I has rain over the weekend or Friday
was so hopefully it kind of clear it's
[0:05]
not as bad as what it was we got to get
the the two guys out there training on
[0:11]
the roads and we do
[0:16]
yeah uh I met some as companies to give
a esma and East eag and rro you like in
[0:24]
M Mill Phi so I'm meeting with one
tomorrow morning it's a price idea
[0:31]
I Ro we can do here that you dropped a
new truck off to Bas yesterday or today
[0:38]
this morning to get the stet kit all
that good stuff on it should be down
[0:44]
about two days three
[0:47]
days and I noticed going down West
heagle Road halfway down the hill
[0:52]
towards the school there's a counter on
the post right there and I thought a
[0:56]
traffic counter it's not it's pedestrian
counter they have one in town here and
[1:01]
there's two in Atlas
Township so that was kind of got for
[1:06]
like for the walk yeah
halfway like a pad that is not just a no
[1:13]
it's just a little camera a little eye
on
[1:18]
cting I didn't know he made one I called
the county and I said is it he said it's
[1:26]
ours interesting
[1:31]
what else
much we will be Limestone and Dutch Road
[1:36]
that's the last road to Limestone within
probably two three weeks
[1:41]
here
so that's what I
[1:58]
got Great Liner that's
over Etha has been delayed I don't know
[2:07]
why did he say anything M he said
November he said the problem is they're
[2:13]
actually catching up now and they have a
large trucks p in all once that's kind
[2:18]
of waiting line he said we can't do it
fast enough to get all out the
[2:24]
door November should
be November
[2:39]
yeah all right um moving on to
enforement really
[2:48]
Laura
amazing
[2:55]
amazing I got I got this packet and I'm
like
[3:00]
packet F this she does her job and we
got lots of beautiful pictures and
[3:08]
um so so how was your uh your first
month things
[3:15]
go
[3:18]
started a little bit more
[3:25]
familiar uh so I provided you with some
pictures and you know quite honestly my
[3:33]
Approach will be
to uh talk to some of the businesses
[3:41]
along the M15 Corridor or contractors
hopefully to stimulate some improvements
[3:48]
that the community then will be able to
see um you know before say targeting any
[3:56]
individual problems with homeowners and
so on but I would like to you see from
[4:01]
the pictures you know all of those
pictures are pictures that belong to
[4:07]
mostly up and down and 15 U few
Exceptions there um but I will hopefully
[4:17]
be able to call on some of those
businesses and discuss ways that perhaps
[4:21]
we can get them to come into compliance
with maintaining that buffer zone and
[4:27]
the sidewalks in front of their
businesses
[4:31]
you to see what can be done there
wonderful um you I like your um your
[4:36]
format that you sent this as well um my
only suggestion um would be
[4:42]
um I I think it would be nice to have a
um just a chart um like you've got um
[4:49]
these incident incidents um documented
here um if if we could have
[4:57]
um you know like like pending or closed
or you know resolved um you just so that
[5:03]
we exactly so this is the first report
and that's what in summary I said uh I
[5:10]
will provide the updated outcomes to
these issues so hopefully at the next
[5:17]
meeting maybe some of these um that's
what you'll you'll see um this was just
[5:23]
my initial
observation I did send one notice of
[5:28]
violation out
um just went
[5:33]
Bri um I removed some signs from the
buffer area that you know um people
[5:41]
trying to do seal coating and gutters
and they're putting those signs are
[5:45]
front gas stations things like that and
they're they're between the sidewalk and
[5:50]
the road and they don't belong there but
I've let the people know that they can
[5:53]
come and get their signs and they've all
been really pretty nice about it you
[5:57]
know I've explained
what which
[6:01]
ordinance uh
dictates appropriate placement of sign
[6:06]
and
[6:10]
Etc all right well thank you so much
very nice
[6:26]
thank through and revie these but the
building
[6:30]
Jor packet for your
review
[6:37]
um the fire department activity report
is also there for your
[6:43]
riew and the sheriff's department
activity
[6:51]
report moving on to unfinished business
on authorize agreement with J County Ro
[6:57]
commission for 800 foot ditching and
hybrid seating brid Road from Eagle Road
[7:03]
to January Court plus replace three
driveway culs at a total of
[7:14]
14,18
[7:17]
we maybe postpone that
to you can't seem to find anybody that
[7:24]
wants to do the driveways tail them CS
out and not CL the driveways right
[7:31]
away
seters I did talk
[7:35]
