think I saw Mr crimes briquemont screen others
[2:51:59] Mr but now thank you Mr but now
[2:52:03] good morning still about American members council I think yes
[2:52:07] the that direction should be to my department community services
[2:52:10] with our staff yes I I believe would pertain more
[2:52:14] to establishing
[2:52:16] coppicing acceptable standards ... for for our parts developments ...
[2:52:21] that's something that our staff in our department yeah but
[2:52:24] managed and then move forward other departments will be involved
[2:52:27] are far from there but it ultimately falls within my
[2:52:30] jurisdiction
[2:52:31] okay so if we can I think council Harding and
[2:52:36] regional council grass here on the committee so I think
[2:52:39] the intent was to to to get it to the
[2:52:41] right spot and and what we're being told is that
[2:52:43] the right spot is community services how are you both
[2:52:46] okay with what the direction to go to community services
[2:52:51] we don't accounts around councillor hardy had your hand up
[2:52:55] where yes he did the main reason why we figured
[2:52:59] it should go to and all the development department is
[2:53:02] because when you're doing a subdivision not you're dealing with
[2:53:05] the town of what the town is requesting ... you
[2:53:09] know the subdivided to do so by getting it into
[2:53:13] the development stage ... wonder roughing in their water sureste
[2:53:19] can just rough a pipe bands for a splash pad
[2:53:22] down the road or something to that nature yeah but
[2:53:25] we're being told that to the better department to send
[2:53:27] this to would be
[2:53:29] Subotnick Mr but no Mr renters you guys want to
[2:53:32] fight it out who wants it
[2:53:34] sorry sorry sorry sorry about that Sir you Madame Marinello
[2:53:39] I understand what that council writings thinking ... through the
[2:53:44] development services department first and planning and pretty consultation meetings
[2:53:49] also with development engineering wait we employment so many different
[2:53:53] standards from the province the region that sound like the
[2:53:57] genesis of where it job don't necessarily always come out
[2:54:00] of our department so we take the imports from everybody
[2:54:04] and Mr but now any staff are the ones that
[2:54:07] should define to determine what those standards are once we
[2:54:12] know what they are we'll put them in the development
[2:54:14] design criteria
[2:54:16] from the beginning of the development process so that's kind
[2:54:20] of how it works in terms of some of these
[2:54:22] different things okay okay sorry are you good council Harding
[2:54:26] of we just change that that requesting ... council direct
[2:54:31] the director of community services and senior out as a
[2:54:34] senior staff to attend the next meeting of the accessibility
[2:54:39] advisory committee to address future needs for accessible standards in
[2:54:42] all towns are doing a parks make slight change so
[2:54:45] you're you're good with that you'll you'll move that to
[2:54:48] okay so let's move by council Harding regional council grassy
[2:54:51] are you good with second in that or you have
[2:54:53] other questions you're good for second I have a question
[2:54:57] I have a question because
[2:54:59] it would seem that it would be natural that that
[2:55:02] would happen but unfortunately in the past so the way
[2:55:05] that it happened at Kelso does well but we did
[2:55:10] that with the most recent treasury bill ... development they
[2:55:14] were gracious enough to make changes that we thought as
[2:55:18] far as the acceptability committee work changes that would have
[2:55:22] been a part of the accessibility act so my question
[2:55:25] is to Mr Bucknell you know what currently do you
[2:55:28] do as far as or if you at are you
[2:55:31] using those accessibility standards or were they not used with
[2:55:34] respect to the tracker built development that we just had
[2:55:37] to redefine
[2:55:40] Mr but now
[2:55:42] R. two a real cut across the street the standards
[2:55:44] that are established RPG standards for accessibility and those are
