The the next four slides are u are all

in sand flat. So, I'll talk to those

about those first. Um so I have been
[7:32]
concerned for quite a while about high
[7:34]
banking in the sandy sandy areas
[7:37]
primarily on fence and um what I would
[7:41]
like to do is to for this committee to
[7:44]
make a a recommendation to do something
[7:47]
about it. Um so the next four slides are
[7:51]
all taken on the north side of fence.
[7:55]
Slow down Matt. Let's let's stay on the
[7:56]
first one first. on the north side of
[7:59]
fence, right after you leave Santa Claus
[8:00]
Road, you go through a cattle gate and
[8:03]
then this is immediately after the
[8:06]
cattle gate. So this particular picture
[8:08]
was taken right after a rainstorm and
[8:11]
the very first vehicle that entered the
[8:14]
trail drove off the trail
[8:16]

little bit. So the reason the reason I'm

concerned about high banking is several
[8:31]
reasons. One, it's I think it's very

unsightly. Secondly, it promotes
[8:36]
irresponsible recreation. It encourages
[8:39]
people to drive off of the trail. I
[8:41]
think there's a safety issue involved. I
[8:43]
know I have been out there on more than
[8:45]
one occasion where there's a sideby-side
[8:46]
link on it side because they were going
[8:48]
too fast and I bank and flopped over.
[8:50]
And if we don't do anything, it's only
[8:53]
going to get worse. it's going to
[8:54]
continue to widen the trails. So, the
[8:56]
next three slides are in sequence. Um,
[8:59]
so this this one you can see that the
[9:02]
high bank is still somewhat within the
[9:04]
main line of the trail. Uh, the next
[9:07]
slide, Matt, is just downstream of that.
[9:11]
And the high bank in this case is 100%
[9:14]
off of the line of the trail. And in
[9:16]
this particular case, you had some rocks
[9:18]
that sort of encouraged people to try to
[9:20]
drive around the rocks. And now people
[9:22]
are are leaving the trail completely to
[9:24]
drive up on the bank. And it's hard to
[9:27]
see in this picture, but the next two
[9:28]
will show as you look downstream.

can't you can't really see, but the next

couple slides are immediately downstream

of that where the banks are not as high,

but people are now weaving in, weaving

trail completely. And then the next two

slides you can see where they're

beginning to bank left and right. the

trails getting wider and wider. Um, so

stop there for a second, Matt, because
[10:24]
uh I want to don't want to get ahead of
[10:27]
myself. Um,

the thing is about whatever we do
[10:32]
doesn't have to be done everywhere and
[10:34]
it doesn't have to be done all at once.

We just need it begins with the resolve
[10:40]
to do something and that's us. We have
[10:43]
to make a decision that we're either
[10:45]
going to do something or not and then
[10:46]
the devil's in the details. Um what I
[10:49]
wanted to show you in the next couple
[10:50]
slides is something that
[10:53]
uh shows that there is hope. There's
[10:55]
actually solutions that are sustainable.

So this particular picture is out on the
[11:00]
3D trail and I was out hiking on it once
[11:03]
and I noticed that what it is. It's a fairly short wash that goes from
[11:11]
as you approach from this side, it goes
[11:12]
from west to east. And the the u the
[11:16]
juniper tree on the right was had
[11:18]
already been destroyed and I could tell
[11:21]
it got more and more traffic that it was
[11:23]
people are going to start speeding
[11:25]
through there. So Matt, if you continue
[11:27]
the next slide, um this is what I did.
[11:31]
It's kind of hard to see if you in in
[11:35]
the next couple of slides will be easier
[11:36]
to see. If you look all the way dead
[11:38]
center in the back, you can see where I
[11:42]
chopped down a little bit. I tried to
[11:43]
square the the bank, which is kind of
[11:46]
academic because it doesn't last long.
[11:48]
But yeah, what you can see right on the
[11:50]
edge of the bank is I put in a couple of
[11:53]
wooden posts.

Um you can see them

in the very back of that slide.

all. The key is those two little posts

on the right as you enter those posts

are right in front of you right up on

top of the bank. And then Matt go to the
[12:29]
next slide.