to one after I talk you with me
prob
[7:41]
okay he same
[7:46]
thing yeah I just hate to pull them
cards let them ditch it and not be able
[7:51]
to replace them or our option right now
is to just ditch and don't worry about
[7:57]
the right
if they're going to be out there had res
[8:02]
ass ditching longer that's
why better to go ahead and see
[8:08]
them take on the C
so separate yeah bit over1 th000 right
[8:18]
now back Char come back out
right yeah yeah come
[8:27]
back so do you want to
look into that then you to postpone
[8:34]
this I like done now we go back and do
the cover some point there's no holds or
[8:40]
nothing it's just they know
ends so this includes everything but the
[8:46]
three okay well this includes everything
but the
[8:52]
three says 12 by
[9:02]
so do you want to make a motion
[9:07]
exception make a motion to go ahead and
Pitch without replacing the Cs yes or to
[9:14]
be done when
no redo it make what's before you right
[9:21]
now is this you're going to approve it
minus the Cs that's what you're doing
[9:27]
culverts is another issue
then I will make a motion
[9:34]
to authorize the agreement with the jese
County Road commission for 800 feet of
[9:38]
ditching in Hydro Seating ritten Road
from FAL road to janoy Fort with the
[9:42]
exception of not replacing the three
driveway colberts for a cost to be
[9:47]
determined after Matt talks to the
company second this is one of
[9:57]
those we don't do this
[10:01]
driveway so then hold on we need we need
a I have
[10:07]
a it's so instead of the price
determined later at a price of $1
[10:12]
13,430
[10:16]
and4 you
13,430 04
[10:27]
[Music]
[10:30]
um we have a motion and support to
authoriz um um J count Ro commission 800
[10:38]
ft of ditching and hyro seting Bridge
Road from heagle road to January Court
[10:43]
um minus three C
placements um at a cost of
[10:51]
$3,430 4 roll call
pleas
[10:56]
yes yes
[11:00]
yes
[11:19]
yes okay
um the next item um it's really two
[11:27]
separate items but um
let's talk about the uh traffic study
[11:35]
first um we can
rent
[11:42]
um counters from the uh from the
[11:48]
county and
um how long do we want to do the study
[11:54]
for they recommend a week
[12:07]
West
[12:11]
um anybody have any comments in regards
to performing um the traffic
[12:17]
St the fee is $5 a day for each
[12:24]
counter day correct
[12:29]
okay
[12:33]
um so then let's talk about
um the monkey survey
[12:39]
um Sher can you explain the monkey
surveys and how they work it's free you
[12:44]
set it up they help you set it up uh you
set it up on your uh your website and uh
[12:51]
you send out um notices to all the
residents
[12:56]
to voice their opinion
you can give them some choices or not or
[13:02]
yes or can be a yes or no or there can
be two or three choices of their
[13:05]
opinions on
things do you
[13:10]
um the
spot you know um what that I know it's
[13:16]
printing cross and um in postage I know
we get a bol rate on the postage right
[13:22]
well do we know what that approximate
cost
[13:25]
is is
it we talk
[13:30]
we get a reduction in the actual price
of the post regular postage anyway so
[13:33]
it's not going to cost with you normally
what is it 72 cents now for mail a
[13:37]
letter it doesn't cost that I ours is
less than that and we can mail in both
[13:44]
what about the creation the printing and
everything we we can do
[13:48]
that can I CH my bottom only bring it up
because I I recently went to the atlas
[13:55]
Township meeting about property and it
was one of those things where just like
[13:59]
this nobody knew about it beforehand
when they were testing the Reon the
[14:04]
future land use and everybody made a
very very strong case and the gentleman
[14:08]
finally I think he agreed with us that I
know it doesn't
[14:11]
seem necessary some but I think we need
to do a bigger push on social media only
[14:17]
because and we can you know we can make
the village of good Rich you can't
[14:20]
comment on anything you can just post
things but what I tried to explain to
[14:23]
him was you know as I'm swiping through
to see what time my kids track being it
[14:27]
is and what time this is and what see in
there when it just passes by it says oh
[14:31]
there's an upcoming Village meeting I
see it I'm not going to look it's
[14:35]
ignorance on a lot of us like I I say
I'm not going to look at the newspaper
[14:38]
to know when the next upcoming Atlas
Township meeting is which is my fault
[14:41]
I'm a grown adult they should but I'm
saying for a convenience and the amount
[14:45]
of time it would take for somebody in
the office or if somebody on Council is
[14:48]
allowed to do it to start posting and