[2:55:48] quality and referenced during those reviews are for development what
[2:55:53] I believe in a five I don't want to speak
[2:55:55] out of turn here but what I believe is an
[2:55:58] elevated standard that the town of Georgian itself and the
[2:56:02] and the committee I wish luck Clement has considerations on
[2:56:06] a regular standard basis so out well while we have
[2:56:10] developed everything in accordance with with provincial statutes legislative requirements
[2:56:15] accessibility requirements globally ... elevating some of those standards to
[2:56:20] it to a certain point is what I believe that
[2:56:22] committees requesting us to consider and those would be things
[2:56:27] at the end of the day those will be things
[2:56:28] that would come to my department it would be our
[2:56:31] park standards guidelines as well as our recreation park master
[2:56:34] plans and that would influence the developments went out Mr
[2:56:38] lectures and his team are looking to review applications for
[2:56:41] developments we we would up slightly elevated standard which would
[2:56:46] become the norm Georgina
[2:56:48] okay ... I think it's also hard it will probably
[2:56:51] tell you that ... what we saw worked elevated standards
[2:56:55] in any way shape or form basically
[2:56:59] the provincial step so that's what my questions I understand
[2:57:02] what our standards we can ask for but it seems
[2:57:05] to me that we have a lot of the provincial
[2:57:07] standards in the past so you're assuring me that going
[2:57:10] forward will be those provincial standards used properly done with
[2:57:15] respect to future subdivision plats and if we want elevators
[2:57:19] standards we'll have to deal with those through our committee
[2:57:24] at three Mattamy I guess based based on my understanding
[2:57:27] that minimal standards are met as established by the province
[2:57:30] but in order to ensure that we're meeting what the
[2:57:33] municipality here press you want to achieve that standard that
[2:57:38] standard would become part process of our checklist
[2:57:43] well thank you I appreciate it so we got the
[2:57:47] the motion moved and I think seconded that so ...
[2:57:51] the acceptability committee is requesting ...
[2:57:54] the director community services and senior staff to attend one
[2:57:58] of their meetings to have that discussion sorry counter see
[2:58:00] where you had a question or comment
[2:58:03] thank you through Medicare yes I am a question related
[2:58:06] to the risks the second request that we director directorate
[2:58:09] of planner attend the next meeting when is the next
[2:58:12] meeting and does that give the director in planner enough
[2:58:15] time to be appropriately prepared
[2:58:20] when is their next meeting on not sure
[2:58:23] do we know Rachel Mr about your your matter the
[2:58:28] next meeting of the accessibility committee would not be scheduled
[2:58:31] until the next term of council at this point
[2:58:35] yeah so there's there's lots of time for them to
[2:58:37] be prepared Mr crunch berries you have a comment I
[2:58:40] just wanna say quickly that we don't even need council
[2:58:43] direction to attend the meeting on this committee what's on
[2:58:46] the committee meeting we stop at a meeting to make
[2:58:49] the request a staff so council thank you will have
[2:58:53] the relevant staff at the next committee meeting whatever it
[2:58:56] may be
[2:58:57] great so we've got it moved and seconded further questions
[2:59:01] or comments
[2:59:02] all those in favor
[2:59:05] opposed carries I note other committees I've been on we
[2:59:09] we need stop we asked staff to come and they
[2:59:12] make a presentation so ... next item is charging accessibility
[2:59:18] advisory committee requesting staff to conduct a feasibility study funded
[2:59:23] by the accessibility advisory committee budget up to nine thousand
[2:59:27] seven hundred fifty dollars for the installation of a universally
[2:59:30] designed fully accessible family washroom with the adult change table
[2:59:34] at DeLaSalle beach
[2:59:37] was this part of the waterfront master plan as well
[2:59:40] as this are we do we want to refer that