Okay. So, what I did, I should mention
[12:36]
this this previous two pictures that I I
[12:39]
just showed you were taken in March of
[12:42]
2023.
[12:43]
That's when I when I went out there and
[12:45]
did that work. This picture is the west
[12:48]
side taken in February of 2026.
[12:54]
There's really no change. And if you go
[12:55]
to the following slide, you're looking
[12:57]
at the east side. So, those are the two
[12:58]
posts that were in the background
[13:00]
before. Those posts were put up in March
[13:03]
of 2023 and they're still there in
[13:05]
February of 2026. Now, I have to let you
[13:08]
in on a secret, and I know this is being
[13:10]
filmed, but when I went out there to do
[13:12]
that, I had no materials to work with. I
[13:15]
had two 8 foot long bucking rail rails.
[13:19]
I cut them in half. Those posts are 4T
[13:22]
long in total. They're sitting in the
[13:25]
sand maybe a foot to to 16 in. anybody
[13:29]
in this room could walk out there and
[13:30]
knock them with one hand and they're
[13:33]
still there three years later because
[13:35]
for some reason reason people just don't
[13:37]
want to drive their vehicle post
[13:40]

>> So um what I believe we should do the

proper course of action I think is to
[13:48]
ask the motorized trail committee for
[13:50]
recommendations to deal with high
[13:52]
banking. when they give us their
[13:54]
recommendations, we can either accept

one of theirs or adopt our own. Um, but
[14:00]
as I said earlier, it begins with a
[14:02]
decision for this for this group that we
[14:04]
want to do something about it. And if we
[14:07]
commit to do that, then we can work on
[14:09]
the details about how to implement.

background from Samot's uh side of
[14:16]
things? Uh, so I don't know, this was a
[14:18]
while ago, maybe a decade ago, and I had
[14:21]
the road department go in from the Fox
[14:23]
campground, and I had them cut down all

those high embankments that were there.
[14:28]
And then we put some signs up. We did
[14:30]
not do this, but we put signs up, and
[14:33]
within three month months, two and a
[14:35]
half months, it was all high banking
[14:37]
again. And so we can't, you know, I was
[14:40]
using that part that was really
[14:42]
accessible for the road department.
[14:43]
they're not going to go out further on
[14:45]
the trail, but we were trying to see
[14:46]
will it work. And then we also had put
[14:49]
some Tposts in a few places or fencing,
[14:52]
but it makes you really nervous because
[14:55]
people could get hurt, damage their
[14:57]
vehicles, whatever going up on that. And
[14:59]
so this basic simple idea of putting
[15:02]
these wooden posts in, I'm all for it. I
[15:05]
think it's I think it's great.
[15:07]
>> Well, and for the amount of time it's
[15:08]
been there, they're still up.

>> Yeah. Now, how popular is that? and
[15:13]
knocks it down to pin it back up and
[15:16]
back into place. But it gives them
[15:18]
something to look at and say, "Oh, I

used." But the concept still works. And

if I had more, I probably would have put

more posts in,

You don't have to line the whole bank.

You just like the the the one slide I

showed where they they had completely

left the trail. If you simply put two

posts

parallel to the trail, off off of the

trail, but parallel to the trail, it
[15:51]
effectively prevents people from making
[15:52]
a left turn into the bank.

probably six to eight inch posts and put
[15:58]
them, you know, three or four feet into

the ground. and and and it's sort of

like the post and cable, but I like not

and one post goes down, it pulls the
[16:09]
others down and there's no reason for
[16:10]
cable.

to protect the tree and I have one in
[18:35]
the bee campground to protect a tree and
[18:36]
they seem to be working really well.

around round them and stuff. So, yeah.

So I do agree Mark you know putting some

type of post you know that you know make

people you know force them to go in the

direction where the trail should is you

know that's what we should be doing.

simply cannot

drive around them.

matching funds so I said why are we

throwing our money away applying for a

capital grant that it doesn't look like
[31:45]
we have any chance of getting it. Let's
[31:47]
make it a planning and design grant. And
[31:49]
so they all said, "Yes, that's a great
[31:51]
idea. Let's do that." So, it's only a $
[31:54]
1.5 million grant is what we're going
[31:57]
for. If we get it, we'll know in June.

And then, um, we can get something
[32:03]
shovel ready. We can apply for a build
[32:05]
grant in the future. We can apply for a
[32:06]
flap grant. You know, all kinds of
[32:08]
options. So, uh, yeah. So that's what we