saying hey there is an upcoming meeting
[14:52]
here's what's on the agenda I just
really think that I know Facebook is not
[14:56]
for everybody but it is for a lot of
people if we could put put the survey
[14:59]
and say here and put the link right on
Facebook it could save us a boatload of
[15:03]
money but I think you'd get much more
exposure because it might just get
[15:07]
thrown you know in the trash when it get
people's houses that's just my opinion I
[15:10]
I love what we're doing but I think
social media is a really strong platform
[15:14]
right now to be able to get people to
see things it's right in their face so I
[15:19]
will reiterate what what we talked about
earlier today and and um I don't have
[15:24]
any issues with the social media um
point of view
[15:29]
um our objective here is to get
everyone's opinion um whether they think
[15:35]
it's a good idea or not so that we can
gauge that um but
[15:42]
um I do think there's a lot of people
that um don't use social media um I'm
[15:49]
not a big social media person
myself um I don't know just generally
[15:56]
speaking I'm just making an assumption
here so don't jump on me but I'm I'm
[16:00]
guessing that um there's probably a lot
of older folks um that that that don't
[16:05]
get um on the social media
platforms um my opinion I think the the
[16:11]
monkey survey is good because everybody
gets a card in the mail that says hey
[16:15]
we're doing the survey on um a proposed
truck
[16:20]
ordinance here's a website please go out
and and and take a survey or we can make
[16:25]
it really easy by sending out a letter
with a return postage uh envelope and
[16:30]
and have them just do it right then
handwritten and mail back or drop it off
[16:34]
or it was a letter with a QR code that's
even
[16:37]
easier a lot of
[Music]
[16:43]
people yeah I'm not seeing um one is
better than the other I mean I think
[16:50]
potentially do do both is there anything
coming out from the village soon that we
[16:54]
could include it is there any bills or
anything coming out soon
[17:01]
that we make it just a discussion that
maybe we all kind get our ideas together
[17:05]
what's the best
way all right so can I can I have a
[17:10]
comment you can um my concern with
mailing something now like a
[17:17]
postcard how much junk are we getting in
the mail with political stuff I don't
[17:23]
look at it it bro
away I see a postcard in the mail I oh
[17:28]
political
done it's
[17:33]
gone so I I don't know I think the
Integrity of meiling something right now
[17:38]
could be diminished yeah with the with
all the election mailings that are going
[17:47]
out what if we postponed it until we get
the traffic study
[17:52]
done that won't be done until after the
election and then we can give them some
[17:58]
choices with some information on what
the traffic study
[18:02]
said right and that I mean it may make
that may make better sense because maybe
[18:07]
the traffic study shows that this is for
not why you guys didn't do it at the
[18:14]
last why is it the second time we put it
on and the people show up and we're
[18:20]
gonna do all this now well I'll address
that that um question I'll address that
[18:27]
right now the the reason that this is on
the agenda tonight we are still um we
[18:34]
are still doing research we are still
investigating this we've reached out to
[18:39]
mdat we've reached out to J County Road
Commission um we've reached out to um to
[18:44]
tips that's where we get um our money
for like when we just did uh keep Ro so
[18:50]
we're still um investing it the reason
that it was on here tonight was because
[18:55]
last month Shannon made a motion to put
it on this month's agenda we supported
[19:03]
that and we did and that but that is the
reason why it is on the agenda because
[19:08]
it had to be on the agenda for the
motion that was made last month correct
[19:13]
so and we are postponing that to a
further date because we're not done
[19:19]
doing our that's why I withdraw RS we
get two there you got more all right
[19:24]
good luck to
y'all um
[19:29]
all right
so as far as a traic study everybody's
[19:33]
an agreement that you should do a traic
study yes yes okay then I would look for
[19:38]
a
motion to gra I'll make a motion to
[19:43]
purchase the stuff to traffic study and
them out as soon as we get
[19:49]
up Eagle Road for West eagle
and I'll support
[19:55]
that um we have a
motion and support to perform a traffic
[20:01]
study on Eagle Road East and Eagle Road
West um all those in favor say I I I
[20:09]
oppose
motion moving on to new business um
[20:15]
consider planning commission's
recommendation to approve the request