[2:59:43] there or I'm just looking for some direction Mr but
[2:59:48] ... my suggestion for stop respect would be that we
[2:59:52] would make that reference to the master plan there are
[2:59:55] some conceptual drawings and renderings that were created as part
[2:59:58] of phase one of the waterfront parks master plan study
[3:00:02] those recommendations will be cut forthcoming by end of year
[3:00:05] to council for final consideration and I will assist us
[3:00:09] in guiding us through through the development stages of each
[3:00:12] of those were respective Parker's I don't think accessibility advisory
[3:00:16] committee happy user budget for the feasibility study
[3:00:22] not to my knowledge
[3:00:24] okay so I'm not sure maybe council Harding you can
[3:00:27] why why why did the committee feel they needed to
[3:00:30] make this request all
[3:00:33] staff were sitting in on the on the
[3:00:36] committee meeting and stuff that we were talking with regards
[3:00:39] to at all it's the talk of opening washrooms down
[3:00:42] you know motion to the lake or at the lake
[3:00:46] Maria yeah I totally accessible ... you know by the
[3:00:50] time you know there's no washer Street there are so
[3:00:52] I mean it's hard to rather than you know one
[3:00:56] thanks one or bodies Sir if I'm not mistaken what
[3:00:59] do you know what rooms at the at the lake
[3:01:02] at the beach they're not fully accessible with the family
[3:01:05] sees cable that's what you're looking at exactly like it
[3:01:08] should be any for seniors out I mean you know
[3:01:11] it it's now there has to be something there with
[3:01:14] the pilot people we got there it's the same thing
[3:01:17] as mine I'm not gonna get into that right now
[3:01:19] but ... you know it's like looking at for years
[3:01:24] yeah so at this point some are you okay if
[3:01:27] we refer this to staff I mean there's not an
[3:01:29] accessible advisory committee coming up in the next little while
[3:01:33] can we refer this to staff to be one of
[3:01:36] those topics that they can discuss at the the first
[3:01:40] accessibility advisory committee when it comes in there it tied
[3:01:43] in with the the waterfront master plan and and
[3:01:47] do it that way can we refer this to to
[3:01:49] staff for further details I don't have a problem with
[3:01:53] the ferry I just wanna make sure that staff is
[3:01:55] just realizing what the committee is asking us for some
[3:01:59] research on it yet be able to come back with
[3:02:02] a report and also their first meeting yeah I think
[3:02:05] we can do that without having to use the visor
[3:02:07] committee's budget Mr bear with nodding his head so yeah
[3:02:11] I don't know ... this to ... to ... Mr
[3:02:14] but no and he will ensure that that there is
[3:02:18] information ready for that first accessibility advisory committee ... in
[3:02:23] twenty twenty three likely and have that as one of
[3:02:27] the items on the agenda has at that work
[3:02:31] that works for me okay so motion to refer this
[3:02:34] to staff
[3:02:37] and it's gonna get the motion moved by council hard
[3:02:39] drive a second or second by regional council prostate cancer
[3:02:42] wanting to expand America ... what is the budget of
[3:02:46] this committee because
[3:02:49] third third nonchalantly about to spend ten thousand dollars I'm
[3:02:52] just it is very different than some of the other
[3:02:54] committees because of the accessibility requirements so Mr Weiner
[3:02:59] three about America councillor Boddington the budget is ten thousand
[3:03:02] dollars at thanks ... Mr reader at rob what do
[3:03:06] they have left
[3:03:08] in this year do you have a no offense no
[3:03:11] three three about America not have that currently on hand
[3:03:14] okay ... as a as a follow up to the
[3:03:16] ... the motion that was just put on this if
[3:03:20] look I'm just spit balling an idea here we we've
[3:03:22] seen people in the public have to fundraise to get
[3:03:25] an accessible swing set installed if the money is currently
[3:03:29] in their budget for this year and since that committee
[3:03:32] is no longer meet and for the rest of this