I said well you all are very much in

support of the road being improved. So

this is just a little tweak that really

the build grant we wouldn't have any

to for the build grant and so I had to

take seven lanes down into one and a

half. And just beyond that, partly to
[51:41]
keep people busy and partly because it's
[51:42]
needed badly, there's many many braids
[51:45]
that we we in and out. We're going to
[51:47]
try to take some people down and
[51:48]
whatever dead and down we can find to
[51:50]
try to channel people into a single
[51:52]
path. Um the Samp staff will be there.
[51:55]
We'll have extra tosts in and they'll
[51:58]
bring extra signs in case we want to put
[52:00]
some signs down in that braided section
[52:02]
as well. And my hope is that that can be

the beginning kind of to put a stake in

Lesnner, was there as well while this

was happening. And then Lee put cut in
[1:17:22]
the new road there. We had to move it
[1:17:25]
over. And then this is a little picture
[1:17:27]
of a sign, one of the signs that is
[1:17:29]
going to go up there. We have this big
[1:17:31]
area now that's closed off and people
[1:17:34]
might say, "Oh, well, why?" And there's
[1:17:36]
all these different tracks in different
[1:17:38]
places. So, we're thinking about I mean,
[1:17:40]
this is sometime this year. We're hoping
[1:17:43]
to maybe even have like a little
[1:17:44]
self-guided tour on your phone where you
[1:17:47]
could go and look at all the tracks. And
[1:17:50]
um so anyway, this is one sign that
[1:17:52]

that is the Dave Cousins was our

contractor and he put all those boulders

out there and what we had to do was we

actually broke up percentage of the
[1:18:26]
boulders down in the parking lot that we
[1:18:29]
built like four years ago that go down
[1:18:30]
to Potato Salad Hill. So Dave broke a
[1:18:33]
bunch of those up and brought them out
[1:18:35]
there and we still have plenty in that
[1:18:37]
parking lot.

We were out there last Monday, not this
[1:19:30]
past one, but the one before with the
[1:19:32]
Gastonia Club, the local paleontological
[1:19:34]
club, the BLM paleontologist, myself,
[1:19:38]
other staff members. We spent four hours
[1:19:41]
raking, I mean raking, sweeping all the
[1:19:44]
tracks along the whole rim. And then the
[1:19:46]
next day, a gentleman came from
[1:19:49]
operations center in the regional
[1:19:51]
office, I guess, of uh the BLM in
[1:19:53]
Denver, and they photographed all of
[1:19:55]
them. So they have a special
[1:19:57]
photoggramometry which is like 3D photos
[1:20:00]
and that's what they did years ago in
[1:20:02]
2012 before that track was stolen.
[1:20:06]
They did that and that's why they were
[1:20:08]
able to recreate that track afterwards.
[1:20:11]
And this one by my foot here on the
[1:20:13]
right that's a reverse of a therapod
[1:20:15]
track and that's pretty rare. They don't
[1:20:17]
usually have them coming up. They're
[1:20:19]
usually depressions. So that when I saw
[1:20:22]
that I was like we've got to protect
[1:20:23]
this. That was the track that made me
[1:20:25]
say, "I need to call the BL. We need to
[1:20:27]
get this protected." So, I mean, it had
[1:20:29]
more and more was getting exposed. This
[1:20:31]
is all from I mean, Molly, when you
[1:20:34]
worked out there,
[1:20:35]
>> were there dinosaur tracks visible yet?

>> Well, yeah. But one like one even lifted
[1:20:42]
like one season like, "Oh, look. We I
[1:20:44]
mean like a vehicle actually hit the
[1:20:47]
rock." Yeah. And so, it's like look

there's they're under this layer. But I

remember when we didn't even know there
[1:20:52]
were tracks out there because they
[1:20:53]
haven't been exposed yet from people
[1:20:55]
driving.

something else because more will be
[1:21:00]

What's the next one? Oh, so MTC has been

really busy with us with us this spring.

Uh this is a picture of a ramp that they
[1:21:13]

And my staff and and MTC members

and um volunteers. And so we put about
[1:21:21]
20 bags of cement in there and um
[1:21:24]
covered it up. And that's the little
[1:21:25]
mini that Ride with Respect has. And um

so that's working really well and as far
[1:21:32]
as I'm hearing. And um let's go to the

next one. They also worked on um North
[1:21:38]
uh Fins and Things. And you all probably
[1:21:40]
remember that there's those there was
[1:21:43]
four braids coming down. These were the
[1:21:45]
proposals from MTC that got approved by
[1:21:47]
the BLM and then we were able to
[1:21:48]
implement them this winter. And so there
[1:21:52]
was four places going down and um two of
[1:21:55]
them are closed off. There's wood and
[1:21:57]
signs and stuff and then a new route is
[1:22:00]
the easier route before it.

proposal that you guys um were in favor,

you know, voted in favor of.

side is up top before you drop down into

Raptor parking. People were rubbing

their vehicles, the bottom of their

vehicles there, so they chipped that

away.

can get her little minivan out there to

the dinosaur tracks.