[20:19]
for paral
division 9202 d5400 d045 to be added to
[20:25]
personal 92025
400-
[20:31]
z39 um we're going to talk about this
one first but then there's another one
[20:35]
coming after that these are both related
so I'm going to read that one too um we
[20:40]
also um are to consider um a
recommendation from the Planning
[20:46]
Commission to approve request for parel
92025 d400 d41 to be combined with
[20:54]
92025 d400
d045 umk Mar Brown R petitioner so real
[21:02]
quick Mark if you could just um explain
to the people that um aren't on the the
[21:08]
Planning Commission myself and Shannon
AR on the Planning Commission could you
[21:13]
just give the audience um just a brief
very brief overview of what you're
[21:19]
trying to do with your
pro two properties up there BR stew
[21:24]
Center and
St and there's a front
[21:29]
you got you got diagram can you bring it
up here just
[21:37]
show you guys
are well be helpful
[22:09]
okay so here's the front lot we would
like
[22:13]
to put it with the storage
line could be a future office put on
[22:21]
this
and when we get to this one this one is
[22:25]
the barn and property in the back here
that the hardare is already
[22:31]
using that we like to attach it
[22:37]
to yeah yeah he say attach this property
together this is one
[22:43]
lot this that will shape
[22:51]
is to be attached
[22:59]
[Music]
[23:22]
fure that could be or could be attached
to this drive wire and
[23:29]
depends on
[23:33]
what right now we do have an already
going around here for both properties to
[23:44]
[Music]
[23:56]
use no I was unanimous on both um on
both parcel combinations for the
[24:03]
Planning Commission to send it to
C okay so let's go ahead and U handle
[24:11]
one at a turn I'll make a motion
to um authorize the planning
[24:17]
commission's recommendation to approve
the request for parcel division one
[24:20]
section of number 9202 D15 d400 d045 to
be added to number 922154
[24:28]
-39 for Mark
[24:33]
Browner Motion in support
um to approve the the request um from
[24:41]
the plan
commission
[24:44]
[Music]
um for the person division one section
[24:49]
of
92025
[24:52]
d-45 to be added to
92025 d400
[25:00]
039 um all those in favor say
iose motion
[25:06]
carries number B I'll make a motion to
also authorize the plan commission's
[25:11]
recommendation to approve the request
for paral combination number 9202 D15
[25:16]
d400 041 to be combined with number 9202
D15 d400 d045 Mark Brown R
[25:25]
petitioner have mot motion in support to
approve the request um for personal
[25:32]
[Music]
division one
[25:36]
um we have a motion in support to
approve the request the par of
[25:40]
combination
02-1 15- 400- 041 to be combined with
[25:47]
92025 d400
d045 all those in favor say
[25:53]
iOS motion
carries um
[25:58]
a number
c um is basically administrative um
[26:04]
consider one year uh extension of the
current 2015 2024 capacity management
[26:10]
operations and maintenance contract
expiring
[26:17]
December
31st 2025 2025 uh without changing the
[26:23]
current rates um the county agency and
Retail
[26:29]
Community customers are operating on the
2015 2024 capacity management operation
[26:36]
and maintenance contract the contract is
set to expire on December 31st
[26:42]
2024 since the beginning of the fiscal
year we have been tracking expense
[26:46]
expenses associated with retail
sanitor sewer Services while we have a
[26:52]
lot of good data we believe it would be
beneficial if we had a full year of
[26:56]
track expenses it goes on but they're
simply um asking um that this be
[27:03]
extended by a year and expire December
31st
[27:08]
2025 so with that I will entertain a
motion I'll make a motion to um
[27:16]
authorize the one-year extension of the
current 2015 to 2024 capacity management
[27:20]
operations and maintenance contract that
expires December 31st 2025 without
[27:25]
change in the current rates
[27:29]
support we motion of support to extend
the onee extension of current 2015 2024
[27:36]
capacity management operational
maintenance
[27:40]
cont there's also another table expiring
December 31st
[27:45]
2024 um without change in the current um
rates all those in favor say
[27:52]
iose motion curies no this new contract
that you're extending is going to expire
[27:58]
December 31st
2025 yes that's why it was saying the
[28:04]
new one that's going to expire you
extended at one year I know it's but it
[28:08]
expires December um 31st
2024 correct and we're going to extend
[28:13]
it one okay so we're extending that by
um item number D authorize um bc3 to
[28:22]
install and configure four new office