[3:03:34] term can we investigate to see if that money could
[3:03:36] be used to add an accessible swing set somewhere else
[3:03:39] at least that way that it's been a motion for
[3:03:41] what it's doing I know it's it's off topic for
[3:03:43] what they're currently asking for but if we're going to
[3:03:45] be used in the budget for what they're currently asking
[3:03:47] for any way that money is there
[3:03:52] councillor Harding
[3:03:54] thank you Madame where he committee was wasn't sure if
[3:03:59] this was get past you're not true councillor that but
[3:04:03] can I recommend that that's our budget from last year's
[3:04:06] that is usually ten thousand dollars we carry that over
[3:04:11] for that project for next year they don't they don't
[3:04:14] typically have those budgets carried over Mr reader can and
[3:04:17] speak to that ... and I'm not sure what is
[3:04:19] the cost of the ... extensible swing its third barely
[3:04:24] pricey
[3:04:27] if I can add to that if it's a swing
[3:04:30] similar to what we've installed rock ... you're looking at
[3:04:33] about twenty three thousand dollars yeah all right thanks for
[3:04:36] the clarification that we're gonna yeah there are more expensive
[3:04:39] than what you think they're not the cheapest thing I
[3:04:42] don't like the idea of having another one it's a
[3:04:44] great idea ... but this budget won't be able to
[3:04:50] to be used for for ... purchasing it on its
[3:04:53] own so
[3:04:54] yeah
[3:04:56] yeah all right that but I mean this was supposedly
[3:04:59] and all allocated to go to work status all that
[3:05:03] washer and older siblings and other issues that we've got
[3:05:07] but accessible washers are one of the major things
[3:05:11] it looks good on the town yeah typically ... doesn't
[3:05:14] the committees spend some of the dollars on different accessible
[3:05:19] items throughout the community so there was there wasn't anything
[3:05:23] the that that the funds were used for in twenty
[3:05:26] twenty to
[3:05:27] and you want hoping to be able to carry the
[3:05:29] funds over while we're all for it does it make
[3:05:32] those funds to that project
[3:05:35] so I don't know if we can maybe start to
[3:05:38] that what a let Mr reader come back on Mr
[3:05:41] reader
[3:05:44] three three you Madame merece so I mean it council
[3:05:47] does have a policy that we we don't roll these
[3:05:49] funds over there is more than one committee that generally
[3:05:53] does not spend their budget funds so that that is
[3:05:55] the current policy that we wouldn't roll them over as
[3:05:58] far as larger items accessibility items they they do go
[3:06:02] through the budget process over talking about washrooms ... or
[3:06:06] swing or anything like that it would go through the
[3:06:08] budget process and be funded through through our capital reserves
[3:06:11] rather than through the operating budget so that the budget
[3:06:14] is more intended for smaller items right okay so
[3:06:19] I'm sorry I can't remember where I am about different
[3:06:22] speakers arriving I had the motion
[3:06:24] at one point moved and seconded to refer this to
[3:06:29] staff for them to follow up with at the first
[3:06:33] accessible meeting correct Madame clerk help me here I'm I'd
[3:06:36] spend a few minutes now that's correct not a match
[3:06:39] I had a movie second but we hadn't voted on
[3:06:41] because I had a question okay
[3:06:44] we don't count across the
[3:06:47] just just to clarify help out here
[3:06:53] the issue with respect to major changes what a cancer
[3:06:58] excessive build it standards ... excessive building committee has been
[3:07:03] somewhat frustrated over the last couple years there are major
[3:07:07] issues double style your trust they're not
[3:07:12] you know we tried to address the accessibility committee what
[3:07:16] a lot of the issues are our work general it
[3:07:19] just coming through Cecilie committee at require thousands of dollars
[3:07:24] or that what we have as part of the excess
[3:07:28] military give you examples of both arenas what it came
[3:07:32] to sight lines that we have built built mobility so
[3:07:36] it's you know what was happening on the ice would
[3:07:38] require major investments it's taken us Dave helping with three
[3:07:42] years to be able to get anywhere near having the
[3:07:45] proper of televisions and you're lying Street stole and if
[3:07:50] your readers ... so we had to go to the
[3:07:54] town for those are church although we did you some
[3:07:57] of the money is for what at
[3:08:00] sign Sportsplex so there are much bigger issues with respect
[3:08:05] to the cost of
[3:08:07] so spoke status I am going quite frankly at least
[3:08:11] to a point where we are getting the standards Mr
[3:08:15] but ... talked about going beyond those steps or having
[3:08:18] a tough time just meeting all standards showing nature continue
[3:08:22] to invest and look at other ways whether it's through
[3:08:26] yeah ... monies that are associated to committee or eight
[3:08:30] well much greater contribution which usually happens stroke but
[3:08:35] Mr where refer to so I think just to clarify
[3:08:38] what the money is that's part
[3:08:41] just
[3:08:42] we also have to go elsewhere just to make a
[3:08:45] basic steps as part
[3:08:47] your neighbors out
[3:08:49] share comment concerning
[3:08:52] yeah I think you hit the nail right on the
[3:08:55] right on that yeah the head of it ... but
[3:09:00] yeah I mean the committee
[3:09:02] it's very accurate that does a lot of work and
[3:09:05] we seem to be doing a lot of work and
[3:09:07] not getting a whole lot of response back and that's
[3:09:11] what's really well why we're having problems trying to keep
[3:09:15] it on the executive committee but going forward I'd I'd
[3:09:20] like us that really
[3:09:22] try to come up with site years like this at
[3:09:25] the end they're needed in the town I mean they're
[3:09:27] definitely eat it now looks good on church and there's
[3:09:31] no doubt about that but I think we're gonna have
[3:09:33] to allocate that general budget for either items like this
[3:09:38] or something are there but a but a dollar figure
[3:09:41] on it each year ... you know you could spend
[3:09:46] ... half a million dollars that's still not have any
[3:09:49] worse you can million from any company yeah
[3:09:54] like why why don't I write one of my pet
[3:09:56] peeves are two is
[3:09:58] it all automatic washrooms are automatic captions oil washing out
[3:10:04] we've done quite a few of those sets all the
[3:10:07] regular
[3:10:08] you're the money from the accessibility committee he's gone into
[3:10:11] that but the other thing we need to hit on
[3:10:13] this the stalls for people that are to have disabilities
[3:10:17] you know the guy walked out what two canes or
[3:10:20] somebody in a wheelchair
[3:10:22] it all has got a button to push and you've
[3:10:24] got a site with the door I mean you put
[3:10:27] yourself in a wheelchair and try that I mean I've
[3:10:30] done that I've sat in a wheelchair that's how you
[3:10:32] get the feel for everything and you can understand exactly
[3:10:36] what committee is after would you try that and you
[3:10:40] know so it's it's just one of those things with
[3:10:42] that so much that we didn't have a lot of
[3:10:44] work to do on it that's for sure that's for
[3:10:46] sure thank you
[3:10:48] okay I'm pretty sure I got the motion to refer
[3:10:50] this to staff moved and seconded all those in favor
[3:10:56] lows and that's carried
[3:10:59] next is the Georgian accessibility advisory committee requesting staff create
[3:11:03] an updated communication plan for the promotion of Georgina's accessible
[3:11:07] spaces and a game with the committee not meeting for
[3:11:10] for some time I'm wondering if we can refer this
[3:11:14] to probably I'm thinking maybe even Mr crowns berry's office
[3:11:17] or ...
[3:11:19] Mr nasties office to to discuss this so I can
[3:11:24] refer it to do you want referred to you Mr
[3:11:26] nasty and then the the game at the the first
[3:11:31] new accessibility advisory committee meeting ... perhaps of this can
[3:11:35] be on the agenda as well to discuss our communication
[3:11:38] plans because I know I think each other committees
[3:11:41] would like to have information out there more about ...