workstations at total cost of $2,100 I'm
[28:27]
sure expand on that well you uh
authorized uh us allowed us to purchase
[28:33]
four new workstations and they need to
be configured all of our information
[28:37]
needs to be transferred over and the new
computers need to be configured and um
[28:42]
these uh vc3 says it takes about three
hours per computer so that's what it's
[28:48]
going to cost to do that work and they
will be sending someone uh on site to do
[28:52]
this well 2100 now
[29:00]
I will make a motion to authorize vc3 to
install and configure four new office
[29:03]
work stations for a total cost of
[29:08]
$2100 I'll that we have motion to
support authorize inst 4 new office
[29:16]
workstations for a total cost of
$100 roll call
[29:21]
please
yes yeah yes yes
[29:29]
yes item number e is the authorization
of L Pion a cost of
[29:37]
7,610 that was a little bid by Eminem
payment
[29:42]
months that's a yeah it's a center lane
fog
[29:48]
Lane and the turn lane on
EAD and Y Street the turn lane
[29:56]
especially the one going up by 10 really
F you can hardly see it we usually do it
[30:01]
every couple years we haven't done a
couple
[30:03]
years let's
do now that price
[30:07]
included everything so the price will be
a little cheaper because obviously we
[30:11]
just did the new FL from town here so
you won't do
[30:17]
that do just
[30:21]
middle so this be a little cheaper
what's
[30:24]
here random question only because have
we worked this company uh they've always
[30:29]
been the cheapest and they know our
schules with buses and stuff
[30:40]
that a motion then I will make a motion
to authorize the line painting at a cost
[30:45]
of $
7,610 the low bid by Eminem pavement
[30:51]
working from M Painting of $
[30:56]
7,610 by M&M
markings roll call
[31:02]
please yes
yes
[31:06]
yes yes
yes all right this time we have a public
[31:13]
comment
for any any items we ask you state your
[31:21]
name
minutes morning guys
[31:29]
I have a question on the monke survey is
that going to totally be restricted to
[31:34]
Village residents or can anybody could
somebody in Rand blank or davidon how
[31:41]
how would that be controlled that's a
good question I know Sher might be able
[31:45]
to answer it um I'm not sure I mean I I
know
[31:49]
thatst cards would be sent
out do you know how they control
[31:55]
that or not I know it can be control
right
[31:59]
okay one
[32:12]
[Music]
[32:23]
time we're doing a graphic study so that
we can see how many how many trucks are
[32:27]
are currently going down
um heagle eastn heagle
[32:33]
Woods who sets the numbers to decide
get I'm not sure your question the
[32:40]
biggest issue I see with it is fatality
trucks going to be diverted from traffic
[32:47]
in town to
[32:50]
be not the traffic study we're doing I
understand that my concern about the
[32:56]
truck rout converted in towns all the
local businesses go to town turn left
[33:02]
have tra FL move all that truck traffic
up here at Green ro we're not telling
[33:07]
trucks where they can go it's naturally
happen TR the next closest road to turn
[33:15]
left is my concern so now you got 55 mph
traffic at 7 o00 in the morning that are
[33:20]
potentially going to run into these bus
because they're in a hurry there run
[33:23]
cars school buses it's a it's a horrible
idea to move this traffic
[33:28]
they need a light to
turn thank
[33:36]
you anyone
else all right this time I close public
[33:41]
comment move on to council
[33:50]
comment I'll just make a a comment again
um I I know it seems um misleading um
[33:58]
again the only reason that this uh the
the ordinance was on the agenda tonight
[34:05]
was because of the way the motion was
made last month it had to appear on the
[34:10]
agenda because of the way the motion um
uh was stated last month um we thought
[34:17]
that we were going to have
um more concrete information that we're
[34:23]
looking for we're still trying to get
some opinions from the lawyers still
[34:27]
kind of get some other
clarification um so we're still
[34:32]
researching that that's why this has
been proposed and then we would like to
[34:37]
do um a study um as well and um you know
the monthly surveys or the social media
[34:47]
um is probably a good thing to do so
that we get
[34:51]
um get the opinions from other peoplein
our community so that we can make a
[34:57]
better
decision anyone
[35:02]
else I think said
[35:11]
allent question Council comments
[35:17]
know
agenda or we just we all showed up
[35:23]
tonight because would you have voted on
it tonight probably
[35:28]
exactly yes they
would who big idea was this in the first
[35:33]
place motion these
[35:39]

[35:55]