[3:11:45] you know equity diversity and and water ways and different
[3:11:48] things but but to council hurting you had to your
[3:11:52] hand up for a comment yeah yes just a very
[3:11:54] quickly are basically one of these things just like the
[3:11:58] town's social media yes they could put something in for
[3:12:03] you know under that that ... if anybody sees something
[3:12:06] that needs to be addressed well they can address it
[3:12:09] through the and all the social
[3:12:13] and all media or they can get in touch with
[3:12:17] staff for with a number beside it search for that
[3:12:20] it's telling of that we do have a twenty exactly
[3:12:23] yeah and I think you for at the first meeting
[3:12:25] of and and getting closer second meeting because sometimes orientation
[3:12:29] but I think having communication stop go and sort of
[3:12:34] give the expectations of what what the staff can provide
[3:12:38] as we have a fairly small communications staff but what
[3:12:41] can they do for the committees what they they do
[3:12:44] do in terms of promotion of those various committees and
[3:12:46] the activities of of those committee so I think it's
[3:12:49] important if as part of that orientation that for those
[3:12:53] new commit that new committee in for all the committees
[3:12:56] that so we'll get Mr nasty and his staff to
[3:12:59] provide some information to those committing so so we can
[3:13:02] route a motion to refer this to ... Mr asking
[3:13:05] for discussion with the twenty twenty three accessibility advisory committees
[3:13:11] moved by councillor Harding seconded by regional council Rossi questions
[3:13:15] or comments all those in favor
[3:13:19] lows and that's carried
[3:13:21] next is the Georgian equity diversity advice committee requesting staff
[3:13:25] to create an anti racism policy and this is on
[3:13:28] page
[3:13:31] two oh seven of the repaired agenda ... I'll read
[3:13:35] out the the full part of it so you understand
[3:13:38] that the diversity committee request that council direct staff to
[3:13:42] create a town of Georgina anti racism policy and the
[3:13:45] staff will take the following first steps because committee realizes
[3:13:48] that you just don't create a and he racism policy
[3:13:51] overnight it's it's a long process but they're looking for
[3:13:54] the first steps ... that human resources will become an
[3:13:57] employer partner with the Canadian center for diversity and inclusion
[3:14:01] I will be seeking to enter into a senior three
[3:14:03] year partnership commitment which will be embedded into in the
[3:14:07] HR strategic plan and the staff report back to the
[3:14:10] Georgian actor never city arrived committee and then new truck
[3:14:14] of office with an update on this initiative and I
[3:14:17] don't know if ... Belfort Moffett Misbah and wishes to
[3:14:20] make any comment on this you have a question councillor
[3:14:24] Washington
[3:14:26] thanks my merits review and defend this month it's going
[3:14:29] to be here that's even better
[3:14:32] just a cursory look into becoming a employer partner with
[3:14:37] the Canadian center for diversity inclusion ... I saw figures
[3:14:40] looking at costs between three thousand and ninety five hundred
[3:14:43] dollars per year ... and were looking to approve right
[3:14:47] now up to a three year partnership with us I
[3:14:49] I I'd I'd rather it come back to council with
[3:14:52] actual details of of what that partnership includes how much
[3:14:56] it's actually going to cost us and the and what
[3:14:58] the town gains from it well maybe this market can
[3:15:01] there was a little bit now this market
[3:15:04] thank you through you madam Mary
[3:15:06] D. at the center for diversity and inclusion it's a
[3:15:10] really good place for us to start and ... I
[3:15:13] believe that three thousand to ninety five hundred is that
[3:15:16] three thousand per year and if we go for the
[3:15:18] three years it which we would go up to that
[3:15:21] in total nine thousand dollars ... but we do have
[3:15:26] the money in our budget to add to take that
[3:15:29] on this year to start that partnership of four twelve
[3:15:33] month period and that the the committee wanted us to
[3:15:37] start with creating a policy which is really one of
[3:15:40] the last steps the first steps that we have to
[3:15:44] take is really looking at ... our organization ... trying
[3:15:50] to pull together some data which is a little bit
[3:15:53] of a struggle for us because we we don't have
[3:15:55] an H. R. I. S. system that identifies some of
[3:15:59] the diversity that we would like to be able to
[3:16:01] identify in our organization so next year we'll have our
[3:16:04] H. R. I. S. for up and running we will
[3:16:07] have the partnership with the center for diversity and inclusion
[3:16:11] and I think it's a really good place to start
[3:16:15] well look the
[3:16:17] our clerk through you to to both of them
[3:16:22] okay three thousand dollars know from within your budget what
[3:16:25] are the overall
[3:16:26] costs like
[3:16:29] walk us through what becoming a partner actually ... not
[3:16:33] only forces us to do allows us to do ...
[3:16:36] you know benefits it gives us but also some of
[3:16:38] the stuff that we have to do in the background
[3:16:40] but ... you know on our end of this partnership
[3:16:43] ... because what what I'm curious is you know do
[3:16:47] we become a partner and then immediately have to send
[3:16:50] all staff to diversity training and it's these kind of
[3:16:52] things I would like to get which I'm not opposed
[3:16:55] to by any means but I'd like to get up
[3:16:57] a full view of what ... what we're actually committed
[3:16:59] to because as it stands right now we're we're doing
[3:17:02] this based on a two sentence
[3:17:04] I'm comment on on the agenda
[3:17:09] so at three Madame mayor to council whiting ten what
[3:17:12] the partnership will do for us is really help us
[3:17:16] develop a strategy and go forward strategy what that strategy
[3:17:20] I'm assuming will include yes staff need training we need
[3:17:25] to create a policy we need to pull together some
[3:17:28] data from from our system ... what we need to
[3:17:33] look at our HR policies and make sure that they
[3:17:36] are inclusive ... so really what it would be doing
[3:17:40] is creating a strategy for us to look at all
[3:17:44] of the different aspects and any of those that have
[3:17:47] significant cost to them would have to come back to
[3:17:49] council to say is this something that we should be
[3:17:54] spending money on what are our priorities right now and
[3:17:58] how I mean looking at the HR policies um with
[3:18:01] somebody from the center to say to us this is
[3:18:05] good this is good this is good this is not
[3:18:07] so good ... is is a really good place for
[3:18:09] us to start so it's really looking at what we
[3:18:12] have what we need to do what is our strategy
[3:18:15] look like going forward and what are the total includes
[3:18:18] the cost of all of that ... so it's really
[3:18:21] partnering with them to help take us down that road
[3:18:24] if thanks bye bye I appreciate that ... the idea
[3:18:28] of ...
[3:18:30] I'll be given the partnership ... and find any of
[3:18:32] that information sounds good ... when we officially become a
[3:18:36] partner have we committed to doing everything that they require
[3:18:40] no absolutely not absolutely not it's like a membership with
[3:18:44] any organization we are going to tap into their resources
[3:18:49] there are ... specialists ... and and help them guide
[3:18:53] us through the creation of our strategy by the OP
[3:18:56] partner it it's basically getting a membership with the center
[3:19:02] to be able to tap into the resources that they
[3:19:04] have already established
[3:19:07] okay thank you
[3:19:09] further questions or comments
[3:19:13] okay do I have a mover in a second ...
[3:19:15] on this one
[3:19:19] need a mobile by council zero second by regional council
[3:19:22] grassy all those in favor
[3:19:25] opposed and that's carried
[3:19:28] let's see next
[3:19:31] is from the Georgian agreed oversee advisory committee providing the
[3:19:34] final hate has no place here decal designer requesting staff
[3:19:38] move forward the creation and distribution of said that cold
[3:19:41] I gotta tell you that that the court may have
[3:19:43] been created
[3:19:45] of we had the permission to go ahead this is
[3:19:49] the the the the decal and they are in the
[3:19:53] process of being distributed through various town facilities I think
[3:19:58] ...
[3:19:59] not sure Mr but no do you have the details
[3:20:01] I think the libraries
[3:20:04] yes about American I can offer I will take the
[3:20:07] fall and some of this this is that we this
[3:20:09] decision was made back in June it was to come
[3:20:11] to council it's unfortunate getting out of council's agenda at
[3:20:14] this point ... those tackles have been with with a
[3:20:17] minor tweak to what you see in your your agenda
[3:20:19] packages for design purposes the decal is round so the
[3:20:24] the local has been placed below the heart shaped hands
[3:20:27] and be eight has no place here is more circular
[3:20:31] yes that's that's the that is the final approved design
[3:20:35] that matter moving up
[3:20:38] any at the committee members and staff were quite Seles
[3:20:41] in moving forward we are celebrating our first inaugural ceremony
[3:20:44] at the ... the pan African flag festival and at
[3:20:47] that festival there were they were also being circulated ...
[3:20:51] end up put up for display so there they'll be
[3:20:53] available at these different locations and at the intent is
[3:20:56] to be able to put basically post them in one
[3:20:59] window to support via it has no place here
[3:21:02] so for businesses from on your car on your home
[3:21:06] so they're out there in a few members of council
[3:21:09] want one will make sure that show you get one
[3:21:12] in ... your next agenda package so ... so I
[3:21:15] need a motion probably just to I just received
[3:21:21] because we already have created them so moved by accounts
[3:21:24] receivable seconded by councillor Fellini all those in favor
[3:21:28] posted that scary and I got I have to tell
[3:21:30] you that yeah great numbers committee was really happy to
[3:21:33] build move forward with this project comments something they've been
[3:21:37] talking about for a while ... as all of us
[3:21:40] know sometimes committees can get really bogged down and and
[3:21:43] don't feel they're moving forward initiatives so they were really
[3:21:46] happy to to see this one happened there was a
[3:21:49] cultural food flyer there was a pan African flag festival
[3:21:53] that was raising and and ... event last week and
[3:21:57] certainly the ... anti racism policy that that membership is
[3:22:01] a game the first step in a in a long
[3:22:04] journey of an anti racism policy but you have to
[3:22:07] start somewhere so I just wanna thank members of council
[3:22:10] for your support and ... moving us forward ... did
[3:22:14] we vote on that I think we did I can't
[3:22:17] remember I'm getting my brains punching okay so moving on
[3:22:20] to the last one Georgina trails and active transportation advisory
[3:22:23] committee requesting staff investigate the use of a trail captain
[3:22:27] program in Georgina
[3:22:30] and I'm not sure councillor wanted in your on this
[3:22:32] committee any comments M. A. M. but ... this was
[3:22:38] actually voted we're sorry brought forward by ... not only
[3:22:41] Bob Ferguson of the town ... apart from it but
[3:22:44] ... concert Siebel so I don't still nobody thought okay
[3:22:46] side really endorse it I forgot accounts receivables on the
[3:22:49] committee to councillor stable you want to speak to this
[3:22:53] thank you through Medicare ... certainly this is a an
[3:22:57] initiative that was brought to our attention by Mr Ferguson
[3:23:01] ... having been ... employed in the township of Bucks
[3:23:05] first which touts itself as a trail capital of Canada
[3:23:08] and they use the trail captain program there was some
[3:23:11] success so he was very supportive of the idea and
[3:23:14] therefore the trails and active transportation advisory committee felt it
[3:23:18] prudent to request a staff investigate utilizing that trail captain
[3:23:22] program here in Virginia okay so the two of you
[3:23:25] are moving and seconding endorsing this being investigated okay move
[3:23:30] job accounts receivable second by council Washington all those in
[3:23:33] favor
[3:23:34] hose and that's scary
[3:23:37] okay general information items on page two eleven was anything
[3:23:40] else be removed for discussion Madame clerk
[3:23:45] no it was not not America okay so I need
[3:23:47] a motion to receive the general information items moved by
[3:23:52] read accounts across the second by council Harding all those
[3:23:54] in favor
[3:23:56] lows and that's carried briefly knows we've got the approval
[3:23:59] of the economic development grant applications on page two hundred
[3:24:02] to twelve is there any questions or comments on that
[3:24:05] one if not a motion to receive moved by councillor
[3:24:09] Fellini seconded by councillor CBOE all those in favor opposed
[3:24:15] and that's carried there's no committee of adjustment planning matters
[3:24:20] there's some I don't think any motions are notices of
[3:24:22] motions are either on Madame clerk
[3:24:28] no there are not okay regional business anything you want
[3:24:32] to bring forward at this time regional council grassy
[3:24:35] okay and other business there wasn't any business I think
[3:24:39] that was left on done on this meeting are we
[3:24:42] have the one two three four bylaws twenty a motion
[3:24:47] for those for bylaws moved by councillor Waddington's seconded by
[3:24:52] read accounts across the all those in favor ... that's
[3:24:55] carried we do have a closed session so I need
[3:24:59] a motion to move into closed session of council um
[3:25:02] first item is the approval closed session minutes second is
[3:25:06] item B. as a position plan procedure criteria or instruction
[3:25:10] to be applied to any negotiations carried on or to

[3:25:53] moved by
